Three years ago today, President Barack Obama signed into law his trillion-dollar stimulus plan, a measure that he promised would save or create 3 million jobs by the end of 2010 and would prevent unemployment from ever going above 8 percent. And though the President today will likely claim that thanks to his efforts, the U.S. economy is surging, don’t believe him. The verdict is in: Obamanomics has failed.

But you don’t have to take our word for it. Yesterday, the Congressional Budget Office (CBO) released a report offering an analysis [2] of the last three years of the Obama economy. In short, the stimulus did not live up to the President’s promises.

The CBO writes that America’s unemployment rate has exceeded 8 percent since February 2009, making this the longest stretch of high unemployment since the Great Depression. To make matters worse, unemployment will remain above 8 percent until 2014. And the level of long-term unemployment — those looking for work for more than six months — is over 40 percent, the highest since at least 1948, when that data was first collected.

“But wait a minute!” you might shout, “There are jobs being created; we’re on the road to recovery.” True enough. The White House brags [3] that 257,000 jobs were created in January and that the economy has added private sector jobs for 23 straight months. While those are good numbers, bear in mind that in this case, the beauty of the Obama economy is only skin deep and that lead has not quite been turned into gold. In fact, the strength of the U.S. economy’s recovery is much weaker than advertised. And though the President would like to credit his stimulus with today’s growth, keep in mind that the stimulus ended one year ago. Obamanomics would have predicted faster growth sooner, not later, and certainly not after the stimulus wound down.

In a new report, Heritage’s James Sherk explains [4] that today’s economic growth needs to be viewed in its proper context — in the aftermath of the worst recession in two generations, today’s recovery is remarkably slow. Though the economy is growing, the current economic recovery is the slowest recovery in the post-war era. Four years after the recession started, the economy still has not replaced the jobs lost in the downturn. And while the economy normally grows rapidly after a steep recession, hiring rates today remain one-sixth below pre-recession levels. What’s the future hold? At current rates of job creation, the economy will not return to normal rates of unemployment until 2015.

If you think that’s bad news, there’s even more in store for America. “Small businesses currently identify taxes and government regulations as their most important problems,” Sherk writes [4]. “Businesses are forward-looking and fear that Congress will raise taxes to cover the cost of the recent federal spending spree.” They’re not about to get relief any time soon. On Monday, President Obama unleashed his FY 2013 budget, delivering an annual deficit exceeding $1 trillion. For those keeping score, it’s the fourth such trillion-plus budget the President has produced. Even the President’s own Treasury Secretary Timothy Geithner says the level of spending is “unsustainable.”

Yesterday in testimony before Congress [5], Geithner admitted that “Even if Congress were to enact this budget, we would still be left with–in the outer decades as millions of Americans retire–what are still unsustainable commitments in Medicare and Medicaid.” That’s not the kind of news America’s job creators need to hear if they are to gain the kind of confidence in Washington that will encourage them to go forth, invest, and create new jobs.

But that is the story of Obamanomics — a black hole of government that sucks the energy out of America’s job-creation machine in order to fuel an ever-expanding bureaucracy. This trend must end. Washington should adopt pro-growth policies like the job-creating New Flat Tax, allow the exploration and use of American fossil fuels, pursue free trade policies, cut unnecessary regulations, and deliver a budget that gets government under control. Americans have suffered long enough, and they can’t afford to wait any longer.

Acting quietly, below the radar of U.S. public opinion and without congressional approval, the Obama administration is implementing a key policy objective of the Security and Prosperity Partnership of North America, or SPP, to erase the border with Mexico and Canada.



The administration is acting under a State Department-declared policy initiative described in a March 23 fact sheet titled "United States-Mexico Partnership: A New Border Vision."

"Mexico and the United States have a shared interest in creating a 21st century border that promotes the security and prosperity of both countries," the State Department declared. "The U.S. and Mexican governments have launched a range of initiatives that challenge the traditional view of 'hold the line' and are developing a framework for a new vision of 21st century border management."

At the same time, CTV News in Canada has obtained a draft copy of a declaration between the U.S. and Canada entitled "Beyond the Border: A Shared Vision for Perimeter Security and Competitiveness," to be implemented by a newly created Canadian-U.S. "Beyond the Border Working Group."

The two documents strongly suggest the Obama administration is pursuing a stealth bureaucratic methodology to establish a common North American border around the continent, encompassing the U.S., Canada and Mexico, while simultaneously moving to erase the borders between the U.S. and Mexico as well as between the U.S. and Canada.

Under the Bush administration's SPP, the U.S., Mexico and Canada organized some 20 different "shadow government" bureaucratic working groups composed of agency heads and undersecretaries in the three nations. The groups span a wide range of policy areas, from e-commerce, to aviation policy, to borders and immigration, trilateral travel, transportation, energy, environment, food and agriculture, health and financial services.


WND has reported since 2006 that a blueprint published in 2005 by the Council on Foreign Relations entitled "Building a North America Community" called for the establishment of a common security perimeter around North America by 2010 to facilitate the free movement of people, trade and capital between the three nations of North America.
In his 2001 book, "Toward a North American Community," American University professor Robert Pastor, a co-chair of the CFR blue ribbon committee that authored "Building a North American Community," called for the creation of a North American Commission, a North American Parliament, and a North American Court on Trade and Investment.

The language of the documents declaring "A New Border Vision" with Mexico and Canada could easily have been lifted directly from the CFR report or Pastor's book.

The 2005 CFR report "Building a North American Community" called on page xvii of the Foreword for the "establishment by 2010 of a North American economic and security perimeter, the boundaries of which would be defined by a common external tariff and an outer security perimeter."

CTV News reported that the language of the draft agreement specified that "A New Border Vision" for the U.S. and Canada would involve "a perimeter approach to security, working together within, at, and away from the borders of our two countries in a way that supports economic competitiveness, job creation and prosperity, and in a partnership to enhance our security and accelerate the legitimate flow of people and goods between our two countries."

Similarly, the U.S. State Department fact sheet calling for "A New Border Vision" with Mexico specified five areas of "joint border management, co-responsibility for cross-border crime, and shared commitment to the efficient flow of legal commerce and travel," namely: enhancing public safety, securing flows of people and goods, expediting legitimate commerce and travel, engaging border communities, and setting policy.

Under "setting policy," the State Department fact sheet with Mexico called for achieving rapid policy change through "an agile inter-agency process within each country as well as a means by which both governments can easily coordinate at a bi-national level."

This provides additional support for the conclusion that the bureaucratic "working groups" established under SPP in the Bush administration will continue to operate under Obama administration.

CTV News reported that the draft declaration of "A New Border Vision" with Canada similarly also specified a cross-border policy agenda, including:

· An integrated cargo security strategy;

· A joint approach to port and border security and screening;

· Cross-border sharing of information between law enforcement agencies;

· A closer working relationship between the two militaries in the event of emergencies;

· A new level of collaboration on preventing and recovering from counter attacks.

Affirming the continuance of the working group process, the draft declaration with Canada specifies the U.S. and Canada "intend to address threats at the earliest point possible, including outside the perimeter of our two countries."

The origin of the SPP can be traced to a trilateral summit meeting in Waco, Texas, March 23, 2005, between President George W. Bush, then-Mexican President Vicente Fox and then-Canadian Prime Minister Paul Martin.


At the end of the Waco summit, the three leaders simply declared that the U.S., Mexico and Canada were now in the Security and Prosperity Partnership, without the signing of any international agreement between the three countries or the ratifying of any trilateral treaty by the U.S. Senate.

Limiting immigration has the overwhelming support of most Americans, regardless of party affiliation or race. · 65% of voters favor stopping all immigration into the U.S. during the war on terrorism. · 92% of voters favor “imposing stricter immigration and border crossing polices.” · 84% of Americans support tighter restrictions on immigration. · 77% think the government is not doing enough “to control the border and to screen people allowed into the country”. · 85% strongly/somewhat agree “that enforcement of immigration laws and the border has been too lax and has made it easier for the terrorists to enter”. · 72% think that “a dramatic increase in resources devoted to border control and enforcement of immigration laws would help reduce the chances of future terrorist attacks”. · Six in ten Americans support reducing legal immigration levels. · 77% of respondents in a CNN poll opposed granting amnesty to illegal immigrants. 53% of Americans said the number of legal immigrants allowed into the U.S. should be decreased. FLORIDA· 58% of Florida voters favor making legal immigration more difficult. 71% favor the U.S. government spending more time and money to prevent illegal immigration into the U.S., including more than 40% of Hispanics. · 59% of Florida voters believe current immigration levels are too high. Almost two thirds (63%) of voters agree that “immigration levels are out of control and we need to reduce the number of immigrants we allow into the country”. A majority of voters (52%) said they would be more likely to endorse a candidate who supported immigration reduction as part of his or her campaign. 76% feel that "Continued population growth is a threat to Florida’s resource base, environmental health, and quality of life”.

GEORGIA · 69% believe that the quality of life in the state will deteriorate if current growth and population trends continue. 74% are concerned about the level of immigration to the U.S. 79% are specifically concerned about the level of immigration to Georgia. 61% oppose amnesty for illegal immigrants.

IOWA · 62% of Iowans feel that the U.S. should lower its current level of immigration. 65% feel that a U.S. population of 400 million in 2050, as projected by the U.S. Census Bureau, is too large.

Frustration with crowded roads is mounting, and nearly two-thirds want strict new limits on development.

Nearly 30,000 “long-term” unemployed workers in Michigan—those out of work for more than 6 months—had their Extended Benefits (EB) assistance abruptly disqualified as of February 18. The EB assistance is the last extension program available for workers who have exhausted all other forms of emergency unemployment compensation. The disqualification comes as a result of new federal thresholds established in the bipartisan unemployment extension legislation passed by Congress and the Obama administration in December 2011.

Under the EB program, unemployed workers have traditionally been entitled to five months of extended unemployment assistance. However, for most on the program, the recent lapse was announced after only four weeks of extension benefits.

The program was terminated because the official state unemployment rate dropped under the newly established 9.9 percent threshold in January. Michigan currently has an official unemployment rate of 9.3 percent. The real unemployment rate, among other measures of social conditions in the economically decimated manufacturing state, is far higher.

The “triggering off” of EB assistance in Michigan, announced on January 28 and given a three-week phase-out period, comes on the heels of a federal reauthorization of unemployment benefits passed by Congress late last year. Hailed by the Obama administration as a form of emergency relief to the unemployed because it extended federal benefits by two months, in reality it has now paved the way for the elimination of emergency extension assistance throughout the country.

The federal reauthorization stealthily inserted complex regulatory formulas that now hold that if a state unemployment rate falls below a particular threshold, EB benefits will automatically be discontinued. Michigan and Maine are the first two states to lose their EB benefits, but it is expected that all 32 states on the program will have their assistance discontinued this year.

As of mid-January, there were approximately 475,000 people across the United States depending on EB benefits, according to the Bureau of Labor Statistics.

The Obama administration was the first to propose the elimination of the EB programs as a supposed “compromise” with Republicans in order to get payroll tax cut legislation through this past week.

The elimination of the EB program in Michigan is also just the latest in a year-long assault on the state’s unemployed workers by Republican governor Rick Snyder and his bipartisan counterparts in the legislature. In March 2011, Snyder signed into law a bill that made Michigan the first state to reduce unemployment benefits from 26 to 20 weeks. That legislation went into effect on January 15, two weeks before the EB announcement. In December 2011, Snyder and the legislature also signed into law another bill that makes it easier to withhold three additional weeks of unemployment benefits and eliminates benefits entirely for certain unemployed workers who voluntarily take extremely low-paying jobs.

Michigan’s official January unemployment rate of 9.3 percent, a drop from 11.4 percent in 2010, is grossly misrepresented as a sign of social improvement for workers. In reality, the situation is extremely dire, and the discontinuation of EB benefits will be catastrophic for tens of thousands of Michiganders.

While the official unemployment rate may have dropped slightly in Michigan, the U-6 rate, which measures real unemployment in terms of labor under-utilization, was over 20 percent as of July 2011 according to the Bureau of Labor Statistics. The real unemployment rate for Detroit— Michigan’s largest city—hovers around a staggering 50 percent. The jobless numbers do not take into account the estimated 275,000 residents who have reportedly dropped out of the workforce entirely. The youth unemployment rate in Michigan is one of the worst in the country, according to a recent study by the Center for Labor Market Studies at Northeastern University.

The unemployment numbers also do not even begin to paint a picture of the social misery facing workers in other ways. More than 400,000 households throughout the state had their gas, electricity, or both disconnected in 2011. Half of the school-age children in the state now qualify for free lunch, in which families become officially eligible when they make 185 percent of the official poverty line.

A report from the Mackinac Center for Public Policy indicated that one in five residents, in a state of 9.9 million people, received government assistance in some form during 2011. Despite the supposed economic upturn, there were more than 152,000 new recipients of state assistance between 2010 and 2011 alone. The same report indicated that at least 1.9 million residents now receive food assistance.

The automotive industry is the one area in the state where jobs have started to return in meager form, only after the Obama administration forced the Big 3 of GM, Chrysler and Ford into a restructuring plan in 2008 based on the gutting of workers’ salaries and benefits. To the extent that auto jobs are returning for some workers in Michigan, it is based on grossly diminished benefits and wages, which are 50 to 60 percent less than they were in 2007.

It is in this social and economic context that long-term jobless workers will be dropped completely from unemployment assistance. There is also a possibility that other forms of unemployment extensions currently available—such as the Emergency Unemployment Compensation (EUC)—will be discontinued by early March for tens of thousands of other jobless workers.

The policy, nakedly spearheaded by the Obama administration, is meant to serve as a model for all other states. That it corresponds to a supposed brightening of the state’s economic situation is a calculated lie, put forth by both the Democrats and Republicans in order to roll back critical social services for the working class in the midst of the greatest economic crisis since the 1930s.

These cuts are part of a frontal assault on the most vulnerable sections of the working class, committed by Democratic and Republican politicians at both the state and federal level. Only the Socialist Equality Party fights for the unconditional right of every unemployed worker to a guaranteed, decent-paying job.

General Motors reported a record $7.6 billion profit for 2011 Thursday, but the largest US automaker made clear that it would continue to pursue cuts in jobs, wages and benefits for its worldwide workforce, with the direct assistance of the United Auto Workers.

It was the eighth consecutive quarterly profit for the company since its forced bankruptcy in 2009, but the smallest during that period, a signal that further cost-cutting measures will be demanded by the financial markets. Worldwide revenues rose 11 percent to $150.3 billion, but profits soared 62 percent compared to 2010.

GM was fueled by record pretax profits of $7.2 billion in North America. Asian operations also posted a significant profit, about $1.8 billion, but GM lost money in South America and particularly Europe, where its subsidiaries have accumulated losses of $14 billion since 1999.

Global sales rose 7 percent to 9.03 million vehicles, putting GM once again in first place, surpassing Toyota. But fourth quarter revenue was only $500 million, or 28 cents a share, significantly below analyst expectations, which averaged 42 cents a share.

Chairman and CEO Dan Akerson—whose own salary and bonus approach $10 million—hailed the results of 2011, which included cost-cutting measures that had the effect of “reducing our break-even level in Europe and South America and driving higher revenues around the world.”

The record profits owe largely to the cuts imposed on auto workers in the United States and Canada, under the auspices of the United Auto Workers and Canadian Auto Workers unions, including a new starting wage of barely $14 an hour, half the basic wage for longtime workers, and cuts in health benefits, pensions and health care for retirees.

While the company made a $7.2 billion profit in North America, nearly $150,000 for every one of its 47,500 US production workers, these workers will receive a derisory $7,000 in profit-sharing checks in March.

No sooner than it broke its previous record for profits, than the company announced a new attack on white-collar workers. GM said Wednesday it would freeze its pension plan for 19,000 US workers hired before 2001, shifting them to a 401(k) plan with a defined contribution and no guaranteed benefit. Salaried workers hired after 2001 are already denied a pension. The company will also institute annual bonuses rather than pay increases for its 26,000 salaried employees.

GM spokesmen emphasized the company’s focus on improving margins in its European operations, which lost $727 million last year. Last month Akerson placed Vice Chairman Steve Girsky in charge of the European management board, and shifted a group of US-based executives across the Atlantic.

Particularly critical will be the role of United Auto Workers President Bob King, who is to be named to the supervisory board of GM’s German subsidiary, Adam Opel AG, according to a report Monday in the German publication Handelsblatt. The supervisory board has 20 seats divided equally between GM management and the IG Metall union, which will nominate King as one of its representatives.

Press coverage of the King nomination suggested that his selection was “another sign of how serious the Detroit automaker is about restructuring Opel,” the Detroit News observed. “The company is reportedly working on a major restructuring of Opel and its broader European business that will likely entail plant closings and significant concessions from unions—the same sort of concessions that GM won from the UAW during the economic crisis in the United States.”

The Detroit Free Press headlined the same decision: “GM putting new team in charge of Europe; UAW President Bob King to join Opel board.” As the title demonstrates, King is regarded as an integral part of the GM “team” that will spearhead the company’s cost-cutting drive at its German subsidiary.

Reuters news agency put it even more bluntly, reporting the selection of King under the headline, “As Opel losses mount, GM seeks union-backed cuts.” The article noted that an IG Metall leader visited King in Detroit before his appointment, confirming that the German trade union executives are joining forces with their American counterparts and the corporate bosses to gang up against the workers on both continents.

The most likely outcome of these backroom consultations is a decision to close several GM plants in Europe, most likely the Opel plant at Bochum in the Ruhr, with 3,100 workers, and the Vauxhall plant at Ellesmere Port near Liverpool in Britain’s blighted industrial northwest, with 2,100 workers.

The collaboration of the unions is essential to GM to strangle resistance from the workers. An analyst for HIS Global Insight wrote Wednesday, in a research note, that the shakeup in GM’s European leadership “would indicate that the company is foreseeing some major industrial unrest as a result of the expected restructuring plan.”

Under the impact of the global financial collapse and the crisis in the euro zone, car sales have fallen 15 percent in 2011 compared with 2007 and are projected to decline another 6 percent this year.

“There is increasing frustration with Opel and a feeling that the cuts two years ago did not go nearly deep enough,” one company official told the Wall Street Journal. “If Opel is going to get fixed, it is going to get fixed now and cuts are going to be deep.”
