Executive Summary: The Fiscal Cost of Low-Skill Households to the U.S. Taxpayer

Each year, families and individuals pay taxes to the government and receive back a wide variety of services and benefits. When the benefits and services received by one group exceed the taxes paid, a distributional deficit occurs, and other groups must pay for the services and benefits of the group in deficit. Each year, government is involved in a large-scale transfer of resources between different social groups.
This paper provides a fiscal distribution analysis of households headed by persons without a high school diploma. The report refers to these households as “low-skill households.” The analysis measures the total benefits and services received by these households compared to total taxes paid. The difference between benefits received and taxes paid rep_resents the total resources transferred by government on behalf of this group from the rest of society.
The size and cost of government are far larger than many people imagine. In fiscal year (FY) 2004, federal, state, and local expenditures combined amounted to $3.75 trillion. One way to grasp the size of government more readily is to calculate average expenditures per household. In 2004, there were some 115 million households (multi-person families and single persons living alone) in the U.S. Government spending thus averaged $32,706 per household across the U.S. population.
Government expenditures can be divided into six categories. The first four, which can be termed “immediate benefits and services,” are: Direct benefits, which include Social Security, Medicare, and a few smaller transfer programs; Means-tested benefits, including cash, food, housing, social services, and medical care for poor and near poor individuals; Public educational services, which include the governmental cost of primary, secondary, vocational, and post-secondary education; Population-based services, which are government services made available to a general community including police and fire protection, highways, sewers, food safety inspection, and parks.
Two additional spending categories are: Interest and other financial obligations resulting from prior government activity, including interest payments on government debt and other expenditures relating to the cost of government services provided in earlier years; and Pure public goods, which include national defense, international affairs and scientific research, and some environmental expenditures.
On average, low-skill households receive more government benefits and services than do other households. In FY 2004, low-skill households received $32,138 per household in immediate benefits and services (direct benefits, means-tested benefits, education, and population-based services). If public goods and the cost of interest and other financial obligations are added, total benefits rose to $43,084 per low-skill household. In general, low-skill households received about $10,000 more in government benefits than did the average U.S. household, largely because of the higher level of means-tested welfare benefits received by low-skill households.
In contrast, low-skill households pay less in taxes than do other households. On average, low-skill households paid only $9,689 in taxes in FY 2004. Thus, low-skill households received at least three dollars in immediate benefits and services for each dollar in taxes paid. If the costs of public goods and past financial obligations are added, the ratio rises to four to one.
Strikingly, low-skill households in FY 2004 had average earnings of $20,564 per household. Thus, the $32,138 per household in government immediate benefits and services received by these households not only exceeded their taxes paid, but also substantially exceeded their average household earned income.
A household’s net fiscal deficit equals the cost of benefits and services received minus taxes paid. If the costs of direct and means-tested benefits, education, and population-based services alone are counted, the average low-skill household had a fiscal deficit of $22,449 (expenditures of $32,138 minus $9,689 in taxes). The average net fiscal deficit of a low-skill household actually exceeded the household’s earnings.
If interest and other financial obligations relating to past government activities are added, the average deficit per household rose to $27,301. In addition, the average low-skill household was a free rider with respect to government public goods, receiving public goods costing some $6,095 per household for which it paid nothing.
Receiving, on average, at least $22,449 more in benefits than they pay in taxes each year, low-skill households impose substantial long-term costs on the U.S. taxpayer. Assuming an average adult life span of 50 years for each head of household, the average lifetime costs to the taxpayer will be $1.1 million for each low-skill household for immediate benefits received minus all taxes paid. If the cost of interest and other financial obligations is added, the average lifetime cost rises to $1.3 million per low-skill household.
In 2004, there were 17.7 million low-skill households. With an average net fiscal deficit of $22,449 per household, the total annual fiscal deficit (total benefits received minus total taxes paid) for all of these households equaled $397 billion (the deficit of $22,449 per household times 17.7 million households). This sum includes direct and means-tested benefits, education, and population-based services. If the low-skill households’ share of interest and other financial obligations for past activities is added, their total annual fiscal deficit rises to $483 billion. Over the next ten years the total cost of low-skill households to the taxpayer (immediate benefits minus taxes paid) is likely to be at least 3.9 trillion dollars. This number would go up significantly if changes in immigration policy lead to substantial increases in the number of low-skill immigrants entering the country and receiving services.
Politically feasible changes in government policy will have little effect for decades on the level of fiscal deficit generated by most low-skill households. For example, to make the average low-skill household fiscally neutral (taxes paid equaling immediate benefits received and the appropriate share of interest on government debt), it would be necessary to eliminate Social Security, Medicare, all 60 means-tested aid programs and cut the cost of public education in half. It seems certain that, on average, low-skill households will generate deep fiscal deficits for the foreseeable future. Policies that reduce the future number of high school dropouts and other policies affecting future generations could reduce long-term costs.
Policies that would expand Medicaid and other entitlements will increase the size of future deficits of low-skill households at the margin. On the other hand, policy changes that curtailed medical inflation could reduce costs at the margin in future years. Policies which would halt the growth of out-of-wedlock childbearing or increase real educational attainments of future generations could also limit the growth of future deficits somewhat. However, these policy changes would be dwarfed by any alteration in immigration policy that would substantially increase the future inflow of low-skill immigrants; such a policy would dramatically increase the future fiscal burden to taxpayers.

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.

THE EXORBITANT FIGURE DOES NOT INCLUDE THE ENORMOUS COST OF EDUCATING, MEDICALLY TREATING, OR INCARCERATING ILLEGALS ALIENS. THIS COSTS THE COUNTY AN ADDITIONAL ONE BILLION DOLLARS.

The exorbitant figure, revealed this week by a county supervisor, doesn’t even include the enormous cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $500 million for healthcare and $350 million for public safety.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from the county’s Department of Social Services. In 2009 the tab ran $570 million and this year’s figure is expected to increase by several million dollars.
Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,” the veteran county supervisor (Michael Antonovich) who revealed the information has said. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

Former Rep. Nathan Deal (R-Ga.), who resigned his seat earlier this year to focus on running for governor in Georgia, said he supports Arizona's new immigration enforcement bill, and if elected, he'll bring it to Georgia.

Nathan Deal was a leader on the immigration issue when he was in
Congress. He helped Rep. Charlie Norwood draft the CLEAR Act, which is
now sponsored by Rep. Martha Blackburn (R-Tenn.). He also took charge on
the birthright citizenship bill after Rep. Brian Bilbray left Comgress.
He was the lead sponsor for the bill the last few Congresses, including
the current Congress. He fought amnesty and pushed enforcement in
H.R.4437 and safeguarded against illegal aliens getting covered in the
health care reform bills.

"I agree with the Arizona governor and Legislature that the federal government has failed miserably at protecting our borders and enacting sensible solutions that would protect our states, counties and cities from bearing the enormous costs associated with illegal immigration, from emergency room visits to public schools to the criminal justice system," said Nathan Deal. "As governor of Georgia, I'd work to pass and sign similar legislation."

"The new Arizona law is called 'controversial' but 70 percent of Arizonans approve of it," Deal said. "I think there would be similar support in Georgia for such legislation. Our public services are stretched beyond their limits during these tough economic times, and our open borders result in our states and counties importing poverty. Local taxpayers foot the bill for these significant additional costs. We have a national immigration system that imposes high hurdles for the highly skilled workers we need yet looks the other way on those who enter the country against the law. We need a guest worker program that's both accountable and enforceable, but without granting a path to amnesty.

"It's perfectly appropriate for state laws to complement federal laws. States are within their 10th Amendment powers to draft laws that deal with a huge, dangerous problem.

"States along the southern border have faced war-like conditions triggered by the violence of drug cartels," Deal continued. "What we've seen historically in Georgia is that problems trickling over the border eventually flood over the border and strongly affect our state. Georgia has led where the federal government has failed by requiring immigration status verification for some public services and for those convicted of crimes. When I'm governor, I'll continue the fight to use our state's constitutional powers to enforce the rule of law. New immigrants have forever been an important part of our American culture, but our system must be orderly, sustainable and in accordance with the rule of law. That's not happening now, so states are forced to take the needed steps on their own.

"As governor, I'll encourage Georgia's participation in the federal 287(g) program, which allows local law enforcement officers to work hand in hand with federal officials to enforce immigration laws."

According to a recent report from the Department of Homeland Security, there are 480,000 illegal aliens residing in Georgia, ranking the state sixth in illegal alien populations. The state has seen the nation's largest increase in illegal population since 2000.

Another is La Raza donor Bill Gates, an advocate of open borders to depress wages for stupid gringos. La Raza also receives millions of dollars in your tax money. Yes, I repeat; your tax dollars go to support this racist party of the invaders. Harry Reid recently went to Congress and easily obtained another 5 million dollars for this racist organization. The Mexican government is obviously a major financier of La Raza and is spending 100 million in PR costs to keep the invasion in full momentum. Mexico has their surge as well. It’s on our undefended borders!

La Raza’s doctrine is that the American middle class should be Mexico’s welfare system. We pay for the free delivery of millions of illegals (now 1 in 5 in Los Angeles), educate their children, pay out welfare, which in Los Angeles County is 40 million per month, and house their criminal drug gangs in the largest prison system in the United States. The cost of depressed wages for Americans from the Mexican invasion and occupation is calculated to be 200 billion annually.

Mexico is listed by the Christian Science Monitor as one of the most corrupt nations in the world with more billionaires than even Saudi Arabia. To maintain the oligarchy’s control on their economy’s monopolies, they must dump their poor, pregnant and criminal classes over our border so we pick up their welfare and education costs. An example of Mexican economics is Carlos Slim. Slim controls Mexico’s phone monopoly. Mexicans pay the highest phone rates in the hemisphere. Carlos Slim has assets of over $70 billion.

While we are Mexico’s welfare system, the second biggest stream of money Mexico takes in is transfers from illegals working in the United States back to Mexico. This is another reason Bank of America and Wells Fargo violate Federal laws and illegally open bank accounts using fraudulent ID’s. The transfer fees are a huge cash cow for these La Raza donors. The government of Narco-Mex had set up nearly 50 Mexican consulates (compare to the UK which has 8) to hand out their phony consulate ID’s the banks are happy to pretend are legit.

If you don't understand something or disagree with a concept then the best way to conceal your ignorance or discredit the idea is to call it "racist". Dr. Hanson did not have to go very far out on a limb to make the point that non assimilation of Chicanos to American culture is divisive and destructive - and that it is the new immigrant that is failing to adapt. Great book, on point and very timely.

Classics professor Hanson is also, like generations of his family before him, a fruit farmer in California's central valley. He has employed immigrants, seen them flood his community during the last 30 years of mass flight from Mexico, and endured the crime associated with illegal immigrants. Hanson is immensely sympathetic to poor Mexicans, however, and the most powerful chapter here outlines the harried life of the illegal alien. But he hates to see the ordered culture in which he grew up drowned by an alien inundation whose undeserving beneficiaries are Mexico's kleptocratic rulers, for whom an open border is a safety valve expelling the potential for democratic change. The four solutions to the mess that Hanson enumerates include continuing de facto open borders but insisting on rapid acculturation; patrolling the border effectively and reducing legal immigration; imposing "sweeping restrictions on immigration" and ending Mexican chauvinism in the U.S.; and allowing present policies to make California increasingly mirror an unreformed Mexico. Hanson thinks that the U.S. "still need not do everything right" to prevent social collapse in the Southwest and that the totalitarian uniformity of valueless mass culture may soften that collapse. He also sees very clearly what has brought this crisis on: the American globalist ideology's lust for cheap labor and emphasis on "raw inclusiveness" instead of "standards and taste."

This book shows how Mexico sends their poor to America to work, so they don't have to improve their own country, and how we use these people for cheap labor so that we can sell things for less. It's a deal made between the two countries. The trouble is, it's not what American citizens want. The "servants of the people", the representatives, are not listening to us, so it's always exciting to read something that really tells it like it is.
This book is written from the viewpoint of someone who actually lives with these Mexican immigrants. The rich people who want to use them in their businesses for cheap labor don't live with them; the liberal elites who push for them to get amnesty don't live with them. This guy lives among them, and knows the problems first hand, and as I suspected, there are many, and they're not pretty.
He writes very bluntly about the problems, but not without sympathy for the Mexican immigrants whose own country won't take care of them. With all the new books out and the discussions going on about legal and illegal immigration, and what the American people want, I'm hoping that these problems will be solved. This book is one of the best on the subject, because it is written from a viewpoint of personal experience.

Victor Hanson combines scholarship (Professor at Cal State) with personal experience (life long resident and farmer in central CA. who has Mexican-American family and friends) to present a thoughtful look at the illegal Mexican immigration crisis. Hanson argues that the reason for this crisis is that both ends of the political spectrum have vested interests in continuing the unabated entry of illegal Mexicans. Republicans wish to placate business interests with cheap labor and Democrats hope for a future electoral base. Hanson further explains that this wave is not like the earlier waves of Polish, Jewish, or Italian immigration which was of a fixed duration and where the connection of the new immigrant to the Homeland was more thoroughly severed.
This book is well written and to the point (approx. 140 pages). I have also seen Victor Hanson on several political talk shows. He is well spoken and mild mannered which is a welcome relief from the cacophonous diatribe we too often get on cable news channels.

As one who shares the author's ethnic,cultural and geographical heritage, I thought Hanson did a marvelous job of assessing California's major social issue, and one of America's primary problems. Like Hanson, I was born and reared in Fresno County, albeit some 25 miles from his native Selma. I can attest to the accuracy of his description of Selma and the Central Valley in the 1950's.
As a child, my associates included Hispanics; as a teenager working in the fig and peach orchards, my fellow workers were Hispanic. During my professional career, I have hired and promoted many Hispanics.
Hanson's Scandinavian ancestors (from Sweden) and mine (from Denmark) came to America legally and without speaking English, but they succeeded--without bilingual classes, welfare, government subsidies, or that phenomenon known as "affirmative action", which is being rapidly unmasked as nothing, more or less, than "reverse discrimination". Hanson deftly exposes the race industry as an amalgam of organizations and individuals who are quick to attack the Anglo for any slight, either real or imagined, but who, in the long run, seem not to do much for those whom they purport to serve.
As a criminologist, I am well aware of the violence committed by Hispanic Gangs, and the fact that those gangsters who do not wind up in the morgue soon become expensive inmates in our overcrowded prison system, costing taxpayers some $25k per year each. I am equally aware of the many outstanding Hispanic officers, prosecutors, and judges with whom I've worked.
Hanson has eloquently described the failure of our educational programs to work toward an assimilated America, as well as the failure of the "separatists" in the race industry.
The one failure which, to my surprise, he did not identify is that of our elected officials who establish public policy. When Hanson and I were youngsters/young men in the Central Valley, the politicians seemed to act in the best interests of their constituencies. Today,by and large, our politicians have little integrity, but rather pander incessantly to special interests which, in turn, provide them with campaign funds, endorsements,and precinct workers.It is common knowledge that, in Sacramento, legislative votes are "for sale" almost daily. Until we can restore some integrity among our public officials, we will not move toward a better California--better for Hispanics, Anglos, African Americans, Asians, and all others!
Except for his failure to discuss the lack of integrity among many of our elected officials, Hanson has done an admirable job. Mexifornia should be on the "must read" list of all who are concerned about the future of Californians, nothwithstanding the color of their skins!

DICK LAMM, GOVERNOR OF COLORADO

We know Dick Lamm as the former Governor of Colorado. In that context his thoughts are particularly poignant. Last week there was an immigration overpopulation conference in Washington, DC, filled to capacity by many of America's finest minds and leaders. A brilliant college professor by the name of Victor Hansen Davis talked about his latest book, "Mexifornia," explaining how immigration - both legal and illegal was destroying the entire state of California. He said it would march across the country until it destroyed all vestiges of The American Dream.

Moments later, former Colorado Governor Richard D. Lamm stood up and gave a stunning speech on how to destroy America. The audience sat spellbound as he described eight methods for the destruction of the United States. He said, "If you believe that America is too smug, too self-satisfied, too rich, then let's destroy! America. It is not that hard to do. No nation in history has survived the ravages of time. Arnold Toynbee observed that all great civilizations rise and fall and that 'An autopsy of history would show that all great nations commit suicide.'"

"Here is how they do it," Lamm said: "First, to destroy America, turn America into a bilingual or multi-lingual and bicultural country." History shows that no nation can survive the tension, conflict, and antagonism of two or more competing languages and cultures. It is a blessing for an individual to be bilingual; however, it is a curse for a society to be bilingual. The historical scholar, Seymour Lipset, put it this way: "The histories of bilingual and bi-cultural societies that do not assimilate are histories of turmoil, tension, and
tragedy." Canada, Belgium, Malaysia, and Lebanon all face crises of national existence in which minorities press for autonomy, if not independence. Pakistan and Cyprus have divided. Nigeria suppressed an ethnic rebellion. France faces difficulties with Basques, Bretons, and Corsicans."

Lamm went on: Second, to destroy America, "Invent 'multiculturalism' and encourage immigrants to maintain their culture. I would make it an article of belief that all cultures are equal. That there are no cultural differences. I would make it an article of faith that the Black and Hispanic dropout rates are due solely to prejudice and
discrimination by the majority. Every other explanation is out of bounds.

Third, "We could make the United States an 'Hispanic Quebec' without much effort. The key is to celebrate diversity rather than unity. As Benjamin Schwarz said in the Atlantic Monthly recently: "The apparent success of our own multiethnic and multicultural experiment might have been achieved not by tolerance but by hegemony. Without the dominance that once dictated ethnocentricity and what it meant to be an American, we! are left with only tolerance and pluralism to hold us together." Lamm said, "I would encourage all immigrants to keep their own language and culture. I would replace the melting pot metaphor with the salad bowl metaphor. It is important to ensure that we have
various cultural subgroups living in America enforcing their differences rather than as Americans, emphasizing their similarities."

"Fourth, I would make our fastest growing demographic group the least educated. I would add a second underclass, unassimilated, undereducated, and antagonistic to our population. I would have this second underclass have a 50% dropout rate from high school."

"My fifth point for destroying America would be to get big foundations and business to give these efforts lots of money. I would invest in ethnic identity, and I would establish the cult of 'Victimology.' I would get all minorities to think that their lack of success was the fault of the majority. I would start a grievance industry blaming all
minority failure on the majority population."

"My sixth plan for America's downfall would include dual citizenship, and promote divided loyalties. I would celebrate diversity over unity. I would stress differences rather than similarities. Diverse people worldwide are mostly engaged in hating each other - that is, when they are not killing each other. A diverse, peaceful, or stable society is against most historical precedent. People undervalue the unity it takes to keep a nation together. Look at the ancient Greeks. The Greeks believed that they belonged to the same race; they possessed a common language and literature; and they worshipped the same gods. All Greece took part in the Olympic games. A common enemy, Persia, threatened their liberty. Yet all these bonds were not strong enough to overcome two factors: local patriotism and geographical conditions that nurtured political divisions. Greece fell. "E. Pluribus Unum" -- From many, one. In that historical reality, if we put the emphasis on the 'pluribus' instead of the 'Unum,' we will balkanize America as surely as Kosovo."

"Next to last, I would place all subjects off limits; make it taboo to talk about anything against the cult of 'diversity.' I would find a word similar to 'heretic' in the 16th century - that stopped discussion and paralyzed thinking. Words like 'racist' or 'xenophobe' halt discussion and debate. Having made America a bilingual/bicultural country, having established multi-culturism, having the large foundations fund the! doctrine of 'Victimology,' I would next make it impossible to enforce our immigration laws. I would develop a mantra: That because immigration has been good for America, it must always be good. I would make every individual immigrant symmetric and ignore the cumulative impact of millions of them."

In the last minute of his speech, Governor Lamm wiped his brow. Profound silence followed. Finally he said,. "Lastly, I would censor Victor Hanson Davis's book "Mexifornia." His book is dangerous. It exposes the plan to destroy America. If you feel America. deserves to be destroyed, don't read that book."

There was no applause. A chilling fear quietly rose like an ominous cloud above every attendee at the conference Every American in that room knew that everything Lamm enumerated was proceeding methodically, quietly, darkly, yet pervasively across the United States today.

Discussion is being suppressed. Over 100 languages are ripping the foundation of our educational system and national cohesiveness. Even barbaric cultures that practice female genital mutilation are growing as we celebrate 'diversity.' American jobs are vanishing into the Third World as corporations create a Third World in America - take note of California and other states - to date, ten million illegal aliens and growing fast. It is reminiscent of George Orwell's book "1984." In that story, three slogans are engraved in the Ministry of Truth building: "War is peace," "Freedom is slavery," and "Ignorance is strength."

Governor Lamm walked back to his seat. It dawned on everyone at the conference that our nation and the future of this great democracy is deeply in trouble and worsening fast. If we don't get this immigration monster stopped within three years, it will rage like a California wildfire and destroy everything in its path, especially The American Dream.

With the support of 70 percent of its citizens, Arizona has ordered sheriffs and police to secure the border and remove illegal aliens, half a million of whom now reside there.
Arizona acted because the U.S. government has abdicated its constitutional duty to protect the states from invasion and refuses to enforce America's immigration laws.
"We in Arizona have been more than patient waiting for Washington to act," said Gov. Jan Brewer. "But decades of inaction and misguided policy have created an unacceptable situation."
We have a crisis in Arizona because we have a failed state in Washington.
What is the response of Barack Obama, who took an oath to see to it that federal laws are faithfully executed?
He is siding with the law-breakers. He is pandering to the ethnic lobbies. He is not berating a Mexican regime that aids and abets this invasion of the country of which he is commander in chief. Instead, he attacks the government of Arizona for trying to fill a gaping hole in law enforcement left by his own dereliction of duty.
He has denounced Arizona as "misguided." He has called on the Justice Department to ensure that Arizona's sheriffs and police do not violate anyone's civil rights. But he has said nothing about the rights of the people of Arizona who must deal with the costs of having hundreds of thousands of lawbreakers in their midst.
How's that for Andrew Jackson-style leadership?
Obama has done everything but his duty to enforce the law.
Undeniably, making it a state as well as a federal crime to be in this country illegally, and requiring police to check the immigration status of anyone they have a "reasonable suspicion" is here illegally, is tough and burdensome. But what choice did Arizona have?
The state has a fiscal crisis caused in part by the burden of providing schooling and social welfare for illegals and their families, who consume far more in services than they pay in taxes and who continue to pour in. Even John McCain is now calling for 3,000 troops on the border.
Police officers and a prominent rancher have been murdered. There have been kidnappings believed to be tied to the Mexican drug cartels. There are nightly high-speed chases through the barrios where innocent people are constantly at risk.
If Arizona does not get control of the border and stop the invasion, U.S. citizens will stop coming to Arizona and will begin to depart, as they are already fleeing California.

A country that cannot control its borders isn't really a country anymore, Ronald Reagan reminded us.

The tasks that Arizonans are themselves undertaking are ones that belong by right, the Constitution and federal law to the Border Patrol, Immigration and Customs Enforcement, and Homeland Security.
Arizona has been compelled to assume the feds' role because the feds won't do their job. And for that dereliction of duty the buck stops on the desk of the president of the United States.
Why is Obama paralyzed? Why does he not enforce the law, even if he dislikes it, by punishing the businessmen who hire illegals and by sending the 12 million to 20 million illegals back home? President Eisenhower did it. Why won't he?

Let us see how many African-Americans, who are today frozen out of the 8 million jobs held by illegal aliens that might otherwise go to them or their children, will march to defend an invasion for which they are themselves paying the heaviest price.
Last year, while Americans were losing a net of 5 million jobs, the U.S. government -- Bush and Obama both -- issued 1,131,000 green cards to legal immigrants to come and take the jobs that did open up, a flood of immigrants equaled in only four other years in our history.

The setting was not quite the flight deck of the U.S.S. Abraham Lincoln with a “Mission Accomplished” banner as the backdrop, but it was the next best thing. Speaking at the Center for American Progress (CAP) on Nov. 13, Homeland Security Secretary Janet Napolitano declared victory over illegal immigration and announced that the Obama administration is ready to move forward with a mass amnesty for the millions of illegal aliens already living in the United States.
Arguing the Obama administration’s case for amnesty, Napolitano laid out what she described as the “three-legged stool” for immigration reform. As the administration views it, immigration reform must include “a commitment to serious and effective enforcement, improved legal flows for families and workers, and a firm but fair way to deal with those who are already here.”
Acknowledging that a lack of confidence in the government’s ability and commitment to effectively enforce the immigration laws it passes proved to be the Waterloo of previous efforts to gain amnesty for illegal aliens, Napolitano was quick to reassure the American public that those concerns could be put to rest.
“For starters, the security of the Southwest border has been transformed from where it was in 2007,” stated the secretary. Not only is the border locked up tight, she continued, but the situation is well in-hand in the interior of the country as well. “We’ve also shown that the government is serious and strategic in its approach to enforcement by making changes in how we enforce the law in the interior of the country and at worksites…Furthermore, we’ve transformed worksite enforcement to truly address the demand side of illegal immigration.”
If Rep. Joe Wilson had been in attendance to hear Secretary Napolitano’s CAP speech he might well have had a few choice comments to offer. But since he wasn’t, we will have to rely on the Department of Homeland Security’s own data to assess the veracity of Napolitano’s claims.
According to DHS’s own reports, very little of our nation’s borders (Southwestern or otherwise) are secure, and gaining control is not even a goal of the department. DHS claims to have “effective control” over just 894 miles of border. That’s 894 out of 8,607 miles they are charged with protecting. As for the other 7,713 miles? DHS’s stated border security goal for FY 2010 is the same 894 miles.
The administration’s strategic approach to interior and worksite enforcement is just as chimerical as its strategy at the border, unless one considers shuffling paper to be a strategy. DHS data, released November 18, show that administrative arrests of immigration law violators fell by 68 percent between 2008 and 2009. The department also carried out 60 percent fewer arrests for criminal violations of immigration laws, 58 percent fewer criminal indictments, and won 63 percent fewer convictions.
While the official unemployment rate has climbed from 7.6 percent when President Obama took office in January to 10 percent today, the administration’s worksite enforcement strategy has amounted to a bureaucratic game of musical chairs. The administration has all but ended worksite enforcement actions and replaced them with paperwork audits. When the audits determine that illegal aliens are on the payroll, employers are given the opportunity to fire them with little or no adverse consequence to the company, while no action is taken to remove the illegal workers from the country. The illegal workers simply acquire a new set of fraudulent documents and move on to the next employer seeking workers willing to accept substandard wages.
In Janet Napolitano’s alternative reality a mere 10 percent of our borders under “effective control” and sharp declines in arrests and prosecutions of immigration lawbreakers may be construed as confidence builders, but it is hard to imagine that the American public is going to see it that way. If anything, the administration’s record has left the public less confident that promises of future immigration enforcement would be worth the government paper they’re printed on.
As Americans scrutinize the administration’s plans to overhaul immigration policy, they are likely to find little in the “three-legged stool” being offered that they like or trust. The first leg – enforcement – the administration has all but sawed off. The second – increased admissions of extended family members and workers – makes little sense with some 25 million Americans either unemployed or relegated to part-time work. And the third – amnesty for millions of illegal aliens – is anathema to their sense of justice and fair play.
As Americans well know, declaring “Mission Accomplished” and actually accomplishing a mission are two completely different things. When it comes to enforcing immigration laws, the only message the public is receiving from this administration is “Mission Aborted.”

“I know that many aliens who come here to work want to remain here, yet all too many come to the United States with a "looter" philosophy, giving the lawful immigrants who want to share in the “American Dream” a bad reputation.” In my former INS experience, it was not uncommon for the illegal aliens I arrested to make it clear that they were here for one purpose: to make as much money as possible as quickly as possible and send it all home. I know that many aliens who come here to work want to remain here, yet all too many come to the United States with a "looter" philosophy, giving the lawful immigrants who want to share in the “American Dream” a bad reputation. Part of the problem is that the relationship that businesses have with the United States is one of greed. These companies couldn't care less about the damage that they do to this country or the average working American. They are happy to exploit the illegal aliens and in so doing, get a lucrative piece of the action. And the bankers and money wire services like Western Union have become the silent partners of the illegal aliens. Of course, if the American dollar plummets far enough many illegal aliens will probably just head home, leaving this country in financial disarray. But when you read about the amounts of money being sent out of the United States that is lost to our economy, you must realize that the money you are reading about is not being earned by Americans or by lawful immigrants, because they have been displaced by illegal aliens who are willing to work for substandard wages. Unfortunately, Congress has just passed what has been billed as an "Economic Stimulus Package." This bill will undoubtedly be signed into law by the President and will call for taxpayers to be mailed one-time rebate checks that (it is hoped) will be used to spend on consumer goods that – get this – for the most part are not even produced in the United States. A large part of the problem we are having right now is that Americans are not saving enough money. Our citizens have been cashing in the value of their homes with second mortgages and huge credit card debts and now, the value of most of those houses has fallen into the basement! There is an utter lack of fiscal responsibility in abundant evidence in Washington and around kitchen tables across the United States and meanwhile, the front runners in the Presidential elections are eager to provide amnesty and thus more incentives for still more illegal aliens to drain still more money out of our economy. They will do this through remittances and other means of sending money back home. They will do this when they show up in the emergency rooms of hospitals across our nation demanding medical treatment without medical insurance. The criminal element of this massive influx of illegal aliens will injure and kill more victims in our country, destroying lives and the lives of family members of the victims of those crimes. Some of the crimes will also result in property losses and in fraud.

Identity theft is the fastest growing white collar crime in America today and is often motivated by organized rings that sell these stolen identities to illegal aliens seeking illegal employment.

The Congressional Budget Office has recently done a study that concludes that contrary to the assertions of the open borders / pro-amnesty crowd, illegal aliens represent a net drain on the economy. Finally, the attacks of September 11, 2001, in addition to the death and destruction they wrought, hammered our economy and the economies of other countries. Trade suffered, travel and tourism suffered – yet the travel and hospitality industries are pushing a program known as "Discover America" wherein they are attempting to have the United States government expand the Visa Waiver Program beyond the current 27 participating countries to as many as 39 countries. In the end, the United States and its working poor and middle class that is shouldering the greatest burden of the open borders and cash movement mess. Interestingly, with all of the interviews that were conducted in the article linked above, not a single interview was conducted to find out what the impact of the decline of the dollar has had on the average American family. ..............................

Gang murders going up in San Fernando. Like the officer quoted said, when they have pillaged everything in Compton, they’re headed for you community.

Gang-related homicides are up more than 30% this year in areas under the jurisdiction of the Los Angeles County Sheriff's Department, but the department's countywide gang enforcement team is substantially smaller than it was three years ago and remains chronically understaffed. For many years the department dealt with significantly less gang crime than police in the city of Los Angeles. No more. At least half of the homicides in sheriff's territories are now gang killings, about the same level as in the city. Statewide, gang violence accounts for about 16% of all homicides. But although the Los Angeles Police Department under Chief William J. Bratton has reconstituted and increased the size of its anti-gang units, assigning nearly 350 officers to gang enforcement duty, the gang unit under Sheriff Lee Baca has shrunk. The sheriff's anti-gang units have 20 fewer deputies than authorized in the department's budget — about 150 sworn officers instead of 170. Those numbers are down from a high of nearly 190 sworn deputies on duty three years ago. This year, while gang homicides rose sharply in a few small areas patrolled by the sheriff — Compton, East Los Angeles and unincorporated neighborhoods bordering Watts — Operation Safe Streets, the department's anti-gang unit, lacked flexibility to move specially trained personnel out of lower-crime areas and into communities with soaring gang killings, according to its head of operations."Unit commanders should have the autonomy to put their resources in the places they would have the greatest impact based on crime statistics," said Lt. Bob Rifkin. "We are spread too thin to try to do the whole county. Do you do a mediocre job in the whole county or do you do a dynamite job in the quarter of the county where the worst crime is?"In an interview Friday, Baca seemed surprised that gang homicides were up substantially — 210 as of late last week, compared with 164 for the same period last year — but said he needs more personnel to deal with gang crime."We are doing our best with what we have and we don't have enough," he said. "If you doubled what we have, we don't have enough."Baca is promoting a quarter-cent sales tax earmarked for gang intervention and enforcement, which he hopes to get on the ballot next year. Such a tax would generate about $280 million annually for law enforcement agencies in L.A. County, he said. For the time being, Baca said, shifting resources is not the answer because it might suppress crime in one area at the cost of allowing it to increase elsewhere."What one has to understand is the nature of policing gangs," Baca said. "There are over 100-plus active violent gangs in Los Angeles County, and you have 100 holes in the dike and the problem is you only have so many plugs. If you pull one plug in an area where you've plugged up the violence, will it pour out there again?"The department's difficulties responding to the increased rate of killing underscore two of the biggest problems the Sheriff's Department faces: It is seriously understaffed, with nearly 1,000 fewer deputies overall than the 9,500 authorized, and its political structure works against assigning available deputies based on the worst crime problems. The Sheriff's Department patrols unincorporated areas of the county and 41 cities that contract with the department for policing. Cities pay for a specific number of deputies each year and, if they can afford it, may add personnel and specialized teams as needed. Baca said about 55% of his deputies work under city contracts. Maintaining good relationships with the officials of contract cities has long been a high priority for senior officials of the department. There has also been considerable pressure recently from the county Board of Supervisors to ensure that county areas are getting their fair share of services. The gang unit is one of several specialized teams that work countywide for all residents, allowing the sheriff discretion — in theory, at least — in their deployment. But because the department serves an area with 2.6 million residents over 4,000 square miles, distribution of limited resources is challenging. Capt. Mike Ford, who runs Operation Safe Streets and is Rifkin's boss, noted that although other areas have fewer homicides than Compton, gang crime is quite real to people who live in those areas."The reality is we work for the people who live there, and no one likes to deal with graffiti or drug dealing," he said, adding that he would be reluctant to withdraw officers from other areas, even if that were politically possible. But some gang crime experts warn that the department's approach to distributing its deputies could allow crime to spread."If 50% or more of your murders are gang-related, it looks to me like you ought to have a lot of resources doing that," said Wes McBride, president of the Assn. of California Gang Investigators

If she is killed to stop her from telling authorities about the gang, it is. With three weeks remaining in 2005, homicides of all types in county areas and in cities that contract with the Sheriff's Department total 395, passing last year's 392.By contrast, although the city of Los Angeles continues to record more homicides than the county, its total has fallen and is on track to be at its lowest in half a dozen years. As of the end of October, the LAPD reported a 15% decline in gang homicides over the same period last year, 216 compared with 255.Ford said gang suppression and investigation remain top priorities for the department. "The question," he said, "is how many resources do you have?"Through late last week, Compton had 68 gang-related homicides, up from 42 for all of last year. The nearby territory bordering southeast Los Angeles, patrolled by the Century sheriff's station, had 57 gang-related homicides, up from 37 in 2004.Together, the two areas account for nearly 60% of the county's gang-related homicides, Sheriff's Department statistics show. Yet about a quarter of available gang investigators are assigned to those areas. In addition, each shares a gang suppression team with a neighboring station, a move made last year by Ford when, he said, insufficient staff made regional teams necessary. Ten gang suppression deputies and a sergeant are assigned to the Compton-Carson area, where there have been 72 gang homicides this year. Another team of 11 serves Century and Lennox stations, which account for 70 gang killings. In comparison, the Palmdale and Lancaster area also has a team of 11 gang suppression officers, two paid under Lancaster's contract. That area has had 13 gang-related homicides this year. The sheriff made no move to shift gang officers to Compton when violence shot upward there early this year. At Century station, where a specific gang war was identified, a task force was formed, but the gang unit was not expanded. Another problem area has been East Los Angeles, which has had 20 gang-related homicides this year, up from 11 for each of the previous two years. In that area, too, the number of gang enforcement personnel has not been increased. The need for a larger gang enforcement team is widely acknowledged. McBride, who spent nearly three decades as a gang specialist in the Sheriff's Department, estimated that Compton's gang problem alone would justify 50 gang suppression officers and a team of 10 to 15 investigators. Ford and other gang experts caution that simply moving deputies to a hot spot might not have much impact. Effective gang officers, they note, develop sources on the street over time. Compton's level of gang activity, for instance, complicates law enforcement efforts to get intelligence and also makes it harder to target any one area to significantly reduce criminal activity, sheriff's officials said.The city, which covers 10 square miles and has about 96,000 residents, has at least 10 active and violent street gangs, as well as numerous other crews, said Percy Perrodin, the city's former deputy police chief and brother of Mayor Eric Perrodin."You're talking about a very complex gang situation," said Cheryl Maxson, a UC Irvine professor who studies street gangs. By mid-2005, Compton had as many homicides as all of 2004, but city officials said there were no additional funds to add to the 72 deputies who patrol the city."People need to realize that Compton's problems won't stay in Compton. Absolutely, they ought to be concerned about what's happening, and they ought to help," he said. "We give foreign aid to other countries so they won't fall apart. How about some domestic aid?"

Today, Americans face an unprecedented illegal immigration crisis facilitated by multi-billion dollar drug and human importing cartels as well as corporations which are inducing the invasion by aiding and abetting illegal aliens and using their influence on the Executive Branch and elections to paralyze existing immigration laws supported by over 80% of the American citizenry.

These events are not random and chaotic. Massive illegal immigration is the result of non-enforcement and under-enforcement of our existing immigration laws.

Supporters of illegal aliens love to claim that our immigration system is broken. The system is not broken. Elite financial and political business interests who could care less about the death and devastation they are causing Americans have sabotaged the system. Their profits continue to rise as they send the rest of America spiraling downward on a path to anarchy and Third World quality-of-life conditions.

By using their influence to suspend our existing laws, these globalist special interests have deprived all Americans of political representation as well as their votes, their voice, and a functioning Republic for which our flag stands.

When the laws of the American people – debated and voted on by their duly-elected Congressional Representatives and signed into law by the President – go intentionally under-enforced by the Executive Branch, all of the principles, sovereignty, and self-governance of Americans are derailed. The will of the American public, the existing laws, the US Constitution, and the borders of our great nation are perceived as market hindrances to the global elite. We the people of America are perceived as peasants and subjects beneath the power of their influence.

The American public has spoken through our lawmakers and in numerous polls. A super majority of Americans want our existing laws enforced, those responsible for illegal immigration fined and/or imprisoned, the borders secured, and illegal aliens deported from the United States for many years or permanently. These fact remain, despite several politicized polls which attempt to manufacture consent and make you believe such views represent a minority.

The truth is that most Americans want the illegal aliens to return to the nations of which they are citizens. The rallying cry is: "Illegals Go Home!"

We could easily list 101 reasons why Americans are upset about illegal immigration. Most are concerned about the 4,000+ preventable deaths of Americans by the criminal acts of illegal aliens on our soil each year. No corporate propaganda will change the fact that most Americans do not want to surrender or capitulate to the lawless masses rushing into our nation.

No poll or politicized source is needed to prove this point because the decision is based upon our nation's successful history and basic common sense. The answer is based on something that every judge, lawmaker, and even street thug knows. The penalties must outweigh the benefits if you want to deter any action.

It is common sense and common practice in America that for any law to be a deterrent, two important factors are in play. First, the laws must be enforced, and second, the penalties for any crime must exceed the benefits to those breaking the law.

It is truly amazing that we find ourselves as a nation having to explain these basic foundations of law to corporations and politicians in the year 2007 despite their existence since the dawn of civilization! Can you imagine what would happen in America if the penalty for robbing a bank was that you had to return half of the money you stole if, and only if, you were apprehended for the crime? What if the penalty for car theft was paying a $2,000 fine if you were caught with the stolen vehicle?

The answers are clear. Within a month, you would not have a bank open in America and you would not be able to keep a car worth more than $2,000 in your driveway for more than a week. How many millions of people would quickly take up the careers of bank robber and car thief once the rewards for the crime were higher than the penalty?

If American businesses and homes left their windows and doors unlocked each night and robbers were merely removed by police when detected – only to try again the next night – what do you think would happen? If big, global businesses practiced the same non-enforcement of security similar to the lack of border security and lack of immigration enforcement they have facilitated for Americans, they would be out of business in a matter of days or weeks. If they left their doors unlocked at night and just pushed people back to the street, America would quickly descend into such chaos and anarchy that we would be unable to sustain a population of 300 million. Our population would take a hit similar to the impact of the Black Plague on Europe, and we would quickly enter a new dark age.

Since illegal aliens can never afford to compensate Americans for what they have taken, they must go. We do not need to go door to door looking for illegals to deport in America. Attrition through enforcement works. Illegal aliens are leaving the states of Georgia and Pennsylvania in droves, not because they are enforcing the laws but because they have simply announced they plan to start!

Unfortunately, the current state of affairs in America has illegals flooding in by the millions each year and many law-abiding Americans fleeing the states of California and Texas and many towns and cities in search of more safety and security. Many Americans are on the run and finding few places left to run to.

The illegal aliens are sending a clear message on the streets of Los Angeles and other major urban centers. They are saying: "This is our land. White, black, and legal Hispanics get out!"

This is great news for the housing and real estate markets, Wal-Mart, and McDonalds. They are growing the economy using rapid population growth. This is great news for big corporations and bad news for Americans.

Attrition through enforcement will work. In fact, if President George Bush were to announce on national television that America would begin securing our borders and enforcing our existing laws in one month, so many illegal aliens would leave America that Mexico would have to set up refuge stations!

Another important reason that the illegal aliens must leave for the long term is that they'll return to their home communities with a message for their neighbors that their ill-gotten gains did not pay off in America. This is the only thing that will stop, or slow, the flow. Deporting illegal aliens and sending them packing is the only real way we can put a stop to this crisis.

The politicians in DC are very aware that Americans want the illegal aliens to go. That is why their latest Scamnesty legislation includes a “touchback” provision. Under these laws, the illegal aliens can hop across the Mexican or Canadian borders where special "Ellis Island" stations are set up for them to pay a fine, receive new documentation and be back in the US within days or hours.

The lunatics advocating this plan are counting on Americans to be so stupid and so gullible that they can say, "Look, the illegals left and walked back in legally. Problem solved!" They are eager to pretend to accommodate the American desires for the illegals to leave while quickly returning their slave labor force to our nation.

They know that Americans want illegals to leave and get behind a long line of legal immigrants waiting to enter the US, including millions of people who have been waiting 5-10 years. These politicians and the illegal aliens need to be shown the way to the back of the line. The back of the line is back in the country in which they are citizens, 5-10 years down the road behind all of the talented and law-abiding people who respect our laws.

If these traitorous corporations and politicians succeed in setting up these Ellis Island stations for “Operation Touchback," the revered symbol of Ellis Island will take on a new meaning that Americans see with contempt and resentment. Ellis Island will become a name associated with the horrendous betrayal of free Americans and the deathblow to the American Republic. This is a symbol of America’s surrender and the subjugation of all her people.

If we allow the politicians in DC to sign off on the many Guest Worker, Temporary Worker, Path to Citizenship, Amnesty, Scamnesty bills written by the US Chamber of Commerce, then no wall with an army on top of it will stop the next 20 million from crashing down on our country. We will have signaled that America is weak and will capitulate and accommodate. Already, the word is out in Central and South America that they can come and stay. Each time President Bush has opened his mouth about such programs, the US Border Patrol reports massive spikes in illegal crossings.

Since there is literally no end to the stream of illegals who want to be in America, this will be the end of America as we have known it and as history has praised it.

In the past, when America has cracked down on illegal immigration and the American people have signaled they want the immigration brakes applied, the policies have worked. New laws written near the turn of the 20th century greatly reduced the amount of immigration into America. When Presidents Franklin Roosevelt and Dwight Eisenhower launched large deportation campaigns in the 1950s and 1930s, illegal immigration slowed to minuscule levels as a result.

Whether you agree or disagree with the decisions of the past, these policies were part of the successful formula that have led America to become the most opulent and successful civilization in human history.

While some argue that these enforcement measures were racist and that some American citizens of different races were improperly deported at the time, we now have the technology and methodology in place to assure that American citizens and legal immigrants are not improperly affected by our immigration enforcement efforts.

The difference in 2007 is that the globalist corporations that have hijacked the American government want to stop the American citizenry from applying the brakes this time. They have taken away our ability to determine who can enter our nation and our ability to stop armed and unarmed invasions as granted by the US Constitution.

To take away the self-governance of Americans is to kill the very thing that has made us such a great and successful nation.

Gov. Arnold Schwarzenegger knew he was setting himself up for plenty of criticism when he urged Latinos to "turn off the Spanish television set" in order to learn English faster, but it was a briar patch the Austrian immigrant was happy to leap into. Speaking to the National Association of Hispanic Journalists convention in San Jose Wednesday night, the governor, relaxed and seated in a chair on stage, answered questions for more than 40 minutes on Latino-oriented issues ranging from immigration to education. Late in that session, he was asked what could be done to help Latino students, many new to the country, pass the newly required high school exit exams.

He talked at first about providing more tutors and after-school help to improve their English-language skills, but then suggested that the ability of many California Latinos to lead their daily lives -- shopping, watching television, reading newspapers, speaking with friends -- almost entirely in Spanish was making it harder for them to learn English. "This is politically not the correct thing to say, but here I am, getting myself into trouble,'' Schwarzenegger said, anticipating the furor he was creating. "But I know that when I came to this country, I ... very rarely spoke German to anyone.'' The governor admitted that his experience as a young, single man moving into an area where German speakers were few and far between was very different from a Spanish-speaking family living in an established Latino community like East Los Angeles, because he was forced to speak English. But the governor quickly found himself under attack, both for his message and for its timing. When Schwarzenegger acknowledged that it was difficult for Spanish-speaking Latinos to find the time to perfect their English skills as quickly as possible, Pilar Marrero, a columnist for La Opinion, a Spanish-language newspaper in Los Angeles, said, "They're busy working; they don't have time to learn.'' Schwarzenegger's statement was "both insensitive and irresponsible,'' said John Ramirez, a professor of media studies at Cal State Los Angeles. "This is a very scary and dangerous time because of the growing anti-immigration sentiment, which is all the more reason for the governor of California to be a little more sensitive.'' Not surprisingly, the governor also took heat from the Spanish-language media, which didn't take kindly to his suggestion that their readers and listeners should just say no to their stories and programs. La Opinion, one of the nation's largest Spanish-language newspapers, suggested in an editorial that the governor was dealing in stereotypes when he suggested that California Latinos aren't interested in learning English as quickly as possible. "It is absurd to blame the Spanish-speaking media for low Latino academic performance,'' the newspaper said. The governor's office is receiving plenty of feedback, both pro and con, said Adam Mendelsohn, the governor's communications director. "It's been a very mixed reaction,'' he said. "But much of the negative reaction comes from people who didn't read the governor's remarks in context.'' Schwarzenegger's impassioned support for English immersion, which he admitted was "a drastic way" of learning the language, reflects the way he moved into his adopted country's mainstream, Mendelsohn said. Speaking to the Latino journalists, Schwarzenegger recalled his teachers at Santa Monica City College telling him to "read the L.A. Times, even though you don't understand it. ... Look at books that are English, look at comic books that are English, watch television, listen to radio that is English. And it really helped me.'' It was a very difficult path and a huge commitment of time and effort, but within two years, "I really got my act together so I could read the paper and I could understand the news and really get with it in school,'' Schwarzenegger said. That's not a path that's realistic for many Latinos with family responsibilities and ties to a local community, a community that's largely covered by the Spanish-language media, said John Trasvina, president and general counsel of the Mexican American Legal Defense Fund. "Nobody's saying, 'I don't need to learn English,' but while they're learning English, they should be able to keep in touch with their community,'' he said. A 21-year-old Austrian, virtually alone in a new country and wrapped up in the all-encompassing world of professional body-building, can spend hours in front of the television, living in a totally English-speaking world, Schwarzenegger's critics said. "That's not realistic for Latinos,'' said Ramirez, the Cal State Los Angeles professor. "They're still going to talk to Mom and the neighbors.'' Complaints about how best to teach newcomers English are nothing new for California. The battle between bilingual education, where non-English-speaking students are taught in both their native language and English, and immersion, where students who don't speak English are taught almost entirely in their new language, has raged for years, with groups like U.S. English, founded by former California Sen. S.I. Hayakawa, pushing hard for English immersion and an end to things like bilingual ballots and providing government services in languages other than English. In 1998, for example, California overwhelmingly passed Proposition 227, which banned most bilingual education in the state. Opponents say the immersion strategy it backed hasn't worked. "The governor was talking about kids in our schools who already are immersed in English all day,'' said Maria Quezada, executive director of the California Association for Bilingual Education. "There's a 40 percent dropout rate in the L.A. Unified School District, and their classes are in English.'' But this week was far from the first time Schwarzenegger has come out in favor of English immersion. In speeches, in newspaper op-ed pieces and in interviews he's talked about his experience as an immigrant and the absolute need to learn English in the fastest way possible. "The governor believes very strongly in immersion and believes very strongly in his experience with it and has no trouble talking about his experience as an immigrant,'' said Mendelsohn, the governor's spokesman. "He wasn't saying that Spanish-language media should be eliminated and he wasn't saying Spanish-language media plays no role in the community.'' Schwarzenegger also wasn't saying that by turning off the Spanish-language TV programs Latinos should turn away from their ethnic heritage, Mendelsohn added. When he stopped speaking German, Schwarzenegger said Wednesday, it wasn't "that I didn't like Austria, my heart was always in Austria, but I wanted to as quickly as possible learn the English language.'' Arnold Schwarzenegger quickly turned into a bitter complaint session Tuesday, with conservative voters visibly angry at him over illegal immigration and the parole of murderers. The San Diego County event, at a community park, was carefully planned by Schwarzenegger campaign aides. But some of the invited, mostly Republican audience was livid at the governor while other members alternately booed and cheered during the tense exchanges. An El Cajon woman who said she had been a Republican since the mid-1960s scolded the governor for failing to secure the California-Mexico border and stopping illegal immigrants who come here and "get everything free." "I voted for you, and right now I don't see much difference between you and Phil Angelides," said Sally Plata, 66, referring to Schwarzenegger's Democratic opponent. California's dropout problem aka, the Mexican’s contempt for this nation, our language, literacy and gringos


A state senator offers a package of bills that could help keep in school some of the 150,000 kids who drop out each year. July 17, 2007CALIFORNIA'S CHILDREN are abandoning school at the rate of about 150,000 a year — a number equivalent to the population of Torrance, or Irvine, or all of Imperial County. Fewer than 70% of ninth-graders statewide will graduate from high school, and in some districts the percentage drops to less than half. Shockingly, this is not particularly a problem for schools, which are ranked primarily on their test scores. If marginal students leave, it only helps their averages.The result is a calamity in education that has almost no effect on schools, and that paradoxically has allowed schools to remain on the margins of a public debate about how to keep kids in the classroom. Fortunately, the Legislature is taking note.The stakes are high. In Los Angeles, Mayor Antonio Villaraigosa forced an awareness of the dropout crisis in a district that has coolly accepted the slide of thousands of children into failure. We can squabble about the exact percentage of students leaving schools in L.A., but more than 35,000 students disappeared from the class of 2005 between the first day of ninth grade and the last day of 12th grade. Where do they go? Too often, dropouts fall into gangs and crime. Los Angeles is the gang capital of the nation. California has the largest prison population in the country, and more than 80% of the state's prison population did not graduate from high school.Reducing the dropout rate statewide will require a profound rethinking of how we encourage students to stay in school and how we hold schools accountable for keeping them there. State Sen. Darrell Steinberg (D-Sacramento) has introduced a package of bills that starts that process, creating a sturdy framework for reform. The legislation, now in the Assembly, would hold schools accountable for their dropout rates and offer funding to help them engage students in the classroom, and it takes a thoughtful approach to curtailing the excessive hours some students work. Most notably, SB 219 would add dropout rates for eighth- and ninth-graders to the Academic Performance Index. By law, 60% of the API must be devoted to test scores, but the other 40% is in play. How much the dropout rate would count toward a school's API would be determined by the state schools superintendent and board of education, but including that information would give a more realistic measure of performance. A school with high test scores but also a high dropout rate, for example, would see its API dip. This bill would also assign API responsibility to the school and district of origin for students enrolled in alternative education programs — which is not currently the case. That would remove what Steinberg calls "a perverse incentive" for schools to stand by as the least able students walk out the door.Another bill in the package, SB 405, would help schools in the lowest third of the API increase the number and quality of college prep and career tech courses they offer. This sounds like common sense, but it is actually a visionary attempt to eradicate the 100-year-old bias in education that allowed career tech to become a second-tier option to college readiness.The voluntary grant program created by the bill would provide schools with $100 a student. Schools could, for example, add a "shadow" algebra class for struggling students (shadow classes reinforce lessons previously taught in regular class) or Advanced Placement chemistry for those who excel. They could meld career tech and college prep in an "auto physics" class, like the one taught at Duarte High School.How will this keep kids in school? A report released last year by the Bill & Melinda Gates Foundation found that almost half of dropouts say they left school because classes were not challenging and they did not see any real-world, or work-world, applicability to what they were learning. Steinberg's SB 405 would advance what should be the ultimate goal of education: fully preparing students to perform capably whether they enter college or the work world.Work brings us to another bill in the package, SB 406. One reason U.S. students often lag behind their international peers, research shows, is that they work outside the home more and study less. California permits 16- and 17-year-olds to work a Dickensian 48 hours a week. Steinberg's legislation would tie work to school performance. Students with lower than a C+ average and less than 90% attendance could work no more than 20 hours a week; students with a C average or lower and attendance that dips below 80% in the current semester couldn't work at all. The bill would, however, allow principals to consider extenuating circumstances, such as student and family economic necessity, and grant exemptions. More policy work remains to be done if the dropout rate is to reverse course, but these bills set the state on the right path. They deserve the support of the Legislature and governor. Most of the schools you are hearing about, South Gate High, Bell Gardens, Huntington Park, etc., where these students are protesting, are also Title 1 schools. Title 1 schools are on the free breakfast and free lunch program. When I say free breakfast, I'm not talking a glass of milk and roll -- but a full breakfast and cereal bar with fruits and juices that would make a Marriott proud. The waste of this food is monumental, with trays and trays of it being dumped in the trash uneaten. (OUR TAX DOLLARS AT WORK) I estimate that well over 50% of these students are obese or at least moderately overweight. About 75% or more DO have cell phones. The school also provides day care centers for the unwed teenage pregnant girls (some as young as 13) so they can attend class without the inconvenience of having to arrange for babysitters or having family watch their kids. (OUR TAX DOLLARS AT WORK) I was ordered to spend $700,000 on my department or risk losing funding for the upcoming year even though there was little need for anything; my budget was already substantial. I ended up buying new computers for the computer learning center, half of which, one month later, have been carved with graffiti by the appreciative students who obviously feel humbled and grateful to have a free education in America. (OUR TAX DOLLARS A T WORK) I have had to intervene several times for young and substitute teachers whose classes consist of many illegal immigrant students here in the country less then 3 months who raised so much hell with the female teachers, calling them "Putas" whores and throwing things that the teachers were in tears. Free medical, free education, free food, day care etc., etc., etc. Is it any wonder they feel entitled to not only be in this country but to demand rights, privileges and entitlements? To those who want to point out how much these illegal immigrants contribute to our society because they LIKE their gardener and housekeeper and they like to pay less for tomatoes: spend some time in the real world of illegal immigration and see the TRUE costs.

Higher insurance, medical facilities closing, higher medical costs, more crime, lower standards of education in our schools, overcrowding, new diseases etc., etc, etc. For me, I'll pay more for tomatoes. We need to wake up. The guest worker program will be a disaster because we won't have the guts to enforce it. Does anyone in their right mind really think they will voluntarily leave and return? There are many hardworking Hispanic/American citizens that contribute to our country and many that I consider my true friends. We should encourage and accept those Hispanics who have done it the right and legal way. It does, however, have everything to do with culture: A third-world culture that does not value education, that accepts children getting pregnant and dropping out of school by 15 and that refuses to assimilate, and an American culture that has become so weak and worried about "politically correct" that we don't have the will to do anything about it. The phrase "cheap labor" is a myth, a farce, and a lie. there is no such thing as "cheap labor." Take, for example, an illegal alien with a wife and five children. He takes a job for $5.00 or $6.00/hour. At that wage, with six dependents, he pays no income tax, yet at the end of the year, if he files an Income Tax Return, he gets an "earned income credit" of up to $3,200 free. He qualifies for Section 8 housing and subsidized rent He qualifies for food stamps He qualifies for free (no deductible, no co-pay) health care His children get free breakfasts and lunches at school He requires bilingual teachers and books He qualifies for relief from high energy bills If they are or become, aged, blind or disabled, they qua lify for SSI. Once qualified for SSI they can qualify for Medicare. All of this is at taxpayer's expense He doesn't worry about car insurance, life insurance, or homeowners insurance. Taxpayers provide Spanish language signs, bulletins and printed material. He and his family receive the equivalent of $20.00 to $30.00/hour in benefits. Working Americans are lucky to have $5.00 or $6.00/hour left after paying their bills and his. The American taxpayer's also pay for increased crime, graffiti and trash clean-up. Cheap labor? YEAH RIGHT! Wake up people!
