ConcreFte Evidence of the Continuing Plunge in Both Civil and Criminal Immigration Enforcement
By Dan Cadman
CIS Immigration Blog, January 23, 2016

Two recent reports from Syracuse University's Transactional Records Access Clearinghouse (TRAC) reflect the continued erosion of immigration enforcement under the Obama administration.

On January 20, TRAC reported that criminal prosecution for immigration offenses fell 22.3 percent from November 2014 to November 2015, and more than 36 percent over the course of five years, excluding magistrate court (which deals exclusively with petty offenses).

The following day, TRAC announced that "ICE [Immigration and Customs Enforcement] Detainer Use Stabilizes Under Priority Enforcement Program". The Priority Enforcement Program (PEP) is the replacement to the Secure Communities Program mandated by Homeland Security Security Jeh Johnson as a part of the president's "executive actions" on immigration. It significantly restricts the ability of immigration agents to file detainers against aliens arrested by police on criminal charges.

I have no idea what TRAC means by "stabilizes". A quick look at Figure 1a of their report shows a more accurate state of affairs, if one considers the number of detainers being filed over the course of five years, from a high in April 2011, when Secure Communities became fully effective nationwide and kicked into high gear, versus October 2015. I would use other phrases: "plummeted" or "Dropped like a stone". Or, as my colleague Jessica Vaughan has noted, particularly in relation to detainers filed at county jails, where the lion's share of criminals of any stripes are held after being booked for offenses small and large: "a stunning free fall".

Against Trump – For Now
By Mark Krikorian
The Corner at National Review Online, January 22, 2016
. . .
Dr. Frankensteins say beware of monsters. The editorial and several symposium contributors were clear that voters have good reason to be outraged at the serial betrayals by the Republican political class, even if Trump is the wrong vessel for that outrage. But a few of the contributors have helped perpetrate those betrayals – they’re part of the reason that Trump resonates with so many voters, and I’m loath to take their advice on dealing with the problem they helped create.

Tom Sowell, Ed Meese, Andy McCarthy – criticism of Trump from men like this carries real weight. But – to pick one counter example – Russell Moore? He’s one of the leaders of the Evangelical Immigration Table, a Soros front group pushing for Obama’s immigration agenda. He’s written that “our Lord Jesus himself was a so-called ‘illegal immigrant.’” He’s tweeted that a border wall is a “golden calf.” He exemplifies the yawning gap between elites and the public that fuels Trump’s rise.

In short, Dr. Moore is one of the many Dr. Frankensteins who created Donald Trump. Rather than calling on us to turn away from his creation, Moore might do better to retire from public life and devote himself to quiet good works.

Raising Human Trafficking Awareness Everywhere Except at DHS and HHS, Where It's Sorely Needed
By Dan Cadman
CIS Immigration Blog, January 29, 2016
. . .
If you read the Post article carefully, you will also note that the abuse was finally stopped after raids by the FBI — not DHS Homeland Security Investigations (HSI) agents, who are a part of Immigration and Customs Enforcement (ICE). As has been discussed before in prior postings by myself and Jessica Vaughan, HSI has pretty much abandoned the "immigration" part of its mission. It conducts a minimal amount of anti-smuggling/human trafficking work these days; audits of, and enforcement actions against, employers who hire or abuse illegal alien workers are near nonexistent; and little or no attempt is made at compliance programs directed toward the huge number of visa overstays or, more troubling from a national security perspective, foreign students.

All of this appears to be because HSI is made up primarily of ex-Customs agents, many of whom would rather hack off a foot with a rusty saw than soil their hands with immigration work. Many former colleagues have been forthright in telling me that HSI supervisors work mightily to weed out ex-INS agents from their ranks and force them over to ICE's other division, Enforcement and Removals Operations.

The Post cites Sen. Chuck Grassley (R-Iowa) as having demanded the facts of the trafficking case from DHS and HHS, as well as further details about the methods used to hand "border surge" minors over to putative relatives. Perhaps he needs to delve further into what has happened at ICE, which has been allowed to internally recreate segregated and stove-piped mini customs and immigration enforcement organizations in its midst with little or no oversight.

Disney and Racketeering to Deprive Americans of Their Jobs
By Dan Cadman
CIS Immigration Blog, January 27, 2016
. . .
More ironic than the administration's double standard is that many of our erstwhile "conservative" politicians, including those campaigning for president, have dabbled their hands in this unsavory stewpot and found creative ways to legislate increases in "temporary" worker programs (such as slipping provisions unnoticed and unheralded into massive omnibus budget bills), while at the same time touting their sympathy for the common man and promoting their adamant stance against illegal immigration ... because illegal aliens take American jobs. Do they realize the disconnect in their stances, or do they think we're so mind-numbingly foolish as not to see it?

But back to the lawsuit. This one is well worth watching, for two reasons:

First, it has the makings of a class action, meaning that everyone wronged by Disney's actions may be permitted by the court to participate. And where a 900-pound-gorilla like Disney is concerned, that pile-it-on factor may make the difference, because although Disney is all kindness and treacle at the front door, it has a bare knuckles reputation in the back corridors of its amusement parks where the employees are to be found.

Second, and most noteworthy, the lawsuit is being filed as a racketeering action under the civil federal Racketeer Influenced and Corrupt Organizations (RICO) statute, which can be found at 18 U.S.C. Section 1964. This provision allows each individual harmed to collect triple damages as well as legal costs. Those costs could mount up pretty quickly, especially in a class-action suit. But any potential payout pales compared with Disney's profits. The real harm will be to the company's prestige (and, consequently, its stock value) if it is found to have engaged in racketeering to cut Americans out of their jobs.

Egregious Border Inspection Failures at JFK Airport
By Dan Cadman
CIS Immigration Blog, January 27, 2016
. . .
Once is shocking; twice is criminal negligence. The alien smuggling law prevents "any person" from bringing in, in any manner, individuals known to be aliens other than at a designated place. (See 8 U.S.C. Section 1324(a).) In this case, the "designated place" is the international arrivals port of entry, not a domestic arrivals-and-departures gate from which the passengers could (and did) deplane and walk away en masse. Under the law, corporations are "persons" – initiating the prosecution would make a point that apparently hasn't gotten through.

Better yet, at subsection (b) that same provision of law also permits seizure and forfeiture of the conveyance used to "bring in" aliens, in this case the commercial aircraft. The government should take it. (It would not be the first time this has been done with a commercial aircraft flown by a grossly negligent aviation company flying international routes; it was done in New Orleans several years ago.) What better way to make a point with an aviation company that can't or won't live up to its responsibilities?

Placating Iran, Abandoning National Security
By Dan Cadman
CIS Immigration Blog, January 25, 2016

Some things have an inevitability about them. For instance, as surely as the night follows the day, if you give this president or his cabinet a legislative inch, they are sure to go a mile or more with it, congressional intent be damned. Not to mention that this Congress never learns its lessons, always giving the president that inch and then expressing dismay and outrage when he abuses it.

Such is the case with the Visa Waiver Program Improvement Act (VWPIA), which was folded into the omnibus budget bill passed last month and signed by the president into law. Other than the VWPIA, there was precious little in that bill to give solace to those of us who would like to see immigration laws enforced fully and fairly.

Some welcome and overdue features contained in the bill were designed to tighten up the visa waiver program. It has become increasingly evident that the program as constructed (which has undergone no substantive changes since prior to the events of 9/11) was no longer capable of providing the umbrella of security needed to confront global terrorism realities.

One of the provisions of the VWPIA prohibits use of the visa waiver program by travelers who have been in Syria or Iraq anytime from March 1, 2011, onward or who are "dual nationals" of Syria or Iraq, or other countries designated as state supporters or sponsors of terror (such as Sudan and Iran). Instead, these individuals are required to seek visas through interviews with American consular officers, although the law carves out exceptions for citizens of visa-waiver-participating countries who served in military or civilian government capacities in Syria, Iraq, or other designated countries.
. . .
Significantly, however, the law also provides that the Homeland Security secretary can issue waivers, including for dual nationals. (This is the "inch" referred to above.) No sooner had the VWPIA become law than Iran began publicly grumbling about this proviso, arguing that it would impede the country's post-sanctions economic development and thus violate the nuclear arms "non-treaty" agreement. Shockingly, Secretary of State Kerry immediately responded to Iranian complaints by floating the idea of applying waivers to these "dual nationals", even though the injured-economy argument seemed specious, at least to me. I speculated that it was more likely Iran was actually concerned that the new regimen might impede its continuing and aggressive program of theft of sensitive military equipment, plans, technology, and materiel — transfers of which will, logically, remain banned subsequent to lifting of embargoes and sanctions as part of the nuclear deal.

The Washington Post's Kathleen Parker's Gushing Ode to Governor Haley: A Moderate's Diatribe, Pt. 3
By Stanley Renshon
CIS Immigration Blog, January 27, 2016
. . .
As for Parker, Obama's frequently used straw men could take a lesson from her:

Haley's gentle cri de coeur neatly exposed the battle lines. On one side are those who deploy anger, bias, nativism and fear. On the other are those who want to reshape the GOP into a party that's based on ideals of inclusiveness and respect for others (like, maybe, a first-generation, Indian-American daughter of Sikh immigrants), exercises caution through reformed immigration policies without demonizing swaths of people, and recognizes that winning hearts and minds begins with civility and communication.

Yes, that must be right! "On one side are those who deploy anger, bias, nativism, and fear."

And on the other side are those like Parker, and others of her sensibilities like co-moderate David Books at the New York Times, who writes that Ted Cruz is "brutal" and not a good Christian", as well as being "satanic" and a "pagan".

+++

Part 2, January 26, 2016
. . .
Finally, Parker takes notice. The governor finally said something worth thinking and writing about, and for which she should be praised.

Is it the moving way that the community came together after the racially inspired murders? No.

Is it the laundry list of the president's failures or the aspirations of the GOP to do better? No.

Is it Governor Haley's strong stance against illegal immigration and her strong welcoming stance to legal, well-vetted immigrants? Absolutely not!

It is GOP extremism.

Part 1, January 25, 2016
. . .
Kathleen Parker is a conservative opinion writer at the Washington Post, but a soft one. That is, she is willing to take a look at the impact of political correctness on military preparedness, or how a focus on self-esteem creates thin-skinned college students. Yet, she is also willing to smear Trump supporters, on the basis of a rinky-dink study of their supposed "authoritarianism". That is "obvious" because people who want their "children to be respectful, obedient, well-behaved and well-mannered have a propensity to support Trump." Why soon they'll be teaching their children Nazi salutes!

Mostly, and as is obvious from the above examples, she is upset by "extremists" and Americans' failure to call them to account. Just who is "extreme" and the reasons that they are placed in that category is a helpful and clarifying set of questions.

Parker's latest ode to reasonableness, as she sees it, is a column devoted to "Nikki Haley's righteous gamble".

Rubio and His 'Non-Criminal' Illegal Aliens
By Jon Feere
TheHill.com, January 27, 2016
. . .
So what does Rubio mean by "a felon"? Does he mean that an illegal alien must be arrested, prosecuted and found guilty of a felony in a court of law before he or she faces deportation? It seems so. And that's only after he or she presumably serves any jail sentence for the felony at an additional cost to taxpayers. Wouldn't it make more sense to remove an illegal alien at the first possible opportunity, simply because of illegal immigration status? Immigration law doesn't require an additional act of violence for it to be enforced.

South Sudanese TPS Announced Four Days in Advance
By David North
CIS Immigration Blog, January 22, 2016
. . .
For several years now, USCIS has announced in the Federal Register that aliens in the United States as of the announcement date can secure Temporary Protected Status, but you had only a matter of hours to qualify.

Now — and this may be the first time — USCIS has announced today that it will officially announce on Monday, January 25, that anyone from South Sudan (an admittedly dangerous territory) who is in the United States on that date can qualify for the status.

There is little travel from South Sudan to the United States; so little, in fact, that an earlier grant of TPS for the South Sudanese in 2013 attracted all of 10 successful applicants, as we reported in a CIS Backgrounder on TPS generally. South Sudan broke off from Sudan a few years ago; it is a largely Christian and animist nation, while Sudan is largely Muslim. This time around, USCIS is guessing that 25 to 150 people will apply.

"Something Old, Something New" on Exploiting Young Aliens
By David North
CIS Immigration Blog, January 27, 2016
. . .
What's new in the situation is the technique used by the traffickers to secure new workers. They would go to detention centers for the illegal aliens and ask for the release of the teenagers on the grounds that they were friends of the family. The article indicates that these applications were not vetted closely, if at all, and frequently no fingerprints were taken of the "friends".

The Post, to its credit, put the story on the front page this morning, and devoted a full interior page to the continuation, complete with a map, photos, and graphics. The reporter is Abbie VanSickle, who is with the Investigative Reporting Program at UC/Berkeley.

This kind of reporting is so valuable, and so rare. We have, however, seen comparable work from BuzzFeed, such as its coverage of the H-2B program, cited in an earlier blog.

Diplomats and immigration officials from Costa Rica, El Salvador, Guatemala, Mexico (as well as Panama, Honduras, and Belize) and the International Organization for Migration met in Guatemala City to review the initial transfer of 180 Cubans. The regional governments deemed the earlier trial run of 180 Cubans a "success." As such, the countries agreed to schedule two flights a week out of Costa Rica. The next flight is scheduled for February 4. The original route will continue to be used; the Cubans will be flown from Costa Rica to El Salvador and bused through Guatemala to the southern border of Mexico. Priority will be given to households with pregnant women or children, taking into account the date of entry into the country and the number of visas granted, and that these people have the financial resources.

Cuba's Next Flood Of Immigrants Arrives
Investor's Business Daily, January 26, 2016
. . .
Now it’s being exploited by Cuba’s government. Those coming here aren’t the freedom seekers of 50 years ago. They’re mostly economic refugees, seeking jobs or taking advantage of the U.S.’ extraordinarily generous welfare benefits.

This underscores not just the moral bankruptcy of President Obama’s Cuban policy, but also the willingness of our so-called neighbors, such as Mexico, to dump their own problems on the U.S.

Thousands of Cuban immigrants are traveling from Cuba to Ecuador, Panama, Costa Rica, Nicaragua and other countries. And how have these nations treated their fellow Spanish speakers? They’ve closed their borders to them. Now, along with Mexico, these countries are helping Cubans make the trek to the U.S.

Now they’re our problem.

U.S. Commits $9.5 Mil to Migrant Education
Judicial Watch, January 27, 2016
. . .
CAMP services include outreach to eligible persons, counseling, tutoring, skills workshops, financial aid stipends, health services and housing assistance. HEP targets migrants who are at least 16 and not enrolled in school and offers developmental instruction and counseling services to prepare them for high school graduation or the alternate General Educational Development (GED) certificate. Successful candidates then get counseling, job placement, healthcare, financial aid stipends, housing and cultural and academic programs, according to the Office of Migrant Education. HEP candidates already qualify for a free public school education in the U.S., but for whatever reason don't attend classes and the government is taking the extra step to help them.

The $9.5 million injection comes as the country's public schools are forced to absorb the exorbitant cost of educating the recent influx of Central America minors that have entered the U.S. through Mexico in the last year and a half. A study determined that educating the initial 37,472 (the number has since grown) Unaccompanied Alien Children (UAC) made it into the U.S. will cost an astounding $761 million a year. The figure includes special Limited English Proficient (LEP) classes conducted in Spanish or in other indigenous Central American languages as well as free school meals for the new arrivals. In many cases the UACs have very little education, making the task all the more difficult for overwhelmed teachers and administrators.

But even before the U.S. got bombarded with hordes of Central American minors a few summers ago, the cost of educating illegal immigrants was exorbitant. This is especially true in border states because they absorb a huge chunk of the illegal aliens. For instance, California spends an estimated $12.3 billionannually educating children of undocumented immigrants, a recent study reveals, yet only a small percentage of students are proficient in reading. A different study determines that Texas spends $8.5 billion on kindergarten through 12th grade for illegal aliens, including supplemental English instruction. Arizona spends $810 million and New Mexico almost $500 million.

Trump Boycott Isn't About Kelly, It's About Fox Being Pro-Open Borders
By Ann Coulter

Fox has made a habit of insulting Trump — provided he's not there to respond. After the first debate — which, incidentally, all the polls say Trump won — Fox let it be known that the moderators had been prepared to forcibly remove Trump from the debate if he failed to follow the rules. Brett Baier even revealed their cute little speech before they would escort him to the elevator: "We don't want to have to escort you to the elevator outside this boardroom. But we're locked and loaded."

Trump has gotten along well enough with bankers, unions, mafia dons and New York City bureaucrats to make himself a billionaire. Why him? Why not Sen. Ted Cruz (R-Texas)? And why leak it after it was obviously not necessary?

After San Bernardino, Trump proposed a temporary ban on Muslim immigration, and the media reacted as if he’d flown two planes into the World Trade Center. He didn’t budge. It turned out that no one who is not a sanctimonious douche was offended.

Trump keeps saying these things — and he’s not exactly getting kudos from the media. (Except on my webpage, where he’s a huge hit!) He’s never backed down. I’m beginning to think he believes what he says. Maybe it’s time to stop believing what the “conservative” media says.

Repeal the Cuban Adjustment Act
USA Today, January 25, 2016
. . .
U.S. immigration policies on Cuba also provide reason for cynicism in politics. Marco Rubio and Ted Cruz, the two Cuban-American Republican senators running for president, both portray themselves as tough on illegal immigration and border enforcement. But neither can bring himself to advocate repealing the Cuban Adjustment Act.

Rubio says it should be re-examined. But his focus is on making adjustments that would end the back-and-forth travel, while leaving its central tenets intact. Cruz argues the law is still necessary given the continued existence of a communist regime in Havana.

The United States needs laws that will deter illegal immigration, not encourage it. Enforcing these laws would be easier if they were at least consistent, fair and defensible. The Cuban Adjustment Act is none of the above.

We still don’t have one, and with the rising terrorist threats as well as rampant criminality along the border and in major cities, a guarded border is not just a political talking point, but an unequivocal necessity.

A World Where Muslim Pedophiles Roam Freely
By James G. Zumwalt
Family Security Matters, January 29, 2016
. . .
But what happens in Muslim countries today does not stay in those countries.

As Muslim immigrants have settled in Europe, their religious leaders discourage assimilation in order to maintain Islam's "purity." This has resulted in hundreds of "no-go zones" being established throughout Europe (751 alone in France), where host nation law enforcement dare not go. This leaves Shariah to dictate Muslim community behavior-i.e., a legal system that allows male sexual abuse of children.

A 2014 report in the United Kingdom revealed between 1997-2013, approximately 1,400 children in Rotherham Borough had been abducted, trafficked to other cities, beaten and sexually molested by multiple perpetrators.

Despite such horrific child abuse, staff members interviewed to identify the perpetrators were reluctant to describe them as Muslims for fear of being labeled "racist."

In Sweden last week, police called to a refugee center to stop Muslim males from repeatedly raping a boy were forced away by a mob of "outraged" migrants.

With President Barack Obama opening America's doors to 100,000 Syrian refugees (many of whom are young males) in the very near future, their non-assimilation will give rise to no-go zones here (some already exist) where Islamic lust for child sex will be nurtured.

Immigration, Citizenship, and Cosmopolitanism
By Arthur Milikh
The Heritage Foundation, January 21, 2016

Somewhere between eleven and twelve million illegal immigrants live in the United States. In border states, the problem is especially noticeable. Millions of people violated the law in coming here and continue violating the law by remaining here. The federal government will do nothing about it, and the states are powerless to do anything about it. The result is the halfway house in which we live: Americans are losing confidence in the justice of our laws and the public’s right to make demands on its government.

As the philosophical premises of cosmopolitanism and multiculturalism have become more and more widely accepted, Americans have lost sight of the real meaning and value of citizenship. This loss is at the heart of our nation’s immigration crisis.

Townhall.com, January 30, 2016
. . .
The visa waiver program is there so people we all agree we want to be able to enter the country can do so with minimal hassle. They are people from our 38 closest allies in the world who are allowed to enter for up to 90 days for tourism, business or to travel through the U.S. to other locales.

This does not allow anyone in unchecked. Even those who receive visa waivers must go through the Electronic System for Travel Authorization, or ESTA, which screens identities against multiple law enforcement and terrorism data bases that include information not only from us but from foreign governments as well.

The program was improved just last August to further tighten passport requirements, codify air regulations and sketch out the role of air marshals.

And in December, Congress passed – as part of the Omnibus spending measure – yet another round of reforms to strengthen provisions that allow the Department of Homeland Security and the State Department to kick out any countries they determine don’t share enough information on terrorist threats and those that present a “high risk” to U.S. security.
. . .
The mission of immigration security always is to sort out the well-meaning from the bad apples. The visa waiver program actually helps us do that. It not only sets up a process to ease travel to the United States from citizens of our closest allies, it allows us to inspect and bring about upgrades to the security procedures in use in those countries.

The program gives us leverage to insist on stringent security requirements from our allies, including counterterrorism, law enforcement, border control, aviation and document security standards. Countries must ensure their passports and travel documents meet our technical anti-forgery standards, and these other countries’ operations are inspected regularly by American officials to ensure ongoing compliance.

Illegal Immigration is Not the Only Problem — Visas are Too
By Armand V. Cucciniello III
Time.com, January 27, 2016
. . .
The visa system ultimately boils down to two words: risk tolerance. Do we Americans accept an imperfect system whereby some rogues and/or Islamic extremists pass through the screening process? Or do we rigorously review our current immigration policy, understanding that our guiding principles and moral philosophies regarding who should be allowed into the U.S. are in desperate need of robust filters and screening mechanisms that may result in religious or ideological profiling?

Indiana Should Avoid Arizona’s Immigration Mistakes
By Alex Nowrasteh
Cato.org, January 19, 2016

E-Verify hurts businesses by saddling them with another expensive workplace regulation. Although there is no fee for using E-Verify, it comes with a complex 88-page manual that explains legal costs for businesses who comply with the program. As a result of those legal costs, businesses on average bear a $147 cost per E-Verify check.

E-Verify also doesn’t do much to enforce immigration laws. An audit found that E-Verify approves 54 percent of illegal immigrants as legal to work. If an illegal immigrant is being run through E-Verify, a coin toss has a better chance of identifying them.
. . .
States are rightly frustrated with illegal immigration. But business death penalties and harsh laws will only worsen the situation. In Arizona, it hurt entrepreneurs, saddled businesses with expensive regulations, and did little to stop illegal immigration. That’s a bad deal for Indiana.

What if Bloomberg Said Trump Is Right About Immigration Policy (In General)?
Steve Sailer
VDare.com Blog, January 28, 2016
. . .
Here’s a question: What if Bloomberg publicly changed his mind on immigration and said that he now realizes that Trump, while strident and graceless about how he’s phrased it, has a point? Bloomberg could say he’d favored high immigration in the past, but he now realizes that the U.S. had had massive immigration for a long time now, and that by 2016 we’ve already gotten most of the advantages out of an era of high immigration that there are to be gotten, while the disadvantages are mounting, so now it’s time for a number of years of greater restrictiveness.

Moreover, Bloomberg could say that Democratic politicians like Clinton and Sanders deep down know that more immigration isn’t good for the working class, but they still want more immigration because it’s good for Democratic politicians. As a nonpartisan independent, Bloomberg could deride the Democrats for importing ringers to win elections. And he could likewise deride the Republican establishment for trying to solve their partisan problem with Hispanics with a “comprehensive immigration reform” policy that’s bad for the country.

Bloomberg really, really wants to be President. He’s explored running for President before. But it’s been hard for his hired experts (and he can afford the best) to figure out a way for him to win. He’d have to do something to shake up politics, like announce that he was wrong and Trump was right on immigration. As an example of plutocrat cluelessness, he could use the time he went on the radio in 2006 and said illegal aliens were crucial to fairway maintenance.

The Supreme Court’s Ticking Time Bomb for the GOP
By Linda Chavez
The New YorkPost.com, January 22, 2016

As the Hispanic electorate grows, Republicans increasingly need to win more Hispanic votes to be competitive in states such as Colorado, Nevada, New Mexico, Florida (where non-Cuban Hispanics now outnumber the more Republican-leaning Cuban-American population) and even Virginia, which has grown more Democratic in recent years.

Pushing a line on illegal immigrants that we should “round ’em up and kick ’em out” will simply shove Hispanics into the Democrats’ arms for generations. Democrats will shake their heads in sympathy all the way to Inauguration Day.

The Supreme Court is likely to issue its decision in June or early July, by which time the parties will likely have settled on a nominee even if the conventions will be weeks away. The decision could inject an issue back into the campaign at a time when it may have withered away.

Cruz’s Record on Immigration Can’t Be Redeemed by Sen. Jeff Sessions
By Jennifer Rubin
The Washington Post, January 29, 2016

The average Iowa voter may be saying, “Who the heck is Jeff Sessions, and why should I take his word for it?” Cruz was telling voters not to believe their lying eyes but to take the word of some other state’s senator and a bunch of talk radio demagogues. Good grief. The man is a U.S. senator, running to be commander in chief, and he is citing Mark Levin and Rush Limbaugh as character witnesses? It was a low moment for the onetime collegiate debate champ. (By the way, if in 2013 Cruz was introducing a poison pill, he was a convincing liar, making others believe he actually supported legalization.

The Moral Urgency of Immigration Reform
By Archbishop José H. Gomez
CNN.com, January 27, 2016
. . .
The DAPA and DACA programs together would provide immediate relief and peace of mind, no matter how temporary, to up to 5.2 million of these people. About 5.5 million U.S. citizen children could benefit directly from their parents receiving deferred action under the DAPA program.

Right now, U.S. immigration policy betrays our country's founding principles and historic commitment to be a beacon of hope for the peoples of every nation. The common good can never be served by deporting some little girl's dad. A just and compassionate society must not allow this.

People do not cease to be our brothers and sisters just because they have an irregular immigration status. No matter how they got here, no matter how frustrated we are with our government, we cannot lose sight of their humanity -- without losing our own.

The Anti-Trump Is Martin O'Malley
By Pat Garofalo
U.S. News and World Report, January 28, 2016
. . .
Still, as historian Aaron Sanchez wrote recently, "The O’Malley campaign seems to be the only campaign that has built Latinos, Latino issues, and Latino messaging into the foundational structures of its campaign." But the first primary state with a healthy Latino presence is Nevada, on Feb. 20, two very long weeks after New Hampshire. Even there, former Secretary of State Clinton is already dominant in the polls, and a Sanders win in either Iowa or New Hampshire (or both!) will give him momentum and the press narrative going into that contest. By that point, it might already be too late for O'Malley, if it isn't already.

Not that all Latinos or immigrants vote only on immigration reform, or that the records of Sanders or Clinton on the issue are bad. In fact, it might actually be Trump's carnival-barking that hurts O'Malley too; Trump has a hideous approval rating among Latinos, and presumably any qualm they have with any of the Democrats would be forgiven when facing the prospect of Trump winning the Oval Office.

According to data from the polling firm Latino Decisions, Republicans have to get more than 40 percent of the Latino vote in a number of states to be competitive in a national election. Despite Trump's claims that Latino voters actually really love him, that isn't happening if he's the nominee. It's just too bad that his demagoguery covered up what could have been an interesting intra-Democratic debate and overshadowed the fact that O'Malley is actually the one with the best immigration record.

2016 is Forcing Immigration Activists to Tear Up Their Old Playbook
The politics of their issue have been completely transformed. Can they adapt?
By Dara Lind
Vox.com, January 28, 2016
. . .
Advocates found they were wholly irrelevant in the Republican primary and much courted in the Democratic one. In other words, they found that they'd become, at least functionally, a Democratic Party interest group.

But that's not the way they see themselves. "Our allegiance is not to any of the parties," says Jimenez. "We have seen very clearly how both parties have played this game."

Even now, Sharry maintains, the long game isn't to elect Democrats. It's that "Republicans are going to have to be so afraid that they ultimately come around, or they're going to be so bad that they lose their majority in both chambers of Congress as well as the White House." The fact that the latter looks more likely than the former right now doesn't change the advocates' self-conception: They stand outside both parties.

That means that they're not well-equipped to compete in the "invisible primary" — the jockeying for favor that candidates do with party elites. "Our goal moving into the electoral cycle definitely was not siding with a particular candidate," says Jiménez. "We're not going to endorse a particular candidate," Sharry says of America's Voice. "And I think that's true of many of the organizations."
. . .
But if the next occupant of the White House isn't a Democrat, they're in trouble. Not only will they not have leverage with a Republican president, but, Jiménez says, "we'll have to advocate and organize to protect our community against these commitments that they have made in their campaigns."

That makes the 2016 general election tremendously important.

The Republican Conflation of Immigration and ISIS
In Thursday’s debate, the candidates focused on radical Islam, even when questioned about undocumented immigrants.
By Peter Beinart
The Atlantic, January 28, 2016
. . .
As public policy, this makes little sense. Obviously, the United States should take care not to admit jihadist terrorists. But since would-be terrorists constitute a miniscule percentage of newcomers to the United States, drastically reducing legal immigration—or not granting the undocumented citizenship—in order to prevent ISIS members from entering America is like using a sledgehammer to squash a fly. It’s the equivalent of declaring that because terrorists could put a bomb in a cargo bin, the U.S. will slash its import of foreign goods.

But politically, it serves a purpose. By putting ISIS at the center of their immigration rhetoric, Republican candidates make immigration seem more threatening and less ambiguous. It’s one thing to depict immigrants as people who depress wages and crowd schools. It’s another to depict them as potential killers. That utterly dehumanizes them.

Immigrants from Central America Who Pose No Danger Are Being Sent Home, Usually Because They Lack Legal Representation

The Supreme Court, the Nativists and Immigrants
The New York Times, January 20, 2016

There are more than 11 million undocumented immigrants living in the United States. No one, besides Donald Trump, believes the nation has the resources, or the will, to deport them all. The clearest solution is to focus on removing those who pose an actual threat to public safety while deferring action on most of the rest and helping them “come out of the shadows.” In 2012, the Obama administration allowed young immigrants who were brought here as children to be given work permits and be exempted from deportation, a program that has worked well. In November 2014, the president announced a plan to offer work permits and a three-year reprieve from deportation to as many as five million undocumented parents of American citizens or permanent residents, provided they had no criminal record and had lived in the country at least five years.

Getting hardworking people who have deep roots in their communities out of the shadows isn’t a new issue. In a 1980 presidential debate, George Bush decried the harsh efforts to marginalize undocumented immigrants. “We’re creating a whole society of really honorable, decent, family-loving people that are in violation of the law,” he said. Mr. Obama, along with other reality-based politicians on both the left and the right, understands this, but congressional Republicans have refused to pass any meaningful immigration reform.

Sweden Announces It May Expel Up to 80,000 ‘Asylum Seekers'
By Thomas Lifson
American Thinker, January 28, 2016

Strained to the breaking point by the largest per capita influx of Muslims claiming to be “refugees,” Sweden’s government is finally planning to vet and even expel those invaders who are not legitimately escaping the threat of death. If, that is, they can find them (which is a big if).
. . .
Of all the political parties, only the Sweden Democrats are willing to speak openly about the problems associated with Muslim invaders, and for their honesty, they are shunned by the other parties and vilified in the media. However, the public is turning toward the S.D. because of the default of the establishment. This move, thus, represents a real change.

Swedish Army Prepares For War as Police Flee Mob of Muslim ‘Migrants’
By Carol Brown
AmericanThinker.com, January 27, 2016

The county, as we know, is in very deep trouble. How, or whether, Sweden will be able to extricate itself from the grip of Islamic supremacism remains to be seen. So far there is little evidence to suggest Swedes grasp the nature of that which afflicts them, which in my view began with a complete collapse of national pride – a feeling now replaced with shame. Dhimmitude is as rampant as the savages who wreak havoc. Sweden has allowed itself to be held hostage by the drive to be “multicultural” at all cost, including the death of the nation.

Migration Worries in America and Britain
The Economist, January 29, 2016
. . .
In Britain worries about immigration are at higher levels than in America, probably because the subject is ever present in the news: from the general election in May, and UKIP’s surprising success in the popular vote after running on an anti-immigrant ticket (disguised as an anti-European Union stance), to a summer stacked with images of asylum-seekers clinging to the beaches of Europe, after horrifying journeys across the Mediterranean in overloaded dinghies. These events coincided with immigration polling passing 50% in Britain for the first time ever, peaking at 56% in September. Proving that this is truly a global world, American anxiety about immigration also peaked in September, which Gallup suggests was a response to the European migrant crisis, a crisis faced by the Old Continent 3,500 miles away.

How Immigration Transformed London into an UnBritish City
By Brenda Walker
VDare.com, January 24, 2016

There’s a new book about how the English capital has been turned into a third-world sewer by immigration, titled “This Is London: Life and Death in the World City” by Ben Judah.
. . .
London is no longer majority white because of the Labour Party purposefully recruiting foreigners who would be more likely to vote liberal. Tony Blair and his leftist cronies acted as a fifth column to welcome historic enemies (Muslims) into Britain to undermine the traditional people — and they succeeded.

As a result, the remaining native Britons can feel like strangers in the old neighborhoods.

UK’s Cameron Wants ‘Emergency Brake’ on Tax-Funded Income Supplements for Immigrants
By Dan Calabrese
Canada Free Press, January 29, 2016

How anyone could have thought this was a good policy, I cannot imagine. People migrate to your country from elsewhere and can’t find a job that pays what they want or need, so the government says, hey, no problem, we’ll supplement your income.

Remember this fundamental principle: When you subsidize something, you get more of it. So if you want lots of people coming into your country who can’t earn enough to live without taxpayyer subsidies, then by all means, offer those subsidies! They’ll come. And they’re coming to Britain in such large numbers, Prime Minister David Cameron wants to put an “emergency brake” on it. So why not just put a stop to it altogether? Well that gets tricky, because Britain is part of the European Union, and one component of the treaty that established the EU says member states are supposed to extend their welfare benefits to people who migrate from other member states.

So Cameron is now in the unenviable position of seeking permission from other countries to alter his own economic policies:

Germany's "Rapefugee" Crisis
YouTube plea for protection from 16-year-old German girl reveals the widespread nightmare of migrant sexual violence.
By Stephen Brown
FrontPageMag.com, January 29, 2016
. . .
If anyone possessed any doubts about Muslim migrant attitudes toward the ‘infidel’ women of their host countries, these doubts should have been painfully and publicly dispelled last New Year’s Eve at Cologne’s central train station. A thousand of the new arrivals, mostly young Arab men, gathered there that evening and, like packs of hyenas, molested hundreds of women, raping several.

“We are so scared,” said Wilhailm, expressing the fear young women are now forced to face. “We don’t want to be scared to go to the grocery store alone after sunset.”

Since the Muslim migrants’ appearance in Germany, Wilhailm says, “life has been hell. These men often commit verbal and physical acts of sexual violence against women out alone.” She says she herself has had a couple of bad experiences.

“But one day, a terrible thing happened at the supermarket,” Wilhailm said. “I ran all the way home. I was so frightened for my life. There’s no other way to describe it.”

Another time, men she called “Muslims” told her and her friend they were “sluts” for wearing t-shirts. Addressing Muslim men of this ilk in her video, Wilhailm responded:
“You have no right to attack us because we are wearing t-shirts. You also have no right to rape.”
Unfortunately, for Germany’s young women, there are too many new migrants who believe that they do.

The country already is saturated with refugees, inflating rents, filling jobs, and creating resentments. Some residents hope for resettlement elsewhere, an unlikely prospect as political opposition to increased immigration rises.

Surge in Illegal Aliens, 500% Increase in Some U.S. Ports of Entry

Judicial Watch Corruption Chronicles, December 30, 2015

The agency’s own statistics certainly contradict that, showing that the southern border region is as porous and vulnerable as ever. Other entry ports that saw large hikes in Central American illegal immigrants during the first two months of this fiscal year include Del Rio, Texas (269%), El Centro, California (216%) and Rio Grande Valley, Texas (154%). The Border Patrol breaks the stats down by “family unit” and illegal immigrants under the age of 18, referred to as “Unaccompanied Alien Children” or UAC. The Rio Grande Valley port of entry topped the list in both categories with 8,537 family units and 6,465 UACs during the two-month period. In all, the nation’s nine southern border crossings saw an average of 173% increase in family units and a 106% increase in minors during the short period considered.

Some of the illegal immigrants are Mexican nationals, but the overwhelming majority comes from El Salvador, Guatemala and Honduras. The government records show that somehow 4,450 family units from El Salvador evaded our topnotch border security and entered the United States in a period of only two months. Guatemala and Honduras had 3,934 and 3,203 respectively. Mexico had 538 family units. Of interesting note is that, during this period, the Border Patrol reports 35,234 apprehensions in the region of foreigners labeled by the government as “Other Than Mexican” or OTM. This is a term used by federal authorities to refer to nationals of countries that represent a terrorist threat to the U.S.

Sen. Jeff Sessions: Vote for Candidates in Favor of Pro-America Immigration System, Against TPP

by Caroline May29 Jan 20161,143

Sen. Jeff Sessions (R-AL) urged primary voters Friday to vote for candidates who are opposed to the Trans-Pacific Partnership (TPP) trade deal and who will fix the immigration system so that it serves American interests.

“Make sure — because this could be the last chance — that the votes you cast is for a person who is going to, with courage and steadfastness, fix the immigration system that’s so broken and is impacting adversely Americans’ safety, their wages, their hospitals, their schools, those kind of things,” Sessions said Friday during an appearance on the Howie Carr Show.

“And also we need to know with absolute clarity: are you for or against the Trans-Pacific Partnership,” he added.

Sessions said the presidential election will decide if the trade agreement passes and stressed that “It must not pass.” He added that this election could be the last one to decide the immigration question.
“This may be the last opportunity the American people will have to have their will imposed and create a lawful immigration system that serves the national interest,” he said.

The Alabamian acknowledged that there are other issues at play this cycle but argued immigration and TPP are the most consequential matters at stake this primary election.

“So I know we have to talk about the economy, national security, and the military, and the budget, and it’s hard to know who’s got the best idea,” Sessions said. “But on these two issues, I think the voters should say, ‘If you’re not going to be right on those, I’m not voting for you in this primary and I’m not going to vote for you as president.’ I really think it’s that important.”

Illegal Immigration's Third World Momentum

By Frosty Wooldridge, www.newswithviews.com

October 10, 2005

http://www.newswithviews.com/Wooldridge/frosty86.htm

Part I: What It Is

Part II: What is Does

By Frosty Wooldridge

October 10, 2005 (now how bad is it?)

Writing about America’s immigration crisis week after week raises my blood pressure, level of depression and creates maddening frustration levels as I observe inaction by the majority of American citizens. All fifty state governors do nothing to stop it, won’t speak against it, and, in many cases encourage it. Governor Bill Owens of Colorado, Baldacci of Maine, Janet Napolitano of Arizona and Richardson from New Mexico assist it. Although, this summer, Napolitano and Richardson issued ‘states of emergency’ in their states as illegals overran them.

The majority of senators do nothing as well as the majority of the House of Representatives. Major and smaller city mayors and city councils harbor illegal aliens with sanctuary policies. Even Los Angeles, with more gangs and crime than you can imagine, continues Special Order 40 that allows killers, rapists, drug distributors, MS-13 members and other human grease to remain protected from arrest.

Have you ever wondered why Third World countries are SO desperate? Why people flee? Why most citizens are illiterate? Why corruption is standard operating procedure? Let’s compare the ‘Rule of Law’ in America to the ‘Dis-rule of Law’ in countries like Mexico.

In my book, “IMMIGRATION’S UNARMED INVASION: DEADLY CONSEQUENCES”—I wrote about Third World Momentum as seen from the seat of my bicycle as I traveled throughout the world on six continents. I saw first hand all aspects of Third World Momentum. That’s why it is SO frustrating that US citizens don’t ‘get it’ or ‘see it’ and our president and Congress ignore it on purpose as they become a part of the ‘Dis-rule of Law’ in America. But I’m here to tell you that we’re flushing ourselves down the toilet faster than a bullet train. What is happening in America is a ‘systemic’ or ‘endemic’ corrupt system from Bush right on down the federal system.

An example of it shows you the incompetence of Michael Brown at FEMA and his horrifically incompetent handling of Katrina. At the height of Rome's decay, emperors appointed unqualified candidates to high office. Caligula appointed his horse to the Senate, where the horse enjoyed the reputation as the wisest and least harmful of that “august” body.

Last week, a reader wrote the exact aspects of Third World Momentum. After his interview, you will be offered a half dozen stories from U.S. citizens that bring it home as to how fast this country is spiraling into Third World status.

Heath Boatwright, Athens, Georgia understands what I have been trying to convey to the American public for years.

“In the last few years, I have found myself in a world where many refuse to discuss openly and honestly the issues that the United States is facing,” Boatwright said. “Hearing you on Coast to Coast with George Noory was refreshing to say the least. Although, I will tell you that it did not make me sleep better, and in fact I had to wake up and ponder for a moment all that you had said.”

“When you discuss Third World Momentum I know first-hand what you are talking about,” Boatwright said. “However, sadly, few Americans can grasp what you are talking about. I attended college at The University of Georgia. I received a BA in history, with a focus on Latin American history and I speak fluent Portuguese. I have traveled to South America many times and visited some of the most destitute and impoverished people there. Unfortunately, when I discuss this issue with most people, they call me a xenophobe, a racist, a bigot, and an ignorant person who does not appreciate other cultures.”
“Yet, how can I fit this description if I have ventured out into the world, bothered to learn another language, and reached out an open hand to the poor in far away places?” he said. “Also, how can I be a racist if the very person I chose to marry is not even an American (my wife is from Brazil)? While my love for the people and the region of Latin America runs deep, I would not trade my fate for theirs. I would also not trade my fate for nearly anyone in the Middle East, China, India, and so on.”

“Why is it that in the United States, to appreciate a culture you must also want to live like it?” Boatwright said. “I have dedicated much study to that region of the world, and I can tell you flat out that there is another mentality that exists in most Third World nations, and that mentality is manifesting itself here in the United States, daily. Many say that Latin America is "laid back". I have pondered on this observation and realized that you could also put it another way. In Latin America, if it is good enough for today, it is good enough. In Latin America, if you want to get something done, you will have to circumvent law. This is the type of Third World Corruption that you speak of.”

“So many in Latin America circumvent the law, that they rarely bother to realize that here, in the US, circumventing the law is the worst way to get things done,” he said. “Corruption is so rampant in those regions that it becomes a mechanism by which the society functions. This is why so many illegals come here--reproduce fake Social Security numbers, register their cars from one state to another to avoid mandatory auto insurance, go to the hospital using a fake name, buy items on credit using their brother's name is who now back in Mexico, refuse to learn English, and bear several children with no means of supporting them. They do this because they are modeling what they do in their culture.”

Boatwright continues, “Here is another fact about Latin America, and I believe most other Third World nations: those who reside there rarely bother to take accountability for their country’s problems. In Latin America, problems are blamed on corruption, foul government, and in certain intellectual circles-”past colonialism”. I have yet to encounter one single illegal person in the United States who is willing to admit that he is contributing to the detriment of my nation. In Latin America, you live side by side with abject poverty, illiteracy, hunger, and disease. You do this daily and it simply becomes part of the landscape. Latin America, and again most Third World countries, has a problem of what I call ‘mobilization.’”

“This is a situation where thousands mobilize and figure out methods to get things done, either by circumventing the law, or based on the current corrupt system they face, but few ever mobilize to truly resolve the issues they face,” Boatwright said. “I do not find it ironic at all that once one illegal alien discovered that he could come here to the US, work illegally, get healthcare, and generally avoid any type of legal prosecution, he later found himself surrounded by millions of his fellow countrymen. Again, this is my point: in Latin America, you have no problem getting people to mobilize in a way that ignores the current law, because people in that region do not live in fear of the law, it generally does not function anyway, and now they have seen that it also does not function in the United States.”

“Perhaps I sound harsh in my description, but I know exactly what I am talking about,” Boatwright said. “I know that region of the world well, I also know so well the manner of thinking that many bring with them when they enter the United States illegally. This manner of thinking, I believe, is the greatest threat that we face in the future. Finally, I have a deep interest in appreciating and understanding other cultures, but I also have an appreciation for my own. I want to let you know that I understand fully what you are talking about. I would like to ask you if you have ever considered going to our nation’s college campuses and discussing this issue. I mention college campuses because I do not know if you are aware that on the American campus it is virtually a universal opinion that illegal immigration is okay. Geography is a required course in most curriculums, and most people grasp the concept of overpopulation, but few can connect that to illegal immigration.”

If I could give you Heath Boatwright’s or my experiences up close and ugly, every single American today would call the White House, Senators and Congressmen as well as governors and mayors—and DEMAND our immigration laws be enforced and deportations begin immediately for 20 million illegal aliens. But if you don’t or won’t, part II of this series will show you Americans living with the consequences that reach into every sector of our country. This ‘thing’ is moving faster than most Americans realize, and once it’s imbedded, I fear that large scale civil violence will be the result.
If the signers of the 1965 Immigration Reform Act could see today what they rained down on America 40 years later, not one single senator or congressman would have signed it. But why won’t they rescind it? Why won’t they stop it? It’s their country and their children’s future, too.

ILLEGAL IMMIGRATION’S THIRD WORLD MOMENTUM
Part II: What It Does

By Frosty Wooldridge

How does Third World Momentum manifest itself in America? Again, let’s review Boatwright’s definition: “Corruption is so rampant in South America that it becomes a mechanism by which a society functions.”

Look at the corruption at the Federal level in the U.S. today. The majority of senators and congressmen refuse to uphold their oaths of office by aiding, abetting and assisting illegal aliens by the millions. Kennedy and McCain lie through their teeth with their latest guest worker amnesty bill for 20 million illegal aliens. Did Bush not lie about weapons of mass destruction to wage his cowboy war in Iraq? Has he not submitted a totally unqualified lawyer for a supreme court justice in Miers? Didn’t he learn from Michael Brown’s incompetence with Katrina? Congress supports the corruption of the H-1b, H-2b, L-1 visas affecting over one million American jobs. What about Congress’ complicity in corruption of outsourcing, insourcing and offshoring over three million American jobs? How about Bush’s blatant disregard for his oath office as he allows millions of illegal aliens to invade and remain in our country? Our own president is in violation of Federal law—USC 8, 1324—274, 275, 276, 277. Bush is not alone because both sides of the aisle assist him against American citizens.

At the state level, we’ve got governors like Bill Owens of Colorado endorsing a booklet in Spanish helping illegal aliens to imbed themselves into our welfare and workforce systems. All contrary to Federal law! Governor Baldacci of Maine, Napolitano of Arizona and Richardson of New Mexico do everything in their power to help illegals—contrary to their citizens. Most other state governors say nothing! Local mayors in Denver, San Francisco, Los Angeles, Atlanta, Chicago, Boulder, Detroit, New York, Miami and dozens of other cities support ‘sanctuary policies’ that allow illegals to work and live in America—CONTRARY TO FEDERAL LAW.

These actions typify Third World Momentum: When laws of a country are not enforced and lawlessness becomes the norm. The United States races toward Third World status because of this ongoing erosion of our once lawful society.

I could give you dozens of examples from my own experiences in Third World countries, but the following constitute American citizens writing letters describing it in their own communities—so you’ll see their responses to show you what’s happening in the United States.

Dane said, “I used to live in El Paso, Texas and the same thing has happened there. Unchecked border crossings, population uncontrolled, schools trashed and litter everywhere. El Paso used to be a city you could brag on, now it is just the opposite. I left, as many have done and do not intend to return. We are even looked down on if we can't speak Spanish. These people are taking over and crime rules the streets of El Paso. I also foresee a huge water shortage some day. Before long El Paso will hit one million for a population and by then the place should be a complete nightmare.”

Dirk of Nevada said, “Even more dangerous than the incoming disease, crime and even terrorism is the fact that most immigrants don’t have an appreciation for the freedoms outlined in the Constitution and Bill of Rights. Illegals are being taught in public schools with taxpayer money. The fact that Bush supports the illegal invasion; opening our country to possible terrorist attack, and NEVER remarks about the importance of learning the Bill of Rights, proves that he is a traitor.”

Guy of LeHigh, OK said, “I am NOT racist, so understand please, I am NOT knocking anyone, but I am stating FACTS.

“I live in southern rural Oklahoma, and I can say that even legal immigration is bad here. Local large scale companies have NO problem hiring illegal aliens at all. We have a plastics producing plant 40 miles from where I live, and they have been busted NUMEROUS times for employing over 50 percent of their workforce, who are illegal aliens from Mexico. The reason they were caught the last time was easy as this: The Social Security Administration noticed that the workers who were illegal were sharing social security numbers of dead residents near where I live.

“Oddly enough, the company (Solo Cup) somehow did NOT notice the 100 illegal aliens had the same social security numbers. You worked four twelve hour shifts a week, sometimes five days a week, and I got paid on the upper scale of a respectable $7.00 an hour. By allowing them to work there, the company kept their payroll wages down. Of course, almost NO ONE WANTS to work there anyway, a job of last resort one might say. Long hours, bad pay, no benefits. But then again, that is true for many Oklahoman communities now.

“For example, did you know that besides Arkansas, we have one of the lowest high school graduation rates? We have a very high teen pregnancy rate. And that in the county I live, we have the HIGHEST unemployment rates in the USA, coupled with the highest welfare rates. Not only that, not one but over five companies locally have left to go overseas because of the cheap labor, and one of the companies (Wrangler Jeans) up and left for Mexico.

“Why pay us $5.00 an hour when you can pay $5.00 a day in Mexico and India?

Mark from Ocean Shores, WA said, “As merchandiser I travel about in the coastal towns of Washington. I have seen first hand an intensification of illegals. They are taking the few jobs we have here in an already depressed economy--those that aren't roaming the streets in gangs. Now, Washington is a long ways from the Mexican border. I see the congress and senate as being totally corrupted. I can't help but feeling the golden era of the USA is over and done. However, we got to give them hell.”

George of Sacramento, CA said, “There are so many ways that we're being taken advantage of. When a lot of people come over here and become legal, they send for their parents who come here, haven’t worked a day in their lives here, and apply for SSI at $700 per month. So, just because Mom and Dad are seniors they make about $1400 per month together. And they laugh up their sleeves at us all the way to the bank! I know that some of them go back to their country of origin and because of their SSI being deposited directly into their bank accounts, they can spend that money from anywhere. I'm sick of it. Talk about Third World corruption in our own country!”

Shelli of Glendale, CA said, “I'm a payroll auditor who audits a lot of construction companies, ranging from sole proprietor to corporation. I see so much underground economy it makes me want to scream. Contractors are constantly using illegal immigrants for their slave labor. Contractors pocket all the money. For example, it's not unusual to see a business owner's wife on the payroll making more in a week than an illegal employee in their employ makes in a month.

“What angers me is when a business owner hems and haws about the high cost of workers compensation insurance, but then hires illegals and doesn't report their payroll. "They only worked for a day or two" or "They're not a regular employee, they only worked a few weeks." Yeah, a couple weeks like that and a hardworking LEGAL American could've used the money to help support his family. Let's talk about watering down wages! These guys are working for $10/hr in jobs that used to start at $18 -- and that was years ago.”

George of Fountain Hills, AZ said, “I have been teaching part time at both the Maricopa Community Colleges and Arizona State University for the past five years. The discipline that I teach is mathematics. For the past five years I have been telling students and friends that the United States is the new emerging third world nation. Few people understand what this nation faces. Fewer people care what is happening.

“What I would like to tell you is my experiences in the higher educational system here in Arizona. I can frame the whole attitude by the statement of Chuy Carreon, Mathematics chair of Mesa Community College. Chuy once said that MCCD is NOT here to educate, just here to give out information.

“It should be noted that the remedial courses represent about 50 per cent or more of all the mathematics courses taught at the community colleges here in Arizona.

Jack of Denver, Colorado said, “We have sanctuary cities in Denver and Boulder. Last spring, Officer Don Young was killed by an illegal alien, Raul Gomez, who had been stopped for three traffic violations. He had no license or insurance and was NEVER arrested, before he killed Young with a shot to the back of the officer’s head. It shows two levels of law enforcement and one is corrupt. Last month, an illegal alien, Francisco Montero of Boulder, driving on a revoked DUI license and having been arrested nine times with three phony ID cards, killed a Lafayette motorcyclist, Dale Englerth, by turning into the cyclist. Montero should have been deported long ago, but now, he’s killed a father and husband.”

You can multiply these examples of Third World Momentum by millions of cases of rape, fraud, burglaries, stealing jobs, loss of IRS income taxes, prison costs, judicial costs, schools bankrupting, language chaos, spreading diseases and worse. How can continued illegal alien migration serve this country when it creates so much harm?

Interior Enforcement Disintegrates Further in 2015: Year-end deportation statistics show continuing drop in deportations

By CIS, December 2015

http://cis.org/Interior-Enforcement-2015-Deportations

Excerpt:The number of interior deportations is now less than one-third of what it was in 2011, before the Obama administration implemented policy changes that greatly restricted the types of cases that ICE officers and agents could pursue for deportation. The number of criminal alien deportations from the interior is less than half of what it was in 2011.
ICE Director Sarah Saldana said that she was "proud of the numbers" when she testified at a Senate Judiciary Committee hearing on December 2, 2015.

In a press release announcing the numbers today, DHS falsely says "the number of convicted criminals removed from the interior continued to increase." In fact, only the share of deportations that are of criminals has increased – the actual number has fallen, as noted above.

In September, DHS Secretary Jeh Johnson said, “We take seriously our obligation to secure our borders.” No one believes that — especially not Central Americans thinking about coming to the United States.

DHS’s Deportation Announcement Is ‘Fundamentally a Political Exercise’

By Mark Krikorian

National Review Online, December 30, 2015
http://www.nationalreview.com/article/429112/deportation-announcement-political-exercise

This was the start of the lead story on the Washington Post’s Christmas Eve front page:

The Department of Homeland Security has begun preparing for a series of raids that would target for deportation hundreds of families who have flocked to the United States since the start of last year, according to people familiar with the operation.

As I told the reporter, I’ll believe it when I see it. A few further thoughts:

Why now? The surge of Central Americans across the border — both adults with kids in tow (who are the subjects of this latest leak) and the “unaccompanied” “minors” who got so much coverage — subsided after the summer of 2014 because the administration bribe-threatened Mexico into doing a better job of policing its own southern border. But now there’s a renewed surge, presumably because Mexico’s zeal is waning and because Central Americans see that the U.S. isn’t deporting many of those who came earlier. Heck, even deportations of criminals are dropping. Border Patrol statistics show the magnitude of this new surge. In the first two months of the current fiscal year (October and November), border apprehensions of unaccompanied minors were more than double those in the same period last year, and apprehensions of “family units” nearly triple. If the rate continues, the flow of minors will approach the 2014 peak, and the flow of families will exceed it.

In itself, the White House may not consider that a problem, given the administration’s implicit belief that these people have a right to come here. But there’s an election in about 10 months, and not many voters share the Obama crowd’s anti-borders views. That’s why my colleague Dan Cadman notes that “the plan is fundamentally a political exercise.” The Democrats will gather in Philadelphia in late July for Herself’s coronation, and it could prove awkward for her if a renewed surge of illegals across the border is still in the news. Herself’s silence in response to the news of the planned raids, contrasted with Sanders’s and O’Malley’s fulminations against them, suggests she’s in on the whole thing.

Making the border-surge story go away will be one of DHS’s main election-year priorities.

So why the leak? It might seem odd to announce the onset of “raids” that haven’t even been given final approval yet. It could be a trial balloon, a planned leak to gauge public reaction. But more plausible is the theory that I’ve heard from moles inside DHS: A senior official leaked the news specifically to outrage Obama’s leftist base in an effort to prevent the deportations from ever happening.

In immigration matters, the fox guards the henhouse in this administration, from former La Raza VP Cecilia Muñoz directing policy in the White House to former police chief of San Francisco — San Francisco — Heather Fong in charge of DHS dealings with state and local law enforcement (and on the short list to become the next head of the Border Patrol). It is perfectly plausible that one of the many anti-borders zealots appointed to jobs in DHS figured that stopping the deportation of illegal aliens is more important than giving Herself political cover going into the November election. Will it work? The short answer is “no.” The Post reports that the “number targeted is expected to be in the hundreds and possibly greater.” Hundreds? The illegal-alien families are coming across the border at a rate of about 200 per day, and more than 100,000 have come over the past couple of years. Even if these deportations actually happen, a few hundred is a drop in the bucket and isn’t going to make much of an impression on people in Central America debating whether to head out for the United States.

What does make in impression is news from friends and relatives that they’re all being allowed to stay. When illegals bringing kids with them are apprehended, almost all are released with a notice (which they call a “permiso” or permit to be in the U.S.) instructing them to present themselves on such-and-such a date. It should come as no surprise that few do so. Data from earlier this year show that the overwhelming majority of illegal-alien families just ignore their hearing dates (look for “Absconded from Proceedings“ in Table 1) — and get away with it.

Even the administration’s efforts to dissuade people from coming have backfired. DHS has been running public-service announcements in Central America warning people not to come because new arrivals are not eligible for Obama’s various unilateral amnesties. They advise that “there are no permits for the people trying to cross the border without papers” and warn of “immediate deportation of those trying to cross the border without documents.” But Hondurans et al. aren’t idiots — their friends and relatives in the U.S. have told them, accurately, that there are permits for people crossing without papers and that there’s no immediate deportation of people from their countries. The lack of credibility earned by such obvious lies means that it will be doubly hard to change the perceptions of prospective illegals.

What to do? There are steps we could take if we actually wanted to stop the surge, though there’s little chance Obama’s minions would even consider them. Congress has authorized “expedited removal” for illegals under certain circumstances, allowing them to be removed without having to go before an immigration judge. This would apply to most of the illegals in question, but Obama’s not using this authority.

Expedited removal doesn’t apply to illegals who seek to avoid deportation by claiming asylum. But even here there’s a first cut, called a “credible fear” determination, to weed out people who shouldn’t even be put in the pipeline for a full evaluation of their claims, allowing their expeditious removal. The problem is that under Obama almost everyone makes the first cut — and few are detained pending the resolution of their claims — so that all you need to say is “asylum,” and you get to stay.

Most basically, an administration could simply force Mexico to take back people who just minutes before crossed through their territory into ours. Mexico is cooperative in receiving back its own citizens who are arrested by the Border Patrol, but not with regard to OTMs (Other Than Mexicans). That means we have to either detain them or let them go and hope they show up for their hearings.

But Canada takes back non-Canadians trying to sneak across our border, and Mexico sends non-Guatemalan Central Americans back across its own southern border with Guatemala. A president interested in controlling illegal immigration would insist on this. Nor should an asylum claim preclude return across the border; genuine asylum seekers would ask for it in the first country they reach, meaning Central Americans should be required to apply in Mexico, not here.

In September, DHS Secretary Jeh Johnson said, “We take seriously our obligation to secure our borders.” No one believes that — especially not Central Americans thinking about coming to the United States.

326,000 Native-Born Americans Lost Their Job in November: Why This Remains the Most Important Jobs Chart

 By Tyler Durden

 ZeroHedge.com, December 5, 2015
. . .
We are confident that one can make the case that there are considerations on both the labor demand-side (whether US employers have a natural tendency to hire foreign-born workers is open to debate) as well as on the supply-side: it may be easier to obtain wage-equivalent welfare compensation for native-born Americans than for their foreign-born peers, forcing the latter group to be much more engaged and active in finding a wage-paying job.

However, the underlying economics of this trend are largely irrelevant: as the presidential primary race hits a crescendo all that will matter is the soundbite that over the past 8 years, 2.7 million foreign-born Americans have found a job compared to only 747,000 native-born. The result is a combustible mess that will lead to serious fireworks during each and every subsequent GOP primary debate, especially if Trump remains solidly in the lead.

Placating Americans with Fake Immigration Law Enforcement

How our leaders create fantasy 'solutions' for our immigration-related vulnerabilities.

 By Michael Cutler

 FrontPageMag.com, December 4, 2015
. . .
Therefore the Visa Waiver Program should have been terminated after the terror attacks of 9/11 yet it has continually been expanded.

It is clear that the overarching goal of a succession of administrations and many members of Congress, irrespective of political party affiliation, is to keep our borders open and take no meaningful action to stop that flow of aliens into the United States.
. . .
The obvious question is why the Visa Waiver Program is considered so sacrosanct that even though it defies the advice and findings of the 9/11 Commission no one has the moral fortitude to call for simply terminating this dangerous program.

The answer can be found in the incestuous relationship between the Chamber of Commerce and its subsidiary, the Corporation for Travel Promotion, now doing business as Brand USA.

The Chamber of Commerce has arguably been the strongest supporter of the Visa Waiver Program, which currently enables aliens from 38 countries to enter the United States without first obtaining a visa.

The U.S. State Department provides a thorough explanation of the Visa Waiver Program on its website.

Incredibly, the official State Department website also provides a link, “Discover America,” on that website which relates to the website of The Corporation for Travel Promotion, which is affiliated with the travel industries that are a part of the “Discover America Partnership.”

Immigration Enforcement as Political Football By Dan Cadman

CIS Immigration Blog, December 28, 2015
. . .
According to the story, the plan has been kicked around exhaustively in the upper echelons of the administration for some time, with no final decision being made. My own take is that the story was deliberately leaked by administration officials as a trial balloon to gauge public reaction to the proposal. And, although the media suggest that the idea emanated below, either at DHS or its subordinate agency Immigration and Customs Enforcement (ICE), which would undertake the raids, that idea is beyond laughable. The leaders at all levels of DHS and its subordinate agencies are minions selected by the White House for their pliability. If this plan emanated anywhere, it arose from politicos at the highest levels who have their eye on the upcoming presidential election.
. . .
But there's this pesky perception that Democrats are weak on immigration enforcement, something that has become increasingly unpalatable to the public in light of the now undeniable connection between immigration and matters of terrorism and national security, so disastrously highlighted in France and the rest of Europe with its runaway migrant crisis and infiltration by jihadists.

So what to do to win back the independents and centrists? "Hey! I've got an idea! Let's get tough on a tiny segment of the illegal population, one that will look like we're really doing something! Let's have some raids on those scofflaws we let in a year ago last summer who didn't even bother to go to their court hearings. They're expendable. Besides, it will send a message back to Central America that they still haven't gotten: no more surges! At least, not until after the election, for God's sake."

If one were to accept the idea that the plan is fundamentally a political exercise, and that it was floated by way of a leak to prepare the public (and the small but outraged base of open borders advocates) for what will follow, then the reactions of the other two significant Democratic candidates was what Louisianans would call "lagniappe" – that little extra something, the gravy on the rice, the icing on the cake. Bernie Sanders and Martin O'Malley, both of whom have irritated the DNC to no end with their accusations of favoritism, took the bait and immediately leapt into the rhetorical fray to denounce the proposed raids. By contrast, The Hill newspaper tells us, "Democratic presidential candidate Hillary Clinton, who has been more cautious than Sanders or O'Malley with regard to immigration policy in general, has not commented on the reported deportation raids."

Cruz/Sessions Bill Would Stop Sneaky Obama Sabotage of Skilled U.S. Workers

By Michelle Malkin

MichelleMalkin.com

Heads-up, America.

President Obama is dropping a New Year’s Eve bomb on the nation’s best and brightest workers.
. . .
What can be done to stop this?

As I noted on Twitter two weeks ago, a new bill co-sponsored by longtime reformer Sen. Jeff Sessions and GOP presidential candidate Sen. Ted Cruz would not only restore U.S. worker protections in the flawed H-1B program, but would also prevent “continued use of the non-statute-based Optional Practical Training (OPT) Program, and the creation and use of other similar programs, which have also been used to displace American workers under the guise of student training.”

Good to know there are at least two Senators on Capitol Hill who aren’t snoozing while President Obama tries to throw U.S. high-skilled workers and talented U.S. college grads under the bus in the dark of the last night of 2015.

What about the rest of the politicians in Washington on both sides of the aisle? Have they all hopelessly sold out?

Obama Floods The U.S. Job Market With Foreign Competition

Investors Business Daily, December 31, 2015

Politics: Skirting Congress once again, President Obama seeks to admit another 100,000 foreigners to work here when jobs are few and labor-market participation is low. Whatever this is, it's not in the interest of U.S. workers.

This time, the president isn't seeking to flood the country with tens of thousands of indigent, border-surging migrants in search of bigger benefits packages.

Instead, he plans to award via executive order work permits to 100,000 foreign college grads (including deportable aliens) to compete with U.S. workers for jobs.
. . .
The move is especially nefarious not just because it stands as another example of executive overreach but also because foreign workers already have U.S. workers at a disadvantage.

For one thing, they're able to work cheaper. Unlike Americans, most have had free tuition rides from their sponsoring countries and carry no student loan debt. This enables them to tolerate lower wages than American grads saddled with high loan costs that can't be shirked even in bankruptcy court.

The foreigners are also exempt from ObamaCare rules that can add as much as $20,000 in costs per domestic worker for employers struggling to compete in the low-growth economy that Obama has overseen.

In short, Obama's move to bring in highly educated foreign labor hurts U.S. white-collar workers as much as the border surge undermined blue-collar workers.

Somali Charged in Terrorism Ring Worked at Major U.S. Airport

Judicial Watch Corruption Chronicles, December 30, 2015
. . .
The security lapse is astounding considering that a decade and a half ago Islamic terrorists used airplanes that had departed from major U.S. airports as weapons of mass destruction. The reality is however, that security is unbelievably lax for airport baggage handlers and other facility employees. The severity of the problem was highlighted earlier this year when the feds busted a huge, multistate operation in which baggage handlers at a northern California airport were transporting illegal drugs across the country. The baggage handlers circumvented six airport security measures and provided marijuana to outbound passengers for distribution in cities throughout the United States, according to the federal complaint which is largely redacted. Incredibly, the Transportation Security Administration (TSA) has determined that full screening of airport employees would not lower the risk to the public.

Around the same time that the alarming details in the Wasame case started trickling out, the Department of Homeland Security (DHS), the monstrous agency created to prevent a repeat of 9/11, launched a "review" of the visa program that permitted the San Bernardino terrorist to enter the U.S. In an announcement made public earlier this month, DHS reveals that it has formed a "working group to scrutinize each step" of the now famous K-1 "fiancé" visa process. The goal is to improve background checks and better scrutinize visa adjudication practices worldwide to "ensure that the highest level of consistent standards is being met."

Suicidal Liberalism Will Never End Illegal Immigration

By Heather MacDonald
Frontpagemag.com, December 31, 2015
. . .
Why is the Secure Communities program and the opposition to it so significant? Its ultimate goal is to delegitimate deportation entirely as a response to illegal entry. Conservatives have let themselves get sort of hung up on the issue of the fence. They talk exclusively about we've got to build a fence and if you notice the Left doesn't really push back very hard against the fence. Why? Because the Left understands that far more important than the fence is this delegitimation of deportation because even if we build a fence there's always going to be people who get through. The issue is what happens next.

The Left is so confident that it is starting with the hardest case. It is saying, even an illegal alien criminal should not be deported. If you can't deport somebody in the country illegally, any formal immigration policy is an absolute nullity because the only penalty for illegal entry is deportation. It is the only penalty that actually responds to the law breaking.

I've never heard the Left actually disclose what it thinks should be an appropriate and legitimate response to illegal entry. But for the sake of argument, let's postulate that the Left would agree somebody's in the country illegally. There should be a penalty. The Left would say that penalty will be paying a fine. If that is the penalty, that is no deterrent at all. It just simply becomes the cost of illegal entry.

What’s Driving the Latest Surge of Illegal Immigration From Central America

By Josh Siegel

The Daily Signal, December 29, 2015

Though the official could not comment on the nature of the compliance due to the ongoing litigation, Rosenblum and other immigration experts say the government is detaining families for less time, releasing them in three weeks or less to pursue their asylum claims in immigration court.

Chris Cabrera, the vice president of the National Border Patrol Council, the union for Border Patrol agents, told The Daily Signal that immigrants from Central America seem to be responding to the new detention procedures.

“I would say it’s a major reason we’re having the surge because people know we won’t detain them and are going to release them,” said Cabrera, who is a Border Patrol agent stationed in McAllen, Texas.

Cabrera said the women and children usually seek out the Border Patrol, rather than hide from them, to ask for asylum protection. He said nearly all of them are claiming they have a credible fear of returning to their home country.

Cabrera contends that the extra resources required to process the women and children leave officers without the manpower to secure the border, although the Texas National Guard is still patrolling the Rio Grande Valley in an extension of a mission that began last year.

The Federal Register will publish a new Department of Homeland Security regulation Thursday that instructs the State Department to give millions of employment authorization documents to aliens prior to authorizing green cards.
The new regulation was designed to override current visa caps outlined in the Immigration and Nationality Act of 1952.
"This is a backdoor plan to circumvent Congress and bust immigration caps, executed during a time of record immigration, lowering wages and eliminating jobs for Americans," an anonymous Senate staffer told the Washington Examiner.
The move comes after a discovery earlier this year that the Obama administration had printed up millions of work permits to issue to people who are in the country illegally.

On the threshold of the New Year

On the threshold of the New Year

31 December 2015
As the year 2015 ends, a general mood of fear and foreboding predominates in ruling circles. It is hard to find a trace of optimism. Commentators in the bourgeois media look back on the past year and recognize that it has been a year of deepening crisis. They look forward to 2016 with apprehension. The general sense in government offices and corporate boardrooms is that the coming year will be one of deep shocks, with unexpected consequences.

The Financial Times’ Gideon Rachman gives expression to this pervasive feeling in his end-of-the-year assessment published on Tuesday. “In 2015, a sense of unease and foreboding seemed to settle on all the world’s power centers,” he writes. “All the big players seem uncertain—even fearful.” China “feels much less stable.” In Europe, the mood is “bleak.” In the US, public sentiment is “sour.”
Significantly, Rachman singles out as the “biggest common factor” in the world situation “a bubbling anti-elite sentiment, combining anxiety about inequality and rage about corruption that is visible in countries as different as France, Brazil, China and the US.” This observation reflects a growing recognition within the corporate media that the coming period will be one of immense social upheavals.

Rachman’s comment and others like it that have appeared in recent days confirm the assessment made by the World Socialist Web Site during the first week of 2015. The intervals between the eruption of major geopolitical, economic and social crises have “become so short that they can hardly be described as intervals,” we wrote. Crises “appear not as isolated ‘episodes,’ but as more or less permanent features of contemporary reality. The pattern of perpetual crisis that characterized 2014—an essential indicator of the advanced state of global capitalist disequilibrium—will continue with even greater intensity in 2015.”

In defending its rule, the ruling class seeks to cover over the reality of capitalism beneath a mass of lies and hypocrisy. War is cloaked in the language of freedom and democracy; antisocial domestic policy is portrayed as the pursuit of equality and freedom. But—and this is characteristic of a period of crisis—more and more, the essential nature of capitalism—a system of exploitation, inequality, war and repression—comes into alignment with the everyday experiences of broad masses of people. Illusions are dispelled; the essence appears.

In the sphere of world economy, any expectation of an upturn has given way to the reality of permanent crisis. In the United States, six years into the so-called economic “recovery,” real unemployment remains at near-record highs, wages are under attack, and health care and pensions for millions of Americans are being wiped out. Europe is growing at less than 2 percent a year, and large parts of the European economy—including Greece, the target of brutal austerity measures demanded by the European banks—are in deep recession. China, presented as a possible engine of world economic growth, is slowing sharply. Brazil and much of Latin America are in deep slump. Russia is in recession.

BLOG: OBAMA'S CRONY BANKSTERS HAVE BEEN BUSY BEAVERS SINCE THE LAST MELTDOWN THEY CAUSED!

Meanwhile, the easy-money policy of the world’s central banks has produced a new wave of speculative investment, centered in junk bonds and other forms of debt, which is beginning to unravel in a process that parallels the crisis in subprime mortgages prior to 2008.

The essential and intended consequence of government policy over the past seven years has been to vastly increase social inequality. During the past year, the wealth of the world’s billionaires surged past $7 trillion and the top 1 percent now controls half of the world’s wealth. In the US, the scale of social inequality—and therefore political inequality—is so great that one recent scientific study concluded that “the preferences of the vast majority of Americans appear to have essentially no impact on which policies the government does or doesn’t adopt.”

A New Year’s sense of foreboding over the global economy

THE GLOBAL ECONOMY PAYS THE ULTIMATE PRICE FOR THE LOOTING OF OBAMA - CLINTONS' CRONY BANKSTERS!
"The federal government encourages the massive illegal and legal immigration that plays a huge role in job scarcity and income suppression for American workers. To paraphrase Milton Friedman, a viable economy cannot exist with open borders and unrestricted immigration. An oversupply of workers willing to work for less pay, the outsourcing of jobs, and visa-immigrant hiring allow companies to replace American workers with immigrants for reduced labor and benefit costs."
"This government-driven, crony-capitalist economy defined by job scarcity and wage stagnation is the reason college graduates are burdened by $1.3 trillion debt, living with parents, can’t afford to marry or buy homes, and working as waitresses and bartenders. Job scarcity and low wages are the reasons we’re becoming a nation of renters rather than homeowners. They are the reasons that 51 percent of workers earn less than $30,000 a year. They are the reasons for the demise of the middle class and the burgeoning welfare rolls, the modern-day equivalent of slavery."

"On the economic front there are two sources of this mounting disquiet: First, the fact that despite the pouring of trillions of dollars into the global financial system by the world’s major central banks, recessionary tendencies are gathering momentum. Second, that, in Rachman’s words, “there is… a widespread fear that, after years of unorthodox monetary policy, another financial or economic crisis might be building."

“As a result, the share of wealth held by the richest 0.1 percent of the population grew from 17 percent in 2007 to 22 percent in 2012, while the wealth of the 400 richest families in the US has doubled since 2008.”

A New Year’s sense of foreboding over the global economy

30 December 2015
Since the eruption of the global financial crisis seven years ago, it has been commonplace for bourgeois commentators to end each year with predictions of better economic times ahead. Not so this time.

Financial Times columnist Gideon Rachman summed up the prevailing mood in a comment this week. “In 2015,” he wrote, “a sense of unease and foreboding seemed to settle on all the world’s major power centres. From Beijing to Washington, Berlin to Brasilia, Moscow to Tokyo—governments, media and citizens were jumpy and embattled.”

On the economic front there are two sources of this mounting disquiet: First, the fact that despite the pouring of trillions of dollars into the global financial system by the world’s major central banks, recessionary tendencies are gathering momentum. Second, that, in Rachman’s words, “there is… a widespread fear that, after years of unorthodox monetary policy, another financial or economic crisis might be building.”

The predominant economic development in 2015 has been the deepening trend towards global recession. At its meeting in October, the International Monetary Fund forecast the lowest rate of global economic growth since the immediate aftermath of the financial crisis and warned that it could further downwardly revise its estimates.

The myth, assiduously promoted for a number of years, that China and the emerging market economies would provide a new foundation for global capitalism was finally buried this year, as China experienced its lowest growth levels since the early 1990s. Rather than provide a new base for expansion, the mounting problems in the Chinese economy, exemplified by the Chinese stock market crash over the summer and the devaluation of the renminbi, are negatively impacting the rest of the world, with major economic and political consequences.

The “left” turn in Latin American politics has come to an end as the boom fuelled by exports to Chinese markets has given way to recession. Brazil, once seen as a source of economic expansion, along with the other members of the BRICS group of countries, has been plunged into recession. Its economy contracted 4.5 percent in the last quarter in the biggest downturn since the 1930s Depression. This contraction has intensified its financial problems. November’s figures for the increase in Brazil’s public debt were the third highest on record.

The effects of slower growth in China are extending to the advanced capitalist economies. Canada, which is highly dependent on exports to China, has, with the announcement that the economy contracted in October, experienced negative or stagnant growth in seven of the first ten months of the year.

Falling iron ore export revenue, the result of the Chinese slowdown, is causing major fiscal problems for the Australian federal government as well as the states. In its latest budget update, the Turnbull government announced that it expected to lose another $7 billion in revenue over the next four years as compared to estimates made just last May, largely as a result of falling ore prices. These are now below $40 per tonne, compared to $180 per tonne four years ago. The once boom state of Western Australia has announced its biggest income fall since the Great Depression due to lost revenue from the mining industry.

For some time the US was touted as a bright spot in the world economy. To the extent that this is still the case, it only underscores the dismal situation everywhere else. US wages remain stagnant, economic growth remains well below levels achieved in all previous post-war recoveries, and industrial output is falling, with warnings that the sector has entered a recession.

The euro zone has yet to recover the levels of output reached before the beginning of the financial crisis, with no signs of any revival of investment.

One of the most prominent indicators of the onset of global recession is the precipitous fall in the prices of all industrial commodities. The Bloomberg Commodity index of 22 raw materials has fallen to its lowest level since the financial crisis.

While the plunge in the price of oil—down from its levels of around $100 per barrel in the middle of last year to just $36—has attracted the most attention, it is only the most prominent expression of a general tendency. Iron prices continue to fall, accompanied by precipitous declines in other metals associated with basic industry.

At the beginning of this year, the price of nickel, which is used in the manufacture of stainless steel, was expected to rise by 22 percent. It has fallen by more than 40 percent, a bigger decline than the collapse suffered by oil. Likewise, the price of zinc, which was predicted to rise by 16 percent, has dropped by 28 percent.

When the oil price began to fall, the view was advanced that this could be beneficial to the world economy by reducing energy costs. But any positive effects have been completely outweighed by the deepening slump. In an indication of future trends, the Organisation of Petroleum Exporting Countries lowered its long-term estimates for global oil demand and said oil prices would not return to the level of $100 per barrel until 2040 at the earliest.

The falling oil price has sent a shock wave through financial markets, hitting high-yield or so-called “junk” bonds as well as mutual funds that have invested in energy-related projects. With money available at ultra-low interest rates and oil fetching more than $100 per barrel, there was money aplenty for speculation. But with oil at below $40, many of these projects are unviable.

Mutual funds that invested in pipelines and other infrastructure projects have also been adversely affected. According to one analyst cited by the Financial Times: “These funds have never gone through the kind of energy price crash that we have had this year.”

The problems could extend more broadly to US banks. Wells Fargo, one of America’s largest banks, has already warned that low oil prices mean exploration companies and oil producers may not be able to repay their loans. It has been estimated by US regulators that there are five times as many oil and gas loans in danger of default than there were a year ago.

When the financial crisis broke in 2008-2009, the air was filled with talk of coordination and cooperation among the major capitalist powers. That has already gone by the board and the past year has seen growing divergences.

There is a rift in the policies of the world’s central banks, with the US Fed starting to lift rates while the European Central Bank and the Bank of Japan hold rates near zero and continue to pump money into the financial system.

While a façade of unity is maintained, divisions are deepening, especially as regards China. In March, there was a conflict between the US and Britain when the Cameron government, acting on behalf of British financial interests, defied US opposition and announced it was signing on to the Chinese-backed Asia Infrastructure Investment Bank, opening the way for other European powers to join.
A new conflict has now opened up, with the US reported to be lobbying to prevent the European powers, with Britain and Germany playing a key role, granting China market economy status under the World Trade Organisation (WTO). If China were so designated, it would further open up the world market to its exports. US officials have denounced the move as an attempt by European powers to win the support of Beijing as they seek profitable outlets for euro investments.

Widening rifts were also in evidence with the effective burial of the Doha Round of trade negotiations at the WTO talks in Nairobi earlier this month. This was chiefly at the instigation of the US, which is abandoning the pursuit of multilateral trade deals in favour of exclusive agreements, such as the Trans Pacific Partnership covering Asia and the Transatlantic Trade and Investment Partnership covering Europe, in which trade concessions are not extended to all but only to those countries agreeing to Washington’s demands.

The implications for the international working class of the deepening crisis are further austerity coupled with intensifying attacks on jobs, wages and working conditions.

Euro zone economists polled by the Financial Times this week set out the agenda with a call for a renewed push on so-called “structural reforms” of the labour market—the scrapping of remaining regulations governing wages and working conditions—aimed at nothing less than the creation of an impoverished cheap labour force.

Economic developments in 2015 have again underscored the fact that the crisis of 2008 signified a breakdown of the global capitalist system, not a downturn from which there would be a “recovery.” The coming year will bring a stepping up of the assault carried out over the past seven years. It can be met only through a political movement of the working class based on an international socialist program.
