Chinese IP Theft Costs America Up to a Half-Trillion Annually

On Monday, August 14, President Trump announced that he is authorizing a public inquiry into China's predatory trade regime. Specifically, he is empowering Robert Lighthizer, the U.S. Trade Representative, to investigate China's trade policies as they relate to the theft of American intellectual property (IP). Hopefully this is the beginning of a policy shift that sees America finally address the ‘China question’ -- the systematic exploitation of America’s market by Chinese state actors.
Briefly, IP theft is a big problem because it costs America money, undermines the rule of law, and endangers America's national security.
The first issue is the most data-heavy, and therefore deserves the most treatment. Chinese companies, most of which operate with the explicit blessing, if not aid, of China’s government, steal hundreds of billions of dollars of American IP. They steal everything from industrial technology to branded products to software to entertainment -- it is open season on anything even mildly creative.
Calculating economic value of IP theft is difficult, but a few recent estimates provide some sense of the scale. According to estimates from William Evanina, the director of the Counterintelligence and Security Center under Obama, cyberespionage alone cost America's economy $400 billion in 2015. This estimate was extrapolated from reports filed by 140 American companies with interests in China. As costly as this is, the real concern is the origin of said cyberthreats. Evanina claims that China's government was behind 90 percent of all attacks -- not rogue companies or individuals.  
This figure also underestimates the actual damage of IP theft. Why? Because companies, especially publicly traded companies, are likely to mitigate damage estimates so as to avoid hurting their fragile business relationships with Chinese government officials, or their stock prices. After all, very few investors would be enthused if 20 percent of their profits were stolen by a hostile government. Likewise, Evanina's figure only includes losses from hacking, and does not include losses from Chinese copycat companies. For example, the Chinese market is stuffed to the brim with knockoff products.
Another estimate, this time made by the Commission on the Theft of American Intellectual Property, found that IP theft cost American individuals and businesses roughly $300 billion annually, and that China accounted for "between 50 percent and 80 percent of the problem." Therefore, Chinese intellectual property theft costs America between $150 billion and $240 billion. Taken together, these estimates show that IP theft is no laughing matter.
Of course, both of these estimates underestimate the true value of IP theft, because they ignore the value of counterfeit tangible products. A study from 2010 found that up to two percent of all global trade was in counterfeit products, and about two-thirds of these products originated from China. A more recentreport published by the OECD from 2016 found that this number had increased to 2.5 percent of all global trade, and that 61 percent of said products originated from China. Given that the value of these counterfeit goods totaled $461 billion annually, China was responsible for $291 billion of them Remember, this does not include intangible IP of the sort previously discussed; this only refers to physical products.
All totaled, it is not an understatement to argue that China is likely responsible for up to half a trillion dollars in IP theft annually. For context, this is almost double the goods trade deficit that America runs with China.
Of course, this problem is bigger than money: China's complete disregard for America's IP rights undermines the rule of law -- particularly at the international level. When foreign firms (and countries) see China stealing American IP with impunity, they are likely to learn from their example; theft is profitable if there are no consequences. This is the entire reason why patents, trademarks, and copyrights were invented in the first place. America has an obligation to defend its citizen's property, and this alone is enough to take a hard-line approach with China.
Finally, there is the question of national security: many American firms doing business in China make technologically sophisticated products, like computer chips, that have integral military applications -- they probably should not be manufactured abroad, least of all in a rival state like China. Not only does this allow China to reverse-engineer American technology, improving their military, but it lets them peek behind the curtain, potentially exposing flaws and weaknesses in American technology -- flaws which could be exploited.
IP theft, as well as a variety of other trade tactics, gives China the upper hand when it comes to trade. President Trump needs to make dealing with the 'China question' a priority -- not just to benefit America’s economy, but for the security of the nation.

Under Obama, Democrats renounced the rule of law by declaring that they could choose to not enforce laws they didn’t like and make up laws that Congress never passed. Scalise wasn’t a Nazi or white nationalist, nor were the Republicans in Portland, or the speakers that Democrats forcibly prevented from speaking in Berkeley. Yet the Democratic leadership’s condemnation of all of those events has been muted at best.
While the first American Civil War was fought to protect that particularly Democrat institution slavery, the new civil war Democrat elites are starting to wage is about transferring power from the people to the rich white oligarchs, judges, and government bureaucrats.
As then, Republicans stand for freedom and Democrats stand for slavery.
The Democratic elite has issued a call to war by supporting and endorsing violence against people who don’t agree with them.
The left has gone from endorsing Nazis marching in a neighborhood full of Holocaust survivors to endorsing attacks on Nazis wherever they might appear. We all hate Nazis, but as Americans, Republicans believe in freedom of even odious speech, which is why we’re not tearing down the statues of that mass murderer Lenin that exist in America or the statues of Democrat Robert Byrd, who was a senior official in the KKK.
Republicans have uniformly, including President Trump, condemned Nazis and white nationalists. Yet Democrats are attacking us for not being sufficiently "woke."
The time for pretending that Democrat leadership is patriotic is over.  It’s time to shout from the rooftops that the Democratic leadership is a fascist cabal intent on overthrowing democracy.
It’s unclear how many of those who voted for Hillary support the clear fascist policies of the Democratic party.  We know that those people tend to be low-information voters who get their “news” from the MSM. Hence, they live in a bubble of lies which make Democrat policies look semi-reasonable. intelligent people fall victim to the Democrat Big Lies. A liberal physicist, for example, was shocked to learn that Osama greenlighted 9/11 because Clinton’s fleeing from Somalia taught Osama that Americans were cowards. He’d never heard that.
Similarly, today many Americans believe that Trump was defending Nazis because the MSM is lying about what he really said.
That’s why we need to be careful and not condemn all Democrats; many of them are honestly unaware of the facts just as the citizens of Nazi Germany didn’t have a clue about how WWII was actually progressing or how the citizens of North Korea thought for decades that though they were starving, they had it better than those poor capitalist South Koreans.
It’s clear that not all of those who voted for Hillary were actually voting for her agenda of taking power from the people and giving it to the elites.
Unlike the average Hillary voter who never heard most of the negative news about her, the Democratic leadership has sinister motives. For decades, they’ve been waging war against America. It started with FDR, a big fan of fascist dictator Mussolini, who began moving this country down the path to socialism with his failed big government policies. Few people remember that those policies didn’t work; it took WWII for the U.S. to recover economically from the Depression.
The next big step was disempowering Americans by giving near absolute power to the unelected Supreme Court. That court overthrew the laws of all 50 states by legalizing abortion for any reason at any time in pregnancy based on a “right to privacy” which is nowhere in the Constitution.
The Supreme Court also created numerous rights for criminals and redefined marriage over the votes of 55,000,000 Americans.
In parallel, the Democrats increased the power of unelected government bureaucrats to the point that they felt empowered to demand that Catholic nuns pay for abortions. To Democrats the 1st Amendment only applies to causes they, the Democrats, support.
Trump’s election was a visceral scream from America saying that we want our power back. That we don’t want to be ruled by pretentious, stupid, elitist fascists like Pelosi and the Clintons, or by RINOs whose first loyalty is to the state, not the people.
The Democratic leadership is now following Mao, who said that political power grows from the barrel of a gun, while Americans are being forced to defend the core American belief that power flows from the people.
Just as the original Democrats repudiated Lincoln for opposing slavery, modern Democratic leaders are repudiating his belief that the government is of the people, for the people, by the people.
The elite bicoastal ruling class is nearly all white and racist to the core, but they use lies about Republicans, spread by the fawning liberal media, to justify violence.
Today Democrats have crossed the Rubicon.  By saying that it’s okay for Antifa to shut down speakers they don’t like and physically assault anyone they don’t happen to agree with Democrats have renounced the rule of law and summoned the whirlwind of civil war.
Why have Democrats once again started a civil war to achieve their ends?
They thought they had everything sewed up. When Hillary won she’d pack the Supreme Court with fascists who believed that they could make up whatever laws they liked. Hillary would, like Obama, ignore the Constitution and further strengthen the administrative state while waging a war against non-Democratic whites and Asians and ensuring that Blacks stayed uneducated so they couldn’t see how Democrats were exploiting them.
But contrary to their expectations, the American people said no. We don’t want to be ruled, we want to be represented -- which is why the Republican failure to get rid of ObamaCare is so offensive.
Even with the lying media spreading Democratic talking points 24/7 the majority of Americans want to be free, not enslaved -- not told how much soda they can drink or what type of entertainment they can like -- Democrats support violent misogynistic rap music while condemning Americans for liking NASCAR. The Democratic message calling on Americans to accept slavery because, according to Democrats, Americans can’t manage their own lives -- the same line Democrats used to justify slavery-- can’t win elections because American’s aren’t that stupid. As a result, the Democrat leadership has decided that their only way to power is violence.
If they can’t win in the battlefield of ideas, they’ve decided that they need to silence, by the use of force, any voices they don’t like.
The Democrat leaders have turned to the communists they so admire -- remember Obama wishing he could rule like the dictator of China does? -- and decided that what they can’t win by the ballot they can win with the baseball bat.
Unless we all take a stand now, this spiral of violence initiated by Democrats will lead to a truly horrible future, just as the Democrat’s violent defense of slavery was the cause of the greatest tragedy in American history. If Democrats had voluntarily abandoned slavery, we could have avoided America’s most costly war. Instead we had to fight to end the scourge of slavery.
Contact the Republican leadership and make it clear that instead of condemning Trump for his stand against all violence, they need to attack the Democrat’s support of violence.
There is still time to avoid a massive escalation of violence but if we fail to take a stand against the Democrat’s use of force we will see our streets running with blood.  We know Democrats don’t care about that, because they don’t care about the thousands of Blacks shot in Chicago each year, but we do because we care about all Americans.
Take action and pray that we are not forced to relive the Civil War in order to prevent Democrats from destroying our democracy.

California ‘Sanctuary State’ 

Bill Runs into Obstacles


California’s “sanctuary state” bill, which would prevent the state from assisting U.S. immigrations and customs enforcement (ICE) agents from enforcing federal immigration law, is facing some surprising criticism from — of all people — the Golden’s State’s Democrat Gov. Jerry Brown.

In spite of the fact that the bill passed in the state Senate last month, Brown told NBC News’ Meet the Press last weekend: “The goal here is to block and not to collaborate with abuse of federal power. It is a balancing act. It does require some sensitivity. And that’s why I take a more nuanced and careful approach to dealing with what is a difficult problem.” He added: “Because you do have people who are not here legally, they’ve committed crimes. They have no business in the United States in the manner in which they’ve come and conducted themselves subsequently.”
“Sanctuary state” bill SB 54, also known as the “California Values Act,” introduced by Senate Leader Kevin de León (D-Los Angeles), has reportedly been amended to create exceptions for serious and violent crimes. However, the San Jose Mercury News notesthat the bill’s opponents say the bill still does not cover enough offenses. The Mercury News writes, “They argue that California already places restrictions on such collaboration, and that the new bill would make it even harder for the feds to apprehend suspects before they are released from a county jail.”
Last week, as Breitbart News noted, Gov. Brown told Meet the Press that SB 54, did not, in fact, declare California to be a “sanctuary state.”
If Brown acts against the sanctuary state bill, this would not be his first time doing so. In 2012, Brown vetoed Assembly Bill 1081, which is similar in substance to SB 54, writing, “I am unable to sign this bill as written. I believe it’s unwise to interfere with a sheriff’s discretion to comply with a detainer issued for people with these kinds of troubling criminal records.”
The Mercury News noted that during a recent teleconference, Santa Barbara County Sheriff and president of the state association Bill Brown said the signing of SB 54 “is not a fait accompli.” His group is opposed to the bill. “There are many members of the Assembly who are not comfortable with this legislation,” Brown added.
SB 54 is reportedly also opposed by sheriffs’ unions, the California Police Chiefs Association, and the California Assembly Judiciary Committee.
Last month, De León claimed, “If Jeb Bush or Chris Christie or John Kasich had been elected, this bill would not be necessary.” He reportedly added, “These are extraordinary times.” In January, De León said, “California will not become a cog in the Trump deportation machine.”
SB 54 is just one of several bills that Democrats and progressives have proposed in response to fears about deportations.
Assembly Bill 222, by Assemblyman Raul Bocanegra (D-San Fernando), seeks to amend 1994’s Proposition 187 so that it would no longer be a felony to manufacture or distribute false documents to help someone conceal their immigration status. Assembly Bill 291, by Assemblyman David Chiu (D-San Francisco), reportedly “prevents landlords from harassing tenants over their immigration status or using it against them.” Assembly Bill 450, also by Assemblyman Chiu, would provide illegal aliens additional workplace protections. And Assembly Bill 699, by Assemblyman Patrick O’Donnell (D-Long Beach), would require schools to protect schoolchildren who are in the Golden State illegally by requiring, among other things, a “judicial warrant” from immigration officers.

San Francisco, California Sue Trump over Sanctuary City Crackdown

The State of California announced Monday that it will be joining the City of San Francisco in suing the Trump administration over the possibility of losing access to some federal grants as a result of Trump’s “sanctuary city” crackdown.

The lawsuit was filed against the Department of Justice in state court, and seeks to protect some $28 million in grants across state and local governments, as well as to block some specific provisions of Trump’s executive order on sanctuary cities.
The City of Chicago filed a similar lawsuit against the DOJ last week. (Attorney General Jeff Sessions responded: “No amount of federal taxpayer dollars will help a city that refuses to help its own residents.”)
In a press conference, California Attorney General Xavier Becerra said, according tothe Los Angeles Times: “It’s a low blow to our men and women who wear the badge, for the federal government to threaten their crime-fighting resources in order to force them to do the work of the federal government when it comes to immigration enforcement.”
In a separate statement, Becerra said: “The Trump Administration cannot manipulate federal grant fund requirements to pressure states, counties or municipalities to enforce federal immigration laws.” He also argued that the executive order was unconstitutional.
San Francisco’s sanctuary cities came under the national spotlight in 2015, when a young woman named Kate Steinle was shot and killed in broad daylight by an illegal alien who had been deported several times and had several felony convictions. He later told a local news reported that he had chosen to come to San Francisco because of its sanctuary city policies.
Trump made Steinle’s case a cause célèbre, and his commitment to a border wall and to enforcing federal immigration laws helped him rise to the top of the GOP primary field — and the presidency.
California, however, has not only defended the “sanctuary city” policies that are in place in most major cities (with Fresno a major exception), but is currently considering a bill to declare the entire state a “sanctuary state.”

The City of Los Angeles has more than 100,000 homeless and bout 5 MILLION illegals housed and in jobs.

The tax-free underground economy in Los Angeles County is estimated to be in excess of $2 BILLION per year.

The City of Los Angeles tetters on bankruptcy. It will be the largest bankruptcy in American history and will end all City employee pensions. Still there will be no cuts related to the Mexican occupation.

California ranks No. 48 out of 50 states for abominable lower education quality. Mexicans loathe literacy and speaking the gringo language. Most Mexicans graduate from high school not being able to read at a third-grade level.

At Santee Public High School in Los Angeles, classes are taught in Spanish. Books are in Spanish and school assemblies end in “!Viva Mexico, Viva Mexico!”.

Many public schools in CA have prohibited Legals from wearing American flag T-shirts on Cinco de Mayo day.

California’s Attorney General Xavier Becerra has been described in the press as a “Puss spewing racist”. Mexicans think of themselves as LA RAZA “The Race”. The A.G.’s website no longer list California’s most wanted criminals as they were all MEXICANS. Becerra, as Congressman, sucked in bribes from Mexican criminals.

There have been more than 82 private enterprise hospitals and clinics in CA driven into bankruptcy due to Mexico’s occupation of CA. It’s calculated that Mexico’s “free” gringo-paid healthcare in CA cost legals $1.5 BILLION per year. No illegal in Mexico received ANY medical attention, welfare or jobs.

The La Raza Sanctuary City of West Hollywood, which employs hordes of illegals, banned the use of gas leaf blowers in 1987. No City ordinances anywhere in CA ever apply to illegals. The City handed out more than 400 fines to gardeners who were all illegals from Mexico. 

The fines were never paid and were deemed uncollectable as these gardeners all had fraudulent IDs. Therefore they were out there driving unlicensed and uninsured. No illegal caught using a gas leaf blower and with fraudulent ID was or will ever be prosecuted. In CA La Raza is above the law.

In Los Angeles there have been numerous murders of innocent black Americans by Mexican gangs who were “ethnically cleansing” their hoods.

LA RAZA Gov Jerry Brown has signed each and every bill put before him that would expand Mexico’s supremacy in CA. Both houses of the state legislature are now controlled by Mexico.

Gov Jerry Brown has openly proclaimed that California is the Mexican’s “second home”, but when it comes to jobs, a tax-free lifestyle, welfare, “free” medical, education and housing for many, CA is the Mexican’s first home.

Former Mayor of Los Angeles and now candidate for Governor, Antonio Villaraigosa is a former member of the racist, violent, fascist separatist movement of M.E.Ch.A.

Illegal immigration costs the taxpayers of California -- which has the highest number of illegal aliens nationwide -- $10.5 (NOW $30 BILLION) billion a year for education, health care and incarceration, according to a study released yesterday. A key finding of the report by the Federation for American Immigration Reform (FAIR) said the state's already struggling kindergarten-through-12th-grade education system spends $7.7 billion a year on children of illegal aliens, who constitute 15 percent of the student body. The report also said the incarceration of convicted illegal aliens in state prisons and jails and uncompensated medical outlays for health care provided to illegal aliens each amounted to about $1.4 billion annually. The incarceration costs did not include judicial expenditures or the monetary costs of the crimes committed by illegal aliens that led to their incarceration. "California's addiction to 'cheap' illegal-alien labor is bankrupting the state and posing enormous burdens on the state's shrinking middle-class tax base," said FAIR President Dan Stein. Roughly translated: In the next few years, according to the 59-page report titled "Building a North American Community," the U.S. must be integrated with the socialism, corruption, poverty and population of Mexico and Canada. "Common perimeter" means wide-open U.S. borders between the U.S., Mexico and Canada. As Phyllis Schlafly reveals in this issue of Whistleblower: "This CFR document asserts that President Bush, Mexican President Vicente Fox and Canadian Prime Minister Paul Martin 'committed their governments' to this goal when they met at Bush's ranch and at Waco, Texas, on March 23, 2005. The three adopted the 'Security and Prosperity Partnership of North America' and assigned 'working groups' to fill in the details. It was at this same meeting, grandly called the North American Summit, that President Bush pinned the epithet 'vigilantes' on the volunteers guarding our border in Arizona."
The CFR report – important excerpts of which are published in Whistleblower – also suggests North American elitists begin getting together regularly, and presumably secretly, "to buttress North American relationships, along the lines of the Bilderberg or Wehrkunde conferences, organized to support transatlantic relations." The Bilderberg and Wehrkunde conferences are highly secret conclaves of the powerful. For decades, there have been suspicions that such meetings were used for plotting the course of world events and especially the centralization of global decision-making.

Banned: The American Flag on Cinco de Mayo

When 200 hispanic students skipped school last week and marched through downtown Morgan Hill, California chanting "Si se puede" intermixed with "We want respect," none were banned from school attendance on their return.
When five students, one of them an American from latino roots, wore American flags to school as a sign of patriotic speech, they were labeled incendiary. They were instructed to turn their shirts inside-out so as to cover up the American flag. And when they refused to surrender their first amendment right to expression, they were given unexcused absences.
Assistant Principal Miguel Rodriguez called the flag draped wardrobe "incendiary" because the students had chosen to worn them on May 5, popularly known as Cinco de Mayo. (A date that "celebrates" Mexico's defeat of the French in a single battle, in a war that Mexico eventually lost.)
The school's administration went further in claiming the five students were attempting "to start a fight" and "adding fuel to the fire."
Latino parents chimed in and chided the five students (one of which is of Mexican ethnic heritage) saying, "we're all offended by it."
One parent, Teresa Casillas, claimed her hispanic children were upset by the behavior of the boys wearing the flagged shirts, calling it disrespectful.
Yet for all the outcry, not an ounce of proof has erupted that the boys made any actions of provocation--except wear the shirts on Cinco De Mayo.
One of the more ignorant utterances by one of the hispanic student protestors summed up the stupidity best, "It's disrespectful to do it on Cinco de Mayo," said Jessica Cortez, a Live Oak sophomore. "They can be a patriot on some other day. Not that specific day."
And so this is what the argument has been reduced to.
I mean, you do understand don't you that Cinco de Mayo is not even celebrated en masse by Mexicans?
Yet the militant, belligerent, children of latinos living in Morgan Hill are exhibiting symptoms of a problem that is widespread. Raw naked entitlement that not only flouts the laws, but has now led to the limiting of the most legitimate expression whose freedom should always be protected: patriotism.
It was bad enough that the Obama administration went on a systematic campaign to discredit the recent right of the state of Arizona to reinforce federal guidelines for immigration. It was bad enough that the lies were widely told, and never retracted by news agencies that should have known better.


Latino power comes full circle in L.A.

Once there was only Edward Roybal in a position of power. Today, as it did long ago, authority rests in many Latino hands.

The announcement last week that Archbishop Jose Gomez of San Antonio will replace Cardinal Roger Mahony as head of the local Catholic diocese capped an assertion of power on the part of Latinos in Los Angeles that is remarkable in its seeming speed.

For decades, only one Latino held unquestioned public power: Edward R. Roybal, the first Latino to win a seat on the Los Angeles City Council. He spent 13 years there, then moved to Congress to serve 30 years, most of that time as the region's only Latino representative.

Now the power positions held by Latinos in the Los Angeles area are multiple and manifest. Besides the Mexico-born archbishop, who is in line to become the first U.S. prelate of Latino heritage to become a cardinal, there is the mayor. The speaker of the Assembly. The sheriff. A county supervisor. Several members of the City Council, of Congress, of the Legislature, of the Los Angeles school board. The head of the most influential civic entity, organized labor.
"It is coming full circle," said UC Berkeley associate professor Lisa García Bedolla, the author of two books on Latino politics. "That's what Los Angeles looked like before becoming part of the United States."

It is hardly accidental, however. The moves to the top in politics and other endeavors have required equal parts population shifts, hard-fought legal pursuit and political strategizing.
Population numbers are only the most obvious propellant for the ambitions of both the community and its leaders.

In 1960, according to a USC demographic study, fewer than 10% of the people in the Los Angeles County area were Latino. By 2008, according to federal census estimates, almost half were Latino. Roughly the same was true in the city of Los Angeles.

While trailing the population levels -- because of lagging citizenship numbers -- the ranks of Latino voters also swelled over those decades.

But their efforts to win elections were thwarted by political lines drawn to diminish their heft. In the mid-1980s, legal challenges began to chip away at those hurdles. First came a legal assault on the Los Angeles City Council's district boundaries, which led to the creation of what was called at the time a "Latino district."

Next came a federal court fight over the Board of Supervisors. A judge ultimately decided that the board had drawn its lines to intentionally discriminate against Latinos. The judge's ruling led directly to the election, in early 1991, of Gloria Molina to the board.

As inspiring to the community as the two legal moves were, however, they essentially accounted for a single seat each. A more prosaic development, term limits, would ultimately do far more, according to García Bedolla.

Beyond the churning of legislative and council seats was the coincident rise of organized labor as a factor benefiting Latinos and other minority candidates. Miguel Contreras, who took over the county labor federation in 1996, ran it like a powerhouse until his death in 2005. His widow and fellow union leader, Maria Elena Durazo, now heads the labor organization.

"They explicitly included immigrants . . . [which] made the Latino community a political force in progressive politics in a way they hadn't been before," García Bedolla said.
A conspiring assist came, at the same time, from the non-Latino head of the local Catholic Church. Mahony had made a name as a friend of immigrants and Latinos before he arrived in Los Angeles in 1985. As the Latino population of the area swelled, he waded into a host of civic entanglements on their behalf.

He publicly defended janitors during a nasty strike. He came out early and forcefully against Proposition 187, the 1994 measure to strip state services from illegal immigrants. (It passed overwhelmingly but was largely struck down by the courts.)

Kenneth Burt, the author of "The Search for a Civic Voice," a history of California Latino politics, credited Mahony for keeping peace in Los Angeles between groups seeking power and those afraid of losing it.

"He had a tremendous impact in empowering the Latino community and in sending a powerful signal that the rise of Latinos should not be seen as a threat," he said. "Even though he's Irish, he's the first Latino cardinal in spirit."

All told, the taking of power has been stunning in its breadth. A Loyola Marymount University study of the top 100 elected positions in Los Angeles from 1959 to 2009 found that for years, only one man -- Roybal -- made the list. The numbers increased only gradually until 1991, when altered political lines and long-thwarted ambition pushed the percentage of Latino seats to 18%. By last year, 33% were held by Latinos.

More subtle, perhaps, has been the more or less tranquil way that change has been accomplished. Although there have been periods of contention, the flow of power from whites and blacks to Latinos has happened with far less gnashing than might have been expected years ago.

In part, that is because both politicians and interest groups have worked at it. Los Angeles' mayor, Antonio Villaraigosa, won election in his second attempt by attracting African American voters to go along with the Latino and Jewish voters who had earlier supported him. One of the main forces behind the career of former Assembly Speaker Karen Bass, an African American now running for Congress, has been the Latino-dominated labor movement.

Still, tensions are never far from view. The Republican primary for governor is currently aboil with the subject of illegal immigration, a perennial flash point. Although so far the issue has been of little consequence in the campaign, its presence suggests that some element of the public remains uncomfortable.

"I don't think you can get rid of so many decades of that competition and animosity quickly," said García Bedolla. "I think it's going to be a while before we stop having that sense that anything that is good for me is bad for you."

Feds Probe University’s Device To Help Illegal Border Crossers

Nearly half a year after a professor at a public university spent taxpayer dollars to create a tool that helps Mexicans enter the United States illegally, the area’s congressional delegation has finally decided to investigate the matter.

The activist Chicano professor (Ricardo Dominguez) at the University of California San Diego, a major public institution not far from the Mexican border, proudly announced his new invention—Transborder Immigrant Tool—in November without scrutiny from university officials or the feds. The idea is to help Mexicans enter the U.S. illegally by mapping the safest routes through the notoriously rigorous southern border desert.

The innovative technology is a simple mobile application —inserted into the cheapest available cell phone on the market—which guides illegal aliens through the least dangerous routes, areas with shelter, food, water and so-called Quaker help centers that provide medical attention and directions to the nearest major U.S. highway. The mobile program is touted as an “intelligent agent algorithm” that parses out the best routes and trails on a particular day and hour so that Mexicans can cross the “vertiginous landscape” as safely as possible.

Dominguez, a tenured visual arts professor, was inspired to create the technology by the thousands of Mexicans who have died on their journeys north because they got lost in the treacherous terrain. For months he boasted about his new Transborder Immigrant Tool, but the publicity campaign has come to a screeching halt and his tenure is at risk because federal lawmakers are finally looking into the matter.


The area’s three representatives in the U.S. House—Brian Bilbray, Duncan Hunter and Darrell Issa—are demanding that the university’s chancellor provide a precise accounting of public funds associated with the Transborder Immigrant Tool. Referring to it as a “troubling use of taxpayer dollars,” the legislators point out that those who worked on the device may be committing a federal felony by encouraging illegal immigration.

Dominguez has dismissed the probe as a sort of witch hunt, assuring that he used less than $10,000 in taxpayer grants and suggesting the congressman should be more concerned about the cost of investigating him. That amount, the professor believes, will be much more than what he spent on the entire project to help illegal border crossers.

Mexico’s government has provided its nationals with valuable tools to help them cross the border safely but Dominguez is the first American resident, with a salary provided by U.S. taxpayers, to openly promote such a gadget.
