MEXICO CITY – Guards and officials at a prison in northern Mexico allegedly let inmates out, lent them guns and allowed them to use official vehicles to carry out drug-related killings, including the massacre of 17 people last week, prosecutors said Sunday.

After carrying out the killings the inmates would return to their cells, the Attorney General's Office said in a revelation that was shocking even for a country wearied by years of drug violence and corruption.

"According to witnesses, the inmates were allowed to leave with authorization of the prison director ... to carry out instructions for revenge attacks using official vehicles and using guards' weapons for executions," office spokesman Ricardo Najera said at a news conference.

The director of the prison in Gomez Palacio in Durango state and three other officials were placed under a form of house arrest pending further investigation. No charges have yet been filed.

Prosecutors said the prison-based hit squad is suspected in three mass shootings, including the July 18 attack on a party in the city of Torreon, which is near Gomez Palacio. In that incident, gunmen fired indiscriminately into a crowd of mainly young people in a rented hall, killing 17 people, including women.

Police found more than 120 bullet casings at the scene, and Najera said tests matched those casings to four assault rifles assigned to guards at the prison.

Similar ballistics tests linked the guns to earlier killings at two bars in Torreon, the capital of northern Coahuila state, he said. At least 16 people were killed in those attacks on Feb. 1 and May 15, local media reported.

Najera blamed the killings on disputes between rival drug cartels. "Unfortunately, the criminals also carried out cowardly killings of innocent civilians, only to return to their cells," he said.

Coahuila and neighboring Durango are among several northern states that have seen a spike in drug-related violence that authorities attribute to a fight between the Gulf cartel and its former enforcers, known as the Zetas.

Mexico has long had a problem with investigating crimes, catching criminals and convicting people. Reports estimate less than 2 percent of crimes in Mexico result in prison sentences. But Sunday's revelation suggests that even putting cartel gunmen in prison may not prevent them from continuing to commit crimes.

Interior Secretary Francisco Blake said the revelation "can only be seen as a wake-up call for authorities to address, once again, the state of deterioration in many local law enforcement institutions ... we cannot allow this kind of thing to happen again."

Also Sunday, Mexican federal police announced the arrest of an alleged leading member of a drug gang blamed in recent killings and a car-bombing in the violence-ridden border city of Ciudad Juarez, across from El Paso, Texas.

Police described Luis Vazquez Barragan, 39, as a top member of La Linea gang, the enforcement arm of the Juarez cartel, saying he received orders directly from cartel boss Vicente Carrillo Fuentes.

Vazquez Barragan allegedly organized payments, moved drugs and oversaw a system of safe houses in and around Ciudad Juarez.

Police said he held the same rank as fugitive gang leader Juan Pablo Ledezma, though Vazquez Barragan is not named on reward or most-wanted lists published by the Attorney General's Office, as Ledezma is.

La Linea has been blamed for a car bomb that killed three people July 15 in Ciudad Juarez and for two separate shootings March 13 that killed a U.S. consular employee and two other people connected to the consulate.

Police did not say when they caught Vazquez Barragan, but he was allegedly in possession of about a half-kilogram (pound) of cocaine and two guns.

His arrest led to a raid on a safe house where authorities detained four suspects and freed a kidnap victim.

Also Sunday, the Attorney General's Office said soldiers on patrol in Ciudad Madero in the border state of Tamaulipas seized an arsenal of about three dozen guns, 17 grenades and thousands of bullets in a house.

Elsewhere in Tamaulipas, police and prosecutors raided a lot full of truck-pulled tankers in the border city of Reynosa and seized two loaded with oil of a type sometimes stolen from the pipelines of the state-owned Petroleos Mexicanos. Nore than a dozen other tankers and freight containers were also seized.

Mexican drug cartels have allegedly become involved in increasingly sophisticated thefts of fuel and oil from Mexico's pipelines.

In the Pacific coast state of Guerrero, authorities reported Sunday they had found the bullet-ridden bodies of six men dumped in various locations, including three in or around the resort of Acapulco. Two of the dead men were identified as people kidnapped earlier in the month.

MEXICO CITY — The other side of the border is also
preparing for the implementation of Arizona's new
immigration law, which could lead to a surge of
deportees back to their country.

Migrant shelters along the border in Mexico say
they're bracing for new arrivals after the law goes
into effect Thursday.

Mexico's government has added more workers to its
consulate in Phoenix to assist detained Mexicans.
Migrants who have been deported say they're
watching to see how the law is enforced before
deciding whether to try again to cross the border
illegally into Arizona.

"On the plane, everybody was talking about the law,"
said Ernesto González, a deportee who arrived here
last week on a U.S. government flight from Tucson.
"Everybody knows it's coming."

Arizona's law makes it a state crime to be in the
country illegally. It allows police to check a person's
immigration status if the officer has reasonable
cause to suspect a person is in the country illegally.
The check can be made only during the course of a
lawful police action, such as a traffic stop or
investigation of a crime.

The law also allows Arizona citizens to sue police
departments if they feel the new law is not being
enforced — a provision related to so-called
"sanctuary cities," where local government officials
refuse to enforce anti-illegal immigration laws.

The Obama administration and several rights
groups have sued to stop the law from taking effect.
The Mexican government has filed a "friend of the
court" brief supporting them.

In Nogales, Sonora, the state shelter for migrant
children added 50 beds to the 100 it already had,
Director Maria Isabel Arvizu said. The San Juan
Bosco shelter in Nogales also is expecting more
migrants, Director Francisco Loureiro said.

"All of us are getting ready for people to come back,"
Arvizu said.

The Mexican Foreign Ministry declined to comment
on preparations for the law. But El Universal
newspaper reported that the consulate in Phoenix
increased its consular-protection staff from eight to
11 and is distributing pamphlets to inform
Mexicans about the law.

Across Mexico, radio talk shows, blogs and the
news media have turned Arizona Gov. Jan Brewer
into a household name.

On Friday, a morning show on aired a comedy skit
in which an actor dressed as Brewer rampages
through Mexico City with a stun gun, zapping
people. The country's newspapers have been
running articles daily about the legal battle over the
law.

Academics in Mexico say they are paying attention
to the Arizona law and similar proposals in other U.
S. states, said Victor Manuel Sánchez, a researcher
at the Latin American Faculty of Social Sciences, a
graduate school in Mexico City.

"It's going to have an effect on the ways people
migrate," Sánchez said.

While we will hold the door open for the possibility there's some fire with this smoke, the story claims that the paramilitary drug and alien importing gang Los Zetas had invaded our side of the border and taken over several ranches in the US thus sending the American occupants running for their lives.

In the past, materials from Dan Amato were welcome at ALIPAC, but his materials are no longer allowed in our archives after we observed Digger writing and attempting to publicize false information on multiple occasions.

The current story he has circulated has not been confirmed using any of the standards or practices we would use, or any professional would use, to verify before releasing such claims.

Claiming that military grade forces have actually seized US territory is not a matter that should be treated lightly. The threat of that happening is very real and the intense and costly reaction to such an incident is nothing to take chances with. Dan Amato took a lot of chances and ran a story that was just a rumor.

Now we have reports from local law enforcement, local media, and citizens who live in the area Digger claims is under Los Zeta occupation and they all say there's nothing like that happening in the area.

While ALIPAC has documented, and fought against, many legitimate media blackouts on stories like these, we are not seeing the usual patterns that we have experienced before around this story. This coupled with the fact that Digger of Digger's Realm BLOG acted on complete hearsay from a lone second hand source might indicate that a media blackout is not the true problem.

We will advise everyone, if this story changes or actual verification or evidence surfaces.

Until then we are advising everyone not to post or circulate the unverified claims by Digger that Los Zetas has taken over ranches in Texas.

Furthermore, no new materials by Dan Amato or Digger's Realm are allowed in ALIPAC's archives because those materials do not meet our quality standards and we have a big problem with groups or individuals who make sensational claims without proper verification and confirmation that our readers and activists would expect.

But the group Californians for Population Stabilization, or CAPS, has unveiled a report estimating the illegal population is actually between 20 and 38 million. Four experts, all of whom contributed to the study prepared by CAPS, discussed their findings at a news conference at the National Press Club in Washington Wednesday. James Walsh, a former associate general counsel of the Immigration and Naturalization Service, said he is "appalled" that the Bush administration, lawyers on the Senate Judiciary Committee, and every Democratic presidential candidate, with the exception of Joe Biden, have no problem with sanctuary cities for illegal aliens. "Ladies and gentlemen, the sanctuary cities and the people that support them are violating the laws of the United States of America. They're violating 8 USC section 1324 and 1325, which is a felony -- [it's] a felony to aid, support, transport, shield, harbor illegal aliens," Walsh stated. Walsh said his analysis indicating there are 38 million illegal aliens in the U.S. was calculated using the conservative estimate of three illegal immigrants entering the U.S. for each one apprehended. According to Walsh, "In the United States, immigration is in a state of anarchy -- not chaos, but anarchy."

Feinstein Calls Illegals Good 'Citizens', Lou Lets Loose

In all its cacophony and moments of absurdity, this morning's Today show segment on immigration was a supremely edifying example of the confusion, high emotion and complexity of the immigration debate. Matters reached their Alice-in-Wonderland apotheosis when Sen. Dianne Feinstein of California was shown arguing that illegal immigrants are good . . . 'citizens.' Said Feinstein: "They pay taxes, their children are Americans, they go to schools, they're good citizens and they're needed." This was in line with the fait accompli argument advanced by La Raza representative Janet Murguia. She referred to what she estimated as the 11-12 million illegal aliens in the country as "people are working in backbreaking work that nobody else wants to do in this country. We need to . . . understand that they are already part of this country." "They're doing work others won't do" has become the mantra of pro-immigration advocates. Others, such as National Review's Rich Lowry, say that argument is is easily refuted on logical and economic grounds. The morning's other guest was CNN's Lou Dobbs. On outsourcing and trade, I find that Dobbs' populism verges on demagoguery. But here, he was, if you'll excuse the expression . . . en fuego. Guest host Campbell Brown acknowledged that Dobbs has made immigration his issue: "you own it." Dobbs: "You cannot reform immigration if you cannot control immigration. And you cannot control immigration unless you control and secure your own borders. The rest of this is obfuscation and sham." Dobbs denied Campbell's assertion that Congress is doing just that, addressing border security: "If you would like to tell me how they're doing it? They're adding no border patrol. I was talking to Gov. Bill Richardson of NM last night. He was promised 269 border patrolmen this year - he has seen none of them." When Campbell plumped for one of the guest-worker programs, Dobbs fired back: "The 'comprehensive solution' is utter nonsense. It's language that means nothing. The fact is that we don't know how many illegal immigrants are in this country. The estimates range from 11 million to 20 million. . . . [11 million] is being commonly used because it suits the convenience of the agendas of the various parties. Bear Stearns did a study last year in which they extrapolated as many as 20 million illegal immigrants. . . It means a shift of 6-10 congressional seats based on those numbers alone." Brown then let her true MSM colors show with a softball question to Murguia implying that opposition to illegal immigration is veiled racism: "What are the racial undertones to this debate for many people? Is that something that worries you?" Murguia was only too happy to be worried, alleging that there are "racial undertones, anti-ethnic overtones." That's when Dobbs got off perhaps his best line of the morning. "The National Council of La Raza is talking about race? La Raza - what does that mean? It means 'the race'!"

Dumb Blogger Apologizes to Future Governor Meg Whitman

I screwed up.

The other day I was writing about Meg Whitman -- who's running for governor because she refuses refuses refuses to let California fail -- and how her plans include a tax cut for the super rich that could cost the state between four and six billion dollars.

My first mistake right there: It could be ten billion dollars. Maybe more.

(She wants to get rid of the capital gains tax. A tax that raised $10.6 billion in 2000.)

The next mistake I made was about how much Meg Whitman would personally save. We can only guess, because she won't release her tax returns, but I figured it would be a lot, based on this chart:

In a metaphor that got, frankly, out of hand, I said that Meg Whitman, being a billionaire with a proven proclivity for stock fraud, might not have to pay any taxes at all. This was inaccurate and unfair.

The governor of California makes $175,000 a year. That's a salary. That's still taxable. If Meg Whitman gets elected, she'll be on the hook for $12,173 right there.

Also any money Meg Whitman has in municipal bonds or CDs or a savings account will still be taxed as income.

Meg Whitman owns a $20 million vacation home in Telluride called Skyline Ranch. Let's say she can't use it because she's too busy being governor, so she rents it to some college kids. That's rental income. That's not a capital gain. She'll have to pay taxes on that.

Meg Whitman was a director at Goldman Sachs for 15 months and got paid $450,000. If she took it all as a salary, and she was living in California, that wouldn't be a capital gain. She'd still pay taxes on it.

While she was at Goldman Sachs, she voted to give Henry Paulson a bonus of $11.5 million. That is a capital gain. He wouldn't be taxed.

In exchange, Goldman Sachs gave Whitman special access to 100 initial public offerings. Whitman bought them and resold them in 24 hours and made $1.78 million. That's also a capital gain. Under the old plan, she owed upwards of $165,000, before she gave the money back, so as to not go to prison. If she does that again, and doesn't get caught this time, and she's governor and passes her tax plan, her tax liability will be 0 dollars and 0 cents.

Just as well, really. We'd probably waste that money on firefighters.

According to Citizens for Tax Justice, in 2007, 95 percent of Californians made 1 percent of their income from capital gains.

I don't have a joke for that. It's just something you should know.

Immigration Skyrockets as Americans Lose Their Jobs

With 10% unemployment, one would think that the government would consider lowering the number of green cards issued to foreign workers until Americans were back on their feet. Amazingly, recently released data from the Department of Homeland Security shows that we have actually increased immigration. Far from reflecting supply and demand, our legal immigration numbers continue to climb no matter the state of the national economy.
The latest figures come from fiscal year 2009. The fiscal year began on October 1, 2008, which is when our economic collapse began and continued through September of 2009. Over five million Americans lost their jobs during that period.
America issued 1,130,818 permanent green cards, 808,478 of which were given to immigrants of working age. This is an increase over 2008 and 2007. Excluding the extra green cards given after the 1986 amnesty, this was the second highest number of green cards issued since 1914. From 2000 though 2009, we issued 10,299,430—the highest decade in American history.
In addition to the green cards, the government issued 881,840 temporary work visas and gave refugee or asylum status to 96,721 aliens. The total increase to the American workforce was 1.75 million foreign workers. According to the Census Bureau, 1 out of every 6 workers is foreign born.

What are the possible justifications for this policy? Are these immigrants taking jobs Americans won’t do? With the unemployment rate at nearly 10%, no one can say this with a straight face.
Does this create diversity? The pool of legal immigrants is rather un-diverse. Less than 10% of them come from Europe.
Does more legal immigration decrease illegal immigration? If that were the case, you would have expected the illegal immigration numbers to decline as legal immigration increased. In fact, they have both skyrocketed.
Instead of talking about reducing these numbers, politicians are calling for raising the level of legal immigration. Senators Chuck Schumer (D.-N.Y.), Robert Menendez (D.-N.J.), and Harry Reid (D.-Nev.) recently released an outline for their ideas for “comprehensive immigration reform.” They call for adding an additional 3.4 million family visas and 550,000 work visas.
In the house, Representatives Luis Gutierrez (D.-Ill.) and Solomon Ortiz (D.-Tex.) introduced the Comprehensive Immigration Reform for America's Security and Prosperity Act (H.R. 4321) which makes the same proposals for increasing family and work visas, but one ups them by adding a special new visa category of 100,000 permanent green cards a year to go specifically to Latin American countries.

There are two bills in Congress that will reduce legal immigration. Rep. Phil Gingrey’s (R.-Ga.) Nuclear Family Priority Act (H.R.878) will limit family-based immigration and reduce 111,800 green cards. Rep. Bob Goodlatte’s (R.-Va.) SAFE for America Act (H.R.2305) will eliminate the Visa Lottery category that grants 50,000 visas a year. Unfortunately, the Republican leadership is not backing these bills and they only have 30 and 57 co-sponsors, respectively.
These bills are a great start, but even if they passed we’d still issue nearly one million green cards a year. If we really want to put Americans back to work, we need a moratorium across nearly all categories of legal immigration. A moratorium will free up jobs for American citizens, reduce the stress on social services, and allow the immigrants already here to assimilate.
The only people who will lose out from a moratorium are the ethnic interests who want new constituents and the business lobbies who want cheap labor. Unfortunately, both political parties are more concerned with the well-being of these special interests than the well-being American citizens.

Why the Federal Government Can't End Illegal Immigration

Illegal immigration into the United States is a highly profitable proposition for both employers and the U.S. government, and it also benefits Mexico, which is the largest source country of undocumented immigrants into the US.
The US and Mexican governments actively entice illegal immigrants to enter this country and to work illegally for profit-hungry U.S. employers. Poverty-stricken immigrants , who are often desperate to house and feed their families, respond to the financial enticements...and then are blamed by U.S. citizenry for illegally being in the US.
The purpose of this 4-part article is to explain why the US federal government can't afford and doesn't soon plan to to end illegal immigration.

Part 1 - United States Borders Are Barely Enforced

Ten million illegal immigrants live in the US, according to estimates by academic and government agencies, although Bear-Stearns investment firm analysts claim that the US illegal immigrant population "may be as high as 20 million people."
About 75% of undocumented immigrants arrive across the US southern border with Mexico, and hail from Mexico, El Salvador, Guatemala, Colombia and other Central and South American countries. The bulk...about 50% of all illegals....are Mexican-born people.
ONE-THIRD OF ILLEGALS LIVE IN CALIFORNIA.
Time magazine stated in 2004 that illegal immigration accelerated under the Bush Administration, with the US gaining 3 million additional illegal immigrant residents in 2004. A third of all illegal immigrants in the US live in California. Other states with large illegal populations are, in descending order, Texas, New York, Illinois, Florida and Arizona.

Part 2 - Widespread Poverty and Hunger in Mexico

According to the World Bank, 53% of Mexico' population of 104 million residents live in poverty, which is defined as living on less than $2 a day. Close to 24% of Mexico's population live in extreme poverty, which means they live on less than $1 a day.
The bottom 40% of Mexican households share less than 11% of the country's wealth. Millions live in extreme poverty, and children are compelled to work on the streets in order to help provide food for their families.
Unemployment in Mexico is realistically estimated near 40%, and there are no government
Poverty wasn't always as pervasive as it is today in Mexico. A bit of economic history is in order.....
In 1983, the devaluation of the Mexican peso triggered an explosion of US-owned factories, called maquiladoras, along the Mexican side of the US-Mexico border. Corporations closed thousands of factories within US borders, and relocated them to Mexico to take advantage of cheaper labor costs, few required benefits and legally-acceptable poorer working conditions.
Hundreds of thousands of poor Mexican workers and their families moved to northernmost Mexico to labor in the maquiladoras.
Within ten years, though, those same US corporations closed the maquiladoras, and again relocated factories, this time to Asia, which proffered even cheaper labor costs, no benefits and often abject working conditions acceptable to local governments.
Those hundreds of thousands of Mexican workers in the maquiladoras, and their families, were left with nothing. No benefits, no severance. Nothing.
To complicate economic matters more, Mexico's 1994-95 privatization of its banking and telecommunications industries thrust millions more into poverty with increased consumer prices, rising unemployment and wage and benefit cuts.
Mexico's massive privatizations in 1994-95 also created a new privileged class of home-grown millionaires and billionaires. As of 2002, Mexico ranked fourth in the world in billionaires, behind the US, Japan and Germany.
To summarize thus far, millions of Mexican families live in soul-stripping poverty...unemployed, hungry, without healthcare...and the US border with Mexico is significantly under-enforced.

Part 3 - US Employers Routinely Hire Illegal Immigrants, With Little Penalty

In March 2005, Wal-Mart, a company with $285 billion in annual sales. was fined $11 million for having untold hundreds of illegal immigrants nationwide clean its stores.
"The federal government boasts it's the largest of its kind. But for Wal-Mart, it amounts to a rounding error---and no admittance of wrongdoing since it claims it didn't know its contractors hired the illegals" wrote the Christian Science Monitor on March 28, 2005.
"If it weren't so easy for illegals and employers to skirt worker ID verification, the settlement's requirement that Wal-Mart also improve hiring controls might have a ripple effect in corporate America. but the piddling fine will hardly deter businesses from hiring cheap labor from a pool of illegals that's surged by 23 percent since 2000....But enforcement is pathetically inadequate, especially since 9/11."
The Immigration Reform and Control Act of 1986 provides for sanctions against businesses that hire undocumented workers, which means workers without proper identification. The legislation was enacted once Mexico-US border maquiladoras run by US corporations began closing, and those workers streamed across the border, searching for jobs of any kind.
But here's the rub. In 1999, under President Bill Clinton, the US government collected $3.69 million in fines from 890 companies for employing undocumented workers. In 2004, under President George Bush, the federal government collected $188,500 from 64 companies for such illegal employment practices. And in 2004, the Bush Administration levied NO fines for US companies employing undocumented workers.
In 21st-century America, it's an unspoken agreement between employer, the undocumented employee and the federal government: the employee provides acceptable ID that appears authentic, the employer asks no questions, and the US government looks the other way. Fake ID...Social Security cards, US permanent residency cards (i.e. "green cards"), US temporary employment authorization cards....are readily available for about $100 to $200 in every major American city,and plenty of smaller ones, too.
Wrote reporter Eduardo Porter in an April 5, 2005 New York Times article, "Currently available for about $150 on street corners in just about any immigrant neighborhood in California, a typical fake ID package includes a green card and a Social Security card. It provides cover for employers, who, if asked, can plausibly assert that they believe all their workers are legal."
Why would employers hire undocumented workers?
According to Catholic priest Dr. Daniel Groody, Associate Professor at University of Notre Dame and a director of the university's Center for Latino Studies, "If they make it across the border, most immigrants will work at low-paying jobs that no one except the most desperate wants. They will de-bone chicken in poultry plants, pick crops in fields and build houses in construction.
As one person in Arizona noted, 'It looks like entering the US through the desert as undocumented immigrants is some kind of employment screening test administered by the US government for the hospitality, construction and recreation industries.'
Willing to work at the most dangerous jobs, an immigrant a day will also die in the work place, even while for others the work place has become safer over the last decade."
And undocumented workers, grateful for any job, will work for lower wages and minimal or no benefits, therefore enabling employers to make higher business profits. Cheaper labor costs and lesser working conditions equal greater profits for business owners.
In a January 2005 World Net Daily article, a report by investment firm Bear Stearns was cited that clearly illustrates that millions of US jobs have shifted from the legal workforce "as employers have systematically replaced American workers with lower wage illegal aliens."
For illegal immigrants, it's about finding any work to feed, clothe and shelter their families. For employers, it's about profits.
But why would the US government look the other way, allowing employers to replace American workers with undocumented workers from other countries?
"...experts blame the twin pressures of ethnic advocacy and business interests" reports the Christian Science Monitor.
Translation...."ethnic advocacy" means buying favor...and votes....within the illegal immigrant community. If an immigrant doesn't vote, he/she has relatives who do. In the 21st century, Hispanics surpassed African-Americans as the largest ethnic group in the United States. Many believe that the Bush Administration's lack of immigration enforcement in 2004 was directly connected to the Republican Party's goal to court the Hispanic vote, and to entice Hispanics to join Republican ranks.
Translation..."business interests" means profits. When labor costs are lower, business profits are higher. When thousands of businesses have higher profits, then the US business community is stronger (and happier). More votes and more voter perception of success.
A major economic drawback, though, to allowing thousands...probably millions...of US businesses to pay under-market wages and benefits to undocumented workers is that it depresses wages for all workers in the US. All Americans workers, then have decreased incomes, lower benefits and higher rates of poverty and hunger.
An obvious moral drawback to allowing US businesses to pay under-market, lower than even minimum wage rates, is that it's wrong. Minimum wage and standard minimal working conditions are established to humanely provide for the safety and welfare of all workers...not just American-born workers. It's a matter of decency and human rights, rooted in the United States' Christian-Judeo heritage. It's wrong and exploitative, and it's immoral. It's an updated form of economic slavery.
Writes Dr. Groody, "Immigrants die cutting North Carolina tobacco and Nebraska beef, chopping down trees in Colorado, welding a balcony in Florida , trimming grass at a Las Vegas golf course, and falling from scaffolding in Georgia....
With an economic gun at their backs, they leave their homes because hunger and poverty pushes them across the border....Every day, immigrants dehydrate in deserts, drown in canals, freeze in mountains and suffocate in tractor trailers. As a result, the death toll has increased 1,000 percent in some places."
And there's one more reason why would the US government would look the other way, thus allowing US employers to replace American workers with undocumented workers from other countries. A huge, seemingly insurmountable reason. A $7 billion a year problem: Social Security.

Part 4 - Undocumented Workers Give $7 Billion Annually to Social Security
*

According to a New York Times article on April 5, 2005, "...the estimated seven million or so illegal immigrant workers in the United States are now providing the system with a subsidy of as much as $7 billion a year....Moreover, the money paid by illegal immigrants and their employers is factored into all the Social Security Administration's projections."
However, since illegal immigrant workers are here illegally, and ostensibly presented fake ID to the US employer, they will never collect Social Security benefits. "For illegal immigrants, Social Security numbers are simply a tool needed to work on this side of the border. Retirement does not enter the picture," reports the New York Times.
The Social Security Administration remains solvent in large part due to deductions taken from the paychecks of illegal immigrant workers, yet Social Security will never pay benefits to those workers. The workers pay in, but they never receive back.
Wouldn't the federal government detect fake Social Security numbers? According to that April 6, 2005 New York Times article, "Starting in the late 1980s, the social Security Administration received a flood of W-2 earnings reports with incorrect---sometimes simply fictitious---Social Security numbers. It stashed them in what it calls the 'earnings suspense file' in the hope that someday it would figure out whom they belonged to. The file has been mushrooming ever since: $189 billion worth of wages ended up recorded in the suspense file over the 1990s, two and a half times the amount of the 1980s.
In the current decade, the file is growing, on average, by more than $50 billion a year, generating $6 billion to $7 billion in Social Security tax revenue and about $1.5 billion in Medicare taxes.
...the mismatched W-2's fit like a glove on illegal immigrants' known geographic distribution and the patchwork of jobs they typically hold. An audit found that more than half of the 100 employers filing the most earnings reports with false social Security numbers from 1997 through 2001 came from just three states: California, Texas and Illinois."
As shown by this information, the federal bureaucracy clearly knows which companies employ probable illegal immigrant workers, and it even knows which workers are likely illegals.
And the government does nothing about it. Not one penalty was levied by the federal government against an employer in 2004 for hiring undocumented workers.

SUMMARY
The equation to explain the whys of illegal immigration into the US is simple:
Add: Widespread abject poverty and starvation in Mexico after US corporations relocated their cheap-labor plants from the US-Mexico border to Asia, and after Mexican banks and telecommunications were privatized, creating dozens of instant billionaires and plunging millions into poverty.
Add: An extremely porous, under-enforced US-Mexico border.
Add: US employers anxious for more profits, and willing to exploit the poverty and fears of illegal immigrants to do so.
Add: The federal government anxious to curry favor with , and garner votes from, business owners and the Hispanic community...thus, willing to under-enforce borders and immigrations laws, and ignore illegal hiring by employers.
Add: The Social Security Administration dependent on taking in $7 billion annually of contributions from illegal immigrant workers who will never receive benefits from the system.
THE RESULT: Millions of illegal immigrants working for low wages and in poor working conditions, grateful for "scraps to fall from the US table of prosperity," per Dr. Groody.
Wealthier US businesses, and a much-richer Social Security Administration, neither which reimburse local and state authorities and taxpayers for the costs (education, health care, law enforcement and more) associated with illegal immigrants.
And a very angry US citizenry, who vilify immigrants for being here, rather than blaming the business owners who hire and exploit them, the US government which lets them enter the US and profits greatly from them, and the Mexican government which is happy to see them immigrate out of their country.

Immigrant 'sanctuaries' rouse opponents' wrath

Supporters of Arizona's immigration law say the Obama administration should be going after local jurisdictions that have proclaimed themselves relatively safe places for illegal immigrants.

Critics of the Obama administration's decision to sue Arizona over its new law to control illegal immigration accuse the government of overlooking a more obvious target: the dozens of cities that called themselves a "sanctuary" for immigrants.

"Everyone has noticed the hypocrisy of the government going after Arizona and ignoring the sanctuary cities," said Bob Dane, a spokesman for the Federation for American Immigration Reform. "They have it exactly backwards. Arizona is applying federal law, and sanctuary cities are violating it."

Justice Department lawyers on Thursday asked a judge in Phoenix to block Arizona's law from going into effect on the grounds it interferes with federal immigration policy. The law is due to take effect in the coming week.

The Justice Department lawyers say the government wants to catch and deport criminal immigrants, but it does not wish to take custody of hundreds of thousands of illegal immigrants who are otherwise abiding by the law.

Beginning in the 1980s, more than 40 cities and counties adopted ordinances or resolutions declaring they were sanctuaries for immigrants. Police and other city employees were told they should not ask about a person's immigration status, and they should not tell federal agents if they learned a person was here illegally.

More recently, many of these cities have backed away from such policies. But there continues to be debate over whether local officials have a duty to alert federal agents about illegal immigrants.

The Justice Department disputes the contention that its policy is hypocritical. "There is a big difference between a state or locality saying they are not going to use their resources to enforce a federal law, as so-called 'sanctuary' cities have done, and a state passing its own immigration policy that actively interferes with federal law," said Tracy Schmaler, a department spokeswoman.

Kris Kobach, the Kansas law professor who drafted the Arizona law, said he particularly objected to cities that have a policy of freeing criminals who are illegal immigrants without notifying federal immigration officials. "It's pretty clear they are breaking the law. And they are doing it with impunity," he said.

He pointed to a provision Congress added to the immigration laws in 1996. It says state and local agencies and their officials "may not prohibit or in any way restrict" their employees from "sending" information about a person's immigration status to the agency then known as the Immigration and Naturalization Service.

But Congress did not set a penalty for violations. And since then, neither Republican or Democratic administrations have taken legal action to enforce it, according to government officials and immigration lawyers.

Michael Hethmon, a lawyer for the Immigration Reform Law Institute, blames politics and the unusual coalition supporting loose enforcement. "Neither employers nor the ethnic interest groups have wanted these laws enforced," he said. "It's about both immigrants' rights and cheap labor."

But the legal difficulty of enforcing immigration laws goes even further. Supreme Court Justice Antonin Scalia, a conservative, said the Constitution shields states and localities from federal dictates. "Congress cannot compel the states to enact or enforce a federal regulatory program," he said in a 1997 ruling.

Cities with sanctuary policies deny they shield known criminals from immigration agents.

The Los Angeles Police Department has had a policy for more than 30 years that prohibits officers from initiating contact with someone just to determine whether they are in the U.S. legally. LAPD officials have said the policy encourages illegal immigrants who witness crimes to assist police without fear of being deported.

In the last two years, U.S. immigration officials have launched a new alert system that they believe can solve the problem of deporting criminal immigrants. It also has potential to defuse much of the controversy over "sanctuary" cities. Known as "Secure Communities," it permits federal immigration authorities to scan fingerprints of newly arrested suspects. Los Angeles County participates in the program.

Officials at the Immigration and Customs Enforcement downplay the significance of "sanctuary" policies. "None of these municipal laws have yet interfered with our ability to make our streets safer," said Matt Chandler, an agency spokesman.

County Spends $600 Mil On Welfare For Illegal Immigrants

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.

THE EXORBITANT FIGURE DOES NOT INCLUDE THE ENORMOUS COST OF EDUCATING, MEDICALLY TREATING, OR INCARCERATING ILLEGALS ALIENS. THIS COSTS THE COUNTY AN ADDITIONAL ONE BILLION DOLLARS.

The exorbitant figure, revealed this week by a county supervisor, doesn’t even include the enormous cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.

THE EXORBITANT FIGURE DOES NOT INCLUDE THE ENORMOUS COST OF EDUCATING, MEDICALLY TREATING, OR INCARCERATING ILLEGALS ALIENS. THIS COSTS THE COUNTY AN ADDITIONAL ONE BILLION DOLLARS.
