Why Can’t We Talk About the Murder Wave?
Two years in, pols and media still deny crisis, dodge role of defund and decarceration
During a weekly briefing last Monday, Philadelphia district attorney and prominent "progressive prosecutor" Larry Krasner sought to downplay the surge in violence his city has endured over the last two years.
"We don't have a crisis of lawlessness, we don't have a crisis of crime, we don't have a crisis of violence," Krasner said. "It's important that we don't let this become mushy and bleed into the notion that there is some kind of big spike in crime."
Those claims are at odds with the facts on the ground. Philadelphia has seen over 500 homicides this year, the most in 60 years; shootings, which began surging last year, remain well above pre-2020 norms. As former mayor Michael Nutter (D.) put it in a blistering op-ed, "I'd like to ask Krasner: How many more Black and brown people, and others, would have to be gunned down in our streets daily to meet your definition of a ‘crisis'?"
Krasner's comments, though, typify a rhetorical approach adopted by prominent politicians, think tanks, and the media amid a record surge in homicides across the country. Since murders began rising in the wake of last summer's anti-police protests, progressives have sought to discount or otherwise wave away the spike and conspicuously avoided discussing the role of the diminished criminal justice system. This wariness reflects a progressive fear of "tough on crime" rhetoric but is likely to cost them electorally—if it has not already.
Many have followed Krasner's approach, downplaying the surge as "just" a homicide spike. In June, for example, the Guardian published a "factcheck" of the "‘crime wave’'narrative police are pushing," insisting that the increase was really only in murders and adding that "Americans overall are much less likely to be killed today than they were in the 1990s, and the homicide rate across big cities is still close to half what it was a quarter century ago." A recent report from Democratic think tank Third Way similarly emphasized that "contrary to the media narrative, overall crime decreased in 2020 compared to 2019," only belatedly noting the record increase in homicides and gun violence.
Murders did surge in 2020, FBI data show, by roughly 30 percent, the highest one-year percentage increase on record. But so did aggravated assaults—a proxy for shootings—and carjackings. Early evidence suggests that things worsened over 2021: Among nearly 90 cities tracked by the data firm AH Datalytics, roughly two-thirds have seen homicides continue to rise in 2021. At least 12 major cities have already hit all-time homicide records, including 5 that have tied or topped records set last year. As Manhattan Institute senior fellow (and my colleague) Rafael Mangual has documented, dozens of smaller cities have seen the same record surge in homicides. In many jurisdictions, things are as bad as they were in the 1990s. In fact, if trends continue, the AH Datalytics data suggest, 2021 will see the most big-city murders since 1995.
A host of factors are likely behind this spike, but a leading contender is the decrease in policing capacity, manpower, and morale following last summer's anti-police protests and riots in the wake of George Floyd. Many big cities experiencing big homicide spikes have also reported a dramatic drop-off in police staffing, as cops flee for less hostile employers in the suburbs. Court closures and a massive reduction in daily jail populations likely also contribute, further reducing the capacity of the criminal justice system to identify, detain, and prosecute serious offenders.
But political leaders, aided by the media, have downplayed or ignored the role of these changes. In November, the New York Times cited "dozens of interviews" with "criminologists, city and state officials and people close to murder victims," all of whom "could not name a single, direct cause of the spike in homicides" except possibly "the continued destabilizing effects of the coronavirus pandemic." Recent Washington Post coverage of rising homicides in D.C. gives the police unions a hearing but lets city officials get away with attributing the increase to illegal guns and pandemic interruptions. Axios Chicago similarly linked the city's surge to illegal guns, a standard but dubious talking point of Chicago's various Democratic mayors.
Krasner's assertion that "it’s important that we don't let this become mushy and bleed into the notion that there is some kind of big spike in crime" represents a longstanding sense among progressives that tough-on-crime rhetoric, combined with an "if it bleeds it leads" ethos at major publications, contributes to public misconceptions about the crime level, in turn fueling political support for policing and incarceration. But a commitment to the obverse—depolicing and decarceration—seems to have encouraged leaders like Krasner to insist there is no reason to be worried, even when there is.
Such denialism is likely to play poorly in an electorate where more than three in four voters across all parties say violent crime is a "major problem." Republican Glenn Youngkin used rising crime rates against Democratic opponent Terry McAuliffe in his successful bid for the Virginia governorship this past year. Particularly if murder rates continue to rise, Republicans are likely to take the same tact in the coming midterm elections next November—with potentially disastrous consequences for Democrats.

Murders Spike to All-Time Highs in Democrat-Run US Cities
Twelve U.S. cities this year have surpassed their all-time homicide record.
Philadelphia, which recorded the highest number of the 12, had more than 500 homicides in 2021, the most it's had since its previous record homicide year in 1990. Of the dozen cities, five broke records set in 2020. At least three, including Philadelphia, Louisville, Ky., and Portland, Ore., were the site of mass protests and riots following the murder of George Floyd and the police shooting of Breonna Taylor. All have Democratic mayors.
Former law enforcement officials have suggested the homicides are due to the dwindling number of police officers, declines in arrests, and the ongoing effects of the coronavirus pandemic. Retirements by law enforcement officers rose 45 percent from 2020 to 2021. And the FBI reported in September that the United States saw its largest yearly increase in homicides ever—a 30 percent jump since 2020. FBI crime data also show arrests are down nationwide. In 2020, there were only 7.63 million arrests, the fewest in 25 years.
"Nobody's getting arrested anymore," Robert Boyce, a retired chief of detectives for the NYPD, told ABC News. "People are getting picked up for gun possession and they're just let out over and over again."
The problem of declining arrests comes on the heels of efforts made by progressive district attorneys who favor diversionary programs and community-building to locking up criminal defendants. The attorneys criticize the use of cash bail in the justice system, which they say criminalizes poverty.
One such attorney, Milwaukee County district attorney John Chisholm, admitted in November he had set an "inappropriately low" bail amount for Darrell Edward Brooks Jr., the man who plowed his SUV through a parade in Waukesha, Wis., killing six and injuring scores. More than a decade earlier, Chisholm said progressive attorneys should expect such an outcome and that it does not undermine their justice reform efforts.
"Is there going to be an individual I divert, or I put into [a] treatment program, who's going to go out and kill somebody?" Chisholm said in 2007. "You bet. Guaranteed. It's guaranteed to happen. It does not invalidate the overall approach."
Michael Nutter, Philadelphia's former Democratic mayor, has blamed the city's crime wave on its progressive district attorney Larry Krasner. In a Tuesday editorial he wrote for the Philadelphia Inquirer, Nutter called on Krasner to resign if he "does not have the fortitude or the guts" to do his job and prosecute criminals.
"Krasner should … send a message to the shooters, murderers, and criminals of this city by committing to actually prosecute them, rather than coddle them, make excuses, reduce or drop charges," Nutter said. "He should commit to locking them up for carrying illegal weapons or shooting people."
Chisholm and Krasner both rose to office on contributions from left-wing billionaire George Soros, who gave millions of dollars to their campaigns.
The 12 cities that saw record-high homicides are Philadelphia; Rochester, N.Y.; Columbus, Ohio; Indianapolis; Louisville, Ky.; St. Paul, Minn.; Portland, Ore.; Tucson, Ariz.; Toledo, Ohio; Baton Rouge, La.; Austin, Texas; and Albuquerque, N.M.
Iowa Dem Promoted Radical Groups That Bail Out Violent Criminals, Work to Abolish Police
Christina Bohannan urged University of Iowa community to support Minnesota Freedom Fund
Swing-district Democratic congressional candidate Christina Bohannan encouraged the University of Iowa community to donate to one nonprofit that bails out violent criminals and another that aims to "dismantle, defund, and abolish the police."
As faculty chairwoman of the University of Iowa law school's Diversity, Equity, and Inclusion Committee, Bohannan penned a letter to students and staff that expressed support for the "outcry against injustice happening … around the nation" in the wake of George Floyd's death. Included in the letter was a call to "support the movement" by funding the Minnesota Freedom Fund and National Bail Out Fund, two radical nonprofits that support defunding police.
Bohannan's June 2020 letter was not the first time the Democrat, who is running to unseat Republican congresswoman Mariannette Miller-Meeks, championed a radical bail fund. One year prior, Bohannan donated money to pay bail for illegal immigrants through Prairielands Freedom Fund, a group that also aims to eliminate prisons, achieve a "world without police," and abolish Immigrations and Customs Enforcement. Bohannan's numerous ties to anti-police groups are unlikely to help her standing with local voters: 88 percent of Iowans trust their local police department, according to a September Des Moines Register poll.
The Minnesota Freedom Fund—thanks in part to promotion from Bohannan and Vice President Kamala Harris—raised $35 million as riots swept the nation in the weeks that followed Floyd's death. While the nonprofit pledged to "help post bail for those protesting on the ground in Minnesota," just a fraction of the money was used to release protesters and rioters. Instead, the bail fund freed numerous heinous criminals, including an alleged child rapist and an accused domestic abuser who was arrested for murder just weeks after his release.
The National Bail Out Fund, meanwhile, has taken on a number of radical positions regarding law enforcement. The group supports both "prison abolition" and the movement to "dismantle, defund, and abolish the police to protect Black lives"—even as black Americans overwhelmingly oppose reducing police forces in their communities.
Bohannan, who did not return a request for comment, addressed her Prairielands Freedom Fund donation by saying she did not have knowledge of the group's "mission" and has "never supported abolishing police or law enforcement." During a 2020 state house run, however, Bohannan revealed she is "very active" in the Center for Worker Justice of Eastern Iowa, a group that has called for abolishing ICE, ending illegal immigrant deportations, and establishing "sanctuary cities."
Bohannan is now attempting to recast herself as a moderate in her campaign against Miller-Meeks. According to the Democrat's campaign site, Bohannan decided to run for Congress "because she believes we need less bickering in Washington, and more working together." But prior to her campaign launch, Bohannan scrubbed her state house campaign page, which included sections that condemned Iowa's voter ID law and backed using taxpayer funds for "gender confirmation surgery for transgender individuals."
Bohannan in 2020 joined the Iowa House of Representatives after she successfully defeated fellow Democrat and eight-year incumbent Vicki Lensing in a primary race. Bohannan ran as a liberal insurgent, promising to adopt a "more progressive and less defensive attitude in the Iowa House."

Soros Prosecutors Let Sex-Offender CVS Burglar Free
Virginia Commonwealth's attorneys frequently let criminals walk
After a registered sex offender was arrested twice in three days on felony charges in Northern Virginia, local leaders are wondering what it takes to land a criminal behind bars when lenient prosecutors backed by George Soros are administering justice.
The serial CVS bandit, Karim Clayton, 44, has a seedy criminal history ranging from menacing a CVS employee with a knife to leading police on a high-speed chase on a major regional thoroughfare.
But Fairfax County prosecutor Steve Descano and Arlington County prosecutor Parisa Dehghani-Tafti—who cruised to victory with six-figure donations from Soros—have brought charges against Clayton at least a dozen times between them, only to abandon their cases or plead him out on paltry misdemeanors with almost no jail time.
"Radical leftist prosecutors like Steve Descano and Parisa Dehghani-Tafti do not represent the public or crime victims," said Sean Kennedy, president of Virginians for Safe Communities. "Their allegiances lie with criminal defendants first, last, and always."
A two-year-long spike in violent crime is a political hazard for President Joe Biden and Democrats. Virginia governor-elect Glenn Youngkin (R.) hammered a public safety message throughout his campaign, promising to fully fund law enforcement and fire an inmate-friendly state parole board. Republican candidates in the commonwealth are homing in on a similar strategy ahead of next year's midterm elections.
Thus far, Clayton’s twin arrests in the last week of September have netted him only three months in prison. He was arrested for assault and battery on Sunday, Sept. 26, in Fairfax County and released on bail Monday morning, according to Virginia court records. That case has not yet been resolved. Authorities arrested Clayton the very next day in Arlington County for stealing from a CVS.
Court records show Clayton was sentenced to 12 months in jail after Dehghani-Tafti's office pled him down to a misdemeanor for the CVS robbery. He can serve nine of those months on probation, however, meaning he will spend just 90 days behind bars.
On a separate occasion in June 2020, Clayton robbed a CVS in Chantilly, Va., in broad daylight. Clayton fled in a 2016 Dodge Journey and led authorities on an extended chase with speeds exceeding 100 miles per hour. The chase ended when Clayton crashed in Arlington.
Clayton faced a felony eluding and disregarding police charge, which Descano’s office pled down to a misdemeanor in September 2020, according to court records. He was sentenced to 180 days in prison, but could log up to 170 of them on probation. He also faced a felony assault on law enforcement charge arising from that event from Dehghani-Tafti's office, which was abandoned in September 2020.
Apart from his Northern Virginia crime spree, Clayton registered as a sex offender in Washington, D.C., following a 2015 conviction for abuse of a child. He lives one-third of a mile from an elementary school, according to a home address listed on a sex offender registry. He’s been prosecuted in D.C. courts for driving under the influence, tampering with a GPS ankle monitor he was required to wear as a condition of parole, and, as ever, robbing a CVS.
According to a report from a case services agency, prosecutors filed the tampering charge in November 2020 after he was cited for five separate dead battery violations. Offenders are responsible for keeping their ankle monitor batteries charged at all times. Three months later, a D.C. Superior Court judge issued a bench warrant for Clayton after he failed to appear at a hearing on the tampering case.
Those two incidents, plus the high-speed chase through Arlington, are strong evidence that Clayton is a flight risk who won’t cooperate with the judicial process. That usually counts heavily against allowing a defendant to bond out of custody.
Soros’s Justice and Public Safety PAC donated more than $600,000 each to Descano and Dehghani-Tafti's campaigns. Soros has also bankrolled successful prosecutorial campaigns in Loudoun County and Norfolk, Va.
Public safety issues contributed to recent Republican successes in Virginia, and Descano and Dehghani-Tafti could prove an albatross for Democratic lawmakers in 2022. Rep. Jennifer Wexton (D., Va.), who represents a Northern Virginia district where Youngkin made gains in November, is a top target for national Republicans.
"Jennifer Wexton has supported radical prosecutors who give deference to criminals, not victims," said Jeanine Lawson, a Prince William County supervisor challenging Wexton next year who promises to "oppose the woke anti-police agenda and work with law enforcement."
Zack Smith, a legal fellow at the Heritage Foundation and a former federal prosecutor, told the Washington Free Beacon that Clayton typifies enforcement patterns that have a trickle-down effect on law enforcement.
"I suspect a large number of crimes simply aren't being captured because police aren't going to make arrests," Smith said. "They're not going to waste their limited resources arresting someone for a crime they know the prosecutor won't prosecute, and where they know the person will be released from jail almost instantaneously."
Progressive prosecutors usually describe offenses like larceny or prostitution as "quality of life" issues, victimless crimes that are better addressed by diversionary programs or social service referrals. Smith takes exception to that idea, noting that Walgreens is shutting down locations around San Francisco due to rampant shoplifting, while other major retailers reduce their hours.
"If you think about it, it's poor and minority communities that bear the disproportionate brunt of these policies," Smith told the Free Beacon. "If you're a middle class family and the closest CVS closes, it's probably not that big a deal. But if you're a poor single mother who relies on walking or public transportation, it's a very big deal."

Four people were pronounced dead following an attempted traffic stop in Maryland, as a manhunt was underway in the state for two former police officers who were considered armed and dangerous. On Thursday night, police confirmed two of the deceased were the former officers.
Three passengers were pronounced dead at the scene in Smithsburg late Thursday afternoon, including a female driver, an adult man and one child, according to Maryland State Police.
A fourth passenger, another child, was medevacked to a local hospital and pronounced dead, police said.

The ongoing shoplifting surge has forced Walgreens to close five more San Francisco stores as local law enforcement continues to do next to nothing to curtail the problem.
In a statement to SF Gate, Walgreens spokesman Phil Caruso confirmed “organized retail crime” has strangled San Francisco stores.
“Organized retail crime continues to be a challenge facing retailers across San Francisco, and we are not immune to that,” Caruso said. “Retail theft across our San Francisco stores has continued to increase in the past few months to five times our chain average.”
“During this time to help combat this issue, we increased our investments in security measures in stores across the city to 46 times our chain average in an effort to provide a safe environment,” he added.
Asha Safai, San Francisco Board of Supervisor for District 11 admitted to feeling “devastated” over the closure a Walgreens store that has “been a staple for seniors, families and children for decades.”
“I am completely devastated by this news – this Walgreens is less than a mile from seven schools and has been a staple for seniors, families and children for decades. This closure will significantly impact this community,” he tweeted.
Safai told SFGate that the shoplifting had crippled the store’s bottom-line and endangered the staff and customers to an unhealthy degree.
“This is a sad day for San Francisco,” Safai said. “We can’t continue to let these anchor institutions close that so many people rely on.”
Shoplifting has skyrocketed in San Francisco recently, likely a result of Proposition 47, which dictates stealing would not be a felony in California if the item stolen did not exceed $950.
The damage has been felt across a range of business outlets.
In May of this year, The San Francisco News described the situation as being “out of control,” noting that 17 Walgreens have had to close in the past five years due to rampant shoplifting in the city.
17 Walgreen locations in San Francisco have closed their doors within the last five years according to a report from the SF Chronicle. Ten of these closures transpired from 2019 to this year with the last Walgreens store to close its door as of this writing, back on March 17. The cause of the closures is due to rampant shoplifting and looting that has transpired at Walgreen locations in the city believed to be perpetuated by an organized crime ring.
On Thursday, May 13 a hearing was held by the Board of Supervisors with retailers, the SFPD, the district attorney’s office, and probation departments. Brendan Dugan, director of organized retail crime and corporate investigations, believes that San Francisco is at the center of organized retail crime. He brought up a state bust in the Bay Area from last year in which $8 million in stolen merchandise was confiscated from five suspects. The merchandise came from CVS, Target and Walgreens stores from all across San Francisco.
The lack of enforcement made shoplifters so nonchalant and casual they would often steal in broad daylight while awestruck customers documented the crime on their iPhones, allowing for some viral internet moments.

A prominent Safeway supermarket in the Castro district of San Francisco is limiting its hours due to rampant shoplifting, the latest example of a retail store closing or limiting its operations in the left-liberal city due to out-of-control petty crime.
The San Francisco Chronicle reported Saturday:
Shoppers at the Safeway in San Francisco’s Castro neighborhood will see a noticeable change to the store: It now closes at 9 p.m. due to what one supervisor described as “out of control” shoplifting.
Once open 24 hours a day, the Safeway store on Market and Church streets now has the earliest closing hours of all the Pleasanton-based supermarket chain’s San Francisco storefronts, most of which stay open until midnight.

[San Francisco Supervisor Rafael] Mandelman said theft at the Safeway at 2020 Market Street has been “out of control” and recently met with Safeway representatives “to better understand the issues at this store.” He said he also planned to meet with the San Francisco Police Department and the office of San Francisco District Attorney Chesa Boudin “to see what is currently being done to deter theft at Safeway, and to figure out a plan to do better.”
Earlier this year, Walgreens closed 17 stores in the city due to shoplifting, which skyrocketed after California voters passed Proposition 47, a ballot initiative aimed at criminal justice reform, which reclassified thefts up to $950 as misdemeanors. As a result, such thefts are rarely prosecuted.
The crime spike began under former district attorney George Gascón, who is now district attorney for Los Angeles County, and has continued under Chesa Boudin, who now faces a likely recall election.

Is Stealing Wrong?
Not on the Left.

To most readers of this column, the question is absurd. The reason is not because the question is, in fact, absurd; it is because most readers of this column are conservative, and many are religious.
Am I implying that most leftists do not believe stealing is wrong?
Yes, I am.
As incredible as this assertion is to just about all religious people and virtually all conservatives, most leftists do not believe stealing is wrong. Since I always draw a distinction between those on the Left and liberals, let me add that I suspect most liberals think stealing is wrong. But it almost doesn't matter because they vote for people who do not think it is.
One proof is the passage of Proposition 47, a California ballot initiative passed in 2014, under which theft of less than $950 in goods is treated as a nonviolent misdemeanor and rarely prosecuted. As a result, in Democrat-run California cities such as San Francisco and Los Angeles, retail theft has soared.
Walgreens stores in San Francisco are racking up four times the average amount of theft in Walgreens stores across the country; spending on security guards in San Francisco is 35 times more than the chain's average in other cities. Walgreens has been forced to close 22 stores in the city since 2016.
As reported in the San Francisco Chronicle: "The Safeway located in San Francisco's Castro neighborhood ... was a longstanding, 24-hour fixture in San Francisco's Castro neighborhood. But as of last week, the store's hours have been cut back to 6 a.m. to 9 p.m ... A Safeway spokesperson (said) that the cutbacks are 'due to an increasing amount of theft at the store.'"
Further proof that the Left doesn't consider theft wrong — at least when committed by a person of color — was an interview broadcast on NPR last year with the author of a book titled "In Defense of Looting." The NPR interviewer threw only softball questions to the author.
In the last election, Los Angeles voters elected San Francisco's previous district attorney, George Gascon, as Los Angeles's district attorney. It was Los Angeles's way of declaring that stealing is not wrong. And it is worth noting that it is not only racial minorities and the poor who make these elections possible; it is also prosperous whites. The Los Angeles DA is a wealthy white, and he was supported by a white billionaire, George Soros.
It is hard to believe that millions of Americans do not deem stealing from stores morally wrong, so let's try to explain how this has come about.
Reason No. 1 is moral relativism. For as long as there has been a Left, it has rejected moral absolutes. As the great British historian, Paul Johnson, pointed out a half-century ago in his magnum opus, "Modern Times," the secular world applied the relativism of the natural sciences to morality.
Reason No. 2 is the reason for reason number one: the collapse of the Judeo-Christian value system and the accompanying abandonment of, and often disdain for, biblical ethics. Biblical morality posits moral absolutes — meaning that stealing is wrong for everyone, certainly people of every color. Yes, one can offer a biblical defense of a starving man stealing food for his starving family. But that is hardly what is happening in San Francisco and other American cities.
Reason No. 3 is Marxist morality. From Marx to the present, Marxism has divided the world not between right and wrong, but between economic classes. Therefore, it is morally acceptable for members of the poorer classes to steal from members of the more affluent classes. This notion has made its way into young people's minds for decades. About 30 years ago, I spoke to students from four Cleveland high schools. I asked them to raise their hand if they would steal something they really wanted from a department store if they were certain they would not get caught. Nearly all the students raised their hands. When I asked some of them to justify their reasoning, they all said the same thing: they wouldn't steal from a mom-and-pop store, but they would steal from a department store. It is OK to steal from "the rich."
Reason No. 4 is leftists' view of nonwhites, especially blacks, a view that conservatives have never shared. Leftists truly believe that blacks are intellectually and morally inferior to whites. The evidence? They do not believe blacks should be held to the same intellectual and moral standards to which leftists hold whites. Leftists do not defend whites who steal, and they hold whites to higher intellectual standards. Leftists do not argue for lowering math standards for whites, only for blacks.
The bottom line is the Left is immoral. That is why it defends stealing.
