If anyone clings to the belief that Mexican beef is safe from banned substances, new evidence is here to shake their faith.

I’ve been out of Mexico this week doing reporting in the southern U.S. But I can’t help make mention of the news from the international soccer federation known as FIFA, the World Anti-Doping Agency and Mexico’s own Secretariat of Health.

Turns out that massive numbers of teenage athletes who came to Mexico in June and July to compete in the Under-17 World Cup tested positive for clenbuterol, a steroid-like substance used by ranchers to bulk up their cattle before slaughter.

In an announcement this week, the groups said 109 players tested positive for clenbuterol presence in their urine. The groups aren’t taking any action against the players because at this point it’s widely known that Mexico _ like China _ is rife with tainted animal products. The positive tests came for players from 19 of the 24 squads competing in the World Cup.

Tourists take note: When you come to Mexico, if you eat beef, you are likely to be ingesting clenbuterol. I, for one, am trying not to eat meat in Mexico. Just remember: These Under-17 soccer players were only in Mexico a short time, yet they still tested positive. If you live in Mexico, likely levels in your body are higher.

Is Obama Punking Us?

“AUGUST is a challenging time to be president,” said Andrew Card, the former Bush White House chief of staff, as he offered unsolicited advice to his successors in a television interview last week. “I think you have to expect the unexpected.”
He should know. Thursday was the eighth anniversary of “Bin Laden Determined to Strike in U.S.,” the President’s Daily Brief that his boss ignored while on vacation in Crawford. Aug. 29 marks the fourth anniversary of Hurricane Katrina’s strike on the Louisiana coast, which his boss also ignored while on vacation in Crawford.
So do have a blast in Martha’s Vineyard, President Obama.
Even as we wait for some unexpected disaster to strike, Beltway omens for the current White House are grim. Obama’s poll numbers are approaching free fall, we are told. If he fails on health care, he’s toast. Indeed, many of the bloviators who spot a fatal swoon in the Obama presidency are the same doomsayers who in August 2008 were predicting his Election Day defeat because he couldn’t “close the deal” and clear the 50 percent mark in matchups with John McCain.
Here are two not very daring predictions: Obama will get some kind of health care reform done come fall. His poll numbers will not crater any time soon.
Yet there is real reason for longer-term worry in the form of a persistent, anecdotal drift toward disillusionment among some of the president’s supporters. And not merely those on the left. This concern was perhaps best articulated by an Obama voter, a real estate agent in Virginia, featured on the front page of The Washington Post last week. “Nothing’s changed for the common guy,” she said. “I feel like I’ve been punked.” She cited in particular the billions of dollars in bailouts given to banks that still “act like they’re broke.”
But this mood isn’t just about the banks, Public Enemy No. 1. What the Great Recession has crystallized is a larger syndrome that Obama tapped into during the campaign. It’s the sinking sensation that the American game is rigged — that, as the president typically put it a month after his inauguration, the system is in hock to “the interests of powerful lobbyists or the wealthiest few” who have “run Washington far too long.” He promised to smite them.
No president can do that alone, let alone in six months. To make Obama’s goal more quixotic, the ailment that he diagnosed is far bigger than Washington and often beyond politics’ domain. What disturbs Americans of all ideological persuasions is the fear that almost everything, not just government, is fixed or manipulated by some powerful hidden hand, from commercial transactions as trivial as the sales of prime concert tickets to cultural forces as pervasive as the news media.
As Democrats have pointed out, the angry hecklers disrupting town-hall meetings convened by members of Congress are not always ordinary citizens engaging in spontaneous grass-roots protests or even G.O.P. operatives, but proxies for corporate lobbyists. One group facilitating the screamers is FreedomWorks, which is run by the former Congressman Dick Armey, now a lobbyist at the DLA Piper law firm. Medicines Company, a global pharmaceutical business, has paid DLA Piper more than $6 million in lobbying fees in the five years Armey has worked there.
But the Democratic members of Congress those hecklers assailed can hardly claim the moral high ground. Their ties to health care interests are merely more discreet and insidious. As Congressional Quarterly reported last week, industry groups contributed almost $1.8 million in the first six months of 2009 alone to the 18 House members of both parties supervising health care reform, Nancy Pelosi and Steny Hoyer among them.
Then there are the 52 conservative Blue Dog Democrats, who have balked at the public option for health insurance. Their cash intake from insurers and drug companies outpaces their Democratic peers by an average of 25 percent, according to The Post. And let’s not forget the Democratic Senate Campaign Committee, which has raked in nearly $500,000 from a single doctor-owned hospital in McAllen, Tex. — the very one that Obama has cited as a symbol of runaway medical costs ever since it was profiled in The New Yorker this spring.
In this maze of powerful moneyed interests, it’s not clear who any American in either party should or could root for. The bipartisan nature of the beast can be encapsulated by the remarkable progress of Billy Tauzin, the former Louisiana congressman. Tauzin was a founding member of the Blue Dog Democrats in 1994. A year later, he bolted to the Republicans. Now he is chief of PhRMA, the biggest pharmaceutical trade group. In the 2008 campaign, Obama ran a television ad pillorying Tauzin for his role in preventing Medicare from negotiating for lower drug prices. Last week The Los Angeles Times reported — and The New York Times confirmed — that Tauzin, an active player in White House health care negotiations, had secured a behind-closed-doors flip-flop, enlisting the administration to push for continued protection of drug prices. Now we know why the president has ducked his campaign pledge to broadcast such negotiations on C-Span.
The making of legislative sausage is never pretty. The White House has to give to get. But the cynicism being whipped up among voters is justified. Unlike Hillary Clinton, whose chief presidential campaign strategist unapologetically did double duty as a high-powered corporate flack, Obama promised change we could actually believe in.
His first questionable post-victory step was to assemble an old boys’ club of Robert Rubin protégés and Goldman-Citi alumni as the White House economic team, including a Treasury secretary, Timothy Geithner, who failed in his watchdog role at the New York Fed as Wall Street’s latest bubble first inflated and then burst. The questions about Geithner’s role in adjudicating the subsequent bailouts aren’t going away, and neither is the angry public sense that the fix is still in. We just learned that nine of those bailed-out banks — which in total received $175 billion of taxpayers’ money, but as yet have repaid only $50 billion — are awarding a total of $32.6 billion in bonuses for 2009.
It’s in this context that Obama can’t afford a defeat on health care. A bill will pass in a Democrat-controlled Congress. What matters is what’s in it. The final result will be a CAT scan of those powerful Washington interests he campaigned against, revealing which have been removed from the body politic (or at least reduced) and which continue to metastasize. The Wall Street regulatory reform package Obama pushes through, or doesn’t, may render even more of a verdict on his success in changing the system he sought the White House to reform.
The best political news for the president remains the Republicans. It’s a measure of how out of touch G.O.P. leaders like Mitch McConnell and John Boehner are that they keep trying to scare voters by calling Obama a socialist. They have it backward. The larger fear is that Obama might be just another corporatist, punking voters much as the Republicans do when they claim to be all for the common guy. If anything, the most unexpected — and challenging — event that could rock the White House this August would be if the opposition actually woke up.

For years, Brian Sandoval has been a rising Republican star, a trailblazer touted as a symbol of the party's increasing diversity.

Square-jawed and handsome, he was elected Nevada's first Latino attorney general, showcased at the 2004 Republican National Convention and appointed the state's first Latino federal judge.

Now, as the GOP nominee for governor, Sandoval has come to symbolize something else: a tension within the Republican Party between efforts to attract Latinos and actions that repel members of the nation's fastest-growing minority group.

Across the country, GOP candidates have vigorously supported Arizona's tough new immigration law and, in some cases, gone further by supporting a rewrite of the Constitution to deny citizenship to the U.S.-born children of those here illegally. (Sandoval opposes that effort.)

The tough talk has rallied conservatives and drawn support from independents and even some Democrats frustrated with the current patchwork of state and federal immigration laws.

But the stance has also alienated Latinos who feel they are once again being scapegoated by a party with a history of harsh rhetoric and a penchant for backing policies — making English the official language, denying public services to illegal immigrants — that many consider punitive.

"It's always the same thing," said Victor Chicas, 43, a Las Vegas restaurant worker and naturalized citizen, who came nearly 20 years ago from El Salvador. "Blame the immigrants."

When Sandoval, 47, left the bench last year and launched his gubernatorial bid, Otto Merida was an avid supporter. A Republican and head of the Las Vegas-based Latin Chamber of Commerce, Merida even wrote Sandoval a $500 check.

But Merida has since switched his allegiance, embracing Sandoval's Democratic opponent, Rory Reid. The reason: the Arizona law.

Battling for the GOP nomination, Sandoval endorsed the measure and came out against driver's licenses for illegal immigrants as part of a rightward shift that left Merida and other Latinos angry and confused. Reid opposes the law, which requires police to determine the status of people they stop and suspect are illegal immigrants.

"People are using this issue just to get votes," said Merida, who emphasized that he was speaking personally and not for the chamber. "They're dividing this country and creating friction at a time we need to be more united than ever."

Sandoval said some interpret the law differently than he does. "I see it as Arizona's effort to get its arms around a very extreme public safety problem and the inability of the federal government to secure the borders," he said.

"I've been very straightforward with everybody in this state with regard to my positions," Sandoval said, shrugging off the anger among some Latinos. "If I'm fortunate to be elected, I'll continue to work with the Hispanic community."

The political stakes are considerable, not just in Nevada but throughout the country. From 2000 to 2008, Latino registration grew 54% nationally and turnout rose 64%, according to America's Voice, an immigration advocacy group.

The concentration of Latino voters, who have trended more Democratic over the last several years, is also significant. Several states, including Nevada, Colorado and Arizona, have grown more competitive in presidential elections as the Latino population swelled. Texas, now solidly Republican, is expected to join that list over the next few years.

In the short-term, a hard line on immigration can be good politics. Sandoval knocked off a sitting governor in the GOP primary, the first time that happened in Nevada. (It helped that incumbent Jim Gibbons was greatly weakened by personal scandal.) Sandoval is a strong favorite to win in November. Arizona Gov. Jan Brewer, a Republican whose reelection chances had been considered iffy, cruised to her party's nomination after signing the Arizona bill into law. She, too, is favored in November.

"Short-term it's an obvious benefit because the vast majority in the country favor doing something," said Matthew Dowd, President Bush's chief strategist in his 2004 reelection campaign. "In their mind, the federal government has abdicated its responsibility on immigration and proven incompetent."

But Dowd, who has worked for years to broaden the GOP appeal to Latinos, worries about the longer-term consequences. "It could feed that already existing perception that Hispanics have of Republicans, that they're intolerant and insensitive," Dowd said.

The textbook case is California's Proposition 187, the 1994 measure that sought to deny public education and other benefits to illegal immigrants and helped boost Gov. Pete Wilson to reelection. A majority of Latinos initially supported the initiative. However, by the end of an angry campaign, more than 3 in 4 Latinos voted against the initiative, which was approved but later found unconstitutional.

More significantly, Latinos were politically energized as never before. Voter registration soared and their antagonism toward the GOP helped make California one of the most Democratic states in the country.

"I've always said Pete Wilson did more for our cause of getting Latinos to naturalize and vote than all of our efforts in the political-engagement world combined," said Arturo Vargas, head of the National Assn. of Latino Elected and Appointed Officials.

Some reject comparisons to Proposition 187, saying Democrats have their own problem with Latinos after promising and failing to deliver comprehensive immigration reform. An Associated Press- Univision poll released last month found just 43% of Latinos surveyed felt President Obama had adequately addressed their needs. (His 57% approval rating, however, was much better than among other groups.)

"Right now, the Republicans are being more negative than they should be," said Lionel Sosa, a GOP strategist in San Antonio. "But the Democrats are just sitting on their butts."

Here in Nevada, strategists for both parties see the Latino vote as crucial in the governor's race as well as in the contest between Senate Majority Leader Harry Reid, Rory's father, and Republican Sharron Angle, a former state legislator. Latinos are about 12% of the electorate.

Sandoval has taken to the Spanish-language airwaves to trumpet the historic nature of his candidacy. Otherwise, he says, his message is the same wherever he goes. "Latino voters have the same concerns as all the other voters in our state," he said. "They're concerned about education, they're concerned about working and jobs and diversifying our economy."

But some Latinos can't get past Sandoval's support for the Arizona law, which they say unfairly targets those with brown skin. (Sandoval said he would not try to enact such a law in Nevada because police tell him it is not needed.)

He compounded the upset with an off-air comment during an Univision interview, reportedly stating his children wouldn't be stopped by Arizona police because they "don't look Hispanic."

Sandoval says he does not recall making the remark, which was not broadcast, but nevertheless expressed his regrets. By then, however, the damage was done.

"A Latino person like that comes to get our vote? Why?" said Manny Barajas, 59, a waiter on the Las Vegas Strip. "As soon as he says that, to me he is dead."

Chicas, the server at a casino steakhouse, was more measured but no less adamant: "What we need is results, for someone to say, 'Here's a problem. How can we solve it?' Not to blame a specific group or race."

He plans to vote for Rory Reid.

Obama Administration Challenges Arizona E-Verify Law
The Obama administration has asked the Supreme Court to strike down a 2007 Arizona law that punishes employers who hire illegal aliens, a law enacted by then-Governor Janet Napolitano. (Solicitor General's Amicus Curiae Brief). Called the “Legal Arizona Workers Act,” the law requires all employers in Arizona to use E-Verify and provides that the business licenses of those who hire illegal workers shall be repealed. From the date of enactment, the Chamber of Commerce and other special interest groups have been trying to undo it, attacking it through a failed ballot initiative and also through a lawsuit. Now the Chamber is asking the United States Supreme Court to hear the case (Chamber of Commerce v. Candelaria), and the Obama Administration is weighing in against the law.
To date, Arizona’s E-Verify law has been upheld by all lower courts, including the Ninth Circuit Court of Appeals. The Ninth Circuit, in particular, viewed it as an exercise of a state’s traditional power to regulate businesses. (San Francisco Chronicle, June 2, 2010). Obama’s Justice Department, however, disagrees. Acting Solicitor General Neal Katyal said in his filing with the Supreme Court that the lower courts were wrong to uphold the statute because federal immigration law expressly preempts any state law imposing sanctions on employers hiring illegal immigrants. Mr. Katyal argues that this is not a licensing law, but “a statute that prohibits the hiring of unauthorized aliens and uses suspension and revocation of all state-issued licenses as its ultimate sanction.” (Solicitor General's Amicus Curiae Brief, p. 10). This is the administration’s first court challenge to a state’s authority to act against illegal immigration, and could be a preview of the battle brewing over Arizona’s recent illegal immigration crackdown through SB 1070.
Napolitano has made no comment on the Department of Justice’s decision to challenge the 2007 law, but federal officials said that she has taken an active part in the debate over whether to do so. (Politico, May 28, 2010). As Governor of Arizona, Napolitano said she believed the state law was valid and became a defendant in the many lawsuits against it. (Id.).

Corporate America, it's time to spread the wealth
Businesses are sitting on a record hoard of cash, but they're not using it to hire workers or pay existing ones better wages. Broadly distributing the fruits of economic growth is the only way to sustain that growth.

Corporate America must be in a bad way. Job growth has stagnated, the prospects for hiring, at least in the near term, seem grim, and the polls of top executives sound universally glum.

And yet, operating earnings of companies in the Standard & Poor's 500 index jumped 38.4% in the second quarter compared with a year earlier, according to Thomson Reuters, and companies are sitting on an estimated $1.8 trillion in cash -- by some measures, a record mound of cash.

Somebody's making money in this economy. Unfortunately, it's not the middle class or the working class. And that's our real problem.

The business lobby talks as though the flat-lined job picture isn't the fault of employers. Certainly it's true that it's not entirely the fault of employers. Chamber of Commerce types overemphasize doubts about the strength of the economic recovery, the prospect of higher federal taxes and the costs of government initiatives such as healthcare reform.

Some aren't above suggesting that American workers have simply become too lazy to get off unemployment and do some real work.

That was the theme of a recent article in the Wall Street Journal quoting several business owners marveling at the dearth of applicants for skilled job openings. But you had to do some math to find a clue to why this might be.

One business was looking to pay $13 an hour for machinists. That works out to about $27,000 a year (assuming vacation is paid for), or about the federal poverty line for a family of five.

Now, it's possible that the business owner couldn't possibly afford to pay a penny more. Or he might be thinking that with unemployment nosing 10% he could try bidding down. But the article also quoted him saying his company could grow sharply if it only had the personnel, so perhaps he should consider bidding up.

The idea that only a shrinking proportion of American workers deserves a solid middle-class income seems to have become ingrained in parts of the business community over the last few years. That was the thought behind the punishing Southern California grocery lockout and strike of 2003-04, when the supermarket chains pressed for a wage and benefit system on which it would be difficult if not impossible to raise a family. (They got their way for new employees.)

How has that worked out? The share price of Safeway Inc., the owner of Vons and Pavilions and one of the chief drivers of the dispute, has barely budged since January 2004. The company swung from a profit of $560 million in 2004 to a loss of roughly $1 billion last year, a performance it largely blames on the crummy economy.

This is just one more manifestation of increasing income inequality in America, where the rich have gotten richer and the middle and working class have gone into debt to merely hang on. Whenever I write about the need for corporations and the wealthy to shoulder their fair share of taxes, I can count on receiving numerous e-mails instructing me that we need to cosset the rich because they're the source of job growth. "I've never been offered a job by a poor person" is the usual refrain.

The answer to this argument is that there are precious few firms that can survive purely on the patronage of the top 1% of income-earners, or even the top 20%. When no one can afford to buy, no one has customers. Broadly distributing the fruits of economic growth is the only way to sustain that growth.

Ford Motor Co. understood as long ago as 1914, when it raised its daily wage to $5. The company's new living wage all but eliminated absenteeism, built workplace loyalty and helped create a huge new market for automobiles. You want to call Henry Ford a "socialist" for implementing this idea, go right ahead.

Corporate America, in the aggregate, has the apparent capacity to do the same today. The Federal Reserve reported in June that nonfinancial companies were holding cash totaling more than $1.8 trillion, having built up their hoards at a rate unmatched in more than 50 years. That's a lot of money being held out of the economy, dwarfing what the government stimulus program is putting in.

There's nothing inherently good or bad about a company's stockpiling of cash. It can bespeak a strong balance sheet. Or, if it's the proceeds of lots of expensive borrowing, a weak one. It can build corporate wealth if it's invested profitably in the business or stagnation if it just sits around in low-yielding instruments.

It can be the work of a visionary chief executive building a war chest for a big move or of a shrinking violet with nothing on his mind except inflating his company's bank account with big numbers.

The only important question is: "What are they doing with the money?"

One thing they're not doing is lavishing it on personnel, though some have taken steps to help shareholders. At least 135 companies in the S&P 500 jacked up their shareholder dividends in the first half of this year.

Among the others, let's consider one of the most cash-rich companies in the S&P, Hewlett-Packard Co., which has been getting scrutinized by management pundits lately for reasons other than, um, corporate strategy. As of July 31, HP reported cash of $14.7 billion (up from $11.3 billion in 2007), which ranked it around 13th among S&P 500 companies.

CORPORATE PROFITS UP! WAGES DEPRESSED!

In 2009, under its just-departed CEO Mark Hurd, the firm cut base pay for many employees, cut its matching contributions to their 401(k) plans and made them conditional on financial results, and eliminated a discount on share purchases by its employees. Hurd also cut HP's research and development spending to 2.5% of revenue in 2009, half its ratio in 2003, another act that elevates the here-and-now over the what-lies-ahead.

HP hasn't raised its dividend lately, but in 2008 and 2009, its board authorized share buybacks totaling $16 billion, according to its SEC filings. By supporting the share price, that money flows to shareholders rather than wage-earners. All of this might help explain why (judging from public message boards) the HP rank and file were delighted by Hurd's departure, albeit resentful that he was leaving with a severance package worth more than $30 million.

Obviously there's no way to force employers to hire more workers or to give the ones they have better pay, any more than there's any way to force bailed-out banks to use their money to make loans. But funneling corporate wealth to shareholders at the expense of the workers who create that wealth isn't any smarter today than it was 10 years ago, when it got us into this economic fix, and it sure won't lead us to a brighter tomorrow.

Mexican drug gangs 'spread to every region of US'

Mexican heroin production is growing
Mexican drug gangs have expanded their activities in the US with heroin production doubling in 2008, the US justice department says in a report.
Despite US funding for the war on drugs, trade in marijuana, ecstasy and methamphetamine also grew, the National Drug Threat Assessment said.
The report found that Mexican groups were active in every region of the US.
Gangs were moving an estimated $40bn (£27bn) in cash back into Mexico across the border each year, it added.
Mexico has long been the main conduit for illicit drugs smuggled into the US but this report suggests that the efforts to halt the flow on both sides of the border have had only a limited impact, the BBC's Richard Lister reports from Washington.
In 2007 the US pledged $1.4bn (£0.9bn) over three years to fight the drugs cartels but the following year heroin production in Mexico rose from 17 to 38 metric tons.
This, the report says, led to lower heroin prices and more overdose deaths in the US.
Network growth
The report found that Mexican heroin was poised to take a "more significant share" of the market in US cities where South American heroin has traditionally dominated.
For Asian heroin, the US continued to be a secondary market, it said.
The assessment says that Mexican drug suppliers have increased their co-operation with American street and prison gangs to expand their distribution networks.
Speaking in Mexico City earlier this week, US Secretary of State Hillary Clinton called for more efforts to tackle the social issues such as poverty that fuel the drugs trade.
Mexico, which has some 50,000 troops engaged against the cartels, has suggested that American money and equipment has not arrived quickly enough.

Law enforcement agencies have arrested more than 2,000 people in a 22-month investigation targeting Mexican drug trafficking organizations in the United States.

The probe, called Project Deliverance, focused on the transportation of methamphetamine, cocaine, heroin and marijuana along the Southwest border.

Over 400 of the 2,000 arrests were made Wednesday. Atty. Gen. Eric Holder is scheduled to hold a news conference on the operation Thursday.

The Drug Enforcement Administration, the FBI and Immigration and Customs Enforcement worked on the effort with state and local law enforcement agencies.

County Spends $600 Mil On Welfare For Illegal Immigrants

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.

THE EXORBITANT FIGURE DOES NOT INCLUDE THE ENORMOUS COST OF EDUCATING, MEDICALLY TREATING, OR INCARCERATING ILLEGALS ALIENS. THIS COSTS THE COUNTY AN ADDITIONAL ONE BILLION DOLLARS.

The exorbitant figure, revealed this week by a county supervisor, doesn’t even include the enormous cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $500 million for healthcare and $350 million for public safety.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from the county’s Department of Social Services. In 2009 the tab ran $570 million and this year’s figure is expected to increase by several million dollars.
Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,” the veteran county supervisor (Michael Antonovich) who revealed the information has said. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

The anchor baby scam has proven lucrative for illegal aliens in Los Angeles County, at considerable cost to our own poor and downtrodden legal citizenry.

The numbers show that more than $50 million in CalWORKS benefits and food stamps for January went to children born in the United States whose parents are in the country without documentation. This represents approximately 23 percent of the total benefits under the state welfare and food stamp programs, Antonovich said.

"When you add this to $350 million for public safety and nearly $500 million for health care, the total cost for illegal immigrants to county taxpayers far exceeds $1 billion a year -- not including the millions of dollars for education," Antonovich said.

The bill's collapse galvanized Hispanic voters and advocacy groups, who say it exposed an anti-immigrant and anti-Hispanic strain among American voters. The groups are vowing to fight back by pointing out when they think the debate turns hateful and are promising to register Hispanic voters so they can show their displeasure at the polls. Both Mr. Obama and Sen.
