Citing spike in crime, affluent Atlanta district looks to secede from city: 'It's a war zone'

Thanks to a sharp rise in crime in an affluent district in Atlanta, residents have mounted a campaign to secede from the majority Black city.

The Buckhead district is known for its luxury high-rise apartments, lavish restaurants and trendy boutique shops, but a spike in robberies, aggravated assault and larceny over the past year has left many in the community dismayed. Saying that Atlanta has abandoned them, they’ve formed the Buckhead City Committee, with the goal of forming a city of their own.

“Most of our residents live in fear. As a result, daily activities such as getting gas, carpooling or going for a walk are no longer done without careful consideration and concern for safety,” Bill White, CEO and chairman of the committee, told Yahoo News. “We have shootings in our neighborhoods every day, at all hours of the day.”

White is leading the effort for Buckhead to become an independent city, and he says that while combating crime is the top priority, an under-resourced police and fire department, crumbling infrastructure and zoning issues are additional causes for concern.

In August of last year, 28 Atlanta police officers resigned and 11 retired, citing an overall lack of morale, according to the Atlanta police union. Five fire trucks in the city’s aging fleet have been put out of service this year, including one truck that had to be towed from a fire because it broke down.

“Crime is way up, arrests way down,” White said. “Nothing makes sense.”

In May, Atlanta Mayor Keisha Lance Bottoms described the growing trend of violence across the city as a “COVID crime wave.” According to police data, 2020 was Atlanta’s deadliest year in the past decade. Murders are up 41 percent over the past year, and while citywide robberies are down 4 percent over the past year, aggravated assaults are up 24 percent, and auto theft has risen by 31 percent.

The spike in crime rates has been especially prevalent in Buckhead, yet not all the district’s residents say they feel unsafe. Michael Quirk, who has lived in Buckhead for five years and grew up just north of the area, believes a lot of the outrage is driven by “fear.”

“Buckhead is a safe community, with something for everyone,” Quirk told Yahoo News. “Crime really seems to be limited to one area of Buckhead, over by Lenox mall, so whatever can be done over there crime-wise would be great. Personally, I think a lot of [the angst] is driven out of fear, and neighbors trying to out-outrage and out-pearl-clutch one another.”

A string of crimes, including multiple shootings, in the past year at Lenox Square mall in Buckhead has raised community members’ angst. The luxury shopping center installed metal detectors and gun-sniffing dogs at its entrance late last year. But the violence hasn’t stopped. Earlier this month, on June 13, two 15-year-olds were arrested for shooting a security guard in the torso at the mall after trying to gain access to the Apple Store after hours. It was the third shooting at a metro Atlanta mall in a week, according to the Atlanta Journal-Constitution.

It’s these kinds of frequent incidents that are the driving force behind the secession plans. Buckhead resident Essie Scarbrough described life in the neighborhood back in 2014 as “carefree,” but she says the spike in crime in recent years leaves her wary of what the future holds.

“I am hopeful that as Buckhead city is formed we will have faster response times and more investment in security,” she said.

“Buckhead used to be a little slice of heaven,” another resident, Stan Stellings, said. “Now it’s a war zone.”

The Buckhead City Committee hopes that the proposed, predominantly white, new city will be able to better protect its residents with its own taxpayer-funded police force and emergency services. The committee says it has so far raised $600,000 in its lobbying effort to form a new municipality.

With a population of 87,000, Buckhead’s median household income is $85,000, compared with metro Atlanta’s $59,948 household income for its 524,000 residents. The district’s racial makeup is 78 percent white, 11 percent Black and 6 percent Asian. Metro Atlanta, by comparison, is 51 percent African American, 41 percent white and 4 percent Asian, according to the most recent census data.

The rise in crime in the district, coupled with the swell of many nonresidents into the area, has many residents considering moving out of Buckhead.

“I used to love and be proud of living in Buckhead, but now [I’m] disgusted and afraid, so I’m moving,” Marilyn Krone, who has lived there for 50 years, told Yahoo News.

But critics are quick to point out that if Buckhead were to secede, it would cause a dramatic ripple effect across the city, stripping Atlanta of a huge chunk of the revenue from the tax base. Retail sales in Buckhead generate $2.9 billion annually, making up a large portion of Atlanta’s economy.

Another community group, Committee for a United Atlanta, says that while combating crime is an issue in Buckhead, breaking away to form a new city isn’t the answer.

“Buckhead residents and businesses have a legitimate reason to be upset with the city of Atlanta about crime,” Billy Linville, a consultant for the group, told Yahoo News. “However, we believe the best way to solve this issue is by turning out voters to elect [an] effective and accountable city of Atlanta government in November 2021.

“Carving off Buckhead will have a devastating economic impact on the city of Atlanta’s finances and bond ratings that will weaken the future prospects of the capital city of Georgia,” Linville added. “A weaker Atlanta won’t make Buckhead safer.”

Analysts say the secession proposal faces an uphill battle, thanks to steep infrastructure costs, Linville said, and would lead to further questions about where students would receive public education.

For many Black Atlanta residents, the talk of secession is a painful echo of the pre-civil-rights era. Stephanie Flowers, chair of Atlanta Neighborhood Planning Unit V, a group that oversees neighborhood associations in predominantly Black neighborhoods in the city, believes Buckhead’s attempt at seceding is, in part, racially motivated.

“It makes me angry because the crime they are seeing in Buckhead is the same crime we on the south side have been dealing with for years,” Flowers told the Washington Post. “We on the south side, because of our demographics, we can’t pay our way out [of it].”

Republican lawmakers introduced legislation earlier this year to incorporate the city of Buckhead, and a vote is expected in 2022. Ongoing legal battles over the move could keep it tied up in court for years. Buckhead City Committee members, meanwhile, say the previous formations of cities like Brookhaven and Sandy Springs show it can be done. Since 2005, 10 new cities have been formed across three of Georgia’s largest counties, the Atlantic reported. With the exception of two, they have been majority white.

Former Georgia House of Representatives Minority Leader Stacey Abrams said that while the crime issues need to be solved, seceding is not the answer.

“I have been a very vocal skeptic about cityhood bills designed to fracture distinct communities,” Abrams told the Black News Channel earlier this month. “This is not simply about a small group of people who want to do something else; this is about siphoning off resources that have been provided by the larger Atlanta community, and for one community to benefit and simply take its toys and leave is deeply problematic.”

But according to White, Buckhead’s crime issues should be a priority for everyone, adding that if Atlanta won’t address the recent spikes, the community has no choice but to seek its own remedy. 

“We believe safety is a universal right,” he said. “Losing a loved one due to crime is a pain that nobody should experience, not in Buckhead, not anywhere.”

South Dakota Gov. Kristi Noem deploys National Guard to U.S-Mexico Border

South Dakota Gov. Kristi Noem (R) announced Tuesday that up to 50 of her state's National Guard troops are being deployed to the U.S.-Mexico border in Texas at the request of Texas Gov. Greg Abbott.

The big picture: The deployment to the border is slated to last 30–60 days and will be paid for by a private donation, Noem's office said. The details of the mission have yet to be finalized.

Between the lines: Abbott has routinely fought with the Biden administration on issues around the U.S.-Mexico border. He and Arizona Gov. Doug Ducey (R) recently invoked a compact that allows other governors to send law enforcement resources, according to the Argus Leader.

  • The governors of Florida, Nebraska and Iowa have also pledged officers.

In May, Abbott issued a directive to deny or discontinue state licenses for facilities that have partnered with the Federal government, potentially forcing the relocation of 4,223 migrant children.

  • “The Biden administration’s immigration policies are failing Texans, causing a humanitarian crisis in many Texas communities along the border,” Abbot said in the order.

A Democrat budget plan spends hundreds of millions of American taxpayer money on border security for a multitude of Middle Eastern countries while stripping all funds for construction of a border wall at the United States-Mexico border.

On Tuesday, the Democrat-controlled House Appropriations Committee released their Department of Defense funding bill that includes $870 million in taxpayer money for “border security” measures in foreign countries such as Jordan, Lebanon, Egypt, Tunisia, and Oman.

Of that funding, $150 million will go to Jordan to help “enhanced border security.” Likewise, the budget allocates $500 million to be used “to provide assistance to the government of Jordan to support the armed forces of Jordan and to enhance security along its borders.”

While the budget funds border security in the Middle East, an accompanying Department of Homeland Security (DHS) budget released by House Democrats on Tuesday strips all funding for construction of a border wall at the U.S.-Mexico border.

Specifically, the DHS budget rescinds the previously appropriated $2.06 billion for border wall construction and provides no funding for additional U.S. Border Patrol agents. It also allows up to $100 million that was previously designated to build a border wall to instead go to the Department of Interior.

The funding initiatives come as illegal immigration has continued to skyrocket under the President Joe Biden’s administration’s expansive Catch and Release policy whereby border crossers are being quickly released into the U.S. interior after a brief detainment with DHS.

Current projections predict that about 1.2 million border crossers will be encountered at the border by the end of the year and hundreds of thousands more will successfully cross the border, undetected.

House Democrat Budget Revokes Border Wall Funding, Expands ‘Sanctuary’ for Illegal Aliens

A House Democrat budget for the Department of Homeland Security (DHS) revokes funding for a border wall along the United States-Mexico border and expands on President Joe Biden’s initiative to provide sanctuary to as many illegal aliens in the U.S. as possible.

On Tuesday, the Democrat-controlled House Appropriations Committee released their DHS funding bill for fiscal year 2022 that decreases funds for border controls and interior immigration enforcement, including stripping funding from border wall construction.

“I adamantly oppose my Democratic colleagues’ proposed bill to fund the Department of Homeland Security,” Rep. Chuck Fleischmann (R-TN) told Breitbart News in a statement.

The nearly $53 billion budget cuts Customs and Border Protection (CBP) funding by almost $930 million and reduces Immigration and Customs Enforcement (ICE) funding by $1.5 million compared to the current fiscal year’s spending levels.

The budget rescinds the previously appropriated $2.06 billion for border wall construction and provides no funding for additional U.S. Border Patrol agents. It also allows up to $100 million that was previously designated to build a border wall to instead go to the Department of Interior.

Meanwhile, the budget shifts funds of $132 million for “new technology” along the border, a longtime talking point of Democrats and establishment Republicans who argue that a virtual wall is more feasible than physical barriers that stop or deter border crossers.

For ICE, the budget provides $332 million less towards the agency’s Civil Immigration Enforcement Operations while spending $475 million to expand alternatives to detention for illegal aliens that more easily allows detainees to be released into the U.S. interior.

Most consequential, the budget prevents ICE agents from deporting an illegal alien who applies to sponsor an Unaccompanied Alien Child (UAC) and illegal aliens whose only criminal history is possession of marijuana.

Similarly, the budget expands on Biden’s “sanctuary country” orders by:

  • Requiring DHS to provide detained border crossers access to attorneys
  • Banning funding for a portion of ICE’s 287(g) program that allows officers to arrest suspected illegal aliens
  • Prohibiting deportations for illegal aliens with “pending claims for humanitarian relief”
  • Banning the Homeland Security Investigations unit from engaging in civil immigration enforcement matters
  • Requiring ICE detainees to be paid the local prevailing minimum wage for work conducted while in detention

“This bill would rescind all prior year’s border wall funds and make it impossible for border patrol and immigration officers to do their job,” Fleischmann said. “Just like last year, the bill Democrats are pushing uses the brave men and women who protect our county every day as political pawns in a never-ending game to undermine border security and create open borders for undocumented migrants to flow into our nation.”

The budget will go before a committee hearing on Wednesday.

Democrats use illegal immigration to change American demographics for political benefit, Rep. Ted Budd (R-NC) noted on SiriusXM’s Breitbart News Sunday with host Joel Pollak.

Pollak highlighted Rep. Veronica Escobar (D-TX) recent description of El Paso, Texas, as “the new Ellis Island” while meeting Vice President Kamala Harris on Friday near the U.S.-Mexico. He asked why Democrats broadly refuse to acknowledge the status quo of illegal immigration and its consequences.

“Why are they denying reality?” asked Pollak. “Everybody can see it. The media doesn’t want to see it, but people know it’s going on. Why do they think they can get away with this?”

Budd replied, “I think it’s a long play to change the demographics of the country. You flood all 50 states. Of course, these people don’t just stay in Texas or Arizona or close to the border. They travel all over the U.S.. and people vote with their feet, right? They’re very rational. With loose border policies from the Democrats, they want to come to a better country; even with all these problems that we are talking about in our country, America is still the best place on earth, so they come here.”

 

Budd noted that Democrats and their political allies regularly call for amnestying illegal aliens and providing them with citizenship.

He remarked, “Eventually, [Democrats] will give them amnesty, which is a Democrat idea, and then that changes the power structure forever, and for the next 50 to 100 years, it’s Democrat control of our country, hands down. So we can’t allow it to happen because they’re seeking to curry favor with these people in the future. It’s a very simple, but a very bad strategy.”

The Biden administration’s policies have essentially surrendered control of the U.S.-Mexico border to transnational criminal cartels, Budd observed.

He said Democrats “are creating a moral crisis at the borders, and by allowing cartels to come through with human trafficking, the sex trafficking, it’s just devastating what you’re seeing the cartels do. I’ve talked to law enforcement when I’ve been down to the border. I’ve been there multiple times … meeting with Customs and Border Patrol. They say there’s very little operational control from law enforcement, only because of lack of funding and lack of emphasis under the Democrat administrations. They have lack of operational control 30 miles north [and] 30 miles south of the border.”

Harris’s refusal to acknowledge the harm illegal immigration and a porous border cause amounts to a “dereliction of duty,” Budd determined.
