Attorney Steven Donziger sentenced to six months for contempt of court in vindictive case brought by Chevron

Steven Donziger, an attorney who won a $9.5 billion lawsuit in Ecuador against Chevron in 2011 on behalf of 30,000 farmers and indigenous people, was sentenced on Friday to six months of imprisonment by a US court.

US District Judge Loretta Preska imposed the sentence following her ruling of guilty on six counts of criminal contempt last July, stemming from Donziger’s refusal to turn over his computer and other electronic devices to the court in relation to a case brought against him by Chevron.

In handing down the sentence, Judge Preska said, “It seems that only the proverbial two-by-four between the eyes will instill in him any respect for the law.”

In August 2019, Donziger was charged with contempt and Judge Preska placed him under house arrest. He has been confined to his New York City apartment for more than two years on the grounds that he poses a flight risk.

Judge Preska’s sentence came one day after an opinion by a working group of independent United Nations experts was submitted to the court by Donziger’s lawyers that found his home confinement to be a violation of international human rights law.

The UN Working Group on Arbitrary Detention (WGAD) is a body of five international jurists and human rights experts appointed by the UN Human Rights Council. The WGAD analysis concluded that “this Court’s extended pre-trial detention of Mr. Donziger is ‘arbitrary’ under international human rights standards and therefore unlawful.”

The group found “very serious” violations of numerous articles of the International Covenant on Civil Political Rights along with “appalling” violations of the UN Basic Principles on the

Role of Lawyers. The WGAD statement said that the remedy required by international law is “to release Mr. Steven Donziger immediately and accord him an enforceable right to compensation and other reparations.”

Finally, the working group requested that the US government “ensure a full and independent investigation of the circumstances surrounding the [case]” and engage in specified follow-up procedures.

None of this phased Judge Preska in the slightest. The prejudicial sentencing of Donziger is the latest episode in a political vendetta against him by the US judicial system on behalf of Chevron, the oil industry and US imperialist interests in South America.

In August 2020, Donziger was disbarred by New York Appellate Judge Judith Gische for “egregious professional misconduct.” At that time, Donziger said, “No doubt, the serial polluters at Chevron who have spent billions to try to demonize me are dancing in their corporate suites. But the battle is far from over. The company still faces enormous risk from its toxic legacy in Ecuador and other countries which will haunt its business operations for decades to come.”

Even though federal prosecutors had refused to bring criminal contempt charges against Donziger, in an extraordinary abuse of the legal process, US District Judge Lewis Kaplan—who had investments in funds with holdings in Chevron—deputized a private law firm to pursue him for contempt of court.

Donziger has been targeted because he has waged a decades-long battle against Texaco, which was acquired by Chevron Corporation in 2001, for polluting the Amazon rainforest and contaminating the water at the Lago Agrio oil field in the Ecuadorian province of SucumbĂ­os.

Beginning in 1993, Donziger and a group of other lawyers brought a class-action lawsuit against Texaco, on behalf of over 30,000 farmers and indigenous people, charging that the company’s oil drilling in the Amazon had resulted in massive contamination. After a visit to the region, Donziger said what he saw at the time was, “what honestly looked like an apocalyptic disaster,” including children walking barefoot down oil-covered roads and jungle lakes filled with oil. Due to the work done by Donziger, the region became known as the “Amazon Chernobyl.”

The class-action case was originally brought in New York City, where Texaco’s headquarters were located. Since the plaintiffs were propertyless, funding for the lawsuit was provided by the Amazon Defense Coalition and others who would receive a small portion of any settlement. Following the merger, Chevron argued that Texaco had already cleaned up its operations in Lago Agrio and that its local partner Petroecuador was responsible for the remaining contamination.

Chevron then convinced the US court that the jurisdiction of the case was in Ecuador. In exchange for this arrangement, the US court exacted a promise from Chevron that it would accept the decision of the Ecuadorian courts.

When the case was moved, Donziger launched a public education campaign to inform the Ecuadorian public about the pollution in the Amazon region. Donziger argued that the indigenous people “would never get a fair trial in Ecuador if they did not illuminate what had happened to them and get public support.” The details of the case and the work of Donziger are recorded in the 2009 documentary film Crude.

In 2011, a provincial Ecuadorian court found Chevron guilty and, following three appellate court appearances, including before the highest National Court of Justice, damages of $9.5 billion were awarded. In order to avoid paying up, Chevron proceeded to move all of its assets out of Ecuador, forcing the plaintiffs to pursue their compensation through courts in Canada, Brazil and Argentina. In all three cases, the courts rejected Donziger’s petition for confiscation of Chevron’s assets.

After the legal maneuvering of the global petrochemical corporation, a counter-litigation campaign was launched against Donziger by Chevron and the US judicial system. In 2011, Chevron filed a civil RICO (Racketeer Influenced and Corrupt Organizations Act) lawsuit against Donziger in New York City and accused him of bribing an Ecuadorian judge, ghostwriting the damages judgment and “fixing” environmental studies. The federal RICO law was enacted in 1970 and originally used to pursue mafia outfits.

In 2014, Judge Kaplan ruled that the Ecuadorian class-action judgment was invalid because Donziger achieved it through “criminal” activity, including racketeering, wire fraud, money laundering, obstruction of justice, bribery, coercion, witness tampering and extortion. Kaplan also ruled that Donziger had to pay Chevron $800,000 as part of the RICO settlement.

Judge Kaplan’s case was largely based upon the testimony of Alberto Guerra, a former Ecuadorian judge, whom Chevron had relocated to the US in 2013 for “safety reasons.” Guerra claimed that Donziger paid the Ecuadorian judge who ruled in favor of the plaintiffs $500,000. In 2015, Guerra recanted in an international tribunal and said he had lied about the bribery; however, subsequent appeals court hearings have refused to consider his admission and upheld the core of Kaplan’s ruling against Donziger.

It was also during the appeals process that Kaplan demanded that Donziger submit his computer, phones and other electronic devices to Chevron so it could search for liquid assets. Donziger refused to comply and Kaplan responded with the contempt charges.

In predictable fashion, the Wall Street Journal hailed the imprisonment and violation of Donziger’s rights as deserving for his “attempted looting of Chevron for spurious environmental crimes in Ecuador” which “ranks as among the biggest legal scams in history.” However, Donziger has massive support internationally for his courageous defense of the rights of Ecuadorians and stand against one of the most powerful corporations in the world.

Rock musician and political activist Roger Waters has consistently spoken out against the persecution of Donziger and praised his fight for the rights of the indigenous people of Ecuador. Waters spoke at a rally outside of the federal courthouse in New York City on Friday and denounced Judge Preska for her guilty verdict and demanded that Donziger be released immediately.

Last March, Donziger condemned the criminal case “by a Chevron-connected judge and prosecuted by a Chevron-connected lawyer? It’s just wrong. This is all part of a plan concocted by Chevron to dismantle my life. They want to do this to avoid paying up and to turn me into a weapon of intimidation against the whole legal profession.”

(CNSNews.com) - In a “Dear Colleague” letter she sent on Monday, House Speaker Nancy Pelosi told fellow House Democrats that one reason they need to approve the “Build Back Better” bill—which currently is assessed to cost $3.5 trillion—is because they need to save the Earth for children.

“We must save the planet for children, jobs and security,” said Pelosi.

She made this plea in a part of her letter that carried the subhead: “Jobs, children, climate.”

Jobs, children and climate: the health of children and creation of jobs are central to addressing the climate crisis, to lowering emissions and to advancing the clean energy economy of the future, while advancing the priority of environmental justice, educating a workforce for the future and advancing housing initiatives that are resilient and green,” Pelosi wrote.  

“In terms of national security, experts including military, diplomatic and academic leaders tell us that climate is a security issue, as changes in climate cause migration and competition for habitat and resources,” she said.  

“They also stress that the strength of America’s economy is a measure of America’s global strength,” Pelosi said.

“We must save the planet for children, jobs and security,” she said.

“Dear Colleague on the Transformative Nature of Build Back Better for Jobs and Children

“Dear Democratic Colleague,

“On Friday, during his visit, President Biden said that our mission is about values, not numbers, and Democrats remain united in our commitment to create jobs, lower costs, deliver tax cuts and do so in a way that makes the wealthy and big corporations pay their fair share.  The President also indicated that we would be working with a lower topline number, and decisions must therefore be made regarding the size and scope of the reconciliation bill.

“This week, as we continue to work with Committee Chairs and the Senate and White House to reach an agreement to Build Back Better, it is important to highlight and communicate to the country the transformative nature of the initiatives in the legislation.

Vatican: ‘The Church Does Not Have, and Cannot Have, the Power to Bless Unions of Persons of the Same Sex’

(CNSNews.com) - The Catholic Church's Congregation for the Doctrine of the Faith declared on March 15 that the church does not have the power to bless same-sex unions and issued an explanatory note spelling at why this is the case.

The straight-forward question the congregation addressed was: “Does the Church have the power to give the blessing to unions of persons of the same sex?”

The straight-forward answer was: “Negative.”

“Consequently, in order to conform with the nature of sacramentals, when a blessing is invoked on particular human relationships, in addition to the right intention of those who participate, it is necessary that what is blessed be objectively and positively ordered to receive and express grace, according to the designs of God inscribed in creation, and fully revealed by Christ the Lord,” the Vatican said in the explanatory note.

“Therefore, only those realities which are in themselves ordered to serve those ends are congruent with the essence of the blessing imparted by the Church,” the church said.

“For this reason, it is not licit to impart a blessing on relationships, or partnerships, even stable, that involve sexual activity outside of marriage (i.e., outside the indissoluble union of a man and a woman open in itself to the transmission of life), as is the case of the unions between persons of the same sex,” said the Catholic Church’s Congregation for the Doctrine of the Faith.

Here is the full text of the declaration and the explanatory note:

“Responsum of the Congregation for the Doctrine of the Faith to a dubium regarding the blessing of the unions of persons of the same sex

“TO THE QUESTION PROPOSED: 
Does the Church have the power to give the blessing to unions of persons of the same sex?

“RESPONSE:
Negative.

“Explanatory Note

“In some ecclesial contexts, plans and proposals for blessings of unions of persons of the same sex are being advanced. Such projects are not infrequently motivated by a sincere desire to welcome and accompany homosexual persons, to whom are proposed paths of growth in faith, “so that those who manifest a homosexual orientation can receive the assistance they need to understand and fully carry out God’s will in their lives”[1].

“On such paths, listening to the word of God, prayer, participation in ecclesial liturgical actions and the exercise of charity can play an important role in sustaining the commitment to read one's own history and to adhere with freedom and responsibility to one's baptismal call, because ‘God loves every person and the Church does the same’ [2], rejecting all unjust discrimination.

“Among the liturgical actions of the Church, the sacramentals have a singular importance: ‘These are sacred signs that resemble the sacraments: they signify effects, particularly of a spiritual kind, which are obtained through the Church’s intercession. By them men are disposed to receive the chief effect of the sacraments, and various occasions of life are sanctified’[3]. The Catechism of the Catholic Church specifies, then, that ‘sacramentals do not confer the grace of the Holy Spirit in the way that the sacraments do, but by the Church’s prayer, they prepare us to receive grace and dispose us to cooperate with it’ (#1670).

Blessings belong to the category of the sacramentals, whereby the Church ‘calls us to praise God, encourages us to implore his protection, and exhorts us to seek his mercy by our holiness of life’[4]. In addition, they ‘have been established as a kind of imitation of the sacraments, blessings are signs above all of spiritual effects that are achieved through the Church’s intercession’[5].

“Consequently, in order to conform with the nature of sacramentals, when a blessing is invoked on particular human relationships, in addition to the right intention of those who participate, it is necessary that what is blessed be objectively and positively ordered to receive and express grace, according to the designs of God inscribed in creation, and fully revealed by Christ the Lord. Therefore, only those realities which are in themselves ordered to serve those ends are congruent with the essence of the blessing imparted by the Church.

“For this reason, it is not licit to impart a blessing on relationships, or partnerships, even stable, that involve sexual activity outside of marriage (i.e., outside the indissoluble union of a man and a woman open in itself to the transmission of life), as is the case of the unions between persons of the same sex[6]. The presence in such relationships of positive elements, which are in themselves to be valued and appreciated, cannot justify these relationships and render them legitimate objects of an ecclesial blessing, since the positive elements exist within the context of a union not ordered to the Creator’s plan.

“Furthermore, since blessings on persons are in relationship with the sacraments, the blessing of homosexual unions cannot be considered licit. This is because they would constitute a certain imitation or analogue of the nuptial blessing[7] invoked on the man and woman united in the sacrament of Matrimony, while in fact ‘there are absolutely no grounds for considering homosexual unions to be in any way similar or even remotely analogous to God’s plan for marriage and family’[8].

“The declaration of the unlawfulness of blessings of unions between persons of the same sex is not therefore, and is not intended to be, a form of unjust discrimination, but rather a reminder of the truth of the liturgical rite and of the very nature of the sacramentals, as the Church understands them.

“The Christian community and its Pastors are called to welcome with respect and sensitivity persons with homosexual inclinations, and will know how to find the most appropriate ways, consistent with Church teaching, to proclaim to them the Gospel in its fullness. At the same time, they should recognize the genuine nearness of the Church–which prays for them, accompanies them and shares their journey of Christian faith[9] – and receive the teachings with sincere openness.

“The answer to the proposed dubium does not preclude the blessings given to individual persons with homosexual inclinations[10], who manifest the will to live in fidelity to the revealed plans of God as proposed by Church teaching. Rather, it declares illicit any form of blessing that tends to acknowledge their unions as such. In this case, in fact, the blessing would manifest not the intention to entrust such individual persons to the protection and help of God, in the sense mentioned above, but to approve and encourage a choice and a way of life that cannot be recognized as objectively ordered to the revealed plans of God[11].

“At the same time, the Church recalls that God Himself never ceases to bless each of His pilgrim children in this world, because for Him ‘we are more important to God than all of the sins that we can commit’[12]. But he does not and cannot bless sin: he blesses sinful man, so that he may recognize that he is part of his plan of love and allow himself to be changed by him. He in fact ‘takes us as we are, but never leaves us as we are’[13].

“For the above mentioned reasons, the Church does not have, and cannot have, the power to bless unions of persons of the same sex in the sense intended above.”

“The Sovereign Pontiff Francis, at the Audience granted to the undersigned Secretary of this Congregation, was informed and gave his assent to the publication of the above-mentioned Responsum ad dubium, with the annexed Explanatory Note.”

German Catholic Leaders Vote to Approve Blessings for Gay Couples

In a move that many observers view as schismatic, German Catholic leaders voted overwhelmingly (168-28) to approve blessings for gay couples. This is in defiance of a Vatican ban on the practice, and in contradiction of Church teaching that conjugal unions are reserved only for one man and one woman in marriage. 

As the Wall Street Journal reported on Oct. 1, "At a meeting in Frankfurt, German church leaders voted 168 to 28, with five abstentions, to adopt a draft statement on sexuality that includes a resolution saying that 'same-sex partnerships who want to take the risk of an unbreakable common life … should be able to see themselves placed under the blessing of God.'"

Rev. Burkhard Hose, who opposes the Vatican ban on gay blessings, "said the decision was 'a milestone in the journey toward a church without discrimination, a church full of respect for the diversity of love and partnerships,'" reported The Journal

However, Annette Florczak with Maria 1.0, which supports Catholic teaching, said, "It shows that the church in Germany is guided by secular values, and by worldly ideologies. Apparently the members of the Synodal Path see the church as a democracy where teachings and truth change with a majority vote. It is beyond presumptuous and beyond depressing.”

The Catholic Church opposes "gay marriage" and teaches that "homosexual acts are intrinsically disordered. They are contrary to the natural law. They close the sexual act to the gift of life. They do not proceed from a genuine affective and sexual complementarity. Under no circumstances can they be approved."

Further, the Church asserts that it does not have the authority to change this teaching because it is revealed by God. Even if gay marriage is legal, the Church cannot bless it because it is a sin.

The proposal by the German Catholic leaders can be revised and is subject to final approval by a supermajority of two-thirds of 69 bishops participating in next year's synod meetings, reported The Journal

Author Rod Dreher, a former Catholic and now Eastern Orthodox Christian, wrote in The American Conservative, "I don’t see any way around it: this is schism. You might hate what the Catholic Church teaches about homosexuality, and sexuality in general, but the tradition is absolutely clear, strongly rooted in Scripture, and has been clear for two millennia."

"There is no way you can do what the German bishops have done without repudiating unambiguous church teaching," said Dreher. "What will happen to German Catholics now -- those who wish to remain Catholic, as opposed to schismatic? What will they do?"

In concluding his commentary, Dreher writes, "Understand what I’m saying here: the German Catholic bishops are not only rejecting an authoritative, binding teaching of the Magisterium, but they are also denying what traditional Christianity teaches is the structure of reality itself. This is why sex matters."

Rev. Jerry Pokorsky, pastor of St. Catherine of Siena parish in Great Falls, Va., said of the German proposal: "It isn’t a surprise that the vast majority of German bishops do not think homosexual acts are sinful. Their studied ambiguity on the subject has been on display for years. It isn’t even surprising to suspect that a considerable number of German bishops may be active homosexuals."

 

"Anyone who celebrates 'the diversity of love and partnerships' should not object to the suggestion that 'celebrating diversity' is code for 'celebrating sodomy,'" wrote Pokorsky. 

"But it’s astounding that the vast majority of German bishops are willing to deny their apostolic authority," he continued.  "Their votes, in effect, sever them from the Church and declare that they are not qualified to make pronouncements on Christian marriage. 'Their end is destruction, their god is the belly, and they glory in their shame.'"(Phil. 3:18)

The allegations against Pena Nieto are not new. MISSION, Texas — A group of Republican governors visiting the Rio Grande Vally border with Mexico said the border crisis is also a drug crisis. The governors said the explosion of fentanyl and methamphetamine pouring across the unsecured border is killing young people all across the nation.

“The amount of fentanyl apprehended just by the Texas Department of Public Safety just this year is more than enough to kill every man, woman, and child in the states of Texas, California, and New York,” Texas Governor Greg Abbott told reporters during a news conference near Mission, Texas, on Wednesday afternoon. “So this crisis at the southern border is a humanitarian crisis,” DeWine added. “It is also a drug crisis. It’s a fentanyl crisis.”

Iowa Governor Kim Reynolds said, “With interstate 35 and interstate 80 we’re a direct route for drugs to pipe through to Des Moines, Council Bluffs, and then out through the United States.”

The Iowa governor said her state has experienced a tremendous in both methamphetamine and fentanyl. She said it is up 1000 percent from the same period last year.

“That’s killing our young people,” Gov. Reynolds stated. “The other thing that we’re also experiencing is the purity of the fentanyl. We are seeing it like every other state, across this country, and it’s taxing not only Iowans but our law enforcement as well.”

Nebraska Governor Pete Ricketts added, “Talking to the colonel of my State Patrol, methamphetamine, in the Midwest, is up four times what it was last year. We’ve seen that our State Patrol has confiscated more than about two and a half times the amount of fentanyl in our state this year versus last year.”

Colonel McCraw told the assembled group of governors that the border crisis has “allowed Mexican cartels to evolve and become the most dangerous most violent most brutal criminal organizations in the world they dominate the drug and human trafficking market throughout the United States. And if you have a fentanyl problem in Iowa, you have one in Oklahoma, you have a border problem. And that’s exactly what’s been going on.”

McCraw expressed his gratitude to the governors who have sent additional law enforcement resources to Texas due to the Biden administration’s changes in policies leading to the current border crisis.

“We’re proud to stand with you today and thank you for all you do and thank you for sending troopers down here and resources,” the DPS director concluded. “We appreciate that. We know that by putting them here, you’ve been able to protect your state, and I know you care deeply about protecting your citizens from harm and God bless you.”

New border wall forces smugglers to dig expensive tunnels and launch drones

SAN DIEGO — Top U.S. border officials expect cartels to build more tunnels from Mexico to the United States and increasingly rely on drones for surveillance operations as the 400 miles of new border wall makes it harder to smuggle people and drugs into the country.

Transnational criminal organizations have long used tunnels and drones at the southwest border, but senior Border Patrol officials across the country are bracing for more activity as new 30-foot-tall barrier wall goes up in areas that have long been easy for criminals to cross.

“Don't be fooled into thinking that the cartels and smuggling organizations won't do whatever to try to adapt,” said Anthony Porvaznik, chief of the Border Patrol’s Yuma sector in western Arizona. “We fully expect to see more tunneling activity.”

“Smugglers are in the business to make money,” said Border Patrol’s national chief, Rodney Scott, during a one-on-one tour with the Washington Examiner of the Southern California region. “I definitely think they will, but again, we talk about the wall system all the time … because it's a 30-year, enduring investment that, without it, they wouldn't have to go to drones, they wouldn't have to go to tunnels, they wouldn't even have to go to the port of entry. They were just driving trucks across before, and the overhead expenses for them were significantly lower to just drive across.”

Three types of tunnels are seen on the southern border: rudimentary tunnels comparable to gopher holes that only go several feet deep; those that connect into existing infrastructure systems, like a drainage system; and sophisticated ones that can go as deep as 90 feet. Scott said federal investigators typically learn very early on about the elaborate kind of tunnels and intentionally do not bust them until they are almost complete.

“On average, it takes about a year for them to dig it. It takes engineers, and it takes a lot of money, so if we can literally keep them focused on pouring their money into a hole in the ground, we know about, we'll let it go until right at the end,” said Scott. “We just want to make sure no illegal substances or people get into the U.S.”

In August, federal agents announced the discovery of the “most sophisticated” tunnel ever found at the border. The tunnel was built 25 feet below the sandy grounds of Yuma, Ariz. It was far enough along that ventilation and rail systems had already been installed.

Despite Yuma’s recent bust, the San Diego region’s soil composition makes it the most suitable for tunnel builders out of the nine regions by which the Border Patrol divides the southwest border.

“Here, it's soft, so they have to actually line it with wood and hold it up,” said Porvaznik, who is based in Arizona. “In San Diego, they can dig it out, and it's more clay-like material, so it'll stay.”

Border officials expected the wall to have an impact on tunneling and included in annual wall funding money for underground systems that can detect disturbances in the soil. In Southern California, Border Patrol has a team that tracks tunnel activity. Border Patrol San Diego Chief Aaron Heitke said intelligence specialists map out warehouses located near the border and go door to door to meet with business owners to get a feel for who may be a threat. The team takes an overt approach, out in public and by asking businesses if they see unusual activity to tip off the Department of Homeland Security. The task force can also track imports and exports, as well as taxes filed to the Internal Revenue Service, to see if a business is a front or conducting legitimate trade.

The tunnel found near Yuma, Ariz., had a rail system built inside that would have been used to move contraband from Mexico into the United States.

“We’re literally kind of mapping out like, ‘Sony has been here forever. It's a legitimate business. We've never had any problems. It's a lower threat,'” said Scott, who previously oversaw the San Diego region. “This warehouse — you’ve got seven businesses in different suites that have been here for years. We know them. They call, they don’t, whatever — you kind of gauge it. And this one turns over every 30 days, every 60 days. That's something we're going to watch.”

In El Paso, where tunnels are less prevalent because of the river and canal systems, agents constantly see drones flying over from Mexico.

“All day long — 24/7 in this area — there’s drones going up and down,” said Border Patrol's El Paso division chief for operations, Walter Slozar. “They’re not using them to smuggle things yet ... We can even tell like when one goes up, ‘Oh, when that one goes up, that’s when something happens over here.'”

Drones surveil agents on the ground and inform smugglers when to send migrants over the border and when agents may be wrapped up elsewhere.

The western Arizona and eastern California regions are also seeing a heavy use of drones but for the smuggling of drugs over the wall. Porvaznik said drones will make up to 30 trips back and forth each night, carrying approximately a kilogram of drugs northbound.

Porvaznik points to a framed photograph in his office that shows an “octocopter,” an eight-propeller unmanned aerial system that goes for $16,000. Border Patrol’s aerial surveillance trucks detected it flying through U.S. airspace near the border transporting 25 pounds of cocaine over the border.

“It’s dark, and they’re silent,” said Porvaznik. “We've had numerous instances of drones working in [the] San Luis area, bringing over load after load, and they just keep making trips all night. At times, they overload them, and they crash. And so, our agents have found them with dope strapped to them."

Yuma agents have been able to track where some drugs are dropped and then pursue drivers who transport it. Agents do not have a way to force a drone and are still in the process of detecting them.

Federal agents raided Q.T Fashion and numerous other businesses in the downtown fashion district Wednesday, cracking down on a scheme that cartels are increasingly relying on to get their profits — from drug sales, kidnappings and other illegal activities — back to Mexico, authorities said.

 

Nine people were arrested in raids targeting 75 locations, and $90 million was seized — $70 million in cash. In one condo, agents found $35 million stuffed in banker boxes. At a mansion in Bel-Air, they discovered $10 million in duffel bags.

 

"Los Angeles has become the epicenter of narco-dollar money laundering with couriers regularly bringing duffel bags and suitcases full of cash to many businesses," said Robert E. Dugdale, the assistant U.S. attorney in charge of federal criminal prosecutions in Los Angeles.
