GOP's Whitman disavows 'proud racist' councilman


SACRAMENTO, Calif. – Republican gubernatorial hopeful Meg Whitman is severing ties with an elected official who described himself as a "proud racist."

The Whitman campaign issued a statement Saturday disavowing Santa Clarita Councilman Bob Kellar. The statement comes one day after state Democrats called on the former eBay chief executive to distance herself from Kellar.

During a recent Tea Party-style rally in Southern California, Kellar blamed illegal immigrants for harming the economy. His videotaped remarks were posted on YouTube and caused an uproar.

Whitman's campaign spokeswoman Sarah Pompei says Kellar's comments are unacceptable. She says Kellar has voluntarily ended his involvement with the campaign.

Kellar has said he has no regrets over the remark.

In California, League of United Latin American Citizens has adopted a resolution to declare "California Del Norte" a sanctuary zone for immigrants. The declaration urges the Mexican government to invoke its rights under the Treaty of Guadalupe Hidalgo "to seek third nation neutral arbitration of ....disputes concerning immigration laws and their enforcement." The site also blasts Los Angeles KFI talk-show host Bill Handel in its statement: “The radio show is hosted by a Jew named Bill Handel who has a history of making obscene and racist remarks against non-Jewish ethnic, racial and religious groups including Mexicans.” Another of its “news” stories includes “Anti-Mexican Jewish Bigot Identified” in which it states: “The racist Jew who filmed a video in which he humiliates a group of Mexican workers (Jornaleros) has been identified. La Voz de Aztlan has received information on the hateful Jew who produced the shameful video. This is more proof that these sinister, malevolent, malicious and nefarious people will stop at nothing.” The site also firmly aligns itself with Islam. If one is looking for good old-fashioned no-holds-barred “hate speech against Jews”, La Voz de Aztlan is the site to visit. But, the Aztlan Movement is much more than just a small and inconsequential “hate-Jew movement”—much more, indeed. On its site, La Voz announced its participation in the 2004 "Forum on Binational Thought" which was held in Mexico City. The speaker from the Aztlan Movement was named as no other than Henry Cisneros! La Voz writes: “From Aztlan, Henry Cisneros will deliver the speech "Future of the relationship between Mexican and Mexican-Americans". Cisneros was Bill Clinton's Secretary of Housing and Urban Development and is presently a John Kerry campaign aide within the Mexican-American community.” And if that doesn’t curl your hair, current California Lieutenant Governor Cruz Bustamante and Los Angeles Mayor Antonio Villaraigosa are “former” MEChA members. But, one has to wonder if the “former” designation is accurate. Note: This definitely takes MEChA and the Aztlan Movement out of the “fringe” category and places it into the mainstream Hispanic Democrat camp. And it is patently chilling. Most certainly, MEChA’s Aztlan Movement does not represent the majority of Hispanics in the United States. The mere fact that lawmakers in the US are members (or claim to be “former” members) should at least give all US citizens pause—if not creating a call to action. This hate-filled organization is growing, folks—and so is its influence on other US lawmakers. Bear in mind, MEChA’s Aztlan Movement is also the organization that is working for the Reconquista (“reconquest”) of the US’ Southwestern states, which include California, Arizona, New Mexico and Texas. And with increasing backing from US “leaders”, including a US Senate that appears to be feckless in passing any Immigration Reform bill that has real teeth and viability, they just might affect it. In all its cacophony and moments of absurdity, this morning's Today show segment on immigration was a supremely edifying example of the confusion, high emotion and complexity of the immigration debate. Matters reached their Alice-in-Wonderland apotheosis when Sen. Dianne Feinstein of California was shown arguing that illegal immigrants are good . . . 'citizens.' Said Feinstein:

This was in line with the fait accompli argument advanced by La Raza representative Janet Murguia. She referred to what she estimated as the 11-12 million illegal aliens in the country as "people are working in backbreaking work that nobody else wants to do in this country. We need to . . . understand that they are already part of this country." "They're doing work others won't do" has become the mantra of pro-immigration advocates.

Others, such as National Review's Rich Lowry, say that argument is is easily refuted on logical and economic grounds. That's when Dobbs got off perhaps his best line of the morning. "The National Council of La Raza is talking about race? La Raza - what does that mean? It means 'the race'!"

In 2005, the Latino group known as La Raza (The Race) was given $15.2 million in U.S. federal grants. La Raza also received an additional $4 million in so-called 'earmarks' tucked into the 2005 Housing Bill, which our Congress passed and President Bush signed. Considering the racist agenda of La Raza, giving federal funds to this group is tantamount to the U.S. funding the Nazis in the 1930's. The comparison to the Nazi Party is well deserved. La Raza openly supports pushing all but Latino Americans out of a portion of the United States (ethnic cleansing – DO A SEARCH ON THE BLOG, OR LOS ANGELES TIMES ON MEXICAN GANGS MURDERING BLACKS IN LOS ANGELES TO “ETHNICALLY CLEANSE THEIR HOODS), they call for 'Reconquista' or the re-conquest of the American Southwest by Mexico (the re-occupation of the Sudetanland), and the establishment of 'Atzlan' which is the utopian all-Latino version of the American Southwestern states (Adolf Hitler planned to called his utopia Germania). Karl Rove was one of the keynote speakers at this year's annual National Council of La Raza Conference. The event was held in Los Angeles (the eventual capital of Atzlan). Other speakers included Jesse Jackson, Bill Clinton, and the virulent racist L.A. Mayor Antonio Villaraigosa. The fact that Karl Rove is the President's top political adviser and addressed the group with Bush's blessing, is a strong indicator that this nation is being subverted at the very highest levels. If La Raza was a white supremacist group with equally deep pockets, the U.S. government would place them on a terrorist watch list, infiltrate them with undercover FBI agents, and subject them to constant harassment by the Internal Revenue Service. Eventually, the group's leaders would be jailed and the group itself would be rendered irrelevant. However, because La Raza is a Latino supremacist group, the Bush administration and most of Congress offer them financial support!

Rep. Kenny Marchant Proposes Bill to use E-Verify for Mortgage Applications

Rep. Kenny Marchant (R-Texas) has offered the Mortgage E-Verify Act that would require a mortgagor to be verified through E-Verify when applying for a modification of a home loan owned by Fannie Mae or Freddie Mac.

"As a member of the House Financial Services Committee, I am happy to introduce my bill, the Mortgage E-Verify Act, which would require, as a condition for modification of a home mortgage loan held by Fannie Mae or Freddie Mac or insured by the Federal Housing Administration (FHA), that the mortgagor be verified under the E-Verify program," Rep. Marchant said in a press release. "My bill will potentially save millions by cutting down on fraudulent claims from illegal immigrants and protect taxpayers from subsidizing the restructuring or renegotiation mortgages of illegal immigrants."

Rep. Marchant's bill is a result of a major case in Nevada where a loan officer submitted false income and employment documentation to help illegal aliens secure FHA loans. The scam totaled $6.2 million in loans with many going into default, costing HUD nearly $2 million. The loan officer was found guilty on 32 counts of submitting false information.

"E-Verify is a fantastic program which I have supported making permanent for employers," Rep. Marchant said. "Mandating its use as a condition for home mortgage loan modifications would help eliminate waste, fraud, and abuse in the system and bring integrity to the process. In fact, the Treasury Department's Financial Crimes Enforcement division (FinCEN) estimates that mortgage fraud increased 1,411 percent from 1997 to 2005. Furthermore, two-thirds of fraud reports in the last decade are due to falsified statements on loan documents. My bill would curb these abuses and protect the taxpayers."

A relatively new federal program that allows illegal immigrants to use their American-born anchor babies to collect welfare for the entire family has expanded nationwide and nearly doubled in a western state that already spends hundreds of millions of dollars to provide undocumented residents with public services.
The Temporary Assistance for Needy Families program (TANF) was created by the U.S. Dept of Health and Human Services a few years ago so that illegal aliens could get monthly welfare checks to help support the entire family. It is the only public assistance program where parents can apply in their children’s name as opposed to applying in their own. It also does not require parents to demonstrate that they are in the U.S. legally since most aren’t.
In Nevada alone, the TANF program’s caseload has grown 96% since the recession hit the state like an atomic bomb two years ago. A news report reveals that around 4,250 of the families receiving the benefit in Nevada have “mixed immigration status.” In other words, U.S. taxpayers are supporting thousands of illegal alien families because they have at least one anchor baby.
Nevada already blows a whopping $630 million a year to provide its rapidly growing illegal immigrant population with public services that should be reserved for legal U.S. residents. The Silver State spends $470 million annually to educate the children of illegal immigrants in public schools and an additional $45 million for limited English programs. Eighty five million goes to healthcare for illegal immigrants and $31 to incarcerate them.

The mortgages, with an average size of about $450,000, were Alt-A loans — the kind often referred to as liar loans, because lenders made them without the usual documentation to verify borrowers’ incomes or savings. Some of the loans came only via an on-line application with no appearance of the person getting the loan was needed. Nearly 60 percent of the loans were made in California, Florida and Arizona, where home prices rose — and subsequently fell — faster than almost anywhere else in the country.

It sounds like a George Lopez joke.
“Times are so bad that I saw an Anglo day laborer standing outside Home Depot the other day.”
Except it’s true.
In the latest sign of the Las Vegas Valley’s economic free fall, U.S. citizens are starting to show up in the early mornings outside home improvement stores and plant nurseries across the Las Vegas Valley, jostling with illegal immigrants for a shot at a few hours of work.
Experts say the slow-starting but seemingly inexorable trend is occurring nationwide.
“It’s the equivalent of selling apples in the Great Depression,” said Harley Shaiken, chairman of the Center for Latin American studies at the University of California, Berkeley.
But it is not only a sign of the times, they add. If the numbers of citizens among the day laborers in cities across the country continue to grow, it’s likely to increase the ire of followers of TV host Lou Dobbs and others who will see illegal immigrants as stealing food off the tables of the nation’s native-born or naturalized poor.
Or, it may flip certain canards upside down in the immigration debate, easing tensions in some communities.
In the Las Vegas Valley, where the most recent unemployment rate was 13.9 percent, one face of this phenomenon is Ken Buchanan. The 50-year-old describes himself as a “food and beverage” guy, most recently working for four years at Renata’s Sunset Lanes casino and, before that, 30 years in a string of restaurants, hotels and casinos here and in his birthplace, Chicago.
But in 2006 Renata’s closed for remodeling. When the casino reopened as Wildfire, the management did not rehire Buchanan, he said.
In the months that followed, Buchanan discovered the difficulty of seeking work in his fifth decade, eventually winding up at Green Valley Car Wash, where he stayed for about two years, he said.
The banks foreclosed on the house he was renting. In the attempt to grab his things two steps ahead of the constable, he wound up missing work. He lost his job. He became homeless.
A Hispanic man Buchanan met in Renata’s sports book told him he had picked up work standing outside the Home Depot on Pecos Road at Patrick Lane. One July day, Buchanan gave it a try. At first, he got nothing but sunburn. But then he started to get work. Now he’s at the Home Depot six days most weeks.
Pablo Alvarado, executive director of the Los Angeles-based National Day Laborer Organizing Network, said he has been seeing the same thing elsewhere. “It’s happening, though still not in massive numbers,” Alvarado said. In the past six months or so, he has heard of “americanos” on the street corners and parking lots of Silver Spring, Md., Long Island, N.Y., and Southern California locations.
“It’s just beginning,” he said. “But I think it’s only going to increase.”
A recent morning’s swing through the valley produced reports of the same phenomenon. At Star Nursery on Cheyenne Road west of Tenaya Way, Nicolas stood shivering under a hooded sweatshirt, hoping a car or pickup would stop. The Mexican immigrant said he had seen a couple of “white guys” showing up recently, though not on the blustery cold days last week.
At Home Depot on Decatur Boulevard north of Tropicana Avenue, Jose said the same thing, adding that “it’s never more than three or four, but they’re coming out.”
Farther south, in front of Moon Valley Nursery on Eastern Avenue, Israel said a couple of “americanos” — white and black, he added — have come out for work in recent months. “But they tend to stay only a few days.”
As a salesman at Moon Valley, Mike Fugitt’s job includes making sure the laborers don’t come into the nursery’s parking lot, because their presence draws complaints from some customers. In the past three months or so, he said, more of those laborers have been telling him, “But I’m an American.” That includes some Hispanics, he added. “But I treat them all the same; they can’t be trespassing,” he said.
Workers at all the sites said the presence of the americanos hasn’t made work scarcer or produced any conflict. Some suggested that people hiring day laborers prefer Hispanics anyway, because of their reputation as hard workers.
Shaiken said shaking up the mix at day labor sites may eventually produce conflict in the greater society. “It essentially shreds the argument that Americans don’t want certain jobs,” he said.
In the current economy, he added, “we’re almost sure to see die-hard opponents of illegal immigrants seize on the fact that we have legal workers in day labor markets,” heating an already-inflamed debate.
In the longer term, it may also lead to a more rigorous analysis of future labor markets, including revised estimates of how many immigrants would be needed under a guest worker program, as proposed in recent congressional bills.
At the same time, Shaiken said, the issue won’t become central to the debate before Congress over what is known as comprehensive reform, including a pathway for legalizing millions of workers. “The point is, do we really want a labor market with day labor work as a career path? It’s more a commentary on the economy right now,” he said.
Although Alvarado allowed that the change in day labor sites was an undeniable sign of the withering economy, he also sees a “beautiful irony” in U.S. citizens seeking work as day laborers.
That’s because his organization has defended the free-speech rights of day laborers in at least 10 court cases over more than a decade. Up to now, courts have ruled in favor of the laborers.
“We always knew (these cases) would be useful not only for immigrants, but also for U.S. citizens,” Alvarado said. “We knew there would be a time when the economy would reach this point, and they also would be looking for work this way.”
Buchanan likes to wear a Cubs or White Sox cap as a sign of his Chicago heritage when he stands with one or two Hispanic laborers about 20 yards south of a larger crowd. He said he has gone through an education of sorts in the past four months. He has always worked around Hispanics in restaurants, hotels and casinos, but now he understands the issue of immigration from up close.
His sojourn got off to a rocky start. On one of his first days on the street outside Home Depot, another laborer told him he should move along because too many people were at the spot.
“I told him, ‘I’m an American citizen and you’re trying to push me off American soil?’ ” The man walked away, and Buchanan says he hasn’t had another problem with his competitors since.
Instead, Buchanan has found himself defending the rights of his fellow laborers on more than one occasion. One day, a man tried to hire a bunch of them for $5 an hour. Again, Buchanan pulled out the “citizen card.” But this time, he was telling the other person that he, a U.S. citizen, knew about minimum wage laws, and was going to make sure those laws were followed. “I said, ‘You want me to write down your license plate number?’ ” Buchanan recalled. The guy drove away.
Now, he said, “I get along with everybody here.”
He stands in a smaller group because he thinks that helps to get work. He reads the daily tea leaves of the trade, like the end of the month being a good time for moving jobs, because many people are moving in or out. His best week so far: $140. His longest stint without work: the first two weeks, “until I learned to be more aggressive.”
Antonio Bernabe, day labor organizer for the Coalition for Humane Immigrant Rights of Los Angeles, said the appearance of more and more U.S. citizens seeking day labor work on corners and in parking lots poses new challenges for organizations such as his. In recent months, he said, he has found himself explaining to a whole new group the legal rights of workers, as well as approaching local authorities to discuss the entry of new people into what he called “the world of day labor.” That group includes blacks and Asians, he said.
Another difference is that now he’s giving those explanations to laborers in English.
Bernabe said organizers came across one case where a local sheriff had been sending officers to answer complaints about day laborers and then found one day that the sheriff’s neighbor, a citizen, was among them. Police in that area have been less likely to harass laborers since then, he said. These events will occur more, changing people’s attitudes in the process, he said.
“For a long time, people have looked at day laborers and said, ‘The problem is the immigrants.’ Now the economy is changing. Now people may see it’s a problem of the labor market, of the rights of workers,” Bernabe said.
Buchanan, meanwhile, looks forward to a future that includes a steady job and an apartment. “I’m trying to dig my way out of this,” he said. When he does, however, he sees himself as a changed man.
“Before, I was part of the majority. Now I’m part of the minority ... I’m not going to forget this. I’m not going to forget any of this.”

ECONOMIC SCENE: How recession has changed the immigration debate
Politics, economics, demographics all come into play.

The deep US recession has had one effect that polls say would please most Americans: Illegal immigration is falling.
More illegal immigrants are leaving. Fewer people are sneaking in – perhaps 200,000 a year instead of 500,000 in recent years, estimates Steven Camarota, an economist at the Center for Immigration Studies in Washington. Thus, America’s illegal population has fallen from about 12 million in February 2007 to almost 11 million this February, he calculates.
So when immigration becomes a hot topic again – as it will, inevitably – will the recession have shifted the terms of the debate?
In some ways, yes. The US slump proves that immigration is sensitive to economic conditions. It also weakens the argument of pro-immigration forces that there are some jobs Americans won’t do. Mr. Camarota finds that claim “absurd on its face.”
He points to a newly available sampling of 4.7 million workers in 465 occupations, a massive survey that asks respondents whether they were born in the US. The US-born already hold a clear majority of jobs people often regard as being left to immigrants, such as housekeeping and grounds-maintenance workers. Only in picking fresh produce do immigrants hold a small majority.
Of course, economics is just one component of the immigration debate. Politics plays a huge role.
For example: some 1 million immigrants become US citizens every year. About 300,000 more of them become Democrats than Republicans.
That advantage could be one reason that House Speaker Nancy Pelosi, a Democrat, has blocked several immigration-control bills from coming to the floor, says Roy Beck, executive director of NumbersUSA, a nonprofit advocate for cutting immigration.

Critics sometimes call various forms of amnesty “a Democratic registration program.”
The third component of the debate – the demographics – is vital in the long run. In the 1990s, the US had its biggest 10-year jump in population in its history – 32.7 million – and the fastest growth rate since the 1960s. The growth rate has slowed this decade, but the US is still on track to add some 28 million residents.
That’s the elephant in the room, Mr. Beck says. If President Obama really wants to reach his goals of energy independence and lower carbon emissions, he will have to restrain immigration, he argues. (US-born Americans have a birthrate slightly below the replacement level.) Otherwise, the projected population rise from 307 million today to 439 million in 2050 will swamp his intentions – and heighten other challenges, such as congestion and education.
So far, though, Mr. Obama has shown no enthusiasm for braking that growth, Beck and Mr. Stein say. Obama has said he would like to get illegal immigrants “out of the shadows and on a pathway to citizenship.” The one big change he’s made from the last years of the Bush administration is that instead of raiding plants to round up illegal immigrants, he wants to focus pressure on their employers.
The president plans to hold a key meeting with congressional leaders on immigration reform on June 17. The session is expected to clarify (at least a little) the White House’s position.
Meanwhile, a multimillion-dollar fundraising battle has broken out between pro-amnesty and antiamnesty groups.
It will, warns Stein, be “vitriolic, vicious.”

Reid Forces New Senate Debate on Immigration

He Would Revisit 2006, But GOP Is Warier Now

With bipartisan talks on immigration near a standstill, Senate Majority Leader Harry M. Reid (D-Nev.) moved yesterday to bring last year's broad overhaul of immigration laws back to the floor of the Senate next week, appealing to President Bush to save what could be his last hope for a major second-term domestic achievement.
The legislation -- which couples a border security crackdown with a guest-worker program and new avenues for undocumented immigrants to work legally in the country -- passed the Senate a year ago this month with the support of 62 members, 23 of them Republican, only to die in the House. With Democrats now in control of Congress and with the president eager for an accomplishment, immigrant rights groups believe the prospects for a final deal are far better this year.
But Senate Republicans, even those who helped craft last year's bill, say the political environment has shifted decisively against that measure and toward a tougher approach. Four Republican architects of the 2006 bill released a letter yesterday, pleading with Reid to hold off on the debate while bipartisan talks continue on new legislation.
"Last year's bill is not the solution for this year," said Sen. Mel Martinez (Fla.), one of those architects who is now general chairman of the Republican Party.
But Reid decided to force the issue, devoting the Senate's next two weeks to hammering out a comprehensive bill. If negotiators reach a deal on a new proposal in the coming days, he promised to bring it to a vote. "There are all kinds of excuses people could offer," Reid said. "But how can we have anything that's more fair than taking a bill that overwhelmingly passed the Senate on a bipartisan basis, and using that as the instrument" to build a new version?
Immigration poses political peril for both parties. It has badly split GOP-leaning business groups eager for immigrant labor from party-base conservatives furious at what they see as an invasion of illegal immigrants. Democrats must bridge a chasm between old-line labor groups that fear that immigrant workers are driving down wages and burgeoning service-worker unions that see low-wage workers as the backbone of a new labor movement.
Both parties are battling for the allegiance of Latino voters. Indeed, Sen. Edward M. Kennedy (D-Mass.) offered immigrant groups virtual veto power over this year's bill.
"Unless the stakeholders are going to believe that it's worthy of their support, no matter what we do here in the United States Senate, it isn't going to work," he said.
And, this year, the issue is tangled in presidential politics. One White House hopeful, Sen. Sam Brownback (R-Kan.), has all but renounced a career-long stance favorable to immigrant rights. And the co-author of last year's bill, Sen. John McCain (R-Ariz.), has been largely absent from this year's negotiations, as he soft-pedals his pro-immigration stance.
McCain spokeswoman Eileen McMenamin said yesterday that the senator remains committed to a bill that would strengthen border controls, back guest workers and offer illegal immigrants a path to citizenship.
But Senate Majority Whip Richard J. Durbin (D-Ill.) said McCain's absence from the negotiations has been "a big factor" in the rising tide of Republican opposition. Another factor is a president whose authority on Capitol Hill is in steep decline. "The president's approval ratings do not exactly create a dynamic political force," Durbin said.
In that vacuum, Republican senators who opposed last year's bill have emerged as key players in this year's battle, and they have already succeeded in raising issues that were barely discussed in 2006. Sen. Jeff Sessions (Ala.), an ardent opponent of last year's bill, said the measure got only so many GOP votes because Republican senators expected the final bill to be far tougher after emerging from negotiations with House GOP hard-liners. With Democrats now in charge of the House, Senate Republicans are taking a tougher stand, he said.
Senators are nearing agreement on some of the most contentious issues. Once again, an estimated 12 million illegal immigrants would probably get new avenues to find legal work and earn citizenship once they have established a strong work record, cleared a criminal-background check, and paid penalties and back taxes. Beefed-up border security would be linked to tougher penalties for employers who hire illegal immigrants and to new tools for businesses to screen job applicants.
But Republicans and Democrats are deeply divided over the flow of new immigrants. Republicans, with the White House's backing, are proposing a three-year temporary-worker program that would allow 400,000 new workers to enter the country each year, provided they return to their home countries once their visas expire. A much smaller number, perhaps 20,000, would be able to apply for a work visa that could lead to legal permanent residency.
Even more controversial is a GOP effort to change current laws that allow legal U.S. residents to bring relatives into the country. Republicans want to drop large categories from that family immigration system, blocking the inflow of adult children and siblings of U.S. residents and capping the number of parents allowed to migrate. That move would make room for more skilled workers and educated professionals.
Last year's bill would have allowed guest workers to remain in the country indefinitely and work toward citizenship.
With the divisions so deep, Republican Senate leadership aides privately said that the bill is "on life support." Democrats were no more optimistic. Sen. Patrick J. Leahy (D-Vt.), chairman of the Senate Judiciary Committee, said the fate of comprehensive immigration legislation rests with Bush.
"The president has got to be personally involved," Leahy said. "He cannot just send up Cabinet members and ask them to speak with a few members of the president's party and think that that's going to get you through."

No. Of Illegal Aliens On Welfare Doubles In Nevada

A relatively new federal program that allows illegal immigrants to use their American-born anchor babies to collect welfare for the entire family has expanded nationwide and nearly doubled in a western state that already spends hundreds of millions of dollars to provide undocumented residents with public services.
The Temporary Assistance for Needy Families program (TANF) was created by the U.S. Dept of Health and Human Services a few years ago so that illegal aliens could get monthly welfare checks to help support the entire family. It is the only public assistance program where parents can apply in their children’s name as opposed to applying in their own. It also does not require parents to demonstrate that they are in the U.S. legally since most aren’t.
In Nevada alone, the TANF program’s caseload has grown 96% since the recession hit the state like an atomic bomb two years ago. A news report reveals that around 4,250 of the families receiving the benefit in Nevada have “mixed immigration status.” In other words, U.S. taxpayers are supporting thousands of illegal alien families because they have at least one anchor baby.
Nevada already blows a whopping $630 million a year to provide its rapidly growing illegal immigrant population with public services that should be reserved for legal U.S. residents. The Silver State spends $470 million annually to educate the children of illegal immigrants in public schools and an additional $45 million for limited English programs. Eighty five million goes to healthcare for illegal immigrants and $31 to incarcerate them.
Illegal aliens are also largely responsible for Nevada’s home foreclosure crisis, reportedly the nation’s worst. Why the Federal Government Can't End Illegal Immigration

Illegal immigration into the United States is a highly profitable proposition for both employers and the U.S. government, and it also benefits Mexico, which is the largest source country of undocumented immigrants into the US.
The US and Mexican governments actively entice illegal immigrants to enter this country and to work illegally for profit-hungry U.S. employers. Poverty-stricken immigrants , who are often desperate to house and feed their families, respond to the financial enticements...and then are blamed by U.S. citizenry for illegally being in the US.
The purpose of this 4-part article is to explain why the US federal government can't afford and doesn't soon plan to to end illegal immigration.

Part 1 - United States Borders Are Barely Enforced
*
Ten million illegal immigrants live in the US, according to estimates by academic and government agencies, although Bear-Stearns investment firm analysts claim that the US illegal immigrant population "may be as high as 20 million people."
About 75% of undocumented immigrants arrive across the US southern border with Mexico, and hail from Mexico, El Salvador, Guatemala, Colombia and other Central and South American countries. The bulk...about 50% of all illegals....are Mexican-born people.
ONE-THIRD OF ILLEGALS LIVE IN CALIFORNIA.
Time magazine stated in 2004 that illegal immigration accelerated under the Bush Administration, with the US gaining 3 million additional illegal immigrant residents in 2004. A third of all illegal immigrants in the US live in California. Other states with large illegal populations are, in descending order, Texas, New York, Illinois, Florida and Arizona.

Part 2 - Widespread Poverty and Hunger in Mexico

According to the World Bank, 53% of Mexico' population of 104 million residents live in poverty, which is defined as living on less than $2 a day. Close to 24% of Mexico's population live in extreme poverty, which means they live on less than $1 a day.
The bottom 40% of Mexican households share less than 11% of the country's wealth. Millions live in extreme poverty, and children are compelled to work on the streets in order to help provide food for their families.
Unemployment in Mexico is realistically estimated near 40%, and there are no government
Poverty wasn't always as pervasive as it is today in Mexico. A bit of economic history is in order.....
In 1983, the devaluation of the Mexican peso triggered an explosion of US-owned factories, called maquiladoras, along the Mexican side of the US-Mexico border. Corporations closed thousands of factories within US borders, and relocated them to Mexico to take advantage of cheaper labor costs, few required benefits and legally-acceptable poorer working conditions.
Hundreds of thousands of poor Mexican workers and their families moved to northernmost Mexico to labor in the maquiladoras.
Within ten years, though, those same US corporations closed the maquiladoras, and again relocated factories, this time to Asia, which proffered even cheaper labor costs, no benefits and often abject working conditions acceptable to local governments.
Those hundreds of thousands of Mexican workers in the maquiladoras, and their families, were left with nothing. No benefits, no severance. Nothing.
To complicate economic matters more, Mexico's 1994-95 privatization of its banking and telecommunications industries thrust millions more into poverty with increased consumer prices, rising unemployment and wage and benefit cuts.
Mexico's massive privatizations in 1994-95 also created a new privileged class of home-grown millionaires and billionaires. As of 2002, Mexico ranked fourth in the world in billionaires, behind the US, Japan and Germany.
To summarize thus far, millions of Mexican families live in soul-stripping poverty...unemployed, hungry, without healthcare...and the US border with Mexico is significantly under-enforced.

Part 3 - US Employers Routinely Hire Illegal Immigrants, With Little Penalty
*
In March 2005, Wal-Mart, a company with $285 billion in annual sales. was fined $11 million for having untold hundreds of illegal immigrants nationwide clean its stores.
"The federal government boasts it's the largest of its kind. But for Wal-Mart, it amounts to a rounding error---and no admittance of wrongdoing since it claims it didn't know its contractors hired the illegals" wrote the Christian Science Monitor on March 28, 2005.
"If it weren't so easy for illegals and employers to skirt worker ID verification, the settlement's requirement that Wal-Mart also improve hiring controls might have a ripple effect in corporate America. but the piddling fine will hardly deter businesses from hiring cheap labor from a pool of illegals that's surged by 23 percent since 2000....But enforcement is pathetically inadequate, especially since 9/11."
The Immigration Reform and Control Act of 1986 provides for sanctions against businesses that hire undocumented workers, which means workers without proper identification. The legislation was enacted once Mexico-US border maquiladoras run by US corporations began closing, and those workers streamed across the border, searching for jobs of any kind.
But here's the rub. In 1999, under President Bill Clinton, the US government collected $3.69 million in fines from 890 companies for employing undocumented workers. In 2004, under President George Bush, the federal government collected $188,500 from 64 companies for such illegal employment practices. And in 2004, the Bush Administration levied NO fines for US companies employing undocumented workers.
In 21st-century America, it's an unspoken agreement between employer, the undocumented employee and the federal government: the employee provides acceptable ID that appears authentic, the employer asks no questions, and the US government looks the other way. Fake ID...Social Security cards, US permanent residency cards (i.e. "green cards"), US temporary employment authorization cards....are readily available for about $100 to $200 in every major American city,and plenty of smaller ones, too.
Wrote reporter Eduardo Porter in an April 5, 2005 New York Times article, "Currently available for about $150 on street corners in just about any immigrant neighborhood in California, a typical fake ID package includes a green card and a Social Security card. It provides cover for employers, who, if asked, can plausibly assert that they believe all their workers are legal."
Why would employers hire undocumented workers?
According to Catholic priest Dr. Daniel Groody, Associate Professor at University of Notre Dame and a director of the university's Center for Latino Studies, "If they make it across the border, most immigrants will work at low-paying jobs that no one except the most desperate wants. They will de-bone chicken in poultry plants, pick crops in fields and build houses in construction.
As one person in Arizona noted, 'It looks like entering the US through the desert as undocumented immigrants is some kind of employment screening test administered by the US government for the hospitality, construction and recreation industries.'
Willing to work at the most dangerous jobs, an immigrant a day will also die in the work place, even while for others the work place has become safer over the last decade."
And undocumented workers, grateful for any job, will work for lower wages and minimal or no benefits, therefore enabling employers to make higher business profits. Cheaper labor costs and lesser working conditions equal greater profits for business owners.
In a January 2005 World Net Daily article, a report by investment firm Bear Stearns was cited that clearly illustrates that millions of US jobs have shifted from the legal workforce "as employers have systematically replaced American workers with lower wage illegal aliens."
For illegal immigrants, it's about finding any work to feed, clothe and shelter their families. For employers, it's about profits.
But why would the US government look the other way, allowing employers to replace American workers with undocumented workers from other countries?
"...experts blame the twin pressures of ethnic advocacy and business interests" reports the Christian Science Monitor.
Translation...."ethnic advocacy" means buying favor...and votes....within the illegal immigrant community. If an immigrant doesn't vote, he/she has relatives who do. In the 21st century, Hispanics surpassed African-Americans as the largest ethnic group in the United States. Many believe that the Bush Administration's lack of immigration enforcement in 2004 was directly connected to the Republican Party's goal to court the Hispanic vote, and to entice Hispanics to join Republican ranks.
Translation..."business interests" means profits. When labor costs are lower, business profits are higher. When thousands of businesses have higher profits, then the US business community is stronger (and happier). More votes and more voter perception of success.
A major economic drawback, though, to allowing thousands...probably millions...of US businesses to pay under-market wages and benefits to undocumented workers is that it depresses wages for all workers in the US. All Americans workers, then have decreased incomes, lower benefits and higher rates of poverty and hunger.
An obvious moral drawback to allowing US businesses to pay under-market, lower than even minimum wage rates, is that it's wrong. Minimum wage and standard minimal working conditions are established to humanely provide for the safety and welfare of all workers...not just American-born workers. It's a matter of decency and human rights, rooted in the United States' Christian-Judeo heritage. It's wrong and exploitative, and it's immoral. It's an updated form of economic slavery.
Writes Dr. Groody, "Immigrants die cutting North Carolina tobacco and Nebraska beef, chopping down trees in Colorado, welding a balcony in Florida , trimming grass at a Las Vegas golf course, and falling from scaffolding in Georgia....
With an economic gun at their backs, they leave their homes because hunger and poverty pushes them across the border....Every day, immigrants dehydrate in deserts, drown in canals, freeze in mountains and suffocate in tractor trailers. As a result, the death toll has increased 1,000 percent in some places."
And there's one more reason why would the US government would look the other way, thus allowing US employers to replace American workers with undocumented workers from other countries. A huge, seemingly insurmountable reason. A $7 billion a year problem: Social Security.

Part 4 - Undocumented Workers Give $7 Billion Annually to Social Security
*

According to a New York Times article on April 5, 2005, "...the estimated seven million or so illegal immigrant workers in the United States are now providing the system with a subsidy of as much as $7 billion a year....Moreover, the money paid by illegal immigrants and their employers is factored into all the Social Security Administration's projections."
However, since illegal immigrant workers are here illegally, and ostensibly presented fake ID to the US employer, they will never collect Social Security benefits. "For illegal immigrants, Social Security numbers are simply a tool needed to work on this side of the border. Retirement does not enter the picture," reports the New York Times.
The Social Security Administration remains solvent in large part due to deductions taken from the paychecks of illegal immigrant workers, yet Social Security will never pay benefits to those workers. The workers pay in, but they never receive back.
Wouldn't the federal government detect fake Social Security numbers? According to that April 6, 2005 New York Times article, "Starting in the late 1980s, the social Security Administration received a flood of W-2 earnings reports with incorrect---sometimes simply fictitious---Social Security numbers. It stashed them in what it calls the 'earnings suspense file' in the hope that someday it would figure out whom they belonged to. The file has been mushrooming ever since: $189 billion worth of wages ended up recorded in the suspense file over the 1990s, two and a half times the amount of the 1980s.
In the current decade, the file is growing, on average, by more than $50 billion a year, generating $6 billion to $7 billion in Social Security tax revenue and about $1.5 billion in Medicare taxes.
...the mismatched W-2's fit like a glove on illegal immigrants' known geographic distribution and the patchwork of jobs they typically hold. An audit found that more than half of the 100 employers filing the most earnings reports with false social Security numbers from 1997 through 2001 came from just three states: California, Texas and Illinois."
As shown by this information, the federal bureaucracy clearly knows which companies employ probable illegal immigrant workers, and it even knows which workers are likely illegals.
And the government does nothing about it. Not one penalty was levied by the federal government against an employer in 2004 for hiring undocumented workers.

SUMMARY
The equation to explain the whys of illegal immigration into the US is simple:
Add: Widespread abject poverty and starvation in Mexico after US corporations relocated their cheap-labor plants from the US-Mexico border to Asia, and after Mexican banks and telecommunications were privatized, creating dozens of instant billionaires and plunging millions into poverty.
Add: An extremely porous, under-enforced US-Mexico border.
Add: US employers anxious for more profits, and willing to exploit the poverty and fears of illegal immigrants to do so.
Add: The federal government anxious to curry favor with , and garner votes from, business owners and the Hispanic community...thus, willing to under-enforce borders and immigrations laws, and ignore illegal hiring by employers.
Add: The Social Security Administration dependent on taking in $7 billion annually of contributions from illegal immigrant workers who will never receive benefits from the system.
THE RESULT: Millions of illegal immigrants working for low wages and in poor working conditions, grateful for "scraps to fall from the US table of prosperity," per Dr. Groody.
Wealthier US businesses, and a much-richer Social Security Administration, neither which reimburse local and state authorities and taxpayers for the costs (education, health care, law enforcement and more) associated with illegal immigrants.
And a very angry US citizenry, who vilify immigrants for being here, rather than blaming the business owners who hire and exploit them, the US government which lets them enter the US and profits greatly from them, and the Mexican government which is happy to see them immigrate out of their country.

The President suggests none of the bills, including the House bill, affirmatively grant coverage to illegal aliens. This would leave people with the perception that illegal aliens have no way of receiving coverage under the House bill at all. That perception is wrong. FAIR was the first organization to explain how illegal aliens will obtain coverage, not by an affirmative grant, but by a loophole contained in the House bill. That loophole arises because the bill fails to include eligibility verification screening that would effectively preclude coverage for illegal aliens. As FAIR has consistently pointed out, illegal aliens will be allowed to exploit this loophole in order to obtain taxpayer-funded health insurance benefits. From the American taxpayer's perspective, this is a distinction without a difference.

In essence, the bill creates nothing more than an "honors system" to prevent taxpayer-provided coverage for illegal aliens. The only thing that will prevent an illegal alien from receiving benefits under the House bill is to have the illegal alien decide to forego applying for those benefits. At the Ways & Means Committee markup of the House bill, Rep. Dean Heller (R-NV) tried to include an eligibility verification process, using existing government databases, to screen applicants' eligibility for the public plan and the affordability credit. His amendment was defeated at the committee on a party-line vote. (See FAIR's Legislative Update, July 27, 2009).

House Committee Rejects Closing Health Coverage Loophole for Illegal Aliens
During consideration of the health care reform bill (H.R. 3200), the House Ways & Means Committee rejected an amendment that would have helped ensure illegal aliens would not receive taxpayer-funded health care benefits.

The amendment, offered by Rep. Dean Heller (R-NV), would have required the government to verify that enrollees in the "public plan" and applicants for "affordability credits" are not illegal aliens. Eligibility verification would have been determined by using existing databases — the Income and Eligibility Verification System (IEVS) and the Systematic Alien Verification for Entitlements (SAVE) system. (Congressional Quarterly, July 16, 2009; See also FAIR's Press Release, July 22, 2009). The Heller amendment would have addressed many of the same concerns that FAIR raised last week about whether illegal aliens would be able to receive taxpayer-funded health care benefits. (See FAIR's Legislative Update, July 20, 2009). Speaking in support of his amendment, Congressman Heller stated: "Requiring citizenship verification for enrollment would ensure only citizens and legal residents receive taxpayer funded healthcare." (Representative Heller's Press Release, July 16, 2009).

Opponents suggested that Heller's amendment was unnecessary because Section 246 of the bill states: "Nothing … shall allow Federal payments for affordability credits on behalf of individuals who are not lawfully present in the United States." (Legislative Text, Section 246). Critics of this language correctly point out that: (1) Section 246 only applies to affordability credits, which are the subsidies to help people pay for enrolling in a private health insurance plan, but will not prevent illegal aliens from enrolling in the government-run, taxpayer financed public option health plan; and (2) with respect to enrollment in private health insurance plans, Section 246 does not contain any meaningful verification procedures to ensure that illegal aliens do not receive subsidies paid for by American taxpayers. Accordingly, although the bill contains a provision limiting eligibility for the affordability credit to those legally present, it is limited in scope and virtually meaningless in effect. Unfortunately, despite the merits of the Heller Amendment, the House Ways and Means Committee rejected it on a party-line vote, with 15 Republicans supporting and 26 Democrats opposing the amendment. This may be exactly what the illegal alien lobby is looking for. In late June, the National Council of La Raza issued a statement demanding that Congress give illegal aliens taxpayer-funded health care under this bill. (See FAIR's Legislative Update, June 22, 2009). This week, the Congressional Hispanic Caucus (CHC) also urged Speaker Pelosi to ensure that illegal aliens are covered by the health care reform bill. (Roll Call, July 24, 2009). According to a CHC member, the organization's leaders are not asking Speaker Pelosi to "specifically spell something out" in the bill, but instead to seek to ensure that the bill does not actually prohibit illegal aliens from receiving benefits. "We're pushing to include everyone in the health care bill. Everyone," the CHC member who asked not to be identified said. "Sometimes if you don't say something, something happens." (Id.).

The health care legislation is now expected to move to the House Energy and Commerce Committee before it moves to the full House of Representatives.

Alert: Democrats moved one step closer to giving free health
insurance to the nation's estimated 12 million illegal aliens when
they successfully defeated a Republican-backed amendment, offered by
Rep. Dean Heller, R-Nev., that would have prevented illegal aliens
from receiving government-subsidized health care under the proposed
plan backed by House Democrats and President Barack Obama.

The House Ways and Means Committee nixed the Heller amendment by a
26-to-15 vote along straight party lines, and followed this action by
passing the 1,018-page bill early Friday morning by a 23-to-18
margin, with three Democrats voting against the plan.

The Democratic plan will embrace Obama's vision of bringing free
government medical care to more than 45 million uninsured people in
America a significant portion of whom are illegal aliens.

According to the nonpartisan Congressional Budget Office, costs under
the Obama plan being proposed by the House will saddle citizens with
$1.04 trillion in new federal outlays over the next decade.

Congressional Democrats and Obama have argued that their health plan
is necessary to contain rising health care costs.

But, last Thursday, CBO Director Douglas Elmendorf testified before
the Senate Budget Committee and warned lawmakers that the proposed
legislation significantly expands the federal responsibility for
health care costs."

A key factor increasing costs is that Democratic plan provides for
blanket coverage to as much as 15 percent of the U.S. population not
currently insured, including illegals.

Democrats had insisted throughout the health-care reform debate that
illegals would be ineligible for the so-called public option plan
that is to be subsidized by taxpayers.

"We're not going to cover undocumented aliens, undocumented workers,"
Sen. Max Baucus, D-Mont., the chairman of the Senate Finance
Committee, told reporters in May. "That's too politically explosive."

Republicans, however, point out that the Democrats, by refusing to
accept the Heller amendment, would deny health agencies from
conducting simple database checks to verify citizenship. Many states
give illegals driver licenses, which will be sufficient to get free
health care under the plan.

Critics also contend that millions of illegals who already have
counterfeit Social Security cards or other fraudulent documents.
There is no enforcement mechanism in the legislation, experts say, to
prevent illegals who use fake IDs to obtain jobs from also obtaining
taxpayer-subsidized health insurance.

GOP representatives introduced the amendment to provide a way to weed
out non-citizens from the program.

A description of the amendment on Heller's Web site state it would
"better screen applicants for subsidized health care to ensure they
are actually citizens or otherwise entitled to it."

The Web post added, "The underlying bill is insufficient for the
purpose of preventing illegal aliens from accessing the bill's
proposed benefits, as it does not provide mechanisms allowing those
administering the program to ensure illegal aliens cannot access
taxpayer-funded subsidies and benefits."

The Heller amendment would have required that individuals applying
for the public health care option would be subject to two systems
used to verify immigration status already in use by the government:
The Income and Eligibility Verification System (IEVS) and the
Systematic Alien Verification for Entitlements (SAVE) program.

The two systems cross-reference Social Security numbers and
employment information to establish whether an individual is a U.S.
citizen.

Critics: Free Health Care Means More Illegals

A recent Rasmussen Reports poll found that an overwhelming 80 percent
of Americans oppose covering illegals in any public health care bill.

Anti-immigration activists say the availability of low-cost benefits,
including health insurance and in-state tuition, will only lure more
immigrants to come to the United States.

Political analyst Dick Morris, in his recently released best-selling
book Catastrophe, warns that giving illegal free health care will
lead to a flood of new illegals who can take advantage of such a
benefit not offered in their home countries.

William Gheen, president of Americans for Legal Immigration, agrees
with that sentiment, writing, "Each state and federal elected
official must know that illegal aliens should not be given licenses,
in-state tuition, mortgages, bank accounts, welfare, or any other
benefit short of emergency medical care and law enforcement
accommodations before they are deported."

But a small fraction of illegals end up deported, as many make
widespread use of fake IDs to easily gain access to government
benefits programs.

"Experts suggest that approximately 75 percent of working-age illegal
aliens use fraudulent Social Security cards to obtain employment,"
wrote Ronald W. Mortensen in a recent Center for Immigration Studies
research paper. Mortensen says one of the big misconceptions about
illegals is that they are undocumented.

James R. Edwards Jr., co-author of The Congressional Politics of
Immigration Reform, recently wrote on National Review Online that
"it's hard to envision how health reform can avoid tripping the
immigration booby trap."

Edwards says none of the legislation under consideration actually
requires any state, federal, or local agency to check the immigration
status of those who apply for the program.

The assumption is that companies have vetted their employees to
ensure they are eligibility for legal employment a difficult task for
employers given the active market in fraudulent documents. Thus
Edwards maintains "some of the money distributed … inevitably would
go to illegal aliens."

The estimates of illegal aliens in the United States without health
insurance vary. The most commonly cited statistic, attributed to the
Center for Immigration Statistics and the U.S. Census Bureau, holds
that 15 percent to 22 percent of the nation's 46 million uninsured
are illegal aliens. That would be between 6.9 million and 10.1
million people. During the 2008 presidential campaign, Obama claimed
the nation United States has 12 million or more undocumented aliens.

John Sheils of the Lewin Group, a health care consulting firm owned
by UnitedHealth Group, recently told National Public Radio that about
6.1 million illegals about half of all illegals in the United States
lack documentation and therefore would not be legally eligible for
benefits under the current health care reforms.

Sheils says the other half of the nation's illegals 5 million to 6
million use false documents to obtain on-the-books employment. Many
of them are already insured under their employers' plans, he added.

"A lot of those people are getting employer health benefits as part
of their compensation," Sheils told NPR.

Certainly, some contend that undocumented workers who are gainfully
employed and receiving benefits such as health insurance are
contributing to society. But the fact remains that, once equipped
with a fake ID, a person in the United States illegally can obtain
both a job and the benefits that go with it.

Estimates of the cost of providing illegals with medical care vary.
Most uninsured illegals who need medical attention obtain it from
hospital emergency rooms. And several states are already straining
under the huge burden of paying for the health costs of illegal
aliens.

One of the ironies of the proposed legislation is that it would fine
American citizens who opt not to purchase insurance coverage, but
would exempt illegals from such fines. This is presumably due to the
fact that they are not supposed to participate in the program anyway.

Even if no illegals were likely to benefit from health care reform,
Democrats have made it clear that amnesty is the next item on their
ambitious legislative agenda.

"I've got to do health care, I've got to do energy, and then I'm
looking very closely at doing immigration," Senate Majority Leader
Harry Reid, D-Nev., declared in June.

Reid explained the urgent need for amnesty in terms very similar to
those that Democrats have used to press for health care reform. "We
have an immigration system that's broken and needs repair," Reid said.

Immigration expert Edwards, for one, says health-care reform may
itself need serious medical attention before it is healthy enough
pass through Congress.

"The American people may soon realize how much health reform will
benefit immigrants and cost the native-born," he writes. "When that
happens, the volatile politics of immigration could derail universal
