California's Accelerating Demise

The end is nearing, and it's not that far away anymore. Oh, make no mistake, California will still be here, but very shortly, it won't be much like anything that people who have lived here for awhile have known.

The culture, the quality of life, pristine environment, and enviable public school systems are rapidly being segregated into ever-shrinking areas of affluence.

Anyone who has read this blog knows that the focus here is on illegal immigration.  Is the presence of people who are unlawfully in the country the only thing that has led to the Golden State's desperate financial and demographic situation, however? Clearly, no. There's been plenty of irresponsible spending by California politicians that is, at most, only marginally related to the millions of the undocumented who have set up house here.

Still, you can't escape the facts; facts that are so plain and obvious that one doesn't need to hold an MBA degree to see that much of California's economic ruin has resulted from nearly unfettered unlawful immigration from Latin America. We're rapidly absorbing the poorest and least educated that countries in that area of the world gladly send north, and the bills for having done this are coming due. California's illegal alien and anchor baby population is well over twice the size of any other state's, and not surprisingly, our state's budget deficit is also over twice the size of any other state's.

When you lack money, you borrow. California certainly has, out the yin yang. In fact, California is so far in debt that its credit rating is the lowest of all 50 states.  And when you can't borrow anymore, you do without.  California is ...

Because we have been so busy building public schools (among other things) to keep up with an exploding Hispanic population, and repeatedly raising public school teachers' compensation to convince educators to work in dreary academic conditions surrounded by limited-English learners and street criminals, we essentially stopped constructing prisons. Well the illegal alien children, and the offspring of current and former illegal aliens, who now make up the bulk of public school students here, have been graduating at rates below 50%.

Where does a person with little education, who has been raised in a family where skirting laws is everyday conduct, commonly wind up?  You guessed it.  Over half of the people in California jails and prisons are current and former illegal aliens, and their children.  In fact, we have so many illegals and anchor babies that our "gray bar hotels" are stuffed.  Jam-packed to the degree that the Supreme Court recently ruled they violate 8th Amendment protections against cruel and unusual punishment
OK, so just build more prisons, right?  Sure ... with what money?  We already spent it on teachers, free public school breakfasts and lunches, new grade school campuses, discounted college tuition for illegal aliens, and prison guards who watch over our growing population of people who didn't seem to benefit from the money we've been laying out to educate/babysit them.

The bottom line: California will be releasing tens of thousands of convicts because government officials don't have any other choice.

Therefore, when we say the Golden State "won't be much like anything that people who have lived here for awhile have known," that isn't hyperbole or agenda motivated exaggeration. It's simply reality. The most basic function of government is to protect people and property. California's government increasingly can't because the money is all gone, and so are many of the citizen taxpayers who never wanted any part of this grand liberal immigration experiment and politically correct nonsense, to begin with.

In California, League of United Latin American Citizens has adopted a resolution to declare "California Del Norte" a sanctuary zone for immigrants. The declaration urges the Mexican government to invoke its rights under the Treaty of Guadalupe Hidalgo "to seek third‑nation neutral arbitration of disputes concerning immigration laws and their enforcement." We’ll have the story.

In hosting America’s largest population of illegal immigrants, California bears a huge cost to provide basic human services for this fast growing, low-income segment of its population. A new study from the Federation for American Immigration Reform (FAIR) examines the costs of education, health care and incarceration of illegal aliens, and concludes that the costs to Californians is $10.5 billion per year.

Among the key finding of the report are that the state’s already struggling K-12 education system spends approximately $7.7 billion a year to school
the children of illegal aliens who now constitute 15 percent of the student body. Another $1.4 billion of the taxpayers’ money goes toward providing
health care to illegal aliens and their families, the same amount that is spent incarcerating illegal aliens criminals.

“California’s addiction to ‘cheap’ illegal alien labor is bankrupting the state and posing enormous burdens on the state’s shrinking middle class tax base,”
stated Dan Stein, President of FAIR. “Most Californians, who have seen their taxes increase while public services deteriorate, already know the impact that
mass illegal immigration is having on their communities, but even they may be shocked when they learn just how much of a drain illegal immigration has become.”
The Costs of Illegal Immigration to Californians focuses on three specific program areas because those were the costs examined by researchers from the Urban Institute in 1994.
Looking at the costs of education, health care and incarceration for illegal aliens in 1994, the Urban Institute estimated that California was subsidizing illegal immigrants to the
tune of about $1.1 billion. The enormous rise in the costs of illegal immigrants over the intervening ten years is due to the rapid growth in illegal residents. It is reasonable to
expect those costs to continue to soar if action is not taken to turn the tide.

“Nineteen ninety-four was the same year that California voters rebelled and overwhelmingly passed Proposition 187, which sought to limit liability for mass illegal immigration.
Since then, state and local governments have blatantly ignored the wishes of the voters and continued to shell out publicly financed benefits on illegal aliens,” said Stein.
“Predictably, the costs of illegal immigration have grown geometrically, while the state has spiraled into a fiscal crisis that has brought it near bankruptcy.
“Nothing could more starkly illustrate the very high costs of ‘cheap labor’ than California’s current situation,” continued Stein. “A small number of
powerful interests in the state reap the benefits, while the average native-born family in California gets handed a nearly $1,200 a year bill.”
1. It is ILLEGAL to be here without proper papers ( citzenship or work permits )....if they are here breaking the law to get do we expect them to obey the law when they are here?

2. 68% of all housed inmates in California prison's are illegal latinos costing the state approximately 14 billion per year to keep locked up.

3 47 % of all child molestation cases last year were from illegal aliens. "In those instances, the illegal immigrants typically gained access to the victims after having worked as a day laborer at or near the victims' homes," she says. "Victims ranged in age from 1 year old to 13 years old, with the average age being 6."

4. 617, or 41 %, were sexual homicides and serial murders by illegal aliens. "The murders were the worst of the sex crimes and were especially vicious. The most common method was for an offender to break into a residence and ambush his victims. Not only were victims raped, but some (6%) were mutilated. The crime scenes were very bloody, expressing intense, angry perpetrator personalities. Specifically, most victims were blitzed, rendered incapable of fighting back, and then raped and murdered. The most common method of killing was bludgeoning, followed by stabbing. Caucasians were more likely to become victims of sexual homicide committed by illegal immigrants. Hispanics were second, and African Americans were third."

5. Schurman-Kauflin states that the illegal alien population includes 240,000 sex offenders – a "conservative estimate," she says. She goes on to say, "This translates to 93 sex offenders and 12 serial sexual offenders coming across U.S. borders illegally per day." She points out the 1,500 offenders in her study had a total of 5,999 victims, an average of four victims for each sex offender and says, "This places the estimate for victimization numbers around 960,000 for the 88 months examined in this study."

6. The Schurman-Kauflin study noted that "Nearly 63% of the offenders had been deported on another offense prior to the sex crime." Note the word "deported," something that often comes up when we are talking about the crimes committed by illegal aliens. That means they were once removed from the country but came back in again to commit the crime! In this case, lack of any serious border security allowed the additional crime to happen – an additional 82,473 sex crimes – per year!

7. "Illegal immigrants who commit sex crimes first cross the U.S. border illegally. Then they gradually commit worse crimes and are continually released back into society or deported. Those who were deported simply returned illegally again. Only 2% of the offenders in this study has no history of criminal behavior, beyond crossing the border illegally. There is a clear pattern of criminal escalation. From misdemeanors such as assault or DUI, to drug offenses, illegal immigrants who commit sex crimes break U.S. laws repeatedly. They are highly mobile, work in low skilled jobs with their hands, use drugs and alcohol, are generally promiscuous, have little family stability, and choose victims who are easy to attack. Their attacks are particularly brutal, and they use a hands-on method of controlling and/or killing their victims."

8, "Women and girls are trafficked from many countries in Europe, Asia, Africa, Latin America, and the Middle East. Mexico is the number one source for young female sex slaves in North America. Tlaxcala, in Central Mexico serves as a hotbed for slave traders. Young women and girls are abducted, tricked, and sometimes sold by poor families into a caged life. Highly prized are 12 year old girls sneaking across the border into the United States. The girls are grabbed by Los Lenones, aka pimps, and dragged to unfamiliar areas where they are ‘broken in.' It is well known that this often occurs in Mexico. The initiation process entails 20-30 men per day having brutal sex with the girls and women. Victims are beaten, drugged, and repeatedly raped until their wills are broken. It is then that the sale is possible.

9, "Recently an outbreak of hepatitis traced to Chi-Chi's Mexican restaurant, in Pennsylvania was inexplicably traced to contaminated green onions, not the most obvious cause, undocumented food workers who harbored Hepatitis. For the most part, Hepatitis is a blood-borne, not a food-borne disease. The Hepatitis outbreak infected over 650 individuals, caused 9,000 Americans to undergo immune globulin shots, and killed 4 people.
If Americans found out restaurants can commonly infect their customers from food workers, it would be a serious blow to the restaurant industry. Better blame the green onions. Let's concede the onions, grown in Mexico, were contaminated from fecal material containing Hepatitis. Did all the green onions imported from Mexico end up in one single restaurant? There were no other outbreaks of Hepatitis anywhere elsewhere from green onions. There were 13 mexican restaurant workers who had Hepatitis. They were the likely source of the transmitted infection.

All these diseases and pathogens, and a plethora of others that are not endemic to the US, are being brought in by unscreened illegal aliens who then spread them to an unsuspecting population. These diseases will give you something to think about the next time you are eating at a restaurant with the grunt work being done by illegal aliens who didn't have medical screening before preparing and handling your food.

10. However, the direct cost of educating the children of illegal aliens is somewhere between $29 and $35 BILLION dollars a year. You can add in another billion or two for the costs of supplemental feeding programs and other welfare benefits administered through the schools but which are off the "education costs" in the school budgets.

Most illegal aliens are working in lower paying jobs are often sharing houses and apartments with other families. Most pay little or no state or federal income taxes and, because they have low incomes and frugal lifestyles, they pay little sales taxes as well. The local and state taxes illegal aliens pay, comes no where near paying for the education costs of their children. The difference is picked up by the tax paying public. Since many localities fund public schools through real estate taxes, this often means escalating taxes which put an enormous burden on elderly home owners living on fixed incomes.

11. Digressing for a moment, what the hell was a convicted, illegal alien sex offender even doing out of jail or not immediately deported – even if 63% do come right back - let alone roaming around the neighborhoods while on a registry! Has the judicial system in this country gone insane?

In any case, Operation Predator began on July 9, 2003, and resulted in 6,085 child predator arrests throughout the country - an average of roughly 250 arrests per month and eight arrests per day. While arrests have been made in every state, the most have occurred in these states: Arizona (207), California (1,578), Florida (255), Illinois (282), Michigan (153), Minnesota (190), New Jersey (423), New York (367), Oregon (148) and Texas (545).

While Operation Predator was a noble effort and ICE is to be commended, it only made a small dent in the criminal activity and number of horrific crimes being committed by illegal alien child sexual predators.

12. An article in the San Francisco Chronicle stated that Mexicans living in the U.S. send between $6 and $8 billion back to their families every year, making them the third-biggest legitimate force in the Mexican economy, after oil and tourism. Additionally, US taxpayers pay for all the direct and indirect costs of "housing" the Mexican illegal aliens. In essence, it's an unofficial form of foreign aide. Mexico isn't about to control its borders, since Mexicans fleeing their country for work in the U.S. send plenty of money back to their own country.

While the $6-8 billion number is often quoted, a fairly recent story in The Brownsville Herald, Banks seek stake in billions sent home, notes that some estimates place the amount of dollars going south in 2006 will be $45 Billion, which was up from an estimated $30 Billion in 2004.

Regardless of the amount, all that money is leaving the US economy and not creating additional job opportunities here. Additionally, all that money represents jobs Americans used to have.

13. "All the research suggests that the reason illegal aliens create large fiscal [deficits] for the country is not their legal status, but rather their educational attainment. Sixty percent of illegals are thought not to have even a high school education, another twenty percent, a high school education only. All the research suggests that people with relatively little education make relatively little money in the modern American economy ...[As] a consequence, they tend to pay relatively little in taxes, even if they are legal and on the books.
At the same time, [these individuals] tend to use a fair amount in public services, reflecting their lower incomes. I estimate illegals pay about $16 billion a year to the Federal Government in taxes ... the difference between what they pay in taxes and use in services is about $10 billion. So right now the net drain on the Federal Government alone from illegal families is about $10 billion. If we began to legalize [these individuals] and they began to pay taxes and use services like legal immigrants with the same level of education, the net fiscal drain would roughly triple to nearly $30 billion."

14. The United States currently has one of the lowest rates of TB in the world. Mexico has 10 times the rate and killing over 400,000 in mexico each year.

15. Chagas Disease (American Trypanosomiasis), endemic to South and Central America, is spread by infected triatomine bugs, known as the "kissing bugs," that bite people. It was unknown in the United States until fairly recently. It is now estimated that between 100,000 and 500,000 people in the US have Chagas Disease. Who is infected? Mostly illegal aliens.

Since Chagas Disease is basically unknown outside of the illegal alien community most doctors won't recognize it and the blood supply just started being screened for it. Most cases of Chagas Disease that occur in patients other than illegal aliens are thought to be contracted from tainted blood – blood sold by illegal aliens with Chagas Disease before the blood supply started being tested for it as of August of 2006.

16. HIV The number of illegal Mexican and Central American immigrants with HIV or AIDS is unknown, mostly because researchers rarely ask about immigration status. However, it is known that the rate of HIV infection among Latino women in California is about twice the rate of white women. At one free California health clinic, all of the women that had HIV or AIDS were Mexican or Central American "immigrants."

17. To make matters worse, in excess of 7,000 new cases of leprosy have been diagnosed in the U.S. in the past three years. As the “Silent Invasion” report concludes, “illegal alien immigrants from Brazil and up through Mexico have fueled the resurgence into the United States.”

18. Malaria was eradicated from the USA in the 1940s but recently there were outbreaks in southern California, New Jersey, New York City, and Houston. Additionally, Malaria tainted blood has been discovered in the blood supply donated by latinos.

19. In 2006 , 21,807 of the 39,537 people, 54.3%, arrested on DUI charges in california. were Hispanic.
The article goes on, "When crashes occur, it is not uncommon for Hispanic drivers – often intoxicated and unlicensed – to flee before troopers arrive. According to State Police records, about a third of accidents involving migrant workers are hit-and-run. State Trooper Koushel said migrants often cannot be conclusively identified when they're stopped for a violation or involved in an accident." "Many", he said, "are illegal aliens who carry fake or invalid driver's licenses". "Because of that", he said, "many fail to show up in court. It's almost like writing a ticket to a ghost."

20. How many hit and run accidents are there and what is the participation of illegal aliens? As reported by Deadly Roads, as of December 29, there were 1,544 killed and 105,078 injured in hit and run accidents in 2006 in the state of california.

Obama's Regulatory Reform Sham Continues

President Obama's much-praised efforts at regulatory reform remain a sham. This past week, while the President traveled overseas, the Office of Management and Budget (OMB) in conjunction with rolled out its review of proposed changes to government regulations.
The reform will affect at least 30 federal agencies and is designed to "always consider costs and ways to reduce burdens for American businesses when developing rules; expand opportunities for public participation and public comment; and ensure that regulations are driven by real science." An elegant White House web page, accompanied by an online, explanatory video, supported by an in-person appearances from OMB Director Jacob Lew and Cass Sunstein, and countless, premature victory laps around Washington cannot disguise the emptiness of many of the proposed reforms. For, what has been released is just the plan for the plan.
According to the hype, after 120 days of effort, federal agencies have come forward with "groundbreaking" ideas--not for ways to cut costs to taxpayers by reducing regulations--but with ideas on how to generate ideas on how to implement potential regulatory review and reform.
What a lot of hullabaloo about something that hasn't happened, and which, if the timelines identified in the 30 agency plans are anything to go by, will not happen until 2012--long after the current debt ceiling has exploded and too late to provide significant contributions to the federal budget and deficit debate.
Any talk from Sunstein about billions in savings is premature at best and possibly constitutes a deliberate attempt at fraud since changes will be proposed to be implemented in 2012 or later--so that it will be difficult to measure accountability and results until long after the November 2012 presidential election.
Reading some of the agency plans housed on the White House website shows that much of what the White House is calling an "unprecedented, government-wide review" is little more than a rehash of policies, planning and strategies proposed during the Clinton and Bush Administrations. Many of those actions, which were identified by Obama's predecessors, have been left languishing during the Obama Administration because they called for tough actions.
Every time it seems is if the Obama Administration cannot sink any lower in its efforts to deceive the American taxpayer, the limbo stick comes out, and Americans get to see, once again, just how low the Obama Administration can go. Team Obama's Regulations Review seems to be a colossal fraud, during the course of which, agencies are actually increasing the regulations affecting individuals and businesses.
The Regulations Review process is adding to the size of government by creating new review committees, adding to the cost of government because none of these review bodies operate free of cost, and Sunstein and his team seem to be banking on the fact that few will read the hollow reports, so that the Obama Administration can present their "savings" howsoever they choose.
Then there is the issue of transparency. For example, the Department of Education's report along with 29 others listed on the White House site can only be commented on by providing personal Facebook information, thus eliminating commenter anonymity, which will certainly affect the content of the feedback, and forcing non-Facebook users to search for alternative means to provide comments to the Obama Administration.
In another example, the U.S. General Services Administration (GSA) report of regulatory reform spends almost approximately 9 pages of its 12-page report discussing the plan for the plan and spends less than three pages listing recommended regulations considered for regulatory reform. Of the five reforms listed, three of the five comprise regulation reforms were begun and completed during the Bush Administration.
One of the recommendations (#4, p.10) a review of the GSA Multiple Award Schedule (MAS) pricing clause was an idea conceived, a Blue ribbon commission formed and funded and with findings completed during the previous Administration. These findings from the independent commission have been waiting for the current GSA Administrator to act upon for the past two years.
Instead, at no small expense to the American taxpayer, the current team at GSA seems to be saying: let's just kick that can down the road because confronting the challenges of this out-of-date, ineffective rule is just too scary. So, in this plan for the plan, the current team at GSA promises to look at the pricing clause problem with a date uncertain in 2012 for possible resolution. In the case of GSA's blatant misrepresentation, claiming credit for proposing new and "unprecedented" regulatory reform reviews based partly on a recommendation that the Obama Team will launch the Pricing Clause review is nothing other than a fraud, and an easily exposed one at that.
By contrast, the Department of Education report and the Department of Homeland Security report identify in their reports that much of the to-be-discussed regulatory reform was initiated during the Bush Administration.
For the Obama Administration to claim that the Regulatory Review chicanery comprises a "defining moment" is an insult to the American taxpayer who has to foot the bill, and the folks in government who have put their names on these reports should be ashamed.

Records show that four out of Obama's top five contributors are employees of financial industry giants - Goldman Sachs ($571,330), UBS AG ($364,806), JPMorgan Chase ($362,207) and Citigroup ($358,054).

A series of articles published over the weekend, based on financial disclosure reports released by the Obama administration last Friday concerning top White House officials, documents the extent to which the administration, in both its personnel and policies, is a political instrument of Wall Street.
Policies that are extraordinarily favorable to the financial elite that were put in place over the past month by the Obama administration have fed a surge in share values on Wall Street. These include the scheme to use hundreds of billions of dollars in public funds to pay hedge funds to buy up the banks’ toxic assets at inflated prices, the Auto Task Force’s rejection of the recovery plans of Chrysler and General Motors and its demand for even more brutal layoffs, wage cuts and attacks on workers’ health benefits and pensions, and the decision by the Financial Accounting Standards Board (FASB) to weaken “mark-to-market” accounting rules and permit banks to inflate the value of their toxic assets.
At the same time, Obama has campaigned against restrictions on bonuses paid to executives at insurance giant American International Group (AIG) and other bailed-out firms, and repeatedly assured Wall Street that he will slash social spending, including Medicare, Medicaid and Social Security.
The new financial disclosures reveal that top Obama advisors directly involved in setting these policies have received millions from Wall Street firms, including those that have received huge taxpayer bailouts.
The case of Lawrence Summers, director of the National Economic Council and Obama’s top economic adviser, highlights the politically incestuous character of relations between the Obama administration and the American financial elite.
Last year, Summers pocketed $5 million as a managing director of D.E. Shaw, one of the biggest hedge funds in the world, and another $2.7 million for speeches delivered to Wall Street firms that have received government bailout money. This includes $45,000 from Citigroup and $67,500 each from JPMorgan Chase and the now-liquidated Lehman Brothers.
For a speech to Goldman Sachs executives, Summers walked away with $135,000. This is substantially more than double the earnings for an entire year of high-seniority auto workers, who have been pilloried by the Obama administration and the media for their supposedly exorbitant and “unsustainable” wages.
Alluding diplomatically to the flagrant conflict of interest revealed by these disclosures, the New York Times noted on Saturday: “Mr. Summers, the director of the National Economic Council, wields important influence over Mr. Obama’s policy decisions for the troubled financial industry, including firms from which he recently received payments.”
Summers was a leading advocate of banking deregulation. As treasury secretary in the second Clinton administration, he oversaw the lifting of basic financial regulations dating from the 1930s. The Times article notes that among his current responsibilities is deciding “whether—and how—to tighten regulation of hedge funds.”
Summers is not an exception. He is rather typical of the Wall Street insiders who comprise a cabinet and White House team that is filled with multi-millionaires, presided over by a president who parlayed his own political career into a multi-million-dollar fortune.
Michael Froman, deputy national security adviser for international economic affairs, worked for Citigroup and received more than $7.4 million from the bank from January of 2008 until he entered the Obama administration this year. This included a $2.25 million year-end bonus handed him this past January, within weeks of his joining the Obama administration.
Citigroup has thus far been the beneficiary of $45 billion in cash and over $300 billion in government guarantees of its bad debts.
David Axelrod, the Obama campaign’s top strategist and now senior adviser to the president, was paid $1.55 million last year from two consulting firms he controls. He has agreed to buyouts that will garner him another $3 million over the next five years. His disclosure claims personal assets of between $7 and $10 million.
Obama’s deputy national security adviser, Thomas E. Donilon, was paid $3.9 million by a Washington law firm whose major clients include Citigroup, Goldman Sachs and the private equity firm Apollo Management.
Louis Caldera, director of the White House Military Office, made $227,155 last year from IndyMac Bancorp, the California bank that heavily promoted subprime mortgages. It collapsed last summer and was placed under federal receivership.
The presence of multi-millionaire Wall Street insiders extends to second- and third-tier positions in the Obama administration as well. David Stevens, who has been tapped by Obama to head the Federal Housing Administration, is the president and chief operating officer of Long and Foster Cos., a real estate brokerage firm. From 1999 to 2005, Stevens served as a top executive for Freddie Mac, the federally-backed mortgage lending giant that was bailed out and seized by federal regulators in September.
Neal Wolin, Obama’s selection for deputy counsel to the president for economic policy, is a top executive at the insurance giant Hartford Financial Services, where his salary was $4.5 million.
Obama’s Auto Task Force has as its top advisers two investment bankers with a long resume in corporate downsizing and asset-stripping.
It is not new for leading figures from finance to be named to high posts in a US administration. However, there has traditionally been an effort to demonstrate a degree of independence from Wall Street in the selection of cabinet officials and high-ranking presidential aides, often through the appointment of figures from academia or the public sector. In previous decades, moreover, representatives of the corporate elite were more likely to come from industry than from finance.
In the Obama administration such considerations have largely been abandoned.
This will not come as a surprise to those who critically followed Obama’s election campaign. While he postured before the electorate as a critic of the war in Iraq and a quasi-populist force for “change,” he was from the first heavily dependent on the financial and political backing of powerful financiers in Chicago. Banks, hedge funds and other financial firms lavishly backed his presidential bid, giving him considerably more than they gave to his Republican opponent, Senator John McCain.
Alongside Wall Street, the Obama cabinet is dominated by the military, including three recently retired four-star military officers: former Marine General James Jones as national security adviser; Admiral Dennis Blair as director of national intelligence, and former Army Chief of Staff Erik Shinseki as secretary of veterans’ affairs.
These are the deeply reactionary political and class interests that are represented by the Obama administration.
Friday’s financial disclosures further expose the bankruptcy of American democracy. Elections have no real effect on government policy, which is determined by the interests of the financial aristocracy that dominates both political parties. The working class can fight for its own interests—for jobs, decent living standards, health care, education, housing and an end to war—only through a break with the two parties of American capitalism and the development of a mass, independent socialist movement.

Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.


The exorbitant figure, revealed this week by a county supervisor, doesn’t even include the enormous cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $500 million for healthcare and $350 million for public safety. 
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from the county’s Department of Social Services. In 2009 the tab ran $570 million and this year’s figure is expected to increase by several million dollars. 
Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,” the veteran county supervisor (Michael Antonovich) who revealed the information has said. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders. 
Anchor Babies Grab One Quarter of Welfare Dollars in LA Co

The anchor baby scam has proven lucrative for illegal aliens in Los Angeles County, at considerable cost to our own poor and downtrodden legal citizenry.

The numbers show that more than $50 million in CalWORKS benefits and food stamps for January went to children born in the United States whose parents are in the country without documentation. This represents approximately 23 percent of the total benefits under the state welfare and food stamp programs, Antonovich said.

"When you add this to $350 million for public safety and nearly $500 million for health care, the total cost for illegal immigrants to county taxpayers far exceeds $1 billion a year -- not including the millions of dollars for education," Antonovich said.

I love children and I'm all for compassion -- smart, teach-them-to-fish compassion. But when laws, the Constitution, and enforcement allow illegal aliens (the operative word here being "illegal") to insinuate themselves into our nation and bleed us of our precious financial resources, then laws, the Constitution and enforcement need to be changed.

The Outrages of the Mexican Invasion

Illegal immigration is about much more than fighting terrorism. The fact is, illegal Mexican’s are pouring across our borders and as a result, American tax-paid services like education and healthcare are being pushed to the brink of collapse.

It is an incomprehensible arrogance exercised by both Mexican and American officials who, while promoting illegal immigration, see no problem in letting U.S. taxpayers foot the bill. Each new report of activities along the Mexican border appears to be more outrageous than the last.

The Mexican government of President Vincente Fox has basically demanded that the United States accept and care for citizens of his country who are sneaking in illegally. Fox has become increasingly vocal in demanding that the United States create an amnesty and work-visa programs to legalize more than three million illegal Mexicans now living in the United States.

In addition, apparently President Fox has decided to use his own version of Fidel Castro’s Muriel Boat Lift to rid his country of riff-raff he no longer wants. In 1978, Castro purged his prisons of murderers, thieves and drug dealers and put them in an armada of boats headed for America’s shore. The resulting crime wave flooded jails, overworked police and community budgets made living in Miami, Florida, almost unbearable for a time, and still inflicts the community’s culture. Much the same is now happening in Mexican border states, as crime rises and quality of life diminishes.

Meanwhile, American leaders seem to be encouraging such activity. As more than 10,000 illegal Mexicans flood into the nation every day, there is little concern on Capitol Hill and virtually no legislation pending to deal with the issue. Those like Congressman Tom Tancredo of Colorado, who vocally oppose the open border policy, are ignored. President Bush has again called for the amnesty that President Fox seeks. New U.S. Ambassador to Mexico, Tony Garza, assured Mexico that reaching an accord legalizing the status of Mexican immigrants – without giving them citizenship – continues to be a top Bush Administration priority.

The Fox Administration now appears to be working a strategy to recruit local American officials that will all but dissolve the border between the two nations, even before Congress can take legislative action.

Consider these actions by the Mexican government inside the United States in just the past few months.

Item: The Mexican government has issued more than 800,000 slick, pocket-sized identification cards to both legal and illegal immigrants. Those cards are being distributed through Mexican consulates all over the United States.

The cards list the holder’s birth date, place of birth, U.S. address and encoded information to prevent fraudulent duplication. Over the past year, Mexican officials have been openly lobbying local police departments, banks and local government agencies in the United States to accept the cards, making it easier for the holders to get jobs, open bank accounts get government services. The strategy is to work the system from the bottom up, making the cards acceptable on the local level before Congress can pass any legislation concerning the activity. That way, Mexico believes, the Congress will have no choice but to simply rubber stamp approval of the practice.

As a result of Mexico’s efforts, today more than 800 U.S. police departments, 15 cities and 13 states now accept the cards as valid ID. At least 66 U.S. banks, led by Wells Fargo and Bank of America, have also agreed to accept the cards, opening tens of thousands of new bank accounts in states across the country, from California to Georgia.

Why would Mexico spearhead such a program, losing its own citizens? Mexico is reaping a bonanza as immigrants send more than $10 billion per year back to relatives at home. That figure equals what Mexico earns in annual tourism dollars.

Item: Mexican ambulance drivers are transporting hospital patients unable to pay for medical care in Mexico to facilities in the United States. They know that the federal Emergency Medical Act mandates that U.S. hospitals with emergency-room services treat anyone who presents themselves for care, including illegal aliens. The ambulances are driving through unguarded portions of the border with "little resistance" at the instruction of Mexican officials.

The cost is being paid by the American taxpayers in more ways than money. Medical service in affected communities is being severely damaged as hospitals absorb more than $200 million in unreimbursed costs. Some emergency rooms have shut down because they cannot afford to stay open. That means local tax-paying Americans are either denied medical care or have to wait in long lines for service as the illegals flood the facilities.

The costs are staggering. The Cochise County, Arizona Health Department spends as much as 30 percent of its annual $9 million budget on illegal aliens. The Copper Queen Hospital in Bisbee, Arizona, has spent $200,000 in uncompensated services out of a net operating budget of $300,000.

The University Medical Center in Tucson may lose as much as $10 million and the Good Samaritan Regional Medical Center, also in Tucson, has lost $1 million in the first quarter of fiscal 2002. Rural hospital facilities face losing the use of routine helicopter transportation for patients who need further treatment in big city facilities because the cost of transporting illegals is eating up the budgets. If that happens, the quality of healthcare in those rural areas would be diminished back to1980 levels.

In California, the losses are calculated to be about $79 million, with $74 million in Texas, $31 million in Arizona, and $6 million in New Mexico. All of these costs are dumped on American taxpayers simply because the Mexican government, void of protest from the U.S. government, has decided to raid the American cookie jar.

Item: Schools are suffering the same fate as medical care as illegal aliens fill classrooms, bloat budgets, and rob taxpayers of decent facilities for American children. Federal law and an incredible Supreme Court ruling ban schools from denying free education to illegal aliens.

Moreover, state run colleges and universities are being forced to allow illegal aliens to receive in-state tuition discounts that are supposed to be reserved for residents of that state. In California, a new law (Assembly Bill 540) allows undocumented high school graduates who have been in residence in California for three years to enroll in community colleges and the California State University and University of California systems without paying nonresident tuition. The government is even opposed to allowing schools to report illegal aliens or to deny them enrollment.

Item: Several cities have declared themselves "safe haven" for illegal aliens and refuse to enforce immigration laws. Los Angeles, Chicago, San Francisco, Seattle, New York City and even Falls Church, Virginia (in sight of the Pentagon), have all declared to be sanctuaries for illegal aliens. New York Mayor Michael Bloomberg announced that, "people who are undocumented do not have to worry about city government going to the federal government." In other words, these city governments refuse to uphold federal law or defend American borders.

Item: On several occasions, heavily armed Mexican soldiers have actually crossed over into United Sates territory and fired on U.S. Border Patrol personnel. In one case, a Border Patrol helicopter over U.S. soil was fired upon by a 10-man unit of what appeared to be Mexican soldiers wearing tactical vests and carrying high-powered rifles. In another case, sixteen heavily armed Mexican soldiers in Humvee military vehicles chased American Border Patrol officers more than a mile into U.S. territory.

Why were the Mexican soldiers attacking U.S. agents? Border Patrol officials confirmed that the Juarez drug cartel has placed a bounty of $200,000 on U.S. lawmen.

Item: The U.S. Border Patrol is using tax dollars to advertise the establishment of eight "rescue beacons" along the border to help illegal aliens find they way. A strobe light is used to direct illegal aliens to the beacons to help with night crossings. During the day a reflective mirror guides the crossers.

The one minute commercials are expected to run in 2003 on TV stations in Mexico and in the border city of Yuma, Arizona. "Officials want to reach viewers in the interior parts of Mexico, where potential border crossers may know little about the treacherous terrain and nothing about the beacons," the Associated Press reported.

Officials of the United States who are required to defend our borders and uphold the Constitution and the laws of the federal government have chosen instead to ignore the fact that we even have a border with Mexico. So great is the Mexican invasion that the U.S. government has decided to accept illegal aliens as a economic fact instead of trying to stop it.

Meanwhile American society is suffering. Our standard of living is diminishing. Taxpayers are being robbed of the services they pay for as their plight is dismissed by arrogant officials from both Mexico and the United States.

If the United States would at least support an effort to stop the flood of illegal aliens; if the U.S. Government would file a protest to the Mexican government to demand that they stop the ambulance drivers; if the U.S. Government would stop allowing the use of the Mexican-created ID cards; if the U.S. Government would stop forcing schools and other government services to give free rides to illegal aliens – then the onslaught would begin to subside. All of those things would be easy to do and require no addition money.

They horrible truth is that there is no movement on Capitol Hill, no elected leader to rally troops to demand such actions, even though recent polls show overwhelming support by Americans for stronger action against illegal immigrants. It is up to the American taxpayers to apply pressure on our elected officials to demand an end to these outrageous policies.

The only alternative is for each taxpayer to understand that for every two dollars they earn, one may have to be set aside to pay for our free-loading Mexican cousins to live in our country with all of our benefits, yet free of our laws and our taxes.

This is our land, not Mexico’s. It’s high time we told that to our own leaders and especially to the government of Mexico.

Washington ( – An illegal alien apprehended by the U.S. Customs and Border Protection agency during the last fiscal year had an estimated 84 percent chance of never being prosecuted, according to figures compiled by the office of Rep. John Culberson (R-Texas).
Culberson submitted the figures for the record during a hearing Wednesday of the House Appropriations subcommittee on homeland security.

Of 447,731 illegal aliens apprehended by the U.S. Border Patrol during fiscal year 2010 (which ended last September), only 73,263 (16.4 percent) were prosecuted, according to the submitted data. That means that 374,468 illegal aliens that were taken into custody (83.6 percent) were never prosecuted

There are currently over 400,000 unaccounted for illegal alien criminals with outstanding deportation orders. Those are just the ones apprehended. At least one fourth of these are hard core criminals. Nobody knows how many more there are, but they are numerous and roaming your neighborhoods, preying on you and your family. Many of these heinous crimes are against children. How many children are being molested, raped, and murdered by illegal aliens? Nobody knows for sure but the numbers are staggering. To give you some idea of the prevalence of the crime, peruse the ICE Public Information News Releases.
While there are numerous reports of individual sexual predators such as Mexican Sex Offender and Six-Time Deportee in ICE Custody or Man Deported Following Conviction For Molesting 6-year-old, you will see many reports of multiple child predators being caught and deported. Some of them over the last two years are as follows:
In case you are interested, that is 250 illegal alien child molesters. And that is just the tip of the iceberg.
When we talk about the costs to secure our borders, we need to ask "How many crimes against children is acceptable collateral damage?" Isn't that what it is all about? Cheap lettuce versus molested, raped and murdered children - a cost/benefit tradeoff.
Occasionally, the Federal Government decides to actually do something about some of the more violent illegal alien criminals - after they are already here and have committed mayhem! Operation Predator evolved out of ICE's mission to find and deport illegal aliens with the more heinous criminal records. The majority of the arrests under Operation Predator - roughly 85% - involved foreign nationals in this country whose child sex crimes made them removable from the United States. By matching immigration databases with state Megan's law directories, ICE agents have arrested more than 1,800 registered sex offenders.
Digressing for a moment, what the hell was a convicted, illegal alien sex offender even doing out of jail or not immediately deported – even if 63% do come right back - let alone roaming around the neighborhoods while on a registry! Has the judicial system in this country gone insane?
In any case, Operation Predator began on July 9, 2003, and resulted in 6,085 child predator arrests throughout the country - an average of roughly 250 arrests per month and eight arrests per day. While arrests have been made in every state, the most have occurred in these states: Arizona (207), California (1,578), Florida (255), Illinois (282), Michigan (153), Minnesota (190), New Jersey (423), New York (367), Oregon (148) and Texas (545).
While Operation Predator was a noble effort and ICE is to be commended, it only made a small dent in the criminal activity and number of horrific crimes being committed by illegal alien child sexual predators.
It is worth noting that some pedophile statistics report that each pedophile molests average of 148 children. If so, that could be as many as 900,580 victims from just the 6,085 illegal alien predators that were caught. Regardless, how many children being molested is acceptable collateral damage?

When visiting any of the links and sites, keep in mind that nobody is tracking and reporting the crimes on a national basis and these are just the tip of the iceberg.
While it is a fact that most illegal aliens are law abiding, except for breaking immigration laws, it is also a fact that a significant percentage of illegal aliens have no respect for the rule of law and our legal customs. Many come with anti-American attitudes and philosophies that are totally alien to our culture, a subject addressed later in this paper. The end result is an ever-growing lawlessness among large portions of the illegal alien communities. It only makes sense that illegal alien criminals come to the United States - this is where the money is and our jails are a whole lot nicer than what they have in their home countries.
As previously noted, this report does not go into the property crimes being committed by illegal aliens. However, like the activities of other equal opportunity criminals, many property crimes are drug related, an activity that many illegal aliens, especially illegal alien gangs, are involved in. While violent crimes against one's person are the most serious, if your identity or car is stolen by an illegal alien you won't be too happy about it.
As a small example of property crimes, in 2003, according to the Arizona Department of Motor Vehicles, 57,600 cars were stolen in Phoenix alone. The owner losses are estimated to exceed $864 million. Most of the stolen cars ended up in Mexico and were never recovered. How many of those cars were stolen by illegal alien criminals versus resident criminals is unknown but you can rest assured that illegal aliens had a large part of it..
Government Data Imply High Immigrant Crime Rates; Findings Contradict Older Research Showing Low Rates

WASHINGTON, Nov. 19 /PRNewswire-USNewswire/ -- Center for Immigration Studies has published a detailed report on immigration and crime based on a variety of recently released data, including some obtained through Freedom of Information Act requests. The newer government data implies that immigrants have relatively high rates of crime. This contradicts older academic research that generally found low rates of crime. The overall picture of immigrants and crime remains confused due to conflicting information and a lack of good data.
The report, "Immigration and Crime: Assessing a Conflicted Issue," by Steven Camarota and Jessica Vaughan, is online at http://
Among the findings:
-- The Department of Homeland Security (DHS) estimates that immigrants
(legal and illegal) comprise 20 percent of inmates in prisons and jails.
The foreign-born are 15.4 percent of the nation's adult population.
However, DHS has not provided a detailed explanation of how the
estimates were generated.
-- Under contract to DHS in 2004, Fentress, Inc. reviewed 8.1 million
inmate records from state prison systems and 45 large county jails. They
found that 22 percent of inmates were foreign-born. But the report did
not cover all of the nation's jails.
-- The 287(g) program and related efforts have found high rates of
illegal-alien incarceration in some communities. But it is unclear if
the communities are representative of the country:
-- Maricopa County, Ariz.: 22 percent of felons are illegal aliens;
-- Lake County, Ill.: 19 percent of jail inmates are illegal aliens;
-- Collier County, Fla.: 20 to 22 percent of jail inmates and arrestees
are illegal aliens;
-- Weld County, Colo.: 12.8 to 15.2 percent of those jailed are illegal
-- DHS states that it has identified 221,000 non-citizens in the nation's
jails. This equals 11 to 15 percent of the jail population. Non- citizens
are 8.6 percent of the nation's total adult population.
-- The Federal Bureau of Prisons reports that 26.4 percent of inmates in
federal prisons are non-citizens. However, federal prisons are not
representative of prisons generally or local jails.
-- Recent reports by the Public Policy Institute of California (PPIC) and
Immigration Policy Center (IPC) showing low rates of immigrant
incarceration highlight the data problems in many studies. The 2000
Census data they used are not reliable.
-- An analysis of the data used in the PPIC and IPC studies by the National
Research Council found that 53 percent of the time the Census Bureau had
to make an educated guess whether a prisoner was an immigrant. The
studies are essentially measuring these guesses, not actual immigrant
-- The poor quality of data used in the PPIC and IPC studies is illustrated
by wild and implausible swings. It shows a 28 percent decline in
incarcerated immigrants 1990 to 2000 -- yet the overall immigrant
population grew 59 percent. Newer Census data from 2007 show a 146
percent increase in immigrant incarceration 2000 to 2007 -- yet, the
overall immigrant population grew only 22 percent.
-- The "Survey of Inmates in State and Federal Correctional Facilities"
shows that 8.1 percent of prisoners in state prisons are immigrants
(legal and illegal). However, the survey excludes jails and relies on
inmate self-identification, which is likely to understate the number of

Federal Bureau of Investigation (FBI) were foreign-born. It is likely
however that because immigrants can more readily flee to other
countries, they comprise a disproportionate share of fugitives.
-- Most studies comparing crime rates and immigration levels across cities
show no clear correlation between the immigrant share of a city's
population and its level of crime. This is one of the strongest
arguments that immigrants do not have high crime rates. However, such
studies generally measure only overall crime, not crimes specifically
committed by immigrants. Also, a 2009 analysis by DHS' Office of
Immigration Statistics found that crime rates were higher in
metropolitan areas that received large numbers of legal immigrants.
-- From 1998 to 2007, 816,000 criminal aliens were removed from the United
States because of a criminal charge or conviction. This is equal to
about one-fifth of the nation's total jail and prison population. These
figures do not include those removed for the lesser offense of living or
working in the country illegally. The removal and deportation of large
numbers of criminal aliens may reduce immigrant incarceration rates
because many will not return and re-offend, as is the case with many
native-born criminals.
-- Some have argued that the fall in overall national crime rates since the
early 1990s is evidence that immigration actually reduces crime.
However, overall crime rates are affected by many factors. Moreover, the
1970s and 1980s saw crime rates rise along with immigration levels.
-- Overall incarceration rates are also a poor means of examining the link
between immigration and crime. Since the 1970s, the share of the U.S.
population that is incarcerated has grown almost exactly in proportion
to the share of the population that is immigrant. But unless inmates can
be identified as immigrant or native-born this information sheds little
light on the issue of immigrant criminality.

Nov. 15--YAKIMA, Wash. -- The Yakima County jail echoes with slamming steel doors and yelling prisoners as a federal agent sits down behind a computer with a list of inmates to interview.
Across the table is Julio Laguna Mendoza, a quiet 54-year-old arrested for drunken driving several days earlier. The computer shows he's no stranger to the system.
Laguna's been arrested a half-dozen times for illegally entering the country. Mug shots provide a time-sequence of Laguna aging after each arrest.
This time, he made it as far as Yakima. But it won't be long before he's deported again.
Few issues are more controversial or emotional than the impact illegal immigrants have on crime -- or how local law enforcement officers deal with illegal immigrants.
Immigrant-rights advocates insist that most are hard workers no more likely to commit crimes than citizens. Others blame illegal immigrants for a large share of the Yakima Valley's serious crime.
But getting an accurate picture has never been easy. To date, authorities say no specific research has been done on the impact of illegal immigration on the criminal justice system in Yakima County.
Local police, deputies and prosecutors say they don't know what percentage of crime immigrants commit because they don't ask suspects about their immigration status. Jailers don't keep statistics on whether inmates are here legally. And to some degree, federal agents seeking to identify immigration violators among the jail population must rely on what suspects say.
But a Yakima Herald-Republic analysis of county jail booking records for the month of October sheds some light on how many in the facility are suspected of violating immigration law and what local charges they face:
--Six percent of the more than 630 people booked into the jail on local charges in October were suspected of breaking immigration law and placed on federal hold.
(Immigrants who are not U.S. citizens account for just under 13 percent of Yakima County residents, according to a 2008 U.S. Census estimate. The census report did not distinguish between illegal immigrants and those here on visas.)
--Citizens and those placed on immigration holds were booked on felony charges at roughly equal rates, 28 percent and 26 percent, respectively.
--More than 60 percent of inmates with immigration holds were booked on traffic violations, such as driving without a license and negligent driving.
--Drunken driving, a gross misdemeanor, was the No. 1 charge against noncitizens.
Without extensive study, it's difficult to tell whether October was a statistically average month at the jail.
But local police officials, while repeatedly emphasizing they don't ask suspects about their immigration status, said the numbers weren't unexpected.
"It's not surprising at all," said Sunnyside deputy police chief Phil Schenck.
Authorities also agreed that jail bookings in October provide a fair snapshot of the Yakima Valley's demographics, which change with the agricultural calendar.
Exact comparisons are difficult, but the local rates are similar to those found in at least one study elsewhere on immigrants and criminality. A 2008 analysis by the nonpartisan Public Policy Institute of California showed that while immigrants make up about 35 percent of that state's population, they account for 17 percent of the adult prison population.
Federal agents have been pulling illegal immigrants from local jails for years.
"We're focusing on the most egregious criminals or threats to the public," said Bryan Wilcox, deputy field office director with the U.S. Department of Homeland Security in Seattle.
"Anyone we encounter in the jail, regardless of the circumstances of how they got to jail, if they're not a U.S. citizen then were going to look at them."
The federal actions, however, are not without controversy.
Ann Benson, director of the Washington Defenders Association Immigration Project, said the federal program targeting inmates in local jails doesn't seek out the most serious criminal aliens.
It's an indiscriminate dragnet that rounds up as many immigrants as possible, she said.
"The overwhelming majority of the people being rounded up are fathers, sons and brothers who have families that rely on them and who are members of our communities," she said.
Others, however, want to see far more aggressive enforcement.
Yakima County Sheriff Ken Irwin regularly gets asked why immigration status isn't questioned when deputies are investigating a crime.
"We concentrate on the criminals committing crimes, not those people violating immigration law, because effective law enforcement is based on trust of the community," he said. "And if we have a large segment of the community that does not trust law enforcement, then the community as a whole is less safe because crime is not being reported."
Besides, police agencies have enough trouble keeping up with drug crimes and car thefts, he said.
"I've told so many groups I've talked to that if I could get rid of the stupid white people who are heavily involved in ... methamphetamine -- wow, that's where we'd really see the reduction in crime," he said.
"But the illegal immigrant is an easy target and a little too easy to blame for the ills that we have."
His stance -- echoed by other Yakima Valley law enforcement leaders, including Yakima police Chief Sam Granato -- frustrates people like Bob West.
West is the president of Grassroots of Yakima Valley, an organization that wants local law enforcement agencies to verify the legal status of everybody they encounter -- and to alert federal immigration authorities of possible illegal immigrants.
"Nobody checks up on it because it's not the politically correct thing to do," West said. "I'm not saying all illegal immigrants are criminals. But the illegals have broken at least one law. Who knows what percentage of illegal immigrants break other laws?"
Some of the Valley's most vocal opponents of illegal immigration recognize that immigrants don't commit a disproportionate amount of crime here.
But their U.S.-born children do, said Nick Hughes, a retired hops seller who has stood in front of Yakima City Council meetings to blame Hispanic immigrants for gang violence.
"Most of the gang members are (children of illegal immigrants)," he said. "If we hadn't allowed the illegal parents here, we wouldn't have the children here causing the gang problems."
Few -- including those in law enforcement -- will disagree with Hughes' assessment. Irwin called the trend a breakdown in immigrant families.
"They're hardworking people, for the most part, but the children ... are not being disciplined and parented as they should be," Irwin said.
Illegal immigration brings its share of problems, even if crime is not a major one, Irwin said.
Overburdened schools, social services and hospitals are among reasons why the federal government should find a solution to the nation's immigration problem -- whether it's a path to citizenship for millions of illegal immigrants or mass deportation, he added.
"We've all been a part of this problem," Irwin said. "We're used to the services -- landscapers, construction, hotels, all of that, especially our agriculture industry has benefited from illegal immigration to a certain extent.
"We all need to be a part of a solution, whatever it may be."


Twice Convicted Illegal Alien Had Fed Work Permit
The drunken illegal immigrant who killed a nun in Virginia last month was not only released by federal authorities after previous arrests, he was issued a special Homeland Security work permit after two criminal convictions.
Just when you thought that government negligence had plateaued in the tragic incident, several news reports reveal that it gets worst. It turns out that the illegal alien from Bolivia (Carlos Montano) somehow obtained a special federal work permit—issued by the Department of Homeland Security—while he was awaiting deportation for previous offenses.
Montano already had two drunken driving convictions yet federal authorities released him on his own recognizance while he awaited a removal hearing. In the interim the illegal alien, intoxicated and with an expired license, swerved over a median in Prince William County and slammed into a vehicle carrying three Catholic nuns. One died and two were critically injured.
Montano’s federal employment authorization card, known as an I-766 permit, was discovered only because Virginia authorities revealed that he used it to obtain a state identification card. Because of the Montano case, Virginia no longer accepts the federal card as proof of legal presence for those seeking state IDs or licenses from the Department of Motor Vehicles.
Incredibly, the government regularly issues work permits to illegal immigrants who are scheduled to be deported for criminal conduct. In a letter to the Department of Homeland Security, Prince William County’s police chief diplomatically requests that the “glaring gap in DHS policy” be “reconsidered” and “corrected.”
