Dobbs: Democratic hacks embrace lunacy of amnesty

 

NEW YORK (CNN)

 This new Congress was supposed to be different. Instead, it is being led by a gaggle of partisan hacks pandering to the same special interests and corporate masters as the previous Republican-led Congress. So-called comprehensive immigration reform legislation is about to take a privileged position on the Democratic agenda in the Senate. It will likely succeed, just as it did in that august chamber last year, when 38 Democratic senators sided with the president to pass the bill and tried to slam amnesty down the throats of the House of Representatives and their 300 million constituents. And the now Democratic-controlled House is likely to embrace rather than combat the lunacy of amnesty. The same characters are already shoveling the same nonsense that overwhelmed reason in the Democratic Party and the Bush administration last year. Front and center in their march to madness: The bill's sponsor, Senator Ted Kennedy, Senate Majority Leader Harry Reid, Chair of the Congressional Hispanic Caucus Immigration Task Force Rep. Luis Gutierrez and House Judiciary Immigration Subcommittee Chairwoman Zoe Lofgren. Also meeting with Sen. Kennedy this week is the Archbishop of Los Angeles, Cardinal Roger Mahoney. The good senator is rounding up all of the usual suspects to lead the charge in advance of his introduction of the amnesty legislation, expected within the next week or two. Cardinal Mahoney has said point blank that his followers should disregard laws on immigration as a matter of Catholic conscience. This is the same Cardinal who fought all the way to the Supreme Court to keep secret all documents related to pedophilia among priests. But the Cardinal and other Catholic leaders are quick to embrace the laws of bankruptcy protection in order to not compensate victims of sexual abuse by members of the clergy and keep them out of the U.S. judicial system. So far, five such dioceses have done just that. The same corporate lobbyists and dominant special interests that drove last year's legislation are even more energetic this year, and they're enthusiastically helping Senator Kennedy write the new legislation. The biggest business lobby in the country, the U.S. Chamber of Commerce, and its associated organization, the Essential Worker Immigration Coalition, are actually writing parts of the bill, presumably so that none of our other senators would be unfairly burdened by actually doing their own work. Or perhaps in Senator Kennedy's estimation, they simply don't have the intellectual wherewithal to tackle the required mental heavy-lifting. Senator Kennedy and his staff claim they're not being secretive about the details of the so-called comprehensive immigration reform, but they're just not willing to tell the public or other senators how the bill is being constructed. Notable Republicans are growing increasingly frustrated by their exclusion from the process, taking some umbrage at the immigrant advocacy groups replacing them in that process. The Chamber of Commerce itself is feverish with expectation, confident their reform bill will certainly keep wages depressed. The Chamber claims there's a labor shortage in many of these industries: construction, housing services, leisure and hospitality. And that's where the cleverly named Essential Worker Immigration Coalition comes in. Founded, staffed and supported by the Chamber itself, the coalition is made up of the same industries claiming they desperately need more workers. But there is a non-trivial disconnect here: In each of those industries, a labor shortage leads to higher wages. Unfortunately for the EWIC and the Chamber, and really for American workers, real wages in those industries have been declining, suggesting a very real surplus, not a deficit, of unskilled labor. Yet this President and this Congress continues to push the adoption of a guest-worker program. It's no wonder they have matching approval ratings in the low 30s. Real wages in the overall construction sector have fallen nearly 2 percent since the start of the decade and nearly 4 percent since the recent wage peak in 2003. Construction workers in 2006 were making the same per-hour salary as they did in 1965 (measured in 1982 dollars). Landscaping workers have also seen real wages fall by nearly 4 percent since 2001. For the leisure and hospitality sector, workers are making the same per-hour salary as they did in 1972. I've said for years that we cannot reform immigration if we cannot control it, and we cannot control it unless we secure our borders and ports. Once again it is clear that corporate America, special interests and the out-of-touch elites of the Senate have little regard for truth, working Americans, the common good and the national interest. The Democratic Party is now putting working Americans and their families in the exact same position as the Republicans: last. This Democratic-led Congress and this Republican President seem intent on pushing middle-class Americans, and truth, into the shadows. We asked for bipartisanship. But I don't think we can stand any more of it.

Jose Herria emigrated illegally from Mexico to Stockton, Calif., in 1997 to work as a fruit picker. He brought with him his wife, Felipa, and three children, 19, 12 and 8 – all illegals. When Felipa gave birth to her fourth child, daughter Flor, the family had what is referred to as an "anchor baby" – an American citizen by birth who provided the entire Silverio clan a ticket to remain in the U.S. permanently. But Flor was born premature, spent three months in the neonatal incubator and cost the San Joaquin Hospital more than $300,000. Meanwhile, oldest daughter Lourdes married an illegal alien gave birth to a daughter, too. Her name is Esmeralda. And Felipa had yet another child, Cristian. The two Silverio anchor babies generate $1,000 per month in public welfare funding for the family. Flor gets $600 a month for asthma. Healthy Cristian gets $400. While the Silverios earned $18,000 last year picking fruit, they picked up another $12,000 for their two "anchor babies." While President Bush says the U.S. needs more "cheap labor" from south of the border to do jobs Americans aren't willing to do, the case of the Silverios shows there are indeed uncalculated costs involved in the importation of such labor – public support and uninsured medical costs. In fact, the increasing number of illegal aliens coming into the United States is forcing the closure of hospitals, spreading previously vanquished diseases and threatening to destroy America's prized health-care system, says a report in the spring issue of the Journal of American Physicians and Surgeons. "The influx of illegal aliens has serious hidden medical consequences," writes Madeleine Pelner Cosman, author of the report. "We judge reality primarily by what we see. But what we do not see can be more dangerous, more expensive, and more deadly than what is seen." According to her study, 84 California hospitals are closing their doors as a direct result of the rising number of illegal aliens and their non-reimbursed tax on the system. County Spends $600 Mil On Welfare For Illegal Immigrants

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.  
Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.
THE EXORBITANT FIGURE DOES NOT INCLUDE THE ENORMOUS COST OF EDUCATING, MEDICALLY TREATING, OR INCARCERATING ILLEGALS ALIENS. THIS COSTS THE COUNTY AN ADDITIONAL ONE BILLION DOLLARS.
The exorbitant figure, revealed this week by a county supervisor, doesn’t even include the enormous cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $500 million for healthcare and $350 million for public safety. 
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from the county’s Department of Social Services. In 2009 the tab ran $570 million and this year’s figure is expected to increase by several million dollars. 
Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,” the veteran county supervisor (Michael Antonovich) who revealed the information has said. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

Anchor Babies Grab One Quarter of Welfare Dollars in LA Co

The anchor baby scam has proven lucrative for illegal aliens in Los Angeles County, at considerable cost to our own poor and downtrodden legal citizenry.

The numbers show that more than $50 million in CalWORKS benefits and food stamps for January went to children born in the United States whose parents are in the country without documentation. This represents approximately 23 percent of the total benefits under the state welfare and food stamp programs, Antonovich said.

"When you add this to $350 million for public safety and nearly $500 million for health care, the total cost for illegal immigrants to county taxpayers far exceeds $1 billion a year -- not including the millions of dollars for education," Antonovich said.

I love children and I'm all for compassion -- smart, teach-them-to-fish compassion. But when laws, the Constitution, and enforcement allow illegal aliens (the operative word here being "illegal") to insinuate themselves into our nation and bleed us of our precious financial resources, then laws, the Constitution and enforcement need to be changed.

Trust Republicans to go too far. They take a good idea -- such as the notion that the federal government should enforce immigration laws, and states should be able to help -- and then drive it into the fringes. Witness a Fox News interview in which Sen. Lindsey Graham, R-S.C., declared, "We should change our Constitution and say if you come here illegally, and you have a child, that child is automatically not a citizen."
Graham has supported a pathway to citizenship for illegal immigrants. He opposed the new Arizona immigration law. So why would he advocate repealing part of the 14th Amendment -- which, by the way, exists because the Grand Old Party wanted to stop efforts to keep freed slaves from becoming citizens?
Graham's right about this much: Illegal immigrants have taken advantage of the law. The Dallas Morning News reported Sunday that 60,000 babies are born annually in Texas to illegal immigrants. Last year, these "anchor babies" accounted for 16 percent of the state's births.
But it's not clear how many illegal immigrants are coming here to have babies as opposed to having babies in America because they are here.
Then there's the recent Washington Post story about "birth tourism" and affluent expectant mothers paying offshore consultants a $14,750 fee to obtain tourism visas that allow them to give birth in the United States and win U.S. citizenship for their babies.
No one likes to see adults game the system. In June, pollster Scott Rasmussen found that 58 percent of voters say a child born to an illegal immigrant should not automatically become a citizen of the United States.
But there are better ways to deal with those abuses. Direct the State Department to deny visas to would-be birth tourists. Keep the heat on employers who knowingly hire illegal workers. The new Arizona immigration law is designed to achieve "attrition through enforcement." Deport more adults who, unlike children, knowingly break the law.
But some Republicans want to keep going. Rep. Lamar Smith, R-Texas, is arguing that the 14th Amendment does not and never did confer automatic birthright citizenship.
Section One states, "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside."
"There are two elements, birth and subject to the jurisdiction," Chapman University Law School Dean John C. Eastman told me. "For about 50 years, we've just assumed birth was all you needed." But a review of the original debates and early court cases demonstrates a recognition that parents had to "show allegiance." If they broke federal law, they "never qualified" as being under U.S. jurisdiction.
This is where the argument gets dicey. Eastman has argued that a child born to a Saudi in the United States on a temporary student visa was not under U.S. jurisdiction, as the father had not declared allegiance to America. Eastman's answer is to let people come here to study or work, but as something less than guests.
This path could turn a melting pot nation into an empire of the native born and law-abiding foreign workers who never have a chance to belong. Think Old Europe. Think Saudi Arabia.

US corporations made $1.98 trillion after taxes for the three-month period July through September, up from 1.92 trillion in the second quarter and 1.90 trillion in the first. The rise in profits was led by financial corporations, whose earnings rose by $71.3 billion. Profits for non-financial corporations, by contrast, fell by $1 billion.

How are record profits being posted in the midst of mass unemployment and an economic catastrophe for tens of millions of people? By means, in the first instance, of a relentless attack on workers’ wages, benefits and working conditions being carried out by big business with the support of the Obama administration and Congress.

This process is bolstered by the Federal Reserve’s provision of unlimited cheap credit to the banks and financial markets, which is inflating financial assets. Stock values of financial firms rebounded this year to levels that prevailed prior to the Wall Street crash of 2008. The pumping of trillions into the financial system by printing dollars comes on top the trillions of dollars in taxpayer handouts to the banks.

Illegal immigration costs the taxpayers of California -- which has the highest number of illegal aliens nationwide -- $10.5 billion a year for education, health care and incarceration, according to a study released yesterday. A key finding of the report by the Federation for American Immigration Reform (FAIR) said the state's already struggling kindergarten-through-12th-grade education system spends $7.7 billion a year on children of illegal aliens, who constitute 15 percent of the student body. The report also said the incarceration of convicted illegal aliens in state prisons and jails and uncompensated medical outlays for health care provided to illegal aliens each amounted to about $1.4 billion annually. The incarceration costs did not include judicial expenditures or the monetary costs of the crimes committed by illegal aliens that led to their incarceration. "California's addiction to 'cheap' illegal-alien labor is bankrupting the state and posing enormous burdens on the state's shrinking middle-class tax base," said FAIR President Dan Stein. "Most Californians, who have seen their taxes increase while public services deteriorate, already know the impact that mass illegal immigration is having on their communities, but even they may be shocked when they learn just how much of a drain illegal immigration has become," he said. California is estimated to be home to nearly 3 million illegal aliens. Mr. Stein noted that state and local taxes paid by the unauthorized immigrant population go toward offsetting these costs, but do not match expenses. The total of such payments was estimated in the report to be about $1.6 billion per year. He also said the total cost of illegal immigration to the state's taxpayers would be considerably higher if other cost areas, such as special English instruction, school meal programs or welfare benefits for American workers displaced by illegal-alien workers were added into the equation. Gerardo Gonzalez, director of the National Latino Research Center at California State at San Marcos, which compiles data on Hispanics, was critical of FAIR's report yesterday. He said FAIR's estimates did not measure some of the contributions that illegal aliens make to the state's economy. "Beyond taxes, these workers' production and spending contribute to California's economy, especially the agricultural sector," he said, adding that both legal and illegal aliens are the "backbone" of the state's $28 billion-a-year agricultural industry. In August, a similar study by the Center for Immigration Studies in Washington, said U.S. households headed by illegal aliens used $26.3 billion in government services during 2002, but paid $16 billion in taxes, an annual cost to taxpayers of $10 billion. The FAIR report focused on three specific program areas because those were the costs examined by researchers from the Urban Institute in 1994, Mr. Stein said. Looking at the costs of education, health care and incarceration for illegal aliens in 1994, the Urban Institute estimated that California was subsidizing illegal immigrants at about $1.1 billion a year. Mr. Stein said an enormous rise in the costs of illegal immigrants in 10 years is because of the rapid growth of the illegal population. He said it is reasonable to expect those costs to continue to soar if action is not taken to turn the tide. The net cost to the federal government in 2002 for public services provided to illegal aliens was $10.4 billion or $2,736 per household according to a report by the Center for Immigration Studies. Estimates for 2005 put the amount at $11.7 billion or $3,080 per household. Illegal Alien Costs By Social Service Lost Revenue: The U.S. may be foregoing up to $35 billion in lost tax revenue because of the growing size of the underground labor market using illegal workers in the cash economy, according to a January, 2005 report by the Wall Street firm Bear Sterns. Health Costs: Medicaid costs for illegal aliens and their U.S.-born children are $2.8 billion annually, according to a study by the Center for Immigration Studies. Approximately 70% of households headed by illegal aliens have at least one person without medical insurance, compared to 20% of all other households. The federal government spends $250 million each year reimbursing states for emergency medical services provided to illegal aliens, which is less than 10% of the true cost of those services. Education Costs: The Center for Immigration Studies has shown that federal aid to K-12 public schools for the education of the children of illegal aliens is $1.4 billion annually, not including the cost of free school lunches. The total cost to state and local taxpayers for educating 3.5 million children of illegal aliens is estimated at $28.6 billion, according to a Federation for American Immigration Reform study. Incarceration: Illegal aliens account for less than 5% of the U.S. adult population, but were 17% of the federal prison population in 2004, imposing a net cost of $1.8 billion in court and incarceration expenses. A report about the work lives of recent Mexican immigrants in seven cities across the United States suggests that they typically traded jobs in Mexico for the prospect of work here, despite serious bouts of unemployment, job instability and poor wages.
 
The report, released Tuesday by the Pew Hispanic Center, was based on surveys of nearly 5,000 Mexicans, most of them here illegally.
 
Those surveyed were seeking identity documents at Mexican consulates in New York, Atlanta and Raleigh, N.C., where recent arrivals have gravitated toward construction, hotel and restaurant jobs, and in Dallas, Chicago, Los Angeles, and Fresno, Calif., where they have been more likely to work in agriculture and manufacturing.
 
Unlike the stereotype of jobless Mexicans heading north, most of the immigrants had been employed in Mexico, the report found.

Once in the United States, they soon found that their illegal status was no barrier to being hired here. And though the jobs they landed, typically with help from relatives, were often unstable and their median earnings only $300 a week, that was enough to keep drawing newcomers because wages here far exceeded those in Mexico.
 
"We're getting a peek at a segment of the U.S. labor force that is large, that is growing by illegal migration, and that is bringing an entirely new set of issues into the U.S. labor market," said Rakesh Kochhar, associate director for research at the Pew Hispanic Center and author of the study.
 
The report suggested that policies intended to reduce migration pressures by improving the Mexican economy would have to look beyond employment to wages and perceptions of opportunity.
 
The survey found that the most recent to arrive were more likely to have worked in construction or commerce, rather than agriculture, in Mexico. Only 5 percent had been unemployed there; they were "drawn not from the fringes, but from the heart of Mexico's labor force," the report said.
After a difficult transition in their first six months in the United States ‑ about 15 percent of the respondents said they did not work during that time ‑ the rate of unemployment plummeted, to an average of 5 percent.
 
But in one of the most striking findings, 38 percent reported an unemployment spell lasting a month or more in the previous year, regardless of their location, legal status or length of time in the United States.
 
"These are workers with no safety net," Mr. Kochhar said. "The long‑run implication is a generation of workers without health or pension benefits, without any meaningful asset accumulation."
 
On the other hand, Mr. Kochhar and Roberto Suro, director of the Pew Hispanic Center, said the flexibility of this work force was a boon to certain industries like home construction, an important part of the nation's economic growth since the last recession.
 
Among respondents to the survey, those who settled in Atlanta and Dallas were the best off, with 56 percent in each city receiving a weekly wage higher than the $300‑a‑week median. The worst off were in Fresno, where more than half of the survey respondents worked in agriculture and 60 percent reported earning less than $300 a week. The lowest wages were reported by women, people who spoke little or no English, and those without identification.
 


To some scholars of immigration, the report underlines the lack of incentives for employers to turn to a guest worker program like the one proposed by President Bush because their needs are met cheaply by illegal workers ‑ and all without paperwork or long‑term commitment.

Guest workers might instead appeal to corporations like Wal‑Mart, the scholars said, where service jobs are now the target of union organizing drives.

 

"You can't plausibly argue that immigrant‑dominated sectors have a labor shortage," said Robert Courtney Smith, a sociologist and author of "Mexican New York: Transnational Lives of New Immigrants." Instead, he said, the report and evidence of falling wages among Mexican immigrants over time point to an oversupply of vulnerable workers competing with each other.

But Brendan Flanagan, a spokesman for the National Restaurant Association, which supports a guest worker program, disagreed. "In many places it is difficult to fill jobs with domestic workers," Mr. Flanagan said. "We've seen a simple lack of applicants, regardless of what wage is offered."

Although the survey, conducted from July 2004 to January 2005, was not random or weighted to represent all Mexican immigrants, it offers a close look at a usually elusive population.

 

Those surveyed were not questioned directly about their immigration status, but they were asked whether they had any photo identification issued by a government agency in the United States. Slightly more than half over all, and 75 percent in New York, said they did not.

 

The migration is part of a historic restructuring of the Mexican economy comparable to America's industrial revolution, said Kathleen Newland, director of the Migration Policy Institute, a research organization based in Washington.

 

The institute released its own report on Tuesday, arguing that border enforcement efforts have failed. Workplace enforcement, which has been neglected, would be a crucial part of making a guest worker program successful.

 

For now, Mexicans keep arriving illegally.

 

"It doesn't matter if it's winter," said Ricardo Cortes, 23, a construction worker waiting for a friend outside the Mexican consulate in New York on Tuesday. "People are still coming because there's no money over there."
