Gangster's bullet hit a rising star deputy

Mohamed Ahmed was new to the streets. Nestor Torres was a far more familiar, some say infamous, presence when their lives collided at a dark East Los Angeles intersection.

Ahmed was a deputy in training, just a few weeks on the beat, learning the ropes in a rough stretch of the Eastside with a veteran deputy. A Somali immigrant, the 27-year-old Ahmed was seen as a promising young deputy in the department, and supported his six younger siblings and his mother with his salary.

Torres was well-known to deputies as a Lott Stoners gang shot-caller. He'd been arrested more than 20 times, prosecutors said, and in 2004 was convicted for his role in the shooting of two gang rivals in a liquor store after they complimented one of his many tattoos.

What began Tuesday night as a routine check on Floral Drive devolved into a shootout that left Torres dead and Ahmed in critical condition with a gunshot wound to the face.

"You have two very different extremes," Sheriff Lee Baca said Wednesday, reflecting on the random encounter.

Baca said he saw Ahmed as a future leader in the Sheriff's Department, noting that his Muslim background could help build bridges. He said Ahmed believed in the "American dream" and preached religious tolerance, volunteering his time at local Islamic community centers and doing outreach for the Sheriff's Department with the Muslim community.

On Wednesday, doctors at Los Angeles County-USC Medical Center were treating Ahmed's wounds as investigators pieced together what happened at the intersection. Ahmed's condition is not considered life-threatening, but doctors said he suffered a severe wound to one of his eyes and to other parts of his face.

When he awoke Wednesday morning, his mother told officials that he asked about the condition of his partner and the welfare of his brothers. He also asked when he could return to work.

A handful of deputies are typically wounded in shootings most years. But in 2010, only one was wounded.

Authorities said Ahmed and his training officer were on patrol near Floral Drive and North Brannick Avenue in a residential district of aging bungalows below the hills of City Terrace. They saw Torres and a woman inside a vehicle parked in a red zone.

Torres was recognized by the training officer. Knowing he was a parolee, the deputies decided to talk to him. As they got out of their cruiser, Torres got out too, pulling a gun and shooting Ahmed in the face, authorities said. Torres then turned the gun to the training officer's chest, but before he could shoot the officer deflected the weapon and used his own gun to shoot and kill Torres, authorities said. Officials have declined to name the training officer.

For Torres, a reputed gang member who went by the monikers "Demon" and "Neto," it was the last in a long history of run-ins with the law. Court records show that in 2004, he ran into two members of the rival gang Stoners 13 at a liquor store.

"I don't think you should be talking to me," he told the gang members when they complimented the "LOTT 13" tattoo. He challenged the men to come outside and fight — an offer they refused, according to authorities, because they knew Torres and another gang member waiting outside were armed. Soon after, shots rang out, with Torres' companion unloading his gun at the men still in the liquor store.

Torres was sentenced to seven years in state prison in that case.

Born in Somalia, Ahmed immigrated when he was 7. His father died last year, sheriff's officials said, leaving Ahmed to support his mother and six younger siblings. The Orange County resident joined the L.A. County Sheriff's Department in 2007. Most deputies must start their careers working in the county's jail system. Such stints can last several years, but Ahmed was able to move to patrol work in only two years.

Colleagues held vigil along with Ahmed's family at the hospital Wednesday. Capt. Mike Parker said colleagues swapped stories about his sense of humor and high energy.

"By all accounts, the deputy injured in the incident is an extraordinary young individual, the kind of deputy sheriff we all want to see serving Los Angeles County residents and businesses," said Steve Remige, director of the L.A. County deputy's union. "We're hopeful of his quick recovery."

Baca said people who worked with Ahmed were impressed by his work ethic and his willingness to volunteer his time to help with Muslim community outreach.

"He's an ideal ambassador," the sheriff said. "The thing we are proud of is he can serve as law enforcement, protecting people, defending people and putting himself at risk of his life, as this incident proves."

Ahmed was scheduled to go into surgery Wednesday, and doctors were not sure whether he would lose sight in his injured eye. But no matter the outcome, Baca said he hopes Ahmed will still have a bright future with the department.

"I still see larger things for him and my hope for him is that he will come back to work. We will cross that bridge when we come to it."

Threat grows as Mexican cartels move to beef up U.S. presence

SAN DIEGO -- When a major Mexican drug cartel opened a branch office here on the California side of the border, U.S. authorities tapped into their cellphones - then listened, watched and waited.
Their surveillance effort captured more than 50,000 calls over six months, conversations that reached deep into Mexico and helped build a sprawling case against 43 suspects - including Mexican police and top officials - allegedly linked to a savage trafficking ring known as the Fernando Sanchez Organization.
According to the wiretaps and confidential informants, the suspects plotted kidnappings and killings and hired American teenage girls, with nicknames like Dopey, to smuggle quarter-pound loads of methamphetamine across the border for $100 a trip. To send a message to a rival, they dumped a disemboweled dog in his mother's front yard.
But U.S. law enforcement officials say the most worrisome thing about the Fernando Sanchez Organization was how aggressively it moved to set up operations in the United States, working out of a San Diego apartment it called "The Office."
At a time of heightened concern in Washington that drug violence along the border may spill into the United States, the case dubbed "Luz Verde," or Green Light, shows how Mexican cartels are trying to build up their U.S. presence.
The Fernando Sanchez Organization's San Diego venture functioned almost like a franchise, prosecutors say, giving it greater control over lucrative smuggling routes and drug distribution networks north of the border.
"They moved back and forth, from one side to the other. They commuted. We had lieutenants of the organization living here in San Diego and ordering kidnappings and murders in Mexico," said Todd Robinson, the assistant U.S. attorney who will prosecute the alleged drug ring next year.
The case shows that as the border becomes less of an operational barrier for Mexican cartels, it appears to be less of one for U.S. surveillance efforts. Because the suspects' cellphone and radio traffic could be captured by towers on the northern side of the border, U.S. agents were able to eavesdrop on calls made on Mexican cellphones, between two callers in Mexico - a tactic prosecutors say has never been deployed so extensively.
Captured on one wiretap: a cartel leader, a former homicide detective from Tijuana, negotiating with a Mexican state judicial police officer about a job offer to lead a death squad.
Recorded on other calls: the operation's biggest catch, Jesus Quinones Marquez, a high-ranking Mexican official and alleged cartel operative code-named "El Rinon," or "The Kidney." As he worked and socialized with U.S. law enforcement officials in his role as international liaison for the Baja California attorney general's office, Quinones passed confidential information to cartel bosses and directed Mexican police to take action against rival traffickers, prosecutors say.
He and 34 other suspects are now in U.S. jails. The remaining eight are still at large.
Investigators say it is not unusual for Mexican cartel leaders and their underlings to move north to seek refuge, or place representatives in such cities as Los Angeles, Chicago and Atlanta to manage large deliveries of drugs. But the Fernando Sanchez Organization was more ambitious. It was building a network in San Diego, complete with senior managers to facilitate large and small drug shipments and sales.
Cross-border network
The gang is an offshoot of the Tijuana cartel, led by baby-faced Fernando Sanchez Arellano, a nephew of the once fearsome Arellano-Felix brothers who ran the Tijuana drug trade for almost 20 years before they were captured or killed. The nephew's organization is a weaker syndicate, at war with itself and rivals, police say, and locked in a desperate struggle to maintain market share in the highly competitive billion-dollar drug corridor into California.
Unlike the cartel crews in Mexico, which are typically built on strong ties between families or friends, the San Diego franchise recruited from U.S.-based Latino street gangs. Some were illegal immigrants, others U.S. citizens, according to arrest warrants. Twelve of the 43 indicted have alleged gang affiliations in San Diego. Six of the 43 are current or former Mexican law enforcement officers. Eight are women.
"You couldn't pick these people out of a crowd," said Leonard Miranda, a retired captain in the Chula Vista, Calif., police department who worked on the investigation. "Some of them kept a very low profile. Their family members didn't even know."
According to the 86-page federal racketeering indictment unsealed July 23, cartel members operated stash houses, managed smuggling crews, distributed marijuana and methamphetamine, trafficked weapons, laundered money, committed robberies and collected drug debts. When people did not pay, they were kidnapped or targeted with execution on both sides of the border.
U.S. authorities say the wiretaps allowed them to foil murder plots and other violent acts. The assistant special agent in charge of the San Diego FBI office, David Bowdich, said his teams stopped the execution of two Mexican police officers. The authorities also saved a cartel associate called "Sharky" who was going to be killed because he had disrespected drug lords in Tijuana.
Troubling signs
From their apartments by the beach or cars parked at motels, the targets of the investigation talked and talked on their cellphones.
They almost always spoke in Spanish, usually in clipped code, with lots of street slang. They bought and quickly discarded the phones. Top lieutenants often employed "alineadores," personal assistants who juggled a dozen phones and took messages so that the boss would not be heard on the line. Investigators say the alleged cartel members clearly were afraid that their calls could be monitored.
And they were right. In February, the FBI secured hard-to-get "roving" wiretaps for 44 individuals that allowed investigators to track their movements via global positioning satellites.
According to U.S. law enforcement officials, the Mexican government was not involved in the investigation.
Quinones, the high-ranking Mexican official, was a close adviser to Attorney General Rommel Moreno, the top prosecutor in Mexico's Baja California state. He was arrested July 22 when U.S. agents invited him to the San Diego police department to help with an investigation. It was a setup.
"My client's gone from a cross-border international liaison officer to a guy in a 10-by-10-foot isolation cell in lockdown 23 hours a day," said his defense attorney, Patrick Hall, who described Quinones as "a normal dad with three kids, married 11 years, who lived in Tijuana all his adult life and was one of the dads out there at the Little League baseball games."
Hall said the federal agents were "reading in facts and interpretations and distortions into the true meanings of what's being said on the wiretaps."
Quinones's arrest has almost certainly dealt a blow to efforts at cross-border information sharing and collaboration, though officials on both sides played down the apparent betrayal. "Would you stop going to church just because of one bad priest?" Quinones's boss, Moreno, said in an interview in Tijuana.
But the U.S. wiretaps also detected other troubling signs of corruption.
On the day of the mass arrests, U.S. agents arranged for suspected drug lieutenant Jose Najera Gil to pick up visa documents he was seeking from the U.S. Consulate in Tijuana. But the Mexican police who were supposed to arrest him at the consulate failed to show up.
A day before the arrests, another Mexican police officer, Jose Ortega Nuvo, received a call on his cellphone, which was being tapped by U.S agents. The caller warned him that he was about to be arrested. According to court testimony, the call came from the offices of the federal police in Mexico City - a special unit vetted to work alongside agents from the U.S. Drug Enforcement Administration.

The Hispanic Family: The Case for National Action
Looking at and for honest numbers.

Those of us who have documented the growing underclass culture among second- and third-generation Hispanic Americans have grown accustomed to being called bigoted “xenophobes” by open-borders conservatives. For some reason, these same conservatives don’t object to anyone decrying the consequences of black illegitimacy rates, or the toll of black gang culture on community life. But point out the high Hispanic illegitimacy and school drop-out rates, or the march of ever-younger Hispanics into gangs, and you can be sure of being accused of “anti-Hispanic cant” by people who work overtime to maintain the myth of the redemptive Hispanic.

The list of bigots just got longer. Add the Economist magazine to the group of entities and individuals who need scourging for their anti-Hispanic bias. In the March 19 issue, the magazine reports the “bad news from California: The vaunted Latino family is coming to resemble the black family.” The magazine has the temerity to offer facts that are fighting words in some precincts of the right: “Half of all Hispanic children were born out of wedlock last year.” “The birth rate among unmarried Latinas is now much higher than the rate among black or white women.” “In 1995 the unmarried teenage birth rate for Latinas was 20% lower than the rate for blacks. It is now 12% higher.” “More than half of all young Hispanic children in families headed by a single mother are living below the federal poverty line, compared with 21% being raised by a married couple.”
To be sure, The Economist notes, stating the obvious: the “Latino family is not in such a dire state as the black family, where 71% of children are born to single mothers.” But the trends are not favorable: “the gap appears to be closing.” And even if both Latino parents are living together, that arrangement is no guarantee of familial stability: “unmarried Mexican-American couples who have children while living together are slightly more likely to break up than are blacks or whites in similar circumstances.”
Conservatives of all stripes routinely praise Daniel Patrick Moynihan’s prescience for warning in 1965 that the breakdown of the black family threatened the achievement of racial equality. They rightly blast those liberals who denounced Moynihan’s report, “The Negro Family: The Case for National Action,” as an expression of bigotry. Conservatives are equally fond of Moynihan’s 1993 article “Defining Deviancy Down.” That essay, published in the American Scholar, observed that American culture had responded self-defeatingly to the breakdown of traditional social controls by redefining what was once deviant behavior, such as illegitimacy, as normal.

It turns out that open-borders conservatives are themselves flawless at defining deviancy down — when it suits their purposes. The black illegitimacy rate was 23.6 percent in 1965, when Moynihan declared a crisis in the black family. Today’s Hispanic illegitimacy rate is over twice that, yet purveyors of the redemptive Hispanic myth tell us that all is well. So was Moynihan’s analysis right then but wrong now?

I have invited my critics to leave their think tanks and actually do some field research in heavily Hispanic schools. Were they to do so, they would discover that the stigma around teen pregnancy and single parenting has all but disappeared. The apologists for the Hispanic family would have to add to their growing list of anti-Hispanic bigots teens like Liliana, an American-born senior at Manual Arts High School near downtown Los Angeles. “This year was the worst for pregnancies,” she told me in 2004. “A lot of girls got abortions; some dropped out.” There’s no stigma attached to getting pregnant, Liliana reported. The myth-makers might also talk to teachers, who say that for many Hispanic male students, being a “player” now includes fathering children out-of-wedlock.

I am unaware that any open-borders conservatives have taken up my suggestion, but the Economist somehow managed to get some sense of the culture. “Machismo” among young Latinos in Fresno, Ca., makes them less likely to use condoms in their teen trysts, the Economist learned. Cohabitation is seen as normal among the poor, and single parenthood merely regrettable, the magazine reports.

Here’s someone else who will have to be added to “the list:” the head of the National Hispanic Christian Leadership Conference, Samuel Rodriguez. He warns that the state of the Latino family is a greater problem for Latinos than immigration reform, according to The Economist.

No one would ever label the Economist as restrictionist on immigration matters. But it has shown that a commitment to the facts is compatible with a range of policy positions on immigration. And it is those facts that will ultimately determine the fate of Hispanic immigrants and their progeny in the U.S. — whether they climb America’s economic and social ladder or form an increasingly entrenched second underclass.

U.S. Alleges Mexican Drug Cartel Rented Apartments in U.S. to Recruit Young Americans

(CNSNews.com) - An assistant U.S. attorney told CNSNews.com that a federal judge will hear a criminal case later this month involving an offshoot of the Tijuana cartel that is believed to be setting up operations in the United States to recruit young Americans for drug trafficking.
The case shows that U.S. drug cartels are attempting to extend their operations into the United States.
Todd Robinson, the assistant U.S. attorney who will prosecute the alleged drug ring at the U.S. District Court of the Southern District of California, said he expects the federal judge who will hear the case on Jan. 26 to set a trial date on that day.
According to the 86-page indictment, Mexican drug cartels have rented apartments in the United States under a franchise scheme aimed at recruiting young Americans into their illicit activities, coordinating drug trafficking operations, as well as kidnapping and extortion on both sides of the southwest border.
The case to be heard stemmed from a long-term investigation dubbed “Operation Luz Verde” (green light), that began in November 2009. The probe was conducted by the multi-agency San Diego Cross Border Violence Task Force and it reportedly revealed state and federal crimes, including murder, kidnapping, firearms and drug trafficking.
Investigators used court-authorized wiretaps to capture 50,000 phone calls over a six-month period that led to a case against 43 suspects, including some Mexican police officers and top officials, such as Jesus Quinones Marquez, the director of International Liaison for the Baja California Attorney General’s Office.
In that position, Marquez is one of the primary Mexican liaison officials providing information to U.S. law enforcement officers. According to the investigation, Marquez used his position to provide the drug cartel Fernandez Sanchez Organization (FSO) with confidential law enforcement information. He also allegedly arranged the arrest of FSO rivals by Mexican authorities.
The Justice Department indictment was unsealed in late July 2010 and charges 43 defendants with taking part in a federal racketeering conspiracy (Title 18, U.S. Code, Section 1962(d)). In the complaint, the 43 alleged culprits are said to be members of the FSO, which is an offshoot of the Arellano-Felix drug trafficking ring based in Tijuana.
According to the complaint, FSO “is a transnational drug organization with integrated narcotics and enforcement operations in the United States and Mexico.”
It is described as a “powerful organization that controls drug distribution and other illegal activities in the U.S. and Mexico, and which has increasingly committed acts of violence in Tijuana, San Diego County, and the greater Los Angeles area to expand its influence.”
The hierarchy of command under the leadership of Fernando Sanchez Arellano is comprised of five distinct groups: lieutenants, underbosses, corrupt Mexican officials, crew leaders, and crew members.

According to the wiretaps and secret informants, the Fernando Sanchez Organization was operating out of a San Diego apartment it referred to as “The Office.”
The criminal complaint states that Mexican drug cartels are recruiting young Americans in an effort to keep their drug trafficking operations under the radar, including using young women as drug mules to cross from Mexico into the United States.
These “mules” allegedly were paid $100 per trip to smuggle quarter-pound loads of methamphetamine across the border.
The San Diego criminal enterprise also was recruiting members of U.S.-based Latino street gangs, both illegal immigrants and U.S. citizens, and former Mexican police officers, according to the indictment.
Most of the gang members operating in the San Diego office of the accused Mexican cartel are Latino, some illegal aliens and others U.S. citizens, according to the criminal complaint.
The investigation found that the criminal group had safe houses, distributed illicit drugs, trafficked in guns and other weapons, laundered money, committed robberies, and collected drug debts. When debtors failed to pay, they were kidnapped or targeted with execution on both sides of the southwest border.
In one instance, according to the investigation, the accused drug enterprise “placed the defaced headstone of two murder victims in the victims’ family courtyard with a threatening message” in an effort to publicize its enforcement capabilities.
During this investigation, the U.S. Department of Justice for the first time used communication towers on the U.S. side of the border to capture and monitor phone and radio communications used by Mexican drug cartels in the border area and thus were able to show that Mexican drug cartels are moving to expand their grasp into U.S. territory

Why are beheadings so popular with Mexico's drug gangs?

CUERNAVACA, Mexico — The preferred form of cruelty by drug cartel henchmen is to capture enemies and behead them, a once-shocking act that has now become numbingly routine.
Since March 22, authorities have come across four separate grisly scenes of beheaded bodies, in one case with several heads placed neatly in a row.
Dozens of people have been decapitated in recent months, most of them apparently members of rival drug gangs locked in turf battles over narcotics routes, betrayals of loyalty and territorial influence.
One morning earlier this week, four bodies were thrown on a sidewalk along a service road of radiator shops and garages abutting the main highway leading from Mexico's capital through this city to the south and on to Acapulco, the Pacific beach resort. One of the bodies was missing its head.
As is usual in drug-related beheadings, a sign was left next to the bodies. It was addressed to Edgar Valdez Villarreal, a Mexican-American drug trafficker known by the nickname La Barbie because his light complexion makes him look like Ken, the companion of the Barbie doll. "Here are your homosexuals," the note began. "This will happen to all the traitors and those who support you."
Within hours, government workers had carted away the bodies and scrubbed the scene nearly clean of bloodstains. Locals declined to talk.
Decapitations by drug cartels in Mexico first began in 2006, and that year armed thugs swaggered onto the white tile dance floor of the Sol y Sombra discotheque in Uruapan, a town in Michoacan state, and dumped five heads from plastic garbage bags.
The blood-curdling act shocked Mexico, and evoked images of Islamic terrorism half a world away.
"These guys are copying the methods of al Qaida (terrorists)," said Jorge Chabat, a criminal justice expert at the Center for Research and Teaching of Economics in Mexico City. He said the Mexican drug lords saw Internet video of beheadings of hostages captured by Muslim extremists in Iraq and Pakistan, and adopted the tactic themselves, down to the posting of video on the internet.
Decapitations emerged alongside another gruesome tactic — dumping the bodies of rivals in vats of acid. Cartel goons have moved away from that method, however.
"Dissolving the bodies in acid didn't bring them the same spectacular results," said Arturo Arango Duran, a security consultant in Monterrey, the industrial and business hub in the nation's north, referring to media coverage. "This is all part of a plan to use publicity to control territory through terror."
Experts suggest that the drug gangs have several motives. First, they seek to use beheadings to cow the citizenry from squealing on them and to pressure local authorities to collaborate. Second, the gangs try to out-macho each other with greater acts of macabre violence, frightening rivals in a murderous spiral.
The only hitch is that all the drug gangs have taken up beheadings.
"Even though everybody does it, it still works. That's the problem," Chabat said. "If you're a trafficker and you know that this is part of the game, the idea of having your head decapitated is not attractive."
National print media in Mexico now downplay the beheadings, giving them scant paragraphs and limiting the publicity the cartels once received.
The pace of drug-related violence is quickening. March was the bloodiest month yet with 958 deaths, El Universal newspaper reported Thursday. Since President Felipe Calderon took office in late 2006, confronting drug cartels, 18,757 people have died, it said.
"They are plumbing the depths of brutality now — the beheading of people, dissolving people in acid, doing the massacres in addiction centers, you know, throwing peoples' bodies in ditches," said Bruce Bagley, an expert on narcotics trafficking at the University of Miami.
Beheadings in recent days occurred across the country:
• In Acapulco on the Pacific Coast, two nephews of the city's deputy transit director were found dismembered and beheaded on March 22. A sign near the bodies said it was vengeance against those who supported drug lord Hector Beltran Leyva, a bitter rival of La Barbie.
• On a rural highway north of Monterrey, the beheaded bodies of a rural police chief and his brother were found in a Chevrolet pickup truck March 26. Assailants used the blood from the victims to scrawl "CDG," the Spanish initials for the Gulf Cartel, on the windshield and the driver's door.
The Gulf Cartel, based in Tamaulipas state, is locked in a bloody feud with a group that once provided muscle to its leaders. The armed wing, known as Los Zetas, struck out on its own in 2008, and the killings between the two have continued nonstop.
• In Apatzingan, a city of 100,000 people in Michoacan state, four heads were left in a row next to a statue to Lazaro Cardenas, a former president, on March 31. A sign said it was vengeance by enforcers of the brutal criminal drug gang known as La Familia against Los Zetas, and suggested that a Zetas chief known as "Rufo," should search for an Internet video to see how the beheadings were carried out. (A video was posted on the Web, but YouTube removed it, citing a "terms of use violation.")
In an indication of the frequency of decapitations, local media in Michoacan said Apatzingan alone has been the scene of 18 beheadings since the beginning of the year.

Border Patrol Agent Hides Illegal Immigrants, Drugs

In the latest of many scandals to rock a Homeland Security agency charged with protecting the Mexican border, a federal agent in southern California has been arrested for hiding illegal immigrants and drugs in a secret underground bunker at his home.
The U.S. Border Patrol agent, Marcos Gerardo Manzano Jr., evidently operated an illicit business from his San Diego-area house because authorities discovered the underground room in his yard this week. In it were illegal immigrants, 61 grams of methamphetamine and drug packaging paraphernalia. Federal prosecutors say the corrupt agent built the hidden chamber beneath a concrete slap in a backyard patio to hide narcotics and illegal immigrants.
Among the illegal aliens living in the agent’s home is a twice-deported felon who happens to be his dad (apple doesn’t fall far from the tree; chip off the old block). The elder Manzano is currently a fugitive with a drug conviction. He has been deported twice to his native Mexico and junior has repeatedly lied to federal authorities by claiming he’s had no contact with pops.
It turns out that senior had been hiding out at junior’s home, in a working class San Ysidro neighborhood, for well over a year. This simply marks the latest of numerous cases involving border agents on the take. In the last few years a number of Homeland Security officers—from Customs and Border Protection (CBP) and the U.S. Border Patrol—have been criminally charged for taking bribes to help illegal immigrants and drugs enter the U.S. Investigations are pending against hundreds of others and strict background checks have been implemented in an effort to better screen candidates.
Among the government’s most embarrassing case is a Border Patrol agent named Oscar Ortiz who admitted smuggling 100 illegal immigrants into the country in his government vehicle. The punch line is that Ortiz is himself an illegal immigrant who used a false birth certificate to get his government job. Once he got sworn in, Ortiz charged Mexicans $300 to $2,000 a pop to sneak them in through a crossing near Tecate.

Border Crossing Shut For Security Reasons To Reopen Unmanned

As Mexican drug violence reaches epic proportions, Homeland Security officials prepare to reopen a remote port of entry—closed years ago for security reasons—as an unmanned border crossing monitored by federal agents hundreds of miles away.
Known as the Boquillas crossing, the port of entry is located in southwest Texas’ Big Bend National Park, an 800,000-acre oasis known for its diverse terrain of deserts, mountains and rivers. The Boquillas crossing, which links the U.S. to the Mexican town of Boquillas del Carmen across the Rio Grande River, was shut down after the 2001 terrorist attacks because it represented a national security threat.
Amid escalating drug cartel crime in Mexico and reports of Middle Eastern terrorists slipping into the U.S. through the southern border, Homeland Security officials will reopen the crossing in 2012. It will be “monitored” by immigration officials hundreds of miles away and those entering the U.S. will submit documents electronically, according to a San Antonio newspaper report.
The U.S. government will construct an information center and bathrooms to accommodate border crossers and the area will return to the pre 9/11 “bi-national community” where Americans regularly boated across the Rio Grande and Mexicans came into the U.S. for groceries. Area residents who expressed security concerns were reassured by the head of the Homeland Security agency handling the matter.
“People who act criminally will act criminally regardless if there’s a lawful crossing here,” said Alan Bersin, the commissioner of U.S. Customs and Border Protection, the federal agency that guards the nation’s borders and safeguards the American homeland. Bersin flew to the area by helicopter to announce the reopening, which is scheduled for next spring.
He does admit that Mexico has a “long way to go” in combating organized crime and corruption, but says the country has “acknowledged the problem” and taken “corrective action.” Besides, a legal rowboat crossing on a remote, shallow portion of the Rio Grande won’t affect illegal immigration or contraband, according to Bersin.

To judge by the comments that poured in after I wrote this story about the smuggling of automatic weapons from the U.S. to Mexico, many Americans don’t believe that it is happening. And they told me so in dozens of emails and postings.
They say the Mexican drug cartels use automatic weapons, not the semiautomatic weapons available at gun shops in Texas and Arizona.
The cartels are stealing their weapons from the Mexican army, getting them from Central America and buying them on the world market. But getting them at a gun shop in Houston or Phoenix? No way, Jose.
In fact, it is not hard to alter an AK-47 semi-automatic weapon into a fully automatic one. A Mexican army general showed me how. And regardless of what some readers say, the guns are flowing across the border. Just today, the customs and immigration branch of Homeland Security announced that it had caught a pickup truck with 15 AK-47s coming across the border (press release here).
“Federal agents received a call from Hidalgo Police Department after officers conducted a traffic stop on the city's east side on highway 281. During the officer's routine inspection of the vehicle, they identified suspicious activity. ICE HSI agents arrived at the scene of the traffic stop and took the vehicle to the Hidalgo Port of Entry where U.S. Customs and Border Protection (CBP) officers conducted an intensive examination of the vehicle. It was during the examination that officers discovered the rifles hidden inside the fuel tank of the pickup truck.
"Weapons trafficking fuels violence by criminal organizations and threatens the security of communities along our borders and throughout the country," said Jerry Robinette, special agent in charge of ICE HSI in San Antonio."
Authorities arrested the driver and the passenger, Antonio Ibarra, 41, and Edwardo Ibarra, 37, respectively, on state charges for firearms smuggling.

Bill To Let “Exemplary” Illegal Immigrants Become U.S. Citizens

A United States congressman dedicated to fighting harmful anti-immigrant legislation has introduced a bill to change a decades-old federal law so that “exemplary” illegal aliens can obtain American citizenship.
California Democrat Joe Baca actually wants to amend the 1952 Immigration and Nationality Act so that underage illegal immigrants can become U.S. citizens. To qualify they must somehow prove that they are “exemplary” by providing academic transcripts, demonstrating an understanding of United States history, government and civics and proving that they are of good moral character.
Like most open borders advocates, Baca, who represents Southern California’s San Bernardino County in the U.S. House, claims it’s a way of helping innocent young people brought to America by no choice of their own as children. It’s simply wrong to have policies that “unfairly punish” them, Baca proclaims in a press release announcing his bill this week.
The measure is called People Resolved to Obtain Understanding of Democracy (PROUD) Act and it was also introduced in the previous congress as part of a larger immigration reform bill. It got more than 100 cosponsors but failed to make it past the House Subcommittee on Immigration, Citizenship, Refugees, Border Security and International Law. With Republicans in control of the House, the PROUD Act probably won’t survive but Baca is determined to help illegal aliens.
Under his measure, illegal immigrants who complete grades 6 through 12 in a U.S. school can forgo the current naturalization exam to obtain citizenship. They must provide proof of “essential civic knowledge” and be in “good moral standing within the community.” This will motivate all students to “do their best and stay out of trouble,” Baca assures. It will also put our most responsible and successful immigrant students on a “streamlined path for citizenship.”
After all, the congressman reminds us that America is the land of opportunity and we are blessed to live in a nation where people of diverse backgrounds can come together as one. His legislation will increase the number of high-skilled, citizen workers which will boost economic recovery by creating additional tax revenue. How can you beat that?

Going Down in an Up Economy

In the typical economic downturn, Americans thrown out of work make a deal with Euthenia, the Greek goddess of prosperity. They say (in their heads): We will get through this. We'll move in with family, find any part-time job. All we want is an assurance that good times will eventually return for hardworking people like us.
In the past, Euthenia delivered. A recession would run its course like the flu, then the economy would become its old self again, a welcoming place for anyone with a work ethic.
This downturn may be different. Yes, the high fever has passed. And the wealth machine is functioning again ... for stock investors, anyway. But for the jobless lacking special skills, there are no assurances -- not this time. And for members of this group still working, the prospects for economic advancement seem dim.
Rarely since the Great Depression have wages fallen so far and so fast. Forces older than the 2008 financial meltdown added to the downward pull in mass affluence. Many workers, especially in manufacturing, were already racing up a down escalator in pay and benefits -- their situation masked by a housing bubble and easy credit that spun an illusion of wealth.
Globalization and technological change march on. True, the economy has begun adding jobs again. True, employment usually lags behind economic growth. But the jobs that are coming back pay less than they did before, and many are gone for good.
From 2007 to 2009, over half the unemployed who had previously worked for at least three years found full-time employment at lower wages than they were paid before, according to The Wall Street Journal. Over a third reported wages at least 20 percent lower.
For example, an executive at the South Sea Islands Resort in Captiva, Fla., told the Journal that he's beginning to replace some positions that were cut, but at less pay than before. Lots of senior people want the work, he added, noting, "We have been able to re-evaluate some of our starting wages."
Re-evaluate indeed. Accelerating this downward mobility has been a further plunge in health care security. The number and percentage of Americans without health coverage have hit record levels, according to new Census data.
And so how does a sophisticated country used to rewarding people with grit and brawn keep the fires of ambition glowing? The answer is not to erect trade barriers against countries competing fairly. That's futile.
What makes most sense is retraining those lacking the hot skills. Another smart approach is funding research that races the American economy toward the next big thing. And building an infrastructure that moves people and goods around in a time- and fuel-efficient manner.
All these answers require an active government willing to spend money and carefully target tax incentives. Yet many in our political culture don't want to pay for this spending or replace the revenues lost to the tax incentives, if that requires asking more of high-income people. It doesn't want the government to put order in a wasteful health care system that drains our economic resources.
The idea seems to be that Euthenia subcontracts her work to the rich. It assumes that the wealthy, when not investing in China or Brazil, will send some coins down the down escalator. And that the government of the people has little role to play in making the economy a nurturing place for ordinary folk.
Euthenia may be more democratic in her choice of favorites than many think. But the people will have to -- pardon the expression -- collectively deal with her through their government.

2010 sets US home foreclosure record

US home foreclosures hit a new record in 2010, as millions of families faced a disastrous combination of joblessness, falling wages, and plunging home values. The latest foreclosure figures, released Thursday by Realtytrac.com, come amidst a bout of negative economic statistics that underscore the depth of the social crisis.
Approximately 2.8 million properties had foreclosure actions taken against them in 2010, about 1 in 45 US households in all and an increase of 2 percent over 2009. The number of properties repossessed by banks jumped 14 percent, to over one million.
The new record comes in spite of an 11 percent curtailment of foreclosure filings and evictions in the fourth quarter. This short-term decline resulted from voluntary moratoriums put in place by some banks after it came to light that mortgage lenders were systematically falsifying documentation in order to speed Americans out of their homes. In the immediate aftermath of the scandal the Obama administration ruled out any punishment or investigation of the banks, and foreclosure processing accelerated.
Experts say the worst is yet to come. “The 2010 numbers came out significantly lower than we expected as a result of the mortgage documentation scandal,” said Daren Blomquist, director of marketing communications for Realtytrac, in a telephone interview. “But those foreclosures which were halted—about a quarter million—will simply be pushed to next year.”
Realtytrac was already projecting record levels of foreclosures next year before the mortgage scandal, and now estimates that foreclosure levels could be between 10 percent and 20 percent higher in 2011 than in 2010.
The Obama administration has done nothing to help homeowners. The administration’s Home Affordable Modification Program (HAMP), which was tacked onto the bank bailout for publicity, has provided permanent mortgage modifications to only a tiny fraction of those in need.
The congressional oversight panel for the bank bailout pointed out last month that the program “will prevent only 700,000 foreclosures—far fewer than the three to four million foreclosures that Treasury initially aimed to stop, and vastly fewer than the eight to 13 million foreclosures expected by 2012.”
Moreover, the plan does not entail any reduction to the principal owed by homeowners; it merely adjusts monthly payments. In this it is fundamentally no different from actions taken by the banks on their own behalf in order to reduce losses on foreclosures.
The foreclosure crisis is relentlessly driving down the value of homes, the major source of wealth for most US families.
Zillow.com, the online real estate database, announced this week that its index of home values fell for the 53rd consecutive month in November, and that home values have fallen 26 percent since June 2006. “That’s more than the 25.9 percent decline in the Depression-era years between 1928 and 1933,” wrote Katie Curnutte, the site’s PR Manager, in a blog post.
The Case-Shiller index, which tracks prices in 20 major cities, has fallen even more, showing a remarkable 30 percent drop over the same period.
The deepening foreclosure crisis and the ongoing collapse of the US housing market is being driven by mass joblessness and a far-reaching assault on wages.
“Joblessness is the number one reason people lose their homes,” Blomquist noted. “As long as unemployment remains high, foreclosures will remain a persistent problem.”
This week’s initial jobless claims report offered no relief. The number of first-time benefit seekers grew by 35,000, to 445,000, the second consecutive weekly increase and the largest number since late October. There has been no statistically significant improvement in jobless claims in the past year, with the present level being essentially unchanged from the 456,000 claims reported on January 2, 2010.
The weekly jobless claims report from the Labor Department also reversed the much-touted improvement in the figure seen in December. The jobs situation supposedly improved that month, as the unemployment rate fell to 9.4 percent (a decline largely attributable to shrinkage of the workforce due to long-term unemployment), non-farm payrolls crept up by 100,000 (less than the number needed to keep pace with growth in the labor force), and jobless claims fell three weeks in a row.
Barack Obama seized on the December jobs report to proclaim an economic recovery, noting in a speech the day after the release of the December jobs figures that “each quarter was stronger than the last,” and that “the pace of hiring is picking up.”
The past several days have seen a number of mass layoffs. Steelcase, the office furniture company, announced that it will close three North American Factories on January 12, putting hundreds out of work. Lockheed Martin, the aircraft maker, said Thursday that it will cut 250 jobs at a plant in Eagan, Minnesota, which is slated for closure.
Even more drastic are cuts planned for the public sector. The Charlotte-Mecklenburg Schools system in North Carolina announced this week that it will cut 1,500 jobs as part of a budget-reduction program. The school system plans to supplement the layoffs with school closures and the slashing of programs.
More cuts are on the way. States are facing combined budget deficits of $140 billion for 2011. Costs have soared as a result of increased joblessness and poverty, straining social infrastructure to the breaking point. At the same time revenues have fallen by almost a third from their 2008 levels.
Despite the dire consequences posed by further cuts to state spending, there will be no relief from the federal government. “We have no expectation or intention to get involved in state and local finances,” declared Federal Reserve Chairman Ben Bernanke in testimony before congress Wednesday, adding that states “should not expect loans from the Fed.”
The financial elite, meanwhile, is demanding more spending cuts to make up for the multi-trillion-dollar bailout of Wall Street carried out by the Federal Reserve and the US Treasury, and the latest round of tax give-aways to the rich signed into law by Obama in December.
Moody’s, the debt rating agency, said Thursday that the US government faces a downgrade of its AAA debt rating if it does not take further steps to cut social spending. “Future costs must be brought under control if these countries are to maintain long-term stability in their debt-burden credit metrics,” the agency wrote in an email memo.

The newly reelected governor who created a special council to help illegal immigrants integrate into society promises to spend his second term pushing for measures to benefit undocumented aliens in his state.
Massachusetts Governor Deval Patrick, former Clinton Administration official, assured open borders advocates this week that he’ll advance an ambitious agenda launched during his first term to assist illegal aliens. That means implementing all of the policy recommendations—labeled New Americans Agenda—made by his special immigration committee last year.
In all, the governor’s council offered 131 ideas aimed at integrating immigrants and refugees into the civic and economic life of the Commonwealth. The policy suggestions cover civil rights, education, employment and workforce development, access to state services and housing assistance.
Among the key recommendations is granting illegal immigrants drivers’ licenses and discounted in-state-tuition at public colleges and universities even though the Massachusetts legislature solidly rejected the tuition measure a few years ago. Regardless, Deval is committed to implementing his immigration panel’s recommendations before his second term expires.
“Now, as we stand on the threshold of another four years, I want to commit to you that we will implement this report in its entirety, working with you over the next several years,’’ Patrick told a cheering crowd of immigration advocates this week.
Immediately upon taking office in 2007, Deval, who was in charge of civil rights in Bill Clinton’s Justice Department, killed a policy that allowed state troopers to detain undocumented aliens. The governor has repeatedly come under fire for his other leftwing policies, including spending $430,000 to give welfare recipients free cars as an incentive to find work and a law to protect convicted criminals by concealing their records from potential employers and landlords.
Last year Deval’s lawyer wife accused the state’s largest newspaper of racism for describing her husband’s pricey luxury sedan as “tricked out.” The article pointed out that the taxpayer-financed vehicle, a Cadillac DeVille, was a departure from the less expensive model used by Deval’s predecessor. First Lady Diane Patrick, a partner at a major global law firm, said the term “tricked out” is not only racist but inaccurate because her husband’s fancy state car doesn’t have boom boxes or speakers on the outside.

Mass. residents sent $1.8b last year to loved ones back home

Delmy Aldana works two jobs — at a restaurant by day and the post office at night — to send hundreds of dollars a month to her native El Salvador. Half pays the mortgage on a house she built for her family, and the rest covers necessities for relatives, including a teenage son and 71-year-old mother she left behind.
“It’s really hard,’’ said Aldana, a 31-year-old Lynn resident. “The money I send my mother helps her to survive. What I send her pays her bills, the electricity, the water, the telephone. If I didn’t send money . . . I don’t know how she would manage.’’
Across the state, Aldana and other immigrants showed their enduring devotion to their loved ones last year by sending $1.8 billion home to more than 200 countries, according to the first full accounting of the cash that flows out of Massachusetts. The findings are based on a Globe review of annual reports that money-transfer companies such as MoneyGram and Western Union are required to file each year with the state.
The reports do not specify who sent the money, but industry analysts and government officials say that they believe the vast majority are immigrants, who favor money- transfer companies because they are quick and easy to use.
The top destinations for the money transfers last year — Brazil, the Dominican Republic, China, and Guatemala — closely mirror the major immigrant groups in Massachusetts. But the list also reflects the state’s remarkable diversity, with sizable amounts going to Ghana, Poland, and Taiwan.
In Massachusetts, where 14 percent of the population is foreign-born, and elsewhere, immigrants are under constant pressure to juggle responsibilities in two worlds. They work to cover daily expenses here while sending cash, known as remittances, to their native lands from tiny bodegas or big stores such as Walmart.
Back home, the money covers food, medicine, shelter, and small luxuries, such as washing machines, to ease daily life. Immigrants also send money for emergencies, such as the Jan. 12 earthquake in Haiti or the recent flooding in Pakistan, and for celebrations, such as India’s Diwali festivities or Mother’s Day in Mexico.
“These are not payments of convenience,’’ said Daniel O’Malley, executive vice president of the Americas at MoneyGram.. “They’re payments of love and support.’’
Money transfers slumped during the recent recession, but the amount immigrants send remains closely tied to the cost of living back home, said Manuel Orozco, an associate with the Inter-American Dialogue, a Washington-based research group.
Brazil, a South American nation that includes skyscraper-studded metropolises and struggling small towns, tends to have a higher cost of living, so immigrants send an average of $500 a month, he said. Remittances to Haiti, a poorer nation, average $120 a month.
Brazil saw remittances from Massachusetts plunge $100 million last year, probably because that country’s economy is stronger and cash-strapped immigrants here could send less. But they rose about $17 million to Guatemala, a nation racked by poverty and natural disasters that depends heavily on money from abroad.
In El Salvador, more than one in five families rely on money from abroad, according to the US State Department.
Aldana, a bubbly mother of four, came here in 1997 from the Central American nation and stayed after two devastating earthquakes in 2001 killed hundreds of Salvadorans. By working in Massachusetts, she was able to build her mother a house in El Salvador that is bright and clean and protected by an alarm system. In Lynn, her three children are safe and thriving in school.
She misses her mother and the 13-year-old son she left behind, but said her work in the United States offers all of them a better future.
“You have to have something,’’ she said. “I do it for my children and for my mother.’’
Many immigrants are also directing the money toward bigger dreams, such as launching small businesses back home, prompting advocates for immigrants to urge the state to court these investors. They say state officials should pay closer attention to the cash flows and suggest that immigrants set aside a portion to invest here, too.
“This is a huge amount of money,’’ said Eva Millona, executive director of the Massachusetts Immigrant and Refugee Advocacy Coalition, a nonprofit that is hosting a major national conference later this month on integrating immigrants into the United States. “There is a loss here that needs to be addressed.’’
Frances Martinez, executive director of La Vida Inc., a nonprofit group in Lynn, said she counsels immigrants to face the reality that many of them will never return home. She advises them to reserve a portion of their remittances, $50 to $60 a month, for their children’s college educations.
“Every time I go to the Dominican Republic, I see these humongous mansions and all these investments with the money from the United States,’’ she said. “When I see them I say, ‘Wow, they are probably never going to live there.’ ’’
Nixon Andama of Watertown, a native of Uganda, said immigrants struggle with conflicting priorities. The 40-year-old real estate analyst is building his career here, but he also bought a farm in Uganda to appease his mother, though he doesn’t plan to return. In Uganda, he said, people are typically buried on their farms, and owning land is an important tradition.
“It’s a social thing,’’ said Andama, who still sends money to his relatives there. “When you become an adult in society in Uganda, everyone expects you to build your own home. If not, it will be the talk of the village, and you’re kind of looked down at because you didn’t build.’’
The state Division of Banks, which licenses money-transfer companies, requires them to file an annual financial report to ensure that they comply with state licensing laws, said David Cotney, chief operating officer of the division.
The agency does not review the data to gauge the industry’s impact on the economy, though Cotney said he hopes to collect the reports electronically by the end of 2011, which would make the data easier to analyze.
Some say the state should tax remittances or find another way to make money from them, since the cash is leaving the state.
“That is money that is not spent in the Massachusetts economy,’’ said Ira Mehlman, spokesman for the Washington-based Federation for American Immigration Reform, which favors stricter controls on immigration. “Obviously that is lost. It is certainly a factor that ought to be considered when formulating immigration policies.’’
But Orozco said his research in Latin America shows that immigrants send only 15 percent of their income. Money-sending does not vary widely by immigration status, either, he said, though naturalized citizens tend to send more than those in the country illegally, because they tend to have higher-paying jobs.
The state’s reports show that more established groups, such as Italians, Irish, and Portuguese, are still sending money, though less than newer arrivals. Massachusetts residents sent nearly $24 million to Portugal last year, $20 million to Ireland, and about $10 million to Italy.
Today’s immigrants can transfer money far more easily than their predecessors, who sent it in letters or with friends visiting home. Now, senders fill out a form at a money-transfer outlet, hand over the cash, and pay a fee. Remittances to Latin America, for example, cost about 5 percent of the total amount, according to the Inter-American Dialogue.
In Massachusetts, the leading money-transfer companies are Western Union, which sent 35 percent of the state’s total remittances in 2009, and MoneyGram, which sent 12 percent.
In Waltham, the money-transfer service at La Chapincita is as popular as the cans of beans on the neatly stocked shelves and recent editions of Prensa Libre, a major daily newspaper in Guatemala. Braulio Mazariegos, one of the store owners, said he opens even during snowstorms to keep the money-transfer service available to his customers.
“Many families depend on the money they send,’’ he said. “The immigrants never let them down.’’

The declaration urges the Mexican government to invoke its rights under the Treaty of Guadalupe Hidalgo "to seek third nation neutral arbitration of disputes concerning immigration laws and their enforcement." More Waivers For Illegals Are Not A Priority

Open-borders radicalism means never having to apologize for absurd self-contradiction.
The way illegal alien students on college campuses across the country tell it, America is a cruel, selfish and racist nation that has never given them or their families a break. Yet despite their bottomless grievances, they're not going anywhere.
And despite their gripes about being forced "into the shadows," they've been out in the open protesting at media-driven hunger strikes and flooding the airwaves demanding passage of the so-called Dream Act. This bailout plan would benefit an estimated 2.1 million illegal aliens at an estimated cost of up to $20 billion.
While votes on various Dream Act proposals are imminent, the Congressional Budget Office has yet to release any official cost scoring. Viva transparency!
To sow more confusion, Democrats in the Senate have foisted four different versions of the bill on the legislative calendar, which all offer variations on the same amnesty theme: Because they arrived here through "no fault of their own," illegal alien children deserve federal education access and benefits, plus a conditional pass from deportation and a special path toward green cards and U.S. citizenship for themselves and unlimited relatives.
University of Texas-San Antonio student Lucy Martinez embodies the entitlement mentality of the Dream Act agitators: "We have done lobbying, legislative visits, marches, sit-ins. We are tired of it," she complained to the San Antonio Express-News. The illegal alien student hunger strike "is similar to what we go through in our everyday lives — starving without a future."
But neither she nor her peers have been denied their elementary, secondary or college educations. Neither she nor her peers face arrest for defiantly announcing their illegal status.
And for all the hysterical rhetoric about "starving," the federal government and the federal immigration courts have been overly generous in providing wave after wave of de facto and de jure amnesties allowing tens of millions of illegal border-crossers, visa overstayers and deportation evaders from around the world to live, work and prosper here in subversion of our laws.
Among the major acts of Congress providing mass pardons and citizenship benefits:
•1986: The Immigration and Reform Control Act blanket amnesty for an estimated 2.7 million illegal aliens.
•1994: The Section 245(i) temporary rolling amnesty for 578,000 illegal aliens.
•1997: Extension of the Section 245(i) amnesty.
•1997: The Nicaraguan Adjustment and Central American Relief Act for nearly 1 million illegal aliens from Central America.
•1998: The Haitian Refugee Immigration Fairness Act amnesty for 125,000 illegal aliens from Haiti.
•2000: Extension of amnesty for some 400,000 illegal aliens who claimed eligibility under the 1986 act.
•2000: The Legal Immigration Family Equity Act, which included a restoration of the rolling Section 245(i) amnesty for 900,000 illegal aliens.
This is in addition to hundreds of "private relief bills" sponsored every year. Most recently, Sen. Dianne Feinstein, D-Calif., introduced legislation to stay the deportation of illegal alien Dream Act activist Steve Li — whose family's asylum claim was rejected and whom a federal immigration court judge ordered deported in 2004.
These illegal alien passes needn't be approved by Congress for the recipients to gain benefits. Mere introduction of the bills buys the deportable aliens time that ordinary, law-abiding citizens can't buy in our court system.
Dream Act schemers pretend this isn't a zero-sum game. But every time a private illegal alien relief bill passes, visas available for that year are reduced by the number of illegal alien/deportable immigrant recipients granted legal status/deportation relief through the special legislation.
In Austin, Texas, this week, one illegal alien Dream Act activist argued to me that "it's not like the government would be sending a message that breaking the law is OK." Reality check: The number of illegal aliens in the U.S. has tripled since President Reagan signed the first amnesty in 1986.
The total effect of the amnesties was even larger because relatives later joined amnesty recipients, and this number was multiplied by an unknown number of children born to amnesty recipients who then acquired automatic U.S. citizenship.
At a time of nearly double-digit unemployment and drastic higher-education cutbacks, a $20 billion special education preference package for up to 2.1 million illegal aliens is not and should not be a priority in Washington. It certainly isn't in the rest of America.
And it certainly shouldn't be a priority for federal immigration and homeland security officials, who have a 400,000-deportation-fugitives problem, a three-year naturalization application backlog and borders that remain in chaos.

Napolitano Drums for Dream Act

Homeland Security Secretary Janet Napolitano called on Congress on Thursday to pass a bill granting legal status to thousands of illegal immigrant students, saying it would help immigration authorities focus their resources on deporting dangerous criminals. In a telephone call organized by the White House, Ms. Napolitano told reporters that the students who would benefit “have no fault for being here in the United States” because they were brought here as children. “No one who poses a threat to public safety will be able to adjust their immigration status,” she said, under a revised version of the bill, known as the Dream Act, which was introduced Tuesday. Senator Jeff Sessions of Alabama, a Republican who is a leading opponent, said he would resist it “with every strength and every ability that I have.”

California must stem the flow of illegal immigrants
The state should go after employers who hire them, curb taxpayer-funded benefits, deploy the National Guard to help the feds at the border and penalize 'sanctuary' cities.

Illegal immigration is another matter entirely. With the state budget in tatters, millions of residents out of work and a state prison system strained by massive overcrowding, California simply cannot continue to ignore the strain that illegal immigration puts on our budget and economy. Illegal aliens cost taxpayers in our state billions of dollars each year. As economist Philip J. Romero concluded in a 2007 study, "illegal immigrants impose a 'tax' on legal California residents in the tens of billions of dollars."

But President Obama lit the fuse in February when he signed the massive expansion of the State Children’s Health Insurance Program (SCHIP). That law loosened eligibility requirements for legal immigrants and their children by watering down document and evidentiary standards – making it easy for individuals to use fake Social Security cards to apply for benefits with little to no chance of getting caught. In addition, Obama’s S-CHIP expansion revoked Medicaid application time limits that were part of the 1996 welfare reform law. Immigration activists see the provisions as first steps toward universal coverage for illegals.

Several weeks before the White House and its Senate allies announced their big "breakthrough" legislation (S.1348), radicals in the House quietly introduced legislation to pump $5 million directly into La Raza next year — and $10 million per year for "each fiscal year thereafter."
H. R. 1999, entitled the Hope Fund Act of 2007, should truthfully be labeled the "Perpetual Funding of La Raza Radicals Act."

Obama soft on illegals enforcement

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE).
