Austin Hill
Message From California: “American Citizens Need Not Apply”
6/5/2011 | Email Austin Hill | Columnist's Archive
The United States is ordered by a “government of the people, by the people, for the people…”
But in modern-day California, it’s not so obvious any longer which “people” the government is allegedly serving.
Let’s go back to September of 2010. In the midst of the Golden State’s contest for a new Governor, a woman named Nicky Diaz Santillan held a press conference in Los Angeles – along with her famous Attorney Gloria Allred – and announced that she was suing Republican gubernatorial nominee Meg Whitman.
Santillan, we were to learn, had been a live-in housekeeper for the Whitman family between 2000 and 2009. After she was fired from that position she decided to do what Californians often do, and she sued her former employer for “emotional and financial abuse.”
Ms. Santillan happened also to be an illegal alien -a fact she revealed at her press conference -and had stolen an American citizen’s Social Security number so as to falsify documents and to portray herself as a citizen, when she was seeking employment with Whitman.
It was quite a spectacle, that strange September day in California. Seated behind the microphones and in front of the cameras of the American media, flanked by an American Attorney who had accessed the American judicial system to sue an American citizen named Meg Whitman, sat an illegal alien named Nicky Diaz Santillan.
Nobody dared to ask questions about the fact that Ms. Santillan’s presence in California was a violation of federal law. And nobody said a word about her admission to the crime of identity theft. It was all about the alleged “abuse” done to her by the American Meg Whitman.
In fact, California’s top law enforcement agent at that time – Attorney General Jerry Brown – had nothing to say about illegal immigration and identity theft either. Brown was the Democrat nominee for Governor, and he was polling behind Whitman. So rather than address the apparent crimes and confessions, Brown instead joined the chorus of critics claiming that Whitman had been “insensitive” for ending Ms. Santillan’s employment.
Shortly after that press conference, Brown began to poll ahead of Whitman. On Election Day in November, Brown trounced Whitman by nearly fourteen percentage points.
In California, trying to uphold the law with illegal aliens can be a very costly thing. Yet the political benefits of allowing illegal aliens to live above the “government of the people” can be enormous.
After the election, California was rocked by another bizarre event. At Fresno State University, one of California’s largest tax-payer funded schools, the campus newspaper revealed that their student body president Pedro Ramirez was an illegal alien.
Whether Ramirez was “outed,” or he “arranged to be outed,” is not quite clear. But after the news broke, Ramirez set out on a well orchestrated series of international media interviews (he rapidly became the “guest of choice” at “CNN En Espanol”) and a speaking tour to promote the federal “Dream Act” amnesty legislation. He flew up and down the state of California, and even paid a visit to Washington, D.C. to “lobby Congress” on behalf of illegal immigrants.
Ramirez’ presence in California was a violation of federal law, yes. But once again, California government officials didn’t dare ask the obvious questions: How does he pass through security check points at airports? Does he have an American passport? Does he have a California Driver’s License? How did he obtain these documents? Was identity theft involved?
It’s a “government of the people,” sure. But what does this mean any longer in California?
Not only does California ignore definitions of “crime” and “punishment” in cases involving illegal aliens, it is now about to legislate preferential treatment for illegal aliens which, de facto, will put U.S. citizens at a disadvtange. With a budget deficit of somewhere between $10 and $15 billion – a deficit that is expected to swell to about $25 billion by the middle of 2012 – California is cutting back on funding for everything from highway maintenance to K-12 education.
But – alas! – the California legislature has nonetheless found money in the coffers to fund special college and university grants intended specifically for illegal alien students (Americans need not apply). It’s called the “California DREAM Act,” and it’s sailing quite smoothly through the legislature right now.
In the 21st Century, it’s difficult to imagine that tax-payer funded college scholarship programs designated for “citizens and legal residents only” would be met with favor anywhere in America. But in modern-day California – a state that will probably be asking for an “Obama bailout” in the near future - tax-payer funds set aside “for illegal aliens only” is quite acceptable.
Yes, it’s true - the United States is ordered by a “government of the people, by the people, for the people…” But in our 31st state, it’s a government that is “for” just about anyone – except the American Citizen.

Some illegal immigrants have used stolen Social Security numbers to qualify for health programs -- a form of medical identity theft increasingly on hospital radars. "ObamaCare: Magnet for Illegal Immigration" by Rep. Ed Royce

Washington, Mar 26 -
The following oped by Rep. Ed Royce appeared in today's FlashReport:

This weekend, Congress held a marathon session debating health care reform. The Democrat Leadership's goal was to get a health care bill through at any cost, making backroom deals and abusing the legislative process to get it done.

One faction of the Democrat Party held off on supporting the health care legislation in order to get an amnesty bill to the House floor. After meeting with pro-amnesty legislators, President Barack Obama pledged to do everything in his power to get immigration legislation moving in Congress. This pledge coincided with the release of an amnesty legislation outline pushed by Senators Charles Schumer and Lindsey Graham. And open borders activists congregated on the steps of the Capitol building the Sunday of the vote to remind the President of his promise.

President Obama claims his health care plan won't cover illegal immigrants but how can you promise illegal immigrants won't be covered if the bill doesn't contain enforcement mechanisms to verify whether an individual is here illegally? The answer, you can't.

California's health care system is already heavily impacted by the cost of illegal immigration. Roughly $1.4 billion a year in taxpayer dollars goes toward providing health care to illegal immigrants in our state. Expanding government control of our health care system only compounds the problems of illegal immigration and health care costs. Additionally, there is nothing in the bill to monitor whether illegal immigrants are using our health care system. Most government programs use the Systematic Alien Verification for Entitlements (SAVE) program to prevent access. But once again, there is no enforcement mechanism in the legislation. Illegal immigrants will be able to access all the services provided by this health care bill.

Although the bill bars illegal immigrants from using the health exchange, there is no requirement to check anyone's immigration status. Without any enforcement, it becomes as ineffective as our immigration laws.

The government takeover of healthcare also vastly expands the number of people eligible for Medicaid. While illegal immigrants are theoretically barred from this program, last year the Democrat Leadership eroded the Medicaid verification process. Under S-CHIP reauthorization, a person now only has to provide a Social Security number and name in order to get benefits. Before this change, documentation like birth certificates and driver's licenses were required to ensure that the person enrolling was the same person whose Social Security number and name was being submitted. I supported an effort to stop this change but it was defeated.

The Social Security Administration receives about 8 million mismatches from the IRS every year, for reports filed under names that do not match the Social Security numbers. This is why I supported efforts requiring the use of identity documents under the House health care bill, but again this was defeated by the Democrat Majority.

So what does this all mean? It means that the health care legislation the Democrats just passed will be a magnet for more illegal immigration. It means that amnesty will be pushed with as much vigor as the health care bill, creating another inducement to cross U.S. borders. At the time of the passage of the 1986 amnesty, the number of illegal immigrants who took advantage of it went from what was thought to be only 1.5 million to a total 4 million. This time around we are talking about legalizing around 12 million who are here illegally, but in the end how many will it be?

Mexicans Say Amnesty Will Boost Illegal Immigration
last Updated: Wed, 10/14/2009 - 3:02pm
If President Obama keeps his promise of giving the nation’s 12 million illegal aliens amnesty it will encourage more Mexicans to enter the United States, according to residents of the struggling Latin American country who are undoubtedly rooting for the commander-in-chief’s plan.
The majority of illegal immigrants in the U.S. are from Mexico therefore the president’s reprieve project will greatly affect that nation. Two-thirds of Mexicans say they know someone living in the United States and around one-third have an immediate member of their household or close relative living in the U.S.
A majority of those residing south of the border say legalizing their undocumented countrymen will inspire more Mexicans to head north, according to a recent survey conducted by an internationally known polling and market research company. A vast majority of Mexicans with a relative in the United States said a legalization program would make people they know more likely to go to America illegally.
The results of the survey were made public this week by a research organization dedicated to studying the economic, social, fiscal and demographic impacts of immigration in the U.S. It reveals that nearly one-third of Mexican residents (nearly 40 million people) would like to live in the U.S. and if there was an amnesty a large number would come illegally with the hope of qualifying for a future exoneration.
An amnesty, therefore, would stimulate more illegal immigration which is the last thing this country needs. Furthermore, rewarding those who have violated our nation’s laws with coveted U.S. residency and possibly citizenship demeans the system, especially for those who follow the appropriate steps to come lawfully.
It’s bad enough that U.S. taxpayers annually dish out billions of dollars to educate, medically treat and incarcerate illegal aliens who are, in many cases, depleting local governments. Los Angeles County alone spends more than $1 billion a year, including $48 million a month in welfare costs, to provide services for illegal aliens. The crisis is hardly limited to border states, which have traditionally been the most impacted. Georgia’s skyrocketing illegal population costs taxpayers nearly $2 billion a year.

ILLEGAL ALIEN POPULATION MAY BE AS HIGH AS 38 MILLION
Study: Illegal alien population may be as high as 38 million A new report finds the Homeland Security Department "grossly underestimates" the number of illegal aliens living in the U.S. Homeland Security's Office of Immigration Studies released a report August 31 that estimates the number of illegal aliens residing in the U.S. is between 8 and 12 million. But the group Californians for Population Stabilization, or CAPS, has unveiled a report estimating the illegal population is actually between 20 and 38 million. Four experts, all of whom contributed to the study prepared by CAPS, discussed their findings at a news conference at the National Press Club in Washington Wednesday. James Walsh, a former associate general counsel of the Immigration and Naturalization Service, said he is "appalled" that the Bush administration, lawyers on the Senate Judiciary Committee, and every Democratic presidential candidate, with the exception of Joe Biden, have no problem with sanctuary cities for illegal aliens. "Ladies and gentlemen, the sanctuary cities and the people that support them are violating the laws of the United States of America. They're violating 8 USC section 1324 and 1325, which is a felony -- [it's] a felony to aid, support, transport, shield, harbor illegal aliens," Walsh stated. Walsh said his analysis indicating there are 38 million illegal aliens in the U.S. was calculated using the conservative estimate of three illegal immigrants entering the U.S. for each one apprehended. According to Walsh, "In the United States, immigration is in a state of anarchy -- not chaos, but anarchy."

NEW YORK TIMES July 18, 2007
Editorial Observer
Trying Times Ahead: The Prospect of 60 Million Californians
By VERLYN KLINKENBORG
Recently, the California Department of Finance projected that there will be some 60 million people living in the state by 2050. At present there are 36 million. The numbers in themselves are frightening enough, but what I find terrifying is the bland assumption that a two-thirds increase in population is inevitable and that the main problem will be creating the infrastructure necessary to house, feed, educate, transport and govern all those people. To me, the main problem is how to keep them from showing up in the first place. Somehow the numbers in themselves don’t really suggest the sobering weight of this projection. To say that for every three Californians now there will be five in 2050 doesn’t capture the scale of change. If you said that for every three houses now there will be five in 2050, or for every three cars, ditto, you might be getting a little closer to the visceral feel of the thing. But when it comes to houses and cars, California is a land of loaves and fishes, always multiplying in the most unexpected ways. To live in the state is to live with unrelenting change, whether you like it or not, and it has been that way for decades. But this population increase will mean more than filling up San Bernardino, Riverside and Kern Counties and paving the entire midsection of the state and creating impromptu day-schools and conference centers in stopped traffic. We tend to talk about humans as if they were interchangeable — as if the Californian of 1957 were somehow equivalent to the Californian of 2007. But today’s Californian consumes far more, if you consider consumption in its broadest sense. Draw pictures of those two Californians to the scale of their consumption, and the present-day resident would dwarf his ancestor. There’s a chance that a mid-21st-century Californian will look back in horror at the enormous consumption footprint of someone living in the state right now. That sense of horror would be good news — a sign that the coming generations had taken to heart that the way we live now, even in its current dimensions, is unsustainable. The trouble, of course, is that a population projection like this one more or less takes it for granted that not much will have changed by 2050. Otherwise, there wouldn’t be 60 million people in the state. 60 million Californians by mid-century Riverside will become the second most populous county behind Los Angeles and Latinos the dominant ethnic group, study says.By Maria L. La Ganga and Sara LinTimes Staff Writers July 10, 2007 Over the next half-century, California's population will explode by nearly 75%, and Riverside will surpass its bigger neighbors to become the second most populous county after Los Angeles, according to state Department of Finance projections released Monday. California will near the 60-million mark in 2050, the study found, raising questions about how the state will look and function and where all the people and their cars will go. Dueling visions pit the iconic California building block of ranch house, big yard and two-car garage against more dense, high-rise development. But whether sprawl or skyscrapers win the day, the Golden State will probably be a far different and more complex place than it is today, as people live longer and Latinos become the dominant ethnic group, eclipsing all others combined. Some critics forecast disaster if gridlock and environmental impacts are not averted. Others see a possible economic boon, particularly for retailers and service industries with an eye on the state as a burgeoning market. "It's opportunity with baggage," said Jack Kyser, chief economist for the Los Angeles County Economic Development Corp., in "a country masquerading as a state." Other demographers argue that the huge population increase the state predicts will occur only if officials complete major improvements to roads and other public infrastructure. Without that investment, they say, some Californians would flee the state. If the finance department's calculations hold, California's population will rise from 34.1 million in 2000 to 59.5 million at the mid-century point, about the same number of people as Italy has today. And its projected growth rate in those 50 years will outstrip the national rate — nearly 75% compared with less than 50% projected by the federal government. That could translate to increased political clout in Washington, D.C. Southern California's population is projected to grow at a rate of more than 60%, according to the new state figures, reaching 31.6 million by mid-century. That's an increase of 12.1 million over just seven counties. L.A. County alone will top 13 million by 2050, an increase of almost 3.5 million residents. And Riverside County — long among the fastest-growing in the state — will triple in population to 4.7 million by mid-century. Riverside County will add 3.1 million people, according to the new state figures, eclipsing Orange and San Diego to become the second most populous in the state. With less expensive housing than the coast, Riverside County has grown by more than 472,000 residents since 2000, according to state estimates. USC Professor Genevieve Giuliano, an expert on land use and transportation, would probably agree. Such massive growth, if it occurs, she said, will require huge investment in the state's highways, schools, and energy and sewer systems at a "very formidable cost." If those things aren't built, Giuliano questioned whether the projected population increases will occur. "Sooner or later, the region will not be competitive and the growth is not going to happen," she said. If major problems like traffic congestion and housing costs aren't addressed, Giuliano warned, the middle class is going to exit California, leaving behind very high-income and very low-income residents. I.E. MILLIONS OF ILLITERATE MEXICANS. The Department of Finance releases long-term population projections every three years. Between the last two reports, number crunchers have taken a more detailed look at California's statistics and taken into account the likelihood that people will live longer, said chief demographer Mary Heim. The result? The latest numbers figure the state will be much more crowded than earlier estimates (by nearly 5 million) and that it will take a bit longer than previously thought for Latinos to become the majority of California's population: 2042, not 2038. 75% OF THE GROWTH WILL BE LATINO The figures show that the majority of California's growth will be in the Latino population, said Dowell Myers, a professor of urban planning and demography at USC, adding that "68% of the growth this decade will be Latino, 75% next and 80% after that." That should be a wake-up call for voting Californians, Myers said, pointing out a critical disparity. Though the state's growth is young and Latino, the majority of voters will be older and white — at least for the next decade. "The future of the state is Latino growth," Myers said. "We'd sure better invest in them and get them up to speed. Older white voters don't see it that way. They don't realize that someone has to replace them in the work force, pay for their benefits and buy their house." http://immigrationcounters.com/

LET ILLEGALS BUY INTO HEALTH CARE PLAN? WHY SHOULD THEY? THEY GET ALL THE FREEBEES THEY CAN STEAL NOW!

There are numerous fallacies with the notion illegals should be able to purchase healthcare insurance. The first being that there are only about 12 million illegals here. Most sources put the figures at 40 million and breeding fast, and hoping the borders with ease is even more. The Mexicans don’t invade to “buy into”. Mexicans are racist that loathe anything American! Our language, flag, and certainly laws! They’re here to pillage, and pillage they do!

In Mexican occupied sanctuary city Los Angeles, cops are not permitted to ask illegals if they’re illegal. That’s a no no! It’s one more message to millions of illegals that the laws, as are our borders, are silly stupid gringo jokes that don’t apply to them! Similarly, it is illegal to hire illegals anywhere! Yet in this sanctuary city (there are only eight states with a larger population than Los Angeles), 47% of those employed are ILLEGALS using stolen social security numbers. It is also illegal for banks to open banks accounts for illegals. La Raza donors Wells Fargo and Bank of America does so every day! There’s good money in the transfer of money back to NARCOMEX and exploiting illegals (both had aggressive marketing devices to hand mortgages to illegals. Those mortgages now cost legals billions in bailouts. The areas with the largest number of foreclosures are states with the largest number of illegals)

In Los Angeles, 1 in 5 births are by illegals, paid for by taxpayers. The figure is 1 in 10 the rest of the country. The government of NARCOMEX does not recompense the American taxpayers for theses costs. WE ARE MEXICO’S WELFARE SYSTEM!
Many Americans think that being illegal precludes you from welfare. Not so! In Mexican occupied Los Angeles, which has a LA RAZA FASCIST PARTY Mayor Villaraigosa, there are signs posted in welfare offices informing illegals there is no impediment to signing up for gringo welfare. This county pays out $50 million PER MONTH in welfare to illegals. It also has a tax-free Mexican underground economy calculated to be $2 billion per year.

Meanwhile the La Raza Dems, and the government of NARCOMEX both want the hispandering OBAMA healthcare plan to be part of the newest LA RAZA DEMS’ PUSH FOR AMNESTY=CHEAP LABOR and VOTES! (Both Reps. Loretta and Linda Sanchez won their seats with the votes of illegals in Orange County!)

Washington Post

Let illegal immigrants buy into health plans
Saturday, December 26, 2009; A22
ONE KEY AREA in which the House health-care bill is superior to the Senate version involves health care for illegal immigrants. No, that was not a typo: illegal immigrants. Neither the House nor the Senate version would pay for health care for those who are in the country illegally -- although it could be argued that, to the extent they land in emergency rooms without health insurance, everyone ends up footing that bill. The question is whether those who are in the country illegally should be permitted to purchase, entirely with their own money, insurance policies available on the newly created exchanges. The House measure would permit such purchases. The Senate would not -- and the White House has unfortunately come down on the Senate side.
The real solution to the problem of illegal immigration is, of course, comprehensive immigration reform. Until then, millions of people are and are going to remain in the country illegally: The Congressional Budget Office projects there will be about 14 million who are not elderly in 2019. Of those, according to the CBO, almost 60 percent, or 8 million, will be uninsured. If some are willing and able to purchase insurance through the exchanges -- and the CBO estimates that a few million would -- it makes no sense to bar them from doing so.
In fact, allowing such purchases would benefit everyone. First, the more the ranks of the uninsured are reduced, the less the burden on hospitals and other parts of the health-care system to provide uncompensated care, the costs of which are passed on to other consumers in the form of higher prices and premiums. Second, illegal immigrants to this country tend to be relatively young and healthy. The more such individuals purchase insurance, the healthier -- and less costly -- the risk pool.
The supposed danger of opening the exchanges to illegal immigrants is that they will somehow obtain government subsidies for the insurance. But of course this possibility exists whether or not illegal immigrants are eligible to participate in the exchanges. How much of a danger that is depends on the separate question of whether the verification requirements for citizenship or legal status are adequate. The Senate's approach, which would require proof of legal status to obtain insurance through the exchange even for those not seeking government subsidies, would impose an unnecessary layer of bureaucracy without any evident benefit.

PRNewswire September 8, 2009
WASHINGTON, Sept. 8 /PRNewswire-USNewswire/ -- As President Obama addresses the nation on health care reform, a new analysis by the Center for Immigration Studies estimates that 6.6 million uninsured illegal immigrants could receive benefits under the House health reform bill (H.R. 3200). While the bill states that illegal immigrants are not eligible for the new taxpayer-funded affordability credits, there is nothing in the bill to enforce this provision. Congress defeated efforts to require the use of the Systematic Alien Verification for Entitlements (SAVE) program. More than 70 other programs of this kind use SAVE.
The report is available at http://www.CIS.org/ IllegalsAndHealthCareHR3200. Among the findings:
-- In 2007, there were an estimated 6.6 million illegal immigrants without
health insurance who had incomes below 400 percent of poverty, which is
the income ceiling for the new affordability premium credits.
-- If all uninsured illegal immigrants with incomes below 400 percent of
poverty received the new credits, the estimated cost to the federal
government would be $30.5 billion annually.
-- The current cost of treating uninsured illegal immigrants at all levels
of government is an estimated $4.3 billion a year, primarily at
emergency rooms and free clinics.
-- On July 16 an amendment by Rep. Dean Heller (R-NV) that would have
required the use of the Systematic Alien Verification for Entitlements
(SAVE) program to prevent illegal immigrants from receiving the
affordability credits was defeated by the House Ways and Means
Committee.
-- At present 71 other means-tested federal programs require use of the
SAVE system to prevent illegal immigrants and other ineligible
non-citizens from accessing them.
-- Even though there is no mechanism to prevent enrollment, it is likely
that many income-eligible illegal immigrants would not enroll out of
fear or lack of knowledge of the new programs. Thus the actual costs
would be less than the maximum estimate of $30.5 billion. However, if
illegal immigrants are legalized and could receive affordability
credits, a much larger percentage would be expected to enroll, with a
corresponding increase in costs.
-- Uninsured illegal immigrants tend to use less in health care on average
than others without health insurance because they tend to be young. This
fact is incorporated into the current cost estimate of $4.3 billion.
However, government-provided affordability credits paid to insurance
companies are the same for everyone regardless of age or preexisting
conditions. Therefore, the younger age of illegals does not result in
lower average costs for taxpayers for this program.
-- It is also worth noting that the report estimates that 38 percent of
illegal immigrants had health insurance in 2007. Additionally, the
report estimates that there are at least 360,000 uninsured illegal
immigrants with incomes above 400 percent of poverty who would not
qualify for benefits under H.R. 3200.
-- It is also possible that illegal immigrants could benefit from the
expansion of Medicaid under H.R. 3200. The bill does not require
identity verification for those claiming U.S. birth. Of illegal
immigrants with incomes under 400 percent of poverty, about half live
under 133 percent of poverty, which is the new ceiling for Medicaid
eligibility.
-- On July 30 an amendment by Rep. Nathan Deal (R-GA) that would have
required identity variation for those claiming U.S. birth was defeated
by the House Energy and Commerce Committee.
Methodology: To estimate the number of illegal immigrants in the United States this report uses the March 2008 Current Population Survey (CPS) collected by the Census Bureau. While the CPS does not ask the foreign-born if they are legal residents, the Department of Homeland Security (DHS), former INS, and other outside researchers have all used socio-demographic characteristics in Census Bureau data to estimate the size of the illegal alien population; this report follows the same approach. The March CPS also asks about income and health insurance coverage and on this basis the report estimates the share of low-income illegal immigrants who are without health insurance coverage. By design these estimates of the size and characteristics of the illegal-immigrant population match those

Mexico Promotes Free U.S. Healthcare For Illegal Immigrants

Time to wake up people! With unemployment at 12% and the state going broke, our tax dollars are going to pay for healthcare for hundreds of thousands of illegal aliens. To the tune of over a billion dollars a year!
Read on:
Mexico's government operates programs in about a dozen American cities that refers its nationals--living in the U.S. illegally--to publicly funded health centers where they can get free medical care without being turned over to immigration authorities.

The program is called Ventanillas de Salud (Health Windows) in Spanish and its mission is to help illegal immigrants find U.S. hospitals, clinics and other government programs where they can get free services without being deported for violating federal immigration laws.

Chicago, Houston, Los Angeles, San Diego and Indiana are among the cities where Mexican consulates operate the health referral system which annually costs U.S. taxpayers billions of dollars. In Los Angeles County alone, illegal immigrants cost taxpayers nearly $440 million in health services annually and a whopping $1.1 billion statewide.

The Mexican consul in Los Angeles proudly announced that nearly 300,000 Mexicans in the area have benefited from his government's health referral program, which he says actually saves the county money by encouraging immigrants to seek preventive care rather than waiting for more expensive emergency treatment.

The Southern California operation promises to assess "consulate clients" for eligibility to government-funded health insurance and other primary care services and offers free legal assistance to those who are denied coverage. Its goal is to improve access to health services for immigrants of Mexican origin by formalizing a health education, medical home referral and insurance enrollment program.

In Chicago, the Mexican consul's Spanish-language web site heavily promotes the Illinois Department of Health's low-cost prescription medicine program for illegal aliens and various free medical services throughout the state. It encourages all Mexicans in the area to pursue the valuable U.S. government-financed services for their entire family.

The Indiana-based program boasts that it serves thousands of "Mexican nationals" living in that state as well as Ohio, Kentucky and southern Illinois. Mexican officials claim that its highly successful pro-health program sends out a clear message to other Mexican consulates throughout the country and the world.

Although these programs facilitate people to remain in the country illegally, Mexico is working hard to expand them to all 47 U.S. consulates to better serve its nationals. In the meantime, U.S. taxpayers will keep picking up the exorbitant tab of medically treating the millions who live in the country illegally.

Neither the House nor the Senate version would pay for health care for those who are in the country illegally -- although it could be argued that, to the extent they land in emergency rooms without health insurance, everyone ends up footing that bill.

http://justcommonsense-lostinamerica.blogspot.com/2011/03/where-to-go-when-your-local-emergency.html

Where To Go When Your Local Emergency Room Goes Bankrupt?"

During the past ten years 84 California hospitals have declared bankruptcy and closed down their Emergency Rooms forever. Financially crippled by legistlative and judicial mandates to treat illegal aliens have bankrupted hospitals! In 2010, in Los Angeles County alone, over 2 million illegal aliens recorded visits to county emergency rooms for both routine and emergency care. Per official figures, the cost is $1,000 dollars for every taxpayer in Los Angeles County.

This crisis is not limited to California, although, with their "welcoming programs", Californians pay the most; Unreimbursed medical care in California exceeds $1.4 billion, and that is after the state programs have paid in excess of $8 billion dollars in program reimbursements! In Texas, the estimated cost to treat illegals is $8.5 billion and Arizona is spending approximately $4 billion per year to treat illegals in their emergency rooms. Even increased hospital charges and the accompanying raising of your medical insurance premiums has not been enough to cover the costs of illegal medical care!

What was, ten years ago, considered a "major irritant" has now become a full blown medical and budget crisis. Over 50 percent of ER visits in Florida are illegal immigrants. The trends are exploding as well in Georgia, North Carolina, Virginia, Nevada and throughout the Midwestern states.

This crisis is directly attributable to the Emergency Medical Treatment and Labor Act (EMTALA)implemented by congress and mandated by the U.S. Supreme Court. The law basically stipulates that no hospital may turn away anyone who appears at their Emergency Room doors for treatment, regardless of their ability to pay for the treatment. At the time of its implementation no legislator foresaw that this act would be corrupted and used by illegal aliens to receive medical care for nothing, but that is indeed what has happened. Illegals know the laws that are of benefit to them far better than American citizens, whether it be welfare, wic and food stamps in the name of their American born child, or whether it is using the emergency room for routine colds or the "ER drop and go" methods employed by Los Angeles street gangs when their members get shot up during their nightly street wars.

The latest financial estimates for emergency medical care nation wide exceeds $120 billion dollars (and that does not include state program payments as exists in California and other states). The costs to the taxpayer is enormous and crippling but that is not what should concern Americans the most; it is the explosive increase in the number of hospitals who are choosing to close their Emergency Rooms altogether. This crisis has now threatened the very life of your loved one as the time may come when Emergency Room treatment is simply not available to you.

Sure, if you've ever gone to an Emergency Room in the last ten years you know that more than half of them will be populated by illegals going in to get free routine and emergency care. The wait is long for you, the citizen. However, how much worse will it be when there is no ER period!

Folks, state governments cannot change this! City government cannot change this! But your congress in Washington D.C. can enact legislation that alters the earlier EMTALA legislation and limits participation to American citizens only! Keep in mind, only the Congress can override a Supreme Court decision!

Write em! Write em before you rush to an ER to save a family member's life and there ain't one around!

AN AMERICAN SEES & SPEAKS – Illegals and the MELTDOWN OF OUR HEALTHCARE SYSTEMS ACROSS THE COUNTRY – The Ever Expanding Mexican Welfare System

WHY WE ARE IN SUCH A MONEY SQUEEZE

Florida ER doctor's notes
Having spent three weeks in a hospital in Naples, Florida with my wife I couldnt help noticing what was going on in the hospital and I had a lot of time to talk to the doctors and nurses about what I had observed. Below is a commentary from an ER Doctor. Do you think this might be a big reason our health care system and our social security system are so screwed up? Do you think this might be a big reason our taxes keep going up? Who do you think these people are going to vote for?

From a Florida ER doctor:

"I live and work in a state overrun with illegals. They make more money having kids than we earn working full-time. Today I had a 25-year old with 8 kids - thats right 8; all illegal anchor babies and she had the nicest nails, cell phone, hand bag, clothing, etc. She makes about $1,500 monthly for each; you do the math. I used to say, We are the dumbest nation on earth. Now I must say and sadly admit: WE are the dumbest people on earth (that includes ME) for we elected the idiot idealogues who have passed the bills that allow this. Sorry, but we need a revolution. Vote them all out in 2010. "

Q & A
Sorting out claims about healthcare legislation
How would an overhaul really affect senior citizens? Abortion funding? Illegal immigrants?

By Noam N. Levey

August 10, 2009

Reporting from Washington — With lawmakers home for their August recess, a fierce battle has broken out over what precisely is in the mammoth healthcare bills being pushed by congressional Democrats. There has been no shortage of misinformation, much of it advanced by critics of President Obama's overhaul effort who have made sometimes outlandish claims. Here is a look at a few of the most contentious points.

Would illegal immigrants get free healthcare benefits?

Provisions in the House and Senate bills explicitly prohibit people who are "not lawfully present in the United States" from getting federal aid to help them buy health insurance in the new exchanges.

Congressional Democrats have resisted Republican efforts to put tougher documentation requirements on those applying for aid, arguing that that could discourage many poor people from signing up for health insurance.

No matter what happens with the legislation, illegal immigrants would almost certainly still be able to get care in emergency rooms, a major burden in some parts of the country.

THESE LA RAZA ENDORSED POLITICIANS, FEINSTEIN, BOXER, PELOSI are well trained to speak out of both sides of their mouths!

By Antonio Olivo

August 11, 2009

Reporting from Chicago — Pushing around a cart filled with steamed corn, sliced cucumbers and other street food, Omar Castillo is the embodiment of what has become a third rail in the healthcare debate.

The 19-year-old, who received a kidney transplant last year, is in the U.S. illegally and has no ready access to long-term medical care. So peddling snacks is how he pays for the expensive drugs he needs to stay healthy.

To cover the needs of an estimated 6.8 million uninsured illegal immigrants, some advocates have proposed broadening the healthcare overhaul legislation now before Congress.

But fierce opposition has kept the idea off the table.

Castillo received his transplant and a year of free medicine as part of a hospital study at the University of Illinois Medical Center at Chicago after lobbying by Latino activists and a call from the governor's office. With the study over, his last free prescription is running out.

"We don't know what we'll do when the medicine is gone," said Castillo, holding two nearly empty bottles of the immunosuppressants he takes to ward off an organ rejection.

It is immoral, immigration activists say, for hospitals and doctors -- as well as a nation -- to deny healthcare to the seriously ill, no matter their legal status. But proponents of tougher immigration enforcement and others fighting to contain runaway costs fear that providing such services would encourage more illegal border crossings.

Given spotty healthcare in countries such as China and Mexico, "health insurance alone might be worth people coming here . . . especially if you've got a family that's got a lot of illness in it," said Roy Beck of NumbersUSA, which has pushed for tighter restrictions on medical aid to illegal immigrants.

The issue is so sensitive that House Speaker Nancy Pelosi (D-San Francisco) has made a point of emphasizing that illegal immigrants would not be covered under the current healthcare proposals. And the Congressional Hispanic Caucus issued a statement backing coverage only for "legal, law abiding" immigrants who pay their "fair share" for healthcare.

Under federal law, illegal immigrants are entitled to receive emergency healthcare, although some states offer assistance to cover uninsured children.

(47% OF THE JOBS IN LOS ANGELES ARE HELD BY ILLEGALS USING STOLEN SOCIAL SECURITY CARDS!)

For some, a struggle

Some illegal immigrants have used stolen Social Security numbers to qualify for health programs -- a form of medical identity theft increasingly on hospital radars. Many more scramble to pay for their medicine and doctors visits in cash, a challenge in an economy where day-laborer work has dried up.

"A lot of people are living with things that are easily treatable [and] that those of us with good health insurance just don't have to live with because we can go get the medication," said Jennifer Tolbert, a policy analyst at the nonprofit Kaiser Family Foundation.

"If those individuals have communicable diseases," Tolbert said, "there may be a risk [of] spreading that condition."

Castillo's prescriptions for mycophenolate mofetil and tacrolimus can cost as much as $750 a month.

After about six hours of selling snacks in the hot sun on a recent day, he and a cousin took home $20, money that also must go toward food and other needs.

Castillo arrived from Mexico City in 2005.

He worked in construction for about six months, but he began growing weak and had trouble breathing, family members said.

A doctor discovered Castillo was born with a partly developed kidney.

Lucky break

Compared with others who are uninsured and facing chronic illness, Castillo has been lucky.

Last summer, the medical center assumed the cost of his kidney transplant after a group of activists rallied outside the hospital and persuaded then-Gov. Rod R. Blagojevich to make an appeal on Castillo's behalf.

Concerns over the financial burden -- an organ transplant can cost upward of $150,000, not counting follow-up care -- have led other hospitals to deny treatment, said Julie Contreras, an organizer with the League of United Latin American Citizens in Chicago.

"These people, some of them are going to die," Contreras said. "When a hospital denies treatment to any human being . . . this is flat-out immoral."

In Chicago, about a dozen immigrants in need of organ transplants have formed an informal support group.

They sat recently inside one patient's home, comparing kidney dialysis regimens and worries over mounting hospital bills. Within the group, sharing medicine is common.

In cases where pills are running out, so is rationing: one pill a day instead of three.

Asked about returning to Mexico or other home countries to receive more comprehensive care, the group broke into laughter.

"Over there, it's a thousand times worse," said Juan Zavala, a legal immigrant from Mexico and a transplant recipient. "Here, you may get treated poorly by some nurse or doctor. There? They'll give you a kick and tell you you're out of luck."

Sitting nearby was 16-year-old Liliana Cruz. After she was diagnosed with kidney failure, her family came to the U.S. illegally from Mexico in 2005 to seek help in getting a transplant.

But the operation is still beyond their reach. Cruz's age qualifies her to receive a transplant paid for by Illinois' All Kids health subsidy program, and she has a willing donor in an adult sister. But the University of Illinois Medical Center has declined the procedure because the sister's part of the surgery would not be subsidized.

"I just want a normal life," Cruz said during a recent round of kidney dialysis paid for by the state. "Right now, this machine is my life."

Illegals Receiving Health Care …."But....( of course there is!)"

“If you’re in this country illegally, should you be able to get health care?” CNN’s John King asked Mrs. Pelosi.

“No, illegal immigrants are not covered by this plan,” she replied.

Mrs. Pelosi’s remarks are downright deceptive, according to Congressman Lamar Smith (R-Texas), who points out that the proposed health care legislation “ contains gaping loopholes that will allow illegal immigrants to receive taxpayer-funded benefits .”

These loopholes, Rep. Smith maintains, are “no accident.” He maintains that the proposed legislation, despite months of debate, still contains no mechanism for verifying if applicants are legal residents or not.

The Republican members of the Ways and Means Committee attempted to address this loophole by an amendment proposed by Congressman Dick Heller (R-Nevada) which would have required applicants for government provided or subsidized health care to demonstrate eligibility through the Income and Eligibility Verification System (IEVS) and the Systematic Alien Verification for Entitlements (SAVE) systems.

But, on July 29, the Heller Amendment was soundly defeated by the following 26 Majority Members of the House Ways & Means Committee: Xavier Becerra (Calif.), Shelley Berkley (Nev.), Earl Blumenauer (Ore.), Joe Crowley (N.Y.), Artur Davis (Ala.), Danny Davis (Ill.), Lloyd Doggett (Texas), Bob Etheridge (N.C.), Brian Higgins (N.Y.), Ron Kind (Wis.), John Larson (Conn.), Sander Levin (Mich.), John Lewis (Ga.), Jim McDermott (Wash.), Kendrick Meek (Fla.), Richard Neal (Mass.), Bill Pascrell (N.J.), Earl Pomeroy (N.D.), Chairman Charlie Rangel (N.Y.), Linda Sanchez (Calif.), Allyson Schwartz (Pa.), Pete Stark (Calif.), John Tanner (Tenn.), Mike Thompson (Calif.), Chris Van Hollen (Md.), and John Yarmuth (Ky.).

The Federal for American Immigration Reform (FAIR) believes the legislation is now purposefully self-contradictory in order to ensure that the millions of illegal Latinos will receive coverage. FAIR points out that while one provision of the proposed health care reform bill states illegal immigrants will not be eligible for benefits, the legislation remains without any system of verification for determining if a patient is a legal or illegal U. S. resident.

Moreover, Fair insists, the bill leaves open the possibility that if one citizen family member is eligible for benefits, then the entire family — including illegal immigrants — is also eligible for the benefits.

“At a time when the federal government is running trillion dollar deficits, and the projected costs of the proposed health care overhaul seem to grow with each passing day, the committee that writes our tax laws wants Americans to pay for the health care costs of illegal aliens,” says FAIR President Dan Stein. “Given the opportunity to close loopholes that would cost the public billions of dollars each year, Democrats on the committee unanimously rejected an amendment that would bar illegal aliens from a national health care program.”

The cost of treating illegal aliens amounts to nearly $11 billion a year, according to calculations done by the Federation for American Immigration Reform (FAIR), a non-profit group that opposes illegal immigration. And that cost is not expected to go away if a health insurance reform bill becomes law.

According to FAIR’s Director of Special Projects Jack Martin, illegal immigrants presently cost U. S. taxpayers $10.7 billion a year for health care. The numbers are contained in a report that FAIR plans to publish in the near future.

“The current health care bill is looking as if it is leaving a very large loophole for medical coverage being provided to illegal aliens,” Martin said.

So again, yes, the speaker of the House can say: "We've made no provision for Health Care for Illegal Aliens". But, is she in fact telling you the WHOLE truth or only half a truth. I am an independent voter and I, at this point, have my opinion. You be the judge for your own opinion.
*
The politics of Healthcare Reform

from the AP -

"Immigration analyst James R. Edwards Jr. reported last week in National Review that "no health legislation on the table requires federal, state or local agencies -- or private institutions receiving federal funds -- to check the immigration status of health-program applicants, so some of the money distributed via Medicaid and tax credits inevitably would go to illegal aliens." Moreover, the Senate Finance Committee plan creates a preference for illegal aliens by exempting them from the mandate to buy insurance.

That's right. Lawabiding, uninsured Americans would be fined if they didn't submit to the ObamaCare prescription.

Lawbreaking bordercrossers and deportation fugitives would be spared.

For years, advocates of uncontrolled immigration have argued that illegals aren't getting free health care, and that even if they were, they'd not be draining government budgets. The fiscal crisis in California gives lie to those talking points. In March, the Associated Press reported that Sacramento and Contra Costa counties were slashing staff and closing clinics due to the prohibitive costs of providing nonemergency health services for illegals.

"The general situation there is being faced by nearly every health department across the country, and if not right now, shortly," Robert M. Pestronk of the National Association of County and City Health Officials, told the AP."

Congressman Brian Bilbray, along with 55 other Members of Congress, is urging the leaders of the United States House of Representatives to include a method of enforcement for benefits under any new plan of nationalized health care. The text of the letter follows:
September 15, 2009
The Honorable Nancy Pelosi
Speaker of the House
H-232 United States Capitol
Washington, DC 20515 The Honorable John Boehner
Office of the House Republican Leader
H-204 United States Capitol
Washington, DC 20515
Dear Madam Speaker and Republican Leader Boehner:
As discussion on health care reform continues, we urge you to include measures that will prevent illegal immigrants from receiving taxpayer-funded benefits in any health care reform bill considered by the House. While the House bill currently says illegal immigrants cannot get benefits, the statement is meaningless because the bill contains no verification mechanism to ensure that illegal immigrants will not receive benefits.
The non-partisan Congressional Research Service (CRS) recently issued some troubling information on the immigration-related provisions of the current health care bill, H.R. 3200. Specifically, the new CRS Report R40773, Treatment of Noncitizens in H.R. 3200, points out the following:
• CRS states that H.R. 3200 "does not contain any restrictions on noncitzens—whether legally or illegally present, or in the United States temporarily or permanently—participating in the [taxpayer-subsidized Health Insurance] Exchange."
• While section 142(a)(3) of H.R. 3200 states the responsibility of the Health Choices Commissioner to administer the "individual affordability credits under subtitle C of title II, including determination of eligibility for such credits," no specific enforcement mechanism is outlined in the bill.
• CRS also notes that "there could be instances where some family members would meet the definition of an eligible individual for purposes of the credit, while other family members would not. For example, in a family consisting of a U.S. citizen married to an unauthorized alien and a U.S. citizen child, the U.S. citizen spouse and child could meet the criteria for being a credit-eligible individual, while the unauthorized alien spouse would not meet the criteria. H.R. 3200 does not expressly address how such a situation would be treated. Therefore, it appears that the Health Choices Commissioner would be responsible for determining how the credits would be administered in the case of mixed-status families."
Our constituents find these provisions unacceptable. The Pew Hispanic Center estimated that there are almost two million families in the United States where illegal immigrant parents have U.S.-born children, and even more mixed-status families exist. If H.R. 3200 becomes law in its current form, billions in taxpayer funds could go to those who are in our country illegally.
Most of our concerns could be easily addressed by requiring individuals applying for affordability credits to undergo citizenship verification using one of the existing programs used for various social service programs. We urge you to adopt language such as the Heller amendment (offered in the House Ways & Means Committee during the markup of H.R. 3200, July 16, 2009) or the Deal amendment (offered in the House Energy & Commerce Committee markup of H.R. 3200, July 31, 2009) in the final version of any health care reform legislation to close these costly, unnecessarily loopholes.

The public relations campaign for President Obama's latest revival of "immigration reform" makes one thing crystal clear: This is not, and never has been, about homeland security. This is not, and never has been, about economic security. It's about political security, plain and cynical.

In conjunction with Tuesday's renewed White House push in Texas for a "new pathway to citizenship" for millions of illegal immigrants, disgruntled Latino activists are ratcheting up their radical anti-enforcement rhetoric. Illinois Democratic Rep. Luis Gutierrez -- a persistent critic on Obama's left flank -- lambasted federal workplace enforcement raids this weekend. On Sunday, he repeated his hyperbolic attacks on homeland security agents "terrorizing" neighborhoods and ripping babies from the breasts of nursing moms. Department of Homeland Security Secretary Janet Napolitano made no public effort to defend her employees.

On campuses across the country, unhappy ethnic college student groups have turned up the heat on Democrats to resurrect the "DREAM Act" nightmare for the 12th time in a decade. The legislation -- persistently rejected by a bipartisan majority on Capitol Hill -- would provide illegal aliens (not just teenagers, but students up to age 35) federal education access and benefits, plus a conditional pass from deportation and a special path toward green cards and U.S. citizenship for themselves and unlimited relatives.

Obama argues that his comprehensive amnesty plan would boost America's bottom line. But the open-borders math doesn't add up. The Congressional Budget Office score of the last DREAM Act package estimates that "the bill would increase projected deficits by more than $5 billion in at least one of the four consecutive 10-year periods starting in 2021." And that doesn't include the costs of the unlimited family members the millions of DREAM Act beneficiaries would be able to bring to the U.S. A separate cost analysis by the Washington, D.C.-based Center for Immigration Studies concluded that the illegal alien DREAM Act bailout would cost taxpayers $6.2 billion a year and "crowd out" U.S. students in the classroom.

To help gloss over those sobering realities and blur the lines between legal and illegal immigration, Obama summoned Latino celebrities such as actresses Eva Longoria and Rosario Dawson. The starlets -- deemed important "stakeholders" in the immigration policy debate by the celebrity in chief -- have served as glamorous distractions from the vocal complaints of Southwest governors, ranchers, farmers and other victims of continued border chaos. These are the real stakeholders whose lives and livelihoods are at risk. But none had a seat at the Hollywood-filled table.
While proudly emphasizing her ethnic loyalties, Dawson (an outspoken critic of Arizona's immigration enforcement law) insists immigration reform "isn't just a Mexican" or Latino issue. But for more candid liberal strategists, the illegal alien amnesty bandwagon is nothing more than a tool to motivate current and future Latinos to protect the Democrats' grip on power. Eliseo Medina, secretary treasurer of Obama's deep-pocketed backers at the Service Employees International Union, laid out the stakes in an interview with MSNBC:

"Clearly with immigration reform and any other kind of reform that would benefit the Latino community, we have to make sure that our voices are heard in the ballot box. There are approximately 23 million Latinos that are eligible to vote, yet only 10 million voted in 2008."

SEIU's goal: "If we increase the turnout from 10 million to anywhere between 12 and 15 million, we're going to have an outsized impact on the election in 2012."

If, as widely expected, Obama fails to deliver amnesty through the legislative process, there's always amnesty by executive fiat. White House insiders first floated the idea in June 2010 to unilaterally extend either deferred action or parole to millions of illegal aliens in the United States. This administration has accomplished its major policy agenda items through force, fiat and fraud. Immigration will be no different.

Unfortunately for the law-abiding, there is no Hollywood-Washington-Big Labor lobby to speak for them. While Obama's homeland security officials hang their "mission accomplished" banner over the border, the feds have barely made a dent in the three-year naturalization application backlog or the 400,000-deportation fugitive problem.

Meanwhile, law enforcement witnesses told a House subcommittee last month that border smuggling has grown so out of control that federal prosecutors are simply declining to pursue cases. Cochise County, Arizona, Sheriff Larry Dever testified about the feds' so-called "Turn Back South" policy -- which includes lowering thresholds for drug and smuggling prosecutions, and permitting border-crossers at least seven strikes before being charged with immigration misdemeanors. And just last week, the General Accounting Office reported another massive 1.6 million illegal visa overstayers backlog -- a problem exposed by five of the 19 September 11 hijackers who benefited from systemic failure to enforce visa regulations.

So much for "never forget."

Jeffrey: Where Obama's Border Lies
Wednesday, May 11, 2011
By Terence P. Jeffrey [1]
To President Barack Obama, securing the border is a laughing matter -- and a lying matter.
When Obama spoke in El Paso, Texas, yesterday, he claimed that (1) the federal government has now "basically" completed the border fence that security minded Republicans wanted built and (2) El Paso and other border communities are "among the safest in the nation."
"They wanted a fence. Well, the fence ... is now basically complete," said Obama. "Maybe they'll need a moat," he added. "Maybe they want alligators in the moat."
"El Paso and other cities and towns along this border are consistently among the safest in the nation," said Obama.
What are the facts?
In 2006, Congress passed -- and President George W. Bush signed -- the Secure Fence Act, sponsored by House Homeland Security Chairman Peter King, R-N.Y.
King explained it on the House floor. "It provides over 700 miles of two-layered reinforced fencing," he said. "It also mandates that the Department of Homeland Security achieve and maintain operational control over the entire border through a virtual fence, deploying cameras, ground sensors, unmanned aerial vehicles, integrated surveillance technology."
The original law left little to interpretation by the homeland security secretary. It said "'operational control' means the prevention of all unlawful entries into the United States."
It defined the type of fence to be built: The "secretary of Homeland Security shall provide for least 2 layers of reinforced fencing, the installation of additional physical barriers, roads, lighting, cameras, and sensors."
So, did the secretary seek to gain operational control of the entire border? Did the secretary build over 700 miles of two-layered reinforced fencing?
The answers are: No and no.
As noted in this column last week, Richard Stana, director of homeland security issues for the Government Accountability Office, informed the Senate Homeland Security Committee in March that there are only 129 miles of the 1,954-mile-long U.S.-Mexico border where the Border Patrol can prevent or stop an illegal entry from taking place at the border itself. There are another 744 miles where it can stop an illegal entry at "distances of up to 100 miles or more away from the immediate border."
That leaves at least 1,081 miles of border where Homeland Security has anything but "operational control."
In written testimony presented to the committee on May 4, 2010, Stana said Homeland Security had built 646 miles of border fence (of 652 miles it intended to build) as of April 2010. This generally was not the "2 layers of reinforced fencing" described in the Secure Border Act. Three hundred forty-seven miles was what the GAO described as "pedestrian" fencing, and 299 miles was "vehicle" fencing.
"Pedestrian fencing is designed to prevent people on foot from crossing the border and vehicle fencing consists of physical barriers meant to stop the entry of vehicles," Stana testified.
This March, Stana told the committee that Homeland Security had increased the total length of border fence to 649 miles -- an increase of 3 miles in a year.
Given that Stana also said there were only 129 miles of border where the Border Patrol could prevent or stop an illegal entry at the border, that means there must be at least 520 miles of fencing erected by Homeland Security that does not stop or prevent people from crossing the border.
How did Homeland Security get away with not building the type of double-fencing expressly mandated in the Secure Fence Act?
Sen. Kay Bailey Hutchison, R-Texas, slipped language into the 614-page omnibus spending bill enacted at the end of 2007. This language essentially repealed the Secure Fence Act. It said: "Notwithstanding subparagraph (A), nothing in this paragraph shall require the Secretary of Homeland Security to install fencing, physical barriers, roads, lighting, cameras, and sensors in a particular location along an international border of the United States, if the Secretary determines that the use or placement of such resources is not the most appropriate means to achieve and maintain operational control over the international border at such location."
Are border cities like El Paso truly rated among the safest in the nation? President Obama did not say whose rating he was using. But they are not the safest, according to the U.S. Justice Department.
The latest annual statistical report of the Executive Office for the United States Attorneys -- which was published in 2010 and covers fiscal 2009 -- made a special point of highlighting violence on the border.
"Violence along the border of the United States and Mexico has increased dramatically during recent years," the report said. "The violence associated with Mexican drug trafficking organizations pose(s) a serious problem for law enforcement."
"Illegal immigration provides the initial foothold with which criminal elements, including organized crime syndicates, use to engage in a myriad of illicit activities ranging from immigration document fraud and migrant smuggling to human trafficking," said the report. "Federal prosecution of border crime is a critical part of our Nation's defense and federal jurisdiction over these offenses is exclusive."
As noted in this column last year, the report pointed out that when measured by the number of criminal defendants charged during fiscal 2009, the five most-crime-ridden U.S. judicial districts were all on the Mexican border. These included: Southern Texas, Western Texas, Southern California, Arizona and New Mexico.

According to Obama's Justice Department, there were more then two-and-a-half-times as many criminals (8,435) charged in federal court in Western Texas, where El Paso is, than in the combined districts of Southern New York (1,959), which includes Manhattan and the Bronx, and the Eastern New York (1,377), which includes Staten Island, Brooklyn, Queens and Long Island.

James Jay Carafano: The administration's secure-the-border trap
By: James Carafano
Examiner Columnist
August 22, 2010
When the public clamors for action to curb illegal immigration, politicians push the "easy button." They mobilize the National Guard and send them to the border.
It's a time-honored tradition, though not always efficacious.
For example, in 1916, Poncho Villa launched a series of cross-border raids into the U.S. In response, we sent a few thousand troops under the command of Blackjack Pershing to hunt down the bandits.
It cost U.S. taxpayers hundreds of thousands of dollars a day. Pershing never captured Villa. And, on several occasions, the Army got its butt kicked. On June 21, 1916, the Mexican Army almost completely wiped out a detachment of the 10th U.S. Cavalry at Carrizal.
Most U.S. troops were withdrawn by 1917. They returned to the border in the 1920s. Ultimately, border violence subsided, not so much due to the U.S. troop presence, but because the revolutionary ardor wracking Mexico had finally run its course.
Recently, President Obama ordered the National Guard back to the border. And Congress rushed to pass another border bill before sprinting off for summer recess. This frenzy of activity reflects a desire to be seen as "doing something" more than a calculated, serious response to our border security problems.
For several years, Republicans have chanted a "secure the border first" mantra. It allowed them to look tough on the illegal immigration issue while dodging the issue of "comprehensive" reform. It's a bad strategy. It suggests that, if the Obama administration overcomes the "border first" problem, it will be clear sailing for a push for amnesty.
The administration knows an opportunity when it sees one. Hence we saw Homeland Security Secretary Janet Napolitano trot out the "border has never been more secure" argument in congressional testimony earlier this year. However, as violence on the Mexican side of the border continues to escalate, the administration's "secure border" argument isn't gaining traction -- even among congressional Democrats.
So now the White House is on a different tack: Throwing money at the problem. Far too many Republicans as well as Democrats are comfortable with that approach -- even when it promises to accomplish little. But, in the end, unfocused spending on the border may give the administration an excuse to push through a massive amnesty.
At some point, after shoveling huge sums of money into low-value border security gambits, pro-amnesty politicians will throw up their hands. "We tried," they'll say, "but we just can't secure the border without amnesty."
Whether progress is made on the border or not, the real problem is that any strategy for reducing illegal immigration that includes amnesty is bound to fail. Granting a general amnesty will just encourage another wave of illegal border crossing. That is exactly what happened when the 1986 amnesty bill was passed. And that is exactly what will happen if Washington does it again.
But waiting until we get the border right before doing anything else to reform immigration policy makes no sense either.
Securing the border requires solving larger problems. It means working with Mexico to bust the cartels, enforcing our immigration and workplace laws, creating effective temporary-worker programs, and rejecting amnesty once and for all. And, of course, it requires better and more cost-effective border security.
Washington can't solve the problem of illegal immigration without tackling all aspects of the problem. Simply pounding the table and chanting "border first" is not just inadequate; it puts us on the short road to a general amnesty.

Unemployment rate in Mexico (is what???)

The unemployment rate in Mexico was last reported at 5.6 percent in November of 2010. From 2000 until 2010, Mexico's Unemployment Rate averaged 3.45 percent reaching an historical high of 5.93 percent in May of 2009 and a record low of 2.22 percent in November of 2002. The labor force is defined as the number of people employed plus the number unemployed but seeking work. The non-labour force includes those who are not looking for work, those who are institutionalized and those serving in the military.

Right. Because they're here in the USA.

Where To Go When Your Local Emergency Room Goes Bankrupt?"

During the past ten years 84 California hospitals have declared bankruptcy and closed their Emergency Rooms forever. Financially crippled by legislative and judicial mandates to treat illegal aliens have bankrupted hospitals! In 2010, in Los Angeles County alone, over 2 million illegal aliens recorded visits to county emergency rooms for both routine and emergency care. Per official figures, the cost is $1,000 dollars for every taxpayer in Los Angeles County.

Most Mexican Immigrants in New Study Gave Up Jobs to Take Their Chances in U.S.

By NINA BERNSTEIN

A report about the work lives of recent Mexican immigrants in seven cities across the United States suggests that they typically traded jobs in Mexico for the prospect of work here, despite serious bouts of unemployment, job instability and poor wages.
The report, released Tuesday by the Pew Hispanic Center, was based on surveys of nearly 5,000 Mexicans, most of them here illegally.
Those surveyed were seeking identity documents at Mexican consulates in New York, Atlanta and Raleigh, N.C., where recent arrivals have gravitated toward construction, hotel and restaurant jobs, and in Dallas, Chicago, Los Angeles, and Fresno, Calif., where they have been more likely to work in agriculture and manufacturing.
Unlike the stereotype of jobless Mexicans heading north, most of the immigrants had been employed in Mexico, the report found.
Once in the United States, they soon found that their illegal status was no barrier to being hired here. And though the jobs they landed, typically with help from relatives, were often unstable and their median earnings only $300 a week, that was enough to keep drawing newcomers because wages here far exceeded those in Mexico.
Among respondents to the survey, those who settled in Atlanta and Dallas were the best off, with 56 percent in each city receiving a weekly wage higher than the $300-a-week median. The worst off were in Fresno, where more than half of the survey respondents worked in agriculture and 60 percent reported earning less than $300 a week. The lowest wages were reported by women, people who spoke little or no English, and those without identification.
To some scholars of immigration, the report underlines the lack of incentives for employers to turn to a guest worker program like the one proposed by President Bush because their needs are met cheaply by illegal workers - and all without paperwork or long-term commitment.
Guest workers might instead appeal to corporations like Wal-Mart, the scholars said, where service jobs are now the target of union organizing drives.
"You can't plausibly argue that immigrant-dominated sectors have a labor shortage," said Robert Courtney Smith, a sociologist and author of "Mexican New York: Transnational Lives of New Immigrants." Instead, he said, the report and evidence of falling wages among Mexican immigrants over time point to an oversupply of vulnerable workers competing with each other.
But Brendan Flanagan, a spokesman for the National Restaurant Association, which supports a guest worker program, disagreed. "In many places it is difficult to fill jobs with domestic workers," Mr. Flanagan said. "We've seen a simple lack of applicants, regardless of what wage is offered."
Although the survey, conducted from July 2004 to January 2005, was not random or weighted to represent all Mexican immigrants, it offers a close look at a usually elusive population.
Those surveyed were not questioned directly about their immigration status, but they were asked whether they had any photo identification issued by a government agency in the United States. Slightly more than half over all, and 75 percent in New York, said they did not.
The migration is part of a historic restructuring of the Mexican economy comparable to America's industrial revolution, said Kathleen Newland, director of the Migration Policy Institute, a research organization based in Washington.
The institute released its own report on Tuesday, arguing that border enforcement efforts have failed. Workplace enforcement, which has been neglected, would be a crucial part of making a guest worker program successful.
For now, Mexicans keep arriving illegally.

What Illegals get for free from us..... (what do you get for free?)
Take, for example, an illegal alien with a wife and five children. He takes a job for $5.00 or 6.00/hour. At that wage, with six dependents, he pays no income tax, yet at the end of the year, if he files an Income Tax Return, he gets an "earned income credit" of up to $3,200 free.

He gets $518.00 each month for each child born in the USA until that child reaches 18....

He qualifies for Section 8 housing and subsidized rent.

He qualifies for food stamps.

He qualifies for free (no deductible, no co-pay) health care.

His children get free breakfasts and lunches at school...often the mother brings other children not in the school along for the free breakfast...

He requires bilingual teachers and books.

He gets free bus transportation to and from school....we have to pay upwards of $300.00 per year for our children to ride the bus...

He qualifies for relief from high energy bills.

If they are, or become, aged, blind or disabled , they qualify for SSI. If qualified for SSI they can qualify for Medicaid. All of this is at the expense of the American taxpayer.

He doesn't worry about car insurance, life insurance, or homeowners insurance. And in California they do not smog their cars so the air is polluted by over a million more cars

Taxpayers provide Spanish language signs, bulletins and printed material.

He and his family receive the equivalent of $20.00 to $30.00/hour in benefits.

Working Americans are lucky to have $5.00 or $6.00/hour left after paying their bills and his.

Worst of all is this....if this illegal gets amnesty he can bring up to 90 of his relatives into the states to leech even more from the tax payers....if they are elderly they qualify for Social Security benefits without paying a dime into the system...

Cheap labor? YEAH, RIGHT!

County’s Monthly Welfare Tab For Illegal Aliens $52 Million
09/07/2010

As the mainstream media focuses on a study that reveals a sharp decline in the nation’s illegal immigrant population, monthly welfare payments to children of undocumented aliens increased to $52 million in one U.S. county alone.
The hoopla surrounding last week’s news that the annual flow of illegal immigrants into the U.S. dropped by two-thirds in the past decade overlooked an important matter; the cost of educating, incarcerating and medically treating illegal aliens hasn’t decreased along with it, but rather skyrocketed to the tune of tens of billions of dollars annually.

THIS FIGURE DOES NOT INCLUDE EXTRA MILLIONS PAID FOR ANCHOR BABIES

Those figures don’t even include the extra millions that local municipalities dish out on welfare payments to the U.S.-born children of illegal immigrants, commonly known as anchor babies. In Los Angeles County alone that figure increased by nearly $4 million in the last year, sticking taxpayers with a whopping $52 million tab to provide illegal immigrants’ offspring with food stamps and other welfare benefits for just one month.
That means the nation’s most populous county, in the midst of a dire financial crisis, will spend more than $600 million this year to provide families headed by illegal immigrants with welfare benefits. In each of the past two years Los Angeles County taxpayers have spent about half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants. Additionally, the county spends $550 million on public safety and nearly $500 million on healthcare for illegal aliens.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from L.A. County’s Department of Social Services. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare perks that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children.

Obama's 'Hispanicazation' of America
Monday, January 10, 2011 08:28 AM
By: James Walsh
Casting a shadow on economic recovery efforts in the United States is the cost of illegal immigration that consumes U.S. taxpayer dollars for education, healthcare, social welfare benefits, and criminal justice. Illegal aliens (or more politically correct, “undocumented immigrants”) with ties to Mexican drug cartels are contributing to death and destruction on U.S. lands along the southern border.

While the declining job market in the United States may be discouraging some would-be border crossers, a flow of illegal aliens continues unabated, with many entering the United States as drug-smuggling “mules.”

Increasingly vicious foot soldiers of the Mexican drug cartels are taking control of U.S. lands along the border, especially since U.S. Border Patrol units have been reassigned, some to offices 60 to 80 miles inland.

The U.S. Department of the Interior, Bureau of Land Management (BLM) early last year posted signs warning citizens to avoid Interstate 8 between Casa Grande and Gila Bend, Ariz., because of criminal activity in the area, an area that includes protected natural areas precious to the nation.

In reaction to public outrage over the signs, the BLM removed the offensive wording in October 2010, replacing it with the following: Visitor Information Update—Active Federal Law Enforcement Patrol Area.

As the liberal news media, far-left Democrats, and labor unions push for the “Hispanicazation” of U.S. culture, U.S. Department of Homeland Security Secretary Janet Napolitano says the U.S. border has never been more secure.

Perhaps she is basing this on the reduced number of apprehensions, which result, of course, from reassigning Border Patrol agents inland.

In a recent New York Times article, Nicholas Kristof criticized U.S. citizens for not speaking a foreign language and suggested that “Every child in the United States should learn Spanish.” He concluded that as the United States increasingly integrates economically with Latin America, Spanish will be crucial for the United States.

For decades, the liberal left has argued that Latin America is essential for U.S. business and trade. Kristof states that Latin America “is finally getting its act together” but fails to mention the Obama administration’s $2 billion loan of U.S. taxpayer money in 2009 to Brazil’s Petrobras oil company for deep off-shore oil drilling. Obama confidant George Soros, through the Soros Fund Management LLC, until recently owned millions of dollars of Petrobras stock.

Kristof suggests that one day Spanish-speaking Americans will be part of daily life in the United States and that workmen such as mechanics will be able to communicate easily with Spanish-speaking customers.

He fails to explain why these customers will not be speaking English. After all, the ability to speak, read, and write English remains a requirement for U.S. citizenship.

President Barack Obama gives lip service to increasing border control resources with limited funding and personnel. Many officials, including the governors of Texas and Arizona, are skeptical regarding the Obama administration’s resolve. They resent that the United States is being blamed for the killing fields on both sides of the Mexico-U.S. Border.

For instance, U.S. Secretary of State Hillary Clinton in March 2009, during her first official visit to Mexico, placed the blame for the Mexican drug cartels’ vicious murders on the United States.

In Mexico City, she announced that the U.S. appetite for illegal drugs and the easy acquisition of guns from the United States by Mexicans are the root causes of the Mexican crime wave. “Blame America” has become the global agenda of the Democratic Party.

The Obama administration’s plan to resolve the immigration chaos is to offer amnesty to all comers. President Obama re-affirms his support of a “pathway to citizenship” (amnesty) for illegal aliens in 2011.

The administration, however, has announced no plans to control the influx of future waves of illegal aliens or their skyrocketing costs to the nation. The administration, which condones U.S. sanctuary cities and states, has no plans to file charges against them for violations of federal immigration law. Nor does the administration seem concerned about the environmental impact that illegal aliens have on the ecology of the United States.

Many national forests, parks, monuments, wilderness areas, and wildlife refuges — once the pride of the nation — are serving today as marijuana fields for illegal alien gangs.

Former Democratic Speaker of the House Nancy Pelosi reportedly said to a gathering of illegal aliens in California in 2009 that U.S. immigration laws were “un-American,” suggesting that they need not be obeyed. Concerned citizens can only trust that the new speaker of the House, John Boehner, as part of congressional oversight of federal agencies, will demand enforcement of existing immigration laws.

When will President Obama recognize that illegal immigration is slowing economic recovery? Can he resolve the chaos while still appeasing his Hispanic base?

To maintain his populist aura, the president is in the habit of saying one thing to one audience and the opposite to another.

One Obama apologist explained, “Campaign rhetoric is one thing,” suggesting that governing is another. The deliberate Hispanicazation of the United States to secure a block of votes is quite another.

The Department of Labor has launched a special program to assist and protect illegal immigrant workers in the U.S., referred to as “vulnerable” and “underpaid” by the presidential cabinet member who heads the agency.
Hundreds of new field investigators have been deployed to reach out to Latino laborers in areas with large numbers of illegal alien employees. Their message, in Spanish, is “we can help” bring workplace protections to the nation’s most vulnerable and underpaid workers, including those who have no legal right to live in the United States.

Labor Secretary Hilda Solis, a former California congresswoman with close ties to the influential La Raza movement, announced the “We Can Help” project with great fanfare a few days ago. A total of 1,000 investigators from her agency will focus on enforcing labor and wage laws in industries that typically hire lots of illegal aliens without reporting anyone to federal immigration authorities.

Solis told Latino workers that “your president, your secretary of labor and this department will not allow anyone to be denied his or her rightful pay, especially when so many in our nation are working long, hard and often dangerous hours.” She assured illegal immigrants that “if you work in this country, you are protected by our laws.”
The same day Solis publicly announced the Obama Administration’s new project, a Labor Department investigator visited a day laborer center in northern California to promote it. The federal employee actually chatted warmly with the illegal immigrants about how to find jobs without being exploited, according to a local newspaper report. “We’re the feds but the good ones,” he told the day laborers in Spanish. “We’re here to help workers.”
The agency has also launched a Spanish television advertising campaign to spread the word and created a web site. Workers in industries from construction to food service are urged to contact the Labor Department of wage and hour violations. An investigator may be deployed to the work site or the employer may be taken to court.
While in Congress, she opposed strengthening the border fence, supported expansion of illegal alien benefits (including driver's licenses and in–state tuition discounts), embraced sanctuary cities that refused to cooperate with federal homeland security officials to enforce immigration laws, and aggressively championed a mass amnesty. Solis was steeped in the pro–illegal alien worker organizing movement in Southern California and was buoyed by amnesty–supporting Big Labor groups led by the Service Employees International Union. She has now caused a Capitol Hill firestorm over her new taxpayer–funded advertising and outreach campaign to illegal aliens regarding fair wages:

The U.S. Department of Illegal Alien Labor

President Obama's Labor Secretary Hilda Solis is supposed to represent American workers. What you need to know is that this longtime open–borders sympathizer has always had a rather radical definition of "American." At a Latino voter registration project conference in Los Angeles many years ago, Solis asserted to thunderous applause, "We are all Americans, whether you are legalized or not."
That's right. The woman in charge of enforcing our employment laws doesn't give a hoot about our immigration laws –– or about the fundamental distinction between those who followed the rules in pursuit of the American dream and those who didn't.
"I'm here to tell you that your president, your secretary of labor and this department will not allow anyone to be denied his or her rightful pay –– especially when so many in our nation are working long, hard and often dangerous hours," Solis says in the video pitch. "We can help, and we will help. If you work in this country, you are protected by our laws. And you can count on the U.S. Department of Labor to see to it that those protections work for you."
To be sure, no one should be scammed out of "fair wages." Employers that hire and exploit illegal immigrant workers deserve full sanctions and punishment. But it's the timing, tone–deafness and underlying blanket amnesty agenda of Solis' illegal alien outreach that has so many American workers and their representatives on Capitol Hill rightly upset.

With double–digit unemployment and a growing nationwide revolt over Washington's border security failures, why has Solis chosen now to hire 250 new government field investigators to bolster her illegal alien workers' rights campaign? (Hint: Leftists unhappy with Obama's lack of progress on "comprehensive immigration reform" need appeasing. This is a quick bone to distract them.)
Unfortunately, the federal government is not alone in lavishing attention and resources on workers who shouldn't be here in the first place. As of 2008, California, Florida, Nevada, New York, Texas and Utah all expressly included illegal aliens in their state workers' compensation plans –– and more than a dozen other states implicitly cover them.
Solis' public service announcement comes on the heels of little–noticed but far more troubling comments encouraging illegal alien workers in the Gulf Coast. Earlier this month, in the aftermath of the BP oil spill, according to Spanish language publication El Diario La Prensa, Solis signaled that her department was going out of its way to shield illegal immigrant laborers involved in cleanup efforts. "My purpose is to assist the workers with respect to safety and protection," she said. "We're protecting all workers regardless of migration status because that's the federal law." She told reporters that her department was in talks with local Immigration and Customs Enforcement (ICE) officials who had visited coastal worksites to try to verify that workers were legal.
No word yet on whether she gave ICE her "we are all Americans, whether you are legalized or not" lecture. But it's a safe bet.
