WASHINGTON, D.C. - May 15, 2008
Now risen to the
level of an insurgent war, the battle between the falling Kleptocratic Mexican
government and supra-wealthy organized crime groups who now control much of
Mexico's land areas, police forces, and even some of its military has hit a new
Exasperating political climates, the violence, bloodshed,
and hatred for Americans South of the border, coupled with rising injustices
and racism against and by US citizens, compounded by an incompetent federal
government North of the border, are propagating the fires of civil discontent
on both sides and about to strip-away the last veneers of civility.
YOURSELF WHAT THE DEMS HAVE DONE FOR YOU, THEN COMPARE IT TO WHAT THEY’VE DONE
FOR LA RAZA!!! DEMS ARE THE PARTY of ILLEGALS!
Toss into the ugly political salad the mix of illegal
immigration, free trade, high treason,
disdain for the Constitution by US leaders, anti-rule-of-law anarchists groups
and members of Congress (i.e. pro-open
borders, pro-illegal immigration groups), and increasing economic pressures
and uncertainties on both sides of the border, the climate is now ripe for
growing a civil war.
Corrupted Mexican officials are driving an ever-increasing
political wedge against Americans, demanding non-existent rights for millions
of their invading hordes in direct violation of the Treaty of Guadalupe--giving
the US the unilateral legal right to militarily invade Mexico and seize its oil
fields and other natural assets. However,
at the highest level of government, both countries remain safe from such
political unthinkables--but then the choice as to whether the US goes to war
with Mexico is not in either government's hands.
Somewhere, anywhere, perhaps along any stretch of the
border where Mexican militants are becoming extremely aggressive, or within any
US city where illegal aliens have coalesced, a violent event is now likely to
unfold that could trigger a powerful domino effect, bringing both countries to
war with lightening speed--citizen national against citizen national!

Along the borders, many patriotic Americans are often
working side by side to prop up a greatly understaffed Border Patrol, as well
as aid what many pundits claim is an incompetent, bureaucratically quagmired
Department of Homeland Security. Such
private groups, uncensored by government regulations, are now reporting that
aggressive actions by both armed and unarmed Mexican citizens, coupled with
high tensions on both sides of the border, are threatening to erupt into
full-scale war--a war that neither government will be able to quell once
ignited, they suggest.
between Mexicans and Americans on the borders are not unusual and many Border
Patrol agents have lost their lives while others have been used, and even
jailed, as international political fodder in a fight fraught with political and
economic complexities and racial and nationalistic tensions.
Hatred is now
growing on all sides of the issues and fences.

RAZA DEMS AT WORK… for illegals!
Even members of Congress have splintered into race-biased
groups, such as the Hispanic Caucus lead by Rep. Luis Gutierrez, a known
anti-rule-of-law proponent of illegal immigration and original signatory to the
unconstitutional Kennedy/McCain "comprehensive amnesty" bill proposal
expected to cost taxpayers an estimated $7 to $36 trillion dollars over
30-years if approved. [5.2] (He is not alone in his disdain for the
Constitution and law or anti-Americanisms, given Democratic House Majority
Leader Nancy Pelosi's blocking of all progress on the SAVE Act, which would
markedly end illegal immigration by forcing criminal employers to quit hiring
Pelosi and Senate Majority Leader Harry Reid have both refused to support the Safe America Act, which would seal our borders within 6 months and
repatriate all illegal aliens within 16 months, permanently ending illegal immigration,
and more--its the bill proposal of its kind that would actually save taxpayers
trillions of dollars and help reduce the national debt while increasing
security for all Americans.]
In the mean
time, White and Black supremacist groups have remained largely benign, showing
little retaliation against illegal alien Latino gangs to date, which could be a
sign of a dangerous smoldering time bomb looking for an excuse to explode.
Activist groups, as well as state law makers, are routinely
pointing out that the federal government has breeched its Constitutionally
required duty under Article IV, Section IV to protect citizens and states from
foreign invasion, instead choosing to play politics with the law and
mislabeling the invasion (of an estimated 11-16 million armed and unarmed
Mexican citizens and another 4-8 million nonMexicans) as merely
unfortunate--ignoring the $300+ billion yearly impact on local and state
governments and landslide of negative impacts on Americans.
Each year, foreign invaders murder an estimated 4,380
Americans in their undeclared war on Americans, a death toll totaling more than
the 5 years of war in Iraq combined.
Compounding the impacts, another 4,735 innocent Americans are slaughtered by
illegal alien drunk drivers who should not be in the country at all but are
allowed to remain by local, state, and federal law enforcement. [sic] Equally sickening is the fact that over 243
innocent children are brutally molested or raped each month by foreign
intruders--tragic crimes that could have been avoided by simply enforcing our
immigration laws--clearly Pelosi and Gutierrez stand against American children,
given their Draconian positions and respective outcroppings. [sic]
and researchers now conclude that President Bush and Congress have raised their
collective incompetency to the level of criminal negligence, and even treason,
for failing to deal with these issues as required by law and Constitution.
Criticism, legal, and political issues aside in the US, the war South of the
border continues to escalate and threaten the US.
A United Nations survey of security and criminalization of
38 countries ranked Mexico "number one" in the category of
"violent crime" in the use of firearms--a country where privately

Organized crime, which collectively earns an estimated $23
to $40+ billion annually from the illegal drug and human trafficking markets in
the US, are growing bolder throughout Mexico and using their funding to corrupt
anything and everything that stands in their way. They have hit an all-time
high in both infiltration of government, as well as murder of prominent
families, police, and army officials--racking up 102 executions nationally in
just the last seven days. Mexican armies are now spread thin, trying to
quell the violence and warfare across one third of its territories but are
losing ground--government leaders are highly alarmed.
The raging war
in Mexico has gotten so bad that three high ranking federal officers resigned
their posts and asked the US government for "political asylum" last
month.[13.2] The obvious implication is that the Mexican government can no
longer protect its own and is now being seen as a political threat to
upstanding citizens--such is the infiltration and corruption level within
government by organized crime that now appears to be running much of the
government (for all intents and purposes).
In the city of
Tijuana, Wild West style shoot-outs on city streets have become common place
between the forces of good and evil, with evil largely winning with impunity. A major cash cow for Mexican mafias,
kidnapping along the border areas of both American and Mexican citizens has
escalated to such a point that mayors of cities from Tijuana to Juarez have
requested help from the Mexican Secretary of Government. [sic]
Even the US has
entertained the idea of sending a billion dollar stipend to Mexico's deep dark
financial hole (where so much money is known to mysteriously disappear).
Ironically, given the state of the Mexican government's corruption at all
levels, such funds may ultimately end up in the hands of the very organized

American society, President Bush, Mexican President Calderon, and Canadian
Prime Minister Harper are pressing forward aggressive plans to permanently
open the border with Mexico to the US in advancement of their free trade
agenda under the Security and Prosperity Partnership (SPP). The SPP, according
to many research analyst, journalist, state legislators and other officials,
has been deemed the precursor to the North American Union (NAU). The goal, they
claim, is to eventually combine the US, Canada, and Mexico into one country
under one currency--the "Amero"-- much like the European Union. It is
a claim the three leaders flatly deny, but their actions, and those of all
three governments, dictate the plan is well underway.
The result has
been that state legislators, like Arizona's State Senator Karen Johnson, have
taken bold steps to stop the NAU and have threatened to secede their states
from the union in the event unconstitutional mandates such as the SPP are
attempted by the federal government. Twelve states have some form of

its South, the Mexican oligarchy of super-wealthy families who puppet-master

to deal with their own country's economic and immigration problems, or its
endemic corruption. Their last resort agenda for their own failures has been to push their
citizens out of Mexico and into the US toward keeping their economy from
collapsing--using the ploy of blaming the US for criminalizing the trespass of
its borders while crying racism--even though Mexico is comprised of many races
and ethnicities--counting on the ignorance and assistance of the national

unworthy of solving by US leaders contrasts the hard reality that we are now
engaged in a low level war with Mexico--a war that could escalate at any
Compounding the violent aspects are the racist aspects from
both camps, on both sides of the border.
In Mexico, a
recent Zogby poll declared that the vast majority of Mexican citizens hate
Americans. [22.2] Mexico is a country saturated with racism, yet in denial,
having never endured the social development of a Civil Rights movement like in
the US--Blacks are harshly treated while foreign Whites are often seen as the
enemy. [22.3] In fact, racism as workplace discrimination can be seen across
the US anywhere the illegal alien Latino works--the vast majority of the
workforce is usually strictly Latino, excluding Blacks, Whites, Asians, and
others. [22.4] This has not gone unnoticed by US citizen workers.
In the US,
growing worker frustration from wage devaluation and job losses due to illegal
immigration and free trade, as well as a faltering economy is spurring
increased intolerance for both illegal aliens and those in the Hispanic
communities who are increasingly seen as co-conspirators for their failure to
speak-out loud and clear against the foreign invasion. Hate crimes have been on a steady increase since 2005 with
7,722 reported in 2007 alone (the majority race-based), according to the FBI.
Raising its ugly
head in 2002 and making a recent comeback, the Flash video game known as Border
Patrol is again increasing its popularity across the US on the Net. In what
is seen as racist or hate-mongering content, the video features the US-Mexican
border and illegal aliens trying to cross--points are scored for killing
trends tend to show increasing frustrations and underlying anger of US citizens
that is fueling an undercurrent mix of nationalism and racial tensions between
Americans and Mexicans in particular.
fuel to race tensions is the mainstream news media's insistence on not
reporting the facts on illegal immigration or the dangers of open borders while
focusing on the agendas and rhetoric of race-based groups. For example, pro illegal immigration activist Alfredo Gutierrez, an
alleged Latino racist, revealed the group's agenda and strategy that is still
in use to this day.

have been turned into a mainstream news media platform, which has been
consistently brought forward in the press and is actually racist in and of
itself--for it promotes the race-based agenda of those who support illegal
immigration, which devalues fact exploration, rule-of-law, Constitutional
respect, and logical conclusions surrounding highly complex issues that are
severely and negatively impacting Americans--and now skewing both camps toward
a war footing.
The sad irony is
that illegal aliens come in all races and ethnicities, including Euro-whites,
so while race clearly plays a role on both sides of the issue toward fueling
hatred in both camps, race itself in not the central issue--not by a long shot.
administration and this Congress are and will be responsible for the deaths of
thousands of our citizens for their failure to secure our borders and they
should be held [legally] accountable, said Lou Dobbs, of CNN's Lou Dobbs
If anything is
clear from these trends and developments, it is that Congress's dereliction of
duty to ensure the enforcement of our current laws, and the President's preoccupation
with his treasonous SPP project that is undermining trust in government and
fueling nationalism, are two major underlying weights pressuring a frustrated
citizenry toward a predilection for violence that has, as yet, remained well
constrained. For there are two camps
of citizens in America--those who clearly see the threats and are ready to
fight for their country--and those who have kept their heads in the sands and
are ready to run away from their country--the former will likely do all the
deciding for the latter.
although clearly not about race at its roots, is quickly becoming a political
wildfire about race and nationalism due to the rudderless and incompetent
national leadership of two countries whose failed policies and lack of
solution-making on behalf of their citizens, is outcropping us all toward yet
another preventable catastrophe. Citizens are being forced to the solve the
problems government refuses to deal with, and as we all know, that's when
things go to hell.
Americans will never tolerate an open border with Mexico
and they want control of their country, immigration, borders, and security
returned to them, while Mexico's citizens will likely tire of living in fear in
their own land--they will, at some point, as in their historical past, rise up
to take matters into their own hands. We
could very well be in the midst of the starting stages of the next Mexican
Revolution where both mafias and governments may soon learn to fear the
people--but it's a civil war more likely than not to ignite first on American
soil--where one stupid act mislabeled as "racism" by one side or the
other, could trigger it all.
One thing is
certain for both country's citizens--they each deserve better from their
government and leaders--and they each deserve a country that works!

Illegal immigration is another matter entirely.
With the state budget in tatters, millions of residents out of work and a state
prison system strained by massive overcrowding, California simply cannot
continue to ignore the strain that illegal immigration puts on our budget and
economy. Illegal aliens cost taxpayers in our state billions of dollars each
year. As economist Philip J. Romero
concluded in a 2007 study, "illegal immigrants impose a 'tax' on legal
California residents in the tens of billions of dollars."
California spending annually $22
billion to support illegals
Going To the Top!
By Susan Tully
I've been at the immigration reform and enforcement table for about 20 years.
I've worked with activists during all those years. But last week, in Los
Angeles, I had a first-time-ever experience at an activist brain storming
Gathered for an update on Stop AB131, the petition drive to gather signatures
to force a ballot initiative as to whether the California taxpayers should fund
college grants to illegal aliens, I asked the top activist leaders from
Southern California how the signature drive was going.
They started updating me with the positive response from California residents
who signed the petitions, but then admitted about 500,000 more signatures were
still needed. When I said there was only a little more than three weeks to go
to meet the January 5th deadline, suddenly their faces dropped at once, and the
room went completely silent.
It was easy to read on each of their faces; the task was nearly impossible!
Without big money to pay signature gatherers or a tsunami of petitions flooding
in, the taxpayers of California will be forced to give grant money to illegal
aliens for college, on top of the $22 billion they are spending annually in
California to support the illegal alien population.
While all of our minds were racing and searching for suggestions as to how to
accomplish this daunting task of gathering signatures, Lupe Moreno, long time
Hispanic leader from Santa Ana, said "Can we have a prayer?" Everyone
agreed to pray.
As the prayer went around the table, people expressed their sorrow for the lack
of leadership in the State of California and in the nation to protect the
interest of American citizens, and asked for divine guidance in helping them
understand the harm their policies are inflicting on millions of innocent
people in the state. In all the years I have worked on this issue, I had not
witnessed the sort of sincere emotion that was expressed in that room.
(THE FASTEST GROWING POLITICAL PARTY IN AMERICA IS THE MEXICAN FASCIST PARTY of
LA RAZA! AND WE ARE FORCED TO FUND IT!)
You see, the politicians in California are happy to give money the state
doesn't have to illegal aliens to attend college, while they cut the budgets
and slash programs for public safety, right and left. The American citizen's
interests and safety are simply collateral damage for seeking and appealing to
the illegal alien lobby.
These activists in California have already learned what the rest of the nation
is about to learn. We the people. . . are the only ones looking out for the
best interest of American citizens. With few exceptions, we have no national
leadership on the issue of stopping the illegal migration flow into our nation.
American citizenship or the benefits thereof have become a commodity for
politicians to pander and barter away. They will grant de facto citizenship
through sanctuary policies, in-state tuition, non-compliance with Secure
Communities, grants for college, etc., etc., etc. President Obama and most the
Republican presidential hopefuls are peddling various versions of amnesty
proposals if they are elected next year.
What do these politicians want in return? They are hoping to leverage enough
votes in key states to put them over the top in 2012, no matter what it costs
the American people. This is futures betting: The politicians are gambling the
nation's future in hopes of winning the next election.
So while the state can't afford to pay its bills or provide decent services to
citizens, these California activists watch their elected leaders lavish still
more benefits for people who don't have a legal right to be in the country. And
while their child might have to pay out-of-state tuition to go to college in
another state, thousands of illegal aliens are going to college at in-state
tuition rates in California that they are subsidizing.
In addition they know that millions of other illegal alien parents are
receiving food stamps, Medicaid, housing assistance and dozens of other state
and local benefits for their American-born children, while they have to decide
which bills will be paid this month and which will have to wait.
It's not hard to understand why the activist of California need all the help
they can get. Please go to www.stopAB131.com and lend a hand to our friends and
family and the people of California to do what needs to be done for the good of
our children first.

The study, which
covers all immigrants, legal and illegal, and their U.S.-born children younger
than 18, found that immigrants tend to make economic progress by most measures
the longer they live in the U.S. but lag well behind native-born Americans on
factors such as poverty, health insurance coverage and homeownership.
The study, based on 2010 and 2011
census data, found that 43 percent of immigrants who have been in the U.S. at
least 20 years were using welfare benefits, a rate that is nearly twice as high
as native-born Americans and nearly 50 percent higher than recent immigrants.
The report was
released at a time when both major presidential candidates have backed policies
that would make it easier to immigrate legally and would boost the numbers of
people coming to the U.S.
Steven A. Camarota, the center’s research director and author of the
96-page study, said it shows that questions about the pros and cons of immigration
extend well beyond the sheer numbers and touch on the broader consequences of
assimilating a population defined by tougher socioeconomic challenges.
“Look, we know a lot
of these folks are going to be poor, we get it. But don’t tell the public it’s
all going great, which is the story line I think a lot of people want to
sell,” Mr. Camarota said. “There is progress over

not look like we’d like it to look, particularly for the less-educated. They
lag well behind natives even when they’ve been here for two decades, and that
is very disconcerting.”
Federal law requires
that the government deny immigrant visas to potential immigrants who are likely

Herria emigrated illegally from Mexico to Stockton, Calif., in 1997 to work as
a fruit picker. He brought with him his wife, Felipa, and three children, 19,
12 and 8 – all illegals. When Felipa gave birth to her fourth child, daughter
Flor, the family had what is referred to as an "anchor baby" – an
American citizen by birth who provided the entire Silverio clan a ticket to
remain in the U.S. permanently. But Flor was born premature, spent three months
in the neonatal incubator and cost the San Joaquin Hospital more than $300,000.
Meanwhile, oldest daughter Lourdes married an illegal alien gave birth to a
daughter, too. Her name is Esmeralda. And Felipa had yet another child,
Cristian. The two Silverio anchor babies generate $1,000 per month in public welfare
funding for the family. Flor gets $600 a month for asthma. Healthy Cristian
gets $400. While the Silverios earned $18,000 last year picking fruit, they
picked up another $12,000 for their two "anchor babies." While
President Bush says the U.S. needs more "cheap labor" from south of
the border to do jobs Americans aren't willing to do, the case of the Silverios
shows there are indeed uncalculated costs involved in the importation of such
labor – public support and uninsured medical costs. In fact, the increasing
number of illegal aliens coming into the United States is forcing the closure
of hospitals, spreading previously vanquished diseases and threatening to
destroy America's prized health-care system, says a report in the spring issue
of the Journal of American Physicians and Surgeons. "The influx of illegal
aliens has serious hidden medical consequences," writes Madeleine Pelner
Cosman, author of the report. "We judge reality primarily by what we see.
But what we do not see can be more dangerous, more expensive, and more deadly
than what is seen." According to her study, 84 California hospitals are
closing their doors as a direct result of the rising number of illegal aliens
and their non-reimbursed tax on the system. "Anchor babies," the
author writes, "born to illegal aliens instantly qualify as Disability
Income."citizens for welfare benefits and have caused enormous rises in
Medicaid costs and stipends under Supplemental Security Income.

COUNTY LOS ANGELES SPENDS $600 MILLION ON WELFARE FOR ILLEGALS
County Spends $600 Mil On Welfare For Illegal
Last Updated: Thu, 03/11/2010 - 3:14pm
For the second consecutive year taxpayers in
a single U.S. county will dish out more than half a billion dollars just to
cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most
populous, may be in the midst of a dire financial crisis but somehow there are
plenty of funds for illegal aliens. In January alone, anchor babies born to the
county’s illegal immigrants collected more than $50 million
in welfare benefits. At that rate the cash-strapped county will pay around $600
million this year to provide illegal aliens’ offspring with food stamps and
other welfare perks.
The exorbitant figure, revealed this week by
a county supervisor, doesn’t even include the enormous cost of educating,
medically treating or incarcerating illegal aliens in the sprawling county of
about 10 million residents. Los Angeles County annually spends more than $1
billion for those combined services, including $500 million for healthcare and
$350 million for public safety.
About a quarter of the county’s welfare and
food stamp issuances go to parents who reside in the United States illegally
and collect benefits for their anchor babies, according to the figures from the
county’s Department of Social Services. In 2009 the tab ran $570 million and
this year’s figure is expected to increase by several million dollars.
Illegal immigration continues to have a “catastrophic
impact on Los Angeles County taxpayers,” the veteran county
supervisor (Michael Antonovich) who revealed the information has said. The
former fifth-grade history teacher has repeatedly come under fire from his
liberal counterparts for publicizing statistics that confirm the devastation
illegal immigration has had on the region. Antonovich, who has served on the
board for nearly three decades, represents a portion of the county that is
roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger
crisis. Nationwide, Americans pay around $22 billion annually to provide
illegal immigrants with welfare benefits that include food assistance programs
such as free school lunches in public schools, food stamps and a nutritional
program (known as WIC)
for low-income women and their children. Tens of billions more are spent on
other social services, medical care, public education and legal costs such as
incarceration and public defenders.

The anchor baby scam has proven lucrative for illegal aliens in Los Angeles
County, at considerable cost to our own poor and downtrodden legal citizenry.
The numbers show that more than $50 million in CalWORKS benefits and food
stamps for January went to children born in the United States whose parents are
in the country without documentation. This represents approximately 23 percent
of the total benefits under the state welfare and food stamp programs,
"When you add this to $350 million for public safety and nearly $500
million for health care, the total cost for illegal immigrants to county
taxpayers far exceeds $1 billion a year -- not including the millions of
dollars for education," Antonovich said.
I love children and I'm all for compassion -- smart, teach-them-to-fish
compassion. But when laws, the Constitution, and enforcement allow illegal
aliens (the operative word here being "illegal") to insinuate
themselves into our nation and bleed us of our precious financial resources,
then laws, the Constitution and enforcement need to be changed.

La Voz de Aztlan has produced a video in honor of the millions of babies
that have been born as US citizens to Mexican undocumented parents. These
babies are destined to transform America. The nativist CNN reporter Lou Dobbs

whereas George Putnam, a radio reporter, says the figure is closer to 300,000.
La Voz de Aztlan believes that the number is approximately 500,000 "Anchor

skyrocketed to the tune of tens of billions of dollars annually.

figures don’t even include the extra millions that local municipalities dish
out on welfare payments to the U.S.-born children of illegal immigrants,
commonly known as anchor babies. In Los Angeles County alone that figure
increased by nearly $4 million in the last year, sticking taxpayers with a
whopping $52 million tab to provide illegal
immigrants’ offspring with food stamps and other welfare benefits for just one

Illegal immigration costs the
taxpayers of California -- which has the highest number of illegal aliens
nationwide -- $10.5 billion a year for education, health care and
incarceration, according to a study released yesterday. A key finding of the
report by the Federation for American Immigration Reform (FAIR) said the
state's already struggling kindergarten-through-12th-grade education system
spends $7.7 billion a year on children of illegal aliens, who constitute 15
percent of the student body. The report also said the incarceration of
convicted illegal aliens in state prisons and jails and uncompensated medical
outlays for health care provided to illegal aliens each amounted to about $1.4
billion annually. The incarceration costs did not include judicial expenditures
or the monetary costs of the crimes committed by illegal aliens that led to
their incarceration. "California's addiction to 'cheap' illegal-alien
labor is bankrupting the state and posing enormous burdens on the state's shrinking
middle-class tax base," said FAIR President Dan Stein. "Most
Californians, who have seen their taxes increase while public services
deteriorate, already know the impact that mass illegal immigration is having on
their communities, but even they may be shocked when they learn just how much
of a drain illegal immigration has become," he said. California is
estimated to be home to nearly 3 million illegal aliens. Mr. Stein noted that
state and local taxes paid by the unauthorized immigrant population go toward
offsetting these costs, but do not match expenses. The total of such payments
was estimated in the report to be about $1.6 billion per year. He also said the
total cost of illegal immigration to the state's taxpayers would be
considerably higher if other cost areas, such as special English instruction,
school meal programs or welfare benefits for American workers displaced by
illegal-alien workers were added into the equation. Gerardo Gonzalez, director
of the National Latino Research Center at California State at San Marcos, which
compiles data on Hispanics, was critical of FAIR's report yesterday. He said
FAIR's estimates did not measure some of the contributions that illegal aliens
make to the state's economy. "Beyond taxes, these workers' production and
spending contribute to California's economy, especially the agricultural
sector," he said, adding that both legal and illegal aliens are the
"backbone" of the state's $28 billion-a-year agricultural industry.
In August, a similar study by the Center for Immigration Studies in Washington,
said U.S. households headed by illegal aliens used $26.3 billion in government
services during 2002, but paid $16 billion in taxes, an annual cost to
taxpayers of $10 billion. The FAIR report focused on three specific program
areas because those were the costs examined by researchers from the Urban
Institute in 1994, Mr. Stein said. Looking at the costs of education, health
care and incarceration for illegal aliens in 1994, the Urban Institute
estimated that California was subsidizing illegal immigrants at about $1.1
billion a year. Mr. Stein said an enormous rise in the costs of illegal
immigrants in 10 years is because of the rapid growth of the illegal
population. He said it is reasonable to expect those costs to continue to soar
if action is not taken to turn the tide. "1994 was the same year that
California voters rebelled and overwhelmingly passed Proposition 187, which
sought to limit liability for mass illegal immigration," he said.
"Since then, state and local governments have blatantly ignored the wishes
of the voters and continued to shell out publicly financed benefits on illegal
aliens. "Predictably, the costs of illegal immigration have grown
geometrically, while the state has spiraled into a fiscal crisis that has
brought it near bankruptcy," he said. Mr. Stein said that the state must
adopt measures to systematically collect information on illegal-alien use of
taxpayer-funded services and on where they are employed, and that policies need
to be pursued to hold employers financially accountable.
From the Los Angeles Times
immigrants are a factor in California's budget math
February 2, 2009
From Sacramento — Based on my e-mail, a lot of folks think the solution to
California's state budget deficit is to round up all the illegal immigrants and
truck them down to Mexico.
Wrong. Even if it were logistically possible and the deportees didn't just
climb off the truck and hitch another ride back up north, their absence from
the state wouldn't come close to saving enough tax dollars to balance a budget
that has a $42-billion hole projected over the next 17 months.
Painful cuts in education, healthcare and social service programs still would
be needed. Sharp tax increases would be required.
That said, let's be honest: Illegal immigration does cost California taxpayers
a substantial wad, undeniably into the billions.
But it hasn't been PC for officeholders to talk about this for years, ever
since Gov. Pete Wilson broke his pick waging an aggressive campaign for
Proposition 187. That 1994 ballot initiative sought to bar illegal immigrants
from most public services, including education. Voters approved the measure
overwhelmingly, but it was tossed out by the courts.
Wilson was demonized by Democrats within the Latino community. And many think
the Republican Party never has recovered among this rapidly growing slice of
So it's not a topic that comes easily to the tongues of politicians, even Republicans.
Besides, most of the policy issues are out of California's hands. The federal
government has jurisdiction over the border. Federal law decrees that every
child is entitled to attend public school, regardless of immigration status.
And every person -- here illegally or not -- must be cared for in hospital
But the state does add a few benefits that aren't required.
And as Gov. Arnold Schwarzenegger and legislative leaders dig into the books
trying to find billions in savings, at least a brief look at what's being spent
on illegal immigrants seems in order.
First, nobody seems to know exactly. Numbers vary widely, depending which side
they come from in the ongoing angry debate over whether people who entered the
country illegally to work should be allowed to stay or loaded on the southbound
But here are some no-agenda numbers:
* There were 2.8 million illegal immigrants living in California in 2006, the
last year for which there are relatively good figures, according to the
nonpartisan Public Policy Institute of California. That represented about 8% of
the state's population and roughly a quarter of the nation's illegal
immigrants. About 90% of California's illegal immigrants were from Latin
America; 65% from Mexico.
* There are roughly 19,000 illegal immigrants in state prisons, representing
11% of all inmates. That's costing $970 million during the current fiscal year.
The feds kick in a measly $111 million, leaving the state with an $859 million
* Schools are the toughest to calculate. Administrators don't ask kids about
citizenship status. Anyway, many children of illegal immigrants were born in
this country and automatically became U.S. citizens.
If you figure that the children of illegal immigrants attending K-12 schools
approximates the proportion of illegal immigrants in the population, the bill
currently comes to roughly $4 billion. Most is state money; some local property
* Illegal immigrants aren't entitled to welfare, called CalWORKs. But their citizen
children are. Roughly 190,000 kids are receiving welfare checks that pass
through their parents. The cost: about $500 million, according to the
nonpartisan Legislative Analyst's Office.
Schwarzenegger has proposed removing these children from the welfare rolls
after five years. It's part of a broader proposal to also boot off, after five
years, the children of U.S. citizens who aren't meeting federal work
requirements. There'd be a combined savings of $522 million.
* The state is spending $775 million on Medi-Cal healthcare for illegal
immigrants, according to the legislative analyst. Of that, $642 million goes
into direct benefits. Practically all the rest is paid to counties to
administer the program. The feds generally match the state dollar-for-dollar on
So-called emergency services are the biggest state cost: $536 million. Prenatal
care is $59 million. Not counted in the overall total is the cost of baby
delivery -- $108 million -- because the newborns aren't illegal immigrants.
The state also pays $47 million for programs that Washington does not require:
Non-emergency care (breast and cervical cancer treatment), $25 million;
long-term nursing home care, $19 million; abortions, $3 million.
Schwarzenegger has proposed requiring illegal immigrants to requalify every
month for Medi-Cal benefits, except pregnancy-related emergencies.
There also are other taxpayer costs -- especially through local governments --
but those are the biggies for the state. Add them all up and the state spends
well over $5 billion a year on illegal immigrants and their families.
Of course, illegal immigrants do pay state taxes. But no way do they pay enough
to replenish what they're drawing in services. Their main revenue contribution
would be the sales tax, but they can't afford to be big consumers, and food and
prescription drugs are exempt.
My view is this: These people are here illegally and shouldn't be, regardless
of whether they're just looking for a better life. Do it the legal way. And enforce
the law against hiring the undocumented.
On the other hand, they are here. We can't have uneducated kids and
unhealthy people living with us. We have moral obligations and practical
The Obama administration and Congress need to finally pass an immigration
reform act that allows for an agriculture work program and a route to
Meanwhile, California should be honest about the costs. Illegal immigrants are
not the sole cause of the state's deficit. But they are a drain.
The end is nearing, and it's not that far away anymore. Oh,
make no mistake, California will still be here, but very shortly, it won't be
much like anything that people who have lived here for awhile have known.
The culture, the quality of life, pristine environment, and
enviable public school systems are rapidly being segregated into ever-shrinking
areas of affluence.
Anyone who has read this blog knows that the focus here is
on illegal immigration.Is the presence
of people who are unlawfully in the country the only thing that has led to the
Golden State's desperate financial and demographic situation, however? Clearly,
no. There's been plenty of irresponsible spending by California politicians
that is, at most, only marginally related to the millions of the undocumented
who have set up house here.
Still, you can't escape the facts; facts that are so plain
and obvious that one doesn't need to hold an MBA degree to see that much of
California's economic ruin has resulted from nearly unfettered unlawful
immigration from Latin America. We're rapidly absorbing the poorest and least
educated that countries in that area of the world gladly send north, and the
bills for having done this are coming due. California's illegal alien and
anchor baby population is well over twice the size of any other state's, and
not surprisingly, our state's budget deficit is also over twice the size of any
When you lack money, you borrow. California certainly has,
out the yin yang. In fact, California is so far in debt that its credit rating
is the lowest of all 50 states. And when
you can't borrow anymore, you do without.California is ...
Because we have been so busy building public schools (among
other things) to keep up with an exploding Hispanic population, and repeatedly
raising public school teachers' compensation to convince educators to work in
dreary academic conditions surrounded by limited-English learners and street
criminals, we essentially stopped constructing prisons. Well the illegal alien
children, and the offspring of current and former illegal aliens, who now make
up the bulk of public school students here, have been graduating at rates below
Where does a person with little education, who has been
raised in a family where skirting laws is everyday conduct, commonly wind
up?You guessed it.Over half of the people in California jails
and prisons are current and former illegal aliens, and their children. In fact, we have so many illegals and anchor
babies that our "gray bar hotels" are stuffed.Jam-packed to the degree that the Supreme
Court recently ruled they violate 8th Amendment protections against cruel and
OK, so just build more prisons, right?Sure ... with what money? We already spent it on teachers, free public
school breakfasts and lunches, new grade school campuses, discounted college
tuition for illegal aliens, and prison guards who watch over our growing
population of people who didn't seem to benefit from the money we've been
laying out to educate/babysit them.
The bottom line: California will be releasing tens of
thousands of convicts because government officials don't have any other choice.
Therefore, when we say the Golden State "won't be much
like anything that people who have lived here for awhile have known," that
isn't hyperbole or agenda motivated exaggeration. It's simply reality. The most
basic function of government is to protect people and property. California's
government increasingly can't because the money is all gone, and so are many of
the citizen taxpayers who never wanted any part of this grand liberal
immigration experiment and politically correct nonsense, to begin with.
