AP analysis: Economic stress drops to 3-month low

Lower unemployment, bankruptcies and foreclosures in March reduced the nation's economic stress to its lowest point this year, according to The Associated Press' monthly analysis of conditions around the country.

More than 85 percent of the nation's 3,141 counties and every state but two — Louisiana and South Dakota — enjoyed better conditions in March than in February, the AP's Economic Stress Index showed.

Manufacturing activity, a major driver of economic growth since the recession ended in June 2009, has helped ease hardship in the Great Lakes states and Indiana over the past 12 months — more than in any other region.

By contrast, Louisiana, Iowa and the Mountain states of Idaho and Montana have suffered the sharpest increases in stress, year over year.

Post-Hurricane Katrina construction projects are winding down in Louisiana. The Mountain states have felt the effects of government job cuts more severely than elsewhere because of their small populations. And Iowa has suffered an increase in foreclosures.

The AP's index calculates a score from 1 to 100 based on unemployment, foreclosure and bankruptcy rates. A higher score signals more economic stress.

The average county's Stress score was 10.5 in March, the lowest level since December. It was 11 in February and 11.5 a year earlier.

Under a rough rule of thumb, a county is considered stressed when its score exceeds 11. Using that rule, less than one-third of the counties were stressed in March, down from nearly 40 percent in February.

Unemployment in March declined or was unchanged from February in every state but South Dakota and in nearly 90 percent of the counties. Bankruptcies dipped in 43 states and 70 percent of the counties. And foreclosures dropped in 44 states and in more than 70 percent of counties.

In March, economic strains eased the most in counties with heavy concentrations of workers in manufacturing, retail and temporary staffing jobs. By contrast, stress rose the most in counties with many workers in wholesale trade and mining.

The government reported last week that the overall economy's growth slowed sharply to an annual rate of just 1.8 percent from January through March. That was down sharply from a 3.1 percent rate in the final three months of 2010.

Many economists think the slowdown will be temporary. Nariman Behravesh, chief economist at IHS Global Insight, thinks growth will rebound to nearly 3 percent in the current April-June quarter. He predicts it will strengthen further to around 3.5 percent in the second half of the year.

The unemployment rate, now 8.8 percent, will dip possibly as low as 8 percent by year's end, Behravesh says. He says the economy should be able to withstand this year's jump in gasoline prices.

"Gasoline prices at around $4 per gallon will be a headwind, but they would have to go quite a bit higher to derail things," Behravesh said.

Among all the most economically precarious states, stress levels declined in March. Nevada was again the most stressed state, with a score of 20.67. Next were California (16.19), Florida (14.52), Michigan (14.23) and Arizona (14.23). Still, thanks to gains in tourism, stress has declined more sharply in Nevada and Florida than in any other states over the past six months.

North Dakota remained the economically strongest state with a score of 4.89. It was followed by Nebraska, (5.7), South Dakota (6.27), Vermont (6.51) and New Hampshire (6.85).

Expanding production of steel, autos and heavy equipment has helped many Midwestern states. Even Elkhart County, Ind., which as a poster child for the recession drew a visit from President Barack Obama, has been benefiting from manufacturing — and not just from its bedrock industry of recreational vehicles.

Electric vehicle maker Think is opening a plant in Elkhart. And the county's economic development board is negotiating to land 11 other projects from companies in Britain, China and Norway that want to expand in the United States, said Dorinda Heiden-Guss of Elkhart's Economic Development Corp.

About 40 percent of workers are employed in manufacturing in Elkhart County, whose Stress score was 13.36 in March, down from 22.28 two years ago. The county's notoriety as a casualty of the recession might have put it on the radar of the international companies now looking to open plants there. The greater availability of financing also helped.

"Banks loosened up," said Heiden-Guss.

Louisiana has endured the sharpest rise in stress over the past year. With a Stress score of 9.55 in March, the state was still faring better than the nation as a whole. But Louisiana has suffered job losses in construction. And tougher federal scrutiny since the BP oil spill has led to state government cuts and the loss of more than a half dozen drill ships.

"We're still way better off than the national economy," said Loren Scott, a Baton Rouge-based economist. "But we're coming down, on the construction side, from extraordinary peaks."

The most-stressed counties with populations of at least 25,000 were concentrated in California and Nevada, two of the states with the highest unemployment and foreclosure rates. At the top was Imperial County, Calif., with a Stress score of 28.52. It was followed by Lyon County, Nev. (27.86), Sutter County, Calif. (26.42), Merced County, Calif. (26.18) and San Benito, Calif. (25.2).

The healthiest counties were Ellis County, Kan. (4.06), Buffalo County, Neb. (4.43), Arlington County, Va. (4.53), Ward County, N.D. (4.54) and Burleigh County, N.D. (4.65).

"The Late Great State of California"

Note: The following information sounds too good to be true. I invite anyone to google any of this to confirm it was indeed the case. I should know, I grew up there.





In 1960 a California student could expect to graduate from the finest school system in the nation. California students regularly produced the highest SAT scores in the nation. After graduation from high school a California student could expect to attend any of the state universities free of charge; no tuition was charged. A student was expected to pay only a small enrollment fee and for his books.



The wealth of California during this time was astounding. When gauged by economic wealth, the state of California was wealthier than almost every other nation, actually ranking as the 5th largest "nation" in the world. The state boasted of having the busiest international harbors in the world, ranked number 1 in agriculture and not only fed the United States but much of the world. The bountiful California economy was a leader in mining, oil, pork and beef production and tourism. Hollywood ginned out the largest percentage of the world's entertainment and California was known throughout the world as the Golden State for good reason.



The great San Joaquin valley was a pristine green bowl of bounty. Lovely grape vineyards and orchards of peach and almonds and citrus could be seen in quilted pattern from any height. A Californian could, in a single day, ski at Mineral King, surf in the Pacific Ocean, and camp under a canopy of Redwoods in lush National Forests.



What happened?



Well, to begin with, California in the 1960's had a total of 9 million residents, the large majority of which were hard working legal residents. Today, California has 35 million residents and fully a third of them are illegal. The "new" California immigrant comes flowing across the border in anticipation of receiving very generous state and federal benefits. Many of those who have come bring with them their Mexican criminal past, their drug runners and the ilk who will invade your home and rob you, steal your car and worse, your identity. Feeling no "investment" in their new home illegals have no qualms about trashing the streets with worn out sofas, fast food wrappers, discarded tires, old oil and the various and sundry refuse of a life without merit. Illegal Mexicans have brought diseases to California that haven't been seen in the U.S for fifty years!



Remember those pristine National Forests and State Parks? Now the State Park Service and National Park Service must warn visitors from travelling in the parks; they have now been havens for Mexican pot growers who have infested the parks with growers, guns and the willingness to harm anyone who threatens their pot farms.



Remember those beautiful valley farming cites like Stockton, Merced, Modesto, Sanger, Fresno, Tulare and Bakersfield? Just this week the EPA declared these cities to be the nastiest in the United States with air not fit for humans. These cities are now overrun with illegals who bring with them the pestilence of polio, tuberculosis, hooping cough and a dozen other diseases that were once gone from the U.S. populace. They further brought the pestilence of "hit and run" uninsured drivers, burglary, robbery, rape, murder and a natural affinity for birthing multiple anchor babies, which gains them a toe hold into the welfare, WIC, Social Security SSI, Earned Income Credits, Child Tax Credits, Food Banks, Food Stamps, court mandated free medical care and court mandated education for every illegal child.



Los Angeles has, in 15 short years, turned into Mexico City North, plagued with budget shortages, explosive crime rates and a populace that is loyal only to the Mexican flag.



The California state budget has bordered on bankruptcy for fifteen years as the golden state has now become the "brown-out" state, running annual deficits fully 25 percent higher than their revenues. The K-12 education system is a swamp of inefficiency and bogged down with criminal youth who have little interest in learning English, much less anything else. Tuition is still very low if you are non-productive and on the government tit, but if you work for a living, forget it. You won't be able to afford the sky high tuition rates.



To accommodate the rising costs of supporting the illegal invasion, California began raising taxes and fees in the late 1970's. The first migration of the state by the "working class" was upward into Oregon. As the quality of life in California began to decline, state working class residents began the continual migration to Nevada, Arizona and Texas. The trend continues; California continues to see a drop in revenue growth as the producers continue to migrate out. Even Silicon Valley companies are fleeing to Austin, Texas and Phoenix, Arizona. Intel just announced a massive expansion of their chip-making plant in Phoenix.



Liberal Democrats have been in control of the Statehouse in Sacramento for thirty years now. They have managed to preside over a state crippled by greedy unions and piggish state bureaucrats who have no other interest but maintaining the status quo. Their answer to California's problems has been an unending flow of tax hikes to finance their union and state employees and a "legalized through past amnesty" Hispanic power base who promote and indeed cheer the illegal invasion.



There exists a significant group of people who love to talk about the possibility that a mythical "Atlantis" existed; a land of wealth and prosperity and an educated citizenry! One need not go that far back in time. California was that "Atlantis" not that long ago.



Sadly, for those who still remember, it is heartbreaking to see what the "Late Great State of California" has become.

One tragic thing about this book is that it was written in 2003. Since then the Mexican occupation has doubled. Welfare to illegals is up to $20 BILLION in California. Welfare to illegals in sanctuary city Los Angeles is past $600 million per year, while Mexican gangs murder all over the state. If you don't understand something or disagree with a concept then the best way to conceal your ignorance or discredit the idea is to call it "racist". Dr. Hanson did not have to go very far out on a limb to make the point that non assimilation of Chicanos to American culture is divisive and destructive - and that it is the new immigrant that is failing to adapt. Great book, on point and very timely.

Classics professor Hanson is also, like generations of his family before him, a fruit farmer in California's central valley. He has employed immigrants, seen them flood his community during the last 30 years of mass flight from Mexico, and endured the crime associated with illegal immigrants. Hanson is immensely sympathetic to poor Mexicans, however, and the most powerful chapter here outlines the harried life of the illegal alien. But he hates to see the ordered culture in which he grew up drowned by an alien inundation whose undeserving beneficiaries are Mexico's kleptocratic rulers, for whom an open border is a safety valve expelling the potential for democratic change. The four solutions to the mess that Hanson enumerates include continuing de facto open borders but insisting on rapid acculturation; patrolling the border effectively and reducing legal immigration; imposing "sweeping restrictions on immigration" and ending Mexican chauvinism in the U.S.; and allowing present policies to make California increasingly mirror an unreformed Mexico. Hanson thinks that the U.S. "still need not do everything right" to prevent social collapse in the Southwest and that the totalitarian uniformity of valueless mass culture may soften that collapse. He also sees very clearly what has brought this crisis on: the American globalist ideology's lust for cheap labor and emphasis on "raw inclusiveness" instead of "standards and taste."

This review is from: Mexifornia: A State of Becoming (Hardcover)

This book shows how Mexico sends their poor to America to work, so they don't have to improve their own country, and how we use these people for cheap labor so that we can sell things for less. It's a deal made between the two countries. The trouble is, it's not what American citizens want. The "servants of the people", the representatives, are not listening to us, so it's always exciting to read something that really tells it like it is.

This book is written from the viewpoint of someone who actually lives with these Mexican immigrants. The rich people who want to use them in their businesses for cheap labor don't live with them; the liberal elites who push for them to get amnesty don't live with them. This guy lives among them, and knows the problems first hand, and as I suspected, there are many, and they're not pretty.

He writes very bluntly about the problems, but not without sympathy for the Mexican immigrants whose own country won't take care of them. With all the new books out and the discussions going on about legal and illegal immigration, and what the American people want, I'm hoping that these problems will be solved. This book is one of the best on the subject, because it is written from a viewpoint of personal experience.

Victor Hanson combines scholarship (Professor at Cal State) with personal experience (life long resident and farmer in central CA. who has Mexican-American family and friends) to present a thoughtful look at the illegal Mexican immigration crisis. Hanson argues that the reason for this crisis is that both ends of the political spectrum have vested interests in continuing the unabated entry of illegal Mexicans. Republicans wish to placate business interests with cheap labor and Democrats hope for a future electoral base. Hanson further explains that this wave is not like the earlier waves of Polish, Jewish, or Italian immigration which was of a fixed duration and where the connection of the new immigrant to the Homeland was more thoroughly severed.

This book is well written and to the point (approx. 140 pages). I have also seen Victor Hanson on several political talk shows. He is well spoken and mild mannered which is a welcome relief from the cacophonous diatribe we too often get on cable news channels.

As one who shares the author's ethnic,cultural and geographical heritage, I thought Hanson did a marvelous job of assessing California's major social issue, and one of America's primary problems. Like Hanson, I was born and reared in Fresno County, albeit some 25 miles from his native Selma. I can attest to the accuracy of his description of Selma and the Central Valley in the 1950's.

As a child, my associates included Hispanics; as a teenager working in the fig and peach orchards, my fellow workers were Hispanic. During my professional career, I have hired and promoted many Hispanics.

Hanson's Scandinavian ancestors (from Sweden) and mine (from Denmark) came to America legally and without speaking English, but they succeeded--without bilingual classes, welfare, government subsidies, or that phenomenon known as "affirmative action", which is being rapidly unmasked as nothing, more or less, than "reverse discrimination". Hanson deftly exposes the race industry as an amalgam of organizations and individuals who are quick to attack the Anglo for any slight, either real or imagined, but who, in the long run, seem not to do much for those whom they purport to serve.

As a criminologist, I am well aware of the violence committed by Hispanic Gangs, and the fact that those gangsters who do not wind up in the morgue soon become expensive inmates in our overcrowded prison system, costing taxpayers some $25k per year each. I am equally aware of the many outstanding Hispanic officers, prosecutors, and judges with whom I've worked.

Hanson has eloquently described the failure of our educational programs to work toward an assimilated America, as well as the failure of the "separatists" in the race industry.

The one failure which, to my surprise, he did not identify is that of our elected officials who establish public policy. When Hanson and I were youngsters/young men in the Central Valley, the politicians seemed to act in the best interests of their constituencies. Today,by and large, our politicians have little integrity, but rather pander incessantly to special interests which, in turn, provide them with campaign funds, endorsements,and precinct workers.It is common knowledge that, in Sacramento, legislative votes are "for sale" almost daily. Until we can restore some integrity among our public officials, we will not move toward a better California--better for Hispanics, Anglos, African Americans, Asians, and all others!

Except for his failure to discuss the lack of integrity among many of our elected officials, Hanson has done an admirable job. Mexifornia should be on the "must read" list of all who are concerned about the future of Californians, nothwithstanding the color of their skins!

DICK LAMM, GOVERNOR OF COLORADO

We know Dick Lamm as the former Governor of Colorado. In that context his thoughts are particularly poignant. Last week there was an immigration overpopulation conference in Washington, DC, filled to capacity by many of America's finest minds and leaders. A brilliant college professor by the name of Victor Hansen Davis talked about his latest book, "Mexifornia," explaining how immigration - both legal and illegal was destroying the entire state of California. He said it would march across the country until it destroyed all vestiges of The American Dream.



Moments later, former Colorado Governor Richard D. Lamm stood up and gave a stunning speech on how to destroy America. The audience sat spellbound as he described eight methods for the destruction of the United States. He said, "If you believe that America is too smug, too self-satisfied, too rich, then let's destroy! America. It is not that hard to do. No nation in history has survived the ravages of time. Arnold Toynbee observed that all great civilizations rise and fall and that 'An autopsy of history would show that all great nations commit suicide.'"



"Here is how they do it," Lamm said: "First, to destroy America, turn America into a bilingual or multi-lingual and bicultural country." History shows that no nation can survive the tension, conflict, and antagonism of two or more competing languages and cultures. It is a blessing for an individual to be bilingual; however, it is a curse for a society to be bilingual. The historical scholar, Seymour Lipset, put it this way: "The histories of bilingual and bi-cultural societies that do not assimilate are histories of turmoil, tension, and

tragedy." Canada, Belgium, Malaysia, and Lebanon all face crises of national existence in which minorities press for autonomy, if not independence. Pakistan and Cyprus have divided. Nigeria suppressed an ethnic rebellion. France faces difficulties with Basques, Bretons, and Corsicans."



Lamm went on: Second, to destroy America, "Invent 'multiculturalism' and encourage immigrants to maintain their culture. I would make it an article of belief that all cultures are equal. That there are no cultural differences. I would make it an article of faith that the Black and Hispanic dropout rates are due solely to prejudice and

discrimination by the majority. Every other explanation is out of bounds.



Third, "We could make the United States an 'Hispanic Quebec' without much effort. The key is to celebrate diversity rather than unity. As Benjamin Schwarz said in the Atlantic Monthly recently: "The apparent success of our own multiethnic and multicultural experiment might have been achieved not by tolerance but by hegemony. Without the dominance that once dictated ethnocentricity and what it meant to be an American, we! are left with only tolerance and pluralism to hold us together." Lamm said, "I would encourage all immigrants to keep their own language and culture. I would replace the melting pot metaphor with the salad bowl metaphor. It is important to ensure that we have

various cultural subgroups living in America enforcing their differences rather than as Americans, emphasizing their similarities."



"Fourth, I would make our fastest growing demographic group the least educated. I would add a second underclass, unassimilated, undereducated, and antagonistic to our population. I would have this second underclass have a 50% dropout rate from high school."



"My fifth point for destroying America would be to get big foundations and business to give these efforts lots of money. I would invest in ethnic identity, and I would establish the cult of 'Victimology.' I would get all minorities to think that their lack of success was the fault of the majority. I would start a grievance industry blaming all

minority failure on the majority population."



"My sixth plan for America's downfall would include dual citizenship, and promote divided loyalties. I would celebrate diversity over unity. I would stress differences rather than similarities. Diverse people worldwide are mostly engaged in hating each other - that is, when they are not killing each other. A diverse, peaceful, or stable society is against most historical precedent. People undervalue the unity it takes to keep a nation together. Look at the ancient Greeks. The Greeks believed that they belonged to the same race; they possessed a common language and literature; and they worshipped the same gods. All Greece took part in the Olympic games. A common enemy, Persia, threatened their liberty. Yet all these bonds were not strong enough to overcome two factors: local patriotism and geographical conditions that nurtured political divisions. Greece fell. "E. Pluribus Unum" -- From many, one. In that historical reality, if we put the emphasis on the 'pluribus' instead of the 'Unum,' we will balkanize America as surely as Kosovo."



"Next to last, I would place all subjects off limits; make it taboo to talk about anything against the cult of 'diversity.' I would find a word similar to 'heretic' in the 16th century - that stopped discussion and paralyzed thinking. Words like 'racist' or 'xenophobe' halt discussion and debate. Having made America a bilingual/bicultural country, having established multi-culturism, having the large foundations fund the! doctrine of 'Victimology,' I would next make it impossible to enforce our immigration laws. I would develop a mantra: That because immigration has been good for America, it must always be good. I would make every individual immigrant symmetric and ignore the cumulative impact of millions of them."



In the last minute of his speech, Governor Lamm wiped his brow. Profound silence followed. Finally he said,. "Lastly, I would censor Victor Hanson Davis's book "Mexifornia." His book is dangerous. It exposes the plan to destroy America. If you feel America. deserves to be destroyed, don't read that book."



There was no applause. A chilling fear quietly rose like an ominous cloud above every attendee at the conference Every American in that room knew that everything Lamm enumerated was proceeding methodically, quietly, darkly, yet pervasively across the United States today.



Discussion is being suppressed. Over 100 languages are ripping the foundation of our educational system and national cohesiveness. Even barbaric cultures that practice female genital mutilation are growing as we celebrate 'diversity.' American jobs are vanishing into the Third World as corporations create a Third World in America - take note of California and other states - to date, ten million illegal aliens and growing fast. It is reminiscent of George Orwell's book "1984." In that story, three slogans are engraved in the Ministry of Truth building: "War is peace," "Freedom is slavery," and "Ignorance is strength."



Governor Lamm walked back to his seat. It dawned on everyone at the conference that our nation and the future of this great democracy is deeply in trouble and worsening fast. If we don't get this immigration monster stopped within three years, it will rage like a California wildfire and destroy everything in its path, especially The American Dream.

Worst Cities For Jobs

One of the saddest tasks in the annual survey of the best places to do business I conduct with Pepperdine University's Michael Shires is examining the cities at the bottom of the list. Yet even in these nether regions there exists considerable diversity: Some places are likely to come back soon, while others have little immediate hope of moving up. (Please also see "Best Cities For Jobs" for further analysis.)

The study is based on job growth in 336 regions--called Metropolitan Statistical Areas by the Bureau of Labor Statistics, which provided the data--across the U.S. Our analysis looked not only at job growth in the last year but also at how employment figures have changed since 1996. This is because we are wary of overemphasizing recent data and strive to give a more complete picture of the potential a region has for job-seekers. (For the complete methodology, click here.)

First let's deal with the perennial losers, the sad sacks of the American economy. Mostly cities in the nation's industrial heartland, these places have ranked toward the bottom of our list for much of the past five years. Eleven of the bottom 16 regions on our list are in two states, Ohio and Michigan. In fact, the Wolverine State alone accounts for bottom four cities: Jackson, Michigan, Detroit, Saginaw and Flint.

Unfortunately, there's not much in the way of short-term--or perhaps even medium- or long-term--hope for a strong rebound in those places. President Obama seems determined to give the automakers, for whom Michigan is home base, far rougher treatment than what he meted out to ailing companies in the financial sector.

In addition, new environmental regulations may not help auto production, since it necessitates some carbon-spewing and therefore perhaps unacceptable levels of greenhouse gas emission.

However, not all of Michigan's problems stem from Washington or the marketplace. Many of the locations at the bottom of the list remain inhospitable to business. To be sure, housing is cheap--in Detroit, property values are fast plummeting toward zero--but running a business can be surprisingly expensive in these hard-pressed places.

In fact, according to a recent survey by the Tax Foundation, Ohio has an average tax burden roughly similar to New York, California, Massachusetts and Connecticut. But while the others are comparatively high-income states, Ohio residents no longer enjoy that level of affluence.

Can these places come back? It is un-American to abandon hope, but there needs to be a radical shift in strategy to focus on creating new middle-class jobs. Some Midwestern cities, like Kalamazoo and Indianapolis, have made some successful efforts to diversify their economies, encouraging start-ups and trying to be business-friendly.

But those are exceptions. Cleveland, one of our worst big cities, could spark a renaissance by revamping its port and nearby industrial hinterland. Once the world economy improves, it could re-emerge--building on the existing knowledge and skills of its production- and design-savvy population--as a hub for manufacturing and exports.

But right now, Cleveland does not seem to be pursuing such opportunities. As Purdue's Ed Morrison has pointed out, local leaders there seem to "confuse real estate development with economic development."

So Cleveland will focus on inanities such as convention business and tourism, believing we all fantasize about a week enjoying the sights along Lake Erie. Yet even high-profile buildings like the Rock and Roll Hall of Fame and Museum, completed in 1986, have not transformed a gritty old industrial town into a beacon for the hip and cool.

Old industrial cities like Cleveland are better off focusing on their locational advantages--access to roads, train lines and water routes--while offering a safe, inexpensive and friendly venue for ambitious young families, immigrants and entrepreneurs.

Meanwhile, cities with formerly robust economies--like Reno, Nev., Las Vegas, Orlando, Fla., Tampa, Fla., Fort Lauderdale, Fla., West Palm Beach, Fla., Jacksonville, Fla., and Phoenix--are more likely to rebound. These areas topped our list for much of the 2000s; their success was driven first by surging population and job growth and later by escalating housing prices.

But the collapse of the housing bubble and a drop in large-scale migration from other regions has weakened, often dramatically, these perennial successes. "We could rely on 1,000 people a week moving into the area," notes one longtime official in central Florida. "These people needed services, houses and bought stuff. Now the growth is a 10th of that."

Instead of waiting for the real estate bubble to return, these areas should choose to focus on boosting employment in fields like medical services, business services and light manufacturing. In much of Florida and Nevada, there's also a need to shift away from a reliance on tourism, an industry that pays poorly on average and is always subject to changes in consumer tastes.

We can even be cautiously optimistic about some of these former superstars. After all, observes Phoenix-based economist Elliot Pollack, the existing reasons for moving to Arizona, Nevada or Florida--warm weather, relatively low taxes and generally pro-business governments--have not disappeared. "There's no change in the fundamentals," he argues. "It's a transition. It's ugly, and there's pain, but it's still a cycle that will turn."

Once the economy stabilizes, Pollack says he expects the flow of people and companies from the Northeast and California to Phoenix and other former hot spots will resume, once again lured by inexpensive real estate, better conditions for business and a generally more up-to-date infrastructure.

The Problem with California

That's a phenomenon we've never seen before--and never expected to see.

Like other Sun Belt communities, California suffered disproportionately from the housing bubble's bust, which has devastated both employment in construction-related industries as well as much of the finance sector. But some, like economist Esmael Adibi, director of the Anderson Center for Economic Research at Chapman University, where I teach, thinks a real estate turnaround may be imminent.

Among the first to predict the potential for a real estate bubble back in 2005, these days Adibi is more upbeat, pointing to rising sales of single-family homes, particularly at the lower end of the market. California's inventory of unsold homes is now down to about six months' worth, a figure well below the national average of 9.6 months.

It seems not everyone is ready to abandon the Golden State--but still, recovery in California may prove weaker than in surrounding states. One forecaster, Bill Watkins, even predicts unemployment could reach 15% next year, up from about 11% today. California, most likely, will see only an anemic recovery in 2010 even if growth picks up elsewhere.

Much of the problem lies with the state's notoriously inept government. The enormous budget deficit will almost certainly lead to tax increases, which will fall mostly on the state's vaunted high-income entrepreneurial residents. Stimulus funds won't do much good either, Adibi notes, since "the state is grabbing all of the federal stimulus money" to keep itself afloat.

A draconian regulatory environment also could dim California's prospects for growth. Despite double-digit unemployment, the state seems determined not only to raise taxes but also to tighten its regulatory stranglehold.

This is a stark contrast to what happened in the 1990s during the last deep recession. At that time, leaders from both political parties pulled together to reform the state's regulatory and tax environment. Almost everyone recognized the need to improve the economic climate.

But an even deeper recession, it seems, hardly troubles today's dominant players--public employees, environmental activists and gentry liberals who largely live along the coast. The state has recently passed a draconian Assembly bill aimed to offset global warming by capping greenhouse gas emissions--a measure that seems designed to discourage productive industry.

"This is becoming a horrible place to produce anything," says Watkins, who is executive director of the Economic Forecast Project at the University of California, Santa Barbara.

California's lawyers, though, might stay busy. Attorney General Jerry Brown has threatened to sue anyone who grows their business in unapproved, environment-threatening ways. To be sure, this promise may have relatively little impact on the more affluent, aging coastal communities--but it could wreak havoc on younger, less tony areas in the state's interior. Many of the local economies there still reply on resource-dependent industries like oil, manufacturing and agriculture.

It's sad because California has the capacity to recover more quickly than the rest of the country if the state moderates its spending and stops regulating itself into oblivion. This current round of legislation is so dangerous precisely because it could eviscerate the heart of the economy by slowing down entrepreneurial growth, the state's greatest asset.

Even in hard times, there are people with innovative ideas trying to bring them to market--and not just in Hollywood- and Silicon Valley-based industries but in a broad range of fields, from garments to agriculture, aerospace and processed foods. The desire to increase regulation reflects a peculiar narcissism and arrogance of the state's ruling elites, who believe the genius of San Francisco's venture capitalists and Los Angeles' image-makers alone are enough to spark a powerful recovery.

This is delusional. True, California still has a lead in everything from farm products to films to high-tech manufacturers. But it has been slowly losing ground--to both other states and overseas competitors. CEOs and top management might stay in the Golden State, but they increasingly send outside its borders all jobs that don't require access to the local market, genius scientists or talented entertainers.

"There's a feeling in California that we will come back, no matter what, because we are California," Watkins says. "The leadership is swallowing Panglossian Kool-aid. Some very smart people, a beautiful climate and nice beaches is not enough to guarantee a strong recovery."

The mortgage crisis and housing bust in this populous suburban area south of Los Angeles led to a halt in home building and a subsequent drop in natural resources, mining and construction jobs, which declined 23.6% between 2007 and 2008. Overall employment declined by 6.2% in the last year and 38.5% over the last decade, sinking the Inland Empire into the first major downturn in its recent history. Yet it’s not all negative. Home sales are up, which may mean that this once vibrant area could come back sooner than many expect.

No. 7: Sacramento-Arden Arcase-Roseville, Calif.

The real estate bust in California's capital and its surrounding areas has stunted job growth. Construction and natural resources jobs fell by 30.4% between 2005 and 2008. The housing crisis is accompanied by ones in the financial services and manufacturing industries, in which jobs declined 14.8% and 12%, respectively, over the last three years. The year between 2007 and 2008 saw a 3.9% overall decline in jobs. Employment in education and health services has been the area's saving grace; jobs in that sector increased 23.5% between 2003 and 2008.

No. 5: Oakland-Fremont-Hayward, Calif.

The financial services sector of this metropolitan area, across the bay from San Francisco, which includes urban Oakland and the surrounding suburbs, lost 21.1% of its jobs between 2003 and 2008. Construction jobs were hit almost as hard, dropping 18% over the same period. However, the Bay Area, bolstered by colleges in and around San Francisco and Berkeley, saw a 1.6% increase in education and health services jobs last year. But, overall, job losses in this northern California region totaled 3.7% from 2007 to 2008.

No. 4: Santa Ana-Anaheim-Irvine, Calif.

The fallout from real estate speculation and a longstanding tech boom in this region, which is south of Los Angeles and includes some of the toniest coastal real estate in the nation, has slowed employment to a crawl. Here, between 2005 and 2008, jobs in construction declined 17.8%, and jobs in information declined 10%. Employment in financial services, a field that especially boomed in Irvine, dropped by 22% over the same years. Much of this was tied to mortgage related companies. Overall, the area saw a 4% decline in jobs between 2007 and 2008. Dropping home prices and rising sales suggest a slow recovery could be on the way though.

No. 10: Santa Rosa-Petaluma, Calif.

"Best of the worst" is a dubious honor. But for the cities of Santa Rosa and Petaluma, home to just under 500,000 people north of San Francisco, the news isn't all bad. Despite cumulative job losses of 4.5% between 2007 and 2008, these communities have seen an 8.2% overall uptick in jobs if you consider data since 1997. The drops are biggest in one predictable sector: the construction sector which saw a double digit decline in jobs, largely from the collapse of the bay area’s housing bubble. Retail and financial services employers also cut workers, with each sector losing about 10% of its jobs.

No. 7: Redding, Calif.

Partly because of the housing slump affecting many Sun Belt states, between 2005 and 2008 jobs in the natural resources, mining and construction sector contracted by 41%. Overall employment has dropped 10% since 1997. In the last year, Redding also saw double-digit job loss in the wholesale, information and transportation and utilities sectors. While government positions account for 22.8% of all jobs--and their number has been increasing over the last five years--the Redding Record Searchlight has reported that the city may have to lay off 60 workers.

1. El Centro, California

Population: 41,241

Lose your job in El Centro and it may be quite some time before you find another one. One in four people here are out of work and the city holds the not-so distinguished honor of having the highest unemployment rate — 27.5 percent — in the country (close behind is Yuma, Ariz., with 27.2 percent unemployment).



The desert city, which is located in Imperial County just across the border from Mexicali, has a jobless rate triple the national average of 9.5 percent thanks to the seasonal fluctuations of field laborers. Field work is the county's third-largest employment sector after government, transportation and utilities, according to AOL News.

"Its location across the border from a much larger Mexican city means that there is a large floating labor force," Jim Gerber, an economics professor and director of the international business program at San Diego State University, told AOL News.

"The data for Imperial County is skewed by this, such that the layoffs and out-of-work laborers are not actually counted correctly."

Even with the ebb and flow of its working population, things are still pretty bleak in El Centro. Last year, the city's cemetery went into foreclosure.

6. Los Angeles, California

Population: 3,849,378

If you don't really care about breathing, Los Angeles is a great place. The metro area that stretches from Long Beach to Riverside has the worst ozone pollution in the country, according to the American Lung Association's State of the Air report for 2010. Along with being tops in ozone pollution, L.A. is ranked third in year-round particle pollution, and fourth in short-term particle pollution.

Ozone is the byproduct of pollutants released by cars, chemical plants, refineries, and other sources. It exists naturally in the upper atmosphere of the Earth, but when emitted at ground level, it's considered a harmful outdoor pollutant. Inhaling ozone can cause wheezing, coughing, chest pain, throat irritation, congestion, and can make people more susceptible to respiratory illnesses such as bronchitis and pneumonia, according to the US Environmental Protection Agency. Think about that next time you drive in Los Angeles, which also lays claim the worst traffic in the country.

LOS ANGELES AMONG FORBES’ ‘TOP 10 U.S. CITIES IN FREEFALL’





Forbes has released its list of 'Top 10 U.S. Cities In Freefall', and California has the dubious distinction of appearing thrice. The greater Los Angeles, Riverside and Sacramento areas all made the list, only Florida had more cities represented. In compiling the list, Forbes used six metrics, including the percent the median home price has fallen since its individual peak, how many people were moving in and out of these metros, and percent change in unemployment.

Of California's woes, Forbes writes:

Riverside, Los Angeles and Sacramento are suffering because of the knocks they took after their inflated housing markets began to plummet. Unemployment in the City of Angels has nearly tripled in three years, to 12%. Riverside's unemployment has also ballooned, to 15%. Meanwhile Sacramento saw a 75% drop in new building permits. These are troubling signs for Cali metros, but not surprising. The end of the state's home-price climb triggered more than just a housing slump.

"In California, so many jobs were concentrated in construction," says Michael Fratantoni, vice president of research at the Mortgage Bankers Association, the professional association for real estate financiers. "Jobs building single family homes wound up not being sustainable, and there were a lot of job losses."

The Forbes report comes on the heels of California's most recent jobless report, which put the state's unemployment rate at a record 12.6% for March. However, in what might be an encouraging sign for the region, KPCC reports today that foreclosures in LA County are down 43.5% for the first quarter of 2010 compared to last year.

As the mainstream media focuses on a study that reveals a sharp decline in the nation’s illegal immigrant population, monthly welfare payments to children of undocumented aliens increased to $52 million in one U.S. county alone.

The hoopla surrounding last week’s news that the annual flow of illegal immigrants into the U.S. dropped by two-thirds in the past decade overlooked an important matter; the cost of educating, incarcerating and medically treating illegal aliens hasn’t decreased along with it, but rather skyrocketed to the tune of tens of billions of dollars annually.



THIS FIGURE DOES NOT INCLUDE EXTRA MILLIONS PAID FOR ANCHOR BABIES



Those figures don’t even include the extra millions that local municipalities dish out on welfare payments to the U.S.-born children of illegal immigrants, commonly known as anchor babies. In Los Angeles County alone that figure increased by nearly $4 million in the last year, sticking taxpayers with a whopping $52 million tab to provide illegal immigrants’ offspring with food stamps and other welfare benefits for just one month.

That means the nation’s most populous county, in the midst of a dire financial crisis, will spend more than $600 million this year to provide families headed by illegal immigrants with welfare benefits. In each of the past two years Los Angeles County taxpayers have spent about half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants. Additionally, the county spends $550 million on public safety and nearly $500 million on healthcare for illegal aliens.

About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from L.A. County’s Department of Social Services. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare perks that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children.

Over the next half-century, California's population will explode by nearly 75%, and Riverside will surpass its bigger neighbors to become the second most populous county after Los Angeles, according to state Department of Finance projections released Monday. California will near the 60-million mark in 2050, the study found, raising questions about how the state will look and function and where all the people and their cars will go. Dueling visions pit the iconic California building block of ranch house, big yard and two-car garage against more dense, high-rise development.But whether sprawl or skyscrapers win the day, the Golden State will probably be a far different and more complex place than it is today, as people live longer and Latinos become the dominant ethnic group, eclipsing all others combined. Some critics forecast disaster if gridlock and environmental impacts are not averted. Others see a possible economic boon, particularly for retailers and service industries with an eye on the state as a burgeoning market."It's opportunity with baggage," said Jack Kyser, chief economist for the Los Angeles County Economic Development Corp., in "a country masquerading as a state."Other demographers argue that the huge population increase the state predicts will occur only if officials complete major improvements to roads and other public infrastructure. Without that investment, they say, some Californians would flee the state.If the finance department's calculations hold, California's population will rise from 34.1 million in 2000 to 59.5 million at the mid-century point, about the same number of people as Italy has today. And its projected growth rate in those 50 years will outstrip the national rate — nearly 75% compared with less than 50% projected by the federal government. That could translate to increased political clout in Washington, D.C. Southern California's population is projected to grow at a rate of more than 60%, according to the new state figures, reaching 31.6 million by mid-century. That's an increase of 12.1 million over just seven counties.L.A. County alone will top 13 million by 2050, an increase of almost 3.5 million residents. And Riverside County — long among the fastest-growing in the state — will triple in population to 4.7 million by mid-century.Riverside County will add 3.1 million people, according to the new state figures, eclipsing Orange and San Diego to become the second most populous in the state. With less expensive housing than the coast, Riverside County has grown by more than 472,000 residents since 2000, according to state estimates.But many residents face agonizingly long commutes to work in other areas. And Monday, the state's growth projections raised some concerns in the Inland Empire.Registered nurse Fifi Bo moved from Los Angeles to Corona nine years ago so she could buy a house and avoid urban congestion. But she'd consider moving even farther east now that Riverside County is grappling with its own crowding problems."But where am I going? People used to move to Victorville, but [housing prices in] Victorville already got high," the 36-year-old said as she fretted about traffic and smog and public services stretched thin. "We don't know where to go. Maybe Arizona."John Husing, an economist who studies the Inland Empire, is betting that even in land-rich Riverside County, more vertical development is on the horizon. Part of the reason: a multi-species habitat conservation plan that went into effect in 2005, preserving 550,000 acres of green space that otherwise would have vanished."The difficult thing will be for anybody who likes where they live in Riverside County because it's rural," Husing said. "In 2050, you might still find rural out by Blythe, but other than that, forget rural."Husing predicts that growth will be most dramatic beyond the city of Riverside as the patches of empty space around communities such as Palm Springs, Perris and Hemet begin to fill in with housing tracts. The Coachella Valley, for example, will become fully developed and seem like less of a distinct area outside of Riverside, he said. "It'll be desert urban, but it'll be urban. Think of Phoenix," he said. Expect a lot of the new development in Riverside County to go up along the 215 Freeway between Perris and Murrieta, according to Riverside County Planning Director Ron Goldman. Thousands of homes have popped up in that area in the last decade, and Goldman said applications for that area indicate condominiums are next. The department is so busy that he's hiring 10 people who'll start in the next month."We have over 5,000 active development applications in processing right now," he said.No matter how much local governments build in the way of public works and how many new jobs are attracted to the region — minimizing the need for long commutes — Husing figures that growth will still overwhelm the area's roads.USC Professor Genevieve Giuliano, an expert on land use and transportation, would probably agree. Such massive growth, if it occurs, she said, will require huge investment in the state's highways, schools, and energy and sewer systems at a "very formidable cost."If those things aren't built, Giuliano questioned whether the projected population increases will occur. "Sooner or later, the region will not be competitive and the growth is not going to happen," she said.If major problems like traffic congestion and housing costs aren't addressed, Giuliano warned, the middle class is going to exit California, leaving behind very high-income and very low-income residents. "It's a political question," said Martin Wachs, a transportation expert at the Rand Corp. in Santa Monica. "Do we have the will, the consensus, the willingness to pay? If we did, I think we could manage the growth."The numbers released Monday underscore most demographers' view that the state's population is pushing east, from both Los Angeles and the Bay Area, to counties such as Riverside and San Bernardino as well as half a dozen or so smaller Central Valley counties.Sutter County, for example, is expected to be the fastest-growing on a percentage basis between 2000 and 2050, jumping 255% to a population of 282,894 , the state said. Kern County is expected to see its population more than triple to 2.1 million by mid-century.In Southern California, San Diego County is projected to grow by almost 1.7 million residents and Orange County by 1.1 million. Even Ventura County — where voters have imposed some limits on urban sprawl — will see its population jump 62% to more than 1.2 million if the projections hold.The Department of Finance releases long-term population projections every three years. Between the last two reports, number crunchers have taken a more detailed look at California's statistics and taken into account the likelihood that people will live longer, said chief demographer Mary Heim.The result?The latest numbers figure the state will be much more crowded than earlier estimates (by nearLatino, 75% next and 80% after that."That should be a wake-up call for voting Californians, Myers said, pointing out a critical disparity. Class-Action Lawsuit Says Utah Immigration Law Violates Civil Rights

Two national civil rights law organizations sued the State of Utah on Tuesday, seeking to block a law that gives the police new powers to question people they stop about immigration status.

The law, signed by Gov. Gary R. Herbert in March, was an effort by legislators to crack down on illegal immigration while avoiding the costly legal challenges and polarizing political furor that followed a stricter law enacted last year in Arizona.

But the American Civil Liberties Union and the National Immigration Law Center, based in Los Angeles, brought the class-action lawsuit claiming that the Utah statute violates federal civil rights and immigration law in “myriad ways,” mainly by interfering with immigration enforcement that is generally reserved for federal authorities. The groups are asking a federal judge to suspend the law before it goes into effect on May 10.

The Utah legal fight is one of many battles across the country, as several of states consider immigration crackdown bills late in the legislative season, and Latino and immigrant groups mobilize to try to stop a repeat of the Arizona law, known as S.B. 1070.

A tough immigration bill in Florida was changing by the hour in the State Senate over the past two days, as business and Latino leaders argued against it and lawmakers weighed its possible impact on the state’s tourism and agriculture.

A bill similar to Arizona’s is moving forward in Alabama. Georgia passed a tough enforcement bill last month that is awaiting the signature of Gov. Nathan Deal.

The legislature in Utah, looking for a political formula that would satisfy immigration hardliners without antagonizing the state’s growing population of Latino workers, passed three bills in March, including one that created a guest-worker program providing legal work permits to illegal immigrants living in the state. A third bill set up a partnership with the state of Nuevo León in northern Mexico to bring in temporary farm workers under an existing federal program.

The lawsuit challenged only Utah’s enforcement bill. “Federal immigration law leaves no room for this kind of intrusive state legislation,” said Linton Joaquin, general counsel of the National Immigration Law Center.

Utah’s attorney general, Mark Shurtleff, said he would vigorously defend the law. He said he had closely studied the Arizona law as well as a ruling by a federal judge that suspended central provisions of it. Mr. Shurtleff said Utah’s law was written to avoid racial profiling and to codify police practices that were already routine.

Last week, Mr. Shurtleff met with Justice Department officials in Washington to try to persuade them not to bring a lawsuit against the state. Representative Lamar Smith, Republican of Texas and chairman of the House Judiciary Committee, has criticized the Obama administration for failing to sue Utah, as it did Arizona.

States have wrestled with the issue given the unlikely prospects for an overhaul of immigration laws to move forward in a divided Congress. But President Obama, in a meeting late Tuesday with the Congressional Hispanic Caucus, said he remained committed to trying to pass some form of immigration legislation this year, perhaps a bill limited to giving legal status to illegal immigrant students. The meeting was the president’s third in as many weeks to try to revive some form of immigration legislation.

“The president is just absolutely dedicated to the proposition that some legislation has to move,” said Representative Charlie Gonzalez, Democrat of Texas and chairman of the Hispanic caucus.

In the meantime, Mr. Gonzalez said, the Hispanic lawmakers pressed Mr. Obama to set guidelines so that young students with no criminal records who are picked up by immigration agents would not be deported.

663 Illegal Aliens From Countries With Ties to Terrorism Arrested Along Southwest Border in 2010, Senator Says

Washington (CNSNews.com) - Sen. John Cornyn (R-Texas), speaking at a conference on border issues Thursday, said 663 individuals arrested along the southwest border in 2010 were from countries designated as “special interest” or from countries known to have ties with terrorism.



“It’s not just that we’re seeing immigration across our southern border from countries like Mexico -- people seeking to work and provide for their families,” said Cornyn, a member of the Senate Judiciary subcommittee on homeland security and terrorism. “Indeed in the last year alone -- where 445,000 individuals were detained at the southwest border -- 59,000 came from countries other than Mexico.

“These included 663 individuals from special-interest countries like Afghanistan, Libya, Pakistan, Somalia, and Yemen and four countries that have been designated by the U.S. Department of State as state-sponsors of terror – Cuba, Iran, Syria, and Sudan,” Cornyn said.

Special interest countries are those whose citizens are subject to enhanced screening by the Transportation Security Administration on U.S.-bound flights as a result of the attempted Christmas Day bombing of Northwest Flight 253.

The U.S. Border Patrol, which falls under the Homeland Security Department, is charged with apprehending aliens attempting to illegally cross U.S. borders. As CNSNews.com previously reported, in fiscal year 2010, around 84 percent of the approximately 448,000 illegal aliens arrested by the U.S. Border Patrol were not prosecuted.

After delivering his remarks at the 15th annual U.S.-Mexico Congressional Border Issues Conference, Sen. Cornyn told reporters he asked the Director of National Intelligence whether the apprehension of the 663 individuals was national security vulnerability. “He said yes it was, so we need to do more,” Cornyn said.

What the Obama administration is doing to secure the border more is “obviously not enough,” he added.

During his speech, Cornyn criticized the Obama administration’s border security efforts, saying that Homeland Security Secretary Janet Napolitano talks about the resources that have been devoted to border areas -- the so called ‘inputs’ – “where I’m really more interested in what the results, or the outputs, are.”

Napolitano, who also spoke at the event, said “taken as whole, the manpower, the technology, the resources, represent the most serious and sustained action to secure the border in our nation’s history, and it’s clear from every statistical measure that the approach is working.”

Napolitano called Border Patrol apprehensions a “key indicator of illegal traffic” along the U.S. borders, and she noted the apprehensions have decreased 36 percent in the past two years and are less than one half of what they were at their peak.

Sen. Cornyn suggested that a border security strategy should have a coordinated “interagency approach,” where the various federal entities charged with security along the border are working together and complementing one another.

He also said that a “good” border security strategy “should be resourced appropriately.”

The annual border conference took place on Capitol Hill and was sponsored by the U.S.-Mexico Chamber of Commerce.

Washington (CNSNews.com) – An illegal alien apprehended by the U.S. Customs and Border Protection agency during the last fiscal year had an estimated 84 percent chance of never being prosecuted, according to figures compiled by the office of Rep. John Culberson (R-Texas).

Culberson submitted the figures for the record during a hearing Wednesday of the House Appropriations subcommittee on homeland security.



Of 447,731 illegal aliens apprehended by the U.S. Border Patrol during fiscal year 2010 (which ended last September), only 73,263 (16.4 percent) were prosecuted, according to the submitted data. That means that 374,468 illegal aliens that were taken into custody (83.6 percent) were never prosecuted

HOW MANY ILLEGAL CRIMINALS ARE ON THE PROWL?

There are currently over 400,000 unaccounted for illegal alien criminals with outstanding deportation orders. Those are just the ones apprehended. At least one fourth of these are hard core criminals. Nobody knows how many more there are, but they are numerous and roaming your neighborhoods, preying on you and your family. Many of these heinous crimes are against children. How many children are being molested, raped, and murdered by illegal aliens? Nobody knows for sure but the numbers are staggering. To give you some idea of the prevalence of the crime, peruse the ICE Public Information News Releases.

While there are numerous reports of individual sexual predators such as Mexican Sex Offender and Six-Time Deportee in ICE Custody or Man Deported Following Conviction For Molesting 6-year-old, you will see many reports of multiple child predators being caught and deported. Some of them over the last two years are as follows:

• 45 child predators arrested in New York City,,

• 36 convicted Orange County child sex offenders face deportation

• ICE arrests 52 child predators in NYC operation

• Four Child Predators Arrested In Rhode Island

• ICE Arrests 16 predators in Westchester County Operation

• ICE Agents Arrest 8 Child Sex Predators In Washington, DC And Virginia

• 18 Predators Nabbed By ICE In Nassau County

• ICE Arrests 25 Child Sex Offenders in Chicago Area

In case you are interested, that is 250 illegal alien child molesters. And that is just the tip of the iceberg.

When we talk about the costs to secure our borders, we need to ask "How many crimes against children is acceptable collateral damage?" Isn't that what it is all about? Cheap lettuce versus molested, raped and murdered children - a cost/benefit tradeoff.

Occasionally, the Federal Government decides to actually do something about some of the more violent illegal alien criminals - after they are already here and have committed mayhem! Operation Predator evolved out of ICE's mission to find and deport illegal aliens with the more heinous criminal records. The majority of the arrests under Operation Predator - roughly 85% - involved foreign nationals in this country whose child sex crimes made them removable from the United States. By matching immigration databases with state Megan's law directories, ICE agents have arrested more than 1,800 registered sex offenders.

Digressing for a moment, what the hell was a convicted, illegal alien sex offender even doing out of jail or not immediately deported – even if 63% do come right back - let alone roaming around the neighborhoods while on a registry! Has the judicial system in this country gone insane?

In any case, Operation Predator began on July 9, 2003, and resulted in 6,085 child predator arrests throughout the country - an average of roughly 250 arrests per month and eight arrests per day. While arrests have been made in every state, the most have occurred in these states: Arizona (207), California (1,578), Florida (255), Illinois (282), Michigan (153), Minnesota (190), New Jersey (423), New York (367), Oregon (148) and Texas (545).

While Operation Predator was a noble effort and ICE is to be commended, it only made a small dent in the criminal activity and number of horrific crimes being committed by illegal alien child sexual predators.

It is worth noting that some pedophile statistics report that each pedophile molests average of 148 children. If so, that could be as many as 900,580 victims from just the 6,085 illegal alien predators that were caught. Regardless, how many children being molested is acceptable collateral damage?

In fact, the criminal activity in the illegal alien community is now so bad that illegal aliens are being held for ransom and as slaves by other illegal aliens and smugglers are kidnapping illegal aliens from other smugglers! When visiting any of the links and sites, keep in mind that nobody is tracking and reporting the crimes on a national basis and these are just the tip of the iceberg.

While it is a fact that most illegal aliens are law abiding, except for breaking immigration laws, it is also a fact that a significant percentage of illegal aliens have no respect for the rule of law and our legal customs. Many come with anti-American attitudes and philosophies that are totally alien to our culture, a subject addressed later in this paper. The end result is an ever-growing lawlessness among large portions of the illegal alien communities. It only makes sense that illegal alien criminals come to the United States - this is where the money is and our jails are a whole lot nicer than what they have in their home countries.

As previously noted, this report does not go into the property crimes being committed by illegal aliens. However, like the activities of other equal opportunity criminals, many property crimes are drug related, an activity that many illegal aliens, especially illegal alien gangs, are involved in. While violent crimes against one's person are the most serious, if your identity or car is stolen by an illegal alien you won't be too happy about it.

As a small example of property crimes, in 2003, according to the Arizona Department of Motor Vehicles, 57,600 cars were stolen in Phoenix alone. The owner losses are estimated to exceed $864 million. Most of the stolen cars ended up in Mexico and were never recovered. How many of those cars were stolen by illegal alien criminals versus resident criminals is unknown but you can rest assured that illegal aliens had a large part of it..
