Dozens of Central Valley gang leaders arrested in one-day sweep

Police arrested 75 alleged gang leaders Tuesday in a one-day sweep in the Central Valley for offenses including attempted murder and drug trafficking, state Atty. Gen. Kamala Harris said Wednesday.

The raids, which involved helicopters and canine units, occurred at 50 locations in the cities of Madera, Los Banos, Livingston, Merced, Atwater and Dos Palos as part of the Operation Red Zone crackdown, Harris said.

It was aimed at "ruthless" and "lethal" gang leaders associated with Nuestra Familia, which was started at Folsom State Prison in 1968 and continues to be run out of the state prison system, Harris said. Nuestra Familia controls most of the Nortenos street gangs in Central California and has ties to Mexican drug cartels, according to law enforcement officials.

Growing gang violence in the Central Valley has threatened small farm communities and spawned efforts to keep young people from being recruited.

"Their conduct was terrorizing this community," Harris said at a news conference with other law enforcement officials in Los Banos, "and by extension, their conduct was bleeding through the whole state of California."

Agents from 16 local, state and federal agencies seized more than a dozen firearms, including five assault rifles; methamphetamine; marijuana plants; crack cocaine; and more than $64,000 in cash in the sweeps, authorities said.

Law enforcement officials conceded that the arrests may provoke rival gangs to expand and noted that such sweeps in the past have driven the violence from one community to another.

The operation began in August 2010 when state law enforcement officials discovered that members of Nuestra Familia, largely driven out of Salinas in earlier sweeps, had set up shop in Madera, Merced and other Central Valley cities.

Four in 10 homicides in California are gang-related, Harris said. Those cases also account for 80% of the state's effort to relocate witnesses whose lives are in danger because of their cooperation with law enforcement, she said.

The sweeps this week brought the total number of arrests in the operation to 101 and stemmed from surveillance by the attorney general's Fresno Bureau of Narcotic Enforcement, which tracked the daily movements of suspected gang leaders, Harris said. Among those arrested were two senior Nuestra Familia regiment commanders, she said.

Some of the most violent criminals at large today are illegal aliens. Yet in cities where the crime these aliens commit is highest, the police cannot use the most obvious tool to apprehend them: their immigration status. In Los Angeles, for example, dozens of members of a ruthless Salvadoran prison gang have sneaked back into town after having been deported for such crimes as murder, assault with a deadly weapon, and drug trafficking. Police officers know who they are and know that their mere presence in the country is a felony. Yet should a cop arrest an illegal gangbanger for felonious reentry, it is he who will be treated as a criminal, for violating the LAPD’s rule against enforcing immigration law.

The LAPD’s ban on immigration enforcement mirrors bans in immigrant-saturated cities around the country, from New York and Chicago to San Diego, Austin, and Houston. These “sanctuary
policies” generally prohibit city employees, including the cops, from reporting immigration violations to federal authorities.

SANTA PAULA (CBS) — Eight alleged gang members will be arraigned Tuesday afternoon for several sex crimes after police say they used social media websites to kidnap and rape young girls.
Seven adults and one juvenile will be arraigned at 1:30p.m. in Ventura County court on charges ranging from rape, conspiracy, child abuse, sexual battery by restraint and parole violations. The suspects, arrested Friday, were identified as Carlos Ek, 22; Esteban Oseguera, 18; Isaac Ek, 19; Joseph Sandoval, 18; Jonathan Gaona, 19; Dion Mendoza, 19; Adrian Garcia, 19, and a juvenile, all of Santa Paula.

Congressman Derided for Laughing at Suggestion to Recite the Pledge of Allegiance
A Republican candidate for Congress in California is calling on U.S. Rep. Xavier Becerra to "clarify his reaction" after the Democrat was caught on a YouTube video laughing at a suggestion that the Pledge of Allegiance be recited prior to a union meeting in Los Angeles.
If the Pledge of Allegiance is a laughing matter, then the joke may be on a California congressman.
A Republican candidate for Congress in California is calling on U.S. Rep. Xavier Becerra to "clarify his reaction" after the Democrat was caught on a YouTube video laughing at a suggestion that the Pledge of Allegiance be recited prior to a union meeting in Los Angeles.
The 46-second video was captured by an unidentified staffer who accompanied candidate Ari David to a Service Employees International Union meeting on Saturday. By early Tuesday, the video had been viewed roughly 10,000 times.
David will not be opposing Becerra in November; he is running to replace Democratic U.S. Rep. Henry Waxman in a neighboring district. He said he attended the meeting in Becerra's district in hopes of meeting with Waxman, who he said was an invited guest.
On the video, a man off camera can be heard saying: "I'm here for Ari David for Congress. Can we start this meeting with the Pledge of Allegiance?"
Hilarity ensues, most notably on behalf of an unidentified woman standing behind a lectern. Becerra, seated on stage, can be seen smiling and stifling his laughter as he bends slightly forward in his chair.
"No, I'm serious," David's staffer continues. "Congressman, shouldn't we say the Pledge of Allegiance if we all want to be citizens? Wouldn't that be appropriate to say the Pledge of Allegiance?"
"Sure, of course," the woman on stage replies. "OK, let's go for it -- you lead."
The pledge is then recited by everyone in the room, followed by raucous applause.
David told Fox News he found Becerra's reaction "completely inappropriate," adding: "I was stunned as an American that one of our members of Congress would act that way.
"Considering these people want immigration reform, shouldn't they say the national anthem before a public meeting with their elected official there?"
If Becerra thought the situation was comical, it was the congressman's "prerogative" to laugh, David said.
"Is it that offensive of a notion to be asked to say the Pledge of Allegiance?" the candidate continued.
Becerra defended the reaction in a statement to Fox News, saying:
"On the morning of February 20th, I was invited to address some 500 people gathered to discuss the human tragedy of a broken immigration system and the need to fix it. At some point during that meeting, a political operative for a congressional campaign asked if we could recite the pledge of allegiance. The meeting was already under way and the question was unexpected. It took us all by surprise. When the speaker explained that he was serious and asked me specifically if we could say the pledge, I said yes and gestured to the moderator, who then led the entire gathering in reciting the pledge."

US bankers cash in despite phony pay restraint

The executive pay regulations announced Thursday by the Obama administration’s “pay czar” and the Federal Reserve represent a cynical attempt to placate public outrage over Wall Street bonuses while allowing the financial speculators to continue awarding themselves multi-million-dollar compensation packages.
According to the report issued by the Treasury Department’s special master for compensation, Kenneth Feinberg, at least 66 of the 138 bank and corporation executives under his jurisdiction will receive government-approved compensation packages totaling more than $1 million a year.
The average pay for all 138 executives is $2.5 million a year. All of them work for seven companies bailed out with tens of billions in taxpayer dollars: Bank of America, Citigroup, AIG, General Motors, Chrysler, GMAC and Chrysler Financial.
General Motors’ CEO Fritz Henderson will see his 2009 compensation more than double from 2008, to $5.5 million. Meanwhile, under the forced bankruptcy of the company at the hands of the Obama administration, GM workers have suffered mass layoffs and deep cuts in pay and benefits.
Feinberg’s report, and a second document issued by the Federal Reserve calling for vague new principles to guide compensation packages at the banks regulated by the Fed, have been presented by both supporters and opponents in official circles as a serious check on the self-enrichment of the financial elite.
The Wall Street Journal published an editorial denouncing the measures as the end of “what used to be known as American capitalism.”
The Obama administration was happy to be accused of being anti-Wall Street. It gave the president a chance to adopt a populist pose and present himself as sharing the outrage over bankers’ salaries felt by working people.
“I’ve always believed that our system of free enterprise works best when it rewards hard work,” Obama said Thursday at the White House. “But it does offend our values when executives of big financial firms—firms that are struggling—pay themselves huge bonuses even as they continue to rely on taxpayer assistance to stay afloat.”
This rhetoric is 180 degrees at odds with reality. The Obama administration made available up to $23.7 trillion in loans, guarantees and direct cash infusions to the big financial institutions. Its number one priority has been to rescue these institutions, which play a central role in the world capitalist system and serve as the principal guardians of the wealth of the ruling elite.
Obama commissioned the Feinberg report to provide political cover as the economic crisis deepens. American society is heading into an unprecedented social and political crisis—beginning with a winter in which foreclosures, evictions, utility shutoffs and spreading homelessness will unfold against the backdrop of record bonuses on Wall Street.
The White House is also supplying a bit of rhetorical ammunition to its liberal defenders, such as the Nation magazine. They are increasingly being discredited by their praise for the “progressive” character of the new administration, even as Obama betrays all of his election-year promises and, in all essentials, continues the policies of Bush and the Republicans—wars in Iraq and Afghanistan, bailouts for the wealthy, wage and benefit cuts for workers, attacks on democratic rights.
Obama’s comment about the “free enterprise system” rewarding “hard work” has been echoed by media apologists and spokesmen for the bankers, who are bemoaning the supposed chilling effects of the token restraints on pay.
A worried New York Times wrote: “Pay experts said the plan, which emerged Wednesday, could lead to the departure of the very executives needed to return the firms to health, a prerequisite to repaying taxpayer support.”
Neither from the White House nor in the press is there any examination of what these individuals have done—what heroic labor they have performed—that is worth incomes in the seven, eight and even nine digits.
These financial parasites produce no real value. On the contrary, these are people who are largely responsible for the greatest financial collapse since the 1930s, one in which their personal greed and recklessness played a significant role.
What does an investment banker do? Judge from the quarterly reports filed by Goldman Sachs and JPMorgan Chase, which have repaid their cash injections from the Troubled Asset Relief Program and are therefore exempt from even the token limits set by Feinberg. The two banks earned bumper profits and set aside near-record sums for bonuses, not by funding startup ventures and small businesses, as the mythology of “free enterprise” would suggest. Their profits came almost entirely from speculation—gambling on the price swings of currencies, stocks and bonds.
The proper fate of many of these gentlemen would be criminal investigation and prosecution, and the forfeiture of their personal fortunes to contribute to providing relief to the millions of people whose lives have been devastated by the economic consequences of their actions.
The Times noted, in its account of the Federal Reserve plan to regulate bank salaries, “The officials emphasized that the plan was not intended to make pay packages more socially equitable but was part of a broader effort by the Fed to shore up the stability of the banking system.”
Why should reducing social inequality be ruled out as a goal of public policy? The spectacle of individual bankers and CEOs raking in incomes greater than those of 500, 1,000 or even 10,000 working people is not only an outrage, it is a symptom of a deeply diseased and reactionary social order.
As the Times account demonstrates, to the extent that the new regulations have any substance, beyond their public relations value, their purpose is to curb the speculative excesses of a few bank executives in the larger interests of the financial aristocracy as a whole.
The working class has no interest in supporting Obama’s fig leaf of pay restraint for the banks—which will be cited as justification for even more draconian attacks on the wages and benefits of workers. The working class must fight not for a “reformed” capitalism, but the abolition of the profit system and the reorganization of economic life to serve the needs of the vast majority of humanity, those who work for a living.
This means the building of an independent political movement of the working class, based on a socialist and internationalist program, to establish a rationally planned and democratically controlled world socialist economy.

All of these writers proceed from a fact of American life that is becoming impossible to deny: the sharp divergence in the fortunes of the banks and investors, on the one hand, and the broad mass of the population, on the other. The Wall Street giants, the very firms that precipitated the financial crisis, are doing better than ever. They are planning record bonuses while unemployment continues to soar and wages are declining at a rate not seen in decades.
The proliferation of these columns is itself an indication of the depth of social tensions and the level of popular disillusionment with the Obama administration. Sensing the anger that is building up, the authors write as advisers to the administration: How can this opposition be contained?
Herbert (“Safety Nets for the Rich,” October 20), adopts a populist tone, complaining, “Even as tens of millions of working Americans are struggling to hang onto their jobs and keep a roof over their families’ heads, the wise guys on Wall Street are licking their fat-cat chops over yet another round of obscene multibillion-dollar bonuses—this time thanks to the bailout billions that were sent their way by Uncle Sam, with very little in the way of strings attached.”
Rich (“Goldman Can You Spare a Dime,” October 18) refers to the projected 2009 bonuses of $23 billion at Goldman Sachs as compared to the $200 million the bank is allocating to its own education foundation. He likens this to the dimes handed out by Standard Oil’s John D. Rockefeller at the beginning of the 20th century.
Both Herbert and Rich urge that stronger measures be taken, with the former advocating the break-up of Goldman Sachs and the latter expressing hope for a revival of Teddy Roosevelt-style trust busting.

Vanden Heuvel (“Happy Days?” October 16) is perhaps the most explicit in stating this position. “There is a growing danger that the public face of the Obama administration’s response to this Great Recession is the Bank Bailout,” she writes. “There is a real threat to the possibility and promise of the Obama administration.”
Her advice to Obama is to adopt more of a left tone. “The administration needs to switch this frame.” Following “a multi-trillion-dollar giveaway to get Big Banks back on track for billion dollar bonuses,” she writes, “It’s time for the Obama administration to act with equal boldness on behalf of regular folks.”
The central aim of these figures is to prevent workers from drawing broader conclusions about the nature of the government and the two-party system. They are engaged in a deliberate cover-up. From the beginning, the administration has been, and could only be, a government of the financial and corporate elite. The administration’s actions are determined by the class interests it represents.
On Wednesday, the Obama administration revealed that it is planning on imposing cuts in executive pay at seven companies with substantial bailout funds. The plan has the air of preemptive damage-control in the advance of bonus announcements later this year—the sort of measure that will be hailed by Obama’s liberal supporters. The steps will do nothing to address the social crisis of the working class, and the small number of executives affected will still receive compensation hundreds times that of the average worker.
In their various criticisms and complaints, what all these writers refuse to discuss is the “great unmentionable” of American politics: socialism. Unwilling to address the objective basis for the social and economic crisis and broach the only real alternative, their commentaries remain utterly banal. In the end, they are reduced to making moral appeals to the banks and pleading with Obama.
Michael Moore’s recent film, Capitalism: A Love Story, is made of the same stuff. After presenting a portrait of the crisis confronting millions of working people, Moore ends his film by calling for the replacement of capitalism not with socialism, but “democracy.”
He holds up Franklin Roosevelt and New Deal reformism as the ideal of democracy from the past, and pseudo-populists like Democratic Congresswoman Marcy Kaptur, as well as Obama himself, as its incarnations in the present. (In a recent column, Moore pleads with those who are angered by Obama’s policies: “Don’t abandon the best hope we’ve had in our lifetime for change.”)
The avarice of the financial elite, the blatant inequity of record bank bonuses and declining wages, along with the participation of the Obama administration in this process, are invariably presented as misfortunes.
However, the contrast between depression conditions facing the majority of the population and windfalls for the wealthy is a contradiction only in appearance. They are two sides of the same process. It is through a sharp attack on living standards, jobs, wages and social programs that the financial elite is seeking to safeguard its wealth.
This, in turn, is inextricably linked to the private ownership of the corporations and banks and the subordination of the economy to profit and the interests of the wealthy—that is, to capitalism.
This proscription of socialism has a history. American liberalism long ago compromised itself by wholeheartedly embracing post-war anti-communism, which was the means through which it lined up behind the global ambitions of American imperialism. With the full support of the trade unions, socialists and militants were driven out of the labor movement.
The rejection of socialism was bound up with the rejection of class as the fundamental category of social analysis. Politics based on race, gender, sexual orientation and other identities was elevated in its stead, and became the principal foundation of the Democratic Party and the preoccupation of the broad milieu of “left” petty-bourgeois groups.
The absolute exclusion of a socialist and class analysis has helped lend American politics—and media commentary—its particularly impoverished character. And it has left the working class without a viable perspective to defend its interests.
The past year, however, has not passed in vain. Broad sections of the working class are drawing certain conclusions. The ideological edifice of capitalism has been discredited in the eyes of millions of workers, who are rapidly losing confidence in the market and all official political institutions.
The immense class anger over the social crisis and disillusionment with the Obama administration have not yet taken an open political form. They will, however, and as this happens, the great principles of the socialist movement will experience a powerful revival in the working class—in opposition to the Democratic Party and its liberal supporters.
It is on these principles that the Socialist Equality Party, and only the Socialist Equality Party, is based.

Safety Nets for the Rich

The headlines that ran side by side on the front page of Saturday’s New York Times summed up, inadvertently, the terrible fix that we’ve allowed our country to fall into.
The lead headline, in the upper right-hand corner, said: “U.S. Deficit Rises to $1.4 Trillion; Biggest Since ’45.”
The headline next to it said: “Bailout Helps Revive Banks, And Bonuses.”
We’ve spent the last few decades shoveling money at the rich like there was no tomorrow. We abandoned the poor, put an economic stranglehold on the middle class and all but bankrupted the federal government — while giving the banks and megacorporations and the rest of the swells at the top of the economic pyramid just about everything they’ve wanted.
And we still don’t seem to have learned the proper lessons. We’ve allowed so many people to fall into the terrible abyss of unemployment that no one — not the Obama administration, not the labor unions and most certainly no one in the Republican Party — has a clue about how to put them back to work.
Meanwhile, Wall Street is living it up. I’m amazed at how passive the population has remained in the face of this sustained outrage.
Even as tens of millions of working Americans are struggling to hang onto their jobs and keep a roof over their families’ heads, the wise guys of Wall Street are licking their fat-cat chops over yet another round of obscene multibillion-dollar bonuses — this time thanks to the bailout billions that were sent their way by Uncle Sam, with very little in the way of strings attached.
Nevermind that the economy remains deeply troubled. As The Times pointed out on Saturday, much of Wall Street “is minting money.”
Call it déjà voodoo. I wrote a column that ran three days before Christmas in 2007 that focused on the deeply disturbing disconnect between Wall Streeters harvesting a record crop of bonuses — billions on top of billions — while working families were having a very hard time making ends meet.
We would later learn that December 2007 was the very month that the Great Recession began. I wrote in that column: “Even as the Wall Streeters are high-fiving and ordering up record shipments of Champagne and caviar, the American dream is on life support.”
So we had an orgy of bonuses just as the recession was taking hold and now another orgy (with taxpayers as the enablers) that is nothing short of an arrogantly pointed finger in the eye of everyone who suffered, and continues to suffer, in this downturn.
Whether P.T. Barnum actually said it or not, there is a sucker born every minute. American taxpayers might want to take a look in the mirror. If the epithet fits...
We need to make some fundamental changes in the way we do things in this country. The gamblers and con artists of the financial sector, the very same clowns who did so much to bring the economy down in the first place, are howling self-righteously over the prospect of regulations aimed at curbing the worst aspects of their excessively risky behavior and preventing them from causing yet another economic meltdown.
We should be going even further. We’ve institutionalized the idea that there are firms that are too big to fail and, therefore, “we, the people” are obliged to see that they don’t — even if that means bankrupting the national treasury and undermining the living standards of ordinary people. What sense does that make?
If some company is too big to fail, then it’s too big to exist. Break it up.
Why should the general public have to constantly worry that a misstep by the high-wire artists at Goldman Sachs (to take the most obvious example) would put the entire economy in peril? These financial acrobats get the extraordinary benefits of their outlandish risk-taking — multimillion-dollar paychecks, homes the size of castles — but the public has to be there to absorb the worst of the pain when they take a terrible fall.
Enough! Goldman Sachs is thriving while the combined rates of unemployment and underemployment are creeping toward a mind-boggling 20 percent. Two-thirds of all the income gains from the years 2002 to 2007 — two-thirds! — went to the top 1 percent of Americans.
We cannot continue transferring the nation’s wealth to those at the apex of the economic pyramid — which is what we have been doing for the past three decades or so — while hoping that someday, maybe, the benefits of that transfer will trickle down in the form of steady employment and improved living standards for the many millions of families struggling to make it from day to day.
That money is never going to trickle down. It’s a fairy tale. We’re crazy to continue believing it.

Atlanta homeless shelters strain under economic crisis

As the economic crisis deepens, Atlanta, Georgia, emergency providers are straining to accommodate more than 7,000 homeless people, including many newly homeless families.
Along with rising unemployment and a growing number of home foreclosures across the US, the homeless population is swelling far beyond the capacity of emergency facilities. Urban centers have felt the impact most sharply, with service organizations facing budget cuts at the same time that thousands are thrust into poverty and foreclosure.
According to an October 12 report in the Atlanta Journal-Constitution, Atlanta’s Salvation Army cannot open a nearly completed homeless shelter for families because of a lack of funds. Similarly, the city’s Midtown Assistance Center, an agency providing emergency financial assistance, announced in August that it had spent twice its monthly $24,000 budget on aid in the month of July. The agency assists employed workers and those in job training who do not receive public assistance.
Another area service provider, MUST Ministries, reported that it aided 29,000 people last year, and requests for assistance are up 25 percent this year. Annette Lee, MUST Ministries’ resource development coordinator, commented to the Journal-Constitution of September 29: “It’s no longer just hourly wage workers. These are professionals—from bankers to people with masters and PhD’s…. We are seeing more and more people who are above the poverty line.”
Metro Atlanta has lost nearly 143,000 payroll jobs in the past year, according to the most recent Labor Department figures, and well over a quarter million workers are unemployed in the city. Foreclosure filings have surged, with more than 97,000 foreclosure notices served in the metro area so far this year, up from the already high 79,400 in 2008.
According to Census Bureau data released in September, nearly 26,000 metro Atlanta families fell below the poverty line in 2008—before the sharp economic decline of 2009—representing an increase of 19 percent over 2007.
The Metro Atlanta Task Force for the Homeless, a large walk-in shelter downtown, is now serving more than 700 people each night and anticipating far higher numbers as the weather turns colder. The Task Force is often the only emergency shelter open to men, after other city shelters fill with families.
According to employees, the shelter has come under attack from a local business group, Central Atlanta Progress (CAP), which wants the agency closed. The Task Force filed a lawsuit in July against CAP and members of city government on charges of harassment and interference. According to the lawsuit, the city refused to issue certifications to the Task Force that would have allowed the group to obtain government funds, despite the agency’s compliance with city requirements.
The shelter has also had its water shut off by the city twice in the past year without explanation. CAP officials have publicly expressed the opinion that the shelter breeds crime and encourages laziness among the homeless population. In September, the city petitioned to have the Task Force’s lawsuit dismissed. That petition was denied by Fulton County Superior Court.
According to Anita Beaty, director of the Task Force, more than three-quarters of the people who sleep at the shelter earn a living during the day, but not enough to afford rent in the city.
“Atlanta has been trying to hide poverty so they attack us for keeping poverty out front,” shelter employee Troy Harris told the Journal-Constitution. “If the city was doing what it says it is doing in placing people in housing, we wouldn’t have 700 people a night in here. We are the visible truth of Atlanta.”
Atlanta’s political establishment has taken several measures over the past decade to push out the poorest layers of the population and gentrify the downtown area. In the mid-1990s, in preparation for hosting the Olympics, the city initiated a systematic destruction of public housing.
The first city to open public housing units to the poor in the 1930s, Atlanta now bears the distinction of being the first city to have all of them closed down. In the past 15 years, the city has torn down some 15,000 units in 32 housing projects. According to a 2007 study by the Georgia Institute of Technology, as the number of units was halved and replaced by mixed-income communities, only one third of displaced residents were able to resettle.
As part of the same broad strategy of gentrification, beginning in 2003 Atlanta Mayor Shirley Franklin issued a series of orders banning such acts as donating food to the homeless on downtown streets, soliciting donations and sleeping in public areas. Atlanta police, posing as tourists, have staged a series of undercover street sweeps, arresting dozens of homeless people for asking for money.
The policies in Atlanta are not unique. Virtually all major cities in the US have put in place measures to criminalize homelessness and push shelters, clinics and other services outside of the downtown areas. As the economic crisis deepens, those pushed out of their jobs and homes will come under increasing attack, as the ruling establishment seeks to obscure the social realities.
In July, the National Coalition for the Homeless issued a report on this trend throughout the country. A survey of 235 cities found that one-third have ordinances in place banning “camping” in public areas, and 30 percent banned “sitting/lying” in public areas. Nearly half of all cities surveyed had bans on “loitering” and begging.

Violent Mexican drug gang, Zetas, taking control of migrant smuggling

ARRIAGA, Mexico — One of Mexico's most powerful criminal gangs has muscled into the migrant-smuggling racket, changing what had been a relatively benign if risky industry of independent operators into a centralized business that often has deadly consequences for those who try to operate outside it.
Los Zetas, who earned a reputation for brutality by gunning down thousands of Mexicans in the ongoing battle for drug-smuggling routes to the United States, now control much of the illicit trade of moving migrant workers toward the U.S. border, experts in the trade say.
They've brought logistical know-how, using tractor-trailer trucks to carry ever larger loads of people and charging higher prices, as much as $30,000 per head for migrants from Asia and Africa who seek to get to the United States.
They've also brought an unprecedented level of intimidation and violence to the trade. Los Zetas or their allies often kidnap and hold for ransom poor migrants who try to operate outside the system. If relatives don't wire payment, the migrants sometimes are executed and dumped in mass graves or press-ganged into jobs with the criminal group.
Nearly a year ago, Zetas gunmen were implicated in the slaughter of 72 migrants at a ranch near San Fernando in Tamaulipas state, barely an hour and a half drive from Brownsville, Texas.
Other mass graves discovered in northern Mexico also may be the work of Los Zetas pushing to control smuggling to the United States.
Alejandro Solalinde, an activist Roman Catholic priest who runs a migrant shelter in the town of Ixtepec, in Mexico's Oaxaca state, said Los Zetas had been merciless with migrants.
"Los Zetas control the trafficking of persons," he said. "They are crueler and kill more easily. . . . They are voracious. They ask for more and more and more money."
Even with an apparent drop in the numbers of migrants moving through Mexico, people smuggling is a huge business.
A U.N. report last year titled "The Globalization of Crime" estimated that Mexican smugglers rake in $6.6 billion annually from the 3 million Latin Americans who are taken across the southern U.S. border each year. Two weeks ago, Mexico's National Institute of Migration said that 6 out of 10 migrants paid traffickers to help them cross the U.S. border, while 43 percent used them to traverse Mexico as well.
While such estimates routinely are disputed, officials acknowledge that drug gangs have found a new revenue source in human trafficking. Mercedes Gomez Mont, the top immigration official in Chiapas state, which borders Guatemala, cited criminal investigations by the Mexican Attorney General's Office for her declaration that while "organized crime derives its greatest income from drug trafficking . . . in second place is human trafficking."
The ascendancy of Los Zetas in migrant smuggling, formerly the preserve of relatively small independent operators known as "coyotes" who smuggled groups of 20 or fewer migrants north, has transformed the business.
Mexican officials report regularly finding tractor-trailer trucks loaded with as many as 250 migrants in their holds. The heavily armed drivers, who travel with escort vehicles, make payoffs at police and immigration checkpoints.
Two such tractor-trailers were detained at a checkpoint May 17 near the Chiapas state capital of Tuxtla Gutierrez. X-ray equipment revealed the ghostly outlines of human cargo, and when officials opened the holds they found 513 people from El Salvador, Ecuador, China, Japan, Guatemala, India, Nepal, Honduras and the Dominican Republic — a United Nations gathering of migrants.
Each migrant had paid at least $7,000 to travel through Mexico to the United States, Mexico's attorney general said, making the cargo worth more than $3 million.
It was the largest such discovery in Mexico's history, and it underscored the complicity of authorities in the trade. The two tractor-trailers had passed at least two previous checkpoints in Chiapas before the discovery.
"You pay as you go," said a U.S. law enforcement official based in Mexico City, who spoke on the condition of anonymity. "That money is being dropped off all along the route."
Solalinde, the priest-advocate, said he'd been shown the tightly rolled wads of cash the trafficking convoys passed out.
"It is incredible how much money can be in such a small roll," he said.
Trucks carrying large numbers of migrants have been found repeatedly this year. On Jan. 26, authorities found 219 migrants in the back of a tractor-trailer near San Cristobal de las Casas in Chiapas. On June 12, another 202 migrants were discovered in Veracruz state, and 117 more were found June 23 in Oaxaca state.
Los Zetas now have intermediaries in Guatemala, Honduras and El Salvador who recruit migrants and send them along established routes northward.
"If you want to arrive safely at your house in the United States, you have to pay these coyotes between $7,000 and $10,000," said Patricia Villamil Perdomo, who was the Honduran consul in Tapachula, a Mexican city near the Guatemalan border, until mid-June, when she quit after receiving written threats signed by "Z," or Los Zetas.
Villamil said coyotes told her that they now must pay a "fee" to the Zetas if they worked independently and passed migrants through turf controlled by the gang.
"Everything is passing through their hands," she said of Los Zetas.
Zetas operatives are known to be strong in the southern border state of Tabasco, in Veracruz along the Gulf Coast and in Tamaulipas, which abuts Texas. But they're also in Oaxaca and Chiapas.
In Arriaga, the southernmost rail yard in Mexico, residents said they often saw pickups with tinted windows and license plates from Tamaulipas, the home state of Los Zetas.
As organized crime takes over migrant trafficking, its power to corrupt has become evident. In May, President Felipe Calderon fired seven top officials of the national immigration agency, which had been wracked by allegations that officers in northern Mexico had turned over Central American migrants to mobsters.
Los Zetas profit not only from moving better-off migrants but also by preying on poorer Central Americans who try to pass through Mexico on their own. Masked gunmen in cahoots with train conductors and brakemen halt trains in remote spots and take hostage the migrants who ride atop the boxcars and tanker wagons.
The hostages, often dozens, or scores, are taken to ranches, where they're held while gangsters call relatives in the United States and demand ransom. The longer it takes for payment to arrive, the more the kidnappers charge.
"We call it migrant extortion kidnapping," said the U.S. law enforcement official, who added that hostages are given two choices: Go to work for Los Zetas or find a way to pay thousands of dollars in ransom.
Sometimes the hostage-takers are members of allied criminal networks.
"The Zetas, unlike other cartels that have centralized commands, operate with franchises. They have arrangements with local and regional networks," said Rodolfo Casillas, an immigration expert at the Latin American Faculty of Social Sciences, a hemispheric research and teaching academy with a branch in Mexico City.
The U.S. official concurred: "The upper echelon of the Zetas tell the middle echelon: 'These are the crimes that you can do with our authorization to generate revenue for the organization.' " Midlevel crime bosses then coordinate criminal activity in their assigned regions.
Migrants who survive abduction say the gunmen operate with a swagger.
"The kidnappers say they are with Los Zetas, they are really well armed and that the authorities are in cahoots with them," said the Rev. Heyman Vazquez Medina, a priest who runs a local shelter and has debriefed hundreds of migrants.

US Drug Enforcement Administration (DEA) agents simulate a raid in their Tactical …
US authorities have arrested nearly 2,000 people on narcotics charges in a 20-month sting targeting Mexico's La Familia Michoacana drug cartel, the US Justice Department said Thursday.
The ongoing multi-agency takedown saw 1,985 people arrested, along with the seizure of about $62 million in US dollars, and more than 12 tons of drugs.
The arrests and charges were carried out in 12 states and the US capital Washington in a major operation dubbed "Project Delirium" and the announcement came just two months after Mexican law enforcement officials arrested La Familia leader Jose de Jesus Mendez-Vargas.

Violence stemming migrant flow to U.S.

TENOSIQUE, Mexico – For years, Central American migrants rode slow buses and freight trains across Mexico, then paid “coyote” guides a few hundred dollars for a quick run or swim into the United States.
It was a hard journey, but nothing like today.
Warring mafias have turned once-sleepy farm towns and rail crossings in Mexico into notorious junctions of kidnapping, torture and death, creating a new geography of fear spanning from the U.S. border to the most humble villages in Central America.
The soaring number of attacks on migrants in Mexico, and the widely dispersed news of their barbarity, is discouraging many Central Americans from even attempting the trip to the United States, according to immigration officials, human rights advocates and the travelers themselves.

But a powerful new reason has emerged: Today’s migrants face a far more sinister journey and many have concluded it is just too dangerous.
“This is my fourth trip, but everything is different now. They’ll kill you for nothing,” said Darling Diaz Garcia, a Nicaraguan who was spending the night at a shelter in Tapachula across from the Guatemala border.

NCLR Funding Skyrockets After Obama Hires Its VP

A Judicial Watch investigation reveals that federal funding for a Mexican La Raza group that for years has raked in millions of taxpayer dollars has skyrocketed since one of its top officials got a job in the Obama White House.
The influential and politically-connected National Council of La Raza (NCLR) has long benefitted from Uncle Sam’s largess but the group has made a killing since Obama hired its senior vice president (Cecilia Muñoz) in 2009 to be his director of intergovernmental affairs.
Ignored by the mainstream media, Judicial Watch covered the appointment because the president issued a special “ethics waiver” to bring Muñoz aboard since it violated his own lobbyist ban. At the pro illegal immigration NCLR, Muñoz supervised all legislative and advocacy activities on the state and local levels and she was heavily involved in the congressional immigration battles that took place in the George W. Bush Administration.
She also brought in a steady flow of government cash that’s allowed the Washington D.C.-based group to expand nationwide and promote its leftist, open-borders agenda via a network of community organizations dedicated to serving Latinos.Among them are a variety of local groups that provide social services, housing counseling and farm worker assistance as well as publicly-funded charter schools that promote radical Chicano curriculums. Judicial Watch published a special report on this a few years ago.
This week a JW probe has uncovered details of the alarming increase in federal funding that these NCLR groups have received since Muñoz joined the Obama Administration. In fact, the government cash more than doubled the year Muñoz joined the White House, from $4.1 million to $11 million.
Not surprisingly, a big chunk of the money (60%) came from the Department of Labor, which is headed by a former California congresswoman (Hilda Solis) with close ties to the La Raza movement. Since Obama named her Labor Secretary, Solis has launched a nationwide campaign to protect illegal immigrant workers in the U.S. Just this week Solis penned declarations with Guatemala and Nicaragua to preserve the rights of their migrants.
The NCLR also received additional taxpayer dollars from other federal agencies in 2010, the JW probe found. The Department of Housing and Urban Development doled out $2.5 million for housing counseling, the Department of Education contributed nearly $800,000 and the Centers for Disease Control a quarter of a million.
Additionally, NCLR affiliates nationwide raked in tens of millions of government grant and recovery dollars last year thanks to the Muñoz factor. An offshoot called Chicanos Por La Causa (CPLC) saw its federal funding nearly double to $18.3 million following Muñoz’ appointment.
A social service and legal assistance organization (Ayuda Inc.) that didn’t receive any federal funding between 2005 and 2008 got $600,000 in 2009 and $548,000 in 2010 from the Department of Justice. The group provides immigration law services and guarantees confidentiality to assure illegal aliens that they won’t be reported to authorities.

Labor Secretary Pledges Help For Illegal Workers

Two months after the Department of Labor launched a special program to assist and protect illegal immigrants in the U.S. the Obama cabinet official who heads the agency is personally encouraging undocumented workers to report employers that don’t pay them fairly.
In a Spanish-language public service announcement, Labor Secretary Hilda Solis assures that “every worker in America has a right to be paid fairly, whether documented or not.” Illegal aliens who are not getting fair wages are encouraged to call a new hotline set up by the agency on a new “Podemos Ayudar” (We Can Help) web page designed to administer worker protection laws and ensure that employees are properly paid “regardless of immigration status.”
In the short video, also posted in English, Solis tells illegal immigrants that it’s a “serious problem” when workers in this country are not paid fairly and that all workers have the right to receive their salary regardless of immigration status. She encourages those who are not to call the new hotline and assures it’s free and confidential. “Podemos ayudar,” (we can help), Solis guarantees at the end of the brief segment.

Mexican police arrest alleged head of ‘The Hand With Eyes,’ link him to 600 killings

TOLUCA, Mexico — Mexican police arrested the suspected leader of a brutal drug gang called “The Hand with Eyes” and he has confessed to helping carry out or ordering more than 600 murders, authorities said Thursday.
Oscar Osvaldo Garcia Montoya, 36, was arrested in an overnight raid on a presumed safe house on the outskirts of Mexico City, State of Mexico Attorney General Alfredo Castillo said at a news conference.
“The Hand with Eyes” is one of the groups blamed for bringing the drug violence typical of northern Mexico to Mexico City and its surrounding areas.
The organization is known for extreme violence, including decapitations. Many of its victims have been drug dealers and rivals killed as the group fought for control of drug sales in Mexico state, an area that includes many of the poor suburbs ringing the capital.
Castillo said Garcia is a deserter from the Mexican marines who worked as a bodyguard for major cartel figures including Edgar Valdez, aka “La Barbie,” a top assassin for the Beltran Leyva cartel until he was arrested in 2010.
With the capture or death of Valdez and most of the leaders of the Beltran Leyva cartel, Garcia split off and formed his own group.
Garcia is known as “El Compayito” after a popular Mexican talking hand-puppet character created by an entertainer who dresses up his hand and puts eyes on it. The crime gang apparently took its name from Garcia’s puppet nickname.
“In the first declarations that have been gathered, El Compayito and-or ‘The Hand with Eyes,’ has acknowledged having participated personally in 300 murders and ordering another 300,” Castillo said.
The bushy-haired Garcia gazed coolly when he was paraded before journalists Thursday, held firmly by two masked police officers.
Castillo said Garcia had received some training from members of the Guatemalan special forces called the “Kaibiles,” who are known for massacres during the Guatemalan civil war that ended in the 1990s. Some of them are believed to have been hired by Mexican drug cartels.

House Immigration Subcommittee Holds Hearing on HALT Act
On Tuesday, the House Judiciary’s Subcommittee on Immigration Policy and Enforcement held a hearing on H.R. 2497, the “Hinder the Administration’s Legalization Temptation” or “HALT” Act. The HALT Act, introduced by Judiciary Chairman Rep. Lamar Smith (R-TX), would suspend President Obama’s use of “prosecutorial discretion”—the ability of the executive branch to decline to enforce immigration law against individuals—by preventing him from:
• Granting deferred action, parole, or extended voluntary departure to illegal aliens other than those being tried for a crime or acting as a witness at trial, those needed for significant law enforcement or national security purposes, or those whose life is imminently threatened (§§2(b), 2(f));
• Waiving the three and ten year bars to admission for aliens who have been illegally present in the U.S. (§2(a));
• Cancelling the removal and adjusting the status of illegal aliens ordered deported (§2(c));
• Designating additional countries as qualifying for Temporary Protected Status (TPS) (§2(d)); and
• Granting work authorization to illegal aliens (§§2(e), 2(g)).

Rep. Smith outlined the need for the HALT Act’s restriction of the Obama Administration’s use of prosecutorial discretion in his opening statement. “What had once been rumor fueled by leaked administration memos is now official Department of Homeland Security (DHS) policy as of last month,” he said referencing two June 17th, 2011 memos issued by ICE Director, John Morton, authorizing ICE personnel to decline to enforce immigration laws against certain classes of illegal aliens, such as those who would qualify for amnesty under the failed DREAM Act. (See FAIR’s Legislative Update, June 27, 2011) “Unfortunately, the ICE memos make clear that DHS plans not to use but to abuse these [prosecutorial discretion] powers. If the Obama Administration has its way, millions of illegal immigrants will be able to live and work legally in the United States. This unilateral decision will saddle American communities with the costs of providing education and medical care to illegal immigrants.”
Several witnesses testifying before the Subcommittee agreed with Rep. Smith’s call for limiting the Administration’s authority, expressing concern that the President is bypassing Congress. Senator David Vitter (R-LA), author of the Senate version of the HALT Act (S.1380), asserted in his written testimony: “In 1996, Congress clearly limited the Administration’s parole authority to be used ‘only on a case-by-case basis for urgent humanitarian reasons or significant public benefit. However, these memos make clear that DHS plans to abuse these powers to grant mass legalization without any Congressional authorization.” (Testimony of Sen. David Vitter, July 26, 2011) Likewise, Jessica Vaughan, Director of Policy Studies at the Center for Immigration Studies, stated that forms of relief granted through the use of prosecutorial discretion is “designed to be used for exceptionally compelling cases, and were not intended as a way for the President, his appointees, or government staff to bypass Congress and its unique authority to make immigration law.” (Testimony of Jessica Vaughan, July 26, 2011)
Chris Crane, President of a national ICE union representing roughly 7,000 employees, also testified in support of the HALT Act, describing the problems caused by the latest string of Morton memos. “The purpose of this policy is to prohibit officers and agents from arresting individuals from certain groups... From an enforcement standpoint, the biggest dilemma facing officers and agents in the field may be how to apply the policy to the hundreds of thousands of aliens encountered each year.” (Testimony of Chris Crane, July 26, 2011) Last summer, the union Crane represents issued a vote of no-confidence in ICE Director John Morton, and former Assistant Director of the ICE Office of Detention and Policy and Planning, Phyllis Coven. (See FAIR Legislative Update, Aug. 9, 2010)
Margaret Stock, the only witness who opposed the HALT Act, alleged, “Our immigration system is dysfunctional and irrational, and the situation only promises to get worse without comprehensive action by Congress.” (Testimony of Margaret Stock, July 26, 2011) “Our nation’s ever more complex and restrictive legal immigration system makes it nearly impossible for most people to immigrate to the United States legally, and provides no means for people to enter or stay in the United States legally in many compelling circumstances,” she added. (Id.) Ms. Stock, an adjunct professor and retired army colonel, also testified before the Senate Judiciary Committee in support of the DREAM Act last month.
