New Wave of Protests Fighting Banksters

It was tax day in 2009 that saw the first Tea Party protests, and the FOX-led media firestorm that's followed has made it seem as though the Tea Party's the only game in town if you want to complain about bailouts.

This year, though, as tax day approaches, a new wave of protest is sweeping the country. On February 26th, inspired by the UK, US Uncut actions took place at Bank of America branches around the country—and all 50 states held solidarity rallies to support Wisconsin's protesters.

Taxpayers connected with National People's Action and other community-based groups occupied a Bank of America, protested the Attorneys General and the Republican congressional leaders this week. and as James Mumm of National People's Action noted on GRITtv yesterday, this one actually represents the majority. And diversity.

Compare the coverage with what followed every Tea Party outburst and you'd weep.

In February 2009, when one CNBC correspondent spoke out from the floor of the stock exchange against taxpayers' help to beleaguered mortgage holders, Rick Santelli's "rant" went viral thanks to web-based front groups of the corporate-funded right. Tax day protests a couple of months later were covered live on FOX and by June's health care meetings, even a single wild-eyed ranter could snag prime time attention, on every show, on every network.

This time the attention's critical. The Empire Justice Center is predicting a “tsunami” of foreclosures coming, and Bank of America is refusing to write down mortgage debt. Republicans in Congress want to eliminate the Home Affordable Modification Program, which helps people keep their homes and Democrats are flagging in their support.

How big do protests have to be for money media to pick them up? We don't know, but we know it's out of all proportion when the critique goes against the super rich. Luckily the action's picking up. Now, will media spotlight? We in the independent media will do our best to keep up. But we're going to need your help.

House Republicans: Failing mortgage-aid programs should go

WASHINGTON — A handful of foreclosure prevention measures run by the Obama administration are so ineffectual, inefficient and complicated that, according to Republicans in the House of Representatives, the programs should be killed outright.

The House is scheduled to vote this week on getting rid of a refinance program for Federal Housing Administration loans and another program, scheduled to begin next month, that would help homeowners with delinquent payments.

The House Financial Services Committee is expected to vote Wednesday morning on ending two other measures: One of them is a massive effort that was designed to adjust up to 4 million mortgages but so far has tackled just half a million successfully. The other is the Neighborhood Stabilization Program, which steers money to communities hit hard by foreclosures.

The Treasury Department and many Democrats argue, though, that the programs — though flawed — are fixable, and consumer advocates say the measures offer the last, best hope for many struggling families.

"It's all we have," said Hazel Mack-Hilliard, the director of the mortgage foreclosure project with Legal Aid of North Carolina. "To have nothing and just say let the lenders do it, that's worse than nothing."

The bills' chances of becoming law are slight, because Democrats control the Senate and the Obama administration supports the programs. But Republicans say their effort will shine a light on inefficient programs that they say aren't working and, in the worst cases, do more harm than good.

Altogether, killing the programs could save the federal government a few billion dollars. But the real problem, said Rep. Patrick McHenry, R-N.C., is that families sometimes are hurt more than they're helped. McHenry will read from constituents' stories at Wednesday's committee meeting, telling of how homeowners were strung out on the hope of receiving mortgage modifications only to be told eventually that they didn't qualify.

In the meantime, he said, they've exhausted their savings, killed their credit and lost places to live.

"It's just heartbreaking stuff," McHenry said. He's sponsored the HAMP Termination Act, which aims to kill the Home Affordable Modification Program.

Through that program, the government pays banks and other servicers to adjust mortgages voluntarily. But of nearly $30 billion allocated to HAMP, only $1 billion has been spent.

Neil Barofsky, the special inspector general for the modification programs through the Troubled Asset Relief Program, told Congress last week that "HAMP has been beset by problems from the outset and, despite frequent retooling, continues to fall woefully short of meeting its original expectations."

He blamed the Treasury Department for refusing to adopt "meaningful goals and benchmarks" for the program, but he stopped short of saying the Home Affordable Modification Program should be shuttered altogether.

Treasury Secretary Timothy Geithner told Congress in separate testimony last week that he wants to keep the program.

The mortgage crisis isn't going away. Despite other signs of economic recovery, foreclosure filings across the country continue at a record pace. RealtyTrac, which tracks foreclosures around the U.S., predicts that filings will increase another 20 percent this year, topping 3 million, according to Barofsky's testimony.

Republicans' efforts to kill the assistance programs come as mortgage servicers are under congressional investigation for what Democrats describe as foreclosure fraud, robo-signing and other abuses.

At a hearing Tuesday in his home city of Baltimore, Rep. Elijah Cummings, the top Democrat on the House oversight committee, described the foreclosure crisis as a "wrecking ball" through the nation's communities.

Cummings said he was seeking documents from 10 mortgage-servicing companies: Bank of America, Wells Fargo & Co., JPMorgan Chase & Co., CitiMortgage Inc., Ally Bank/Residential Capital LLC, U.S. Bank Home Mortgage, SunTrust Bank, PHH Mortgage, PNC Mortgage/National City and MetLife Home Loans.

A report last month from the Congressional Research Service said servicers often had financial incentives to move ahead with foreclosures rather than modify mortgages, even when it wasn't in the best interests of the investors in the mortgages.

On Wednesday, the House is scheduled to begin debate on two measures: to kill the FHA Refinance Program and the Emergency Mortgage Relief Program.

The first, designed to refinance homes purchased under FHA loans, has resulted in the refinancings of just 22 homes as of the end of December, according to the Congressional Research Service. The second, meant to help homeowners who face delinquent payments, is scheduled to begin next month.

Votes in the full House are expected by the end of the week.

The other two bills — the HAMP Termination Act and the National Stabilization Program Termination Act — are expected to pass committee votes Wednesday. They could come to the House floor within a month.

The economic crisis was an 'inside job'

If you haven't been humming tunes from "Les Misérables," you haven't seen "Inside Job," the new documentary about how our economic crisis evolved.

The most forgiving American will want to seize a pitchfork and march on Wall Street. Or Harvard Square. Or in front of the White House. There are so many despicable parties, it's hard to pick a favorite. Is it time to reconsider the Axis of Evil?

The film, written and directed by Charles Ferguson (and narrated by Matt Damon), will be opening in select cities this week. Although much of the story is familiar, Ferguson manages to weave together decades of bits and pieces into a dramatic narrative that plays like a whodunit. Names have faces, and storytelling combined with graphic illustrations helps explain the complex series of events that led to the global meltdown. Here are a few takeaways:

One, trying to assign blame to either Democrats or Republicans is pointless. Everyone is culpable. From the early 1980s, when Ronald Reagan deregulated banks, through the two Bushes, Bill Clinton and now Barack Obama, each administration has endorsed -- and each Congress has helped tweak -- laws and rules that made systemic abuses and the meltdown not only possible but, looking back, inevitable.

Two, many investment bankers knew the mortgage loans they were packaging and selling were junk. They knew because their own analysts told them so. Tens of thousands of loans failed to meet basic underwriting standards, according to recent testimony before the Financial Crisis Inquiry Commission, a bipartisan group created to examine the causes of the meltdown. Not only that, Wall Street insiders were betting against their own customers and institutions.

Throughout the system, from the lending institutions to federal regulators to congressional overseers, those charged with protecting consumers averted their eyes.

Three, the cozy relationship between Wall Street and Ivy League academia, wherein economists push policies that benefit them financially, is eye-opening. In some cases, business professors and economists at America's top schools were shown to have conflicts of interest as they advanced policies for which they had been paid directly or that otherwise benefited them.

In other instances, we see that the same people who created policies that ultimately led to these abuses are still -- or were until recently -- running the show. Notably missing from the film, declining to be interviewed, are Larry Summers, Tim Geithner, Hank Paulson, Alan Greenspan and Robert Rubin.

This is not to say that what benefits Wall Street necessarily hurts average Americans or that all bankers are corrupt, but the system clearly enabled the abuses that have led to current circumstances. The attitude seemed to be that everyone was doing it.

When the big banks failed, of course, taxpayers were left holding the bag. Even though there was wide consensus that the bailouts were necessary to get credit moving again, there is simply no justification for the bonuses and golden parachutes that went to the very people who drove their institutions -- and us -- off a cliff. Reward for failure was the best gig in town.

Although most of what the movie highlights is familiar, there's something jarring about seeing the culprits up close in all their taxpayer-subsidized, suntanned splendor -- their multiple estates and private jets juxtaposed against shuttered homes and unemployed Americans living in tents. Obscene is the word that comes to mind.

I'm not one to advance class warfare, and most Americans still want to preserve a market system that leaves open the possibility that they, too, can work hard and achieve wealth. But it's clear from "Inside Job" that the game has been rigged so that only a few were in positions to get rich at the expense of the middle class, not just here but globally.

The movie isn't perfect. One wonders what was left on the editing floor. Some of those interviewed, who dodged questions or gave unacceptable answers, also looked stupid. None of these guys is stupid.

And, at the end, Ferguson couldn't resist making an editorial comment as the camera panned the Statue of Liberty. "Some things are worth fighting for."

We get it. The film is so well done and presented so factually that no Hollywood prodding was needed. Anyone who sees this movie will be furious. Thus, the only remaining question is why some of these people aren't being prosecuted for fraud or at least shirking fiduciary duty.

It would seem as never before that the White House should hire a special prosecutor. Ferguson's movie, which the president and his economic team had best watch -- and soon -- could use a sequel: "The Perp Walk."

Obama’s phony banking “reform”

Debate on the Senate version of the Obama administration’s bank regulatory overhaul is expected to begin shortly. The House of Representatives passed its banking bill last December.

Neither bill does anything to curb the power of the banks or limit their parasitic and socially destructive activities. What the media is calling the “most sweeping overhaul” of the banking system since the Great Depression in reality sanctions the ever greater monopolization of the financial system by a handful of Wall Street giants, imposes no limits on executive pay, and allows the banks and hedge funds to continue gambling on exotic and largely unregulated securities such as collateralized debt obligations and credit default swaps.

The so-called bank “reform” is an exercise in mass deception—an attempt to placate popular hostility to the banks and provide the government with political cover while it continues to do the bidding of Wall Street.

The bills have been drawn up in the closest consultation with bankers and bank lobbyists. This collusion has been widely reported in the press and presented as a perfectly normal and acceptable fact of political life. The front-page lead article in Monday’s Wall Street Journal describes the intensive lobbying being carried out by billionaire investor Warren Buffet to alter the Senate bill’s provisions on derivatives.

Buffet, an Obama supporter, wants to exempt existing derivatives deals from collateral requirements in the current language of the bill—a change that would save him billions on his $63 billion derivatives portfolio. Both senators from his home state of Nebraska, one Democrat and one Republican, are championing his cause.

This is just one example of the web of corruption and bribery that extends from Wall Street to the White House and Capitol Hill. The banks have thus far spent $455 million lobbying Congress on the overhaul and handed out $34 million in 2010 election campaign donations, most of it to Democrats.

The circle of corruption includes the ratings companies such as Moody’s and Standard & Poor’s, which blessed toxic subprime mortgage-backed securities with triple-A ratings in return for fees from the banks they were rating, and government regulators who move seamlessly from regulatory offices to lucrative posts at the banks they were supposedly overseeing.

The colossuses of Wall Street amass their huge profits by means of fraud and swindling. Over the past few weeks systematic accounting fraud at Lehman Brothers has been exposed and the Securities and Exchange Commission has indicted Goldman Sachs for defrauding its clients in the run-up to the subprime mortgage crash. This is only the tip of the iceberg.

Obama’s so-called reform will do nothing to hold accountable the criminals at the head of the banks and hedge funds or break up the financial behemoths that exert a stranglehold on the economy. Instead, it will set up a mechanism to institutionalize government rescue operations of big financial firms to protect the interests of bank executives, shareholders and creditors, ultimately at public expense.

The lawless and reckless actions of Wall Street CEOs have had devastating consequences for tens of millions of people in the US and around the world. The wreckage left in the wake of the financial tsunami of 2008 is registered in millions of lost jobs, home foreclosures, utility shutoffs, and rising hunger, disease and poverty.

With the help of trillions of dollars in taxpayer bailouts, the bankers are making more money today than ever, even as schools are closed, libraries disappear and museums and opera houses are shuttered. There is, the people are told, “no money” for jobs or basic social services.

There is plenty of money. The problem is that it is concentrated in the hands of a financial aristocracy. The immense concentration of wealth among these individuals is not only morally repugnant, it is a menace to society. It is the result of the plundering of the social wealth to feed criminal appetites, at the direct cost of the productive forces.

During the rise of American capitalism as an industrial power, the vast fortunes of the corporate elite, while achieved through ruthless exploitation of the working class, were associated with the expansion of industry and the production of useful products. That is not the case with today’s financial elite. Its wealth is amassed on the basis of financial manipulation and outright fraud, linked to the destruction of the social infrastructure and industry.

The Socialist Equality Party advocates a policy that proceeds from the needs of the people and society as a whole, not the personal fortunes of the bankers and big investors. We call for:

• The criminal prosecution of bankers and speculators whose illegal actions contributed to the deepest economic crisis since the Great Depression. They must be held legally accountable and given appropriate sentences to prevent a recurrence of such practices.

• The expropriation of the wealth of the top bankers, hedge fund managers, traders and speculators. This would immediately free up several trillion dollars, money that could go to a public works program to provide jobs and rebuild the social infrastructure—schools, housing, clinics, libraries, cultural facilities, the energy system. This money could also be used to help provide relief to the victims of the economic crisis—to maintain full wages for those laid off, put a stop to foreclosures and utility shutoffs, provide full medical coverage.

• The nationalization of the banks and major financial institutions and their transformation into public utilities under the democratic control of the working population. This is a prerequisite for the rational and planned development of the economy and the allocation of resources to rebuild the social infrastructure, end poverty, raise living standards and overcome social inequality.

Only such a socialist program can break the grip of the financial aristocracy and liberate the productive forces for the benefit of society as a whole. It can be achieved only through the independent political mobilization of the working class against Obama, the two parties and big business, and the capitalist system that they defend.

An article from American Thinker by Geoffrey P. Hunt Barack Obama is on track to have the most spectacularly failed presidency since Woodrow Wilson. In the modern era, we've seen

several failed presidencies--led by Jimmy Carter and LBJ. Failed presidents have one strong common trait-- they are repudiated, in the vernacular, spat out. Of course, LBJ wisely took the exit ramp early, avoiding a shove into oncoming traffic by his own party. Richard Nixon indeed resigned in disgrace, yet his reputation as a statesman has been partially restored by his triumphant overture to China 20.



But, Barack Obama is failing. Failing big. Failing fast. And failing everywhere: foreign policy, domestic initiatives, and most importantly, in forging connections with the American people. The incomparable Dorothy Rabinowitz in the Wall Street Journal put her finger on it: He is failing because he has no understanding of the American people, and may indeed loathe them. Fred Barnes of the Weekly Standard says he is failing because he has lost control of his message, and is overexposed. Clarice Feldman of American Thinker produced a dispositive commentary showing that Obama is failing because fundamentally he is neither smart nor articulate; his intellectual dishonesty is conspicuous by its audacity and lack of shame.







But, there is something more seriously wrong: How could a new president riding in on a wave of unprecedented promise and goodwill have forfeited his tenure and become a lame duck in six months? His poll ratings are in free fall. In generic balloting, the Republicans have now seized a five point advantage. This truly is unbelievable. What's going on?







No narrative. Obama doesn't have a narrative. No, not a narrative about himself. He has a self-narrative, much of it fabricated, cleverly disguised or written by someone else. But this

self-narrative is isolated and doesn't connect with us. He doesn't have an American narrative that draws upon the rest of us. All successful presidents have a narrative about the American character that intersects with their own where they display a command of history and reveal an authenticity at the core of their personality that resonates in a positive endearing way with the majority of Americans. We admire those presidents whose narratives not only touch our own, but who seem stronger, wiser, and smarter than we are. Presidents we admire are aspirational peers, even those whose politics don't align exactly with our own: Teddy Roosevelt, FDR, Harry Truman, Ike, and Reagan.





But not this president. It's not so much that he's a phony, knows nothing about economics, and is historically illiterate and woefully small minded for the size of the task--all contributory of course. It's that he's not one of us. And whatever he is, his

profile is fuzzy and devoid of content, like a cardboard cutout made from delaminated corrugated paper. Moreover, he doesn't command our respect and is unable to appeal to our own common sense. His notions of right and wrong are repugnant and how things work just don't add up. They are not existential. His descriptions of the world we live

in don't make sense and don't correspond with our experience. In the meantime, while we've been struggling to take a measurement of this man, he's dissed just about every one of us--financiers, energy producers, banks, insurance executives, police officers, doctors, nurses, hospital administrators, post office workers, and anybody else who has a non-green job. Expect Obama to lament at his last press conference in 2012: "For those of you I offended, I apologize. For those of you who were not offended, you just didn't give me enough time; if only I'd had a second term, I could have offended you too."

Commentary: Republicans should be cautious about Obama in 2012

President Obama’s approval rating is above water, but only barely. He’s two or three points below 50 percent in the Real Clear Politics average, with those disapproving a couple of points behind — hardly an impressive reading, but after the turmoil of the last two years you wouldn’t have thought it possible.

This president still exerts an undeniable tug on the public. But dig a bit deeper and the picture, along with Obama’s chances for re-election, looks much more complicated.

Earlier this month, a Gallup poll found that only 27 percent approved of Obama’s handling of the deficit.

More than 60 percent think the country’s on the wrong track.

Columnist Sean Trende, a number-cruncher at Real Clear Politics, reminds us that a president’s approval rating can be a poor predictor for how well he’ll do on Election Day.

In 1956, President Eisenhower’s popularity was a full 17 points higher than his vote share — something that undoubtedly causes concern among Obama’s campaign strategists.

Here’s another: People otherwise inclined to support the president have noticed that in certain respects, he’s the Nowhere Man.

Rush Marcus of The Washington Post wrote that we’re living through the “Where’s Waldo Presidency.” Obama, she wrote, can be “strangely passive” and “unwilling, reluctant or late to weigh in on the issue of the moment.”

He gave only scanty marching orders to Congress on health care. With his recent budget, he abdicated on the deficit and entitlement reform. He all but ignored the recommendations of his own deficit reduction commission.

More recently, he has had little to say about the uprising in Libya and what he said, he said late. Americans have watched as European countries have taken the lead in the scramble to devise effective options to aid the rebels.

The Marcus column could well be a harbinger — a notice to others in the media that it’s now acceptable to begin unloading their own frustrations with this president.

Despite all this, many Republicans surveying their party’s prospects for 2012 remain cautious or downright glum.

Incumbent presidents are notoriously tough to unseat. Obama will draw from a very deep campaign war chest. He’ll be campaigning with the full trappings of his office, which comes with a large retinue and a big impressive airplane.

“Republicans underestimate President Obama at their own peril,” former Bush adviser Karl Rove told Politico. Still, Rove rated Obama only a “slight favorite.”

What has Republicans most worried is the lack of a clear champion. It’s very early, but the contenders most-often mentioned have obvious liabilities.

Mitt Romney was beaten last time out by John McCain, a deeply flawed candidate, and as governor, implemented an "Obamacare" precursor — the disastrous Massachusetts health plan.

Mike Huckabee doesn’t strike me as someone likely to unseat the incumbent, and whatever you think about Sarah Palin, she has high negatives and remains divisive.

The candidates you’d like to see in the race aren’t running, at least not yet: Gov. Chris Christie of New Jersey, former Florida governor Jeb Bush and Gov. Mitch Daniels of Indiana. Still, Daniels gave a great speech recently on the dangers of debt and is looking more probable.

In short, this is a worrisome picture for Republicans, and it would be a shame if heavy hitters like Christie or Daniels sit this one out.

Obama may be formidable, but he’s not unbeatable. In two years, unemployment will probably remain high, Obama will still be playing defense on health care as well as taxes — the current Bush rates expire in 2012 — and more voters are likely to be fed up with the Where’s Waldo Presidency.

Memo to candidates still playing coy: 1. Victory is a real possibility. 2. Carpe diem.

Democrats took control of the House in 2006 and the White House in 2008 by successfully painting the Republican majority as a "Culture of Corruption."



Will voters now hold Democrats to the same standard as an even worse culture of corruption unfolds among Democrats?



To kick off the Culture of Corruption campaign against the Republicans, on January 18, 2006, Nancy Pelosi gathered Democratic House leaders for a press conference in the Thomas Jefferson building of the Library of Congress to declare "Independence from special interests" and "an end to the Republican culture of corruption."



Pelosi charged that the Republican House majority had "turned Congress into an auction house--for sale to the highest bidder", vowed to end "the K Street project" and to lead the effort "to turn the most closed, corrupt Congress in history into the most open and honest Congress in history."



Pelosi went on to specifically vow that she would "end 'dead of night' special interest provisions that turn bills into special interest giveaways" and that "lawmakers must have the opportunity to read every bill before they vote on it. It's common sense."



She further vowed to "prohibit cronyism on key appointments by making sure any individual appointed to a position has proven credentials" and demanded "strong (ethics) enforcement, with an active and functioning Ethics Committee."



Pelosi concluded the press conference flatly promising "With this agenda, Democrats will create the most open and honest government in history, and put power back where it belongs -- in the hands of all the people".



Nearly four years later, power flows to more lobbyists than ever, thousand-page plus bills are not made available for anyone to read before they’re voted on and special interest amendments festoon these bills like ornaments on the White House Christmas tree. More than 30 "czars" (too many of them radical leftists) are appointed with no "proven credentials".



The President shakes down Wall Street for campaign contributions as a "thank you" present (as the New York Times put it) for the big bailouts. Candidate Obama repeatedly said, "I'm the only candidate who doesn't take money from corporate PACs and lobbyists," but he really never bought the Pelosi "corruption" rhetoric.



On October 1, 2007, candidate Obama spent three hours in person and in a video conference in the Miami offices of Greenberg Traurig with employees and partners of this billion dollar law and lobbying firm once associated with Jack Abramoff. Obama raised $125,000 from the firm that year.



Charlie Rangel claims ignorance on taxes owed on rental income, even as he writes tax law for the House. On Pelosi’s orders, the Ethics Committee ignores Charlie's lapses and refuses to hold hearings or investigate. Charlie keeps his chairmanship. He does not resign as Tom DeLay did.



"Turbo Tax" Tim Geithner claims ignorance on taxes not paid he previously acknowledged in writing he would pay. Tim becomes the Treasury Secretary.



The revolving door of executives from “too big to fail” companies into the Treasury Department and the Federal Reserve and then back out to jobs and big bonuses in the firms they “regulated” stinks of corruption.



Senate Majority Leader Harry Reid holds days of closed door meetings with two other Democrat Senators and Rahm Emanuel from the White House to secretly write the health "reform" bill. A "dead of night" amendment at Reid's request immunizes only his state of Nevada from increased costs associated with the "reform" bill's expansion of Medicaid.



“The Most Honest and Open Government” sounded good, but calling Reid, Pelosi, and Obama’s actual practices the most open and honest is a whole lot like saying that Tammany Hall represented good government for the citizens of the City of New York!



To be sure the GOP has had its problems with corruption; but for every Jack Abramoff there is a Jack Murtha. For Every Duke Cunningham, there is a William Jefferson (D-La.) with a freezer full of cold hard cash. Where’s the promised clean, honest, and open government ?



For Nancy Pelosi’s 2006 assertion to ring true one would have to see the pool of lobbying and pay-for-play money dry up. The number of registered lobbyists has increased since Obama’s inauguration to over 18,000 and campaign contributions to both parties are coming in like there is no recession.



It is not for nothing that Washington, D.C. has a 6% unemployment rate and the Washington Times regards the Beltway as the new ‘it’ town when it comes to being young, rich and beautiful. These are not the best and brightest, they are the bought and paid for -- and they are buying and selling you, on behalf of the Pelosi, Rangel, Geithner, Reid, Obama regime.



Lest I be labeled a naked partisan, let me give some credit to Obama, who was correct when he said in 2006, “"Freedom today is in jeopardy it is being threatened by corruption. Corruption is not a new problem…it is a human problem.” Obama was right. But when he uttered those words he was speaking to students at the University of Nairobi about their country, Kenya. Sadly those words now apply to Obama’s America.



It is a shame the President and the Democrat congressional leadership has come up so short for those who voted to see hope and change but who instead have experienced being short changed by the new culture of corruption.



Will American voters hold the Democrats accountable in 2010 ? Will the Republicans offer an alternative or show any sign that they have learned their lesson?

Wall Street is investing heavily in Barack Obama.



Although the Democratic presidential hopeful has vowed to raise capital gains and corporate taxes, financial industry bigs have contributed almost twice as much to Obama as to GOP rival John McCain, a Daily News analysis of campaign records shows.



"Wall Street wants change and wants a curtailment in spending. It wants someone who focuses on the domestic economy," said Jim Cramer, the boisterous host of CNBC's "Mad Money."



Cramer also does not discount nostalgia for the go-go 1990s, when Bill Clinton led the largest economic expansion in history.



"It wants a Clinton like in 1992, but not a Hillary Clinton," he said. "That's Barack Obama."



For both candidates, Wall Street's investment and banking sectors have become among their portliest cash cows, contributing $9.5 million to Obama and $5.3 million to McCain so far.



It's a haul that is already raising concerns that, as the nation's faltering economy has become issue No. 1, the two candidates may have a hard time playing tough on issues like market regulation or corporate-tax loopholes.



"No matter who wins in November, Wall Street will have a friend in the White House," said Massie Ritsch of the Center for Responsive Politics, which crunched the data for The News.



Wall Street's generosity toward Obama, in particular, would seem to run counter to its self-interests.



In addition to calling for corporate and capital gains tax hikes, Obama has proposed raising income taxes on those earning more than $250,000.



But Wall Street is often motivated by something more than money - winning.



"In general, these are professional prognosticators," said Ritsch. "And they may be putting their money on the person they predict will win, not the candidate they hope will win."



Records show that four out of Obama's top five contributors are employees of financial industry giants - Goldman Sachs ($571,330), UBS AG ($364,806), JPMorgan Chase ($362,207) and Citigroup ($358,054).



McCain's top five include Wall Street's Merrill Lynch ($230,310) and Citigroup ($219,551).



Obama's Wall Street haul is not the biggest ever. That distinction belongs to President Bush, who as an incumbent in 2004 raised $10,852,696 from Wall Street interests through April that year - about $1 million more than Obama.

At this week's summit, failed reforms under Fox should be the issue, not US actions.

At the parleys this week with his US and Canadian counterparts in Cancún, Mexican President Vicente Fox will press for more opportunities for his countrymen north of the Rio Grande. Specifically, he will argue for additional visas for Mexicans to enter the United States and Canada, the expansion of guest-worker schemes, and the "regularization" of illegal immigrants who reside throughout the continent. In a recent interview with CNN, the Mexican chief executive excoriated as "undemocratic" the extension of a wall on the US-Mexico border and called for the "orderly, safe, and legal" northbound flow of Mexicans, many of whom come from his home state of Guanajuato. Mexican legislators share Mr. Fox's goals. Silvia Hernández Enriquez, head of the Senate Committee on Foreign Relations for North America, recently emphasized that the solution to the "structural phenomenon" of unlawful migration lies not with "walls or militarization" but with "understanding, cooperation, and joint responsibility." Such rhetoric would be more convincing if Mexican officials were making a good faith effort to uplift the 50 percent of their 106 million people who live in poverty. To his credit, Fox's "Opportunities" initiative has improved slightly the plight of the poorest of the poor. Still, neither he nor Mexico's lawmakers have advanced measures that would spur sustained growth, improve the quality of the workforce, curb unemployment, and obviate the flight of Mexicans abroad. Indeed, Mexico's leaders have turned hypocrisy from an art form into an exact science as they shirk their obligations to fellow citizens, while decrying efforts by the US senators and representatives to crack down on illegal immigration at the border and the workplace. What are some examples of this failure of responsibility? • When oil revenues are excluded, Mexico raises the equivalent of only 9 percent of its gross domestic product in taxes - a figure roughly equivalent to that of Haiti and far below the level of major Latin American nations. Not only is Mexico's collection rate ridiculously low, its fiscal regime is riddled with loopholes and exemptions, giving rise to widespread evasion. Congress has rebuffed efforts to reform the system. Insufficient revenues mean that Mexico spends relatively little on two key elements of social mobility: Education commands just 5.3 percent of its GDP and healthcare only 6.10 percent, according to the World Bank's last comparative study. • A venal, "come-back-tomorrow" bureaucracy explains the 58 days it takes to open a business in Mexico compared with three days in Canada, five days in the US, nine days in Jamaica, and 27 days in Chile. Mexico's private sector estimates that 34 percent of the firms in the country made "extra official" payments to functionaries and legislators in 2004. These bribes totaled $11.2 billion and equaled 12 percent of GDP. • Transparency International, a nongovernmental organization, placed Mexico in a tie with Ghana, Panama, Peru, and Turkey for 65th among 158 countries surveyed for corruption. • Economic competition is constrained by the presence of inefficient, overstaffed state oil and electricity monopolies, as well as a small number of private corporations - closely linked to government big shots - that control telecommunications, television, food processing, transportation, construction, and cement. Politicians who talk about, much less propose, trust-busting measures are as rare as a snowfall in the Sonoran Desert. Geography, self-interests, and humanitarian concerns require North America's neighbors to cooperate on myriad issues, not the least of which is immigration. However, Mexico's power brokers have failed to make the difficult decisions necessary to use their nation's bountiful wealth to benefit the masses. Washington and Ottawa have every right to insist that Mexico's pampered elite act responsibly, rather than expecting US and Canadian taxpayers to shoulder burdens Mexico should assume.

Unfettered Immigration = Poverty

This paper focuses on the net fiscal effects of immigration with particular emphasis on the fiscal effects of low skill immigration. The fiscal effects of immigration are only one aspect of the impact of immigration. Immigration also has social, political, and economic effects. In particular, the economic effects of immigration have been heavily researched with differing results. These economic effects lie beyond the scope of this paper. Overall, immigration is a net fiscal positive to the government’s budget in the long run: the taxes immigrants pay exceed the costs of the services they receive. However, the fiscal impact of immigrants varies strongly according to immigrants’ education level. College-educated immigrants are likely to be strong contributors to the government’s finances, with their taxes exceeding the government’s costs. By contrast, immigrants with low education levels are likely to be a fiscal drain on other taxpayers. This is important because half of all adult illegal immigrants in the U.S. have less than a high school education. In addition, recent immigrants have high levels of out-of-wedlock childbearing, which increases welfare costs and poverty. An immigration plan proposed by Senators Mel Martinez (R-FL) and Chuck Hagel (R-NE) would provide amnesty to 9 to 10 million illegal immigrants and put them on a path to citizenship. Once these individuals become citizens, the net additional cost to the federal government of benefits for these individuals will be around $16 billion per year. Further, once an illegal immigrant becomes a citizen, he has the right to bring his parents to live in the U.S. The parents, in turn, may become citizens. The long-term cost of government benefits to the parents of 10 million recipients of amnesty could be $30 billion per year or more. In the long run, the Hagel/Martinez bill, if enacted, would be the largest expansion of the welfare state in 35 years. Current Trends in Immigration Over the last 40 years, immigration into the United States has surged. Our nation is now experiencing a second “great migration” similar to the great waves of immigrants that transformed America in the late 19th and early 20th centuries. In 2004, an estimated 35.7 million foreign-born persons lived in the U.S. While in 1970 one person in twenty was foreign born, by 2004 the number had risen to one in eight. About one-third

The Republican-controlled Wisconsin Senate on Wednesday evening passed a bill stripping government workers of collective bargaining rights and forcing them to pay much more for health insurance and pensions. The bill was approved in spite of the absence of 14 Senate Democrats who had fled the state, legally depriving Republicans of the required two-thirds majority quorum for the vote to proceed.





The bill is expected to pass the State Assembly Thursday and be signed into law by Governor Scott Walker by the end of the week.



Republicans claimed legal grounds for the move by temporarily removing from the so-called “budget repair bill” its fiscal components. By doing so, Republicans said that the legislation was no longer a finance bill, and therefore not subject to the quorum requirement. It was a moment of baldfaced lying for Walker and Senate Republican leaders, who in every public statement have declared that the attack on collective bargaining rights was a fiscal matter.



The bill was passed without discussion or debate at about 6:30 p.m. by a hastily-convened special conference committee, which normally convenes to sort out differences in competing bills.



“Tonight, the Senate will be passing the items in the Budget Repair Bill that we can with the 19 members [present],” said Sen. Scott Fitzgerald, the chamber's Republican majority leader, in a statement announcing the move.



The vote was in evident violation of the Wisconsin Open Meetings Law, which requires that public notice of a meeting be made “24 hours prior to the commencement of such meeting unless for good cause such notice is impossible or impractical.”

Thousands flooded to the capitol on hearing word of the bill’s passage. Crowds rushed the capitol building doors, shouting “you are cowards” and “let us in.” Chants of “general strike!” reverberated in and out of the building.

A Socialist Equality Party team was present at the scene. Andre Damon, a reporter for the World Socialist Web Site, was able to speak to thousands of demonstrators both inside and outside of the capitol building. He called for the formation of independent workplace committees to build for a general strike to force Walker out. These demands were met by enthusiasm among the workers present. Trade union officials and their supporters also attempted to address the spontaneous demonstration, including John Nichols of The Nation. They desperately sought to bolster illusions in the Democratic Party, praising the actions of the “Wisconsin 14” who had fled the state.



In fact, the bill’s passage reveals the consequences of the subordination of the mass struggle of Wisconsin workers and youth to the Democratic Party and the trade unions. From the beginning, the flight of the Democratic senators to Illinois was designed to take the initiative out of the hands of the government workers, students, and teachers, who had in the days preceding launched a “sick-out” strike wave against the bill that involved tens of thousands.



The Republicans’ legislative maneuver caught the Democrats flat-footed. Senate Democrats believed they were in advanced discussions with Walker to lessen the bill’s blow to union finances, while maintaining intact its cuts to worker benefits and workplace rights. E-mail exchanges between Walker’s office and Senate Democrats, released by the governor to the media, suggested that a deal was pending which would have required union certification elections every three years instead of each year, among other minor changes. This, Democrats hoped, would provide a degree of political cover for their capitulation—which was imminent, according to several media accounts.



Senator Bob Jauch, a recipient of of the e-mails, only yesterday hailed the communications as “the kind of starting point you can get to achieve a compromise.” The entire approach of the Democrats and the trade unions—that supposedly “wavering” Republicans could be swayed by pressure—has been exposed. The Republicans were far more determined than the “Wisconsin 14” Democrats, who always accepted the bill in principle, differing only with its aim of starving the unions of all dues revenue.



In the aftermath of the bill’s passage through the State Senate, efforts to bolster illusions in the Democrats will shift to the recall elections being launched against a number of Republican senators. Whatever the outcome of these elections, it will do nothing to reverse the assault on workers contained in Walker’s “budget repair bill” or his draconian two-year budget, which slashes Medicaid and public education, and moves toward the privatization of the University of Wisconsin.

The Duluth News Tribune reported that Jauch, in responding to the vote, “encouraged opponents of the bill to intensify their efforts to recall legislators who supported it,” adding that “he wouldn’t personally urge” a general strike. “You’re not going to get me to go there,” he said.





The WSWS spoke to some of those who gathered outside the capitol Wednesday evening. Kim, an art teacher, said, "We are not going to have art and music anymore because of this budget."





On the role of the Democratic Party, Kim said, "The Democrats had to know that what Walker did was a possibility. He had a stick and he's been hitting us with it. He's broken the social contract."

Teachers went on strike for four days, she said. "We went back to school thinking something was going to be worked out. I feel like my heart has been stomped on."

Over 80 percent of hit and run wrecks in Denver involve illegal aliens. Denver boasts the drug smuggling capital of the West as well as the people smuggling mecca of the country. Illegals cheat, distribute drugs, lie, forge documents, steal and kill as if it’s a normal way of life. For them, it is. Mexico ’s civilization stands diametrically opposed to America ’s culture. Mexicans set the benchmark for animal cruelty. Mexicans love dog fighting, bullfighting, cock fighting and horse tripping. Those blood sports play in every arena and backyard in Mexico . They expand into America as more Mexicans arrive. They also engage in “steer-tailing” where the rider yanks the animal’s tail in an attempt to flip it to the ground. In horse tripping, they run the animals at full gallop around a ring, then, use ropes to trip them at full speed. It’s a death sentence as the horses break their legs, teeth, shoulders and necks—all to the delight of the cheering Mexican fans. As La Raza confirms, Mexicans maintain the most racist society in North America . “For the Hispanic race, everything; for anyone outside the race, nothing!” Guadalupe Loaeza, a journalist, said, “Mexican society is fundamentally racist and classist. The color of your skin is a key that either opens or shuts doors. The lighter your skin, the more doors open to you.” Corruption becomes a mechanism by which Mexico operates. Corruption remains systemic. The Washington Post wrote, “ Mexico is considered one of the most corrupt countries in the hemisphere.” They feature drug cartels, sex slave trade, people smuggling, car theft cartels, real estate scam cartels, murder for money and, you must bribe your mail man to get your mail. Last, but not least, Mexicans are Marxists. They promote a one party government. As with any kind of Marxism, brutal totalitarian rule keeps the rich in power and everyone else subservient. As we allow millions of Mexicans to colonize our country, we can’t help but be caught up in these ten deadly cultural traits of Mexicans. Jose Herria emigrated illegally from Mexico to Stockton, Calif., in 1997 to work as a fruit picker. He brought with him his wife, Felipa, and three children, 19, 12 and 8 – all illegals. When Felipa gave birth to her fourth child, daughter Flor, the family had what is referred to as an "anchor baby" – an American citizen by birth who provided the entire Silverio clan a ticket to remain in the U.S. permanently. But Flor was born premature, spent three months in the neonatal incubator and cost the San Joaquin Hospital more than $300,000. Meanwhile, oldest daughter Lourdes married an illegal alien gave birth to a daughter, too. Her name is Esmeralda. And Felipa had yet another child, Cristian. The two Silverio anchor babies generate $1,000 per month in public welfare funding for the family. Flor gets $600 a month for asthma. Healthy Cristian gets $400. While the Silverios earned $18,000 last year picking fruit, they picked up another $12,000 for their two "anchor babies." While President Bush says the U.S. needs more "cheap labor" from south of the border to do jobs Americans aren't willing to do, the case of the Silverios shows there are indeed uncalculated costs involved in the importation of such labor – public support and uninsured medical costs. In fact, the increasing number of illegal aliens coming into the United States is forcing the closure of hospitals, spreading previously vanquished diseases and threatening to destroy America's prized health-care system, says a report in the spring issue of the Journal of American Physicians and Surgeons. "The influx of illegal aliens has serious hidden medical consequences," writes Madeleine Pelner Cosman, author of the report. "We judge reality primarily by what we see. But what we do not see can be more dangerous, more expensive, and more deadly than what is seen." According to her study, 84 California hospitals are closing their doors as a direct result of the rising number of illegal aliens and their non-reimbursed tax on the system. "Anchor babies," the author writes, "born to illegal aliens instantly qualify as citizens for welfare benefits and have caused enormous rises in Medicaid costs and stipends under Supplemental Security Income and Disability Income." In addition, the report says, "many illegal aliens harbor fatal diseases that American medicine fought and vanquished long ago, such as drug-resistant tuberculosis, malaria, leprosy, plague, polio, dengue, and Chagas disease." While politicians often mention there are 43 million without health insurance in this country, the report estimates that at least 25 percent of those are illegal immigrants. The figure could be as high as 50 percent. Not being insured does not mean they don't get medical care. Under the Emergency Medical Treatment and Active Labor Act of 1985, hospitals are obligated to treat the uninsured without reimbursement. "Government imposes viciously stiff fines and penalties on any physician and any hospital refusing to treat any patient that a zealous prosecutor deems an emergency patient, even though the hospital or physician screened and declared the patient's illness or injury non-emergency," says the report. "But government pays neither hospital nor physician for treatments. In addition to the fiscal attack on medical facilities and personnel, EMTALA is a handy truncheon with which to pummel politically unpopular physicians by falsely accusing them of violating EMTALA." According to the report, between 1993 and 2003, 60 California hospitals closed because half their services became unpaid. Another 24 California hospitals verge on closure, the author writes. "American hospitals welcome 'anchor babies,'" says the report. "Illegal alien women come to the hospital in labor and drop their little anchors, each of whom pulls its illegal alien mother, father, and siblings into permanent residency simply by being born within our borders. Anchor babies are citizens, and instantly qualify for public welfare aid: Between 300,000 and 350,000 anchor babies annually become citizens because of the Fourteenth Amendment to the U.S. Constitution: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and the State wherein they reside." Among the organizations directing illegal aliens into America's medical systems, according to the report, are the Ford Foundation-funded Mexican American Legal Defense and Education Fund, the National Immigration Law Center, the American Immigration Lawyers Association, the American Bar Association's Commission on Immigration Policy, Practice, and Pro Bono, the Immigrant Legal Resource Center, the National Council of La Raza, George Soros's Open Society Institute, the Migration Policy Institute, the National Network for Immigration and Refugee Rights and the Southern Poverty Law Center. Because drug addiction and alcoholism are classified as diseases and disabilities, the fiscal toll on the health-care system rises. When Linda Torres was arrested in Bakersfield, Calif., with about $8,500 in small bills in a sack, the police originally thought it was stolen money, explained the report. It was her Social Security lump sum for her disability -- heroin addiction. "Today, legal immigrants must demonstrate that they are free of communicable diseases and drug addiction to qualify for lawful permanent residency green cards," writes Cosman, a medical lawyer, who formerly taught medical students at the City University of New York. "Illegal aliens simply cross our borders medically unexamined, hiding in their bodies any number of communicable diseases." Many illegals entering this country have tuberculosis, according to the report. "That disease had largely disappeared from America, thanks to excellent hygiene and powerful modern drugs such as isoniazid and rifampin," says the report. "TB's swift, deadly return now is lethal for about 60 percent of those infected because of new Multi-Drug Resistant Tuberculosis. Until recently MDR-TB was endemic to Mexico. This Mycobacterium tuberculosis is resistant to at least two major anti-tubercular drugs. Ordinary TB usually is cured in six months with four drugs that cost about $2,000. MDR-TB takes 24 months with many expensive drugs that cost around $250,000 with toxic side effects. Each illegal with MDR-TB coughs and infects 10 to 30 people, who will not show symptoms immediately. Latent disease explodes later. TB was virtually absent in Virginia until in 2002, when it spiked a 17 percent increase, but Prince William County, just south of Washington, D.C., had a much larger rise of 188 percent. Public health officials blamed immigrants. In 2001 the Indiana School of Medicine studied an outbreak of MDR-TB, and traced it to Mexican illegal aliens. The Queens, New York, health department attributed 81 percent of new TB cases in 2001 to immigrants. The Centers for Disease Control and Prevention ascribed 42 percent of all new TB cases to 'foreign born' people who have up to eight times higher incidences apparently, 66 percent of all TB cases coming to America originate in Mexico, the Philippines and Vietnam." Other health threats from illegals include, according to the report: Chagas disease, also called American trypanosomiasis or "kissing bug disease," is transmitted by the reduviid bug, which prefers to bite the lips and face. The protozoan parasite that it carries, Trypanosoma cruzi, infects 18 million people annually in Latin America and causes 50,000 deaths. The disease also infiltrates America's blood supply. Chagas affects blood transfusions and transplanted organs. No cure exists. Hundreds of blood recipients may be silently infected. Leprosy, also known as Hansen's disease, was so rare in America that in 40 years only 900 people were afflicted. Suddenly, in the past three years America has more than 7,000 cases of leprosy. Leprosy now is endemic to northeastern states because illegal aliens and other immigrants brought leprosy from India, Brazil, the Caribbean and Mexico. Dengue fever is exceptionally rare in America, though common in Ecuador, Peru, Vietnam, Thailand, Bangladesh, Malaysia and Mexico. Recently, according to the report, there was a virulent outbreak of dengue fever in Webb County, Texas, which borders Mexico. Though dengue is usually not a fatal disease, dengue hemorrhagic fever routinely kills. Polio was eradicated from America, but now reappears in illegal immigrants as do intestinal parasites, says the report. Malaria was obliterated, but now is re-emerging in Texas. The Journal of American Physicians and Surgeons report includes a strong prescription for protecting the health of Americans: Closing America's borders with fences, high-tech security devices and troops. Rescinding the U.S. citizenship of "anchor babies." Punishing the aiding and abetting of illegal aliens as a crime. An end to amnesty programs.

Mexico Promotes Free U.S. Healthcare For Illegal Immigrants



Time to wake up people! With unemployment at 12% and the state going broke, our tax dollars are going to pay for healthcare for hundreds of thousands of illegal aliens. To the tune of over a billion dollars a year!





Mexico's government operates programs in about a dozen American cities that refers its nationals--living in the U.S. illegally--to publicly funded health centers where they can get free medical care without being turned over to immigration authorities.



The program is called Ventanillas de Salud (Health Windows) in Spanish and its mission is to help illegal immigrants find U.S. hospitals, clinics and other government programs where they can get free services without being deported for violating federal immigration laws.



Chicago, Houston, Los Angeles, San Diego and Indiana are among the cities where Mexican consulates operate the health referral system which annually costs U.S. taxpayers billions of dollars. In Los Angeles County alone, illegal immigrants cost taxpayers nearly $440 million in health services annually and a whopping $1.1 billion statewide.



The Mexican consul in Los Angeles proudly announced that nearly 300,000 Mexicans in the area have benefited from his government's health referral program, which he says actually saves the county money by encouraging immigrants to seek preventive care rather than waiting for more expensive emergency treatment.



The Southern California operation promises to assess "consulate clients" for eligibility to government-funded health insurance and other primary care services and offers free legal assistance to those who are denied coverage. Its goal is to improve access to health services for immigrants of Mexican origin by formalizing a health education, medical home referral and insurance enrollment program.



In Chicago, the Mexican consul's Spanish-language web site heavily promotes the Illinois Department of Health's low-cost prescription medicine program for illegal aliens and various free medical services throughout the state. It encourages all Mexicans in the area to pursue the valuable U.S. government-financed services for their entire family.



The Indiana-based program boasts that it serves thousands of "Mexican nationals" living in that state as well as Ohio, Kentucky and southern Illinois. Mexican officials claim that its highly successful pro-health program sends out a clear message to other Mexican consulates throughout the country and the world.



Although these programs facilitate people to remain in the country illegally, Mexico is working hard to expand them to all 47 U.S. consulates to better serve its nationals. In the meantime, U.S. taxpayers will keep picking up the exorbitant tab of medically treating the millions who live in the country illegally.

Why the Federal Government Can't End Illegal Immigration

Illegal immigration into the United States is a highly profitable proposition for both employers and the U.S. government, and it also benefits Mexico, which is the largest source country of undocumented immigrants into the US.

The US and Mexican governments actively entice illegal immigrants to enter this country and to work illegally for profit-hungry U.S. employers. Poverty-stricken immigrants , who are often desperate to house and feed their families, respond to the financial enticements...and then are blamed by U.S. citizenry for illegally being in the US.

The purpose of this 4-part article is to explain why the US federal government can't afford and doesn't soon plan to to end illegal immigration.

Part 1 - United States Borders Are Barely Enforced

Ten million illegal immigrants live in the US, according to estimates by academic and government agencies, although Bear-Stearns investment firm analysts claim that the US illegal immigrant population "may be as high as 20 million people."

About 75% of undocumented immigrants arrive across the US southern border with Mexico, and hail from Mexico, El Salvador, Guatemala, Colombia and other Central and South American countries. The bulk...about 50% of all illegals....are Mexican-born people.

Time magazine stated in 2004 that illegal immigration accelerated under the Bush Administration, with the US gaining 3 million additional illegal immigrant residents in 2004. A third of all illegal immigrants in the US live in California. Other states with large illegal populations are, in descending order, Texas, New York, Illinois, Florida and Arizona.

After more than 100 years in existence, President Bush dissolved the US Immigration and Naturalization Service (INS)in March 2003 and absorbed it into the new Homeland Security Department, along with FEMA and dozens of other federal agencies created to help citizens and residents.

Until its dissolution, the INS had been part of the Justice Department since 1940, and before that, part of the US Labor Department. After the September 11, 2001 tragedy, the Bush Administration complained that the INS was insufficiently focused on deporting and expelling illegal immigrants, and thus asked that it be transferred to Homeland Security.

The US Border Patrol is charged with the responsibility of enforcing illegal immigration across US borders. Until 2003, the Border Patrol was part of the INS, but was also folded into Homeland Security (as a separate agency from INS).

The massive US intelligence agencies overhaul passed by Congress and signed by President Bush in January 2005 required Homeland Security to hire 10,000 more Border Patrol agents, 2,000 per year starting immediately. The Border Patrol currently employs 9,500 agents who patrol 8,000 miles of border.

But Bush Administration ignored the law mandating the hiring of new agents. Said Congressman John Culberson (R-TX) to CNN's Lou Dobbs, "Unfortunately, the White House ignored the law, and only asked us for 200 more agents. That's unacceptable." Culberson was referring to the federal budget for 2006 in which President Bush provided funds for only 210 new agents, not 2,000 additional agents.

Both houses of Congress worked together twice in 2005 to bypass the White House, and hire 1,500 new Border Patrol agents......500 shy of that required by law, but far surpassing the mere 210 planned by President Bush.

The US-Mexico border remains significantly under-patrolled. On October 7, 2005, 80 members of the House of Representatives sent a letter to the President, calling on him to enforce immigration laws, and deferring consideration of the White House's proposed guest-worker immigration program. "History has shown that enforcement provisions are ignored and underfunded..." said the Congressional letter.

Meanwhile, Congressman Culberson told CNN's Lou Dobbs on October 7, 2005, "We've got a full-scale war going on our southern border. You don't need to go to Iraq to see a war. We've got widespread lawlessness...We need boots on the ground...ASAP."

Part 2 - Widespread Poverty and Hunger in Mexico

According to the World Bank, 53% of Mexico' population of 104 million residents live in poverty, which is defined as living on less than $2 a day. Close to 24% of Mexico's population live in extreme poverty, which means they live on less than $1 a day.

The bottom 40% of Mexican households share less than 11% of the country's wealth. Millions live in extreme poverty,and children are compelled to work on the streets in order to help provide food for their families.

Poverty wasn't always as pervasive as it is today in Mexico. A bit of economic history is in order.....

In 1983, the devaluation of the Mexican peso triggered an explosion of US-owned factories, called maquiladoras, along the Mexican side of the US-Mexico border. Corporations closed thousands of factories within US borders, and relocated them to Mexico to take advantage of cheaper labor costs, few required benefits and legally-acceptable poorer working conditions.

Hundreds of thousands of poor Mexican workers and their families moved to northernmost Mexico to labor in the maquiladoras.

Within ten years, though, those same US corporations closed the maquiladoras, and again relocated factories, this time to Asia, which proffered even cheaper labor costs, no benefits and often abject working conditions acceptable to local governments.

Those hundreds of thousands of Mexican workers in the maquiladoras, and their families, were left with nothing. No benefits, no severance. Nothing.

To complicate economic matters more, Mexico's 1994-95 privatization of its banking and telecommunications industries thrust millions more into poverty with increased consumer prices, rising unemployment and wage and benefit cuts.

Mexico's massive privatizations in 1994-95 also created a new privileged class of home-grown millionaires and billionaires. As of 2002, Mexico ranked fourth in the world in billionaires, behind the US, Japan and Germany.

To summarize thusfar, millions of Mexican families live in soul-stripping poverty...unemployed, hungry, without healthcare...and the US border with Mexico is significantly under-enforced.

Part 3 - US Employers Routinely Hire Illegal Immigrants, With Little Penalty

In March 2005, Wal-Mart, a company with $285 billion in annual sales. was fined $11 million for having untold hundreds of illegal immigrants nationwide clean its stores.

"The federal government boasts it's the largest of its kind. But for Wal-Mart, it amounts to a rounding error---and no admittance of wrongdoing since it claims it didn't know its contractors hired the illegals" wrote the Christian Science Monitor on March 28, 2005.

"If it weren't so easy for illegals and employers to skirt worker ID verification, the settlement's requirement that Wal-Mart also improve hiring controls might have a ripple effect in corporate America. but the piddling fine will hardly deter businesses from hiring cheap labor from a pool of illegals that's surged by 23 percent since 2000....But enforcement is pathetically inadequate, especially since 9/11."

The Immigration Reform and Control Act of 1986 provides for sanctions against businesses that hire undocumented workers, which means workers without proper identification. The legislation was enacted once Mexico-US border maquiladoras run by US corporations began closing, and those workers streamed across the border, searching for jobs of any kind.

But here's the rub. In 1999, under President Bill Clinton, the US government collected $3.69 million in fines from 890 companies for employing undocumented workers. In 2004, under President George Bush, the federal government collected $188,500 from 64 companies for such illegal employment practices. And in 2004, the Bush Administration levied NO fines for US companies employing undocumented workers.

In 21st-century America, it's an unspoken agreement between employer, the undocumented employee and the federal government: the employee provides acceptable ID that appears authentic, the employer asks no questions, and the US government looks the other way. Fake ID...Social Security cards, US permanent residency cards (i.e. "green cards"), US temporary employment authorization cards....are readily available for about $100 to $200 in every major American city,and plenty of smaller ones, too.

Wrote reporter Eduardo Porter in an April 5, 2005 New York Times article, "Currently available for about $150 on street corners in just about any immigrant neighborhood in California, a typical fake ID package includes a green card and a Social Security card. It provides cover for employers, who, if asked, can plausibly assert that they believe all their workers are legal."
