To Overhaul Immigration, Advocates Alter Tactics

Lacing up new pairs of walking shoes with a flourish, four immigrant students set out on foot from downtown Miami on Friday, starting a four-month walk to Washington to protest what they called the Obama administration’s lack of action on legislation granting legal status to illegal immigrants.
Three of the four protesters, who are current or former students at Miami Dade College, do not have legal-resident status and risk detention by immigration authorities during the 1,500-mile walk.
The students’ trek showed the resolve and also some limitations of groups supporting an immigration overhaul that would include measures to legalize illegal immigrants. Those groups said this week that they would start a national campaign in January to pressure President Obama to push for the overhaul before midterm elections in November.

But as immigration enforcement has continued at a steady pace during the first year of the Obama administration, many illegal immigrants are clinging to jobs and families in this country and may be afraid to participate in public demonstrations. With unemployment holding at 10 percent, immigrant advocates acknowledge that their campaign could awaken passionate opposition in Congress and around the country.
The students in Miami said in a statement that they decided to begin their walk because they had a “deep desire and need for complete citizenship” after they reached dead-ends in school or work because of their lack of legal immigration status. The protesters include Carlos Roa, 22, who was 2 years old when his parents brought him here from Venezuela, and Felipe Matos, 23, sent from Brazil by his mother when he was 14. They say they support proposals in overhaul bills that would open a path to citizenship for students who came to this country illegally when they were young.
Mr. Matos, a former student government president at Miami Dade, said he had been accepted by Duke University but had not been able to attend because his lack of legal status prevented him from getting financial aid. Trained as a teacher, he has not been able to take a job without a valid Social Security number.
Starting with a small but noisy send-off at noon by about 100 people on the steps of a landmark building in Miami known as the Freedom Tower, the students said they would walk about 16 miles a day, stopping to sleep at churches and immigration centers. They hope to reach Washington in May.
They said they had concluded that the exposure to immigration agents on the walk was not much greater than what they faced in their daily lives.
“We are aware of the risk,” Mr. Matos said by telephone. “We are risking our future because our present is unbearable.”
The case of a third student marcher, Gaby Pacheco, 24, an Ecuadorean, and her family is on appeal in immigration court. The fourth student, Juan Rodriguez, a Colombian who is 20, said he was not at risk because he became a legal resident in 2008, after 13 years in this country.
Immigration and Customs Enforcement officials did not respond to requests by telephone and e-mail for comment on Friday.
Elsewhere, immigrant groups have been trying other tactics to push for reform, after an overhaul bill they supported was defeated in the Senate in 2007 by a huge surge of voter opposition. In November the groups organized a mass conference call on which, they said, more than 60,000 participants on mobile phones spoke with Representative Luis V. Gutierrez, Democrat of Illinois, to discuss an overhaul proposal. Mr. Gutierrez introduced the bill in the House last month.

The Illinois Coalition for Immigrant and Refugee Rights, a group in Chicago, is preparing rallies for mid-January with labor unions and African-American churches, hoping to persuade American workers that immigrants would be less likely to undercut wages if they had legal status and could participate openly in unions.
Republican lawmakers said they remained confident that they could defeat any overhaul proposal. They said it would be political folly for the Obama administration to propose a huge legalization program for illegal immigrants when so many Americans are out of work.

The law hits employers who knowingly hire illegal aliens with strict penalties and in some cases even strips businesses of their licenses. A lower court upheld the same law in February. In California, League of United Latin American Citizens has adopted a resolution to declare "California Del Norte" a sanctuary zone for immigrants. Facing another huge deficit, the governor wants $8 billion or threatens massive cuts in social services. He also plans to renew push for offshore oil drilling.

Facing a budget deficit of more than $20 billion, Gov. Arnold Schwarzenegger is expected to call for deep reductions in already suffering local mass transit programs, renew his push to expand oil drilling off the Santa Barbara coast and appeal to Washington for billions of dollars in federal help, according to state officials and lobbyists familiar with the plan.

If Washington does not provide roughly $8 billion in new aid for the state, the governor threatens to severely cut back -- if not eliminate -- CalWORKS, the state's main welfare program; the In-Home Health Care Services program for the disabled and elderly poor, and two tax breaks for large corporations recently approved by the Legislature, the officials said.

Schwarzenegger also will propose extending a cut in the state payroll that is scheduled to expire this summer. That cut has translated into 200,000 state workers being furloughed three days a month, the equivalent of a 14% pay cut. Lawmakers would have the option of extending the furloughs, imposing layoffs or some combination of the two.

The governor is scheduled to unveil his plan publicly early next month. Administration spokesman Matt David declined to comment on the details.

The governor and lawmakers have already had to close shortfalls this year totaling $60 billion, as tax revenues plummeted at rates not seen in California since the Great Depression. Amid the continuing budget crisis, the state ran short of cash needed to cover its bills and was forced to issue IOUs over the summer.

Activists were particularly alarmed by the potential cuts to social service programs, which have taken big hits recently.

"Families are struggling, we have an incredibly high unemployment rate, and we can't afford to cut these programs any more," said Nancy Berlin, director of California Partnership, a statewide coalition of advocates for the poor based in Los Angeles. "Sacramento has got to pull it together and find another way out of this. They can't take more from low-income families. If they do, we will find more people on the streets."

Schwarzenegger's pitch for federal assistance will hit on familiar themes: Californians pay substantially more in federal taxes than make it back to the state, the crushing burden of unfunded federal mandates, the way funding formulas have made it impossible for the state to trim certain programs.

CALIFORNIA UNDER MEXICAN OCCUPATION – WHO REALLY PAYS FOR IT?
This is something that I don't understand:

1 - Teacher's are being told that they will have to take pay cuts or somewhere between 3,500 to 8,000 will have to be let go.

2 - State employees have had to accept pay cuts by taking additional days off or thousands would be terminated.

3 - Students attending college will expect to have to pay up to 25 percent more or they won't be back next year.

4 - Did somebody say that the DMV is open only 4 days a week? I'm not sure on this one. I heard it 2nd had.

5 - Within the next 2 years expect postal services to only deliver mail 5 days a week instead of 6. Some say it should be cut to 4.

6 - 9 postal offices that are being eliminated in California due to the cost of keeping them open.

7 - Transit workers are going to go on strike if they don't get raises now. The transit authority has said go ahead it's not happening.

8 - An untold number of hospitals have already been closed down in California the last 5 years due to rising costs.

9 - Prison costs are in the Billions of dollars here in California. HALF THE COST IS FOR BEING MEXICO’S PRISON SYSTEM! HOW MANY DECADES HAVE THE DUMPED THEIR CRIMINAL POPULATION OVER OUR BORDERS?

10 - Schools are having to spend additional costs to have classes are taught in Spanish because of the amount of student here that don't speak English.

Obama said that nobody in the U.S. that is here illegally with be included in the new Health care plan. But he also said that's why we will have to "reclassify them". Gee I wonder what that means?

Nancy Pelosi has already said that Amnesty is a done deal.

Barbara Boxer is fighting with ICE - because she doesn't want any illegals deported. Hell once they've been "reclassified" the term of illegal immigrants will cease to exist.

Now I don't know first hand what Arnold has said - but I believe he has said things that end up meaning that he supports Amnesty for illegal immigrant

August 11, 2009—Figures from the Department of Public Social Services show that children of illegal aliens in Los Angeles County collected nearly $22 million in welfare and over $26 million in food stamps in June, announced Los Angeles County Supervisor Michael D. Antonovich. Projected over a 12 month period – this would exceed $575 million dollars.

Annually the cost of illegal immigration to Los Angeles County taxpayers exceeds over $1 billion dollars, which includes $350 million for public safety, $400 million for healthcare, and $500 million in welfare and food stamps allocations. Twenty-four percent of the County’s total allotment of welfare and food stamp benefits goes directly to the children of illegal aliens born in the United States.

“Illegal immigration continues to have a catastrophic impact on Los Angeles County taxpayers,” said Antonovich. “The total cost for illegal immigrants to County taxpayers exceeds $1 billion a year – not including the millions of dollars for education.”

In hosting America’s largest population of illegal immigrants, California bears a huge cost to provide basic human services for this fast growing, low-income segment of its population. A new study from the Federation for American Immigration Reform (FAIR) examines the costs of education, health care and incarceration of illegal aliens, and concludes that the costs to Californians is $10.5 billion per year.

Among the key finding of the report are that the state’s already struggling K-12 education system spends approximately $7.7 billion a year to school
the children of illegal aliens who now constitute 15 percent of the student body. Another $1.4 billion of the taxpayers’ money goes toward providing
health care to illegal aliens and their families, the same amount that is spent incarcerating illegal aliens criminals.

“California’s addiction to ‘cheap’ illegal alien labor is bankrupting the state and posing enormous burdens on the state’s shrinking middle class tax base,”
stated Dan Stein, President of FAIR. “Most Californians, who have seen their taxes increase while public services deteriorate, already know the impact that
mass illegal immigration is having on their communities, but even they may be shocked when they learn just how much of a drain illegal immigration has become.”
The Costs of Illegal Immigration to Californians focuses on three specific program areas because those were the costs examined by researchers from the Urban Institute in 1994.
Looking at the costs of education, health care and incarceration for illegal aliens in 1994, the Urban Institute estimated that California was subsidizing illegal immigrants to the
tune of about $1.1 billion. The enormous rise in the costs of illegal immigrants over the intervening ten years is due to the rapid growth in illegal residents. It is reasonable to
expect those costs to continue to soar if action is not taken to turn the tide.

“Nineteen ninety-four was the same year that California voters rebelled and overwhelmingly passed Proposition 187, which sought to limit liability for mass illegal immigration.
Since then, state and local governments have blatantly ignored the wishes of the voters and continued to shell out publicly financed benefits on illegal aliens,” said Stein.
“Predictably, the costs of illegal immigration have grown geometrically, while the state has spiraled into a fiscal crisis that has brought it near bankruptcy.
“Nothing could more starkly illustrate the very high costs of ‘cheap labor’ than California’s current situation,” continued Stein. “A small number of
powerful interests in the state reap the benefits, while the average native-born family in California gets handed a nearly $1,200 a year bill.”

"Victims ranged in age from 1 year old to 13 years old, with the average age being 6."

4. 617, or 41 %, were sexual homicides and serial murders by illegal aliens. "The murders were the worst of the sex crimes and were especially vicious. The most common method was for an offender to break into a residence and ambush his victims. Not only were victims raped, but some (6%) were mutilated. 6. The Schurman-Kauflin study noted that "Nearly 63% of the offenders had been deported on another offense prior to the sex crime." Note the word "deported," something that often comes up when we are talking about the crimes committed by illegal aliens. That means they were once removed from the country but came back in again to commit the crime! In this case, lack of any serious border security allowed the additional crime to happen – an additional 82,473 sex crimes – per year!

7. "Illegal immigrants who commit sex crimes first cross the U.S. border illegally. Then they gradually commit worse crimes and are continually released back into society or deported. Those who were deported simply returned illegally again. Only 2% of the offenders in this study has no history of criminal behavior, beyond crossing the border illegally. There is a clear pattern of criminal escalation. From misdemeanors such as assault or DUI, to drug offenses, illegal immigrants who commit sex crimes break U.S. laws repeatedly. They are highly mobile, work in low skilled jobs with their hands, use drugs and alcohol, are generally promiscuous, have little family stability, and choose victims who are easy to attack. Their attacks are particularly brutal, and they use a hands-on method of controlling and/or killing their victims."

9, "Recently an outbreak of hepatitis traced to Chi-Chi's Mexican restaurant, in Pennsylvania was inexplicably traced to contaminated green onions, not the most obvious cause, undocumented food workers who harbored Hepatitis. For the most part, Hepatitis is a blood-borne, not a food-borne disease. The Hepatitis outbreak infected over 650 individuals, caused 9,000 Americans to undergo immune globulin shots, and killed 4 people.
If Americans found out restaurants can commonly infect their customers from food workers, it would be a serious blow to the restaurant industry. Better blame the green onions. Let's concede the onions, grown in Mexico, were contaminated from fecal material containing Hepatitis. Did all the green onions imported from Mexico end up in one single restaurant? There were no other outbreaks of Hepatitis anywhere elsewhere from green onions. There were 13 mexican restaurant workers who had Hepatitis. They were the likely source of the transmitted infection.

All these diseases and pathogens, and a plethora of others that are not endemic to the US, are being brought in by unscreened illegal aliens who then spread them to an unsuspecting population. These diseases will give you something to think about the next time you are eating at a restaurant with the grunt work being done by illegal aliens who didn't have medical screening before preparing and handling your food.

10. However, the direct cost of educating the children of illegal aliens is somewhere between $29 and $35 BILLION dollars a year. You can add in another billion or two for the costs of supplemental feeding programs and other welfare benefits administered through the schools but which are off the "education costs" in the school budgets.

Most illegal aliens are working in lower paying jobs are often sharing houses and apartments with other families. Most pay little or no state or federal income taxes and, because they have low incomes and frugal lifestyles, they pay little sales taxes as well. The local and state taxes illegal aliens pay, comes no where near paying for the education costs of their children. The difference is picked up by the tax paying public. Since many localities fund public schools through real estate taxes, this often means escalating taxes which put an enormous burden on elderly home owners living on fixed incomes.

11. Digressing for a moment, what the hell was a convicted, illegal alien sex offender even doing out of jail or not immediately deported – even if 63% do come right back - let alone roaming around the neighborhoods while on a registry! Has the judicial system in this country gone insane?

In any case, Operation Predator began on July 9, 2003, and resulted in 6,085 child predator arrests throughout the country - an average of roughly 250 arrests per month and eight arrests per day. While arrests have been made in every state, the most have occurred in these states: Arizona (207), California (1,578), Florida (255), Illinois (282), Michigan (153), Minnesota (190), New Jersey (423), New York (367), Oregon (148) and Texas (545).

While Operation Predator was a noble effort and ICE is to be commended, it only made a small dent in the criminal activity and number of horrific crimes being committed by illegal alien child sexual predators.

An article in the San Francisco Chronicle stated that Mexicans living in the U.S. send between $6 and $8 billion back to their families every year, making them the third-biggest legitimate force in the Mexican economy, after oil and tourism. Additionally, US taxpayers pay for all the direct and indirect costs of "housing" the Mexican illegal aliens. In essence, it's an unofficial form of foreign aide. Mexico isn't about to control its borders, since Mexicans fleeing their country for work in the U.S. send plenty of money back to their own country.

While the $6-8 billion number is often quoted, a fairly recent story in The Brownsville Herald, Banks seek stake in billions sent home, notes that some estimates place the amount of dollars going south in 2006 will be $45 Billion, which was up from an estimated $30 Billion in 2004.

Regardless of the amount, all that money is leaving the US economy and not creating additional job opportunities here. Additionally, all that money represents jobs Americans used to have.

13. "All the research suggests that the reason illegal aliens create large fiscal [deficits] for the country is not their legal status, but rather their educational attainment. Sixty percent of illegals are thought not to have even a high school education, another twenty percent, a high school education only. All the research suggests that people with relatively little education make relatively little money in the modern American economy ...[As] a consequence, they tend to pay relatively little in taxes, even if they are legal and on the books.
At the same time, [these individuals] tend to use a fair amount in public services, reflecting their lower incomes. I estimate illegals pay about $16 billion a year to the Federal Government in taxes ... the difference between what they pay in taxes and use in services is about $10 billion. So right now the net drain on the Federal Government alone from illegal families is about $10 billion. If we began to legalize [these individuals] and they began to pay taxes and use services like legal immigrants with the same level of education, the net fiscal drain would roughly triple to nearly $30 billion."

15. Chagas Disease (American Trypanosomiasis), endemic to South and Central America, is spread by infected triatomine bugs, known as the "kissing bugs," that bite people. Most cases of Chagas Disease that occur in patients other than illegal aliens are thought to be contracted from tainted blood – blood sold by illegal aliens with Chagas Disease before the blood supply started being tested for it as of August of 2006.

Hoping to jump-start a major legislative drive on immigration reform in the U.S. Congress, more than 100 pro-reform House Democrats signed a letter reminding President Obama of his administration's commitment to overhaul immigration.
The letter was clearly meant to nudge the White House toward engaging an issue it has allowed to languish.
The letter expressed House Democrats' "commitment to fix our broken immigration system" and cited "strong support for moving forward on fair and humane comprehensive immigration reform this year." One of the signees, Rep. Luis Gutierrez, an Illinois Democrat, is gearing up to introduce a major immigration reform bill as early as next month.
Immigration advocates and their allies in Congress believe there is a window for immigration reform to pass early next year, before midterm elections complicate the political calculus.
"The room for doing this is very tight," Gutierrez said earlier this month on the Spanish-language Univision network's political talk program, "Al Punto." "We have to do it in February or early March of next year."
The renewed buzz around reform has raised expectations in the Hispanic community, but since such hopes have been dashed before, there is still an undercurrent of skepticism.
Despite the stirrings in the lower House of Representatives, it's still unclear how much traction an immigration fix has in the Congress overall. Gutierrez's bill and the letter to President Obama are only opening plays in a long campaign to push immigration to the center of Washington, D.C.'s always crowded agenda.
The recent moves might help Democrats show Hispanic voters that the party is aware of widespread frustration with the current immigration system. But there's still no clear commitment to a timetable for an overhaul, or certainty that it will come.

The Administration's Phantom Immigration Enforcement Policy
According to DHS’s own reports, very little of our nation’s borders (Southwestern or otherwise) are secure, and gaining control is not even a goal of the department.

The setting was not quite the flight deck of the U.S.S. Abraham Lincoln with a “Mission Accomplished” banner as the backdrop, but it was the next best thing. Speaking at the Center for American Progress (CAP) on Nov. 13, Homeland Security Secretary Janet Napolitano declared victory over illegal immigration and announced that the Obama administration is ready to move forward with a mass amnesty for the millions of illegal aliens already living in the United States.
Arguing the Obama administration’s case for amnesty, Napolitano laid out what she described as the “three-legged stool” for immigration reform. As the administration views it, immigration reform must include “a commitment to serious and effective enforcement, improved legal flows for families and workers, and a firm but fair way to deal with those who are already here.”
Acknowledging that a lack of confidence in the government’s ability and commitment to effectively enforce the immigration laws it passes proved to be the Waterloo of previous efforts to gain amnesty for illegal aliens, Napolitano was quick to reassure the American public that those concerns could be put to rest.
“For starters, the security of the Southwest border has been transformed from where it was in 2007,” stated the secretary. Not only is the border locked up tight, she continued, but the situation is well in-hand in the interior of the country as well. “We’ve also shown that the government is serious and strategic in its approach to enforcement by making changes in how we enforce the law in the interior of the country and at worksites…Furthermore, we’ve transformed worksite enforcement to truly address the demand side of illegal immigration.”
If Rep. Joe Wilson had been in attendance to hear Secretary Napolitano’s CAP speech he might well have had a few choice comments to offer. But since he wasn’t, we will have to rely on the Department of Homeland Security’s own data to assess the veracity of Napolitano’s claims.
According to DHS’s own reports, very little of our nation’s borders (Southwestern or otherwise) are secure, and gaining control is not even a goal of the department. DHS claims to have “effective control” over just 894 miles of border. That’s 894 out of 8,607 miles they are charged with protecting. As for the other 7,713 miles? DHS’s stated border security goal for FY 2010 is the same 894 miles.
The administration’s strategic approach to interior and worksite enforcement is just as chimerical as its strategy at the border, unless one considers shuffling paper to be a strategy. DHS data, released November 18, show that administrative arrests of immigration law violators fell by 68 percent between 2008 and 2009. The department also carried out 60 percent fewer arrests for criminal violations of immigration laws, 58 percent fewer criminal indictments, and won 63 percent fewer convictions.
While the official unemployment rate has climbed from 7.6 percent when President Obama took office in January to 10 percent today, the administration’s worksite enforcement strategy has amounted to a bureaucratic game of musical chairs. The administration has all but ended worksite enforcement actions and replaced them with paperwork audits. When the audits determine that illegal aliens are on the payroll, employers are given the opportunity to fire them with little or no adverse consequence to the company, while no action is taken to remove the illegal workers from the country. The illegal workers simply acquire a new set of fraudulent documents and move on to the next employer seeking workers willing to accept substandard wages.

As Americans scrutinize the administration’s plans to overhaul immigration policy, they are likely to find little in the “three-legged stool” being offered that they like or trust. The first leg – enforcement – the administration has all but sawed off. The second – increased admissions of extended family members and workers – makes little sense with some 25 million Americans either unemployed or relegated to part-time work. And the third – amnesty for millions of illegal aliens – is anathema to their sense of justice and fair play.
As Americans well know, declaring “Mission Accomplished” and actually accomplishing a mission are two completely different things. When it comes to enforcing immigration laws, the only message the public is receiving from this administration is “Mission Aborted.”

Taxpayers in the nation’s most populous county dished out nearly $50 million in a single month to cover only the welfare costs of illegal immigrants, representing a whopping $10 million increase over the same one-month period two years ago.
In June 2009 alone Los Angeles County spent $48 million ($26 million in food stamps and $22 million in welfare) to provide just two of numerous free public services to the children of illegal aliens, which will translate into an annual tab of nearly $600 million for the cash-strapped county.
The figure doesn’t even include the exorbitant cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $400 million for healthcare and $350 million for public safety.
The recent single-month welfare figure was obtained from the county’s Department of Social Services and made public by a county supervisor (Michael Antonovich) who assures illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers.” The veteran lawmaker points out that 24% of the county’s total allotment of welfare and food stamp benefits goes directly to the children of illegal aliens—known as anchor babies—born in the United States.
A former fifth-grade history teacher who has served on the county’s board for nearly three decades, Antonovich has repeatedly come under fire for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
Numerous other reports have documented the enormous cost of illegal immigration on a national level. Just last year a renowned economist, who has thoroughly researched the impact of illegal immigration, published a book breaking down the country’s $346 billion annual cost to educate, jail, medically treat and incarcerate illegal aliens throughout the U.S.

August 11, 2009—Figures from the Department of Public Social Services show that children of illegal aliens in Los Angeles County collected nearly $22 million in welfare and over $26 million in food stamps in June, announced Los Angeles County Supervisor Michael D. Antonovich. Projected over a 12 month period – this would exceed $575 million dollars.

Annually the cost of illegal immigration to Los Angeles County taxpayers exceeds over $1 billion dollars, which includes $350 million for public safety, $400 million for healthcare, and $500 million in welfare and food stamps allocations. Twenty-four percent of the County’s total allotment of welfare and food stamp benefits goes directly to the children of illegal aliens born in the United States.

Civic leader from El Monte, Calif., is victim of Mexican violence
The killing of an El Monte civic leader on a visit to Durango shows how prevalent lawlessness has grown.

The execution-style murder of a young El Monte civic leader in Mexico was viewed Friday as a stark sign of just how widely the country's savage drug violence has spread.

Bobby Salcedo, an assistant principal and school board member, had no ties to narcotics trafficking, his family and friends said. He is believed to be the first U.S. elected official killed in the 4-year-old spasm of carnage in Mexico.

Gomez Palacio, the city where he died, was once best known for its industry. But it has grown violent: Salcedo and the five men who died with him were among 11 killed in the city that night with signs of execution, according to media reports.

Salcedo had deep ties to the central Mexican city. The school administrator, who was born and raised in California, was a past president of the South El Monte-Gomez Palacio sister cities organization and raised money for scholarships, clinics, firefighters, orphanages and playgrounds.

He met his wife, Betzy, in 1999 when she went from Gomez Palacio to Southern California on a sister-city exchange student scholarship. They were visiting her family when he was hauled off and shot to death.

"I don't know if we lived in a bubble, but we never thought we would be targeted," said Salcedo's brother Carlos. "We were never looking over our shoulder."

But criminality and lawlessness have descended on Durango state, where Gomez Palacio is situated, like a pestilence, attacking the city of 240,000 people with ferocity. Last year, more than 600 people were killed in Durango, making it the fourth-deadliest state total in the country.

For immigrants from Durango in Southern California, the return home for Christmas was once a hallowed tradition. This year, however, the Federation of Durangan Clubs estimated travel home was off by as much as 60%.

"There's a lot of fear," said Carlos Martinez, the federation secretary. "People don't want to risk it."

Martinez said the federation was promoting a round-trip flight from Tijuana to Durango for $220, cheaper than the cost of a bus, but the airline canceled the flight because of a lack of sales.

Agustin Roberto "Bobby" Salcedo, 33, apparently wasn't very worried.

Joseph Vu, 34, a former co-worker and classmate of Salcedo, said they exchanged text messages hours before Salcedo was kidnapped. "He said he was going to have a few beers. That was it," said Vu, also an assistant principal at El Monte High School.

The Salcedos were dining with Betzy's former classmates at a bar called Iguanas Ranas, next to the Buchacas pool hall, Wednesday evening.

Shortly after midnight a group of armed and masked men burst into the bar and asked who owned a truck parked out front, investigators told The Times. No one claimed it so the gunmen went from man to man, slapping them around until zeroing in on Salcedo and five others. They were hauled away.

Their bodies were discovered several hours later, dumped in a field near a canal. Salcedo was killed by a single gunshot to the head and had apparently not been tortured, said an official in the state attorney general's office in Gomez Palacio, who did not want to be identified because he was not authorized to speak to media.

Most of the other men had also been killed with a single gunshot, but two bore numerous gunshot wounds, suggesting they were the targets, the official said. None of the men killed with Salcedo had criminal records, but investigators suspect one or two might have been drug dealers.

No evidence indicates that Salcedo had been specifically targeted, authorities said.

Residents of Gomez Palacio expressed surprise that Salcedo would have ventured to the strip on Miguel Aleman Boulevard, which has a well-established seedy reputation. Its bars, pool halls and nightclubs have been the scene of kidnappings and shootouts, and the area is an easy place to buy drugs.

"I think he was in the wrong place at the wrong time, and with the wrong people," one resident said.

At Mountain View High School in El Monte, where Salcedo was once student body president, then later football coach and assistant principal, he was remembered as an involved administrator, attending sporting events, dressing up on Halloween and exercising often on the school's track.

"He's helped every aspect of the school," said junior Justin Spence. "Everyone knew him."

Former El Monte Police Chief Ken Weldon described Salcedo as conscientious and hard-working, a "giver" and a leader. "This is a dagger in the hearts of a lot of people," he said.

Salcedo's brother Carlos said that his sister-in-law called Thursday to tell him his brother's body had been found. He was the first in his family to hear the news. He said his mother broke down. "She kept saying, 'They took my Bobby,' " he said. Salcedo said his brother's body probably will be returned Monday and the family is hoping to have a service Wednesday.

The spasm of drug violence that has gripped Durango in the last few years has been fueled by a dispute over the territory.

The Sinaloa cartel and its leader, Joaquin "El Chapo" Guzman, long controlled the area. But moving in from neighboring Coahuila are the Zetas, a ruthless gang that has splintered off the Gulf cartel in Mexico's northeastern border region.

One Southern California immigrant leader, who did not want to be identified for fear of retaliation, said people are routinely stopped at roadblocks run by well-armed men outside Santiago Papasquiaro, the town that serves as a gateway to the Durango sierra.

"They ask you, 'Which group are you from: ¿Los Zetas o Los Chapos?' " said the immigrant leader. "This happened to me twice. It's terrifying. The traditional Christmas trip home is over. We go now only when it's an emergency."

This violence has infected the once-peaceful lowland city of Gomez Palacio, which is both the state's wealthiest industrial hub and a distribution center for goods heading to the United States, a strategic point for the battling cartels.

In the last year, generalized criminality has set in across the city, encouraged by authorities' ineffectiveness, immigrants and residents say.

"It could be that a neighbor who doesn't have work calls up and extorts a neighbor," said Salvador Franco, president of the Gomez Palacio club in Southern California, who recently returned from the city. "They pretend to be traffickers or Zetas."

In the last year, many Gomez Palacio businesses have closed as their owners fled. Franco said he knew a family that received extortion and kidnapping threats and sold its two-bus transportation line and left for the United States.

"Things are serious," he said. "You have to be inside by 6 p.m. You can't be in a restaurant. You can't have a good car because you never know who's going to take it from you."

Martinez, the federation secretary, said extortion and kidnapping have become scourges of the city's middle-class business owners. He said a brother-in-law who is an architect moved his firm from an office to his house to avoid seeming wealthy and attracting attention. His brother ran a purified-water store for five years until receiving demands for weekly payment of protection money.

"Car lots, factories and restaurants have closed," Martinez said. "These are things you've never before seen in the state of Durango."

The Administration's Phantom Immigration Enforcement Policy

The setting was not quite the flight deck of the U.S.S. Abraham Lincoln with a “Mission Accomplished” banner as the backdrop, but it was the next best thing. Speaking at the Center for American Progress (CAP) on Nov. 13, Homeland Security Secretary Janet Napolitano declared victory over illegal immigration and announced that the Obama administration is ready to move forward with a mass amnesty for the millions of illegal aliens already living in the United States.
Arguing the Obama administration’s case for amnesty, Napolitano laid out what she described as the “three-legged stool” for immigration reform. As the administration views it, immigration reform must include “a commitment to serious and effective enforcement, improved legal flows for families and workers, and a firm but fair way to deal with those who are already here.”
Acknowledging that a lack of confidence in the government’s ability and commitment to effectively enforce the immigration laws it passes proved to be the Waterloo of previous efforts to gain amnesty for illegal aliens, Napolitano was quick to reassure the American public that those concerns could be put to rest.
“For starters, the security of the Southwest border has been transformed from where it was in 2007,” stated the secretary. Not only is the border locked up tight, she continued, but the situation is well in-hand in the interior of the country as well. “We’ve also shown that the government is serious and strategic in its approach to enforcement by making changes in how we enforce the law in the interior of the country and at worksites…Furthermore, we’ve transformed worksite enforcement to truly address the demand side of illegal immigration.”
If Rep. Joe Wilson had been in attendance to hear Secretary Napolitano’s CAP speech he might well have had a few choice comments to offer. But since he wasn’t, we will have to rely on the Department of Homeland Security’s own data to assess the veracity of Napolitano’s claims.
According to DHS’s own reports, very little of our nation’s borders (Southwestern or otherwise) are secure, and gaining control is not even a goal of the department. DHS claims to have “effective control” over just 894 miles of border. That’s 894 out of 8,607 miles they are charged with protecting. As for the other 7,713 miles? DHS’s stated border security goal for FY 2010 is the same 894 miles.
The administration’s strategic approach to interior and worksite enforcement is just as chimerical as its strategy at the border, unless one considers shuffling paper to be a strategy. DHS data, released November 18, show that administrative arrests of immigration law violators fell by 68 percent between 2008 and 2009. The department also carried out 60 percent fewer arrests for criminal violations of immigration laws, 58 percent fewer criminal indictments, and won 63 percent fewer convictions.
While the official unemployment rate has climbed from 7.6 percent when President Obama took office in January to 10 percent today, the administration’s worksite enforcement strategy has amounted to a bureaucratic game of musical chairs. The administration has all but ended worksite enforcement actions and replaced them with paperwork audits. When the audits determine that illegal aliens are on the payroll, employers are given the opportunity to fire them with little or no adverse consequence to the company, while no action is taken to remove the illegal workers from the country. The illegal workers simply acquire a new set of fraudulent documents and move on to the next employer seeking workers willing to accept substandard wages.
