Conservative Inland Empire cities crack down on illegal workers

Temecula, Murrieta, Lake Elsinore, Menifee and Norco require businesses to check workers' immigration status in the federal government database E-Verify. Critics say that will push more workers underground.

Out-of-work plumber Pablo Haro scoured the postings at a Murrieta jobs center for openings at local utilities, but he didn't expect any plumbing companies to be hiring.



The recession-ravaged Inland Empire is flooded with laid-off plumbers trying to scratch by, he said. That's why Haro is all for the rash of tough new laws cracking down on the hiring of illegal immigrants in this conservative, suburban valley.



"They're working for almost nothing; it's hard to compete with that," said Haro, who was born in Mexicali but became a U.S. citizen a decade ago. "Construction has crashed, so everyone is scrambling to get any job out there."



Stung by foreclosures and joblessness, politicians in Temecula, Murrieta, Lake Elsinore, Menifee and Norco have been railing against illegal immigrants for taking jobs away from desperate citizens. In December, unemployment ranged from 9.7% in Murietta to 14.2% in Lake Elsinore.



Using a strategy first adopted in Arizona, the cities in January began requiring all businesses to check the legal status of new workers through E-Verify, a free online database run by the federal government that allows employers to determine the immigration status of their workers. Employers that refuse risk having their business licenses revoked.



"The simple notion to why we did it is that we believe that American jobs should go to Americans," said Temecula City Councilman Jeff Comerchero. "Is what we did the cure for illegal immigration? Certainly not. It's a small step. Everyone needs to understand that cities don't have much power when it comes to illegal immigration."



In Lancaster, which last year became the first city in California to require all businesses to screen workers through E-Verify, Mayor R. Rex Parris says the program already has had a deterrent effect.



"That's exactly what we wanted," he said. "As soon as I pull the business license of a Wal-Mart or McDonald's, that's really going to change things around here. And that's what I fully intend to do if we find a flagrant violation."



But critics in the business community complain about E-Verify's reliability. A federally sponsored evaluation in 2009 found that the program often failed to detect cases in which workers used fraudulent Social Security and immigration documents, while another report in December from the Government Accountability Office noted that legal workers were sometimes wrongly identified. Those who are mistakenly red-flagged tend to be foreign-born, creating "the appearance of discrimination," according to the December report, and they can face bureaucratic nightmares to clear their record.



The crackdown in the Inland Empire comes in towns that, while hard hit by the recession, largely escaped the worst of the economic downturn that crushed the rest of Riverside and San Bernardino counties, leading local critics of E-Verify to credit the area's resilient "tea party" activism as one of the driving forces behind the new policies.



"E-Verify is just another way to scapegoat immigrants for all of our economic problems," said Jennaya Dunlap, an immigrant-rights activist from Romoland who has led the fight against the new policies. "It doesn't really address the broken immigration system, and all it's going to do is force more people to be paid under the table."



Temecula and Murrieta remain among the most affluent and the most Republican cities in the Inland Empire, with Latinos making up less than 22% of the population in each community. In Riverside and Ontario, by contrast, Latinos account for roughly half the population. Both of those cities refused to adopt similar E-Verify mandates.



"It's not whether or not a place has new immigrants coming in, or if it's overcrowded with illegal immigrants. Those factors don't matter," said UC Riverside professor Karthick Ramakrishnan, who researches the politics of immigration. "The ordinances are appearing in more Republican and more conservative areas … where people care greatly about the immigration issue."



A conservative priority



Ted Wegener, a property appraiser and tea party activist, rallied support for E-Verify in the five Inland Empire cities that made E-Verify mandatory for employers as well as similar efforts shot down in Riverside, Ontario and Yucaipa.



"It's so simple. People come over the border for jobs. If they can't get jobs, they aren't going to come over," said Wegener, who leads a local group called Conservative Activists. "E-Verify is not the cure-all, but it'll certainly improve the situation."



Wegener was inspired by the crackdown on illegal immigration in Arizona, which in 2009 became the first state to require all businesses to enroll in E-Verify. Begun as a national pilot program in 1997, E-Verify was initially voluntary for businesses, but many federal contractors are now required to participate. Since then, 14 states have made E-Verify checks mandatory for public employees or contractors. Mississippi and South Carolina now require all employers to use it.



The U.S. Chamber of Commerce joined civil liberties groups in challenging the Arizona law in the U.S. Supreme Court, which heard arguments in December and is expected to rule this spring. If upheld, mandatory E-Verify laws could sprout up in states and local governments throughout the country.



Jose Luis Sanchez, 40, knows almost nothing about E-Verify.



Sanchez often trolls for day jobs on Main Street in Lake Elsinore. He came to the U.S. illegally from Mexico City 15 years ago and has scraped out a living by mowing lawns, washing dishes at a local pizza joint and working as a handyman — almost always paid in cash and off the books.



"I do work that other people don't want to do," he said. "People without papers still have to survive."



Sanchez is essentially undetectable by high-tech cybernets like E-Verify.



But Ortiz, another undocumented immigrant who wanted to be identified only by his last name, is not. The young father of two is exactly the sort of worker the Temecula City Council targeted when it approved E-Verify last July. Ortiz works as cook at a local restaurant and gets paid by check.



"We've been hearing more and more about it," he said of the program. "It's already hard to find work … everyone's worried."



Critics cite flaws



Raymond Moon, whose family owns Mexican restaurants from Lake Elsinore down to Temecula, complained that the E-Verify law just adds another layer of government bureaucracy. He's already required to file paperwork to the Social Security Administration on every new employee to verify that they can legally work in the U.S.



"Twenty bucks on an L.A. street corner will buy you a bogus ID and Social Security number. How am I supposed to know?" Moon said. "I don't know how the city can enforce this. Are they going to go to every business and say, 'I want to see your personnel records?' "



Temecula Valley's 30 wineries and vineyards may be especially hard hit by the region's E-Verify programs, said Gary Winder, owner of Stage Ranch Farm Management. The vineyards are outside the city limits, but the few farming companies that oversee them and hire the workers to pick the grapes are in the city.



Winder says he depends on a crew of skilled immigrant farmworkers to bring in the harvest and process the grapes. Many are legal, but others he's not sure about. Either way, he says, there's no one else willing to pick the grapes.



"I've been farming in this valley for 40 years, and I've tried to hire locals time after time. They just won't do it," Winder said. Cities are "putting the squeeze on everybody with no solution. They think they can hire local people to bring in the harvest — and that's just a joke."

Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

PHOENIX – Republican lawmakers want to widen Arizona's illegal immigration crackdown with a proposal to require hospitals to check on whether patients are in the country legally, causing outrage among medical professionals who fear becoming de facto immigration agents under the law.

The medical industry ripped the bill Monday as it was scheduled for a hearing by the Senate Judiciary Committee. Doctors envisioned scenarios in which immigrants with contagious diseases such as tuberculosis would stay home from the clinic or hospital and put themselves and the public at a grave health risk.

"This is making us into a police state that will try to catch people when they are sick," said George Pauk, a retired doctor with an organization called Physicians for a National Health Program. "Do we want to stop sick people from coming in for health care?"

Arizona is the first Legislature to take up such a measure amid a national push in conservative states to crack down on illegal immigration, according to the National Conference of State Legislatures. Arizona lawmakers ignited the debate a year ago when they passed a bill that required local police, while enforcing other laws, to question the immigration status of those they suspect are in the country illegally. A judge later put that provision on hold.

The discussion about the bill comes just days after an illegal immigrant in Texas with a banana-size tumor in her spine said she was ousted from her hospital because of her immigration status. She later found another hospital to get treatment.

Supporters say the hospital bill is necessary tool to fight illegal immigration at a time when hospitals lose tens of millions of dollars treating illegal immigrants in emergency rooms.

Senate President Russell Pearce, a Mesa Republican who was chief sponsor of last year's immigration law, says the hospitals bill is part of a broader effort to crack down on illegal immigration. The hospitals bill wouldn't bar people from getting care, but it would put the onus on hospitals to "do due diligence," Pearce said. "We're going to enforce our laws without apology."

Added Pearce: "It's the law. It's a felony to (aid and) abet. We're going to enforce the law without apology."

Other sponsors of the bill did not immediately return calls seeking comment. Discussion of the bill in the committee was put on hold late Monday until a later date.

The legislation, known as Senate Bill 1405, would require hospitals, when admitting nonemergency cases, to confirm that a person seeking care is a U.S. citizen or in the country legally. In emergency cases where the patient isn't here legally, the hospital would be required to call immigration authorities after the treatment is done. Hospitals in non-emergency situations would also be required to contact federal immigration authorities, but they would have more apparent discretion about whether to treat illegal immigrants.

Opponents say the bill could pose serious health risks to those here legally and illegally. They believe the threat of deportation would keep some people from seeking health care for everything from emergency situations to measures such as vaccinations, potentially leading to preventable deaths. They also said it would increase hospitals' already-strained workload.

"You are now turning medical professionals into full-time INS agents," said Democratic state Sen. Steve Gallardo, speaking at a news conference Monday. "Doctors that should be working to help treat ill patients are now turning into ICE agents."

Nicole Russell is the mother of a 3-year-old daughter named Kira, and she could not envision what it would be like for a parent to decide whether or not to take their child to the hospital for fear of being reported to the authorities.

"I can't imagine putting the health care of my daughter in the hands of politicians," she said.

Push-back on Utah migrant bill

A Latino activist in Utah says he will ask President Felipe Calderon to halt the granting of Mexican visas to Mormon missionaries.

The request is in reprisal for what the activist, Raul Lopez-Vargas, claims is the tepid reaction by the Church of Jesus Christ of Latter-day Saints (LDS) to proposed anti-migrant laws in Utah.

On Friday, a Utah state House committee approved a proposal that would allow police to check the legal status of those detained for major and minor criminal offences. The “reasonable suspicion” required to conduct the checks include having an out-of-state driver license.

The Republican legislator behind the bill is Stephen Sandstrom, a onetime Mormon missionary to Venezuela who is also an avid pilot, hunter and motorcyclist. Read here for a complete profile.

Opponents of the bill, which is similar to one in Arizona that has sparked controversy and a challenge by the federal government, argue that it is unconstitutional and will hurt Utah's economy, image and its people.

Lopez-Vargas told the Salt Lake Tribune that he thinks the LDS church should take a stand on the proposed legislation: “We think the church has a responsibility to speak out against it publicly.” Lopez-Vargas is a former leader of one of Utah’s oldest Latino civic centers.

For his part, Sandstrom asserted that the Latino leader was using unfair tactics against the LDS church by appealing to Mexico’s president on visas.

“It’s unfortunate that someone would try to blackmail the LDS Church,” he said.

Thoughts on the LA RAZA Invasion

We know Dick Lamm as the former Governor of Colorado. In that context his thoughts are particularly poignant. Last week there was an immigration overpopulation conference in Washington, DC, filled to capacity by many of America's finest minds and leaders. A brilliant college professor by the name of Victor Hansen Davis talked about his latest book, "Mexifornia," explaining how immigration - both legal and illegal was destroying the entire state of California. He said it would march across the country until it destroyed all vestiges of The American Dream.



Moments later, former Colorado Governor Richard D. Lamm stood up and gave a stunning speech on how to destroy America. The audience sat spellbound as he described eight methods for the destruction of the United States. He said, "If you believe that America is too smug, too self-satisfied, too rich, then let's destroy! America. It is not that hard to do. No nation in history has survived the ravages of time. Arnold Toynbee observed that all great civilizations rise and fall and that 'An autopsy of history would show that all great nations commit suicide.'"



"Here is how they do it," Lamm said: "First, to destroy America, turn America into a bilingual or multi-lingual and bicultural country." History shows that no nation can survive the tension, conflict, and antagonism of two or more competing languages and cultures. It is a blessing for an individual to be bilingual; however, it is a curse for a society to be bilingual. The historical scholar, Seymour Lipset, put it this way: "The histories of bilingual and bi-cultural societies that do not assimilate are histories of turmoil, tension, and tragedy." Canada, Belgium, Malaysia, and Lebanon all face crises of national existence in which minorities press for autonomy, if not independence. Pakistan and Cyprus have divided. Nigeria suppressed an ethnic rebellion. France faces difficulties with Basques, Bretons, and Corsicans."



Lamm went on: Second, to destroy America, "Invent 'multiculturalism' and encourage immigrants to maintain their culture. I would make it an article of belief that all cultures are equal. That there are no cultural differences. I would make it an article of faith that the Black and Hispanic dropout rates are due solely to prejudice and

discrimination by the majority. Every other explanation is out of bounds.



Third, "We could make the United States an 'Hispanic Quebec' without much effort. The key is to celebrate diversity rather than unity. As Benjamin Schwarz said in the Atlantic Monthly recently: "The apparent success of our own multiethnic and multicultural experiment might have been achieved not by tolerance but by hegemony. Without the dominance that once dictated ethnocentricity and what it meant to be an American, we! are left with only tolerance and pluralism to hold us together." Lamm said, "I would encourage all immigrants to keep their own language and culture. I would replace the melting pot metaphor with the salad bowl metaphor. It is important to ensure that we have

various cultural subgroups living in America enforcing their differences rather than as Americans, emphasizing their similarities."



"Fourth, I would make our fastest growing demographic group the least educated. I would add a second underclass, unassimilated, undereducated, and antagonistic to our population. I would have this second underclass have a 50% dropout rate from high school."



"My fifth point for destroying America would be to get big foundations and business to give these efforts lots of money. I would invest in ethnic identity, and I would establish the cult of 'Victimology.' I would get all minorities to think that their lack of success was the fault of the majority. I would start a grievance industry blaming all

minority failure on the majority population."



"My sixth plan for America's downfall would include dual citizenship, and promote divided loyalties. I would celebrate diversity over unity. I would stress differences rather than similarities. Did you hear the happy news? Dollar General stores will hire 6,000 people this year. Yes America, hiring is back!



Actually, curb the enthusiasm. This isn't the stuff that robust middle class recoveries are made of. According to Payscale.com, the Dollar General chain pays its assistant managers $9.22 an hour and store managers $11.51 an hour. Cashiers and sales associates make barely over minimum wage. We're talking about thousands of new jobs between $20,000 and $30,000 a year.

As millions of Americans struggle to make ends meet, the media attacks government workers making livable wages



It's a sign of the times. Low-wage jobs, including everything from retail sales associates to home health aides, are the bread and butter of our employment boom, while middle income jobs are on the decline.



Among the top ten occupations projected to have the largest numerical growth in the next decade, seven pay median wages under $30,000 a year, including food preparers and servers earning $16,000, and retail and home care workers who make $20,000. Home aides and retail workers are expected to add about 1.4 million positions this decade while middle-class manufacturing jobs are projected to lose more than a million jobs.



This is not the kind of job swap you want to see in a world-leading economy. Peter Creticos, president and executive director for the Institute for Work and the Economy, calls it the "down waging" of American jobs, and he fears it has and will continue to hurt the economy, blunt innovation and impoverish society at large.



"We're not growing the middle, so people on the bottom have no where to go and we're putting downward pressure on good skilled jobs for those in the middle," he said. The individuals holding jobs paying near-poverty wages will be able to find work, he continued, but making ends meet will be a struggle for a growing segment of the working population. Nearly a third of working families are struggling to buy groceries and pay utility bills, according to a recent report by The Working Poor Families Project. Talk about making work not pay.



Low-wage jobs have always been part of the economic landscape, the same way every pyramid has a base. But in the last 30 years, wages at the bottom of the pyramid have barely budged but low wage jobs have grown. The Great Recession exacerbated this trend by creating a glut of needy workers who would accept even less money to get off unemployment, putting more downward pressure on lower wages.



How is the media handling this? Rather than ask how we can rescue tens of millions of underpaid workers, today's headlines pretend the real problem is greedy public sector workers. We are angry at teachers, government workers and autoworkers for the audacity of negotiating livable wages. (Remember the vitriol that spilled out against average, middle class autoworkers when the government was contemplating bailing out the auto industry? Even bankers didn't feel such rage from the public.) It's open season on teachers and government employees, especially those who are unionized and have been able to ensure a fair wage and benefits and actually live the American dream.



If you think the last three decades have been bad for unions, wait another three months. Across the country governors are trying to strip public employees of collective bargaining rights. John Kasich, the new Republican governor of Ohio, will try to take away a teacher's right to strike. "They've got good jobs, they've got high pay, they get good benefits, a great retirement. What are they striking for?" he said, as reported by the New York Times. To which, one must respond: What's wrong with fighting for high pay, good benefits and a great retirement?



Perhaps Dollar General's 6,000 new hires can take solace in a thin silver lining. At least they know politicians won't use their $20,000 salaries as political piñatas.

California must stem the flow of illegal immigrants

The state should go after employers who hire them, curb taxpayer-funded benefits, deploy the National Guard to help the feds at the border and penalize 'sanctuary' cities.



Illegal immigration is another matter entirely. With the state budget in tatters, millions of residents out of work and a state prison system strained by massive overcrowding, California simply cannot continue to ignore the strain that illegal immigration puts on our budget and economy. Illegal aliens cost taxpayers in our state billions of dollars each year. As economist Philip J. Romero concluded in a 2007 study, "illegal immigrants impose a 'tax' on legal California residents in the tens of billions of dollars."

But President Obama lit the fuse in February when he signed the massive expansion of the State Children’s Health Insurance Program (SCHIP). That law loosened eligibility requirements for legal immigrants and their children by watering down document and evidentiary standards – making it easy for individuals to use fake Social Security cards to apply for benefits with little to no chance of getting caught. In addition, Obama’s S-CHIP expansion revoked Medicaid application time limits that were part of the 1996 welfare reform law. Immigration activists see the provisions as first steps toward universal coverage for illegals.

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

Government Officials Testify on the Accuracy of E-Verify

Last week, the House Subcommittee on Immigration Policy and Enforcement convened to hear testimony on the progress of the E-verify work authorization program. The hearing, entitled “E-Verify – Preserving Jobs for American Workers,” featured testimony from Ms. Theresa Bertucci, an associate director at United States Center for Immigration Services (USCIS), and Mr. Richard Stana, director of Homeland Security and Justice Issues at the Government Accountability Office (GAO).

Chairman of the Subcommittee, Representative Elton Gallegly (R-CA) began the meeting by noting that there are 14 million unemployed Americans in today’s economy. In order to prevent increasing numbers of illegal aliens from competing for the scarce number of jobs available, he said we must first enforce our current immigration laws and remove the magnet drawing illegal aliens to the United States. Of course, the biggest magnet for illegal aliens is the possibility of jobs. Chairman Gallegly expressed concern that without mandatory use of E-Verify, there are insufficient consequences for companies who hire illegal aliens.

USCIS Associate Director Bertucci then updated members on the E-Verify program. She explained that E-verify is a fast, free, internet-based program which allows employers to electronically verify employee information with Social Security Administration (SSA), Department of State and Department of Homeland Security (DHS) records. The program verifies that an employee is legal status to work in the U.S. Ms. Bertucci stated that even though E-Verify is currently a voluntary program, more than 246,000 employers are enrolled with more than 1,300 employers joining each week. These numbers represent 11 percent of the nation’s employers.

Despite E-Verify’s growing popularity, two influential Democrats voiced concern over the program. Ranking Subcommittee Member Congresswoman Zoe Lofgren (D-CA) stated that the majority of agriculture jobs in America are held by undocumented workers. Congressman Conyers (D-MI), Ranking Member of the full Judiciary Committee, echoed the Lofgren’s sentiments, stating that most illegal aliens are performing jobs that Americans are unwilling to do. Representatives Lofgren and Conyers also questioned the error rate of program and expressed fear of potential “false negative” results. False negative results occur when E-verify incorrectly indicates an individual is not authorized to work in the United States. However, director Stana from GAO presented statistics confirming E-verify’s effectiveness. He that that of all the inquiries made through E-verify, 97.4 percent of employees are confirmed automatically as authorized to work. (GAO Testimony before the Subcommittee on Immigration, Policy and Enforcement at 4) Only .3 percent of the employees checked through E-verify receive tentative non-confirmations and then are later found to actually be eligible for employment. Congressman Lamar Smith (R-TX), Chairman of the Judiciary Committee, spoke out in favor of E-verify. He focused on the importance of the program during a time of economic hardship in America, reminding the Subcommittee that unemployment has remained at over nine percent for 21 months. He noted that over seven million people are working in the United States illegally, while families of American citizens are getting worried over the ongoing scarcity of jobs. (See Pew Hispanic Center, Apr. 14, 2009) Congressman Smith argued that the few jobs which are available should go to legal workers.

Congressman Smith also pointed out that he uses E-verify when hiring his staff, as all members of Congress are required to do. He promoted its use as easy and free. A recent survey of employers reported similar findings among employers who use E-verify. Ms. Bertucci shared testified ony that employers scored E-verify as an 82 out of a possible 100 on an American Customer Satisfaction Index Survey in 2010. The federal government only scored a 69 percent on the same survey. The American Customer Service Index is a survey which uses customer interviews to measure customer satisfaction and predict customer loyalty. (See American Customer Satisfaction Index)

How can the Democrats claim in good faith that they are truly concerned about our country's economy as long as they are trying to do things that wreak havoc upon it?





I know an illegal making over $2,000 a week at an auto upholstery shop. That's over 100K yearly! How many of our college-grad teachers earn that much? Most Americans DON'T.



And he told me he sends almost 90 percent of his paycheck home to his family in Mexico City, while living here with a "girlfriend" collecting welfare and food stamps.



Plus, he conserves his paycheck further by getting "free" food, clothing, etc. from taxpayer-funded agencies and church donations intended for our own needy people.



He even got one taxpayer-funded Latin Community group to pay for his CELLPHONE! So he can stay in touch with his family.



The illegal alien's name is Ruben. And that car upholstery shop has a "phantom workforce" to supplement its legally employed workforce, which is all they report for tax purposes. Ruben's brother also works there.



Here's how he gets paid: If the shop charges a customer $1500 to re-upholster car seats, and it only takes Ruben 3 hours to do it, he gets HALF. So he gets paid about $250 per hour. And both Ruben and the shop are quite happy with their arrangement.



I reported it, giving the name and location of the shop, to my Democrat federal senator's office, asking them to investigate and prosecute. But they ignored my request... which is typical of most Democrats and many Republicans in Congress. For they are deliberately turning a blind eye to it.



This is far from an isolated example. Illegals are not only stealing high-paying skilled blue-collar type jobs, but also many illegals own their own businesses [construction, home improvement, landscaping, auto repair, roofing, paving, janitorial services, housekeeping, etc., etc.].



Next time you're in Home Depot or Lowes, look for illegals there getting supplies for their plumbing jobs, etc.



I have a friend who tried starting a janitorial services business. But he gave up after a few months, telling me he couldn't compete with illegals paying their illegal employees $3 an hour.



Another illegal near me was selling used cars with open titles, parking them at a shopping center with "for sale" signs on anywhere from one to three cars at a time. And he was selling them quickly. Every week I saw different cars. But I reported it to my state's motor vehicle department, and about a month later they towed his cars away and warned the shopping center to not let anyone sell cars there.



In Pelosi's state she has allowed them to bankrupt over 100 hospitals and to render California's infrastructure virtually gasping for its breath.

Breaking News: New Florida Gov. Signs E-Verify Order



"Immediately after being sworn-in as Florida's 45th governor, Gov. Rick Scott fulfilled campaign promises by signing executive orders to freeze job-killing regulations and require state agencies to verify legal immigration status. America has a wonderful tradition of welcoming newcomers. We admit more than one million legal immigrants every year, almost as many as all other countries combined. But immigration policy should put Americans first. Enforcing current immigration laws does just that.

Your editorial states that an enforcement-minded approach to preventing illegal immigration “mocks American values,” but the opposite is true. In fact, enforcing the current laws against illegal immigration is consistent with the ultimate American value — the rule of law.

And doing so will reduce taxpayer costs for health care, education, social services and criminal justice. And it could open up the seven million jobs currently held by illegal immigrants for American workers and legal immigrants.

Paying less in taxes and providing additional jobs for Americans hardly “mocks American values.”

Labor Dept. Helps Illegal Alien Workers

The Department of Labor has launched a special program to assist and protect illegal immigrant workers in the U.S., referred to as “vulnerable” and “underpaid” by the presidential cabinet member who heads the agency.

Hundreds of new field investigators have been deployed to reach out to Latino laborers in areas with large numbers of illegal alien employees. Their message, in Spanish, is “we can help” bring workplace protections to the nation’s most vulnerable and underpaid workers, including those who have no legal right to live in the United States.



Labor Secretary Hilda Solis, a former California congresswoman with close ties to the influential La Raza movement, announced the “We Can Help” project with great fanfare a few days ago. A total of 1,000 investigators from her agency will focus on enforcing labor and wage laws in industries that typically hire lots of illegal aliens without reporting anyone to federal immigration authorities.



Solis told Latino workers that “your president, your secretary of labor and this department will not allow anyone to be denied his or her rightful pay, especially when so many in our nation are working long, hard and often dangerous hours.” She assured illegal immigrants that “if you work in this country, you are protected by our laws.”

The same day Solis publicly announced the Obama Administration’s new project, a Labor Department investigator visited a day laborer center in northern California to promote it. The federal employee actually chatted warmly with the illegal immigrants about how to find jobs without being exploited, according to a local newspaper report. “We’re the feds but the good ones,” he told the day laborers in Spanish. “We’re here to help workers.”

The agency has also launched a Spanish television advertising campaign to spread the word and created a web site. Workers in industries from construction to food service are urged to contact the Labor Department of wage and hour violations. An investigator may be deployed to the work site or the employer may be taken to court.

While in Congress, she opposed strengthening the border fence, supported expansion of illegal alien benefits (including driver's licenses and in–state tuition discounts), embraced sanctuary cities that refused to cooperate with federal homeland security officials to enforce immigration laws, and aggressively championed a mass amnesty. Solis was steeped in the pro–illegal alien worker organizing movement in Southern California and was buoyed by amnesty–supporting Big Labor groups led by the Service Employees International Union. She has now caused a Capitol Hill firestorm over her new taxpayer–funded advertising and outreach campaign to illegal aliens regarding fair wages:

To be sure, no one should be scammed out of "fair wages." Employers that hire and exploit illegal immigrant workers deserve full sanctions and punishment. But it's the timing, tone–deafness and underlying blanket amnesty agenda of Solis' illegal alien outreach that has so many American workers and their representatives on Capitol Hill rightly upset.



With double–digit unemployment and a growing nationwide revolt over Washington's border security failures, why has Solis chosen now to hire 250 new government field investigators to bolster her illegal alien workers' rights campaign? (Hint: Leftists unhappy with Obama's lack of progress on "comprehensive immigration reform" need appeasing. This is a quick bone to distract them.)

Unfortunately, the federal government is not alone in lavishing attention and resources on workers who shouldn't be here in the first place. As of 2008, California, Florida, Nevada, New York, Texas and Utah all expressly included illegal aliens in their state workers' compensation plans –– and more than a dozen other states implicitly cover them.

Solis' public service announcement comes on the heels of little–noticed but far more troubling comments encouraging illegal alien workers in the Gulf Coast. Earlier this month, in the aftermath of the BP oil spill, according to Spanish language publication El Diario La Prensa, Solis signaled that her department was going out of its way to shield illegal immigrant laborers involved in cleanup efforts. "My purpose is to assist the workers with respect to safety and protection," she said. "We're protecting all workers regardless of migration status because that's the federal law." She told reporters that her department was in talks with local Immigration and Customs Enforcement (ICE) officials who had visited coastal worksites to try to verify that workers were legal.

No word yet on whether she gave ICE her "we are all Americans, whether you are legalized or not" lecture. But it's a safe bet.

Worst Cities For Jobs

One of the saddest tasks in the annual survey of the best places to do business I conduct with Pepperdine University's Michael Shires is examining the cities at the bottom of the list. Yet even in these nether regions there exists considerable diversity: Some places are likely to come back soon, while others have little immediate hope of moving up. (Please also see "Best Cities For Jobs" for further analysis.)

The study is based on job growth in 336 regions--called Metropolitan Statistical Areas by the Bureau of Labor Statistics, which provided the data--across the U.S. Our analysis looked not only at job growth in the last year but also at how employment figures have changed since 1996. This is because we are wary of overemphasizing recent data and strive to give a more complete picture of the potential a region has for job-seekers. (For the complete methodology, click here.)

First let's deal with the perennial losers, the sad sacks of the American economy. Mostly cities in the nation's industrial heartland, these places have ranked toward the bottom of our list for much of the past five years. Eleven of the bottom 16 regions on our list are in two states, Ohio and Michigan. In fact, the Wolverine State alone accounts for bottom four cities: Jackson, Michigan, Detroit, Saginaw and Flint.

Unfortunately, there's not much in the way of short-term--or perhaps even medium- or long-term--hope for a strong rebound in those places. President Obama seems determined to give the automakers, for whom Michigan is home base, far rougher treatment than what he meted out to ailing companies in the financial sector.

In addition, new environmental regulations may not help auto production, since it necessitates some carbon-spewing and therefore perhaps unacceptable levels of greenhouse gas emission.

However, not all of Michigan's problems stem from Washington or the marketplace. Many of the locations at the bottom of the list remain inhospitable to business. To be sure, housing is cheap--in Detroit, property values are fast plummeting toward zero--but running a business can be surprisingly expensive in these hard-pressed places.

In fact, according to a recent survey by the Tax Foundation, Ohio has an average tax burden roughly similar to New York, California, Massachusetts and Connecticut. But while the others are comparatively high-income states, Ohio residents no longer enjoy that level of affluence.

Can these places come back? It is un-American to abandon hope, but there needs to be a radical shift in strategy to focus on creating new middle-class jobs. Some Midwestern cities, like Kalamazoo and Indianapolis, have made some successful efforts to diversify their economies, encouraging start-ups and trying to be business-friendly.

But those are exceptions. Cleveland, one of our worst big cities, could spark a renaissance by revamping its port and nearby industrial hinterland. Once the world economy improves, it could re-emerge--building on the existing knowledge and skills of its production- and design-savvy population--as a hub for manufacturing and exports.

But right now, Cleveland does not seem to be pursuing such opportunities. As Purdue's Ed Morrison has pointed out, local leaders there seem to "confuse real estate development with economic development."

So Cleveland will focus on inanities such as convention business and tourism, believing we all fantasize about a week enjoying the sights along Lake Erie. Yet even high-profile buildings like the Rock and Roll Hall of Fame and Museum, completed in 1986, have not transformed a gritty old industrial town into a beacon for the hip and cool.

Old industrial cities like Cleveland are better off focusing on their locational advantages--access to roads, train lines and water routes--while offering a safe, inexpensive and friendly venue for ambitious young families, immigrants and entrepreneurs.

Meanwhile, cities with formerly robust economies--like Reno, Nev., Las Vegas, Orlando, Fla., Tampa, Fla., Fort Lauderdale, Fla., West Palm Beach, Fla., Jacksonville, Fla., and Phoenix--are more likely to rebound. These areas topped our list for much of the 2000s; their success was driven first by surging population and job growth and later by escalating housing prices.

But the collapse of the housing bubble and a drop in large-scale migration from other regions has weakened, often dramatically, these perennial successes. "We could rely on 1,000 people a week moving into the area," notes one longtime official in central Florida. "These people needed services, houses and bought stuff. Now the growth is a 10th of that."

Instead of waiting for the real estate bubble to return, these areas should choose to focus on boosting employment in fields like medical services, business services and light manufacturing. In much of Florida and Nevada, there's also a need to shift away from a reliance on tourism, an industry that pays poorly on average and is always subject to changes in consumer tastes.

We can even be cautiously optimistic about some of these former superstars. After all, observes Phoenix-based economist Elliot Pollack, the existing reasons for moving to Arizona, Nevada or Florida--warm weather, relatively low taxes and generally pro-business governments--have not disappeared. "There's no change in the fundamentals," he argues. "It's a transition. It's ugly, and there's pain, but it's still a cycle that will turn."

Once the economy stabilizes, Pollack says he expects the flow of people and companies from the Northeast and California to Phoenix and other former hot spots will resume, once again lured by inexpensive real estate, better conditions for business and a generally more up-to-date infrastructure.

The Problem with California

Like other Sun Belt communities, California suffered disproportionately from the housing bubble's bust, which has devastated both employment in construction-related industries as well as much of the finance sector. But some, like economist Esmael Adibi, director of the Anderson Center for Economic Research at Chapman University, where I teach, thinks a real estate turnaround may be imminent.

Among the first to predict the potential for a real estate bubble back in 2005, these days Adibi is more upbeat, pointing to rising sales of single-family homes, particularly at the lower end of the market. California's inventory of unsold homes is now down to about six months' worth, a figure well below the national average of 9.6 months.

It seems not everyone is ready to abandon the Golden State--but still, recovery in California may prove weaker than in surrounding states. One forecaster, Bill Watkins, even predicts unemployment could reach 15% next year, up from about 11% today. California, most likely, will see only an anemic recovery in 2010 even if growth picks up elsewhere.

Much of the problem lies with the state's notoriously inept government. The enormous budget deficit will almost certainly lead to tax increases, which will fall mostly on the state's vaunted high-income entrepreneurial residents. Stimulus funds won't do much good either, Adibi notes, since "the state is grabbing all of the federal stimulus money" to keep itself afloat.

A draconian regulatory environment also could dim California's prospects for growth. Despite double-digit unemployment, the state seems determined not only to raise taxes but also to tighten its regulatory stranglehold.

This is a stark contrast to what happened in the 1990s during the last deep recession. At that time, leaders from both political parties pulled together to reform the state's regulatory and tax environment. Almost everyone recognized the need to improve the economic climate.

But an even deeper recession, it seems, hardly troubles today's dominant players--public employees, environmental activists and gentry liberals who largely live along the coast. The state has recently passed a draconian Assembly bill aimed to offset global warming by capping greenhouse gas emissions--a measure that seems designed to discourage productive industry.

"This is becoming a horrible place to produce anything," says Watkins, who is executive director of the Economic Forecast Project at the University of California, Santa Barbara.

California's lawyers, though, might stay busy. Attorney General Jerry Brown has threatened to sue anyone who grows their business in unapproved, environment-threatening ways. To be sure, this promise may have relatively little impact on the more affluent, aging coastal communities--but it could wreak havoc on younger, less tony areas in the state's interior. Many of the local economies there still reply on resource-dependent industries like oil, manufacturing and agriculture.

It's sad because California has the capacity to recover more quickly than the rest of the country if the state moderates its spending and stops regulating itself into oblivion. This current round of legislation is so dangerous precisely because it could eviscerate the heart of the economy by slowing down entrepreneurial growth, the state's greatest asset.

Even in hard times, there are people with innovative ideas trying to bring them to market--and not just in Hollywood- and Silicon Valley-based industries but in a broad range of fields, from garments to agriculture, aerospace and processed foods. The desire to increase regulation reflects a peculiar narcissism and arrogance of the state's ruling elites, who believe the genius of San Francisco's venture capitalists and Los Angeles' image-makers alone are enough to spark a powerful recovery.

This is delusional. True, California still has a lead in everything from farm products to films to high-tech manufacturers. But it has been slowly losing ground--to both other states and overseas competitors. CEOs and top management might stay in the Golden State, but they increasingly send outside its borders all jobs that don't require access to the local market, genius scientists or talented entertainers.

"There's a feeling in California that we will come back, no matter what, because we are California," Watkins says. "The leadership is swallowing Panglossian Kool-aid. Some very smart people, a beautiful climate and nice beaches is not enough to guarantee a strong recovery."

No. 10: Riverside-San Bernardino-Ontario, Calif.

The mortgage crisis and housing bust in this populous suburban area south of Los Angeles led to a halt in home building and a subsequent drop in natural resources, mining and construction jobs, which declined 23.6% between 2007 and 2008. Overall employment declined by 6.2% in the last year and 38.5% over the last decade, sinking the Inland Empire into the first major downturn in its recent history. Yet it’s not all negative. Home sales are up, which may mean that this once vibrant area could come back sooner than many expect.

No. 7: Sacramento-Arden Arcase-Roseville, Calif.

The real estate bust in California's capital and its surrounding areas has stunted job growth. Construction and natural resources jobs fell by 30.4% between 2005 and 2008. The housing crisis is accompanied by ones in the financial services and manufacturing industries, in which jobs declined 14.8% and 12%, respectively, over the last three years. The year between 2007 and 2008 saw a 3.9% overall decline in jobs. Employment in education and health services has been the area's saving grace; jobs in that sector increased 23.5% between 2003 and 2008.

No. 5: Oakland-Fremont-Hayward, Calif.

The financial services sector of this metropolitan area, across the bay from San Francisco, which includes urban Oakland and the surrounding suburbs, lost 21.1% of its jobs between 2003 and 2008. Construction jobs were hit almost as hard, dropping 18% over the same period. However, the Bay Area, bolstered by colleges in and around San Francisco and Berkeley, saw a 1.6% increase in education and health services jobs last year. But, overall, job losses in this northern California region totaled 3.7% from 2007 to 2008.

No. 4: Santa Ana-Anaheim-Irvine, Calif.

The fallout from real estate speculation and a longstanding tech boom in this region, which is south of Los Angeles and includes some of the toniest coastal real estate in the nation, has slowed employment to a crawl. Here, between 2005 and 2008, jobs in construction declined 17.8%, and jobs in information declined 10%. Employment in financial services, a field that especially boomed in Irvine, dropped by 22% over the same years. Much of this was tied to mortgage related companies. Overall, the area saw a 4% decline in jobs between 2007 and 2008. Dropping home prices and rising sales suggest a slow recovery could be on the way though.

No. 10: Santa Rosa-Petaluma, Calif.

"Best of the worst" is a dubious honor. But for the cities of Santa Rosa and Petaluma, home to just under 500,000 people north of San Francisco, the news isn't all bad. Despite cumulative job losses of 4.5% between 2007 and 2008, these communities have seen an 8.2% overall uptick in jobs if you consider data since 1997. The drops are biggest in one predictable sector: the construction sector which saw a double digit decline in jobs, largely from the collapse of the bay area’s housing bubble. Retail and financial services employers also cut workers, with each sector losing about 10% of its jobs.

No. 7: Redding, Calif.

Partly because of the housing slump affecting many Sun Belt states, between 2005 and 2008 jobs in the natural resources, mining and construction sector contracted by 41%. Overall employment has dropped 10% since 1997. In the last year, Redding also saw double-digit job loss in the wholesale, information and transportation and utilities sectors. While government positions account for 22.8% of all jobs--and their number has been increasing over the last five years--the Redding Record Searchlight has reported that the city may have to lay off 60 workers.

1. El Centro, California

Population: 41,241

Lose your job in El Centro and it may be quite some time before you find another one. One in four people here are out of work and the city holds the not-so distinguished honor of having the highest unemployment rate — 27.5 percent — in the country (close behind is Yuma, Ariz., with 27.2 percent unemployment).



The desert city, which is located in Imperial County just across the border from Mexicali, has a jobless rate triple the national average of 9.5 percent thanks to the seasonal fluctuations of field laborers. Field work is the county's third-largest employment sector after government, transportation and utilities, according to AOL News.

"Its location across the border from a much larger Mexican city means that there is a large floating labor force," Jim Gerber, an economics professor and director of the international business program at San Diego State University, told AOL News.

"The data for Imperial County is skewed by this, such that the layoffs and out-of-work laborers are not actually counted correctly."

Even with the ebb and flow of its working population, things are still pretty bleak in El Centro. Last year, the city's cemetery went into foreclosure.

6. Los Angeles, California

Population: 3,849,378

If you don't really care about breathing, Los Angeles is a great place. The metro area that stretches from Long Beach to Riverside has the worst ozone pollution in the country, according to the American Lung Association's State of the Air report for 2010. Along with being tops in ozone pollution, L.A. is ranked third in year-round particle pollution, and fourth in short-term particle pollution.

Ozone is the byproduct of pollutants released by cars, chemical plants, refineries, and other sources. It exists naturally in the upper atmosphere of the Earth, but when emitted at ground level, it's considered a harmful outdoor pollutant. Inhaling ozone can cause wheezing, coughing, chest pain, throat irritation, congestion, and can make people more susceptible to respiratory illnesses such as bronchitis and pneumonia, according to the US Environmental Protection Agency. Think about that next time you drive in Los Angeles, which also lays claim the worst traffic in the country.

LOS ANGELES AMONG FORBES’ ‘TOP 10 U.S. CITIES IN FREEFALL’





Forbes has released its list of 'Top 10 U.S. Cities In Freefall', and California has the dubious distinction of appearing thrice. The greater Los Angeles, Riverside and Sacramento areas all made the list, only Florida had more cities represented. In compiling the list, Forbes used six metrics, including the percent the median home price has fallen since its individual peak, how many people were moving in and out of these metros, and percent change in unemployment.

Of California's woes, Forbes writes:

Riverside, Los Angeles and Sacramento are suffering because of the knocks they took after their inflated housing markets began to plummet. Unemployment in the City of Angels has nearly tripled in three years, to 12%. Riverside's unemployment has also ballooned, to 15%. Meanwhile Sacramento saw a 75% drop in new building permits. These are troubling signs for Cali metros, but not surprising. The end of the state's home-price climb triggered more than just a housing slump.

"In California, so many jobs were concentrated in construction," says Michael Fratantoni, vice president of research at the Mortgage Bankers Association, the professional association for real estate financiers. "Jobs building single family homes wound up not being sustainable, and there were a lot of job losses."

The Forbes report comes on the heels of California's most recent jobless report, which put the state's unemployment rate at a record 12.6% for March. However, in what might be an encouraging sign for the region, KPCC reports today that foreclosures in LA County are down 43.5% for the first quarter of 2010 compared to last year.

County’s Monthly Welfare Tab For Illegal Aliens $52 Million

As the mainstream media focuses on a study that reveals a sharp decline in the nation’s illegal immigrant population, monthly welfare payments to children of undocumented aliens increased to $52 million in one U.S. county alone.

The hoopla surrounding last week’s news that the annual flow of illegal immigrants into the U.S. dropped by two-thirds in the past decade overlooked an important matter; the cost of educating, incarcerating and medically treating illegal aliens hasn’t decreased along with it, but rather skyrocketed to the tune of tens of billions of dollars annually.



THIS FIGURE DOES NOT INCLUDE EXTRA MILLIONS PAID FOR ANCHOR BABIES



Those figures don’t even include the extra millions that local municipalities dish out on welfare payments to the U.S.-born children of illegal immigrants, commonly known as anchor babies. In Los Angeles County alone that figure increased by nearly $4 million in the last year, sticking taxpayers with a whopping $52 million tab to provide illegal immigrants’ offspring with food stamps and other welfare benefits for just one month.

That means the nation’s most populous county, in the midst of a dire financial crisis, will spend more than $600 million this year to provide families headed by illegal immigrants with welfare benefits. In each of the past two years Los Angeles County taxpayers have spent about half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants. Additionally, the county spends $550 million on public safety and nearly $500 million on healthcare for illegal aliens.

About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from L.A. County’s Department of Social Services. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare perks that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children.

The declaration urges the Mexican government to invoke its rights under the Treaty of Guadalupe Hidalgo "to seek third nation neutral arbitration of disputes concerning immigration laws and their enforcement." The state should go after employers who hire them, curb taxpayer-funded benefits, deploy the National Guard to help the feds at the border and penalize 'sanctuary' cities.



Illegal immigration is another matter entirely. With the state budget in tatters, millions of residents out of work and a state prison system strained by massive overcrowding, California simply cannot continue to ignore the strain that illegal immigration puts on our budget and economy. Illegal aliens cost taxpayers in our state billions of dollars each year. As economist Philip J. Romero concluded in a 2007 study, "illegal immigrants impose a 'tax' on legal California residents in the tens of billions of dollars."

Over the next half-century, California's population will explode by nearly 75%, and Riverside will surpass its bigger neighbors to become the second most populous county after Los Angeles, according to state Department of Finance projections released Monday. California will near the 60-million mark in 2050, the study found, raising questions about how the state will look and function and where all the people and their cars will go. Dueling visions pit the iconic California building block of ranch house, big yard and two-car garage against more dense, high-rise development.But whether sprawl or skyscrapers win the day, the Golden State will probably be a far different and more complex place than it is today, as people live longer and Latinos become the dominant ethnic group, eclipsing all others combined. Some critics forecast disaster if gridlock and environmental impacts are not averted. Others see a possible economic boon, particularly for retailers and service industries with an eye on the state as a burgeoning market."It's opportunity with baggage," said Jack Kyser, chief economist for the Los Angeles County Economic Development Corp., in "a country masquerading as a state."Other demographers argue that the huge population increase the state predicts will occur only if officials complete major improvements to roads and other public infrastructure. Without that investment, they say, some Californians would flee the state.If the finance department's calculations hold, California's population will rise from 34.1 million in 2000 to 59.5 million at the mid-century point, about the same number of people as Italy has today. And its projected growth rate in those 50 years will outstrip the national rate — nearly 75% compared with less than 50% projected by the federal government. That could translate to increased political clout in Washington, D.C. Southern California's population is projected to grow at a rate of more than 60%, according to the new state figures, reaching 31.6 million by mid-century. That's an increase of 12.1 million over just seven counties.L.A. County alone will top 13 million by 2050, an increase of almost 3.5 million residents. And Riverside County — long among the fastest-growing in the state — will triple in population to 4.7 million by mid-century.Riverside County will add 3.1 million people, according to the new state figures, eclipsing Orange and San Diego to become the second most populous in the state. With less expensive housing than the coast, Riverside County has grown by more than 472,000 residents since 2000, according to state estimates.But many residents face agonizingly long commutes to work in other areas. And Monday, the state's growth projections raised some concerns in the Inland Empire.Registered nurse Fifi Bo moved from Los Angeles to Corona nine years ago so she could buy a house and avoid urban congestion. But she'd consider moving even farther east now that Riverside County is grappling with its own crowding problems."But where am I going? People used to move to Victorville, but [housing prices in] Victorville already got high," the 36-year-old said as she fretted about traffic and smog and public services stretched thin. "We don't know where to go. Maybe Arizona."John Husing, an economist who studies the Inland Empire, is betting that even in land-rich Riverside County, more vertical development is on the horizon. Part of the reason: a multi-species habitat conservation plan that went into effect in 2005, preserving 550,000 acres of green space that otherwise would have vanished."The difficult thing will be for anybody who likes where they live in Riverside County because it's rural," Husing said. "In 2050, you might still find rural out by Blythe, but other than that, forget rural."Husing predicts that growth will be most dramatic beyond the city of Riverside as the patches of empty space around communities such as Palm Springs, Perris and Hemet begin to fill in with housing tracts. The Coachella Valley, for example, will become fully developed and seem like less of a distinct area outside of Riverside, he said. "It'll be desert urban, but it'll be urban. Think of Phoenix," he said. Expect a lot of the new development in Riverside County to go up along the 215 Freeway between Perris and Murrieta, according to Riverside County Planning Director Ron Goldman. Thousands of homes have popped up in that area in the last decade, and Goldman said applications for that area indicate condominiums are next. The department is so busy that he's hiring 10 people who'll start in the next month."We have over 5,000 active development applications in processing right now," he said.No matter how much local governments build in the way of public works and how many new jobs are attracted to the region — minimizing the need for long commutes — Husing figures that growth will still overwhelm the area's roads.USC Professor Genevieve Giuliano, an expert on land use and transportation, would probably agree. Such massive growth, if it occurs, she said, will require huge investment in the state's highways, schools, and energy and sewer systems at a "very formidable cost."If those things aren't built, Giuliano questioned whether the projected population increases will occur. "Sooner or later, the region will not be competitive and the growth is not going to happen," she said.If major problems like traffic congestion and housing costs aren't addressed, Giuliano warned, the middle class is going to exit California, leaving behind very high-income and very low-income residents. "It's a political question," said Martin Wachs, a transportation expert at the Rand Corp. in Santa Monica. "Do we have the will, the consensus, the willingness to pay? If we did, I think we could manage the growth."The numbers released Monday underscore most demographers' view that the state's population is pushing east, from both Los Angeles and the Bay Area, to counties such as Riverside and San Bernardino as well as half a dozen or so smaller Central Valley counties.Sutter County, for example, is expected to be the fastest-growing on a percentage basis between 2000 and 2050, jumping 255% to a population of 282,894 , the state said. Kern County is expected to see its population more than triple to 2.1 million by mid-century.In Southern California, San Diego County is projected to grow by almost 1.7 million residents and Orange County by 1.1 million. Even Ventura County — where voters have imposed some limits on urban sprawl — will see its population jump 62% to more than 1.2 million if the projections hold.The Department of Finance releases long-term population projections every three years. Between the last two reports, number crunchers have taken a more detailed look at California's statistics and taken into account the likelihood that people will live longer, said chief demographer Mary Heim.The result?The latest numbers figure the state will be much more crowded than earlier estimates (by nearly 5 million) and that it will take a bit longer than previously thought for Latinos to become the majority of California's population: 2042, not 2038.The figures show that the majority of California's growth will be in the Latino population, said Dowell Myers, a professor of urban planning and demography at USC, adding that "68% of the growth this decade will be Latino, 75% next and 80% after that."That should be a wake-up call for voting Californians, Myers said, pointing out a critical disparity. Though the state's growth is young and Latino, the majority of voters will be older and white — at least for the next decade."The future of the state is Latino growth," Myers said. "We'd sure better invest in them and get them up to speed. Older white voters don't see it that way. They don't realize that someone has to replace them in the work force, pay for their benefits and buy their house."
