59% Say U.S. Should Continue To Build Fence on U.S.-Mexico Border

The Obama administration announced on Tuesday that it is halting funding of the fence along the U.S.-Mexico border, but 59% of Americans believe the United States should continue to build that fence.
A new Rasmussen Reports national telephone survey finds that just 26% of adults disagree and think the building of the fence should be stopped. Fifteen percent (15%) more are not sure.
Support for the fence has been at this level for several years. In January of last year, 60% favored the continued building of the fence to help stop illegal immigration and drug trafficking. In August 2007, 56% felt that way.
Following this week’s shooting deaths of U.S. consulate personnel in Mexico, 49% say they are more concerned about drug violence along the border than illegal immigration. Thirty-nine percent (39%) remain more concerned about illegal immigration. This is consistent with findings in January 2009 amid news reports of escalating drug violence in Mexico.

In April of last year, just 30% of U.S. voters said drug users in the United States were more to blame for growing drug violence in Mexico than the drug producers themselves. Fifty-six percent (56%) say the Mexican drug producers are more to blame for the tide of violence that threatens to cross into the United States.
Sixty-five percent (65%) of men believe the United States should continue to build the border fence, compared to 54% of women. Those under the age of 50 are stronger advocates of a fence than their elders.
Sixty-nine percent (69%) of Republicans think the fence still should be built, a view shared by 51% of Democrats and 58% of adults not affiliated with either major party.
Men are almost evenly divided on the question of drug violence versus illegal immigration, while most women are more concerned about Mexican drug violence crossing into the United States. Those over 50 share that concern about escalating violence more than those who are younger.
Most Republicans (51%) are more concerned about illegal immigration, but 62% of Democrats worry more about drug violence. Unaffiliateds are closely divided on the question.
Secretary of Homeland Security Janet Napolitano announced the freeze in funding for the fence on Tuesday, saying the project has been plagued with cost overruns and other problems.

A high-tech, low-result border fence
It's a high-tech solution to the complex problem of illegal immigration. And so far, it doesn't work.

It turns out the smart fence was kind of a dumb idea after all.
The virtual border wall, a network of sensors, cameras and radar meant to help the Border Patrol nab illegal crossers, has never worked as planned, and according to the Government Accountability Office, even the tests designed to evaluate it are badly flawed. After ordering a reassessment of the project two months ago, Homeland Security Secretary Janet Napolitano said Tuesday that she would freeze all funding for the 2005 Bush administration initiative until the probe is complete.
Rarely has a president been as optimistic about the power of technology as was George W. Bush, who also thought he could solve the problem of Iran's nuclear ambitions by building a missile defense shield in Eastern Europe. Unfortunately for Bush, the technology for reliably intercepting missiles still wasn't much closer to reality than when President Reagan proposed a missile shield in the 1980s; moreover, the shield was terribly expensive to develop, and it would have inspired ceaseless antagonism from Russia, which was convinced the system was intended to render its nuclear arsenal obsolete. There was also the niggling fact that Iran didn't have the long-range missiles the system was intended to intercept. President Obama wisely scrapped the project in September.
Bush believed that technology also could be used to secure the border. Hoping to placate Congress, which scoffed at his proposals on comprehensive immigration reform and seemed solely interested in halting the flow of immigrants, Bush called for a virtual fence that by 2011 was supposed to cover nearly the entire 2,000-mile southern border. Roughly $1 billion later, we have two testing sites in the Arizona desert, where drifting sagebrush and wildlife often set off the sensors. The system is so slow that on the rare occasions it does sense a human border crosser, by the time cameras can focus on the area, the lawbreaker is gone.
It would be great if there were a technological solution to illegal immigration. But it would be extraordinarily hard, not to mention expensive, to develop an effective technology that couldn't be speedily defeated by clever human smugglers. And even in the unlikely event that a foolproof fence could be built, it wouldn't address the huge number of immigrants who cross the border legally but then overstay their visas.
In addition to Bush's missile shield, Obama aims to kill his predecessor's misguided mission to put astronauts back on the moon. While he's at it, he should scrap the border fence too, and focus on real-world policies that would not only secure the borders but deal humanely with the millions of illegal immigrants already in the country.

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.
The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

As a result of this change, our estimate of the number of legal immigrants who would enter the country or would gain legal status under S. 2611 falls from 103 million to around 66 million over the next 20 years.)
*If enacted, the Comprehensive Immigration Reform Act (CIRA, S.2611) would be the most dramatic change in immigration law in 80 years, allowing an estimated 103 million persons to legally immigrate to the U.S. over the next 20 years—fully one-third of the current population of the United States.

Much attention has been given to the fact that the bill grants amnesty to some 10 million illegal immigrants. Little or no attention has been given to the fact that the bill would quintuple the rate of legal immigration into the United States, raising, over time, the inflow of legal immigrants from around one million per year to over five million per year. The impact of this increase in legal immigration dwarfs the magnitude of the amnesty provisions.
In contrast to the 103 million immigrants permitted under CIRA, current law allows 19 million legal immigrants over the next twenty years. Relative to current law, then, CIRA would add an extra 84 million legal immigrants to the nation’s population.
The figure of 103 million legal immigrants is a reasonable estimate of the actual immigration inflow under the bill and not the maximum number that would be legally permitted to enter. The maximum number that could legally enter would be almost 200 million over twenty years—over 180 million more legal immigrants than current law permits.

Executive Summary: The Fiscal Cost of Low-Skill Households to the U.S. Taxpayer

Each year, families and individuals pay taxes to the government and receive back a wide variety of services and benefits. When the benefits and services received by one group exceed the taxes paid, a distributional deficit occurs, and other groups must pay for the services and benefits of the group in deficit. Each year, government is involved in a large-scale transfer of resources between different social groups.
This paper provides a fiscal distribution analysis of households headed by persons without a high school diploma. The report refers to these households as “low-skill households.” The analysis measures the total benefits and services received by these households compared to total taxes paid. The difference between benefits received and taxes paid rep_resents the total resources transferred by government on behalf of this group from the rest of society.
The size and cost of government are far larger than many people imagine. In fiscal year (FY) 2004, federal, state, and local expenditures combined amounted to $3.75 trillion. One way to grasp the size of government more readily is to calculate average expenditures per household. In 2004, there were some 115 million households (multi-person families and single persons living alone) in the U.S. Government spending thus averaged $32,706 per household across the U.S. population.
Government expenditures can be divided into six categories. The first four, which can be termed “immediate benefits and services,” are: Direct benefits, which include Social Security, Medicare, and a few smaller transfer programs; Means-tested benefits, including cash, food, housing, social services, and medical care for poor and near poor individuals; Public educational services, which include the governmental cost of primary, secondary, vocational, and post-secondary education; Population-based services, which are government services made available to a general community including police and fire protection, highways, sewers, food safety inspection, and parks.
Two additional spending categories are: Interest and other financial obligations resulting from prior government activity, including interest payments on government debt and other expenditures relating to the cost of government services provided in earlier years; and Pure public goods, which include national defense, international affairs and scientific research, and some environmental expenditures.
On average, low-skill households receive more government benefits and services than do other households. In FY 2004, low-skill households received $32,138 per household in immediate benefits and services (direct benefits, means-tested benefits, education, and population-based services). If public goods and the cost of interest and other financial obligations are added, total benefits rose to $43,084 per low-skill household. In general, low-skill households received about $10,000 more in government benefits than did the average U.S. household, largely because of the higher level of means-tested welfare benefits received by low-skill households.
In contrast, low-skill households pay less in taxes than do other households. On average, low-skill households paid only $9,689 in taxes in FY 2004. Thus, low-skill households received at least three dollars in immediate benefits and services for each dollar in taxes paid. If the costs of public goods and past financial obligations are added, the ratio rises to four to one.
Strikingly, low-skill households in FY 2004 had average earnings of $20,564 per household. Thus, the $32,138 per household in government immediate benefits and services received by these households not only exceeded their taxes paid, but also substantially exceeded their average household earned income.
A household’s net fiscal deficit equals the cost of benefits and services received minus taxes paid. If the costs of direct and means-tested benefits, education, and population-based services alone are counted, the average low-skill household had a fiscal deficit of $22,449 (expenditures of $32,138 minus $9,689 in taxes). The average net fiscal deficit of a low-skill household actually exceeded the household’s earnings.
If interest and other financial obligations relating to past government activities are added, the average deficit per household rose to $27,301. In addition, the average low-skill household was a free rider with respect to government public goods, receiving public goods costing some $6,095 per household for which it paid nothing.
Receiving, on average, at least $22,449 more in benefits than they pay in taxes each year, low-skill households impose substantial long-term costs on the U.S. taxpayer. Assuming an average adult life span of 50 years for each head of household, the average lifetime costs to the taxpayer will be $1.1 million for each low-skill household for immediate benefits received minus all taxes paid. If the cost of interest and other financial obligations is added, the average lifetime cost rises to $1.3 million per low-skill household.
In 2004, there were 17.7 million low-skill households. With an average net fiscal deficit of $22,449 per household, the total annual fiscal deficit (total benefits received minus total taxes paid) for all of these households equaled $397 billion (the deficit of $22,449 per household times 17.7 million households). This sum includes direct and means-tested benefits, education, and population-based services. If the low-skill households’ share of interest and other financial obligations for past activities is added, their total annual fiscal deficit rises to $483 billion. Over the next ten years the total cost of low-skill households to the taxpayer (immediate benefits minus taxes paid) is likely to be at least 3.9 trillion dollars. This number would go up significantly if changes in immigration policy lead to substantial increases in the number of low-skill immigrants entering the country and receiving services.
Politically feasible changes in government policy will have little effect for decades on the level of fiscal deficit generated by most low-skill households. For example, to make the average low-skill household fiscally neutral (taxes paid equaling immediate benefits received and the appropriate share of interest on government debt), it would be necessary to eliminate Social Security, Medicare, all 60 means-tested aid programs and cut the cost of public education in half. It seems certain that, on average, low-skill households will generate deep fiscal deficits for the foreseeable future. Policies that reduce the future number of high school dropouts and other policies affecting future generations could reduce long-term costs.
Policies that would expand Medicaid and other entitlements will increase the size of future deficits of low-skill households at the margin. On the other hand, policy changes that curtailed medical inflation could reduce costs at the margin in future years. Policies which would halt the growth of out-of-wedlock childbearing or increase real educational attainments of future generations could also limit the growth of future deficits somewhat. However, these policy changes would be dwarfed by any alteration in immigration policy that would substantially increase the future inflow of low-skill immigrants; such a policy would dramatically increase the future fiscal burden to taxpayers.

Over 80 percent of hit and run wrecks in Denver involve illegal aliens. Denver boasts the drug smuggling capital of the West as well as the people smuggling mecca of the country. Illegals cheat, distribute drugs, lie, forge documents, steal and kill as if it’s a normal way of life. For them, it is. Mexico ’s civilization stands diametrically opposed to America ’s culture. Mexico City suffers the second highest crime rate in Latin America . Kidnapping remains second only to Columbia for ransom money. Beheadings, killings and gun fire erupt at drug distribution points on the US/Mexican border. Spontaneous hanging continues in Mexico . A mob beat up and burned to death two policemen on live television in 2004 in Mexico City . As Brenda Walker wrote, “Mexicans do not have the same belief as Americans that the law is central to the equitable functioning of a complex nation. It’s the Third World .” Mexicans abhor education. In their country, illiteracy dominates. As they arrive in our country, only 9.6 percent of fourth generation Mexicans earn a high school diploma. Mexico does not promote educational values. This makes them the least educated of any Americans or immigrants. The rate of illiteracy in Mexico stands at 63 percent. Drunk driving remains acceptable in Mexico . As it stands, 44,000 Americans die on our nation’s highways annually. Half that number stems from drunken drivers. U.S. Congressman Steve King reports that 13 American suffer death from drunken driving Mexicans each day. Alcoholism runs rampant in Mexican culture. They suffer the most DUI arrests. Mexicans set the benchmark for animal cruelty. Mexicans love dog fighting, bullfighting, cock fighting and horse tripping. Those blood sports play in every arena and backyard in Mexico . They expand into America as more Mexicans arrive. They also engage in “steer-tailing” where the rider yanks the animal’s tail in an attempt to flip it to the ground. In horse tripping, they run the animals at full gallop around a ring, then, use ropes to trip them at full speed. It’s a death sentence as the horses break their legs, teeth, shoulders and necks—all to the delight of the cheering Mexican fans. As La Raza confirms, Mexicans maintain the most racist society in North America . “For the Hispanic race, everything; for anyone outside the race, nothing!” Guadalupe Loaeza, a journalist, said, “Mexican society is fundamentally racist and classist. The color of your skin is a key that either opens or shuts doors. The lighter your skin, the more doors open to you.” Corruption becomes a mechanism by which Mexico operates. Corruption remains systemic. The Washington Post wrote, “ Mexico is considered one of the most corrupt countries in the hemisphere.” They feature drug cartels, sex slave trade, people smuggling, car theft cartels, real estate scam cartels, murder for money and, you must bribe your mail man to get your mail. Last, but not least, Mexicans are Marxists. They promote a one party government. As with any kind of Marxism, brutal totalitarian rule keeps the rich in power and everyone else subservient. As we allow millions of Mexicans to colonize our country, we can’t help but be caught up in these ten deadly cultural traits of Mexicans. With over 12 million Mexicans here today, the predictions grow to as many as 20 even 40 million Mexicans in a few decades as they come here for a better life. The fact remains, as they come to America for a better life, they make our lives a living hell.

For example: A Mexican Lopez-Mendez pleaded guilty to sexual assault on a 10 year old girl in West Virginia . His excuse: sex with young girls was common with his people. He said, “I was unaware that it was a crime.” Mexicans remain the most sexist males next to Islamic men. Both boast the most misogynous cultures in the world. Rape and other violence toward women are not treated as serious crimes. In Mexico , a custom known as “rapto” whereby men kidnap women for sex is regarded as harmless amusement. Mexican society regards women little more than objects. Crime and violence remain mainstays of Mexican culture. Drug cartels and the Mexican army coordinate their massive efforts to promote drug distribution not only in Mexico but into the USA . Mexico City suffers the second highest crime rate in Latin America . Kidnapping remains second only to Columbia for ransom money. Beheadings, killings and gun fire erupt at drug distribution points on the US/Mexican border. Spontaneous hanging continues in Mexico . A mob beat up and burned to death two policemen on live television in 2004 in Mexico City . As Brenda Walker wrote, “Mexicans do not have the same belief as Americans that the law is central to the equitable functioning of a complex nation. It’s the Third World .” Mexicans abhor education. In their country, illiteracy dominates. As they arrive in our country, only 9.6 percent of fourth generation Mexicans earn a high school diploma. Mexico does not promote educational values. This makes them the least educated of any Americans or immigrants. The rate of illiteracy in Mexico stands at 63 percent. Drunk driving remains acceptable in Mexico . As it stands, 44,000 Americans die on our nation’s highways annually. Half that number stems from drunken drivers. U.S. Congressman Steve King reports that 13 American suffer death from drunken driving Mexicans each day. Alcoholism runs rampant in Mexican culture. They suffer the most DUI arrests. Mexicans set the benchmark for animal cruelty. Mexicans love dog fighting, bullfighting, cock fighting and horse tripping. Those blood sports play in every arena and backyard in Mexico . They expand into America as more Mexicans arrive. They also engage in “steer-tailing” where the rider yanks the animal’s tail in an attempt to flip it to the ground. In horse tripping, they run the animals at full gallop around a ring, then, use ropes to trip them at full speed. It’s a death sentence as the horses break their legs, teeth, shoulders and necks—all to the delight of the cheering Mexican fans. As La Raza confirms, Mexicans maintain the most racist society in North America . “For the Hispanic race, everything; for anyone outside the race, nothing!” Guadalupe Loaeza, a journalist, said, “Mexican society is fundamentally racist and classist. The color of your skin is a key that either opens or shuts doors. The lighter your skin, the more doors open to you.” Corruption becomes a mechanism by which Mexico operates. Corruption remains systemic. The Washington Post wrote, “ Mexico is considered one of the most corrupt countries in the hemisphere.” They feature drug cartels, sex slave trade, people smuggling, car theft cartels, real estate scam cartels, murder for money and, you must bribe your mail man to get your mail. Last, but not least, Mexicans are Marxists. They promote a one party government. As with any kind of Marxism, brutal totalitarian rule keeps the rich in power and everyone else subservient. As we allow millions of Mexicans to colonize our country, we can’t help but be caught up in these ten deadly cultural traits of Mexicans. With over 12 million Mexicans here today, the predictions grow to as many as 20 even 40 million Mexicans in a few decades as they come here for a better life. As Phyllis Schlafly reveals in this issue of Whistleblower: "This CFR document asserts that President Bush, Mexican President Vicente Fox and Canadian Prime Minister Paul Martin 'committed their governments' to this goal when they met at Bush's ranch and at Waco, Texas, on March 23, 2005. The three adopted the 'Security and Prosperity Partnership of North America' and assigned 'working groups' to fill in the details. Senate Immigration Bill Would Allow 100 Million New Legal Immigrants over the Next Twenty Years

Update: On Tuesday, May
16, the Senate passed Sen. Jeff Bingaman's (D-NM) amendment to S. 2611 that
significantly reduced the number of legal immigrants who could enter under the
bill's "guest worker" program. As a result of this change, our
estimate of the number of legal immigrants who would enter the country or would
gain legal status under S. 2611 falls from 103 million to around 66 million
over the next 20 years.)
If enacted, the Comprehensive Immigration Reform Act (CIRA,
S.2611) would be the most dramatic change in immigration law in 80 years,
allowing an estimated 103 million persons to legally immigrate to the U.S. over
the next 20 years—fully one-third of the current population of the United
States.

Much
attention has been given to the fact that the bill grants amnesty to some 10
million illegal immigrants. Little or no attention has been given to the fact
that the bill would quintuple the rate of legal immigration into the United
States, raising, over time, the inflow of legal immigrants from around one
million per year to over five million per year. The impact of this increase in
legal immigration dwarfs the magnitude of the amnesty provisions.
In
contrast to the 103 million immigrants permitted under CIRA, current law allows
19 million legal immigrants over the next twenty years. Relative to current
law, then, CIRA would add an extra 84 million legal immigrants to the nation’s
population.
The
figure of 103 million legal immigrants is a reasonable estimate of the actual
immigration inflow under the bill and not the maximum number that would be
legally permitted to enter. The maximum number that could legally enter would
be almost 200 million over twenty years—over 180 million more legal immigrants
than current law permits.
Immigration Status
To
understand the provisions of CIRA, largely based on a compromise by Senators
Chuck Hagel (R–Nebraska) and Mel Martinez (R–Florida), it is useful to
distinguish between the three legal statuses that a legal immigrant might hold:
1.
Temporary Status: Persons in this category enter the U.S. temporarily and are
required to leave after a period of time.
2.
Near-Permanent, Convertible Status: Persons in this category enter the U.S. and
are given the opportunity to “adjust” or convert to legal permanent residence
after a few years.
3.
Legal Permanent Residence (LPR): Persons in this category have the right to
remain in the United States for their entire lives. After five years, they have
the right to naturalize and become citizens. As naturalized citizens, they have
the constitutional rights to vote and to receive any government benefits given
to native-born citizens.
A
key feature of CIRA is that most immigrants identified as “temporary” are, in
fact, given convertible status with a virtually unrestricted opportunity to
become legal permanent residents and then citizens.
Another
important feature of both CIRA and existing immigration law is that immigrants
in convertible or LPR status have the right to bring spouses and minor children
into the country. Spouses and dependent children will be granted permanent
residence along with the primary immigrant and may also become citizens. In
addition, after naturalizing, an immigrant has the right to bring his parents
into the U.S. as permanent residents with the opportunity for citizenship.
There are no numeric limits on the number of spouses, dependent children, and
parents of naturalized citizens that may be brought into the country.
Additionally, the siblings and adult children (along with their families) of
naturalized citizens and the adult children (and their families) of legal
permanent residents are given preference in future admission but are subject to
numeric caps.
Key Provisions of CIRA
Four
key provisions of CIRA would result in an explosive increase in legal
immigration.
Amnesty
for Current Illegal Immigrants: CIRA offers amnesty and citizenship to 85
percent of the nation’s current 11.9 million illegal immigrants. Under the
plan, illegal immigrants who have been in the U.S. for five years or more (60
percent of illegals) would be granted immediate amnesty. Illegal immigrants who
have been in the country between two and five years (25 percent of illegals)
could travel to one of 16 “ports of entry,” where they would receive amnesty
and lawful work permits.[1] In total, the bill would grant amnesty to 85
percent of the current illegal immigrant population, or some 10 million
individuals.
After
receiving amnesty, illegal immigrants would spend six years in a provisional
status before attaining LPR status. After five years in LPR status, they would
have the opportunity to become naturalized citizens and vote in U.S. elections.
As well, the spouses and dependent children of current illegal immigrants would
have the right to enter the U.S. and become citizens.[2] There would be no
numeric limit on the number of illegal immigrants, spouses, and dependents
receiving LPR status; under the amnesty provision, such individuals would not
be counted against any other cap or limit in immigration law.[3]
The
New “Temporary Guest Worker” Program: CIRA creates an entirely new “temporary
guest worker” (H-2C) program. There is nothing temporary about this program;
nearly all “guest workers” would have the right to become permanent residents
and then citizens.
Foreign
workers could enter the U.S. as guest workers if they have a job offer from a
U.S. employer. In practical terms, U.S. companies would recruit foreign workers
to enter the guest worker program and immigrate to the U.S. Most likely,
intermediate employment firms would specialize in recruiting foreign labor for
U.S. employers.
Guest
workers would be allowed to remain in the U.S. for six years.[4] However, in
the fourth year, the guest worker could ask for LPR status and would receive it
if he has learned English or is enrolled in an English class.[5] There are no
numeric limits on the number of guest workers who could receive LPR status.
Upon receiving LPR status, the guest worker could remain in the country
permanently. He could become a U.S. citizen and vote in U.S. elections after
just five more years.
The
spouses and minor children of guest workers would also be permitted to
immigrate to the U.S.[6] When guest workers petition for LPR status, their
spouses and children would receive it as well. Five years after obtaining LPR
status, these spouses could become naturalized citizens. The bill sets no limit
on the number of spouses and children who could immigrate under the guest
worker program. After workers and their spouses have obtained citizenship, they
would be able to bring in their parents as legal permanent residents.
The
bill does provide numeric limits on the number of guest workers who can enter
the country each year, but the number starts high and then grows exponentially.
In the first year, 325,000 H-2C visas would be given out, but if employer
demand for guest workers is high, that number could be boosted by an extra
65,000 in the next year. If employer demand for H-2C workers continues to be
high, the number of H-2C visas could be raised by up to 20 percent in each
subsequent year.
The
20 percent exponential escalator provision allows the number of H-2C immigrants
to climb steeply in future years. If the H-2C cap were increased by 20 percent
each year, within twenty years the annual inflow of workers would reach 12
million. At this 20 percent growth rate, a total of 70 million guest workers
would enter the U.S. over the next two decades and none would be required to
leave. While it is unlikely that so many workers would enter, the program does
have the potential to bring ten of millions of immigrants to the U.S.
The “guest worker” program, then, is an open door program, based
on the demands of U.S. business, that would allow an almost unlimited number of
workers and dependents to enter the U.S. from anywhere in world and become
citizens. It is essentially an “open border” provision.
Additional
Permanent Visas for Siblings, Adult Children, and their Families: The permanent
entry of non-immediate relatives—such as brothers, sisters, and adult
children—is currently subject to a cap of 480,000 per year minus the number of
immediate relatives (the parents, spouses, and minor children of U.S. citizens)
admitted in the prior year. CIRA eliminates the deduction for immediate
relatives from the cap.[7] This effectively increases the number of
non-immediate relatives who could attain LPR status by 254,000 per year.
Additional
Permanent Employment Visas: The U.S. currently issues around 140,000
employment-based visas each year. Under CIRA, the U.S. would issue 450,000
employment-based green cards per year between 2007 and 2016.[8] After 2016, the
number would fall to 290,000 per year.[9] Under current law, LPR visas going to
the spouses and children of workers with employment-based visas are counted
against the cap. Under CIRA, these spouses and children would be removed from
the cap and given legal permanent residence without numeric limits.[10]
Historically, 1.2 dependent relatives have entered the U.S. for each worker
under employment-based immigration programs.[11] This means that some 990,000
persons per year would be granted LPR status until 2016 and, after that,
638,000 per year.
Estimating Future Immigration Under CIRA
Most
provisions of CIRA are straightforward; in many categories, the number of
future immigrants allowed is either directly stated or can be easily calculated
from the law’s provisions. In some areas, however, the law’s impact is
uncertain. To estimate future legal immigration under the bill, three
assumptions have been used in this paper:
•
Spouses and children of workers: Dependent spouses and children represent a
major component of current immigration. In the current employment-based visa
program, 1.2 dependents enter for each incoming worker.[12] This paper assumes
this ratio will continue in the employment-based program and will also apply to
those entering under the new guest worker program. This is a conservative
assumption: guest workers are likely to have lower education levels and thus to
have larger families. Finally, many current illegal immigrants who would
receive amnesty under the bill already have families in the U.S.; therefore the
ratio of incoming spouses and children to amnesty recipients is assumed to be
only 0.6, or half the ratio of the employment-based program.
•
Parents of naturalized citizens: Parents of naturalized citizens currently make
up eight percent of all new legal immigrants. This paper assumes that half of
all adult immigrants will naturalize after five years of LPR status and that 30
percent of the parents of these naturalized citizens will immigrate in the
three years after their children’s naturalization.
•
Growth in the guest worker program: The number of immigrants in the guest
worker program will be driven by employer demand. The bill allows the number of
H-2C visas to increase by 20 percent per year; this level of growth would
result in an extraordinary 60 million guest workers in the U.S. over the next
twenty years. This paper assumes that the number of immigrants in the guest
worker program would increase at a more moderate rate of 10 percent per year.
Alternative estimates for 20 percent growth and zero growth in the program are
also presented.[13]
A Flood of Legal Immigrants
Under
CIRA, immigrants could enter the country or attain lawful status within the
country through eight channels. In each channel, immigrants would be granted
permanent residence and the right to become citizens. The first channel
represents immigrants who would have entered under current law; the second
channel represents illegal immigrants who are currently in the country and would
be given legal permanent residence under the bill. The other six channels
represent new inflows of legal immigrants that would occur as a result of the
bill. The total number of new legal immigrants over a twenty year period would
be as follows: (See Charts 1 and 2.)
1.
Visas under current law: Roughly 950,000 persons receive permanent residence
visas under current law each year. Over 20 years, the inflow of immigrants
through this channel would be 19 million. This represents the status quo under
existing law.
2.
Amnesty: The bill would grant amnesty to roughly 10 million illegal immigrants.
These individuals are currently living in the U.S.; amnesty would allow them to
remain legally and to become U.S. citizens.
3.
Expanded family chain migration: The number of family-sponsored visas for
secondary family members, such as adult brothers and sisters, is currently
limited to 480,000 per year minus the number of visas given to immediate family
members (spouses, minor children, and parents of U.S. citizens). The bill
changes the law so that the total quota on secondary family members would be
480,000 without deductions for immediate family members. The net increase in
the number of immigrants under this provision would be around 254,000 per year,
or 5.1 million over 20 years.[14]
4.
Employment-based green cards: The bill would increase the number of
employment-based visas from 140,000 to 450,000 per year. For the first time, it
would also exempt the spouses and children of workers from the cap. Total annual
immigration under this provision is likely to be 450,000 workers plus 540,000
family members annually. The net increase above current law over 20 years would
be around 13.5 million persons.[15]
5.
The guest worker (H-2C) program: CIRA would allow 325,000 persons to
participate in the guest worker program in the first year. This number could
rise by 65,000 in the next year and then by 20 percent per year. Assuming 10
percent annual growth in the annual number of guest workers entering the
country (well below the bill’s maximum), the total inflow of workers under this
program would be 20 million over 20 years.
6.
Spouses and children of guest workers: Guest workers could bring their spouses
and children to the U.S. as permanent residents; the added number of entrants
would be 24 million over 20 years.
7.
Spouses and children of illegal immigrants given amnesty: Illegal immigrants
who received amnesty could bring their spouses and children into the U.S. as
legal permanent residents with the opportunity for full citizenship. The number
of spouses and children who would enter the U.S. as a result of amnesty would
be at least six million.
8.
Parents of naturalized citizens. The bill would substantially increase the
number of naturalized citizens. Naturalized citizens would have an unlimited
right to bring their parents into the U.S. as legal permanent residents. Over
twenty years, the number of parents who would enter the U.S. as permanent legal
residents as a result of CIRA would be around five million.
Overall,
the bill would allow some 103 million persons to legally immigrate over the
next twenty years. This is roughly one-third of the current population of the
United States. All of these new entrants would be permanent residents and would
have the right to become citizens. This would be a 84 million person net
increase over current law.
Legal Flow Compared to Illegal Immigration
All
of the immigration discussed to this point would be legal immigration. If
illegal immigration continued after enactment of S.2611, the inflow of
immigrants would be even greater. Although illegal immigration is considered a
major problem, the proposed legal immigration under CIRA would dwarf it
numerically. The net inflow of illegal immigrants into the U.S. population is
around 700,000 per year.[16] Legal immigration under CIRA would exceed five
million per year, seven times the rate of the current illegal immigration flow.
Annual legal and illegal immigration together now equals about 1.7 million;
future legal immigration alone under CIRA would be three times this amount.
Range of Estimates
The
figure of 103 million new legal immigrants is based on the assumption that
immigration under the guest worker program would grow at 10 percent per year.
If guest-worker immigration grows at the maximum rate permitted by the bill, 20
percent per year, the total number of new immigrants coming to the U.S. over
the next twenty years would be 193 million. On the other hand, if immigration
under the H-2C program did not increase at all for two decades but remained
fixed at the initial level of 325,000 per year, total legal immigration under
CIRA would be 72 million over twenty years, or more than three times the level
that would occur under current law. (See Chart 3.)
The
tables in the Appendix show annual inflows of total legal immigrants in each of
the eight channels mentioned above over the next twenty years. The tables show
the estimated yearly rate of immigration under three scenarios for the H-2C
program: zero growth, ten percent growth, and twenty percent growth.
Dwarfing the Great Migration
Between
1870 and 1920, the U.S. experienced a massive flow of immigration known as the
“great migration”. During this period, foreign born persons hovered between 13
and 15 percent of the population.[17]In 1924, Congress passed major legislation
greatly reducing future immigration. By 1970, foreign born persons had fallen
to 5 percent of the population.
In
the last three decades, immigration has increased sharply. The foreign born now
comprise around 12 percent of the population, approaching the levels of the
early 1900’s. However, if CIRA were enacted, and 100 million new immigrants
entered the country over the next twenty years, foreign born persons would rise
to over one quarter of the U.S. population.[18] There is no precedent for that
level of immigration at any time in U.S. history.
Conclusion
If
enacted, CIRA would be the most dramatic change in immigration law in 80 years.
In its overall impact on the nation, the bill would rival other historic
milestones, such as the creation of Social Security or Medicare.
The bill would give amnesty to 10 million illegal immigrants and
quintuple the rate of legal immigration into the U.S. Under the bill, the
annual inflow of immigrants with the option of becoming legal permanent
residents would rise from the current level of one million per year to more than
five million per year. Within a few years, the annual inflow of new immigrants
would exceed one percent of the current U.S. population. This would be the
highest immigration rate in U.S. history.
Within
20 years, some 103 million new immigrants would enter the U.S. This number is
about one-third of the current U.S. population. All of these immigrants would
be permanent residents with the right to become citizens and vote in U.S.
elections. CIRA would transform the United States socially, economically, and
politically. Within two decades, the character of the nation would differ
dramatically from what exists today.

But last week, in Los Angeles, I had a first-time-ever experience at an activist
brain storming session.
Gathered for an update on Stop AB131, the petition
drive to gather signatures to force a ballot initiative as to whether the
California taxpayers should fund college grants to illegal aliens, I asked the
top activist leaders from Southern California how the signature drive was
going.
They started updating me with the positive response
from California residents who signed the petitions, but then admitted about
500,000 more signatures were still needed. When I said there was only a little
more than three weeks to go to meet the January 5th deadline, suddenly their
faces dropped at once, and the room went completely silent.
It was easy to read on each of their faces; the
task was nearly impossible! Without big money to pay signature gatherers or a
tsunami of petitions flooding in, the taxpayers of California will be forced to
give grant money to illegal aliens for college, on top of the $22 billion they
are spending annually in California to support the illegal alien population.
While all of our minds were racing and searching
for suggestions as to how to accomplish this daunting task of gathering
signatures, Lupe Moreno, long time Hispanic leader from Santa Ana, said
"Can we have a prayer?" Everyone agreed to pray.
As the prayer went around the table, people
expressed their sorrow for the lack of leadership in the State of California
and in the nation to protect the interest of American citizens, and asked for
divine guidance in helping them understand the harm their policies are inflicting
on millions of innocent people in the state. In all the years I have worked on
this issue, I had not witnessed the sort of sincere emotion that was expressed
in that room.

You see, the
politicians in California are happy to give money

These activists in California have already learned
what the rest of the nation is about to learn. We the people. . . are the only
ones looking out for the best interest of American citizens. With few
exceptions, we have no national leadership on the issue of stopping the illegal
migration flow into our nation.
American citizenship or the benefits thereof have
become a commodity for politicians to pander and barter away. They will grant
de facto citizenship through sanctuary policies, in-state tuition,
non-compliance with Secure Communities, grants for college, etc., etc., etc.
President Obama and most the Republican presidential hopefuls are peddling
various versions of amnesty proposals if they are elected next year.
What do these politicians want in return? They are
hoping to leverage enough votes in key states to put them over the top in 2012,
no matter what it costs the American people. This is futures betting: The
politicians are gambling the nation's future in hopes of winning the next
election.
So while the
state can't afford to pay its bills or provide decent services to citizens,
these California activists watch their elected leaders lavish still more
benefits for people who don't have a legal right to be in the country. And
while their child might have to pay out-of-state tuition to go to college in
another state, thousands of illegal aliens are going to college at in-state
tuition rates in California that they are subsidizing.
In addition
they know that millions of other illegal alien parents are receiving food
stamps, Medicaid, housing assistance and dozens of other state and local
benefits for their American-born children, while they have to decide which
bills will be paid this month and which will have to wait.

For the second consecutive year taxpayers
in a single U.S. county will dish out more than half a billion dollars just to
cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most
populous, may be in the midst of a dire financial crisis but somehow there are
plenty of funds for illegal aliens. In January alone, anchor babies born to the
county’s illegal immigrants collected more than $50 million
in welfare benefits. At that rate the cash-strapped county will pay around $600
million this year to provide illegal aliens’ offspring with food stamps and
other welfare perks.
The exorbitant figure, revealed this week
by a county supervisor, doesn’t even include the enormous cost of educating,
medically treating or incarcerating illegal aliens in the sprawling county of
about 10 million residents. Los Angeles County annually spends more than $1
billion for those combined services, including $500 million for healthcare and
$350 million for public safety.
About a quarter of the county’s welfare
and food stamp issuances go to parents who reside in the United States
illegally and collect benefits for their anchor babies, according to the
figures from the county’s Department of Social Services. In 2009 the tab ran
$570 million and this year’s figure is expected to increase by several million
dollars.
Illegal immigration continues to have a “catastrophic
impact on Los Angeles County taxpayers,” the veteran county
supervisor (Michael Antonovich) who revealed the information has said. The
former fifth-grade history teacher has repeatedly come under fire from his
liberal counterparts for publicizing statistics that confirm the devastation
illegal immigration has had on the region. Antonovich, who has served on the
board for nearly three decades, represents a portion of the county that is
roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a
larger crisis. Nationwide, Americans pay around $22 billion annually to provide
illegal immigrants with welfare benefits that include food assistance programs such
as free school lunches in public schools, food stamps and a nutritional program
(known as WIC) for low-income women
and their children. Tens of billions more are spent on other social services,
medical care, public education and legal costs such as incarceration and public
defenders.

I love children and I'm all for compassion -- smart, teach-them-to-fish compassion. have legitimized "The Race" as a mainstream ethnic lobbying group and
marginalized its critics as intolerant bigots. The unvarnished truth is that
the group is a radical ethnic nationalist outfit that abuses your tax dollars
and milks PC politics to undermine our sovereignty.
14."The Race" demands in-state tuition
discounts for illegal alien students that are not available to law-abiding U.S.
citizens and law-abiding legal immigrants.
13. "The Race" vehemently opposes
cooperative immigration enforcement efforts between local, state and federal
authorities.
11. "The Race" joined the American-Arab
Anti-Discrimination Committee in a failed lawsuit attempt to prevent the feds
from entering immigration information into a key national crime database -- and
to prevent local police officers from accessing the data.
10. "The Race" opposed the state of
Oklahoma's tough immigration-enforcement-first laws, which cut off welfare to
illegal aliens, put teeth in employer sanctions and strengthened local-federal
cooperation and information sharing.
9. "The Race" joined other open-borders,
anti-assimilationists and sued to prevent Proposition 227, California's
bilingual education reform ballot initiative, from becoming law.
6. Former "Race" president Raul
Yzaguirre, Hillary Clinton's Hispanic outreach adviser, said this: "U.S.
English is to Hispanics as the Ku Klux Klan is to blacks." He was
referring to U.S. English, the nation's oldest, largest citizens' action group
dedicated to preserving the unifying role of the English language in the United
States. "The Race" also pioneered Orwellian open-borders Newspeak and
advised the Mexican government on how to lobby for illegal alien amnesty while
avoiding the terms "illegal" and "amnesty."
5. "The Race" gives mainstream cover to a
poisonous subset of ideological satellites, led by Movimiento Estudiantil
Chicano de Aztlan, or Chicano Student Movement of Aztlan (MEChA). The late GOP
Rep. Charlie Norwood rightly characterized the organization as "a radical
racist group … one of the most anti-American groups in the country, which has
permeated U.S. campuses since the 1960s, and continues its push to carve a
racist nation out of the American West."
4. "The Race" is currently leading a
smear campaign against staunch immigration enforcement leaders and has called
for TV and cable news networks to keep immigration enforcement proponents off
the airwaves -- in addition to pushing for Fairness Doctrine policies to shut
up their foes. The New York Times reported that current "Race"
president Janet Murguia believes "hate speech" should "not be
tolerated, even if such censorship were a violation of First Amendment
rights."
3. "The Race" sponsors militant ethnic
nationalist charter schools subsidized by your public tax dollars (at least $8
million in federal education grants). The schools include Aztlan Academy in
Tucson, Ariz., the Mexicayotl Academy in Nogales, Ariz., Academia Cesar Chavez
Charter School in St. Paul, Minn., and La Academia Semillas del Pueblo in Los
Angeles, whose principal inveighed: "We don't want to drink from a White
water fountain, we have our own wells and our natural reservoirs and our way of
collecting rain in our aqueducts. We don't need a White water fountain …
ultimately the White way, the American way, the neo liberal, capitalist way of
life will eventually lead to our own destruction."
2. "The Race" has perfected the art of
the PC shakedown at taxpayer expense, pushing relentlessly to lower home loan
standards for Hispanic borrowers, reaping millions in federal "mortgage
counseling" grants, seeking special multimillion-dollar earmarks and
partnering with banks that do business with illegal aliens.
1. "The Race" thrives on ethnic supremacy
-- and the elite sheeple's unwillingness to call it what it is. As historian
Victor Davis Hanson observes: "[The] organization's very nomenclature 'The
National Council of La Raza' is hate speech to the core. Despite all the
contortions of the group, Raza (as its Latin cognate suggests) reflects the
meaning of 'race' in Spanish, not 'the people'-- and that's precisely why we
don't hear of something like 'The National Council of the People,' which would
not confer the buzz notion of ethnic, racial and tribal chauvinism."
