Pro-Illegal-Immigration 'La Raza' Blasts Obama Health Plan for Not Including Illegal Aliens

The open-borders lobby is wailing about Pres. Obama's health care compromise, and that seems like it should be good news on the immigration front.

They say the President is leaving all illegal aliens out of the plan. And they are calling on their activists to phone the White House to demand that illegal aliens be included.

Pres. Obama's printed outline of changes doesn't mention immigration status at all. That certainly alarmed us at first.

You may recall that the President promised last summer that illegal aliens will not be included in any part of a new national health care plan. The Senate followed that for the most part in the bill it passed (as opposed to the House bill which is wide open for illegal-alien use).

Our NumbersUSA experts on the Hill have told me that they believe the Senate bill remains operative except in the cases of changes outlined by Obama this week. That should mean that illegal aliens are excluded.

That seems to be the same conclusion over at the National Council of La Raza:

Yesterday, the White House released a plan that once again excluded proposals to adequately address high uninsurance rates in the Latino community. It missed out on a key opportunity to fix serious flaws in Senate health care reform legislation, bypassing a number of pending legislative priorities that are critical to Latinos' well-being.

U.S. Latinos should be furious with the way the National Council of La Raza equates Latinos with illegal aliens.

The fact is that the Obama plan doesn't treat Latino Americans any differently than any other Americans. But it does treat legal U.S. residents differently than illegal ones. And La Raza should keep in mind that illegal aliens aren't just Latino but come in every nationality and ethnicity.

La Raza's action alert vilifies Obama's plan for requiring verification of a person's eligibility to have access to the government health coverage.

The pro-Amnesty, pro-illegal-immigration National Council of La Raza continued its recent attacks on Obama:

Unfortunately, the failure of the White House to act on these core priorities is more of the same inaction that we have seen in the past year. It is clear to NCLR that unless Latinos speak up now, we will continue to have our priorities undermined in the future.

Four key things to know about mayor's budget

DESPITE his claims, Los Angeles Mayor Antonio Villaraigosa does not want to shrink the city government. Instead, he wants to dupe taxpayers into letting him sell valuable public assets to private interests. L.A.'s citizens must not let Villaraigosa and the investment bankers get away with it. Here are the facts Villaraigosa omits to tell the public:

1. Villaraigosa supersized spending by 32 percent.

When Villaraigosa became mayor in 2005, the city's annual budget was $5.3 billion. Somehow, the city survived on that. Villaraigosa's latest budget, by contrast, called for spending more than $7 billion per year - $1.7 billion more per year than when he took office. That is a 32 percent increase, borne by you and me, the taxpayers.

Does anyone seriously believe we have received 32 percent more services since he became mayor? Or that the costs rose by 32 percent? Of course not.

Villaraigosa increased spending year after year, despite written warnings from the city administrative officer every year since 2005 that he was spending hundreds of millions of dollars more than the city was taking in. Up until recently, skyrocketing property tax revenues masked the overspending.

So where does all that money go? Much of it provides "welfare for the rich." Villaraigosa's budget calls for $680 million per year to go through the Community Redevelopment Agency to billionaire developers and other business owners with political connections. You and I are subsidizing their private companies, but we aren't receiving any stock or notes for doing so.
Villaraigosa has also supersized his entourage: He used to have a staff of 70 deputy mayors, typists, etc. Now he has 93 - and by some accounts, closer to 200.

Villaraigosa increased his travel budget, too. His predecessor got by on $20,000 per year. Villaraigosa increased his travel budget to $200,000 per year, but now he has reduced it to $146,000. But that figure is misleading, because he uses funds from the Department of Water and Power, the port and airport to "sponsor" his global travels.

Nor is Villaraigosa alone in squandering taxpayers' money on unnecessary trips: City Councilman Greig Smith and his fellow travelers blew $250,000 of our hard-earned tax money on a month-long, round-the-world trip to Canada, Spain, France, Germany, Italy and Japan.

Villaraigosa gives millions of dollars of our money each year to unregulated "anti-gang" programs run by "ex" gang members who have a nasty habit of getting arrested for additional crimes while on the city gravy train, like Alex Sanchez, Mario "Bow Wow" Jones and Mario Corona.

The poster child of this particular phenomenon is Hector "Big Weasel" Marroquin, who got caught arming his "former" gang with machine guns and silencers. The name of his "anti-gang" program was NOGUNS. (I guess he appreciated irony.)

2. The so-called layoffs aren't layoffs at all.

"The 1,000 layoffs I have already ordered are the minimum we will need," Villaraigosa said. "More will be needed," he adds, and "the City Council is proposing an additional 3,000 job cuts."

Scary stuff, huh? Except the supposed "layoffs" aren't layoffs at all. Rather, Villaraigosa merely plans to move employees from one position to another, one department to another, and then call the newly vacated positions "layoffs." That kind of shell game won't shrink government, and it won't save you and me a dime. At most, it will shift some employees' salaries from our property tax bill to our DWP bill.

The city, the DWP, the airport and the port employ more than 50,000 people. If they suffered the same 13.2 percent unemployment rate as L.A.'s private sector - a rate far above the national average - then 6,600 of them would already be without jobs.

Why, then, is Villaraigosa claiming to have laid off employees? To give you the impression of urgency and crisis. In short, to scare you into making a really bad decision.

3. Revenues are down just 2.6 percent.

Villaraigosa omits to mention, when discussing his self-inflicted budget deficit, that the city's revenues are down just a paltry 2.6 percent: his budget assumed revenues of $7.048 billion, and the CAO reports they are off by just $183.6 million.

And this is supposedly what requires us to rethink the services our taxes should cover? We're supposed to sell off parks, golf courses and the streets themselves because revenues are down just 2.63 percent?

4. Villaraigosa and the investment bankers want to rip off taxpayers' parking cash cows.

Villaraigosa claims the city's multistory parking structures and parking meters are "money losers."

And yet, investment bankers signed a contract with Villaraigosa in May 2009 to try to sell these "money losers" to their clients. Have you ever read a prospectus that touts an investment opportunity as a "money loser?" Me neither.

In fact, as Villaraigosa's own budget documents show, the city's parking meters and structures are cash cows: They generate hundreds of millions of dollars every single year. Indeed, they generate so much money that, per Villaraigosa's own budget documents, more than $146 million per year is transferred from the parking fund into the general fund.

And since when is providing street parking not a "core function" of local government? Employers throughout the city rely on that parking. If we let Villaraigosa and the investment bankers have it, they will jack up the parking rates to try to earn an even higher return on their investment.

The result? Government won't shrink, but the number of people with private sector jobs will.

Bottom line: Do not let Villaraigosa con you into thinking he wants smaller government. He does not. Rather, he wants to scare you into letting him sell our valuable public property - parking, golf courses, the zoo, etc. - to special interests to advance his political career. It's a con job.

Illegal immigration into the United States has sparked heated debate in Congress, roiled the two main political parties and prompted hundreds of thousands of immigrant supporters to take to the streets recently in peaceful demonstrations nationwide.

The controversy picked up new momentum on May 15 when President George W. Bush, in a televised address to the nation, called for a comprehensive approach to immigration reform. He said he would send 6,000 National Guard troops to four states along the U.S.-Mexican border beginning in June to provide intelligence and logistical support--but not armed law enforcement--to civilian border patrol agents. In addition to securing the border, Bush also said it was necessary for the House and Senate to pass legislation that would allow illegal immigrants who have lived in the United States for a long time to remain and be able to undergo a process to become citizens.

"There is a rational middle ground between granting an automatic path to citizenship for every illegal immigrant and a program of mass deportation," the president said. "That middle ground recognizes that there are differences between an illegal immigrant who crossed the border recently and someone who has worked here for many years and has a home, a family and an otherwise clean record." Meanwhile, Congressional leaders have said that they would like to send immigration-reform legislation to the president for his signature before the end of May.

At stake in the debate are the lives and livelihoods of as many as 12 million undocumented workers, the companies they work for, respect for the rule of law, and the job opportunities of millions of low-skill American citizens--both native-born and immigrants who became naturalized by going through the proper channels. The large number of illegal immigrants raises key economic questions: Do illegal immigrants depress wages paid to low-skill workers? Do they take jobs away from Americans? How dependent on undocumented workers is the U.S. economy? Should illegal immigrants be compelled by law to return to their native countries? Or should Democrats and Republicans hammer out legislation that would allow illegal immigrants to pay some type of penalty yet remain in the United States and continue working?

Wharton management professor Peter Cappelli and Vernon M. Briggs Jr., professor in the School of Industrial and Labor Relations at Cornell University in Ithaca, N.Y., are firm in their conviction that illegal workers exert downward pressure on wages and reduce job opportunities for low-skill U.S. citizens. Briggs believes that the negative impact of undocumented workers on American low-skill workers and on labor standards is so great that immigration authorities should clamp down on employers who hire illegals so that a clear message is sent to current and potential illegal workers: Illegal immigration will not be tolerated.

However, Bernard Anderson, practice professor in Wharton's management department and an assistant secretary of labor for employment standards during the administration of President Bill Clinton, says that while illegal workers do have some effect on wages and displace some American workers, their impact is far less onerous than Cappelli and Briggs assert. In addition, Anderson says, illegal immigrants work hard, do not come to the United States to receive welfare and should be allowed to remain in the U.S. after paying penalties.

Jeffrey S. Passel, a demographer and senior research associate with the Pew Hispanic Center in Washington, D.C., says Pew, which bills itself as a nonpartisan "fact tank," has taken no formal position on the immigration issue. But he does say that the data on the broad economic impact of undocumented workers does not lend particularly strong support to either side of the argument.

Portrait Of Illegal Immigrants

A study released in March by the Pew Hispanic Center, which is supported by the Philadelphia-based Pew Charitable Trusts, contains extensive information on the nature and extent of illegal immigration. The study uses the term "unauthorized migrant," which it defines as a person who resides in the United States, but who is not a U.S. citizen, has not been admitted for permanent residence and has no temporary status permitting longer-term residence and work.

The report, which uses data from the U.S. Census Bureau's March 2005 Current Population Survey, estimates that the U.S. is home to between 11.5 million and 12 million illegal immigrants, up sharply from 8.4 million in 2000. Unauthorized migrants accounted for 30% of all foreign-born people in the U.S. as of 2005. Most unauthorized migrants--6.2 million, or 56%--come from Mexico. About 2.5 million, or 22%, come from the rest of Latin America.

In 2005, illegal migrants accounted for about 5% of the civilian labor force, or 7.2 million workers out of a labor force of 148 million. Approximately 19% of illegal workers were employed in construction jobs, 15% in production, installation and repair, and 4% in farming. The Pew report also shows that illegal immigrants comprise 24% of all workers in farming, 17% in cleaning, 14% in construction and 12% in food preparation. Within those categories, unauthorized migrants tend to be concentrated in specific jobs: They represent 36% of all insulation workers, 29% of all roofers and drywall installers, and 27% of all butchers and other food-processing workers.

It is often said by supporters of illegal, low-skill immigrants that the U.S. economy needs such laborers because they do the kinds of work that Americans will not do. But Cappelli calls that assertion a "complete myth." Immigrants have been hired to do such jobs in such large numbers not because Americans refuse them, but because Americans are not willing to perform such tasks where the wages are lower than they would otherwise be, where work rules may not exist and where the working conditions may be hazardous. Many employers seek illegal workers for the simple reason that it keeps costs down and means the companies do not have to invest in equipment and other capital improvements. Relative wage levels for low-skill and unskilled American workers, according to Cappelli, have plummeted over the past generation and show no signs of rising.

Cappelli says he has witnessed the effects of immigrant workers on wages and working conditions in other parts of the world, including the Middle East. In Bahrain, for instance, where guest workers from Bangladesh are frequently used on construction sites, a visitor can see them using picks and shovels instead of machinery.

Why do illegal immigrants force down wages? "That's how markets work," responds Cappelli. "It's hard for the average person to understand that these are markets. If illegal workers left the U.S. tomorrow, what would happen? Some people think nobody would do those jobs. If that were to happen, companies would change those jobs, and wages would go up. Yes, companies would hire the people who are not necessarily doing those jobs now. This goes on in every labor market. There are no jobs that we can think of where, over time, work doesn't get done. It doesn't happen."

While it is true that low-skill workers who enter the United States legally also exert downward pressure on wages, there is a significant difference between them and their undocumented counterparts. "The difference is legal immigrants are let in, at least in part, on economic judgments about where the needs are for their skills," Cappelli notes. "That's one of the criteria for being allowed to come in."

Cappelli says the United States needs legislation that "faces up to the real economic issues. If you allow more unskilled workers into the U.S., it will lower costs for employers. It will also lower wages for people who do those jobs. It's clearly a political question. If you want to benefit low-skill American workers, you reduce illegal immigration. It's important to have a very clear conversation on the choice we want to make. And we are ducking that by saying these are jobs no one wants to do."

Briggs, the Cornell professor, says turning a blind eye to illegal workers, as U.S. immigration authorities have done, can end up harming U.S. citizens and the illegal employees themselves. Undocumented workers can "displace," to use the term of labor economists, African-Americans and other minorities who are young and seeking their first jobs or older minority workers with few skills. Moreover, even if the illegal workers are earning the minimum wage of $5.15 an hour--and most are, according to Briggs--the conditions under which they work can be dangerous. Yet these people have no way to seek legal remedies because they are in the U.S. illegally.

Democracy's 'Seamier Side'

"Many [illegal immigrants] are working under conditions that are appalling," Briggs says. "Some are paid in violations of hours laws; some are children working in jobs they shouldn't be. It's one of the seamier sides of democracies. ... Some are working basically as slaves." Illegal immigrants are typically males ages 18 to 30 who are very ambitious, Briggs adds, and they will take any job, including those that make them vulnerable to abuse.

"Illegal immigration is an issue that takes everything down to its crudest level and makes it vile to discuss," he says. "The illegal immigrants will always win in jobs competition with U.S. citizens. This doesn't mean there's anything wrong with U.S. citizens; it just means there is a contrast" between the U.S. and the illegal immigrants' countries of origin. "No matter how bad things are in the U.S., it's better than the country [these workers] are coming from. If it means crowding into apartments or working weekends, they will do it, and they won't complain about sexual discrimination or racial discrimination. Tragically, many employers, if given a choice between illegal immigrants or U.S. citizens, will always take the illegal immigrant."

Briggs acknowledges that there is scant data to support his concerns about the plight of many illegal workers. But he is firm in his belief that "if we don't get serious about enforcing [immigration laws], people are going to continue to be hurt. These are the most vulnerable members of society."

In Briggs' view, the only effective way to reduce illegal immigration is to take employer sanctions seriously and actively enforce them at work sites. "That means [instituting] heavy penalties on employers who hire immigrants and making it clear that illegal immigrants are not going to work. They are not supposed to be here; they are not supposed to be working. You have to make it impossible for them to work. They will gradually get the idea they have to go back, that there's not much hope they are going to get legalized status."

Briggs says it may be useful to require immigrant workers to carry a "job identification" card that they would have to present to prospective employers in order to obtain work and to apply for government services. Briggs opposes building "massive walls" along the U.S.-Mexico border, but adds that "physical barriers" of some kind in strategic locations along the border may help. "We could possibly build more electronic fences that give signals when people cross them and tell [authorities] where they are."

Anderson, the Wharton labor economist, disagrees with Briggs' view of illegal immigration, saying the situation "is not as bad as Briggs says it is. ... One line of argument as to why it's necessary to protect the borders is that the failure to do so subjects the United States to an intolerable risk of terrorism, not that there's been any evidence at all that terrorists have come through the southern border. The other question is what impact there is on wages, economic status and employment for American workers. That's where you get a clear divide in the economic literature. The evidence produced by economists who have studied this question is mixed."

Anderson says there is indeed much anecdotal evidence that Hispanics now do many of the jobs once performed by African-Americans, such as service jobs in the hotel industry. Anderson says he himself has witnessed such changes across the American South during his travels over the past 30 years. "No one will convince me that there has not been labor displacement," he says. Nonetheless, there also is evidence that many African-Americans no longer perform low-skill service jobs--not because illegal immigrants have taken those jobs from them, but because they have moved on to take better-paying jobs or have grown older and retired from the labor force.

"There has been substantial [improvement] in the economic status of minorities in this country as a result of the civil rights movement," Anderson says. "There is no question that African-Americans have benefited in their occupational status as a result of that." He says that 70% of black workers today hold white-collar and service-sector jobs, while others are working in the many auto-manufacturing plants that have sprung up across the South.

Weighing all the available evidence, and noting that the data are mixed, Anderson concludes that "there has been some displacement and some depression of wages" among U.S. citizens as a result of illegal immigration. "But it has not, in the main, had a significant effect in reducing the earnings and employment opportunities of American workers, including minority-group workers. Immigration, including illegal immigration, has not been terribly detrimental to employment opportunities for African-Americans. I firmly believe this. It is for that reason that you don't find African-American political leaders lining up with the opponents of immigration."

When you look at opponents of illegal immigration, Anderson adds, "you find the same right-wing, reactionary scoundrels who have opposed progressive legislation, who have opposed the minimum wage and efforts to improve the economic opportunities of minorities."

What kind of an immigration bill would Anderson like to see emerge from Congress? "We must secure the borders. That has to be part of any legislation. We have to recognize that the huge numbers [of undocumented workers in the U.S.] are not here to receive welfare; they are here to work. If there were no employment opportunities for them, they wouldn't be coming. But we should not have an immigration system that allows immigrant workers to reduce the wages and diminish the working conditions of American workers. Therefore, I say protect the borders to significantly reduce the inflow. We should then move toward the legalization of those who are already here. If we legalize them [after requiring them to pay a penalty], then we let them out of the box they are imprisoned in and set in motion a process for improving wages and working conditions."

On the broad question of the effects, positive or negative, of illegal immigration, Passel of the Pew Hispanic Center, says: "I don't know if there's anything in the data that clearly points one way or the other. At one level, it's a lot of people: 11.5 million to 12 million. But it's about one in 20 workers, so it's not a huge share of the labor market. It is, of course, a much higher share of the low-education labor market, maybe as much as 15% or 20%."

Passel adds, however, that he has seen no evidence in the economic literature proving that illegal immigrants have displaced American citizens in low-skill jobs. "The presence of illegals is not associated with higher unemployment among natives, and it seems to me you would have to see that kind of thing for there to be true displacement in any sense. Geographically, it tends to be the reverse: Places with large numbers of illegals tend to have lower unemployment than places without illegals. Illegals go where the economies are strong, and as a result, there's no impact."

An Ineffective Policy

Although the Pew Hispanic Center takes no position on the immigration issue, Passel says it is clear from the demographic evidence that U.S. immigration policy is not working in its attempt to keep illegal immigrants from entering the United States and reducing the number already here.

"At least for the last decade, and even longer than that, we have focused on two different approaches," Passel says. "One is we have made it harder for [illegal immigrants] to get in and have even tried to block people from coming in. That's clearly not working. There's some evidence from some of my work, and more directly from the work of others, that it's actually been counterproductive. What we have really done is, instead of keeping people out, we have kept people in."

The reason: Many illegal immigrants would actually prefer to move back and forth between the U.S. and Mexico, taking employment when it is needed and returning home to visit family. But by making it more dangerous and expensive to come into the United States over and over again, the immigrants decide to bring their wives and children and stay put once they arrive. Indeed, Passel says that some 1.8 million illegal immigrants in the United States are under 18. About 3.1 million more are children who were born here to illegal immigrants and thus are U.S. citizens. Whatever policy decisions are made in Washington, they will have to take into account the fate of nearly 5 million children.

The second approach U.S. immigration officials have followed in recent years is to make it hard for undocumented immigrants to stay in the United States once they have arrived by refusing to give them drivers' licenses, making them ineligible for government benefits or cracking down on day-labor sites. "But that doesn't seem to have had much impact either," Passel says. "It's probably because no matter what is done to make life difficult, life is still easier than it was back home."

A European Perspective

Rafael Puyol, executive vice president of the Instituto de Empresa Foundation Madrid and an expert on demography and immigration, suggests that immigrants are almost always active in the same kinds of activities. "In the U.S., they are largely involved in agriculture, especially harvesting crops. They move throughout the country, following the calendar. In Europe, agriculture--particularly in eastern Spain--always [offers] entry-level [jobs], although many immigrants want to leave these jobs as soon as they can" and move into other industries. In Spain, in addition to agriculture, immigrants work in construction, hotels, restaurants and as domestics. Lately, however, Puyol has observed a greater diversification of activity into specialized services such as plumbing and home repair.

Two factors determine the arrival of immigrants in any particular place, Puyol says. "The first factor is the availability of jobs in the high-priority areas. In a country such as Spain, immigrants come from the Mediterranean region, where there is a combination of agriculture, construction and services." They also flock to large tertiary cities, "because there is a multitude of activities in both services and construction."

The main issue, he notes, is whether jobs are available. But there is also another very important consideration: "The impact of earlier immigrants to the same country, from the same geographical region. The people from the first wave of immigration usually greet, orient and assist those immigrants who come from the same place of origin. They help them get settled and find a job until they can be somewhat independent," he says. As a result, "relatives, friends and acquaintances play an important role when it comes time for new immigrants to locate."

Puyol believes that the two main focal points of immigration are the United States and "old Europe." The U.S., the primary focal point, "is a country of immigrants, and you cannot understand the demographic history of the United States without understanding its history of immigration. First, there was the European immigration, and lately it has diversified into other [regions] of origin--Latin America above all, but also Asia. The second focus of immigration is "old Europe"--the 25-member states of the European Union, which was the first region in Europe that had immigrants, and which now has an increasing number of them, from Eastern Europe. "Next are the smaller focal points in Asia, the Near East and, of course, Australia," he says.

Regarding immigration laws, he says: "You have to establish a regular process for dealing with arriving immigrants. In this day and age, you cannot pursue a policy of completely open doors. The results are economically inappropriate and socially complicated. You must arrange things so that the incoming migration is regulated. Second, the legal system must contribute to immigrants' progressive integration. Give immigrants the same legal rights as other citizens. Immigrants also have to accept the basic laws that regulate social life, [particularly with regard to] the constitution. Immigrants in the U.S. and Europe must enter the country in a legal way, and they must have access to arrangements that permit their gradual integration.

Laws that arrange for temporary legal status almost never provide good results, Puyol says. "You must let free-market forces determine whether people who enter the country want to stay there permanently or return to their country of origin," he says. "In addition, you must assist legal immigration by making arrangements with the countries of origin that help immigrants from those countries arrive at their destination through regularly established channels. That means you have to support a legal immigration policy that is sufficiently generous that immigrants arrive under favorable conditions. You also need a parallel, generous policy for integrating those people. Those generally applied laws must not have any special exceptions; they must be laws that are accepted by all countries that welcome immigrants."

Finally, Puyol makes a distinction between Europe and the U.S. "America has a better demographic situation than Europe. In America, immigrants come predominantly because of work-related reasons. In Europe, you have to add a certain demographic factor to the economic ones. Population growth in European Union countries is at rock bottom. Fertility rates are much lower than those in the U.S., and aging people constitute a much larger percentage [of the population] than in the U.S.," he says. "In Europe, we are going to require more immigrants or our labor market is not going to function; it will not be possible to finance pensions and social costs for those people who have already retired. In Europe, there are going to be a lot more immigrants in the future than there are now. Perhaps this the key difference between the situation in the U.S., on one hand, and old Europe on the other."

If enacted, the Comprehensive Immigration Reform Act (CIRA, S.2611) would be the most dramatic change in immigration law in 80 years, allowing an estimated 103 million persons to legally immigrate to the U.S. over the next 20 years—fully one-third of the current population of the United States. Much attention has been given to the fact that the bill grants amnesty to some 10 million illegal immigrants. Little or no attention has been given to the fact that the bill would quintuple the rate of legal immigration into the United States, raising, over time, the inflow of legal immigrants from around one million per year to over five million per year. The impact of this increase in legal immigration dwarfs the magnitude of the amnesty provisions. In contrast to the 103 million immigrants permitted under CIRA, current law allows 19 million legal immigrants over the next twenty years. The figure of 103 million legal immigrants is a reasonable estimate of the actual immigration inflow under the bill and not the maximum number that would be legally permitted to enter. Taxpayers in the nation’s most populous county dished out nearly $50 million in a single month to cover only the welfare costs of illegal immigrants, representing a whopping $10 million increase over the same one-month period two years ago.
In June 2009 alone Los Angeles County spent $48 million ($26 million in food stamps and $22 million in welfare) to provide just two of numerous free public services to the children of illegal aliens, which will translate into an annual tab of nearly $600 million for the cash-strapped county.
The figure doesn’t even include the exorbitant cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $400 million for healthcare and $350 million for public safety.
The recent single-month welfare figure was obtained from the county’s Department of Social Services and made public by a county supervisor (Michael Antonovich) who assures illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers.” The veteran lawmaker points out that 24% of the county’s total allotment of welfare and food stamp benefits goes directly to the children of illegal aliens—known as anchor babies—born in the United States.
A former fifth-grade history teacher who has served on the county’s board for nearly three decades, Antonovich has repeatedly come under fire for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.

August 11, 2009—Figures from the Department of Public Social Services show that children of illegal aliens in Los Angeles County collected nearly $22 million in welfare and over $26 million in food stamps in June, announced Los Angeles County Supervisor Michael D. Antonovich. Projected over a 12 month period – this would exceed $575 million dollars.

Annually the cost of illegal immigration to Los Angeles County taxpayers exceeds over $1 billion dollars, which includes $350 million for public safety, $400 million for healthcare, and $500 million in welfare and food stamps allocations. Twenty-four percent of the County’s total allotment of welfare and food stamp benefits goes directly to the children of illegal aliens born in the United States.

“Illegal immigration continues to have a catastrophic impact on Los Angeles County taxpayers,” said Antonovich. “The total cost for illegal immigrants to County taxpayers exceeds $1 billion a year – not including the millions of dollars for education.”

Illegals Receiving Health Care …."But....( of course there is!)"

“If you’re in this country illegally, should you be able to get health care?” CNN’s John King asked Mrs. Pelosi.


“No, illegal immigrants are not covered by this plan,” she replied.


Mrs. Pelosi’s remarks are downright deceptive, according to Congressman Lamar Smith (R-Texas), who points out that the proposed health care legislation “ contains gaping loopholes that will allow illegal immigrants to receive taxpayer-funded benefits .”


These loopholes, Rep. Smith maintains, are “no accident.” He maintains that the proposed legislation, despite months of debate, still contains no mechanism for verifying if applicants are legal residents or not.


The Republican members of the Ways and Means Committee attempted to address this loophole by an amendment proposed by Congressman Dick Heller (R-Nevada) which would have required applicants for government provided or subsidized health care to demonstrate eligibility through the Income and Eligibility Verification System (IEVS) and the Systematic Alien Verification for Entitlements (SAVE) systems.

But, on July 29, the Heller Amendment was soundly defeated by the following 26 Majority Members of the House Ways & Means Committee: Xavier Becerra (Calif.), Shelley Berkley (Nev.), Earl Blumenauer (Ore.), Joe Crowley (N.Y.), Artur Davis (Ala.), Danny Davis (Ill.), Lloyd Doggett (Texas), Bob Etheridge (N.C.), Brian Higgins (N.Y.), Ron Kind (Wis.), John Larson (Conn.), Sander Levin (Mich.), John Lewis (Ga.), Jim McDermott (Wash.), Kendrick Meek (Fla.), Richard Neal (Mass.), Bill Pascrell (N.J.), Earl Pomeroy (N.D.), Chairman Charlie Rangel (N.Y.), Linda Sanchez (Calif.), Allyson Schwartz (Pa.), Pete Stark (Calif.), John Tanner (Tenn.), Mike Thompson (Calif.), Chris Van Hollen (Md.), and John Yarmuth (Ky.).


The Federal for American Immigration Reform (FAIR) believes the legislation is now purposefully self-contradictory in order to ensure that the millions of illegal Latinos will receive coverage. FAIR points out that while one provision of the proposed health care reform bill states illegal immigrants will not be eligible for benefits, the legislation remains without any system of verification for determining if a patient is a legal or illegal U. S. resident.

Moreover, Fair insists, the bill leaves open the possibility that if one citizen family member is eligible for benefits, then the entire family — including illegal immigrants — is also eligible for the benefits.

“At a time when the federal government is running trillion dollar deficits, and the projected costs of the proposed health care overhaul seem to grow with each passing day, the committee that writes our tax laws wants Americans to pay for the health care costs of illegal aliens,” says FAIR President Dan Stein. “Given the opportunity to close loopholes that would cost the public billions of dollars each year, Democrats on the committee unanimously rejected an amendment that would bar illegal aliens from a national health care program.”

The cost of treating illegal aliens amounts to nearly $11 billion a year, according to calculations done by the Federation for American Immigration Reform (FAIR), a non-profit group that opposes illegal immigration. And that cost is not expected to go away if a health insurance reform bill becomes law.

According to FAIR’s Director of Special Projects Jack Martin, illegal immigrants presently cost U. S. taxpayers $10.7 billion a year for health care. The numbers are contained in a report that FAIR plans to publish in the near future.

“The current health care bill is looking as if it is leaving a very large loophole for medical coverage being provided to illegal aliens,” Martin said.

So again, yes, the speaker of the House can say: "We've made no provision for Health Care for Illegal Aliens". But, is she in fact telling you the WHOLE truth or only half a truth. I am an independent voter and I, at this point, have my opinion. You be the judge for your own opinion.

The fiscal crisis in California gives lie to those talking points. In March, the Associated Press reported that Sacramento and Contra Costa counties were slashing staff and closing clinics due to the prohibitive costs of providing nonemergency health services for illegals.

Ariz. Saves Millions Cutting Illegal Immigrant

A U.S. border state that stopped giving illegal immigrants discounted public college tuition a few years ago reports saving millions of dollars after terminating the program that essentially subsidized illegal behavior with public money.
Fed up with the toll that illegal aliens were having on its state, Arizona voters overwhelmingly passed a law in late 2006 to deny them heavily discounted resident college tuition and other state-funded benefits draining the budget. Approved by more than 70% of voters, the measure also requires state agencies to verify the immigration status of applicants for public services such as child care and adult education as well as financial aide for college students.
Regardless, thousands of illegal aliens continue to annually apply for the costly perks which used to cost taxpayers tens of millions of dollars each year. Since the law passed more than 3,400 community college students and nearly 300 university students paid the much higher nonresident tuition because they couldn't prove they were in the country legally.
This represented a savings of nearly $8 million for one of the state’s community college districts (Maricopa County Community College District) alone. Combined with Arizona’s other junior college districts and its three public universities the savings are estimated to be in the tens of millions of dollars.
Arizona’s State Treasurer says the money is being appropriately used for programs that benefit legal residents rather than to subsidize the education of those who live in the state illegally. A handful of other states—including Texas, California, Utah, Maryland and Wisconsin—offer illegal immigrants discounted tuition at public colleges.
Earlier this month, Texas Attorney General Greg Abbott ruled that allowing illegal immigrants to pay in-state tuition breaks federal law though the state annually grants the coveted benefit to thousands of undocumented students. The opinion was a no brainer considering that a 1996 immigration reform law forbids states from giving illegal aliens in-state tuition unless it provides the same for all students regardless of residency.
It was that law that led a group of out-of-state students to successfully challenge the practice in California. The students argued that California’s public university and community college system violated the law by charging them higher tuition and fees than undocumented immigrants. A state appellate court ruled in favor of the American students and the case is pending before the sate Supreme Court.

Though no federal statistics are kept on murders or any other crimes committed by illegal aliens, a number of groups have produced estimates based on data collected from prisons, news reports and independent research. Twelve Americans are murdered every day by illegal aliens, according to statistics released by Rep. Steve King, R-Iowa. If those numbers are correct, it translates to 4,380 Americans murdered annually by illegal aliens. That's 21,900 since Sept. 11, 2001. Total U.S. troop deaths in Iraq as of last week were reported at 2,863. Total U.S. troop deaths in Afghanistan, Pakistan and Uzbekistan during the five years of the Afghan campaign are currently at 289, according to the Department of Defense. But the carnage wrought by illegal alien murderers represents only a fraction of the pool of blood spilled by American citizens as a result of an open border and un-enforced immigration laws. While King reports 12 Americans are murdered daily by illegal aliens, he says 13 are killed by drunk illegal alien drivers – for another annual death toll of 4,745. Hispanic Voters Enjoy New Clout With Democrats

WASHINGTON, June 9 — Helped by the fight over immigration, Democrats seeking their party’s presidential nomination are moving to court Hispanic voters like never before, as a string of early primary states with sizable Hispanic voting blocs prompt candidates to hire outreach consultants, start Spanish-language Web sites and campaign vigorously before Hispanic audiences.
The battle for Hispanic voters is a result of the decision by several states with large Hispanic populations to move their presidential primaries to early 2008, including California, Florida and New York. Roughly two-thirds of the nation’s Hispanic residents live in nine of the states that will hold Democratic primaries or caucuses on or before Feb. 5.
Strategists say the influence of Hispanic voters is likely to be amplified next year because of an unusually intense response in many Hispanic communities to immigration policy. Conservative Republicans, with the help of some left-leaning Democrats, teamed up to derail an immigration bill in the Senate on Thursday that would have provided a path to citizenship for illegal immigrants.
It is in the new early primary states where Democrats hope the outreach efforts bear fruit. In the last presidential election, Hispanic voters accounted for a significant part of the overall Democratic primary electorate in California (16 percent), New York (11 percent), Arizona (17 percent) and Florida (9 percent), all states that will hold primaries by Feb 5.
Sergio Bendixen, a pollster hired by Senator Hillary Rodham Clinton’s campaign to study Hispanic voting trends, said: “The Hispanic vote has never been all that important in the presidential primary process in the United States. But that will change in 2008.”
At this early stage, Mrs. Clinton, a New York Democrat, appears best poised to benefit from the heightened Hispanic role in the primary process. She has already captured a prized endorsement, of Mayor Antonio R. Villaraigosa of Los Angeles, one of the nation’s most prominent Hispanic politicians.
Mrs. Clinton is also well-known and liked by many Hispanics, with several national New York Times/CBS News polls from the past few months showing that about 60 percent of registered Hispanic voters who identify themselves as Democrats have a favorable view of Mrs. Clinton, while a quarter do not.
Meanwhile, Senator Barack Obama, Democrat of Illinois, remains a blank slate to many Hispanic voters, polls show, with 40 percent having no opinion of him. But his aspirational biography could prove a draw as more Hispanic voters get to know him.
Former Senator John Edwards is even less well-known among Democratic Hispanic voters. While a third have a positive view of Mr. Edwards and fewer than 10 percent have an unfavorable view of him, 6 in 10 are unable to offer an opinion.
The only Hispanic in the race, Gov. Bill Richardson of New Mexico, a Democrat, is working to build a base and establish a political identity beyond the Southwest.
Many Democrats were as troubled by the Senate immigration bill as were Republicans, but for decidedly different reasons. Mrs. Clinton expressed concerns about the legislation, particularly a provision that makes it harder for legal immigrants in the United States to bring relatives from abroad. Mr. Obama said that he would have supported the bill, but that he too had similar concerns about the provision, according to his aides.
On the Republican side, two of the main candidates, Rudolph W. Giuliani and Mitt Romney, opposed the immigration bill, while Senator John McCain played a main role in drafting the legislation, only to face a huge backlash from conservative Republicans raising alarms about what they call a flood of immigrants.
The bill’s setback — a major defeat for President Bush — could complicate Republican efforts to win over the fast-growing Hispanic electorate and help Democrats solidify their hold on these voters, an electoral prize expected to increase in importance in coming decades. Surveys showed that Hispanics were a small part of the Republican primary vote in 2000, with their greatest influence being in California, where they made up 9 percent of the vote.
The debate over immigration has spurred Hispanic leaders and voters to mobilize like few issues in recent memory have. The National Association of Latino Elected Officials has joined with the Hispanic television network Univision on a national campaign to help Hispanic residents fill out citizenship applications and to help those who are already citizens register to vote.
Stephanie Pillersdorf, a spokeswoman for Univision, said the number of Hispanic residents who had applied for citizenship in Los Angeles County alone had gone up 146 percent since the campaign started several months ago.
The scramble for Hispanic support is evident both within the campaigns and out on the trail.
On Friday, Mrs. Clinton spoke to Hispanic leaders in the Bronx , where she accused Republicans of undermining the immigration bill in the Senate. “The bill was mostly killed by people who don’t want any immigration reform and don’t want a path toward legalization,” she said. “There’s a very big anti-immigrant feeling that is influencing the problem right now, particularly on the Republican side.”
Earlier this month, Mr. Obama traveled to Nevada, a heavily Hispanic state that moved its caucus to Jan. 19, and sat down for interviews with Spanish-language television and newspaper reporters.
Mr. Edwards, who hopes his populist appeal will draw support from Hispanics, is dispatching his political director, David Medina, to meet with members of Democratic Hispanic Caucus of Florida. Mr. Richardson alternates between English and Spanish on the campaign trail. Senator Christopher J. Dodd, Democrat of Connecticut, also often likes to display his fluency in Spanish, including when he announced his candidacy on CNN en Español.
Republicans are making similar efforts. On Friday, for example, the Romney campaign announced a steering committee to attract the Hispanic vote.
Strategists for several Democratic campaigns say the new calendar has set the stage for Hispanic voters to have much more influence in picking the parties’ presidential nominees than they did when states like Iowa and New Hampshire were essentially alone among the early states in the nominating process.
In fact, in the 2004 race, Senator John Kerry did not assemble a Hispanic outreach and media operation until about five months before the general election.
By contrast, the Clinton campaign has already put in place a driven Hispanic outreach team that, among other things, issues press releases in Spanish on a regular basis and has a stable of Spanish-speaking surrogates to fill in for Mrs. Clinton at events that focus on Hispanics. It has also assigned a prominent role to its campaign manager, Patti Solis Doyle, a woman of Mexican descent who has been one of Mrs. Clinton’s most trusted advisers and friends since her days as first lady of Arkansas. Mrs. Doyle, who played a crucial role in getting the recent endorsement from Mr. Villaraigosa, has made herself available for interviews with Hispanic organizations of all sorts.
Democrats are optimistic about their prospects of making large gains among Hispanic voters, mindful of the progress they made in the 2006 midterm elections, when only 26 percent of Hispanics voted for Republican Congressional candidates. That was down from 44 percent in 2004, when Mr. Bush was at the top of the ticket, according to nationwide exit polls conducted by Edison/Mitofsky.
While Mr. Bush’s popularity with Hispanics had been a factor in drawing large numbers of them to the Republican Party, many Hispanics appear to be returning to the Democratic fold as conservative efforts gained momentum last year to restrict immigration and build a wall along the Mexican border.
Democrats are doing what they can to encourage that return. Mr. Obama has traveled to Nevada several times to meet with members and leaders of a culinary workers’ union, most of whom are Hispanic women who work in Las Vegas hotels and casinos. The Obama campaign says the union could play a decisive role in generating voter turnout when the state holds its caucus next January.
The campaign is also sending dozens of volunteers this weekend to pass out Spanish-language literature in heavily Hispanic cities like Los Angeles, San Diego, Las Vegas, Phoenix, Houston and San Antonio, and is making videos available on its Web site with closed captioning in Spanish.
Mr. Edwards, in turn, is betting that his antipoverty campaign of the last few years, including helping unions organize in industries with large numbers of Hispanic workers, will give him an edge.
Earlier this year, he met with Arturo Rodriguez, the president of the farm workers’ union, and several hundred union members in Fresno, Calif. Mr. Edwards’s campaign has also sent prominent Hispanic supporters to act as surrogates for him on the campaign trial, including Patricia Madrid, the former attorney general of New Mexico, who recently went to Nevada to meet with Hispanic politicians and activists.
If any candidate can appeal to the ethnic pride of Hispanic voters, it is Mr. Richardson, the New Mexico governor, who often points to his Mexican roots (his mother is a native of Mexico) when appearing before Hispanic audiences.
The main problem for Mr. Richardson is that he is a relatively unknown figure among Hispanic voters, as well as the general electorate. To raise his profile among Hispanics, Mr. Richardson has turned to prominent Hispanics, including Gloria Molina, a Los Angeles County supervisor, who introduced him at the rally where he recently announced his candidacy.
David Contarino, Mr. Richardson’s campaign manager, predicted that his candidacy would become a matter of “interest and pride” among Hispanic voters once they learned of his record and roots.
“His name is Bill Richardson; that does not necessarily communicate his background,” Mr. Contarino said dryly.

Another victory for American workers in Arizona. Yesterday, the Ninth Circuit Court of Appeals upheld the get-tough employer sanctions law in the state. The law hits employers who knowingly hire illegal aliens with strict penalties and in some cases even strips businesses of their licenses. A lower court upheld the same law in February. But open-borders and amnesty groups along with the business lobby are considering yet another appeal.

In California, League of United Latin American Citizens has adopted a resolution to declare "California Del Norte" a sanctuary zone for immigrants. The declaration urges the Mexican government to invoke its rights under the Treaty of Guadalupe Hidalgo "to seek third nation neutral arbitration of ....disputes concerning immigration laws and their enforcement." Last year, Prince William County, Virginia passed an initiative to allow local police to check the immigration status of anyone in police custody. The county recently held its first immigration training session for local police officers. We’ll have a look inside the training.

Why the new jobs go to immigrants

Wall Street cheered and stock prices rose when the US Labor Department announced last Friday that employers had expanded their payrolls by 262,000 positions in February.
But it wasn't entirely good news. The statisticians also indicated that the share of the adult population holding jobs had slipped slightly from January to 62.3 percent. That's now two full percentage points below the level in the brief recession that began in March 2001.
Why the apparent contradiction? Reasons abound: population growth, rising retirements. But one factor that gets little attention is immigration.
In the past four years, the number of immigrants into the US, legal and illegal, has closely matched the number of new jobs. That suggests newcomers have, in effect, snapped up all of the new jobs.
"There has been no net job gain for natives," says Andrew Sum, an economist at Northeastern University.
In the US, President Bush calls for giving millions of illegal immigrants a kind of guest-worker status as a legal path to US citizenship. So far, no specific legislation to implement his suggestion has been put before Congress.
Meanwhile, US border patrols spend millions of dollars a year trying to keep illegals out. And yet, they keep coming, evidently little discouraged by recession or the 9/11 attacks. In the past four years alone, the number of immigrants ran some 2.5 million to 3 million, of which about half were illegal.
They come for jobs, of course. And the Bush administration makes barely any effort to enforce current law. In 2003, a total of 13 employers were fined for hiring undocumented employees.
In fact, neither Republicans nor Democrats have promoted enforcement of immigration law prohibiting the hiring of illegal immigrants, says Mr. Sum, head of Northeastern's Center for Labor Market Studies.
What employers really want in many cases by hiring immigrants is to hold down wage costs, experts say.

MOST MEXICAN IMMIGRANTS IN NEW STUDY GAVE UP JOBS TO TAKE THEIR CHANCES IN U.S.

A report about the work lives of recent Mexican immigrants in seven cities across the United States suggests that they typically traded jobs in Mexico for the prospect of work here, despite serious bouts of unemployment, job instability and poor wages.
The report, released Tuesday by the Pew Hispanic Center, was based on surveys of nearly 5,000 Mexicans, most of them here illegally.
Those surveyed were seeking identity documents at Mexican consulates in New York, Atlanta and Raleigh, N.C., where recent arrivals have gravitated toward construction, hotel and restaurant jobs, and in Dallas, Chicago, Los Angeles, and Fresno, Calif., where they have been more likely to work in agriculture and manufacturing.
Unlike the stereotype of jobless Mexicans heading north, most of the immigrants had been employed in Mexico, the report found.
Once in the United States, they soon found that their illegal status was no barrier to being hired here. And though the jobs they landed, typically with help from relatives, were often unstable and their median earnings only $300 a week, that was enough to keep drawing newcomers because wages here far exceeded those in Mexico.
"We're getting a peek at a segment of the U.S. labor force that is large, that is growing by illegal migration, and that is bringing an entirely new set of issues into the U.S. labor market," said Rakesh Kochhar, associate director for research at the Pew Hispanic Center and author of the study.
The report suggested that policies intended to reduce migration pressures by improving the Mexican economy would have to look beyond employment to wages and perceptions of opportunity.
The survey found that the most recent to arrive were more likely to have worked in construction or commerce, rather than agriculture, in Mexico. Only 5 percent had been unemployed there; they were "drawn not from the fringes, but from the heart of Mexico's labor force," the report said.
After a difficult transition in their first six months in the United States about 15 percent of the respondents said they did not work during that time the rate of unemployment plummeted, to an average of 5 percent.
But in one of the most striking findings, 38 percent reported an unemployment spell lasting a month or more in the previous year, regardless of their location, legal status or length of time in the United States.
"These are workers with no safety net," Mr. Kochhar said. "The long run implication is a generation of workers without health or pension benefits, without any meaningful asset accumulation."
On the other hand, Mr. Kochhar and Roberto Suro, director of the Pew Hispanic Center, said the flexibility of this work force was a boon to certain industries like home construction, an important part of the nation's economic growth since the last recession.
Among respondents to the survey, those who settled in Atlanta and Dallas were the best off, with 56 percent in each city receiving a weekly wage higher than the $300 a week median. The worst off were in Fresno, where more than half of the survey respondents worked in agriculture and 60 percent reported earning less than $300 a week. The lowest wages were reported by women, people who spoke little or no English, and those without identification.
To some scholars of immigration, the report underlines the lack of incentives for employers to turn to a guest worker program like the one proposed by President Bush because their needs are met cheaply by illegal workers and all without paperwork or long term commitment.
Guest workers might instead appeal to corporations like Wal Mart, the scholars said, where service jobs are now the target of union organizing drives.
"You can't plausibly argue that immigrant dominated sectors have a labor shortage," said Robert Courtney Smith, a sociologist and author of "Mexican New York: Transnational Lives of New Immigrants." Instead, he said, the report and evidence of falling wages among Mexican immigrants over time point to an oversupply of vulnerable workers competing with each other.
But Brendan Flanagan, a spokesman for the National Restaurant Association, which supports a guest worker program, disagreed. "In many places it is difficult to fill jobs with domestic workers," Mr. Flanagan said. "We've seen a simple lack of applicants, regardless of what wage is offered."
Although the survey, conducted from July 2004 to January 2005, was not random or weighted to represent all Mexican immigrants, it offers a close look at a usually elusive population.
Those surveyed were not questioned directly about their immigration status, but they were asked whether they had any photo identification issued by a government agency in the United States. Slightly more than half over all, and 75 percent in New York, said they did not.
The migration is part of a historic restructuring of the Mexican economy comparable to America's industrial revolution, said Kathleen Newland, director of the Migration Policy Institute, a research organization based in Washington.
The institute released its own report on Tuesday, arguing that border enforcement efforts have failed. Workplace enforcement, which has been neglected, would be a crucial part of making a guest worker program successful.
For now, Mexicans keep arriving illegally.
"It doesn't matter if it's winter," said Ricardo Cortes, 23, a construction worker waiting for a friend outside the Mexican consulate in New York on Tuesday. "People are still coming because there's no money over there."
