One of America's national organizations fighting against illegal immigration is announcing that 17 states are now filing versions of Arizona's SB 1070 law which is designed to help local police enforce America's existing immigration laws.

Numerous national and local polls indicated that 60-81% of Americans support local police enforcing immigration laws.

"Our national network of activists have been working overtime trying to help the state of Arizona and the brave Arizonans who have passed this bill," said William Gheen, President of Americans for Legal Immigration PAC. "Arizona no longer stands alone and we have now documented state lawmakers filing, or announcing they will file, versions of the Arizona bill in seventeen states! We will not stop until all states are protected from invasion as required by the US Constitution."

ALIPAC has documented the following 17 states are following Arizona's lead in response to citizen pressure.

Americans for Legal Immigration PAC (ALIPAC) has helped to pass some form of immigration enforcement legislation in over 30 states, while the group has also gained a national reputation for defeating legislation designed to give licenses, in-state tuition, and other taxpayer benefits to illegal aliens in 20 states.

ALIPAC's President, William Gheen is a former campaign consultant, Legislative Assistant, state lobbyist, and Assistant Sgt-At-Arms staffer in North Carolina who has turned his local experiences into a political battle plan by driving the national operations of ALIPAC.

"The Federal government has been hijacked by special interests that are neglectful of their duties and even hostile towards the rightful citizens of America," said William Gheen. "It is incumbent upon our states to protect American lives, property, jobs, wages, security, and health, when the Executive Branch fails to honor its Constitutional responsibility to do so by enforcing our existing border and immigration laws."

Americans for Legal Immigration PAC lobbied state lawmakers and AZ Governor Jan Brewer to pass SB 1070, which strictly prohibits racial profiling while empowering local police officers to enforce immigration laws.

ALIPAC's activists have been working for almost four weeks now to encourage state lawmakers across the nation to file versions of SB 1070, to help alleviate boycotts and other political antagonism towards Arizona. Citizen activist are being asked to call, e-mail, visit, and fax their state lawmakers to encourage them to support existing SB 1070 type bills or to file them as soon as possible.

Overturning the ruling of a lower court, the United
States Court of Appeals for the Ninth Circuit has
granted Arizona's Maricopa Community College
District immunity from a lawsuit filed by a group of
Latino professors who charged that college officials
had not sufficiently disciplined a colleague who
sent e-mails they viewed as discriminatory.

Chief Judge Alex Kozinski's opinion Thursday on
behalf of a three-judge panel is a strong
endorsement of academic freedom. It argues that
"courts must defer to colleges' decision to err on the
side of academic freedom." In doing so, the opinion
defends the decision by Glendale Community
College and Maricopa Community College District
officials not to discipline or dismiss Walter
Kehowski, a Glendale mathematics professor who
"sent three racially charged" e-mails via the
institution-maintained distribution list.

Maricopa and Glendale officials declined to
comment on the decision, saying they needed more
time to review it. Kehowski, however, praised the
decision.

"I am very pleased to see that the 9th Circuit Court
has upheld freedom of speech and academic
freedom by explicitly recognizing the value of open
inquiry in a free society," he wrote in an e-mail to
Inside Higher Ed.

Kehowski's first message, sent in October 2003 to
"every district employee with an e-mail address,"

concerned Dia de la Raza, or "Day of the Race" — a
holiday that some Latinos celebrate instead of
Columbus Day. In the e-mail, he asked, "Why is the
district endorsing an explicitly racist event?"

A week later, Kehowski sent another e-mail that
began, "YES! Today's Columbus Day! It's time to
acknowledge and celebrate the superiority of
Western Civilization." In the message he also quoted
various articles, including one that asserts that
"America did not become the mightiest nation on
earth without values and discrimination" and argues
that "(o)ur survival depends on discrimination."

Another two days later, Kehowski sent the third
message, in which he quoted a colleague's e-mail
calling his messages "racist." He responded,
"Boogie-boogie-boo to you too! Racist? Hardly.
Realistic is more like it." He also linked to a website
he maintained on the district's server. On his site,
Kehowski wrote that "(t)he only immigration reform
imperative is preservation of White majority" and
encouraged readers to "(r)eport illegal aliens to the
INS."

After great commotion among faculty members over
Kehowski's e-mails, Phillip Randolph, then
president of Glendale, sent a note to everyone at the
college.

"The openness of our (e-mail) system … allows
individuals to express opinions on almost any
subject," Randolph wrote. "However, when an e-mail
hurts people, hurts the college, and is counter to
our beliefs about inclusiveness and respect, I

In the pretty northern Los Angeles suburb of Glendale, the staff of VMH (formerly Verdugo Mental Health) go to work in a brand-new building. It is elegantly constructed in Spanish colonial style, and when you wander the corridors you can still sniff out that fresh-paint odor coming from some of the cream-colored, plushly carpeted counseling rooms. On the surface, it all looks good. Spend a few hours at the clinic, however, and you realize that there's something grievously amiss. The rooms, even during prime counseling hours, are almost all unoccupied.

VMH has provided counseling and medication to impoverished children and adults since 1957. But in August, shortly after the new facility opened, the clinic lost most of its funding for adult services when the state and county yanked their dollars, triggering huge matching-fund losses from the federal government. Eighty percent of the counseling staff, including nearly all of the site's adult counselors, were laid off. Kids still receive some counseling, but the walls of the rooms in which they are seen by staff are bare--the clinic ran out of funds before it could decorate them--and the doors have paper signs taped to them instead of brass plaques.
Nowadays, VMH's adult clients are treated exclusively with medication. And the indigent mentally ill--whose treatment had been paid for by LA County, which in turn received money from the state--are turned away at the door. Many of them end up sleeping on park benches near the clinic. "These are the chronically mentally ill," says psychologist Janie Strasner glumly, "who will end up being the raving lunatics on the street."
What makes this all the more troubling is that Glendale isn't an outstandingly poor neighborhood, Los Angeles isn't a poor city and California certainly isn't a poor state. And yet something is seriously wrong with the organism that is California. The state's savage budget cuts--$26 billion in 2009, an expected shortfall over the next year that could reach $20 billion--now serve as anti-stimulus to the federal stimulus package. Its basic educational, public safety and social service infrastructure is crumbling. As a self-sustaining political system, as a set of relationships between local and state governments, as a revenue-raising and revenue-spending mechanism, California is deeply damaged. And the impact of that damage is hitting an awful lot of people awfully hard.
The state's unemployment rate stands at more than 12 percent, and in some poorer counties it's in the 25 percent range. In Los Angeles, that number is 12.2 percent. "It boggles the mind," says LA's mayor, Antonio Villaraigosa. "Not since the Depression have we had numbers this bad." To make matters worse, in an attempt to slow the state's fiscal implosion, halfway through 2009 Sacramento forcibly borrowed billions of dollars from city coffers statewide. "They took our community redevelopment dollars that are capital we need to create jobs and housing in this town," the mayor argues.
The network of public universities, long the country's most prestigious state-supported higher education system, is wilting. The state's schools, starved of money from a combination of thirty-year-old local property-tax revolts and the more recent budget implosion, are rapidly sinking into what can only charitably be called mediocrity.
There's a Mad Max feel to daily life in many neighborhoods. The Central Valley has a swath of cities whose home foreclosure rates rank in the top ten in the country. Friends looking to buy a home in a poor part of Sacramento tell me of foreclosed houses stripped of their copper wires, their toilets, their pipes, even their drywall. An ex-student reports visiting homes in which furious foreclosed owners and evicted tenants have urinated and defecated on the carpeting, abandoned pets to starve, left kitchens filled with rotting food. Sure, you can buy these properties for next to nothing, but you'll have to bring in the biohazard squads before you can safely occupy them.
University departments looking to pinch pennies are removing their professors' office phones. Judges in some counties have donated a percentage of their salaries back to the courts so that the courts will have enough money to stay open. And on furlough Fridays, downtown Sacramento--the capital city of the world's eighth-largest economy--is practically a ghost town. The restaurants are empty, the streets quiet. Nobody's at work.
Why this has happened, how the mess can be cleaned up, how big-picture fixes to a discredited political machine can be implemented--well, that's all up for debate. Political consensus is as rare a commodity in California these days as baseball-sized gold nuggets were after the forty-niners had picked the mountains clean. Practically the only thing conservatives and liberals agree on in Sacramento is that the decision-making system has stalled and that the state leadership's ability to implement long-term strategic plans in the face of economic crisis has been corroded in recent years. California, historically the country's most populous, wealthiest, most dynamic state, has become chronically anxious about its future. Its citizens have grown distrustful of those who govern them, increasingly aware that ineptitude is making a bad economic situation worse. Recent polling suggests only 13 percent of voters approve of the job their state legislators are doing.
Some residents want tax reform--though Governor Arnold Schwarzenegger's tax reform commission recently issued recommendations that appear, in their chilly reception, to have been stillborn. Others want to tweak term limits; curb the sprawling, open-ended initiative process; introduce open primaries; further cut government services; even hold a constitutional convention to rewrite the basic governing mechanisms of the state. Few, though, deny the storm clouds overhead.
"The outlook for next year and the year after is worse," says veteran California observer and journalist Peter Schrag, over a BLT lunch at a casual-but-chic cafe in the Berkeley foothills. "The stimulus money goes away. The tax increases [passed in February 2009 after weeks of acrimonious debate] expire. If we're up shit creek now, we're going to be further up shit creek two years from now." Since the state, unlike localities, cannot declare bankruptcy, if its tax revenues continue to wilt it will have no choice but to dramatically scale back its spending on big-ticket items such as education, healthcare and prisons. Recognizing these realities, Schwarzenegger recently suggested rewriting the Constitution to ensure that the state never spends less than 10 percent of its general fund on higher education or more than 7 percent on corrections. But he didn't propose limiting what sorts of offenses would trigger a prison term; instead, he suggested cutting costs by wholesale prison privatization--a proposal almost certain to be defeated in the legislature.
Schrag looks out on his state and sees an eroding sense of common destiny--a great experiment gone awry, a place where racial and economic groupings are retreating into their own corners, where the social bonds that give people confidence in their futures are disintegrating. California's disarray is, for him, a psychological crisis as much as an economic one. If things get bad enough, he wonders aloud, "will there be some restoration of the public sense? Is there a point at which people will basically begin to develop a sense that something has to be done? And that could go in various directions. It could go in the direction of a furious backlash against immigrants, or a realization that we better do something else--tax millionaires, oil companies."
Lenny Goldberg, an economist at the left-leaning California Tax Reform Association, believes California's crisis is about a failure of will: the money's there, Goldberg says--even during a recession as deep as the current one, California's is still a nearly $2 trillion economy--but the willingness to access it through a viable tax structure is absent. Since it takes only a bare majority of state legislators to lower taxes but a two-thirds supermajority to increase them--a side provision to Proposition 13, the 1978 ballot initiative better known for limiting property-tax rates--the result, he says disdainfully, is a "roach motel." Once tax loopholes crawl in, they're all but impossible to remove. The GOP in California, long a minority in the legislature, has just enough muscle in Sacramento to hold the budget and tax process hostage to its no-new-taxes agenda.
Not surprisingly, Jon Coupal, the perfectly coiffed Tim Robbins look-alike president of the conservative Howard Jarvis Taxpayers Association (named after the anti-tax crusader who led the Prop 13 campaign), has a different take. For Coupal, tax increases to fill some of the holes in California's budget "would be a nonstarter." To him, it's all about waste, government inefficiency and a decades-long flirtation with "an entitlement mentality--whether it's healthcare, whether it's a free education. People have lost sight of the one thing government should do as a first priority--it's to preserve liberty." Downsize the state, move core social service functions to the private sector, and California's cascading budget crisis could be controlled.
Betwixt these donkeys and elephants, never the twain shall meet. Moreover, because of an extraordinarily restrictive term-limits law passed by voters in 1990, legislators in Sacramento no longer have the time to develop expertise about how their state works. As a result, few legislators in either party accumulate the confidence born of experience to challenge special interests. As Jim Brulte, a onetime GOP leader in both the State Assembly and Senate and a vocal critic of the restrictions of the term-limits law, explained at the Getting to Reform conference in mid-October, state leaders can never do what redbaiting Nixon did: "go to China." They can't challenge their constituencies to think outside the box.
In the case of the GOP, those interests tend to be rigidly anti-tax but somewhat fuzzy on exactly what programs to cut to balance California's budget. In the case of the Democrats, they tend to favor higher spending but don't necessarily support tax hikes to cover those bills. In the meantime, as momentum for reform slowly builds and voters' anger intensifies, the state continues its slow bleed.
Californians have long wanted to have their cake and eat it too, using the initiative process to mandate generous levels of spending on specific programs but using that same process to limit localities' ability to raise property taxes and state legislators' ability to raise state revenues. The result? California is increasingly reliant on borrowing, increasingly at the mercy of the credit markets and thus increasingly vulnerable to crises such as the seize-up of those credit markets in 2008.
Why does California have the country's lowest bond rating? "Because of our political and fiscal system," Goldberg believes. "We're so tied in knots, the market doesn't believe we can get a solution to our problems. It's the market saying, Your political system is really fucked up."
"Since '78," explains Tim Hodson, executive director of California studies at California State University, Sacramento, "we've developed a political culture that believes you can have world-class public services without having to pay for them. We need to get control of ballot-box budgeting."
Voters recognize the state's dysfunction and the concomitant need for reform. But recent Field Poll data show the electorate to be deeply resistant to the sorts of reforms that would help get the state back on its feet. There's not only no will to modify the residential property tax constraints imposed by Prop 13; the majority also opposes a "split roll" property tax that would allow for commercial properties to be taxed at a higher rate. There's no support for reining in the initiative process or modifying term limits. A clear majority also oppose ending the two-thirds vote requirement needed to raise taxes or pass state budgets. And a majority believes--implausibly, according to almost all fiscal experts who have studied the issue--that the state could plug a $25 billion deficit simply by eliminating government waste and fraud.
Seeing which way the winds are blowing here, ex-governor Jerry Brown, who wants to cap his career by getting elected as governor once more--and who, at least for now, is seen as the front-runner among Democratic hopefuls--has come out in opposition to reforming Prop 13 and in support of a "simpler" (read: "flatter") tax system. On the Republican side, 
former eBay CEO Meg Whitman and other high-profile would-be candidates have come out against any tax increases and any constitutional reforms that would eliminate the two-thirds requirement.
It's a Catch-22: voters know the system is breeding paralysis and needs to be reformed, but as long as the dysfunction continues to send legislators' reputations swirling down the toilet, those same voters are unwilling to cede more power to the legislature or limit their ability to make policy on the hoof via the initiative process. This, in turn, leads gubernatorial candidates to circumscribe their reform ambitions in order to curry favor with a disillusioned electorate. And so the circle of dysfunction-suspicion-dysfunction remains unbroken. "You have to restore voters' trust in government to make good decisions," argues Jean Ross, executive director of the California Budget Project. "They see declining public services and say, 'Why would I give these people more authority?' But until they do, we're going to see cuts in everything from public schools to the DMV."
September 24, the first day of classes at many of the UC campuses, was a cloudless, blazing hot day in the college town of Davis. It was also a day when many classes weren't going to be held. Across the UC system, faculty and students were walking out to protest the cascading series of budget cuts and fee hikes triggered by the state's reducing its commitment to the public universities by many hundreds of millions of dollars.
"Educate! Agitate! Organize!" were emblazoned on many protesters' T-shirts. "Respect the unions, bargain now," read the UPTE CWA 9119 local's banners.
Since Mario Savio set the bar for impromptu student speeches at Berkeley in December 1964, university protests in California have had that certain frisson, that sense that maybe, just maybe, someone else will come along who can speak as eloquently and passionately as he did. It never happens, but that doesn't stop them from trying. A young man who identified himself as a TA in the physics departments told the crowd that students and faculty alike had to stand up and resist. There was, he concluded, power in this teachable moment.
The crowd agreed. Shortly afterward, thousands of them set off on a long march around campus, to the administration building and then to the chancellor's residence. "Whose university? Our university!" they called and responded. "Whose university? Our university!"
Of course, that's only true if the general public agrees--including the 87.5 percent of the state's high school graduates who don't qualify for a University of California education. It's only true if a new consensus can be forged that channels enough tax dollars to the state to keep these vaunted public institutions afloat. And unfortunately, that consensus isn't emerging.
A few weeks after the rolling series of campus protests began, the UC Regents voted to increase student fees by a stunning 32 percent over the next academic year. While they attempted to soften the impact by increasing the number of students who would qualify for financial aid, the public relations impact was disastrous. Across the ten-campus system, students began occupying administrative buildings. Many faculty members, outraged at being asked to take furlough days that cut their salaries by up to 10 percent and at increased teaching loads caused by many lecturers' and TAs' positions being eliminated, joined in the walkouts. At UCLA and Berkeley, huge protests captured the attention of the national media. Meanwhile, UC president Mark Yudof pleaded with legislators to restore more than two-thirds of the $1 billion in lost funding to avoid an implosion of the country's pre-eminent public university system.
Half a state away from Davis, in the working-class, heavily industrial southern Los Angeles suburb of Torrance, tea partyers have taken to demonstrating weekends on the grassy street corner on the southwest side of the civic center. Their main bugbear is the fear of federal tax hikes to fund Obama's social programs. But talk to them--mostly white, mostly old, almost all beneficiaries of Social Security and Medicare, dwellers in a bungalow-land built from the wages doled out by government-funded military industries--and they quickly pivot into a denunciation of state and local tax increases too.
"I think we need to get the government to understand we won't accept new taxes--the federal government. The state needs to listen also," explains 75-year-old Donald Mitchell, sitting by the information table at a recent protest. A retired Hughes Aircraft engineer with a hearing aid in his left ear, a ruddy complexion and thinning, yellowing hair, Mitchell believes there's a power grab under way that is converting the country he loves to socialism. "The government is trying to take over one-sixth of our economy with healthcare, and that gets awfully close to socialism. Forget about the ownership of the banks."
These shock-troop opponents of healthcare reforms are also the most vociferous defenders of Proposition 13, the people who saw their tax rates locked in a generation ago and who are now unwilling to pony up more cash for the benefit of a younger, browner population. They watch Glenn Beck and listen to Rush Limbaugh--or to his virulently right-wing LA variants on The John and Ken Show. They believe big government is bringing down the Republic, and they're all too happy to wave at cars passing along Crenshaw Boulevard a bizarrely adapted US flag--the stripes and a circle of thirteen stars representing the original colonies, inside of which is the Roman numeral II, which stands, I'm told quietly, for the Second Revolution.
On the ground, the effects of this stalemate--one party wedded to big spending, another equally wedded to anti-taxism; one part of the population interested in building infrastructure, another only too happy to retreat further into its privatized world--have been catastrophic.
Mental health clinics are closing, state parks are limiting their admissions hours, county health clinics are shutting their doors, in-home services to the elderly have been decimated. And access to the state's health plan for low-income kids has been restricted--a less draconian option, it must be said, than the one contemplated at the height of the crisis: completely defunding the plan. At one point last summer, friends reported to me in amazement that local playgrounds had padlocked their toilet doors.
Shamefully, as a result of a line-item veto by Schwarzenegger in 2009, domestic violence centers have been all but defunded. In Santa Clarita, an exurb on the edge of Antelope Valley with a growing heroin and meth problem, that meant the loss of $200,000 for the local center; the firing of several counselors responsible for helping the 200-plus clients who came through the doors each year; the replacement of a full-time shelter advocate with three part-time ones; and an inability to pay rent on the down-at-the-heel suite of rooms the center occupied in a low-grade strip mall. Until a local businessman offered the use of one of his buildings a few miles away at below-market rates, the center teetered on the edge of closure.
"It's left us with two full-time staff in the office, including myself," asserts 32-year-old executive director Nicole Shellcroft. "Our clinical director volunteers two days a week to do therapy, and we have one part-time administrator. With two of us in the office, we have five lines that ring. We may miss someone or not be able to provide court accompaniment coverage."
At the same time that staffing has plummeted, the number of desperate people contacting the center for help has grown. Shellcroft and her colleague will answer the doorbell, and there'll be a mom with her kids and their suitcases standing outside, pleading for help in getting into a shelter.
Instead of working to protect the poor and maintain local services during these tough times, the state is punishing localities to cover for its own dysfunction. California's budget crisis "is as big a threat as the bank failures were," argues LA City Council president Eric Garcetti. City politicians, he says, "feel like the guy who knows times are tough; we cut back expenses, sold the car, got an old clunker and stopped going out to dinner. And there's a guy down the street saying, 'My Ferrari's not working. Give me your money.'" The state, Garcetti adds in clarification, is the Ferrari owner.
"I'm aghast at what's happened there [in Sacramento]," Mayor Villaraigosa declares. "The gridlock, the partisanship, the pervasive vitriol, which has prevented us from solving this crisis." LA has a $30 million hole in its housing authority budget and is only able to subsidize rent for one-bedroom apartments these days, no matter the size of the needy family. Because the state took the city's redevelopment dollars, park construction has been put on hold. And severely mentally ill patients around the city are being turned away from clinics because the money simply isn't there to treat them.
"We have a beautiful building and we're on life support," Dr. Steven Hochstadt, director of clinical services at the VMH facility in Glendale, explains. "It's all edifice."
It could serve as an epitaph for California these days: a gorgeous state with a terrific infrastructure built up over the past century, but no money or political will to keep the place running properly.

Contrary To Amnesty Supporters, Illegal Aliens Drain Social Security

A recent Rasmussen Reports survey revealed that voters remain concerned about Social Security and whether the system can deliver what the government has promised. According to the survey, 58% of U.S. voters lack confidence that the Social Security system will pay them their future benefits.
Advocates for amnesty for millions of illegal immigrants like to claim that amnesty will "save" Social Security. They also claim that dramatically increased immigration levels will safeguard our retirements and those of our children because more people will pay into the system.
Unfortunately, the opposite is true.
During the last Congress, I asked the Social Security Administration (SSA) to calculate the value in today's dollars of the payroll taxes paid by typical illegal immigrants and their employers as well as the value of their retirement benefits should they receive amnesty. Not only the typical illegal immigrant but any low-skilled immigrant will affect the solvency of the Social Security Trust Fund.
Illegal immigrant workers, often with false identities, can't avoid paying into Social Security but are not eligible to receive retirement benefits for their illegal work. But if they receive amnesty, they can qualify for Social Security retirement benefits based on their earlier illegal work. And those benefits will amount to much more than what they paid into Social Security!
A single male illegal immigrant who works for very low wages and is now 25 years old will receive (at today's value) $15,596 more in Social Security retirement benefits. A similar female illegal immigrant will receive $20,936 more in retirement benefits.
A married illegal immigrant couple in which one spouse works can expect $52,460 more. And a married illegal immigrant couple where both spouses work will receive $39,037 more.
What would be the fiscal impact on the Trust Fund of the legalization of 5 million illegal immigrant couples who both work for very low wages? A staggering $500 billion! That would jeopardize the solvency of Social Security and threaten everyone's retirement.
Of course, Social Security is not the only way in which illegal immigrants negatively impact American taxpayers.
The Federation for American Immigration Reform has estimated that the total cost of K-12 education for illegal immigrant minors and the U.S.-born children of illegal immigrants is nearly $29 billion a year.

And there are health care costs. If illegal immigrants are covered in the health care bill (there is not a strong verification mechanism to ensure they won't get benefits), it will increase the bill's costs by as much as $30 billion

James Walsh, a former associate general counsel of the Immigration and Naturalization Service, said he is "appalled" that the Bush administration, lawyers on the Senate Judiciary Committee, and every Democratic presidential candidate, with the exception of Joe Biden, have no problem with sanctuary cities for illegal aliens. "Ladies and gentlemen, the sanctuary cities and the people that support them are violating the laws of the United States of America. I totally agree with Anthony Ramirez, illegal aliens cause problems for others when they steal others social security number.

As I worked for the Food Stamp program two years ago, I was amazed at the number of illegal aliens who came to apply for Food Stamps and had Social Security numbers.

One woman stood out, because she wound up having three social security numbers. We would not have questioned her at all, but the first number she gave was a real social security that belonged to a 16 year old disabled kid on SSI. She was 42, with 6 kids. When I questioned her about it, she admitted she had bought it to try and find work.

Eventually the kid and his family would be in trouble because the Feds would start deducting the money from his SSI check and he might loss his benefits altogether or have to pay it back. When brought to her attention, she did not care.

The second one was a made up one on a card that I turned every which way and looked just as good as the first one. The 3rd was an ITIN number that illegal aliens use to do their taxes or get tax money back. I learned they were using the ITIN numbers to open bank accounts and buy houses.


It worried me back then, because I wondered where were the people who were supposed to be the checks and balances in the mortgage industry. How could they sell homes to 5 to 6 families with no real ID, no pay stubs, no receipts, an ITIN number and their signature? Plus they had 9 to 10 renters.

The budgets were next to impossible to figure out, so a lot of the eligibility techs would put down that the Illegals were renters. In that way all they needed was a signed piece of paper saying they paid rent and how much they paid. As we now know, lack of ethics and morals has destroyed the Sub prime mortgage industry.

At the moment more then 50 percent of all welfare and food stamp benefits in Orange County are going directly to children of illegal aliens. The California Legislators have enacted laws to enslave Californians into taking care of illegal aliens and their needs while we make Americans and Legal Immigrants go to work under the CAL-WORKS program.

Illegal aliens don’t have to go to work, because it is against Federal Law for illegal aliens to work. So just like my mother-in-law received welfare for close to 25 years, Illegal Alien mothers who sometimes have children 10 to 15 years apart, can and do stay on welfare, food stamps and other social programs 25 to 30 years living off Californians. In my opinion this is a huge social cost.

Totalization is a Bad Idea

Through a Freedom of Information Act Request, a private group recently obtained a copy of a 2004 agreement between the United States and Mexico that will allow hundreds of thousands of noncitizens to receive Social Security benefits.
The agreement creates a so-called “totalization” plan between the two nations. Totalization is nothing new. The first such agreements were made in the late 1970s between the United States and several foreign governments simply to make sure American citizens living abroad did not suffer from double taxation with respect to Social Security taxes. From there, however, totalization agreements have become vehicles for noncitizens to become eligible for U.S. Social Security benefits. The new agreement with Mexico would make an estimated 160,000 Mexican citizens eligible in the next five years.
Ultimately, the bill for Mexicans working legally in the U.S. could reach one billion dollars by 2050, when the estimated Mexican beneficiaries could reach 300,000. Worse still, an estimated five million Mexicans working illegally in the United States could be eligible for the program. According to press reports, a provision in the Social Security Act allows illegal immigrants to receive Social Security benefits if the United States and another country have a totalization agreement.
It’s important to note that Congress, like the American people, heretofore had not seen this totalization agreement. This decision to expand our single largest entitlement program was made with no input from the legislative branch of government. If the president signs it, Congress will have to affirmatively act to override him and in essence veto the agreement. This is the opposite of how it’s supposed to work.
There are obvious reasons to oppose a Social Security totalization agreement with Mexico. First, our Social Security system already faces trillions of dollars in future shortages as the Baby Boomer generation retires and fewer young workers pay into the system. Adding hundreds of thousand of noncitizens to the Social Security rolls can only hasten the day of reckoning.
Second, Social Security never was intended to serve as an individual foreign aid program for noncitizens abroad. Remember, there is no real Social Security trust fund, and the distinction between income taxes and payroll taxes is entirely artificial. The Social Security contributions made by noncitizens are spent immediately as general revenues. So while it’s unfortunate that some are forced to pay into a system from which they might never receive a penny, the same can be said of younger American citizens. If noncitizens wish to obtain Social Security benefits, or any other U.S. government entitlements, they should seek to become U.S. citizens.
Also, totalization agreements allow noncitizens to quality for Social Security benefits by working in the U.S. as little as 18 months. A Mexican citizen could work here for only a year and a half, return to Mexico, and retire with full U.S. benefits. This is grossly unfair to Americans who must work more quarters even to qualify for benefits-- especially younger people who face the possibility that there may be nothing left when it is their turn to retire.
Those in favor of sending U.S. Social Security benefits to Mexican citizens argue that crushing poverty in Mexico demands some form of U.S. assistance to that country's aged. While poverty in Mexico truly is deplorable and saddening, the fact remains that Congress has no constitutional authority to enact what is essentially another foreign aid program.

Rep. Kenny Marchant Proposes Bill to use E-Verify for Mortgage Applications

Rep. Kenny Marchant (R-Texas) has offered the Mortgage E-Verify Act that would require a mortgagor to be verified through E-Verify when applying for a modification of a home loan owned by Fannie Mae or Freddie Mac.

"As a member of the House Financial Services Committee, I am happy to introduce my bill, the Mortgage E-Verify Act, which would require, as a condition for modification of a home mortgage loan held by Fannie Mae or Freddie Mac or insured by the Federal Housing Administration (FHA), that the mortgagor be verified under the E-Verify program," Rep. Marchant said in a press release. "My bill will potentially save millions by cutting down on fraudulent claims from illegal immigrants and protect taxpayers from subsidizing the restructuring or renegotiation mortgages of illegal immigrants."

Rep. Marchant's bill is a result of a major case in Nevada where a loan officer submitted false income and employment documentation to help illegal aliens secure FHA loans. The scam totaled $6.2 million in loans with many going into default, costing HUD nearly $2 million. The loan officer was found guilty on 32 counts of submitting false information.

"E-Verify is a fantastic program which I have supported making permanent for employers," Rep. Marchant said. "Mandating its use as a condition for home mortgage loan modifications would help eliminate waste, fraud, and abuse in the system and bring integrity to the process. In fact, the Treasury Department's Financial Crimes Enforcement division (FinCEN) estimates that mortgage fraud increased 1,411 percent from 1997 to 2005. Furthermore, two-thirds of fraud reports in the last decade are due to falsified statements on loan documents. My bill would curb these abuses and protect the taxpayers."

A relatively new federal program that allows illegal immigrants to use their American-born anchor babies to collect welfare for the entire family has expanded nationwide and nearly doubled in a western state that already spends hundreds of millions of dollars to provide undocumented residents with public services.
The Temporary Assistance for Needy Families program (TANF) was created by the U.S. Dept of Health and Human Services a few years ago so that illegal aliens could get monthly welfare checks to help support the entire family. It is the only public assistance program where parents can apply in their children’s name as opposed to applying in their own. It also does not require parents to demonstrate that they are in the U.S. legally since most aren’t.
In Nevada alone, the TANF program’s caseload has grown 96% since the recession hit the state like an atomic bomb two years ago. A news report reveals that around 4,250 of the families receiving the benefit in Nevada have “mixed immigration status.” In other words, U.S. taxpayers are supporting thousands of illegal alien families because they have at least one anchor baby.
Nevada already blows a whopping $630 million a year to provide its rapidly growing illegal immigrant population with public services that should be reserved for legal U.S. residents. The Silver State spends $470 million annually to educate the children of illegal immigrants in public schools and an additional $45 million for limited English programs. Eighty five million goes to healthcare for illegal immigrants and $31 to incarcerate them.

FORECLOSURES ARE HIGHEST IN STATES WITH THE HIGHEST FORECLOSURE RATES.

Illegal aliens are also largely responsible for Nevada’s home foreclosure crisis, reportedly the nation’s worst. Around 5 million fraudulent mortgages nationwide are in the hands of illegal aliens, according to the U.S. Department of Housing and Urban Development, and it is no secret that a substantial chunk of them are in Nevada.

The mortgages, with an average size of about $450,000, were Alt-A loans — the kind often referred to as liar loans, because lenders made them without the usual documentation to verify borrowers’ incomes or savings. Some of the loans came only via an on-line application with no appearance of the person getting the loan was needed. Nearly 60 percent of the loans were made in California, Florida and Arizona, where home prices rose — and subsequently fell — faster than almost anywhere else in the country.

Obama soft on illegals enforcement

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

Some of the most violent criminals at large today are illegal aliens. Yet in cities where the crime these aliens commit is highest, the police cannot use the most obvious tool to apprehend them: their immigration status. In Los Angeles, for example, dozens of members of a ruthless Salvadoran prison gang have sneaked back into town after having been deported for such crimes as murder, assault with a deadly weapon, and drug trafficking. Police officers know who they are and know that their mere presence in the country is a felony. Yet should a cop arrest an illegal gangbanger for felonious reentry, it is he who will be treated as a criminal, for violating the LAPD’s rule against enforcing immigration law.

The Arizona law has the salutary purpose of increasing the chance that any given illegal alien will be lawfully detected and deported, but the record suggests that a huge percentage of individuals apprehended under the law will simply illegally reenter.

This ICE press release boasts of success stories from the Secure Communities program, which under the Obama administration focuses on identifying and deporting only the most serious criminal aliens. It presents 26 cases in which violent or otherwise serious offenders were apprehended since late 2008; a full 13 of them had already been deported, many multiple times.

The record for reentry goes to a Mexican aggravated felon apprehended in Florence, Ariz., on May 22, 2009, who had been deported nine times, following 51 documented arrests under 16 different aliases. The runner-up is a Mexican arrested for assault causing bodily injury on June 9, 2009, in Starr County, Texas, who had been deported five times and was convicted of attempted murder in 2005. More typical is a Guatemalan drug dealer apprehended in Dallas on Aug. 7, 2009, who has been deported twice, and whose lengthy criminal history includes aggravated assault with a deadly weapon (legalese for shooting someone); a Honduran MS-13 gang member booked on March 8, 2009, in Boston, who had previously been removed once; and a Mexican gang member arrested for strong arm aggravated assault in Maricopa County, Ariz., who had been previously convicted of aggravated assault with a deadly weapon and deported once.

The logic of the Arizona law is that by increasing the chance of detection, it will discourage illegal aliens from entering in the first place and encourage those already in the country to leave on their own. Undoubtedly, many people will respond to the law as intended; the deterrent effect would be even greater if more states followed Arizona’s lead and discarded their actual or de facto sanctuary policies. But for other illegal aliens, the threat of detection and deportation is apparently not particularly meaningful. I don’t know whether the rate of illegal reentry (which is a felony) is higher for serious criminal aliens compared with illegal aliens who do not commit other crimes. But clearly, better interior enforcement, while a necessary part of restoring the immigration rule of law, cannot succeed in the absence of a truly secure border. The only reason for not creating a border fence that I can see is ambivalence about whether we really want to prevent illegal entry.

Audit looks at migrant re-arrests

WASHINGTON - Some illegal immigrants are being released from prison only to be arrested on new charges despite government efforts to deport them and keep them out of the country.

The findings are part of an audit by Justice Department Inspector General Glenn Fine that suggest authorities are still struggling to deport illegal immigrants who commit crimes, even though most state and local authorities are notifying immigration authorities of the imminent release of prisoners.

Fine's office analyzed the cases of 100 immigrants who had served time in prison and found 73 of them were rearrested after being released.

On average, each immigrant was rearrested six times, ranging from traffic violations to assault.

Fine's office couldn't determine how many illegal immigrants had been rearrested overall because immigration authorities don't keep track.

If the sample was any indication, "The rate at which released criminal aliens are rearrested is extremely high," the report said.

Last year, Homeland Security's inspector general said immigration authorities expected that most of the 300,000 illegal and legal immigrants eligible to be deported would be released.

Federal officials said they would need 34,000 additional beds at a cost of $1.1 billion to detain and remove all of them.

Illegal Aliens Abscond Under “Humane” ICE Program

Touted by the Obama Administration as key to overhauling the nation’s immigration detention system, a program that monitors illegal aliens instead of jailing them regularly loses track of offenders and the government distorts records to cover it up.
Operated by Immigration and Customs Enforcement (ICE), the intensive monitoring program allows illegal aliens to check in by phone, wear ankle monitors and obey a curfew rather than go to prison while they wait for court appearances. ICE claims the alternatives-to-detention program is a huge success and Obama assures it’s a great model for his plans to create a more humane immigration detention system.
But records and statistics obtained by a Houston newspaper under the Freedom of Information Act (FOIA) tell a much different story. Nearly one in five illegal immigrants who participated in the tracking project absconded while under supervision during the last five years, according to the records. Authorities were unable to locate nearly 20% of 6,373 illegal aliens enlisted in the program during that time. About 5% were subsequently rearrested for other matters.
ICE brags about a near perfect success rate because it simply erases those who absconded from the records as if they never existed. The Department of Homeland Security’s largest investigative agency, with about 20,000 employees and 400 offices worldwide, includes only active participants when it calculates its heavily altered statistics.
Based on the blatantly misleading data, Homeland Security Secretary Janet Napolitano is working to expand the alternatives-to-detention program, which currently has about 20,000 participants. The former Arizona governor, who has a documented history of opposing immigration enforcement, will submit a proposal to Congress before year’s end in hopes of accomplishing that goal.

Illegal Aliens Sue ICE Over Arrests

A group of illegal immigrants recently spared deportation by a sympathetic Connecticut judge are suing the federal agents that arrested them, claiming their constitutional rights were violated in the raids that led to their apprehension.
The illegal aliens, who live in New Haven, assert in a federal lawsuit that Immigration and Customs Enforcement (ICE) agents violated their rights during an early-morning fugitive operation in 2007 that led to the arrest of 30 people. Seventeen of them were subsequently charged with being in the U.S. illegally and a group of law students from a nearby Ivy League university represented them pro bono.
In August a federal judge (Michael Straus) in Connecticut blocked the deportation of four of the illegal aliens, ruling that their constitutional rights were “egregiously violated” because immigration agents entered their apartments without a warrant, probable cause or consent. Besides terminating removal proceedings, the judge suppressed any evidence gathered by federal agents because the illegal aliens’ constitutional protections to due process were violated.
Evidently emboldened by the ruling, the illegal immigrants are now suing the agents who conducted the raids, their supervisors and senior ICE officials. Weapons drawn, agents entered the illegal aliens’ homes without cause, consent or search warrants, according to the complaint filed this week. It further says that authorities had not previously determined that most of the arrested were in violation of immigration law and therefore had no reason to assume that they lacked legal status.
The lawsuit also declares that the feds deliberately conducted raids in New Haven to retaliate against the city for its well-known efforts to accommodate illegal immigrants. A few years ago New Haven became the nation’s first to offer illegal aliens official identification cards so that they can enjoy public services and integrate into the community. San Francisco followed its lead and began offering illegal immigrants ID cards this year.

The Justice findings by department Inspector General Glenn A. Fine examined the criminal histories of 100 illegal immigrants arrested and then released by local and state authorities in 2004, the latest complete data available. Of the sample group of 100, according to the audit, 73 immigrants were later arrested a collective 429 times - on charges ranging from traffic tickets to weapons and drug charges.

The data suggest "the rate at which released criminal aliens are re-arrested is extremely high," the audit noted. The report, parts of which were redacted, was required by Congress in 2005 and looked at how local and state authorities that receive Justice Department funding are working with the Homeland Security Department.

For years, the government was forced to release thousands of illegal immigrants who were caught in the United States because of not enough jail space and other resources. But last fall, with immigration as a key election-year priority, Homeland Security declared it would detain 99 percent of non-Mexican illegal immigrants until they could be returned to their home nations. The policy generally does not apply to Mexicans, who are almost immediately returned to Mexico after being stopped by Border Patrol agents.

The Justice audit, however, only looked at immigrants who were arrested and released by local and state authorities before they could be turned over to Homeland Security to be detained or deported. In all, 752 cities, counties and states participating in the program received $287 million in 2005, the audit noted.

Five states - California, New York, Texas, Florida and Arizona - received the bulk of the money, together pulling in more than $184 million.

Assistant Attorney General Regina B. Schofield, who oversees the Office of Justice Programs that controlled the funding, declined comment on the audit, noting that it does not contain any recommendations.

A separate report by the Transactional Records Access Clearinghouse at Syracuse University showed that the number of immigrants who were deported as "aggravated felons" doubled over the last 15 years, from 10,303 in 1992 to an estimated 23,065 in 2006.

But TRAC, which obtained the data from the Justice Department's Executive Office of Immigration Review, noted concerns that some of those immigrants never committed felonies.

"An individual can be declared an aggravated felon on the basis of a conviction on misdemeanor charges such as shoplifting," the TRAC report concluded.

Obama soft on illegals enforcement

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

At this week's summit, failed reforms under Fox should be the issue, not US actions.

At the parleys this week with his US and Canadian counterparts in Cancún, Mexican President Vicente Fox will press for more opportunities for his countrymen north of the Rio Grande. Specifically, he will argue for additional visas for Mexicans to enter the United States and Canada, the expansion of guest-worker schemes, and the "regularization" of illegal immigrants who reside throughout the continent. In a recent interview with CNN, the Mexican chief executive excoriated as "undemocratic" the extension of a wall on the US-Mexico border and called for the "orderly, safe, and legal" northbound flow of Mexicans, many of whom come from his home state of Guanajuato. Mexican legislators share Mr. Fox's goals. Silvia Hernández Enriquez, head of the Senate Committee on Foreign Relations for North America, recently emphasized that the solution to the "structural phenomenon" of unlawful migration lies not with "walls or militarization" but with "understanding, cooperation, and joint responsibility." Such rhetoric would be more convincing if Mexican officials were making a good faith effort to uplift the 50 percent of their 106 million people who live in poverty. To his credit, Fox's "Opportunities" initiative has improved slightly the plight of the poorest of the poor. Still, neither he nor Mexico's lawmakers have advanced measures that would spur sustained growth, improve the quality of the workforce, curb unemployment, and obviate the flight of Mexicans abroad. Indeed, Mexico's leaders have turned hypocrisy from an art form into an exact science as they shirk their obligations to fellow citizens, while decrying efforts by the US senators and representatives to crack down on illegal immigration at the border and the workplace. What are some examples of this failure of responsibility? • When oil revenues are excluded, Mexico raises the equivalent of only 9 percent of its gross domestic product in taxes - a figure roughly equivalent to that of Haiti and far below the level of major Latin American nations. Not only is Mexico's collection rate ridiculously low, its fiscal regime is riddled with loopholes and exemptions, giving rise to widespread evasion. Congress has rebuffed efforts to reform the system. Insufficient revenues mean that Mexico spends relatively little on two key elements of social mobility: Education commands just 5.3 percent of its GDP and healthcare only 6.10 percent, according to the World Bank's last comparative study. • A venal, "come-back-tomorrow" bureaucracy explains the 58 days it takes to open a business in Mexico compared with three days in Canada, five days in the US, nine days in Jamaica, and 27 days in Chile. Mexico's private sector estimates that 34 percent of the firms in the country made "extra official" payments to functionaries and legislators in 2004. These bribes totaled $11.2 billion and equaled 12 percent of GDP. • Transparency International, a nongovernmental organization, placed Mexico in a tie with Ghana, Panama, Peru, and Turkey for 65th among 158 countries surveyed for corruption. • Economic competition is constrained by the presence of inefficient, overstaffed state oil and electricity monopolies, as well as a small number of private corporations - closely linked to government big shots - that control telecommunications, television, food processing, transportation, construction, and cement. Politicians who talk about, much less propose, trust-busting measures are as rare as a snowfall in the Sonoran Desert. Geography, self-interests, and humanitarian concerns require North America's neighbors to cooperate on myriad issues, not the least of which is immigration. However, Mexico's power brokers have failed to make the difficult decisions necessary to use their nation's bountiful wealth to benefit the masses. Washington and Ottawa have every right to insist that Mexico's pampered elite act responsibly, rather than expecting US and Canadian taxpayers to shoulder burdens Mexico should assume.

Figures reveal US slump is sustained, deepening for the working population

Two sets of US economic data released Thursday poured more cold water on recent claims of an “economic recovery” at least as far as the conditions of broad sections of the American population are concerned.
At the same time, the Federal Deposit Insurance Corporation (FDIC) reported that the net income of US banks rose to $18 billion for the first quarter of 2010, the highest total in two years. The gains were concentrated among the largest banks, indicating that certain portions of the economy are performing quite well.
The Conference Board, based in New York, issued its influential Leading Economic Index (LEI) for April on Thursday morning, which showed a slight decrease, of 0.1 percent, the first monthly decline since March 2009. The biggest negative contributors were a sharp decline in building permits, supplier deliveries (vendor performance), consumer confidence, and manufacturers’ new orders for consumer goods. The March 2010 LEI increase has also been revised downward, from 1.4 to 1.3 percent.
The Commerce Department reported earlier in the week that building permits fell 11.5 percent in April, to the lowest level in six months. This foreshadows a new slowdown in residential construction.
The decline in the Conference Board LEI had not been anticipated on Wall Street, helping to drive down share prices Thursday morning. Notes RTTNews, “The decrease came as a surprise to economists, who had expected the index to increase by 0.2 percent.” Overall, comments Bloomberg Businessweek, “A slump in building permits, little letup in firings and retreating stock prices highlight risks to the strength of the recovery as concern over the European debt crisis mounts.”
A day earlier, the Mortgage Bankers Association (MBA) reported that a record share of US houses were in foreclosure, 4.63 percent, in the first quarter of 2010 “as job losses caused homebuyers to fall behind on monthly payments” (Bloomberg Businessweek). The MBA reported the combined share of foreclosures and mortgage delinquencies was 14 percent, or about one in every seven US mortgages, a staggering total.
“Job losses have strained budgets, making it difficult for households to pay monthly bills,” Jay Brinkmann, the MBA’s chief economist, told Bloomberg Businessweek. “The unemployment rate is the major factor driving the numbers,” Brinkmann said. “We’re seeing the states with the biggest unemployment problem, like Ohio, Illinois and Michigan, showing the biggest increases.”
In other words, there is no recovery for the working population in the US.
This reality was underscored by another unexpected statistic announced Thursday morning, the jump in weekly jobless claims in the US by 25,000 last week, to 471,000, “defying predictions” of economists they would decline by 4,000. The previous week’s jobless claim total was also revised upward a slight amount.
The Wall Street Journal commented, “In a troubling sign for the U.S. labor market, the number of workers filing new claims for unemployment benefits unexpectedly surged last week to wipe out most of the recent declines.”
Joseph Lazzaro at Daily Finance wrote, “At this stage of a U.S. economic expansion, initial jobless claims would normally be below 400,000. But this recession, which was deepened by the financial crisis, has defied numerous, historical economic norms and patterns, and the expected trend in jobless claims has been one.”
It was considered good news that continuing jobless claims (those drawn by workers for more than one week) declined by 40,000, to 4.6 million. It is necessary to bear in mind, however, that hundreds of thousands of the jobless are simply exhausting their benefits each months.
Moreover, Lazzaro points out, “This week, states reported 5,101,000 persons claiming Emergency Unemployment Compensation [established and extended several times by Congress] benefits for the week ending May 1, the latest week for which data is available, a decrease of 94,788 from the prior week. A year ago, there were 2,290,000 million EUC claimants.
“In other words, while continuing claims have declined by about 1.8 million over the past 12 months, emergency claims have increased by about 2.8 million.”
The large US banks meanwhile “enjoyed a disproportionate share” of the industry’s earnings gains in 2010’s first quarter, commented a Reuters dispatch. Thestreet.com reports that among those institutions “showing vast improvements” were FIA Card Services, a subsidiary of Bank of America, with first-quarter earnings of $507 million compared to a net loss of $1.5 billion in the first three months last year. The main subsidiary of Wells Fargo posted a profit of $2 billion, up from $1.2 billion in the same period in 2009.
“The largest U.S. bank by total assets as of March 31, was JPMorgan Chase Bank, NA, which is held by JPMorgan Chase, and it reported first-quarter net income of $2.7 billion, a slight rise from $2.5 billion during the first quarter of 2009.” Citibank, NA, took in net income of $2.2 billion in the first quarter of 2010, as opposed to $1.5 billion in the same three months last year.
However, despite having trillions made available to them, the banks continue to balk at loaning out their money. Without an accounting change that skewed the figures, “loan balances would have declined for the seventh quarter in a row.”
The number of problem banks increased, reported the FDIC, from 775, up from 702 the previous quarter, and 305 a year ago. Seventy-two US banks and thrifts have failed so far in 2010, and 237 since the beginning of 2008; the FDIC expects the total this year to exceed 2009’s 140.
Bank failures and consolidations resulting from the ongoing crisis have driven down the number of US banks to below 8,000, Reuters notes, for the first time in the FDIC’s 76-year history.
