STATE PENSIONS: AMERICA'S PENDING ECONOMIC MELTDOWN

FROM THE MAGAZINE

Pension Tick-Tock

State systems’ liabilities continue to increase, even in a booming economy.
Summer 2018
Economy, finance, and budgets

When financial markets cratered in late 2007, state pension officials assured lawmakers and the public that the damage to government retirement funds was only temporary. Pension funds are long-term investors, their story went, and pension systems would recover as soon as the market did. When lawmakers in Montana, for instance, asked the state treasurer whether they should be worried about the government’s ability to meet its retirement obligations, he confidently advised them to “go fishing” instead. They should have ignored him and taken action to bolster the state’s pension system, which has never recovered from the market crash. Montana’s retirement system has only about 75 percent of the money today that it needs to pay retirees, despite a nine-year stock-market rally.
Montana isn’t alone. A recent Wilshire Consulting report estimates that at the end of fiscal 2017, state government pensions nationwide were only 70 percent funded, down from 87 percent in 2007. Since the recovery began in 2009, $100 placed in a broad market-index fund would have yielded an investor about $365 today—an average compound annual gain of some 15 percent. No matter for pensions, though: thanks to a host of problems, most state and local government funds have spent a good part of the nine-year recovery heading in the wrong direction. Many are consequently ill-positioned to withstand the next market downturn, and without further cost-saving reforms, taxpayers in many states will face steep new assessments in coming years.
One problem is that these systems have grown so large, with so many workers earning new pension credits for their approaching retirements, that states’ obligations to these workers are growing relentlessly. Since 2007, state pension-system liabilities have increased to $4.52 trillion from $2.83 trillion, according to the systems’ own accounting. A major underlying driver of that increase is the need for defined-benefit pension systems to raise the amount of money they set aside for each worker as he gets closer to retirement. In 2017, for instance, that factor alone added $307.7 billion in new liabilities to state retirement systems studied by Wilshire.
Pension systems have also missed their projected financial targets. Back in 2007, most of the systems estimated that they’d earn an average yearly investment return of about 8 percent. Instead, according to Wilshire, they registered gains of 6.79 percent over the last decade. Many funds have now lowered their projections to more realistic targets. The average, reports Wilshire, is 7.25 percent. Lower projected market returns add to future debt, to the tune of about $90 billion in 2017 alone.
Pension plans have also miscalculated the impact that volatile swings in the market have on their ability to recover. When the market plunged throughout 2008 and into 2009, the value of government pension assets dipped from nearly $2.7 trillion to just $2.02 trillion. Pension funds then spent the next three years of robust investment returns making back the money they’d lost, even as their liabilities grew. In addition to the sharp market decline, the increasing cost of benefits drained funds. In 2017, for instance, state funds paid out $244 billion in retirement benefits. Governments have struggled to keep up with the drain. Since 2007, they’ve boosted their contributions into pension funds by 90 percent, to $140 billion annually. It’s not been nearly enough to offset the devastating effect of market declines, missed investment goals, and rising benefit payments.
The impact has been wider than many realize. Most coverage of the government pension crisis focuses on those places in the worst condition—school districts in California, Chicago’s fire and police pension funds, municipal pensions throughout Illinois, state pension systems in New Jersey and Connecticut. But the majority of funds are heading in the wrong direction. A Bloomberg report based on 2016 financial data estimated that funding levels for 43 state retirement systems declined. Among the worst was Colorado, which saw its funding ratio drop 14.4 points, to 46 percent, prompting the state to pass cost-cutting reforms.
The underlying message of these distressing numbers is that the financial structure of most state and local defined-benefit pension funds is deeply flawed. In particular, their financial models do not adequately account for the impact that sharp marketplace swings can have on their ability to keep up with the growth in the retirement benefits that workers are earning. That’s especially troubling because if funds cannot make headway reducing their debt in such a robust economy, what happens during the inevitable next bear market? If funding levels remain close to where they are now—and short of some spectacular rise in the marketplace in the next few years, that’s where they will be—then the next market downturn will widen the gap between pension funds’ assets and liabilities even more, increasing their debt. Many pension systems will see their funding slip to 60 percent or less of the money that they need to pay future retirement costs. At that point, states simply won’t have enough money invested in the market to keep up with the growth of their retirement obligations. Only massive infusions of cash from taxpayers could help then, but state and local governments—already having upped their contributions to pensions—will be in no position to bail out funds with taxpayer dollars when the next recession hits.
The only sure answer is to continue reducing pension benefits that workers earn in order to slow the growth of future retirement bills before the gap between what states owe retirees and the money that pension funds have on hand grows so large that there’s no way to close it—and the whole system collapses.

On Monday, 71-year-old Sahib Singh was attacked by two young men during his morning walk in Manteca, California.
The attack was captured by surveillance cameras and showed the two thugs beating the man while dressed in hoodies. One, who was wearing a black hoodie, was brandishing a gun.
Police identified him as McAllister, the estranged son of Union City Police Department Chief Daryl McAllister.
In a lengthy Facebook post on Wednesday, Chief McAllister told of his disgust at learning his son was involved after being contacted by Manteca Police Department, the investigating department.
'Words can barely describe how embarrassed, dejected, and hurt my wife, daughters, and I feel right now.
'My stomach has been churning from the moment I learned this news, ' he added.
The police chief and his wife then helped officers track his son down and arrest him.

In his Facebook post, Chief McAllister told how his son had fallen into a 'bad crowd' and had not been at the family home for months.
'My son began to lose his way a couple years ago, while he was a juvenile, running away and getting involved in a bad crowd,' he posted.
'He pretty much divorced his friends and family, associating with people none of us knew.'
'He got into trouble for some theft-related crimes and ended up spending several months in juvenile hall,' Chief McAllister added.
'As an adult, he was again arrested for a theft-related incident, and he ended up spending another three months in adult jail as a result.
'Since being released he has been wayward and has not returned to our family home for several months,' he wrote.
The police chief said he was torn between the desire to protect his child and the oath he took as a law enforcement leader.

Ultimately, he decided to help the Manteca Police Department find Tyrone to arrest him.
'My wife and I worked with Manteca PD to help them track him down and arrest him.
'He now faces serious felony charges for which, if convicted, he stands to spend a considerable about of time in prison. My family is shaken to the core. His sisters (one corporate and the other about to start law school), are at a loss to understand any of this.
'It's difficult for us to comprehend how one of three kids who grew up with the same parents, under the same roof, with the same rules and same values and character could wander so far astray.
'We simply don't know why, or how we got here. In the eyes of the public, no matter the irrelevance to the incident, the fact remains that the father of the perpetrator of this despicable crime is a police chief, period.
'One cannot expect the general public (our Sikh community in particular) to factor in any sentiment that would distinguish this from the integrity of my family name. I pray that we, as a community, in conjunction with my family, can get through this and be even stronger as a result,' he said.

Footage of the attack showed the young men approaching Singh and speaking to him before jumping him.
Singh, who struggles with English, later told that he did not understand what the men were saying.
He was left with serious injuries which required him to wear a neck brace.
Singh is one of two Sikh men who have been attacked in small Californian communities in the last week.
The two are not thought to be connected.
Surjit Malhi was putting up campaign signs for local Republicans at night when two men ambushed him, throwing sand in his eyes before beating him in the head, shoulders and neck on July 31.
Police said Monday they are looking for the two men who beat Malhi and spray-painted a neo-Nazi symbol on his truck in what they branded a hate crime.
Malhi, 50, said the men screamed at him to 'go back to your country' before spray-painting the same message and a white supremacist symbol on his truck.

DALLAS (AP) — A Houston man accused of killing his two children told authorities his 8-year-old son said "daddy, I'm sorry" before having his throat cut, according to court documents obtained Tuesday.
Jean Pierre Ndossoka is charged with two counts of capital murder in the deaths of his children, Marcel Ndossoka and 1-year-old Anna-Belle Faith Ndossoka.
The father told police the toddler "just kept crying," court documents said.
Sabine Ntongo, the children's mother and Ndossoka's estranged wife, found the children dead Saturday inside Ndossoka's Houston apartment.
Court records show the mother reported that Ndossoka had called her multiple times throughout the day. When they spoke, she said, Ndossoka said he killed the children and had left her a "present." He also told her she needed to come to his place and said there was a key under the mat, according to court documents.
Ntongo went to the apartment and called 911 when she found the children dead, the records show. Police reported finding a bloody knife at the apartment and a handwritten note on the bed near the 8-year-old boy.
The note, which appeared to be written in French and signed by the suspect, was translated and indicated that Ndossoka had planned to die with his children, according to court documents.
On Sunday, Ndossoka was found with a self-inflicted gunshot wound in Pasadena, southeast of Houston. He was taken to a hospital in stable condition.
Talking with police, the father at first said he did not remember what happened to his children. Ndossoka then said he "did something bad" and reported having high blood pressure.
"The defendant then admitted that he had done something to his children and when asked 'What?' he motioned towards his neck," according to the court documents.
Ndossoka first said he had choked the children, the documents said, but then reported using a knife and confirmed he wrote the note found at the apartment.
Online jail and court records list no attorney for Ndossoka.

TAOS, N.M. (AP) — Law enforcement officers searching a rural northern New Mexico compound for a missing 3-year-old boy didn't locate him but found 11 other children in filthy conditions and hardly any food, a sheriff said Saturday.
The children ranging in age from 1 to 15 were removed from the compound in the small community of Amalia, New Mexico, and turned over to state child-welfare workers, Taos County Sheriff Jerry Hogrefe said.
Two men were arrested during the search while two women at the compound were initially detained before being released pending further investigation, Hogrefe said.
One of the men, 39-year-old Siraj Wahhaj, was jailed on a Georgia warrant alleging child abduction while the other man, identified only as Lucas Morten, was arrested on suspicion of harboring a fugitive, Hogrefe said.
Online court records checked Saturday didn't list defense attorneys who could comment on behalf of the men.
The search stemmed from an investigation involving the Taos County Sheriff's Office, the FBI and Clayton County, Georgia, authorities, Hogrefe said in a statement.
Amalia is 145 miles (233 kilometers) northeast of Albuquerque and in an isolated high-desert area near the New Mexico-Colorado border.
Hogrefe said authorities had conducted surveillance of the compound while looking for the missing boy before he decided Thursday to get a search warrant immediately after a Georgia investigator forwarded a message in which someone at the compound reportedly told another person that people at the compound were starving and needed water.
Hogrefe said the search did not turn up the missing boy, identified by the sheriff as AG Wahhaj, but that investigators had reason to believe the boy had been at the compound fairly recently.
It's not clear whether the boy and Siraj Wahhaj are related.
There were no injuries during the search, the sheriff said. But Wahhaj and Morten initially refused to follow commands and Wahhaj was armed with a rifle and four handguns, Hogrefe said.
There was little food in the compound, which consisted of a small travel trailer buried in the ground and covered by plastic with no water, plumbing and electricity, he said.
"The only food we saw were a few potatoes and a box of rice in the filthy trailer," the sheriff said.
The adults and children appeared like "refugees not only with no food or fresh water, but with no shoes, personal hygiene and basically dirty rags for clothing," the sheriff said. "We all gave the kids our water and what snacks we had - it was the saddest living conditions and poverty I have seen."

Report: Abortion Accounts for 61% of Black Deaths in America

Mario Tama/Getty ImagesMario Tama/Getty Images
4 Aug 2018711

Induced abortion is the leading cause of death in the United States and accounts for a disturbing 61 percent of deaths of African Americans, according to researchers from the University of North Carolina at Charlotte.

report Thursday analyzed research using data from the latest year for which all the pertinent information is available (2009) and found that induced abortion was responsible for 1.152 million deaths, making it the number one cause of death in the U.S. at nearly twice the number of deaths from heart disease (599,413) and cancer (567,628).
While abortion accounted for nearly a third of all U.S. deaths in 2009 (32.1 percent), more troubling still, it made up 61.1 percent of African American deaths, according to the studypublished in the Open Journal of Preventive Medicine (June 2016).
The ongoing disparity of black deaths through abortion has led one leading black pastor to recently decry the “black genocide” taking place in the United States at the hands of the abortion industry.
In his July essay, the Rev. Clenard Childress, Jr. noted that 52 percent of all African American pregnancies end in abortion and that whereas abortion is the most common operation performed on women, it is also “the least regulated medical procedure” and is often “completely ignored by health regulation enforcement.”
Statistics reveal that nearly 1,800 unborn black babies are aborted every day, proportionately more than any other race, Rev. Childress observed.
According to the Centers for Disease Control (CDC), between 2007 and 2010, more than 35 percent of the deaths by abortion in the United States happened to black babies, despite the fact that blacks represent only 12.8 percent of the population. Conversely, non-Hispanic whites, who make up 63.7% of America’s population, account for only 37.7% of all U.S. abortions.
Whatever the intent of abortion practitioners, by functional standards, abortion is a racist institution in the United States, with black children aborted at nearly four times the rate of white children.
Among white women, there are 138 abortions for every 1000 live births; among blacks, there are 501 abortions for every 1000 births. This means that blacks are aborted at 3.6 times the rate of whites.
Carried over to a global context, the figures are equally worrisome, with abortion accounting for more deaths than any other cause.
As of August 4, 2018, there have been nearly 25 million abortions performed worldwide so far this year, while less than a million people have died from road accident fatalities, 4.8 million from cancer, and 990,000 from HIV/AIDS, according to the best available data.
In their study, the UNC-Charlotte researchers, James Studnicki, Sharon J. MacKinnon, and John W. Fisher, lamented the fact that despite the overwhelming weight of data and the universal acknowledgement that the act of abortion results in a human death, abortion is often not reported as a cause of death in the vital statistics system in the United States, an omission stemming from ideology rather than science.
“The exclusion of a major cause of death,” they noted, “especially one with large racial and ethnic disparities, should be a major concern to the scientific community and society as a whole.”
“As a cause of death, the major one for Hispanics and African Americans,” said Dr. Studnicki, the lead researcher, “abortion would be at the top of the scientific agenda in the U.S., and with a funding priority consistent with its importance.”

A popular YouTube channel was suspended after the family patriarch posted a video of a 'prank' where he feeds his kids ice-cream laced with laxatives and then records them crying in pain.
Cordero James Brady, 29, runs the YouTube channel CJ SO COOL, which has over 5.6million followers. The channel is monetized- which means he sells his channel to advertisers, with the more people watching the ads, the more money they stand to make.
Last week his channel was suspended over the vicious practical joke that appeared to have made his children physically sick. The 'laxative ice cream' video was permanently removed.
In the vlog, Brady films himself dosing his children's ice cream with Pedia-Lax and then feeding it to them. He then films 90-minutes later, showing his children screaming and crying in pain.

'My stomach hurts,' screams one of his kids. 'Oh my goodness, this boy's stomach is broken!' he jokes.
Then, he films his youngest two- a boy and a girl, in separate bathrooms, as they sit on the toilet crying, trying to close the door on him- as he continues to hold the camera on them.
Dr Kortney Peagram, founder of Bulldog Solution, an anti-child abuse organization, told babe.net, the site that originally reported on the laxative video: 'harming your child on purpose with laxatives is child abuse. That's child endangerment.'
She added Brady is 'harming his children and bullying them to pull pranks on each other, it is really disturbing.

In a call to Clark County Child Protective Services, they said they are unable to comment on any potential investigations.
Brady's 'pranks' have left his children in tears before.
In what appears to be another since removed video, he lights fireworks in the kids' room as they sleep, and when they start crying- he laughs saying 'it's a prank because they think somebody was shooting!'

An entire North Carolina police department was placed on paid administrative leave after a city's olice chief and a lieutenant were detained on Thursday for double dipping while on the clock.
Southport Police Chief Gary Smith, 46, and 48-year-old Lt. Michael Christian Simmons were charged with conspiracy to obtain property by false pretenses, willful failure to discharge duties and obstruction of justice.

Smith and Simmons were said to have been driving overnight shifts for an unnamed local trucking company while they were also on shift at the department.
They often had to travel out of town for their second job, David added.
'It is indeed that I get before you today with a heart laden with grief for all these events that happened today,' said Mayor Jerry Dove. 'It was a shock to me to hear all these, being a former chief and knowing the officers that worked in that department and hired at least half of them'

Simmons was taken into custody at the Thursday news conference.
Search warrants were executed Thursday at the police department, town hall and the trucking company.
'It is indeed that I get before you today with a heart laden with grief for all these events that happened today,' said Mayor Jerry Dove. 'It was a shock to me to hear all these, being a former chief and knowing the officers that worked in that department and hired at least half of them.'
The Brunswick County Sheriff's Office was advised by the city board to assume all law responsibilities in the area at the meantime, Dove said.

'We will be relying on (the sheriff's office) substantially on the road ahead to step into the void and provide a police presence,' David added. 'The sheriff's office already has overlapping jurisdiction with Southport. It's not new that they would be patrolling these streets. They know the lay of the land and I'm very confident that citizens will be well protected.'
But David made sure not to call all the officers bad.
'A lot of these officers have done absolutely nothing wrong. Some of them are the ones that first came forward,' David added. 'This stain should not be extended to the officers who take seriously their duty to serve and protect.'
Cases from the City of Southport are now also under investigation too.
The sheriff's office will assist in the cases if needed, but David didn't feel like any of the cases were handled improperly.

AMERICAN GHETTO BLACKS ARE THE MOST VIOLENT, RACIST, HOMOPHOBIC, ABORTED AND IGNORANT SUBCULTURE IN THE WORLD.

Black Crime Gets Crazier

Whatever you thought crazy was, put it aside.  Because no matter what you think is the craziest story of black violence – and the denial, deceit, and delusion surrounding it – this recent story out of Oakland is way past that.
It began simply and sadly enough on a BART system in the Oakland area.  Two younger black people killed two older white guys.  The reaction from BART was as predictable as it was lame: BART is safe; murder and violence are isolated; and no, you cannot see the videos from any of the hundreds of cameras in the stations.
Then, over the weekend, John Lee Cowell, a white guy, met two black women, Nia Wilson and her sister, on BART.  He cut their throats, killing Nia.
Soon the streets of Oakland were full of black protesters, wondering why white people are able to get away with so much murder against black people.  Many took to Twitter as well.  "White supremacy slashes throats, it stabs, it lynches, and continues to kill our people in horrific ways," said one Twitter poster.  It isevil.  "Don't tell us to play patty-cake with it."  And on and on this went by the thousands: black people bitterly complaining about white-on-black crime and how cops in places like Oakland never do anything about it.
The only other explanation is one that just

happened to be true: crime in Oakland, one of

America's most dangerous cities, is a black

thing, wildly out of proportion.  Anyone who

cannot see that is in full denial, deceit, and

delusion.
BART commuters are often its keenest witnesses.
In 2015, the crime on BART trains was so bad that BART created an app where riders could document any chaos or violence or lawlessness, then automatically send it to BART.

BLOG: ANYONE WHO HAS RIDDEN A LOS ANGELES METRO BUS KNOW THAT 95% OF THE ISSUES, VIOLENCE, INAPPROPRIATE AND MENACING CONDUCT IS BY BLACK MEN. THE OTHER 5% BY BLACK WOMEN!!!
After a year, the geniuses at the East Bay Express ascertained that black ridership on BART was about 11 percent, but complaints against black people made up about 70 percent of the info from the app.  It did not take long to figure out that the app was racist, and it was soon never heard from again.

Flash forward to less than a year ago: 50-70 black people rampaged through a BART station, beating and robbing a few white passengers – just the latest in a series of black mob violence at BART trains and stations.  Some fatal.  Most ignored.  All treated as a symptom of white racism.
All with videotape that BART executives refused to share for the craziest of reasons: BART executives said doing so would be "embarrassing to minorities."  And no, I do not expect you to believe that unless you see it for yourself.  So here's an excerpt from a recent video I did.  Just click here: BART refuses to release videos.
If that is not enough, try this on for size: an article I wrote about it at the time for American Thinker with lots of links.  Just click here.
Just a few weeks ago, BART was back in the news when it was revealed that 66% of the people banned from BART for criminal behavior are black.  More racism, of course, said the people who were loath to consider, even for a second, that black people on BART create holy Hell six times more than their ridership should.
It is not just Oakland.  Even as black people in Oakland were revving up their protests to remember Nia Wilson and protest this tsunami of fictitious white-on-black crime, black-on-white murder proceeded apace around the rest of the country the same way it always does: wildly out of proportion.
In Atlanta, a middle-aged white restaurant manager, Christian Broder, was visiting his home town for a wedding when a black person recently out of jail killed him.  The killer was supposed to be staying in a "diversion program" instead of finishing a sentence for violent crime.  But even after he was caught brandishing guns and drugs on social media with some of his bros before the murder, he was soon free again.  Free to kill Christian.
In Natchitoches, Louisiana, Felicia Marie-Nicole Smith, a black woman, is under arrest for kidnapping, murdering, then burning a six-month-old white child, Levi Cole Ellerbe.
So far, no protests.  Not even an angry Twitter stream.
This is a long list from just recently.  In North Portland, Oregon, a black man killed a white woman and burned her.  I guess that's a black thing, too.
In Bradenton, Massachusetts, a black person is wanted for killing a couple of white kids.
From Baltimore to Oakland, a common reaction to black-on-white crime is that only white privilege gives white people living near black people an expectation of safety.  Besides, everyone knows there is no difference between black crime rates and white crime rates.
White people do it, too.
Just because something is easily shown to be the greatest lie of our generation, that does not mean that lots and lots and lots of people refuse to say it over and over and over again.

Colin Flaherty is just about the worst person on this planet, said CNN a few days ago.  That's because he wrote a scintillating bestseller titled Don't Make the Black Kids Angry, which documents black violence wildly out of proportion.  Worse still, lots of people read it.  Sorry, not sorry, CNN.

The girlfriend of a man who was shot and killed during a heated row over a handicapped parking space in Florida last week has called for justice in the father's death in a new interview.
Markeis McGlockton, 28, was shot in front of his girlfriend Britany Jacobs and the couple's three young children on Thursday afternoon after gunman Michael Drejka picked a fight with the mother for parking in a handicap spot without tags.
Jacobs described how the argument over proper parking etiquette took a deadly turn in an emotional interview with Good Morning America on Monday.
'He wanted somebody to be angry at. He just wanted someone to fight him,' Jacobs said.

McGlockton and the couple's five-year-old son were inside the convenience store when Drejka approached Jacobs, who was sitting in the car with her infant and three-year-old children.
'He was picking a fight. I'm just sitting, waiting for my family to come back to the car,' she said.
The mother said she started feeling 'scared' as the argument quickly escalated.
'By this time a witness pulls up and everybody hears us going back and forth with one another. [The witness] let the owner know that there was somebody out there messing with a woman in a car,' she said.
'My man hears what's going on, sees the guy yelling at me and I'm sitting in the car. My man is defending me and his children, so he pushes him down.'
'The guy is on the ground and he pulls the gun out. My dude steps back 'cause my dude is fearing for his life - all of us were.'
Within seconds of pulling the gun, Drejka fired a shot directly into McGlockton's chest.
'Everybody is panicking, my son is screaming, but it was too late,' she said. 'It's hard for a four- or five-year-old to witness what he saw. It's really tough for him.'

McGlockton stumbled back into the store and fought for his life for the next 30 minutes, but was later pronounced dead at a hospital.
'He was a good man and all he was trying to do was protect his family,' Jacobs said.
'I just want justice. I need something to be done because this is not right.'
Drejka has been cleared by police because of Florida's 'stand your ground' law, which authorizes deadly force in self-defense with no duty to retreat from an attacker.
The shooting 'is within the bookends of stand your ground and within the bookends of force being justified,' Pinellas County Sheriff Bob Gualtieri said at a press conference Friday.
'No matter how you slice it or dice it that was a violent push to the ground.
'[Drejka] told deputies that he had to shoot to defend himself. Those are the facts and that's the law. I'm not saying I agree with it, but I don't make that call.'
Drejka remained on the scene until police arrived and was confirmed to have a concealed carry license.
The owner of the Circle-A Food Store WFTS that Drejka had assaulted customers in the store’s parking lot before.
A man who frequents the store, Rich Kelly, claimed Drejka picked a fight with him over a parking spot about a month ago, calling him racial slurs and threatening to kill him.
