Report: DEA Launches Nationwide Attack on Mexican-Linked Cartels in U.S.

(CNSNews.com) - Prompted by the recent murder of ICE Agent Jaime Zapata, federal authorities, aided by state and local police, launched a nationwide crackdown on drug-traffickers and their allies this week, the Houston Chronicle reported.

Authorities were still making arrests on Thursday across the country and in Central America, Colombia and Brazil, and they predicted hundreds of people would be arrested by Friday morning.

Robert Rutt, the special agent in charge of Houston's ICE-Homeland Security Investigations, said U.S. authorities are targeting gangsters and their associates in response to ICE agent Jaime Zapata's murder.

"While the murder is personal to ICE, we are arresting transnational gang members and drug traffickers who have links to Mexican cartels because of their criminal activity and not simply out of retaliation," the paper quoted Rutt as saying.

"Quite frankly, this operation was long overdue," said U.S. Rep. Michael McCaul (R-Texas). White House Drug Policy Director R. Gil Kerlikowske commended agents and officers involved in the sweep.

The real motivation for the Justice Department's lawsuit against Arizona's new immigration statute was the only one not mentioned in the department's brief: The Obama administration has no intention of enforcing the immigration laws against the majority of illegal aliens already in the country.

It is that policy alone which conflicts with SB 1070: Arizona wants to enforce the law; the Obama administration does not. Reasonable minds can differ on whether that conflict puts Arizona in violation of the Constitution's Supremacy Clause.

But what is indisputable is that the failure of the federal government to openly acknowledge the real ground for its opposition to SB 1070 has rendered incoherent not just its own public arguments against the law, but the judicial ruling which largely rubber stamps those arguments as well.

The Arizona statute affirms the power of a local police officer or sheriff's deputy to inquire into someone's immigration status, if the officer has reasonable suspicion that the person is in the country illegally, and if doing so is practicable. Under SB 1070, such an inquiry may occur only during a lawful stop to investigate a non-immigration offense.

Both the Justice Department and U.S. District Judge Susan Bolton, in striking down most of SB 1070, couched their opposition to the statute exclusively in terms of its effect on legal, as opposed to illegal, aliens. SB 1070, Judge Bolton wrote, would impermissibly burden legal immigrants already in the country by subjecting them to unwarranted immigration checks.

There are two problems with this line of argument: First, it ignores the fact that Congress has already anticipated and approved precisely the sort of local immigration inquiries that Judge Bolton now finds unconstitutional. Second, the argument would make all immigration enforcement impossible.

In 1996, Congress banned so-called sanctuary policies, by which cities and states prohibit their employees from working with federal immigration authorities regarding illegal aliens. It was in the federal interest, Congress declared, that local and federal authorities cooperate in the "apprehension, detention or removal of [illegal] aliens."

In pursuance of that mandate, the federal government operates an immigration clearinghouse, the Law Enforcement Support Center (LESC), to provide just the sort of immigration-status information to local and state law-enforcement officials that SB 1070 seeks.

It is therefore absurd to now claim, as Judge Bolton and the Obama Administration do, that such local inquiries conflict with the federal immigration scheme. It is even more absurd to argue that the risk that a legal alien will be questioned about his immigration status makes the alleged conflict unconstitutional.

Any immigration enforcement carries the possibility that a legal alien or U.S. citizen will be stopped and questioned. The only way to guarantee that legal aliens are never asked to present their immigration papers is to suspend immigration enforcement entirely. (The same possibility of stopping innocent people for questioning applies to law enforcement generally; that possibility has never been held to invalidate the police investigative power.)

If Congress intended to create such a blanket ban on asking legal aliens for proof of legal residency, it could have revoked the 1952 law requiring aliens to carry their certificate of alien registration. Such a requirement makes sense only on the assumption that legal aliens will upon occasion be asked to prove their legal status.

Such unpersuasive reasoning suggests that something else is going on. That something is the fact that SB 1070 would have put the Obama administration in the uncomfortable position of repeatedly telling Arizona's law enforcement officers that it is not interested in detaining or deporting the illegal aliens that they have encountered in the course of their duties; the law, in other words, would have exposed the administration's de facto amnesty policy.

And SB 1070 would have shown that immigration-law enforcement can work simply by creating a deterrent to illegal entry and presence. Even before it went into operation, the Arizona law was already inducing illegal aliens to leave the state, according to news reports.

Illegal aliens are virtually absent from the Justice Department's brief or from Judge Bolton's opinion. Despite this studied avoidance, it's time to have a public debate about how much immigration enforcement this country wants and which enforcement policies--the administration's or Arizona's -- best represent the public will.

Obama soft on illegals enforcement



Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.



The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

(CNSNews.com) - Mexican President Felipe Calderón said his administration’s war against drug cartels is impeded by “notoriously insufficient” cooperation from the U.S.

“I found cooperation in this [counter-narcotics] matter with both President Bush and President Obama, but obviously the cooperation ends up being notoriously insufficient,” said Calderón during a Feb. 22 exclusive interview with the Mexican newspaper El Universal.

He continued, “What should Americans cooperate in? In reducing the consumption of drugs -- they haven’t reduced that; and two, in stopping the flow of weapons, and they haven’t reduced that -- instead they’ve increased it.”

Fraudulent Document Mill Busted in Virginia

The Loudon County Sheriff’s Gang Intelligence Unit last week dismantled a document production mill which provided hundreds or even thousands of fraudulent IDs to illegal aliens. (Washington Post, Feb. 4, 2011) Sheriff’s deputies found evidence of at least 500 fraudulent documents in the Sugarland, Virginia facility, including social security cards, driver’s licenses, work visas and permanent resident cards. (Id.)



Law enforcement officials took four Salvadoran nationals into custody, and later charged three with manufacturing fraudulent documents. (Id.) Two of the individuals arrested had been previously deported, and the third man had an expired temporary protected status. (Id.) Police said the trio will likely face additional charges. (Id.)



FAIR’s sources in Immigration and Customs Enforcement (ICE) were not surprised at the gang connection in this bust. The notorious MS-13 gang has a large percentage of Salvadoran members and is reputed to produce fraudulent and altered documents for use by illegal aliens.

The U.S. Department of Illegal Alien Labor



President Obama's Labor Secretary Hilda Solis is supposed to represent American workers. What you need to know is that this longtime open–borders sympathizer has always had a rather radical definition of "American." At a Latino voter registration project conference in Los Angeles many years ago, Solis asserted to thunderous applause, "We are all Americans, whether you are legalized or not."

That's right. The woman in charge of enforcing our employment laws doesn't give a hoot about our immigration laws –– or about the fundamental distinction between those who followed the rules in pursuit of the American dream and those who didn't.

While in Congress, she opposed strengthening the border fence, supported expansion of illegal alien benefits (including driver's licenses and in–state tuition discounts), embraced sanctuary cities that refused to cooperate with federal homeland security officials to enforce immigration laws, and aggressively championed a mass amnesty. Solis was steeped in the pro–illegal alien worker organizing movement in Southern California and was buoyed by amnesty–supporting Big Labor groups led by the Service Employees International Union. She has now caused a Capitol Hill firestorm over her new taxpayer–funded advertising and outreach campaign to illegal aliens regarding fair wages:

"I'm here to tell you that your president, your secretary of labor and this department will not allow anyone to be denied his or her rightful pay –– especially when so many in our nation are working long, hard and often dangerous hours," Solis says in the video pitch. "We can help, and we will help. If you work in this country, you are protected by our laws. And you can count on the U.S. Department of Labor to see to it that those protections work for you."

To be sure, no one should be scammed out of "fair wages." Employers that hire and exploit illegal immigrant workers deserve full sanctions and punishment. But it's the timing, tone–deafness and underlying blanket amnesty agenda of Solis' illegal alien outreach that has so many American workers and their representatives on Capitol Hill rightly upset.



With double–digit unemployment and a growing nationwide revolt over Washington's border security failures, why has Solis chosen now to hire 250 new government field investigators to bolster her illegal alien workers' rights campaign? (Hint: Leftists unhappy with Obama's lack of progress on "comprehensive immigration reform" need appeasing. This is a quick bone to distract them.)

Unfortunately, the federal government is not alone in lavishing attention and resources on workers who shouldn't be here in the first place. As of 2008, California, Florida, Nevada, New York, Texas and Utah all expressly included illegal aliens in their state workers' compensation plans –– and more than a dozen other states implicitly cover them.

Solis' public service announcement comes on the heels of little–noticed but far more troubling comments encouraging illegal alien workers in the Gulf Coast. Earlier this month, in the aftermath of the BP oil spill, according to Spanish language publication El Diario La Prensa, Solis signaled that her department was going out of its way to shield illegal immigrant laborers involved in cleanup efforts. "My purpose is to assist the workers with respect to safety and protection," she said. "We're protecting all workers regardless of migration status because that's the federal law." She told reporters that her department was in talks with local Immigration and Customs Enforcement (ICE) officials who had visited coastal worksites to try to verify that workers were legal.

No word yet on whether she gave ICE her "we are all Americans, whether you are legalized or not" lecture. But it's a safe bet.

The Administration's Phantom Immigration Enforcement Policy

According to DHS’s own reports, very little of our nation’s borders (Southwestern or otherwise) are secure, and gaining control is not even a goal of the department.

The setting was not quite the flight deck of the U.S.S. Abraham Lincoln with a “Mission Accomplished” banner as the backdrop, but it was the next best thing. Speaking at the Center for American Progress (CAP) on Nov. 13, Homeland Security Secretary Janet Napolitano declared victory over illegal immigration and announced that the Obama administration is ready to move forward with a mass amnesty for the millions of illegal aliens already living in the United States.

Arguing the Obama administration’s case for amnesty, Napolitano laid out what she described as the “three-legged stool” for immigration reform. As the administration views it, immigration reform must include “a commitment to serious and effective enforcement, improved legal flows for families and workers, and a firm but fair way to deal with those who are already here.”

Acknowledging that a lack of confidence in the government’s ability and commitment to effectively enforce the immigration laws it passes proved to be the Waterloo of previous efforts to gain amnesty for illegal aliens, Napolitano was quick to reassure the American public that those concerns could be put to rest.

“For starters, the security of the Southwest border has been transformed from where it was in 2007,” stated the secretary. Not only is the border locked up tight, she continued, but the situation is well in-hand in the interior of the country as well. “We’ve also shown that the government is serious and strategic in its approach to enforcement by making changes in how we enforce the law in the interior of the country and at worksites…Furthermore, we’ve transformed worksite enforcement to truly address the demand side of illegal immigration.”

If Rep. Joe Wilson had been in attendance to hear Secretary Napolitano’s CAP speech he might well have had a few choice comments to offer. But since he wasn’t, we will have to rely on the Department of Homeland Security’s own data to assess the veracity of Napolitano’s claims.

According to DHS’s own reports, very little of our nation’s borders (Southwestern or otherwise) are secure, and gaining control is not even a goal of the department. DHS claims to have “effective control” over just 894 miles of border. That’s 894 out of 8,607 miles they are charged with protecting. As for the other 7,713 miles? DHS’s stated border security goal for FY 2010 is the same 894 miles.

The administration’s strategic approach to interior and worksite enforcement is just as chimerical as its strategy at the border, unless one considers shuffling paper to be a strategy. DHS data, released November 18, show that administrative arrests of immigration law violators fell by 68 percent between 2008 and 2009. The department also carried out 60 percent fewer arrests for criminal violations of immigration laws, 58 percent fewer criminal indictments, and won 63 percent fewer convictions.

While the official unemployment rate has climbed from 7.6 percent when President Obama took office in January to 10 percent today, the administration’s worksite enforcement strategy has amounted to a bureaucratic game of musical chairs. The administration has all but ended worksite enforcement actions and replaced them with paperwork audits. When the audits determine that illegal aliens are on the payroll, employers are given the opportunity to fire them with little or no adverse consequence to the company, while no action is taken to remove the illegal workers from the country. The illegal workers simply acquire a new set of fraudulent documents and move on to the next employer seeking workers willing to accept substandard wages.

In Janet Napolitano’s alternative reality a mere 10 percent of our borders under “effective control” and sharp declines in arrests and prosecutions of immigration lawbreakers may be construed as confidence builders, but it is hard to imagine that the American public is going to see it that way. If anything, the administration’s record has left the public less confident that promises of future immigration enforcement would be worth the government paper they’re printed on.

As Americans scrutinize the administration’s plans to overhaul immigration policy, they are likely to find little in the “three-legged stool” being offered that they like or trust. The first leg – enforcement – the administration has all but sawed off. The second – increased admissions of extended family members and workers – makes little sense with some 25 million Americans either unemployed or relegated to part-time work. And the third – amnesty for millions of illegal aliens – is anathema to their sense of justice and fair play.

As Americans well know, declaring “Mission Accomplished” and actually accomplishing a mission are two completely different things. When it comes to enforcing immigration laws, the only message the public is receiving from this administration is “Mission Aborted.”

On Tuesday, February 22, Rahm Emanuel, President Obama’s former chief of staff and long-time Democratic insider, was elected mayor of Chicago, replacing Richard M. Daley. By collecting 55.2 percent of the votes cast in the six-way race, Emanuel won the position outright, obviating the need for a run-off.



Emanuel’s victory was an expression of the ruling elite’s need for a ruthless figure who can carry out an all-out assault on Chicago’s working class, and municipal workers in particular. The city faces a budget deficit estimated at $600 million, and Emanuel has already called for a spending freeze and $75 million in cuts as the down payment on making working people pay for the crisis.



Emanuel’s status as the consensus candidate of all sections of the Democratic Party establishment gave a preordained character to the election. Even when his residency was being challenged in court, few seriously believed he would be removed from the ballot. He had the tacit support of the outgoing mayor, and what remains of the Daley machine, with ward heelers handing out cards boosting Emanuel at many precinct polling places.



Indeed, the orchestrated character of the whole affair can be seen in the shuffle of political insiders that saw Richard Daley’s brother, William Daley, take Emanuel’s place in the White House as Obama’s chief of staff. This trade, described by Chicago Tribune columnist John Kass as “smart politics the Chicago Way,” is a reflection of the narrowly inbred and undemocratic character of the American political establishment.



That Emanuel’s election was a foregone conclusion contributed to depressing the election turnout, only 41 percent of registered voters. This figure was well below the predicted turnout of 50 percent or more. Most workers rightly concluded that the Democratic machine and the remains of Daley’s personal organization would come out overwhelmingly in favor of Emanuel, and that none of the candidates expressed their interests anyway.



Emanuel’s favored status among the bourgeoisie is manifested in the amount of campaign contributions he was able to raise. Emanuel’s organization brought in $13 million, a staggering sum for a municipal election. This was several times more than the campaign contributions mustered by all the other candidates combined. Choosing the next mayor of Chicago is serious business for the ruling elite, and nothing was left to chance.



Emanuel’s largest share of the vote came from relatively affluent wards located downtown as well as many of the wards bordering Lake Michigan. These wards have large concentrations of the city’s wealthy and professionals who work in or around the finance industry. Many of the most working class wards in the city saw turnouts of 30 percent or less.



The wards with the highest turnout were those with large concentrations of municipal workers, particularly police and firefighters. The police and firefighters unions came out heavily for Emanuel’s most well-funded opponent, former Daley aide Gery Chico, calculating that he would be less destructive of their pensions than Emanuel, who promised major cuts. On this basis, Chico was able to garner 24 percent of the vote.



Chico and the third- and fourth-place candidates, former senator Carol Moseley-Braun and city clerk Miguel del Valle, had support primarily in Hispanic and black wards, where they appealed on the basis of their ethnicity rather than political program. None of them offered any significant difference to the right-wing politics and ruthlessness of Emanuel.



Now that Emanuel has won, he will use the city budget deficit as the pretext for going to war with Chicago workers, starting with municipal employees and teachers, and will attack their wages, benefits and pensions. However, in doing so, he will pursue the Democratic strategy, which involves working closely with the unions to rein in any working class revolts, rather than dispensing with them altogether. This is the perspective underlining the Democratic opposition to Wisconsin Governor Scott Walker’s attack on public employees in that state.



As in Wisconsin, the unions can be expected to accept without question the need for rank-and-file workers to sacrifice their living standards, while defending only those provisions that protect their own organizational existence as well as their continued ability to police their own members.



Politically, Emanuel was one of the most right-wing figures in both the Clinton and Obama administrations, as well as in Congress. While chairing the Democratic Congressional Campaign Committee, his strategy was to recruit a number of extremely conservative Democrats and run them against Republicans in marginal districts, a strategy that met with some success, although many of these right-wing Democrats would eventually lose their seats in the 2010 elections.



Paul Begala, former Clinton aide and a long-time friend of Emanuel, celebrated his unlimited opportunism, declaring, “He swims effortlessly back and forth between principle and pragmatism.” In the current context, this can only mean that Emanuel’s promises to “rethink city government” will involve drawing up plans for the destruction and privatization of city services, while criticizing any opposition to the cuts as insufficiently tough-minded.



Due to his outright win in the first round of municipal elections, Emanuel is in a position to use a portion of his leftover campaign money to shape the results of aldermanic election run-offs. By and large, this will mean financing the opponents of those aldermen who supported Chico or Moseley-Braun in the election, and who could be expected to advocate a softer line toward city workers and teachers.



Emanuel’s policies will quickly lead to confrontations with workers, who face threats to their current living standards and their pensions, as well as increased costs for basic needs. The further erosion of city services and the continued dismantling of public education will also bring into conflict wider layers of the working class who depend on these services, which by any objective measure should be considered basic rights.

Two incidents connected to the ongoing mass protests in Wisconsin underscore the utter ruthlessness of the ruling class in its determination to drive down the living conditions of workers, not only in that state but throughout the United States.



Jeff Cox, the Republican deputy attorney general of Indiana recently told the liberal magazine Mother Jones that he favored “live ammunition” as the response to the protests in Wisconsin. He described workers protesting benefit cuts and attacks on their legal rights as “political enemies” and “thugs” and declared, “You’re damned right I advocate deadly force.” Cox, a state attorney for eight years, was fired Wednesday after the magazine published the exchange.



A blogger from a pro-union web site in Buffalo, New York contacted Wisconsin Governor Scott Walker Tuesday, posing as billionaire David Koch, one of the leading backers of corporate union-busting and the ultra-right Tea Party movement. The blogger, Ian Murphy, recorded the call and published the transcript Wednesday.



In the course of a 20-minute conversation, Murphy elicited a series of provocative remarks from the Republican governor. Walker suggested that felony charges could be trumped up against Democratic state senators who had blocked passage of his anti-union legislation by fleeing the state, offered to negotiate with his opponents using a baseball bat, and discussed the pros and cons of “planting some troublemakers” in the crowds demonstrating outside the state capitol.



The most noteworthy—and much less reported—passage in Walker’s discussion with the faux Koch came at the end, where he recounts a conversation with his cabinet on February 6. Walker noted the 100th birthday of Ronald Reagan, and cited “one of the most defining moments of his political career, not just his presidency, when he fired the air traffic controllers.” The coming confrontation in Wisconsin “is our time to change the course of history,” Walker told his cabinet.



These two exposés give a glimpse of the political reality that is normally covered up by the American media—the ruthlessness and brutality, not merely of two individuals, but of an entire social class. Cox and Walker were not just speaking for themselves, but for the privileged financial elite that is prepared to use violence to achieve its ends. This kind of language is similar to what would have been used by Mubarak in Egypt or Gaddafi in Libya as they prepared a brutal crackdown.



Walker & Co. see the attacks on state workers, not as a series of disconnected episodes, but as part of a broader struggle to crush the working class and turn back the clock by decades, in terms of their social rights. This attack is being waged in states throughout the country, as well as by the federal government, under both Democratic and Republican Party leadership.



Workers must understand of the nature of the conflict they find themselves in. They face a ruling elite that has declared war. While the ruling class is politically mobilized, with two parties working consciously to achieve its ends, workers have yet to build mass organizations capable of countering this attack and advancing the interests of the vast majority of the population.



The American trade unions are incapable of defending themselves, let alone the working class. In Wisconsin, officials of the state employee and teachers’ unions openly embrace all the cuts demanded by Walker in the income, benefits and workplace rights of the workers. They are balking only at those demands—ending the dues check-off and automatic union recognition—that threaten their own incomes.



Decades of labor-management collaboration, anti-Communism, and denial of the class struggle—in which the very term “working class” was banned and replaced by “middle class”—have separated the interests of the trade unions from those of the working class.



As the ruling elite is waging a ruthless struggle to defend its ill-gotten wealth, the unions are irreconcilably hostile to a socialist struggle based on the expropriation of the financial aristocracy and the coming to power of the working class.



Instead, they tie the working class politically to the Democratic Party, a big business party whose representatives, no less than the Republicans, defend the profits of the giant corporations and the wealth of the ultra-rich. In state after state, Democratic governors are making the same demands on public employees as Walker, only preferring to use the unions to help extract concessions from the workers.



Indeed, the Obama administration is one of the main agents of the financial aristocracy’s war on the workers. As his administration pours trillions into bank bailouts and bonuses for Wall Street executives, he adamantly refuses to help bankrupt state and local governments. He is also imposing wage freezes on federal workers, while preparing a budget with hundreds of billions of dollars in cuts aimed overwhelmingly at working people.



Three years into the biggest crisis of the capitalist system since the Great Depression, the American political system has revealed its class character in the most brazen possible fashion. The Democrats and Republicans rescue billionaires and corporations, while demonizing schoolteachers and street sweepers as “overpaid” and “privileged.”



For millions of working people, the events in Wisconsin are a wake-up call. The working class must recognize—as its enemies surely do—that it faces a serious and protracted struggle. The conflicts in Wisconsin, and in other states and cities throughout the country, are not separate and isolated events, but part of an ongoing class war.



To prevail in this struggle, the working class requires a new political perspective and new fighting organizations. Workers must consciously take up the struggle against the capitalist system. They must answer the claims that there is “no money” for vital, basic social needs like education, housing and healthcare, with demands for the confiscation of the wealth of the billionaires, and the transfer of the giant corporations to public ownership.



This means a political break with the Democratic and Republican parties, and the building of the Socialist Equality Party as a mass party, struggling for socialism and internationalism in the working class.
