U.S. fast food caught in immigration crosshairs

LOS ANGELES/DALLAS (Reuters) – Chipotle Mexican Grill has a lot going for it -- an upscale burrito concept, a hip and eco-friendly image, expansion plans galore and a 500 percent-plus stock price gain in just over two years.

And then it has something not going its way -- a federal crackdown on its immigrant labor force that has so far forced Chipotle to fire hundreds of allegedly illegal workers in the state of Minnesota, perhaps more than half its staff there.

The probe is widening. Co-Chief Executive Monty Moran told Reuters on Friday that U.S. Immigration and Customs Enforcement (ICE) has also issued "notices of inspection" for restaurants in Washington D.C. and Virginia.

Investors in the Wall Street darling are taking note and one firm, Calvert Investments, plans to talk to Chipotle about the large number of undocumented workers uncovered.

Chipotle -- a Denver-based company whose motto is "Food With Integrity" -- is one of the most well-known names caught in the immigration enforcement shift that began two years ago.

Gone are the days of big raids that snared large numbers of workers, mostly from Mexico and Central America. Under Obama, immigration enforcement agents are cracking down on employers with so-called "I-9 audits" -- I-9 being the employment eligibility verification form.

ICE says that means companies' hiring practices could be subjected to the same degree of scrutiny as their bookkeeping is by the Internal Revenue Service.

"When you get a big name like Chipotle, it stands out and sends a message," said Jacqueline Longnecker, president of Reno-based Employment Verification Resources Inc.

"The onus is on employers now ... It sends the message that nobody is going to be excused from this," she said, adding that many companies -- both large and small -- do not recognize the potential liabilities they now face.

Chipotle believes it has not been singled out.

"ICE has vowed to increase pressure on employers to avoid employing undocumented workers ... We are one of a large and growing number of companies to go through this process," Moran told Reuters by e-mail.

But to date, the majority of audits that have come to light in the restaurant business have been limited to small operators or franchisees of big chains, like Subway.

EMPLOYEE CHURN

The U.S. fast-food industry historically has offered relatively low pay and paltry benefits to legal workers and, as a result, has struggled with high employee turnover.

Longnecker and other experts said restaurant owners are attracted to illegal laborers because they work hard, are loyal and will go the extra mile to hold down a job.

It is hard to know the extent of hiring of illegal immigrants in restaurants. But immigrants -- both legal and illegal -- account for about a quarter of workers in the restaurant and food services industry and their numbers are up in recent years.

Their share fell from 24.5 percent in March 2006 to 21.4 percent in March 2008 -- before and during the recession -- but then recovered to 23.6 percent in March 2009 and March 2010, according to an analysis of the government's Current Population Survey (CPS) data conducted for Reuters by the Migration Policy Institute, a nonpartisan think tank.

The overall number of immigrants employed in the sector climbed from just over 1.7 million in 2008 to 1.8 million in 2010, according to this data, even as native employment fell from 6.4 million to 5.9 million.

The Pew Hispanic Center -- whose demographic and labor market work is highly regarded -- estimated in a 2009 report that 12 percent of the workforce in food preparation and serving in 2008 was undocumented.

Chipotle, which has more than 1,000 restaurants mostly in the United States and plans to open as many as 145 more in 2011, pays its workers more than the average burger flipper but its building binge has stoked its appetite for new hires.

Alejandro, one of the Chipotle workers fired in Minnesota who asked that his last name not be published for fear of reprisals, worked there for five years and earned $9.42 per hour, taking home $1,200 a month. That allowed him to send up to $800 per month to his daughters to keep studying in Mexico.

"I thought it was a good company," said Alejandro, who lost his job in December along with 10 of his 20 co-workers. "I was even going to get training to be promoted to kitchen manager."

PROBLEMS WITH PAPERS

Alejandro, 37, and co-worker Tanya, a 35-year-old mother of four, admit they are in the United States illegally and had to use false documents to get their jobs at Chipotle.

"I believe that when you go to apply there, they know beforehand that you don't have papers," Tanya said by phone. "And after the six years I worked there, or the 10 years of some of my colleagues, they get rid of us without warning."

The false documents, which include things such as driver's licenses, Social Security cards and residence permits, are easy to come by "on the street," said Tanya. "Many people offer them. It is part of coming here and trying to make a better life for your children."

But Moran says that Chipotle has "always taken this issue very seriously, and over the last five years we have done a great deal to improve our systems, and our document review capabilities and procedures."

"Certainly this incident has been eye-opening for us and caused us to redouble our efforts to make sure we are doing all we can short of running afoul of the mandate of the Department of Justice," said Moran, adding that Chipotle performs two document reviews for each employee hired, one by the hiring manager and another by its human resources department.

The company, which has gained a cult-like following by serving natural and organic food where possible, stands out as one of the industry's top performers when it comes to sales at established restaurants and stock gains. Its stock price is flirting with $250 compared to under $40 in November 2008.

It also differs from other public traded chains in another very important way. Unlike McDonald's Corp and most other restaurant companies, it does not rely on franchisees to own and operate restaurants, which means it might be easier to hold its head office more accountable for infractions.

INVESTOR URGES 'BETTER SYSTEMS'

Investors, however, may not see much risk to Chipotle or other fast food companies from their immigration quandaries. Chipotle stock still ended 3 percent higher on Friday after the news of the widening immigration probe.

After all, the companies can simply go out and hire others or pay fines to ICE that probably won't dent their bottom lines. Total ICE fines last year were a paltry $7 million.

But Maryland-based Calvert Investments said it was surprised by the extent of Chipotle's undocumented workers because the company scores high on the issues Calvert monitors -- good social, environmental and corporate governance.

"We would urge them to put better systems in place so that the likelihood of this occurring again is slim," said Ellen Kennedy, senior sustainability research analyst at Calvert, which oversees $14.5 billion in assets.

Chipotle, which reports fourth-quarter earnings on Thursday, recognizes it is big deal for its operations.

"This incident has caused a lot of disruption -- both to us and in the lives of so many of our people," said Moran, whose company reported 22,250 employees at the end of 2009. "In addition, it's been a heartbreaking situation for us to lose so many excellent employees."

Indeed, it is not just a few workers who need to be hired and trained to keep the places running. Chipotle will not disclose the total number fired, but it could be as many as 700 of its estimated 1,200 Minnesota workers.

Those are the figures circulating among the Minneapolis legal community, according to Javier Morillo, the president of labor union SEIU Local 26, which does not represent the fast food sector but is helping the workers because of its interest in immigration reform.

The need for reform is where labor and business agree.

"We need those businesses that are being audited to speak up and say to the government this is insanity and it is not solving a thing," said Morillo.

Chipotle's Moran does speak up, saying in his email: "The system clearly isn't working very well as it is, and reform is absolutely necessary."

As for Tanya and Alejandro, they are fairly confident they will get new jobs in restaurants or factories in Minneapolis, but they probably won't get the good salary or long run they had at Chipotle.

Deportations of illegal immigrants have reached new heights for two years running under President Obama, statistics show, but Republicans say they'll use their new majority in the House to press for more aggressive enforcement without any path to legal status.

Republican lawmakers called on the Obama administration to return to the era of workplace raids to arrest illegal employees, an approach that contrasts sharply with the president's continued push to create a path to citizenship for "responsible young people" and deport only those illegal immigrants charged with serious crimes.

Deportations under Obama have reached new heights for two years running, statistics show, but Republicans said they would use their new majority in the House to press for more aggressive enforcement without any path to legal status.

Large-scale workplace arrests of illegal workers were hallmarks of the George W. Bush administration's approach in its final years. But two years ago Obama decided to shift enforcement efforts to focus on employers who knowingly hire illegal workers.

Arrests from worksite raids for immigration-related offenses, such as using a forged driver's license or a fake Social Security number, have dropped by 70% since the end of the Bush administration, when a series of large raids of factories and meatpacking plants received national media attention.

Because Democrats hold a Senate majority and Obama has veto power, the GOP cannot force a change in the enforcement policy.

But with illegal immigration likely to be a hot-button issue in the 2012 campaign season, House Republicans on the House Judiciary subcommittee on Immigration Policy and Enforcement plan to hold hearings to criticize an administration they claim allows illegal immigrants to take American jobs.

With unemployment over 9%, "it is hard to imagine a worse time to cut worksite enforcement efforts by more than half," Rep. Lamar Smith (R-Texas), chairman of the House Judiciary Committee, said Wednesday. "Citizens and legal immigrants should not be forced to compete with illegal workers for jobs."

The Republican move came a day after Obama, in his State of the Union address, called on Congress to "once and for all" address illegal of immigration — both border security and a path to legalization.

He said he was willing to work with Republicans and Democrats to "address the millions of undocumented workers who are now living in the shadows. I know that debate will be difficult. I know it will take time. But tonight, let's agree to make that effort."

Though workplace raids are high-profile and often receive media attention, they also are criticized as an expensive and unnecessarily traumatic approach to attacking the problem.

Some of the large-scale raids launched in 2007 and 2008 cost taxpayers upward of $10 million, said one former law enforcement official who spoke on the condition of anonymity because of the sensitivity of the debate.

"I was appalled at the raids," Rep. Sheila Jackson Lee (D-Texas) said Wednesday, referring to surprise raids that often involve large numbers of agents and local law enforcement. "In my district people were falling off ladders, pregnant women were falling. It was not effective."

Broad sweeps fill limited jail and court docket space the Obama administration wants to reserve for more hardened criminals, officials said. Each deportation costs the federal government about $12,500, Immigration and Customs Enforcement Deputy Director Kumar Kibble told lawmakers Wednesday.

Instead, targeting employers is part of an effort by the administration to thwart illegal immigration by reducing the demand for illegal jobs, which draws hundreds of thousands across the border each year to look for work.

"There is a laser-like focus on holding employers accountable. In the final analysis, they are the ones supplying the jobs. It is the greatest use of the resources," Kibble said.

Under Obama, cases against employers are up sharply: Immigration and Customs Enforcement quadrupled the number of employer audits after Obama took office, increasing the number of inspections and arrests against those who knowingly hire illegal immigrants. Businesses were fined $6.9 million in fiscal 2010, up from $675,000 in 2008.

The debate over immigration enforcement comes at a time when the administration has hired more Border Patrol agents and deployed 1,200 National Guard troops to the U.S.-Mexico border over the summer to bolster efforts to stop illegal entry.

The Obama administration deported 392,862 illegal immigrants in fiscal 2010, according to ICE figures, a 6% increase over the 369,221 removed from the country in 2008.

More than 195,000 criminals were deported in 2010, a 70% increase over 2008 in the forced removal of immigrant criminals.

The number of illegal immigrants coming into the U.S. is declining, according to a report released in September by the Pew Hispanic Center.

Based on census and labor statistics, the Pew report found that roughly 300,000 illegal immigrants crossed the border annually between 2007 and 2009, down from about 850,000 annually from 2000 to 2005. It is unclear if the decrease is a result of a sagging economy that reduced demand for labor or stepped-up enforcement efforts — or perhaps both.

"If we continue with just enforcement only, I think we will be here for years and years dealing with the same problem," said Daniel Griswold, director of the Center for Trade Policy Studies at the Cato Institute. "It is simple supply and demand. We have demand for these workers and the supply of American workers to fill these jobs is shrinking."

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.



The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

A Terrible Divide

The Ronald Reagan crowd loved to talk about morning in America. For millions of individuals and families, perhaps the majority, it’s more like twilight — with nighttime coming on fast.

Look out the window. More and more Americans are being left behind in an economy that is being divided ever more starkly between the haves and the have-nots. Not only are millions of people jobless and millions more underemployed, but more and more of the so-called fringe benefits and public services that help make life livable, or even bearable, in a modern society are being put to the torch.

Employer-based pensions, paid vacations, health benefits and the like are going the way of phone booths and VCRs. As poverty increases and reliable employment becomes less and less the norm, the dwindling number of workers with any sort of job security or guaranteed pensions (think teachers and other modestly compensated public employees) are being viewed with increasing contempt. How dare they enjoy a modicum of economic comfort?

It turns out that a lot of those jobs were never so secure, after all. As the Center on Budget and Policy Priorities tells us:

“At least 44 states and the District of Columbia have reduced overall wages paid to state workers by laying off workers, requiring them to take unpaid leave (furloughs), freezing hew hires, or similar actions. State and local governments have eliminated 407,000 jobs since August 2008, federal data show.”

We have not faced up to the scale of the economic crisis that still confronts the United States.

Standards of living for the people on the wrong side of the economic divide are being ratcheted lower and will remain that way for many years to come. Forget the fairy tales being spun by politicians in both parties — that somehow they can impose service cuts that are drastic enough to bring federal and local budgets into balance while at the same time developing economic growth strong enough to support a robust middle class. It would take a Bernie Madoff to do that.

In the real world, schools and libraries are being closed and other educational services are being curtailed. Police officers are being fired. Access to health services for poor families is being restricted. “At least 29 states and the District of Columbia,” according to the budget center, “are cutting medical, rehabilitative, home care, or other services needed by low-income people who are elderly or have disabilities, or are significantly increasing the cost of these services.”

For a variety of reasons, there are not enough tax revenues being generated to pay for the basic public services that one would expect in an advanced country like the United States. The rich are not shouldering their fair share of the tax burden. The wars in Afghanistan and Iraq continue to consume an insane amount of revenue. And there are not enough jobs available at decent enough pay to ease some of the demand for public services while at the same time increasing the amount of taxes paid by ordinary workers.

The U.S. cannot cut its way out of this crisis. Instead of trying to figure out how to keep 4-year-olds out of pre-kindergarten classes, or how to withhold life-saving treatments from Medicaid recipients, or how to cheat the elderly out of their Social Security, the nation’s leaders should be trying seriously to figure out what to do about the future of the American work force.

Enormous numbers of workers are in grave danger of being left behind permanently. Businesses have figured out how to prosper without putting the unemployed back to work in jobs that pay well and offer decent benefits.

Corporate profits and the stock markets are way up. Businesses are sitting atop mountains of cash. Put people back to work? Forget about it. Has anyone bothered to notice that much of those profits are the result of aggressive payroll-cutting — companies making do with fewer, less well-paid and harder-working employees?

For American corporations, the action is increasingly elsewhere. Their interests are not the same as those of workers, or the country as a whole. As Harold Meyerson put it in The American Prospect: “Our corporations don’t need us anymore. Half their revenues come from abroad. Their products, increasingly, come from abroad as well.”

American workers are in a world of hurt. Anyone who thinks that politicians can improve this sorry state of affairs by hacking away at Social Security, Medicare and the public schools are great candidates for involuntary commitment.

New ideas on a grand scale are needed. The United States can’t thrive with so many of its citizens condemned to shrunken standards of living because they can’t find adequate employment. Long-term joblessness is a recipe for societal destabilization. It should not be tolerated in a country with as much wealth as the United States. It’s destructive, and it’s wrong.

Obama soft on illegals enforcement



Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.



The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

More than a million immigrants land U.S. jobs

Stepped-up enforcement is not deterring trend of foreign-born employment

DALLAS — Over the past two years, as U.S. unemployment remained near double-digit levels and the economy shed jobs in the wake of the financial crisis, over a million foreign-born arrivals to America found work, many illegally.

Those are among the findings of a review of U.S. Bureau of Labor Statistics and Census Bureau data conducted exclusively for Reuters by researchers at the Center for Labor Market Studies at Northeastern University in Boston.

Often young and unskilled or semi-skilled, immigrants have taken jobs Americans could do in areas like construction, willing to work for less wages. Others land jobs that unemployed Americans turn up their noses at or lack the skills to do.

With a national unemployment rate of 9.4 percent, domestic job creation is at the top of President Barack Obama's agenda and such findings could add to calls to tighten up on illegal immigration. But much of it is Hispanic and the growing Latino vote is a key base for Obama's Democratic Party.

Many of the new arrivals, according to employers, brought with them skills required of the building trade and found work in sectors such as construction, where jobless rates are high.

"Employers have chosen to use new immigrants over native-born workers and have continued to displace large numbers of blue-collar workers and young adults without college degrees," said Andrew Sum, the director of the Center for Labor Market Studies.

"One of the advantages of hiring, particularly young, undocumented immigrants, is the fact that employers do not have to pay health benefits or basic payroll taxes," said Sum.

From 2008 to 2010, 1.1 million new migrants who have entered America since 2008 landed jobs, even as U.S. household employment declined by 6.26 million over that same period.

But in a sign of the times, the pace of job growth for new arrivals has also slowed, to an average of 550,000 a year from 2008 to 2010 from over 750,000 a year from 2000 to 2008.

Sum said it was fair to estimate that around 35 percent of these workers were undocumented or illegal.

Many immigrants acquired jobs in traditional low-wage work associated with foreign, undocumented and especially Mexican labor: hotels and food services, retail trade, sanitation, cleaning and construction.

There are a number of programs by which the United States lets foreign workers into the country to fill gaps in its domestic labor market but employer groups complain little is done in this area for legal, unskilled workers.

"There is basically no unskilled immigration that is legal. There are basically no provisions in the law for unskilled immigrants," said Bill Hammond, president of the Texas Association of Business.

Farm workers in particular argue that Americans would not do the tough field work that is rife with undocumented workers, titling one recent union campaign "Take Our Jobs". The slogan meant that if Americans wanted their jobs, then take them. But it is likely they don't.

Immigrant hiring also comes despite stepped-up workplace enforcement against companies that hire illegal immigrants and the rapid expansion of the online E-verify system used by employers to check immigration status.

Some of those who entered the country since 2008 were employed in sectors that generally require a high level of skills and education, such as finance and insurance.

But the 28,500 new arrivals since 2008 who found work in the finance and insurance sector only comprised 2.6 percent of the 1.1 million migrants. Over 90,000 of the newcomers since 2008 got work in health care and social services, a fast-growing sector where skills are in demand.

Young, educated and willing to work

But the demographic profile of the immigrants who are still landing jobs is slanted to the young, uneducated, unskilled or semi-skilled. Accommodations and food services, for example, was a sector that employed over 144,000 new arrivals -- the biggest group of employed new immigrants. These would be jobs such as hotel maids and dishwashers.

And 42 percent of the 1.1 million were under 30.

The unemployment rate for all Americans without a high school diploma in this age group is about 27 percent to 29 percent -- a level that Sum says is "Depression scale." And in sectors such as construction the unemployment rate is almost 21 percent.

Asked about hiring, industry sources say there is little.

"What hiring? Our guys laid off another 16,000 people in December," said Brian Turmail, spokesman for the Associated General Contractors of America.

Yet the analysis by Sum and his colleagues shows that over 86,000 foreign-born workers who arrived in America since 2008 have been employed in the construction sector.

Sum said the whole situation was creating a deeper domestic labor glut at the bottom of the workforce ladder, depressing wages and sharpening already widening income disparities.

But Ezequiel Arvizu, the compliance and diversity representative with federal contractor Sundt Construction in Arizona, said his company had hired new arrivals over the past three years simply because they often have experience that native-born Americans lack.

"People often think construction is unskilled but the trades are very skilled and we need cement masons, carpenters, equipment operators," he told Reuters in a phone interview.

"We are looking for qualified candidates and it just so happens that some of the candidates who we select are legal immigrants. It means they have the skills we are looking for," he said.

A record one in seven Americans relied on government food stamps to help feed themselves in 2010, according to the latest data from the US Department of Agriculture (USDA).

Last year 43.6 million people turned to the Supplemental Nutrition Assistance Program (SNAP)—a 67 percent increase over the 26 million who received food stamps in 2007, the year before the economic crisis erupted. All but 14 states saw double-digit percentage increases in food stamp use in 2010. Nearly half of all SNAP recipients are children.

Sharp increases in food stamp use took place across the country. The Rocky Mountain state of Idaho saw the sharpest increase, at 28 percent. Other states that saw increases in food stamp use of 20 percent or above include: Nevada (27 percent); Delaware (25.4 percent); Utah (24.9 percent); Florida (23.2 percent); Maryland (22.1 percent); New Jersey (22 percent); Texas (21.6 percent); and Rhode Island (21.4 percent).

There are nine states plus the District of Columbia in which about one fifth of the population (18.4 percent to 23 percent) relied on food stamps in 2010. They include Mississippi, Tennessee, New Mexico, Oregon, Louisiana, Michigan, West Virginia, Kentucky, and South Carolina.

A separate survey of USDA data by the Food Research and Action Center (FRAC), released in January, found that in 22 large urban areas food stamp participation rates increased by an average of 18.6 percent from May 2009 to May 2010.

The average monthly benefit through SNAP, which now allows purchases of food through debit cards rather than with coupons or “stamps,” is woefully inadequate: $154 for a household of four. Advocates say that most SNAP recipients exhaust their benefits within days of the start of the month.

Nationally, about two thirds of all eligible households receive food stamps, but there is great variation among the states. In Texas and California, for example, less than half of eligible households receive SNAP benefits. Even though the program is funded in full—except for administrative costs—by the federal government, California vindictively requires those seeking food assistance submit to fingerprinting and a 13-page application.

Only about one third of the nation’s 7 million food stamp-eligible senior citizens receive assistance. Many of the remainder may be unaware of the program or confused about how it works.

“A lot of people aren’t aware that they are eligible, particularly the elderly,” Barb Rupert of Commission on Economic Opportunity in Luzerne and Wyoming counties in Northeast Pennsylvania told the Hazleton Standard Speaker. In Luzerne County, an old coal-mining region, food stamp use is up 12.1 percent in two years.

State and federal governments throw up other roadblocks to using the program. A household of four that earns more than $2,389 in gross monthly income, less than $30,000 gross annually, is ineligible. Having more than $2,000 in savings or other financial resources—including second vehicles— precludes access to SNAP. Immigrants are barred from the program until they have been legal residents for five years, and undocumented workers and their children are ineligible.

Behind the 28 percent surge in Idaho’s SNAP enrollment is the rapid growth of unemployment, which has increased to 9.5 percent, threefold since 2007. Stateline.org, citing Kathy D. Gardner of the Idaho Hunger Relief Task Force, notes that the increase in the state is remarkable because Idaho provides no outreach or advertisement of the program. While applications can be found on-line, they must be delivered in person.

In Minnesota, SNAP participation increased by 16.6 percent in one year. Lorie Kratchmer of the state’s Emergency Food Shelf Network told the World Socialist Web Site that the increase in food stamp use was part of a dramatic growth in those seeking food assistance. Visits to food charities in the 31 counties overseen by the group have increased by 60 percent since 2008, “and there’s no sign it’s slowing down,” Kratchmer said.

“The face of hunger has changed so much in recent years,” she said. “Much of the growth has been in suburban areas. The person who is hungry could be your neighbor two doors down, or someone sitting at the end of the church pew.” Kratchmer attributes the growth of hunger to financially-strapped families choosing to pay for their utilities or their mortgages ahead of food.

In Oregon, food stamp usage increased by 11.5 percent to just under 750,000 people in 2010, or 20 percent of the state’s population. Oregon’s official unemployment rate has been at or above 10.5 percent for fourteen months, and the broader U-6 measure puts the jobless rate at over 20 percent.

In Illinois, food stamp use spiked by 12.7 percent in one year. Significantly, the counties with the greatest increases were wealthy suburban counties of Chicago—DuPage, Kendall, Kane, and McHenry.

“Since the fall of ‘08, we’ve had an increase practically every month” in food stamp enrollment, state SNAP director Jan Freeman told the Chicago Sun Times. “We’re not seeing it go down yet.”

The high level of hunger indicated by spiraling food stamp use in metropolitan Chicago has been corroborated by a consortium of 650 area food charities, the Greater Chicago Food Depository, which reports a 65-70 percent increase in the number of individuals served at its pantries since 2007.

“More people turned to the pantries in our community in November than in any month in our 32-year history,” said the group’s head, Kate Maehr.

Obama tells corporate leaders US will be “best place to do business”

President Obama spoke at the US Chamber of Commerce in Washington, DC Monday, assuring the crowd of top executives that his administration was committed to making “America the best place to do business.” In his remarks, he outlined a vision in which social programs are cut to the bone in order to tailor the government entirely to the profit interests of US corporations.

The speech was billed as rapprochement with the nation’s largest business-lobbying group, which had aggressively opposed the administration’s health care plan and financial regulatory policies. Whatever small differences there had been, the president told his well-heeled audience, his administration was fully committed to boosting the “competitiveness” of corporate America by eliminating regulations and taxes and providing one incentive after the other.

The speech was remarkable only in so far as it underscored the nakedness of the Obama administration’s servitude to the corporate elite. It was the president’s latest in a series of moves even further to the right since the Democratic debacle in last year’s midterm elections. Recent measures included the agreement on extending Bush-era tax cuts for the rich, the appointment of JP Morgan Chase executive William Daley as Obama’s chief of staff, and the president’s executive order to review all regulations that could adversely affect big business.

With more than 25 million Americans without a job or being forced to work part-time, and levels of social distress not seen since the Great Depression, Obama hailed the success of American “capitalism,” which produced “ingenious entrepreneurs” like those in the room.

His remarks came as US corporations are engaged in a virtual hiring strike—even as they sit on a cash hoard of $2 trillion—and are using mass unemployment to drive down labor costs and increase productivity. The Labor Department reported last week that US companies created only 36,000 jobs in January—a figure, Obama said afterwards, showed, “We continue to head in the right direction.”

In an article entitled, “No Rush to Hire Even as Profits Soar,” the Wall Street Journal noted Monday, “The lack of significant job gains 18 months after the recession was declared over isn’t such a mystery when considering how companies were able to return to strong profit growth in a relatively short period. They mainly relied on aggressive job cuts, and with companies now pleased with their revitalized earnings and demand still choppy, they seem to be in no hurry to add to their payrolls.”

The president acknowledged that technological developments and globalization had made it more profitable to send production to lower-wage countries, like India and China. He said, “I understand the challenges you face. I understand that you’re under incredible pressure to cut costs and keep your margins up. I understand the significance of your obligations to your shareholders. I get it.”

He warned, however, that the years of corporate downsizing and falling living standards, combined with “a brutal and devastating recession” have “shaken the faith of the American people—in the institutions of business and government. They see a widening chasm of wealth and opportunity in this country, and they wonder if the American Dream is slipping away.”

He implored the executives not to “ignore these concerns,” suggesting that they could lead to a social explosion. Calling on the businesses to retain more jobs in the US, he made clear that this would entail a further lowering of working-class living standards. “We need an economy that’s based not on what we consume and borrow from other nations, but what we make and sell around the world. We need to make America the best place on earth to do business.”

With a wink and a nod to the millionaire executives in the audience, the president said these policies “can’t just translate into greater profits and bonuses for those at the top” but should be shared by American workers “who need to know that expanding trade and opening markets will lift their standard of living as well as your bottom line.”

This included promoting research and development that companies find too costly to do themselves; upgrading “transportation and communications networks so you can move goods and information more quickly and cheaply;” and “knocking down barriers that make it harder for you to compete, from the tax code to the regulatory system.”

To pay for this transformation, Obama said, unnecessary spending, i.e., resources for social programs that do not directly benefit business, would have to be slashed. “To make room for these investments,” he said, “government also has a responsibility to cut the spending that we just can’t afford.” This from a president who has handed out trillions for Wall Street bailouts, tax cuts for the rich and two criminal wars.

Obama pledged to “freeze annual domestic spending for the next five years, which would reduce the deficit by more than $400 billion over the next decade, and bring this spending down to the lowest share of our economy since Eisenhower was president.”

After spelling out this pro-corporate agenda, Obama appealed to the business lobby group to stop its opposition to his health care plan, saying that experts commissioned by the Business Roundtable “suggest that health insurance reform could ultimately save large employers anywhere from $2,000 to $3,000 per family.”

Budget director Jacob Lew wrote an opinion piece in the New York Times Saturday signaling the brutal cuts that are coming when Obama releases his budget next week. In addition to other cuts, the administration plans to slash hundreds of millions in funding to already bankrupt cities and towns that provide social services.
