Out of balance: Intelligence report breaks down Mexico narco war

Mexico's narco war is a "struggle for balance" among various large criminal organizations that control drug trafficking routes in certain regions of the country, and government efforts to decommission the cartels have made that balance "very elusive," says a recent private intelligence report on the security situation in Mexico.

The report, published online last month by the U.S.-based Stratfor intelligence firm, is open and free to the public, an unusual move in an industry where data are usually only available to clients. Stratfor analyst Scott Stewart describes in detail the make-up of the cartels' current geography and the rise of a new trafficking alliance he calls the New Federation.

"The laws of economics dictate that narcotics will continue to flow into the United States," the report says early on. Narco trafficking groups in Mexico have traditionally attempted to supply those narcotics as quietly as possible, like "businessmen." But when one organization is weakened, others attempt to wrest control of new territory, causing violence to erupt.

So who is fighting whom right now? And over which territories? It is a complicated trail to follow, but the report sheds light on the strategic conflict at play behind the daily headlines of carnage and bloodshed.

Many analysts trace the current narco warfare on efforts by the Sinaloa cartel early this decade to move into Juarez cartel territory, in Ciudad Juarez, and Arellano Felix cartel territory, in Tijuana.

The other strong trafficking group in Mexico, the Gulf cartel, has also battled the Sinaloa group for control of smuggling "plazas" along the U.S. border. Further complicating the picture, break-off groups like the Zetas (formerly under the Gulf cartel), and the Beltran Leyva organization and La Familia Michoacana (formed partly among former Sinaloa cartel agents) are seeking to secure their own smuggling territories.

Government strikes against major cartel figures result in temporary vacuums of power and can thus yield more violence.

"Indeed," the Stratfor report says, "the Gulf and Sinaloa cartels have joined forces with La Familia Michoacana to form a new super cartel called the New Federation and are now allies in the struggle against Los Zetas and the [Beltran Leyva Organization], which have teamed up with the Juarez cartel to fight against the New Federation."

In a short-term outlook, the report says, "perhaps the only hope for striking a balance and reducing the violence is that the New Federation is strong enough to kill off organizations like Los Zetas, the BLO and the Juarez cartel and assert calm through sheer force."

So where is the government and military in all of this? The Stratfor report discusses lingering suspicions that consecutive governments headed by the conservative National Action Party (PAN) have "helped" the Sinaloa cartel. The Times has also noted the allegations, which President Felipe Calderon vigorously denies.
"Of course, it is highly possible that the Sinaloa cartel is just a superior cartel and is better at using the authorities as a weapon against its adversaries. On the other hand, perhaps the increasingly desperate government has decided to use Sinaloa and the New Federation as a fulcrum to restore balance to the narcotics trade and reduce the violence across Mexico," the report says.

For anyone who has grown weary of constant reports of violence in Mexico and a soaring tally of victims, such assessments on the current narco war could hardly be reassuring. Still, many Mexicans would welcome an end to the violence -- no matter who makes it stop.

May Day Amnesty Rallies Turn Violent


Amnesty forces staged protest rallies and demonstrations across the country on May1, International Workers’ Day. (The Washington Post, April 29, 2010). Such “May Day” rallies have become an annual ritual for special interest groups and amnesty advocates since 2006, when they came out to urge Congress to pass a sweeping amnesty bill. Arizona’s recent crackdown on illegal immigration ignited a renewed sense of urgency, and protesters took to the streets to decry the new law and demand amnesty. (The Washington Post, May 1, 2010).

The rallies turned violent as thousands of marchers swarmed Los Angeles, hundreds gathered in Phoenix, and dozens were arrested in Washington, D.C. (ABC News, May 1, 2010). A rally in Santa Cruz turned into a riot when some of the masked protesters smashed storefront windows and painted graffiti signs on dozens of businesses. (NBC News, May 3, 2010). Bearing torches, they stormed the city’s main street on Saturday night and vandalized at least 15 businesses, causing at least $100,000 worth of damage. (San Francisco Chronicle, May 3, 2010). In San Francisco, ABC-TV affiliate KGO reported that May Day marchers attacked supporters of the Arizona law, punching and kicking them while calling them racists. (ABC News , May 1, 2010).

The protests resulted in arrests around the country, including the arrest of U.S. Congressman Luis Gutierrez (D-Ill.), who was arrested along with 34 others who staged a sit-in in front of the White House. (The New York Times, May 1, 2010). It appears that Rep. Gutierrez had every intention of disobeying police orders and getting arrested as he wore a t-shirt that read, “Arrest me, not my friends.” (See The Hill, May 1, 2010) Amnesty advocates promised civil disobedience and they delivered violence courtesy of angry mobs gathered throughout the nation, all in the name of open borders.

Napolitano: Spillover Violence in Arizona is Mere “Perception”

Testifying before the Senate Judiciary Committee last week, Homeland Security Secretary Janet Napolitano played down the violence along the border, stating that “[Arizona] is a place where there is a perception that there is spillover violence.” (Webcast, April 27, 2010, emphasis added). Remarkably, Napolitano made the statement just seconds after she noted that the drug cartels “literally have fingertips that go into communities all over the nation” and that Phoenix has been the center of “battles” between drug cartel distributors. (Id.) Still, Secretary Napolitano seemed to dismiss the seriousness of the violence, insisting that “the plain fact of the matter is from a numbers perspective, the numbers at the border have never been better.” (Webcast, April 27, 2010).

During the hearing, Senators from both sides of the aisle expressed serious concern about increasing border violence. Chairman Pat Leahy (D-VT) said, “[W]e are experiencing historic levels of drug related violence that must be brought under control – families being murdered, law enforcement being murdered, officials being murdered, and brazen shoot outs.” (Webcast, April 27, 2010; See also Leahy’s Written Statement, April 27, 2010). Committee Ranking Member Jeff Sessions (R-AL) echoed his words: “The violence…is increasing and is a serious threat to law abiding people. In Arizona and other places along our southern border, the power of these drug cartels is very real. The power of the coyotes who bring people in illegally is very real, and it’s got to be confronted in a very serious way.” (Webcast, April 27, 2010). And when pressed by Senator Sessions about the need to help local law enforcement officials combat this violence, Napolitano -- who has been an outward critic of Arizona’s new immigration law -- responded, “[I]n my judgment, what we need to be doing is working with local law enforcement so that you have combined and leveraged federal resources with local. (Id.)

Napolitano’s comments before the Judiciary Committee came after a string of violence near the border involving U.S. citizens. Just 45 days earlier, drug cartels executed a gruesome murder of three people with ties to the U.S. Consulate in the Mexican border city of Ciudad Juarez (FOX News, April 6, 2010); 36 days earlier her own department issued a safety alert to law enforcement officers in west Texas warning of retaliatory killings by Mexican “assassin teams” (See FAIR’s Legislative Update, April 12, 2010); and exactly one month prior, Arizona rancher Rob Krentz was murdered near the U.S.-Mexico border by a suspected illegal alien (See FAIR’s Legislative Update, April 5, 2010). Four days after the hearing, an Arizona sheriff’s deputy was ambushed and shot by illegal aliens with an AK-47 about 50 miles south of Phoenix. (The New York Times, May 1, 2010) The encounter led to a massive manhunt in which Arizona law enforcement deployed scores of officers and dispatched helicopters to search a 100 mile radius. (Id.)

Napolitano’s suggestion that the southwest border is more secure than ever was likely meant to lay the groundwork for a mass amnesty. In fact, her comments came in response to a question from Chairman Leahy in which he asked “Can we do both things? Secure our border, and have comprehensive immigration legislation?”(Webcast, April 27, 2010). Napolitano’s answer: “[C]omprehensive immigration reform should be in our sights.” (Id.).

Slim has his pickings

MEXICAN billionaire Carlos Slim is wheeling and dealing his way through the media world.
According to people familiar with the matter, Slim is sinking more money into The New York Times Co., doubling his current 7 percent stake, while also visiting the offices of Newsweek, the Washington Post-owned newsweekly that was put up for sale earlier this week.
The expanded investment in the Times makes Slim its largest independent shareholder, after the previous biggest shareholder, Phil Falcone's hedge fund Harbinger Capital, sold 4.75 million shares last month.
Slim already has deep ties to the Times as a result of his $250 million, high-interest loan to the company in January 2009 and the warrants he holds that enable him to buy up to 18 percent of the company's common stock.
The Times declined to comment. Slim did not respond to a request for comment.
At the same time that he's getting in deeper with the Times, sources said Slim also met with Newsweek executives on Wednesday.
Slim's visit adds to the intrigue surrounding a comment made earlier this week by Newsweek Editor Jon Meacham, who said that once word began to circulate that the magazine he runs was for sale, he received phone calls from two billionaires interested in buying the title.
According to people familiar with the matter, Slim was not one of those billionaires.
Slim's apparent interest in Newsweek would represent a reversal of fortune for a magazine that some watchers predicted would be difficult to sell.
The title has struggled, losing $28.1 million last year, after slashing by more than 1 million the number of copies it promises advertisers it will sell, known as the rate base.
Compounding matters has been a redesign that moved the magazine away from covering breaking news to mimic The Economist in style, but failed to connect with readers.
The Washington Post said it would not comment on the sale until the process was complete.

At this week's summit, failed reforms under Fox should be the issue, not US actions.

At the parleys this week with his US and Canadian counterparts in Cancún, Mexican President Vicente Fox will press for more opportunities for his countrymen north of the Rio Grande. Specifically, he will argue for additional visas for Mexicans to enter the United States and Canada, the expansion of guest-worker schemes, and the "regularization" of illegal immigrants who reside throughout the continent. In a recent interview with CNN, the Mexican chief executive excoriated as "undemocratic" the extension of a wall on the US-Mexico border and called for the "orderly, safe, and legal" northbound flow of Mexicans, many of whom come from his home state of Guanajuato. Mexican legislators share Mr. Fox's goals. Silvia Hernández Enriquez, head of the Senate Committee on Foreign Relations for North America, recently emphasized that the solution to the "structural phenomenon" of unlawful migration lies not with "walls or militarization" but with "understanding, cooperation, and joint responsibility." Such rhetoric would be more convincing if Mexican officials were making a good faith effort to uplift the 50 percent of their 106 million people who live in poverty. To his credit, Fox's "Opportunities" initiative has improved slightly the plight of the poorest of the poor. Still, neither he nor Mexico's lawmakers have advanced measures that would spur sustained growth, improve the quality of the workforce, curb unemployment, and obviate the flight of Mexicans abroad. Indeed, Mexico's leaders have turned hypocrisy from an art form into an exact science as they shirk their obligations to fellow citizens, while decrying efforts by the US senators and representatives to crack down on illegal immigration at the border and the workplace. What are some examples of this failure of responsibility? • When oil revenues are excluded, Mexico raises the equivalent of only 9 percent of its gross domestic product in taxes - a figure roughly equivalent to that of Haiti and far below the level of major Latin American nations. Not only is Mexico's collection rate ridiculously low, its fiscal regime is riddled with loopholes and exemptions, giving rise to widespread evasion. Congress has rebuffed efforts to reform the system. Insufficient revenues mean that Mexico spends relatively little on two key elements of social mobility: Education commands just 5.3 percent of its GDP and healthcare only 6.10 percent, according to the World Bank's last comparative study. • A venal, "come-back-tomorrow" bureaucracy explains the 58 days it takes to open a business in Mexico compared with three days in Canada, five days in the US, nine days in Jamaica, and 27 days in Chile. Mexico's private sector estimates that 34 percent of the firms in the country made "extra official" payments to functionaries and legislators in 2004. These bribes totaled $11.2 billion and equaled 12 percent of GDP. • Transparency International, a nongovernmental organization, placed Mexico in a tie with Ghana, Panama, Peru, and Turkey for 65th among 158 countries surveyed for corruption. • Economic competition is constrained by the presence of inefficient, overstaffed state oil and electricity monopolies, as well as a small number of private corporations - closely linked to government big shots - that control telecommunications, television, food processing, transportation, construction, and cement. Politicians who talk about, much less propose, trust-busting measures are as rare as a snowfall in the Sonoran Desert. Geography, self-interests, and humanitarian concerns require North America's neighbors to cooperate on myriad issues, not the least of which is immigration. However, Mexico's power brokers have failed to make the difficult decisions necessary to use their nation's bountiful wealth to benefit the masses. Washington and Ottawa have every right to insist that Mexico's pampered elite act responsibly, rather than expecting US and Canadian taxpayers to shoulder burdens Mexico should assume.

In this final entry of this series on Anchor Babies in America, we shall investigate the unbelievable but verifiable costs to American citizens. Additionally, we will explore ancillary problems created by illegal alien children within our classrooms across the country.

Do we blame the children? No! Do we blame their parents? Yes! (They know they are illegal aliens!)

Who do we blame? Simple! Our U.S. Congress and U.S. presidents from Bush 41, Clinton, Bush 43 and today, Obama! They must take responsibility for this fiscal/educational and linguistic fiasco. They failed to enforce our laws in the past 20 years, and Obama fails to enforce our immigration and labor laws in 2009. Thus, they allowed countless tens of thousands of employers within the United States to subvert our laws as to employment of unlawful immigrants. Our Congress allowed a new 21st century slave class to establish itself in excess of 20 million unlawful aliens-inside this country. The rich benefit and the rest of us subsidize and suffer from it.

While those 20 million enjoy employment, housing, welfare, food and medical care on U.S. taxpayer dollars, 15 million Americans cannot find a job. An astounding 32.2 million Americans subsist on food stamps. Our working poor and minorities languish in the streets and 13 million American children live below the poverty level.

EDUCATIONAL CHAOS:
Those 400,000 anchor babies cost taxpayers big time! At $6,000.00 per delivery in our hospitals where those pregnant alien mothers take themselves to birth their children X's 400,000 annually: $2.4 billion annually. Year after year after year! If the child suffers from autism, Down's Syndrome, myocardial septal defect (hole in heart), deformity, premature birth in ICU or other problems-the costs may hit $1 million and more.

Remember also, that the mother becomes a ward of the welfare rolls in assisted housing, food stamps, medical care, welfare payments-all on the taxpayer's dollar. Instead of 400,000 dependents, the actual number doubles to 900,000. Additionally, as that mother births more children, the costs rise dramatically.

Once the child reaches age five, it begins a 13 year educational journey that costs taxpayers on average $9,644.00 annually depending on school districts within the United States. When you add in 'free' breakfasts and lunches for those disadvantaged children, the costs rise into the billions of dollars. Finally, English as a Second Language costs taxpayers according to economist Edwin Rubenstein:

"The total additional per pupil costs for language assistance instruction was estimated to be in the range of $200 to $700 in 1981 dollars-equivalent to $460 to $1,600 in 2007 dollars. Using the average of the latter two amounts-$1,030-as our estimate of per pupil cost, the total cost of providing English Language Learning instruction to the 3.8 million students enrolled in those programs would equal about $3.9 billion. Talk about throwing U.S. taxpayer dollars down a rat hole, NBC's Brian Williams reported last June that high school graduation rates around the country suffered tremendously. Detroit public schools, loaded with Middle Eastern legal and illegal immigrants along with unlawful Mexican migrant children tallied an astounding 76 percent dropout/flunkout rate among potential graduating seniors. Other cities like L.A., Chicago and Houston hovered around 50 to 60 percent dropout rates.

Brian Williams reported that 1.2 million 'American' teens hit the streets annually "functionally illiterate."

Dan Stein at http://www.fairus.org published a report titled: "Breaking the Piggy Bank: How Illegal Immigration is Sending Schools into the Red". Estimated costs of educating illegal migrant children and anchor babies: $7.5 billion annually.

The report said, in California, the $2.2 billion spent educating illegal alien immigrants for one year could:
• Pay the salaries for 41,764 teachers.
• CA schools are threatened with a $1.5 billion cut next year. Eliminating illegals would pay for all needs.
• Pay for CA's class sizes to remain capped at 20 students for a year, with $300 million to spare.
• Buy books and computers to equip 346,689 classrooms or 79 percent of classrooms in California.
• Fully fund the state's free lunch program for poor American students for two years.

Instead, California dropped from the top five top school systems in the United States to the bottom five states. Teaches struggle teaching with 113 different languages in their classrooms. As a teacher, I can tell you that more than one language in a classroom causes educational tension, ethnic tension from lack of ability to communicate and racial separation.

Students become angry, stubborn, and overwhelmed as they 'drop out' from sheer frustration and inability to perform academically. Violence ensues or complete withdrawal! Thousands join gangs for their identity.

Finally, what about U.S. children? What about the quality of their educations? What about their well-being? What about our own poverty-stricken students and special needs across the country?

Today, one-third of all students graduating from high schools heavily impacted by mass immigration must take remedial courses in universities to bring their minds up to speed for college work. In thousands of schools, gangs, foreign languages, and strange customs usurp the educational experience for U.S. students.

At some point, and soon, we must stop 'birthright citizenship' as all other countries, including Ireland and New Zealand, have done.

This year, House member Nathan Deal introduced HR 1868: reintroduced his Birthright Citizenship bill that would eliminate automatic citizenship for children born in the United States to illegal aliens. The Birthright Citizenship Act of 2009 (H.R.1868) would amend the Immigration and Nationality Act to make it more difficult for children born in the U.S. to gain citizenship.

Under the proposed legislation, a person born in the United States, in order to gain citizenship, must have at least one parent who is:
A U.S. citizen or national;
A lawful permanent resident alien whose residence is in the United States; or
An alien performing active service in the U.S. Armed Forces.

The nativist CNN reporter Lou Dobbs estimates that there are over 200,000 "Anchor Babies" born every year whereas George Putnam, a radio reporter, says the figure is closer to 300,000. La Voz de Aztlan believes that the number is approximately 500,000 "Anchor Babies" born every year.

Immigration law ignites fear in Arizona
A new state law requires public workers to report illegal immigrants who apply for benefits they aren't entitled to. The attorney general will decide the law's scope.

Cristina, an illegal immigrant living in South Tucson, recently went to a government office to sign up her children for a state-run Medicaid program.

The boy and girl, ages 7 and 3, respectively, are U.S. citizens and entitled to the benefits. But Cristina, who spoke on condition her last name not be used, was fearful. She'd heard of a new state law requiring public workers to alert Immigration and Customs Enforcement when illegal immigrants apply for benefits they are not legally entitled to.

So when workers asked Cristina, 32, for identification, she fled. She now says she has no way to treat her daughter's liver problems or her son's asthma and impacted tooth.

Cristina, a single mother and part-time house cleaner, is even reluctant to take her children to a hospital emergency room. "I feel so alone," she said.

The new law has terrified the immigrant community here, leading to agonized discussions at schools, churches and community meetings about whether it is safe to get government help in Arizona. The author of the law, state Sen. Russell Pearce, is happy about that.

"I have a hard time having compassion for criminals," Pearce said. "It's about time people started being afraid."

Pearce contends that a large number of illegal immigrants improperly receive public benefits, and his law makes it a misdemeanor for a public worker to fail to report one. The law also allows citizens to sue public agencies if they believe immigrants are receiving improper benefits.

"I want the law enforced," he said. "Every time you pass something it becomes a toothless tiger." He acknowledged that his bill is not supposed to apply to people like Cristina's children, who are legally entitled to federal benefits.

The law took effect in late November, and it is not yet clear what government services it applies to. Some fear it could mean libraries and fire stations are obligated to report illegal immigrants, an interpretation Pearce said is silly.

He said the bill applies only to a range of welfare, Medicaid and other government aid programs that are not already guaranteed to illegal immigrants under federal law.

But many Arizonans are awaiting an opinion from the state's attorney general on the law's scope and which government workers are obligated to report illegal immigrants.

Critics of the law say it creates fear and uncertainty over a problem that doesn't exist.

"It's already the law in Arizona that we cannot give benefits to people who are in the country illegally," said Ken Strobeck, executive director of the Arizona League of Cities and Towns, which unsuccessfully sued to halt the law's implementation.

Experts on both sides of the immigration debate agree that illegal immigrants rarely receive government benefits illegally. Many economists have found that immigrants pay for benefits they receive through taxes, though some studies show a net loss to government.

The main cost to taxpayers comes from the use of public schools or emergency medical care -- benefits guaranteed illegal immigrants under federal law.

Also, children of illegal immigrants who are U.S. citizens are eligible for the same benefits as those of any other citizen, such as food stamps.

"There's not much that Arizona can do about it," said Steven A. Camarota, research director at the Center for Immigration Studies in Washington, which favors restrictions on immigration. "The only solution is for us to have fewer illegals and fewer U.S.-born children" of illegal immigrants, he added.

Camarota estimated that families headed by illegal immigrants receive public assistance at about the same rate as families of native-born citizens who lack a high school education. A 2002 study by the Urban Institute found that illegal-immigrant families used benefits at a far lower rate than native-born ones -- for example, 11% of illegal-immigrant families in Los Angeles County used food stamps, compared with 33% of low-income native-born ones.

Randy Capps, who worked on the Urban Institute study and is now at the Migration Policy Institute, said illegal immigrants shy away from government aid. "When you're in an anti-immigrant, hostile environment, like in Arizona, the message is clear that you put yourself at risk with any contact with the government," Capps said.

In 2004, Pearce, a Republican, helped write a ballot initiative that required state workers to report illegal immigrants who receive benefits. But Arizona Atty. Gen. Terry Goddard, a Democrat, interpreted the measure narrowly so the law applied to only a couple of obscure programs.

This year, as the state struggled to address its budget deficit, Pearce inserted language in the budget bill reiterating those requirements. Many immigrant advocates and local officials were unaware of the move until the law took effect. Its impact was swift.

Jennifer Allen, executive director of the Border Action Network here, said the group has been swamped with calls from terrified parents, like Cristina, fearful of seeking benefits for their U.S. citizen children.

"It's sent a shock wave of fear through immigrant communities," Allen said.

The state Department of Economic Services, which administers welfare benefits, has referred to federal authorities more than 750 people who applied for benefits without proof of legal residency. Officials at ICE have not said whether they have taken action on those cases, but stressed that their priorities in deportations lie with violent criminals.

On a recent morning, a group of immigrants sat in the modest offices of the Border Action Network, sharing stories of fearful trips to apply for benefits. Sofia Machado, an English teacher and volunteer at the group, said one of her neighbors had been deported after seeking Medicaid for her U.S.-born children.

Just as Machado finished telling the story, her cellphone rang. The caller's daughter was three months pregnant and had started bleeding, but the caller feared taking her to the hospital. Machado tried to reassure the caller that hospitals should not be checking immigration status.

"There's a lack of information and a panicked ignorance," she said afterward. "Look at the disaster these people have created."

Over the next half-century, California's population will explode by nearly 75%, and Riverside will surpass its bigger neighbors to become the second most populous county after Los Angeles, according to state Department of Finance projections released Monday. California will near the 60-million mark in 2050, the study found, raising questions about how the state will look and function and where all the people and their cars will go. Dueling visions pit the iconic California building block of ranch house, big yard and two-car garage against more dense, high-rise development. But whether sprawl or skyscrapers win the day, the Golden State will probably be a far different and more complex place than it is today, as people live longer and Latinos become the dominant ethnic group, eclipsing all others combined. Some critics forecast disaster if gridlock and environmental impacts are not averted. Others see a possible economic boon, particularly for retailers and service industries with an eye on the state as a burgeoning market."It's opportunity with baggage," said Jack Kyser, chief economist for the Los Angeles County Economic Development Corp., in "a country masquerading as a state."Other demographers argue that the huge population increase the state predicts will occur only if officials complete major improvements to roads and other public infrastructure. Without that investment, they say, some Californians would flee the state. If the finance department's calculations hold, California's population will rise from 34.1 million in 2000 to 59.5 million at the mid-century point, about the same number of people as Italy has today. And its projected growth rate in those 50 years will outstrip the national rate — nearly 75% compared with less than 50% projected by the federal government. That could translate to increased political clout in Washington, D.C. Southern California's population is projected to grow at a rate of more than 60%, according to the new state figures, reaching 31.6 million by mid-century. That's an increase of 12.1 million over just seven counties. L.A. County alone will top 13 million by 2050, an increase of almost 3.5 million residents. And Riverside County — long among the fastest-growing in the state — will triple in population to 4.7 million by mid-century. Riverside County will add 3.1 million people, according to the new state figures, eclipsing Orange and San Diego to become the second most populous in the state. With less expensive housing than the coast, Riverside County has grown by more than 472,000 residents since 2000, according to state estimates. No matter how much local governments build in the way of public works and how many new jobs are attracted to the region — minimizing the need for long commutes — Husing figures that growth will still overwhelm the area's roads.USC Professor Genevieve Giuliano, an expert on land use and transportation, would probably agree. Such massive growth, if it occurs, she said, will require huge investment in the state's highways, schools, and energy and sewer systems at a "very formidable cost."If those things aren't built, Giuliano questioned whether the projected population increases will occur. "Sooner or later, the region will not be competitive and the growth is not going to happen," she said. If major problems like traffic congestion and housing costs aren't addressed, Giuliano warned, the middle class is going to exit California, leaving behind very high-income and very low-income residents. "It's a political question," said Martin Wachs, a transportation expert at the Rand Corp. in Santa Monica. "Do we have the will, the consensus, the willingness to pay? If we did, I think we could manage the growth."The numbers released Monday underscore most demographers' view that the state's population is pushing east, from both Los Angeles and the Bay Area, to counties such as Riverside and San Bernardino as well as half a dozen or so smaller Central Valley counties. Sutter County, for example, is expected to be the fastest-growing on a percentage basis between 2000 and 2050, jumping 255% to a population of 282,894 , the state said. Kern County is expected to see its population more than triple to 2.1 million by mid-century. In Southern California, San Diego County is projected to grow by almost 1.7 million residents and Orange County by 1.1 million. Even Ventura County — where voters have imposed some limits on urban sprawl — will see its population jump 62% to more than 1.2 million if the projections hold. The Department of Finance releases long-term population projections every three years. Between the last two reports, number crunchers have taken a more detailed look at California's statistics and taken into account the likelihood that people will live longer, said chief demographer Mary Heim. The result? The latest numbers figure the state will be much more crowded than earlier estimates (by nearly 5 million) and that it will take a bit longer than previously thought for Latinos to become the majority of California's population: 2042, not 2038. The figures show that the majority of California's growth will be in the Latino population, said Dowell Myers, a professor of urban planning and demography at USC, adding that "68% of the growth this decade will be Latino, 75% next and 80% after that."That should be a wake-up call for voting Californians, Myers said, pointing out a critical disparity. Though the state's growth is young and Latino, the majority of voters will be older and white — at least for the next decade."The future of the state is Latino growth," Myers said. "We'd sure better invest in them and get them up to speed. Older white voters don't see it that way. They don't realize that someone has to replace them in the work force, pay for their benefits and buy their house."

In this final entry of this series on Anchor Babies in America, we shall investigate the unbelievable but verifiable costs to American citizens. Additionally, we will explore ancillary problems created by illegal alien children within our classrooms across the country.

Do we blame the children? No! Do we blame their parents? Yes! (They know they are illegal aliens!)

Who do we blame? Simple! Our U.S. Congress and U.S. presidents from Bush 41, Clinton, Bush 43 and today, Obama! They must take responsibility for this fiscal/educational and linguistic fiasco. They failed to enforce our laws in the past 20 years, and Obama fails to enforce our immigration and labor laws in 2009. Thus, they allowed countless tens of thousands of employers within the United States to subvert our laws as to employment of unlawful immigrants. Our Congress allowed a new 21st century slave class to establish itself in excess of 20 million unlawful aliens-inside this country. The rich benefit and the rest of us subsidize and suffer from it.

While those 20 million enjoy employment, housing, welfare, food and medical care on U.S. taxpayer dollars, 15 million Americans cannot find a job. An astounding 32.2 million Americans subsist on food stamps. Our working poor and minorities languish in the streets and 13 million American children live below the poverty level.

EDUCATIONAL CHAOS:
Those 400,000 anchor babies cost taxpayers big time! At $6,000.00 per delivery in our hospitals where those pregnant alien mothers take themselves to birth their children X's 400,000 annually: $2.4 billion annually. Year after year after year! If the child suffers from autism, Down's Syndrome, myocardial septal defect (hole in heart), deformity, premature birth in ICU or other problems-the costs may hit $1 million and more.

Remember also, that the mother becomes a ward of the welfare rolls in assisted housing, food stamps, medical care, welfare payments-all on the taxpayer's dollar. Instead of 400,000 dependents, the actual number doubles to 900,000. Additionally, as that mother births more children, the costs rise dramatically.

Once the child reaches age five, it begins a 13 year educational journey that costs taxpayers on average $9,644.00 annually depending on school districts within the United States. When you add in 'free' breakfasts and lunches for those disadvantaged children, the costs rise into the billions of dollars. Finally, English as a Second Language costs taxpayers according to economist Edwin Rubenstein:

"The total additional per pupil costs for language assistance instruction was estimated to be in the range of $200 to $700 in 1981 dollars-equivalent to $460 to $1,600 in 2007 dollars. Using the average of the latter two amounts-$1,030-as our estimate of per pupil cost, the total cost of providing English Language Learning instruction to the 3.8 million students enrolled in those programs would equal about $3.9 billion. Talk about throwing U.S. taxpayer dollars down a rat hole, NBC's Brian Williams reported last June that high school graduation rates around the country suffered tremendously. Detroit public schools, loaded with Middle Eastern legal and illegal immigrants along with unlawful Mexican migrant children tallied an astounding 76 percent dropout/flunkout rate among potential graduating seniors. Other cities like L.A., Chicago and Houston hovered around 50 to 60 percent dropout rates.

Brian Williams reported that 1.2 million 'American' teens hit the streets annually "functionally illiterate."

Dan Stein at http://www.fairus.org published a report titled: "Breaking the Piggy Bank: How Illegal Immigration is Sending Schools into the Red". Estimated costs of educating illegal migrant children and anchor babies: $7.5 billion annually.

The report said, in California, the $2.2 billion spent educating illegal alien immigrants for one year could:
• Pay the salaries for 41,764 teachers.
• CA schools are threatened with a $1.5 billion cut next year. Eliminating illegals would pay for all needs.
• Pay for CA's class sizes to remain capped at 20 students for a year, with $300 million to spare.
• Buy books and computers to equip 346,689 classrooms or 79 percent of classrooms in California.
• Fully fund the state's free lunch program for poor American students for two years.

Instead, California dropped from the top five top school systems in the United States to the bottom five states. Teaches struggle teaching with 113 different languages in their classrooms. As a teacher, I can tell you that more than one language in a classroom causes educational tension, ethnic tension from lack of ability to communicate and racial separation.

Students become angry, stubborn, and overwhelmed as they 'drop out' from sheer frustration and inability to perform academically. Violence ensues or complete withdrawal! Thousands join gangs for their identity.

Finally, what about U.S. children? What about the quality of their educations? What about their well-being? What about our own poverty-stricken students and special needs across the country?

Today, one-third of all students graduating from high schools heavily impacted by mass immigration must take remedial courses in universities to bring their minds up to speed for college work. In thousands of schools, gangs, foreign languages, and strange customs usurp the educational experience for U.S. students.

At some point, and soon, we must stop 'birthright citizenship' as all other countries, including Ireland and New Zealand, have done.

This year, House member Nathan Deal introduced HR 1868: reintroduced his Birthright Citizenship bill that would eliminate automatic citizenship for children born in the United States to illegal aliens. The Birthright Citizenship Act of 2009 (H.R.1868) would amend the Immigration and Nationality Act to make it more difficult for children born in the U.S. to gain citizenship.

AN AMERICAN’S OBSERVATION OF MEXICAN RACISM IN THE WORK FORCE

I’ve worked with all races of people, from Mexicans(and other Hispanics) to blacks, to whites, to Asians, to Middle Eastern, and many Samoans and other Polynesians, and one India. Okay so I work in the warehouse opps of the company with over 1000 people.

Of all those ethnics, I would have to say Mexicans are the hardest people to work with, especially Mexican females. First and foremost, they're racist, ignorant, bitter, spiteful and xenophobic beyond belief. From the young ones at 18y/o fresh out of high school, to the ones in their 60's. Outside of mexicans or whites, they bascialy don’t know shit about any other race, and are very quick to give into stereotypes of new ethnic groups that come into work. The older mexicans hate blacks and aren’t afraid to bash them or use the "n" word in front of you (in front of non-blacks of course), while the younger mexicans hate Asians, especially the mexican females and are always asking other males if they "think shes pretty". When it comes to other races, especially the Asian female workers, the Mexican female workers are very jealous and hateful and downright racist in their attitudes towards them. Third, Mexican females are just like their mexican male counterparts, they're always horny! My goodness are these creatures always horny, they're always talking about "look look look hes cute", "look he was staring at me" and they're are always trying to attract other males. Im not surprised, everyone knows how oversexed and perverted mexican males are, and i am not surprised the females have evolved to counteract this behavior. And of course, they all stick together, but then again all ethnic groups here at this place stick together, the more diverse the setting is, the greater the segregation. That’s what I love about the management here, they love to hire from all ethnic groups, and they like to keep the place diverse. But the thing is Mexicans do not know how to exist in a multi-cultural environment!!!

Am I generalizing too much? The people here in general are very uneducated, and the positions here pay average 10-18 bucks an hour depending on your senority with some good benefits. But I guess you don’t need a degree to have ethics and morals. The mexicans here should know that its not polite to call people the "n" word, or bash other ethnic females. It’s funny because all the other races here keep it cool and neutral, while the mexicans like to turn this workplace into some kind of hostile competition, always talking about other people. Im serious! None of the other races here talking about other races except for the mexicans, this is their daily conversation, its normal to them. If you get into it with another non-mexican worker here, they will stop talking to you, and act like you don’t exist okay, fine by me, but if you get into with a mexican here, they will fuck with you and gang up on you!! They got a huge chip on their shoulders for some reason. They see every non-Mexican as competition. I don’t know why they do, there’s enough room in this workplace for everyone to work and earn a living.

Study: Illegal alien population may be as high as 38 million A new report finds the Homeland Security Department "grossly underestimates" the number of illegal aliens living in the U.S. Homeland Security's Office of Immigration Studies released a report August 31 that estimates the number of illegal aliens residing in the U.S. is between 8 and 12 million. But the group Californians for Population Stabilization, or CAPS, has unveiled a report estimating the illegal population is actually between 20 and 38 million. Four experts, all of whom contributed to the study prepared by CAPS, discussed their findings at a news conference at the National Press Club in Washington Wednesday. James Walsh, a former associate general counsel of the Immigration and Naturalization Service, said he is "appalled" that the Bush administration, lawyers on the Senate Judiciary Committee, and every Democratic presidential candidate, with the exception of Joe Biden, have no problem with sanctuary cities for illegal aliens. "Ladies and gentlemen, the sanctuary cities and the people that support them are violating the laws of the United States of America. They're violating 8 USC section 1324 and 1325, which is a felony -- [it's] a felony to aid, support, transport, shield, harbor illegal aliens," Walsh stated. Obama soft on illegals enforcement

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

U.S. to Reform Policy on Detention for Immigrants

The Obama administration intends to announce an ambitious plan on Thursday to overhaul the much-criticized way the nation detains immigration violators, trying to transform it from a patchwork of jail and prison cells to what its new chief called a “truly civil detention system.”
Details are sketchy, and even the first steps will take months or years to complete. They include reviewing the federal government’s contracts with more than 350 local jails and private prisons, with an eye toward consolidating many detainees in places more suitable for noncriminals facing deportation — some possibly in centers built and run by the government.

The plan aims to establish more centralized authority over the system, which holds about 400,000 immigration detainees over the course of a year, and more direct oversight of detention centers that have come under fire for mistreatment of detainees and substandard — sometimes fatal — medical care.

One move starts immediately: the government will stop sending families to the T. Don Hutto Residential Center, a former state prison near Austin, Tex., that drew an American Civil Liberties Union lawsuit and scathing news coverage for putting young children behind razor wire.
“We’re trying to move away from ‘one size fits all,’ ” John Morton, who heads the Immigration and Customs Enforcement agency as assistant secretary of homeland security, said in an interview on Wednesday. Detention on a large scale must continue, he said, “but it needs to be done thoughtfully and humanely.”
Hutto, a 512-bed center run for profit by the Corrections Corporation of America under a $2.8 million-a-month federal contract, was presented as a centerpiece of the Bush administration’s tough approach to immigration enforcement when it opened in 2006. The decision to stop sending families there — and to set aside plans for three new family detention centers — is the Obama administration’s clearest departure from its predecessor’s immigration enforcement policies.
So far, the new administration has embraced many of those policies, expanding a program to verify worker immigration status that has been widely criticized, bolstering partnerships between federal immigration agents and local police departments, and rejecting a petition for legally binding rules on conditions in immigration detention.
But Mr. Morton, a career prosecutor, said he was taking a new philosophical approach to detention — that the system’s purpose was to remove immigration violators from the country, not imprison them, and that under the government’s civil authority, detention is aimed at those who pose a serious risk of flight or danger to the community.
Janet Napolitano, the secretary of homeland security, said last week that she expected the number of detainees to stay the same or grow slightly. But Mr. Morton added that the immigration agency would consider alternative ways to assure that those who face deportation — and are not dangerous — do not flee.
Reviewing and redesigning all facilities, programs and standards will be the task of a new Office of Detention Policy and Planning, he said. Dora Schriro, special adviser to Ms. Napolitano, will become the director, assisted by two experts on detention management and medical care. The agency will also form two advisory boards of community groups and immigrant advocates, one focusing on detention policies and practices, the other on detainee health care.
Mr. Morton said he would appoint 23 detention managers to work in the 23 largest detention centers, including several run by private companies, to ensure that problems are promptly fixed. He is reorganizing the agency’s inspection unit into three regional operations, renaming it the Office of Detention Oversight, and making its agents responsible for investigating detainee grievances as well as conducting routine and random checks.
“A lot of this exists already,” he said. “A lot of it is making it work better” while Dr. Schriro’s office redesigns the detention system, which he called “disjointed” and “very much dependent on excess capacity in the criminal justice system.”
Asked if his vision could include building new civil detention centers, he said yes. The current 32,000-bed network costs $2.4 billion a year, but the agency is not ready to calculate the cost of a revamped system.
Vanita Gupta, an American Civil Liberties Union lawyer who led the lawsuit against the Hutto center, was jubilant over the decision to stop sending families there, but cautious about the other measures.
“The ending of family detention at Hutto is welcome news and long overdue,” she said in an e-mail message. “However, without independently enforceable standards, a reduction in beds, or basic due process before people are locked up, it is hard to see how the government’s proposed overhaul of the immigration detention system is anything other than a reorganization or renaming of what was in place before.”
Ms. Gupta said the changes at Hutto since 2006 illustrated the importance of enforceable rules. Before the A.C.L.U. lawsuit was settled in 2007, some children under 10 stayed as long as a year, mainly confined to family cells with open toilets, with only one hour of schooling a day. Children told of being threatened by guards with separation from their parents, many of them asylum-seekers from around the world.
Only through judicial enforcement of the settlement, she said, have children been granted such liberties as wearing pajamas at night and taking crayons into family cells. The settlement also required the agency to honor agency standards that had been ignored, like timely reviews of the decision to detain a family at all. Some families have been deported, but others were released or are now awaiting asylum decisions in housing run by nonprofit social service agencies.
That kind of stepped-up triage could be part of the more civil detention system envisioned by Mr. Morton and Dr. Schriro, who has been reviewing the detention system for months and is expected to report her recommendations soon.
But the Hutto case also points to the limits of their approach, advocates say. Under the settlement, parents and children accused of immigration violations were detained when possible at the country’s only other family detention center, an 84-bed former nursing home in Leesport, Pa., called the Berks Family Shelter Care Facility. The number detained at Hutto has dropped sharply, to 127 individuals from as many as 450.
Advocates noted that Berks, though eclipsed by the criticism of Hutto — the subject of protest vigils, a New Yorker article and a documentary — also has a history of problems, like guards who disciplined children by sending them across the parking lot to a juvenile detention center, and families’ being held for two years.
The Hutto legal settlement expires Aug. 29. In the most recent monitoring report last month, Magistrate Judge Andrew W. Austin wrote: “Although the use of this facility to hold families is not a violation of the settlement agreement, it seems fundamentally wrong to house children and their noncriminal parents this way. We can do better.”
Mr. Morton, a career prosecutor, seemed to agree. Hutto will be converted into an immigration jail for women, he said, adding: “I’m not ruling out the possibility of detaining families. But Berks is the better facility for that. Hutto is not the long-term answer.”

Immigration Reform and Hard Times
The Obama administration said last week that it would begin a major push for immigration reform this year. The country’s two big labor federations just announced that they are joining forces to support that effort, which includes a path to citizenship for undocumented workers. That’s double good news.
The administration is saying that it will keep its promise to fix the broken system, even if it means pushing the hottest of hot buttons: legalization, the dreaded “amnesty” that sets the Republican right wing ablaze and makes many Democrats quiver.
We are also heartened that American labor is speaking with a united voice in hard times, rejecting the false claim that fixing the immigration system will somehow hurt American workers. Even in a bad economy — especially in a bad economy — getting undocumented immigrants on the right side of the law only makes sense.
Administration officials said President Obama planned to speak publicly about the issue next month and would convene working groups this summer, à la health care, to begin discussing future legislation. Immigrant advocates were ecstatic, though it is important to note that this was not a promise to move a bill, only to start the debate. Even that is not going to be easy. Reform was thwarted in the last two Congresses by obstructionist Republicans committed to the delusion that expelling 12 million people amounts to a realistic policy.
The country has suffered mightily in the meantime. American workers and businesses continue to be undercut by the underground economy. The economic potential of some of the country’s most industrious workers is thwarted. Working off the books — and living in constant fear of apprehension — they earn less, spend less, pay less in taxes and have little ability to report abuses or to improve their skills or job prospects.
The ingredients of reform are clear: legalization for the 12 million, to yield bumper crops of new citizens, to make it easier to weed out criminals and to end the fear and hopelessness of life in the shadows; sensible enforcement at the border that focuses resources on fighting crime, drugs and violence; a strengthened employment system that punishes businesses that exploit illegal labor; and a future flow of workers that is attuned to the economy’s needs and fully protects workers’ rights.
The last point has been a sticky one with some unions. The agreement between the A.F.L.-C.I.O. and Change to Win — a rival federation that includes service employees, the Teamsters and carpenters — will center on a new approach to future immigration, a compromise in which an independent national commission calibrates the size of temporary-worker programs each year, based on conditions in labor markets. It may not be a perfect plan, but after years of vitriol, it’s encouraging to hear calmer voices outlining smart reform.

Obama soft on illegals enforcement

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

Border security not an isolated issue, Napolitano says
The Homeland Security chief, at an El Paso conference, says immigration enforcement, citizenship processes and counter-narcotics efforts are 'inextricably linked' to border safety.

Reporting from El Paso — One day after President Obama concluded a summit in Mexico, Homeland Security Secretary Janet Napolitano said Tuesday that securing the Southwest border required targeting several issues at the same time: illegal immigration, drug trafficking and violence in Mexico.

Napolitano said her strategy was unlike the Bush administration's, in which "the issue of the Southwest border was walled off from all other issues."

"Our approach is to view Southwest border security along with enforcement of our immigration laws in the interior of the country, counter-narcotics enforcement and streamlined citizenship processes together," she said. "These things are inextricably linked."

Napolitano said the U.S. government is cooperating with the Mexican government more than ever to battle drug-related violence, citing efforts to stop the drugs flowing north and guns and cash flowing south.

"We have a unique opportunity now with Mexico to really break up these cartels," she said. "Shame on us if we don't take full advantage of that."

Napolitano also announced an additional $30 million in federal funds for local law enforcement in California and other border states to better fight trafficking and violence. Agencies in California will receive nearly $7.4 million. The money is in addition to $60 million announced in June.

Napolitano spoke during a two-day conference on border security, which brought together elected leaders from Mexico and the U.S., along with the heads of the Border Patrol, Immigration and Customs Enforcement and the Office of National Drug Control Policy. The conference took place in El Paso, just across the border from Ciudad Juarez, which has been at the center of the deadly drug wars.

Ciudad Juarez Mayor Jose Reyes Ferriz said that the city has seen a recent reduction in violent crime but that another issue is exacerbating the violence: deportation of criminals and gang members over the border with no warning.

Napolitano responded that the U.S. government would do a better job of notifying law enforcement agencies in Mexico of pending deportations and would consider adjusting where deportees are sent.

During her speech, Napolitano said that much of the violence south of the border is a result of the Mexican government's aggressive campaign targeting the drug cartels. Although deaths continue in Mexico, she said the U.S. has been able to prevent much of the violence from spilling into the U.S.

This year, she said, the government has seized more than $69 million in cash, more than 2.4 million pounds of drugs and more than 500 assault rifles and handguns.

The mayors of San Diego and Tucson told Napolitano that crime was down in both of their cities.

Border Patrol Chief David V. Aguilar said the entire Southwest border is safer and more secure than in previous years, due in large part to increased personnel and technology, but he posed the question: "How do we now sustain that?"

John Brennan, assistant to the president for homeland security and counter-terrorism, also said the U.S. government is considering extending the Merida Initiative, which provides equipment and training to support Mexico's efforts to fight the drug cartels.

The federal government also announced Tuesday a new social networking site, ourborder.ning.com, as a way to promote dialogue on border and immigration issues.

During the conference, however, Napolitano did not discuss the progress of discussions with legislators on comprehensive immigration reform, other than to tell reporters that the conversation was underway and she was working to build support.

At the Mexican summit on Monday, Obama said that he expected to have draft immigration legislation by the end of the year but that passage of a bill would have to wait until 2010.

Rep. Bob Filner (D-Chula Vista), who attended the conference, said he and others have been pushing for legislation but have been disappointed in the administration.

"We don't sense that Obama thinks it can happen now," he said. "And if he waits until next year, it won't happen."

SAN FRANCISCO
Department of Homeland Security Secretary Janet Napolitano on Tuesday pledged $30 million in grants to shore up security along America's increasingly violent Southwest border.
"At the top of our border security mission is combating violence by Mexico-based drug cartels," said Secretary Napolitano at the annual Border Security Conference in El Paso, Texas.
The $30 million grants will be spread across states that border Mexico and be on top of $60 million given in June to Southwestern states as part of Operation Stonegarden, a program started in 2005 to provide states with federal money to bolster border security.
The announcement comes on the heels of a two-day summit between North American leaders in Mexico that focused on issues of border security and immigration. One of the major issues of that forum was the ongoing drug war in Mexico that is increasing pressure on law enforcement in both the US and Mexico.

Yet President Obama also announced at the summit that he would tackle comprehensive immigration reform next year – even though many Hispanic advocacy groups have been pressing the administration to act sooner.
In the context of this disappointment, Napolitano sought to emphasize how the Obama administration is already deviating from immigration policies followed by the Bush administration.

• The Obama administration has revised controversial 287g rules that allow local law enforcement officials to track illegal immigrants and arrest them on minor infractions. Now the government wants police to focus on nabbing immigrants wanted for serious offenses.
• The administration is also revamping immigration detention programs. "These major changes in detention ... will result in a system that deals with detainees in an efficient, transparent, and humane manner," she said.

• In addition, the administration is focusing more on the demand side of the illegal immigration problem, Napolitano said. Immigration and Customs Enforcement issued inspection notices to 652 suspected businesses nationwide on July 2 – more notices than were issued in the entire previous year, she added.
But these new policies have already drawn fire from both immigration advocacy groups and some in law enforcement.

"If I'm told not to enforce immigration law except if the alien is a violent criminal, my answer to that is we are still going to do the same thing, 287g or not," Joe Arpaio, an Arizona sheriff, told The Wall Street Journal last month.
Some Hispanic advocacy groups say that 287g still gives police too much power, essentially giving them a green light to racially profile.
Marielena Hincapie, executive director of the National Immigration Law Center, said she had hoped the Obama administration would do away with 287g altogether.
But, that said, she still sees a dramatic difference between Obama and Bush when it comes to enforcing immigration law. Gone are the massive roundups of illegal workers and raids on immigrant households, she says.
