While the Obama Administration halts deportations to work on its secret amnesty plan, hospitals across the U.S. are getting stuck with the exorbitant tab of medically treating illegal immigrants and some are finally demanding compensation from the federal government.The group that represents most of the nation’s hospitals and medical providers recently urged President Obama to work with Congress to reimburse them for the monstrous cost of treating illegal immigrants. Federal law requires facilities to “treat and stabilize individuals” regardless of their immigration status, but federal support for the services remains “virtually nonexistent,” according to a letter submitted by the American Hospital Association to the president.This week officials in California, the state with the largest concentration of illegal immigrants, joined the call for federal compensation after revealing that hospitals there spend about $1.25 billion annually to care for illegal aliens. The figure skyrocketed from $1.05 billion in 2007, according to California Hospital Association figures quoted in a local news report.The problem will only get worst, according to officials, who say the $1.25 billion for 2010 could actually be higher. They complain that federal law forces them to treat patients in emergency rooms regardless of immigration status yet they get stuck with the financial burden. This has forced many hospitals to curtail services or close beds and could ultimately compromise healthcare. Nationwide, U.S. taxpayers spend tens of billions of dollars annually to provide free medical care for illegal immigrants with states that border Mexico taking the biggest hit. Adding to the problem is the fact that Mexico, the country that provides the largest amount of illegal immigrants in the U.S., has long promoted America’s generous public health centers. It even operates a Spanish-language program (Ventanillas de Salud, Health Windows) in about a dozen U.S. cities that refers its nationals—living in the country illegally—to publicly funded health centers where they can get free medical care without being turned over to immigration authorities.

He came to the United States illegally in 1979 to work and help his family, as he explained, but was convicted on a drug offense in 1995. He was deported but returned to the United States, whereupon he was busted for another drug offense in 2008. Before his recent deportation, the U.S. government was paying for Viera’s kidney dialysis, a treatment that can cost more than $60,000 a year. “I imagine that the reason they don’t want to let me stay in this country,” Viera told the Bee, “is they don’t want to be paying for this.”

The DREAM and the Nightmare
In California, students are better off being illegal immigrants than legal.

Last year, Governor Jerry Brown signed the California DREAM Act, which makes students in the country illegally eligible for grants and waivers to attend one of the state’s public colleges or universities. The students must have attended school in the state for three years, “affirm that they are in the process of applying to legalize their immigration status,” and show both financial need and academic achievement. Assemblyman Gil Cedillo, the Los Angeles Democrat who authored the DREAM Act, hails the legislation as a victory for those “in the country through no fault of their own.” Opponents such as Republican assemblyman Tim Donnelly—a first-term legislator not given to understatement—called Cedillo’s legislation the “California Nightmare Act,” said it is “morally wrong,” and would create “a new entitlement that is going to cause tens of thousands of people to come here illegally from all over the world.”

Poster children for the DREAM Act abound. Mandeep Chahal, for example, was six years old when her parents brought her to the United States from India. Chahal wants to be a doctor; her fellow students at Los Altos High School near Palo Alto voted her the person “Most Likely to Save the World.” That’s a tall order, but to deny such a person the opportunity seems unreasonable. “Many parents of these children pay taxes for many services they cannot get,” argues Cedillo.

Cedillo’s point implies that illegal immigrants are the only ones subject to this dynamic. But consider: my taxes subsidize the Medi-Cal system, which provides medical care for low-income state residents, but I couldn’t “get” health care that way, even in the year my income was so low that my daughter qualified for a Pell Grant. Likewise, the taxes of, say, a California welder help pay for top-drawer pensions and benefits for state government employees, but he can’t enjoy those benefits himself. Neither is he entitled to get a government job merely because his taxes help pay the salaries and benefits of workers at the Department of Motor Vehicles, CalTrans, the California Air Resources Board, the Franchise Tax Board, California’s Department of Education, the State Board of Equalization, the Coastal Commission, and on and on.

The taxes of a fast-food worker help subsidize the University of California at Berkeley, but nothing guarantees that taxpayer admission to Berkeley. The state’s Master Plan for Higher Education does guarantee everyone a place in the system, whether at a community college, a state university, or within the UC system. But no one is promised a place at the top, and the system grants no special favors to legal immigrants. When I came to the United States, legally, in 1977, I had been studying at the University of Windsor, a four-year school in my hometown of Windsor, Ontario. I wanted to continue my studies at San Diego State University but was not allowed to transfer because I hadn’t attended high school in California. SDSU administrators suggested I try the state’s community college system, which seemed a step down from what I had in mind. But eventually, I put two children through San Diego State. They’re now working in productive careers, a tax burden to no one. No legislation rewards parents for that achievement or for coming to the United States with proper documents.

Cedillo’s law, by contrast, rewards those who came to California illegally. Will the law, therefore, encourage more people to enter the state illegally, as Donnelly and other critics assert?

Recall how Congress passed and President Ronald Reagan signed the Immigration Reform and Control Act of 1986, which gave amnesty to several million undocumented immigrants. A quarter of a century later, the number of illegal immigrants stands at 11.5 million. It seems clear that the 1986 act didn’t discourage foreign nationals from entering the United States without signing the guest book. One of those who obtained citizenship under the Act was Alfredo Quinones-Hinojosa, who made his way through UC Berkeley and Harvard Medical School and is now associate professor of neurosurgery and oncology at the Johns Hopkins Bayview Medical Center in Baltimore. Quinones-Hinojosa and others who have spoken out in support of the DREAM Act often give the impression that their cases are typical of illegal aliens. Not exactly. Amnesty measures, however well-intentioned, usually bring unintended consequences.

Cedillo and his colleagues need to know that everybody’s taxes pay for services they and their children “cannot get”—including kidney dialysis and other expensive medical treatments courtesy of the federal government. Meantime, as a University of California report noted last year, tens of thousands of middle-class, taxpaying legal residents are being squeezed out of an affordable college education even as the legislature contrives to provide scholarships for the children of illegal aliens. The lawmakers’ solution is to create yet another entitlement in the form of a new $1 billion scholarship program for students whose families earn less than $150,000 a year. Such is life in the Golden State, even with a DREAM Act in place.

The Outrages of the Mexican Invasion

Illegal immigration is about much more than fighting terrorism. The fact is, illegal Mexican’s are pouring across our borders and as a result, American tax-paid services like education and healthcare are being pushed to the brink of collapse.

It is an incomprehensible arrogance exercised by both Mexican and American officials who, while promoting illegal immigration, see no problem in letting U.S. taxpayers foot the bill. Each new report of activities along the Mexican border appears to be more outrageous than the last.

The Mexican government of President Vincente Fox has basically demanded that the United States accept and care for citizens of his country who are sneaking in illegally. Fox has become increasingly vocal in demanding that the United States create an amnesty and work-visa programs to legalize more than three million illegal Mexicans now living in the United States.

In addition, apparently President Fox has decided to use his own version of Fidel Castro’s Muriel Boat Lift to rid his country of riff-raff he no longer wants. In 1978, Castro purged his prisons of murderers, thieves and drug dealers and put them in an armada of boats headed for America’s shore. The resulting crime wave flooded jails, overworked police and community budgets made living in Miami, Florida, almost unbearable for a time, and still inflicts the community’s culture. Much the same is now happening in Mexican border states, as crime rises and quality of life diminishes.

Meanwhile, American leaders seem to be encouraging such activity. As more than 10,000 illegal Mexicans flood into the nation every day, there is little concern on Capitol Hill and virtually no legislation pending to deal with the issue. Those like Congressman Tom Tancredo of Colorado, who vocally oppose the open border policy, are ignored. President Bush has again called for the amnesty that President Fox seeks. New U.S. Ambassador to Mexico, Tony Garza, assured Mexico that reaching an accord legalizing the status of Mexican immigrants – without giving them citizenship – continues to be a top Bush Administration priority.

The Fox Administration now appears to be working a strategy to recruit local American officials that will all but dissolve the border between the two nations, even before Congress can take legislative action.

Consider these actions by the Mexican government inside the United States in just the past few months.

Item: The Mexican government has issued more than 800,000 slick, pocket-sized identification cards to both legal and illegal immigrants. Those cards are being distributed through Mexican consulates all over the United States.

The cards list the holder’s birth date, place of birth, U.S. address and encoded information to prevent fraudulent duplication. Over the past year, Mexican officials have been openly lobbying local police departments, banks and local government agencies in the United States to accept the cards, making it easier for the holders to get jobs, open bank accounts get government services. The strategy is to work the system from the bottom up, making the cards acceptable on the local level before Congress can pass any legislation concerning the activity. That way, Mexico believes, the Congress will have no choice but to simply rubber stamp approval of the practice.

As a result of Mexico’s efforts, today more than 800 U.S. police departments, 15 cities and 13 states now accept the cards as valid ID. At least 66 U.S. banks, led by Wells Fargo and Bank of America, have also agreed to accept the cards, opening tens of thousands of new bank accounts in states across the country, from California to Georgia.

Why would Mexico spearhead such a program, losing its own citizens? Mexico is reaping a bonanza as immigrants send more than $10 billion per year back to relatives at home. That figure equals what Mexico earns in annual tourism dollars.

Item: Mexican ambulance drivers are transporting hospital patients unable to pay for medical care in Mexico to facilities in the United States. They know that the federal Emergency Medical Act mandates that U.S. hospitals with emergency-room services treat anyone who presents themselves for care, including illegal aliens. The ambulances are driving through unguarded portions of the border with "little resistance" at the instruction of Mexican officials.

The cost is being paid by the American taxpayers in more ways than money. Medical service in affected communities is being severely damaged as hospitals absorb more than $200 million in unreimbursed costs. Some emergency rooms have shut down because they cannot afford to stay open. That means local tax-paying Americans are either denied medical care or have to wait in long lines for service as the illegals flood the facilities.

The costs are staggering. The Cochise County, Arizona Health Department spends as much as 30 percent of its annual $9 million budget on illegal aliens. The Copper Queen Hospital in Bisbee, Arizona, has spent $200,000 in uncompensated services out of a net operating budget of $300,000.

The University Medical Center in Tucson may lose as much as $10 million and the Good Samaritan Regional Medical Center, also in Tucson, has lost $1 million in the first quarter of fiscal 2002. Rural hospital facilities face losing the use of routine helicopter transportation for patients who need further treatment in big city facilities because the cost of transporting illegals is eating up the budgets. If that happens, the quality of healthcare in those rural areas would be diminished back to1980 levels.

In California, the losses are calculated to be about $79 million, with $74 million in Texas, $31 million in Arizona, and $6 million in New Mexico. All of these costs are dumped on American taxpayers simply because the Mexican government, void of protest from the U.S. government, has decided to raid the American cookie jar.

Item: Schools are suffering the same fate as medical care as illegal aliens fill classrooms, bloat budgets, and rob taxpayers of decent facilities for American children. Federal law and an incredible Supreme Court ruling ban schools from denying free education to illegal aliens.

Moreover, state run colleges and universities are being forced to allow illegal aliens to receive in-state tuition discounts that are supposed to be reserved for residents of that state. In California, a new law (Assembly Bill 540) allows undocumented high school graduates who have been in residence in California for three years to enroll in community colleges and the California State University and University of California systems without paying nonresident tuition. The government is even opposed to allowing schools to report illegal aliens or to deny them enrollment.

Item: Several cities have declared themselves "safe haven" for illegal aliens and refuse to enforce immigration laws. Los Angeles, Chicago, San Francisco, Seattle, New York City and even Falls Church, Virginia (in sight of the Pentagon), have all declared to be sanctuaries for illegal aliens. New York Mayor Michael Bloomberg announced that, "people who are undocumented do not have to worry about city government going to the federal government." In other words, these city governments refuse to uphold federal law or defend American borders.

Item: On several occasions, heavily armed Mexican soldiers have actually crossed over into United Sates territory and fired on U.S. Border Patrol personnel. In one case, a Border Patrol helicopter over U.S. soil was fired upon by a 10-man unit of what appeared to be Mexican soldiers wearing tactical vests and carrying high-powered rifles. In another case, sixteen heavily armed Mexican soldiers in Humvee military vehicles chased American Border Patrol officers more than a mile into U.S. territory.

Why were the Mexican soldiers attacking U.S. agents? Border Patrol officials confirmed that the Juarez drug cartel has placed a bounty of $200,000 on U.S. lawmen.

Item: The U.S. Border Patrol is using tax dollars to advertise the establishment of eight "rescue beacons" along the border to help illegal aliens find they way. A strobe light is used to direct illegal aliens to the beacons to help with night crossings. During the day a reflective mirror guides the crossers.

The one minute commercials are expected to run in 2003 on TV stations in Mexico and in the border city of Yuma, Arizona. "Officials want to reach viewers in the interior parts of Mexico, where potential border crossers may know little about the treacherous terrain and nothing about the beacons," the Associated Press reported.

Officials of the United States who are required to defend our borders and uphold the Constitution and the laws of the federal government have chosen instead to ignore the fact that we even have a border with Mexico. So great is the Mexican invasion that the U.S. government has decided to accept illegal aliens as a economic fact instead of trying to stop it.

Meanwhile American society is suffering. Our standard of living is diminishing. Taxpayers are being robbed of the services they pay for as their plight is dismissed by arrogant officials from both Mexico and the United States.

If the United States would at least support an effort to stop the flood of illegal aliens; if the U.S. Government would file a protest to the Mexican government to demand that they stop the ambulance drivers; if the U.S. Government would stop allowing the use of the Mexican-created ID cards; if the U.S. Government would stop forcing schools and other government services to give free rides to illegal aliens – then the onslaught would begin to subside. All of those things would be easy to do and require no addition money.

They horrible truth is that there is no movement on Capitol Hill, no elected leader to rally troops to demand such actions, even though recent polls show overwhelming support by Americans for stronger action against illegal immigrants. It is up to the American taxpayers to apply pressure on our elected officials to demand an end to these outrageous policies.

The only alternative is for each taxpayer to understand that for every two dollars they earn, one may have to be set aside to pay for our free-loading Mexican cousins to live in our country with all of our benefits, yet free of our laws and our taxes.

This is our land, not Mexico’s. It’s high time we told that to our own leaders and especially to the government of Mexico.

Mexico Promotes Free U.S. Healthcare For Illegal Immigrants

Time to wake up people! With unemployment at 12% and the state going broke, our tax dollars are going to pay for healthcare for hundreds of thousands of illegal aliens. To the tune of over a billion dollars a year!


Mexico's government operates programs in about a dozen American cities that refers its nationals--living in the U.S. illegally--to publicly funded health centers where they can get free medical care without being turned over to immigration authorities.

The program is called Ventanillas de Salud (Health Windows) in Spanish and its mission is to help illegal immigrants find U.S. hospitals, clinics and other government programs where they can get free services without being deported for violating federal immigration laws.

Chicago, Houston, Los Angeles, San Diego and Indiana are among the cities where Mexican consulates operate the health referral system which annually costs U.S. taxpayers billions of dollars. In Los Angeles County alone, illegal immigrants cost taxpayers nearly $440 million in health services annually and a whopping $1.1 billion statewide.

The Mexican consul in Los Angeles proudly announced that nearly 300,000 Mexicans in the area have benefited from his government's health referral program, which he says actually saves the county money by encouraging immigrants to seek preventive care rather than waiting for more expensive emergency treatment.

The Southern California operation promises to assess "consulate clients" for eligibility to government-funded health insurance and other primary care services and offers free legal assistance to those who are denied coverage. Its goal is to improve access to health services for immigrants of Mexican origin by formalizing a health education, medical home referral and insurance enrollment program.

In Chicago, the Mexican consul's Spanish-language web site heavily promotes the Illinois Department of Health's low-cost prescription medicine program for illegal aliens and various free medical services throughout the state. It encourages all Mexicans in the area to pursue the valuable U.S. government-financed services for their entire family.

The Indiana-based program boasts that it serves thousands of "Mexican nationals" living in that state as well as Ohio, Kentucky and southern Illinois. Mexican officials claim that its highly successful pro-health program sends out a clear message to other Mexican consulates throughout the country and the world.

Although these programs facilitate people to remain in the country illegally, Mexico is working hard to expand them to all 47 U.S. consulates to better serve its nationals. In the meantime, U.S. taxpayers will keep picking up the exorbitant tab of medically treating the millions who live in the country illegally.

Anchor Babies Grab One Quarter of Welfare Dollars in LA Co


The anchor baby scam has proven lucrative for illegal aliens in Los Angeles County, at considerable cost to our own poor and downtrodden legal citizenry.


The numbers show that more than $50 million in CalWORKS benefits and food stamps for January went to children born in the United States whose parents are in the country without documentation. This represents approximately 23 percent of the total benefits under the state welfare and food stamp programs, Antonovich said.

"When you add this to $350 million for public safety and nearly $500 million for health care, the total cost for illegal immigrants to county taxpayers far exceeds $1 billion a year -- not including the millions of dollars for education," Antonovich said.


I love children and I'm all for compassion -- smart, teach-them-to-fish compassion. But when laws, the Constitution, and enforcement allow illegal aliens (the operative word here being "illegal") to insinuate themselves into our nation and bleed us of our precious financial resources, then laws, the Constitution and enforcement need to be changed.

The nativist CNN reporter Lou Dobbs estimates that there are over 200,000 "Anchor Babies" born every year whereas George Putnam, a radio reporter, says the figure is closer to 300,000. La Voz de Aztlan believes that the number is approximately 500,000 "Anchor Babies" born every year.

County’s Monthly Welfare Tab For Illegal Aliens $52 Million

As the mainstream media focuses on a study that reveals a sharp decline in the nation’s illegal immigrant population, monthly welfare payments to children of undocumented aliens increased to $52 million in one U.S. county alone.

The hoopla surrounding last week’s news that the annual flow of illegal immigrants into the U.S. dropped by two-thirds in the past decade overlooked an important matter; the cost of educating, incarcerating and medically treating illegal aliens hasn’t decreased along with it, but rather skyrocketed to the tune of tens of billions of dollars annually.

Those figures don’t even include the extra millions that local municipalities dish out on welfare payments to the U.S.-born children of illegal immigrants, commonly known as anchor babies. In Los Angeles County alone that figure increased by nearly $4 million in the last year, sticking taxpayers with a whopping $52 million tab to provide illegal immigrants’ offspring with food stamps and other welfare benefits for just one month.

That means the nation’s most populous county, in the midst of a dire financial crisis, will spend more than $600 million this year to provide families headed by illegal immigrants with welfare benefits. In each of the past two years Los Angeles County taxpayers have spent about half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants. Additionally, the county spends $550 million on public safety and nearly $500 million on healthcare for illegal aliens.

 About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from L.A. County’s Department of Social Services. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare perks that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children.

Beleaguered Bay State and U.S. taxpayers coughed up a staggering $35.7 million this year in free emergency health care for more than 52,000 illegal aliens in Massachusetts, sparking outrage from candidates and critics who back a tougher line on immigration.

The figures — released by Gov. Deval Patrick’s administration under an order for the Secretary of State’s office and after more than a month of ducking questions — show illegal immigrants who belong to MassHealth Limited received $33.8 million in taxpayer-funded in-patient hospital care this year.

They also made 6,160 visits to the state’s overburdened emergency rooms in the fiscal year ending in June for an additional cost of $1.9 million, a Herald analysis shows.

With the state budget in tatters, millions of residents out of work and a state prison system strained by massive overcrowding, California simply cannot continue to ignore the strain that illegal immigration puts on our budget and economy. Romero concluded in a 2007 study, "illegal immigrants impose a 'tax' on legal California residents in the tens of billions of dollars."

Jose Herria emigrated illegally from Mexico to Stockton, Calif., in 1997 to work as a fruit picker. He brought with him his wife, Felipa, and three children, 19, 12 and 8 – all illegals. When Felipa gave birth to her fourth child, daughter Flor, the family had what is referred to as an "anchor baby" – an American citizen by birth who provided the entire Silverio clan a ticket to remain in the U.S. permanently. But Flor was born premature, spent three months in the neonatal incubator and cost the San Joaquin Hospital more than $300,000. Meanwhile, oldest daughter Lourdes married an illegal alien gave birth to a daughter, too. Her name is Esmeralda. And Felipa had yet another child, Cristian. The two Silverio anchor babies generate $1,000 per month in public welfare funding for the family. Flor gets $600 a month for asthma. Healthy Cristian gets $400. While the Silverios earned $18,000 last year picking fruit, they picked up another $12,000 for their two "anchor babies." While President Bush says the U.S. needs more "cheap labor" from south of the border to do jobs Americans aren't willing to do, the case of the Silverios shows there are indeed uncalculated costs involved in the importation of such labor – public support and uninsured medical costs. In fact, the increasing number of illegal aliens coming into the United States is forcing the closure of hospitals, spreading previously vanquished diseases and threatening to destroy America's prized health-care system, says a report in the spring issue of the Journal of American Physicians and Surgeons. "The influx of illegal aliens has serious hidden medical consequences," writes Madeleine Pelner Cosman, author of the report. "We judge reality primarily by what we see. But what we do not see can be more dangerous, more expensive, and more deadly than what is seen." According to her study, 84 California hospitals are closing their doors as a direct result of the rising number of illegal aliens and their non-reimbursed tax on the system. "Anchor babies," the author writes, "born to illegal aliens instantly qualify as citizens for welfare benefits and have caused enormous rises in Medicaid costs and stipends under Supplemental Security Income and Disability Income."

While the Obama Administration halts deportations to work on its secret amnesty plan, hospitals across the U.S. are getting stuck with the exorbitant tab of medically treating illegal immigrants and some are finally demanding compensation from the federal government.The group that represents most of the nation’s hospitals and medical providers recently urged President Obama to work with Congress to reimburse them for the monstrous cost of treating illegal immigrants. Federal law requires facilities to “treat and stabilize individuals” regardless of their immigration status, but federal support for the services remains “virtually nonexistent,” according to a letter submitted by the American Hospital Association to the president.This week officials in California, the state with the largest concentration of illegal immigrants, joined the call for federal compensation after revealing that hospitals there spend about $1.25 billion annually to care for illegal aliens. The figure skyrocketed from $1.05 billion in 2007, according to California Hospital Association figures quoted in a local news report.The problem will only get worst, according to officials, who say the $1.25 billion for 2010 could actually be higher. They complain that federal law forces them to treat patients in emergency rooms regardless of immigration status yet they get stuck with the financial burden. This has forced many hospitals to curtail services or close beds and could ultimately compromise healthcare. Nationwide, U.S. taxpayers spend tens of billions of dollars annually to provide free medical care for illegal immigrants with states that border Mexico taking the biggest hit. Adding to the problem is the fact that Mexico, the country that provides the largest amount of illegal immigrants in the U.S., has long promoted America’s generous public health centers. It even operates a Spanish-language program (Ventanillas de Salud, Health Windows) in about a dozen U.S. cities that refers its nationals—living in the country illegally—to publicly funded health centers where they can get free medical care without being turned over to immigration authorities.

Consider Ignacio Mesa Viera, subject of a recent front-page story in the Sacramento Bee. He came to the United States illegally in 1979 to work and help his family, as he explained, but was convicted on a drug offense in 1995. He was deported but returned to the United States, whereupon he was busted for another drug offense in 2008. Before his recent deportation, the U.S. government was paying for Viera’s kidney dialysis, a treatment that can cost more than $60,000 a year. “I imagine that the reason they don’t want to let me stay in this country,” Viera told the Bee, “is they don’t want to be paying for this.”

The DREAM and the Nightmare
In California, students are better off being illegal immigrants than legal.

Last year, Governor Jerry Brown signed the California DREAM Act, which makes students in the country illegally eligible for grants and waivers to attend one of the state’s public colleges or universities. The students must have attended school in the state for three years, “affirm that they are in the process of applying to legalize their immigration status,” and show both financial need and academic achievement. Assemblyman Gil Cedillo, the Los Angeles Democrat who authored the DREAM Act, hails the legislation as a victory for those “in the country through no fault of their own.” Opponents such as Republican assemblyman Tim Donnelly—a first-term legislator not given to understatement—called Cedillo’s legislation the “California Nightmare Act,” said it is “morally wrong,” and would create “a new entitlement that is going to cause tens of thousands of people to come here illegally from all over the world.”

Poster children for the DREAM Act abound. Mandeep Chahal, for example, was six years old when her parents brought her to the United States from India. Chahal wants to be a doctor; her fellow students at Los Altos High School near Palo Alto voted her the person “Most Likely to Save the World.” That’s a tall order, but to deny such a person the opportunity seems unreasonable. “Many parents of these children pay taxes for many services they cannot get,” argues Cedillo.

Cedillo’s point implies that illegal immigrants are the only ones subject to this dynamic. But consider: my taxes subsidize the Medi-Cal system, which provides medical care for low-income state residents, but I couldn’t “get” health care that way, even in the year my income was so low that my daughter qualified for a Pell Grant. Likewise, the taxes of, say, a California welder help pay for top-drawer pensions and benefits for state government employees, but he can’t enjoy those benefits himself. Neither is he entitled to get a government job merely because his taxes help pay the salaries and benefits of workers at the Department of Motor Vehicles, CalTrans, the California Air Resources Board, the Franchise Tax Board, California’s Department of Education, the State Board of Equalization, the Coastal Commission, and on and on.

The taxes of a fast-food worker help subsidize the University of California at Berkeley, but nothing guarantees that taxpayer admission to Berkeley. The state’s Master Plan for Higher Education does guarantee everyone a place in the system, whether at a community college, a state university, or within the UC system. But no one is promised a place at the top, and the system grants no special favors to legal immigrants. When I came to the United States, legally, in 1977, I had been studying at the University of Windsor, a four-year school in my hometown of Windsor, Ontario. I wanted to continue my studies at San Diego State University but was not allowed to transfer because I hadn’t attended high school in California. SDSU administrators suggested I try the state’s community college system, which seemed a step down from what I had in mind. But eventually, I put two children through San Diego State. They’re now working in productive careers, a tax burden to no one. No legislation rewards parents for that achievement or for coming to the United States with proper documents.

Cedillo’s law, by contrast, rewards those who came to California illegally. Will the law, therefore, encourage more people to enter the state illegally, as Donnelly and other critics assert?

Recall how Congress passed and President Ronald Reagan signed the Immigration Reform and Control Act of 1986, which gave amnesty to several million undocumented immigrants. A quarter of a century later, the number of illegal immigrants stands at 11.5 million. It seems clear that the 1986 act didn’t discourage foreign nationals from entering the United States without signing the guest book. One of those who obtained citizenship under the Act was Alfredo Quinones-Hinojosa, who made his way through UC Berkeley and Harvard Medical School and is now associate professor of neurosurgery and oncology at the Johns Hopkins Bayview Medical Center in Baltimore. Quinones-Hinojosa and others who have spoken out in support of the DREAM Act often give the impression that their cases are typical of illegal aliens. Not exactly. Amnesty measures, however well-intentioned, usually bring unintended consequences.

Cedillo and his colleagues need to know that everybody’s taxes pay for services they and their children “cannot get”—including kidney dialysis and other expensive medical treatments courtesy of the federal government. Meantime, as a University of California report noted last year, tens of thousands of middle-class, taxpaying legal residents are being squeezed out of an affordable college education even as the legislature contrives to provide scholarships for the children of illegal aliens. The lawmakers’ solution is to create yet another entitlement in the form of a new $1 billion scholarship program for students whose families earn less than $150,000 a year. Such is life in the Golden State, even with a DREAM Act in place.

The Outrages of the Mexican Invasion

Illegal immigration is about much more than fighting terrorism. The fact is, illegal Mexican’s are pouring across our borders and as a result, American tax-paid services like education and healthcare are being pushed to the brink of collapse.

It is an incomprehensible arrogance exercised by both Mexican and American officials who, while promoting illegal immigration, see no problem in letting U.S. taxpayers foot the bill. Each new report of activities along the Mexican border appears to be more outrageous than the last.

The Mexican government of President Vincente Fox has basically demanded that the United States accept and care for citizens of his country who are sneaking in illegally. Fox has become increasingly vocal in demanding that the United States create an amnesty and work-visa programs to legalize more than three million illegal Mexicans now living in the United States.

In addition, apparently President Fox has decided to use his own version of Fidel Castro’s Muriel Boat Lift to rid his country of riff-raff he no longer wants. In 1978, Castro purged his prisons of murderers, thieves and drug dealers and put them in an armada of boats headed for America’s shore. The resulting crime wave flooded jails, overworked police and community budgets made living in Miami, Florida, almost unbearable for a time, and still inflicts the community’s culture. Much the same is now happening in Mexican border states, as crime rises and quality of life diminishes.

Meanwhile, American leaders seem to be encouraging such activity. As more than 10,000 illegal Mexicans flood into the nation every day, there is little concern on Capitol Hill and virtually no legislation pending to deal with the issue. Those like Congressman Tom Tancredo of Colorado, who vocally oppose the open border policy, are ignored. President Bush has again called for the amnesty that President Fox seeks. New U.S. Ambassador to Mexico, Tony Garza, assured Mexico that reaching an accord legalizing the status of Mexican immigrants – without giving them citizenship – continues to be a top Bush Administration priority.

The Fox Administration now appears to be working a strategy to recruit local American officials that will all but dissolve the border between the two nations, even before Congress can take legislative action.

Consider these actions by the Mexican government inside the United States in just the past few months.

Item: The Mexican government has issued more than 800,000 slick, pocket-sized identification cards to both legal and illegal immigrants. Those cards are being distributed through Mexican consulates all over the United States.

The cards list the holder’s birth date, place of birth, U.S. address and encoded information to prevent fraudulent duplication. Over the past year, Mexican officials have been openly lobbying local police departments, banks and local government agencies in the United States to accept the cards, making it easier for the holders to get jobs, open bank accounts get government services. The strategy is to work the system from the bottom up, making the cards acceptable on the local level before Congress can pass any legislation concerning the activity. That way, Mexico believes, the Congress will have no choice but to simply rubber stamp approval of the practice.

As a result of Mexico’s efforts, today more than 800 U.S. police departments, 15 cities and 13 states now accept the cards as valid ID. At least 66 U.S. banks, led by Wells Fargo and Bank of America, have also agreed to accept the cards, opening tens of thousands of new bank accounts in states across the country, from California to Georgia.

Why would Mexico spearhead such a program, losing its own citizens? Mexico is reaping a bonanza as immigrants send more than $10 billion per year back to relatives at home. That figure equals what Mexico earns in annual tourism dollars.

Item: Mexican ambulance drivers are transporting hospital patients unable to pay for medical care in Mexico to facilities in the United States. They know that the federal Emergency Medical Act mandates that U.S. hospitals with emergency-room services treat anyone who presents themselves for care, including illegal aliens. The ambulances are driving through unguarded portions of the border with "little resistance" at the instruction of Mexican officials.

The cost is being paid by the American taxpayers in more ways than money. Medical service in affected communities is being severely damaged as hospitals absorb more than $200 million in unreimbursed costs. Some emergency rooms have shut down because they cannot afford to stay open. That means local tax-paying Americans are either denied medical care or have to wait in long lines for service as the illegals flood the facilities.

The costs are staggering. The Cochise County, Arizona Health Department spends as much as 30 percent of its annual $9 million budget on illegal aliens. The Copper Queen Hospital in Bisbee, Arizona, has spent $200,000 in uncompensated services out of a net operating budget of $300,000.

The University Medical Center in Tucson may lose as much as $10 million and the Good Samaritan Regional Medical Center, also in Tucson, has lost $1 million in the first quarter of fiscal 2002. Rural hospital facilities face losing the use of routine helicopter transportation for patients who need further treatment in big city facilities because the cost of transporting illegals is eating up the budgets. If that happens, the quality of healthcare in those rural areas would be diminished back to1980 levels.

In California, the losses are calculated to be about $79 million, with $74 million in Texas, $31 million in Arizona, and $6 million in New Mexico. All of these costs are dumped on American taxpayers simply because the Mexican government, void of protest from the U.S. government, has decided to raid the American cookie jar.

Item: Schools are suffering the same fate as medical care as illegal aliens fill classrooms, bloat budgets, and rob taxpayers of decent facilities for American children. Federal law and an incredible Supreme Court ruling ban schools from denying free education to illegal aliens.

Moreover, state run colleges and universities are being forced to allow illegal aliens to receive in-state tuition discounts that are supposed to be reserved for residents of that state. In California, a new law (Assembly Bill 540) allows undocumented high school graduates who have been in residence in California for three years to enroll in community colleges and the California State University and University of California systems without paying nonresident tuition. The government is even opposed to allowing schools to report illegal aliens or to deny them enrollment.

Item: Several cities have declared themselves "safe haven" for illegal aliens and refuse to enforce immigration laws. Los Angeles, Chicago, San Francisco, Seattle, New York City and even Falls Church, Virginia (in sight of the Pentagon), have all declared to be sanctuaries for illegal aliens. New York Mayor Michael Bloomberg announced that, "people who are undocumented do not have to worry about city government going to the federal government." In other words, these city governments refuse to uphold federal law or defend American borders.

Item: On several occasions, heavily armed Mexican soldiers have actually crossed over into United Sates territory and fired on U.S. Border Patrol personnel. In one case, a Border Patrol helicopter over U.S. soil was fired upon by a 10-man unit of what appeared to be Mexican soldiers wearing tactical vests and carrying high-powered rifles. In another case, sixteen heavily armed Mexican soldiers in Humvee military vehicles chased American Border Patrol officers more than a mile into U.S. territory.

Why were the Mexican soldiers attacking U.S. agents? Border Patrol officials confirmed that the Juarez drug cartel has placed a bounty of $200,000 on U.S. lawmen.

Item: The U.S. Border Patrol is using tax dollars to advertise the establishment of eight "rescue beacons" along the border to help illegal aliens find they way. A strobe light is used to direct illegal aliens to the beacons to help with night crossings. During the day a reflective mirror guides the crossers.

The one minute commercials are expected to run in 2003 on TV stations in Mexico and in the border city of Yuma, Arizona. "Officials want to reach viewers in the interior parts of Mexico, where potential border crossers may know little about the treacherous terrain and nothing about the beacons," the Associated Press reported.

Officials of the United States who are required to defend our borders and uphold the Constitution and the laws of the federal government have chosen instead to ignore the fact that we even have a border with Mexico. So great is the Mexican invasion that the U.S. government has decided to accept illegal aliens as a economic fact instead of trying to stop it.

Meanwhile American society is suffering. Our standard of living is diminishing. Taxpayers are being robbed of the services they pay for as their plight is dismissed by arrogant officials from both Mexico and the United States.

If the United States would at least support an effort to stop the flood of illegal aliens; if the U.S. Government would file a protest to the Mexican government to demand that they stop the ambulance drivers; if the U.S. Government would stop allowing the use of the Mexican-created ID cards; if the U.S. Government would stop forcing schools and other government services to give free rides to illegal aliens – then the onslaught would begin to subside. All of those things would be easy to do and require no addition money.

They horrible truth is that there is no movement on Capitol Hill, no elected leader to rally troops to demand such actions, even though recent polls show overwhelming support by Americans for stronger action against illegal immigrants. It is up to the American taxpayers to apply pressure on our elected officials to demand an end to these outrageous policies.

The only alternative is for each taxpayer to understand that for every two dollars they earn, one may have to be set aside to pay for our free-loading Mexican cousins to live in our country with all of our benefits, yet free of our laws and our taxes.

This is our land, not Mexico’s. It’s high time we told that to our own leaders and especially to the government of Mexico.

Mexico Promotes Free U.S. Healthcare For Illegal Immigrants

 

Time to wake up people! With unemployment at 12% and the state going broke, our tax dollars are going to pay for healthcare for hundreds of thousands of illegal aliens. To the tune of over a billion dollars a year!


Mexico's government operates programs in about a dozen American cities that refers its nationals--living in the U.S. illegally--to publicly funded health centers where they can get free medical care without being turned over to immigration authorities.

The program is called Ventanillas de Salud (Health Windows) in Spanish and its mission is to help illegal immigrants find U.S. hospitals, clinics and other government programs where they can get free services without being deported for violating federal immigration laws.

Chicago, Houston, Los Angeles, San Diego and Indiana are among the cities where Mexican consulates operate the health referral system which annually costs U.S. taxpayers billions of dollars. In Los Angeles County alone, illegal immigrants cost taxpayers nearly $440 million in health services annually and a whopping $1.1 billion statewide.

The Mexican consul in Los Angeles proudly announced that nearly 300,000 Mexicans in the area have benefited from his government's health referral program, which he says actually saves the county money by encouraging immigrants to seek preventive care rather than waiting for more expensive emergency treatment.

The Southern California operation promises to assess "consulate clients" for eligibility to government-funded health insurance and other primary care services and offers free legal assistance to those who are denied coverage. Its goal is to improve access to health services for immigrants of Mexican origin by formalizing a health education, medical home referral and insurance enrollment program.

In Chicago, the Mexican consul's Spanish-language web site heavily promotes the Illinois Department of Health's low-cost prescription medicine program for illegal aliens and various free medical services throughout the state. It encourages all Mexicans in the area to pursue the valuable U.S. government-financed services for their entire family.

The Indiana-based program boasts that it serves thousands of "Mexican nationals" living in that state as well as Ohio, Kentucky and southern Illinois. Mexican officials claim that its highly successful pro-health program sends out a clear message to other Mexican consulates throughout the country and the world.

Although these programs facilitate people to remain in the country illegally, Mexico is working hard to expand them to all 47 U.S. consulates to better serve its nationals. In the meantime, U.S. taxpayers will keep picking up the exorbitant tab of medically treating the millions who live in the country illegally.

During the past ten years  84 California hospitals have declared bankruptcy and closed down their Emergency Rooms forever.  Financially crippled by legistlative and judicial mandates to treat illegal aliens have bankrupted hospitals!   In 2010, in Los Angeles County alone, over 2 million illegal aliens recorded visits to county emergency rooms for both routine and emergency care.  Per official figures, the cost is $1,000 dollars for every taxpayer in Los Angeles County.

Anchor Babies Grab One Quarter of Welfare Dollars in LA Co


The anchor baby scam has proven lucrative for illegal aliens in Los Angeles County, at considerable cost to our own poor and downtrodden legal citizenry.


The numbers show that more than $50 million in CalWORKS benefits and food stamps for January went to children born in the United States whose parents are in the country without documentation. This represents approximately 23 percent of the total benefits under the state welfare and food stamp programs, Antonovich said.

"When you add this to $350 million for public safety and nearly $500 million for health care, the total cost for illegal immigrants to county taxpayers far exceeds $1 billion a year -- not including the millions of dollars for education," Antonovich said.


I love children and I'm all for compassion -- smart, teach-them-to-fish compassion. But when laws, the Constitution, and enforcement allow illegal aliens (the operative word here being "illegal") to insinuate themselves into our nation and bleed us of our precious financial resources, then laws, the Constitution and enforcement need to be changed.

The nativist CNN reporter Lou Dobbs estimates that there are over 200,000 "Anchor Babies" born every year whereas George Putnam, a radio reporter, says the figure is closer to 300,000. La Voz de Aztlan believes that the number is approximately 500,000 "Anchor Babies" born every year.

County’s Monthly Welfare Tab For Illegal Aliens $52 Million

As the mainstream media focuses on a study that reveals a sharp decline in the nation’s illegal immigrant population, monthly welfare payments to children of undocumented aliens increased to $52 million in one U.S. county alone.


The hoopla surrounding last week’s news that the annual flow of illegal immigrants into the U.S. dropped by two-thirds in the past decade overlooked an important matter; the cost of educating, incarcerating and medically treating illegal aliens hasn’t decreased along with it, but rather skyrocketed to the tune of tens of billions of dollars annually.

Those figures don’t even include the extra millions that local municipalities dish out on welfare payments to the U.S.-born children of illegal immigrants, commonly known as anchor babies. In Los Angeles County alone that figure increased by nearly $4 million in the last year, sticking taxpayers with a whopping $52 million tab to provide illegal immigrants’ offspring with food stamps and other welfare benefits for just one month.



That means the nation’s most populous county, in the midst of a dire financial crisis, will spend more than $600 million this year to provide families headed by illegal immigrants with welfare benefits. In each of the past two years Los Angeles County taxpayers have spent about half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants. Additionally, the county spends $550 million on public safety and nearly $500 million on healthcare for illegal aliens.

 

About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from L.A. County’s Department of Social Services. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare perks that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children.

Beleaguered Bay State and U.S. taxpayers coughed up a staggering $35.7 million this year in free emergency health care for more than 52,000 illegal aliens in Massachusetts, sparking outrage from candidates and critics who back a tougher line on immigration.

The figures — released by Gov. Deval Patrick’s administration under an order for the Secretary of State’s office and after more than a month of ducking questions — show illegal immigrants who belong to MassHealth Limited received $33.8 million in taxpayer-funded in-patient hospital care this year.

They also made 6,160 visits to the state’s overburdened emergency rooms in the fiscal year ending in June for an additional cost of $1.9 million, a Herald analysis shows.

The state should go after employers who hire them, curb taxpayer-funded benefits, deploy the National Guard to help the feds at the border and penalize 'sanctuary' cities.


Illegal immigration is another matter entirely. With the state budget in tatters, millions of residents out of work and a state prison system strained by massive overcrowding, California simply cannot continue to ignore the strain that illegal immigration puts on our budget and economy. Illegal aliens cost taxpayers in our state billions of dollars each year. As economist Philip J. Romero concluded in a 2007 study, "illegal immigrants impose a 'tax' on legal California residents in the tens of billions of dollars."

Jose Herria emigrated illegally from Mexico to Stockton, Calif., in 1997 to work as a fruit picker. He brought with him his wife, Felipa, and three children, 19, 12 and 8 – all illegals. When Felipa gave birth to her fourth child, daughter Flor, the family had what is referred to as an "anchor baby" – an American citizen by birth who provided the entire Silverio clan a ticket to remain in the U.S. permanently. But Flor was born premature, spent three months in the neonatal incubator and cost the San Joaquin Hospital more than $300,000. Meanwhile, oldest daughter Lourdes married an illegal alien gave birth to a daughter, too. Her name is Esmeralda. And Felipa had yet another child, Cristian. The two Silverio anchor babies generate $1,000 per month in public welfare funding for the family. Flor gets $600 a month for asthma. Healthy Cristian gets $400. While the Silverios earned $18,000 last year picking fruit, they picked up another $12,000 for their two "anchor babies." While President Bush says the U.S. needs more "cheap labor" from south of the border to do jobs Americans aren't willing to do, the case of the Silverios shows there are indeed uncalculated costs involved in the importation of such labor – public support and uninsured medical costs. In fact, the increasing number of illegal aliens coming into the United States is forcing the closure of hospitals, spreading previously vanquished diseases and threatening to destroy America's prized health-care system, says a report in the spring issue of the Journal of American Physicians and Surgeons. "The influx of illegal aliens has serious hidden medical consequences," writes Madeleine Pelner Cosman, author of the report. "We judge reality primarily by what we see. But what we do not see can be more dangerous, more expensive, and more deadly than what is seen." According to her study, 84 California hospitals are closing their doors as a direct result of the rising number of illegal aliens and their non-reimbursed tax on the system. "Anchor babies," the author writes, "born to illegal aliens instantly qualify as citizens for welfare benefits and have caused enormous rises in Medicaid costs and stipends under Supplemental Security Income and Disability Income."
