Illegal immigration costs the taxpayers of California -- which has the highest number of illegal aliens nationwide -- $10.5 billion a year for education, health care and incarceration, according to a study released yesterday. A key finding of the report by the Federation for American Immigration Reform (FAIR) said the state's already struggling kindergarten-through-12th-grade education system spends $7.7 billion a year on children of illegal aliens, who constitute 15 percent of the student body. The report also said the incarceration of convicted illegal aliens in state prisons and jails and uncompensated medical outlays for health care provided to illegal aliens each amounted to about $1.4 billion annually. The incarceration costs did not include judicial expenditures or the monetary costs of the crimes committed by illegal aliens that led to their incarceration. "California's addiction to 'cheap' illegal-alien labor is bankrupting the state and posing enormous burdens on the state's shrinking middle-class tax base," said FAIR President Dan Stein. "Most Californians, who have seen their taxes increase while public services deteriorate, already know the impact that mass illegal immigration is having on their communities, but even they may be shocked when they learn just how much of a drain illegal immigration has become," he said. California is estimated to be home to nearly 3 million illegal aliens. Mr. Stein noted that state and local taxes paid by the unauthorized immigrant population go toward offsetting these costs, but do not match expenses. The total of such payments was estimated in the report to be about $1.6 billion per year. He also said the total cost of illegal immigration to the state's taxpayers would be considerably higher if other cost areas, such as special English instruction, school meal programs or welfare benefits for American workers displaced by illegal-alien workers were added into the equation. Gerardo Gonzalez, director of the National Latino Research Center at California State at San Marcos, which compiles data on Hispanics, was critical of FAIR's report yesterday. He said FAIR's estimates did not measure some of the contributions that illegal aliens make to the state's economy. "Beyond taxes, these workers' production and spending contribute to California's economy, especially the agricultural sector," he said, adding that both legal and illegal aliens are the "backbone" of the state's $28 billion-a-year agricultural industry. In August, a similar study by the Center for Immigration Studies in Washington, said U.S. households headed by illegal aliens used $26.3 billion in government services during 2002, but paid $16 billion in taxes, an annual cost to taxpayers of $10 billion. The FAIR report focused on three specific program areas because those were the costs examined by researchers from the Urban Institute in 1994, Mr. Stein said. Looking at the costs of education, health care and incarceration for illegal aliens in 1994, the Urban Institute estimated that California was subsidizing illegal immigrants at about $1.1 billion a year. Mr. Stein said an enormous rise in the costs of illegal immigrants in 10 years is because of the rapid growth of the illegal population. He said it is reasonable to expect those costs to continue to soar if action is not taken to turn the tide. "1994 was the same year that California voters rebelled and overwhelmingly passed Proposition 187, which sought to limit liability for mass illegal immigration," he said. "Since then, state and local governments have blatantly ignored the wishes of the voters and continued to shell out publicly financed benefits on illegal aliens. "Predictably, the costs of illegal immigration have grown geometrically, while the state has spiraled into a fiscal crisis that has brought it near bankruptcy," he said. Mr. Stein said that the state must adopt measures to systematically collect information on illegal-alien use of taxpayer-funded services and on where they are employed, and that policies need to be pursued to hold employers financially accountable.

The net cost to the federal government in 2002 for public services provided to illegal aliens was $10.4 billion or $2,736 per household according to a report by the Center for Immigration Studies. Estimates for 2005 put the amount at $11.7 billion or $3,080 per household. Illegal Alien Costs By Social Service Lost Revenue: The U.S. may be foregoing up to $35 billion in lost tax revenue because of the growing size of the underground labor market using illegal workers in the cash economy, according to a January, 2005 report by the Wall Street firm Bear Sterns. Health Costs: Medicaid costs for illegal aliens and their U.S.-born children are $2.8 billion annually, according to a study by the Center for Immigration Studies. Approximately 70% of households headed by illegal aliens have at least one person without medical insurance, compared to 20% of all other households. The federal government spends $250 million each year reimbursing states for emergency medical services provided to illegal aliens, which is less than 10% of the true cost of those services. Education Costs: The Center for Immigration Studies has shown that federal aid to K-12 public schools for the education of the children of illegal aliens is $1.4 billion annually, not including the cost of free school lunches. The total cost to state and local taxpayers for educating 3.5 million children of illegal aliens is estimated at $28.6 billion, according to a Federation for American Immigration Reform study. Incarceration: Illegal aliens account for less than 5% of the U.S. adult population, but were 17% of the federal prison population in 2004, imposing a net cost of $1.8 billion in court and incarceration expenses. Fortunately, Americans have seen through the protestors’ half-truths. A Rasmussen poll released last week showed widespread disfavor of recent immigration protests, with 26 percent holding a favorable opinion and 54 percent holding an unfavorable opinion.

Honda introduces bill that would make sweeping changes in legal immigration

To ensure that issues involving legal immigration don't get lost in the fiery debate about illegal immigration, Silicon Valley Congressman Mike Honda today will introduce a bill that would give green-card holders the same rights as citizens to bring their spouses and children to the U.S.
The wide-ranging legislation, which already has about 50 House co-sponsors and the support of powerful groups such as the NAACP and the Anti-Defamation League, is expected to help build momentum for "comprehensive immigration reform" this year. Two years ago, a reform bill collapsed in Congress amid criticism that it was an "amnesty bill" for undocumented immigrants.
Honda's bill also includes a controversial provision to allow gays and lesbians to sponsor the immigration of same-sex "permanent partners." That issue gained traction recently when immigration authorities tried to deport a lesbian mother from Pacifica to the Philippines.
The law would also increase numerical caps on the number of visas for countries such as Mexico, the Philippines, China and India. People from those countries hoping to immigrate to the U.S. routinely face waits of more than a decade in a system with a backlog of 5.8 million people.
"We're a nation that believes in family values, so to say this is not important to talk about means" that some politicians and activists "are talking out of both sides of their mouths," Honda, D-Campbell, said Wednesday.
But opposing groups argue that the number of immigrants permitted to come to the U.S. each year — roughly a million — is already too high. They are vowing to fight the proposals as strongly as they have fought amnesty for illegal immigrants.
Enough people to fill "a new San Jose are moving to the United States every single year," said Ira Mehlman of the Federation for American Immigration Reform, or FAIR.
"These kind of numbers have an impact on schools, health care and every institution in the country — an impact lost on people in Congress like Rep. Honda," Mehlman said. "All of these proposals seem to disregard the fact that we now have 9 percent unemployment in this country."
Shrewd move
But Paul Donnelly, a longtime pro-immigration activist and lobbyist in Washington, D.C., said "Honda has done a very shrewd thing here."
"Legal immigration tends to be left out of the immigration debate because the elephant in the room is legalization of undocumented immigrants," he said. "But here's a comprehensive list of things that need to be fixed. It's the right debate to have."
Honda's bill, Donnelly said, will complement another recently introduced bill by Sen. Robert Menendez, D-New Jersey, which is supported by Senate Majority Leader Harry Reid. That bill did not contain the same-sex provision, which is being debated separately in another bill by Sen. Patrick Leahy, D-Vermont. The various bills are expected to reach the floors of the two houses by the fall.
Vivek Jayanand of Santa Clara said he is happy that an issue that so deeply affects him will soon be taken up by Congress. He is among a group of more than a million legal, permanent U.S. residents forced to live without their spouses — and in many cases their children. These green-card holders often wait five to seven years for their immediate family members to come to the United States.
Jayanand, a 32-year-old hardware engineer at Marvell Semiconductor, married his wife, an Indian physician, in February 2007. He said the earliest she will be allowed to come is the end of 2010, after Jayanand becomes a citizen — unless the "incredibly frustrating" law is changed before then.
Such waits are intolerable in a society that believes in fairness and in families, Honda and pro-immigration activists contend.
"The nation's strongest family units are immigrant families," he said. "When we talk about the tapestry of our country and its fabric," immigration helps "weave us tighter together."
Fear of fraud
Groups such as the American Civil Liberties Union and gay rights organizations praised the provision allowing the immigration of "permanent partners" — defined as someone 18 years or older in a "committed, intimate relationship" in which both parties "intend a lifelong commitment."
"It's very exciting," said Judy Rickard, who recently retired from San Jose State University because she couldn't sponsor her partner of four years, a Briton, for immigration. "She's only allowed to visit in the U.S. for six months at a time, so we are probably going to have to live in another country."
But groups like FAIR and the Washington, D.C.-based Center for Immigration Studies say such a policy would be an open invitation to fraud, in addition to letting the culture wars be played out in immigration policy.
Massachusetts, Iowa, Connecticut, Vermont, Maine and (as of Wednesday) New Hampshire now permit gay marriage. But the issue is still being fiercely fought in California and other states.
"Our view is that until we have determined what constitutes a marriage, immigration policy should stay out of social policy," said FAIR's Mehlman.
Honda said he realizes that "some people wince when they see that provision because they know it's going to be a tough dialogue," he said. "But I think it's based on the principal of doing the right thing."

In hosting America’s largest population of illegal immigrants, California bears a huge cost to provide basic human services for this fast growing,
low-income segment of its population. A new study from the Federation for American Immigration Reform (FAIR) examines the costs of education,
health care and incarceration of illegal aliens, and concludes that the costs to Californians is $10.5 billion per year.

Among the key finding of the report are that the state’s already struggling K-12 education system spends approximately $7.7 billion a year to school

In other words if the the US Gov is not for us it is agianst us and in this case that seems to be the case.

Illegals - Let's Get to the Core of the Issue, Enforcing the Law!


We can go on and on about historic battles, or who was here first. We can talk about the Mexican people living in what is now the U.S. long before white people ever got here. We can talk about how people smell, or what would be considered nasty habits. We can talk about how people live, the food they eat, and the cars they drive. We can threaten one another with bloody violence, and wave flags in each other's faces. None of this will fix the problem, because it's all just talk and finger pointing.

This is not in any way against Hispanic Americans who live here legally. This is strictly for those who are breaking the law by being here illegally.

What we need to focus on is the law, and finding ways to enforce it. This fine country of ours has laws in place to deport illegal aliens. It is against the law for illegal aliens to work in this country. It is against the law for illegal aliens to live in this country. The problem, as we all know, is that employers do not do enough to make sure they are hiring legal workers to do the jobs. As long as the opportunity is there, they will come to our country, and find ways to work here and raise their families. These laws are not enforced. When you question why the laws aren't enforced, people say it's because they're here already and it's overwhelming. That's a bunch of crap! The real reason is because this is not a priority for politicians. Democrats want to quietly work out a way to let them stay here, and Republicans don't want to touch the issue because it's a time bomb. It's time for our government to take a strong stand against this problem! We need to stop this now!

Let's start by speaking ENGLISH ONLY in this country. Every driving test, public assistance form, job application, road sign, and even our candy wrappers must be in ENGLISH. For those of you who think this is racist, TOUGH! America is in crisis, and if some foreigner's fellings are hurt because we want to speak English in this country now, TOUGH!

2. 68% of all housed inmates in California prison's are illegal latinos costing the state approximately 14 billion per year to keep locked up.

3 47 % of all child molestation cases last year were from illegal aliens. "In those instances, the illegal immigrants typically gained access to the victims after having worked as a day laborer at or near the victims' homes," she says. "Victims ranged in age from 1 year old to 13 years old, with the average age being 6."

4. 617, or 41 %, were sexual homicides and serial murders by illegal aliens. "The murders were the worst of the sex crimes and were especially vicious. The most common method was for an offender to break into a residence and ambush his victims. Not only were victims raped, but some (6%) were mutilated. The crime scenes were very bloody, expressing intense, angry perpetrator personalities. Specifically, most victims were blitzed, rendered incapable of fighting back, and then raped and murdered. The most common method of killing was bludgeoning, followed by stabbing. Caucasians were more likely to become victims of sexual homicide committed by illegal immigrants. Hispanics were second, and African Americans were third."

5. Schurman-Kauflin states that the illegal alien population includes 240,000 sex offenders – a "conservative estimate," she says. She goes on to say, "This translates to 93 sex offenders and 12 serial sexual offenders coming across U.S. borders illegally per day." She points out the 1,500 offenders in her study had a total of 5,999 victims, an average of four victims for each sex offender and says, "This places the estimate for victimization numbers around 960,000 for the 88 months examined in this study."

6. The Schurman-Kauflin study noted that "Nearly 63% of the offenders had been deported on another offense prior to the sex crime." Note the word "deported," something that often comes up when we are talking about the crimes committed by illegal aliens. That means they were once removed from the country but came back in again to commit the crime! In this case, lack of any serious border security allowed the additional crime to happen – an additional 82,473 sex crimes – per year!

7. "Illegal immigrants who commit sex crimes first cross the U.S. border illegally. Then they gradually commit worse crimes and are continually released back into society or deported. Those who were deported simply returned illegally again. Only 2% of the offenders in this study has no history of criminal behavior, beyond crossing the border illegally. There is a clear pattern of criminal escalation. From misdemeanors such as assault or DUI, to drug offenses, illegal immigrants who commit sex crimes break U.S. laws repeatedly. They are highly mobile, work in low skilled jobs with their hands, use drugs and alcohol, are generally promiscuous, have little family stability, and choose victims who are easy to attack. Their attacks are particularly brutal, and they use a hands-on method of controlling and/or killing their victims."

Highly prized are 12 year old girls sneaking across the border into the United States. The girls are grabbed by Los Lenones, aka pimps, and dragged to unfamiliar areas where they are ‘broken in.' It is well known that this often occurs in Mexico. The initiation process entails 20-30 men per day having brutal sex with the girls and women. Victims are beaten, drugged, and repeatedly raped until their wills are broken. It is then that the sale is possible.

9, "Recently an outbreak of hepatitis traced to Chi-Chi's Mexican restaurant, in Pennsylvania was inexplicably traced to contaminated green onions, not the most obvious cause, undocumented food workers who harbored Hepatitis. For the most part, Hepatitis is a blood-borne, not a food-borne disease. The Hepatitis outbreak infected over 650 individuals, caused 9,000 Americans to undergo immune globulin shots, and killed 4 people.
If Americans found out restaurants can commonly infect their customers from food workers, it would be a serious blow to the restaurant industry. Better blame the green onions. Let's concede the onions, grown in Mexico, were contaminated from fecal material containing Hepatitis. Did all the green onions imported from Mexico end up in one single restaurant? There were no other outbreaks of Hepatitis anywhere elsewhere from green onions. There were 13 mexican restaurant workers who had Hepatitis. They were the likely source of the transmitted infection.

All these diseases and pathogens, and a plethora of others that are not endemic to the US, are being brought in by unscreened illegal aliens who then spread them to an unsuspecting population. You can add in another billion or two for the costs of supplemental feeding programs and other welfare benefits administered through the schools but which are off the "education costs" in the school budgets.

Most illegal aliens are working in lower paying jobs are often sharing houses and apartments with other families. Most pay little or no state or federal income taxes and, because they have low incomes and frugal lifestyles, they pay little sales taxes as well. The local and state taxes illegal aliens pay, comes no where near paying for the education costs of their children. The difference is picked up by the tax paying public. Since many localities fund public schools through real estate taxes, this often means escalating taxes which put an enormous burden on elderly home owners living on fixed incomes.

In any case, Operation Predator began on July 9, 2003, and resulted in 6,085 child predator arrests throughout the country - an average of roughly 250 arrests per month and eight arrests per day. While arrests have been made in every state, the most have occurred in these states: Arizona (207), California (1,578), Florida (255), Illinois (282), Michigan (153), Minnesota (190), New Jersey (423), New York (367), Oregon (148) and Texas (545).

While Operation Predator was a noble effort and ICE is to be commended, it only made a small dent in the criminal activity and number of horrific crimes being committed by illegal alien child sexual predators.

An article in the San Francisco Chronicle stated that Mexicans living in the U.S. send between $6 and $8 billion back to their families every year, making them the third-biggest legitimate force in the Mexican economy, after oil and tourism. Additionally, US taxpayers pay for all the direct and indirect costs of "housing" the Mexican illegal aliens. In essence, it's an unofficial form of foreign aide. Mexico isn't about to control its borders, since Mexicans fleeing their country for work in the U.S. send plenty of money back to their own country.

While the $6-8 billion number is often quoted, a fairly recent story in The Brownsville Herald, Banks seek stake in billions sent home, notes that some estimates place the amount of dollars going south in 2006 will be $45 Billion, which was up from an estimated $30 Billion in 2004.

Regardless of the amount, all that money is leaving the US economy and not creating additional job opportunities here. Additionally, all that money represents jobs Americans used to have.

13. "All the research suggests that the reason illegal aliens create large fiscal [deficits] for the country is not their legal status, but rather their educational attainment. Sixty percent of illegals are thought not to have even a high school education, another twenty percent, a high school education only. All the research suggests that people with relatively little education make relatively little money in the modern American economy ...[As] a consequence, they tend to pay relatively little in taxes, even if they are legal and on the books.
At the same time, [these individuals] tend to use a fair amount in public services, reflecting their lower incomes. I estimate illegals pay about $16 billion a year to the Federal Government in taxes ... the difference between what they pay in taxes and use in services is about $10 billion. So right now the net drain on the Federal Government alone from illegal families is about $10 billion. If we began to legalize [these individuals] and they began to pay taxes and use services like legal immigrants with the same level of education, the net fiscal drain would roughly triple to nearly $30 billion."

15. Chagas Disease (American Trypanosomiasis), endemic to South and Central America, is spread by infected triatomine bugs, known as the "kissing bugs," that bite people. It was unknown in the United States until fairly recently. It is now estimated that between 100,000 and 500,000 people in the US have Chagas Disease. Who is infected? Mostly illegal aliens.

Since Chagas Disease is basically unknown outside of the illegal alien community most doctors won't recognize it and the blood supply just started being screened for it. Most cases of Chagas Disease that occur in patients other than illegal aliens are thought to be contracted from tainted blood – blood sold by illegal aliens with Chagas Disease before the blood supply started being tested for it as of August of 2006.

However, it is known that the rate of HIV infection among Latino women in California is about twice the rate of white women. At one free California health clinic, all of the women that had HIV or AIDS were Mexican or Central American "immigrants."

Cost of illegal immigration in California estimated at nearly $9 billion

California's nearly 3 million illegal immigrants cost taxpayers nearly $9 billion each year, according to a new report released last week by the Federation for American Immigration Reform, a Washington, D.C.-based group that promotes stricter immigration policies.

Educating the children of illegal immigrants is the largest cost, estimated at $7.7 billion each year, according to the report. Medical care for illegal immigrants and incarceration of those who have committed crimes are the next two largest expenses measured in the study, the author said.

Pro-immigrant groups and Latino researchers dispute the federation's findings, calling them biased and incomplete.

Jack Martin, who wrote the report, said Thursday that the $9 billion figure does not include other expenses that are difficult to measure, such as special English instruction, school lunch programs, and welfare benefits for American workers displaced by illegal immigrant workers.

"It's a bottom of the range number," Martin said.

The federation is one of the nation's leading lobbying groups aimed at curbing immigration into the country.

Authors of the report say it culls information from the U.S. Census and other studies addressing the cost of illegal immigration into the country to draw its conclusions.

Gerardo Gonzalez, director of Cal State San Marcos' National Latino Research Center, which compiles data on Latinos, criticized the report. He said it does not measure some of the contributions that immigrants make to the state's economy.

"Beyond taxes, these workers' production and spending contribute to California's economy, especially the agricultural sector," Gonzalez said.

Immigrants, both legal and illegal, are the backbone of the state's nearly $28 billion-a-year agricultural industry, Gonzalez and other researchers say.

More than two-thirds of the estimated 340,000 agriculture workers in California are noncitizens, most of whom are believed to be illegal immigrants, according to a 1998 study on farmworkers prepared for the state Legislature.

Local farmers say migrant farmworkers are critical to their businesses, and without them they would have to close their farms or move their operations overseas.

Martin disagrees. He said illegal immigrants displace American workers by taking low-skilled jobs, keep wages low by creating an overabundance of workers and stifle innovation by reducing the need for mechanized labor.

"The product of the illegal immigrant is not included (in the report) because if that is an essential product it will get done one way or another," Martin said. Employers "would have to pay better wages or invest money on mechanization."

Martin's study looks specifically at the costs of educating illegal immigrants' children, providing medical care to illegal immigrants and jailing those convicted of committing crimes. The report estimates the total cost at $10.5 billion each year, but that is offset by about $1.7 billion in taxes that illegal immigrants pay.

The study assumes that there are about 1 million children of illegal immigrant parents in California, or about 15 percent of the state's K-12 school enrolled population. The estimate is based on a 1994 study by the Urban Institute that concluded there were 307,000 illegal immigrant children enrolled in the state's public schools.

Martin also added an estimate of 597,000 U.S.-born children whose parents are illegal immigrants arriving at a total of 1,022,000 children. Multiplying the number of children by the estimated $7,577 the state spends on average per pupil, the study arrived at the $7.7 billion figure.

Including the number of U.S.-born children in the study is one of the reasons pro-immigrant groups said the study is biased.

"I think FAIR is without doubt an extremist organization that tries to portray itself as a mainstream group," said Christian Ramirez, director of the San Diego office of the American Friends Service Committee, an advocate group for legal and illegal immigrants.

The study's author defended the report, saying that the children were born in the United States as a result of their parents' illegal entry into the country.

"In no way does the report identify them as different kinds of citizens, because they would not have been born in the U.S. had their parents not come into the country illegally," Martin said.

To arrive at the cost of providing health care to illegal immigrants, the federation's study used an earlier 2000 analysis of health expenses paid by border counties that concluded the state spent $908 million on medical care for immigrants.

Martin said he adjusted the 2000 figure for increases in the population and inflation on the cost of providing health care and estimated that the state will spend about $1.4 billion in 2004.

The report also estimated that the state will spend another $1.4 billion to jail the 48,000 illegal immigrants in state prisons. California is compensated by the federal government to offset the cost of housing this population, but the federal payments were a fraction, about $111 million, of the total cost, Martin said.

To figure out the contributions that this immigrant population makes in taxes, the federation's study said it adjusted the Urban Institute's study estimates of $732 million for population increases and concluded that they contribute about $1.7 billion in sales, income and property taxes.

A similar study conducted by the Center for Immigration Studies in Washington, D.C., and released in August, said that illegal immigrants cost the federal government $10 billion more than they pay in taxes.

The federal government pays about $2.2 billion in medical treatment for uninsured immigrants, according to the report. It pays $1.9 billion in food assistance programs, such as food stamps and school lunches, for low-income families. And it pays $1.4 billion in aid to schools that educate illegal immigrant children.

Martin said states bear most of the cost of illegal immigration.

"State costs are much higher on a per capita basis because of the fact that the largest expenses are medical care and education and those are borne at the local level, not the federal," Martin said.
