In Janet
Napolitano’s alternative reality a mere 10 percent of our borders under
“effective control” and sharp declines in arrests and prosecutions of
immigration lawbreakers may be construed as confidence builders, but it is hard
to imagine that the American public is going to see it that way. If anything,
the administration’s record has left the public less confident that promises of
future immigration enforcement would be worth the government paper they’re printed
on.
As Americans
scrutinize the administration’s plans to overhaul immigration policy, they are
likely to find little in the “three-legged stool” being offered that they like
or trust. The first leg – enforcement – the administration has all but sawed off.
The second – increased admissions of extended family members and workers –
makes little sense with some 25 million Americans either unemployed or
relegated to part-time work. And the third – amnesty for millions of illegal
aliens – is anathema to their sense of justice and fair play.

quietly, below the radar of U.S. public opinion and without congressional
approval, the Obama administration is implementing a key policy objective of
the Security and Prosperity Partnership of North America, or SPP, to erase the
border with Mexico and Canada.
The administration is acting under a State Department-declared policy
initiative described in a March 23 fact sheet titled "United States-Mexico
Partnership: A New Border Vision."

Travelers
on Interstate 19 don't need any "Welcome to Mexico"
signs to know that the border is near.
Twenty-five
miles north of the line, a giant white canopy stretches over the northbound
lanes, with green-shirted border patrol agents and drug-sniffing dogs buzzing
around the checkpoint. Farther south in Nogales, Ariz.,
green-and-white border patrol vehicles are as conspicuous as yellow cabs in New York,
and stadium lights trained on the border fence dwarf the rustic Sonoran homes
below.
Ten
years ago, the permanent checkpoint, the stadium lights, and the ubiquity of
those green-and-white cars would have seemed jarring. But since 9/11, America's
southern border has changed. President
George W. Bush's most famous surge might have been in Iraq, but
along the
US-Mexican
border, he also presided over a doubling of manpower and a shift in the border
patrol's mission to make it a tool in the war on terror.
Now,
as Washington considers immigration reform, the border patrol and its mission
are again in the spotlight. Many Republicans say reform, without increased
border security, is a nonstarter. But Mr. Bush's surge offers lessons about
what can realistically be accomplished – and what tops an unfinished to-do
list.
Statistical
and anecdotal evidence show there has been progress in reining in illegal
immigration, most agree. But there have been unintended consequences, such as
the rise in human trafficking to avert the border buildup. Moreover, many
stakeholders remain divided about whether the border needs even more attention,
or whether the United States should shift its focus on
immigration-enforcement efforts inward.
"While
we have made enormous progress in improving border security, the job is not
finished," says Jessica Vaughan, director of policy studies at the Center for Immigration Studies, which advocates tighter
border enforcement.
That
sentiment is echoed by Republicans whose support could be crucial to
immigration reform. During the first Senate hearing on the topic this year, GOP
senators challenged the assertion by Department of Homeland Security Secretary
Janet Napolitano that "our borders have, in fact, never been
stronger."
Sen. John
Cornyn (R) of Texas responded: "I do not believe the border is
secure, and I still believe we have a long, long way to go."
Going
forward, a central question in the immigration-reform debate will be what more
can – and should – be done. In many ways, answering that question depends on
understanding what has been done so far.
While
the massive rise in illegal immigration throughout the 1980s and '90s brought
some increases in manpower and technology to the Southwest border, 9/11 started
a sea change.
In
2003, the size of the border patrol stood at 10,717 agents. In 2012, the number
totaled 21,394, with 18,516 stationed along a Southwest border reinforced with
state-of-the-art technology that includes ground sensors, hand-held
thermal-imaging equipment, surveillance cameras, and predator drones. During
that time, the border patrol budget increased from $1.4 billion to $3.5
billion, according to agency data.
Those
increases have been supplemented by other initiatives. In 2006, Bush signed the
Secure
Fence Act, which authorized 700 miles of fencing – as well as
infrastructure such as vehicle barriers, roads, and checkpoints – along the
2,000-mile border with Mexico. The same year, the Bush administration endorsed
plans for a "virtual fence" of surveillance equipment to run almost
the entire length of the border.
The
Secure Fence Act aimed to achieve "operational control" over the
entire border, defining the phrase as "the prevention of all unlawful
entries into the United States, including entries by terrorists, other unlawful
aliens, instruments of terrorism, narcotics, and other contraband."
That,
experts say, was an unrealistic expectation. There will never be a secure
border by that definition, says Donald Kerwin, executive director at the Center
for Migration Studies, which defends migrants' rights.
Even
the Berlin
Wall failed by that measure, he notes. "At that point they were
shooting at unauthorized crossers," he says. "Even on a heavily
fortified, militarized 37-mile wall, people were crossing. To think that nobody
will cross illegally over a 2,000-mile border is fanciful."
In
2010, that realization – together with rising costs and technological
challenges – led the Obama administration to kill the virtual fence.
That
doesn't mean the border surge was a failure, though.
Border
patrol officials say a historic decline in total apprehensions nationwide –
from a peak of 1.6 million in 2006 to 356,873 in 2012 – is a sign of success.
As further proof that the border is under control, the agency touts its record
of intercepting a massive amount of smuggled drugs, and offers FBI statistics showing that crime is lower in border areas
than in some parts of the US interior.
"The
high-speed chases, the rollovers, the chaos that comes with a border out of
control, that is no longer the norm," said Manuel Padilla, acting chief of
the border patrol's Tucson sector, at a recent meeting. "That is no longer
there."
The
soft US economy has been a significant contributor to the drop in illegal
entries – fewer jobs attract fewer immigrants. But other experts agree that the
security surge has played a role in bringing apprehensions down to levels last
seen in the early 1970s.
"The
investments were really significant, and they had an effect," says Thad
Bingel, former chief of staff for Customs and Border Protection in the Bush
administration and a founding partner of Command Consulting Group, a security
consultancy in Washington, D.C.
"It's
much more difficult to cross the border in Arizona or California
or Texas today than it was in 2005, and your chances of getting caught are much
higher," he adds.
But
that progress has come at a cost, some say. Congress's response to the 9/11
attacks not only changed the size of the border patrol but also its purpose. In
2003, when the border patrol became part of the newly created Department of Homeland Security (DHS), its mission was
expanded to prioritize capturing terrorists and weapons of terror at the
border.
Bringing
the agency under DHS brought cohesiveness to the border effort, Mr. Bingel
says. But "it did change the mind-set, and it did change the focus and the
tools that were applied."
Joe
Dassaro, a former border patrol agent, says the move made the agency's mission
diffuse. "The agency was receiving mixed signals," he recalls. Agents
were being told, "your only mission is to apprehend terrorists."
The
sheer speed of the buildup also had negative consequences, Mr. Dassaro says.
Agents were hired so quickly that training standards weakened. He became
involved in his local union, and the more he studied the history of immigration
policy, the more disillusioned he became about how it was being carried out. He
left the agency in 2005.
In
recent years, the border patrol has been under fire for excessive use of force,
shootings involving agents, and corruption among its ranks. While those
problems are "relatively few," says Louis
DeSipio, a political scientist at the University of California at Irvine, they could be an
outgrowth of claims of discrimination in border communities. "People who
look like they're from Latin
America are much more likely to face the wrath of the border patrol,"
he says.
There
have been signs of progress. In El Paso,
Texas, the Border Network for Human Rights reached out to the border
patrol after people felt they were targets "because of the way they looked
and the way they dressed." Complaints dropped significantly.
"What
we did here is considered a success because the community and the border patrol
worked together," says Fernando Garcia, the group's executive director.
The
buildup also has changed how migrants cross the border. As the agency has made
the trek north more difficult, more people have started crossing through remote
regions of the desert and mountainous terrain. In Arizona alone, more than
2,400 people have died since 2000, according to Tucson human rights groups.
"The
discussion of the deaths is not even included in border security, and it should
be," says Raquel Rubio-Goldsmith, an immigrants rights activist.
The
tightening of the border has also empowered organized crime to branch into the
increasingly lucrative business of people-smuggling.
"They
take $1,000, $2,000, $3,000 a pop for each migrant that they smuggle into the
country, often in hideously dangerous conditions," said David Shirk,
director of the Trans-Border Institute at the University of San Diego, in a teleconference.
Yesenia
Mercado, who was deported through Nogales last month, says smugglers charged
her $3,800 to guide her across the border – an amount relatives promised to pay
once she made it to Los Angeles. She intends to cross again to join her US-born
children, who stayed in California when she visited family in Mexico.
"It's not as easy to get across as it once was," she says.
Still,
a 2011 report by the Government Accountability Office (GAO) concluded that only
873 of the nearly 2,000 miles of the Southwest border were under
"operational control." Some 129 of those miles were under "full
control" with the remainder "managed."
This
year, another GAO report concluded that the agency lacks specific milestones
and timelines to establish metrics that accurately assess border security.
Agency leaders say they are working to develop them, but the question remains
an open one that is crucial to immigration reform: How does one measure
success?
At
first, the surge targeted areas with the greatest illicit traffic. In 2005, it
tried to set out a quantifiable benchmark for success, defining
"operational control" as "the ability to detect, respond, and
interdict border penetrations in areas deemed in high priorities for threat
potential or other national security objectives."
But
last year, the agency announced a new strategy, saying it would focus on repeat
crossers and their intentions. For former agent Dassaro, the changes are
evidence that the border patrol's objectives have become so abstract that
"nobody knows what success is."
Prescriptions
for success vary widely.
The
district of Rep. Ron Barber (D) of Arizona is, in many ways, at the center of
the immigration debate. It is part of the Tucson sector, which for years has
been the most popular gateway for illegal immigration. In the rolling hills and
high desert grasslands, where agents say rough terrain makes access difficult,
veterinarian Gary Thrasher carries a gun when he travels to ranches near the
border.
"The
ranchers on the border have to put up with a huge amount of [illegal] traffic,"
says Mr. Thrasher, who wants more agents.
Congressman
Barber sounds a similar note. In 2010, Congress approved $600 million for
border security and sent 500 National Guard troops to Arizona, but too many border
crossers and drugs are still getting through, he says. In his view, the border
patrol needs to get better at using its resources effectively.
"We've
got a long, long fence or wall across most of the border in my district, but
it's not patrolled," Barber says. "Most of the time there's nobody on
it in terms of personnel. So is it effective? Not really because people go over
it and cut through it."
But
others say now is the time to turn attention inward toward the estimated 11
million people living illegally in the US. "Focusing on the border is
increasingly missing the point in terms of immigration enforcement,"
Professor DeSipio says. "Those resources could have, in the Bush years
particularly, been better balanced between border enforcement and interior
enforcement."
The
situation today calls for a nuanced approach to enforcement that considers the
significant number of people who enter the country legally and overstay their
visas, says Bingel of Command Consulting Group.
"In
some ways the debate needs to shift a bit to think of it more like you think of
crime statistics in a city," he adds. "You wouldn't say that the
police force is ineffective in a major metropolitan area unless there [is] zero
crime. And you have to apply similar thinking to the border."
Ms.
Vaughan of the Center for Immigration Studies acknowledges that fresh thinking
is needed. She says the government should waive some environmental regulations
that prevent border patrol agents from accessing some lands. She says officials
should focus interdiction efforts not just on highways, but also on bus
stations and airports. And she agrees that the US needs to look inward.
"We're
reaching a point where we are much closer to operational control now, but it's
really in interior enforcement where we need to pick up the pace so that it
takes off some of the pressures at the physical border," she says.

between the U.S. and Canada entitled "Beyond theBorder: A Shared Vision
for Perimeter Security and Competitiveness," to be implemented by a newly
created Canadian-U.S. "Beyond the Border Working Group."

The two documents strongly suggest the Obama administration is pursuing a
stealth bureaucratic methodology to establish a common North Americanborder
around the continent, encompassing the U.S., Canada and Mexico, while
simultaneously moving to erase the borders between the U.S. and Mexico as well
as between the U.S. and Canada.
Under the Bush administration's SPP, the U.S., Mexico and Canada organized some
20 different "shadow government" bureaucratic working groups composed
of agency heads and undersecretaries in the three nations. The groups span a
wide range of policy areas, from e-commerce, to aviation policy, toborders and
immigration, trilateral travel, transportation, energy, environment, food and agriculture,
health and financial services.
WND has reported since 2006 that a blueprint published in 2005 by the Council
on Foreign Relations entitled "Building a North America Community"
called for the establishment of a common security perimeter around North
America by 2010 to facilitate the free movement of people, trade and capital
between the three nations of North America.
In his 2001 book, "Toward a North American Community," American
University professor Robert Pastor, a co-chair of the CFR blue ribbon committee
that authored "Building a North American Community," called for the
creation of a North American Commission, a North American Parliament, and a
North American Court on Trade and Investment.
The language of the documents declaring "A New Border Vision" with
Mexico and Canada could easily have been lifted directly from the CFR report or
Pastor's book.
The 2005 CFR report "Building a North American Community" called on
page xvii of the Foreword for the "establishment by 2010 of a North American
economic and security perimeter, the boundaries of which would be defined by a
common external tariff and an outer security perimeter."
CTV News reported that the language of the draft agreement specified that
"A New Border Vision" for the U.S. and Canada would involve "a
perimeter approach to security, working together within, at, and away from
theborders of our two countries in a way that supports economic
competitiveness, job creation and prosperity, and in a partnership to enhance
our security and accelerate the legitimate flow of people and goods between our
two countries."
Similarly, the U.S. State Department fact sheet calling for "A New Border
Vision" with Mexico specified five areas of "joint border management,
co-responsibility for cross-border crime, and shared commitment to the
efficient flow of legal commerce and travel," namely: enhancing public
safety, securing flows of people and goods, expediting legitimate commerce and
travel, engaging border communities, and setting policy.
Under "setting policy," the State Department fact sheet with Mexico
called for achieving rapid policy change through "an agile inter-agency
process within each country as well as a means by which both governments can
easily coordinate at a bi-national level."
This provides additional support for the conclusion that the bureaucratic
"working groups" established under SPP in the Bush administration
will continue to operate under Obama administration.
CTV News reported that the draft declaration of "A New Border Vision"
with Canada similarly also specified a cross-border policy agenda, including:
* An integrated cargo security strategy;
* A joint approach to port and border security and screening;
* Cross-border sharing of information between law enforcement agencies;
* A closer working relationship between the two militaries in the event of
emergencies;
* A new level of collaboration on preventing and recovering from counter
attacks.
Affirming the continuance of the working group process, the draft declaration
with Canada specifies the U.S. and Canada "intend to address threats at
the earliest point possible, including outside the perimeter of our two
countries."
The origin of the SPP can be traced to a trilateral summit meeting in Waco,
Texas, March 23, 2005, between President George W. Bush, then-Mexican President
Vicente Fox and then-Canadian Prime Minister Paul Martin.
At the end of the Waco summit, the three leaders simply declared that the U.S.,
Mexico and Canada were now in the Security and Prosperity Partnership, without
the signing of any international agreement between the three countries or the
ratifying of any trilateral treaty by the U.S. Senate.
The SPP in the administration of President Bush appeared designed to replicate
the steps taken in Europe over a 50-year period following the end of World War
II to transform an economic agreement under the European Common Market into a
full-fledged regional government, operating as the European Union, with its own
currency, the euro, functioning as the sole legitimate currency in what has
become known as "the eurozone."
The concern was that under the SPP, the North American Free Trade Agreement, or
NAFTA, could evolve into a regional government, the North American Union, with
a regional currency, the Amero, designed to replace the U.S. dollar, the
Mexican peso and the Canadian dollar.
WND has reported analysts have believed the North American integration plan
will proceed incrementally, largely below the radar, since the SPP was declared
"dead" by one of its chief architects, American University Professor
Robert A. Pastor, who for nearly 15 years has been a major proponent of
building a "North American Community."

Pinal County Sheriff: Mexican drug cartels now control
parts of Arizona

GRANDE, AZ - Two men shot earlier this week could be the result of the ongoing
battle between Mexican drug cartels now spilling over deep into Arizona,
officials say.
Pinal
County investigators say an area known as the smuggling corridor
now stretches from Mexico's border to metro Phoenix.
The
area , once an area for family hiking and off road vehicles has government
signs warning residents of the drug and human smugglers.
Night vision cameras have
photographed military armed cartel members delivering drugs to vehicles along
Highway 8.
"We
are three counties deep. How is it that you see pictures like these, not
American with semi and fully automatic rifles. How is that okay?" asked
Pinal County Sheriff Paul Babeu.
Babeu
said he no longer has control over parts of his county.
"We
are outgunned, we are out manned and we don't have the resources here locally
to fight this," he said at a Friday news conference.
Five
weeks ago Deputy Louie Puroll was ambushed and shot as he tracked six drug
smugglers.
Sheriff
Babeu said the ambush mirrored military tactics.
Even
more disturbing, Babeu said the man who called in to 911 operators for help
seemed to know a lot about the sheriff deputy's case.
"He
told operators they could find him where the deputy was shot and talked about
our search helicopter. Things that were talked about on the news," Babeu
said.
When
operators asked the fatally wounded man how he knew the area, he claimed he
sold cantelope near mile post 150.
Both
men were found dead several hours later.
Detectives
say next to them was a Bushmaster automatic rifle used by police officers for
patrolling. It does not appear to be stolen.
Investigators
also revealed that an autopsy showed strap marks on one of the men that likely
came from hauling heavy loads, they suspect were drugs.
One
of the men, deputies say, was voluntarily deported seven times.
Babeu said he doesn't believe
the drug cartel problems will not be solved when SB 1070 becomes a law, or with
President Obama's promise of 1,200 troops spread out among four border states.
"It

The setting was not quite the
flight deck of the U.S.S. Abraham Lincoln with a “Mission Accomplished” banner
as the backdrop, but it was the next best thing. Speaking at the Center for American Progress
(CAP) on Nov. 13, Homeland Security Secretary Janet Napolitano declared victory
over illegal immigration and announced that the Obama administration is ready
to move forward with a mass amnesty for the millions of illegal aliens already
living in the United States.
Arguing the Obama
administration’s case for amnesty, Napolitano laid out what she described as
the “three-legged stool” for immigration reform. As the administration views
it, immigration reform must include “a commitment to serious and effective
enforcement, improved legal flows for families and workers, and a firm but fair
way to deal with those who are already here.”
Acknowledging that a lack of
confidence in the government’s ability and commitment to effectively enforce
the immigration laws it passes proved to be the Waterloo of previous efforts to
gain amnesty for illegal aliens, Napolitano was quick to reassure the American
public that those concerns could be put to rest.
“For starters, the security
of the Southwest border has been transformed from where it was in 2007,” stated
the secretary. Not only is the border locked up tight, she continued, but the
situation is well in-hand in the interior of the country as well. “We’ve also
shown that the government is serious and strategic in its approach to
enforcement by making changes in how we enforce the law in the interior of the
country and at worksites…Furthermore, we’ve transformed worksite enforcement to
truly address the demand side of illegal immigration.”

Obama soft on illegals enforcement
Arrests of illegal immigrant workers have dropped
precipitously under President Obama, according to figures released Wednesday.
Criminal arrests, administrative arrests, indictments and convictions of
illegal immigrants at work sites all fell by more than 50 percent from
fiscal 2008 to fiscal 2009.
The figures show that Mr. Obama has made good on his pledge
to shift enforcement away from going after illegal immigrant workers themselves
- but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the
Republican who compiled the numbers from the Department of Homeland Security's
U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top
Republican on the House Judiciary Committee, said a period of economic turmoil
is the wrong time to be cutting enforcement and letting illegal immigrants take
jobs that Americans otherwise would hold.

Barack Obama and
Canadian Prime Minister Stephen Harper quietly have taken a major step toward
erasing the border between the two nations with a new "Beyond the
Border" bilateral declaration.
In a ceremony
designed to remain below the radar of national public opinion, Obama and Harper
bypassed Congress to sign on the basis of their executive authority a
declaration that put in place a new national security vision defined not by
U.S. national borders, but by a continental view of a "North American
perimeter."
It happened Friday, the day the Obama
administration usually pushes through issues that it prefers the media ignore.
By signing the
declaration, the Obama administration has implemented without congressional
approval a key initiative President Bush began under the Security and
Prosperity Partnership of North America, moving the United States and Canada
beyond the North American Free Trade Agreement, commonly known as NAFTA, toward
a developing North American Union regional government.
The declaration
signed by the two heads of state and titled "Beyond the Border: A Shared
Vision for Perimeter Security and Economic Competitiveness," was described
as "For Immediate Release" on the websites of the White House and the
Canadian chief executive.
Harper followed
Obama's lead in signing the declaration as a form of executive order, deciding
to bypass the Canadian parliament, much as Obama had decided against taking a
proposed bilateral "Beyond the Border" declaration to Congress for
prior review and approval.
The decision to
declare a continental perimeter for the United States and Canada, designed to
effectively combine the two nations in mutual national security and economic
efforts, affirms the Obama administration's intent to implement the key
objectives of the Security and Prosperity Partnership of North American in a
way that avoids the type of public scrutiny and criticism that dogged President
George W. Bush after he openly declared his plans with the SPP....

reported that the Obama administration replaced the content of the SPP website,
spp.gov, under the title "Commerce Connect," which announces its
purpose as "a one-stop shop for information, counseling and government
services that can help U.S. businesses around the country transform themselves
into globally competitive enterprises."

The secret document recently released by
WikiLeaks reveals a high level US ambassador promoting a merger of the United
States, Canada, and Mexico into one combined consumer and labor market, with a
common currency and a mutual electronic security perimeter with less focus on
physical borders.
The secret documents reveal a well developed plan that advocates secrecy,
an incremental approach as not to alarm the public. The document clearly
states, that the plan is to prevent US efforts to protect citizens from
terrorism or disease from interfering with commerce and other financial
interests. The documents also advocate that promotion of this plan focus on
"individual firms, industries or travelers, and especially consumers"
instead of the nations as a whole.
This high level leak appears to validate earlier concerns by many groups of
plans to create a new government, which would supersede the sovereignty of
America, Canada, and Mexico in a way similar to the European Union. Critics of
these merger plans call the plan the North American Union. Supporters of the
plan call it the North American Community or North American Integration (NAI).
"It is conspiracy, but it is no theory," said William Gheen of
ALIPAC. "These traitors are trying to conceal their plans, but they are
out in the open now. They are trying to force an economic union on America that
is not ratified by the US Congress, not authorized by the US Constitution, and

The most recent information to come to light regarding these plans has come in
the form of
secret
documents released by the notorious WikiLeaks organization.
WikiLeaks is an
international nonprofit organization directed by the currently jailed
Australian Internet activist Julian Assange. Many of you have heard of the
group in the American press in regards to the issue of released documents
related to the wars in Afghanistan and Iraq.
These new secret documents appear to confirm an incremental and covert plan
within the highest levels of the American and Canadian governments to
accomplish deeper "North American Integration," while keeping most
average citizens in the dark and bypassing the constitutions of the existing
three sovereign nations of America, Canada, and Mexico.
WikiLeaks released these documents on April 28, 2011, and news of these
shocking findings is just now reaching the public via patriotic groups and the
news media. This game changing document is a secret 2005 U.S. Embassy cable
from Ottawa signed by then-Ambassador Paul Cellucci.

Cellucci is a former Republican Governor of Massachusetts and a big
supporter of
illegal
alien Amnesty proponent AZ Senator John McCain!
In the secret document, US Ambassador Paul Cellucci expounds upon a well
researched and refined plan to mostly replace the existing borders of sovereign
nations with some kind of privacy-invading biometric "security
perimeter," where the borders of the nations will still stand, but information
will be exchanged on all citizens in the nations, thus creating a super state
law enforcement effort to manage security.
The document
specifically states that Cellucci and his fellow conspirators fear the US could
wake up and secure the borders against contagious diseases and terrorism. He
points out that financial interests in Canada fear US attempts to protect
citizens from terrorism or pandemics and could interfere with some financial interests
in Canada.
"Even with zero tariffs, our land borders have strong commercial effects.
Some of these effects are positive (such as law enforcement and data
gathering), so our governments may always want to keep some kind of land border
in place... The risk that business will be obstructed at the border by
discretionary U.S. actions, such as measures to defend against terrorism or
infectious disease, in addition to growing congestion, have become major risks
to the economy, inhibiting investment in Canada," the document reads.
Here we have a man who has sworn an oath to uphold the Constitution of the
United States of America and the people who pay his exorbitant salary and
expenses with their hard earned taxes and who is taking the side of financial interests
that cannot be bothered by dead Americans killed by Mexican Flu pandemics and
other diseases, rampaging armies of illegal alien marauders, or the lethal
terrorists among them.
The secret document also advocates that this North American Integration (NAI)
will transform sovereign nations into a "single market" with some
form of "
monetary
union."
Of course, by "single market" they mean single labor market, which
means that all the labor they want from other nations can be brought into
Canada, Mexico, and America without hindrance from existing laws,
constitutions, or pesky existing American citizens who are being systematically
conquered and vanquished piecemeal from their jobs and homes.
The document is very clear about moving slowly and incrementally and not
attempting to arouse public suspicions by making a big move all at once.
This document is consistent with the North American Community plans we have
documented that are coming out of the Council on Foreign Relations (CFR) and
Dr. Robert Pastor of American University, as well as other proillegal alien
amnesty and open borders groups.
Some Americans who are new to these issues may be asking what this has to do
with the topic of illegal immigration?
The nonenforcement of America's existing constitution and federal immigration
laws is facilitating this North American Integration, North American Community,
North American Union plan.
Unlike the European Union, American citizens are not being asked if they want
to lose their sovereignty and self governance; we are not being asked to vote
on this or ratify this!
While the passage of unwise trade agreements like
NAFTA and
CAFTA have accelerated us down this path to national disintegration, for
the most part the Congress is not being asked to ratify these nation-eroding
agreements.
By not adequately enforcing America's existing immigration and border laws, and
by assisting millions of illegal aliens with everything from credit cards to
bilingual voice systems demanding we "
press one for
English," an invading economic army has been brought to Americans'
doorsteps.
While we have documented that illegal aliens are already voting in mass numbers
in probably every state, the populist political uprising of Americans,
partially reflected in the Tea Party movement, was stalled west of the
Mississippi in the 2010 elections where the largest illegal alien populations
resided, yet no investigations or charges are being pursued.
If the plans to make illegal aliens new legal voters via the
Dream
Act or
Comprehensive
Amnesty become reality, then the North American Integration has been
accomplished and any political resistance by American patriots will be

Even now, if you look at Wikipedia, you will see claims that such concerns
about this kind of North American Initiative, Union, Integration, or whatever
are the mad rantings of "conspiracy theorists."
Yet, here are leaked documents from a US ambassador advocating this very idea
and speaking of it in a way which makes it clear he is not alone and that such
plans were already well under way by 2005!
Their eventual
goals are to have everyone in North America governed by a new continental
government, which would completely supersede what is left of the existing
American government.
A recent book called "The Right Balance" written by Canadian Senator
Hugh Segal, who is the Canadian equivalent of a Republican, advocates openly
for Canadians to understand and accept a "North American Community."
This mouthpiece of the traitors says, "A continent-wide commitment to
economic and social development, through which models such as Canada's
equalization program could be applied elsewhere... The creation of a North
American Assembly, similar to the European Parliament in its early days"
is needed.
Hugh Segal reveals more of their plans which are afoot in Canada, where freedom
of speech among regular citizens has been highly compromised by political
correctness tribunals, of which I would have been fined or jailed a long time
back. Segal calls for "the creation of a North American Assembly, similar
to the European Parliament in its early days." This sounds exactly like
the student government triumvirate mock assembly we caught the elites staging
in Mexico a few years back, where one student was assigned to impersonate
"William Gheen of Americans for Legal Immigration" during the
exercise!
These nation-stealing, treasonous conspirators are quite aware that millions of
Americans will not accept the news that the divinely inspired experiment in
self governance earned by George Washington, Ben Franklin, Thomas Jefferson,
and many others has been stolen from us.
They are quite aware that in the final steps of this effort to enslave
Americans, many Americans will try their best to use their 1st and 2nd
Amendment rights to preserve and defend the Constitution of the United States
of America; that is likely why all of these recent Homeland Security documents
going out to police across America demonize American Patriot defenders as
"violent extremists."
American citizens loyal to the US Constitution are not currently extremists,
but those perpetrating this North American Integration plan are expecting
Americans to become violent eventually in reaction to their plan. This would
explain their preparations.
The most recent release from the White House was part of an agreement crafted
in secret as well to create this so called "perimeter," and instead
of identifying terrorists as Islamic extremists, invading illegal immigrants,
or forces from outside of America or Canada who might attack, it reads,
"We intend to cooperate to identify, prevent, and counter violent
extremism in our two countries. By working cooperatively on research, sharing
best practices, and emphasizing community-based and community-driven efforts,
we will have a better understanding of this threat and an increased ability to
address it effectively."
Those who conspire to move secretly and incrementally against us and our
revered US Constitution are called enemies, and it is becoming clear that many
of the enemies of the people of America now hold high level positions in the
government that our life energy and taxes sustain.
Illegal immigration must be stopped and reversed using humane, peaceful, and
political processes via the simple adequate enforcement of America's existing
immigration and border laws.
These treasonous politicians, financial and business leaders, academics, and
bureaucrats currently pushing for the disintegration of America and the
reformation of a new United States of North America, must be identified,
stopped, and thrown down from their positions of power or influence, and held
accountable for the massive amount of death, loss, and suffering they are
inflicting upon innocent American citizens with their elitist plans.
We must stop them because we are Americans. We are the only ones on the planet

The Homeland Security secretary says that congressional
demands for tighter security often divert attention from the underlying
problems on immigration.

WASHINGTON — Homeland
Security Secretary Janet Napolitano, who sits at the center of the nation's
immigration debate, pushed back Wednesday against congressional demands to
tighten border security further before creating a path to citizenship for the
estimated 11 million illegal immigrants in the U.S.
Testifying
before the Senate Judiciary Committee, Napolitano argued that border security
had "never been stronger." She said the Obama administration had
deported a record number of people, had increased the number of border agents
to a record 21,300 and cut illegal crossings to their lowest levels in 40
years.
Napolitano
called for legislation to expand opportunities for legal immigration and to
increase penalties on employers who knowingly hire illegal workers. That would
lower incentives for people to enter unlawfully to find work, she said, and
allow border guards to focus more on stopping drug traffickers and smugglers.
"Too often
the 'border security first' refrain simply serves as an excuse for failing to
address the underlying problems," Napolitano said in a combative hearing
that was interrupted by protesters chanting, "Stop the deportations."
Napolitano
cited a series of security improvements in the last four years, including more
sophisticated surveillance equipment, more seizures of drugs and weapons and
more efficient enforcement at official border crossings.
Republicans on
the panel sharply challenged her upbeat assessment.
"I do not
believe the border is secure," said Sen. John Cornyn of Texas. "I
believe we have a long, long way to go."
Sen. Jeff
Sessions (R-Ala.) took aim at the administration's decision to limit most
deportations to illegal immigrants who are convicted of crimes and to stop
deporting those who have avoided trouble and have close family in the United
States.
More than
400,000 people, mostly convicted criminals and repeat immigration violators,
were deported last year.
"We have a
serious unwillingness to enforce even the most basic laws," he said.
The sparring
came after a bipartisan group of eight senators trying to forge a compromise
bill agreed in principle to tie benchmarks for stricter border security to
opening any gateways to citizenship. The standards, such as additional border
agents or more miles of fencing, have yet to be determined.
The four
Democrats in the group met with President Obama and Vice President Joe Biden on
Wednesday evening to report on the negotiations. Obama told them he would
support a bill that provides for stronger borders, creating a path to
citizenship, holding employers more accountable and streamlining legal
immigration, according to a White House statement.
Proposed
benchmarks for more agents and more barriers in failed 2006 and 2007
immigration reform bills have been surpassed, Terry Goddard, former Arizona
attorney general and an immigration activist, told the panel.
"We need
something achievable rather than constantly moving the goal posts," he
said.
Sen. Patrick J.
Leahy (D-Vt.), the committee chairman, said the Obama administration had
"effectively done enforcement first and enforcement only," and he
urged the panel to prepare a comprehensive immigration bill this spring.
Several
Republicans argued that reforms should be tackled in pieces that both sides can
support. There is broad backing for issuing more visas to highly skilled and
highly educated applicants, for example, but there is a deep divide about
whether to offer legal status to illegal immigrants already in the country.
In his State of
the Union speech Tuesday, Obama urged Congress to pass a comprehensive bill. It
should include both strong border security and a pathway to earned citizenship,
he said, including passing a background check, paying taxes and a penalty,
"and going to the back of the line behind the folks trying to come here
legally."
In the official
Republican response to Obama's address, Sen. Marco Rubio of Florida tried to
strike a compassionate tone, citing his family's Cuban roots. Rubio favors
creating a path to citizenship but only after ratcheting up border enforcement.
Both sides said
finding the middle ground was now key to producing an acceptable compromise.
"The good
news is that Republicans and Democrats are not that far apart on many if not
most of the critical issues we face," Sen. Mike Lee (R-Utah) said
Wednesday.

Despite

Wednesday.

The setting was not quite the
flight deck of the U.S.S. Abraham Lincoln with a “Mission Accomplished” banner
as the backdrop, but it was the next best thing. Speaking at the Center for
American Progress (CAP) on Nov. 13, Homeland Security Secretary Janet
Napolitano declared victory over illegal immigration and announced that the
Obama administration is ready to move forward with a mass amnesty for the
millions of illegal aliens already living in the United States.
Arguing the Obama
administration’s case for amnesty, Napolitano laid out what she described as
the “three-legged stool” for immigration reform. As the administration views
it, immigration reform must include “a commitment to serious and effective
enforcement, improved legal flows for families and workers, and a firm but fair
way to deal with those who are already here.”
Acknowledging that a lack of
confidence in the government’s ability and commitment to effectively enforce
the immigration laws it passes proved to be the Waterloo of previous efforts to
gain amnesty for illegal aliens, Napolitano was quick to reassure the American public
that those concerns could be put to rest.
“For starters, the security
of the Southwest border has been transformed from where it was in 2007,” stated
the secretary. Not only is the border locked up tight, she continued, but the
situation is well in-hand in the interior of the country as well. “We’ve also
shown that the government is serious and strategic in its approach to
enforcement by making changes in how we enforce the law in the interior of the
country and at worksites…Furthermore, we’ve transformed worksite enforcement to
truly address the demand side of illegal immigration.”
If Rep. Joe Wilson had been
in attendance to hear Secretary Napolitano’s CAP speech he might well have had
a few choice comments to offer. But since he wasn’t, we will have to rely on
the Department of Homeland Security’s own data to assess the veracity of
Napolitano’s claims.
According to DHS’s own
reports, very little of our nation’s borders (Southwestern or otherwise) are
secure, and gaining control is not even a goal of the department. DHS claims to
have “effective control” over just 894 miles of border. That’s 894 out of 8,607
miles they are charged with protecting. As for the other 7,713 miles? DHS’s
stated border security goal for FY 2010 is the same 894 miles.
The administration’s
strategic approach to interior and worksite enforcement is just as chimerical
as its strategy at the border, unless one considers shuffling paper to be a
strategy. DHS data, released November 18, show that administrative arrests of
immigration law violators fell by 68 percent between 2008 and 2009. The
department also carried out 60 percent fewer arrests for criminal violations of
immigration laws, 58 percent fewer criminal indictments, and won 63 percent
fewer convictions.
While the official unemployment
rate has climbed from 7.6 percent when President Obama took office in January
to 10 percent today, the administration’s worksite enforcement strategy has
amounted to a bureaucratic game of musical chairs. The administration has all
but ended worksite enforcement actions and replaced them with paperwork audits.
When the audits determine that illegal aliens are on the payroll, employers are
given the opportunity to fire them with little or no adverse consequence to the
company, while no action is taken to remove the illegal workers from the
country. The illegal workers simply acquire a new set of fraudulent documents
and move on to the next employer seeking workers willing to accept substandard
wages.
In Janet
Napolitano’s alternative reality a mere 10 percent of our borders under
“effective control” and sharp declines in arrests and prosecutions of
immigration lawbreakers may be construed as confidence builders, but it is hard
to imagine that the American public is going to see it that way. If anything,
the administration’s record has left the public less confident that promises of
future immigration enforcement would be worth the government paper they’re
printed on.
As Americans
scrutinize the administration’s plans to overhaul immigration policy, they are
likely to find little in the “three-legged stool” being offered that they like
or trust. The first leg – enforcement – the administration has all but sawed
off. The second – increased admissions of extended family members and workers –
makes little sense with some 25 million Americans either unemployed or
relegated to part-time work. And the third – amnesty for millions of illegal
aliens – is anathema to their sense of justice and fair play.
As Americans well know,
declaring “Mission Accomplished” and actually accomplishing a mission are two
completely different things. When it comes to enforcing immigration laws, the
only message the public is receiving from this administration is “Mission
Aborted.”
