Nine with ties to Mexican cartel charged

Nine illegal immigrants from Mexico with ties to a violent drug cartel face federal charges after trying to set up a crystal methamphetamine operation in the Washington region, authorities said.
In a morning press conference at D.C. Police headquarters, Chief Cathy L. Lanier said the Washington region was an untapped market for the drug commonly known as crystal meth.


The defendants also have ties to "La Familia," an extremely violent Mexican drug cartel that exports drugs to the United States, said John P. Torres, special agent in charge of the Washington office of U.S. Immigration and Customs Enforcement . "They won't sell to their own Mexican citizens," Torres said.
The defendants were indicted Monday by a grand jury on charges of conspiracy to distribute and possession with the intent to distribute 500 grams or more of methamphetamine. Authorities seized more than 50 pounds of crystal meth, a notable seizure for the region, Lanier said. The second highest amount seized in the area was about two pounds, she said. The street value of the seizure was estimated at more than $3.5 million.
"It's an open market here. No one has ever come in and taken a stronghold," Lanier said.
Additionally, the drug was not in its usual smaller form, which authorities refer to as "pebbles" but in a larger "icicle" form. "That means that this group is more sophisticated and better organized," Torres said.
The undercover operation began around Nov 15 with D.C. police and expanded to include federal authorities. Officials were sketchy on details, citing the need to protect an ongoing investigation, but said that D.C. Police became aware several weeks ago of the operation to bring crystal meth into Washington. One of the defendants, Esteban Almontes Rodriguez, 25, is a major cocaine and marijuana trafficker in the region, authorities said, likely for La Familia.
The operation spread down the Eastern seaboard and authorities eventually made arrests in Atlanta and Winston-Salem, NC.
In addition to Rodriguez, who most recently was of Temple Hills, the individuals facing charges are: Alberto Garcia Calderon, aka "Flaco" (skinny in Spanish), 36; Alejandro Quintana Cardenas, 25; and Moises Ramirez-Perez, who authorities believe is 19. Those men were arrested in North Carolina, and Calderon is believed to be the leader of the distribution route into Washington and the supplier of drugs for Rodriguez, according to an affidavit supporting the arrest warrants.
Georgia authorities arrested Alfonso Martinez-Cruz, 39; Jesus Bustos-Penaloza, 52; Felipe Alvarado-Ponce, 36; and Sergio Garcia-Virelas, 24. The ninth defendant, Jorge Lnu, is still at large.

The decomposing bodies of a U.S. Drug Enforcement Administration agent and his pilot are discovered wrapped in plastic bags at a ranch about 60 miles from the Guadalajara streets where they were kidnapped by the cartel controlling drug trafficking in central Mexico. The agent's corpse bears traces of the drugs a doctor administered to keep him alive during some 30 hours of interrogation, as his torturers crushed his jaw, ribs and windpipe, and drilled a hole into his skull. "We are in a war and cannot accept that Enrique Camarena died in vain," the U.S. ambassador says.

That was 25 years ago. Last weekend, a U.S. consular official, her husband and the husband of another consulate employee were fatally shot after attending a children's birthday party in Ciudad Juarez, Chihuahua, and Homeland Security Secretary Janet Napolitano called the killings "brutal, unconscionable and unforgivable." This was another crime in a different city controlled by a different cartel. But it is all part of the same war of attrition that has been underway for more than a quarter of a century. What progress do the United States and Mexico have to show for it? Drug consumption in the U.S. has continued unabated, and the violence has only increased.

In the first 2 1/2 months of this year, nearly 500 people have been killed in Ciudad Juarez's drug violence, many of them bystanders to the battles among competing drug gangs and between cartels and government troops. That's in addition to the more than 2,600 killings there last year -- not across the globe in Baghdad or Kabul, but in a city on our border. The violence has driven out a quarter of Juarez's residents in the last two years.

Ruling Raises Stakes in California’s Fiscal Crisis

LOS ANGELES — The Supreme Court’s order to California to ease overcrowding in the state’s prisons, by releasing tens of thousands of inmates if no other solution can be found, will probably aid Gov. Jerry Brown’s plan to move more inmates from state prisons to county jails.
But it is also sure to set off a fresh round of budget battling in the financially distressed state as the governor and local officials insist on ensuring state financing before changing the system.
The ruling on Monday has also already inspired a fresh round of political recriminations, with some law enforcement officials and Republicans echoing the Supreme Court’s dissenters by saying the release will result in more violence as released inmates, unable to find jobs, return to their former way of life.
“We’re bracing for the worst and hoping for the best,” said Mark Pazin, the Merced County sheriff and chairman of the state’s sheriffs’ association. “This potential tsunami of inmates being released would have such an impact on local communities. Each of those who would be released have really earned their pedigree as a criminal. It could create real havoc.”
And since the court requires that the state reduce the population one way or another, California’s residents were greeting the decision with a mix of nervousness and fatalism. That anxiety is unlikely to be eased by the news that about 150 prisoners took part in a fight on Sunday in the dining hall at San Quentin State Prison in which four men were stabbed or slashed. The cause of the melee was under investigation.
Matthew Cate, the secretary of the California Department of Corrections and Rehabilitation, called the court ruling disappointing because it did not recognize improvements the state had made over the last several years. But Mr. Cate said state officials would push even harder for the Legislature to approve the governor’s plan, which he said would save money over time.
“Our goal is to not release inmates at all,” Mr. Cate said, adding that the governor’s plan would mostly address the overcrowding problem, although it would take three to four years to do so, longer than the two-year timeline laid out by the court. He said the state could apply for an extension and added, “I don’t think we can guarantee anything at this point.”
With the state facing a $10 billion deficit, Republicans have refused to sign on to the governor’s plan to ask voters to approve tax extensions. Under Mr. Brown’s proposal, some of that money would go to the counties, which would have responsibility for housing and rehabilitating the inmates.
According to Mr. Brown’s plan, no inmate convicted of violent, sex-related or otherwise serious crimes would be sent to the county jail systems. And while many counties have said that they can cope with the inmates, they say it would be impossible without extra money from the state.
“The only logical way to deal with the court order in a manner that continues to protect the public is to send some people to the counties,” said Paul McIntosh, the executive director of the California State Association of Counties. “A one-time release would be a terrible decision, and we need a fundamental change in the way we deal with criminals. The state really needs to step up quickly to give us the ability to deal with this.”
Lee Baca, the Los Angeles County sheriff, said the state, with the help of local officials, should immediately begin devising a plan, particularly to assure the public that hardened criminals would not soon be roaming the streets.
“The public does not want to see a violent predator slip through the cracks on this,” Sheriff Baca said. “We have to assure them that the department of corrections will not make a mistake on who gets released.”
Los Angeles County is expected to have some 11,000 prisoners come into its system under the plan. Sheriff Baca said he was confident that the county had programs to deal with the additional inmates and could do even more with programs to reduce recidivism.
“But you can’t just foist the problem on us without any more money,” he said.
Donald Specter, who argued for the prisoners before the Supreme Court, called the landmark ruling “fantastic” and said it would force the state to deal with problems it had long tried to avoid.
“The state has a lot of options,” Mr. Specter said. “It can reduce sentences for parole violations or change sentencing law or go along with the governor’s plan, but it has to do something.”
In Sacramento, Sheriff Scott Jones was less enthusiastic. He said the ruling could have “horrific consequences” in his jails, which are nearly filled to capacity each day.
“Whatever money they don’t give us, we have to make up with letting go a commensurate number of parolees or people who should be behind bars,” Sheriff Jones said. “There has to be a better way, but I don’t think we are going to get it here.”

Reporting from Mexico City — A 14-year-old boy who says he's been killing or working for drug cartels since he was 11 has been captured by the Mexican army after a monthlong hunt, authorities said Friday.
Edgar Jimenez Lugo, who authorities said was born in San Diego, was wanted on suspicion of killing rivals — allegedly beheading some of them — as part of his work for an especially violent drug-trafficking cartel.

Jimenez was attempting to board a flight for Tijuana with two sisters Thursday night when authorities detained him in Morelos state south of Mexico City. They were apparently planning to flee the country after the boy's alleged exploits made headlines last month.
"I've killed four people by chopping off their heads," the boy reportedly said after his capture. "I just cut off their heads; I never went and hung the bodies from bridges or anything like that."
Jimenez, alias El Ponchis, was quoted in media reports as saying he had been forced to work for a faction of the Beltran Leyva drug cartel under pain of death ever since henchmen from the group kidnapped him three years ago. He said he was usually high on drugs as he killed.
Marco Antonio Adame, the governor of Morelos, said in a news conference that Jimenez was a U.S. citizen by virtue of his San Diego birth.
The story of the boy had become something of a cause celebre here when it first emerged several weeks ago. Rumors abounded that he was a ruthless decapitator and that some of his work had been videotaped. (Initial reports erroneously put his age at 12.) Mexican media immediately dubbed him "the boy killer" and "the hit boy."
Photographs from Morelos on Friday showed a skinny Jimenez, dressed in baggy cargo pants and a black sweatshirt, standing between two well-armed soldiers in camouflage. His hands are stuck in his pockets and his head barely clears their shoulders.
The drug gang he allegedly worked for, the so-called South Pacific Cartel, has been locked in deadly battle with another Beltran Leyva faction for control of the city of Cuernavaca and other parts of Morelos — a dispute that erupted following the killing of drug boss Arturo Beltran Leyva by Mexican forces a year ago. More than 300 people have been killed in the conflict.
Jimenez reportedly ran with a group of boys and men ages 12 to 23 and represents a trend of ever younger Mexicans working for the cartels as killers, mules and enforcers and in other capacities. If judged guilty, the boy would be the youngest cartel killer known to be in prison.
His age poses a legal dilemma for Mexican authorities, who on Friday were scrambling to figure out which laws and agencies would handle a minor suspected of such egregious crimes.
Also Friday, in another setback for Mexican attempts to put away drug traffickers, a judge acquitted the nicknamed "Queen of the Pacific" of numerous drug-related charges. Sister Helen Chaska was murdered in late summer 2002 by being strangled with her rosary beads — the beads were found imbedded in her neck. She was also raped, as was another nun who accompanied Sister Helen during walking prayers. Both women were in Klamath Falls, Oregon, doing missionary work when the crimes occurred. Her accused murderer is Maximiliano Esparza, who is in the United States illegally, and was convicted in 1988 of robbery and kidnapping in Los Angeles. He was sentenced to six years in prison, was released in 1992 and was on probation until 1995. By law, this man should have been deported to Mexico after his release in 1992. Instead, the INS allowed him to remain in the United States and commit even more heinous crimes. In this article, Michelle Malkin notes the Esparza crime and other examples of INS standard procedure of "catch and release" in violation of law. Sentencing Update: On April 8, 2003, Esparza was sentenced to life in prison without parole. The sentence was a deal worked out with the prosecution to avoid a trial with the possibility of the death penalty. Klamath County District Attorney Ed Caleb said that he wanted to avoid forcing the other nun who had been attacked to testify. In addition, Caleb sent a bill to the Mexican consulate for the cost of investigating and prosecuting the case. Not much chance of getting any money, but it is a reasonable gesture.

Over 80 percent of hit and run wrecks in Denver involve illegal aliens. Denver boasts the drug smuggling capital of the West as well as the people smuggling mecca of the country. This makes them the least educated of any Americans or immigrants. The rate of illiteracy in Mexico stands at 63 percent. Drunk driving remains acceptable in Mexico . As it stands, 44,000 Americans die on our nation’s highways annually. Half that number stems from drunken drivers. U.S. Congressman Steve King reports that 13 American suffer death from drunken driving Mexicans each day. Alcoholism runs rampant in Mexican culture. They suffer the most DUI arrests. Mexicans set the benchmark for animal cruelty. Mexicans love dog fighting, bullfighting, cock fighting and horse tripping. Those blood sports play in every arena and backyard in Mexico . They expand into America as more Mexicans arrive. They also engage in “steer-tailing” where the rider yanks the animal’s tail in an attempt to flip it to the ground. In horse tripping, they run the animals at full gallop around a ring, then, use ropes to trip them at full speed. It’s a death sentence as the horses break their legs, teeth, shoulders and necks—all to the delight of the cheering Mexican fans. As La Raza confirms, Mexicans maintain the most racist society in North America . “For the Hispanic race, everything; for anyone outside the race, nothing!” Guadalupe Loaeza, a journalist, said, “Mexican society is fundamentally racist and classist. The color of your skin is a key that either opens or shuts doors. The lighter your skin, the more doors open to you.” Corruption becomes a mechanism by which Mexico operates. Corruption remains systemic. The Washington Post wrote, “ Mexico is considered one of the most corrupt countries in the hemisphere.” They feature drug cartels, sex slave trade, people smuggling, car theft cartels, real estate scam cartels, murder for money and, you must bribe your mail man to get your mail. Last, but not least, Mexicans are Marxists. They promote a one party government. As with any kind of Marxism, brutal totalitarian rule keeps the rich in power and everyone else subservient. As we allow millions of Mexicans to colonize our country, we can’t help but be caught up in these ten deadly cultural traits of Mexicans. With over 12 million Mexicans here today, the predictions grow to as many as 20 even 40 million Mexicans in a few decades as they come here for a better life. The fact remains, as they come to America for a better life, they make our lives a living hell.

Immigrant criminality represents perhaps the worst abuse of the liberty aliens enjoy in the United States. Increasingly, the government closest to the people either finds its hands tied or cravenly abrogates its responsibility to fellow Americans within its jurisdiction. Moreover, the illegal element exacerbates the economic and other burdens caused by legal immigration.
The current high rate of sustained, mass immigration—more than one million legal immigrants plus half a million illegal aliens every year—forces many states and localities into turmoil. The illegals certainly live outside the obligations that those who live under the "consent of the governed" owe to each other: While the principles of the Declaration of Independence guarantee all human beings certain natural and unalienable rights, only parties who have consented to our government deserve the full rights of citizenship. Illegal immigrants are not part of the social contract giving legitimacy to this government. American citizens have not given their consent to higher taxes, crowded schools, jammed emergency rooms, clogged roads, unlawful turning of single-family homes into hotels or apartments into tenements, forced multicultural amenities such as bilingual education and multilingual ballots, or welfare and other services subsidizing poverty-prone immigrants. Above all, they never consented to higher crime rates.

While anyone who decries illegal immigration is required to distinguish it from legal immigration, the effects of legal immigration should first be noted. Robert Samuelson recently wrote in his Washington Post column that "Hispanics account for most of the increase in poverty" since 1990. "Compared with 1990, there were actually 700,000 fewer non-Hispanic whites in poverty last year . . . . Meanwhile, the number of poor Hispanics is up by 3 million since 1990. The health insurance story is similar. Last year 13 million Hispanics lacked insurance. They're 60 percent of the rise since 1990." And of course a growing proportion of the Hispanic population is immigrants poorer than their predecessors. Samuelson remarks that the black poverty rate in this period has actually dropped, from 32 to 24 percent.
To add to Samuelson's observations, consider the reports from the Center for Immigration Studies by its Steven Camarota and Harvard's George Borjas detailing the negative economic impact of recent immigrants on native-born wages and employment. Illegal immigrants impose an even greater burden, because they pay few taxes and they drain public services such as health care, education, and other benefits of the welfare state. While many federal programs deny assistance to illegals, many state and local programs and privileges are open to them. The National Academy of Sciences found in a 1997 landmark study that immigrantheaded households in 1994-1995 placed a net annual fiscal burden on California native-born residents of $1,178 per native household.That is, each American family in California subsidized that state's immigrant population by nearly $1,200 a year.
The NAS report also said fiscal impacts tend to benefit the federal government and drain state and local government resources. "Much like anyone else in the population, immigrants use services that are costly to provide, or that others can use less freely—so-called congestion costs. Examples include services from roads, sewers, police and fire departments, libraries, airports, and foreign embassies." Therefore, having a much larger immigrant population (29 percent of the U.S. foreign-born, a fourth of the State's population) bloats California's budget significantly.
The national government has exclusive power over immigration, and it has mandated certain public benefits for immigrants, legal or illegal, such as public education (see the 1982 Supreme Court case, Plyler v. Doe). States and localities then bear the costs and consequences of all immigration.And they respond differently, with differing consequences for their people.
The Florida legislature rejected a bill issuing driver's licenses to illegal aliens. Kansas state legislators voted to give illegal aliens instate college tuition. Alabama and Florida state police work closely with federal immigration enforcers. New York, Los Angeles, and Chicago have "sanctuary" policies that keep city employees, even police, from asking about immigration status. An Idaho county commissioner billed Mexico for the $2 million illegal aliens owe for county services.
The impact is seen particularly in crime: Record-high auto thefts in Arizona, drug trafficking in Salt Lake City, human smuggling rings in Los Angeles, D.C. sniper Lee Malvo, money laundering, prostitution, gang murders, and even slavery. Immigration authorities estimate that 84,000 state inmates are aliens, though state and local figures on foreign-born prisoners are hard to come by. At least three quarters of these immigrant state inmates are in Arizona, California, Florida, Illinois, New Jersey, New York, and Texas—the top immigrant destinations.
Police officers at the local or state level are the law enforcement officials most likely to encounter illegal aliens. Local residents are the crime victims of these aliens. Local, county, or state jails house many of the foreign criminals. Local, county, or state criminal justice systems try these lawbreakers. And local, county, and state taxpayers pay the costs of law enforcement and criminal justice associated with the crimes that immigrants, legal and illegal, commit.
Figures for 1999 State Criminal Alien Assistance Program compensation show claims of $1.5 billion in documented costs incurred by state corrections and local jails for covered aliens. County governments face a special burden, a 2001 report by 24 Southwestern border counties calculated. They spent, from general funds, $894 million on law enforcement and criminal justice in fiscal year 1999. Many of the costs that criminal aliens impose on all state, county, and municipal jurisdictions are not represented in such figures. To cite just one California example, San Diego now spends $50 million a year to handle illegal criminal aliens.
The underworld network built up by millions of alien lawbreakers, who by and large have no fear of capture or of being held accountable, enabled the September 11 terrorists to operate undetected. Latino illegal aliens in Northern Virginia helpfully showed several of the terrorists the ropes on how to secure Virginia driver's licenses fraudulently.
The advancement of "political correctness" and multiculturalism has caused politicians to be less willing to challenge limitations on their authority over resources. Local and state politicians in heavy immigrant-receiving areas have instead expanded immigrant eligibility for public benefits, welfare, assistance programs, health care programs for those without private insurance, and driver's and other licenses. Some states and localities have begun to accept the Mexican matricula consular ID card, though it has been determined to pose a great risk to U.S. national security. Even before the recently reported crossing of 25 Chechens into Arizona, authorities knew that the illegal aliens pose a national security problem.
Dealing with current levels and quality of legal immigration is an immense problem by itself. But it is clear that until alien criminality of every kind is punished, swiftly and surely, Americans who must live with the consequences will continue to suffer higher taxes, lower quality of life, higher threat and fear levels, and less actual safety.

Gangster's bullet hit a rising star deputy
Mohamed Ahmed, 27, rose quickly in the Sheriff's Department and was helping build bridges to the Muslim community. He's in critical condition after being shot in the face by a paroled gang shot-caller.

Mohamed Ahmed was new to the streets. Nestor Torres was a far more familiar, some say infamous, presence when their lives collided at a dark East Los Angeles intersection.

Ahmed was a deputy in training, just a few weeks on the beat, learning the ropes in a rough stretch of the Eastside with a veteran deputy. A Somali immigrant, the 27-year-old Ahmed was seen as a promising young deputy in the department, and supported his six younger siblings and his mother with his salary.

Torres was well-known to deputies as a Lott Stoners gang shot-caller. He'd been arrested more than 20 times, prosecutors said, and in 2004 was convicted for his role in the shooting of two gang rivals in a liquor store after they complimented one of his many tattoos.
What began Tuesday night as a routine check on Floral Drive devolved into a shootout that left Torres dead and Ahmed in critical condition with a gunshot wound to the face.

"You have two very different extremes," Sheriff Lee Baca said Wednesday, reflecting on the random encounter.

Baca said he saw Ahmed as a future leader in the Sheriff's Department, noting that his Muslim background could help build bridges. He said Ahmed believed in the "American dream" and preached religious tolerance, volunteering his time at local Islamic community centers and doing outreach for the Sheriff's Department with the Muslim community.

On Wednesday, doctors at Los Angeles County-USC Medical Center were treating Ahmed's wounds as investigators pieced together what happened at the intersection. Ahmed's condition is not considered life-threatening, but doctors said he suffered a severe wound to one of his eyes and to other parts of his face.

When he awoke Wednesday morning, his mother told officials that he asked about the condition of his partner and the welfare of his brothers. He also asked when he could return to work.

A handful of deputies are typically wounded in shootings most years. But in 2010, only one was wounded.

Authorities said Ahmed and his training officer were on patrol near Floral Drive and North Brannick Avenue in a residential district of aging bungalows below the hills of City Terrace. They saw Torres and a woman inside a vehicle parked in a red zone.

Torres was recognized by the training officer. Knowing he was a parolee, the deputies decided to talk to him. As they got out of their cruiser, Torres got out too, pulling a gun and shooting Ahmed in the face, authorities said. Torres then turned the gun to the training officer's chest, but before he could shoot the officer deflected the weapon and used his own gun to shoot and kill Torres, authorities said. Officials have declined to name the training officer.

For Torres, a reputed gang member who went by the monikers "Demon" and "Neto," it was the last in a long history of run-ins with the law. Court records show that in 2004, he ran into two members of the rival gang Stoners 13 at a liquor store.

"I don't think you should be talking to me," he told the gang members when they complimented the "LOTT 13" tattoo. He challenged the men to come outside and fight — an offer they refused, according to authorities, because they knew Torres and another gang member waiting outside were armed. Soon after, shots rang out, with Torres' companion unloading his gun at the men still in the liquor store.

Torres was sentenced to seven years in state prison in that case.

Born in Somalia, Ahmed immigrated when he was 7. His father died last year, sheriff's officials said, leaving Ahmed to support his mother and six younger siblings. The Orange County resident joined the L.A. County Sheriff's Department in 2007. Most deputies must start their careers working in the county's jail system. Such stints can last several years, but Ahmed was able to move to patrol work in only two years.

Colleagues held vigil along with Ahmed's family at the hospital Wednesday. Capt. Mike Parker said colleagues swapped stories about his sense of humor and high energy.

"By all accounts, the deputy injured in the incident is an extraordinary young individual, the kind of deputy sheriff we all want to see serving Los Angeles County residents and businesses," said Steve Remige, director of the L.A. County deputy's union. "We're hopeful of his quick recovery."

Baca said people who worked with Ahmed were impressed by his work ethic and his willingness to volunteer his time to help with Muslim community outreach.

"He's an ideal ambassador," the sheriff said. "The thing we are proud of is he can serve as law enforcement, protecting people, defending people and putting himself at risk of his life, as this incident proves."

Ahmed was scheduled to go into surgery Wednesday, and doctors were not sure whether he would lose sight in his injured eye. But no matter the outcome, Baca said he hopes Ahmed will still have a bright future with the department.

"I still see larger things for him and my hope for him is that he will come back to work. We will cross that bridge when we come to it."

Washington (CNSNews.com) - A top Pentagon official told a Senate subcommittee on Tuesday that the tentacles of Mexico’s criminal organizations have reached well-beyond the southwest border into the interior of the U.S. homeland.
Those remarks buttress the 2010 Drug Threat Assessment by the U.S. Justice Department, which stated that street gangs, which “acquire drugs directly from [drug-traffickers] in Mexico or along the Southwest Border,” are distributing narcotics in “more than 2,500 cities.”
Nevertheless, Department of Homeland Security Janet Napolitano has said [2] on separate occasions that people who say the border is not secure or out of control are wrong and simply trying to score political points.
On April 1, Napolitano said [3] that the U.S.-Mexico border is not “overrun or out of control,” and last April she said the border “is as secure now as it has ever been.”
“It’s important to recognize, just to conclude, that when we discuss the trans-national nature of this [illegal narcotics] threat that does also include criminal activities that take place inside the United States as well,” William Wechsler, deputy assistant secretary of Defense for Counter-narcotics and Global Threats, told senators.
“For instance, the influence of Mexican transnational, criminal organizations extends well beyond the southwest border to cities across the country, including Atlanta, Chicago, and Detroit,” he said. “All your constituencies are confronted by this threat.”
The Pentagon official went on to criticize the executive branch for a lack of inter-agency coordination in dealing with the narcotics threat, adding that the Defense Department can help alleviate that problem. 
“Unfortunately, coordination of domestic and international activities can be especially challenging inside the executive branch,” Wechsler testified before the Senate Armed Services Emerging Threats and Capabilities Subcommittee.
“Once again, here the Department of Defense can play an important supporting role to facilitate coordination and information sharing throughout mechanisms such as the Joint Interagency Task Force South in Key West, which I believe has been one of the best models of interagency coordination for the last couple of decades,” Wechsler added.
In his prepared remarks [4] Wechsler warned that transnational, criminal groups “are becoming increasingly networked as they form relationships with each other and at times with insurgent or terrorist groups.”
“These relationships range from tactical, episodic interactions at one end of the spectrum, to full narco-terrorism on the other,” he said.
In late February, Mexican President Felipe Calderon said that agencies under the U.S. executive branch suffer from a lack of coordination.
“We see that the DEA, CIA and ICE [Immigration and Customs Enforcement] always have a policy” of their own,” said [5] the Mexican president. “The truth is, they’re not coordinated and they rival one another.”

The real motivation for the Justice Department's lawsuit against Arizona's new immigration statute was the only one not mentioned in the department's brief: The Obama administration has no intention of enforcing the immigration laws against the majority of illegal aliens already in the country.
