President Obama's Labor Secretary Hilda Solis is supposed to represent American workers. What you need to know is that this longtime open-borders sympathizer has always had a rather radical definition of "American." At a Latino voter registration project conference in Los Angeles many years ago, Solis asserted to thunderous applause, "We are all Americans, whether you are legalized or not."
That's right. The woman in charge of enforcing our employment laws doesn't give a hoot about our immigration laws -- or about the fundamental distinction between those who followed the rules in pursuit of the American dream and those who didn't.
While in Congress, she opposed strengthening the border fence, supported expansion of illegal alien benefits (including driver's licenses and in-state tuition discounts), embraced sanctuary cities that refused to cooperate with federal homeland security officials to enforce immigration laws, and aggressively championed a mass amnesty. "I'm here to tell you that your president, your secretary of labor and this department will not allow anyone to be denied his or her rightful pay -- especially when so many in our nation are working long, hard and often dangerous hours," Solis says in the video pitch. "We can help, and we will help. If you work in this country, you are protected by our laws. And you can count on the U.S. Department of Labor to see to it that those protections work for you."
To be sure, no one should be scammed out of "fair wages." Employers that hire and exploit illegal immigrant workers deserve full sanctions and punishment. But it's the timing, tone-deafness and underlying blanket amnesty agenda of Solis' illegal alien outreach that has so many American workers and their representatives on Capitol Hill rightly upset.

With double-digit unemployment and a growing nationwide revolt over Washington's border security failures, why has Solis chosen now to hire 250 new government field investigators to bolster her illegal alien workers' rights campaign? (Hint: Leftists unhappy with Obama's lack of progress on "comprehensive immigration reform" need appeasing. This is a quick bone to distract them.)
Unfortunately, the federal government is not alone in lavishing attention and resources on workers who shouldn't be here in the first place. As of 2008, California, Florida, Nevada, New York, Texas and Utah all expressly included illegal aliens in their state workers' compensation plans -- and more than a dozen other states implicitly cover them.
Solis' public service announcement comes on the heels of little-noticed but far more troubling comments encouraging illegal alien workers in the Gulf Coast. Earlier this month, in the aftermath of the BP oil spill, according to Spanish language publication El Diario La Prensa, Solis signaled that her department was going out of its way to shield illegal immigrant laborers involved in cleanup efforts. "My purpose is to assist the workers with respect to safety and protection," she said. "We're protecting all workers regardless of migration status because that's the federal law." She told reporters that her department was in talks with local Immigration and Customs Enforcement (ICE) officials who had visited coastal worksites to try to verify that workers were legal.
No word yet on whether she gave ICE her "we are all Americans, whether you are legalized or not" lecture. But it's a safe bet.

When there are too many patients to be admitted to the 600-bed facility, the emergency and waiting rooms get backed up. Critics had warned of such a problem when the new hospital's size was decided.

Even before the doors opened on the $1.02-billion Los Angeles County-USC Medical Center many observers warned that the new hospital was too small. Now, more than a year and a half of experience appears to confirm it.

The overcrowding has become so intense that health officials asked county Supervisor Gloria Molina eight months ago what she would think if the hospital began placing patients in the hallways, the supervisor recalled in an interview.

"I said, 'Absolutely not. We will not have patients in the hallway,' " Molina said.

Instead, County- USC officials have increased patient transfers to other hospitals. Despite more than 2,000 such transfers since the November 2008 move into a building with 224 fewer beds, chronic, severe overcrowding is routine at the county's flagship public hospital. Few long-term options to relieve the burden are available.

Last month, the hospital's emergency room was overcrowded about 80% of the time, with conditions considered severe or dangerous for half of the month, according to the county's own standards.

The decision to build the new County-USC at 600 beds was made by the Board of Supervisors in 1997, three years after the 6.7-magnitude Northridge earthquake damaged the old, cavernous Depression-era facility, located just northeast of downtown in Boyle Heights

Along with Molina, health department officials, physician and hospital trade groups and independent consultants all urged that the new hospital be built to hold 750 beds. Advocates said that capacity was needed to allow the county to provide life-saving care to anyone unable to afford it, as required by California law.

"If we undersize it, there's great human damage," Mark Finucane, then the county's health director, said at the time.

"Where are people going to go?" asked Dr. Ronald Kaufman, County-USC's chief of staff in 1997.

Molina, whose district includes County-USC, provided the only vote against the smaller hospital. The decision came two years after a massive health department deficit threatened to pull the entire county government into bankruptcy, saved only by a last-minute federal bailout.

The four other supervisors — Michael Antonovich, Yvonne B. Burke, Don Knabe and Zev Yaroslavsky — bet that better technology and more efficient management could make up for the reduction in size.

The decision was partially based on politics, which included the board majority's distaste for Molina's hardball tactics and anxiety over whether a larger hospital would be affordable, The Times reported at the time.

"The majority characterized their vote as a visionary nod to a future of improved technology and managed care that would continue to make hospital stays rarer and shorter," The Times reported after the final vote.

But thirteen years later, the average stay at County-USC remains 5 1/2 days and the hospital is often packed to near capacity: In May, an average of 595 out of 600 beds were filled each day at midnight.

The result has been a bottleneck predicted by critics of the smaller facility: There are not enough beds to admit patients, causing back-ups in the emergency and waiting rooms.

"We're seeing sicker patients.... Sicker patients take longer to diagnose and treat," said Carol Meyer, chief network officer for the county Department of Health Services, which runs County-USC.

Increasing the emergency room staff would not solve the larger problem, said John Schunhoff, interim director of the health department.

"It's also a matter of capacity of the size of the facility," he said.

Since November 2008, County-USC has transferred 2,576 patients to Rancho Los Amigos National Rehabilitation Center in Downey, a 395-bed county hospital that is a 14-mile drive away, and to nearby private hospitals — an average of 136 transfers a month. In May, 170 patients were transferred.

The reliance on Rancho to handle overflow from County-USC has eliminated any hope that the Downey facility could be turned over to a private company, a move that would have saved the county an estimated $24.2 million annually.

The county must also finance the healthcare of indigent patients it transfers to private hospitals. Recently, county officials reached an agreement to pay Silver Lake Medical Center no more than $2 million a year to care for indigent uninsured patients.

County health officials cannot say whether transferring out indigent patients costs the county more than if it had built a 750-bed hospital. Schunhoff said the county has hired a consultant to determine whether the county's hospitals are at an appropriate size.

Molina said she believes the only long-term solution is to expand County-USC. But she said, "I don't think we would have the money."

The health department faces a nearly $600-million deficit unless it can secure more federal funding. It is still working to reopen an emergency room and inpatient services in Willowbrook, at the site of the former Martin Luther King Jr.-Harbor Hospital.

Tony Bell, a spokesman for Antonovich, declined to comment on Molina's assertion that County-USC was built too small.

"As far as we're concerned … overcrowding is a problem faced by all of our county public hospitals," Bell said. "The department's focus should be on improving efficiency and patient flow."

Bell also attributed the overcrowding problems to "a large illegal immigrant population" that uses the emergency room as a primary care facility.

Whitman launches ads on Spanish-language TV stations

One of them highlights her opposition to Arizona's controversial immigration law, which she did not emphasize in her primary election campaign.

Meg Whitman launched two ads on Spanish-language television stations Thursday, part of an effort to woo Latino voters turned off by the Republican gubernatorial nominee's tough talk about illegal immigration during the GOP primary.

One of the ads highlights Whitman's opposition to a controversial Arizona law that compels police to check the immigration status of those stopped on suspicion of a crime. It also says Whitman opposed Proposition 187, the 1994 California ballot measure that would have denied taxpayer-funded services to illegal immigrants. The other focuses on jobs and the economy.

When asked by reporters, Whitman has consistently expressed her opposition to Proposition 187 and to the Arizona law, which became an issue during the closing weeks of the primary.

But she did not broadcast those stances in tens of millions of dollars in ads in her primary battle against Steve Poizner, who made illegal immigration a central issue. Instead, Whitman's ads emphasized that she would be "tough as nails" on illegal immigrants, and condemned amnesty, sanctuary cities and some taxpayer benefits.
"Illegal immigrants are just that, illegal," she said in an ad that featured her campaign chairman, former Gov. Pete Wilson.

Wilson is viewed as a pariah by many in the Latino community because he was the most visible supporter of Proposition 187. In a recent Los Angeles Times- USC poll, only 16% of Latinos felt favorably toward him.

Strategists say Whitman, a billionaire who has put $91 million of her personal wealth into her campaign, must secure substantial support among Latinos if she hopes to prevail over Democrat Jerry Brown in November.

"Unless she gets over one-third of the Latino vote, I don't care how much she spends, she's not going to win," said Allan Hoffenblum, a former Republican consultant who publishes the California Target Book. "She was pushed further to the right on that issue than she wanted to go, but the one key thing she remained steadfast on, even though she whispered it during the primary, was that she opposed the Arizona law."

Whitman said she does not believe the focus on illegal immigration during the primary harmed her standing among Latino voters, who she said share the same concerns as all Californians.

"As I have been on the campaign trail, you know what Latinos want to talk about? They want to talk about jobs and they want to talk about education," Whitman said the morning after her primary win.

The new Whitman ads, which are scheduled to air during World Cup matches and beyond, hit those issues. But Democrats have vowed to remind voters about Whitman's prior words.

Before the primary was over, the California Nurses Assn. was running a version of the Wilson ad on Spanish-language radio and Democratic allies say more anti-Whitman efforts are planned.
