Immigration issues, including questions about who should have U.S. citizenship, have hurt President Obama's standing with voters, according to the latest Quinnipiac University national poll.

The poll, carried out during the first week in September, found that respondents had a strong anti-immigrant tilt, favoring, by 68% to 24%, stricter enforcement of immigration laws rather than integrating illegal immigrants into society and, by 48% to 45%, an end to the constitutionally guaranteed practice of granting U.S. citizenship to children born of illegal immigrants.

With members of Congress back in Washington for a short session before leaving to campaign, no one is expecting lawmakers to move on an issue as divisive as immigration reform. But some Republicans are pushing for congressional hearings on the birth issue, which conservatives have propelled into a campaign theme in races in which tea party movement candidates are running viable races.

Estimates vary, but there are about 4 million children of illegal immigrants who are U.S. citizens by right of birth in this country. Many are the children of settled illegal immigrants, but conservatives argue that women are sneaking into the country to give birth and gain U.S. citizenship for their children.

"Many Americans want to end 'birthright citizenship,' an issue some Republican senators want to explore through congressional hearings," said Peter A. Brown, assistant director of the Quinnipiac University Polling Institute. "Voters were told that 'our Constitution and current laws' blessed the practice, and the prospect of having to change one or both apparently doesn't faze them."

The electoral impact of the issue seems limited. Democratic respondents favored granting citizenship by 62% to 31%, while Republican and independent respondents oppose it by 67% to 27% and 51% to 42%, respectively.

"The support for ending 'birthright citizenship' is not overwhelming and falls along predictable political lines that are consistent with how the Arizona law aimed at limiting illegal immigration is playing across the country," Brown said.

By a 60%-to-28% margin, respondents disapproved of the way Obama is handling illegal immigration, the poll found.

The poll of 1,905 voters was carried out Aug. 31 to Sept. 7. It has a margin of error of plus or minus 2.3 percentage points.

The immigration issues are part of what has hurt Obama's standing, Brown said. By 44% to 31%, respondents disapproved of how Obama handled the dispute over a proposed mosque and community center to be built near the former World Trade Center in New York, destroyed nine years ago by Islamic terrorists. Obama, like top New York leaders as Mayor Michael Bloomberg, have defended the Muslim group that is building the project.

"Illegal immigration and the proposed mosque near ground zero are taking a toll on President Barack Obama's standing with American voters," Brown said. "The fact that so many Americans think the president does not share their values might worry the White House. Historically, voters tend to see Democratic presidents as more likely to share their values than Republicans."

President Obama sought to calm a diplomatic furor, disputing Secretary of State Hillary Rodham Clinton's assertion that Mexico has begun to look like Colombia at the height of its struggle against a drug-financed insurgency.

Obama's comments, in an interview published Thursday by the Los Angeles-based Spanish-language newspaper La Opinion, followed an outcry that began in Mexico after Clinton told a foreign policy group Wednesday that Mexico "is looking more and more like Colombia looked 20 years ago, where the narco-traffickers controlled certain parts of the country."

Clinton's comments were quickly challenged by aides to Mexican President Felipe Calderon.

"Mexico is a great democracy, vibrant, with a growing economy," Obama told the newspaper. "And as a result, what is happening there can't be compared with what happened in Colombia 20 years ago."

U.S. officials including Arturo Valenzuela, assistant secretary of State for Western Hemisphere affairs, and Gil Kerlikowske, director of the Office of National Drug Control Policy, have scrambled to minimize the damage to relations with Mexico, a key partner in the anti-drug fight.

They said that while there are similarities between Mexico and Colombia in terms of the widespread violence, the Mexican drug cartels have no political agenda — they are not seeking to overthrow the government.

However, there is widespread, though not universal, sentiment within the U.S. government that the Mexican drug cartels need to be fought with the tough methods used in the multibillion-dollar Plan Colombia, which employed both military and aid programs.

A spokesman for Clinton said her comparison was a reference to the level of violence in Mexico.

"What the secretary was reflecting is the increased brutality being shown by the criminal elements who are challenging authority in Mexico," Philip J. Crowley, the chief State Department spokesman, told a group of foreign journalists Thursday.

Obama administration officials are struggling to balance the need to show they are serious about the escalating violence in Mexico with the sensitivities of their government counterparts there. The Calderon administration has sharply escalated the anti-drug effort with a crackdown launched four years ago, and Mexico is highly sensitive to U.S. criticism about the effort.

More than 28,000 Mexicans have been killed in the drug war since late December 2006. There has been a growing outcry from officials in U.S. border states such as California, Arizona and Texas as the carnage has edged closer.

Peter Andreas, a Brown University scholar who has written extensively about the Mexican drug issue, said some federal officials were now describing the drug activity there as a "commercial insurgency," and arguing for a strategy similar to those used to counter an insurgency.

Clinton, in her comments, said the governments in the region needed to develop the "equivalents" of Plan Colombia to gain the upper hand.

Plan Colombia has drawn criticism for its heavy use of military force, the presence of hundreds of U.S military advisors, and for human rights abuses. The program involved not only military advisors, but U.S. special forces personnel and a large number of defense contractors.

Clinton acknowledged that Plan Colombia was "controversial … there were problems and there were mistakes. But it worked."

Mexican marines captured Sergio Villarreal Barragan, a presumed leader of the embattled Beltran Leyva cartel who appears on a list of the country's most-wanted fugitives, in a raid Sunday in the central state of Puebla, the government said.

The alleged capo known as "El Grande" did not put up any resistance when he was arrested along with two accomplices, a navy official who spoke on condition of anonymity in line with department policy told The Associated Press. The President's Office later issued a brief statement confirming the arrest took place in Puebla, capital of the state of the same name.

Villarreal's capture is the fourth major blow delivered to drug cartels by Mexico's government in the past year. First came the death of Arturo Beltran Leyva on Dec. 16, 2009. Then soldiers killed the Sinaloa cartel's No. 3 capo, Ignacio "Nacho" Coronel, on July 29. And on Aug. 30 federal police announced the capture Edgar Valdez Villarreal, alias "La Barbie." The two men are not related.

Villarreal, "El Grande," appears on a 2009 Attorney General's Office list of Mexico's most-wanted drug traffickers, with a reward of just over $2 million offered for his capture.

He is listed as one of the remaining leaders of the Beltran Leyva cartel, whose top capo, Arturo Beltran Leyva, was killed in a raid by marines outside Mexico City.

Villarreal's capture comes about two weeks after the arrest of Valdez Villarreal, another alleged capo linked to the Beltran Leyvas.

The once-powerful Beltran Leyva cartel split following the death of Arturo -- known as the "Boss of Bosses" -- which launched a brutal war for control of the gang, involving mass executions and beheadings in once-peaceful parts of central Mexico. The fight pitted brother Hector Beltran Leyva and Villarreal against a faction led by "La Barbie." Hector Beltran Leyva remains at large.

The Beltran Leyva brothers once formed a part of the Sinaloa cartel, but broke away following a dispute. An indication of the problems facing the cartel is that three of the four main blows dealt to drug gangs in the past year involve Beltran Leyva leaders or operatives.

More than 28,000 people have been killed in Mexico since December 2006, when President Felipe Calderon launched a military offensive against the cartels soon after taking office.

In the central state of Morelos, police discovered nine bodies in clandestine graves Saturday in the same area where four more were recently found. The Public Safety Department said in a statement that all 13 victims were believed to have been killed on the orders of "La Barbie" in his battle for control of the cartel.

On Sunday, the military announced that it filed charges against four troops for the Sept. 5 shooting deaths of a man and his 15-year-old son along the highway linking the northern city of Monterrey to Laredo, Texas.

Authorities have said soldiers opened fire on the family vehicle when it failed to stop at a checkpoint, though relatives who were also in the car say they were shot at after they passed a military convoy.

The mother and wife of the two victims was also wounded in the shooting.

A captain, a corporal and two infantrymen are in custody in military prison and have been charged with homicide, the Defense Department said in a statement.

Mexico's military was already under scrutiny for this year's killings of two brothers, ages 5 and 9, on a highway in Tamaulipas, a state bordering Nuevo Leon.

The National Human Rights Commission has accused soldiers of shooting the children and altering the scene to try to pin the deaths on drug cartel gunmen.

The army denies the allegations and says the boys were killed in the crossfire of a shootout between soldiers and suspected traffickers.

The scandal renewed demands from activists that civilian authorities, not the army, investigate human rights cases involving the military.

More recently, soldiers killed a U.S. citizen Aug. 22 outside the Pacific coast resort city of Acapulco.

In a statement to police, an army lieutenant claimed that Joseph Proctor, who had lived Mexico for several years, shot first at the military convoy on a highway between Acapulco and Zihuatanejo.

The Defense Department says it is investigating the claim, which Proctor's father, William Proctor, says he found hard to believe.

Alleged gang members held in Daly City slaying

(09-12) 13:13 PDT Daly City -- Two alleged members of a notoriously violent street gang have been arrested in the slaying of a Daly City man who was shot after getting off a Muni bus on Mission Street near his home, police said.
Carlos Mejia-Quintanilla, 20, of San Francisco and David Mejia-Sensente, 26, of Daly City were taken into custody at about 5:30 p.m. Friday in the shooting death of Alexander Castanon, said Daly City police Sgt. David Mackriss.
Castanon, 26, was found on the 6200 block of Mission Street at 12:24 a.m. June 21 by officers who were investigating reports of gunfire, Mackriss said.
Castanon, who lived two blocks away, was shot in the head, police said. He was pronounced dead at the scene. Investigators believe some kind of altercation occurred on the bus, said Mackriss, who did not elaborate.
Castanon worked at the Baby Blues BBQ on Mission Street in San Francisco and was not a gang member, police and friends said.
Three other alleged gang members were also arrested Friday by Daly City police.
Carlos Cartalenga-Valencia, 21, and Wilber Portillo-Cabrera, 26, were booked on weapons violations, and a fifth suspect, whose name wasn't released, is facing an immigration violation, Mackriss said. The four others are also facing immigration violations, he said.
All five men are members of the Mara Salvatrucha (MS-13), which law enforcement officials consider one of the most dangerous street gangs in the area. They have been booked on enhancements alleging gang membership, Mackriss said.
Two weapons, including a stolen shotgun, were recovered, police said.
The same gang was involved in the slaying of a City College of San Francisco student on John Daly Boulevard in February 2009 as well as the shooting deaths of a San Francisco father, Tony Bologna, and his two sons in the Excelsior neighborhood in June 2008, police said. The victims in those cases were also not gang members, authorities said.

Audit looks at migrant re-arrests

WASHINGTON - Some illegal immigrants are being released from prison only to be arrested on new charges despite government efforts to deport them and keep them out of the country.

The findings are part of an audit by Justice Department Inspector General Glenn Fine that suggest authorities are still struggling to deport illegal immigrants who commit crimes, even though most state and local authorities are notifying immigration authorities of the imminent release of prisoners.

Fine's office analyzed the cases of 100 immigrants who had served time in prison and found 73 of them were rearrested after being released.

On average, each immigrant was rearrested six times, ranging from traffic violations to assault.

Fine's office couldn't determine how many illegal immigrants had been rearrested overall because immigration authorities don't keep track.

If the sample was any indication, "The rate at which released criminal aliens are rearrested is extremely high," the report said.

Last year, Homeland Security's inspector general said immigration authorities expected that most of the 300,000 illegal and legal immigrants eligible to be deported would be released.

Federal officials said they would need 34,000 additional beds at a cost of $1.1 billion to detain and remove all of them.

Some Illegal Immigrants have been arrested and Re-Arrested 6 Times - Illegal Immigrants arrested for being in the United States illegally may have been charged up to six more times, for more serious crimes, after they were released by local authorities. Additionally, the number of illegal immigrants deported after being declared a felon is on the rise.

The Justice findings by department Inspector General Glenn A. Fine examined the criminal histories of 100 illegal immigrants arrested and then released by local and state authorities in 2004, the latest complete data available. Of the sample group of 100, according to the audit, 73 immigrants were later arrested a collective 429 times - on charges ranging from traffic tickets to weapons and drug charges.

The data suggest "the rate at which released criminal aliens are re-arrested is extremely high," the audit noted. The report, parts of which were redacted, was required by Congress in 2005 and looked at how local and state authorities that receive Justice Department funding are working with the Homeland Security Department.

For years, the government was forced to release thousands of illegal immigrants who were caught in the United States because of not enough jail space and other resources. But last fall, with immigration as a key election-year priority, Homeland Security declared it would detain 99 percent of non-Mexican illegal immigrants until they could be returned to their home nations. The policy generally does not apply to Mexicans, who are almost immediately returned to Mexico after being stopped by Border Patrol agents.

The Justice audit, however, only looked at immigrants who were arrested and released by local and state authorities before they could be turned over to Homeland Security to be detained or deported. In all, 752 cities, counties and states participating in the program received $287 million in 2005, the audit noted.

Five states - California, New York, Texas, Florida and Arizona - received the bulk of the money, together pulling in more than $184 million.

Assistant Attorney General Regina B. Schofield, who oversees the Office of Justice Programs that controlled the funding, declined comment on the audit, noting that it does not contain any recommendations.

A separate report by the Transactional Records Access Clearinghouse at Syracuse University showed that the number of immigrants who were deported as "aggravated felons" doubled over the last 15 years, from 10,303 in 1992 to an estimated 23,065 in 2006.

But TRAC, which obtained the data from the Justice Department's Executive Office of Immigration Review, noted concerns that some of those immigrants never committed felonies.

"An individual can be declared an aggravated felon on the basis of a conviction on misdemeanor charges such as shoplifting," the TRAC report concluded.

One in seven Americans now living in poverty

Census figures for 2009, to be released Thursday, are expected to show that the poverty rate soared last year to nearly 15 percent. One out of every seven Americans is now living below the official poverty level, the highest proportion since the 1960s. One in five American children is living in poverty.
The Associated Press reported the sharp rise in the poverty rate after interviewing six demographers who have been tracking the preliminary census figures, and finding “wide consensus that 2009 figures are likely to show a significant rate increase to the range of 14.7 percent to 15 percent.”
That rate would indicate that some 45 million people were living below the official poverty line in 2009. The official poverty level, an annual income of $22,000 for a family of four, grossly understates the income required for a decent life. The real number of people living in actual economic distress is much higher, probably over 100 million.
The Census figures are for 2009, and the number living in or near poverty has no doubt continued to increase this year, with the official unemployment rate remaining near 10 percent and the combined rate of unemployment and underemployment at nearly 17 percent.
The rise in the poverty rate from 13.2 percent in 2008 to 15 percent in 2009 is the largest year-on-year increase since the US government began collecting such statistics in 1959. The previous largest increase came in 1980, a year of double-digit inflation.
The metropolitan areas showing the largest increase in poverty rates include Detroit and Los Angeles, as well as Las Vegas, Modesto, California, and Ft. Myers, Florida.
The sharp rise in poverty is a direct consequence of the destruction of jobs and slashing of wages since the US economic slump began in December 2007. The poverty rate for the working population, aged 18-64, is expected to jump from 11.7 percent in 2008 to 12.4 percent in 2009, the highest level for working people since 1965, when Democratic President Lyndon Johnson launched his “war on poverty,” expanding the network of social welfare programs.
The federal government first measured the poverty rate in 1959, registering a figure of 22.4 percent, the all-time high. Under the impact of the postwar economic boom and the social reform measures of the 1960s, the poverty rate fell steadily to a low of 11.1 percent in 1973. Since then it has slipped back, stagnating in the range of 12 to 14 percent, until last year’s sharp increase.
Deepening poverty leads inexorably to social tragedies: homelessness, hunger and other forms of severe deprivation. According to the federal Department of Housing and Urban Development, the number of families in homeless shelters jumped from 131,000 in 2008 to 170,000 last year. A New York Times article that reported these figures cited anecdotal accounts of increases in demand for beds at homeless shelters of 20 to 30 percent.
Conditions in the poorest large city in America, Detroit, give a glimpse of the future for wide layers of the working class. Several thousand people lined up at a west side Detroit church Saturday to get free bags of groceries and school supplies. Parents with small children, retirees and low-income workers starting lining up at 8 a.m. for the event that started at 11 a.m., and the queue circled around the city block. (See “Thousands line up for food, school supplies in Detroit”.)
In scenes reminiscent of the Great Depression, children carried away boxes with surplus potatoes and frozen meat. Detroit, which has been devastated by decades of factory closings and layoffs, has a real unemployment rate of 50 percent, with one out of every three residents officially listed as living below the poverty level.
The impact of the economic slump on the thinking of working people was indicated in a survey by the Heldrich Center for Workforce Development at Rutgers University, released September 1, which found that nearly three-quarters of all workers had either lost a job or had a relative or close friend who had lost a job. Among the unemployed workers, 86 percent had cut back their family’s spending, 63 percent had spent down retirement saving accounts, and 60 percent had been forced to borrow money from family or friends.
Perhaps most significant were the political conclusions that those interviewed were beginning to draw:
• More than two-thirds expected the economic slump to continue or worsen in 2011.
• More than half, 56 percent, thought the US economy has undergone a fundamental and lasting change, rather than a temporary downturn.
• More than half, 54 percent, supported increasing the federal deficit to fund programs to directly create jobs, a figure that rose to 77 percent among the unemployed.
• Asked whom they trusted to manage the economy, only 23 percent chose President Obama and even fewer, 19 percent, chose his Republican opponents in Congress. Nearly half, 45 percent, trusted neither.
Such figures give a glimpse of the enormous social and political gulf that has opened up in America, between the wealthy elite at the top—which controls both the Democratic and Republican parties—and the working people who constitute the vast majority of the population, but are entirely unrepresented in the existing two-party system.
The comparisons between the current poverty rate and that in 1965, when Johnson launched his abortive “war on poverty,” demonstrate how far to the right the official political consensus has moved. No Democratic or Republican politician today proposes even the slightest gesture to alleviate the growth of poverty and social misery, let alone a serious mobilization of society’s resources.
When President Obama was asked about the growth of poverty during his Friday morning press conference, he responded with words taken directly from a right-wing Republican, Ronald Reagan, who declared that the best anti-poverty program was a job (meaning that nothing should be done to assist those for whom the capitalist system could not provide employment).
Obama’s new top economic adviser, Austin Goolsbee, reiterated this stand during interviews on several Sunday morning television programs. He told the ABC program “This Week” that unemployment was going “to stay high,” adding, “I don’t anticipate it coming down rapidly.”
When interviewer Christiane Amanpour asked him directly about the new report on the poverty rate rising “to 15 percent, back to 1960 levels, which led to the national war on poverty,” Goolsbee dismissed the implicit comparison.
“I think the number one thing you can do to address poverty also is the way you address unemployment and the way you address the squeeze of the middle class, that is get the economy growing and get people back to work,” he said. Underscoring the subservience of the Obama administration to big business, he concluded, “Let’s get the private sector stood up so that they can, you know, carry us out of this.”
This perspective underscores the current wrangling between the White House and congressional Republicans, over how many hundreds of billions of dollars should be handed over to big business and the super-rich.
The Obama administration is proposing a package of business tax breaks worth a reported $200 billion over the next two years. The Republicans are holding out for an extension of the Bush tax cuts for the wealthy, which would pump an additional $780 billion into the pockets of the financial aristocracy.
Neither big business party proposes any policies to directly create jobs for the unemployed, such as a major expansion of public works, to provide emergency relief for the growing numbers of poor and unemployed, or to alleviate the mounting scourges of utility shutoffs, homelessness and hunger.

County’s Monthly Welfare Tab For Illegal Aliens $52 Million

As the mainstream media focuses on a study that reveals a sharp decline in the nation’s illegal immigrant population, monthly welfare payments to children of undocumented aliens increased to $52 million in one U.S. county alone.
The hoopla surrounding last week’s news that the annual flow of illegal immigrants into the U.S. dropped by two-thirds in the past decade overlooked an important matter; the cost of educating, incarcerating and medically treating illegal aliens hasn’t decreased along with it, but rather skyrocketed to the tune of tens of billions of dollars annually.

Those figures don’t even include the extra millions that local municipalities dish out on welfare payments to the U.S.-born children of illegal immigrants, commonly known as anchor babies. In Los Angeles County alone that figure increased by nearly $4 million in the last year, sticking taxpayers with a whopping $52 million tab to provide illegal immigrants’ offspring with food stamps and other welfare benefits for just one month.
That means the nation’s most populous county, in the midst of a dire financial crisis, will spend more than $600 million this year to provide families headed by illegal immigrants with welfare benefits. In each of the past two years Los Angeles County taxpayers have spent about half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants. Additionally, the county spends $550 million on public safety and nearly $500 million on healthcare for illegal aliens.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from L.A. County’s Department of Social Services. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare perks that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children.
