Feds Accuse Chinese Agents of Stalking House Candidate, Spying on Democracy Activists

Prosecutors accused Qiming Lin, a former officer in China's domestic spy bureau, of attempting to hire a private investigator to manufacture a sex scandal against an unnamed House candidate in New York. They also accused Shujun Wang, the head of a pro-democracy organization in Queens, of using the group to spy on activists and provide intelligence to the Chinese government. Three other operatives are accused of trying to bribe a federal official to obtain the tax returns of a pro-democracy dissident.
Prosecutors allege that the defendants are part of a "transnational repression scheme" to silence critics of the Chinese government. The communist regime has increasingly used covert agents to stalk and harass dissidents in the United States. The Justice Department charged eight Chinese nationals in 2020 with stalking and harassing Chinese dissidents in New York as part of Operation Fox Hunt, the Chinese Communist Party initiative to track dissenters living in the West. Also in 2020, prosecutors charged a New York City police officer with spying on Tibetan nationalist groups on behalf of the Chinese government.
According to the Justice Department, Lin hired a private investigator in New York to "undermine the candidacy" of a House candidate on Long Island. The candidate is not identified in court filings, but details suggest it is Xiong Yan, a naturalized U.S. citizen who helped organize the 1989 Tiananmen Square protests.
Lin asked the private investigator to set the candidate up with a prostitute in order to manufacture a sex scandal, prosecutors allege.
"You go find a girl for him, see if he would take the bait," Lin wrote.
Lin also suggested that the private investigator could physically harm the candidate in order to remove him from the campaign trail.
"But in the end, violence would be fine too," Lin allegedly wrote. He suggested that the investigator "beat him until he cannot run for election" or orchestrate a car accident.
Prosecutors allege that Shujun Wang, the founder of the pro-democracy organization, secretly collected information about Tibetan and Uyghur activists in New York City on behalf of the Chinese Ministry of State Security.
"While ostensibly lending a sympathetic ear, Wang reported on statements activists made in confidence to him, including on their views on democracy in the PRC, as well as planned speeches, writings, and demonstrations against the Chinese Communist Party," the Justice Department alleges.
Prosecutors allege that one of Wang's targets, a Hong Kong democracy activist, was arrested and jailed in Hong Kong in April 2020.
The Justice Department also announced charges against Fan Liu, Matthew Ziburis, and Qiang Sun, who are accused of attempting to bribe government officials for tax returns on pro-democracy activists. Liu operates several media organizations in the United States, as well as an organization called the World Harmony Foundation. Liu allegedly worked with Ziburis, a former bodyguard, to surveil an activist in the New York area.
Arthur Liu, the father of Team USA figure skater Ilysa Liu, was one target of the repression scheme, according to reports. The elder Liu took part in the Tiananmen Square protests and has been a critic of the Chinese government since settling in the United States.

If you travel, you know that one of the things that countries and states zealously check for is smuggling prohibited foods. That sounds neurotic and protectionist, but it's an important part of securing a country's food supply. If pests, parasites, or diseases migrate into a nation's food supply, it can destroy entire farming sectors and even lead to famine. That's why it matters that China has been caught smuggling hundreds of thousands of pounds of potentially contaminated meats into America. (Hat tip: FrontPage Mag.)
I first fully understood the problem of a contaminated food supply in the early 1980s when I learned that England's cattle had been contaminated with Bovine spongiform encephalopathy (AKA mad cow disease). News of it broke not long after I returned to America following a college year in England. Having eaten beef in England (although not much because I couldn't afford it), I neurotically worried for some years after that I might find myself afflicted with the disease. As it turned out, I avoided that scourge, but over the next few years, the British slaughtered over four million cattle, and numerous countries banned British beef. It was a tragedy and an economic disaster for farmers.
Thus, there is nothing foolish about countries rigorously policing any contaminants that might get into the food supply. But little things like rules don't stop the Chinese. After all, they've already flooded America with fentanyl and COVID, so why shouldn't we also be a target of potentially dangerous meats?

Nor are the risks from these smuggled Chinese products hypothetical. In fact, not only is China the incubator of COVID, along with every annual flu, but it also has a whole host of icky meat diseases:

There is a fear that countries whose animals are infected with ASF can spread the virus to cattle in the U.S., potentially crippling the domestic pork industry, CBP said.
There is an irony associated with this risk. Smithfield Foods, founded in Virginia in 1936, is the world's largest pig processing plant in the world. Wikipedia offers a rundown on its statistics, and they are amazing. Here are just a few (hyperlinks and end notes omitted):
Founded in 1936 as the Smithfield Packing Company by Joseph W. Luter and his son, the company is the largest pig and pork producer in the world. In addition to owning over 500 farms in the US, Smithfield contracts with another 2,000 independent farms around the country to grow Smithfield's pigs. Outside the US, the company has facilities in Mexico, Poland, Romania, Germany, and the United Kingdom. Globally the company employed 50,200 in 2016 and reported an annual revenue of $14 billion. Its 973,000-square-foot meat-processing plant in Tar Heel, North Carolina, was said in 2000 to be the world's largest, processing 32,000 pigs a day.
Wow! And I know people who believe that a good Smithfield ham is a little slice of heaven.

But here's the kicker: since 2013, Smithfield ceased being an all-American company and became a Chinese company when the Shuanghui Group, China's largest meat processor, purchased it (with the Obama government's approval). That should worry us, just as China's other purchases of America's food suppliers should worry us.
Ironically enough, however, because China owns America's largest pig processing facilities, it is China that will be most affected should the meat China smuggles onto American soil have "African Swine Fever, Foot and Mouth Disease and Swine Vesicular Disease." For once, China will be completely hoist with its own petard. Before I start gloating, though, so will the rest of us, as our food supply will suddenly and disastrously contract.
China is an impressive nation, with natural and man-made beauties, and a resilient, hardworking population. It's also a major troublemaker that has cleverly spent years buying off those in America — politicians, entertainment and news outlets, and celebrities — who should be protecting us but, instead, are happily allowing China to destroy our manufacturing sector; unleash dangerous pandemics; and, now, seriously threaten our food supply. We need a new class of movers and shakers before we are moved and shaken into oblivion.

With Biden in the White House, President Trump predicted, China would “own the United States.” There’s also something to Trump’s charge that the Bidens are an “organized crime family.”

On Friday’s broadcast of the Fox News Channel’s “America’s Newsroom,” Arizona Attorney General and Republican senatorial candidate Mark Brnovich said that drug precursors used by drug cartels to manufacture meth and fentanyl pills are coming from China, and he believes China is doing so on purpose “to undermine our country and to undermine values.”
Brnovich said, [relevant remarks begin around 2:05] “I would remind everyone, including the Biden administration, that the cartels control everything that goes across our southern border. And whether that’s human beings or whether it’s these drugs that are killing our children, they are making a profit and they are pushing this into our country. And one of the things, Dana, I think that’s so underreported is that we know, as prosecutors, I was a gang prosecutor, federal prosecutor, the precursor drugs are coming in from China. China’s doing this intentionally, I believe, to undermine our country and to undermine values. And then the cartels get those precursor chemicals. They’re making meth, they’re making these fake fentanyl pills, and then they’re flooding them into our market.”

Chinese Intermediaries Launder Cartels' Drug Proceeds in the United States
From the U.S. to China to the cartels
In a post last week on drugs and the border, I referenced the following quote from the DEA: "Due to China's currency control restrictions, Asian TCOs [transnational criminal organizations] have taken advantage of the availability of U.S. dollars belonging to Mexican and Colombian TCOs in the United States by acquiring the U.S. dollars in exchange for the payment of Colombian/Mexican pesos in the respective drug source country." A recent federal court conviction in Chicago and a Reuters article on that case explain how the scheme works, at least on a small scale.
The DOJ press release on that case explains that one "Xianbing Gan" was convicted on three counts of money laundering and one count of operating an unlicensed money transmitting business, in a scheme to move drug proceeds from the Windy City to China, and then on to drug traffickers in Mexico.
Reuters fleshes out the scheme. Moving vast sums of illicit drug money out of the United States is a difficult — and for the perpetrators, dangerous — task, as the article explains:
The only thing tougher than moving illegal drugs across borders is getting the profits back to Mexico's cartels, U.S. officials said. Cash is heavy, and transporting it exposes traffickers to lots of risk. Putting it into the banking system is perilous, too. The U.S. and Mexican financial systems have been geared to detect dirty money.
The scheme described bypassed all of those impediments. Gan's case was premised on the testimony of one of his conspirators, a Singapore national working out of New York named Lim Seok Pheng, who became a cooperating witness for the government after she was arrested in May 2018 at JFK on suspicion of laundering money.
Lim would collect vast sums of cash (between $150,000 and $1 million at a clip) from contacts in the cartels in New York and Chicago (as well as other cities, apparently), using burner phones and contact information. She would then work with U.S.-based Chinese merchants to convert the money to yuan in banks in China in real time. Lim would hand the merchants the cash, and they would transfer the money from their accounts in China to Gan's account in that country.
Why would those merchants be willing to do this? The Chinese government limits the amount of cash that its citizens can transfer out of the country to $50,000 per year, but authorities in that country would (likely) think that there was nothing amiss in transfers between two bank accounts in China. Oh, and the merchants got a premium on the money that they transferred, but there is no evidence that they were aware of the provenance of the cash they received.
To get the money from China to Mexico, Gan allegedly would then engage in the same sort of transfer on the southern side of the border. Cash would be transferred from Gan's account to those of Chinese merchants with access to pesos in Mexico.
Gan (who ran a seafood business out of Guadalajara, Mexico, exporting jellyfish to China) contends that he was a patsy for another Chinese national named Pan Haiping, who duped him into using his Chinese account to launder the money. Haiping is in custody in Mexico awaiting extradition to the United States on money laundering charges (using Gan's and other Chinese bank accounts) handed down by a grand jury in March 2019. According to U.S. authorities, the laundered money was then transferred to Mexican drug cartels.
Reuters reports that Chinese money brokers in Mexico have avoided the conflicts amongst the cartels themselves, and have (according to an unnamed DEA agent) "coordinat[ed] money contracts with both the Sinaloa and Jalisco New Generation cartels on the same day" — no mean feat.
If all of this sounds familiar, it is akin to a "hawala" scheme, in which (overly simply) money is paid to a broker in the United States (a "hawaladar"), and a similar amount in local funds is provided to another individual abroad.
As the Treasury Department and INTERPOL have explained, hawalas are cost-effective (much more so than converting dollars into the local currency and then having it delivered abroad), efficient (taking one to two days — at most), reliable, avoid bureaucracy, and largely untaxable. Best of all — from the prospective of a drug TCO — hawalas leave no paper trail.
Hawalas came to the fore in the wake of the September 11 attacks. The report of the National Commission on Terrorist Attacks upon the United States (the "9/11 Commission") explained:
Al Qaeda frequently moved the money it raised by hawala. ... In some ways, al Qaeda had no choice after its move to Afghanistan in 1996: first, the banking system there was antiquated and undependable; and second, formal banking was risky due to the scrutiny that al Qaeda received after the August 1998 East Africa embassy bombings, including UN resolutions against it and the Taliban. Bin Ladin relied on the established hawala networks operating in Pakistan, in Dubai, and throughout the Middle East to transfer funds efficiently.
Note that hawalas and other similar informal schemes rely on "trust" between the remitter and the hawaladar, but the drug scheme described did not necessarily require such an archaic notion. To the degree that any trust was involved: (1) the scheme was lucrative for all involved, and they would necessarily have an interest in its viability; and (2) Mexican TCOs have their own means of ensuring compliance.
Interestingly, as per Reuters, such Chinese money launderers are undercutting their Mexican and Colombian competition by as much as half, because they can charge big fees (up to 10 percent) on Chinese nationals who are seeking to avoid that country's restrictive currency controls. This, in turn, "allows the Chinese money brokers ... to charge traffickers nominal fees of just a few percentage points. The money launderers still turn a handsome profit while locking in a steady supply of coveted dollars and euros from cartel customers."
The money is good. Lim, in her 2019 plea agreement on money laundering, admitted that she laundered approximately $48 million in drug cash with Gan and Pan Haiping from 2016 to September 2017, taking (according to the government) a .5 percent commission (or in the neighborhood of $240,000; Gan was convicted of laundering more than $530,000 in cartel cash).
Nor were they alone. Charges are pending in Virginia and Oregon against two other alleged Chinese money laundering groups.
That said, Reuters reports that this is not the only method that Mexican cartels use to launder their money, sometimes opting for "trade-based money laundering schemes". For example, that outlet explains that Mexico's Financial Intelligence Unit said publicly in July that Chinese nationals who were laundering money for the Jalisco New Generation cartel used drug proceeds in order to buy bulk orders of shoes from China, which they would then resell in Mexico to get cash.
In any event, cartel money laundering by Chinese rings is a big problem for law enforcement. There is little or no visibility into the Chinese banking system for outsiders (the article describes the country as "a veritable black hole for U.S. and Mexican authorities", although the Chinese government contends it is willing to help, while "stress[ing] the need for the two countries to work on the 'principle of respecting each other's laws, equality and mutual benefit'"), and the sentencing memorandum in Gan's case (cited by Reuters) suggests that "Chinese money brokers based in Mexico 'have come to dominate international money laundering markets'".
Growing Chinese expat communities in the United States and Mexico — desperate to access their money back home — and cartels sitting on piles of dollars from illicit drug sales in the United States are creating opportunities for themselves. And problems for law enforcement.

It is hard to find words to describe the debauched and sleazy satyr that is Hunter Biden and how he used his family name and his father’s status as an important American politician to become an extraordinary international grifter involved in multi-million dollar -- sometimes billion dollar -- deals with international entities that included corrupt criminal enterprises such as Burisma Holdings of Ukraine and the government- and military-controlled companies of Russia and China, international enemies of the United States.
His business activities and lifestyle were revealed on the laptop he left in a Wilmington, Delaware Mac computer repair shop owned by a Mr. Isaac, who took possession after Hunter failed to pick it up after 90 days. Mr. Isaac had already fixed the water damage and looked at the contents, found discussions about Burisma (the Ukrainian oil and gas company) so he arranged through his father, a retired Air Force Colonel, to turn the laptop over to the FBI in Arizona.
Mr. Isaac kept a hard drive copy to protect himself. Then he made some inquiries after the FBI failed to do anything. The inquiry that was most productive was to Rudy Giuliani, who was Trump’s personal attorney and very interested in the Burisma matter. Mr. G had an old DOJ colleague named Costello from his federal prosecutor days who was an IT expert, and the hard drive was analyzed. Then, in October, it was presented to the New York Post for the bombshell it was -- proof of Hunter’s grifting and also proof that Joe Biden lied when he claimed he didn’t know anything about Hunter’s international machinations involving corrupt Ukrainians and nefarious Chinese and Russian autocrats/plutocrats.
The plot thickened as the Post did its due diligence. A full-court press was initiated to suppress and censor the Post's publication of the laptop materials in October of 2020, the run-up to the election and the interval in the debates being held between Trump and Biden.
Biden denied Trump’s accusations about corruption and influence peddling. Former CIA director John Brennan organized a letter by deep state intelligence doyens who claimed it was just Russian disinformation and the major social media banned the Post and anyone who quoted Post stories about the laptop.
The scandal of a lifetime -- son of a president selling his name and living a despoiled life of excess -- sidling up to Russian and Chinese on deals involving millions -- while living the life of a depraved sex fiend and cocaine/alcohol abuser.
My opinion is that if Hunter’s choice of drugs had leaned more to opiates he would be dead. But instead, the president’s scion lived the manic life of a cocaine addict bouncing in and out of rehab and even prompting repeat inquiries from his father about his situation, with the implication that Joe Biden was hesitant to run for president if Hunter was on the streets of the world hustling foreign investment deals, whoring, drinking, throwing money around and smoking crack cocaine.
Is that a mouthful -- Joe Biden, head of a corrupt enterprise -- proof of Joe’s sharing of Hunter's ill-gotten gains, trying to keep Hunter from blowing up his presidential ambitions? Imagine, a presidential candidate involved in an intervention of his addict son who was traveling the world selling the family name with his father’s support and approval. At one point the Chinese patron Hunter was taking money from and working on investments with even offered Hunter a side/back door deal of 10 million dollars just for “introductions” and “access,’’ certainly nothing more than selling the Biden name as a door opener.
The book revealing the details of the decadent life and dirty deals has been written by the New York Post’s journalist Miranda Devine about one year after Joe Biden was supposedly elected president of the United States. Hunter and Beau, his older brother, were injured, Hunter with a head injury, and Joe Biden was sworn in as a newly elected and very young US Senator in the hospital room where the boys were recuperating.
The death of his mother and elective office of his father aside, Hunter had an unremarkable childhood, graduated from Georgetown with a history degree, and did religious volunteer work for a year before entering Georgetown Law after failing to get admission to Yale. He was advised a transfer would be available after Georgetown and was accepted and graduated Yale Law in 1996, becoming an attorney for a bank and credit card company in Delaware, MBNA. Delaware is and was the most corporate and bank/credit card company-friendly state in the nation. MBNA has been a major contributor to the Joe Biden campaigns. In two years, he was executive vice president then he went to the Clinton administration Dept. of Commerce until Bush became president and then he became a lobbyist but quit lobbying when his father was elected Vice President.
From 2006 forward, Hunter was active in investment banking with a focus on natural resource extraction and technology. A sequence of investment entities was formed, first with Uncle James, then with Devon Archer (now in prison for fraud) and Chris Heinz (yes, Ketchup heir Chris, who dropped out because of concern about the appearance of influence peddling).
Hunter’s China connections started with a discounted stake in a China investment company, and that was followed with multiple Chinese generated arrangements built on his father’s status as Vice President, Air Force Two and other visits with Chinese asset managers that were always connected to the Bank of China and Chicom political and military leaders/autocrats. The lifestyle depicted from the laptop shows that a lot of big money flowed to Hunter during those years, from China and other sources, like Burisma, that paid him $83 K a month to be on the board until Joe Biden stepped down after the 2016 election and then Burisma reduced the monthly to $40 K plus.
Laptop from Hell puts on display the personal life of a sociopath -- whoring, partying, blowing gigantic amounts of money on expensive hotels, toys, clothes, cars, homes -- excesses that can only be marveled at along with mistreatment of friends, associates, family, involvement in criminal and immoral nihilistic behavior. Hunter is a monument to bad parenting -- so he is Exhibit One for the case that Joe and Jill Biden are their own form of sociopath -- sociopathic behavior runs in families for a reason.

However, ASPD symptoms will first appear in childhood or adolescence and may garner a diagnosis of conduct disorder during that time. Antisocial personality disorder is much more common in males than in females. The highest prevalence of antisocial personality disorder is found among males who abuse alcohol or drugs or who are in prisons or other forensic settings

Biden's Tough Guy Talk on US Corporations Cozying Up to China Is Just That...Talk
The Biden Administration knows how to talk the talk on China, but it certainly doesn’t know how to walk the walk.
For proof of the administration’s tough talk, look no further than when reporters recently asked the White House about SpaceX and Tesla CEO Elon Musk opening a showroom in China’s Xinjiang region. That’s the area where over a million Uyghur Muslims are believed to be detained against their will in re-education camps.
White House press secretary Jen Psaki left no doubt about what seemed to be the Biden Administration’s tough stance against this latest move from Musk, a repeat China offender.
“We’ve been clear about our views on the ongoing genocide and crimes against humanity in Xinjiang,” Psaki said. “Companies that fail to address forced labor in their supply chains and other human rights abuses face serious legal, reputational, and customer risk.”
With that kind of resolve, it’s easy to imagine the Chinese government and any U.S. company thinking of doing business with China quaking at the thought of the severe consequences. The trouble is, China and its business partners know the Biden White House has hardly been consistent.
On Feb. 23, the administration ended the U.S. initiative to stop espionage from the Chinese Communist Party despite the fact that the CCP continues to spy on Americans at a disturbing pace.
And it doesn’t end there.
Although the Biden Administration signed Sen. Marco Rubio’s Uyghur Forced Labor Prevention Act into law, it reportedly wanted to weaken it. "While the administration supports the legislation in public, [it asked] Democrats to essentially water it down in private," according to The Washington Post.
At the same time, the administration also allowed U.S. athletes to participate in the recently concluded Beijing Winter Olympics. Even though the U.S. did not send diplomats or official representatives to China for the event, that symbolic boycott didn’t accomplish much since U.S. Olympic athletes and their sponsors were still involved.
The hypocrisy of Psaki and other administration officials condemning U.S. companies for doing business in China while the executive branch continues to help lavish positive attention to the nation and its brutal communist government is undeniable.
So it’s no wonder that what Sen. Rubio categorizes as “nationless” American companies, like Musk’s Tesla, continue to do business in China generally – and the Xinjiang region specifically. They know that the White House’s talk is cheap and that, despite its signing of legislation that signals the contrary, there will be no real consequences for doing so.
While Musk and Tesla are the most recent example of a U.S. company cozying up to China, they are far from the only ones. Nike and Coca-Cola were “among the major companies and business groups lobbying Congress to weaken a bill that would ban imported goods made with forced labor in China’s Xinjiang region,” according to The New York Times.
In July 2021, Reuters reported that a congressional commission “has called on Hilton Worldwide not to allow its name to be associated with a hotel project on the site of a mosque bulldozed by authorities in China’s Xinjiang region, where Washington says minority Muslims have been victims of genocide.” The Biden Administration said nothing.
The irony of the Biden Administration reluctantly signing the Uyghur Forced Labor Prevention Act into law while continuing to silently weaken enforcement mechanisms against the country and prop up the communist regime is not lost on the Uyghur population. Uyghur restaurant owner Hamid Kerim told Fox News he could not watch the Olympics “because it reminds him of his brother and sister-in-law who are imprisoned in his home of Xinjiang.”
“If I watch this Olympics, in my eyes I can see my brothers, my sister, my nation, and my motherland,” Kerim said. “His very difficult life in jail. Very difficult life in camp, very difficult life in cheap labor factory. … So, I think this Olympics is [the] genocide Olympics; this is no normal Olympics.”
None of this is breaking news to all of those who are familiar with President Biden’s record. As Sen. John Barrasso (R-WY) aptly put it in a recent Senate Floor speech, “This is no surprise given the fact that Joe Biden has been soft on China for 50 years.”
When he was vice president, Biden said, “a rising China is a positive development not only for China, but for America and the world writ large.” During his run for president, Biden said China was not a threat to the United States. At a campaign stop, he said, “they're not bad folks....They're not competition for us.”
So, it shouldn’t surprise anyone that nationless U.S. corporations continue to run wild in China under his reign.
At the highest level of government, they know they have an ally — and that’s as big of a national security problem as they come.

Peter Schweizer’s ‘Red-Handed’ Hits #1 on New York Times Bestseller List for 4th Week
Peter Schweizer’s blockbuster new book Red-Handed: How American Elites Get Rich Helping China Win has landed at number one on the New York Times bestseller list for a fourth week since its release by HarperCollins, after dropping to number two on the list last week.
Schweizer, whose past books have sparked an FBI investigation and exposed congressional insider trading that spearheaded groundbreaking legislation, has called the revelations in Red-Handed the “scariest” of his quarter-century career investigating corruption.
As the book’s subtitle states, Red-Handed exposes the vast complicity of elites – from politicians to diplomats to business, tech, and entertainment tycoons – who have enriched themselves by advancing the interests of China’s communist regime.
Schweizer, who is the president of the nonpartisan Government Accountability Institute (GAI) and a Breitbart News senior contributor, spent over a year conducting the research for Red-Handed with his team of forensic investigators at GAI, combing through a trove of financial and corporate records. The book contains 1,093 endnotes and 81 pages of source material with no off-the-record sources, making it easier for federal law enforcement and U.S. intelligence services to track down the book’s bombshell revelations.
Last month, U.S. House Republicans introduced the “Stop CCP Act” to impose sanctions on Chinese Communist Party (CCP) officials, including Chinese dictator Xi Jinping and his family, Breitbart reported last moth. The legislative proposal comes on the heels of the shocking revelations in Schweizer’s book.
Leaders on Capitol Hill — including Sen. Marsha Blackburn (R-TN) and Rep. Elise Stefanik (R-NY) — are also calling for Attorney General Merrick Garland to appoint a special counsel to investigate the revelations in Red-Handed concerning President Joe Biden’s family members’ business dealings with individuals with direct ties to the highest levels of China’s spy apparatus.
The New York Post’s editorial board echoed these calls in an op-ed headlined, “Appoint a special counsel on Hunter Biden—now.”

Justice Department Ends Initiative Aimed at Chinese Espionage over Concerns of Racism
The Biden Justice Department is ending an initiative aimed at Chinese espionage and intellectual property theft over concerns it created a perception of racism, according to a top official on Wednesday.
Assistant Attorney General for National Security Matthew Olsen announced during a speech at George Mason University that the department was scrapping its China Initiative, even though an internal review found no indication of racial bias or prejudice.
Olsen said, according to a transcript of his speech:
We have heard concerns from the civil rights community that the ‘China Initiative’ fueled a narrative of intolerance and bias. To many, that narrative suggests that the Justice Department treats people from China or of Chinese descent differently. The rise in anti-Asian hate crime and hate incidents only heightens these concerns. The Department is keenly aware of this threat and is enhancing efforts to combat acts of hate.
He said there were also increasing concerns from the academic and scientific community about research grant fraud cases, which included cases where individuals allegedly did not disclose financial ties to China.
“We have heard that these prosecutions — and the public narrative they create — can lead to a chilling atmosphere for scientists and scholars that damages the scientific enterprise in this country,” Olsen said.
“Safeguarding the integrity and transparency of research institutions is a matter of national security. But so is ensuring that we continue to attract the best and the brightest researchers and scholars to our country from all around the world,” he added.
Although he said the China Initiative was driven by “genuine national security concerns,” by grouping cases under the China Initiative rubric, “We helped give rise to a harmful perception” the Department views those with Chinese ties “differently.”
Olsen said the DOJ is replacing the initiative with a “broader approach.”
The Trump administration launched the China Initiative in 2018, aimed at countering Chinese espionage efforts that included paying professors at American universities for access to research funded by U.S. government grants.
Democrat lawmakers applauded the decision. Rep. Judy Chu (D-CA), chair of the Congressional Asian Pacific American Caucus, said the program had caused harm “to our communities.”
Sen. Tom Cotton (R-AR), a member of the Senate Armed Services Committee, slammed the DOJ’s decision.
He said in a statement, “The CCP has stolen trillions of dollars of American intellectual property, destroyed millions of American jobs, and turned students and researchers studying in the United States into foreign spies. Yet today, the Biden administration announced it’s cancelling the initiative tasked with combatting the Chinese government’s unprecedented domestic sabotage and aggression because they claim it’s racist. Cancelling this initiative is just another instance of weakness from an administration more concerned with being politically correct than protecting Americans. And you can be sure our adversaries are watching.
