Judge Approves L.A. Settlement to Provide 16,000 Beds to Homeless
U.S. District Court Judge David O. Carter approved a settlement Wednesday between the City of Los Angeles and a homeless advocacy group, under which the city will provide 16,000 beds or housing units to those living on the streets.
The Associated Press reported:
The city’s settlement with the group LA Alliance for Human Rights commits Los Angeles to spending up to $3 billion to supply 16,000 beds or housing units for homeless people not suffering from mental illness.

Under the agreement, the city would create shelter or housing for 60% of homeless people in the city who do not have a serious mental illness, substance abuse disorder or chronic physical illness.
The city’s actual housing commitment will be based on the 2022 point-in-time count of homeless people, the results of which are expected this summer. Last year’s count was canceled due to the COVID-19 pandemic. As of January 2020, there were more than 66,400 homeless people in Los Angeles County, with 41,000 within LA city limits.
Judge Carter will oversee the agreement, which was approved by the city council in March, for five years. There is an ongoing lawsuit against Los Angeles County, which has not been settled yet.
Last year, Judge Carter issued a sweeping injunction requiring the city and the county to house every single homeless person living on Skid Row, a notorious neighborhood overrun by homeless people. He was overruled on appeal by the U.S. Court of Appeals for the Ninth Circuit.

Report: Thousands of Californians Flee to Mexico in Search of More Affordable Living
Housing prices and rampant inflation under the leadership of President Joe Biden and Gov. Gavin Newson (D-CA) are driving thousands of Californians to search for a more affordable life in Mexico.
“I would say at least half are coming down from California,” Darrell Graham of Baja123 Real Estate Group told CNBC. “Suddenly the cost of taxes, the crime rates, the politics, all the things that people are unhappy with in California are coming down to Mexico.”
Roughly 200,000 people commute between California and Mexico every day because “many of them work in California and live just below the border in Baja California due to its proximity,” according to the report, which called the phenomenon: the “California exodus.”
“It’s a lot of people commuting who actually live in Mexico who actually work in the states. So it’s like thousands and thousands of people just crossing daily. It’s a lot of people,” said Toni Smith, a coach and personal trainer at Southwestern Community College who works in San Diego and lives in Tijuana.
Besides high housing costs, which reportedly average around $800,000 in the state, remote work has given Californians the opportunity to seek out cheaper places to live in Mexico while reaping the financial benefits of working in the United States.
Travis Grossi, a content creator for Café con Leche Travels, said he was able to slice his budget in half by moving across the border.
“We were able to cut our budget in half, which allowed us to really focus on our careers and the things we wanted to do artistically without the just hustle and hustle every day, every week, every month, to just meet the bare minimum,” Grossi told CNBC.
Critics argue that the trend is making homes in Mexico unaffordable for Mexican citizens.
“Certain neighborhoods are now becoming too expensive for Mexican citizens to live in because most of the time people that are actually buying the property developments are being able to do so because they either make money in US dollars, or because they are working remotely,” said policy analyst at the Migration Policy institute Ariel Ruiz Soto.
Overall, more than 367,000 people left the state in 2021, many leaving for states like Arizona, Washington, and Texas. The state’s one percent population decline was among the largest in the nation.

What’s clear is that the producers are leaving the state and the takers are coming in. Many of the takers are illegal aliens, now estimated to number over 2.6 million (BLOG: THE NUMBER IS CLOSER TO 15 MILLION ILLEGALS). The Federation for American Immigration Reform estimates that California spends $22 billion (DATED: NOW ABOUT $35 BILLION YEARLY AND THAT IS ON THE STATE LEVEL ONLY. COUNTIES PAY OUT MORE) on government services for illegal aliens, including welfare, education, Medicaid, and criminal justice system costs.
Liberals claim they more than make that up with taxes paid, but that’s simply not true. It’s not even close. FAIR estimates illegal aliens in California contribute only $1.21 billion in tax revenue, which means they cost California $20.6 billion, or at least $1,800 per household.
Nonetheless, open border advocates, such as Facebook Chairman Mark Zuckerberg, claim illegal aliens are a net benefit to California with little evidence to support such an assertion. As the Center for Immigration Studies has documented, the vast majority of illegals are poor, uneducated, and with few skills. How does accepting millions of illegal aliens and then granting them access to dozens of welfare programs benefit California’s economy? If illegal aliens were contributing to the economy in any meaningful way, California, with its 2.6 million illegal aliens, would be booming.
Furthermore, the complexion of illegal aliens has changed with far more on welfare and committing crimes than those who entered the country in the 1980s. Heather Mac Donald of the Manhattan Institute has testified before a Congressional committee that in 2004, 95% of all outstanding warrants for murder in Los Angeles were for illegal aliens; in 2000, 23% of all Los Angeles County jail inmates were illegal aliens and that in 1995, 60% of Los Angeles’s largest street gang, the 18th Street gang, were illegal aliens. Granted, those statistics are old, but if you talk to any California law enforcement officer, they will tell you it’s much worse today. The problem is that the Brown administration will not release any statewide data on illegal alien crimes. That would be insensitive. And now that California has declared itself a “sanctuary state,” there is little doubt this sends a message south of the border that will further escalate illegal immigration into the state.

Eventually labor union power can merge with the immigrant civil rights and "Immigrant Sanctuary" movements to enable us to either form a new political party or to do heavy duty reforming of the existing Democratic Party. The next and final steps would follow and that is to elect our own governors of all the states within Aztlan."
Indeed, California goes out of its way to attract illegal aliens. The state has even created government programs that cater exclusively to illegal aliens. For example, the State Department of Motor Vehicles has offices that only process driver licenses for illegal aliens. With over a million illegal aliens now driving in California, the state felt compelled to help them avoid the long lines the rest of us must endure at the DMV. And just recently, the state-funded University of California system announced it will spend $27 million on financial aid for illegal aliens. They’ve even taken out radio spots on stations all along the border, just to make sure other potential illegal border crossers hear about this program. I can’t afford college education for all my four sons, but my taxes will pay for illegals to get a college education.
Portland, Maine to raise property taxes to pay for free housing for 'asylum-seekers'
Illegal aliens are known to cost U.S. citizens billions to support, but rarely is that experienced as directly as it is now in Portland, Maine, where city officials voted to raise property taxes in order to house 1,200 "asylum seekers," along with 500 homeless.
According to WGME:
PORTLAND (WGME) – Portland property taxes will soon be going up by 4.8 percent.
Last year, families with a $400,000 home paid about $5,200 in property taxes.
With this new increase, it'll be around $5,550 for that same home.
That's an increase of about $350.
Portland’s finance director says without federal help, it will cost the city $9 million to house hundreds of asylum seekers and people experiencing homelessness.
To pay that $9 million, he says the city council would have to raise property taxes by 4.8 percent, which is exactly what they did Monday night.
That's right, the taxpayers will pay. Since this is solid-blue Portland all one can think is: You get what you vote for. That said, even the bluest of blue cities has many people who didn't.
What's astonishing here is the logic of the argument -- the feds dumped these illegals in Portland, or else dumped their relatives here, but apparently has no intention to pay for them -- and Portland itself is too feckless to demand it, so Portland is paying.
But the bigger argument is why aren't the illegals being asked to pay?
The migrants who have come in to Portland to take a stake in the "free" housing have paid tens of thousands of dollars to human smuggling syndicates to transport them from their homelands to the U.S. Since most of the migrants hail from Africa, that means considerable sums have been spent, upwards of five figures, crossing multiple borders, which is against standard understanding of asylum, which is for first country of refuge.
Shouldn't people who can afford to shell out cash to criminal syndicates be reasonably required to pay for their own housing? Whatever happened to the 'public charge' law that requires migrants who cannot support themselves to be turned back?
The other potential solution is to require relatives to take them in. Since most of the African migrants are coming to Portland to be with family and relatives (it sure as heck isn't the climate), it's a pretty reasonable guess that most or all of them have family who should be contacted and required to take them in.
Any of these approaches would make more sense than simply taxing locals up the wazoo to pay for the free ride of more than a thousand illegal aliens who have managed to utter the magic word 'asylum,' as their basis for breaking into the country and staying. The idea that they are entitled to free housing is nothing short of outrageous, but over in Portland, all we hear are murmurs about the cost of living.
Yes, residents get what they vote for. But perhaps this bad news about property taxes will serve as a wakeup call to them that illegal immigration is not a cost-free crime. This time, it hits Portland's residents up close and personal.

Want some perspective on why so many blue sanctuary cities have so many homeless encampments hovering around?
Try the reality that illegal immigrants are routinely given free public housing by the U.S., based on the fact that they are uneducated, unskilled, and largely unemployable. Those are the criteria, and now importing poverty has never been easier. Shockingly, this comes as millions of poor Americans are out in the cold awaiting that housing that the original law was intended to help.
Thus, the tent cities, and by coincidence, the worst of these emerging shantytowns are in blue sanctuary cities loaded with illegal immigrants - Orange County, San Francisco, San Diego, Seattle, New York...Is there a connection? At a minimum, it's worth looking at.
The Trump administration's Department of Housing and Urban Development is finally trying to put a stop to it as 1.5 million illegals prepare to enter the U.S. this year, and one can only wonder why they didn't do it yesterday.
According to a report in the Washington Times:
The plan would scrap Clinton-era regulations that allowed illegal immigrants to sign up for assistance without having to disclose their status.
Under the new Trump rules, not only would the leaseholder using public housing have to be an eligible U.S. person, but the government would verify all applicants through the Systematic Alien Verification for Entitlements (SAVE) database, a federal system that’s used to weed illegal immigrants out of other welfare programs.
Those already getting HUD assistance would have to go through a new verification, though it would be over a period of time and wouldn’t all come at once.
“We’ve got our own people to house and need to take care of our citizens,” an administration official told The Washington Times. “Because of past loopholes in HUD guidance, illegal aliens were able to live in free public housing desperately needed by so many of our own citizens. As illegal aliens attempt to swarm our borders, we’re sending the message that you can’t live off of American welfare on the taxpayers’ dime.”
The Times notes that the rules are confusingly contradictary, and some illegal immigrant families are getting full rides based on just one member being born in the U.S. The pregnant caravaner who calculatingly slipped across the U.S. in San Diego late last year, only to have her baby the next day, now, along with her entire family, gets that free ride on government housing. Plus lots of cheesy news coverage about how heartwarming it all is. That's a lot cheaper than any housing she's going to find back in Tegucigalpa.
Migrants would be almost fools not to take the offering.
The problem of course is that Americans who paid into these programs, and the subset who find themselves in dire circumstances, are in fact being shut out.
The fill-the-pews Catholic archbishops may love to tout the virtues of illegal immigrants and wave signs about getting 'justice" for them, but the hard fact here is that these foreign nationals are stealing from others as they take this housing benefit under legal technicalities. That's not a good thing under anyone's theological law. But hypocrisy is comfortable ground for the entire open borders lobby as they shamelessly celebrate lawbreaking at the border, leaving the impoverished of the U.S. out cold.
The Trump administration is trying to have this outrage fixed by summer. But don't imagine it won't be without the open-borders lawsuits, the media sob stories, the leftist judges, and the scolding clerics.

More than 7-in-10 households headed by immigrants in the state of California are on taxpayer-funded welfare, a new study reveals.
The latest Census Bureau data analyzed by the Center for Immigration Studies (CIS) finds that about 72 percent of households headed by noncitizens and immigrants use one or more forms of taxpayer-funded welfare programs in California — the number one immigrant-receiving state in the U.S.
Meanwhile, only about 35 percent of households headed by native-born Americans use welfare in California.
All four states with the largest foreign-born populations, including California, have extremely high use of welfare by immigrant households. In Texas, for example, nearly 70 percent of households headed by immigrants use taxpayer-funded welfare. Meanwhile, only about 35 percent of native-born households in Texas are on welfare.
In New York and Florida, a majority of households headed by immigrants and noncitizens are on welfare. Overall, about 63 percent of immigrant households use welfare while only 35 percent of native-born households use welfare.
President Trump’s administration is looking to soon implement a policy that protects American taxpayers’ dollars from funding the mass importation of welfare-dependent foreign nationals by enforcing a “public charge” rule whereby legal immigrants would be less likely to secure a permanent residency in the U.S. if they have used any forms of welfare in the past, including using Obamacare, food stamps, and public housing.
The immigration controls would be a boon for American taxpayers in the form of an annual $57.4 billion tax cut — the amount taxpayers spend every year on paying for the welfare, crime, and schooling costs of the country’s mass importation of 1.5 million new, mostly low-skilled legal immigrants.
As Breitbart News reported, the majority of the more than 1.5 million foreign nationals entering the country every year use about 57 percent more food stamps than the average native-born American household. Overall, immigrant households consume 33 percent more cash welfare than American citizen households and 44 percent more in Medicaid dollars. This straining of public services by a booming 44 million foreign-born population translates to the average immigrant household costing American taxpayers $6,234 in federal welfare.

Study: Amnesty Will Cost ‘Hundreds of Billions’
President Joe Biden’s amnesty plan will spike Social Security spending by “hundreds of billions” over the next few decades, according to a forecast by the Center for Immigration Studies (CIS).
The February 22 report, titled “Amnesty Would Cost the Social Security and Medicare Trust Funds Hundreds of Billions of Dollars,” says:
The new taxes paid by the average amnesty recipient amount to only half of the $94,500 noted above. The net effect of amnesty is therefore $140,330 [in Social Security benefits] minus $47,250 [in paid taxes], which is about $93,000 per recipient. In any large-scale amnesty, in which millions of illegal immigrants gain legal status, it is easy to see how the net cost could reach into the hundreds of billions of dollars.
The predicted $93,000 per person cost would be a financial burden for taxpayers — but would be a giveaway to business groups because the Social Security payments will be converted into purchases of consumer products, healthcare services, medical drugs, apartments, and food.
At least 11 million people — perhaps 20 million — are living illegally in the United States. The number rises as people overstay their visas, evade deportation orders, or sneak over the border — but it also falls as some migrants get deported, leave, or find ways to get green cards via the rolling “Adjustment of Status” process.
But taxpayers’ expenses are also economic gains for business groups and investors. In January 2020, a coalition of business groups sued deputies for President Donald Trump after he reduced the inflow of poor migrants into the U.S. consumer market, saying:
Because [green-card applicants] will receive fewer public benefits under the Rule, they will cut back their consumption of goods and services, depressing demand throughout the economy …
The New American Economy Research Fund calculates that, on top of the $48 billion in income that is earned by individuals who will be affected by the Rule—and that will likely be removed from the U.S. economy—the Rule will cause an indirect economic loss of more than $33.9 billion … Indeed, the Fiscal Policy Institute has estimated that the decrease in SNAP and Medicaid enrollment under the Rule could, by itself, lead to economic ripple effects of anywhere between $14.5 and $33.8 billion, with between approximately 100,000 and 230,000 jobs lost … Health centers alone would be forced to drop as many as 6,100 full-time medical staff.
CIS promised a more detailed report:
This is just a rough estimate. We are currently working on a detailed model that will provide more precise costs for both Social Security and Medicare. Again, however, any reasonable calculation will produce a large cost, simply because amnesty will convert so many outside contributors into actual beneficiaries.
For years, a wide variety of pollsters have shown deep and broad opposition to labor migration and to the inflow of temporary contract workers into jobs sought by young U.S. graduates.
The multiracial, cross-sex, non-racist, class-based, intra-Democratic, and solidarity-themed opposition to labor migration coexists with generally favorable personal feelings toward legal immigrants and toward immigration in theory — despite the media magnification of many skewed polls and articles that still push the 1950’s corporate “Nation of Immigrants” claim.
The deep public opposition is built on the widespread recognition that migration moves money from employees to employers, from families to investors, from young to old, from children to their parents, from homebuyers to real estate investors, and from the central states to the coastal states.
However, Biden’s officials have been broadcasting their desire to change border policies to help extract more migrants from Central America for the U.S. economy. On February 19, for example, deputies of DHS Secretary Alejandro Mayorkas posted a tweet offering support to migrants illegally working in the United States and to migrants who may wish to live in the United States.

Biden’s HHS Nominee Does Not Rule Out Taxpayer-Funded Healthcare for Illegal Aliens
President Joe Biden’s nominee to lead the Department of Health and Human Services (HHS), California Attorney General Xavier Becerra, dodged a question on whether he would push to provide American taxpayer-funded healthcare benefits to illegal aliens.
This week, during a hearing before the Senate Finance Committee, Becerra was asked by Senator Steve Daines (R-MT) about his previous support for decriminalizing illegal immigration and providing illegal aliens with taxpayer-funded healthcare benefits.
Becerra, though, dodged the question by saying he would follow the parameters of the Affordable Care Act, commonly known as Obamacare, which he said allows “very rare” cases of illegal aliens to receive benefits.
The exchange went as follows:
DAINES: You’re on record for pushing for allowing illegal immigrants to receive taxpayer-funded healthcare and for decriminalizing illegal entry into the United States. This coupled with President Biden’s radical plan for granting citizenship to those who are here illegally would potentially lead to hundreds of thousands, if not potentially millions, more people flooding into our country. [Emphasis added]
As you know, in 2016, California passed a law requiring covered Californians to apply for … waivers to allow illegal immigrants to purchase health insurance in the marketplace. This waiver was withdrawn after President Trump’s election. [Emphasis added]
My question is this: Will you attempt to use the waiver authority contained in the Affordable Care Act to grant healthcare benefits to illegal immigrants? [Emphasis added]
BECERRA: Senator, I can tell you that where the law, as it stands now as I see it, it does not allow those who are unauthorized in this country to receive taxpayer-paid benefits except in very rare circumstances and it will be my job to make sure that we are following and enforcing the law. And I can commit to you that that is what we will do. [Emphasis added]
In a letter to Biden, 11 Senate Republicans and 64 House Republicans asked the president to withdraw Becerra’s nomination to be HHS Secretary, citing his support for taxpayer-funded healthcare benefits for illegal aliens, among other issues.
“Mr. Becerra seeks to decriminalize illegal immigration, which would extend expensive government benefits like Medicaid to anyone who illegally crosses our borders,” the letter states.
A Politico report this week suggested Becerra is eyeing plans to provide illegal aliens with taxpayer-funded healthcare benefits should he lead HHS.
“He’s one of those individuals that had exceedingly deep convictions about the need to cover the undocumented individuals in all of our communities,” former Rep. Charles Gonzalez (D-TX) told Politico of Becerra.
Should Becerra become HHS Secretary, he could let illegal aliens onto Obamacare exchanges while pressuring states to pursue similar policies to those in California. Likewise, Becerra could open Obamacare exchanges to particular subgroups of illegal aliens, like those enrolled in the Deferred Action for Childhood Arrivals (DACA) program.
As Breitbart News reported, forcing taxpayers to provide healthcare to all illegal aliens would cost citizens anywhere between $23 billion to $66 billion every single year — potentially a $660 billion bill for taxpayers every decade, without adjusting for inflation and the increasing number of illegal aliens.
Cost is only the first issue facing taxpayers. Medical experts have admitted providing healthcare to illegal aliens would ensure a never-ending flood of illegal aliens arriving at the southern border with “serious health problems” and local hospitals would have to cover the costs.
Already, taxpayers are forced to subsidize about $18.5 billion of yearly medical costs for illegal aliens living in the U.S., according to estimates by Chris Conover, formerly of the Center for Health Policy and Inequalities Research at Duke University.
When U.S. voters were polled by CNN on the issue in July 2019, nearly 6-in-10 said they were opposed to such a policy, including 63 percent of swing voters and 61 percent of self-described “moderates.”

The RSC Budget would prohibit federal funds from going to cities or jurisdictions operating as sanctuaries for illegal immigrants. There are at least 190 of these so-called sanctuary jurisdictions across the country,[7] and many cities have seen increased crime rates since declaring themselves sanctuary cities.[8

Immigration: Mexico's government gloated triumphantly after a federal judge's injunction blocked Arizona's immigration law. But it's no victory for Mexico. In fact, Mexico's leaders ought to be mortified.
As radical immigration activists crowed with glee and the Obama administration claimed victory, Mexico's government joined the applause.
Calling Judge Susan Bolton's injunction Wednesday "a step in the right direction," Mexican Foreign Minister Patricia Espinosa declared: "The government of Mexico would like to express its recognition for the determination demonstrated by the federal government of the United States and the actions of the civil organizations that organized lawsuits against the SB 1070 law."
In reality, it ought to be ashamed. Supposedly framed as an issue of federal power pre-empting state power, it's hardly Mexico's business. But Mexico made a big show of saying its interest was in protecting its nationals from the dreadful racism of Arizona that its own citizens, curiously enough, keep fleeing to.
Espinosa said her government was busy collecting data on civil rights violations and her department had issued an all-out travel warning to Mexican nationals about Arizona.
That's where Mexico's hypocrisy is just too much.
First, Mexico encourages illegal immigration to the U.S. Oh, it says it doesn't, but it prints comic book guides for would-be illegal immigrants and provides ID cards for illegals once they get here. In Arizona alone, Mexico keeps five consulates busy.
That's not out of love for its own citizens, but because Mexicans send cash back to Mexico that helps finance the government.
Instead of selling its wasteful state-owned oil company or getting rid of red tape to create jobs in Mexico, Mexico spends the hard currency from remittances. It fails to look at why its citizens leave.
According to the Heritage Foundation-Wall Street Journal 2010 Index of Economic Freedom, Mexico's big problem is — no shock — government corruption, where it ranks below the world average.
That's where Mexico's cartels come in.
Mexico's encouragement of illegal immigration undercuts its valiant war against its smuggling cartels. The cartels' prowess and firepower have made them the only ones who can smuggle effectively across the border. U.S. law enforcers say they now control human-smuggling on our southern border.
Feed them immigrants and they grow more cash-rich — and right now, immigrant smuggling is about a third of the cartels' income.
Mass graves and car bombings are signs of criminal organizations getting bigger, and more powerful. Juarez, which has lost 5,000 people this year, bleeds because cartels fight over not just who gets the drug routes, but who gets the illegal-immigrant smuggling routes, too.
Aside from the cartel mayhem in Mexico, the bodies are piling up in the Arizona desert and U.S. Border Patrol rescues of abandoned illegals left to die have risen.
It's not the desert's fault, and it's certainly not Uncle Sam's fault, as activists claim. No, it's the fact that Mexicans are encouraged to emigrate. Criminal cartels don't fear abandoning their human cargo in the desert, as long as Mexico does nothing and blames Uncle Sam.
Hearing Mexico's government now cheer the Arizona ruling, which will only encourage more illegal immigration, gives the country's regime a pretty inhuman face.
If Mexico had any decency, it would do all it could to discourage illegal immigration and keep a respectful silence about Arizona.
It needs U.S. support for its war on cartels. Instead of insulting American citizens, Mexico should confront directly the reasons why its people are so desperate to leave, and do all in its power to destroy the cartels that are slowly killing the nation. That includes defunding the murderous gangs by halting illegal immigration.
Los Angeles County Pays Over a Billion in Welfare to Illegal Aliens Over Two Years (VERY DATED FIGURES)

In 2015 and 2016, Los Angeles County paid nearly $1.3 billion in welfare funds to illegal aliens and their families. That figure amounts to 25 percent of the total spent on the county’s entire needy population, according to Fox News.
The state of California is home to more illegal aliens than any other state in the country. Approximately one in five illegal aliens lives in California, Pew reported.
Approximately a quarter of California’s 4 million illegal immigrants reside in Los Angeles County. The county allows illegal immigrant parents with children born in the United States to seek welfare and food stamp benefits.
The welfare benefits data acquired by Fox News comes from the Los Angeles County Department of Public Social Services and shows welfare and food stamp costs for the county’s entire population were $3.1 billion in 2015, $2.9 billion in 2016.
The data also shows that during the first five months of 2017, more than 60,000 families received a total of $181 million.
Over 58,000 families received a total of $602 million in benefits in 2015 and more than 64,000 families received a total of $675 million in 2016.
Robert Rector, a Heritage Foundation senior fellow who studies poverty and illegal immigration, told Fox the costs represent “the tip of the iceberg.”
“They get $3 in benefits for every $1 they spend,” Rector said. It can cost the government a total of $24,000 per year per family to pay for things like education, police, fire, medical, and subsidized housing.
In February of 2019, the Los Angeles city council signed a resolution making it a sanctuary city. The resolution did not provide any new legal protections to their immigrants, but instead solidified existing policies.
In October 2017, former California governor Jerry Brown signed SB 54 into law. This bill made California, in Brown’s own words, a “sanctuary state.” The Justice Department filed a lawsuit against the State of California over the law. A federal judge dismissed that suit in July. SB 54 took effect on Jan. 1, 2018.
According to Center for Immigration Studies, “The new law does many things: It forbids all localities from cooperating with ICE detainer notices, it bars any law enforcement officer from participating in the popular 287(g) program, and it prevents state and local police from inquiring about individuals’ immigration status.”
Some counties in California have protested its implementation and joined the Trump administration’s lawsuit against the state.
California’s campaign to provide public services to illegal immigrants did not end with the exit of Jerry Brown. His successor, Gavin Newsom, is just as focused as Brown in funding programs for illegal residents at the expense of California taxpayers.
California’s budget earmarks millions of dollars annually to the One California program, which provides free legal assistance to all aliens, including those facing deportation, and makes California’s public universities easier for illegal-alien students to attend.
According to the Fiscal Burden of Illegal Immigration on United States Taxpayers 2017 report, for the estimated 12.5 million illegal immigrants living in the country, the resulting cost is a $116 billion burden on the national economy and taxpayers each year, after deducting the $19 billion in taxes paid by some of those illegal immigrants.

A DACA amnesty would put more citizen children of illegal aliens — known as “anchor babies” — on federal welfare, as Breitbart News reported, while American taxpayers would be left potentially with a $26 billion bill.

Every illegal alien, over the course of their lifetime, costs American taxpayers about $70,000, Center for Immigration Studies Director of Research Steve Camarota says.
During an interview with SiriusXM Patriot’s Breitbart News Daily, Camarota said his research has revealed the enormous financial burden that illegal immigration has on America’s working and middle class taxpayers in terms of public services, depressed wages, and welfare.
“In a person’s lifetime, I’ve estimated that an illegal border crosser might cost taxpayers … maybe over $70,000 a year as a net cost,” Camarota said. “And that excludes the cost of their U.S.-born children, which gets pretty big when you add that in.”

“Once [an illegal alien] has a child, they can receive cash welfare on behalf of their U.S.-born children,” Camarota explained. “Once they have a child, they can live in public housing. Once they have a child, they can receive food stamps on behalf of that child. That’s how that works.”
Camarota said the education levels of illegal aliens, border crossers, and legal immigrants are largely to blame for the high level of welfare usage by the f0reign-born population in the U.S., noting that new arrivals tend to compete for jobs against America’s poor and working class communities.
In past waves of mass immigration, Camarota said, the U.S. did not have an expansive welfare system. Today’s ever-growing welfare system, coupled with mass illegal and legal immigration levels, is “extremely problematic,” according to Camarota, for American taxpayers.
The RAISE Act — reintroduced in the Senate by Senators Tom Cotton (R-AR), David Perdue (R-GA), and Josh Hawley (R-MO) — would cut legal immigration levels in half and convert the immigration system to favor well-educated foreign nationals, thus relieving American workers and taxpayers of the nearly five-decade-long wave of booming immigration. Currently, mass legal immigration redistributes the wealth of working and middle class Americans to the country’s top earners.
“Virtually none of that existed in 1900 during the last great wave of immigration, when we also took in a number of poor people. We didn’t have a well-developed welfare state,” Camarota continued:
We’re not going to stop [the welfare state] tomorrow. So in that context, bringing in less educated people who are poor is extremely problematic for public coffers, for taxpayers in a way that it wasn’t in 1900 because the roads weren’t even paved between the cities in 1900. It’s just a totally different world. And that’s the point of the RAISE Act is to sort of bring in line immigration policy with the reality say of a large government … and a welfare state. The immigrants are not all coming to get welfare and they don’t immediately sign up, but over time, an enormous fraction sign their children up. It’s likely the case that of the U.S.-born children of illegal immigrants, more than half are signed up for Medicaid — which is our most expensive program. [Emphasis added]

Every year the U.S. admits more than 1.5 million foreign nationals, with the vast majority deriving from chain migration. In 2017, the foreign-born population reached a record high of 44.5 million. By 2023, the Center for Immigration Studies estimates that the legal and illegal immigrant population of the U.S. will make up nearly 15 percent of the entire U.S. population.

Mayorkas Extends Covert Migration Pipeline to More Cities
President Joe Biden’s pro-migration border chief is expanding the covert distribution of economic migrants to jobs and homes in Los Angeles, Houston, and Dallas, according to NBC News.
Biden’s border chief is Alejandro Mayorkas, a Cuban-born immigrant who is a pro-migration zealot. He is already using tax dollars to fund a series of progressive shelters and rest stops that provide rest, food, and transport to migrants as they try to reach the targeted workplaces and housing markets needed by Americans.
But the number of his incoming migrants at the border is growing so fast that it will overwhelm those aid groups’ ability to hide the traffic. That is a political problem because crowds of migrants would likely be spotlighted by the evening news. For example, Mayorkas caused a PR disaster for Biden when roughly 30,000 migrants gathered at Del Rio, Texas, in September 2021.
NBC reported on June 8:
The plan would alleviate overcrowding along the border where record high numbers of border crossers have overwhelmed the capacity of local shelters in some cities, at times leading Customs and Border Protection to release migrants on the street to fend for themselves.

The new model would use federal funds to send migrants to shelters in cities further inside the country before they go to their final destinations. Besides Los Angeles, cities where they will be sent include Albuquerque, Houston and Dallas. DHS is working with shelters in each of those cities in advance of moving migrants. The agency’s Southwest Border Coordination Center, which combines officials from FEMA, Immigration and Customs Enforcement, CBP and others, is coordinating the effort.
So far, the administration has welcomed at least 1.4 million migrants, each of whom helps to nudge down Americans’ wages and to push up housing prices.
The administration’s pipeline plan is intended to keep the population transfer out of the public’s eye, the New York Times reported on May 24:
As the Biden administration sees about 8,200 border crossings a day — or nearly the population of College Station, Texas, entering the country every two weeks, far more than at this time last year — it is counting on small nonprofit organizations like La Posada Providencia to manage the influx into border cities and towns, helping to stave off politically explosive images of chaos and disorder ahead of the November midterms.
Technically, the administration is not smuggling the cartel-delivered migrants into the U.S. economy because it is first giving them temporary legal status at the border, Todd Bensman, an expert at the Center for Immigration Studies, told Breitbart News on June 8:
What they do is, when they cross the border, [Maoyrkas’ deputies] can very quickly legalize these people. And then what they do after that is say, “Well, they’re legal, we’ve legalized them.” So when they move them after that, they’re moving legalized people. It’s the act of legalizing them [at the border] that is the aiding and abetting [the cartels] part.
Then it just becomes impossible after that [to track the flow of migrants] … unless you follow one of the buses emptying out in Miami and then follow everybody home, they just disappear from vision.
In April, Breitbart News posted a leaked copy of Mayorkas’ border plan, which said:
A. Secretary’s [Mayorkas] Intent.
1 ) Purpose: The purpose of this plan is to describe a proactive approach that humanely prevents and responds to surges in irregular migration across the U.S. [southern border]. This will be done while ensuring that migrants can apply for any form of relief or protection [emphasis added] for which they may be eligible, including asylum, withholding of removal, and protection from removal under the regulations implementing United States obligations under the Convention Against Torture.
The Mexican government is following the same strategy of hiding the population transfer by breaking the huge migrant flow into many small streams. Bensman said:
The Mexican government is providing temporary humanitarian visas that allow migrants to roam anywhere they want in Mexico for 30 days. They’re [also] going to be providing buses that will take the 15,000 [migrants now in southern Mexico] to 10 different Mexican cities in the north. They’re dispersing them around and so they’re free to go anywhere they want. Where do you think they’re gonna go? They’re going to hit the border.
The public is deeply opposed to Biden’s open-border policies. An average of establishment polls shows that the public opposes Biden’s immigration policies by 58 percent to 35 percent. The obvious refusal to manage the border may be feeding into the public’s worry about Biden’s overall management.
Migration advocates welcome the new PR strategy as “responsible border management”:
Extraction Migration
Since at least 1990, the D.C. establishment has extracted tens of millions of migrants and visa workers from poor countries to serve as legal or illegal workers, temporary workers, consumers, and renters for various U.S. investors and CEOs.
This economic strategy of Extraction Migration has no stopping point. It is brutal to ordinary Americans because it cuts their career opportunities, shrinks their salaries and wages, raises their housing costs, and has shoved at least ten million American men out of the labor force.
Extraction migration also distorts the economy and curbs Americans’ productivity, partly because it allows employers to use stoop labor instead of machines. Migration also reduces voters’ political clout, undermines employees’ workplace rights, and widens the regional wealth gaps between the Democrats’ big coastal states and the Republicans’ heartland and southern states.
An economy built on extraction migration also alienates young people and radicalizes Americans’ democratic, equality-promoting civic culture because it allows wealthy elites to ignore despairing Americans at the bottom of society.
The policy is hidden behind a wide variety of noble-sounding excuses and explanations. For example, progressives claim that the U.S. is a “Nation of Immigrants,” that Americans have a duty to accept foreign refugees, and that the state must renew itself by replacing populations. But the colonialism-like economic strategy also kills many migrants, exploits poor people, and splits foreign families as it extracts human-resources wealth from the poor home countries.
The economic policy is backed by progressives who wish to transform the U.S. from a society governed by European-origin civic culture into a progressive-directed empire of competitive, resentful identity groups. “We’re trying to become the first multiracial, multi-ethnic superpower in the world,” Rep. Rohit Khanna (D-CA) told the New York Times on March 21. “It will be an extraordinary achievement … we will ultimately triumph,” he boasted.
