Obama wants work on immigration reform this year

WASHINGTON – President Barack Obama said Wednesday he wants to begin work this year on legislation overhauling the nation's immigration system, firming up his commitment on a key priority for Latino voters and lawmakers.
Obama's comments at a Cinco de Mayo celebration at the White House reaffirmed his long-held support for immigration reform. He went a step further than he has in the past by calling for the work to begin this year.
Latino groups have been calling for Obama to deliver on his campaign promise of making immigration reform a top priority, with some activists and lawmakers in the Congressional Hispanic Caucus complaining he wasn't doing enough.
Obama clouded the issue last week by saying "there may not be an appetite" in Congress to deal with another hot-button issue immediately after grueling fights over health care and financial regulation.
There also may not be enough time left on the legislative calendar to take up a contentious issue with midterm elections looming in November, but by making the commitment Obama may at least be able to tell Hispanic groups he tried.
Obama acknowledged immigration reform would be difficult to achieve and would require bipartisan support — something that's lacking in the Senate right now. And he made no commitment to finishing the process this year.
But he said it was the only way to deal with the nation's immigration problems.
"The way to fix our broken immigration system is through common-sense comprehensive immigration reform," the president said.
"I want to begin work this year and I want Democrats and Republicans to work with me."
Senate Majority Leader Harry Reid, D-Nev., who's up for re-election in a state with a growing Latino population, also recently said he wants to tackle immigration overhaul this year, although pending energy legislation — another divisive issue — would likely come first.
Reid last week released draft immigration legislation with Sens. Chuck Schumer, D-N.Y., and Robert Menendez, D-N.J., that calls for more federal enforcement agents and other border security-tightening benchmarks before illegal immigrants could become legal U.S. residents.
Obama praised that proposal Wednesday. But the one Republican who's been willing to work with Democrats on the issue recently, Sen. Lindsey Graham of South Carolina, has balked at moving ahead this year.
The focus is on the Senate because House Speaker Nancy Pelosi, D-Calif., has made clear that the Senate must act first on the immigration issue before she would force her Democrats into another tough vote.
Again Wednesday, Obama denounced the law passed in Arizona that requires police to question people about their immigration status if there is reason to suspect they're in the country illegally. Some fear the law could lead to racial profiling, and Obama said federal officials were monitoring it for possible civil rights violations.
The president cited the Arizona law as a reason for action on immigration legislation.
"Make no mistake, our immigration system is broken, and after so many years in which Washington has failed to meet its responsibilities, Americans are right to be frustrated. ... But the answer isn't to undermine fundamental principles that define us as a nation " Obama said.
"Comprehensive reform — that's how we're going to solve this problem," he said.

Ariz. law could drive day laborers out
Some illegal immigrants say they plan to leave state

PHOENIX - Many of the cars that once stopped in the Home Depot parking lot to pick up day laborers to hang drywall or do landscaping now just drive on by.
Arizona's sweeping immigration bill allows police to arrest illegal immigrant day laborers seeking work on the street or anyone trying to hire them. It won't take effect until summer but it is already having an effect on the state's underground economy.
"Nobody wants to pick us up," Julio Loyola Diaz says in Spanish as he and dozens of other men wait under the shade of palo verde trees and lean against a low brick wall outside the east Phoenix home improvement store.
Many day laborers like Diaz say they will leave Arizona because of the law, which also makes it a crime to be in the U.S. illegally and directs police to question people about their immigration status if there is reason to suspect they are illegal immigrants.

Supporters of the law hope it creates jobs for thousands of Americans.
"We want to drive day labor away," says Republican Rep. John Kavanagh, one of the law's sponsors.
An estimated 100,000 illegal immigrants have left Arizona in the past two years as it cracked down on illegal immigration and its economy was especially hard hit by the Great Recession. A Department of Homeland Security report on illegal immigrants estimates Arizona's illegal immigrant population peaked in 2008 at 560,000, and a year later dipped to 460,000.

The law's supporters hope the departure of illegal immigrants will help dismantle part of the underground economy here and create jobs for thousands of legal residents in a state with a 9.6 percent unemployment rate.
Kavanagh says day labor is generally off the books, and that deprives the state of much-needed tax dollars. "We'll never eliminate it, just like laws against street prostitution," he says. "But we can greatly reduce the prevalence."
Day laborers do jobs including construction, landscaping and household work for cash paid under the table. Those jobs have been harder to find since the housing industry collapsed here several years ago.

'They depend on me'
Standing near potted trees and bushes for sale at a Home Depot in east Phoenix, Diaz, 35, says he may follow three families in his neighborhood who moved to New Mexico because of the law. He says a friend is finding plenty of work in Dallas.
Diaz says he has too much to lose by staying — he's supporting a wife and infant son back home in Ciudad Juarez, Mexico, across the border from El Paso, Texas.
"They depend on me to survive," he says. "I'm not going to wait for police to come and arrest me."
Jose Armenta, a 33-year-old illegal immigrant from Mexico's western coast, is already planning to move to Utah within the next 20 days because of a combination of the economy and the new law.
"A lot of people drive by," he says as he watched nearby cars speeding past, "and they yell, 'Hey, go back to Mexico!'"
Analysts say it's too soon to tell what lasting effects the law will have on the state's underground work force, which also includes baby sitters, maids and cooks.

A study of immigrants in Arizona published in 2008 found that non-citizens, mostly in the country illegally, held an estimated 280,000 full-time jobs. The study by researcher Judith Gans at the University of Arizona examined 2004 data, finding that they contributed about 8 percent of the state's economic output, or $29 billion.
Losing hundreds of thousands of unskilled laborers wouldn't hurt the state's economy in the short term, but it could limit the economy's ability to grow once it recovers, says Marshall Vest, director of the Economic and Business Research Center at the University of Arizona's Eller College of Management.

Legal workers who are willing to take any available job now will become more choosy if the unemployment rate falls back to low levels seen before the recession hit.
"That's really the question, as to whether the existing population is willing to work those (low-level) jobs," Vest says. "I think economics provides the answer. If job openings have no applicants, then businesses need to address that by raising the offered wage."
Some illegal immigrants, however, intended to stick around.
'We work honestly'
Natalia Garcia, 35, from Mexico City, says she and her husband — a day laborer — will stay so their daughters — both born in the U.S. — can get a good education and learn English. The couple have been living in Arizona illegally for the last 10 years.
"Mexico doesn't have a lot of opportunities," she says. "Here, we work honestly, and we have a better life."
Olga Sanchez, 32, from southern Mexico, lives in Phoenix illegally with her two brothers, who are 21 and 17. While the youngest boy is in high school, all three work and send money back home to their parents.
"This law is very bad for us," says Sanchez, who gets about $250 a week cleaning three houses. "I'm afraid of what's going to happen."

"All I ask from God is a miracle for us to stay here and work," she says.

Mexican President Felipe Calderon denounced as "racial discrimination" an Arizona law giving state and local police the authority to arrest suspected illegal immigrants and vowed to use all means at his disposal to defend Mexican nationals against a law he called a "violation of human rights."

But the legislation, signed April 23 by Arizona Gov. Jan Brewer, is similar to Reglamento de la Ley General de Poblacion — the General Law on Population enacted in Mexico in April 2000, which mandates that federal, local and municipal police cooperate with federal immigration authorities in that country in the arrests of illegal immigrants.

Under the Mexican law, illegal immigration is a felony, punishable by up to two years in prison. Immigrants who are deported and attempt to re-enter can be imprisoned for 10 years. Visa violators can be sentenced to six-year terms. Mexicans who help illegal immigrants are considered criminals.

The law also says Mexico can deport foreigners who are deemed detrimental to "economic or national interests," violate Mexican law, are not "physically or mentally healthy" or lack the "necessary funds for their sustenance" and for their dependents.

"This sounds like the kind of law that a rational nation would have to protect itself against illegal immigrants — that would stop and punish the very people who are violating the law," said Rep. Steve King of Iowa, ranking Republican on the House Judiciary subcommittee on immigration, citizenship, refugees, border security and international law.

"Why would Mr. Calderon have any objections to an Arizona law that is less draconian than his own, one he has pledged to enforce?" Mr. King said.

Sen. Jon Kyl of Arizona, the ranking Republican on the Senate Judiciary subcommittee on terrorism and homeland security, described Mr. Calderon's comments as "hypocritical to say the least."

"I would have expected more from Mr. Calderon," said Mr. Kyl, who serves as the Senate minority whip. "We are spending millions of dollars to help Mexico fight the drug cartels that pose a threat to his government, and he doesn't seem to recognize our concerns. He ought to be apologizing to us instead of condemning us."

Mr. Kyl, along with fellow Arizona Republican Sen. John McCain, has introduced a 10-point comprehensive border security plan to combat illegal immigration, drug and human smuggling, and violent crime along the southwestern border. It includes the deployment of National Guard troops, an increase in U.S. Border Patrol agents and 700 miles of fencing, along with other equipment and funding upgrades.

He said skyrocketing violence on the border, including the recent killing of an Arizona rancher by an illegal immigrant he had gone to assist, has not gone unnoticed by the public, adding that until the federal government provides the necessary funding and manpower to adequately secure the southwestern border, Arizona will not long remain the only state to pass legislation to do it on its own.

Rep. Ted Poe, Texas Republican and a member of the House Judiciary and Foreign Affairs committees, described Mr. Calderon's criticism as "arrogant and hypocritical." He said Mexico's immigrations laws are "even tougher than those in the United States" and it was inappropriate to denounce the Arizona law when "Mexico does the very same thing."

"Mexico wants people to come to the United States and to send their money home," he said. "They want to make their problems our problems — that's their foreign policy. President Calderon should spend more time focusing on problems in his own country instead of criticizing Arizona for doing what Mexican law requires its own to do."

Rep. John Culberson, a Texas Republican who has advocated for stricter border enforcement policies, said the Arizona law was enacted as a result of the nation's "failed immigration policies."

"We should focus our time and resources on enforcing policies that work, like zero tolerance, which has reduced crime and illegal immigration dramatically along our southern border," he said.

Ricardo Alday, a spokesman at the Mexican Embassy in Washington, did not return calls for comment.

But the embassy has said the Mexican government is "deeply concerned by the potential dire effects" that the Arizona law will have on the estimated 12 million illegal immigrants in the United States — about 450,000 of them in Arizona.

"As it has been raised by national Latino and immigration rights organizations, initiatives that exclusively criminalize immigration create opportunities for an undue enforcement of the law through racial profiling," Mr. Alday said in an April 15 statement.

The ambassador also warned of the "likelihood of negative effects that this measure … may have for the future development of friendship, commercial, tourist and cultural ties" between Mexico and Arizona.

The Arizona law, which is set to take effect in midsummer, authorizes state and local law enforcement officers — during lawful stops only — to determine the immigration status of people for whom there is "reasonable suspicion" that they are in the country illegally. Known as Senate Bill 1070, it was enacted in response to a dramatic rise in violence along the Arizona-Mexico border.

Reasonable suspicion is a legal standard requiring that before someone is arrested or detained there must be reasonable belief that the person has been, is or is about to be engaged in criminal activity.
A Rasmussen Reports poll has found that 70 percent of likely voters in Arizona approve of the legislation, while 23 percent oppose it.

Half of the nearly 1 million illegal border crossings into the United States each year occur in Arizona, according to a report by the Federation for American Immigration Reform (FAIR), which also said Arizona taxpayers spend more than $2 billion a year on education and health care for illegal immigrants and their children.

"The porous border is virtually a welcome mat for criminal organizations that run drugs and other contraband through the state," the immigration watchdog group said, adding that kidnappings in Phoenix are at a record high.

Rep. Luis V. Gutierrez, an Illinois Democrat who was arrested Saturday during a rally at the White House calling on Congress and the Obama administration to enact immigration reform, said more states "could adopt Arizona's draconian law" if Congress doesnt act now.

"We must have fair and balanced reform to ensure immigrants are full participants in our economic recovery," said Mr. Gutierrez, chairman of the Democratic Caucus Immigration Task Force, for which he is the party's leading strategist and spokesman on immigration issues. "Enforcement-only tactics break up families, disrupt businesses, distract local law enforcement and drain local budgets."

In signing the bill, Mrs. Brewer said she would "not tolerate racial discrimination or racial profiling" and emphasized an amendment to the bill that prevents law enforcement personnel from using a person's race as the only factor in implementing the law.

"This protects all of us — every Arizona citizen and everyone here lawfully," she said.

The key legal issue, according to attorneys on both sides, will be whether the state law interferes with the federal government's duty to handle immigration.

Criticism of the Arizona law has come from several sources, including President Obama, who described it as an example of "irresponsibility" by the state. Attorney General Eric H. Holder Jr. has said the Justice Department is considering a legal challenge to the law.

Homeland Security Secretary Janet Napolitano told the Senate Judiciary Committee last week that the Arizona law could distract the agency from using its resources to go after serious criminals. She said there were concerns that at some point "we'll be responsible to enforce or use our immigration resources against anyone that would get picked up in Arizona."

She said she vetoed similar measures when she served as Arizona governor from 2003 to 2009.

On Sunday, she called the Arizona law "really a cry of frustration," while noting that "more assets have been put into Arizona in the last 15 months than ever in history."

"But, you know what, there's still a frustration out there. It's a frustration ultimately that will only be solved with comprehensive immigration reform," she said on ABC's "This Week."

The American Civil Liberties Union (ACLU), the Mexican American Legal Defense and Educational Fund (MALDEF) and the National Immigration Law Center (NILC) also are preparing legal challenges.

During a Phoenix news conference last week, MALDEF President and General Counsel Thomas A. Saenz said "a vigorous and sophisticated legal challenge will be mounted" before the bill's implementation this summer "to prevent this unconstitutional and discriminatory law from ever taking effect."

Linton Joaquin, NILC's general counsel, added that the Arizona law "sends a strong message to all immigrants to have no contact with any law enforcement officer." He said the "inevitable result" would not only be to make immigrants more vulnerable to crime and exploitation, "but also to make the entire community less safe by aggressively discouraging witnesses and victims from reporting crimes."

The Rev. Eve Nunez of the Arizona Latino Commission and National Hispanic Christian Leadership Conference said the Arizona law will be divisive and demonstrates the need for Congress to pass an immigration reform bill.

"A lot of pastors are very fearful they will be fined for transporting members of their congregation in their church vans. Churches are already losing members," she said. "There is great fear in the Hispanic community. It is very sad that in a state that should be welcoming the stranger, we are allowing oppressive laws to pass."

Mr. King defended the bill, saying Arizona and other states are being forced to "step up and fill the void" left by the failure of the Obama administration and Homeland Security Department to secure the nation's borders.

"I commend Arizona for standing up for the rule of law," he said.

Mr. King also noted that critics of the law have distorted what it says. He said the law allows state authorities to inquire into the immigration status based only on a "reasonable suspicion" that the person is unlawfully present in the United States.

As a state senator in Iowa, he was the principal sponsor of a workplace drug and alcohol testing bill in 1998 that also relied on "reasonable suspicion." That bill allowed the taking of urine or other samples from employees for whom there was a reasonable suspicion that they were under the influence.

"That bill passed into law in 1998 and there has not been a constitutional challenge to it yet," Mr. King said.

Arizona state Sen. Russell Pearce, the bill's author, said a constitutional challenge would "determine whether our nation enforces its immigration laws and secures its borders or becomes victim to its enemies."

Illegal immigration into the United States is a highly profitable proposition for both employers and the U.S. government, and it also benefits Mexico, which is the largest source country of undocumented immigrants into the US.
The US and Mexican governments actively entice illegal immigrants to enter this country and to work illegally for profit-hungry U.S. employers. Poverty-stricken immigrants , who are often desperate to house and feed their families, respond to the financial enticements...and then are blamed by U.S. citizenry for illegally being in the US.
The purpose of this 4-part article is to explain why the US federal government can't afford and doesn't soon plan to to end illegal immigration.
Part 1 - United States Borders Are Barely Enforced
Ten million illegal immigrants live in the US, according to estimates by academic and government agencies, although Bear-Stearns investment firm analysts claim that the US illegal immigrant population "may be as high as 20 million people."
About 75% of undocumented immigrants arrive across the US southern border with Mexico, and hail from Mexico, El Salvador, Guatemala, Colombia and other Central and South American countries. The bulk...about 50% of all illegals....are Mexican-born people.
Time magazine stated in 2004 that illegal immigration accelerated under the Bush Administration, with the US gaining 3 million additional illegal immigrant residents in 2004. A third of all illegal immigrants in the US live in California. Other states with large illegal populations are, in descending order, Texas, New York, Illinois, Florida and Arizona.
After more than 100 years in existence, President Bush dissolved the US Immigration and Naturalization Service (INS)in March 2003 and absorbed it into the new Homeland Security Department, along with FEMA and dozens of other federal agencies created to help citizens and residents.
Until its dissolution, the INS had been part of the Justice Department since 1940, and before that, part of the US Labor Department. After the September 11, 2001 tragedy, the Bush Administration complained that the INS was insufficiently focused on deporting and expelling illegal immigrants, and thus asked that it be transferred to Homeland Security.
The US Border Patrol is charged with the responsibility of enforcing illegal immigration across US borders. Until 2003, the Border Patrol was part of the INS, but was also folded into Homeland Security (as a separate agency from INS).
The massive US intelligence agencies overhaul passed by Congress and signed by President Bush in January 2005 required Homeland Security to hire 10,000 more Border Patrol agents, 2,000 per year starting immediately. The Border Patrol currently employs 9,500 agents who patrol 8,000 miles of border.
But Bush Administration ignored the law mandating the hiring of new agents. Said Congressman John Culberson (R-TX) to CNN's Lou Dobbs, "Unfortunately, the White House ignored the law, and only asked us for 200 more agents. That's unacceptable." Culberson was referring to the federal budget for 2006 in which President Bush provided funds for only 210 new agents, not 2,000 additional agents.
Both houses of Congress worked together twice in 2005 to bypass the White House, and hire 1,500 new Border Patrol agents......500 shy of that required by law, but far surpassing the mere 210 planned by President Bush.
The US-Mexico border remains significantly under-patrolled. On October 7, 2005, 80 members of the House of Representatives sent a letter to the President, calling on him to enforce immigration laws, and deferring consideration of the White House's proposed guest-worker immigration program. "History has shown that enforcement provisions are ignored and underfunded..." said the Congressional letter.
Meanwhile, Congressman Culberson told CNN's Lou Dobbs on October 7, 2005, "We've got a full-scale war going on our southern border. You don't need to go to Iraq to see a war. We've got widespread lawlessness...We need boots on the ground...ASAP."
Part 2 - Widespread Poverty and Hunger in Mexico
According to the World Bank, 53% of Mexico' population of 104 million residents live in poverty, which is defined as living on less than $2 a day. Close to 24% of Mexico's population live in extreme poverty, which means they live on less than $1 a day.
The bottom 40% of Mexican households share less than 11% of the country's wealth. Millions live in extreme poverty,and children are compelled to work on the streets in order to help provide food for their families.

Poverty wasn't always as pervasive as it is today in Mexico. A bit of economic history is in order.....
In 1983, the devaluation of the Mexican peso triggered an explosion of US-owned factories, called maquiladoras, along the Mexican side of the US-Mexico border. Corporations closed thousands of factories within US borders, and relocated them to Mexico to take advantage of cheaper labor costs, few required benefits and legally-acceptable poorer working conditions.
Hundreds of thousands of poor Mexican workers and their families moved to northernmost Mexico to labor in the maquiladoras.
Within ten years, though, those same US corporations closed the maquiladoras, and again relocated factories, this time to Asia, which proffered even cheaper labor costs, no benefits and often abject working conditions acceptable to local governments.
Those hundreds of thousands of Mexican workers in the maquiladoras, and their families, were left with nothing. No benefits, no severance. Nothing.
To complicate economic matters more, Mexico's 1994-95 privatization of its banking and telecommunications industries thrust millions more into poverty with increased consumer prices, rising unemployment and wage and benefit cuts.
Mexico's massive privatizations in 1994-95 also created a new privileged class of home-grown millionaires and billionaires. As of 2002, Mexico ranked fourth in the world in billionaires, behind the US, Japan and Germany.
To summarize thusfar, millions of Mexican families live in soul-stripping poverty...unemployed, hungry, without healthcare...and the US border with Mexico is significantly under-enforced.
Part 3 - US Employers Routinely Hire Illegal Immigrants, With Little Penalty
In March 2005, Wal-Mart, a company with $285 billion in annual sales. was fined $11 million for having untold hundreds of illegal immigrants nationwide clean its stores.
"The federal government boasts it's the largest of its kind. But for Wal-Mart, it amounts to a rounding error---and no admittance of wrongdoing since it claims it didn't know its contractors hired the illegals" wrote the Christian Science Monitor on March 28, 2005.
"If it weren't so easy for illegals and employers to skirt worker ID verification, the settlement's requirement that Wal-Mart also improve hiring controls might have a ripple effect in corporate America. but the piddling fine will hardly deter businesses from hiring cheap labor from a pool of illegals that's surged by 23 percent since 2000....But enforcement is pathetically inadequate, especially since 9/11."
The Immigration Reform and Control Act of 1986 provides for sanctions against businesses that hire undocumented workers, which means workers without proper identification. The legislation was enacted once Mexico-US border maquiladoras run by US corporations began closing, and those workers streamed across the border, searching for jobs of any kind.
But here's the rub. In 1999, under President Bill Clinton, the US government collected $3.69 million in fines from 890 companies for employing undocumented workers. In 2004, under President George Bush, the federal government collected $188,500 from 64 companies for such illegal employment practices. And in 2004, the Bush Administration levied NO fines for US companies employing undocumented workers.
In 21st-century America, it's an unspoken agreement between employer, the undocumented employee and the federal government: the employee provides acceptable ID that appears authentic, the employer asks no questions, and the US government looks the other way. Fake ID...Social Security cards, US permanent residency cards (i.e. "green cards"), US temporary employment authorization cards....are readily available for about $100 to $200 in every major American city,and plenty of smaller ones, too.
Wrote reporter Eduardo Porter in an April 5, 2005 New York Times article, "Currently available for about $150 on street corners in just about any immigrant neighborhood in California, a typical fake ID package includes a green card and a Social Security card. It provides cover for employers, who, if asked, can plausibly assert that they believe all their workers are legal."

Why would employers hire undocumented workers?
According to Catholic priest Dr. Daniel Groody, Associate Professor at University of Notre Dame and a director of the university's Center for Latino Studies, "If they make it across the border, most immigrants will work at low-paying jobs that no one except the most desperate wants. They will de-bone chicken in poultry plants, pick crops in fields and build houses in construction.
As one person in Arizona noted, 'It looks like entering the US through the desert as undocumented immigrants is some kind of employment screening test administered by the US government for the hospitality, construction and recreation industries.'
Willing to work at the most dangerous jobs, an immigrant a day will also die in the work place, even while for others the work place has become safer over the last decade."
And undocumented workers, grateful for any job, will work for lower wages and minimal or no benefits, therefore enabling employers to make higher business profits. Cheaper labor costs and lesser working conditions equal greater profits for business owners.
In a January 2005 World Net Daily article, a report by investment firm Bear Stearns was cited that clearly illustrates that millions of US jobs have shifted from the legal workforce "as employers have systematically replaced American workers with lower wage illegal aliens."
For illegal immigrants, it's about finding any work to feed, clothe and shelter their families. For employers, it's about profits.
But why would the US government look the other way, allowing employers to replace American workers with undocumented workers from other countries?
"...experts blame the twin pressures of ethnic advocacy and business interests" reports the Christian Science Monitor.
Translation...."ethnic advocacy" means buying favor...and votes....within the illegal immigrant community. If an immigrant doesn't vote, he/she has relatives who do. In the 21st century, Hispanics surpassed African-Americans as the largest ethnic group in the United States. Many believe that the Bush Administration's lack of immigration enforcement in 2004 was directly connected to the Republican Party's goal to court the Hispanic vote, and to entice Hispanics to join Republican ranks.
Translation..."business interests" means profits. When labor costs are lower, business profits are higher. When thousands of businesses have higher profits, then the US business community is stronger (and happier). More votes and more voter perception of success.
A major economic drawback, though, to allowing thousands...probably millions...of US businesses to pay under-market wages and benefits to undocumented workers is that it depresses wages for all workers in the US. All Americans workers, then have decreased incomes, lower benefits and higher rates of poverty and hunger.
An obvious moral drawback to allowing US businesses to pay under-market, lower than even minimum wage rates, is that it's wrong. Minimum wage and standard minimal working conditions are established to humanely provide for the safety and welfare of all workers...not just American-born workers. It's a matter of decency and human rights, rooted in the United States' Christian-Judeo heritage. It's wrong and exploitative, and it's immoral. It's an updated form of economic slavery.
Writes Dr. Groody, "Immigrants die cutting North Carolina tobacco and Nebraska beef, chopping down trees in Colorado, welding a balcony in Florida , trimming grass at a Las Vegas golf course, and falling from scaffolding in Georgia....
With an economic gun at their backs, they leave their homes because hunger and poverty pushes them across the border....Every day, immigrants dehydrate in deserts, drown in canals, freeze in mountains and suffocate in tractor trailers. As a result, the death toll has increased 1,000 percent in some places."
And there's one more reason why would the US government would look the other way, thus allowing US employers to replace American workers with undocumented workers from other countries. A huge, seemingly insurmountable reason. A $7 billion a year problem: Social Security.
Part 4 - Undocumented Workers Give $7 Billion Annually to Social Security
According to a New York Times article on April 5, 2005, "...the estimated seven million or so illegal immigrant workers in the United States are now providing the system with a subsidy of as much as $7 billion a year....Moreover, the money paid by illegal immigrants and their employers is factored into all the Social Security Administration's projections."
However,since illegal immigrant workers are here illegally, and ostensibly presented fake ID to the US employer, they will never collect Social Security benefits. "For illegal immigrants, Social Security numbers are simply a tool needed to work on this side of the border. Retirement does not enter the picture," reports the New York Times.
The Social Security Administration remains solvent in large part due to deductions taken from the paychecks of illegal immigrant workers, yet Social Security will never pay benefits to those workers. The workers pay in, but they never receive back.
Wouldn't the federal government detect fake Social Security numbers? According to that April 6, 2005 New York Times article, "Starting in the late 1980s, the social Security Administration received a flood of W-2 earnings reports with incorrect---sometimes simply fictitious---Social Security numbers. It stashed them in what it calls the 'earnings suspense file' in the hope that someday it would figure out whom they belonged to. The file has been mushrooming ever since: $189 billion worth of wages ended up recorded in the suspense file over the 1990s, two and a half times the amount of the 1980s.
In the current decade, the file is growing, on average, by more than $50 billion a year, generating $6 billion to $7 billion in Social Security tax revenue and about $1.5 billion in Medicare taxes.
...the mismatched W-2's fit like a glove on illegal immigrants' known geographic distribution and the patchwork of jobs they typically hold. An audit found that more than half of the 100 employers filing the most earnings reports with false social Security numbers from 1997 through 2001 came from just three states: California, Texas and Illinois."
As shown by this information, the federal bureaucracy clearly knows which companies employ probable illegal immigrant workers, and it even knows which workers are likely illegals.
And the government does nothing about it. Not one penalty was levied by the federal government against an employer in 2004 for hiring undocumented workers.
SUMMARY
The equation to explain the whys of illegal immigration into the US is simple:
Add: Widespread abject poverty and starvation in Mexico after US corporations relocated their cheap-labor plants from the US-Mexico border to Asia, and after Mexican banks and telecommunications were privatized, creating dozens of instant billionaires and plunging millions into poverty.
Add: An extremely porous, under-enforced US-Mexico border.
Add: US employers anxious for more profits, and willing to exploit the poverty and fears of illegal immigrants to do so.
Add: The federal government anxious to curry favor with , and garner votes from, business owners and the Hispanic community...thus, willing to under-enforce borders and immigrations laws, and ignore illegal hiring by employers.
Add: The Social Security Administration dependent on taking in $7 billion annually of contributions from illegal immigrant workers who will never receive benefits from the system.
THE RESULT: Millions of illegal immigrants working for low wages and in poor working conditions, grateful for "scraps to fall from the US table of prosperity," per Dr. Groody.
Wealthier US businesses, and a much-richer Social Security Administration, neither which reimburse local and state authorities and taxpayers for the costs (education, health care, law enforcement and more) associated with illegal immigrants.
And a very angry US citizenry, who vilify immigrants for being here, rather than blaming the business owners who hire and exploit them, the US government which lets them enter the US and profits greatly from them, and the Mexican government which is happy to see them immigrate out of their country.
"Our nation virtually posts two sign on its southern border: 'Help Wanted: Inquire Within' and 'Do Not Trespass," says Pastor Robin Hoover of Humane Borders.
"Without the help of immigrant labor, the US economy would virtually collapse. We want and need cheap immigrant labor, but we do not want the immigrants."

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.

THE EXORBITANT FIGURE DOES NOT INCLUDE THE ENORMOUS COST OF EDUCATING, MEDICALLY TREATING, OR INCARCERATING ILLEGALS ALIENS. THIS COSTS THE COUNTY AN ADDITIONAL ONE BILLION DOLLARS.

The exorbitant figure, revealed this week by a county supervisor, doesn’t even include the enormous cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $500 million for healthcare and $350 million for public safety.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from the county’s Department of Social Services. In 2009 the tab ran $570 million and this year’s figure is expected to increase by several million dollars.
Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,” the veteran county supervisor (Michael Antonovich) who revealed the information has said. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

The people behind Arizona's new anti-immigrant statute have at least one thing right: This mean-spirited law was enacted because the federal government has abdicated its responsibility to address the immigration system's moral and functional failures.
On Sunday, the state's largest newspaper, the Arizona Republic, took the unprecedented step of giving its entire front page over to an editorial making exactly that point. "The federal government is abdicating its duty on the border. Arizona politicians are pandering to public fear," the Republic wrote. "The result is a state law that intimidates Latinos while doing nothing to curb illegal immigration."
Noting that President Obama has delegated his administration's immigration reform effort to Homeland Security Secretary Janet Napolitano, the paper correctly castigated the former Arizona governor for "failure to get the thing out of neutral." The editorial also severely criticized the state's two Republican senators, John McCain and Jon Kyl, for cynically abandoning their commitment to comprehensive reform — the former because he's in a tight reelection race; the latter because he's now a member of the GOP leadership in the Senate.
On Monday, Phoenix Mayor Phil Gordon also called for comprehensive federal action, while calling the measure's supporters "bitter, small-minded and filled with hate."
President George W. Bush tried, with the bipartisan support of McCain and the late Sen. Edward M. Kennedy, to enact comprehensive immigration reform. Obama campaigned on a promise to push the effort through to success, one of the reasons that Latino voters flocked to support him. Wary of further controversy though the Democrats' congressional majority may be, the country has more at stake here than a campaign promise. Like the catastrophic oil spill now spewing pollution into the Gulf of Mexico, Arizona's toxic political contaminant already is spreading.

Missouri and South Carolina are considering bills similar to Arizona's, and legislators in Texas, Ohio, Colorado, Georgia, Utah, Maryland and North Carolina say they plan to introduce such measures. Minnesota's presumptive Republican gubernatorial candidate, Tom Emmer, has called the new law "a wonderful first step."
It doesn't take much imagination to envision what Emmer, who also believes Minnesota should be exempt from any federal law not approved by two-thirds of the state's legislators, and his ilk envision as the next step, which makes it all the more imperative for the Obama administration to act.
In a major address at Fordham University on Monday night, Los Angeles Cardinal Roger Mahony, who has emerged as a national leader in the push for comprehensive reform, called it "a moral imperative."

The prelate argues persuasively that a rational and humane approach to the issue requires recognition of three facts: First, America needs immigrant labor. California's agricultural industry and that of most of the Southwest, and the South, as well as sectors like hospitality and food service, would collapse without it. Second, with or without papers, the overwhelming majority of immigrants come here to work. And, finally, most of the estimated 11 million to 12 million immigrants without papers now live in so-called blended families, at least some of whose members are citizens. An excessively punitive approach to enforcement risks tearing those families apart, at incalculable human cost.
A divisive debate over immigration without the finality of comprehensive reform has the potential to gnaw at the very foundations of our politics. To the extent our two parties continue to configure themselves ever more closely along racial and religious lines, it does insidious damage to the quality of our politics and to the governance they enable. Richard Nixon's successful "Southern strategy" had the unintended consequence of turning the party of Lincoln, in many voters' eyes, into the national white people's party. Democratic myopia concerning the growing economic distress of working-class white males, and to the social values engendered by their traditional religiosity, often has made the party of Roosevelt appear elitist and out of touch.

Legislative guerrilla warfare over immigration, fought out state by state, will further poison the superheated atmosphere leading to the midterm election in the fall. Even where it succeeds as a so-called wedge issue, immigration treated in the fashion of Arizona will alienate even greater numbers of Latinos from the GOP, much as Proposition 187 did in California 16 years ago.

Significant as such long-term political considerations may be, they're lesser matters when compared with the human costs of having 10 million or more of our workers labor and live as helots along society's margins, a place where there is neither safety nor security — or to the rampant discrimination against American Latinos that enforcement of Arizona's statute or its clones inevitably will entail.
Just as the disastrous Gulf of Mexico oil spill has to be contained at the wellhead, this is an issue that only can be addressed rationally and humanely in Washington. Comprehensive immigration reform is the Obama administration's unavoidable responsibility, and the president and those around him should be judged harshly if they fail to take it up now.

Napolitano: Spillover Violence in Arizona is Mere “Perception”
Testifying before the Senate Judiciary Committee last week, Homeland Security Secretary Janet Napolitano played down the violence along the border, stating that “[Arizona] is a place where there is a perception that there is spillover violence.” (Webcast, April 27, 2010, emphasis added). Remarkably, Napolitano made the statement just seconds after she noted that the drug cartels “literally have fingertips that go into communities all over the nation” and that Phoenix has been the center of “battles” between drug cartel distributors. (Id.) Still, Secretary Napolitano seemed to dismiss the seriousness of the violence, insisting that “the plain fact of the matter is from a numbers perspective, the numbers at the border have never been better.” (Webcast, April 27, 2010).
During the hearing, Senators from both sides of the aisle expressed serious concern about increasing border violence. Chairman Pat Leahy (D-VT) said, “[W]e are experiencing historic levels of drug related violence that must be brought under control – families being murdered, law enforcement being murdered, officials being murdered, and brazen shoot outs.” (Webcast, April 27, 2010; See also Leahy’s Written Statement, April 27, 2010). Committee Ranking Member Jeff Sessions (R-AL) echoed his words: “The violence…is increasing and is a serious threat to law abiding people. In Arizona and other places along our southern border, the power of these drug cartels is very real. The power of the coyotes who bring people in illegally is very real, and it’s got to be confronted in a very serious way.” (Webcast, April 27, 2010). And when pressed by Senator Sessions about the need to help local law enforcement officials combat this violence, Napolitano -- who has been an outward critic of Arizona’s new immigration law -- responded, “[I]n my judgment, what we need to be doing is working with local law enforcement so that you have combined and leveraged federal resources with local. (Id.)
Napolitano’s comments before the Judiciary Committee came after a string of violence near the border involving U.S. citizens. Just 45 days earlier, drug cartels executed a gruesome murder of three people with ties to the U.S. Consulate in the Mexican border city of Ciudad Juarez (FOX News, April 6, 2010); 36 days earlier her own department issued a safety alert to law enforcement officers in west Texas warning of retaliatory killings by Mexican “assassin teams” (See FAIR’s Legislative Update, April 12, 2010); and exactly one month prior, Arizona rancher Rob Krentz was murdered near the U.S.-Mexico border by a suspected illegal alien (See FAIR’s Legislative Update, April 5, 2010). Four days after the hearing, an Arizona sheriff’s deputy was ambushed and shot by illegal aliens with an AK-47 about 50 miles south of Phoenix. (The New York Times, May 1, 2010) The encounter led to a massive manhunt in which Arizona law enforcement deployed scores of officers and dispatched helicopters to search a 100 mile radius. (Id.)
Napolitano’s suggestion that the southwest border is more secure than ever was likely meant to lay the groundwork for a mass amnesty. In fact, her comments came in response to a question from Chairman Leahy in which he asked “Can we do both things? Secure our border, and have comprehensive immigration legislation?”(Webcast, April 27, 2010). Napolitano’s answer: “[C]omprehensive immigration reform should be in our sights.” (Id.).

WASHINGTON (AP) — The Obama administration has met many of the border security benchmarks Congress set in 2007 as a prerequisite to immigration reform and now it's time to change the law, Homeland Security Secretary Janet Napolitano said Friday.
Napolitano, designated by President Barack Obama to lead the administration's immigration reform efforts, said many members of Congress had said they could support immigration reform, but only after border security improved, Napolitano said.
"Fast forward to today, and many of the benchmarks these members of Congress set in 2007 have been met," she said in a speech to the Center for American Progress, a liberal think tank.
She cited construction of 600 miles of border fence and the hiring of more than 20,000 Border Patrol agents. Illegal immigration has also fallen sharply because of better enforcement and the economy.

Napolitano Urges Action on Amnesty in 2010, Falsely Claims Progress in Fighting Illegal Immigration
In an address before the pro-amnesty Center for American Progress (CAP), Secretary of Homeland Security Janet Napolitano signaled the Obama administration’s support for legislation that would include amnesty for current illegal aliens and increases in the overall flow of immigration into the U.S. Napolitano also expressed support for improved immigration enforcement — despite actions taken by her department that have dramatically curtailed enforcement.
In her Nov. 13 speech, Napolitano described the administration’s vision of immigration reform as a “three-legged stool.” The legislation must include “a commitment to serious and effective enforcement, improved legal flows for families and workers, and a firm but fair way to deal with those who are already here,” she said.
Acknowledging that previous attempts to enact amnesty for illegal aliens have been hampered by a lack of public confidence that the government would act in any meaningful way to prevent future illegal immigration, Napolitano sought to assure the public that this time things would be different. She asserted that “the security of the Southwest border has been transformed from where it was in 2007.” Furthermore, the transformation has not been limited to the border, she claimed. “[W]e’ve transformed worksite enforcement to truly address the demand side of illegal immigration.”
Based on these claims of improved enforcement, Napolitano urged Congress to move ahead with amnesty for illegal aliens and increases in the admission of both family- and employment-based immigration. “We need Congress to create the legal foundation for bringing the millions of illegal immigrants in this country out of the shadows,” said Napolitano. “We need carefully crafted programs that allow American businesses to hire needed foreign workers,” she continued. “Our immigration system is outdated where families are concerned, and we need to modernize and streamline the laws governing this process.”
While amnesty for illegal aliens and increases in government regulated immigration would not be justified even if the administration actually were enforcing immigration laws as they claim, the facts demonstrate that they are not. In fact, as FAIR has repeatedly pointed out, the Obama administration has systematically weakened all aspects of immigration enforcement, and there is no reason for the public to feel confident that promises of future enforcement would be kept.
America’s borders are anything but secure. By the Department of Homeland Security’s (DHS) own admission, a mere 894 miles of border or coastline are under “effective control,” out of the total 8,607 miles that the department is charged with protecting. Moreover, DHS has no plans to secure even one additional mile during the current fiscal year.
There has also been dramatic regression in virtually all areas of interior immigration enforcement under Napolitano’s leadership. According to DHS data released on Nov. 18, arrests, indictments and convictions of immigration law violators have all fallen by more than half during 2009. [See sidebar story.]

Obama soft on illegals enforcement

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

Another victory for American workers in Arizona. Yesterday, the Ninth Circuit Court of Appeals upheld the get-tough employer sanctions law in the state. The law hits employers who knowingly hire illegal aliens with strict penalties and in some cases even strips businesses of their licenses. A lower court upheld the same law in February. Over 80 percent of hit and run wrecks in Denver involve illegal aliens. Denver boasts the drug smuggling capital of the West as well as the people smuggling mecca of the country. Illegals cheat, distribute drugs, lie, forge documents, steal and kill as if it’s a normal way of life. For them, it is. Mexico ’s civilization stands diametrically opposed to America ’s culture. Both countries manifest different ways of thinking and operating. In their country, illiteracy dominates. As they arrive in our country, only 9.6 percent of fourth generation Mexicans earn a high school diploma. Mexico does not promote educational values. This makes them the least educated of any Americans or immigrants. The rate of illiteracy in Mexico stands at 63 percent. Drunk driving remains acceptable in Mexico . As it stands, 44,000 Americans die on our nation’s highways annually. Half that number stems from drunken drivers. U.S. Congressman Steve King reports that 13 American suffer death from drunken driving Mexicans each day. Alcoholism runs rampant in Mexican culture. They suffer the most DUI arrests. Mexicans set the benchmark for animal cruelty. Mexicans love dog fighting, bullfighting, cock fighting and horse tripping. Those blood sports play in every arena and backyard in Mexico . They expand into America as more Mexicans arrive. They also engage in “steer-tailing” where the rider yanks the animal’s tail in an attempt to flip it to the ground. In horse tripping, they run the animals at full gallop around a ring, then, use ropes to trip them at full speed. It’s a death sentence as the horses break their legs, teeth, shoulders and necks—all to the delight of the cheering Mexican fans. The color of your skin is a key that either opens or shuts doors. The lighter your skin, the more doors open to you.” Corruption becomes a mechanism by which Mexico operates. Corruption remains systemic. The Washington Post wrote, “ Mexico is considered one of the most corrupt countries in the hemisphere.” They feature drug cartels, sex slave trade, people smuggling, car theft cartels, real estate scam cartels, murder for money and, you must bribe your mail man to get your mail. Executive Summary: The Fiscal Cost of Low-Skill Households to the U.S. Taxpayer

Each year, families and individuals pay taxes to the government and receive back a wide variety of services and benefits. When the benefits and services received by one group exceed the taxes paid, a distributional deficit occurs, and other groups must pay for the services and benefits of the group in deficit. Each year, government is involved in a large-scale transfer of resources between different social groups.
This paper provides a fiscal distribution analysis of households headed by persons without a high school diploma. The report refers to these households as “low-skill households.” The analysis measures the total benefits and services received by these households compared to total taxes paid. The difference between benefits received and taxes paid rep_resents the total resources transferred by government on behalf of this group from the rest of society.
The size and cost of government are far larger than many people imagine. In fiscal year (FY) 2004, federal, state, and local expenditures combined amounted to $3.75 trillion. One way to grasp the size of government more readily is to calculate average expenditures per household. In 2004, there were some 115 million households (multi-person families and single persons living alone) in the U.S. Government spending thus averaged $32,706 per household across the U.S. population.
Government expenditures can be divided into six categories. The first four, which can be termed “immediate benefits and services,” are: Direct benefits, which include Social Security, Medicare, and a few smaller transfer programs; Means-tested benefits, including cash, food, housing, social services, and medical care for poor and near poor individuals; Public educational services, which include the governmental cost of primary, secondary, vocational, and post-secondary education; Population-based services, which are government services made available to a general community including police and fire protection, highways, sewers, food safety inspection, and parks.
Two additional spending categories are: Interest and other financial obligations resulting from prior government activity, including interest payments on government debt and other expenditures relating to the cost of government services provided in earlier years; and Pure public goods, which include national defense, international affairs and scientific research, and some environmental expenditures.
On average, low-skill households receive more government benefits and services than do other households. In FY 2004, low-skill households received $32,138 per household in immediate benefits and services (direct benefits, means-tested benefits, education, and population-based services). If public goods and the cost of interest and other financial obligations are added, total benefits rose to $43,084 per low-skill household. In general, low-skill households received about $10,000 more in government benefits than did the average U.S. household, largely because of the higher level of means-tested welfare benefits received by low-skill households.
In contrast, low-skill households pay less in taxes than do other households. On average, low-skill households paid only $9,689 in taxes in FY 2004. Thus, low-skill households received at least three dollars in immediate benefits and services for each dollar in taxes paid. If the costs of public goods and past financial obligations are added, the ratio rises to four to one.
Strikingly, low-skill households in FY 2004 had average earnings of $20,564 per household. Thus, the $32,138 per household in government immediate benefits and services received by these households not only exceeded their taxes paid, but also substantially exceeded their average household earned income.
A household’s net fiscal deficit equals the cost of benefits and services received minus taxes paid. If the costs of direct and means-tested benefits, education, and population-based services alone are counted, the average low-skill household had a fiscal deficit of $22,449 (expenditures of $32,138 minus $9,689 in taxes). The average net fiscal deficit of a low-skill household actually exceeded the household’s earnings.
If interest and other financial obligations relating to past government activities are added, the average deficit per household rose to $27,301. In addition, the average low-skill household was a free rider with respect to government public goods, receiving public goods costing some $6,095 per household for which it paid nothing.
Receiving, on average, at least $22,449 more in benefits than they pay in taxes each year, low-skill households impose substantial long-term costs on the U.S. taxpayer. Assuming an average adult life span of 50 years for each head of household, the average lifetime costs to the taxpayer will be $1.1 million for each low-skill household for immediate benefits received minus all taxes paid. If the cost of interest and other financial obligations is added, the average lifetime cost rises to $1.3 million per low-skill household.
In 2004, there were 17.7 million low-skill households. With an average net fiscal deficit of $22,449 per household, the total annual fiscal deficit (total benefits received minus total taxes paid) for all of these households equaled $397 billion (the deficit of $22,449 per household times 17.7 million households). This sum includes direct and means-tested benefits, education, and population-based services. If the low-skill households’ share of interest and other financial obligations for past activities is added, their total annual fiscal deficit rises to $483 billion. Over the next ten years the total cost of low-skill households to the taxpayer (immediate benefits minus taxes paid) is likely to be at least 3.9 trillion dollars. This number would go up significantly if changes in immigration policy lead to substantial increases in the number of low-skill immigrants entering the country and receiving services.
Politically feasible changes in government policy will have little effect for decades on the level of fiscal deficit generated by most low-skill households. For example, to make the average low-skill household fiscally neutral (taxes paid equaling immediate benefits received and the appropriate share of interest on government debt), it would be necessary to eliminate Social Security, Medicare, all 60 means-tested aid programs and cut the cost of public education in half. It seems certain that, on average, low-skill households will generate deep fiscal deficits for the foreseeable future. Policies that reduce the future number of high school dropouts and other policies affecting future generations could reduce long-term costs.
Policies that would expand Medicaid and other entitlements will increase the size of future deficits of low-skill households at the margin. On the other hand, policy changes that curtailed medical inflation could reduce costs at the margin in future years. Policies which would halt the growth of out-of-wedlock childbearing or increase real educational attainments of future generations could also limit the growth of future deficits somewhat. However, these policy changes would be dwarfed by any alteration in immigration policy that would substantially increase the future inflow of low-skill immigrants; such a policy would dramatically increase the future fiscal burden to taxpayers.

The three adopted the 'Security and Prosperity Partnership of North America' and assigned 'working groups' to fill in the details. For decades, there have been suspicions that such meetings were used for plotting the course of world events and especially the centralization of global decision-making.
