Mexico puts its drug suspects on parade

Critics of the media events say human rights are also on the line, along with the country's efforts to establish the rule of law. But Mexico wants to show victories in its drug war.

The manhunt was over. Raydel "Crutches" Lopez Uriarte, the alleged top enforcer for a vicious Tijuana drug gang that dissolved victims in lye, would now have to face justice.

First, though, he would have to face the press.

A day after his arrest, Lopez found himself standing woodenly with his hands cuffed behind him as news photographers snapped away at him and three others arrested in the same raid.

The 30-year-old Lopez, one of the most dreaded figures on the border, had a trim goatee and combed hair, and wore a sensible checkered shirt and dark jeans that looked like they were meant for someone half a head taller. He appeared more annoyed than menacing, like a sullen student summoned for an unwelcome yearbook picture.

The spectacle, covered live on Mexican television, lasted only as long as it took a federal police official to read a statement and take a few questions about the Feb. 8 arrest, hailed by authorities as a major achievement in the war on drug cartels launched in late 2006.

The images were on TV all day.

The ritual is called a presentacion, Spanish for "presentation" or "introduction," though no one ever shakes hands. Almost daily, one of the thousands of suspects who have been rounded up in the drug war is paraded in front of cameras, posed with seized weapons and contraband and even grilled by police officers while reporters jot down answers that are often self-incriminating.

Human rights advocates are appalled by the practice, a more elaborate version of the U.S.-style "perp walk," saying it violates suspects' rights by exhibiting them as if they were guilty before they have even been charged.

Yet for a society haunted by a level of violence not seen since the Mexican Revolution, the presentacion serves as hunter's trophy and modern-day dunking stool, a chance for Mexican authorities to convince crime-weary constituents that they're making the streets safer, and for residents to savor a morsel of justice meted.

It is where shadowy figures made famous by lore and "wanted" posters are at last hauled into the light, sometimes looking as if they had been rousted from bed. (Often, they have.) Think celebrity mug shots, but live.

Luis Garcia Lopez-Guerrero, an official with the National Human Rights Commission, said the growing frequency of presentaciones presentaciones endangers Mexico's efforts to establish rule of law and cultivate a functioning democracy.

"We don't want to see justice in the media," Garcia said. "We want to feel safe."

The show-and-tell sessions aren't only for drug lords. Around Mexico, authorities at the federal, state and local levels stage hundreds of presentaciones ayear as a result of President Felipe Calderon's crackdown, many for smaller-bore offenses such as car thefts and stickups. The other day, three men in Mexico City were posed by prosecutors with cases of bottled water they were accused of stealing from victims of recent flooding.

The suspects are made to stare into the camera, usually in front of a backdrop printed with the name and logo of the police agency. (Lopez and the three other Tijuana suspects were posed in front of an armored car belonging to the federal police.)

Those "presented" wear whatever fate clothed them in at the time of their arrest: dingy T-shirts, floppy sandals, sweat pants. Three alleged members of the notorious Zetas gang were made to answer questions before news cameras in swim trunks and bare feet after they were arrested in the Yucatan peninsula in 2008. Two of them were shirtless.

Many suspects show up bruised and scraped.

Presentaciones can offer small but revealing slices of life in Mexico's criminal underworld: the upscale "narco-junior" clad in an Abercrombie & Fitch track suit, the dark-haired beauties snared alongside alleged drug bosses, the surprising number of suspected hit men who favor sneakers.

In a country where people tend to mistrust their leaders, parading a suspect serves as proof that authorities have arrested the person they say they have. And it's catnip for mainstream Mexican media outlets and the publications that focus on crime coverage, a hugely popular specialty known in Mexico as "red news."

Edgar Cordova, an editor at the gore-heavy El Grafico tabloid, said publishing photos of suspects might help counter crime by inviting corroborating reports from other victims.

Few Mexicans report crimes, out of fear and mistrust of police.

But Cordova said presentaciones probably don't make his readers feel safe for long.

"People go out in the street, and the violence and the aggressions continue," he said.

The ritual faces growing resistance. Last fall, four justices of Mexico's Supreme Court signed a nonbinding opinion that said exhibiting suspects before they have been charged violates their right to be presumed innocent.

Mexico's Roman Catholic bishops criticized the practice last week, urging officials to treat suspects as innocent until they are proved guilty.

"Because now we see that detainees are exhibited before the media before being brought before judicial authorities," the Mexican Council of Bishops said.

"If we really care about the rule of law, we should stop this," said Ernesto Lopez Portillo Vargas, executive director of the Institute for Security and Democracy in Mexico City. "This is a political decision."

Opponents say the risk that a suspect trotted before cameras will end up being freed is especially high in Mexico because cases frequently fall apart on flimsy evidence. For the innocent, it may be too late to recover their reputations.

But where critics see politically motivated spectacle, Mexican officials see proof of difficult battles won.

Getting every detail of a presentacion right is important.

When masked Mexican police officers led Lopez and the other Tijuana suspects before the cameras, they took care to arrange the quartet so the two most important catches were in the middle. Posed next to Lopez was Jose Manuel Garcia Simental, allegedly the gang's financial brains.

Garcia's older brother, Teodoro, the gang's alleged ringleader, had been "presented" by police in January.

The jowly older Garcia, in a Nautica pullover and saggy jeans, had glowered while police described his alleged role in hundreds of gruesome murders.

Less than a month later, the younger brother, in a stained polo shirt and even droopier jeans, bore a similar scowl.

Both brothers wore white sneakers.

On Jan. 27, the Copley News Service reported that shortly after President Bush announced his plans to amnesty millions of illegal aliens in the U.S., more than half of the Mexicans trying to sneak into the U.S. through San Ysidro (search) told authorities they were doing so to position themselves for the amnesty.
As one member of the U.S. Border Patrol (search) told me, “They believe that they are only responding to an invitation.”
The percentage suggested by Copley probably does not come close to the actual number of people who are running for the American border as word of Bush’s immigration plan (search) spreads through Mexico -- and indeed throughout the world. Mexico, it seems, is now regarded the world over as the doorway to the United States.
In the last several weeks, a staggering 90 percent of all illegal aliens intercepted in one sector in southern Texas claim they’ve come for the amnesty.
Officers of the Border Patrol have now been directed to ask a set of questions of the illegal aliens they apprehend running across the border. One of those questions is: Is the person attempting to illegally enter the U.S. in response to the Bush amnesty proposal? To make arrests, Border Patrol officers often must dodge rocks being thrown at them by aliens as they cross. They then are told by all but 10 percent of the illegals they apprehend that it is the Bush amnesty (search) they've come for.
“The agents were soon told to stop collecting this information, presumably because it appeared as if the proposal was acting as a lure,” says my source within the Border Patrol.
Word of the 2000-mile wide open door between Mexico and the U.S. has spread far beyond Mexico. It is not just Mexicans who are flooding into our border states anymore. Along with the Nicaraguans, Brazilians, Venezuelans, Ecuadorians, and Chileans, agents of the Border Patrol now encounter Chinese, Pakistanis, and Indians. Nationals of countries other than Mexico are known, in Border Patrol parlance, as “OTMs.” (search) Because they cannot easily be returned to their home country (whereas a Mexican national might be driven right back across the border), OTMs are permitted to enter the U.S. and given a Notice to Appear, which is a piece of paper demanding their appearance before an Immigration Judge.
“I’m an OTM and I want my NTA,” some have been known to declare to the Border Patrol. Rules require that most be given their NTA, upon which the OTM departs forever for some unknown location in America.
“A lot of OTMs want to be caught so they can get their "papers," which makes them legal enough to get past our checkpoint without having to ride in the back of an 18-wheeler or crammed into the trunk of a car,” says one agent.
This is what the Bush amnesty proposal has caused to happen at our border with Mexico. Foreign nationals walk nearly unimpeded into our country -- fully aware of ways in which our immigration laws can be used to their advantage and even the nomenclature of immigration law enforcement-- and demand that our federal officers take a certain action that gives them the greatest likelihood of disappearing within the U.S.
Like a loss-making business that is kept alive by its corporate parent so it can be used as a tax write-off, the Border Patrol remains deliberately undermanned and hogtied while the administration tries to keep up the appearance that the borders of the United States actually mean something.
At a Democratic rally in Tennessee, Al Gore dumbfounded observers when, in criticizing President Bush's invasion of Iraq, he baroquely claimed the president had "betrayed his country." Right now, thousands of registered Republicans -- particularly those in border states -- are experiencing a tangible sense of betrayal. Some things are sacrosanct to the modern Republican, and along with such values as a strong national defense and limited government, one is a secure national border. That disappeared with President Bush’s amnesty proposal, just as if he had announced that the GOP is no longer interested in reducing taxes.
I doubt that most principled Republicans will forget it.

Mexicans Say Amnesty Will Boost Illegal Immigration

If President Obama keeps his promise of giving the nation’s 12 million illegal aliens amnesty it will encourage more Mexicans to enter the United States, according to residents of the struggling Latin American country who are undoubtedly rooting for the commander-in-chief’s plan.
The majority of illegal immigrants in the U.S. are from Mexico therefore the president’s reprieve project will greatly affect that nation. Two-thirds of Mexicans say they know someone living in the United States and around one-third have an immediate member of their household or close relative living in the U.S.
A majority of those residing south of the border say legalizing their undocumented countrymen will inspire more Mexicans to head north, according to a recent survey conducted by an internationally known polling and market research company. A vast majority of Mexicans with a relative in the United States said a legalization program would make people they know more likely to go to America illegally.
The results of the survey were made public this week by a research organization dedicated to studying the economic, social, fiscal and demographic impacts of immigration in the U.S. It reveals that nearly one-third of Mexican residents (nearly 40 million people) would like to live in the U.S. and if there was an amnesty a large number would come illegally with the hope of qualifying for a future exoneration.
An amnesty, therefore, would stimulate more illegal immigration which is the last thing this country needs. Furthermore, rewarding those who have violated our nation’s laws with coveted U.S. residency and possibly citizenship demeans the system, especially for those who follow the appropriate steps to come lawfully.
It’s bad enough that U.S. taxpayers annually dish out billions of dollars to educate, medically treat and incarcerate illegal aliens who are, in many cases, depleting local governments. Los Angeles County alone spends more than $1 billion a year, including $48 million a month in welfare costs, to provide services for illegal aliens. The crisis is hardly limited to border states, which have traditionally been the most impacted. Georgia’s skyrocketing illegal population costs taxpayers nearly $2 billion a year.

Study: Illegal alien population may be as high as 38 million A new report finds the Homeland Security Department "grossly underestimates" the number of illegal aliens living in the U.S. Homeland Security's Office of Immigration Studies released a report August 31 that estimates the number of illegal aliens residing in the U.S. is between 8 and 12 million. But the group Californians for Population Stabilization, or CAPS, has unveiled a report estimating the illegal population is actually between 20 and 38 million. Four experts, all of whom contributed to the study prepared by CAPS, discussed their findings at a news conference at the National Press Club in Washington Wednesday. James Walsh, a former associate general counsel of the Immigration and Naturalization Service, said he is "appalled" that the Bush administration, lawyers on the Senate Judiciary Committee, and every Democratic presidential candidate, with the exception of Joe Biden, have no problem with sanctuary cities for illegal aliens. "Ladies and gentlemen, the sanctuary cities and the people that support them are violating the laws of the United States of America. They're violating 8 USC section 1324 and 1325, which is a felony -- [it's] a felony to aid, support, transport, shield, harbor illegal aliens," Walsh stated. Walsh said his analysis indicating there are 38 million illegal aliens in the U.S. was calculated using the conservative estimate of three illegal immigrants entering the U.S. for each one apprehended. According to Walsh, "In the United States, immigration is in a state of anarchy -- not chaos, but anarchy."

Obama soft on illegals enforcement

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

“If you’re in this country illegally, should you be able to get health care?” CNN’s John King asked Mrs. Pelosi.


“No, illegal immigrants are not covered by this plan,” she replied.


Mrs. Pelosi’s remarks are downright deceptive, according to Congressman Lamar Smith (R-Texas), who points out that the proposed health care legislation “ contains gaping loopholes that will allow illegal immigrants to receive taxpayer-funded benefits .”


These loopholes, Rep. Smith maintains, are “no accident.” He maintains that the proposed legislation, despite months of debate, still contains no mechanism for verifying if applicants are legal residents or not.


The Republican members of the Ways and Means Committee attempted to address this loophole by an amendment proposed by Congressman Dick Heller (R-Nevada) which would have required applicants for government provided or subsidized health care to demonstrate eligibility through the Income and Eligibility Verification System (IEVS) and the Systematic Alien Verification for Entitlements (SAVE) systems.

But, on July 29, the Heller Amendment was soundly defeated by the following 26 Majority Members of the House Ways & Means Committee: Xavier Becerra (Calif.), Shelley Berkley (Nev.), Earl Blumenauer (Ore.), Joe Crowley (N.Y.), Artur Davis (Ala.), Danny Davis (Ill.), Lloyd Doggett (Texas), Bob Etheridge (N.C.), Brian Higgins (N.Y.), Ron Kind (Wis.), John Larson (Conn.), Sander Levin (Mich.), John Lewis (Ga.), Jim McDermott (Wash.), Kendrick Meek (Fla.), Richard Neal (Mass.), Bill Pascrell (N.J.), Earl Pomeroy (N.D.), Chairman Charlie Rangel (N.Y.), Linda Sanchez (Calif.), Allyson Schwartz (Pa.), Pete Stark (Calif.), John Tanner (Tenn.), Mike Thompson (Calif.), Chris Van Hollen (Md.), and John Yarmuth (Ky.).


The Federal for American Immigration Reform (FAIR) believes the legislation is now purposefully self-contradictory in order to ensure that the millions of illegal Latinos will receive coverage. FAIR points out that while one provision of the proposed health care reform bill states illegal immigrants will not be eligible for benefits, the legislation remains without any system of verification for determining if a patient is a legal or illegal U. S. resident.

Moreover, Fair insists, the bill leaves open the possibility that if one citizen family member is eligible for benefits, then the entire family — including illegal immigrants — is also eligible for the benefits.

“At a time when the federal government is running trillion dollar deficits, and the projected costs of the proposed health care overhaul seem to grow with each passing day, the committee that writes our tax laws wants Americans to pay for the health care costs of illegal aliens,” says FAIR President Dan Stein. “Given the opportunity to close loopholes that would cost the public billions of dollars each year, Democrats on the committee unanimously rejected an amendment that would bar illegal aliens from a national health care program.”

The cost of treating illegal aliens amounts to nearly $11 billion a year, according to calculations done by the Federation for American Immigration Reform (FAIR), a non-profit group that opposes illegal immigration. And that cost is not expected to go away if a health insurance reform bill becomes law.

According to FAIR’s Director of Special Projects Jack Martin, illegal immigrants presently cost U. S. taxpayers $10.7 billion a year for health care. The numbers are contained in a report that FAIR plans to publish in the near future.

“The current health care bill is looking as if it is leaving a very large loophole for medical coverage being provided to illegal aliens,” Martin said.

So again, yes, the speaker of the House can say: "We've made no provision for Health Care for Illegal Aliens". But, is she in fact telling you the WHOLE truth or only half a truth. I am an independent voter and I, at this point, have my opinion. You be the judge for your own opinion.

Edwards Jr. reported last week in National Review that "no health legislation on the table requires federal, state or local agencies -- or private institutions receiving federal funds -- to check the immigration status of health-program applicants, so some of the money distributed via Medicaid and tax credits inevitably would go to illegal aliens." Moreover, the Senate Finance Committee plan creates a preference for illegal aliens by exempting them from the mandate to buy insurance.

That's right. Lawabiding, uninsured Americans would be fined if they didn't submit to the ObamaCare prescription.

Lawbreaking bordercrossers and deportation fugitives would be spared.

For years, advocates of uncontrolled immigration have argued that illegals aren't getting free health care, and that even if they were, they'd not be draining government budgets. The fiscal crisis in California gives lie to those talking points. In March, the Associated Press reported that Sacramento and Contra Costa counties were slashing staff and closing clinics due to the prohibitive costs of providing nonemergency health services for illegals.

"The general situation there is being faced by nearly every health department across the country, and if not right now, shortly," Robert M. Pestronk of the National Association of County and City Health Officials, told the AP."

Ariz. Saves Millions Cutting Illegal Immigrant

A U.S. border state that stopped giving illegal immigrants discounted public college tuition a few years ago reports saving millions of dollars after terminating the program that essentially subsidized illegal behavior with public money.
Fed up with the toll that illegal aliens were having on its state, Arizona voters overwhelmingly passed a law in late 2006 to deny them heavily discounted resident college tuition and other state-funded benefits draining the budget. Approved by more than 70% of voters, the measure also requires state agencies to verify the immigration status of applicants for public services such as child care and adult education as well as financial aide for college students.
Regardless, thousands of illegal aliens continue to annually apply for the costly perks which used to cost taxpayers tens of millions of dollars each year. Since the law passed more than 3,400 community college students and nearly 300 university students paid the much higher nonresident tuition because they couldn't prove they were in the country legally.
This represented a savings of nearly $8 million for one of the state’s community college districts (Maricopa County Community College District) alone. Combined with Arizona’s other junior college districts and its three public universities the savings are estimated to be in the tens of millions of dollars.
Arizona’s State Treasurer says the money is being appropriately used for programs that benefit legal residents rather than to subsidize the education of those who live in the state illegally. A handful of other states—including Texas, California, Utah, Maryland and Wisconsin—offer illegal immigrants discounted tuition at public colleges.
Earlier this month, Texas Attorney General Greg Abbott ruled that allowing illegal immigrants to pay in-state tuition breaks federal law though the state annually grants the coveted benefit to thousands of undocumented students. The opinion was a no brainer considering that a 1996 immigration reform law forbids states from giving illegal aliens in-state tuition unless it provides the same for all students regardless of residency.
It was that law that led a group of out-of-state students to successfully challenge the practice in California. The students argued that California’s public university and community college system violated the law by charging them higher tuition and fees than undocumented immigrants. A state appellate court ruled in favor of the American students and the case is pending before the sate Supreme Court.

Hispanic Voters Enjoy New Clout With Democrats

WASHINGTON, June 9 — Helped by the fight over immigration, Democrats seeking their party’s presidential nomination are moving to court Hispanic voters like never before, as a string of early primary states with sizable Hispanic voting blocs prompt candidates to hire outreach consultants, start Spanish-language Web sites and campaign vigorously before Hispanic audiences.
The battle for Hispanic voters is a result of the decision by several states with large Hispanic populations to move their presidential primaries to early 2008, including California, Florida and New York. Roughly two-thirds of the nation’s Hispanic residents live in nine of the states that will hold Democratic primaries or caucuses on or before Feb. 5.
Strategists say the influence of Hispanic voters is likely to be amplified next year because of an unusually intense response in many Hispanic communities to immigration policy. Conservative Republicans, with the help of some left-leaning Democrats, teamed up to derail an immigration bill in the Senate on Thursday that would have provided a path to citizenship for illegal immigrants.
It is in the new early primary states where Democrats hope the outreach efforts bear fruit. In the last presidential election, Hispanic voters accounted for a significant part of the overall Democratic primary electorate in California (16 percent), New York (11 percent), Arizona (17 percent) and Florida (9 percent), all states that will hold primaries by Feb 5.
Sergio Bendixen, a pollster hired by Senator Hillary Rodham Clinton’s campaign to study Hispanic voting trends, said: “The Hispanic vote has never been all that important in the presidential primary process in the United States. But that will change in 2008.”
At this early stage, Mrs. Clinton, a New York Democrat, appears best poised to benefit from the heightened Hispanic role in the primary process. She has already captured a prized endorsement, of Mayor Antonio R. Villaraigosa of Los Angeles, one of the nation’s most prominent Hispanic politicians.
Mrs. Clinton is also well-known and liked by many Hispanics, with several national New York Times/CBS News polls from the past few months showing that about 60 percent of registered Hispanic voters who identify themselves as Democrats have a favorable view of Mrs. Clinton, while a quarter do not.
Meanwhile, Senator Barack Obama, Democrat of Illinois, remains a blank slate to many Hispanic voters, polls show, with 40 percent having no opinion of him. But his aspirational biography could prove a draw as more Hispanic voters get to know him.
Former Senator John Edwards is even less well-known among Democratic Hispanic voters. While a third have a positive view of Mr. Edwards and fewer than 10 percent have an unfavorable view of him, 6 in 10 are unable to offer an opinion.
The only Hispanic in the race, Gov. Bill Richardson of New Mexico, a Democrat, is working to build a base and establish a political identity beyond the Southwest.
Many Democrats were as troubled by the Senate immigration bill as were Republicans, but for decidedly different reasons. Mrs. Clinton expressed concerns about the legislation, particularly a provision that makes it harder for legal immigrants in the United States to bring relatives from abroad. Mr. Obama said that he would have supported the bill, but that he too had similar concerns about the provision, according to his aides.
On the Republican side, two of the main candidates, Rudolph W. Giuliani and Mitt Romney, opposed the immigration bill, while Senator John McCain played a main role in drafting the legislation, only to face a huge backlash from conservative Republicans raising alarms about what they call a flood of immigrants.
The bill’s setback — a major defeat for President Bush — could complicate Republican efforts to win over the fast-growing Hispanic electorate and help Democrats solidify their hold on these voters, an electoral prize expected to increase in importance in coming decades. Surveys showed that Hispanics were a small part of the Republican primary vote in 2000, with their greatest influence being in California, where they made up 9 percent of the vote.
The debate over immigration has spurred Hispanic leaders and voters to mobilize like few issues in recent memory have. The National Association of Latino Elected Officials has joined with the Hispanic television network Univision on a national campaign to help Hispanic residents fill out citizenship applications and to help those who are already citizens register to vote.
Stephanie Pillersdorf, a spokeswoman for Univision, said the number of Hispanic residents who had applied for citizenship in Los Angeles County alone had gone up 146 percent since the campaign started several months ago.
The scramble for Hispanic support is evident both within the campaigns and out on the trail.
On Friday, Mrs. Clinton spoke to Hispanic leaders in the Bronx , where she accused Republicans of undermining the immigration bill in the Senate. “The bill was mostly killed by people who don’t want any immigration reform and don’t want a path toward legalization,” she said. “There’s a very big anti-immigrant feeling that is influencing the problem right now, particularly on the Republican side.”
Earlier this month, Mr. Obama traveled to Nevada, a heavily Hispanic state that moved its caucus to Jan. 19, and sat down for interviews with Spanish-language television and newspaper reporters.
Mr. Edwards, who hopes his populist appeal will draw support from Hispanics, is dispatching his political director, David Medina, to meet with members of Democratic Hispanic Caucus of Florida. Mr. Richardson alternates between English and Spanish on the campaign trail. Senator Christopher J. Dodd, Democrat of Connecticut, also often likes to display his fluency in Spanish, including when he announced his candidacy on CNN en Español.
Republicans are making similar efforts. On Friday, for example, the Romney campaign announced a steering committee to attract the Hispanic vote.
Strategists for several Democratic campaigns say the new calendar has set the stage for Hispanic voters to have much more influence in picking the parties’ presidential nominees than they did when states like Iowa and New Hampshire were essentially alone among the early states in the nominating process.
In fact, in the 2004 race, Senator John Kerry did not assemble a Hispanic outreach and media operation until about five months before the general election.
By contrast, the Clinton campaign has already put in place a driven Hispanic outreach team that, among other things, issues press releases in Spanish on a regular basis and has a stable of Spanish-speaking surrogates to fill in for Mrs. Clinton at events that focus on Hispanics. It has also assigned a prominent role to its campaign manager, Patti Solis Doyle, a woman of Mexican descent who has been one of Mrs. Clinton’s most trusted advisers and friends since her days as first lady of Arkansas. Mrs. Doyle, who played a crucial role in getting the recent endorsement from Mr. Villaraigosa, has made herself available for interviews with Hispanic organizations of all sorts.
Democrats are optimistic about their prospects of making large gains among Hispanic voters, mindful of the progress they made in the 2006 midterm elections, when only 26 percent of Hispanics voted for Republican Congressional candidates. That was down from 44 percent in 2004, when Mr. Bush was at the top of the ticket, according to nationwide exit polls conducted by Edison/Mitofsky.
While Mr. Bush’s popularity with Hispanics had been a factor in drawing large numbers of them to the Republican Party, many Hispanics appear to be returning to the Democratic fold as conservative efforts gained momentum last year to restrict immigration and build a wall along the Mexican border.
Democrats are doing what they can to encourage that return. Mr. Obama has traveled to Nevada several times to meet with members and leaders of a culinary workers’ union, most of whom are Hispanic women who work in Las Vegas hotels and casinos. The Obama campaign says the union could play a decisive role in generating voter turnout when the state holds its caucus next January.
The campaign is also sending dozens of volunteers this weekend to pass out Spanish-language literature in heavily Hispanic cities like Los Angeles, San Diego, Las Vegas, Phoenix, Houston and San Antonio, and is making videos available on its Web site with closed captioning in Spanish.
Mr. Edwards, in turn, is betting that his antipoverty campaign of the last few years, including helping unions organize in industries with large numbers of Hispanic workers, will give him an edge.
Earlier this year, he met with Arturo Rodriguez, the president of the farm workers’ union, and several hundred union members in Fresno, Calif. Mr. Edwards’s campaign has also sent prominent Hispanic supporters to act as surrogates for him on the campaign trial, including Patricia Madrid, the former attorney general of New Mexico, who recently went to Nevada to meet with Hispanic politicians and activists.
If any candidate can appeal to the ethnic pride of Hispanic voters, it is Mr. Richardson, the New Mexico governor, who often points to his Mexican roots (his mother is a native of Mexico) when appearing before Hispanic audiences.
The main problem for Mr. Richardson is that he is a relatively unknown figure among Hispanic voters, as well as the general electorate. To raise his profile among Hispanics, Mr. Richardson has turned to prominent Hispanics, including Gloria Molina, a Los Angeles County supervisor, who introduced him at the rally where he recently announced his candidacy.
David Contarino, Mr. Richardson’s campaign manager, predicted that his candidacy would become a matter of “interest and pride” among Hispanic voters once they learned of his record and roots.
“His name is Bill Richardson; that does not necessarily communicate his background,” Mr. Contarino said dryly.

Taxpayers in the nation’s most populous county dished out nearly $50 million in a single month to cover only the welfare costs of illegal immigrants, representing a whopping $10 million increase over the same one-month period two years ago.
In June 2009 alone Los Angeles County spent $48 million ($26 million in food stamps and $22 million in welfare) to provide just two of numerous free public services to the children of illegal aliens, which will translate into an annual tab of nearly $600 million for the cash-strapped county.
The figure doesn’t even include the exorbitant cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $400 million for healthcare and $350 million for public safety.
The recent single-month welfare figure was obtained from the county’s Department of Social Services and made public by a county supervisor (Michael Antonovich) who assures illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers.” The veteran lawmaker points out that 24% of the county’s total allotment of welfare and food stamp benefits goes directly to the children of illegal aliens—known as anchor babies—born in the United States.
A former fifth-grade history teacher who has served on the county’s board for nearly three decades, Antonovich has repeatedly come under fire for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
Numerous other reports have documented the enormous cost of illegal immigration on a national level. Just last year a renowned economist, who has thoroughly researched the impact of illegal immigration, published a book breaking down the country’s $346 billion annual cost to educate, jail, medically treat and incarcerate illegal aliens throughout the U.S.

WELFARE COSTS FOR CHILDREN OF ILLEGAL ALIENS IN L.A. COUNTY OVER $48 MILLION IN JUNE

August 11, 2009—Figures from the Department of Public Social Services show that children of illegal aliens in Los Angeles County collected nearly $22 million in welfare and over $26 million in food stamps in June, announced Los Angeles County Supervisor Michael D. Antonovich. Projected over a 12 month period – this would exceed $575 million dollars.

Annually the cost of illegal immigration to Los Angeles County taxpayers exceeds over $1 billion dollars, which includes $350 million for public safety, $400 million for healthcare, and $500 million in welfare and food stamps allocations. Radical Amnesty Bill Introduced in House
On Tuesday, December 15, open borders advocate Luis Gutierrez (D-IL) introduced H.R. 4321, the “Comprehensive Immigration Reform for America’s Security and Prosperity Act of 2009,” (CIR ASAP). H.R. 4321 would grant amnesty to millions of illegal aliens, dramatically increase legal immigration, and create loopholes in existing penalties in exchange for promises of “enforcement” in the future. (See FAIR’s Legislative Updates from October 19, 2009 and December 14, 2009). At introduction, CIR ASAP had over 90 original co-sponsors in the House of Representatives. (See Cosponsor listing).
CIR ASAP contains several amnesty programs, including AgJOBS (Title IV, Subtitle B); the DREAM Act (sprinkled throughout the bill); and a broad amnesty program through which millions of illegal aliens could obtain “earned legalization” (Title IV, Subtitle A). These provisions are in many ways similar to those in the Bush-Kennedy Amnesty Bill of 2007, except that several significant requirements have been weakened. For example, for an illegal alien to receive amnesty under H.R.4321, he or she does not even have to establish employment, only that he or she is an active member of the community.
In addition to granting amnesty, CIR ASAP would dramatically increase legal immigration by:
• Recapturing purportedly “unused” family and employment-based green cards from 1992 to 2008 (§301(a)-(b)). According to State Department data, this provision alone could bring in as many as 550,000 immigrants—all of whom would compete with American workers for jobs. (U.S. State Department, Unused Family and Employment Preferences Numbers Available for Recapture, Fiscal Years 1992-2007).
• Expanding the definition of “immediate relatives” to include children and spouses of lawful permanent residents. (§302). This would allow an unlimited number of these children and spouses to immediately qualify for a visa.
• Increasing the annual per country limits on family and employment-based visas from seven percent to ten percent. (§303). Under current law, each foreign country has a seven percent share of the total cap of visas allocated each year.
In exchange for the multiple amnesties and massive increases in legal immigration proposed in the bill, H.R. 4321 contains measures ostensibly aimed at strengthening immigration “enforcement.” Upon closer examination, however, CIR ASAP would actually undermine the enforcement of our immigration laws. For example, the bill would:
• Repeal the highly successful 287(g) program, which allows federal officials to train state and local law enforcement agencies in the enforcement of federal immigration laws. (§184).
• Establish a new, untested electronic employee verification system. (§201). This would completely reverse years of progress made with respect to E-Verify.
• Temporarily suspend Operation Streamline pending a re-evaluation of the program’s future viability. (§125(a)). Operation Streamline is a highly successful, zero-tolerance program that targets illegal aliens for immediate prosecution upon apprehension at or near the border. After Operation Streamline was put into effect in December 2006, the Yuma, Arizona sector saw nearly 1200 prosecutions in the first 9 months. Border apprehensions decreased by 70 percent. (CBP Press Release, July 24, 2007).
• Prohibit the Armed Forces and the National Guard from assisting in securing the border unless: (1) the President declares a national emergency, or (2) the use of the Armed Forces/National Guard is required for specific counter-terrorism duties. (§131(a) & (b)).
• Require the Department of Homeland Security (DHS) to identify and inventory the current personnel, human resources, assets, equipment, supplies, or other physical resources dedicated to border security and enforcement prior to any increase in these categories. (§114(a); §116(a)).
At a press conference announcing the introduction of his bill, Rep. Gutierrez indicated that his bill was to set the Congressional Hispanic Caucus’s standard for immigration reform legislation. However, he also acknowledged that the Senate will most likely be the first chamber to act on amnesty legislation. While a bill has not yet been introduced in the Senate, Senator Chuck Schumer (D-NY) is planning to introduce a bill in early 2010, and Senate Majority Leader Harry Reid (D-NV) has indicated he will kick off the amnesty debate sometime in February or March. (Congressional Quarterly, December 15, 2009).

Another victory for American workers in Arizona. Yesterday, the Ninth Circuit Court of Appeals upheld the get-tough employer sanctions law in the state. The law hits employers who knowingly hire illegal aliens with strict penalties and in some cases even strips businesses of their licenses. A lower court upheld the same law in February. Obama soft on illegals enforcement

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

White House prepares for immigration overhaul battle
The Obama administration is rallying allies to push for a package with better border security and a path to citizenship for illegal immigrants now in the U.S. The effort is sure to be a tough sell.

With the healthcare battle still unfinished, the Obama administration has been laying plans to take up an issue that could prove even more divisive -- a major overhaul of the nation's immigration system.

Senior White House aides privately have assured Latino activists that the president will back legislation next year to provide a path to citizenship for the estimated 12 million illegal immigrants living in the United States.

In a recent conference call with proponents, White House Deputy Chief of Staff Jim Messina, political director Patrick Gaspard and others delivered the message that the White House was committed to seeing a substantial immigration bill pass and wanted to make sure allies were prepared for the fight.

In addition to the citizenship provision, the emerging plan will emphasize efforts to secure U.S. borders against those trying to cross illegally. But that two-track approach was rejected repeatedly in the past by Republicans and other critics who insist that a border crackdown must demonstrate its effectiveness before any action on citizenship is considered.

Whatever proposal Obama puts forward will probably meet equally determined opposition. Another complication is the calendar: Midterm elections are in November, and polls show that the public is more worried about joblessness and the fragile economy than anything else.

So embracing an immigration bill is a gamble for the White House, which already has a packed agenda for 2010: economic recovery, global warming legislation and tougher regulation of financial institutions.

No matter what the environment, immigration is a tough sell, said Democratic pollster Geoff Garin.

"We know from a lot of experience that immigration reform has been and can be a very polarizing issue. There are heated differences about whether there ought to be some kind of pathway to citizenship for people who entered the country illegally," he said.

"And my sense from the public-opinion research is people care more about vindicating their position than they do about getting the issue solved."

Even so, the White House apparently has decided to press ahead.

In an effort to enlist the kind of business support that helped drive its healthcare initiative, for example, administration officials have reached out to the National Restaurant Assn., which represents an industry that employs thousands of immigrants. Earlier this year, the new head of the association, Dawn Sweeney, met with Cecilia Muñoz, a White House aide involved in the issue, and expressed interest in cooperating.

"It's an extremely important issue for our members," said Sweeney, whose group could exert grass-roots pressure on lawmakers.

As a candidate, Obama vowed to take up immigration during his first year in office. That deadline will come and go. Further delay could anger Latino voters, who came out in force for the president and congressional Democrats in 2008.

No one anticipates that a core element of the Democratic base will defect to the Republican Party in November. But even a significant drop in turnout -- which often happens in nonpresidential elections -- could frustrate Democratic efforts to preserve their congressional majority.

"The bulk of the people needing immigration reform are Latino," said Rep. Raul M. Grijalva (D-Ariz.). "There's a level of disenchantment about where we're going. . . . And if you don't give the Latino community a reason to participate [in the elections], you weaken your base even more."

For an immigration bill to have a realistic shot of passing next year, political analysts said, the particulars would have to be agreed upon by the spring. A delay would increase the likelihood of the issue getting derailed by the November elections.

Henry G. Cisneros, a Cabinet secretary in the Clinton administration who took part in the recent immigration conference call with the Obama White House, said: "It gets much more difficult as the year goes along. So everyone has to be very sober about the prospects. But the president and congressional leadership understand it's important to start the ball rolling."

An immigration bill was introduced in the House earlier in the month, and Sen. Charles E. Schumer (D-N.Y.), who chairs a subcommittee on immigration, is heading the effort to cobble together a bipartisan coalition in the Senate.

But Democrats may not have a lock on one prominent Republican who has worked in the past to revamp the immigration system: Arizona Sen. John McCain.

McCain backed President George W. Bush's failed attempt to overhaul immigration in his second term. But he has not committed to supporting the Obama bill, saying he worried the president would not endorse a temporary guest-worker program.

Organized labor, an important part of the Democratic base, has voiced opposition to a guest-worker program under which more immigrants could enter the country on a temporary basis. Critics argue that there is no effective system for ensuring that such workers will leave the country when their permits expire.

"From everything that we hear right now, the temporary guest-worker program won't be addressed in immigration reform. And unless that is an essential part of the reform program, it's something that Sen. McCain can't work on," said Brooke Buchanan, a spokeswoman for the Arizona lawmaker.

The White House would not reveal its position on the guest-worker issue.

Should an immigration bill gain traction, White House Chief of Staff Rahm Emanuel would probably be a central player in the negotiations.

As an aide to President Clinton, Emanuel co-wrote a memo on the political dynamics of immigration. He and Ron Klain, now the top aide to Vice President Joe Biden, wrote in 1994: "We must be seen as taking proper, forceful steps to seriously address the immigration problem without alienating the Hispanic and civil rights constituencies.

"Our goal is not to outdo the Republicans, rather to use our achievements and proposals to prevent them from using this as a wedge issue against us."

The former head of the Immigration and Naturalization Service, Doris Meissner, recalled that Emanuel once phoned and berated her over a news story about lax border enforcement in Arizona.

"This kind of press is killing us," Meissner quoted Emanuel as saying. During the call, he instructed her to send border agents to the area immediately. "He had no authority whatsoever to give me orders," Meissner said.

But Emanuel was constantly pressing his colleagues in the Clinton White House to push what he termed a "balanced" immigration policy -- including enforcement and stepped-up grants of citizenship.
