Report: Scientology Church Violates Immigration Laws to Import Low-Wage Workforce

The Church of Scientology has been abusing the visa system to import powerless, minimally-paid workers for decades, according to New York Magazine.

Under the headline: “How Scientology Exploits Foreign Workers: The church has used an obscure visa to bring in thousands of laborers — and benefit from their toil,” reporter Kevin Dugan wrote:

For decades, scrutiny of Scientology has tended to focus on the outrageous and the glamorous, missing how the church aggressively used an obscure visa program and created a pool of exploited laborers numbering in the thousands

Over the past 30 years Scientology’s use of foreign workers has probably saved the church hundreds of millions of dollars and potentially more than $1 billion.

The article is based on testimony from some of the church’s former acolytes, including a girl from the United Kingdom:

England, 1994. Tina was 14. Her parents lived at Scientology compounds in the United States, and church officials wanted Tina to come join them by using an R-1 visa — a permit recently created by Congress for religious workers, good for five years. The officials told Tina (a pseudonym) what to tell anyone who asked: that she would be attending a special Scientology school and volunteering for the church part time. It wasn’t true. Once approved, Tina worked shifts as long as 24 hours doing construction, building furniture, and performing administrative tasks. “None of it’s voluntary,” she told me.

The Scientology organization is now being sued by some of the workers.

For decades, the federal government has quietly supported massive labor trafficking by criminal gangs, companies, and supposedly non-profit organizations. The government’s supportive policy — dubbed “Extraction Migration” — has cut wages for millions of Americans and raised their housing costs while fattening company profits and Wall Street stock values.

Much of the labor trafficking is camouflaged by the asylum programs for poor southern migrants. In February 2022, the Department of Justice convicted five members of a family-run Latino sex trafficking organization that operated between 2006 and 2017.

The trafficking is also hidden among the many “temporary” visa worker programs that supposedly allow employers to overcome claimed “labor shortages” in an economy of more than 165 million employees. These visa programs keep a foreign workforce of at least 2 million people in U.S. jobs, including at least 1.5 million foreign workers in white-collar jobs.

Other companies import legally import people on B-1/B-2 tourist visas and put lease them to other businesses under the shared pretense that they are temporary legal visa workers. This August, federal officials finally jailed a Ukrainian who was part of a gang that trafficked illegal workers to Florida’s Key West since 2007.

Organizations that claim religious status use visa laws to smuggle in cheap workers. In 2021, federal officials shut down a labor trafficking scheme by a Hindu sect that used R-1 visas for religious workers to import lower-caste Dalit workers so they could be used illegally to build temples in the United States.

In the Scientology case, the imported workers were allowed to the United States enter after they got R-1 visas for religious workers. The visas were awarded at U.S. embassies in Europe and elsewhere.

“This is an entirely predictable and almost guaranteed result — and that’s why Congress should just get rid of the program,” said Jessica Vaughan, the Director of Policy Studies for the Center for Immigration Studies. She added:

Managers in agencies want these visas rubber-stamped without too many questions because they are susceptible to pressure from the employer groups, and because they are in denial about the abuse of these programs that can occur.

Moreover, “there’s no reason to have this category — if bona fide religious institutions need workers, they should be able to apply through other [visa worker] programs — they’re nonprofits and are not subject to any cap,” Vaughan said, adding “There’s no shortage of people who could work as church secretaries.”

Federal officials have done little to curb the labor inflow to the Scientology groups, Dugan wrote:

This [federal] blind spot even seems to extend to law enforcement. In 2018, Serge Gil met with investigators at the FBI and Department of Homeland Security in Los Angeles to discuss human trafficking. He hasn’t heard anything since. The same year, Mike Rinder says, he met with an Immigration and Customs Enforcement agent in Tampa Bay to raise similar concerns. He also doesn’t know if investigators have acted on his information.

The labor extraction process is protected by lobbyists and legislators.

The NYMag.com article also quotes a November 2021 letter by GOP Sen. Susan Collins (R-ME) and Sen. Tim Kaine (D-VA) objecting to the reduced inflow of R-1 workers —  partly due to the 9/11 atrocity, but also because of increased scrutiny of the R-1 visas under President Donald Trump. The letter was sent to Alejandro Mayorkas, a pro-migration zealot who is President Joe Biden’s border chief:

There are many more religious workers waiting outside of the United States, unable to serve in our communities. These challenges have been compounded by COVID-19- related suspensions of visa services at U.S. embassies and consulates around the world in 2020 and 2021, resulting in lengthy visa processing wait times for religious workers seeking to complete consular processing abroad.

The Collins letter included a wish list from 17 religious groups, including the Scientologists as well as Jewish, Christian, and Muslim groups.

One of Biden’s pro-migration deputies responded to Collins in February, promising faster processing and reduced fraud checks:

USCIS has reallocated personnel to address the backlog of religious worker petitions and worked with its Fraud Detection and National Security Directorate to arrange for the waiver of the pre-adjudication verification site visit requirement for certain petitioners that have demonstrated a history of compliance with that program.

But the long-understood problems in the R-1 program are obscured by business lobbies that use other visa programs, Vaughan said.

“All of these cheap labor employers will defend each other, whether it’s the Catholic church, big tech, or big agriculture,” she said.

The NYMag.com article includes a denial from the church:

Karin Pouw, a spokesperson for Scientology, said by email that the organization “strictly complies with U.S. immigration policies” and “works directly with immigration counsel to ensure compliance with the immigration policies and regulations of the United States.” She added that my sources were liars engaged in a “coordinated and premeditated conspiracy to level false allegations.”

Extraction Migration

It is easier for government officials to grow the economy by importing people than by growing exports, productivity, or the birth rate.

So the federal government officially — and unofficially — extracts millions of migrants from poor countries and uses them as extra workers, consumers, and renters.

This extraction migration policy both grows and skews the national economy — but it prevents tight labor markets, and so it shifts vast wealth from ordinary people to investorsbillionaires, and Wall Street.

It makes it difficult for ordinary Americans to advance in their careers, get married, raise families, or buy homes.

Extraction migration slows innovation and shrinks Americans’ productivity, partly because it allows employers to boost stock prices by using stoop labor and disposable workers instead of the American professionals and productivity-boosting technology that would allow Americans and their communities to earn more money.

This migration policy also reduces exports by minimizing shareholder pressure on U.S. companies to build up beneficial and complementary trade with people in poor countries.

Migration undermines employees’ workplace rights, and it widens the regional economic gaps between the Democrats’ cheap-labor coastal states and the Republicans’ Heartland and southern states.

An economy fueled by extraction migration also drains Americans’ political clout over elites, alienates young people, and radicalizes Americans’ democratic civic culture because it gives an excuse for wealthy elites and progressives to ignore weak Americans at the bottom of society, such as drug addicts.

This economic strategy is enthusiastically pushed by progressives who wish to transform the U.S. from a society governed by European-origin civic culture into an economic empire of jealous identity groups overseen by progressive hall monitors. “We’re trying to become the first multiracial, multi-ethnic superpower in the world,” Rep. Rohit Khanna (D-CA) told the New York Times in March 2022. “It will be an extraordinary achievement. … We will ultimately triumph,” he boasted.

But the progressives’ colonialism-like economic strategy kills many migrants. It exploits the poverty of migrants and splits foreign families as it extracts human resources from poor home countries to serve wealthy U.S. investors.

Progressives hide this extraction migration economic policy behind a wide variety of noble-sounding narratives and theatrical border security programs. For example, they claim the U.S. is a “Nation of Immigrants,” that migration helps migrants, and that the state must renew itself by replacing populations.

Similarly, establishment Republicans, media businesses, and major GOP donors hide the skew caused by migration. They suppress any recognition of the pocketbook impact and instead tout border chaos, welfare spending, migrant crime, and drug smuggling.

Many polls show the public wants to welcome some immigration. But the polls also show deep and broad public opposition to labor migration and the inflow of temporary contract workers into jobs U.S. graduates need.

This “Third Rail” opposition is growinganti-establishmentmultiracialcross-sexnon-racistclass-basedbipartisanrationalpersistent, and recognizes the solidarity that American citizens owe to one another.

 Every illegal alien, over the course of their lifetime, costs American taxpayers about $70,000, Center for Immigration Studies Director of Research Steve Camarota says.

During an interview with SiriusXM Patriot’s Breitbart News Daily, Camarota said his research has revealed the enormous financial burden that illegal immigration has on America’s working and middle class taxpayers in terms of public services, depressed wages, and welfare.

“In a person’s lifetime, I’ve estimated that an illegal border crosser might cost taxpayers … maybe over $70,000 a year as a net cost,” Camarota said. “And that excludes the cost of their U.S.-born children, which gets pretty big when you add that in.”

“Once [an illegal alien] has a child, they can receive cash welfare on behalf of their U.S.-born children,” Camarota explained. “Once they have a child, they can live in public housing. Once they have a child, they can receive food stamps on behalf of that child. That’s how that works.”

Camarota said the education levels of illegal aliens, border crossers, and legal immigrants are largely to blame for the high level of welfare usage by the f0reign-born population in the U.S., noting that new arrivals tend to compete for jobs against America’s poor and working class communities.

In past waves of mass immigration, Camarota said, the U.S. did not have an expansive welfare system. Today’s ever-growing welfare system, coupled with mass illegal and legal immigration levels, is “extremely problematic,” according to Camarota, for American taxpayers.

The RAISE Act — reintroduced in the Senate by Senators Tom Cotton (R-AR), David Perdue (R-GA), and Josh Hawley (R-MO) — would cut legal immigration levels in half and convert the immigration system to favor well-educated foreign nationals, thus relieving American workers and taxpayers of the nearly five-decade-long wave of booming immigration. Currently, mass legal immigration redistributes the wealth of working and middle class Americans to the country’s top earners.

“Virtually none of that existed in 1900 during the last great wave of immigration, when we also took in a number of poor people. We didn’t have a well-developed welfare state,” Camarota continued:

We’re not going to stop [the welfare state] tomorrow. So in that context, bringing in less educated people who are poor is extremely problematic for public coffers, for taxpayers in a way that it wasn’t in 1900 because the roads weren’t even paved between the cities in 1900. It’s just a totally different world. And that’s the point of the RAISE Act is to sort of bring in line immigration policy with the reality say of a large government … and a welfare state. [Emphasis added]

The immigrants are not all coming to get welfare and they don’t immediately sign up, but over time, an enormous fraction sign their children up. It’s likely the case that of the U.S.-born children of illegal immigrants, more than half are signed up for Medicaid — which is our most expensive program. [Emphasis added]

As Breitbart News has reported, U.S. households headed by foreign-born residents use nearly twice the welfare of households headed by native-born Americans.

 

Every year the U.S. admits more than 1.5 million foreign nationals, with the vast majority deriving from chain migration. In 2017, the foreign-born population reached a record high of 44.5 million. By 2023, the Center for Immigration Studies estimates that the legal and illegal immigrant population of the U.S. will make up nearly 15 percent of the entire U.S. population.

Despite Mayor Lori Lightfoot’s (D) claim that Chicago is a “welcoming sanctuary city,” she is now sending illegals sent by Texas out to the suburbs.

The Windy City began moving towards declaring itself a “sanctuary city” for illegals at least as far back as 2015, and since her election to the mayor’s office in 2019, Lightfoot has reiterated that policy and said that Chicago is a “welcoming” place for illegals.

Regardless, she has blasted Texas Governor Greg Abbott as a “racist” and a “xenophobe” for loading buses with illegals and driving them to self-appointed sanctuary cities including New York City and Chicago.

“This is about a cheap political point. It’s not about sharing the load. To Greg Abbott and his enablers in Texas: with these continued political stunts, (he) has confirmed what many of us had already known: he’s a man without any morals, humanity, or shame,” Lightfoot said early this month.

But now, despite her repeated claims to love illegals, Lightfoot has been found shipping the Texas deliveries to the nearby suburb of Burr Ridge, according to WGN 9 News. And town leaders there are both shocked and angered by the move.

Indeed, Burr Ridge Mayor Gary Grasso said that Chicago did not coordinate with them before dropping off dozens of illegals at a Burr Ridge hotel.

“I am concerned neither the village administrator nor I were told about this,” Grasso said. “We want to know: Why Burr Ridge?”

Grasso added that, while Cook County is a so-called sanctuary county, his town never took a stance by joining the sanctuary movement. Indeed, during his recent campaign for congress, Grasso ran on a platform of reducing illegal immigration and defunding sanctuary cities.

The Burr Ridge mayor also noted that the city government only became aware that Chicago had dumped illegals there when residents called city hall to complain.

Grasso and members of the Burr Ridge town council were belatedly invited onto a conference call with state officials after the news broke.

For her part, Lightfoot blasted Texas Gov. Abbott for not “coordinating” with Chicago or Illinois officials with his busing plan.

“My frustration comes from the actions of the governor of Texas,” Lightfoot said on Sept. 4, after the first bus load of 50 illegals arrived. “There could be a level of coordination and cooperation, but he chooses to do none of those things and instead tries to send human beings — not cargo, not freight — human beings across the country to an uncertain destination.”

But if Mayor Grasso is correct, Lightfoot also neglected to “coordinate” with him before sending a busload of illegals to his town.

Neither Lightfoot nor Illinois Gov. J.B. Pritzker has commented on the story.

Meanwhile, Texas and other border states have been inundated with more than a million illegals released by the Biden administration since he took office. And that does not count the hundreds of thousands more who were not swept up by Border Patrol agents.

Texas has been particularly hard hit by the wave of illegals.

Border agents in Del Rio, Texas, recently apprehended almost 13,000 border crossers and illegal aliens in just one week, averaging almost 1,900 apprehensions a day in the region — which is about a third of Del Rio’s total population.

D.C. Mayor Declares Public Emergency, Allowing Her to Establish a $10M 'Office of Migrant Services'

(CNSNews.com) - With more than 9,000 illegal border-crossers already transported to the nation's capital, District of Columbia Mayor Muriel Bowser on Thursday declared a "public emergency," a move that will free up taxpayer money to deal with the influx.

The declaration allows Bowser to establish an Office of Migrant Services, part of the Department of Human Services, that will "provide support and services to non-governmental organizations."

"The District is allocating an initial $10 million to stand up the new office and support organizations working in the field, and we will seek reimbursement from the federal government," the news release said.

"With this plan, we are staying true to our DC values and building a system that will support a compassionate, consistent, and well-coordinated response,” Mayor Bowser said.

"This is a new challenge for DC, but I feel confident that if we lead with our values, and if we put the right systems in place -- which we are doing with the Office of Migrant Services, then we will lead a response that makes our community proud."

The Office of Migrant Services will coordinate the sanctuary city's response to the new arrivals by:

-- Meeting all buses and facilitating travel to other destinations;

-- Attending to the "basic needs" of people arriving in Washington, DC;

-- Setting up a system "distinct from the homeless services system, that is tailored to the needs of migrants and ensures the District’s response to this humanitarian crisis is consistent and well-coordinated.

More specifically, the Office of Migrant Services will provide support with "reception, respite, meals, temporary accommodations, urgent medical needs, transportation to final destinations, connection to resettlement services, translation services, and other needs as they are determined."

Bowser calls the migrant bus caravans, originating in Texas and Arizona, "a political stunt meant to get the attention of the White House."

Yes, that's what the caravans are all about, says Texas Gov. Greg Abbott, who is also sending thousands of illegal border-crossers to New York and Chicago.

And if D.C. is declaring a public emergency to deal with some 9,400 migrants, imagine what Texas is going through with millions of them.

"Because of President Biden’s continued refusal to acknowledge the crisis caused by his open border policies, the State of Texas has had to take unprecedented action to keep our communities safe," said Governor Abbott in April when he announced that in addition to Washington, D.C., New York City would also be an "ideal destination for these migrants, who can receive the abundance of city services and housing that Mayor Eric Adams has boasted about within the sanctuary city."


Border Patrol Union Mocks D.C. Mayor Bowser’s ‘Public Emergency’: ‘Reality Bites Sometimes’

“Reality bites sometimes,” the National Border Patrol Council (NBPC) told Democrat D.C. Mayor Muriel Bowser after she declared a public emergency regarding the illegal immigrants being bused into her city by Texas and Arizona, which are being overwhelmed due to the Biden Administration’s open-border policy.

At a press event Thursday, Mayor Bowser announced a $10 million program to deal with the problem of illegal aliens coming into D.C., courtesy of the two beleaguered states.

But, the union representing the nation’s border patrol was not sympathetic.

In a tweet responding to Mayor Bowser’s “public emergency,” the NBPC put her problem into perspective by noting the magnitude of the challenges being inflicted on states like Arizona and Texas by millions of illegal aliens - which the Biden Administration is denying:

“A few 100 trickling into DC is a ‘public emergency’. Millions crashing the border in AZ and TX, destroying property, overwhelming law enf, keeping BP tied up with fraudulent asylum claims & the fentanyl coming in while cartels control the border is no big deal. Just ask the WH.”

“Welcome to a very small slice of the mess you and others like you have cheered on for years. Reality bites sometimes,” the border union followed up.

The union went on to condemn the Biden White House for lying to the American people in an attempt to deny the existence of a border problem and vilify border patrol agents for doing their jobs:

“Many of us are asked by friends and family if the border is really out of control. It is completely out of control. The lies from the Biden WH are a disservice to the American people. What are Biden's limits on illegal aliens? They have no limit. Legal immigrants pay the price.”

“Biden/Harris/Psaki falsely accusing BP agents of crimes is lying. They lied about it to demonize BP agents.

“Mayorkas calling the border "secure" is lying. Thousands escape daily.

“Press Sec saying nobody is walking across the border is lying.

President Joe Biden’s deputies have released a regulation to accelerate the inflow and naturalization of migrants who rely on taxpayer-funded welfare and government aid.

The welcome regulation supersedes the reform established by President Donald Trump, which denied residency and green cards to migrants classified as a “public charge” because they could not earn a living in the United States.

The regulation reflects the bipartisan establishment’s eagerness to favor foreigners over Americans, and also to import more workers, consumers, and renters regardless of the economic impact on Americans’ productivity, pocketbooks, and civic stability.

“This action ensures fair and humane treatment of legal immigrants and their U.S. citizen family members,” said Alejandro Mayorkas, the pro-migration zealot who runs the department of Homeland Security for Biden. “We will not penalize individuals for choosing to access the health benefits and other supplemental government services available to them,” he added.

The welcome to poor migrants is “consistent with America’s bedrock values,” said Mayorkas, who has repeatedly described his “alignment” with migrants over Americans, regardless of the number of Americans killed by migrants and by migrant-smuggled drugs.

Under Trump’s 2020 rule, migrants were denied green cards if they needed to use welfare –“primarily dependent on the government for subsistence” — for more than 12 months during a 36-month period.

The Trump rule helped to reduce the closed-door conversion of illegal immigrants into green card holders via the so-called “Adjustment of Status” process. The rule also helped to curb the inflow of older migrants — such as the parents of new citizens — who depend on federal medical care.

But the Trump rule was quickly dropped in March 2021 when Biden’s deputies agreed to lose a “sue-and-settle” lawsuit filed by their pro-migration allies.

“The [new] rule… will help ensure that noncitizens can access health-related benefits and other supplemental government services to which they are entitled by law, without triggering harmful immigration consequences,” said a September 8 statement from the Department of Health and Human Services.

The statement continued:

DHS will not penalize individuals who choose to access the vast majority of health-related benefits and other supplemental government services available to them, including most Medicaid benefits … and the Children’s Health Insurance Program (CHIP) … food and nutrition assistance such as the Supplemental Nutrition Assistance Program (SNAP); disaster assistance received under the Stafford Act; pandemic assistance; benefits received via a tax credit or deduction … [Also] cash-based benefits, such as Supplemental Security Income (SSI), Temporary Assistance for Needy Families (TANF), and other similar programs, will not automatically exclude an individual from admission or green card eligibility, and will instead be considered in a “totality of the circumstances” analysis.

Each year, the federal government admits roughly 1 million legal immigrants to compete for the jobs and homes sought by 4 million Americans who turn 18 that year.

Since January 2021, Biden has admitted roughly 3 million additional migrants — many of whom are unskilled and cannot speak English — through the southern border.

That flow of extra consumers, renters, and workers have spiked inflation and housing prices, and it has also slowed wage growth.

But the economic loss for ordinary Americans is an economic boon for employers and investors, whose stock-market wealth climbs with the inflow of extra consumers and workers.

Washington, DC, council member Brianne Nadeau on Thursday blamed Texas Gov. Greg Abbott (R) and Arizona Gov. Doug Ducey (R) for the migrant crisis in the sanctuary city, contending that they “turned us into a border town.” 

“So it’s been said, but it’s worth reiterating, that the governors of Texas and Arizona have created this crisis,” Nadeau said on Thursday as the governors have sent migrant buses to Mayor Muriel Bowser’s (D) D.C.

“And the federal government has not stepped up to assist the District of Columbia,” she continued, as President Biden’s Pentagon has rejected requests to activate the National Guard to assist the nation’s capital.

“So we, along with our regional partners, will do what we’ve always done. We’ll rise to the occasion. We’ve learned from border towns like El Paso and Brownsville. And in many ways, the governors of Texas and Arizona have turned us into a border town,” Nadeau lamented. “We don’t know how long this will take to resolve.

“We don’t know how long they will continue busing, and so the right thing to do here is to be prepared to ensure we can greet every bus, we can get people off on the right foot, we can get them where they want to go, and that will ultimately help them in their immigration process,” she added.

Her remarks come as Mayor Bowser declared a public emergency over migrants being bused in from Texas and Arizona. The declaration “establishes a Migrant Services Office within the Department of Human Services (DHS) and directs the Director of DHS to provide temporary services and supports to migrants arriving from the southern border states.”

All of this comes despite the fact that Bowser stands as a longtime supporter of sanctuary city policies:

According to the Washington Post, “more than 230 buses carrying nearly 9,400 migrants, including families with young children, have arrived in D.C. since Texas Gov. Greg Abbott (R) began offering free passage to the nation’s capital in April, with Arizona Gov. Doug Ducey (R) following suit in May.”


 

California Makes History: First State in U.S. Giving Food Stamps to Illegal Aliens

The sanctuary state of California will make history by becoming the first state in the nation to give food stamps to illegal aliens.

This week, Gov. Gavin Newsom (D) announced a budget deal with Democrat state legislators that includes providing food stamps, paid for by California’s taxpayers, to illegal aliens 55 and older — the first initiative of its kind in the United States.

An executive with the group Nourish California told the Fresno Bee that the policy is historic for the state, saying, “California is once again making history by removing xenophobic exclusions to our state’s safety net.”

Expansion of the state’s CalFresh food stamps program will cost California’s taxpayers more than $35 million and about 75,000 illegal aliens are expected to enroll every year.

The move comes as Newsom’s budget deal will also ensure that California is the first state in the nation to provide taxpayer-funded health insurance to all of its 3.3 million illegal aliens.

Offering taxpayer-funded health insurance to its entire illegal alien population, the largest in the nation, is expected to cost California’s taxpayers about $2.4 billion annually. The plan is scheduled to begin in 2024.

He and his family receive the equivalent of $20.00 to $30.00/hour in benefits.
