Donald Trump on Thursday listed out his top three priorities after a meeting with Senate Majority Leader Mitch McConnell, R-Ky. We're going to look very strongly at immigration ... the border, he told reporters in the Senate when asked to name the top issues he wants to tackle. We'll look very strongly at healthcare, and jobs, big league jobs. Trump didn't take any followup questions during his quick stop in the Senate, including where he stands on his plan to ban Muslims from entering the U.S. When asked that question, Trump threw up his hands and said, Thank you, everybody. However, Trump made immigration a cornerstone of his campaign, and has promised repeatedly to build a wall to keep out illegal immigrants. Some of his aides have walked that promise back and said it implies a tougher overall stance on immigration. Trump and congressional Republicans have also said they would push to repeal Obamacare, a step that could come to pass with a Republican in the White House.

Sadness reigns in progressives' America – a grief so profound as to provoke outbreaks of acute liberal insanity.  But the grief, anxiety, and outright fear affecting progressive America for the moment must surely pale against those same emotions within Clinton, Incorporated, whose future fortunes have done a disastrous one-eighty since early Wednesday morning.
Think about it for a moment: with no more promise of future access to the presidential inner circle, what third-world government or major global enterprise truly wants to pay a cool half-mil to a now not so cool Bill for his special insights?  Do you suppose that all those Wall Street swells are breathlessly waiting to hear the unique perspectives of a now not the first female president at a tidy 250 grand a pop?  Sure they are.
But of course, the influence-peddling speeches were just chump change, mere walking around money for high rollers like Hill and Bill.  The real cash, the huge multi-million-dollar payoffs that even bought pre-presidential secretary of state access, has until now come in the form of donations to the various non-profit entities the Clintons created to funnel their filthy lucre into – huge amounts of cash that could be washed, rinsed, dried, possibly even nationally dyed before being made available to maintain their one-percent lifestyle.  It occurs to me that perhaps there is no longer a waiting list of sheiks and Middle Eastern potentates eager to pony up petro-dollars to ensure that a Clinton presidency maintains a firm grip on the now closed tap of federal petroleum resources, as the current occupant of the Oval Office long has.
In six months or so, when the new U.S. attorney general appoints a special prosecutor to investigate the Clinton Foundation and all its related entities, does any of us really believe that Fortune 500 companies are going to be as keen as they once were to have themselves listed as donors to anything that has the Clinton brand on it?  Without the family-White House link, will billionaires feel so warmly inclined toward neophyte investor and Clinton son-in-law Mark Mezvinsky, whose now defunct Greek hedge fund apparently "lost" huge sums of its investments?  Ever wonder just where "lost" investments end up?
What could be even more disastrous for the Clintons would be if many of the major donors to their charities should decide they've been sold a bill of goods and demand refunds of very substantial quids, for which there will not now, nor ever, be the much anticipated quos.  With reports that very little of the Clinton charitable donations have actually been applied to charitable deeds, such donors would seem to have a reasonably credible motive for demanding that their donations be returned.  Just a few demands could trigger a financial run on the charity itself and multiple lawsuits against other associated Clinton business enterprises, for profit or not.  How could the Clintons defend against such claims, with the response that the donations were actually made to obtain political favor?
With new donations dwindling and donors demanding refunds, lawsuits piling up, and an aggressive special prosecutor seeking evidence of ongoing crimes, it's quite likely that the future is not going to be quite as rosy as the Clintons had pictured it prior to Tuesday.  It is even more likely that it's going to end in a way that at least half of America is going to find extremely gratifying.
It's my opinion that the idea of Crooked Hillary escaping justice was a hugely motivating factor for voting against her, even by those who didn't like Trump.  They were adamant they did not want to see the Democrats reward her for her corruption.
And for those of you who will be quick to respond that Obama will simply pardon the Clintons, you will only be partially correct.  He can pardon them for federal offenses.  However, he has no authority to pardon them for future federal offenses, from state offenses, or from civil lawsuits arising from their corrupt behaviors.  That reality leaves a lot of prosecutorial and litigation doors open to a pair of grifters with a long list of political enemies.

Both Democrats and Republicans have agreed: This was the most important election of our lifetime. With the selection of Donald J. Trump as the 45th president of the United States, what can we now expect to change?
Trump has promised to restore faith in our republic among citizens who had begun to give up on it, while rolling back efforts made by the previous administration to transform the way the United States is governed.
He has been not just a presidential candidate but the leader of a movement. The voters who turned out by the tens of thousands for Trump rallies, and cheered him on like he’s a rockstar, have feelings of grievance and a longing for change.
Those not in the top income brackets have experienced almost two decades of wage stagnation, and since the 2008 crash, they have faced high rates of unemployment. They believe that the lack of jobs has to do with lax enforcement of the nation’s immigration laws. With the passage of Obamacare, the middle class has seen its health insurance premiums become more expensive while co-pays and deductibles went up and the networks of physicians shrunk.
Moreover, feelings of discontent have been longstanding. According to Gallup, since October 2005, more than 60 percent of the American people have been dissatisfied with the direction the country is heading in.
In other words, large parts of the population have been hurting, and they haven’t felt that politicians have been paying attention to their suffering. On the contrary, they feel the elites have written them off.
Boston Globe columnist borrowed a phrase from the novelist Carson McCullers to describe these Trump voters as the “leftover people.” Hillary Clinton seemed to validate their feelings that the elite look down on them when she told a gala in New York City that one-half of Trump’s voters are a “basket of deplorables.”
If Trump can vindicate his followers’ faith in him, he will heal a widening breach in our nation, as tens of millions of citizens who have felt alienated will once again believe our system can work for them.
In order to make that system work, Trump has promised to “drain the swamp” of the corruption that infects a rotten establishment.
This charge raised the stakes in what would have in any case been a bitterly fought election. Any time a democracy begins to consider basic questions about how it should be governed, compromise becomes difficult.
Just before the 2008 election, Barack Obama stated, “We are five days away from fundamentally transforming the United States.” This election in part became a referendum on whether the changes introduced by President Obama would become cemented in the life of the nation.

Obama has sought change in the face of Republican opposition through appointments to the judiciary, the passage of Obamacare, the issuing of new regulations and executive orders, and the signing of international agreements.
Republicans have viewed Obama’s judicial appointments as taking a political approach to judging, making decisions on the basis of their preferences. Many of Obama’s executive orders and new regulations are viewed by Republicans as unconstitutional expansions of executive power and reductions in the role of Congress.
Trump’s Contract With the American Voter, announced at his speech at Gettysburg, Pennsylvania, on Oct. 22, would roll back much of Obama’s agenda. Trump would appoint judges who interpret the Constitution strictly, cancel Obama’s executive orders, eliminate regulations, repeal and replace Obamacare, and establish policies designed to strengthen the American nation state.
Whether Trump can succeed depends in part on whether he can exercise discipline that often eluded him on the campaign trail. He repeatedly showed he could not endure a slight and would get distracted for a week at a time by responding to one. Speaking off the cuff, he made ugly and intemperate statements about women, a disabled reporter, Hispanics, and Muslims that had his supporters scrambling to excuse him.
More than a dozen allegations of past sexual misconduct emerged during the campaign, and, unless these are disproven, they will continue to shadow Trump as he governs. In addition, Trump faces a lawsuit alleging fraud in the running of Trump University.
While Trump is someone with intuitions and deep feelings about the United States, he has not shown a grasp of the finer points of policy. What policies he finally pushes may depend to a great degree on which advisers have his ear. With Trump taking pride in his ability to make deals, one may see him work hard for bi-partisanship.
Here is what Trump says he will do differently than his predecessor.
1. Corruption

In an ad released days before the election, Trump said, “Our movement is about replacing a failed and corrupt political establishment with a new government controlled by you, the American people.”
Trump, in his Contract with the American Voter, proposes “a constitutional amendment to impose term limits on all members of Congress.” He will enact a “hiring freeze on all federal employees to reduce federal workforce through attrition (exempting military, public safety, and public health)” and institute a “requirement that for every new federal regulation, two existing regulations must be eliminated.” He also proposes “a 5-year ban on White House and Congressional officials becoming lobbyists after they leave government service,” “a lifetime ban on White House officials lobbying on behalf of a foreign government,” and “a complete ban on foreign lobbyists raising money for American elections.”
In his campaign speeches, Trump also singled out the corruption of the press. Emails released by Wikileaks showed Clinton campaign manager John Podesta colluded with the press in its coverage of the campaign. A survey by the conservative Media Research Center of the three months following the end of the party conventions judged 91 percent of the network news coverage of Trump’s campaign to be hostile. Trump has proposed changing libel laws to make it easier to sue the press.
2. Illegal Immigration

Trump’s opposition to illegal immigration first put him on the national political map, as other politicians seemed not to realize the intensity of feeling held by the Republican Party’s base on this issue. In an April 2016 poll,Pew Research Center found that, by a two-to-one margin, Republicans support building a wall on the Mexican border.
In his Contract With the American Voter, Trump proposed the End Illegal Immigration Act. The act would fully fund the construction of a wall on the southern border with the understanding that Mexico would reimburse the United States for the cost.
It would also establish a “2-year mandatory minimum federal prison sentence for illegally re-entering the U.S. after a previous deportation, and a 5-year mandatory minimum for illegally re-entering for those with felony convictions, multiple misdemeanor convictions, or two or more prior deportations.”
Finally, the act would increase penalties for visa overstays and ensure open jobs are offered to American workers first.
3. Economic Growth

Trump campaigned on a platform of economic growth. He promises his policies will raise the GDP growth rate from the Obama years—from an average 2.1 percent, to 3.5 to 4 percent. And he promises that over 10 years, his policies will produce 25 million jobs. He intends to do this through a combination of tax, energy, regulatory, and trade policies.
Under Trump’s tax plan, every income group will receive a tax cut, with the greatest percentage reduction going to working- and middle-class taxpayers. He will reduce the number of tax brackets from seven to three, with tax rates of 12 percent, 25 percent, and 33 percent.
Trump will reduce corporate tax rates from 35 percent to 15 percent, and allow companies with money earned abroad to bring that money back to the United States at a tax rate of 10 percent. Because of the high taxes American companies face if they seek to repatriate cash, an estimated $2.4 trillion dollars is held offshore.
In his Contract With the American Voter, Trump promises to “lift the restrictions on the production of $50 trillion dollars’ worth of job-producing American energy reserves, including shale, oil, natural gas, and clean coal.”
Trump also proposes a regulatory overhaul that will “add trillions in new wealth to the economy.” Among other regulations, the Clean Power Plan, which Trump estimates will shut down most coal-powered electricity plants, will be scrapped.
4. Trade

Trump’s trade plan is perhaps the most controversial of his economic initiatives. Until this election cycle, there had been a broad bipartisan consensus favoring multinational trade deals like NAFTA and the not-yet-approved Trans Pacific Partnership (TPP).
Trump intends to either renegotiate or withdraw from NAFTA, which he terms “disastrous,” and to withdraw from the TPP.
Trump describes himself as believing in free trade, but he intends on negotiating new trade deals with America’s trading partners. His goal is to “ensure that every single one of our trade agreements increases our GDP growth rate, reduces our trade deficit, and strengthens our manufacturing base.”
With bad actors in international trade, such as China, Trump plans on using countervailing tariffs to persuade nations to play by the rules. He also intends to declare China a currency manipulator and to bring trade cases against China at the World Trade Organization.
One of Trump’s economic advisors, Peter Navarro, professor of economics and public policy at the University of California–Irvine, explained in an interviewwith NPR that China illegally subsidizes its exports, steals intellectual property worth $300 billion a year, and forces companies manufacturing in China to transfer proprietary technology to companies in China.
5. Rule of Law

Trump announced in his Contract With the American Voter that on his first day in office he will “cancel every unconstitutional executive action, memorandum, and order issued by President Obama.” Republicans have complained about Obama’s use of executive actions to do things that no legislation has authorized, claiming authority the Constitution does not grant.  
Trump also promises to nominate a replacement for Justice Antonin Scalia on the Supreme Court “who will uphold and defend the Constitution.” There has been a long-standing disagreement over what standard should be used in evaluating Supreme Court justices and federal judges. Obama has favored those who embrace the idea of a “living Constitution,” which judges modify according to their understanding of what the times demand.
Trump has taken Scalia, who aimed to understand the original intent of the drafters of the Constitution, as the standard for the judges he will appoint. His appointment of a replacement for Scalia, and other possible appointments to the court during his term (two justices, Anthony Kennedy and Ruth Bader Ginsburg, are now in their 80s) will likely ensure a conservative majority.
Trump also plans to cancel federal funding 
for sanctuary cities, which flout U.S. 
immigration law, and he plans to deport 
“more than 2 million criminal, illegal 
immigrants.”
6. Health Care

No matter who won the presidency, change had to come to Obama’s signature achievement, the Affordable Care Act, which is now in crisis. Premiums are increasing in 2017 an average of 22 percent, according to the administration. Much higher premium rate increases have been reported in individual markets. Insurance companies have been backing out, and in an estimated one-third of the country, only one insurance company will be left to offer coverage.
Trump calls for repealing and replacing Obamacare. Among the proposed reforms is the ability to purchase health insurance across state lines, which introduces competition into the health insurance market. He favors health savings accounts, which allow users to save tax-free money to be used for health expenses.
Trump has called for new measures that would support families in caring for children and the elderly, with tax deductions for such care and tax-free dependent care savings accounts. Incentives are also proposed for employers to provide on-site childcare services.
In response to the long wait times encountered by veterans seeking health care through the Veterans Health Administration, Trump proposes allowing veterans to have the choice of seeking private care, which would be funded by the federal government.
7. National Security and Foreign Policy

Trump has been a critic of U.S. involvement in the wars in the Middle East. In general, he wants the United States to avoid efforts at nation building and to only get involved in war when its own national interests are at stake.
He says he seeks “peace through strength” and has promised to rebuild the U.S. military. While there are controversies among experts about whether the U.S. military has dangerously weakened, critics point to key weaknesses. The U.S. Air Force is operating with 20 percent fewer fighter pilots than it needs. The U.S Navy has fewer ships than at any time since World War I. The U.S. Army has key training deficits that would hamper its ability to respond to a major crisis.
Trump proposes ending the sequester, the automatic spending cuts that reduce the military’s budget by $454 billion over the years 2013–2021, and expanding investment in the military.
Under Trump’s plan, the U.S. military would focus its efforts on destroying ISIS and otherwise trying to eliminate the threat of terrorism.
Trump has said he will suspend immigration from terror-prone regions where it is not possible to accurately vet prospective immigrants, such as Syria. And he will establish new screening procedures meant to ensure that immigrants support the American people and their values.
8. Law and Order, Education

Trump has run as a law and order candidate. In the Contract With the American Voter, Trump calls for a “task force on violent crime and increasing funding for programs that train and assist local police.”
Under Obama, the Civil Rights Division of the Justice Department has launched dozens of investigations into possible racial bias and unconstitutional practices in local police departments.
The finding of racial bias is based upon a theory called disparate impact. If a group is arrested at a greater rate than its proportion of the population, then this disparate impact, regardless of the rate at which a group commits crimes, can be assumed to be evidence of racism. Such findings have led to negotiated settlements with the Justice Department, which critics have called the nationalization of local police departments.
Trump has said he will end the practice of such investigations.
Trump solicited African-American and Hispanic votes by pointing out the poor record of schools in the country’s inner cities. He has called for using federal money to help give parents school choice, allowing them to put their children in private, charter, magnet, or religious schools, as well as the standard public schools, or to home school.

Former Los Angeles Mayor Antonio Villaraigosa on Thursday began his 2018 bid for governor after a three-year hiatus from the political limelight, joining a heady field of candidates that is expected to grow larger in the months ahead.
The former mayor, who was raised by a single mother in Boyle Heights, said his campaign will focus on rebuilding the middle class and assisting Californians who have been “left behind” in the new economy, along with improving public schools and repairing the state’s deteriorating roads, bridges and other infrastructure.
In announcing, Villaraigosa took a shot at 
President-elect Donald Trump, whom the 
former mayor has criticized in the past for 
anti-immigrant rhetoric.
“I’m running because I think the answer to the divisiveness we see in the country right now is unity, and the answer to fear is hope,” Villaraigosa said in a telephone interview with The Times. 
“I’m going to reach out to unions, to business, to every interest group in every part of the state. Because my candidacy is about the public interest,” he said. “I’ll call them as I see them. I’ll be as fair as the day is long.”
The Villaraigosa campaign on Thursday blasted out an email asking for Californians’ support — and the most generous contribution supporters could afford.
The Democrat’s decision and new website come after months of relatively quiet, subtle moves to drift back into the consciousness of the California electorate, including an extended “listening tour” through the drought-ravaged Central Valley, where he worked to familiarize himself with the state’s water crisis and its impact on California’s billion-dollar agricultural industry and the people whose livelihoods depend on it.
Though Villaraigosa remains a familiar political figure in California, he will face tough competition among fellow Democrats.
Longtime political rival Lt. Gov. Gavin Newsom, a former San Francisco mayor, launched his campaign in February 2015 and has been feverishly raising money ever since. State Treasurer John Chiang of Torrance also has jumped into the race, as has Delaine Eastin, who served eight years as California's top education official. Former state Controller Steve Westly and billionaire environmental activist Tom Steyer, a San Francisco hedge-fund billionaire, also are considering gubernatorial bids.

“I clearly have a lot of ground to make up and I’m going to start making it up today. I’m the underdog. I think that’s pretty clear,” Villaraigosa said.
He flirted with a run for governor in 2010, shortly after the beginning of his second term as mayor. But the formidable Jerry Brown appeared to have the Democratic nomination in his grasp early in that race. Villaraigosa ultimately decided he couldn’t "leave this city in the middle of a crisis" as Los Angeles struggled to recover from the economic ravages of the Great Recession. At the time, L.A. was attempting to whittle down a $530-million budget deficit, a 12.5% unemployment rate and a flood of home foreclosures.
However, the allure of the top statewide office never faded.  Just days after he left office as mayor, Villaraigosa said he wanted to run for governor. When Sen. Barbara Boxer announced in January 2015 that she would not seek reelection, the former mayor spent weeks considering a possible run for her seat. But, again, the grail of a California governor’s office once occupied by Earl Warren, Pat Brown and Ronald Reagan beckoned.
For Villaraigosa, whose eight years as L.A. mayor came to a quiet end in 2013, the challenge will be to recapture the political electricity that enveloped him in 2005, when the former Assembly speaker and Los Angeles city councilman made history by becoming L.A.'s first Latino mayor since 1872.
Villaraigosa’s victory at the time was seen as a harbinger of rising “Latino Power,” which was the headline on a Newsweek magazine cover adorned with his picture.
He quickly embraced the urban revival underway in downtown and Hollywood, and successfully led the campaign for Measure R, a $35-billion transportation package passed by voters in 2008 that imposed a countywide half-cent sales tax. The measure is credited with reshaping the region's notoriously inefficient transit system. Under his watch, the city also hired hundreds of new police officers and violent crime plummeted.
But during his tenure, the city also struggled to cope with plummeting revenues amid the nation’s economic downturn. He wrestled for concessions from public employee unions that were necessary, in part, because of raises he had approved before the recession.
Villaraigosa has said that his biggest failing and disappointment during his time as mayor was personal: the breakup of his marriage, which occurred after he acknowledged having an extramarital affair with a television newscaster. It’s unclear if his political image has fully recovered. The same could be said for Newsom, who had a highly publicized affair with his former campaign manager’s wife while serving as San Francisco mayor.
In August, 63-year-old Villaraigosa remarried, tying the knot with Patricia Govea in a wedding ceremony in Mexico. They now live in a contemporary house in Hollywood Hills, with impressive views of downtown L.A. and the Hollywood sign.
After leaving office, Villaraigosa has worked as an advisor to controversial nutritional products company Herbalife Ltd., which could become a political vulnerability. He also did work for the Banc of California and the global public relations firm Edelman, and has been a part-time professor at the USC Price School of Public Policy.
Over the last six months, Villaraigosa has slowly inserted himself back into the political scene. In June, he formed a political action committee —  Building Bridges, Not Walls — to combat anti-immigrant policies trumpeted by Donald Trump, and a month later at the Democratic National Convention in Philadelphia, he ripped Trump for proposing a mass deportation of immigrants in the country illegally.

The flow of illegal-alien teenagers from Central America represents a negation of immigration law of a kind similar to (albeit smaller in scale than) what Angela Merkel has wrought in Germany. Today is the 50th anniversary of the Cuban Adjustment Act, a Cold War relic which gives green cards to all Cuban illegal immigrants who make it to our shores, whether or not they have a case for political asylum. The 25th anniversary of the dissolution of the Soviet Empire is coming up in a few weeks, meaning that the Cuban Adjustment Act has outlived its rationale by a generation, and counting.

As I wrote earlier this year, illegal immigration from Cuba is growing rapidly. These migrants don’t even pretend to be refugees escaping Castro; they come for work, to join relatives, to send money home, and, in many cases, to sign up for welfare and then return to Cuba (their relatives cash the checks and send them the money).

Cuba is certainly not a democracy, but it’s no longer a Monroe Doctrine-defying outpost of a hostile foreign empire, either. Heck, it’s not even really totalitarian any more, having evolved into an authoritarian gangster state, like so many others in the Third World. We’ve sent back large numbers of Cuban illegals (those caught at sea are admitted only if they can make a plausible claim for asylum) and they’re not confined to camps, North Korea-style; some, in fact, keep trying to get here, like migrants from any other poor, decrepit country.

You’d think Obama – Castro fan that he is, like the rest of his leftist ilk – would be eager to change the law and take away the stigma on the Cuban regime that it represents. But that would mean 50,000 fewer immigrants this year, and there’s nothing more important that increasing immigration. (And it doesn’t hurt that new Cuban arrivals skew Democrat.)

It’s time we declare victory in the Cold War and retire this anachronism. Illegal aliens from Zimbabwe or Turkmenistan don’t automatically get to stay – why should Cubans?


Immigration Is Surging Again

One of the talking points of the pro-amnesty crowd is that immigration is stabilizing or even declining, and thus is no longer an acute problem. Illegal immigration is down and Mexican immigration is supposedly net zero or even negative. Therefore the only remaining reason to persist in opposing “comprehensive immigration reform” is bigotry, nativism, blah, blah, blah.

Well, it turns out that immigration is surging. Newly released data from the Census Bureau shows that 1.5 million immigrants, legal and illegal, moved here in 2014, up 17 percent from the prior year, and up 38 percent from 2011. Data for the first six months of 2015 suggest last year’s total was even higher, at 1.6 million.

Between one-quarter and one-third of the 1.5 million new arrivals in 2014 were illegal aliens, meaning that a conservative estimate is that 1,000 illegal aliens a day are moving to the United States. Other research suggests more than half of these new illegals are overstaying temporary visas rather than infiltrating across the borders. A thousand new illegals a day is indeed a lower level that the spike a decade ago, but it can hardly be described as success – and, in any case, the number is climbing again.

The total immigrant population reached a record 43.3 million in 2015. Another sign of the surge is that the total grew twice as fast during 2013-2015 as it did during the previous four-year period.

One part of the “don’t-worry-pass-amnesty” narrative that’s true is the drop off in Mexican immigration. Although the number of new immigrants from Mexico grew in 2014, and was higher than any year since 2009, it’s still less than half the level of the early 2000s. That’s mostly because there’s just not that many potential migrants left in the Mexican countryside, most of them having already moved to the city – either their own cities or one of ours.

But – and I know this comes as a surprise to some politicians – there are about 7 billion potential immigrants living outside Mexico. That’s why immigration from Asia, from Africa & the Mideast, and from non-Mexico Latin America is more than making up for the decline in Mexican immigration. Arrivals from non-Mexico Latin America in 2014 were up 71 percent from 2011, while immigration from East & South Asia and from Africa & the Middle East were each up 33 percent. The large majority of the world’s people are poorer than the average Mexican, and cheap transportation makes it easier than ever for them to get to our borders.

The specific sending countries that had the biggest percentage increases were Saudi Arabia (up 115 percent since 2010), Bangladesh (up 49 percent), Nigeria (up 48 percent), and Egypt and Iraq (each up 35 percent).

The policy upshot is this: The demand for immigration to the United States is, for all practical purposes, infinite. Eternal vigilance is the price not only of liberty, but of nationhood itself.


Amnesty Would Cost Taxpayers Trillions, National Academy of Sciences Report Indicates

The NAS report does not distinguish between legal and illegal immigrants. But, as noted, the report does provide fiscal projections for immigrants at different education levels. Because the education level of adult illegal immigrants is approximately known, the NAS projections enable us to project the future fiscal costs of illegal immigrants if they were granted amnesty or “earned citizenship” as a group.

Based on the education level of illegal immigrants, the NAS figures project that the net fiscal cost (benefits minus taxes) for 10 million adult illegal immigrants after receiving amnesty would have a net present value of negative $1.29 trillion.

The concept of “net present value” is complex; it places a much lower value on future expenditures than on current expenditures. One way to grasp net present value is that it represents that total amount of money that would have to be raised today and put in a bank account earning 3 percent interest above the inflation rate in order to cover future costs.

As noted above, this means that if amnesty were enacted, government would have to immediately raise taxes by $1.29 trillion and put that sum into a high-yield bank account to cover the future fiscal losses that will be generated by the amnesty recipients and their children.

And to cover the future cost, each U.S. household currently paying federal income tax would have to pay, on average, an immediate lump sum of over $15,000.

Of course, if the federal government were to grant amnesty, it would not actually raise current taxes by $1.29 trillion and put the money in a high-yield bank to cover the future costs. Instead, in the government’s normal pattern, the costs would be unfunded and passed on to future years.

Converting a net present value figure into future outlays requires information on the exact distribution of costs over time; unfortunately, that data is not provided by the National Academy of Sciences. However, a rough estimate of future net outlays to be paid by taxpayers (in constant 2012 dollars) for illegal immigrants after amnesty is around $3.6 trillion over 75 years.

Hispanic Los Angeles neighborhood tells 'white' art galleries: 'Get out!'

Racial diversity, we are told, is a great thing – unless the people moving in are white.  That's why it's no surprise that a heavily Hispanic neighborhood of Los Angeles is calling for "white" art galleries to pack up and get out.
The message on the steel roll-up gate of Mihai Nicodim's gallery could not have been clearer: With obscene language, the spray-painted words condemned what they labeled "white art."
It was not the first time Mr. Nicodim had been targeted by activists in Boyle Heights, a neighborhood long seen as the heart of Los Angeles's Mexican-American community. Just days before, two cars pulled in front of his gallery during an opening and the passengers, their faces covered in bandannas, hurled potatoes, hitting one woman in the leg. At the opening of another gallery, protesters threw beer bottles through the windows.
Earlier this fall, activists placed mock eviction notices in front of galleries. Marching down the street, they shouted "fuera!" — "out!" — and carried signs declaring "Keep Beverly Hills Out of Boyle Heights."
The activists in the neighborhood are making no apologies for the radical tactics and portray themselves as defenders of working-class neighborhoods in the city. They look to other neighborhoods, such as Echo Park and Silver Lake, that were once working class and are now filled with upscale bakeries that sell artisan doughnuts and have replaced mom-and-pop taco shops....
The gallery owners see the focus on race as misplaced and unfair. After Eva Chimento opened Chimento Contemporary last year, she said, two activists came into her gallery, threatened her and demanded that she show Latino artists.
When some people protest low-income minorities moving into their neighborhoods, they are called racist, and the Justice Department immediately swoops in to investigate.  When white people try to open businesses in minority neighborhoods, they are called "gentrifiers," and the government is silent.  It's part of a continuing trend of the government to treat white people as second-class citizens, and all it does is breed racial resentment.
Ironically, most art is neither "white" nor "non-white" unless it's specifically focused on race.  It's merely art.  But demonstrators see too many art galleries and too few taco shops, which is only one way the massive wave of illegal immigration is remaking America.

MCALLEN, Texas — The upcoming presidential election is having an effect on the recent spike of illegal immigrants that have been arriving to this border city requesting refugee or asylum status, the mayor of this city said.

“The cartel uses what happens in the U.S. as a marketing tool in Central America,” said McAllen Mayor Jim Darling in an exclusive interview with Breitbart Texas. “The need is there (in Central America) but what happens in Washington and the way the news media presents it, they (cartels) say you better get up here. So that causes the surges … We”ll see what happens after the election to see if it slows down.”
Currently officials in McAllen have seen a spike in the number of Central American families and underage immigrants who arrive seeking refugee status. As the U.S. presidential election draws closer, service providers in this border city have been seeing more than 400 immigrants per day who have been apprehended, processed and released.
“It definitely has to be addressed. Congress has to get involved in an immigration policy and foreign policy with Central America,” Darling said referring to the difference between the asylum seekers arriving to his city to turn themselves in to authorities and traditional human smuggling where enforcement plays a role as border authorities try to stop individuals from sneaking in.
When President Barack Obama visited Cuba earlier this year, Darling said, the city began to seen a spike in Cubans who had the belief that the improving relations between the U.S. and Cuba would end the Cuban Adjustment Act that allows refugees from that country to become legal residents.
Breitbart Texas broke the story on the spikes of illegal immigrants arriving to this border city since 2014, when a shift in human smuggling routes pushed massive groups of illegal immigrants through South Texas. The illegal immigrants continued to arrive under the belief that they would be granted amnesty or some measure of relief similar to the DREAM Act. That belief became ingrained after immigration officials began to release hundreds of illegal immigrants with a notice to appear in court at a later date for deportation hearing. That notice to appear became known as a “Permiso” or permit helping drug cartels push that marketing ploy.
“What they (DC politicians) say, what the news media depicts, affects us down here at the border directly,” the mayor said.
As the more dehydrated and weary immigrants continued to be released by authorities into McAllen and made their way to the city’s bus station, local charities and the city began to provide food, shower and rest facilities to the hundreds of Central American families passing through on a daily basis. By providing basic necessities as soon as they are released, McAllen is helping northern cities from having to deal with individuals arriving in worse physical condition.
“We have added another tent with more services, another shower facility and we stretched the hours at the bus station, we were able to get another bus to come down,” Darling said. “(The immigration spike) its stretching the respite center capacity, the bus station capacity, border patrol capacity, CBP (Customs and Border Protection) capacity.”
According to Darling, the expenses for the services provided by the City of McAllen and the local charities have been out of pocket expenses, but they have been keeping detailed records preparing for the federal government to refund the expenses in a way similar to how FEMA refunds municipalities after catastrophes.
