Sen. Robert Menendez (D-N.J.) has introduced a mass amnesty bill in the Senate just before the chamber adjourns for its pre-election recess. The Comprehensive Immigration Reform Act of 2010 (S.3932) contains just one original cosponsor, Sen. Patrick Leahy (D-Vt.).

The bill text has yet to be released, but when it is, NumbersUSA will provide a full analysis, including how many illegal aliens could qualify for amnesty and how many new foreign work visas could be issued.

The bill includes both the DREAM Act, which would offer amnesty to illegal aliens who graduated from high school or earned a GED in the United States and promise to attend college or serve in the military for at least two years, and the AgJOBS Amnesty, which would provide amnesty to illegal alien migrant farm workers who have worked a specified number of hours in the past and are willing to continue working farm jobs for at least three years.

In addition to providing an amnesty for most of the nation's 11-18 million illegal aliens, the bill would also expand chain migration visas for foreign workers and create a new temporary worker visa class, the H-2C, which would allow foreign workers to come to the United States to work in any industry experiencing a worker shortage, but allows them to take another job and apply for citizenship after four years.

In the coming days, NumbersUSA will provide specific highlights of the bill, and we'll have lengthy analysis next week.

Four more federal candidates will receive votes, volunteers, and donations from Americans for Legal Immigration PAC supporters due to their opposition to any Amnesty plan that would eventually make illegal immigrants voters, which would radically alter American politics in favor of open borders.

ALIPAC is endorsing four Republican candidates for Congress who have completed the ALIPAC 2010 Candidate survey indicating their support for immigration enforcement, instead of Amnesty.

Today's endorsements include Ben Lange running in Iowa's 1st District, Diane Black in Tennessee's 6th District, Jeffrey D. Perry in Massachusetts's 10th District, and John J. Loughlin in Rhode Island's 1st District.

Ben Lange's opponent, Democratic Congressman Bruce Braley, has a grade of F with NumbersUSA at their website www.BetterImmigration.com due to Braley's support for Amnesty for illegal immigrants combined with his votes against border security to protect American citizens.

John J. Loughlin's Democratic opponent, David Cicilline, is one of the few federal candidates in America displaying open support for Obama's Comprehensive Immigration Reform Amnesty which would add over 12 million new voters that support illegal immigration into American politics. Those voting for Cicilline would literally be voting to replace their own votes in future American elections.

Diane Black and Jeffrey D. Perry are facing Democratic candidates Brett Carter and Bill Keating who are also expected to support Obama, Reid, and Pelosi's push for Amnesty for illegal aliens.

SANCTUARY COUNTY LOS ANGELES SPENDS $600 MILLION ON WELFARE FOR ILLEGALS
County Spends $600 Mil On Welfare For Illegal Immigrants

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.
The exorbitant figure, revealed this week by a county supervisor, doesn’t even include the enormous cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $500 million for healthcare and $350 million for public safety.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from the county’s Department of Social Services. In 2009 the tab ran $570 million and this year’s figure is expected to increase by several million dollars.
Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,” the veteran county supervisor (Michael Antonovich) who revealed the information has said. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

Anchor Babies Grab One Quarter of Welfare Dollars in LA Co

The anchor baby scam has proven lucrative for illegal aliens in Los Angeles County, at considerable cost to our own poor and downtrodden legal citizenry.

The numbers show that more than $50 million in CalWORKS benefits and food stamps for January went to children born in the United States whose parents are in the country without documentation. This represents approximately 23 percent of the total benefits under the state welfare and food stamp programs, Antonovich said.

"When you add this to $350 million for public safety and nearly $500 million for health care, the total cost for illegal immigrants to county taxpayers far exceeds $1 billion a year -- not including the millions of dollars for education," Antonovich said.

I love children and I'm all for compassion -- smart, teach-them-to-fish compassion. But when laws, the Constitution, and enforcement allow illegal aliens (the operative word here being "illegal") to insinuate themselves into our nation and bleed us of our precious financial resources, then laws, the Constitution and enforcement need to be changed.

Teenagers face charges on September attack

Members, some of whom are still at large, of the attacking group are alleged street gang members.
COSTA MESA — A group of Costa Mesa teenagers are due back in court for a pretrial hearing next week on charges they were part of a gang that attacked and robbed a pedestrian in a Westside neighborhood.
Juan Gonzalez, 18, Ricardo Perez, 19, Jesse Sanabria, 19, and Irvin Perez, 18, are among 10 men accused of attacking a man Sept. 4 in the 600 block of Plumer Street, kicking and punching him and then stealing his wallet.
The four are charged with assault with a deadly weapon and enhancements for allegedly being part of a local street gang.
Police conducted a sweep Wednesday and arrested six people, including the four teens.
Also charged in the attack were Jose Quijano, 20, George Quintero, 20, Raul Munoz, 19, Adan Valdez, 19, and Mohammed Hammoodi, 19.
A 10th man, Erick Munoz-Juarez, 21, was arrested in relation to the attack but has not been charged. He was released from jail after posting bail, records show.
Minutes after midnight on Sept. 4, two men were walking home on Plumer Street, down the street from Lions Park, when two of the suspects approached them, asked for their money and mentioned being in a gang, police said.
Soon, more suspected gang members approached the victims from another house. The victims tried to run.
"This kind of group mentality is more consistent with gang activity," said Lt. Mark Manley. "Intimidation through numbers is consistent with what we've seen with gang violence."
One of the pedestrians got away; the other didn't.
The group is accused of jumping the man, kicking and punching him on the ground, fracturing and cutting his face.
One of the men allegedly stole his wallet before they all ran away.
A witness called 9-1-1 and reported seeing some flee to a nearby house, which is where police went.
Officers found 20 to 25 local gang members or associates partying there. One man tried to run and was arrested.
Police found the victim's wallet on another person at the party and arrested them.
In all, three people were arrested at the party, another six on Wednesday. Hammoodi is considered a fugitive.
Munoz and Valdez are also fugitives, according to court records.
Manley credited gang detectives with linking all the suspects to the crime.
"Costa Mesa P.D., and especially the gang enforcement unit, has worked diligently to keep gang violence at a minimum these last few years," he said. "This is just another example of efficient and effective law enforcement to keep the community safe."
Quijano is charged with robbery and assault with a deadly weapon with gang enhancements. Quintero is charged with possession of stolen property and assault with a deadly weapon with gang enhancements.
Both have pleaded not guilty and are due back in court later this month

Immigration Law Moves to Center Stage in Many Elections

CRETE, Neb. — Nebraska may appear to be an unlikely setting for swelling anti-immigrant sentiment.
This agricultural hub is far removed from any border. It has long been more preoccupied with bolstering its population than keeping people out. And immigrants, legal and otherwise, have been fixtures for years in the fields and meatpacking plants here, helping this state put meat and vegetables on dinner tables around the country.
But even as the state enjoys relative economic health — unemployment, at 4.6 percent, is the third lowest in the nation — illegal immigration has taken a more central and more divisive place in the politics of communities like this one, visibly transformed by an influx of immigrant newcomers.
That shift in political dialogue has been propelled here by Gov. Dave Heineman — even before it was a national issue. Four years ago, Mr. Heineman, a Republican, made his unyielding opposition to illegal immigration a central part of his underdog campaign for governor.
Now, as a popular incumbent heavily favored to win, he recently announced that one of the first acts of his second term would be to press for a law that would make it easier for local police officials to arrest illegal immigrants, which he said would be closely modeled on the controversial law adopted in Arizona that is now being challenged by the Obama administration in court.
“I’m very adamant about this — the federal government has failed to solve the immigration issue,” Mr. Heineman said in a recent interview in his offices in Lincoln, where the shelves are stocked with college football paraphernalia and the ceilings and walls are adorned with murals celebrating cultures from around the world. “Next January I believe in every state in America there will be an Arizona-type law introduced.”
In an election cycle defined by concerns over jobs and mortgages, government spending and debt, the issue of illegal immigration has become a common talking point on the campaign trail.
Candidates running for office in a dozen states have pledged to introduce legislation similar to the Arizona law, according to a count by the Immigration Reform Law Institute, which supports the passage of such laws. But while some of those efforts are given slim chances of passing, such a law is favored by a large majority of Nebraskans.
This summer, Fremont, where Mr. Heineman got his start on the City Council, barred businesses from hiring illegal immigrants and landlords from renting to them — a contentious battle that unnerved Hispanic residents across the state.
Residents here say that Crete, a city of 6,000 that is dominated by the meatpacking plant looming over downtown, does not share the conflicts that have affected other communities with growing Hispanic populations. Still, there is a palpable unease when talking about immigration.

At Super Latina, a grocery store next door, Jose Banos, the 36-year-old owner, said that when he moved here from El Salvador 15 years ago, there were no stores that catered to the Hispanic community. Now his is one of many.
But immigrants are worried by the situation in Fremont and the talk of replicating the Arizona laws, and some are talking about leaving.
“Arizona needs the law more than we do because on the border, problems with immigrants come with other problems, like guns and drugs,” Mr. Banos said. “Here in Nebraska, it’s a whole different story. Immigrants in Nebraska are coming for work.”
Just over a decade ago the state’s two most prominent Republican elected officials — Chuck Hagel, then a senator, and Mike Johanns, a governor who is now in the Senate — banded together to successfully pressure federal authorities not to create a program aimed at cracking down on the hiring of illegal immigrants in the state’s meatpacking plants.
Since that time the number of foreign-born residents — the majority of whom are Hispanic — has increased drastically, more than 40 percent since 2000, according to census estimates. The number of illegal immigrants grew more than 50 percent in that time to 45,000, according to estimates by the Pew Hispanic Center, a nonpartisan research group in Washington.
But even if concern about these new arrivals simmered across the state, it did not become a central part of the political dialogue until 2005, when Mr. Heineman was elevated from lieutenant governor to the top post after Mr. Johanns resigned to be United States agriculture secretary.
Mr. Heineman’s tenure was expected to be short. The next year, in the Republican primary, he faced the University of Nebraska’s much-beloved football coach turned congressman, Tom Osborne. But Mr. Heineman proved a more deft campaigner and lavished attention on the issue of illegal immigration.
“It was the defining issue of his campaign,” said David J. Kramer, a lawyer and former state Republican chairman who also ran for office that year. “It was the issue that made the difference between him winning and losing.”
As governor, Mr. Heineman has emphasized that the state welcomes immigrants, as long as they are legal. He has battled repeatedly, though so far unsuccessfully, to rescind in-state college tuition rates for children who grew up in the state but are in the country illegally.

He put in effect a system to perform mandatory checks of those applying for government benefits to ensure that they are not illegal immigrants. And, more recently, he upset some of his anti-abortion supporters by ending a program that provided prenatal care for pregnant women who are in the country illegally.
But while Mr. Heineman’s previous efforts addressed circumstances that affected dozens if not hundreds of illegal immigrants, an Arizona-style law would be far more sweeping.
Mike Meister, a Democrat who is running against Mr. Heineman, has strongly opposed the proposal, which he said was “clearly unconstitutional” and would waste money by forcing the state to fight an inevitable lawsuit. Mr. Meister, a lawyer who is trailing badly in the polls, accused Mr. Heineman of using the proposal as a wedge issue.
“He is pandering to the least common denominator,” Mr. Meister said. “Our fear of difference.”

Illegal alien migration into the United States costs American taxpayers $346 billion annually reported by the National Research Council. While employers of illegal aliens rake-in billions of dollars, the US citizens subsidize what may be called organized "Slavery in 21st Century America."

While Congress facilitates outsourcing, insourcing and offshoring of American jobs by the thousands weekly, that same Congress imports 182,000 legal immigrant monthly who need jobs. Another estimated 100,000 illegal aliens arrive each month without jobs. All those immigrants seize jobs from American citizens at slave wages.

What happens to the American taxpayer?

"Immigrants are poorer, pay less tax, and are more likely to receive public benefits than American citizens," said Edwin Rubenstein, reporting on the National Research Council's new book: "The New Americans: Economic, Demographics and Fiscal Effects of Immigration." As the mainstream media focuses on a study that reveals a sharp decline in the nation’s illegal immigrant population, monthly welfare payments to children of undocumented aliens increased to $52 million in one U.S. county alone.
The hoopla surrounding last week’s news that the annual flow of illegal immigrants into the U.S. dropped by two-thirds in the past decade overlooked an important matter; the cost of educating, incarcerating and medically treating illegal aliens hasn’t decreased along with it, but rather skyrocketed to the tune of tens of billions of dollars annually.

Those figures don’t even include the extra millions that local municipalities dish out on welfare payments to the U.S.-born children of illegal immigrants, commonly known as anchor babies. In Los Angeles County alone that figure increased by nearly $4 million in the last year, sticking taxpayers with a whopping $52 million tab to provide illegal immigrants’ offspring with food stamps and other welfare benefits for just one month.
That means the nation’s most populous county, in the midst of a dire financial crisis, will spend more than $600 million this year to provide families headed by illegal immigrants with welfare benefits. In each of the past two years Los Angeles County taxpayers have spent about half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants. Additionally, the county spends $550 million on public safety and nearly $500 million on healthcare for illegal aliens.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from L.A. County’s Department of Social Services. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare perks that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children.

U.S. Taxpayers Spend $113 Billion Annually on Illegal Aliens
America has never been able to afford the costs of illegal immigration. With rising unemployment and skyrocketing deficits, federal and state lawmakers are now facing the results of failed policies. A new, groundbreaking report from FAIR, The Fiscal Burden of Illegal Immigration on U.S. Taxpayers, takes a comprehensive look at the estimated fiscal costs resulting from federal, state and local expenditures on illegal aliens and their U.S.-born children.
Expanding upon the series of state studies done in the past, FAIR has estimated the annual cost of illegal immigration to be $113 billion, with much of the cost — $84.2 billon — coming at the state and local level.

Executive Summary

This study is one of the first to estimate the total impact of illegal immigration on the federal budget. Most previous studies have focused on the state and local level and have examined only costs or tax payments, but not both. Based on Census Bureau data, this study finds that, when all taxes paid (direct and indirect) and all costs are considered, illegal households created a net fiscal deficit at the federal level of more than $10 billion in 2002. We also estimate that, if there was an amnesty for illegal aliens, the net fiscal deficit would grow to nearly $29 billion.

Among the findings:

Households headed by illegal aliens imposed more than $26.3 billion in costs on the federal government in 2002 and paid only $16 billion in taxes, creating a net fiscal deficit of almost $10.4 billion, or $2,700 per illegal household.


Among the largest costs are Medicaid ($2.5 billion); treatment for the uninsured ($2.2 billion); food assistance programs such as food stamps, WIC, and free school lunches ($1.9 billion); the federal prison and court systems ($1.6 billion); and federal aid to schools ($1.4 billion).

US ruling class prepares attack on Social Security

Prominent figures in the US ruling elite have recently made a series of statements that forewarn of massive cuts in social spending, up to and including Social Security, the bedrock federal insurance entitlement for elderly and disabled workers.
These comments reveal that, whatever the precise outcome of the midterm elections on November 7, they will set the stage for a bipartisan assault, in the name of “fiscal responsibility,” on what remains of the social reforms of the last century.
The knives are already being sharpened for a long-awaited attack on Social Security. In a rude and provocative e-mail to the president of the Older Women’s League dated August 23, former Republican Senator Alan Simpson—appointed by President Obama as co-chair of the National Commission on Fiscal Responsibility and Reform—revealed his deep hatred of both Social Security and the working people who depend upon it.
Social Security “has reached a point now where it’s like a milk cow with 310 million tits! [sic],” Simpson said. He blasted its recipients—retirees, those maimed and sickened by their work, and dependent survivors of dead workers—who, he said “milk it to the last degree.”
In an earlier outburst—in June, Simpson was caught on tape berating an independent journalist— he revealed the ruthless logic behind the ruling class drive for cuts: Workers, whom Simpson dubbed “the lesser people,” live too long. When Social Security was created “they never dreamed that the life expectancy would go from 57 years of age to 78 or 75 or whatever,” Simpson said. “Who would dream that? No one. They just died.”

There is unanimity in the ruling class in favor of the attack on Social Security. Co-chairing the Fiscal Responsibility commission is Erskine Bowles, formerly a White House chief of staff to Bill Clinton, and another long-time advocate of Social Security “reform.” And signaling the trade union bureaucracy’s active collaboration, Andy Stern, former president of the Service Employees International Union (SEIU), also sits on the commission.
“I agree with many Commissioners who have said that all entitlement programs should be on the table,” Stern has declared. “We should include as part of our agenda ideas for strengthening the private parts of the retirement security system, reviewing both the adequacy and the solvency of the Social Security system, and the possibility of universal add-on retirement accounts.”
Deepening the fiscal attack on the working class in the US, Europe and internationally was also the primary topic for discussion at the Ambrosetti Forum held last week on the shores of Italy’s elite Lake Como. Attended by political figures such as Spain’s José María Aznar, Italy’s Prime Minister Silvio Berlusconi, Henry Kissinger from the US and Israeli President Shimon Peres, as well as numerous European Union functionaries, top bankers, businessmen and academicians, the forum provides a sounding board for policies that few politicians would dare identify themselves with in public.

The attack on entitlements and social spending is the second phase in a broad offensive against the living conditions of the entire working class, following quickly on the heels of the unprecedented attack on jobs and wages spearheaded by the Obama administration’s forced reorganization of the auto industry.
Workers are being conditioned to accept what is referred to as “the new normal” typified by low wages and benefits and the total absence of any form of social protection. Or, in the blunter words of Fiat head Sergio Marchionne, US workers must accept a “culture of poverty,” abandoning what he contemptuously referred to as a “culture of entitlement.”

Peter Orszag, until July 30 Obama’s director of the Office of Management and the Budget, in a Tuesday column for the New York Times called for a two-year extension of the Bush-era tax cuts for the richest income earners. In the very same article, Orszag called for Social Security “reform,” a 5 percent cut to discretionary social spending, a 6 percent value added sales tax, and higher taxes on “middle-class and lower-class families,” which he called “troubling” but “unavoidable.”
The sharp move toward austerity and the attack being prepared on Social Security stand as a testament to the bankruptcy of American democracy. The upcoming election and the official debate that surrounds it—including Obama’s latest in a series of purely symbolic jobs proposals—only aim to disorient the population.
The basic thrust of US policy has already been determined. The ruling class is determined to shift the full burden of the financial and economic crisis onto the working class. In this context, the widely anticipated gains for Republicans in the election are already being presented as evidence that the demand for attacks on social spending originate in the population itself.
This is a lie. In fact, the objective interests of the great majority of the population—suffering through the worst social crisis in generations—demand a massive jobs program, free universal health care, secure retirement, improved quality and access to education and culture, and other social rights necessary for life in modern mass society.
The trajectory set by the ruling financial aristocracy is in precisely the opposite direction. The attack on living conditions will continue and deepen until the working class mobilizes its independent political strength to bring it to a halt.
