REFUGIO, Texas (AP) — Investigators said a man has died while in the act of raping an elderly South Texas woman.
The Refugio County Sheriff's Office identified the man as 53-year-old Isabel Chavelo Gutierrez. Sheriff's Sgt. Gary Wright said the incident happened June 2 after he rode two miles by bicycle from his home to that of his 77-year-old victim in the tiny coastal community of Tivoli.
Wright said the 5'-7", 230-to-250 pound man sneaked into the woman's house and raped her at knifepoint.
During the assault, he said he wasn't feeling well, rolled over, and died.
Gutierrez' body was sent to the Nueces County medical examiner in Corpus Christi for autopsy.
Gutierrez was a registered sexual offender on parole from a sentence for aggravated sexual assault and indecency with a child.

51 indicted in Azusa gang's 'terrorizing' of blacks


Azusa Police Chief Robert Garcia said the campaign was partly motivated by racial prejudice. But it also grew from orders by leaders of the Mexican Mafia prison gang to organize Azusa 13's narcotics business by "eliminating competition so they can have a monopoly on drug sales," Garcia said. "Usually a street gang member doesn't get an original idea; it comes from someone higher up."

According to the indictment, one Azusa 13 member actually drew up a "business plan" aimed at monopolizing drug sales in the city. The plan included taxing drug dealers, protecting those who paid and attacking and destroying the operations of those who did not.

From there, prosecutors contend, the predominantly Latino street gang went on the attack.

Graffiti with racial epithets began appearing around town, including "Get out N…" sprayed on garage doors of some black residents. Gang members allegedly beat up blacks they found in their "territory," telling one man "We hate n… in Azusa. This is Azusa."

Over about 15 years, blacks were assaulted, chased and robbed, their property vandalized, in a "crime spree to drive African Americans out of the city of Azusa," said U.S. Atty. Andre Birotte Jr.

Authorities announced Tuesday that a federal grand jury had indicted 51 people allegedly associated with the Azusa 13 gang in what prosecutors described as "terrorizing" blacks in the San Gabriel Valley city of more than 48,000.

Azusa Police Chief Robert Garcia said the campaign was partly motivated by racial prejudice. But it also grew from orders by leaders of the Mexican Mafia prison gang to organize Azusa 13's narcotics business by "eliminating competition so they can have a monopoly on drug sales," Garcia said. "Usually a street gang member doesn't get an original idea; it comes from someone higher up."

According to the indictment, one Azusa 13 member actually drew up a "business plan" aimed at monopolizing drug sales in the city. The plan included taxing drug dealers, protecting those who paid and attacking and destroying the operations of those who did not.

But authorities said the campaign went beyond drug deals to harassment of innocent black residents because of their race.

"We're brainwashed to think that if we let a black family in, then their [gang] cousins are going to come from Compton," said one former Azusa gang member who grew up in the neighborhood. He spoke in an interview Tuesday, requesting anonymity out of concern for his safety.

The 24-count indictment is the latest in several prosecutions alleging that Latino gangs in Southern California attacked blacks to get them to move out of neighborhoods the gangs controlled. Many of those incidents occurred in the late 1990s and early 2000s in neighborhoods with histories of gang problems.

A few years ago, federal prosecutors charged members of a Latino gang with a campaign to push blacks out of the unincorporated Florence-Firestone neighborhood that allegedly resulted in 20 homicides over a decade. In the Harbor Gateway district of L.A., a Latino gang was accused of targeting blacks including 14-year-old Cheryl Green, whose death became a rallying point against such attacks. Members of the Avenues, a Latino gang in Highland Park, were convicted of a series of assaults and killings in the early 1990s.

Prosecutors did not allege any racially motivated killings in Azusa. But the indictment describes a climate of fear that the campaign created in a city far from the urban core. Azusa is primarily Latino, with whites making up about a fifth of the population, but blacks account for fewer than 1,500 of the residents.

The indictment provides a detailed look at how the gang ran its drug business and why it decided to target blacks.

Tax revenue collected from drug dealers was sent to a man referred to in the indictment as "Mexican Mafia Member #1," then incarcerated in Leavenworth, Kan. When he died in 2008, revenue was sent to two other unidentified Mexican Mafia members, the indictment says. The document does not identify "Mexican Mafia member #1," but a reputed Mexican Mafia member from Azusa, Ruben Rodriguez, was killed in Kansas in 2008 while on parole.

Controlling the neighborhood for the Mexican Mafia members were a series of gang members appointed as "keyholders" — also known as llaveros — who would communicate the prison gang's bidding to the streets and make sure orders were carried out.

The campaign allegedly began with meetings at Pioneer Park in 1992 in which gang members were urged to get rid of blacks who were then moving into apartments in Azusa.

At one meeting, prosecutors allege, a leader said, "Let's talk about" blacks. That day, the gang began patrolling the alley by a home where African Americans lived within the gang's territory. A week later, an unidentified member of the gang tagged "A13," "AZUSA 13" and a racial epithet on the garage doors of a residential complex to intimidate the African American residents.

As years passed, black residents endured beatings, confrontations, robberies and graffiti from the gang, the indictment says.

In one attack, several gang members surrounded an African American man, holding glass bottles, yelling racial epithets and hitting him in the face. They broke the windows of his car and stole the stereo as he ran to a convenience store to escape, according to the indictment.

Beginning in 1999 the city was struck by a surge in more serious hate crimes as several paroled gang members returned to the streets. Gejuan Salle, a black man and Cedars-Sinai Medical Center nurse, was shot as he was walking outside an auto parts store. In 2000, firebombs were thrown into the homes of three black families one night. Police believe both cases were racially motivated, but they remain unsolved. Attacks continued into 2005.

But by early that decade, Azusa police and community groups had begun to push back. For a brief time, undercover officers even set up a shop called A Peace of Africa, with 24-hour surveillance, selling merchandise from Africa, hoping to entice gang members into attacking it. They didn't, and the department had to close the store for lack of funds.

Eventually the hate crime investigation led police to arrest six gang members, part of what was known as the "trigger crew." At one trial, a gang member testifying for the prosecution said Azusa 13 would go out "hunting" blacks in the city. Those gang members were convicted and are serving long prison terms.

The last of them tried, Ralph "Swifty" Flores, was convicted of committing four murders over several years and received the death penalty in 2008.

In recent years, hate crimes in Azusa have dropped to less than one a year, and usually are not gang-related, said Garcia, the police chief.

The gang's presence has notably diminished. Graffiti is all but gone from the area the gang has claimed since at least the 1960s.

"The indictment is the latest step," said City Councilman Robert Gonzales. "We have gangs in our city, but we have been able to control and minimize the gang activity compared to the past."

"We were once classified as the hate crime capital of the region," added Azusa Mayor Joe Rocha. "Today we are a place of peace and tranquility."

To demonstrate its loyalty to the notoriously violent Mexican Mafia prison gang, an affiliate Latino street organization has worked to cleanse a southern California city of black residents by terrorizing, threatening and intimidating them.
Details of the decades-long genocide operation in the Los Angeles County city of Azusa are laid out in a huge grand jury indictment issued by the Department of Justice this week. More than 50 Latino gang bangers, many of them surely in the U.S. illegally, have been charged for targeting blacks by beating, robbing and threatening them.
The goal was to drive blacks out of the predominantly working-class Latino city of about 46,000. The crimes were committed by members of the Azusa 13 gang, which runs a sophisticated criminal enterprise financed with lucrative drug-trafficking proceeds. The gang also taxes the area’s drug dealers and shares some of the money with the Mexican Mafia, according to the 112-page indictment.
Latino gangs have for more than a decade targeted blacks in the sprawling southern California County, which is an illegal alien hotbed that has long offered sanctuary. In the last few years alone, dozens of Latino gangbangers have been charged with murdering, harassing or attacking blacks in the area, the feds say in their indictment.
As far back as 1999 the Azusa 13 was targeting blacks in the area, prosecutors say. That year a 17-year-old member named Ralph “Swifty” Flores murdered a black teenager and was sentenced to life in prison without parole. In 2008 an illegal immigrant from a different gang murdered a Los Angeles high school footballs star shortly after completing a prison sentence for a separate felony.

Dozens of Central Valley gang leaders arrested in one-day sweep

Police arrested 75 alleged gang leaders Tuesday in a one-day sweep in the Central Valley for offenses including attempted murder and drug trafficking, state Atty. Gen. Kamala Harris said Wednesday.

The raids, which involved helicopters and canine units, occurred at 50 locations in the cities of Madera, Los Banos, Livingston, Merced, Atwater and Dos Palos as part of the Operation Red Zone crackdown, Harris said.

It was aimed at "ruthless" and "lethal" gang leaders associated with Nuestra Familia, which was started at Folsom State Prison in 1968 and continues to be run out of the state prison system, Harris said. Nuestra Familia controls most of the Nortenos street gangs in Central California and has ties to Mexican drug cartels, according to law enforcement officials.

Growing gang violence in the Central Valley has threatened small farm communities and spawned efforts to keep young people from being recruited.

"Their conduct was terrorizing this community," Harris said at a news conference with other law enforcement officials in Los Banos, "and by extension, their conduct was bleeding through the whole state of California."

Agents from 16 local, state and federal agencies seized more than a dozen firearms, including five assault rifles; methamphetamine; marijuana plants; crack cocaine; and more than $64,000 in cash in the sweeps, authorities said.

Law enforcement officials conceded that the arrests may provoke rival gangs to expand and noted that such sweeps in the past have driven the violence from one community to another.

The operation began in August 2010 when state law enforcement officials discovered that members of Nuestra Familia, largely driven out of Salinas in earlier sweeps, had set up shop in Madera, Merced and other Central Valley cities.

Four in 10 homicides in California are gang-related, Harris said. Those cases also account for 80% of the state's effort to relocate witnesses whose lives are in danger because of their cooperation with law enforcement, she said.

The sweeps this week brought the total number of arrests in the operation to 101 and stemmed from surveillance by the attorney general's Fresno Bureau of Narcotic Enforcement, which tracked the daily movements of suspected gang leaders, Harris said. Among those arrested were two senior Nuestra Familia regiment commanders, she said.

Some of the most violent criminals at large today are illegal aliens. Yet in cities where the crime these aliens commit is highest, the police cannot use the most obvious tool to apprehend them: their immigration status. In Los Angeles, for example, dozens of members of a ruthless Salvadoran prison gang have sneaked back into town after having been deported for such crimes as murder, assault with a deadly weapon, and drug trafficking. Police officers know who they are and know that their mere presence in the country is a felony. Yet should a cop arrest an illegal gangbanger for felonious reentry, it is he who will be treated as a criminal, for violating the LAPD’s rule against enforcing immigration law.

The LAPD’s ban on immigration enforcement mirrors bans in immigrant-saturated cities around the country, from New York and Chicago to San Diego, Austin, and Houston. These “sanctuary
policies” generally prohibit city employees, including the cops, from reporting immigration violations to federal authorities.

SANTA PAULA (CBS) — Eight alleged gang members will be arraigned Tuesday afternoon for several sex crimes after police say they used social media websites to kidnap and rape young girls.
Seven adults and one juvenile will be arraigned at 1:30p.m. in Ventura County court on charges ranging from rape, conspiracy, child abuse, sexual battery by restraint and parole violations. The suspects, arrested Friday, were identified as Carlos Ek, 22; Esteban Oseguera, 18; Isaac Ek, 19; Joseph Sandoval, 18; Jonathan Gaona, 19; Dion Mendoza, 19; Adrian Garcia, 19, and a juvenile, all of Santa Paula.

AUSTIN — Texas' largest law enforcement agencies joined forces with Hispanic leaders Monday in opposing a so-called sanctuary cities bill that supporters say is a needed tool against illegal immigration.
The emotion-charged bill, which Gov. Rick Rick Perry has designated as a top priority, would let law officers ask about immigration status when they arrest or detain someone.
The bill heads for an expected vote today by the Republican-controlled Senate after clearing a committee on a party-line 5-4 vote.
Hispanic groups, rallying outside the Senate, submitted thousands of petition signatures against Senate Bill 9 as the Senate Committee on Transportation and Homeland Security conducted the first public hearing on the bill since the Legislature's 2-week-old special session began.
Perry included the measure in the special session after it died in the regular session that ended May 30.
Perry and legislative supporters said the bill is needed to develop a consistent statewide policy, but opponents say it would lead to racial profiling and overburden law enforcement.
"It's going to bring a huge burden to our system," said Dallas County Sheriff Lupe Valdez, who told senators that the added requirement would cost her department $1.5 million a year.
The committee also received a letter signed by Police Chiefs Jeff Halstead of Fort Worth, Willam P. McManus of San Antonio, Gregory K. Allen of El Paso and Art Acevedo of Austin warning of the potential "negative effects" if the bill becomes law.
"Violent and property crime, quality of life in our communities, and answering calls for service are our primary responsibility -- not enforcing Federal immigration laws," the chiefs wrote.

Dozens of Central Valley gang leaders arrested in one-day sweep

Police arrested 75 alleged gang leaders Tuesday in a one-day sweep in the Central Valley for offenses including attempted murder and drug trafficking, state Atty. Gen. Kamala Harris said Wednesday.

The raids, which involved helicopters and canine units, occurred at 50 locations in the cities of Madera, Los Banos, Livingston, Merced, Atwater and Dos Palos as part of the Operation Red Zone crackdown, Harris said.

It was aimed at "ruthless" and "lethal" gang leaders associated with Nuestra Familia, which was started at Folsom State Prison in 1968 and continues to be run out of the state prison system, Harris said. Nuestra Familia controls most of the Nortenos street gangs in Central California and has ties to Mexican drug cartels, according to law enforcement officials.

Growing gang violence in the Central Valley has threatened small farm communities and spawned efforts to keep young people from being recruited.

"Their conduct was terrorizing this community," Harris said at a news conference with other law enforcement officials in Los Banos, "and by extension, their conduct was bleeding through the whole state of California."

Some of the most violent criminals at large today are illegal aliens. Yet in cities where the crime these aliens commit is highest, the police cannot use the most obvious tool to apprehend them: their immigration status. In Los Angeles, for example, dozens of members of a ruthless Salvadoran prison gang have sneaked back into town after having been deported for such crimes as murder, assault with a deadly weapon, and drug trafficking. Police officers know who they are and know that their mere presence in the country is a felony. Yet should a cop arrest an illegal gangbanger for felonious reentry, it is he who will be treated as a criminal, for violating the LAPD’s rule against enforcing immigration law.

Jorge Landeros has taken to taunting the police from his new home in Mexico. The man accused of killing American University accounting professor Sue Marcum sent an e-mail to an El Paso detective recently to say that he wouldn’t come to the United States to answer questions.
“Of course you are cordially invited to cross the same bridge, in the opposite direction, and meet me at Sanborn’s, a great cafe and restaurant here in Juarez, and we can talk shop all you want,” Landeros wrote. “It’s best if you come on a Sunday. We can have brunch. It will of course be my treat. Yours, Jorge.”
It was that same brash charisma that drew Marcum to Landeros in the first place and now has marked him as a fugitive in an international murder case.
The death last fall of the popular teacher shocked the quiet Northwest campus and the Bethesda neighborhood where Marcum lived. It must have been a burglary gone bad, her friends and police said at the time, especially when a District teenager was arrested driving Marcum’s missing sport-utility vehicle.
But then detectives learned more about Landeros, the egocentric charmer 12 years younger than Marcum. The two met about six years ago when she enrolled in a Spanish class he taught in Dupont Circle. He wrote poetry, studied yoga, day-traded stocks. Together, they practiced meditation before dawn, read books, went to concerts.
In a series of interviews by telephone from Mexico, Landeros denied that he killed Marcum but volunteered that he was the sole beneficiary of her half-million-dollar life insurance policy and that they invested money together. He described his relationship with Marcum as special, idiosyncratic and deep. For a brief period, he said, it turned into something more.
“We climbed that wall of romantic love at some point, but there was nothing behind the wall,” he said. “There was nothing that could progress in that direction.”
He said he was not in the United States in late October, when Marcum, 52, was slain. He answers e-mails from detectives, sometimes correcting their grammar, but declines to cross the border.
“I had nothing to do with the murder of Sue Marcum. That was not me,” Landeros said. He added: “They want me to just turn myself in, like some silly scapegoat.”
Police will not discuss specifics of their case against Landeros, other than to confirm they were able to obtain a DNA sample from him this year when he traveled to Texas.
They later obtained a warrant charging him with first-degree murder. Marcum’s body was found in the lower level of her home Oct. 25. An autopsy showed blunt force trauma and asphyxiation.
Montgomery County police have sought help from Interpol and authorities in Mexico to locate Landeros and bring him to the United States, said Officer Janelle Smith, a police spokeswoman.
“There is a process to be followed. That process takes time,” Smith said.
To Marcum’s friends, Landeros’s boasting and the flippancy with which he describes the case is infuriating.
“If he’s so innocent, why is he staying in Mexico?” said fellow accountant Don Williamson, who, like others, thinks Landeros took advantage of a woman who had hundreds of friends but lived alone. “She was fascinated by that man. She was a loving, beautiful, vulnerable woman.”

Born in Ciudad Juarez, Landeros moved to Ohio when he was 13. He read philosophy and was inspired by a teacher who insisted students learn lots of new words. “To the eternal discomfort of my close friends, I have a large vocabulary,” he said.
He said he studied at colleges, traveled in Europe and Latin America and arrived in the Washington area about 10 years ago.
He wore expensive suits as a stockbroker and jumped among six jobs over three years in and around the District, including at Morgan Stanley and American Express Financial Advisors, according to records kept by the Financial Industry Regulatory Authority.
By 2005, he said, even as he was still trading stocks on his own, he was making changes in his life.
He studied at a yoga center in New York. He holed himself up in rooms for days on end while sustaining himself on water, yoga and meditation. He also taught Spanish classes.
Marcum, who was beloved by her students and friends for her bubbly personality and ability to make accounting fun, joined one of those classes.
She was known for that personality throughout her career. In 1988, while interviewing for a tax management position at Ringling Bros. and Barnum & Bailey Circus, she didn’t hide her eagerness.
“I’d do cartwheels across your office, but I’m wearing a skirt,” the barely 5-foot-tall prospect told company comptroller Andrew Zino, who hired her on the spot.
It was a complicated job: The company ran circus and ice shows throughout the country and overseas, prompting all manner of state, federal and international tax issues. Marcum led the tax department from a number-crunching unit to one that had real influence on the direction of the company, said Laurie Guardia, then the finance director.
“Impeccably organized,” is how Guardia put it in a letter of recommendation to American University, where Marcum landed a teaching position.
In the classroom, with her brightly colored scarves and funky eyewear, she wove circus taxation stories into lectures.
Students who’d signed up for just one accounting class suddenly made it their major. She mentored them while working with the accounting club.
Outside of work, Marcum co-founded and helped raise money for an inner-city District program to help parents prepare their pre-schoolers for the classroom. She threw herself themed birthday parties every year for her ever-expanding circle of friends.
“Sue was passionate about everything she did,” said Beverly Myers, a close friend.
That included traveling to South America and learning Spanish. And by 2005, she was telling Myers and others about her teacher. “It was his charisma that got her,” Myers said.

Marcum’s friends found Landeros to be a mystery — the person she always talked about but rarely brought around.
One exception: Marcum’s 49th birthday party, when she told guests to wear comfortable clothing if they wanted to try Thai yoga, a practice in which the instructor helps participants bend into certain positions. Landeros was an instructor.
Williamson met Landeros in a different setting when Marcum brought him to Williamson’s office for advice.
The IRS had filed a $3.3 million tax lien against Landeros because he didn’t file tax returns on proceeds from stock sales, according to court records and Williamson. The matter was settled with the IRS for far less, Williamson said, but Landeros’s attitude rubbed him the wrong way. He later called Marcum to advise her to quit hanging out with him.
Landeros said the IRS had only been accounting for his stock sales, not his stock purchases, and things eventually were resolved easily with the government.
Landeros said that as they grew closer, he made Marcum the beneficiary of his life insurance policy, and she made him the beneficiary of hers. “We always talked about what would happen when we got older,” he said. “We would help each other, I guess . . . We took it out for that reason.”
But Landeros said he worries that the policy has drawn police attention to him. He said that State Farm contacted him and told him nothing had changed.
“I’m wishing now that she had modified hers,” he said. “Sadly, she did not change her mind in time.”
Landeros has not received the insurance payment. In a March 4 letter to Landeros, State Farm wrote that “due to the circumstances of death, we are gathering additional information which may affect benefits.”
Landeros, who police say holds dual citizenship in Mexico and the United States, left the Washington region for Juarez in 2008, telling friends and family he wanted to teach yoga in his violence-torn home town. Marcum also told friends that Landeros thought he could help the area. “She believed there was good in him,” said Cathy Vincent-Smith.
“Truly, Juarez is violent, very violent, too violent,” Landeros wrote in a 2010 book about yoga in the city. “We have an international reputation. Only a bourgeois idiot would say that is not cause for pride: In the liquid world of postmodernity, it will not be the sheep that survive.”
In Washington, Marcum poured herself into work and training for a 5K road race. Friends said she seemed happy. Over lunch at the Bethesda Crab House on July 4, 2010, her friend Vincent-Smith asked Marcum about Landeros. Marcum said she feared for his safety in Juarez.

By the morning of Oct. 25, the person who killed Marcum had made his way inside her home along Massachusetts Avenue.
As detectives began to learn of Landeros’s relationship with Marcum, they tried to lure him across the border.
In early March, he bit and came to El Paso to meet Detective Ray Sanchez, who left with a DNA sample from the inside of Landeros’s mouth.
A short time later, Montgomery detectives obtained an arrest warrant charging him with first-degree murder.
But by then, he was back in Juarez. Sanchez sent Landeros an e-mail, asking whether he wanted to look at photographs to help in the case, according to e-mails supplied by Landeros.
“As far as the pictures, sure I can help,” Landeros wrote. “Perhaps the Maryland authorities have heard of JPG formats, through which they can forward electronically those and any other pictures they would like for me to see.”
In an interview Wednesday, Landeros acknowledged he was inside Marcum’s house as recently as September, when he’d returned to the area to visit his mother, who lives in Northern Virginia.
Landeros said he and Marcum talked, went for a walk, ate and watched TV. He said his fingerprints and DNA would be in the house from that and previous visits.
“I understand what they see from their end,” he said. “They’ll find me all over the place if they look hard enough. . . . I drank wine from glasses there. I drank water from the glasses there. I’ve eaten with the forks there. I slept in that bed and the sofa.”
“It doesn’t look good,” Landeros said. “That’s why I’m here in Mexico.”

Obama promotes corporate profits in the name of job creation

In the face of rising unemployment, a disastrous jobs report for May and a contraction in economic growth in the US and internationally, President Barack Obama made it clear at a meeting Monday with his Jobs and Competitiveness Council that no government measures will be taken to create jobs or provide serious relief for the unemployed.
The meeting was held at the manufacturing headquarters of Cree, Inc., a producer of LED lighting equipment in Durham, North Carolina. After the meeting, Obama gave a speech to Cree employees in which he touted the proposals of the corporate-dominated Jobs Council, which he set up last February as part of White House efforts to shore up business support for his administration following the Democratic debacle in the November 2010 congressional elections.
The photo-op was designed at one level to fool the public into believing that the administration is seriously working to create jobs and put an end to mass unemployment. But the main focus of Obama and other White House officials was to reassure the corporate and financial elite that there will be no retreat from policies of austerity, wage-cutting and deregulation despite the worsening economic and social crisis.
In remarks to the Jobs Council prior to his speech to the Cree workers, Obama was shameless in his fawning before the corporate CEOs whom he had selected for the purported purpose of spearheading the drive for jobs.
Obama declared: “So we’ve got a combination of factors, as Jeff [Council Chairman Jeffrey Immelt, CEO of General Electric] said, that come into how do we create jobs. I cannot think of a better group of people to help us tackle it than those who are sitting around the table.”
That group included the CEOs of GE, Intel, Xerox, UBS, American Express, Southwest Airlines, DuPont, Eastman Kodak, Comcast, Facebook, and the banking giants Citigroup and UBS. It also included Obama’s longtime financial backer Penny Pritzker, a multi-millionaire Chicago real estate mogul, and Joseph T. Hansen, president of the United Food and Commercial Workers Union. Richard Trumka, president of the AFL-CIO, who is also on the council, did not attend the event.
Obama repeated the complacent mantras of White House spokesmen about 2 million new jobs having been created over the past 15 months (compared to 7 million jobs lost since the current recession began) and dismissed the rise in unemployment to 9.1 percent (9.7 percent in North Carolina) and the virtual collapse in payroll gains as “headwinds.”
He made a point of reiterating his support for massive cuts in social spending, boasting that Washington was “getting its act together and making sure that we’ve got a credible plan for not simply raising the debt limit but also medium- and long-range deficit reduction.”
Noting that at the first meeting of the council in March the assembled CEOs and bankers had demanded a reduction of regulations on business, Obama said, “I took this very much to heart.” He continued: “So what we’ve done is to initiate a full-scale review not just of pending regulations, but actually looking back for the first time at all existing regulations.”
Obama went on to brag that the White House had already singled out scores of regulations for elimination by executive order. One can only surmise that the corporate bosses and bankers in the room were rubbing their hands in anticipation of the increased profits that will result from the gutting of rules designed to protect worker health and safety, safeguard and the environment, and limit consumer fraud.
Obama made sure, before completing his remarks, to repeat the obligatory obeisance to capitalism, declaring: “As Jeff said, ultimately job growth is going to be driven by the private sector.”
The role of government, Obama reiterated, is to enact policies that facilitate profit-making. “But we can make some smart decisions,” he said, “to encourage businesses to feel like this is the right time to invest and that America is the right place to invest.”
In his remarks to the employees, Obama sought to play up token job creation proposals from the Jobs Council that are so paltry as to be insulting. “And today, with the Jobs Council,” he said, “we’re announcing an all-hands-on-deck strategy to train 10,000 new American engineers every year.”
This is said in a country with, according to official figures, nearly 14 million unemployed, including 6 million out of work for six months or more!
The president went on to tout a proposal to bring together community colleges and companies to train people for high-skill jobs. Meanwhile, the White House is presiding over an unprecedented assault on public education and vicious attacks on teachers across the country.
Obama also announced an utterly vague Better Buildings Initiative that will supposedly put construction workers back to work upgrading buildings for energy efficiency.
In a Wall Street Journal column published Monday, Jobs Council Chairman Immelt and American Express CEO Kenneth Chenault, another council member, listed deregulation and four other proposals which they said could generate 1 million jobs over two years. Even were this figure accurate, it would barely make a dent in an economy that needs to create 11 million jobs to make up for those lost combined with the normal growth in the labor force.
Entirely absent from Obama’s remarks was any acknowledgment of the social crisis and worsening human suffering in America. Words such as “poverty,” “foreclosure,” “homelessness” and “hunger” were not uttered.
White House officials who accompanied Obama were, if anything, even more transparent in their indifference toward the American people and servility toward big business. White House adviser and Chicago real estate multi-millionaire Valerie Jarrett said in a briefing with reporters: “We have had 15 straight months of private sector job creation and seven straight quarters of growth. We are moving in the right direction… There is broad agreement that the recovery will be driven by the private sector.”
Austan Goolsbee, chairman of the White House Council of Economic Advisers, said in an interview on Bloomberg TV, “We want to be for any policies that are going to help incentivize and stand up the private sector to drive the recovery.”
Nothing was said about the fact that the corporate elite represented by the members of the council is raking in record profits and awarding itself ever-higher compensation, while sitting on a cash hoard of $2.6 trillion and refusing to spend it on hiring workers.
The reality is that corporate America, with the support of the government, is using mass unemployment as a bludgeon to drive down wages, destroy working conditions and force workers to accept poverty wages and sweatshop conditions. The same process is unfolding internationally, as the bourgeoisie utilizes the crisis of its own making to destroy social gains won by the working class over more than a century of struggle.
Council Chairman Immelt’s company, GE, is a case in point. It made a profit of $14.1 billion in 2010, and yet it paid no federal taxes. On the contrary, the government paid it $3.2 billion in tax credits.
Immelt himself saw his compensation double to $15 million. Meanwhile, GE earlier this year sought to impose a 25 percent pay cut on new-hires at its River Works plant in Lynn, Massachusetts as the price for keeping a section of the complex open. When the workers balked, GE finalized the facility’s closure.

There is a minority within the Democratic Party establishment that is concerned over the political and social implications of the jobs crisis and the Obama administration’s openly right-wing, pro-corporate response. In the short term, they fear Obama will lose the 2012 election. More fundamentally, they fear the growth of social opposition.
One of these, Robert Reich, the former labor secretary under Bill Clinton, pleaded with Obama on the Sunday news interview program, “This Week with Christiane Amanpour,” to propose a jobs program. He suggested something akin to Roosevelt’s Depression-era Works Projects Administration and Civilian Conservation Corps for the 6 million people unemployed for six months or more.
There is emphatic opposition to any such measure within the corporate-financial elite and, as Monday’s public relations event demonstrated, Obama rejects any government job-creation program or any other measure that might cut into corporate profits.
The presence on the reactionary Jobs and Competitiveness Council of union leaders Trumka and Hansen underscores the corporatist and anti-working class character of the official trade union organizations. They support the destruction of the living standards of the working class, seeking only to secure the position and privileges of the union executives as accomplices in the attacks on working people.
As in Europe and Asia, where governments are pursuing ruthless austerity policies to impoverish the workers, working people in the US can defend the social right to a job and a living wage only on the basis of a revolutionary political struggle against the capitalist system and all of its political representatives.

Underlying both columns is the concern that the Obama administration’s promises of “hope” and “change” are increasingly perceived by those who voted for Obama as hollow phrases. Rich complains that Treasury Secretary Timothy Geithner is “tone deaf” and that “an air of entitlement” wafts from the administration.
People are beginning to feel that they have been duped into lending their support to a government that is unreservedly serving the interests of the banks. To the layer of the liberal establishment represented by Obama’s journalistic would-be advisers, the eruption of opposition to the Obama administration would be an unmitigated disaster.
