Exclusive – Sen. Ted Cruz Proposes Bill to Block Biden Recklessly Selling Strategic Petroleum Reserves to China

Sen. Ted Cruz (R-TX) proposed legislation on Wednesday that would block the United States from selling Strategic Petroleum Reserve oil to China, Russia, North Korea, and Iran as President Joe Biden has drained the SPR to the lowest level in decades, Breitbart News learned exclusively.

Cruz sponsored the No Emergency Crude Oil for Foreign Adversaries Act, a bill that would block the United States from selling to adversarial nations. It permits a waiver for national security reasons and requires the Department of Energy to report the destination of exported oil from recent SPR auctions.

The Texas conservative told Breitbart News in a statement that America should not drain its SPR to benefit China.

“At a time of skyrocketing inflation and record gas prices, and with SPR drained to its lowest level since 1986, it is reckless and inexplicable that President Biden would allow oil from the Strategic Petroleum Reserve to be exported to China,” Cruz said. “This practice poses a direct threat to American national security, not least of all because the Chinese Communist Party is currently stockpiling oil for strategic use, and the Biden administration is aiding their effort.”

Sens. James Inhofe (R-OK), Marsha Blackburn (R-TN), Josh Hawley (R-MO), Joni Ernst (R-IA), James Lankford (R-OK), John Kennedy (R-LA), and Roger Marshall (R-KS) cosponsored the bill.

“Under no circumstances should Joe Biden be selling American oil to our adversaries,” Blackburn said in a statement to Breitbart News. “Instead of making deals to prop up the Chinese Communist Party, Joe Biden needs to put America first. It’s time for him to stop doing everything in his power to undermine our country and instead kickstart an Operation Warp Speed for energy independence.”

“President Biden crushed American energy production and then sold our strategic oil reserves to China, all while claiming to care about the high prices Americans were paying at the pump. This should never have been allowed to happen. Congress must pass legislation to ensure it doesn’t happen again,” Sen. Josh Hawley (R-MO) said in a statement.

“America’s strategic petroleum reserve protects our country during national emergencies. Selling off American oil to countries that hate us undermines the security that the oil reserve is supposed to deliver, and we can’t let it happen again,” Kennedy said in a statement.

Lankford remarked, “While Oklahomans are forced by this Administration’s bad policies to pay more for gas and diesel, Biden continues to block US energy production. Now he’s outrageously selling our emergency oil supplies from the Strategic Petroleum Reserve to nations like China. This is absolutely unacceptable. We should help American families afford gas and groceries, by increasing domestic production, rather than handing over our emergency reserves to bad-actor nations.”

“I am continually disappointed with President Biden’s inability to lead and his plan to allow the export of Strategic Petroleum Reserve oil to China is yet another irresponsible decision on his part,” Inhofe said. “According to the 2022 National Defense Strategy, China is our greatest threat. We should be holding the Chinese Communist Party accountable for their actions, not assisting them in their efforts to stockpile oil as another means to challenge the United States and our allies. That’s why I am glad to introduce the No Emergency Crude Oil for Foreign Adversaries Act alongside Sen. Cruz to help ensure our SPR reserves are not sold to our adversaries and that we prioritize our energy needs here at home first and foremost.”

Cruz unveiled his legislation as a Washington Free Beacon report found that Biden’s Department of Energy sold one million barrels to Unipec, the trading arm of Sinopec. Sinopec is wholly owned and operated by the Chinese Communist Party. According to the report, Biden’s son, Hunter Biden, reportedly has financial ties to the CPP-owned Sinopec. A private equity firm Hunter cofounded reportedly purchased a roughly $2 billion stake in Sinopec Marketing in 2015.

There remain many unanswered questions surrounding reports that Biden’s administration sold SPR oil to the Hunter Biden-linked Chinese oil firm.

That is one of the reasons leading Republicans such as Cruz and House Oversight and Reform Ranking Member James Comer (R-KY) want to take action on these reports.

Comer told Breitbart News exclusively last week that when Republicans take control of the House, they plan on investigating these reports, and demand testimony and documents from Biden officials, including Energy Department Secretary Jennifer Granholm.

Granholm has not responded to inquiries from Oversight Republicans about the SPR sales and when the administration plans to refill the SPR.

Comer declared, “When Republicans control the gavel, we will get answers.”

Blake Masters, who is running for the Republican nomination for U.S. Senate in Arizona, on Sunday called to ban acquisitions of American land by Chinese Communist Party-affiliated entities.

“It’s obscene that we would allow Chinese Communist Party stooges to profit off our resources. These are basic mistakes a serious country would never make. They are flooding us with fentanyl, launching cyber attacks, stealing our IP, and our current crop of failed leaders seems more or less OK with it. That needs to change,” Masters told Breitbart News.

Masters shared a tweet earlier that day about a former general in the Chinese People’s Liberation Army, who is reported to own 200 square miles of land near Laughlin Air Base in Texas, commenting, “We are going to make this illegal.”

Breitbart News reported on this land acquisition in August 2021, noting that Senator Ted Cruz speculated the Chinese Communist Party was engaging in “land purchase schemes” in sensitive locations to “expand its espionage capabilities.”

On July 1, the New York Post reported on another case of a Chinese entity purchasing land near an American military base:

A Chinese company’s purchase of farmland in North Dakota just down the road from a US Air Force base that houses sensitive drone technology has lawmakers on Capitol Hill worried about potential espionage by Beijing, according to a report.

This is not the first time Masters has expressed concern about the Chinese regime’s activities in the American economy, tweeting in December 2021 that “when it comes to international labor, trade, and investment, it’s time to wake up: we’re talking about foreign powers with their own interests.”

China’s state-run Global Times claimed on Tuesday that Western media was unnecessarily “hyping” protests by roughly 1,000 people in Zhengzhou, China, on Sunday in which participants demanded several rural banks release millions of dollars of deposits after unceremoniously freezing them in April, ignoring the fact that Chinese security personnel physically abused and injured several demonstrators during the rally.

The Chinese Communist Party-controlled newspaper’s editors the following on July 12:

Chinese experts on Tuesday refuted recent Western media hype over problems with four rural banks in Central China’s Henan Province that have sparked widespread attention as well as swift regulatory actions, noting that the cases are “isolated” and do not represent any nationwide systemic risk and China has the capability to prevent major financial risks after years of efforts to set up a multiple-layered financial risk aversion mechanism.

An estimated 1,000 people participated in a rally outside the Zhengzhou branch of China’s central bank on July 10 to demand the bank release millions of dollars in deposits that were frozen without explanation in April. Several people told various media outlets, including Reuters and the Associated Press (AP), that they were physically assaulted by security personnel associated with the bank and police officers while demonstrating on Sunday.

Reuters published video footage of Sunday’s protest showing security personnel using a heavy hand to quell the bank rally in Zhengzhou, which is the capital of China’s Henan province. The video clip showed demonstrators standing outside the Zhengzhou branch of the People’s Bank of China on Sunday holding posters that read, “No deposit, no human rights” and “Against the corruption and violence of the Henan provincial government.”

The recording further captured various skirmishes that broke out between ralliers and security personnel. Authorities attempting to contain the protest urged the crowd to disperse via loudspeaker announcements, reportedly including the following message, “Your actions have been deemed as illegal. Leave in 10 minutes. If you do not heed instructions from staff on site, if you do not leave and if you continue to disrupt society, the police will take stern action.”

“Multiple protesters told the AP that some people were hospitalized after being hurt when police and plainclothes security officers used force to disperse the protesters, though most of the injuries were scrapes or cuts,” the news agency reported on July 12.

People in China affected by the central bank’s decision to freeze millions of dollars in deposits in April have attempted to withdraw their deposits for months, with the effort culminating in Sunday’s roughly 1,000-strong protest in Zhengzhou.

A number of affected bank clients tried to travel to Zhengzhou in mid-June to withdraw their frozen deposits. Authorities in charge of China’s central bank illegally halted their effort, abusing a government health code system by turning the codes of relevant clients “red” so that they were unable to visit the bank, despite the fact that the individuals affected were not, in fact, at higher risk of spreading Chinese coronavirus. The bank’s authorities illegally changed some clients’ health codes “red” again on July 8 after learning that more people were attempting to retrieve their frozen deposits in Henan.

The Global Times confirmed the incidents on July 8, writing:

Some depositors of small rural banks, registered in Henan Province and reportedly caught in illegal fundraising, found their health codes turned red for unknown reasons when they tried to arrive in Henan to withdraw their money, prompting suspicions of abuse of the health code system in the province.

Later investigation by discipline authorities found officials of provincial capital Zhengzhou’s epidemic prevention and control headquarters made the decision without authorization and asked a big data firm to conduct the change.

It was estimated that 1,317 clients with savings in the rural banks had their health codes changed and five officials were punished after the discipline inspection.

The China central bank branches affected by the deposit freezes are registered in Henan and include Zhecheng Huanghuai Community Bank, Yuzhou Xinminsheng Village Bank, and Shangcai Huimin Country Bank.

Representatives of China’s central bank issued a series of statements late Monday claiming that “customers with deposits of 50,000 yuan (about $7,400) or less would be reimbursed. They said others with larger bank balances would get their money back at a later, unspecified date,” the AP reported on Tuesday.

“They made this announcement because we put our lives on the line. This less than 50,000 yuan isn’t what we are owed. It’s more a payment to keep social stability,” an affected bank client surnamed Ding told the news agency.

Ding said that she and her husband were “hit by plainclothes security staff” while participating in the protest outside the Zhengzhou branch of the People’s Bank of China on July 10.

Bank runs continue to spark immense chaos all across China – and this time, things are getting heated. Since last week, thousands of people took the streets of major Chinese cities to ask banks to unfreeze their deposit accounts only to be dispersed by heavy-handed security personnel and remain at risk of losing all of their savings. Four big Chinese banks have frozen millions of dollars worth of deposits in April, telling customers they were upgrading their internal systems. But by now, the population has lost their trust in the institutions and the government. According to economists and experts, the country’s huge $54 trillion financial system, which is more than double the size of assets across U.S. commercial banks, is collapsing. China is on the precipice of a serious debt crisis, and the implosion of the nation’s real estate market and the ongoing bank runs are only symptoms of a much bigger problem. Civil disorder is sweeping across China as infuriated citizens demand four major rural-based banks to unblock their assets after months of having their accounts frozen with no reasonable explanation. Over the weekend, a large crowd of angry customers gathered in the streets of major Chinese cities to express their growing frustration, but many ended up injured or taken away by local authorities.  Local media outlets estimate that the total amount of frozen deposit across the various banks could be worth up to $1.5 billion. For its part, the Chinese government said it is conducting a thorough investigation in the bank’s balance sheets.  For several months, the institutions have only been serving a limited number of customers per day, with some of them limiting how much each client can withdraw – oftentimes, no more than 1,000 yuan (or about $149). Meanwhile, others closed their branches altogether. Citizens say that even ATMs are empty, which is making it impossible for many of them to pay their monthly bills. Reuters reported that the peaceful demonstration was interrupted by local authorities who announced from a vehicle with a megaphone that the gathering was an illegal assembly and demonstrators would be detained and fined if they didn’t leave. Some of the officials were out of their uniforms and wearing white T-shirts to blend in with the crowd and start dismantling the protest from within. A number of experts highlighted in a recent interview with the Daily Caller News Foundation that the recent bank runs and the country’s collapsing real estate market are merely symptoms of a much more serious issue. China’s unacknowledged debt crisis is actually causing cash shortages and ensuing bank runs, noted Gordon G. Chang, author of “The Coming Collapse of China”. The country’s real estate market crash has dramatically contributed to its impending debt crisis, “which is the ultimate cause of the nation’s widespread bank runs,” pointed out Jennifer Zeng, a human rights activist and the host of the YouTube show “Inconvenient Truths”. “The collapse of the real estate market will bring double problems for the banks. Both the developers and home buyers will have problems paying back the loans or mortgages. That’s why the banks are having problems with their funds,” Zeng emphasized. If things in America start to unfold in the same way that’s happening in China, soon we could be the ones experiencing a cash shortage and witnessing widespread bank runs. At the same time, the whole world could be in danger of facing another financial catastrophe as both of the globe’s leading economies collapse into chaos.  Needless to say, we've been warned time and time again that taking on more and more debt was a slippery slope.
