China Is Using Fentanyl as ‘Chemical Warfare,’ Experts Say

Behind the deadly opioid epidemic ravaging communities across the United States lies a carefully planned strategy by a hostile foreign power that experts describe as a “form of chemical warfare.”
It involves the production and trafficking of fentanyl, a synthetic opioid that caused the deaths of more than 32,000 Americans in 2018 alone, and fentanyl-related substances.
China is the “largest source” of illicit fentanyl in the United States, a November 2018 report by the U.S.-China Economic and Security Review Commission stated. That same commission said that since its 2017 report, they found no “substantive curtailment” of fentanyl flows from China to the United States. They also noted that in “large part, these flows persist due to weak regulations governing pharmaceutical and chemical production in China.”
President Donald Trump has continued to increase his crackdown on fentanyl—he recently ordered all U.S. carriers to “search for and refuse” international mail deliveries of the synthetic opioid pain reliever. Trump specifically named FedEx, Amazon, UPS, and the U.S. Postal Service (USPS).
Jeff Nyquist, an author and researcher of Chinese and Russian strategy, said China is using fentanyl as a “very effective tool.”

“You could call it a form of chemical warfare,” Nyquist told The Epoch Times. “It opens up a number of opportunities for the penetration of the country, both in terms of laundering money and in terms of blackmail against those who participate in the trade and become corrupt like law enforcement, intelligence, and government officials.” 
China also uses the money generated by the importing of fentanyl to effectively “influence political parties,” according to Nyquist. 
“It opens doors for Chinese influence operations, Chinese People’s Liberation Army, and intelligence services, so that they can get control of certain parts of the U.S.,” he said. 
In August, Trump called out Chinese leader Xi Jinping, accusing him of not doing enough to stop the flow of fentanyl, which enters the United States mostly via international mail.
Liu Yuejin, vice commissioner of the China National Narcotics Control Commission, disputed Trump’s criticism, telling reporters on Sept. 3 that they had started going after illicit fentanyl production, according to state-controlled media. China also denies that most of the illicit fentanyl entering the United States originates in China.
“President Xi said this would stop—it didn’t,” Trump said on Twitter on Aug. 23.
Overdose deaths from synthetic opioids such as fentanyl surged from around 29,000 in 2017 to more than 32,000 in 2018, according to data from the Centers for Disease Control and Prevention (CDC).
Not all opioid-related deaths in the United States can be blamed on China’s fentanyl export policies, as some come from prescription overdoses, according to Dr. Robert J. Bunker, an adjunct research professor at the U.S. Army War College Strategic Studies Institute.
But Bunker told The Epoch Times that China is still “greatly contributing” to America’s opioid epidemic. Bunker described how Beijing is using the trafficking of dangerous drugs to achieve its greater Communist Party goals.
“Contributing to a major health crisis in the U.S., while simultaneously profiting from it would in my mind give long-term CCP plans to establish an authoritarian Chinese global system as a challenge to Western liberal democracy,” he said via email.
“[It’s] a win-win situation for the regime,” he continued. “In fact producing and sending fentanyl to the U.S., which could be considered a low-risk policy of ‘drug warfare,’ is very much in line with the means and methods advocated in the 1999 work ‘Unrestricted Warfare.'”
The book mentioned by Bunker is authored by two of China’s air force colonels, Qiao Liang, and Wang Xiangsui, and published by the People’s Liberation Army.

Recent cases of fentanyl-related overdose and deaths are linked to “illegally made fentanyl,” the CDC has said. Fentanyl is 50 times more potent than heroin and 100 times more potent than morphine.
Fentanyl has been approved for treating severe pain for conditions such as late-stage cancer. It is prescribed by doctors typically through transdermal patches or lozenges. Fentanyl should only be prescribed by doctors who are experienced in treating pain in cancer patients, according to Medline Plus, an online site by the United States National Library of Medicine. It may become addictive, especially with prolonged use.
A USPS spokesman told The Epoch Times they are “aggressively working” to add in provisions from the STOP Act. The Synthetics Trafficking and Overdose Prevention legislation, signed in 2018 by Trump, aims to curb the flow of opioids sent through the mail while increasing coordination between USPS and the U.S. Customs and Border Protection (CBP).
USPS has notified China’s postal operations that if any of their shipments don’t contain Advance Electronic Data (AED), they “may be returned at any time,” the spokesman said via email. CBP is also notifying air and ocean carriers to confirm that 100 percent of their postal shipment containers have AED before loading them onto their conveyance.

Recent Seizures

In August, law enforcement seized 30 kilograms (around 66 pounds) of fentanyl, among other narcotics as part of a major arrest operation over the course of three days. As a result, officers arrested 35 suspects for “conspiracy to distribute and possess with intent to distribute large amounts of heroin, fentanyl, cocaine, and cocaine base.”
G. Zachary Terwilliger, U.S. Attorney for the Eastern District of Virginia, said in a statement that the amount of fentanyl seized was enough to “kill over 14 million people.” One of the suspects in Virginia had ordered the fentanyl from a vendor in Shanghai and was receiving it at his residence through USPS, according to the indictment.
“The last thing we want is for the U.S. Postal Service to become the nation’s largest drug dealer, and there are people way above my pay grade working on that, but absolutely, it’s about putting pressure on the Chinese,” Terwilliger said.
CBP Enforcement Statistics reveal that fiscal year seizures of illicit fentanyl spiked from about one kilogram (2.2 pounds) in 2013 to nearly 1,000 kilograms (2,200 pounds) in 2018. The number of law enforcement fentanyl seizures in the United States also vaulted from about 1,000 in 2013 to more than 59,000 in 2017.
Also, in August, the Mexican navy found 52,000 pounds of fentanyl powder in a container from a Danish ship that was coming from Shanghai. The navy intercepted the unloaded 40-foot container on Aug. 24, at the Port of Cardenas.
“There is clear evidence that fentanyl or fentanyl precursors, chemicals used to make fentanyl is coming from China,” Dr. Andrew Kolodny, co-director of Opioid Policy Research at the Heller School for Social Policy and Management, told The Epoch Times.

Two commonly used fentanyl precursors are chemicals called NPP and 4-ANPP. In early 2017, journalist Ben Westhoff started researching the chemicals, finding many advertisements for them all over the internet from different companies. He later determined a majority of those companies were under a Chinese chemical company called Yuancheng, according to an excerpt from his upcoming book “Fentanyl, Inc.: How Rogue Chemists Are Creating the Deadliest Wave of the Opioid Epidemic,” an excerpt of which was published in The Atlantic.

Fentanyl Analogs

One of the concerns related to the production of illicit opioids is the creation of fentanyl analogs, products that are similar to fentanyl and also simple to make.
“You can very easily manipulate the molecule and create a new fentanyl-like product that hasn’t been banned, that’s not technically illegal,” Kolodny told The Epoch Times. “Some of the manufacturers, the folks creating the drugs, are aware of that.”
“We saw this with other synthetic drugs that are abused in the U.S., when law enforcement make the drug illegal or when they ban the molecule,” he said. In some cases, fentanyl analogs are even stronger than fentanyl. There’s an analog called carfentanil, which is even more potent than fentanyl.” 
Carfentanil has a quantitative potency “approximately 10,000 times that of morphine and 100 times that of fentanyl,” according to the National Center for Biotechnology Information.
Just one microgram is needed for carfentanil to affect a human. The drug is “one of the most potent opioids known” and is marketed under the trade name Wildnil “as a general anesthetic agent for large animals.”
“Sometimes, it’s hard for law enforcement to keep up with the chemist,” Kolodny added. 
A bill dubbed the SOFA Act or the “Stopping Overdoses of Fentanyl Analogues Act,” has yet to pass Congress. The act was introduced in May by Republican senators and would give law enforcement “enhanced tools to combat the opioid epidemic and close a loophole in current law that makes it difficult to prosecute crimes involving some synthetic opioids.”
Kolodny said pharmaceutical industries have been lobbying to stop any legislation meant to restrict fentanyl analogs “because these are products they are trying to bring to market.” 
In August, an Oklahoma judge ordered Johnson & Johnson to pay $572.1 million to the state for deceitfully marketing addictive opioids. The sum was less than what investors had expected, according to Reuters, which resulted in shares of the multinational corporation rising in value.
“We should be doing everything we can to keep fentanyl out of the country,” Kolodny said. “We should be doing everything we can to ban fentanyl analogs.” 

Billion-Dollar Grants

As part of the Trump administration’s latest efforts to combat the opioid crisis, the U.S. Department of Health and Human Services (HHS) on Sept. 4 announced nearly $2 billion in funding to states.
The funding would expand access to treatment and also support near-real-time data on the drug overdose crisis, according to a release.
In announcing the move, White House counsel Kellyanne Conway told reporters in a conference call that their administration is trying to interject the word “fentanyl” into the “everyday lexicon” as part of their efforts to increase awareness.
Data suggests that of the approximately 2 million Americans suffering from opioid use disorder, approximately 1.27 million of them are now receiving medication-assisted treatment, according to the HHS.
“Central to our effort to stop the flood of fentanyl and other illicit drugs is our unprecedented support for law enforcement and their interdiction efforts,” she said.
Conway then brought up the DHS seizures of fentanyl in 2018, which totaled an equivalent of 1.2 billion lethal doses.
“Ladies and gentlemen, that is enough to have killed every American four times,” she told reporters.
Just weeks ago, the White House released a series of private-sector advisories aimed to help businesses protect themselves and their supply chains from inadvertently trafficking fentanyl and synthetic opioids.
The four advisories aim to stem the production and sale of illicit fentanyl, fentanyl analogs, and other synthetic opioids. The advisories focus on the manufacturing, marketing, movement, and monetary aspects of illicit fentanyl.
In March 2018, the Interior Department created a task force aimed to specifically combat the crisis on tribal lands. Since then, the department has arrested more than 422 individuals and seized 4,000 pounds of illegal drugs worth $12 million on the street, including more than 35,000 fentanyl pills.
Conway, on the conference call, described the epidemic of pain relievers as an “opioid and fentanyl crisis.”

Sen. Rick Scott: Phase 4 of Coronavirus Relief Must ‘Hold Communist China Accountable’

The next economic relief package must “hold Communist China accountable,” Florida Sen. Rick Scott (R-FL) said in a statement on Tuesday, outlining his top priorities for the next bill.
Scott said the single party state is “hiding information and lying about the Coronavirus that originated in its country” and that must be exposed.
One of the ways the U.S. can do that, Scott said, is by eliminating its role in the U.S. supply chain. He is advancing his American-Made Protection for Healthcare Workers and First Responders Act, which he said addresses current Personal Protective Equipment (PPE) shortages and builds the national stockpile of goods from U.S.-based producers “to eliminate our dependence on foreign adversaries’ supply chains during a crisis,” such as China.
“Federal agencies should be prohibited from entering into contracts with companies that have investments from entities headquartered or affiliated with Communist China,” Scott’s statement reads.
The U.S. can also hold China accountable by defunding the World Health Organization (W.H.O.), which he said assisted China in covering up information on the threat of the virus, which “cost thousands of lives around the world.”
“Under no circumstance should the U.S. taxpayers continue to fund an organization that puts its allegiance to Communist China above global health,” Scott’s statement reads. “Congress should zero out all future appropriations to the W.H.O.”
President Trump said during Monday’s White House Rose Garden press briefing “there are a lot of ways” to hold China accountable and added that the administration is conducting “serious investigations.”
“We are not happy with that whole situation, because we believe it could have been stopped at the source. It could have been stopped quickly, and it wouldn’t have spread all over the world,” Trump told Breitbart News senior White House correspondent Charlie Spiering during Monday’s briefing.
“And we think that should have happened. So we’ll let you know at the appropriate time, but we are doing serious investigations,” he added.

A group of conservative leaders this week paralleled Scott’s call, sending a letter and formal White House petition to the president, urging him to hold China’s feet to the fire:
We believe that the Chinese Communist Party is responsible for this pandemic. China is the most significant threat facing America today, and the American people across party lines believe that China should be treated as the pariah state that it is. As conservative leaders, we urge you to hold the Chinese Communist Party responsible by taking immediate actions to reduce our dependence on Chinese manufacturing of medical products, investigate the extent of China’s role in spreading the pandemic, and stop federal funding for universities with Confucius Institutes. As you take tough action against China to protect the American people, you will have our full support and the support of the American people.
Sen. Marsha Blackburn (R-TN) and Rep. Lance Gooden (R-TX) are also in on the efforts to hold China accountable, promoting the Stop China-Originated Viral Infectious Diseases Act, or Stop COVID Act, which they say will “hold China accountable for unleashing COVID-19 on our country” and “open up a set of legal tools that will enable the public to sue and seek compensation if they have suffered harm resulting from China’s role in spreading this virus.”
The administration’s “serious” investigation into China comes as Congress gears up to craft the next phase of economic relief. House Democrats have already signaled that their version will include party agenda items like universal mail-in voting. Scott, however, said the relief package must refrain from wasting taxpayer money, particularly on items unrelated to the crisis:
My focus has always been on helping those small businesses and individuals that are suffering because of the Coronavirus. If someone can show me additional ways to get help to them – great. But it is not government’s job to bail out the wealthy and big businesses. We also shouldn’t be giving money to states for anything other than expenses directly related to Coronavirus response. Our nation is $24 trillion in debt – the worst fiscal position we’ve ever been in. We have to be smart about how we’re spending our money and make sure it is truly going directly to the people in need.
Instead, the next phase of relief should focus on building upon the $2 trillion CARES Act and ensuring that Paycheck Protection Program (PPP) loans are going to small businesses that truly need it.
“Taxpayer money shouldn’t be going to businesses that haven’t been harmed by this crisis,” his statement reads.
Scott also stressed the importance of addressing the growing annual deficits and national debt.
“This year’s federal budget deficit will be the largest in the history of the nation, in excess of the cumulative deficits for the first 200 years of the country’s existence. The year will end with an excess of $25 trillion in federal debt,” his statement reads.
“Any Phase 4 agreement needs to take concrete steps to bring spending under control,” it adds.
Additionally, Scott is calling for screening at airports, requiring all passengers to go through “certain health screening measures” like temperature checks before entering the airport terminal.
“As Congress begins to discuss whether a Phase 4 is necessary, I urge my colleagues to consider priorities that focus on national security, fixing waste and continuing to protect public health,” Scott added.

US has Run Up $5.5 Trillion in Trade Deficits With China

Since 1985, the first year for which the Census Bureau has posted this nation's bilateral merchandise trade deficits on its website, the United States has accumulated $5.5 trillion in trade deficits with China.
No other nation comes close.
In 2019, America's seven top trading partners -- when measured by the total dollar value of the bilateral trade in goods -- were Mexico ($614.5 billion), Canada ($612.4 billion), China ($558.9 billion), Japan ($218.3 billion), Germany ($187.8 billion), South Korea ($134.4 billion) and the United Kingdom ($132.3 billion).
By far, however, the least balanced relationship -- both last year and in recent decades -- has been with China.
In the 35 years from 1985 through 2019, according to Census Bureau data, the United States ran a cumulative merchandise trade deficit with China of $5,501,227,400,000.
Among the seven nations that were our leading trading partners as of 2019, the second-largest cumulative deficit over that 35-year period was the $2,240,119,400,000 deficit the United States ran with Japan.
Thus, the cumulative trade deficit with China over the last 35 years was almost 2.5 times as large as the cumulative trade deficit with Japan.
The cumulative trade deficits with Mexico ($1,276,017,400,000), Germany ($1,222,887,800,000), Canada ($1,065,139,400,000), South Korea ($410,304,300,000) and the United Kingdom ($33,598,300,000) were much smaller.
In fact, in 16 of the 35 years on record, the United States actually ran a merchandise trade surplus with the United Kingdom.
But China is an outlier.
Of the approximately $558.9 billion in goods traded between the United States and China last year, only $106.6 billion were exported by the United States, while $452.2 billion were imported.
The result: The United States ran a $345.6 billion merchandise trade deficit with China.
America's next-largest merchandise trade deficit last year was with our top trading partner, Mexico. But that deficit was only $101.8 billion -- less than one-third the $345.6 billion deficit with China.
The United States ran only a $27 billion trade deficit in 2019 with our other neighbor and second-largest trading partner, Canada. America's $345.6 billion trade deficit with China was more than 12 times the trade deficit with Canada.
Despite having much smaller economies and populations than China, both Mexico and Canada managed to buy far more American-made goods than China did.
China, according to the CIA World Factbook, has the largest GDP in the world ($25,360,000,000,000). Mexico's ($2,463,000,000,000) is less than one-tenth that size, and Canada's ($1,774,000,000,000) is less than one-fourteenth.
China, meanwhile, has by far the world's largest population (1,394,015,977). Mexico's population (128,649,565) is less than one-tenth that size, and Canada's (37,694,085) is about one-thirty-seventh that size
It is a fact, then, that even though China has both a GDP and a population that is about 10 times larger than Mexico's, Mexico, in 2019, purchased almost 2.5 times the American-made goods when measured in dollar value ($256.4 billion) as China did ($106.6 billion).
Similarly, even though China has a GDP that is about 14 times larger than Canada's and a population that is about 37 times larger, Canada purchased about 2.7 times the American-made goods ($292.7 billion) that China did in 2019 ($106.6 billion).
Can geographical proximity explain all of that disparity?
The United States normalized relations with China in 1979 but did not grant China permanent normal trade relations until more than 20 years later.
"President Bill Clinton and China's then-leader Jiang Zemin both came to see benefits in expanding bilateral economic ties, including working together to bring China into the WTO (World Trade Organization)," explains the Congressional Research Service.
"On October 10, 2000, Clinton signed into law P.L. 106-286, granting China permanent normal trade relations and paving the way for China to join the WTO, which it did in December 2001," says the Congressional Research Service.
What has been the trajectory of U.S. economic relations with China?
In 1985, the first year reported by the Census Bureau, the U.S. merchandise trade deficit with China was $6 million. In 2001, when China joined the WTO, it was $83 billion.
The next year, the U.S.-China trade deficit jumped to $103 billion. By 2005, it was $202 billion. By 2012, it was $315 billion.
In 2018, it peaked at $419 billion.
What is the United States buying from China?
In 2019, according to the Census Bureau, the top six imports American consumers purchased from China were "cell phones and other household goods" ($64.5 billion); "computers" ($42.3 billion); "toys, games, and sporting goods" ($26.5 billion); "apparel, textiles, nonwool or cotton" ($24.4 billion); "telecommunications equipment" ($24.4 billion)" and "computer accessories" ($18.7 billion).
The State Department's 2019 report on human rights in China begins with these words: "The People's Republic of China (PRC) is an authoritarian state in which the Chinese Communist Party (CCP) is the paramount authority. CCP members hold almost all top government and security apparatus positions."
But this authoritarian state run by the Communist Party provided the labor to produce tens of billions of dollars in cell phones and computers that were sold last year in the United States of America.
America ought to deliver a very simple message to the authoritarians in Beijing: As long as you are not a free country, you will not be able to freely sell your products here.

“Made in China” has been a familiar label on products for years but it wasn’t until March of 2020 that Americans learned of the perils that might entail. China threatened to impose export controls on pharmaceuticals that would plunge America into “the mighty sea of coronavirus.
Sen. Marco Rubio told reporters the United States was “dangerously reliant” on China for critical goods, including parts for technologies needed to fight COVID-19. Since 2004, Chinese pharmaceutical companies have been supplying 80-90 percent of U.S. antibiotics. Americans might wonder how they landed in such a dependent position, and that invites a comparison with the Union of Soviet Socialist Republics.
The world’s first socialist state, established in the world’s largest nation, never produced a single product the West wanted or needed. For all its vast natural resources, the USSR was an economic basket case, and by the mid-1980s in serious trouble.
Suppose that some U.S. senator had then offered a trade deal that ignored the regime’s human rights violations and allowed state-owned Soviet companies to manufacture goods for the American market, all marked “Made In the Union of Soviet Socialist Republics.” These would include vital pharmaceuticals and the deal would allow the use of Soviet steel, and Soviet labor, in major infrastructure projects in the United States.
The deal would impose no review of human rights and impose no conditions for democratic reforms, supervised multi-party elections and such. All that, and more, is already a done deal with China, like the USSR a one-party Communist dictatorship that never produced a single product the United States needs. This has come about, in large part, due to U.S. Senator Dianne Feinstein, San Francisco Democrat.
On a visit to Shanghai in 2006 Feinstein told James Areddy of the Wall Street Journal, “I’ve been coming to China for 31 years, so I’m not a newcomer.” That would put her first visit in 1975, one year before the death of the Great Helmsman Mao Zedong his own self. Feinstein was then a San Francisco supervisor, and as mayor struck up a sister-city relationship with Shanghai. On the 2006 trip Feinstein spent time with former Shanghai mayor Zhu Rongji, “a good friend.”
Areddy asked about the Tiananmen Square massacre then turning 21. Feinstein said it was a “a great setback for China in the view of the world,” a public-relations problem for China, not a human rights issue. “It was just the PLA (People’s Liberation Army)” and China “learned lessons from it.” Still, Feinstein admitted, “we did not discuss it.”
As Ben Weingarten noted in the Federalist in 2018, Sen. Feinstein’s ties to China are “way deeper” than any Chinese spy in her office. Feinstein maintained a “strictly apologist line” on China’s human rights atrocities, and Feinstein’s husband has “profited handsomely” during her career in the Senate. Sen. Feinstein “served as a key intermediary between China and the U.S. government, while serving on committees whose work would be of keen interest to the PRC.” For two decades and three election cycles, Feinstein harbored a Chinese spy who fed “political intelligence” to Beijing’s Communist regime. Since that article, the dossier has grown longer.
As Rosemarie Ho noted in The Nation, Dianne Feinstein failed to support the democracy protesters in Hong Kong. When the coronavirus hit these shores, Feinstein was uncritical of China and one of the first to cry “racism” against those who pointed out the pandemic’s origin in Wuhan, China.
Ben Weingarten wondered how a motivated and empowered prosecutor would operate if tasked to explore “any links and/or coordination” between the Chinese government, Feinstein and individuals associated with her office. Such an investigation never took place with Sen. Dianne Feinstein, the most servile apologist of Communist China since Anna Louise Strong, and certainly the most influential. On the other hand, Donald Trump was thoroughly investigated for “collusion” with Russia, which turned out to be a hoax.
It was the president’s tweet that brought Feinstein’s Chinese spy to public attention. President Trump has access to all U.S. intelligence, a major reason domestic and foreign foes alike are desperately trying to remove him from office. In his April 19 press conference, the president called the upper reaches of the DOJ and FBI “human scum,” and their inattention to Feinstein, Hillary Clinton and other high-profile Democrats confirms that the rot continues.
President Trump is now throwing down with the invisible enemy of coronavirus and making progress despite opposition from Democrats and their media allies. As they parrot Chinese propaganda, the president has already started the decoupling process.
“We cannot outsource our independence,” the president said last Monday. “We cannot be reliant on foreign nations. I’ve been saying this for a long time. If we’ve learned one thing it’s let's do it here, let’s build it here, let’s make it here.”

As with the USSR, we don’t need China for anything. And as Chuck Berry said, anything you want they got right here in the USA.
