DPS Advises Against Spring Break Travel to Mexico

The Texas Department of Public Safety is again urging Spring Breakers to avoid traveling to Mexico as a result of continued violence throughout the country.

"The Mexican government has made great strides battling the cartels, and we commend their continued commitment to making Mexico a safer place to live and visit," said DPS Director Steven C. McCraw. "However, drug cartel violence and other criminal activity represent a significant safety threat, even in some resort areas."

According to published information from the U.S. Department of State: *

• 12,903 narcotics-related homicides were reported the first nine months of 2011 alone.

• The number of U.S. citizens reported as murdered in Mexico increased from 35 in 2007 to 120 in 2011.

• U.S. citizens have fallen victim to transnational criminal activity, including homicide, gun battles, kidnapping, carjacking and highway robbery.

• Rape and sexual assault continue to be serious problems in resort areas.

• Some bars and nightclubs, especially in resort cities such as Cancun, Acapulco, Mazatlan, Cabo San Lucas, and Tijuana can be havens for drug dealers and petty criminals.

• Crime and violence are serious problems throughout the country and can occur anywhere.

• The State Department now urges U.S. travelers to defer non-essential travel to all or parts of 14 Mexican states, four more than 2011.

"The situation in Mexico today is significantly different than it was just a decade ago," said McCraw. "Many crimes against Americans in Mexico go unpunished, and we have a responsibility to inform the public about safety and travel risks and threats. Based on the unpredictable nature of cartel violence and other criminal elements, we are urging individuals to avoid travel to Mexico at this time."

DPS acknowledges that many travel to Mexico without incident, but the risks cannot be ignored. Travelers are encouraged to carefully research any planned trips.

House Appropriators Object to Cuts in CBP Budget

On Wednesday, the House Appropriations Subcommittee on Homeland Security held a hearing on President Obama’s proposed budget cuts to Customs and Border Protection (CBP), included in the Department of Homeland Security’s (DHS) budget proposal for FY2013.
CBP’s budget request equals nearly $12 billion, a two percent increase over the President’s FY2012 request for the agency. (See DHS FY2013 Budget in Brief, pp. 25, 81)
In spite of this increase, the Administration has proposed cuts to several key programs. (Id. at p. 85) These include:
  • $68.2 million decrease in funding for air and marine operations and procurements
  • $7.1 million reduction in air and marine staff
  • $6 million decrease in border security inspections and trade facilitation between points of entry
  • $6.7 million decrease in automation technology modernization
  • $72.9 million decrease in border security fencing, infrastructure, and technology
(Id.) Both Republicans and Democrats on the Subcommittee raised concerns that these proposed reductions could weaken CBP programs and put border security in jeopardy.
Subcommittee Chairman Robert Aderholt (R-AL) was dismayed that DHS’ proposed budget rollbacks would dilute Congress’ increased investments in border protection over the last several years. Specifically, he lamented the “unacceptable” cuts to air and marine operations and procurement at a time when “persistent surveillance is one of the biggest remaining gaps” in border security. “Bottom line,” he said, “this budget puts the investments we’ve made in border security over the years at risk.” (Rep. Aderholt Opening Statement, Feb. 29, 2012)
Ranking Member David Price (D-NC) expressed similar concerns, saying, “This committee allocated significant resources under my tenure as chairman to provide adequate support staff to CBP ensuring front line personnel were not spending their time performing administrative functions behind desks. This budget, I’m afraid, would erase many of those gains.” (Bloomberg Government Transcript, Feb. 29, 2012)
During his testimony to the subcommittee, U.S. Border Patrol Chief Michael Fisher gave the Obama Administration credit for increases in security along the Southwest border, including the creation of a joint field base in Arizona, as well as an increase of border troops to more than 21,000. (Michael Fisher Opening Statement, Feb. 29, 2012) Much of these increases, however, stemmed from supplemental appropriations legislation passed by Congress in August of 2010, which granted Customs and Border Protection an additional $254 million. (See P.L. 111-230; see also FAIR Legislative Update, Aug. 16, 2010)
Additional statements made by Chief Fisher contradict his initial testimony that the Obama Administration supports sustaining a strong presence at the border. Fisher reported that on the day following the hearing, the Administration would begin withdrawing 900 National Guard troops from the Southwest border, leaving only 300 Guard troops on the ground. Acting quietly, below the radar of U.S. public opinion and without congressional approval, the Obama administration is implementing a key policy objective of the Security and Prosperity Partnership of North America, or SPP, to erase the border with Mexico and Canada.
The administration is acting under a State Department-declared policy initiative described in a March 23 fact sheet titled "United States-Mexico Partnership: A New Border Vision."
"Mexico and the United States have a shared interest in creating a 21st century border that promotes the security and prosperity of both countries," the State Department declared. "The U.S. and Mexican governments have launched a range of initiatives that challenge the traditional view of 'hold the line' and are developing a framework for a new vision of 21st century border management."
At the same time, CTV News in Canada has obtained a draft copy of a declaration between the U.S. and Canada entitled "Beyond the Border: A Shared Vision for Perimeter Security and Competitiveness," to be implemented by a newly created Canadian-U.S. "Beyond the Border Working Group."

 Concerns Over Illegal Immigration Becoming Mainstream

Once upon a time opposition to illegal immigration was championed by a few special interest groups and outspoken leaders like Tom Tancredo and Sheriff Joe Arpaio. Not so anymore. Regular sheriffs like Arizona’s Paul Babeu of Pinal County and Larry Dever of Cochise County are speaking up loudly about their frustrations dealing with it.
The Obama administration gets credit for mainstreaming the issue. Obama moved the country backwards on fixing the problem by suing Arizona over SB 1070 and decreasing funding for enforcement. One federal prosecutor in Texas refuses to prosecute illegal immigrants until they have been arrested seven times. He will not prosecute them with a felony until they have been caught 14 times. Even more egregiously, he does not prosecute coyotes smuggling fewer than six illegal immigrants. These policies are in place throughout Texas.
All the progress Arizona has made the past few years reducing illegal immigration and associated crime due to the efforts of Sheriff Arpaio, Senator Russell Pearce and former Maricopa County Attorney Andrew Thomas is now being eroded. The Border Patrol reports that 219,300 illegal immigrants were apprehended coming through the Tucson Sector last year. But as many as 350,000 to 400,000 were not caught, with many heading north through Sheriff Babeu’s Pinal County. It is a bad time to be decreasing enforcement efforts. According to Sheriff Dever, illegal immigration is getting worse. "The bottom line is the people we’re battling are much more sinister and much more aggressive, much more determined than they have ever been,” Dever said on NPR. “When they used to run away, now they want to fight." The Yuma Sector is the only sector along the border that has “operational control” over its 126-mile section of the more than 3,000-mile border with Mexico.
More than 50% of illegal immigrants enter the country through the Tucson sector. Arizona is hit harder by illegal immigration than any other state in the country. The Bureau of Land Management recently posted signs 70 miles north of the border in Sheriff Babeu’s Pinal County warning citizens to stay out of certain areas due to the drug cartels and coyotes. The violence on the border has moved north, with much of it taking place 20-40 miles north of the border. Pinal County has become the number one pass through county in the nation for drug and human trafficking. Sheriff Babeu says that parts of Arizona are now controlled by the drug cartels, a $40 billion dollar industry. He laments, “The criminals have taken over our country, and our government has become our enemy.”
Obama’s Homeland Security Secretary Janet Napolitano, formerly governor of Arizona, brazenly declared last year that the border “is as secure as it ever has been.” The Border Patrol is circulating a PowerPoint presentation showing that illegal immigration has decreased. But their chart cherry picks which years and figures to compare. Sheriff Dever objects to the skewed presentation, “Don’t drink the Kool-Aid and buy into 'this border is secure' nonsense.” Dever resigned from the governmental Alliance to Combat Transnational Threats organization in February, calling it a charade. Sheriff Babeu accuses the federal government of trying to brainwash the American people by saying the border is safe and secure, in order to “lull us into a false sense of security.”
Outrageously, the federal government is instructing the Border Patrol to arrest fewer illegal immigrants, as part of a “catch and release” scheme. This selective enforcement is apparently being done so the Obama administration can boast that apprehensions of illegal immigrants have gone down while Obama has been in office. Sheriff Dever was so furious he testified to Congress last month about the practice. He is concerned the Obama administration is protecting illegal immigrants from prosecution, allowing many to get away with commit heinous crimes.
To fix our broken borders, Sheriff Babeu would like the 10-point border security plan proposed by Arizona’s Senator Jon Kyl implemented. It calls for 6,000 armed soldiers deployed along the border for up to two years, 3,000 of them located in Arizona. A double-barrier fence would be completed in key areas, along 700 miles of the 2,000-mile border. Currently, there are numerous miles along the border where there is no fence, or it is easily passed through. Another key component of the plan would fully fund and enforce Operation Streamline in Arizona’s two Border Patrol sectors, which puts illegal border crossers behind bars for 60 days.
Both Sheriffs Babeu and Dever have been named as defendants in the Obama administration’s lawsuit against Arizona over SB 1070, as well as in lawsuits filed by the ACLU and other radical activists. The ACLU has filed lawsuits against every Sheriff and County Attorney in Arizona. The organization has forced Babeu and Dever to form a Border Sheriffs’ legal defense fund to assist them in defending the lawsuits. Sheriff Dever calls the Ninth Circuit Court of Appeals decision in May upholding the gutting of SB 1070 “judicially-imposed amnesty.” “We get frustrated and disheartened when the White House, which has failed to secure the border for generations, sues us for trying to fill the legal vacuum.”
The Obama administration is using the race card to try and convince the courts to strike down SB 1070 – even though there is language in SB 1070 specifically prohibiting racial profiling. Sheriff Dever finds the accusations ridiculous that law enforcement is profiling illegal immigrants based on their race. In an article for the New York Times entitled “Abandoned at the Border,” Sheriff Dever wrote, “It’s not really what they look like as much as what they do that concerns me. Among other things, they generally run off into the desert when they see our officers approach. Citizens and legal residents don’t normally do that… In Cochise County, my deputies and I often have to travel many miles to respond to a resident’s call for assistance. The last thing we have time to do is harass law-abiding people.”
The liberal Obama administration has revealed its desperation by resorting to the race card to defeat common sense policies on illegal immigration. Lacking any substantive arguments to refute reality, they resort to emotion. Even worse, unlike Sheriffs Dever and Babeu who formed a private legal defense fund to spare taxpayers the expense of defending their counties from the lawsuits, Obama is using our money to fund his race-baiting lawsuit. Obama has gone too far by preventing regular sheriffs from doing their job.

Mayor seeks to allay immigrant fears

Order will prohibit police from asking about citizenship

In response to a controversial federal immigration policy expanded to Baltimore last week, Mayor Stephanie Rawlings-Blake will sign an executive order Friday that would prohibit police officers from asking about a person's citizenship status.

The measure comes days after U.S. Immigration and Customs Enforcement said it would begin implementing a program called Secure Communities in the city. Under the program, federal agencies check the immigration status of arrestees booked in local jails and can deport those who are in the country illegally.

Immigrants — both legal and illegal — and city police are concerned that the policy will chill communication between the Hispanic community and law enforcement. The city is particularly worried that witnesses and victims will be less likely to come forward with information for fear of being caught up in immigration court and deported.

The order "will make clear that all victims and witnesses of crime in Baltimore, regardless of immigration status, must be treated with human dignity and respect," Rawlings-Blake said in a statement. "This policy will ensure that victims and witnesses can continue to feel safe reporting" crimes to police.

The executive order will not affect the underlying federal policy. Moreover, city officials have already stated publicly that police will not act as immigration agents. But Rawlings-Blake's administration hopes that formalizing the policy will allay concerns.

Dear Baltimore City Residents;

Look around the city. Do you like what you see as a whole? Gang members, slum housing, crumbling roads, increasing crime (mostly unreported), very high unemployment, etc, etc, etc. Well, if you agree that all these things are taking place and you voted for the Democratic party, well you got EXACTLY what you deserved. The current Mayor is a hack of the far left just like the past criminal who stole gift cards! I drive down to Fells Point all the time and it's slowing growing into a little "illegal" Mexico.

I can complain about all this I want since I live in this city, pay high taxes, and yes vote. My voice is impotant but with all the "head-in-the-sand" liberals living here NOTHING will ever change and only get worse.

I'm really not sure why we continue to vote this same party in power other than it's easy and people really don't care. There's nothing else to show why this continues year after year.

The only sane grounds that the states of Arizona, Alabama, Georgia, Utah, Indiana and South Carolina were forced into a enacting their own illegal immigration laws, is because government deliberately or through unresponsiveness failed to secure this nation from invasion. Years of failure has added millions of illegal foreigners to the welfare rolls, as now and before the politicians cannot or will not, secure the border with agents and troops, or the movement of legal/illegal entry by airline tourists who then stay permanently. The only ways to survive this parody is by voting out the pro-illegal immigrant lawmaker or induce them to cosponsor two laws, which will in a timely fashion start the exodus of people having no right to be here.

Obama's 'Hispanicazation' of America

Casting a shadow on economic recovery efforts in the United States is the cost of illegal immigration that consumes U.S. taxpayer dollars for education, healthcare, social welfare benefits, and criminal justice. Illegal aliens (or more politically correct, “undocumented immigrants”) with ties to Mexican drug cartels are contributing to death and destruction on U.S. lands along the southern border.

While the declining job market in the United States may be discouraging some would-be border crossers, a flow of illegal aliens continues unabated, with many entering the United States as drug-smuggling “mules.”

Increasingly vicious foot soldiers of the Mexican drug cartels are taking control of U.S. lands along the border, especially since U.S. Border Patrol units have been reassigned, some to offices 60 to 80 miles inland.

The U.S. Department of the Interior, Bureau of Land Management (BLM) early last year posted signs warning citizens to avoid Interstate 8 between Casa Grande and Gila Bend, Ariz., because of criminal activity in the area, an area that includes protected natural areas precious to the nation.

In reaction to public outrage over the signs, the BLM removed the offensive wording in October 2010, replacing it with the following: Visitor Information Update—Active Federal Law Enforcement Patrol Area.

As the liberal news media, far-left Democrats, and labor unions push for the “Hispanicazation” of U.S. culture, U.S. Department of Homeland Security Secretary Janet Napolitano says the U.S. border has never been more secure.

Perhaps she is basing this on the reduced number of apprehensions, which result, of course, from reassigning Border Patrol agents inland.

In a recent New York Times article, Nicholas Kristof criticized U.S. citizens for not speaking a foreign language and suggested that “Every child in the United States should learn Spanish.” He concluded that as the United States increasingly integrates economically with Latin America, Spanish will be crucial for the United States.

For decades, the liberal left has argued that Latin America is essential for U.S. business and trade. Kristof states that Latin America “is finally getting its act together” but fails to mention the Obama administration’s $2 billion loan of U.S. taxpayer money in 2009 to Brazil’s Petrobras oil company for deep off-shore oil drilling. Obama confidant George Soros, through the Soros Fund Management LLC, until recently owned millions of dollars of Petrobras stock.

Kristof suggests that one day Spanish-speaking Americans will be part of daily life in the United States and that workmen such as mechanics will be able to communicate easily with Spanish-speaking customers.

He fails to explain why these customers will not be speaking English. After all, the ability to speak, read, and write English remains a requirement for U.S. citizenship.

President Barack Obama gives lip service to increasing border control resources with limited funding and personnel. Many officials, including the governors of Texas and Arizona, are skeptical regarding the Obama administration’s resolve. They resent that the United States is being blamed for the killing fields on both sides of the Mexico-U.S. Border.

For instance, U.S. Secretary of State Hillary Clinton in March 2009, during her first official visit to Mexico, placed the blame for the Mexican drug cartels’ vicious murders on the United States.

The Obama administration’s plan to resolve the immigration chaos is to offer amnesty to all comers. President Obama re-affirms his support of a “pathway to citizenship” (amnesty) for illegal aliens in 2011.

The administration, however, has announced no plans to control the influx of future waves of illegal aliens or their skyrocketing costs to the nation. The administration, which condones U.S. sanctuary cities and states, has no plans to file charges against them for violations of federal immigration law. Nor does the administration seem concerned about the environmental impact that illegal aliens have on the ecology of the United States.

Many national forests, parks, monuments, wilderness areas, and wildlife refuges — once the pride of the nation — are serving today as marijuana fields for illegal alien gangs.

Former Democratic Speaker of the House Nancy Pelosi reportedly said to a gathering of illegal aliens in California in 2009 that U.S. immigration laws were “un-American,” suggesting that they need not be obeyed. Concerned citizens can only trust that the new speaker of the House, John Boehner, as part of congressional oversight of federal agencies, will demand enforcement of existing immigration laws.

When will President Obama recognize that illegal immigration is slowing economic recovery? Can he resolve the chaos while still appeasing his Hispanic base?

To maintain his populist aura, the president is in the habit of saying one thing to one audience and the opposite to another.

One Obama apologist explained, “Campaign rhetoric is one thing,” suggesting that governing is another. The deliberate Hispanicazation of the United States to secure a block of votes is quite another.

 Concerns Over Illegal Immigration Becoming Mainstream

Once upon a time opposition to illegal immigration was championed by a few special interest groups and outspoken leaders like Tom Tancredo and Sheriff Joe Arpaio. Not so anymore. Regular sheriffs like Arizona’s Paul Babeu of Pinal County and Larry Dever of Cochise County are speaking up loudly about their frustrations dealing with it.

The Obama administration gets credit for mainstreaming the issue. Obama moved the country backwards on fixing the problem by suing Arizona over SB 1070 and decreasing funding for enforcement. One federal prosecutor in Texas refuses to prosecute illegal immigrants until they have been arrested seven times. He will not prosecute them with a felony until they have been caught 14 times. Even more egregiously, he does not prosecute coyotes smuggling fewer than six illegal immigrants. These policies are in place throughout Texas.

All the progress Arizona has made the past few years reducing illegal immigration and associated crime due to the efforts of Sheriff Arpaio, Senator Russell Pearce and former Maricopa County Attorney Andrew Thomas is now being eroded. The Border Patrol reports that 219,300 illegal immigrants were apprehended coming through the Tucson Sector last year. But as many as 350,000 to 400,000 were not caught, with many heading north through Sheriff Babeu’s Pinal County. It is a bad time to be decreasing enforcement efforts. According to Sheriff Dever, illegal immigration is getting worse. "The bottom line is the people we’re battling are much more sinister and much more aggressive, much more determined than they have ever been,” Dever said on NPR. “When they used to run away, now they want to fight." The Yuma Sector is the only sector along the border that has “operational control” over its 126-mile section of the more than 3,000-mile border with Mexico.

More than 50% of illegal immigrants enter the country through the Tucson sector. Arizona is hit harder by illegal immigration than any other state in the country. The Bureau of Land Management recently posted signs 70 miles north of the border in Sheriff Babeu’s Pinal County warning citizens to stay out of certain areas due to the drug cartels and coyotes. The violence on the border has moved north, with much of it taking place 20-40 miles north of the border. Pinal County has become the number one pass through county in the nation for drug and human trafficking. Sheriff Babeu says that parts of Arizona are now controlled by the drug cartels, a $40 billion dollar industry. He laments, “The criminals have taken over our country, and our government has become our enemy.”

Obama’s Homeland Security Secretary Janet Napolitano, formerly governor of Arizona, brazenly declared last year that the border “is as secure as it ever has been.” The Border Patrol is circulating a PowerPoint presentation showing that illegal immigration has decreased. But their chart cherry picks which years and figures to compare. Sheriff Dever objects to the skewed presentation, “Don’t drink the Kool-Aid and buy into 'this border is secure' nonsense.” Dever resigned from the governmental Alliance to Combat Transnational Threats organization in February, calling it a charade. Sheriff Babeu accuses the federal government of trying to brainwash the American people by saying the border is safe and secure, in order to “lull us into a false sense of security.”

Outrageously, the federal government is instructing the Border Patrol to arrest fewer illegal immigrants, as part of a “catch and release” scheme. This selective enforcement is apparently being done so the Obama administration can boast that apprehensions of illegal immigrants have gone down while Obama has been in office. Sheriff Dever was so furious he testified to Congress last month about the practice. He is concerned the Obama administration is protecting illegal immigrants from prosecution, allowing many to get away with commit heinous crimes.

To fix our broken borders, Sheriff Babeu would like the 10-point border security plan proposed by Arizona’s Senator Jon Kyl implemented. It calls for 6,000 armed soldiers deployed along the border for up to two years, 3,000 of them located in Arizona. A double-barrier fence would be completed in key areas, along 700 miles of the 2,000-mile border. Currently, there are numerous miles along the border where there is no fence, or it is easily passed through. Another key component of the plan would fully fund and enforce Operation Streamline in Arizona’s two Border Patrol sectors, which puts illegal border crossers behind bars for 60 days.

Both Sheriffs Babeu and Dever have been named as defendants in the Obama administration’s lawsuit against Arizona over SB 1070, as well as in lawsuits filed by the ACLU and other radical activists. The ACLU has filed lawsuits against every Sheriff and County Attorney in Arizona. The organization has forced Babeu and Dever to form a Border Sheriffs’ legal defense fund to assist them in defending the lawsuits. Sheriff Dever calls the Ninth Circuit Court of Appeals decision in May upholding the gutting of SB 1070 “judicially-imposed amnesty.” “We get frustrated and disheartened when the White House, which has failed to secure the border for generations, sues us for trying to fill the legal vacuum.”

The Obama administration is using the race card to try and convince the courts to strike down SB 1070 – even though there is language in SB 1070 specifically prohibiting racial profiling. Sheriff Dever finds the accusations ridiculous that law enforcement is profiling illegal immigrants based on their race. In an article for the New York Times entitled “Abandoned at the Border,” Sheriff Dever wrote, “It’s not really what they look like as much as what they do that concerns me. Among other things, they generally run off into the desert when they see our officers approach. Citizens and legal residents don’t normally do that… In Cochise County, my deputies and I often have to travel many miles to respond to a resident’s call for assistance. The last thing we have time to do is harass law-abiding people.”

The liberal Obama administration has revealed its desperation by resorting to the race card to defeat common sense policies on illegal immigration. Lacking any substantive arguments to refute reality, they resort to emotion. Even worse, unlike Sheriffs Dever and Babeu who formed a private legal defense fund to spare taxpayers the expense of defending their counties from the lawsuits, Obama is using our money to fund his race-baiting lawsuit. Obama has gone too far by preventing regular sheriffs from doing their job.

Obama quietly erasing borders

Dem administration advancing 'North American Union' agenda

Acting quietly, below the radar of U.S. public opinion and without congressional approval, the Obama administration is implementing a key policy objective of the Security and Prosperity Partnership of North America, or SPP, to erase the border with Mexico and Canada.

The administration is acting under a State Department-declared policy initiative described in a March 23 fact sheet titled "United States-Mexico Partnership: A New Border Vision."

"Mexico and the United States have a shared interest in creating a 21st century border that promotes the security and prosperity of both countries," the State Department declared. "The U.S. and Mexican governments have launched a range of initiatives that challenge the traditional view of 'hold the line' and are developing a framework for a new vision of 21st century border management."

At the same time, CTV News in Canada has obtained a draft copy of a declaration between the U.S. and Canada entitled "Beyond the Border: A Shared Vision for Perimeter Security and Competitiveness," to be implemented by a newly created Canadian-U.S. "Beyond the Border Working Group."
