More than 1,500 coronavirus-positive migrants released in one week into Texas border town

MCALLEN, Texas — A border city in south Texas declared a local disaster this week as it struggles to respond to surging cases of the coronavirus among migrants as thousands are released by the Border Patrol onto the street every week.

Last week, a record-high 7,000 migrants were released in downtown McAllen, where they were immediately tested for the coronavirus through a city contractor. More than 1,500 people tested positive over the past seven days, according to a city document issued Wednesday, compared to a total of 7,000 confirmed cases over the past five months. Those who test positive are told to quarantine for two days but are ultimately released into the public.

The city said in a statement that the "shockingly large number of immigrants" released by Customs and Border Protection into the city overwhelmed Catholic Charities, which provides humanitarian services in the city for migrants. "This significant change increases the threat of COVID spread or other lawlessness within the city," the city said.

The Catholic Charities shelter downtown has taken in migrants released by federal border authorities for seven years but has never seen numbers like those over the past few weeks. In early July, the shelter averaged 750 arrivals daily, increasing to 1,100, and up to 1,900 per day in the first few days of August. The center is only approved to hold 1,236 people at a time.

“Faced with a rapidly escalating surge of immigrants at the Texas-Mexico Border, the City of McAllen’s Emergency Management Office, in coordination with City Management and in accordance with the Mayor’s Declaration of Local Disaster executed on August 2, 2021, took swift action to begin its efforts to mitigate emergent health and safety risks,” the city wrote in a statement issued Wednesday.

To avoid releasing hundreds of people on the street every day, McAllen Mayor Javier Villalobos declared a local state of disaster that allowed the city to get reimbursed by the country and state for costs incurred responding to the emergency. That includes renting a larger property several miles north where far more people can be held at once.

The trouble for McAllen is that its contractor overseeing coronavirus testing among migrants, the American Medical Response, leases city property downtown, complicating how migrants with and without the coronavirus will be transported to and from testing.

The McAllen City Commission also instructed the city’s emergency management office and city management to ask Hidalgo County to put up an emergency management facility elsewhere in the city to deal with the “overwhelming” number of migrants being released in the town. The commission also told the city to ask the Biden administration for relief to deal with the escalating situation.

An overloaded van carrying 29 migrants crashed Wednesday on a remote South Texas highway, killing at least 10 people, including the driver, and injuring 20 others, authorities said.

The crash happened shortly after 4 p.m. Wednesday on U.S. 281 in Encino, Texas, about 50 miles (80 kilometers) north of McAllen. Sgt. Nathan Brandley of the Texas Department of Public Safety says the van, designed to hold 15 passengers, was speeding as the driver tried to veer off the highway onto Business Route 281. He lost control of the top-heavy van, which slammed into a metal utility pole and a stop sign.

The van was not being pursued, said Brooks County Sheriff Urbino.

Martinez said he believed all of the passengers were migrants. Brandley said the death toll was initially announced as 11 but was later revised. He also said the 20 who survived the initial crash all have serious to critical injuries.

The identities of the 30 in the van were being withheld until relatives can be notified, Brandley said. No information about the van, including where it was registered or who owned it, was immediately released..

Encino is a community of about 140 residents about 2 miles (3.22 kilometers) south of the Falfurrias Border Patrol checkpoint.

A surge in migrants crossing the border illegally has brought about an uptick in the number of crashes involving vehicles jammed with migrants who pay large amounts to be smuggled into the country. The Dallas Morning News has reported that the recruitment of young drivers for the smuggling runs, combined with excessive speed and reckless driving by those youths, have led to horrific crashes.

Victor M. Manjarrez Jr., director of the Center for Law & Human Behavior at the University of Texas at El Paso, told the newspaper that criminal organizations recruit drivers from Austin, Dallas and Houston. Others come from the El Paso area, while others come from parts of Latin America rife with police corruption.

“They’re told, ‘If you’re caught, it’ll go bad for you,’” he said.

They’ll be picked out of a group of migrants seeking safe passage across the border for a reduction of their smuggling fee, Manjarrez said. They’re told to follow a scout vehicle.

“It’s not bad for a few hours’ work,” Manjarrez said.

One of the deadliest crashes came on March 3, when 13 people were killed when a semitrailer truck slammed into a sport utility vehicle containing 25 migrants near Holtville, California, about 125 miles (200 kilometers) east of San Diego.

On March 17, eight migrants were killed when the pickup truck carrying them crashed into another truck while being pursued by police nearly 30 miles (50 kilometers) north of the border city of Del Rio, Texas. The driver faces a possible life sentence after pleading guilty to multiple federal charges on May 24. No sentencing date has been set.

Mark Morgan, former chief operating officer and acting commissioner for Customs and Border Protection (CBP), told Breitbart News on Wednesday that the Biden administration and Democrats intend to include a “mass amnesty proposal” for illegal aliens in an appropriation bill marketed by the White House as a “Bipartisan Infrastructure Bill.”

“The White House and Democrats are trying to pass through a mass amnesty proposal as part of infrastructure,” Morgan warned on Wednesday’s edition of SiriusXM’s Breitbart News Daily with host Alex Marlow. “That in and of itself is ridiculous, but they’re also doing it through a complicated, seldom-used reconciliation process. It’s an end-run around needing a 60-vote requirement to get a bill passed [in the Senate].”

He continued, “This is unconscionable. I believe it’s illegal. I believe it goes against the reconciliation requirements, that [the legislation must] have some tangential relationship to spending. That’s the only way it can be part of an appropriations bill, [in this case] specifically infrastructure. It’s absolute lunacy.”

Americans “should have their voices heard” on an issue “so critical to our national security, public health. and our public safety,” Morgan remarked.

“The White House and Democrats [are] trying to do a back door, midnight, cloak of darkness deal to further their agenda,” he added. “It’s unconscionable.”

CBP cannot adequately secure the border while its resources are consumed by processing and housing illegal aliens, Morgan stated.

“Border patrol agents [are processing] 210,000 illegal aliens [in July],” he noted. “Guess what’s happening? They’re being pulled off the line. Large areas of the border are wide open. It’s why you’re seeing fentanyl [trafficking] skyrocket, criminal aliens are getting past them, gang members are getting past.”

Morgan said approximately 300,000 migrants — which he described as a “conservative” estimate — evaded Border Patrol agents in the current fiscal year for the federal government, which ends in October.

“[We’ve seen] 300,000 got-aways this fiscal year,” he said “That’s shattering all records. That’s 300,000 individuals that have snuck into the country, gotten past, our front-line defenders, and made their way to every town, city, and state.”

Illegal immigration affects the entire country, Morgan warned.

He stated, “What happens on the southwest border does not stay at the Southwest border. The illegal aliens — right now, [by] this administration — are being released into the United States and being flown to every state in this country.”

Morgan said the Department of Homeland Security (DHS) is not screening migrants for coronavirus.

He said, “DHS, up to this point, is not doing anything with respect to COVID. They’re not testing. They’re sure as heck not giving out vaccines.”

The Biden administration has released about 300,000 unaccompanied minors, Morgan shared.

“I’m being conservative when I say this administration has released around 300,000 … unaccompanied minors, as well as families into the country. … They’re not testing the families, not a single one,” he added.

Morgan highlighted how lawful travelers — both U.S. and Mexican citizens — seeking access to the U.S. across ports of entry along the southern border are subjected to greater travel restrictions than migrants illegally crossing the U.S.-Mexico border.

He concluded, “Right now, a family can walk up — illegally enter our borders — walk up to a Border Patrol agent, a family of four [or] five and say, ‘Hey, I just walked into your country, and oh, by the way, we all have COVID.’ Guess what they’re going to [say] under this administration? ‘No problem, come on in, we’re going to release you into the interior of the United States.'”

Lawsuit: Biden’s DHS Hiding Crimes Committed by Released Migrants

President Joe Biden’s Department of Homeland Security (DHS) is failing to disclose crimes, if any, committed by migrants that the administration has released into the United States interior, a newly filed lawsuit alleges.

After taking office in January, Biden ended the Remain in Mexico program, which had proven remarkably effective in eliminating the Catch and Release policy whereby border crossers are apprehended and subsequently released into the U.S. interior while awaiting their asylum hearings.

Biden announced in February that his DHS, with the help of the United Nations, would start releasing about 25,600 migrants enrolled in the program into the U.S. interior. Breitbart News exclusively reported that the migrants are being released in Brownsville and El Paso, Texas, as well as San Diego, California.

On Wednesday, the government watchdog group Judicial Watch filed a Freedom of Information Act (FOIA) lawsuit against DHS for allegedly failing to disclose the number of Remain in Mexico migrants who went on to commit crimes after the agency released them into the U.S. interior.

According to the lawsuit, Judicial Watch had first requested the information on March 18. DHS officials responded to the request on April 5 confirming that they had received it.

While the United States Citizenship and Immigration Services (USCIS) agency responded to the FOIA request, stating that they had found no criminal records on Remain in Mexico migrants, other sub-agencies at DHS like the Customs and Border Protection (CBP) and the Immigration and Customs Enforcement (ICE) have yet to respond to the request, the lawsuit claims.

“The Biden administration should come clean about crimes committed by aliens as a result of its reckless decision to end [Remain in Mexico], a commonsense measure put in place by the Trump administration to try to control the border,” Judicial Watch President Tom Fitton said in a statement.

The lawsuit asks a federal judge to order DHS to make available all criminal records, if any, on Remain in Mexico migrants.

As of early May, more than 8,300 Remain in Mexico migrants had been released into the U.S. interior — many headed to Florida, Texas, and California.

The lawsuit is Judicial Watch v. DHS, No. 1:21-cv-01927 and was filed in the U.S. District Court for the District of Columbia.

President Joe Biden’s border chief is encouraging many Venezuelans to migrate illegally into the United States by dangling a partial amnesty with a September 2022 deadline.

Secretary of Homeland Security Alejandro Mayorkas included the encouragement in a supposedly routine August 3 extension of the deadline for Venezuelans who are in the United States to apply for Temporary Protected Status (TPS), which allows migrants to stay and work in the United States. The invite said:

The Department of Homeland Security today published a Federal Register notice (FRN) announcing extensions of the registration periods from 180 days to 18 months for initial (new) applicants for Temporary Protected Status (TPS) under the designations of Venezuela …  The 18-month registration period for initial applications under the TPS designation of Venezuela now runs through Sept. 9, 2022.

But “the only reason that you do this is to reward as many people as possible with work permits and, basically, all but a guarantee that you’ll never be returned home,” responded Rob Law, a former top official at the U.S. Citizenship and Immigration Services agency.

Since 2009, the migration flow has expanded as rational migrants have used coyotes — and U.S. immigration advocates — to zig-zag through a series of loopholes dubbed catch-and-release, Flores, and the 2008 TVPRA law.

Formally, the announcement extends the TPS-application deadline for Venezuelans who are now in the United States, said Law, who now works for the Center for Immigration Studies. In reality, the 13-month delay gives roughly six million Venezuala who are now living in South American countries the incentive and the time to walk across the Mexican border using fake identities, knowing they can file for the TPS asylum with their true name and valid documents by September 2022, he said.

Most of those migrants who arrive after this week will get TPS because Mayorkas and his deputies will pressure agency officials to approve the applications, said Law.

The decision comes a week after Mayorkas awarded TPS status to 100,000 additional Haitian migrants, including many thousands who recently walked through the southern border.

Mayorkas — a Cuban-born, pro-migration zealot — and his deputies are turning the TPS program into a political weapon, Law said. “They are exploiting the TPS statute to do what Congress is unable or unwilling to do, which is to provide fully loaded amnesty [to migrants], so they’re providing amnesty-lite in the form of TPS work permits,” he said.

Since Biden’s inauguration, the eligible population of TPS recipients has exploded from roughly 320,000 to 746,000, not counting the Venezuelans who will arrive by September 2022.

The Associated Press reported June 28:

7,484 Venezuelans were encountered by Border Patrol agents along the U.S.-Mexico border [in May]— more than all 14 years for which records exist.

The surprise increase has drawn comparisons to the midcentury influx of Cubans fleeing Fidel Castro’s communist rule. It’s also a harbinger of a new type of migration that has caught the Biden administration off guard: pandemic refugees.

Many of the nearly 17,306 Venezuelans who have crossed the southern border illegally since January had been living for years in other South American countries, part of an exodus of nearly 6 million Venezuelans since President Nicolás Maduro took power in 2013.

The Mayorkas announcement also extends the same encouragement to people from Myanmar and Syria. Young men in those two distant populations can get to the United States by flying to South America and then taking the arduous route through the dangerous Darien Gap to get their TPS application on Mayorkas’s desk 13 months from now.

The TPS program was created to shelter foreigners who were temporarily in the United States and who are unable to return home safely because their home country suffered a catastrophe, such as a war or a natural disaster.

But the program has gradually been widened by deputies for GOP and Democratic presidents. For example, it was used to aid illegal migrants working in the United States, and many grants to people from El Salvador, Honduras, and other counties have been “redesignated” long after their home country has recovered from disasters.

“This whole notion of rededication is a legal fallacy which just rewards the legal aliens who came to the United States after the original event, which is not at all how GPS statute is supposed to be constructed,” Law said.

Mayorkas and his aides are “are simply not adhering to the statute at all,” said Law:

The statute requires not only that the conditions exist — whether they’re extraordinary and temporary, or armed conflict — but also that those specific conditions prevent that alien from being returned to the home country in safety …  They ignore the second part of the statute which requires that these conditions prevent a return in safety … What they do is they find any excuse — any bad news that exists in one of these countries is good enough for them to designate or to continue on the [re]designation.

“One of these state attorneys general needs to step up and just take a shot at it,” Law said, adding:

The more opportunities they get to violate our immigration laws, they will continue to push the bounds further, further, and further to the point where there is no longer immigration laws, there is no longer a border, and there’s certainly is no longer national sovereignty.

So far, Mayorkas has helped to bring 700,000 migrants over the Mexican border into the United States. That huge inflow is boosted by the TPS expansion and is lowering nationwide pressure on employers to raise Americans’ wages. Yahoo News reported July 30:

Job switchers saw their wages grow 5.8% year over year in June, while job holders experienced a 3.1% gain, according to a report by ADP derived from payroll data of 18 million workers. Overall, wage growth decelerated from the first quarter, while still growing 2.3% in June compared with a year earlier.

In contrast, wages grew much faster in Trump’s low-migration economy. In September 2020, the U.S. Census Bureau reported:

Median household income was $68,703 in 2019, an increase of 6.8 percent from the 2018 median of $64,324 … Real median household incomes increased for all regions in 2019; 6.8 percent in the Northeast, 4.8 percent in the Midwest, 6.1 percent in the South, and 7.0 percent in the West.

Overall, businesses want to import more migrants — even destitute migrants — because they spike consumer sales, boost rental rates, cut wages, minimize concessions to labor, and so raise profits and stock values. They also serve as clients for welfare agencies, and eventually, as voters for Democrat activists.

But migration damages ordinary Americans’ career opportunities, cuts their wages, raises their rents, curbs their productivity, shrinks their political clout, and fractures their open-minded, equality-promoting civic culture.

In general, legal and illegal migration moves wealth from employees to employers, from families to investors, from young to old, from children to their parents, from homebuyers to investors, from technology to stoop labor.

Biden’s decision to restart the economic extraction of valuable consumers, renters, and workers from poor countries also helps move wealth — and social status — from heartland red states to the coastal blue states. Within each state, the extraction policy also helps to move wealth and status from GOP rural districts to Democrat cities.
