Another day, another tunnel

A few days ago, the Defense Ministry sent around a bulletin saying soldiers had discovered a 977-foot tunnel being dug under the U.S. border from Tijuana.
The tunnel was not yet fully excavated. But like many of the increasingly sophisticated tunnels that criminal gangs dig, it had lighting and ventilation systems. The tunnel was 3-feet wide and 6-feet tall. The army said a citizen complaint had led them to the tunnel, which was in a partially constructed house adjacent to the Tijuana international airport.
Mexican army Gen. Alfonso Duarte told reporters that the tunnel had been under construction for about a year and had already reached U.S. soil. He said it needed to go about 300 more feet to be completed.
The announcement barely created a ripple since tunnels are found many times a year. Indeed, the Department of Homeland Security reports that 154 attempted tunnels have been found along the Southwest border since 1990. Most of them are near Tijuana and San Diego because warehouses and trailer truck traffic can mask illicit activity, and the clay-like soil is easier to dig. Two large tunnels were found within three weeks of each last November opening to warehouses in Otay Mesa, a zone of some 600 warehouses near San Diego.
The tunnels, obviously, are security threats for both the United States and Mexico. Just as narcotics and undocumented migrants can travel northward, weapons can go south.
The U.S. attorney for southern California, Laura E. Duffy, told the Senate Caucus on Narcotics in June that the U.S. government has provided Mexico with tunnel safety and detection equipment and “tunnel exploring robots.”
But it is a tough battle.
“The technology used to create tunnels is outpacing the creation of effective technologies for discovering them,” she said.
Drug gangsters almost never go to the tunnel sites and compartmentalize knowledge of the construction. They use sophisticated horizontal drills that can pierce metal and concrete, she said.
Moreover, she said, the Border Enforcement Security TaskForce “believes that some tunnel excavators in Mexico are killed when the job is done to prevent them from spreading the word on the location.”

“Understandably, American citizens react to news stories about the discovery of a large tunnel, complete with plumbing, lights, ventilation and a rudimentary railway system, with a mixture of surprise, indignation, alarm and dismay. How, they ask, can such a sophisticated illegal structure be constructed right under our noses? What will stop this from occurring again? And how can we punish those responsible for creating the tunnels? The answer is layered with complexities that are not always obvious to the casual observer. The reason tunnels seem to appear suddenly, with no tell tale signs of digging, is that most of the work is done on foreign soil. All of the tunnels discovered thus far were started in Mexico. The critical witnesses and evidence are usually located in Mexico where we are unable to independently investigate.”

President Barack Obama’s administration is quietly offering a quasi-amnesty for hundreds of thousands of illegal immigrants aiming to win reelection by mobilizing a wave of new Hispanic voters without alienating the populous at large, say supporters of stronger immigration law enforcement.

“We think it is an excellent step,” said Laura Vasquez, at the Hispanic-advocacy group, La Raza, which pushed for the policies, and which is working with other groups to register Hispanics to vote in 2012. “What’s very important is how the prosecutorial discretion memo is implemented” on the streets, she said.

While virtually all President Obama will talk about is the debt ceiling, he took a short break to give an address before the National Council of La Raza on Monday. Calling the audience his "Hermanos y hermanas," he trumpeted his support of the DREAM Act amnesty, stated his opposition to Arizona's SB 1070 and all state level immigration laws, and touted his Hispanic appointments--citing Ambassador to the Dominican Republic Raul Yzaguirre, Labor Secretary Hilda Solis, and Supreme Court Justice Sonia Sotomayor.

Obama did not mention one other Hispanic appointment, former La Raza vice president Cecilia Munoz who serves as his Director of Intergovernmental Affairs and his public liaison to Hispanics. In appointing Munoz, Obama violated his own pledge not to allow former lobbyists positions where they control money they formerly controlled, and gave Munoz a special waiver.

While our nation is going broke, the National Council of La Raza is doing just fine. Since Obama and Munoz took up the white house, they have seen their funding skyrocket, nearly tripling from 4.5 to 11 million dollars in 2010. Judicial Watch also found out that the La Raza affiliate, Chicanos por la Causa received over 18 million dollars of tax dollars. That group was the primary plaintiff against Arizona's law against illegal employers.

And it is not as if La Raza is lacking funds. Between their various sister organizations, they have over 200 million dollars in assets, much of it paid for by corporate America, and Chicanos por la Causa have nearly 100 million dollars.

Although some of La Raza's government funding was earmarked by congress, virtually all of it was doled out by the Obama administration. Sixty percent of La Raza's take came from the Department of Labor--run by Hilda Solis. They lobbied hard for her appointment and honored her with an award. She paid them back--with millions of our tax dollars.

Even if we were running trillion dollar surpluses, there is no reason why La Raza should get a dime of taxpayer dollars. Here are just a few reasons why.

"La Raza" means "The Race," specifically the Latino race. Could you imagine if the government were giving millions of dollars to a group called "The National Council of the White Race"?

La Raza counts the pro-reconquista Movimiento Estudiantil Chicano de Aztlán (Chicano Student Movement of Aztlán) as an affiliate and helps fund the organization. MeCHA's slogan is "Por La Raza todo, Fuera de La Raza nada," meaning "For the Race everything, outside the Race nothing."

La Raza opposes free speech and has tried to get Lou Dobbs, Rush Limbaugh, and other opponents of illegal immigration kicked off the air. Their president Janet Murguia said "when free speech transforms into hate speech, we've got to draw that line." La Raza has said calling illegal aliens "criminals" is "hate speech."

La Raza has lobbied for every single amnesty, against immigration enforcement, for Obamacare, and against English as an official language

Barack Obama managed to address the issue of the debt briefly during his talk to La Raza. He stated, "Every day, NCLR and your affiliates hear from families figuring out how to stretch every dollar a little bit further, what sacrifices they've got to make, how they're going to budget only what's truly important. So they should expect the same thing from Washington."

While 11 million dollars is a tiny fraction of our trillion dollar a year deficit, funding this pro-amnesty propaganda outfit is not "truly important."

Republicans in the House have passed legislation to defund left wing groups such as Planned Parenthood and ACORN. The National Council of La Raza should be be next. To slightly alter their MeCHA pals' slogan, when it comes to our tax dollars: "Por La Raza, Nada!"

America's largest political action committee addressing illegal immigration is issuing public thanks to presidential candidate Michele Bachmann for becoming the first candidate of 2012 to make border security and illegal immigration control a top issue.

The Associated Press reports on April 16 that Bachmann made illegal immigration an issue in Greenville, SC as part of her three state tour.

Michele Bachmann is reported to have said "lax enforcement of immigration laws was a threat to the nation's security. She agreed with a town hall questioner at a Greenville stop that U.S. troops should be redeployed from South Korea to south Texas."

The report also states that Bachmann said "The problem has been in our unwillingness to enforce the laws that are on the books." and "How do you solve it? You build a barrier, a fence, a wall — whatever you want to call it. You build it...As president of the United States, every mile, every yard, every foot, every inch will be covered on that southern border."

The three-day, campaign-style bus tour by President Barack Obama through parts of the upper Midwest could be dismissed as a shallow publicity stunt, but it has a deeper—and quite reactionary—political significance.
In the guise of displaying his supposed concern over jobs and economic growth, and making a “pivot” from the focus in Washington over the past four months on deficit reduction, Obama is actually further distancing himself from any effort to provide jobs for the tens of millions of unemployed workers.
Short of actually leaving the country, it would be hard to find a place more remote from the devastating impact of the US social crisis than the small towns he has visited in Minnesota and Iowa, in a trip that ends in agricultural western Illinois. The unemployment rate throughout this area is well below the national average.
The location of the “jobs” tour speaks volumes about the political calculations of White House strategists. Obama is not visiting urban centers, let alone those most blighted by unemployment, like Detroit, Cleveland, or St. Louis.
His audiences have been those typical of small-town America, in which small businessmen—farmers, shopkeepers and independent professionals—play a major role, far out of their proportion to the population as a whole.
The policies that Obama outlined in his stump speeches Monday and Tuesday were geared to that audience: small-bore efforts to encourage small businesses, particularly in rural areas, through targeted lending by the Small Business Administration and expanded job training by the Department of Agriculture, totaling a miserable $70 million a year.
Agriculture secretary Tom Vilsack, who is accompanying Obama on the trip, admitted that the total impact of all these efforts, should they prove successful, would be the creation of “tens of thousands” of new jobs—in an economy where some 25 million people are out of work, many of them for two years or more.
Obama also pledged to introduce a jobs initiative next month when Congress comes back in session, although he gave no details. “I’ll be putting forward, when they come back in September, a very specific plan to boost the economy, to create jobs, and to control our deficit,” he said, embracing the self-contradictory identification of job creation and spending cuts espoused by the Republican congressional leaders.
A columnist for the Washington magazine National Journal noted the right-wing character of Obama’s remarks: “He’s still talking first and foremost about deficits. The first 650 words of his 1,500-word speech on Monday centered on the S&P downgrade, the details of the debt-limit deal, his willingness to talk about reducing social safety net spending and his commitment to stay on deficit reduction ‘until we get the job done’.”
In the town halls held in Minnesota and Iowa, Obama reiterated his desire for compromise with the Republicans and bipartisan government. Even from these small-town audiences, he faced criticism for caving in to the Republicans in the deficit talks, with one young woman asking why his former supporters shouldn’t feel that his approach had “cut away at that trust.”
Obama replied, “I make no apologies for being reasonable,” claiming that the deficit reduction deal he signed two weeks ago involved only “modest sacrifices.” He said the only alternative was a national default that would have had disastrous economic consequences.
Another woman asked how he could expect to have a jobs initiative passed by Congress given Republican opposition. Obama responded that measures like extending the payroll tax deduction, passing free trade bills and reforming the patent system “are all ideas that traditionally Republicans have agreed to, have agreed to countless times in the past,” he said. “There’s no reason we shouldn’t act on them now. None.”
When a lung cancer patient in the audience raised the issue of Obama’s willingness to cut Social Security and Medicare, he responded that he was in favor of preserving the program for future generations, the same formulation used by Republicans demanding massive cuts in benefits (to “save” Social Security for the future).
Obama then criticized those who opposed any cuts, saying, “I have to say, in fairness—because I’ve commented on the other side not always being flexible—there have been times where our side—when Democrats aren’t always as flexible as we need to be. I mean, sometimes I do get frustrated when I hear folks say, you can’t make any changes to any government programs.”
In response to a question on taxes, Obama declared himself in favor of an across-the-board restructuring that would “lower the overall rate, broaden the base.” This means cutting tax rates for the super-rich, while closing a few tax loopholes for specific industries and shifting much of the tax burden to working-class families whose incomes are so low that they currently pay no income tax.
Obama sought to give a populist gloss to this position by echoing the comments of billionaire Warren Buffett, calling for raising taxes on millionaires. In an op-ed in the New York Times, likely coordinated with the White House, Buffett pointed out that he personally paid only 17.4 percent of his income in taxes, a lower rate than any of his own employees and far below the US average, because of tax prerogatives enjoyed by the wealthy.
The president also publicly criticized the candidates for the Republican nomination to oppose him next year, pointing out that in last week’s debate in Iowa, every one rejected a budget deal that would increase taxes, even if there were $10 in spending cuts for every dollar in tax increases. “That’s just not common sense,” he said.
Obama added that his own health care plan, demonized by all the Republican candidates, was modeled directly on the plan established by Republican frontrunner Mitt Romney when he was governor of Massachusetts.
While apologists for Obama, from the Times to the liberal Nation magazine, claim that he is constrained by the Republican majority in the House of Representatives, there is no indication in Obama’s own speeches of any fundamental difference on economic policy.
Both Obama and the Republicans maintain that “job creation” is the exclusive function of business, and that the role of government is to provide the most favorable conditions for the “job creators” to do their work. Both reject any direct job creation by the government, let alone a massive public works program that would hire millions of unemployed immediately and put them to work.
The only difference between the two capitalist parties is exactly what combination of tax incentives, deregulation and easy credit is required to encourage businesses to hire—under conditions where corporate America is currently sitting on a cash hoard of more than $2 trillion, while it waits for prolonged mass unemployment to drive down real wage levels even further.

A Law to Verify the Immigration Status of Workers

”Farmers Oppose G.O.P. Bill to Require Verification of Workers’ Immigration Status” (news article, July 31) didn’t tell the whole story. We could open up millions of jobs for unemployed Americans by requiring all employers to use E-Verify. This program quickly identifies people working illegally in the United States and protects jobs for legal workers.
Created in 1996, E-Verify allows employers to electronically verify the work eligibility of newly hired employees by checking their Social Security numbers. The “E” in E-Verify could just as well stand for “easy” and “effective.” It takes only one to two minutes to use per new hire and easily confirms 99.5 percent of work-eligible employees.
Both businesses and the public support the expansion of E-Verify. Even though E-Verify is not mandatory, more than 270,000 American employers use it, and an average of 1,300 new businesses sign up each week. And according to a recent poll, 82 percent of likely voters think that all American employers should be required to use E-Verify.
With millions of citizens and legal workers looking for work, it is critical that we promote policies that help grow our economy and increase job opportunities for Americans and legal immigrants.
With a 21st-century tool already on the books, it makes sense to use it. A federal E-Verify law is the only way to ensure that all employers hire a legal work force.

Bid for more Latinos on L.A. County board sets up fight
Gloria Molina seeks an alternative to a district plan that hews to the status quo.

An epic redistricting battle is shaping up at the Los Angeles County Board of Supervisors that could result in the first nonwhite board majority in modern history and further reduce the clout of Republicans in county politics.

Latino activists are pushing for the county to create a second Latino-majority district, saying demographic shifts in the last decade demand it. Latinos now make up 48% of the county population, up from 45% in 2000, census data show. And Latinos constitute a third of the county's potential voters, up from a little more than one in four a decade ago.

"I hope the board is going to recognize the demographic changes in this county," said Gloria Molina, the county's first nonwhite and first person of Latino heritage to be elected supervisor in more than a century. Molina won her seat two decades ago after civil rights groups prevailed in a legal fight that went to the U.S. Supreme Court. Latino representatives successfully argued that supervisors had drawn boundaries since the 1950s to protect white incumbents and dilute the Latino vote.

Before Molina's election, no Spanish-surnamed person had served on the board since 1875.

"After a while, it comes down to fairness," said Steven A. Ochoa, national redistricting coordinator for the Los Angeles-based Mexican American Legal Defense and Educational Fund.

A plan backed by Molina and Latino activists would radically overhaul the districts of Republican Don Knabe of Cerritos and Democrat Zev Yaroslavsky of the Westside. Knabe's largely white district, which hugs the county's western and southern coastal edges, would be redrawn as the new majority Latino district, shifting deeply into Molina's current district toward the eastern San Gabriel Valley.

Yaroslavsky would be forced to give up large swaths of the San Fernando Valley to Molina's new Central L.A. district, which would take in areas as far north as Sylmar and as far west as Canoga Park. Yaroslavsky would pick up the western and southern parts of Knabe's district, including Long Beach, the South Bay and Republican-friendly territory on the Palos Verdes Peninsula.

Yaroslavsky, a possible Los Angeles mayoral candidate, is termed out of his county office in 2014. But Knabe, a Republican, is eligible for one more term and, under the Molina-backed plan, would reside in a more heavily Democratic district where 52% of adult U.S. citizens are Latino, compared with just 32% in the area he now represents. In terms of total population, Knabe's district would be 62% Latino.

A second Latino district could also increase the liberal majority on the board. If four votes went to Democrats, they would suddenly gain a four-fifths majority, a critical threshold for decisions such as allocating money for competing programs.

The first hint of where supervisors' interests lie came in the votes of their appointees to a redistricting committee. Last month, representatives of Molina and Mark Ridley-Thomas, who is black, supported creating the new Latino-majority district. Delegates of the white supervisors, Yaroslavsky, Knabe and Republican Supervisor Michael D. Antonovich, backed district boundaries largely preserving the status quo.

The recommendation now goes to the Board of Supervisors, which will hold an initial public hearing on the issue Tuesday.

Knabe spokeswoman Cheryl Burnett said the plan adding a new Latino-majority district would be disruptive to constituents who have grown familiar with their supervisors over the last two decades. "The supervisors and their offices know the issues … and know what their constituents expect and need," she wrote in an email response to The Times.

Burnett pointed to the success of Latino politicians such as L.A. Mayor Antonio Villaraigosa. "There's nothing that currently prevents a Latino from running for, and being elected as, supervisor of any of the five county supervisorial seats," Burnett wrote.

But Molina and MALDEF suggested that the county may be inviting another federal voting rights lawsuit if it chooses a status quo option.

To protect the rights of minority voters, the Supreme Court has ruled that, in certain circumstances, electoral bodies must draw districts that ensure a minority group "has the effective opportunity to elect … candidates of [its] choice," said Loyola Law School professor Justin Levitt.

Latino political power is weakened because there are stark differences in voting patterns among different ethnic groups in L.A. County, Levitt said. Research shows that Latinos generally coalesce around a candidate and other groups often vote to defeat that candidate, he said. That is particularly pronounced in lower-profile local elections, he said.

Advocates of two Latino-majority districts note that L.A. County has a history of drawing districts that discriminate against Latino voters. A federal court in 1990 found that there was intentional discrimination against Latino voters in supervisorial redistricting in 1959, 1965, 1971, 1981 and 1990, which, according to the court decision, was designed "at least in part to avoid enhancing Latino voting strength."

In that case, 9th Circuit Court of Appeals Judge Alex Kozinski cited a lower court finding that there had been a pattern of splitting Latino neighborhoods "to prevent the emergence of a strong Hispanic challenger who might provide meaningful competition to the incumbent supervisors."

"This case will be remembered for its lucid demonstration that elected officials engaged in the single-minded pursuit of incumbency can run roughshod over the rights of protected minorities," Kozinski wrote.

Ochoa, the MALDEF official, said approval of something akin to the current districts could violate federal law because it would reduce the voting power of Latinos by packing them into a single district — Molina's.

"Is it worth the cost of a potential lawsuit to dilute the Latino vote in L.A. County?" Ochoa said. "Is one more election cycle worth it to Don Knabe?"

And in a not-so-subtle dig at Yaroslavsky, Ochoa said, "Is it worth it for some of these termed-out elected officials who want to run for other things — is it worth it for them for one of their last acts to be to disenfranchise Latino voters?"

A big question will be whether a compromise map can be drawn that could withstand a legal challenge. Legally, new districts must be drawn every decade to equalize population counts and it takes four of the five supervisors to approve a new map. If that doesn't happen by Oct. 31, a panel of Dist. Atty. Steve Cooley, Sheriff Lee Baca and Assessor John R. Noguez will draw the new boundaries.

Allan Hoffenblum, Antonovich's appointee to the redistricting committee, said the plan to create a second Latino-majority district is too radical and would result in Knabe's district being "decimated." "I said, 'Let's be practical. Why would you disrupt the district of someone who is seeking his final term?' "

He said the proposal is "basically a racial gerrymander that's not in the best interests of the county as a whole."

In addition to minority group status, other factors should be considered, including keeping communities together and protecting incumbents who understand their districts, he said.

One community that would be cleaved in two is the San Fernando Valley, which would diminish the chance that Yaroslavsky's successor would be a Valley resident, said Stuart Waldman, president of the Valley Industry and Commerce Assn. "We are a group of people who have similar needs and wants," Waldman said. When politicians "don't live in your area … you're not being as represented as best as you could," he said.

Yaroslavsky said he wanted to follow federal law while avoiding tearing apart communities of interest. "I think there are different ways of doing that than are suggested in these two plans," he said.

Calif. Hospitals Spend $1.25 Bil On Illegal Immigrants

While the Obama Administration halts deportations to work on its secret amnesty plan, hospitals across the U.S. are getting stuck with the exorbitant tab of medically treating illegal immigrants and some are finally demanding compensation from the federal government.
The group that represents most of the nation’s hospitals and medical providers recently urged President Obama to work with Congress to reimburse them for the monstrous cost of treating illegal immigrants. Federal law requires facilities to “treat and stabilize individuals” regardless of their immigration status, but federal support for the services remains “virtually nonexistent,” according to a letter submitted by the American Hospital Association to the president.
This week officials in California, the state with the largest concentration of illegal immigrants, joined the call for federal compensation after revealing that hospitals there spend about $1.25 billion annually to care for illegal aliens. The figure skyrocketed from $1.05 billion in 2007, according to California Hospital Association figures quoted in a local news report.
The problem will only get worst, according to officials, who say the $1.25 billion for 2010 could actually be higher. They complain that federal law forces them to treat patients in emergency rooms regardless of immigration status yet they get stuck with the financial burden. This has forced many hospitals to curtail services or close beds and could ultimately compromise healthcare.
Nationwide, U.S. taxpayers spend tens of billions of dollars annually to provide free medical care for illegal immigrants with states that border Mexico taking the biggest hit. Adding to the problem is the fact that Mexico, the country that provides the largest amount of illegal immigrants in the U.S., has long promoted America’s generous public health centers. It even operates a Spanish-language program (Ventanillas de Salud, Health Windows) in about a dozen U.S. cities that refers its nationals—living in the country illegally—to publicly funded health centers where they can get free medical care without being turned over to immigration authorities.

County Spends $600 Mil On Welfare For Illegal Immigrants

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.

THE EXORBITANT FIGURE DOES NOT INCLUDE THE ENORMOUS COST OF EDUCATING, MEDICALLY TREATING, OR INCARCERATING ILLEGALS ALIENS. THIS COSTS THE COUNTY AN ADDITIONAL ONE BILLION DOLLARS.

The exorbitant figure, revealed this week by a county supervisor, doesn’t even include the enormous cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $500 million for healthcare and $350 million for public safety.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from the county’s Department of Social Services. In 2009 the tab ran $570 million and this year’s figure is expected to increase by several million dollars.
Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,” the veteran county supervisor (Michael Antonovich) who revealed the information has said. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

The US budget cuts and the fight for socialism

The agreement worked out by the Obama administration and the Republican Party to cut trillions of dollars in social spending heralds a new period of social upheaval and class struggle in the United States.
Nearly three years after the financial collapse triggered by rampant speculation plunged the United States and the entire world into an economic depression, the ruling class responsible for the crisis is engineering a reversal of every social reform won in the 20th century.
The deal signed into law by Obama on Tuesday will require immediate spending cuts of $900 billion over ten years, followed by an additional $1.5 trillion to be put in place by the end of 2011. On the chopping block are grants for education, funding for food and energy assistance, corporate regulations, and the major federal health care and retirement programs.
Recent economic data make clear that the social crisis is getting worse. The economy is stagnating. Millions of people face prolonged unemployment with no end in sight. States and local governments throughout the country are bankrupt and are responding by shutting down schools and slashing health care. The cuts in federal spending will only compound the crisis.
The Economic Policy Institute released a report on Monday estimating that a total of 1.8 million jobs will be lost next year as a result of the cuts and the failure of the debt limit measure to extend unemployment benefits and a payroll tax holiday for workers. This is only the beginning. Obama himself declared before signing the legislation that it was merely “an important first step in ensuring that as a nation we live within our means.”
The result of the debt ceiling debate has left Obama’s liberal supporters floundering. Even within the exceedingly narrow terms of the official “debate” in Washington, it is widely recognized that the final agreement gives the Republican Party everything it asked for. Obama dropped his demand for a “balanced approach,” i.e., the elimination of a few tax breaks for corporations, signing into law a measure that is comprised entirely of cuts.
Liberal economic commentator Paul Krugman published an essay in the New York Times Monday bemoaning Obama’s “abject surrender.” Krugman pointed out that the president had several other options than the course taken, including increasing the debt ceiling last year when the Democrats controlled both houses of Congress or threatening to use legal maneuvers to sidestep the debt ceiling.
Joe Nocera, another Times columnist, wrote on Tuesday that “Obama should have played the 14th Amendment card” to raise the debt ceiling unilaterally. “Inexplicably, he chose instead a course of action that maximized the leverage of the Republican extremists.”
There is nothing “inexplicable” or even surprising in the outcome. A basic deceit of the Times columnists, as well their counterparts in the Nation and other liberal and “left” publications, is the suggestion that Obama was somehow forced or duped into doing something he did not want to do. Nocera denounces the “Tea Party Republicans” who “have waged jihad on the American people.” Krugman worries that the outcome of the debate over the debt ceiling demonstrates that “raw extortion [by the Republican Party] works and carries no political cost.”
In fact, the demand of the Republicans that any increase in the federal debt ceiling be accompanied dollar-for-dollar by cuts in social spending was welcomed by the Obama administration as an opportunity to pursue an ever more right-wing policy. Obama went even further than the Republicans when he proposed that Social Security be included in the entitlement programs to be slashed in the name of deficit reduction.
This was a continuation of the administration’s lurch to the right following the 2010 mid-term elections, which resulted in significant Democratic Party losses. The election results were seized on by the Democrats as a justification to extend Bush’s tax cuts for the wealthy and launch a budget-cutting campaign that has reached a new stage in the legislation passed this week.
Krugman concludes his column with the worried comment: “What Republicans have just gotten away with calls our whole system of government into question.” While his analysis of the relationship between the Republicans and Obama is false, his concerns are justified. The entire political and social system in the United States is being discredited before the eyes of the American people.
Millions of people invested their hopes in the election of Obama, who was packaged as a progressive alternative to the social reaction and militarism of the Bush years. They now discover that his entire campaign was a fraud, and that he was put into power by the same financial oligarchy that had backed Bush for the purpose of pursuing even more right-wing, anti-working class policies.
The working class stands at a historic crossroads. Workers and youth are coming to understand that it is impossible to change anything within the existing political system. Well before these cuts are fully implemented, the working class will begin to fight back.
If these struggles are to be successful, however, workers must draw the necessary political conclusions. There can be no solution to the crisis that does not begin with the understanding that the root of the problem is the capitalist system, under which the economy is subordinated to the profit demands of the giant banks and corporations.
This system is defended ruthlessly by both the Democratic and Republican parties. The outcome of the debt ceiling discussions is a devastating exposure of all those who promoted illusions that Obama could be pressured to the left. It demonstrates that the most powerful sections of the financial and corporate elite exercise a stranglehold over the entire political system.
Moreover, the attack on workers in the United States is part of an international process. Obama’s budget cuts will encourage the ruling class in every country to expand its own assault. The essential ally of the American working class is the international working class.
The unfolding social counterrevolution directed by the ruling class poses the necessity for its opposite: social revolution. The basic question is that of political leadership. From the beginning of the Obama administration, the Socialist Equality Party has explained its class character and the logic of its policies. We anticipated that the measures taken by the ruling class would lead to the reemergence of working class struggle in the United States.
This analysis has been confirmed. The turn now must be to the building of a mass socialist movement. In the coming weeks and months, the SEP will intensify its work among all sections of the working class in every part of the country—manufacturing workers who have seen their wages and benefits decimated, teachers who are being laid off by the thousands and scape-goated for the crisis in public education, service workers who do not make enough to get by, working class youth burdened by debt, the unemployed who have no prospect of a job.
We have every confidence that on the basis of a revolutionary socialist program, we will win the leadership of the emerging struggles. Such a fight, however, requires the active participation of all those who agree on the need for socialism. Now is the time to make the decision to join the Socialist Equality Party.

Obama's Remarks to La Raza

I've got to tell you, being here with all of you today feels a little like coming home. Because while I stand here as a candidate for President of the United States, I will never forget that the most important experience in my life came when I was doing what you do each day - working on the ground in our communities to bring about change.
As some of you know, after college, I moved to Chicago and went to work for a group of churches to help families that had been devastated when the local steel plants closed down. I knew change in those communities wouldn't come easily - but I also knew it wouldn't come at all if we didn't start bringing people together. So I reached out to community leaders - black, brown, and white - and formed coalitions on issues ranging from failing schools to illegal dumping to unimmunized children. We set up job training for the jobless, helped prevent students from dropping out of school, and taught people to stand up to their government when it wasn't standing up for them.
That work taught me a fundamental truth that has guided me ever since: that in this country, change doesn't come from the top down. Change doesn't happen just because someone in Washington says it should. Change starts when you teach a child to read, or register someone to vote, or help a family buy their first home. It starts when you heal broken bodies and troubled spirits; when you organize neighborhoods into coalitions, and workers into unions. It starts when you send leaders to Washington committed to taking this country in a new direction.

That's the kind of change you're making every single day. The theme of this conference is the work of your lives: strengthening America together. It's been the work of this organization for four decades - lifting up families and transforming communities across America. And for that, I honor you, I congratulate you, I thank you, and I wish you another forty years as extraordinary as your last.
I come before you today at a defining moment for our nation. I'm thinking of an article I read in the newspaper a while back about struggling schools in Los Angeles. The article told the story of a boy named Gonzalo, who started falling behind in the seventh grade and wasn't getting the support he needed to catch up. When his mother called the school to complain, nothing changed.
"Maybe the system is not designed for people like us," she said.
Not designed for people like us.
It was a comment about education, but it reflects a broader feeling that so many people today share - that the system just isn't working for them. And they're right. It's not.
The system isn't working when a child in a crumbling school graduates without learning to read or doesn't graduate at all. Or when a young person at the top of her class - a young person with so much to offer this country - can't attend a public college.
The system isn't working when Hispanics are losing their jobs faster than almost anybody else, or working jobs that pay less, and come with fewer benefits than almost anybody else.
The system isn't working when 12 million people live in hiding, and hundreds of thousands cross our borders illegally each year; when companies hire undocumented immigrants instead of legal citizens to avoid paying overtime or to avoid a union; when communities are terrorized by ICE immigration raids - when nursing mothers are torn from their babies, when children come home from school to find their parents missing, when people are detained without access to legal counsel.
When all that's happening, the system just isn't working.
And I know how frustrated many of you are right now. Your jobs are hard on a good day - and having a President who cuts your budgets doesn't help. Having a President who's torn gaping holes in the safety net for the people you serve doesn't help. Having a struggling economy - an economy that's left so many people in need of your assistance - that doesn't help either.
I know that sometimes, you get tired. Sometimes, you start to lose heart. You start to feel like you're walking that long, hard road alone - like no one sees the sacrifices you make or appreciates the services you provide.
But I know how hard you're working. I know the difference you're making in our communities. And I'm here today to make you this promise: I will be a President who stands with you, and fights for you, and walks with you every step of the way.
Because here's something else I know: that when the system isn't working, people who love this country can come together to change it.
That is the history of the Hispanic community in America. From fighting to desegregate our schools and neighborhoods, to organizing farmworkers, to standing up for the rights of immigrants, you've reminded us that those words about liberty and equality put to paper over 200 years ago mean something. And you've sought to remake this nation in the shape of those ideals.
It's work that reflects the character of this community in which so many people have come here with so little, but had big dreams, big hearts, and a thirst to succeed. A willingness to struggle and sacrifice so the next generation doesn't have to. It's the same reason my own father came here from Kenya so many years ago - in the hope that here in America, you can make it if you try.
For centuries, those values - hard work, patriotism, faith and family - the values that have made the Hispanic community strong - have made America strong too.
That's what's at stake this November. This election is nothing less than a test of our allegiance to the American Dream. And it's a test of our commitment to all those who are counting on us to keep that Dream alive - the people you serve every day.
The 12 million people in the shadows, the communities taking immigration enforcement into their own hands, the neighborhoods seeing rising tensions as citizens are pitted against new immigrants...they're counting on us to stop the hateful rhetoric filling our airwaves - rhetoric that poisons our political discourse, degrades our democracy, and has no place in this great nation. They're counting on us to rise above the fear and demagoguery, the pettiness and partisanship, and finally enact comprehensive immigration reform.
Now, I know Senator McCain used to buck his party on immigration by fighting for comprehensive reform - and I admired him for it. But when he was running for his party's nomination, he abandoned his courageous stance, and said that he wouldn't even support his own legislation if it came up for a vote.
Well, I don't know about you, but I think it's time for a President who won't walk away from something as important as comprehensive reform when it becomes politically unpopular. And that's the commitment I'm making to you. I marched with you in the streets of Chicago. I fought with you in the Senate for comprehensive immigration reform. And I will make it a top priority in my first year as President. Not just because we need to secure our borders and get control of who comes into our country. And not just because we have to crack down on employers abusing undocumented immigrants. But because we have to finally bring those 12 million people out of the shadows.
Yes, they broke the law. And we should not excuse that. We should require them to pay a fine, learn English, and go to the back of the line for citizenship - behind those who came here legally. But we cannot - and should not - deport 12 million people. That would turn American into something we're not; something we don't want to be.
While we work to strengthen our borders, we need a practical solution for the problem of 12 million people who are here without documentation - many of whom have lived and worked here for years. That's why we need to offer those who are willing to make amends a pathway to citizenship. That way, we can reconcile our values as both a nation of immigrants and a nation of laws.
But there's much more to this election than resolving the status of undocumented immigrants.
This election is also about the couple I met in North Las Vegas who saved up for decades only to be tricked into buying a home they couldn't afford; it's about the Latino families who are the first ones hurt by an economic downturn and the last ones helped by an economic upturn. They can't afford another four years of the Bush economic policies Senator McCain is offering - policies that give tax breaks to the biggest corporations and the wealthiest Americans, while doing little for struggling families who need help most.
They're counting on us to restore fairness to our economy by giving tax relief to working families; by supporting our unions; by ending tax breaks for companies that ship jobs overseas and giving them to companies that create jobs here at home. They're counting on us to finally come together to solve this housing crisis that's devastating our communities. I especially want to commend NCLR for your leadership on this issue - for helping so many families avoid fraud and foreclosure. I think it's time you had a president who supported your work - and I intend to be that president.
This election is also about the Latino students who are dropping out of school faster than nearly anyone else, and the children who attend overflowing classes in underfunded schools taught by teachers who aren't getting the support they need.
They're counting on us to invest in early childhood education, stop leaving the money behind for No Child Left Behind, recruit an army of new teachers; and make college affordable for anyone who wants to go. Because that's how we'll give every American the skills to compete in the global economy, and all our children the chance to live out their dreams.
This election is about working women who can't find affordable childcare or afterschool programs for their kids; women forced to lose their wages or quit their jobs to care for a newborn baby or an elderly parent.
They're counting on us to help them make a living while raising their kids - to fight for equal pay for equal work, and for childcare, family leave and sick leave, because here in America, there should be no second class citizens in our workplaces.
This election is about the veterans - including so many men and women from this community - who've served this country so bravely, but then come home to face new battles with the bureaucracy at the VA or the deplorable conditions at places like Fort Bragg and Walter Reed. And we've all walked by a veteran whose home is now a cardboard box on a street corner. It's a disgrace.
These American heroes are counting on us to build a 21st century VA; to provide the benefits and health care they've earned, including mental health care; and to ensure that no one who has served this country ever has to sleep on the streets.
This election is about the nearly one in three Hispanics who don't have health care - people for whom one accident, one illness can lead to financial ruin. And it's about the small business owners struggling to stay afloat because of the rising cost of insuring their employees. They're counting on us to fix our broken health care system.
Here's Senator McCain's answer to our health care crisis: vote against expanding the Children's Health Insurance Program - a program that provides health care for millions of children in need. And propose a radical plan that would shred our current system of employer-based health care and tax individual workers for their health benefits for the first time in history. A plan that would be financed by a $3.6 trillion tax increase on the middle class - an increase of more than $1,000 for the typical family. Under the McCain plan, many Americans could lose the health care they have - and pay more in taxes for the health care they get.
I have a very different answer to our health care crisis. I'll take on the drug and insurance companies, cut costs, guarantee health insurance for anyone who needs it and make it affordable for anyone who wants it.
And today, I'm announcing my plan to provide real relief for small business owners crushed by rising costs, an idea championed by my friend Hillary Clinton, who's been leading the way in our battle to insure every American. It's a plan that would help more employers provide health benefits for their workers - instead of making it harder for them, as Senator McCain would do.
We know that small businesses are the engines of economic prosperity in our communities - particularly Latino communities. And under my plan, if you're a small business that wants to provide health care to your employees, we'll give you a tax credit to make it affordable. My plan won't impose any new burdens on small businesses. Instead, we'll help them not just create new jobs, but good jobs - jobs with health care; jobs that stay right here in America; the kind of jobs we need in our communities.
That's how we're going to change the system in this country.
But I can't do this alone. So I'm here today to ask for your help.
Make no mistake about it: the Latino community holds this election in your hands. Some of the closest contests this November will be in states like Florida, Colorado, Nevada and New Mexico - states with large Latino populations.
And if you have any doubt about whether you can make a difference, just remember how, back in 2004, 40,000 registered Latino voters in New Mexico didn't turn out on election day. Senator Kerry lost that state by fewer than 6,000 votes. 6,000 votes. Today, in 2008, an estimated 170,000 Latinos in New Mexico aren't registered to vote.
I know how powerful this community is. Just think how powerful you could be on November 4th if you translate your numbers into votes.
And I'm not taking a single Latino vote for granted in this campaign. We're meeting with Latino leaders across the country. We're reaching out to Latino organizations to get input on my policy proposals. We've got a nationwide Hispanic media strategy. We're recruiting and training Latino organizers. We're holding Latino voter registration drives across America. And when I'm President, I'll be asking many of you to serve at every level of government.
That's how we'll change the direction of this country - from the ground up, vote by vote, precinct by precinct, state by state. And I hope every single one of you will join us. I need your advice and expertise. I need you to organize people to knock on doors, make calls and register voters. I need you to talk to your friends and family, co-workers and neighbors, and make sure they cast their ballots on election day.
We walked together on the streets of the South Side of Chicago. We walked together when I was a civil rights lawyer, registering Hispanic voters and giving Hispanics a greater voice in City Hall. We walked together in those marches for immigration reform. And if we get to the polls this November, we will walk together through those White House doors and into a new future for this country we all love.
That's how we'll make the system work again for everyone. By living up to the ideals that this organization has always embodied - the ideals reflected in your name - La Raza, the people. I'm told that the original phrase was "La Raza Cosmica" - the cosmic people - a term big enough to embrace the rich tapestry of cultures, colors and faiths that make up the Hispanic community. Big enough to embrace the notion that we are all part of a greater community - that we all have a stake in each other; that I am my brother's keeper, I am my sister's keeper; and we rise and fall together as one people.
So to that mother and all those who feel like the system just isn't made for people like you, I say this: that system and this country belong to every last one of us, black and white, Latino and Asian, rich and poor, gay and straight, young and old. And this November, we're going to come together to turn the page on the failed policies of the past. To bring new energy and new ideas to meet the challenges we face. And together, we won't just win an election - we will transform this nation.

More than 5 million households had their wealth wiped out since 2005

The typical US household lost 28 percent of its wealth during the economic crisis, with one third of these being totally wiped out, according to a recent analysis of Census Bureau data carried out by the Pew Research Center, “Wealth Gaps Rise to Record Highs Between Whites, Blacks and Hispanics”.
While the study headlines racial disparities, the most striking findings concern the general impoverishment of all sections of the population. The percent of US households who have a net worth of zero dollars or below—meaning they have more debts than assets—grew from 15 percent in 2005, to 20 percent in 2009. This means that 5.6 million households, or about 15 million people, had their wealth totally wiped out during the first part of the economic downturn. These figures come from an analysis of Census Bureau survey data for 2005 and 2009.
The study found that, after adjusting for inflation, the median wealth of US households fell from $96,894 in 2005 to $70,000 in 2009, a drop of 28 percent. The majority of this is attributable to the precipitous fall in real estate values, by about 30 percent between 2006 and 2009 and even more since.
The fall in home values has been compounded by falling wages. Between 2005 and 2009, workers’ average hourly earnings fell, on an inflation-adjusted basis, by 5 percent, according to the Labor Department.
