The Age of Citizens: Can Reid Win an Amnesty?

History will record January 19, 2010 as a day of transition for America; a day when a political bomb shell landed on politics as usual. While I initially thought the elections in 2006 and 2008 were simply bad election cycles for Republicans and a referendum on President Bush, I’m starting to change my mind and wonder if our country has actually entered a whole new era of history and politics. I wonder if the public wasn’t targeting Republicans, but instead incumbents and the Republicans were just the low hanging fruit as the party of power for the past decade. Like the Era of Good Feelings, Gilded Age, Progressive Era, Watergate, and the Reagan Era, America may be entering a new period of history, but what should it be called?

The election of Scott Brown of Massachusetts to the United States Senate may be an awakening and it may signal more change as populism returns to rotate the crops. Scott Brown may be a new and independent voice and he may represent the 41st Republican vote needed for a filibuster, but he will also be forever linked to the late Senator Ted Kennedy who held that seat from 1962 until his death in August. Like Brown, Kennedy also won the Senate seat in a special election. However, unlike Brown, Kennedy became the epitome of elitist liberalism on numerous issues including immigration. Kennedy was one of the Senate’s leading voices in support of amnesty and his leadership in passing the Immigration and Nationality Act of 1965 started the largest immigration wave in history. Scott Brown appears to be a sharp contrast to Kennedy on immigration, but most importantly his 41st vote severely complicates matters for Senate Majority Leader Harry Reid who still wants a healthcare bill and really wants another shot at “comprehensive” amnesty.

While there are a few pro-amnesty Republicans in the Senate like Sam Brownback and John McCain, even they realize the political stakes and don’t want to give Harry Reid a victory or endanger other Republicans, even if they personally support open borders. In effect, without the supermajority, the Democrats have less time to move an amnesty bill because Reid has to move at least one Republican to his side while holding all 57 Democrats and 2 independents, which is a tough lift and long negotiation process. Furthermore, immigration is still not the top issue for Democrats and it will take more time and negotiating to finish a healthcare bill before they move on to other issues, not to mention Appropriations season. And, if the 2005 and 2007 Senate amnesty bills are any indication, whatever comes from the Senate will contain numerous pages of legislation, numerous press conferences, and hearings in every committee of jurisdiction.

Reid has about 8 months to complete an amnesty bill before Senators return to their states to campaign and control the damage caused by an unpopular 111th Congress. Considering the slow process, the most likely threat for a Senate amnesty is a smaller bill like the DREAM Act after the elections and before the new Congress when lame duck Congressmen have one last shot to move their bills, and without political repercussions. More specifically, Reid’s Nevada senate seat is in cycle, he is trailing in the polls, and he has to return to Nevada to defend his record and convince voters to elect him to a 5th term. If he gets too involved in immigration, he has less time to raise money and defend his job in Congress. Not to mention the media and political winds blowing against him. Without a reliable Senate vote from Massachusetts, Reid’s entire policy agenda is now pushed off schedule, which reduces opportunities for comprehensive legislation of any type and threatens the reelection of the Democrat leader.

While I intend to write another blog about Harry Reid later in the election process discussing his polls, growth in office, and a conveniently located Mexican Consular office in downtown Las Vegas, the election shockwave from Massachusetts can be felt right now in Nevada and the grass roots populism that helped Scott Brown win a seat once held by the Kennedy family is ready to go after the Senate Majority Leader. If Reid is defeated, it will mean heavy apples falling high off the tree of liberty, not just low hanging fruit. Moreover, Reid is not likely to be the only apple to fall. We will have entered an age of the citizens.

Emergency Room Treatment for Illegal Aliens in Las Vegas Costs Taxpayers $2 Million per Month

A report by the Las Vegas Review-Journal found that illegal aliens receiving dialysis treatment were costing the hospital more than $2 million per month. Nevada taxpayers are forced to pay for a situation that the report says "continues to worsen."

Officials say the lack of enforcing immigration laws is making a bad situation worse as the University Medical Center in Las Vegas looks to face a $70 million budgetary shortfall in 2010. They say attempts to encourage illegal aliens to receive the treatment in their home countries hasn't worked.

"The cost to our taxpayers is astronomical," said Lawrence Weekly, a Clark County commissioner and chairman of the UMC board of hospital trustees. "Many people are justifiably outraged. If this kind of thing goes on, we might have to close our doors. But we're governed by federal law on this issue so some way the federal government has to help us out. We just can't stand by and let people die in the streets. We wouldn't want that on our conscience."

The article says that a spokesman for Senate Majority Leader Harry Reid said over the summer that Reid would push for increased funding for hospitals that helped illegal aliens, but the funding hasn't materialized.

From an ER doctor--Remember I live and work in a border state overrun with illegals; they make more money having kids than we earn working full time. Today I had a 25 yr old with 8 kids ~ that's right 8! All are illegal anchor babies, and she had the nicest nails, cell phone, hand bag, clothing. etc. She makes about $1500 monthly for each; do the math. I used to say "we are the dumbest nation on earth." Now I must say and sadly admit, YOU are the dumbest people on earth (that includes me) for we elected the idiot ideologies who have passed the bills that allow this. Sorry ~ we need a revolution! Vote em all out in 2010!

If the immigrant is over 65, they can apply for SSI and Medicaid and get more than a woman on Social Security, who worked from 1944 until 2004.
She is only getting $791 per month because she was born in 1924 and there's a 'catch 22'.
It is interesting that the federal government provides a single refugee with a monthly allowance of $1,890. Each can also obtain an additional $580 in social assistance, for a total of $2,470 a month.
This compares to a single pensioner, who after contributing to the growth and development of America for 40 to 50 years, can only receive a monthly maximum of $1,012 in old age pension and Guaranteed Income Supplement.
Maybe our pensioners should apply as refugees!
Consider sending this to all your American friends, so we can all be ticked off and maybe get the refugees cut back to $1,012 and the pensioners up to $2,470. Then we can enjoy some of the money we were forced to submit to the Government over the last 40 or 50 or 60 years. And not to receive an increase for 2010!! Vote them all out of office!!!
Please forward to every American to expose what our elected politicians have been doing the past 11 years to over-taxed Americans.

I'm amazed at the stupidity of Liberals who continue to claim that illegal immigrants don't negatively impact our Nation's economy and our way of life..Billions are lost each year for the medical treatment of illegal immigrants, with the results being passed on to American Citizens in the form of higher costs for medical care, health insurance premiums, out-of-pocket expenses and the decline of availability and quality of care...

The Mother of each and every anchor baby born in this country receives free prenatal, delivery and post delivery services paid for at the expense of American Citizens, and their offspring suddenly become "American Citizens" and are immediately "eligible" to receive Government assistance in the form of Medicaid, medicaid prescription programs, WIC, Food stamps and yes, even Government subsidized housing. To add insult to injury, these Children of non-English-speaking households flood our school systems and create significant barriers to the learning process because of their inability to speak a common language...

When will our "Government" finally wake-up and smell the coffee?

what a slap in the face! i am still stinging. every time i see that commercial, i think how little regard kay has for us TEXANS!
they break all the laws. i feel that i went to sleep one night and woke up to be a second class citizen in MEXICO!
everywhere i look i am surrounded in mexican. stores cater to illegals, everything is printed in spanish and english.
my doctor's office has resorted to posting only notices/advertisments ONLY IN SPANISH!
telephone: press one for english, press two for spanish.
i can't even get a job with my credentials because i don't speak spanish fluently. but spanish speaking people without all the job requirements get the jobs...they don't have to spell or even read spanish, just speak mexican...yes, it is not proper spanish.

i want to learn spanish, since i can't go anywhere without running into spanish only speaking people...look around, ohio, michigan, wisconsin, all the states! call any government agency, anywhere, press one for english, press two for spanish! my government forces me to live in this foreign environment, but no coping skills for me, ie., spanish classes! but for the spanish speaking peoples, they even get free english lessons, what a joke, they don't want or need to learn english...they don't have to, EVERY THING is geared to their comfort. but me, now a second class citizen, have to limp along in a totally foreign environment! Ya'll, too!!!
the border has been erased, we only have a creek there, the rio grande river: just like we have lady bird lake between north austin and south austin! no problem to cross a little bit of water to move freely anywhere they want to.
i know illegals who crossed the rio grande, with a coyote, from jordan, iran, india, pakistan, south africa, etc., it seems to be known world wide, to get all the benefits of the usa, just cross the border, the land of golden opportunity lies there just for the grabbing!

The issue is that NO Texan should be FORCED to speak Spanish. Jobs did NOT require this just ten years ago. The ONLY reason it IS now required is that we are now over-run with ILLEGALS not only from south of the border but elsewhere as well. Even people in the legal field are now being forced out of their jobs if they do not speak the language of criminals who sneak into our state, DEMAND rights, milk tax dollars, and have NO respect for our people or our laws, putting us all at risk.

Take a look at the state's 10 most wanted and you will find that SEVEN out of ten are Hispanic. Look at outstanding warrants in any city in Dallas County and you will find the same. Talk to residents whose neighborhoods have been over-run with them and you will find people afraid to send their children to school because of gangs, weapons, drugs and more. People who have also been hit multiple times in auto accidents caused by illegals with NO insurance and multiple ID's so they can sneak away with NO responsibility for thousands of dollars in damages that some innocent citizen must then cover.

Today's Dallas Morning News states that Texas gained more population in 2008 than any other state. It also states that "With around 85 percent of DISD students economically disadvantaged ..." Do you KNOW what this means? 85% of DISD students get FREE lunches, FREE daycare, FREE medical care, and other benefits that tax paying citizens are paying for and cannot get when they need it! Other news stories have PROVEN that these illegals are also VOTING for THEIR best interest. Where does that leave US Citizens?

It is PAST time for Texans and ALL Americans to DEMAND deportations and NO MORE benefits to those who disregard our laws! When it is YOUR job, YOUR children and home being threatened, then MAYBE you will have the BALLS to stand up and say NO MORE! WRITE your government officals and let them know, Texas has HAD ENOUGH!

or race traitor! I just wish all the "illegals" would understand what it means to be in compliance with the laws set in regards to entering the United States of America without proper and legal documentation.
I have a couple of friends who don't agree with my viewpoints. They think just because my great grandparents migrated from Mexico, that I should be in agreement with the acceptance of illegals coming over freely and illegally by die hard supporters.
It's unacceptable and it is wrong and most importantly illegal. I like to think of myself as a pretty kind and compassionate person who has a heart for people who are suffering but when there is not even an inkling or motivation to acclimate, it's pretty difficult to remain compassionate. I feel for all the hundreds of thousands of people who did it the right way and who had to wait and study hard to become an American citizen. It is so unfair for them. That whole scenario really bothers me.
I am also bothered that our government turns its head at the problem. Enforcing the law is the only way to solve this mess and it begins with our leaders. I would imagine it is harder to grasp the severity of the problems these illegals cause all across the board and in our communities when you live in wealthier areas and aren't exposed to it. I would so march in a rally against the illegal population. If they showed up in thousands and weren't afraid then why should those who oppose them be?
Why is it so hard for illegals and their supporters to understand that what these people are doing is against the law? I think of even the smallest of laws that law enforcement writes citations for, and yet a huge illegal activity that happens under our noses on a daily basis is simply over-looked. It's so unfair and so disappointing to the point where I really have to keep myself in check so I don't actually start hating these people. Sometimes that isn't easy to do.
I also am not in support of these Chicano groups that subtly spread racism in their beliefs on university campuses. It's one thing to study origin of your ancestors, but it is a whole other thing when you are being taught that this land was yours before anyone else. That mi amigo is about the craziest thing I have ever heard. To those of you who might think I am traitor to the Latino culture, you are so wrong. I love this country! I love what it stands for! I am AMERICAN! My last rant is that you also have to get over the fact that many Latino families did not grow up speaking spanish. It's use was very minimal in our home growing up as it is in many Latino households. I agree with those who believe speaking it in public workplaces is rude, especially in the service industry. That makes my skin crawl.
Why is it so wrong to love your country, and honor it's laws? Why is it so wrong to stand up against illegal activity? Why is it so wrong to oppose rightfully so, the breaking of laws set by America's founding fathers? Illegals do come with the benefits of cheap labor and household services for those who utilize their services. On the other hand think of the billions they send home to their mother land annually while using resources here to care for their families that us tax payers pay for. It's like a person who keeps making a bank deposit only to have someone breaking in and taking it every time a deposit is made. It's wrong guys!! You can't deny that!

An illegal immigrant drug dealer who fled to his native Mexico after orchestrating the murder of an Iowa teenager is free because his conviction was overturned by an appellate court that ruled he was denied a speedy trial while he was a fugitive from U.S. justice.

The astounding case dates back more than a decade, when the illegal alien (Juan Humberto Castillo-Alvarez) drug lord ordered the execution-style murder of a 15-year-old northwest Iowa boy over a drug debt. The teen, rumored to be a police informant, was kidnapped and severely beaten before getting shot.

Castillo-Alvarez evaded U.S. authorities for a decade, hiding out in his Mexican hometown until spring of 2008 when he was finally extradited, tried and convicted of kidnapping, conspiracy and second-degree murder. He was subsequently sentenced to five decades in prison for the atrocious crime, which was not his first.

Incredibly, the Iowa Court of Appeals overturned the conviction last September, ruling that the illegal immigrant murderer was not granted a speedy trial guaranteed by the Sixth Amendment to the U.S. Constitution. "The county attorney was well aware that defendant was a citizen of Mexico and that he was located there," the court wrote in its decision. The fact that the defendant went to Mexico in 1997 “does not shed light on why there was delay" between the time trial information was filed and the time he was arrested, the ruling says.

Announcing it would appeal to Iowa’s Supreme Court, the state’s Attorney General countered that the delay was attributable to Castillo’s flight from the United States to avoid prosecution. Furthermore, the Attorney General pointed out, prosecutors had no control over Mexico’s slow extradition process. Throughout the procedure, U.S. officials maintained regular contacts with Mexican authorities but had no jurisdiction to do more to ensure prompt location of the defendant and execution of the outstanding arrest warrant, the Attorney General said.

This week Iowa’s Supreme Court refused to review the overturned conviction, which essentially dismisses the case against the illegal alien murderer. Double jeopardy prohibits Castillo-Alvarez from being retried. The demoralized Clay County prosecutor said: “It is disappointing that the justices in Des Moines don't understand and appreciate the difficulties in pursuing a murderer who flees to his home country of Mexico to avoid prosecution. It is also discouraging that those same justices didn't hold Castillo responsible for his own conduct in fleeing the state to avoid prosecution."

Image Makeover For Illegal Immigrants In Dallas

The Mexican government’s new representative in Dallas has devised a plan to give the area’s half a million illegal aliens an image makeover that will shed their tainted reputations as noisy litterers who celebrate with guns and leave kids at home unsupervised.
The goal, according to the Mexican consul general, is for the compatriots who live illegally in his Texas consular region to earn the respect of Americans who see them as a nuisance to their country. The undocumented Mexicans have a bad reputation, said Consul General Juan Carlos Cue-Vega, and its time for an image makeover.
"Frankly, we have spoken about the issues that make us not look very good, like celebrations using guns, littering, [being] noisy in the neighborhoods, leaving the kids at home while going to work,” the consul told the local newspaper. “These are social and cultural things that we need to change. We have to educate our people ... to respect the law."
The consul says Mexican President Felipe Calderón shares his concerns, though neither would reveal if the compatriots are being lectured on violating U.S. immigration laws by entering the country in the first place. The consul prefers to focus on improving the reputation of the hard workers who were lured north by jobs but simply haven’t adapted to the culture.
The Mexican official has launched his makeover campaign by visiting centers—some financed with U.S. tax dollars—throughout the area that cater to illegal aliens and, in some cases, offer them a variety of social services. He will also meet with police and neighborhood code enforcement officers who can clarify the sorts of behaviors that create negative stereotypes of Mexicans.
This is hardly the first time that Mexico’s government dedicates resources to help its citizens living illegally in the U.S. A few years ago it published a 32-page handbook (“The Guide for the Mexican Migrant”) with safety tips for Mexicans attempting to cross the U.S. border illegally. It features everything from the best way to cross the Rio Grande into Texas to avoiding dehydration in the Arizona desert and migrants’ legal rights in the U.S.
Mexico also distributed hand-held satellite devices to ensure its citizens safely completed their journey north. The satellite tracking service helps rescue those who get lost or become sick crossing the dessert to illegally enter the U.S. through a number of border crossings. Any Mexican headed north was able to obtain the device from government authorities who estimate that they distributed about 200,000.
Mexico’s government also operates a program (Ventanillas de Salud or Health Windows) in about a dozen American cities that refers its nationals to publicly-funded health care centers where they can get free medical care without being turned over to immigration authorities. Chicago, Houston, Los Angeles and San Diego are among the cities where Mexican consulates operate the health referral system which annually costs U.S. taxpayers billions of dollars. .

Last night, President Obama talked about the need to put people back to work, calling job growth the “No. 1 focus in 2010.”

But one major obstacle to that goal — and one that has so far gone mostly unacknowledged — is that many of the jobs slashed during this recession are not coming back.

Lots of the bloodletting we’ve seen in the labor market has probably been permanent, not just cyclical. Many employers have taken Rahm Emanuel’s famed advice — never waste a crisis — to heart, and have used this recession as an excuse to make layoffs that they would have eventually done anyway. Some economists refer to this as the “cleansing effect” of recessions.

As a recent Congressional Budget Office report put it, “Recessions often accelerate the demise or shrinkage of less efficient and less profitable firms, especially those in declining industries and sectors.”

Think glassmaking. Or clerical work. Or, for that matter, newspapers.

Over all, the share of unemployed workers whose previous job has been permanently lost tends to rise during recessions, and the share of the unemployed who are just on temporary layoff falls. You can see both trends in the chart below.

In this recession, though, the shift from temporary layoffs to permanent job loss has been especially pronounced. In fact, the share of the unemployed who lost their jobs permanently is at its highest level since at least 1967, the first year for which the Labor Department has these numbers available.

Here’s another way to look at these trends, by what share of the unemployed are represented by each of the five categories of unemployed workers (that is, people who don’t have jobs yet because they’re new entrants to the labor market; re-entrants to the labor market; people who left their jobs; people who are on temporary layoff; and people who lost their jobs permanently).

The big ocean of blue represents the portion of the unemployed who have lost their jobs, with the lighter blue section showing those whose jobs are gone permanently.

There are multiple ways to explain why permanent job-losers represent a higher share of the unemployed this time around. Maybe, as others have suggested, many of the jobs gained in the boom years were built on phantom wealth. Or maybe the culprit is a corollary of Moore’s Law, the idea of exponential advances in technology over time. That might suggest that innovation and automation displace more and more workers by the time each recession rolls around.

Whatever the underlying cause, the result is disconcerting: compared with previous recessions, many more of the employment gains in this recovery will have to come from new jobs.

That is much easier said than done.

Workers whose entire occupations — not just the previous payroll positions they held — are disappearing (think: auto workers) will need to start over and find a new career path. But the new skills they will need take a long time to acquire.

What’s more, in addition to obtaining new degrees or training, some workers may need to move to new places in order to start a different career. But sharp declines in housing prices, plus high loan-to-value ratios on many mortgages before the downturn, will make that transition harder. Homeowners who are “underwater” — that is, who owe more in mortgage payments than their house is actually worth — may not be able to sell their house for enough money to enable them to buy a home in a new area.

All of which is to say that many of the Americans who are already out of work are likely to stay in that miserable state for a long, long time. And the longer they stay unemployed, the harder it will be for them to transition back into the work force, further adding to America’s growing underclass.

The administration is likely to have a big labor (and class) problem on its hands, and one that won’t be solved merely by an increase in the gross domestic product.

Tonight, President Obama plans to address how he is going to increase jobs and improve the economy.

Will ending illegal immigration be in his plan?

As I write this, the national unemployment rate exceeds 10%. In some of our nation's hardest hit cities and states it has soared to 12%, 14% or even higher!

Rather than enforce our nation's immigration laws and protect American jobs for hard-working citizens who are struggling to provide for their families, the Obama administration simply looks the other way.

Where is the fairness in a system where illegal labor is seemingly permitted an advantage in the jobs marketplace when millions of Americans who are very eager to work have to struggle on the sidelines?

Netanyahu Warns Israeli Union of High Immigration Numbers

In a speech to the Manufacturers Association, Israeli Prime Minister Benjamin Netanyahu warned of the dangers of high immigration numbers. Like the United States, workers unions in Israel want an increase in immigration numbers, but Netanyahu is looking to pass strict immigration enforcement laws.

"You will not like this, but we plan to legislate strict laws and enforce them with a firm hand against the illegal employment of infiltrators and foreign workers," Netanyahu told the Manufacturers Association.

The Prime Minister also spoke about the "cultural, social, and economic damage" created by accepting a large number of immigrants. With an unsecured border with Egypt and close proximity to other Third World nations, Israel's economic success and prosperity has led to immigration issues much like the United States.

"Anyone walking around Arad, Eilat, or even south Tel Aviv today, can see this wave, and the change it is creating, with their own eyes," Netanyahu said. "They are causing socio-economic and cultural damage and threaten to take us back down to the level of the Third World. They take the jobs of the weakest Israelis."

A proposed immigration enforcement bill in Israel would construct a fence along the Egyptian border and calls for stricter penalties for Israelis who help illegal crossings.

"This is a strategic decision, that will ensure the Jewish and democratic character of the State of Israel," Netanyahu said. "Israel will remain open to war refugees, but will not allow its borders to be used to flood it will illegal foreign workers."

New Study Shows Negative Impacts of Illegal Immigration on America's Teens and Young Adults

A new study commissioned by the Chicago Urban League and the Alternative Schools Network reveals the negative impacts of illegal immigration on low-skilled American workers, specifically teens and young adults.

As a result of the study, the group is calling for $1.5 billion of economic stimulus money to help employ young Americans or get them re-enrolled in school. The study found that the unemployment rate among Illinois teens was 20 points below the 2000 level, setting an all-time high. But increased immigration enforcement to root out the estimated 7 million illegal aliens in the U.S. workforce would help free up jobs for America's lower skilled workers.

Ranking Member of the House Judiciary Committee Lamar Smith (R-Texas) and Rep. Gary Miller (R-Calif.), who introduced the LEAVE Act that would increase interior enforcement, released a statement about the study's findings.

During the course of the 2007-2009 recession, the employment rate of the nation’s teen[s] feel steeply to 26.2% by October-November 2009, setting new record lows each year. No other age group has experienced employment declines of this magnitude in the current recession. Young adults 20-24 years old in both Illinois and the nation also have been adversely affected by the deterioration in labor market developments in the state and nation in recent years, especially men, Blacks and Hispanics, and non-college graduates.

In their joint statement, Reps. Smith and Miller said that the jobs these Americans and legal immigrants seek are the same jobs held by illegal aliens.

“The fact is that illegal immigrants take jobs from American workers, particularly poor and disadvantaged citizens and legal immigrants. The best outcome for low-skilled citizen and legal immigrant workers is the removal of the illegal immigrant population. The very jobs that illegal immigrants occupy rightfully belong to out of work citizens and legal immigrants," Ranking Member Smith added. “With 15 million Americans out of work, we need to enforce immigration laws and oppose amnesty for 12 million illegal immigrants. We must stand up for citizens and legal immigrants.”

“At home in California, almost weekly I hear from my constituents that illegal immigration is exacerbating the unemployment crisis," Rep. Miller said. "Today’s report that a record number of young Americans are jobless once again highlights the fact that we must enforce our current immigration laws to ensure illegals do not take away jobs that rightfully belong to American and legal workers.”

Reps. Smith and Miller recently formed the Reclaim American Jobs Caucus.

Amnesty legislation will kill jobs

Over the past year, the administration and Congressional Democrats have touted their No. 1 priority as “jobs, jobs, jobs;” however, their actions over the past year have proved otherwise.

As the economy tanked and the number of unemployed soared, the White House pushed a so-called stimulus loaded with money for pet projects and special interests, job-killing cap-and-trade legislation, and a Washington takeover of the health care system.

While the economy has by no means recovered, Congressional Democrats have once again displayed the breadth of their misplaced priorities by introducing mass amnesty legislation in the House of Representatives. The legislation contains a potpourri of highly questionable provisions, but the most outrageous aspect of the bill is that it jeopardizes millions of jobs for Americans and legal residents.

Among its provisions, the legislation recently unveiled by House Democrats grants amnesty to the estimated 12 million illegal aliens currently residing in the United States, thereby protecting them from removal and allowing them to work and travel freely throughout our nation. With over 15 million Americans unemployed and an estimated 7 million illegals employed, granting amnesty to those that have recklessly disregarded our nation’s immigration laws is an affront to American citizens and legal residents.

In addition, the legislation severely weakens existing and proven worksite enforcement activities. The bill throws E-Verify in the trash, a commonsense program which checks workers’ names and Social Security numbers to confirm employment eligibility and enjoys a success rate of 99.6 percent, and reinvents the wheel with a new, yet extremely vague, employment verification system.

Furthermore, the bill increases mandates during immigration-related enforcement activities by requiring the presence of social service agencies, translators and legal services. As the Obama administration has already weakened and cut back on the number of worksite enforcement actions, this provision sends a message to illegals that they can keep coming to the United States and take jobs away from citizens and legal immigrants.

Rather than enacting a “comprehensive” plan that would put illegals on a path to citizenship, I believe that Congress must take an enforcement-first approach to solving our nation’s immigration and border security. To this end, my bill, the Loophole Elimination and Verification Enforcement Act, will stem the inflow of illegal aliens by securing our borders, denying access to American jobs and closing loopholes in our government programs that provide access to benefits.

With an enforcement strategy, the United States could reduce the illegal population by as many as 1.5 million each year, which would more than halve our current illegal alien population in five years, and create 7 million jobs for citizens and legal workers. By securing the border and ending the job magnet, illegals will lack incentives to cross the border and the illegal alien population will begin to dwindle.

All in all, the administration and Congressional Democrats need to get their priorities in order. Millions of Americans are hurting and the unemployment rate is the highest we’ve seen in decades. Let’s put the American people back to work rather than add more to the unemployment roles.

What A Jobs-Focused State-of-the-Union Address Ought To Say About Immigration

What Pres. Obama says -- or doesn't say -- about immigration will be the easiest tip-off to whether his first priority truly is putting Americans back to work. Or whether his talk about jobs is mainly a political ploy to gain back support from Independent voters. Here is what he should say (be sure to send this fax to President Obama with State of the Union suggestions) . . .

No. 1: Urge Congress to pass the SAVE Act in the next 30 days

Thus far, federal spending to put (or keep) nearly 1 million Americans in jobs has cost between $200,000 and $350,000 per job. (See my earlier blogs on Stimulus jobs vs. opening up jobs held by illegal foreign workers.)

But the SAVE Act could put up to 7 million jobless Americans back to work for a cost of no more than a few hundred dollars per job, and probably for less than $100!

The majority of the 23 million U-6 unemployed Americans lack a college degree and are looking for jobs in construction, service, manufacturing and transportation. Those are exactly the jobs currently being held by an estimated 7 million illegal aliens (not counting those working in agriculture).

Every principle of justice calls for those jobs to be transferred to 7 million unemployed Americans.

The vehicle to make that happen already exists and has more than 100 bi-partisan co-sponsors in Congress. The SAVE Act (H.R. 3308 and S. 1505) is even sponsored from within the President's own Party by Rep. Shuler (D-N.C.) and Sen. Pryor (D-Ark.).

The Save Act would immediately begin phasing in mandatory use of E-Verify for every employer in America. It also would institute a key provision that would identify multiple uses of the same Social Security number, driving out illegal aliens who have used fraudulent and stolen IDs to get a job.

This should be easy for Pres. Obama who believes in the E-Verify system so much that he implemented an executive order last summer that requires every federal contractor to use it to keep illegal aliens out of their jobs.

No. 2: Suspend the visa lottery and chain migration of extended families.

The President should also call on Congress to quickly pass H.R. 878 of Rep. Gingrey (R-Ga.) to end chain migration and H.R. 2305 of Rep. Goodlatte (R-Va.) to end the lottery.

If the President isn't willing to permanently end those categories for unnecessary foreign workers, then he should work with congressional leaders to move a bill that would temporarily suspend these categories at least until U-6 unemployment falls below 10% and U-3 unemployment falls below 6%.

There can be no excuse for raffling off 50,000 permanent work permits each year while Americans are suffering catastrophic unemployment.

Nor can there be justification for bringing in more than 200,000 permanent foreign workers each year just because they have relatives already here. Understand that chain migration relatives are not spouses or minor children. Rather, they are adults who have their own lives and families back in the home country. When given a Green Card, each of the chain migrants can bring their own nuclear family, and then their spouses can bring in all their siblings and families, so that aunts, uncles, cousins and in-laws multiplied by in-laws eventually get in line.

The chain immigrants are brought into the country with no consideration of their education, their skills or whether the workplace has any need of them. The fact is that they all immediately become competitors with 23 million jobless Americans in seeking the next job that opens up.

No. 3: Stop issuing work permits in any employment category until jobs have been posted on a nationwide help-wanted website.

All immigration categories combined are adding approximately 75,000 permanent foreign workers to our workforce every month (a total of 125,000 new foreign workers a month get either a permanent or temporary work permit).

No President whose top concern is putting his unemployed fellow citizens back to work would allow this to continue. Pres. Obama may find it difficult to bring these numbers to zero, but he should try to move the number as low as possible.

It is incredible that businesses across America have continued to insist on foreign workers instead of taking a look at the suffering U.S. workers begging for jobs just outside their hiring gates. But that is what has happened, and the Bush and Obama Administration have done everything possible to help the businesses avoid hiring U.S. workers.

This has to stop.

At the very least, Pres. Obama should require that every business applying for a visa for a foreign worker post the job on a central help-wanted website so that all unemployed Americans have first crack at the jobs. And the website should provide a full record of how many Americans a business turns down if it still insists on hiring a foreign worker.

If the President doesn't feel he can do this on his own, he should ask for immediate permissive legislation from Congress.

No. 4: Motivate Congress with this terrifying scenario . . .

The President should look out over the sea of 535 Members of Congress and ask them to imagine going back home to a single Congressional District and holding a rally in the biggest stadium or convention center in the District.

Each Congressional District on average has just over 50,000 U-6 unemployed workers.

Imagine gathering all the U-6 unemployed workers of that District. (The average District has 50,000 of them!)

Imagine standing in front of the 50,000 unemployed workers who are failing to find a full-time job and explaining to them why you want to continue to allow 7 million illegal aliens to keep their jobs, why you want to continue to allow chain migration and the lottery to bring in more people to compete with them for their job search, why you intend to do nothing about the handing out of 125,000 work permits to new foreign workers every month.

The President should tell the Members of Congress that if they aren't willing to gather their unemployed voters, look them in the eye and explain why illegal aliens and new foreign workers have precedence over the 50,000 unemployed in every District, then they should back the three big measures outlined above to put millions of Americans back to work.

All of that is what a President would do if putting Americans back to work were his real top priority and not just political rhetoric.
