State's "cheap labor" costs average household $1,183 a year

In hosting America's largest population of illegal immigrants, California bears a huge cost to provide basic human services for this fast growing, low-income segment of its population. A new study from the Federation for American Immigration Reform (FAIR) examines the costs of education, health care and incarceration of illegal aliens, and concludes that the costs to Californians is $10.5 billion per year.
Among the key finding of the report are that the state's already struggling K-12 education system spends approximately $7.7 billion a year to school the children of illegal aliens who now constitute 15 percent of the student body. Another $1.4 billion of the taxpayers' money goes toward providing health care to illegal aliens and their families, the same amount that is spent incarcerating illegal aliens criminals.
"California's addiction to 'cheap' illegal alien labor is bankrupting the state and posing enormous burdens on the state's shrinking middle class tax base," stated Dan Stein, President of FAIR. "Most Californians, who have seen their taxes increase while public services deteriorate, already know the impact that mass illegal immigration is having on their communities, but even they may be shocked when they learn just how much of a drain illegal immigration has become."
The Costs of Illegal Immigration to Californians focuses on three specific program areas because those were the costs examined by researchers from the Urban Institute in 1994. Looking at the costs of education, health care and incarceration for illegal aliens in 1994, the Urban Institute estimated that California was subsidizing illegal immigrants to the tune of about $1.1 billion. The enormous rise in the costs of illegal immigrants over the intervening ten years is due to the rapid growth in illegal residents. It is reasonable to expect those costs to continue to soar if action is not taken to turn the tide.
"Nineteen ninety-four was the same year that California voters rebelled and overwhelmingly passed Proposition 187, which sought to limit liability for mass illegal immigration. Since then, state and local governments have blatantly ignored the wishes of the voters and continued to shell out publicly financed benefits on illegal aliens," said Stein. "Predictably, the costs of illegal immigration have grown geometrically, while the state has spiraled into a fiscal crisis that has brought it near bankruptcy.
"Nothing could more starkly illustrate the very high costs of ‘cheap labor' than California's current situation," continued Stein. "A small number of powerful interests in the state reap the benefits, while the average native-born family in California gets handed a nearly $1,200 a year bill."
The Federation for American Immigration Reform is a nonprofit, public-interest, membership organization advocating immigration policy reforms that would tighten border security and prevent illegal immigration, while reducing legal immigration levels from about 1.1 million persons per year to 300,000 per year.

Illegal aliens constitute about 7% of the state’s population, or about 2.7 million, according to an April report by the Pew Hispanic Center. State officials say that they add about $4 billion to $6 billion in costs, primarily in the area of schools, prisons and jails, and emergency rooms. This is money the slightly less Golden State can scarcely afford.
For fiscal 2009-10, it’s estimated that about $834 million will be spent to incarcerate 189,000 illegal immigrants in the state’s prison system. In Los Angeles County alone, Supervisor Mike Antonovich says, illegal aliens add up to $550 million annually in criminal justice costs.
Little note has been made that much of California’s prison crisis is due to crimes committed by illegal aliens invited in through the sanctuary policies of its major cities and their policies of not allowing local police to notify immigration authorities when suspected illegals are apprehended.
According to statistics released by the FBI, more than 95% of arrest warrants issued in Los Angeles for the crime of murder are for illegal aliens. Nearly 25% of the California prison population consists of illegal aliens. Increased border and interior enforcement, coupled with expedited deportation, could help immeasurably.
The state legislative analyst estimates, based on Pew data, that about 300,000 of the state’s 6.3 million public school students are illegal residents. They are educated by California taxpayers to the tune of $7,626 each for a total cost of nearly $2.3 billion.
At the college level, California is one of 10 states that grant the children of illegal aliens in-state tuition rates. The financial benefits of these programs to illegal aliens are as great as the penalty imposed on U.S. citizens and state treasuries. So if their parents sneak in from Guadalajara, they get a break that the children of an Iraq veteran from Nevada doesn’t.
In health care, the expected tab for 2009-10 is $703 million for as many as 700,000 illegals. Even Gov. Schwarzenegger was moved recently to propose limiting welfare and non-emergency health care for them.

The $90 million California is expected to receive from the federal government this year for jailing illegal immigrants convicted of crimes is far short of the state's roughly $1 billion annual cost, officials said.

"The federal government has sole control over the nation's borders. The states do not," said H.D. Palmer, a spokesman for the state's finance department. "The incarceration costs associated are borne disproportionally by states like California."

Los Angeles County officials have not projected how much in reimbursement funds they could receive this year.

But in 2009, the county received $15.4 million in federal money, officials said. That is a fraction of the $100 million it spends on average to jail illegal immigrants.

"The federal government reimburses us literally pennies on the dollar what it costs us," Los Angeles County Sheriff's Lt. Mark McCorkle said

The state -- which houses 19,000 illegal immigrants in its prisons and jails -- receives the federal money through the State Criminal Alien Assistance Program, or SCAAP. Obama's proposed budget plan sets aside $330 million for the incarceration program, down from $400 million last year.

But with California struggling to balance its budget, Gov. Arnold Schwarzenegger is continuing to fight for additional funding, Palmer said.

Last year, Sheriff Lee Baca wrote a letter to the House Appropriations Committee urging an increase in funding for the program.

"Because SCAAP reimburses previously incurred undocumented criminal alien incarceration costs, every dollar of incarceration costs not reimbursed by SCAAP adds a dollar to state and local budget shortfalls that must be offset by reductions in other essential services," Baca wrote.

Although the county does not know exactly how many undocumented immigrants are in its jails, McCorkle said about 3,300 inmates identify themselves as foreign-born.

Officials from states greatly affected by illegal immigration long have argued that their taxpayers should not have to bear the burden for Washington's failure to control the border.

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.

THE EXORBITANT FIGURE DOES NOT INCLUDE THE ENORMOUS COST OF EDUCATING, MEDICALLY TREATING, OR INCARCERATING ILLEGALS ALIENS. THIS COSTS THE COUNTY AN ADDITIONAL ONE BILLION DOLLARS.

The exorbitant figure, revealed this week by a county supervisor, doesn’t even include the enormous cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $500 million for healthcare and $350 million for public safety.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from the county’s Department of Social Services. In 2009 the tab ran $570 million and this year’s figure is expected to increase by several million dollars.
Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,” the veteran county supervisor (Michael Antonovich) who revealed the information has said. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

Immigration reform could be dilemma
Support it or oppose it, Dems risk voter fallout

WASHINGTON - Democrats' failure to pass comprehensive immigration reform could hurt them with Latino voters in November's congressional elections, leaders of immigrant-rights groups warn.
But support for an immigration bill could come with its own political cost from voters on the other side of the issue, leaving lawmakers no easy choices.
"For most elected officials, it's a no-win situation," said John Garcia, a political-science professor at the University of Arizona. "It's just such a volatile and divisive issue."
Thousands of immigration-reform activists from across the nation - including some from Arizona - are expected to march on Washington, D.C., on Sunday to demand action from the Obama administration and the Democrat-led Congress.
If they don't get it, they say, they are unlikely to switch their allegiance to Republicans, most of whom oppose any plan that clears the way for illegal immigrants to become citizens.
But disillusionment with Democrats could instead lead Latino voters to stay home on Election Day, a move that strategists say could affect Arizona's three vulnerable Democratic House members: Reps. Ann Kirkpatrick, Gabrielle Giffords and Harry Mitchell.
Democratic Congressional Campaign Committee spokesmen have cited a 2 to 4 percent increase in the Hispanic population in those congressional districts as a key factor that could boost the incumbents' chances for re-election if more Latinos vote.
"It is showdown time," activist Emma Lozano said at a recent Capitol Hill news conference called by members of the Fair Immigration Reform Movement. "If you (Democratic leaders) don't keep your promises, we will leave you where we found you. You have the power. You must use it, or you will lose it."
Such threats may ring hollow to Democrats in swing districts, who likely have more to lose this year from supporting immigration reform than from ignoring it, political analysts say.
"The greater risk is turning out White (non-Hispanic) voters against you," said Rodolfo Espino, a political scientist at Arizona State University. "It just goes to the basic rule of who votes, especially in a non-presidential year. It tends to be White voters, high-socioeconomic-status voters. So a perennial problem that these Hispanic advocacy groups face is making these threats credible."
Democrats face counter-threats from groups that oppose any legislation that would allow illegal immigrants to become citizens.
"If they support these bills and they're on the ballot in November, they're goners," said William Gheen, president of Americans for Legal Immigration Political Action Committee.
Gheen's group is joining with the conservative "tea party" movement to counter the March 21 march by Hispanic rights' groups with April 15 protests throughout the country against amnesty for illegal immigrants.
"Every candidate and member of Congress that is either dumb enough or out of touch with their constituents enough to go around campaigning for amnesty, please do so," Gheen said. "It will help us identify you and defeat you."
In the midst of these dueling threats, President Barack Obama and senior White House officials have been holding meetings with immigrant-rights groups and members of Congress to try to determine whether a bipartisan bill has a chance of passing this year.
"The president's commitment to fixing our broken immigration system remains unwavering, and he continues to hope for bipartisan leadership on legislation," said White House spokesman Adam Abrams.
The president recently met with Sens. Chuck Schumer, D-N.Y., and Lindsey Graham, R-S.C., who have been working for months to craft what they believe is a centrist bill to beef up enforcement of immigration laws while creating a path to citizenship for the estimated 10 million to 12 million illegal immigrants in the U.S.
The bill, which has not yet been introduced, reportedly includes the creation of a biometric identification card containing fingerprints or handprints that would ensure that employers do not hire illegal immigrants.
The legislation also would allow immigrants now in the country illegally to become citizens if they register with the government, pay taxes and a fine and wait their turn. If they fail to meet those requirements, they would face immediate deportation.
The bill seems to meet Obama's main goals.
"The president believes we must continue to strengthen enforcement on our borders and crack down on employers who exploit undocumented workers to undercut American workers," Abrams said. "And he believes we must resolve the status of the 12 million people who are here illegally - that they should have to register, pay a penalty for breaking the law and meet other obligations of legal immigrants such as paying taxes, or leave the country."
However, Graham has said he is not willing to move ahead with the bill unless another Senate Republican joins him as a sponsor. So far, none has stepped forward.
Among the no-shows: Sen. John McCain, R-Ariz., who led bipartisan efforts at reform in the past but has since shied away from the issue amid criticism from conservatives.
The issue's divisiveness means Congress is unlikely to pass a reform bill before the election, despite prodding from the president, UA's Garcia said.
Democrats cannot escape the issue forever. They know that the Latino voters who helped elect Obama in 2008 will be important in the 2012 presidential race and beyond as their numbers continue to grow, analysts say.
"Threats by Hispanic groups to withhold votes may not mean much this year, but that will surely change as the population trends continue," ASU's Espino said.

Some high-profile Republicans are adopting a softer vocabulary on immigration and trying to recruit more Hispanic candidates, a response to the party's soul-searching about tactics that many strategists believe have alienated the country's fastest-growing voter bloc.
In Texas, George P. Bush, the half Mexican-American son of former Florida Gov. Jeb Bush, has founded Hispanic Republicans of Texas, a political action committee to promote Hispanics running for state and local offices.

In California, GOP gubernatorial front-runner Meg Whitman, the former eBay Inc. chief executive officer, tells Hispanics she would have voted against a Republican-backed 1994 measure barring illegal immigrants from receiving social services.
And Rep. Tom Price (R., Ga.), chairman of the conservative Republican Study Committee and an opponent of past efforts to create a path to citizenship for illegal immigrants, has been meeting with Hispanic leaders to find a new tone on that and other points of contention between Hispanic groups and conservatives.
For Republicans, such efforts carry risks, especially as conservative activists try to push GOP candidates to be more ideologically pure. Opposition to "amnesty," a buzzword used by critics of proposals to legalize the 12 million illegal immigrants believed to be living in the U.S., remains a reliable applause line.
Nonetheless, many in the party have concluded that opposition to immigration legislation, a debate that is sometimes racially charged, has alienated millions of otherwise conservative Hispanic voters.
Republicans won just 31% of Hispanic votes in the 2008 presidential election, according to exit polls, down from more than 40% four years earlier, as the party took a hard line on immigration policy. That was a big factor in handing President Barack Obama his Electoral College victory and a seven-point win over Republican Sen. John McCain (R., Ariz.). If current demographic and voting trends continue, Hispanics' growing share of the electorate could make Republican electoral college victories a near impossibility as early as 2020.
The Republican efforts could prove crucial in Hispanic-heavy states in this year's elections. Party strategists fear a heavily Democratic Hispanic vote could hurt Republican chances in governors races in Texas, California and Florida, and make it harder for a Republican presidential nominee in the future to win states with fast-growing Hispanic populations.
Former Republican National Committee Chairman Ed Gillespie, who is coordinating some of the party's internal discussions, called the tandem effect of rising Hispanic population and dwindling Republican support an "untenable delta."
Mr. Gillespie blamed the problem on past Republican rhetoric. He said the GOP needed to think about "tone and body language" in discussing the issue. "We have to make clear to Latino voters that we care as much about welcoming legal immigrants into our country as we do about keeping illegal ones out," he said.
Mr. Gillespie and other strategists say the party needs to win more Hispanic voters through economic and social issues. Focus groups in Florida and Nevada conducted by Resurgent Republic, a group co-founded by Mr. Gillespie, found big concerns about debt among Hispanics.
The Latino Partnership for Conservative Principles, a group set up by Princeton University Professor Robert George, a leading intellectual voice among Christian conservatives, plans to spend at least $500,000 spread over a handful of races to help pro-immigration Republican candidates, according to Alfonso Aguilar, a former Bush administration immigration official who runs the group. A key position for the group, said Mr. Aguilar, is legalizing illegal workers.
Another GOP-affiliated group, the Hispanic Leadership Fund, plans to target about three races this year, supporting conservative Hispanic candidates and promoting other Republicans who back more liberal immigration laws.
Mr. Price, the Georgia lawmaker, said in an interview he began meeting with Hispanic groups in recent months to open a "line of communication so there is a reserve of trust." But he said he wasn't ready to talk about a path to legalization until he was convinced the U.S.-Mexico border is secured.
Javier Ortiz, a Georgia-based GOP consultant who grew up in Puerto Rico and has participated in the meetings with Mr. Price, said the congressman was "formulating his views on immigration through these discussions, and he hasn't decided to go one way or the other. And that's something I find encouraging."
The new GOP language on immigration was evident in a recent appearance by Sarah Palin on Fox News. The former Alaska governor said that conservatives needed to be "welcoming and inviting to immigrants" and recognize that "immigrants built this great country."
The party nonetheless remains home to conservatives who thwarted attempts by President George W. Bush to push the GOP to accept more liberal immigration laws.
To court anti-illegal immigration advocates, even the GOP's most prominent Hispanic candidate of the year, Florida Senate hopeful Marco Rubio, a Cuban-American former state House speaker, has taken an immigration position to the right of his primary rival, Gov. Charlie Crist. He drew fire from Hispanic leaders, including some Republicans, when he argued recently that illegal immigrants should not be counted in the Census for purposes of drawing congressional and legislative districts.
Roy Beck, executive director of Numbers USA, a group that advocates for strict limits on immigration, said strategists who urge a softer stance will be hard-pressed to find "any Republicans who want to stay in office who want to take their advice."
A more conciliatory approach, Mr. Beck said, would turn off independent voters, who tend to support more restrictive immigration policies, particularly at a time of high unemployment, and whose movements back to the GOP in recent months are likely to spur big gains for the party this November.
The views of independent voters also complicate matters for Democrats, who are trying to retain Hispanic voters while wooing independents and satisfying labor unions, which are divided on immigration. Mr. Obama has said he supports an overhaul, including a path to citizenship for illegal immigrants, but the issue has been overshadowed by the White House's primary focus on jobs and the economy.

The $90 million California is expected to receive from the federal government this year for jailing illegal immigrants convicted of crimes is far short of the state's roughly $1 billion annual cost, officials said.

"The federal government has sole control over the nation's borders. The states do not," said H.D. Palmer, a spokesman for the state's finance department. "The incarceration costs associated are borne disproportionally by states like California."

Los Angeles County officials have not projected how much in reimbursement funds they could receive this year.

But in 2009, the county received $15.4 million in federal money, officials said. That is a fraction of the $100 million it spends on average to jail illegal immigrants.

"The federal government reimburses us literally pennies on the dollar what it costs us," Los Angeles County Sheriff's Lt. Mark McCorkle said

The state -- which houses 19,000 illegal immigrants in its prisons and jails -- receives the federal money through the State Criminal Alien Assistance Program, or SCAAP. Obama's proposed budget plan sets aside $330 million for the incarceration program, down from $400 million last year.

But with California struggling to balance its budget, Gov. Arnold Schwarzenegger is continuing to fight for additional funding, Palmer said.

Last year, Sheriff Lee Baca wrote a letter to the House Appropriations Committee urging an increase in funding for the program.

"Because SCAAP reimburses previously incurred undocumented criminal alien incarceration costs, every dollar of incarceration costs not reimbursed by SCAAP adds a dollar to state and local budget shortfalls that must be offset by reductions in other essential services," Baca wrote.

Although the county does not know exactly how many undocumented immigrants are in its jails, McCorkle said about 3,300 inmates identify themselves as foreign-born.

Officials from states greatly affected by illegal immigration long have argued that their taxpayers should not have to bear the burden for Washington's failure to control the border.

Nearly 300 illegal immigrants arrested near border

SAN DIEGO - The Department of Homeland Security says nearly 300 illegal immigrants were arrested at border checkpoints near San Diego over the weekend.

The department said Monday that 294 immigrants were found hidden in vehicles or were using fraudulent entry documents or documents legally issued to someone else. Among those arrested were 16 fugitives wanted on charges of battery, burglary, assault and probation violation.

The department says a Guatemalan national was arrested after border agents determined that a U.S. birth certificate and prison release authorization form he presented belonged to someone else.

Authorities say the man is awaiting arraignment at the Metropolitan Detention Center in downtown Los Angeles for allegedly making a false claim to U.S. citizenship.

In what officials caution is now a dangerous and even deadly crime wave, Phoenix, Arizona has become the kidnapping capital of America, with more incidents than any other city in the world outside of Mexico City and over 370 cases last year alone. But local authorities say Washington, DC is too obsessed with al Qaeda terrorists to care about what is happening in their own backyard right now.

"We're in the eye of the storm," Phoenix Police Chief Andy Anderson told ABC News of the violent crimes and ruthless tactics spurred by Mexico's drug cartels that have expanded business across the border. "If it doesn't stop here, if we're not able to fix it here and get it turned around, it will go across the nation," he said.

In fact, kidnappings and other crimes connected to the Mexican drug cartels are quickly spreading across the border, from Texas to California. The majority of the victims are either illegal aliens or connected to the drug trade.
An ABC News' investigation uncovered horrific cases of chopped-off hands, legs and heads when a victim's family doesn't pay up fast enough.
"They're ruthless, so now they're ripping each other off, but doing it in our city," Anderson said.
To try and combat the crime wave, the Phoenix police have created a special unit to handle the kidnappings called the Home Invasion Task Force, which has pulled more than a dozen officers off other assignments. The crimes are occurring across the valley and in all types of neighborhoods, authorities warn.

Your U.S. Congress participates in and supports one of THE most fraudulent taxpayer abuse schemes ever concocted within the Federal Government. It’s time the administration put its foot down rather than allow millions of unlawful immigrants to step onto American soil—while soaking billions out of the U.S. Treasury.

Since the Earned Income Tax Credit (EITC) became part of the income tax code in 1975, it has quietly become the largest cash transfer program in the United States. At a cost of more than $44 billion per year, EITC spending dwarfs that of the traditional welfare program—Temporary Assistance for Needy Families (TANF)—and nd food stamps combined. More than 23 million households currently receive the credit.

Edwin Rubenstein exposed one of the most dramatic tax frauds ever on the American taxpayer: “Defrauding the American taxpayer,” Volume 19, Number 3, spring 2009, www.thesocialcontract.com, “The Earned Income Tax Credit and Illegal Immigration - A Study in Fraud, Abuse, and Liberal Activism.”

“From 1985 to 2006, EITC payments grew from $2.1 billion to $44.4 billion, or by an eye-popping 2,014 percent,” Rubenstein said. “Total federal income tax revenues rose by 217 percent over that same period. Similarly, the number of returns claiming the EITC rose from 6.4 million to 23 million—an increase of 255 percent—over a perperiod when the total number of federal income tax returns increased by 36 percent.

“More than one in four immigrant households received the EITC in 2000—nearly twice the 13.2 percent rate of houuseholds headed by Native Americans. And because immigrant households are larger via higher fertility, their EITC payments are larger than those received by native households.

“Bottom line: Immigrants accounted for about 13 percent of the U.S. population in 2008 but receive an estimated 26 percent of EITC benefits—about $12 billion.”

The most distressing aspect of EITC stems from unlawful immigrants tapping into the program on a massive scale. For example, in Greeley, Colorado this year, district attorney Buck Young raided a tax filing agency to find over 1,000 fraudulent returns by unlawful workers. While they paid little or nothing in taxes, they received hundreds of thousands in bogus returns. That same scam multiplies all over the country.

“Tax relief" goes to people who never paid a cent in taxes, and may have already defrauded the government of huge sums each year. "EITC scams are common, well-organized, and massive," Rubenstein writes in the report. EITC ranks second out of 57 government programs in fraudulent payments.

“But enthusiasm for the credit has blinded policy makers to its problems. The EITC program is dominated by fraud. Year after year about one-third of all EITC returns are based on illegal multiple returns, phony Social Security numbers, or claims of non-existent children or spouses. A disproportionate share of illegal alien households receives the benefit.

“Washington’s love affair with the EITC has allowed the minimum wage to decline in real value. Native workers have suffered as a result. So have labor unions. In effect, the EITC subsidizes employers who hire low-wage immigrants and reject equally qualified natives. No one should be surprised; therefore, that Wal-mart, the U.S. Chamber of Commerce, and most liberal activist groups are major EITC supporters.

“For most poor families, the tax credit check is the largest single sum of money they will receive during the year. Most receive it after filing income taxes. But some need the money immediately, and they can get it—for a price. A niche financial sector thrives by leending EITC recipients immediate cash in return for a hefty chunk of their credit check. The cost to the poor of these so-called Refund Anticipation Loans (RALs) has been estimated at 6 percent of the entire EITC program.

“Widespread availability of high-interest RALs made poor borrowers easy marks for sub-prime mortgage hucksters. The resulting defaults have pushed the entire economy to the brink of collapse. While the sub-prime story is well known, few are aware of the EITC’s role in introducing the poor to the culture of debt.”

Has the EITC lived up to its hype? In answering this, consider the following:

The EITC originated as an anti-poverty program; the number of the returns claiming EITC benefits rose 25 times faster than the poverty population over the past two decades.

EITC benefits rise sharply with parenthood; poverty rates for families with children have risen faster than those for childless families since the credit was created.

The EITC is the most illegal-immigrant friendly of poverty programs; illegal immigrants constitute a far larger share of the poverty population now.
