Federal authorities announced a wide-ranging criminal case Friday against top leaders of a Tijuana-based drug cartel that ran much of its operations from the San Diego area, allegedly ordering murders, kidnappings and torture of rival traffickers in Mexico.

The racketeering conspiracy case charges 43 cartel lieutenants, enforcers and drug traffickers, among them half a dozen current or former Mexican law enforcement officers, including a top official in the Baja California attorney general's office who allegedly passed along information obtained from U.S. law enforcement to cartel leaders.

The organized crime group, an offshoot of the Arellano Felix drug cartel, moved some operations to San Diego in recent years, seeking a safe haven from gang wars and law enforcement crackdowns south of the border, said Laura Duffy, the U.S. attorney in San Diego.

The case marks the latest example of organized crime groups in Tijuana trying to take advantage of the cross-border environment to hamper investigations and hide from rivals and police. The allegations also are a stark illustration of how deeply the cartels have infiltrated Mexican law enforcement in Baja California.

U.S. prosecutors allege that cartel members in Mexico kidnapped and killed several people, then tried to shift responsibility in some of the cases to rival gangs through corrupt Mexican law enforcement. In California, U.S. authorities employing undercover agents and heavy surveillance were able to prevent most violent attacks, including six attempted murders and an attempted kidnapping, Duffy said.

Thirty-one of the 43 defendants are in custody, authorities said. Four were arrested in Mexico by authorities there, and 27 in cities around San Diego County, from Imperial Beach to upscale Poway.

The 20-month investigation was run by the multiagency San Diego Cross Border Violence Task Force, which took advantage of tools often unavailable to those investigating Mexican drug cartels, such as telephone wiretaps, cameras and informants.

"The presence of foreign-based drug-trafficking organization members and associates in San Diego will not be tolerated," said Duffy, a veteran federal prosecutor who recently was named U.S. attorney in San Diego.

Organized crime groups in the past have shifted some operations north of the border, most notably in the mid-1990s, when some leaders of the once-powerful Arellano Felix drug cartel moved to the San Diego area. Such moves allow cartel associates to escape threats in Mexico, but leave them vulnerable to U.S. authorities.

The organization targeted in Friday's crackdown is allegedly led by Fernando Sanchez Arellano. A nephew of the founders of the Arellano Felix drug cartel, he was not among those charged.

According to the criminal complaint filed in San Diego federal court, those associated with the group employed the kind of vicious tactics commonly seen in recent years in Tijuana.

Suspects allegedly placed the defaced headstone from the gravesite of two murder victims in the victims' family courtyard in Tijuana. They sought to videotape a beheading of a rival trafficker so it could be posted on the Internet, according to the complaint.

Six current or former Mexican law enforcement officials are among those charged. They allegedly ran assassination hit squads, blocked homicide investigations and provided a photographic roster of Baja California state police officers so they also could be targeted for assassination or corruption.

Perhaps most troubling of all, officials said, was the arrest of Jesus Quinones Marques, director of the international liaison office for the Baja California attorney general's office. He was detained Thursday after a traffic stop in San Diego. It was a potential setback for U.S. law enforcement agencies that work closely with counterparts in Mexico to hunt down U.S. fugitives and build cases against powerful drug-trafficking organizations.

Authorities said some information shared by U.S. liaison officers with Quinones was compromised, but that nobody's safety was put at risk. Quinones, who also cultivated relationships with local reporters, allegedly tried to plant stories in Mexican media outlets that placed the blame for killings on a rival gang run by Teodoro Garcia Simental, nicknamed El Teo, who was battling Sanchez Arellano for control of key drug-trafficking routes through Tijuana.

Quinones seemed like a cooperative and professional liaison officer, according to U.S. liaison officers, but some said they are never surprised when their counterparts turn out to be corrupt. Liaison officers usually limit conversations related to sensitive investigations.

"At meetings, we don't share critical information," said Jesse Navarro, public affairs officer for the San Diego County district attorney's office. "We have to be cautious."

McCain Adviser's Work As Lobbyist Criticized

Foreign Clients Included Notorious Rulers

Longtime uber-lobbyist Charles R. Black Jr. is John McCain's man in Washington, a political maestro who is hoping to guide his friend, the senator from Arizona, to the presidency this November.
But for half a decade in the 1980s, Black was also Jonas Savimbi's man in the capital city. His lobbying firm received millions from the brutal Angolan guerrilla leader and took advantage of Black's contacts in Congress and the White House.
Justice Department records that Black's firm submitted under the Foreign Agents Registration Act detail frequent meetings with lawmakers and their staffs and lavish spending by Black and his partners as they attempted to ensure support for Savimbi, whose UNITA movement was fighting the Marxist Angolan government.
Then in his 30s, Black already had established himself as a pioneer of the revolving door between campaign consulting and lobbying, having been a senior adviser on President Ronald Reagan's reelection campaign before returning to K Street. And his clients, as often as not, were foreign leaders eager to burnish their reputations.
In addition to Savimbi, Black and his partners were at times registered foreign agents for a remarkable collection of U.S.-backed foreign leaders whose human rights records were sometimes harshly criticized, even as their opposition to communism was embraced by American conservatives. They included Philippine President Ferdinand Marcos, Mobutu Sese Seko of Zaire, Nigerian Gen. Ibrahim Babangida, Somali President Mohamed Siad Barre, and the countries of Kenya and Equatorial Guinea, among others.
That client list is now the subject of a fierce attack from Democrats who are clamoring for Black, 60, to be fired as McCain's top political strategist. And the candidate's decision this month to impose a strict ban on lobbying for foreign governments by members of his staff has only intensified the scrutiny of Black's past.
McCain "portrays himself as Mr. Clean, and then he has all these lobbyists around him who are connected to a lot of not-so-clean people," said Paul C. Light, a professor of public service at New York University. "One of the things Obama will do is portray him as the creature of Washington, and what could be more Washington-esque than having a dictator as a client?"
The back-and-forth between lobbyists and presidential advisers is not exclusive to Republicans. Democratic candidate Barack Obama does not accept donations from lobbyists, but the senator from Illinois has lobbyists informally advising him on strategy and on policy.

Black has retired from lobbying, having left BKSH & Associates recently. But he says he has no intention of leaving the campaign and is unapologetic about a lobbying career spanning 30 years and seven presidential campaigns. He said his firms never represented foreigners "without first talking to the State Department and the White House and clearing with them that the work would be in the interest of U.S. foreign policy."
For instance, he said, the United States considered Marcos an ally when Black's firm took on work for the Philippine government, and "when the White House pulled the plug on Marcos, we resigned the account the same day." He said his firm was hired to help show Mobutu how to form political parties and conduct elections, and when Mobutu canceled the results of a parliamentary election, "we quit."
"Anyone that knows John McCain and his record understands that he's a public servant who stands on principle. Any suggestion otherwise isn't rooted in fact," said Tucker Bounds, a spokesman for the campaign. But McCain has long been seen as a fighter against just the kind of special interests that paid Black handsomely.
Black formed the political consulting firm Black, Manafort and Stone in 1980 with two other Republican political advisers, Paul Manafort and Roger Stone. In 1981, the trio started a separate lobbying company by the same name. In subsequent years, the lobbying firm added Democrat Peter Kelly, and the consulting firm tapped legendary GOP adviser Lee Atwater.
The lobbying shop represented Bethlehem Steel, the Tobacco Institute and the government of the Philippines. The political consulting firm helped elect a slew of lawmakers -- including Sens. Phil Gramm, Jesse Helms, Charles McC. Mathias Jr., Arlen Specter, Paula Hawkins and David F. Durenberger -- who worked on legislation that directly impacted the firm's clients.
Black continued to give political advice to Republicans, especially at the presidential level. He volunteered as a top aide to the presidential campaigns of George H.W. Bush, Robert J. Dole, Phil Gramm, George W. Bush and, most recently, McCain.
"If you're going to be a major figure in the field of lobbying, you have to have some credentials," said former congressman Bob Livingston (R-La.), whose lobbying firm, the Livingston Group, represents foreign clients. "Some are exceptional fundraisers, and some, like Charlie, are superlative political strategists."
Black's willingness to work for free as a political adviser created relationships that are the building blocks of a lobbying career. He forged bonds with politicians that were closer than the more traditional ties created when lobbyists raise money for candidates.
"The bond of going through an election with somebody is like going through a war. That bond is very powerful," said James Thurber, a lobbying expert at American University. "They are like a family. It's a very strong bond, much stronger than money."
But those bonds did not always lead to success, Black said. He acknowledged lobbying McCain in the late 1990s on behalf of Robert L. Crandall, then chairman of American Airlines. As Black recalled, he took Crandall to speak to McCain about the potential granting of landing slots at Reagan National Airport to new airlines, including America West, which was based in Phoenix, the senator's home town. Crandall was opposed to giving out new slots.

During the meeting, Black said, Crandall mentioned that McCain had a "parochial interest" in the matter, because of the home-state airline, but that he hoped the senator would listen to his viewpoint anyway. Upon the mention of parochial interest, however, McCain "stood up and politely said, 'This meeting is over,' " Black said.
"Crandall looked at me, and I said, 'Say goodbye, Bob, we're leaving,' " Black recalled.
Black's work on behalf of foreign dictators has been no secret in Washington. In the mid-1980s, media reports frequently mentioned his firm as the choreographer of Savimbi's visits to the United States, often providing him the trappings of a foreign leader.
Time magazine wrote in March 1986: "What the firm achieved was quickly dubbed 'Savimbi chic.' Doors swung open all over town for the guerrilla leader, who was dapperly attired in a Nehru suit and ferried about in a stretch limousine." The firm's contract with Savimbi in 1985 was for $600,000.
In late 1989, as the firm prepared for another Savimbi visit to Washington, the foreign-agent records document hundreds of thousands of dollars it spent on behalf of UNITA, including $76,491 for limousines, $13,675 for photography and $216,186 for lodging at the Grand Hotel and the Waldorf-Astoria.
In addition to introducing Savimbi to powerful politicians, Black's team booked him on "60 Minutes" and "Nightline," as part of a media campaign aimed at emphasizing to the public UNITA's desire for freedom from Angola's Marxist government.
The documents also detail the workaday life of a Washington lobbyist. Page after page lists daily phone calls and meetings between partners in Black's firm and members of Congress or the administration.
The records show, for example, that Black attended a 1986 Capitol Hill reception for Savimbi hosted by Dole, then the Senate majority leader, during a week-long visit by the Angolan leader to Washington. Two months later, on April 11, the records show the follow-up by a member of Black's staff: "Activity: sent a photograph of Sen. Dole taken with Dr. Savimbi and a note of thanks for support."

The Ugly New McCain…… 26 years of the same ol’ face!

Following his loss to George W. Bush in the 2000 South Carolina primary, John McCain did something extraordinary: He confessed to lying about how he felt about the Confederate battle flag, which he actually abhorred. "I broke my promise to always tell the truth," McCain said. Now he has broken that promise so completely that the John McCain of old is unrecognizable. He has become the sort of politician he once despised.
The precise moment of McCain's abasement came, would you believe, not at some news conference or on one of the Sunday shows but on "The View," the daytime TV show created by Barbara Walters. Last week, one of the co-hosts, Joy Behar, took McCain to task for some of the ads his campaign has been running. One deliberately mischaracterized what Barack Obama had said about putting lipstick on a pig -- an Americanism that McCain himself has used. The other asserted that Obama supported teaching sex education to kindergarteners.
"We know that those two ads are untrue," Behar said. "They are lies."
Freeze. Close in on McCain. This was the moment. He has largely been avoiding the press. The Straight Talk Express is now just a brand, an ad slogan like "Home Cooking" or "We Will Not Be Undersold." Until then, it was possible for McCain to say that he had not really known about the ads, that the formulation "I approve this message" was just boilerplate. But he didn't.
"Actually, they are not lies," he said.
Actually, they are.
McCain has turned ugly. His dishonesty would be unacceptable in any politician, but McCain has always set his own bar higher than most. He has contempt for most of his colleagues for that very reason: They lie. He tells the truth. He internalizes the code of the McCains -- his grandfather, his father: both admirals of the shining sea. He serves his country differently, that's all -- but just as honorably. No more, though.
I am one of the journalists accused over the years of being in the tank for McCain. Guilty. Those doing the accusing usually attributed my feelings to McCain being accessible. This is the journalist-as-puppy school of thought: Give us a treat, and we will leap into a politician's lap.
Not so. What impressed me most about McCain was the effect he had on his audiences, particularly young people. When he talked about service to a cause greater than oneself, he struck a chord. He expressed his message in words, but he packaged it in the McCain story -- that man, beaten to a pulp, who chose honor over freedom. This had nothing to do with access. It had to do with integrity.
McCain has soiled all that. His opportunistic and irresponsible choice of Sarah Palin as his political heir -- the person in whose hands he would leave the country -- is a form of personal treason, a betrayal of all he once stood for. Palin, no matter what her other attributes, is shockingly unprepared to become president. McCain knows that. He means to win, which is all right; he means to win at all costs, which is not.
At a forum last week at Columbia University, McCain said, "But right now we have to restore trust and confidence in government." This was always the promise of John McCain, the single best reason to vote for him. America has been cheated on too many times -- the lies of Vietnam and Watergate and Iraq. So many lies. Who believes that in Afghanistan last month, only five civilians were killed by the American military in an airstrike, instead of the approximately 90 claimed by the Afghan government? Not me. I first gave up on the military during Vietnam and then again when it covered up the death of Pat Tillman, the Army Ranger and former NFL player who was killed in 2004 by friendly fire.
McCain was going to fix all that. He was going to look the American people in the eyes and say, not me. I will not lie to you. I am John McCain, son and grandson of admirals. I tell the truth.
But Joy Behar knew better. And so McCain lied about his lying and maybe thinks that if he wins the election, he can -- as he did in South Carolina -- renounce who he was and what he did and resume his old persona. It won't work. Karl Marx got one thing right -- what he said about history repeating itself. Once is tragedy, a second time is farce. John McCain is both.

Years before Phil Gramm was a McCain campaign adviser and a lobbyist for a Swiss bank at the center of the housing credit crisis, he pulled a sly maneuver in the Senate that helped create today's subprime meltdown."
Who's to blame for the biggest financial catastrophe of our time? There are plenty of culprits, but one candidate for lead perp is former Sen. Phil Gramm. Eight years ago, as part of a decades-long anti-regulatory crusade, Gramm pulled a sly legislative maneuver that greased the way to the multibillion-dollar subprime meltdown. Yet has Gramm been banished from the corridors of power? Reviled as the villain who bankrupted Middle America? Hardly. Now a well-paid executive at a Swiss bank, Gramm cochairs Sen. John McCain's presidential campaign and advises the Republican candidate on economic matters. He's been mentioned as a possible Treasury secretary should McCain win. That's right: A guy who helped screw up the global financial system could end up in charge of US economic policy. Talk about a market failure.
Gramm's long been a handmaiden to Big Finance. In the 1990s, as chairman of the Senate banking committee, he routinely turned down Securities and Exchange Commission chairman Arthur Levitt's requests for more money to police Wall Street; during this period, the sec's workload shot up 80 percent, but its staff grew only 20 percent. Gramm also opposed an sec rule that would have prohibited accounting firms from getting too close to the companies they audited—at one point, according to Levitt's memoir, he warned the sec chairman that if the commission adopted the rule, its funding would be cut. And in 1999, Gramm pushed through a historic banking deregulation bill that decimated Depression-era firewalls between commercial banks, investment banks, insurance companies, and securities firms—setting off a wave of merger mania.
But Gramm's most cunning coup on behalf of his friends in the financial services industry—friends who gave him millions over his 24-year congressional career—came on December 15, 2000. It was an especially tense time in Washington. Only two days earlier, the Supreme Court had issued its decision on Bush v. Gore. President Bill Clinton and the Republican-controlled Congress were locked in a budget showdown. It was the perfect moment for a wily senator to game the system. As Congress and the White House were hurriedly hammering out a $384-billion omnibus spending bill, Gramm slipped in a 262-page measure called the Commodity Futures Modernization Act. Written with the help of financial industry lobbyists and cosponsored by Senator Richard Lugar (R-Ind.), the chairman of the agriculture committee, the measure had been considered dead—even by Gramm. Few lawmakers had either the opportunity or inclination to read the version of the bill Gramm inserted. "Nobody in either chamber had any knowledge of what was going on or what was in it," says a congressional aide familiar with the bill's history.
It's not exactly like Gramm hid his handiwork—far from it. The balding and bespectacled Texan strode onto the Senate floor to hail the act's inclusion into the must-pass budget package. But only an expert, or a lobbyist, could have followed what Gramm was saying. The act, he declared, would ensure that neither the sec nor the Commodity Futures Trading Commission (cftc) got into the business of regulating newfangled financial products called swaps—and would thus "protect financial institutions from overregulation" and "position our financial services industries to be world leaders into the new century."

Subprime borrower: Has a few overdue credit card bills; goes to a storefront lender owned by major bank; takes out a $100,000 home-equity loan at 11 percent interest
Lending bank: Assuming housing prices will only go up, and that investors will want to buy mortgage loan packages, makes as many subprime loans as it can
Investment bank: Packages subprime mortgages into bundles called collateralized debt obligations, or cdos, then sells those cdos to eager investors. Goes to insurer to get protection for those investors, thus passing the default risk to the insurer through a "credit default swap."
Insurer: Thinking that default risk is low, agrees to cover more money than it can pay out, in exchange for a premium
Rating agency: On basis of original quality of loans and insurance policy they are "wrapped" in, issues a rating signaling certain slices of the cdo are low risk (aaa), medium risk (bbb), or high risk (ccc)
Investor: Borrows more money from investment bank to load up on cdo slices; makes money from interest payments made to the "pool" of loans. No one loses—as long as no one tries to cash in on the insurance.
It didn't quite work out that way. For starters, the legislation contained a provision—lobbied for by Enron, a generous contributor to Gramm—that exempted energy trading from regulatory oversight, allowing Enron to run rampant, wreck the California electricity market, and cost consumers billions before it collapsed. (For Gramm, Enron was a family affair. Eight years earlier, his wife, Wendy Gramm, as cftc chairwoman, had pushed through a rule excluding Enron's energy futures contracts from government oversight. Wendy later joined the Houston-based company's board, and in the following years her Enron salary and stock income brought between $915,000 and $1.8 million into the Gramm household.)
But the Enron loophole was small potatoes compared to the devastation that unregulated swaps would unleash. Credit default swaps are essentially insurance policies covering the losses on securities in the event of a default. Financial institutions buy them to protect themselves if an investment they hold goes south. It's like bookies trading bets, with banks and hedge funds gambling on whether an investment (say, a pile of subprime mortgages bundled into a security) will succeed or fail. Because of the swap-related provisions of Gramm's bill—which were supported by Fed chairman Alan Greenspan and Treasury secretary Larry Summers—a $62 trillion market (nearly four times the size of the entire US stock market) remained utterly unregulated, meaning no one made sure the banks and hedge funds had the assets to cover the losses they guaranteed.
In essence, Wall Street's biggest players (which, thanks to Gramm's earlier banking deregulation efforts, now incorporated everything from your checking account to your pension fund) ran a secret casino. "Tens of trillions of dollars of transactions were done in the dark," says University of San Diego law professor Frank Partnoy, an expert on financial markets and derivatives. "No one had a picture of where the risks were flowing." Betting on the risk of any given transaction became more important—and more lucrative—than the transactions themselves, Partnoy notes: "So there was more betting on the riskiest subprime mortgages than there were actual mortgages." Banks and hedge funds, notes Michael Greenberger, who directed the cftc's division of trading and markets in the late 1990s, "were betting the subprimes would pay off and they would not need the capital to support their bets."
These unregulated swaps have been at "the heart of the subprime meltdown," says Greenberger. "I happen to think Gramm did not know what he was doing. I don't think a member in Congress had read the 262-page bill or had thought of the cataclysm it would cause." In 1998, Greenberger's division at the cftc proposed applying regulations to the burgeoning derivatives market. But, he says, "all hell broke loose. The lobbyists for major commercial banks and investment banks and hedge funds went wild. They all wanted to be trading without the government looking over their shoulder."
Now, belatedly, the feds are swooping in—but not to regulate the industry, only to bail it out, as they did in engineering the March takeover of investment banking giant Bear Stearns by JPMorgan Chase, fearing the firm's collapse could trigger a dominoes-like crash of the entire credit derivatives market.
No one in Washington apologizes for anything, so it's no surprise that Gramm has failed to issue any mea culpa. Post-Enron, says Greenberger, the senator even called him to say, "You're going around saying this was my fault—and it's not my fault. I didn't intend this."
Whether or not Gramm had bothered to ponder the potential downsides of his commodities legislation, having helped set off an industry free-for-all, he reaped the rewards. In 2003, he left the Senate to take a highly lucrative job at ubs, Switzerland's largest bank, which had been able to acquire investment house PaineWebber due to his banking deregulation bill. He would soon be lobbying Congress, the Fed, and the Treasury Department for ubs on banking and mortgage matters. There was a moment of poetic justice when ubs became one of the subprime crisis' top losers, writing down $37 billion as of this spring—an amount equal to its previous four years of profits combined. In a report explaining how it had managed to mess up so grandly, ubs noted that two-thirds of its losses were the fault of collateralized debt obligations—securities backed largely by subprime instruments—and that credit default swaps had been "key to the growth" of its out-of-control cdo business. (Gramm declined to comment for this article.)
Gramm's record as a reckless deregulator has not affected his rating as a Republican economic expert. Sen. John McCain has relied on him for policy advice, especially, according to the campaign, on housing matters. The two have been buddies ever since they served together in the House in the 1980s; in 1996, McCain chaired Gramm's flop of a presidential campaign. (Gramm spent $21 million and earned only 10 delegates during the gop primaries.) In 2005, McCain told a Wall Street Journal columnist that Gramm was his economic guru. Two years later, Gramm wrote a piece for the Journal extolling McCain as a modern-day Abraham Lincoln, and he's hailed McCain's love of tax cuts and free trade. Media accounts have identified Gramm as a contender for the top slot at the Treasury Department if McCain reaches the White House. "If McCain gets in," frets Lynn Turner, a former chief sec accountant, "we'll have more of the same deregulatory mess. I like John McCain, but given what I know about Phil Gramm, I wouldn't vote for McCain."
As a thriving bank exec and presidential adviser, Gramm has defied a prime economic principle: Bad products are driven out of the market. In John McCain, he has gained an important customer, so his stock has gone up in value. And there's no telling when the Gramm bubble will burst.

Running on a Lie

What kind of person tells a self-aggrandizing lie, gets called on it, admits publicly that the truth is not at all what she originally claimed -- and then goes out and starts telling the original lie again without changing a word?
Sarah Palin is beginning to seem like quite an unusual woman, and I'm not talking about her love of guns and "snow machines," her faith, her family or any of the presumably non-elite attributes that we in the "elite media" are accused of savaging. Wrongly accused, I should add; reporters are doing nothing more sinister than trying to find out who she is, how she thinks and what she has done in office.
One deeply troubling thing we're learning about Palin is that, as far as she's concerned, unambiguous fact doesn't appear to rise even to the level of inconvenience.
I'm sorry, but to explain my point I have to make another visit -- my last, I hope -- to the never-built, $398 million "Bridge to Nowhere" that was to join the town of Ketchikan, Alaska, with its airport on the other side of the Tongass Narrows.
You'll recall that in her Republican convention speech, Palin burnished her budget-hawk credentials by claiming she had said "thanks but no thanks" to a congressional earmark that would have paid most of the cost. A quick check of the public record showed that Palin supported the bridge when she was running for governor, continued to support it once she took office and dropped her backing only after the project -- by then widely ridiculed as an example of pork-barrel spending -- was effectively dead on Capitol Hill.
In her interview with ABC's Charles Gibson, Palin 'fessed up. It was "not inappropriate" for a mayor or a governor to work with members of Congress to obtain federal money for infrastructure projects, she argued. "What I supported," she said, "was the link between a community and its airport."
Case closed. Except that on Saturday, days after the interview, Palin said this to a crowd in Nevada: "I told Congress thanks but no thanks to that Bridge to Nowhere -- that if our state wanted to build that bridge, we would build it ourselves."
That's not just a lie, but an acknowledged lie. What she actually told Congress was more like, "Gimme the money for the bridge" -- and then later, after the whole thing had become an embarrassment, she didn't object to using the money for other projects.
I'm not shocked to learn that politicians sometimes lie. To cite an example that comes immediately to mind, John McCain's campaign ads attacking Barack Obama have taken such liberties that even Karl Rove says he wonders if they've gone too far. But it's weird for a politician -- or anyone else, really -- to maintain that an assertion is true after admitting that it isn't true.
Maybe Palin cynically believes she can keep using the "no thanks" line and manage to stay one step ahead of the truth police. Maybe she calculates that audiences would rather believe her than their lying eyes. Or maybe she really believes her own fantasy-based version of events. Maybe the Legend of Sarah Palin has become, on some level, more real to her than actual history.
And quite a legend it's turning out to be. The Post reported Sunday that as mayor of tiny Wasilla, Palin pressured the town librarian to remove controversial books from the shelves, cut funds for the town museum but somehow found the money for a new deputy administrator slot and told city employees not to talk to reporters.
And the New York Times reported Sunday that as governor, Palin appointed a high school classmate, Franci Havemeister, to a $95,000-a-year job as head of the State Division of Agriculture. Havemeister "cited her childhood love of cows as a qualification for running the roughly $2 million agency," the Times reported, noting her as one of at least five schoolmates to whom Palin has given high-paying jobs in state government.
Nothing against cows. Nothing against high-school BFFs and being true to your school. But a different picture of Sarah Palin is beginning to emerge. The McCain campaign would like us to see a straight-talking, gun-toting, moose-eviscerating, lipstick-wearing frontierswoman. Instead, we're beginning to discern an ambitious, opportunistic politician who makes no bones about rewarding friends and punishing those who stand in her way -- and who believes that truth is nothing more, and nothing less, than what she says it is.

But McCain has adopted a message that gives equal weight to helping employers and immigrant workers and their families. That suggests that as president he would back the kind of legislation that has roiled many in his party -- most notably, a legalization plan for undocumented workers. McCain's approach was on display Tuesday when he told the League of United Latin American Citizens gathering here that he would deal "practically and humanely with those who came here, as my distant ancestors did, to build a better, safer life for their families."And in a new series of advertisements -- in Spanish and English -- and a five-minute video, McCain talks about his long ties to Latinos and says immigrants' needs are "as important" as helping businesses and securing the border."We will solve it with legislation that's practical and fair," McCain says of immigration in the video, according to a script obtained by The Times. "We will abide by the law in every way. We will secure our borders first and ask border-state governors to certify that the border is secure."Then we will address the burden U.S. employers are enduring by creating a temporary-worker program, so employers can hire and people can have jobs. The organizers confirmed the participation of the two politicians in the event, that will be performed in an exclusive hotel in Downtown Los Angeles, where it is expected that more than 300 organizations of 20 cities will attend.

On the first day, McCain will be presented during lunch and Obama at dinner. The two virtual presidential candidates will discuss matters of interest for the latin american community in this country.

In the First National Latin American Congress of 2006, 70 resolutions on diverse issues were taken and 260 local and national organizations assisted, in 2007 300 cities attended and 98 resolutions were adopted.

Among the issues undertaken during both congresses were educational reform, migration, public health, urban development and foreign policy, among others.

The organizers advanced that they prepare an ambitious agenda to promote the registration of millions of latin Americans as new voters in order to continue growing like a political force that can influence the elections next November.

The leader of Latin American Mexican Brotherhood and the Mexican American Political Association (MAPA), Nativo López, indicated that the young voters can make the difference in the electoral mobilization.

'In this electoral year we should move and act as a united family and no one is left behind', indicated López, who considered that another of the issues that will be emphasized in the debate will be driver's licenses for ILLEGAL aliens.

La Raza also received an additional $4 million in so-called 'earmarks' tucked into the 2005 Housing Bill, which our Congress passed and President Bush signed. Considering the racist agenda of La Raza, giving federal funds to this group is tantamount to the U.S. funding the Nazis in the 1930's. The comparison to the Nazi Party is well deserved. La Raza openly supports pushing all but Latino Americans out of a portion of the United States (ethnic cleansing), they call for 'Reconquista' or the re-conquest of the American Southwest by Mexico (the re-occupation of the Sudetanland), and the establishment of 'Atzlan' which is the utopian all-Latino version of the American Southwestern states (Adolf Hitler planned to called his utopia Germania). Karl Rove was one of the keynote speakers at this year's annual National Council of La Raza Conference. The event was held in Los Angeles (the eventual capital of Atzlan). Other speakers included Jesse Jackson, Bill Clinton, and the virulent racist L.A. Mayor Antonio Villaraigosa. The fact that Karl Rove is the President's top political adviser and addressed the group with Bush's blessing, is a strong indicator that this nation is being subverted at the very highest levels. If La Raza was a white supremacist group with equally deep pockets, the U.S. government would place them on a terrorist watch list, infiltrate them with undercover FBI agents, and subject them to constant harassment by the Internal Revenue Service. Eventually, the group's leaders would be jailed and the group itself would be rendered irrelevant. However, because La Raza is a Latino supremacist group, the Bush administration and most of Congress offer them financial support!


One of La Raza's biggest supporters is Sen. Harry Reid (D-NV). In 2001, Reid asked the Senate Appropriations Committee for $5 million to help further the racist goals of that organization. That same year, La Raza gave Sen. Reid their Capital Award for "his commitment to advance legislation priorities of the Latino community." Reid in turn praised La Raza by saying: "La Raza is like the biblical David, fighting all these Goliaths." Taxpayer funds are also funneled to La Raza through the Department of Health and Human Services, The Environmental Protection Agency, and even NASA. Tax dollars are hidden in these government agencies, earmarked to be specifically given away to La Raza. Inside the halls of Congress, the practice is known as discretionary funding...In the real world it is known as money laundering! In 2005, $7.9 million was stolen from the American taxpayers and given out to Latino-only charter schools in the form of U.S. Department of Education grants. The following is a list of a few of those schools: -La Academia Semillas del Pueblo (Los Angeles) -Atzlan Academy (Tucson, AZ) -Mexicayotl Academy (Nogales, AZ) -The Dolores Huerta Prepatory High School (Pueblo, CO) -Academia Cesar Chavez Charter School (St. Paul, MN) These schools stress Latino culture, the Spanish language, the reconquest of the American Southwest, ethnic cleansing and the establishment of the mythical Atzlan, and even Aztec math!...Again, all taught on your dime! McCain Makes Appeal to Hispanics

WASHINGTON — Senator John McCain told a major Hispanic group here Tuesday that he remains committed to passing the kind of immigration legislation that angered many Republican voters last year after first securing the nation’s borders.
Speaking to the convention of the League of United Latin American Citizens, Mr. McCain noted his efforts to pass comprehensive immigration legislation, which was supported by President Bush and such Democrats as Senator Edward M. Kennedy of Massachusetts, but which fell apart last year after an angry grass roots movement that viewed it as tantamount to amnesty rose up to oppose its passage.
“I and many other colleagues twice attempted to pass comprehensive immigration legislation to fix our broken borders, ensure respect for the laws of this country; recognize the important economic necessity of immigrant laborers, apprehend those who came here illegally to commit crimes, and deal practically and humanely with those who came here, as my distant ancestors did, to build a better, safer life for their families,” Mr. McCain said, “without excusing the fact they came here illegally or granting them privileges before those who have been waiting their turn outside the country.”

He added: “Many Americans, with good cause, didn’t believe us when we said we would secure our borders, and so we failed in our efforts. We must prove to them that we can and will secure our borders first, while respecting the dignity and rights of citizens and legal residents of the United States of America. But we must not make the mistake of thinking that our responsibility to meet this challenge will end with that accomplishment. We have economic and humanitarian responsibilities as well, and they require no less dedication from us in meeting them.”
Mr. McCain’s support of the failed immigration bill, which many Republican primary voters were vigorously opposed to, threatened to doom his candidacy last year. He was regularly attacked on the issue by Mitt Romney, the former Massachusetts governor and Republican contender, who spoke of it as the McCain-Kennedy bill. Angry voters often brought it up to him in town hall-style meetings in Iowa, New Hampshire and South Carolina.
Then, during the primaries, Mr. McCain shifted his emphasis and began speaking of first securing the borders before trying to pass other components of the legislation, like its provision for a guest worker program, and he was able to win the nomination in a crowded field.
When Mr. McCain was taking the most heat over the subject, he sometimes warned that Republicans risked alienating Hispanic voters, just when the party had been making gains in attracting them. President Bush drew 40 percent of the Hispanic voted in 2004, exit surveys showed.
But since the immigration debate has roiled the country, polls have shown that Republicans have been losing the support of Hispanics. Indeed, some recent surveys have shown Mr. McCain losing to Senator Barack Obama, who planned to address the convention later today, by large margins. One recent Wall Street Journal/NBC News Poll showed Mr. McCain losing the Hispanic vote to Mr. Obama by a two-to-one margin.
Mr. McCain devoted most of his speech at the convention to what he described as the “slowing” economy, laying out his plans for tax cuts and saying that they would benefit small business owners. He also spoke of one of his fellow prisoners of war in Vietnam, a Mexican-American, of the many Hispanic names etched on the Vietnam War memorial, and of the many Hispanic troops now serving in Iraq and Afghanistan who are not yet American citizens.
“Those men and women are my brothers and sisters, my fellow Americans,” he said, “an association that means more to me than any other.”

In Drug War, Tribe Feels Invaded by Both Sides

SELLS, Ariz. — An eerie hush settles in at sundown on the Tohono O’odham Nation, which straddles 75 miles of border with Mexico.
Few residents leave their homes. The roads crawl with the trucks of Border Patrol agents, who stop unfamiliar vehicles, scrutinize back roads for footprints and hike into the desert wilds to intercept smugglers carrying marijuana on their backs and droves of migrants trying to make it north.
By the bad luck of geography, the only large Indian reservation on the embattled border is caught in the middle, emerging as a major transit point for drugs as well as people.
A long-insular tribe of 28,000 people and its culture are paying a steep price: the land is swarming with outsiders, residents are afraid to walk in the hallowed desert, and some members, lured by drug cartel cash in a place with high unemployment, are ending up in prison.
“People will knock on your door, flash a wad of money and ask if you can drive this bale of marijuana up north,” said Marla Henry, 38, chairwoman of Chukut Kuk district, which covers much of the border zone.
The tightening of border security to the east and west, which started in the 1990s and intensified after the Sept. 11 attacks, funneled more drug traffic through the Tohono O’odham reservation, federal officials said, and especially more marijuana, which is hard to slip through vehicle crossings because of its bulk.
A record 319,000 pounds of marijuana were seized on the reservation in 2009, up from 201,000 pounds the previous year, along with small amounts of cocaine, heroin and methamphetamine.
Hundreds of tribal members have been prosecuted in federal, state or tribal courts for smuggling drugs or humans, taking offers that reach $5,000 for storing marijuana or transporting it across the reservation. In a few families, both parents have been sent to prison, leaving grandparents to raise the children.
“People are afraid that if they say no, they’ll be threatened by the cartel,” Ms. Henry said.
If residents of remote villages tried to call the police, she said, help might not arrive for two hours or more.
At the same time, some residents are angry at the intrusion of hundreds of federal agents, including some who stay for a week at a time on bases in remote parts of the reservation. The surge in agents who cruise the roads has meant more checkpoints and tighter controls on a border that tribal members, 1,500 of whom live in Mexico, once freely crossed.
The once-placid reservation feels like a “militarized zone,” said Ned Norris Jr., the tribal chairman, who also says the tribe must cooperate to stem the cartels. “Drug smuggling is a problem we didn’t create, but now we’re having to deal with the consequences.”
Many residents say they live in fear of the smugglers and hordes of migrants who lurk around their homes, and also of being subjected to a humiliating search by federal agents.
The elderly avoid the desert, even in the daytime, because they might stumble upon a cache of marijuana or drug “mules” hiding in desert washes until dark.
“We can’t even go out to collect wood for the stove,” said Verna Miguel, 63, who was traumatized three years ago when a group of migrants forced her to stop on a road, beat her and stole her vehicle.
“We’ve always picked saguaro fruits and cholla buds,” Ms. Miguel said, using such desert products for consumption and rituals. “But now we don’t dare do that.”
Until recently, the reservation’s international border was porous, defended by three strands of barbed wire. Over the last two years, it has been lined with metal posts and Normandy-style barriers to stop the trucks that used to barrel through and head for Phoenix.
Federal officials describe the rise in drug seizures on the reservation as a sign of growing success on what had long been a vulnerable section of border. Barriers and surveillance have forced most of the smugglers to enter on foot rather than in vehicles and spend hours or days sneaking through the reservation, making them more vulnerable to detection, said Agent Robert Gilbert, chief of the Tucson sector of the Border Patrol.
But the large busts, here and elsewhere on the border, are also a measure of the continued trade and profits reaped by the cartels.
“The cartels use the profit from marijuana to purchase cocaine in Colombia and Peru and the ingredients for meth and heroin from other regions,” said Elizabeth W. Kempshall, special agent in charge of the Arizona office of the Drug Enforcement Administration. “So marijuana is the catalyst for the rest of the drug trade.”
The drug smugglers, mainly working for the Sinaloa Cartel, officials said, place scouts for days at a time on mountainsides, with night-vision goggles to monitor movements of the Border Patrol. The scouts communicate with Mexican or Indian guides using cellphones or two-way radios with rolling codes that cannot be intercepted, said Sgt. David Cray of the tribal police force, which has spent major amounts of money on border issues. During the day, the scouts hide in caves or under camouflage.
The Border Patrol has its own spotters and trucks with infrared video cameras that detect heat miles away. The tribe has agreed to electronic surveillance towers that in coming years will make a “virtual fence” across their lands.
Many agents spend their nights “cutting for sign,” a tracker’s term, making slow drives on dirt roads in search of footprints.
One recent chilly night, a Border Patrol spotter detected eight white dots on his screen moving steadily north, not meandering the way cows or wild mules do. With a laser beam he fixed their coordinates at a spot five miles from his mountaintop post.
Two agents in four-wheel-drive vehicles set out over a rutted ranch track, then hiked through half a mile of mesquite, cholla and prickly pear to intercept the group. Six escaped, but two Mexican men were captured with seven burlap packs, each filled with 50 pounds of marijuana that sells wholesale for $500 or more per pound.
For the agents, it was a good night’s work. “This is what we live for, stopping drugs,” said an agent who hiked in shortly after the bust to help bring in the smugglers and the contraband.
But many tribal members see the federal presence as a mixed blessing at best.
Ofelia Rivas, 53, of Meneger’s Dam Village is an Indian rights advocate and a rare border resident who agreed to speak to a reporter. She said that most families in border villages, including her own, had had a relative imprisoned for drug offenses, but that such individuals should not be blamed for the lack of legal jobs. Ms. Rivas has criticized tribal leaders for acquiescing to what she calls an oppressive federal occupation.
Federal law officials praise the tribe for its cooperation, and the Border Patrol has fielded community relations officers to minimize frictions.
Even Mr. Norris, the tribal chairman, said he had been stopped and questioned. “Quite frankly, the people are getting sick of it,” he said of the heavy outside presence. But he added that the smuggling was beyond the tribe’s ability to control.
“I hope in my lifetime we can go back to the way it used to be,” Mr. Norris said, “where people could go and walk in the daylight on our own land.”

Sens. McCain and Obama are fiercely courting the Latino vote. Last month they spoke to the National Association of Latino Elected and Appointed Officials; today it’s the League of United Latin American Citizens’ national convention; and this weekend they’re set to address the National Council of La Raza, one of the most radical socioethnocentric interest groups in the country.

A SMALL GLIMPSE OF THE MEXICAN INVASION AND OCCUPATION IN McCAIN’S STATE OF ARIZONA:

In 2003, according to the Arizona Department of Motor Vehicles, 57,600 cars were stolen in Phoenix. It is now the car jacking capital of the world. Most were SUV’s and pickup trucks. At a conservative average of $15,000.00 per vehicle, owner losses exceeded $864 million. Insurance companies in the state suffered incredible claims from policyholders.


Arizona is the temporary home of 500,000 illegal aliens. They cost Arizona taxpayers over $1 billion annually in services for schools, medical care, welfare anchor babies, loss of tax base and prisons. Illegals use those vehicles for smuggling more people and drugs from around the world into our country. When the vehicles are recovered, they are smashed up wrecks in the desert. If not found, they have new owners south of the border as thieves drive the cars through the desert and into Mexico as easily as you drive your kids to soccer practice.

Illegal aliens displaced American workers at a cost in excess of $133 billion dollars last year according to Harvard Professor George Borjas. American citizens: College and high school kids cannot find a summer job in yard care, landscape, fast food or service jobs. Why? Illegal aliens work them at a third the wage and often, under the table.

Not only do young American not have jobs; their parents are paying taxes for illegal aliens who are not paying taxes.

Annually, 75 percent of drugs arrive from Mexico at a net cost of $120 billion hard currency that leaves our country for good. In addition, our tax dollars pay $80 billion for the War on Drugs each year. It is a war that hasn’t been won in the past 30 years and drugs are as available today to your teenager as they were in 1970.

When an alien criminal gets caught for rape, murder or drug distribution, you pay $1.6 billion annually in prison costs to house, feed and clothe those filling 30 percent of our federal and state prisons—not to mention TV, movies, weight rooms and other entertainment—they enjoy while being incarcerated.

Over 300,000 women annually arrive pregnant and drop them on U.S. soil. The American taxpayer pays for food, housing, medical and schooling for them to age 18 PLUS their mother. According to the Center for Immigration Studies, average annual cost per child K 12 is $7,161.00 and exceeds $109 billion annually per cycle of anchor babies.

The average head of household illegal alien costs you $2,700.00 in welfare money over and above any taxes he or she pays in their meager paying jobs. John McCain said yesterday that Republicans have shed support among Hispanic voters because of the party's get-tough approach to illegal immigration, but he predicted that his enforcement-then- legalization approach will rebuild those bridges. Using a Mexican holiday, Cinco de Mayo, as a launching point, Mr. McCain's presidential campaign announced a Spanish-language Web site (www.johnmccain.com/ espanol), and said the senator from Arizona will speak to this year's National Council of La Raza convention in San Diego in July to try to court Hispanic voters. "I believe the majority of the Hispanics share our view that the border must be secured, and the border must be secured first. But they also want us to have an attitude, which I think most Americans do, that these are God's children, and they must be taken care of, and the issue must be addressed in a humane and compassionate fashion," Mr. McCain told reporters at an Arizona news conference yesterday. Hispanic support for President Bush in the 2004 election topped 40 percent by most estimates, but has fallen in the wake of the congressional immigration debate. Now, nearly a year after the Senate rejected the immigration legalization bill supported by Mr. McCain, Mr. Bush and Democratic leaders, the issue is rising again, but a viable solution seems no closer. House Democrats want a compromise that would allow more foreign workers for farms, high-tech firms and seasonal businesses, but the Congressional Hispanic Caucus has said it will oppose such a bill unless it also allows for some form of legal status for current illegal immigrants. Meanwhile, a vocal group of conservative Democrats and Republicans is demanding an enforcement-only approach. Today, the House will hold a hearing on an enforcement bill that would require employers to check a government database known as the E-Verify system before they hire. That bill is sponsored by Rep. Heath Shuler, a North Carolina Democrat who has broken with his party's general stance on immigration, and is backed by House Republicans who are running a petition drive to try to force a floor vote on the measure. Yesterday, U.S. Citizenship and Immigration Services announced it was adding new databases to the E-Verify system to reduce false hits for naturalized citizens whose work-authorization records aren't up-to-date. That should cut more than half of false hits, agency officials said. Mr. McCain, the presumptive Republican presidential nominee, has tried to straddle the line on immigration after his support for legalizing illegal immigrants nearly cost him the nomination. In 2006 and 2007, he was a chief backer, along with Sen. Edward M. Kennedy, Massachusetts Democrat, of a bill to legalize most illegal immigrants and to dramatically boost immigration. Last year, that bill failed when a majority of senators joined a filibuster to block it. Some opponents said the bill amounted to a lenient "amnesty," while others called it too harsh. Mr. McCain said the bill failed because voters didn't trust the government to handle the security side. Since then, he has said his first priority would be to secure the borders and require border state governors to certify that before turning his attention to a legalization program for the country's illegal immigrants. Barack Obama of Illinois, have said they would allow for legalization. Gilchrist was reacting to my report several weeks ago in FrontPage Magazine that Pelosi – who owns non-union vineyards in Napa Valley where grape-picking depends chiefly on the availability of cheap foreign labor – is doing everything she can to help open the floodgates to more illegal immigration. And she wants the American taxpayers to pay their way. As even more proof of this than I previously reported, Pelosi does not want employers like her to be required to pay the cost of illegal aliens’ hospital care. She voted against a bill that would make employers liable for the reimbursements if an undocumented employee seeks medical attention. And she voted in favor of rewarding illegal aliens from Mexico with Social Security benefits.

The Minuteman Project, founded by Jim Gilchrist (who is also the co-author of the book Minutemen: The Battle to Secure America’s Borders), is made up of citizen volunteers who watch our border with Mexico and report illegal entry to the border patrol. She voted against a bill that would make employers liable for the reimbursements if an undocumented employee seeks medical attention. And she voted in favor of rewarding illegal aliens from Mexico with Social Security benefits.

At the same time, Pelosi has led the Democratic opposition to any effective border controls or documentation requirements. She opposed the Secure Fence Act of 2006, signed into law by President Bush, and voted against final passage of a border security and enforcement bill in 2005 which required that all businesses must use an electronic system to check if all new hires have the legal right to work in this country. She voted against a bill to bar drivers' licenses for illegal aliens in 2005. This year she opposed legislation requiring presentation of a legitimate government-issued photo ID to prove eligibility to vote, claiming that “there is little evidence anywhere in the country of a significant problem with non-citizen voters.” She is dead wrong. For example, an accused terrorist by the name of Nuradin Abdi was just recently reported to have illegally registered to vote at the Ohio Bureau of Motor Vehicles. Nuradin Abdi was indicted earlier this year as part of a conspiracy to blow up the Columbus Mall.

How many other terrorist suspects may have slipped through the system because Leftists like Pelosi oppose any meaningful screens? Instead she continues to advocate our recognition of the flimsy, non-validated ID card that the Mexican consulates provide to illegal aliens before they cross over our border, called the “matricula consular”, which gives them phony documentation to set up bank accounts, apply for jobs, obtain social benefits, board airplanes, identify themselves to police, enter buildings that require IDs, obtain drivers’ licenses and then perhaps use those drivers’ licenses to try to illegally register to vote in our elections.

Pelosi also believes in giving sanctuary to illegal aliens. She opposed legislation to deny federal homeland security funding to state and local governments who refuse to share information they learn about an individual's immigration status with Federal immigration authorities. Pelosi’s hometown of San Francisco is one of the sanctuary cities she voted to protect for the benefit of illegal aliens. Pelosi even voted against strengthening our immigration law with regard to the deportability of alien terrorists.

Jim Gilchrist cut to the chase with this devastating observation that the mainstream media does not want you to read:

"As we’ve shown again and again in ‘Minutemen,’ the Democrats aren’t just hypocrites, but are working actively to subvert our legislative system to their own ends. Their only goal is votes, votes and more votes, no matter where they come from, no matter if they’re cast legally, no matter whether the person casting them is dead, alive, a citizen or an illegal alien."

Pelosi sees Jim Gilchrist’s Minutemen Project as a threat to her pro-illegal alien agenda. More illegal aliens mean more votes for the Democrats and more grape-pickers for Napa Valley vineyards like hers. So she even voted against a measure that would have cut off the use of U.S. taxpayers’ funds to tip off illegal aliens as to where the Minutemen citizen patrols may be located! She obviously wants to see the Minutemen put out of business – permanently. She can count on the liberal press to distort the work of the Minutemen and to keep out of the public eye Gilchrist’s pointed questions about her motivations for helping illegal aliens during the run-up to the mid-term elections that may make her the next Speaker of the House.

Gilchrist, of course, is accustomed to being vilified and prevented by the Left from getting his message out. In early October, he was prevented from finishing his speech at the "Minutemen Forum" sponsored by the Columbia College Republicans. Gilchrist had spoken for just a few minutes and managed to utter the words “I love the First Amendment” when a group of radical protestors took the stage and interrupted him, displaying a big banner saying "There are no illegals." More protestors then stormed the stage. Chaos erupted and the audience members who had come to hear Gilchrist speak never got the chance, which was precisely the protestors’ objective. As reported online by the staff of Columbia’s undergraduate newspaper, “a mosh pit of triumphal students and community members danced and chanted outside, "Asian, Black, Brown and White, we smashed the Minutemen tonight!" They also put out a statement declaring:

“The Minutemen are not a legitimate voice in the debate on immigration. They are a racist, armed militia who have declared open hunting season on immigrants, causing countless hate crimes and over 3000 deaths on the border. Why should exploitative corporations have free passes between nations, but individual people not? No human being is illegal.” (Emphasis added)

We have come to the point in this country where a bunch of radical protestors get to decide who is and who is not a legitimate voice in the debate on as critical a public policy issue as immigration. Such Leftists think that migration in a borderless world is a basic human right. They want no barriers, no guards, and no proof of lawful residency. They certainly do not want the Minutemen watching the border and reporting illegal entry to the authorities.

Leftist slogans like “no human being is illegal” are red herrings. It is not the human being who is illegal; it is what the human being does that may be illegal. One’s conduct is the test, not simply who one is. Immigrants who follow our rules are welcome here. Those who do not abide by our laws have no right to be here. A person who breaks into your house without your permission does not deserve room, board and a job as a reward, even if the intruder may be much poorer than you. He has broken the law and deserves to be punished for what he has done. Our country’s boundaries and rules for entry and residency similarly define who is permitted to be here and how we choose to protect ourselves. We are a land of immigrants, but we are also a land of laws with certain core values. Those seeking to enter our country and remain here must learn to accommodate to our laws and values, not the other way around. That is the way prior generations of immigrants did it, including those who passed through Ellis Island. Why should the law be thrown aside now?

What we are witnessing is a frontal challenge to our nation’s sovereignty. Mexico’s Foreign Secretary wants to drag us before the United Nations for intending to build a fence on our side of the border with our money to keep out aliens who seek to enter our country illegally. They will probably get a sympathetic ear as some UN bureaucrats believe there should be no such thing as “illegal” immigrants in the first place. For the first time in our history, Americans are being asked to cede the right to decide how we define ourselves as a nation and protect our own borders to a globalist governance body. Will Pelosi lead her liberal loyalists as House Speaker to support the UN against America’s right to control its own borders? Do we really want to risk finding out?

It is high time, as Jim Gilchrist demanded in the press release ignored by the mainstream media, that Pelosi come clean under oath as to her personal stake in the illegal immigration issue before she can do even more damage as House Speaker.

Immigration Officials Arrest 300 in California

LOS ANGELES — Nearly 300 illegal immigrants who had committed serious crimes were deported or detained this week by federal agents in a demonstration of what immigration officials pledged was a new resolve to zero in on the most egregious lawbreakers.
Immigration and Customs Enforcement officials called the three-day sweep in California their largest operation ever aimed at illegal immigrants with criminal records.
More than 80 percent had convictions for serious or violent crimes and at least 100 have been removed from the country, with the others awaiting deportation proceedings.
John Morton, an assistant secretary in the Department of Homeland Security who is in charge of Immigration and Customs Enforcement, said Friday that focusing on serious criminals helped improve public safety.
“These are not people who we want walking our streets,” Mr. Morton said at a news conference here, a day after Homeland Security Secretary Janet Napolitano made much the same point at a Congressional hearing.
The Department of Homeland Security has been criticized by immigrant advocates and civil libertarians in recent years for rounding up hundreds of people whose only offense was being in the country without proper documents, sometimes at the cost of breaking up families.
President Obama had campaigned on a promise of a more compassionate approach to immigration enforcement that would focus on ridding the country of felons and cracking down on employers who deliberately hire illegal workers.
Mr. Morton, citing limited resources, said, “We are going to focus on those people who choose to pursue a life of crime in the United States rather than pursue the American dream of education, hard work and success.”
Last year, 136,126 illegal immigrants with criminal records were deported, a record number, officials said. While department officials trumpeted the mass arrests this week, they could not say how many serious criminal offenders who are in the country illegally remain on the streets.
The Immigrants’ Rights Project of the American Civil Liberties Union reacted skeptically to the announcement, noting that despite assurances that serious criminals were the target, previous sweeps have turned out to capture large numbers of people with no such records.
“We would welcome more effective targeting than in the past but it is not yet clear that is the case here,” said Caroline Cincotta, a fellow at the project, who also questioned whether the swift deportations had allowed people to have full due process.
ICE officials said just six of those arrested had no record at all, and they sought to play up the serious nature of the offenses of those who were apprehended.
Those arrested included a Guatemalan man with ties to a Los Angeles gang who had committed first-degree robbery, a Mexican man convicted of lewd acts with a child and a Mexican man with a rape conviction.
Of the 286 people arrested, 63 had previously been deported. At least 17 face prosecution for re-entering the country without proper documents.
The agents and officers tracked down most of those arrested through tips and a review of immigration files, court and public records. Many people arrested this week were never deported after serving prison time for their offenses because they fell through the cracks.
Mr. Morton said the immigration agency was improving cooperation with local and state jailers, and is rolling out a “Secure Communities” program that by 2012 is expected to permit all local jails nationwide to check the immigration status of inmates.
The deportees represented 31 countries, though the majority, 207, were from Mexico.

Arizona sheriff ups the ante against his foes
Joe Arpaio has escalated his tactics, not only defying the federal government on immigration but launching repeated investigations of those who criticize him.

The day after the federal government told Maricopa County Sheriff Joe Arpaio that he could no longer use his deputies to round up suspected illegal immigrants on the street, the combative Arizona sheriff did just that.

He launched one of his notorious "sweeps," in which his officers descend on heavily Latino neighborhoods, arrest hundreds of people for violations as minor as a busted headlight and ask them whether they are in the country legally.

"I wanted to show everybody it didn't make a difference," Arpaio said of the Obama administration's order.

Arpaio calls himself "America's toughest sheriff" and remains widely popular across the state. For two decades, he has basked in publicity over his colorful tactics, such as dressing jail inmates in pink underwear and housing them in outdoor tents during the brutal Phoenix summers.

But he has escalated his tactics in recent months, not only defying the federal government but launching repeated investigations of those who criticize him. He recently filed a racketeering lawsuit against the entire Maricopa County power structure. On Thursday night, the Arizona Court of Appeals issued an emergency order forbidding the Maricopa County Sheriff's Office from searching the home or chambers of a Superior Court judge who was named in the racketeering case.

Last year, when Phoenix Mayor Phil Gordon called for a federal investigation of Arpaio's immigration enforcement, the Sheriff's Office demanded to see Gordon's e-mails, phone logs and appointment calendars.

When the police chief in one suburb complained about the sweeps, Arpaio's deputies raided that town's City Hall.

A local television station, KPHO, in a 10-minute-long segment last month, documented two dozen instances of the sheriff launching investigations of critics, none of which led to convictions.

The most notorious case involves county Supervisor Don Stapley, a Republican who has sometimes disagreed with Arpaio's immigration tactics. Last December, deputies arrested Stapley on charges of failing to disclose business interests properly on his statement of economic interest.

Stapley's alarmed supervisor colleagues had their offices swept for listening devices. Arpaio contended the search was illegal and sent investigators to the homes of dozens of county staffers to grill them about the sweep.

A judge in September dismissed several of the allegations against Stapley, and prosecutors dropped the case. Three days later, Arpaio's deputies arrested Stapley again after he parked his car in a downtown parking structure near his office.

No charges were filed until County Atty. Andrew Thomas -- Arpaio's ally in his fights with the supervisor -- charged Stapley this week with misusing money he raised to run for president of the National Assn. of Counties.

"It's just extraordinary, the kind of thing that takes place in Third World dictatorships," said Paul Charlton, a former U.S. attorney who is representing Stapley. He predicted the latest charges would also be dismissed. "So many people are of one mind on a single issue -- illegal immigration -- that they are willing to ignore these misdeeds."

Arpaio brushes off suggestions that he's used his office to go after critics. Many of the complaints, as in the Stapley case, come from targets of anti-corruption probes that started with tips rather than the sheriff's personal intercession.

"We don't abuse our power," Arpaio said in an interview. "We do what we have to do."

Arpaio, a Republican, is highly popular in Arizona. He won reelection last year with 55% of the vote in the state's most populous county. Though he has said he's not interested in running for governor, a recent poll showed him crushing the presumptive Democratic nominee, state Atty. Gen. Terry Goddard, 51% to 39%.

The sheriff was not always at war with much of the region's political establishment. A former official with the Drug Enforcement Administration who was first elected sheriff in 1992, Arpaio had support from the majority-Republican county Board of Supervisors and from local Latino leaders.

"He had a very good relationship with the Hispanic community," said Supervisor Mary Rose Wilcox, the lone Democrat and lone Latina on the board.

But by 2005, central Arizona was seething over illegal immigration. Crime was rising in Phoenix, a key smuggling hub that was becoming the kidnapping capital of the country.

Arpaio received a federal waiver, known as a 287(g), that allowed his deputies to enforce federal immigration laws. He said he had identified more than 30,000 illegal immigrants through his sweeps and interrogations in the county jail.

In October, the federal Department of Homeland Security revoked the 287(g) for Arpaio's street operations, though he could continue to question jail inmates about their immigration status.

Arpaio, however, said state law permitted him to continue his street operations and is awaiting a legal opinion from Thomas, the county attorney.

Latino community leaders say Arpaio has become more aggressive since he was stripped of some authority in the 287(g) program.

"It's actually gotten worse rather than better," said Salvador Reza, an activist who added that some immigrants don't dare turn the lights on in their homes at night for fear that Arpaio's deputies would knock at their doors.

A Homeland Security spokesman declined to comment, referring a reporter to statements Secretary Janet Napolitano gave to a liberal advocacy group in Washington.

Napolitano, the former governor of Arizona, said Arpaio "was unwilling to accept that there were standards that needed to be met. He wanted to go off on his own. And so that's where we had a parting of ways." She acknowledged, however, that state law would allow him to continue making his arrests.

The U.S. Department of Justice has launched a civil rights investigation into Arpaio's tactics. The sheriff has refused to cooperate and has called for an investigation of the investigators.

As Arpaio has fenced with the Obama administration, he has become embroiled in a sometimes-surreal battle with the five county supervisors who oversee his budget. Amid the recession, they have cut the sheriff's budget by 12.2%.

Arpaio and Thomas filed a federal racketeering lawsuit against the county supervisors, administrators and several judges who have ruled against the two in prior cases.

Arpaio and Thomas contended there was a conspiracy to assign the Stapley prosecution to an anti-Thomas judge, part of an effort to cover up what they call a wasteful county effort to build a new courthouse.

County officials noted that Arpaio and Thomas have sued them six times in efforts to regain power over their budgets -- and they lost every time.

Tensions escalated this week when the county attorney filed criminal charges against the presiding judge of the county's criminal courts, alleging bribery and obstruction of justice for ruling against Arpaio and prosecutors in some of those previous legal battles.

Wilcox, whom Thomas charged this week with violating state laws by voting on government contracts for a charitable organization that gave one of her businesses a loan, said she had been stunned by the sheriff's conduct.

"They have made life hell on everybody," she said of Arpaio and Thomas."Every time you speak out, they investigate you."

"Racketeering? That's just crazy," she added. "We're becoming the laughingstock of America."

Obama soft on illegals enforcement

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

Federal contractors now must use E-verify to check the status of their employees on federal projects. The rule which goes into effect today will affect almost 169,000 contractors

Another victory for American workers in Arizona. Yesterday, the Ninth Circuit Court of Appeals upheld the get-tough employer sanctions law in the state. The law hits employers who knowingly hire illegal aliens with strict penalties and in some cases even strips businesses of their licenses. A lower court upheld the same law in February. But open-borders and amnesty groups along with the business lobby are considering yet another appeal.

In California, League of United Latin American Citizens has adopted a resolution to declare "California Del Norte" a sanctuary zone for immigrants. The declaration urges the Mexican government to invoke its rights under the Treaty of Guadalupe Hidalgo "to seek third nation neutral arbitration of ....disputes concerning immigration laws and their enforcement." We’ll have the story.
Last year, Prince William County, Virginia passed an initiative to allow local police to check the immigration status of anyone in police custody. The county recently held its first immigration training session for local police officers. We’ll have a look inside the training.

Construction of the 670 miles of border fence mandated by the Bush administration is almost complete. The Border Patrol says the new fencing, more agents and new technology
have reduced illegal alien apprehensions. But fence opponents are trying to stop the last few miles from being finished. We will have a full report, tonight.


Plus, even open border advocates agree that the most effective way of fighting illegal immigration is to crack down on the employment of illegal aliens. Yet, those same groups are
