Grand Jury Investigation: NGOs Rake in Billions Providing Illegal Aliens with ‘Safari-Style Guide Maps’ to Get to U.S.

A statewide grand jury in Florida has issued its latest report, detailing how non-governmental organizations (NGOs) profit billions from securing federal contracts to resettle illegal aliens across all 50 states.

Among the findings in the statewide grand jury’s report is that from October 2022 through September 2023, over 900,000 border crossers and illegal aliens were released into the United States interior after arriving at the southern border.

The overwhelming majority, the report notes, do not have valid asylum claims but are still able to take full advantage of federal welfare programs meant for struggling Americans:

Our federal government also speaks with its pocketbook. Once here, many of those claiming asylum (of whom as much as 50% fail to even appear for a hearing once finally held, almost 90% of those who do appear are found to have no credible claim deserving asylum status) qualify for and receive benefits during their period of residence such as Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance (SNAP), Medicaid, Women, Infants, and Children (WIC) benefits, and public school education (including breakfast and lunch programs). [Emphasis added]

These benefits can be claimed for years, even after an alien‘ is ordered removed by the courts. Of course, many primarily come looking for jobs, which generally pay far better than those at home. [Emphasis added]

In particular interest to the statewide grand jury is the role that NGOs in the U.S. play in facilitating illegal immigration for the Department of Homeland Security (DHS).

According to the report, NGOs contracted to resettle illegal aliens in the U.S. are hardly monitored and seemingly profit from higher levels of illegal immigration as it ultimately means more federal contracts for which they can bid.

“Billions of dollars of grant funds are disbursed every year by federal agencies to NGOs, many of which also receive financial aid from groups affiliated with the United Nations,” the report states:

These monies are not spent accountably. For example, on March 28, 2023, the DHS Inspector General released a report following its audit of funds awarded to FEMA’s Emergency Food and Shelter Program, used by NGOs to assist illegal aliens encountered at the southern border. Of $12.9 million examined, the NGO awardees were unable to account to the DHS OIG for $7.4 million (58%). Nonetheless, FEMA’s Shelter and Services Program (SSP) for NGOs sent another $77 million, bringing the total to around $291 million this year alone. We also heard from witnesses and examined annual reports from some of these NGOs, learning that in some cases more than 70% of their funds were spent on salaries (with many executives making several hundred thousand dollars annually) and “expenses” unrelated to actual alien service. The river of accountability-free money has absolutely polluted the entire process. Given the breadth of our mandate, we focused on transnational criminal organizations and illegal immigration (detailed further at other sections of this report); we discovered, however, that there are also “legal” organizations who appear to be misusing federal contract monies and their “nonprofit” status in order to abet the process, and likely the actors, responsible for the illegal activity we are describing. [Emphasis added]

The statewide grand jury accused a number of NGOs, contracted with the federal government to facilitate illegal immigration, of obstructing their investigation by “refusing to provide subpoenaed information and refusing to answer some direct questions…”

“These NGOs do not truly or exclusively operate as humanitarians. They do not spend federal grant money to convince alien populations not to risk a life-threatening odyssey. Rather, they magnify the magnetic illusion of economic prosperity at the end of a migratory trek,” the report continues:

They provide cash cards, cell phones, and transport vehicles and what amount to safari-style guide maps through portions of jungle and across deadly terrain, increasing the number of individuals who thus elect to make the journey and enabling Transnational Criminal Organizations to amass fabulous wealth and a bottomless pool of victims in the process. [Emphasis added]

The report also cited research from the Heritage Foundation’s Oversight Project, which, in December 2022, revealed that NGOs contracted with the federal government had helped resettle illegal aliens across 431 U.S. congressional districts out of the nation’s 435 congressional districts.

For lawmakers to better understand the role that NGOs play, the statewide grand jury is asking Florida officials to form a separate statewide grand jury “solely to investigate the questionable activities of NGOs…”

Annually, the 11 to 22 million illegal aliens living in the U.S. cost American taxpayers $163 billion. That amount does not include any of the social and economic costs — such as higher housing prices, depleted wages, lost jobs, increased crime, and strained public resources at hospitals and schools.

More than 100,000 Chinese nationals have migrated into the United States since 2021, and the federal government is doing little to block them or to send them home, the New York Times reported on November 24.

“When [President Joe] Biden and Mr. Xi met last week during an international summit in San Francisco, for instance, immigration was absent in their discussion,” the newspaper reported:

Instead, they talked about fentanyl, American business investment in China and export controls, among other topics.

In the past, American diplomats have tried to work with the Chinese government to persuade it to repatriate its citizens, and the response has tended to be the same.

“They would just plain refuse to acknowledge the person was Chinese,” said Michele Thoren Bond, a former assistant secretary of state who worked on these issues. “It is not credible that a country that documents and monitors its citizens as closely as China does not have photos of every citizen,” Ms. Bond added.

In 2015, for example, federal officials tried to deport more than a dozen violent Chinese migrants back to their home country, Reuters reported. “But, not for the first time, China failed to provide the necessary documents, and three months later not one of those arrested has been deported, and many have been released from custody,” Reuters said.

U.S. officials do not pressure China to accept deported migrants largely because U.S. corporations and investors want to preserve their lucrative exports from China to U.S. markets.

Without China’s approval, Chinese migrants would have to be flown to a third country — and officials of both parties have done little to enable that policy.

Similarly, Biden’s officials do not pressure Mexico’s government to take back illegal migrants because they rely on Mexico to streamline the flow of worldwide economic migrants into the United States.

The failure to deport Chinese migrants is incentivizing more migrants into Americans’ workplaces and neighborhoods. Many of those migrants collect in New York, where they work illegally and help to push less productive Americans out of decent jobs and homes.

A second major attraction for Chinese migrants is that a majority of Chinese migrants are allowed to stay because they win asylum claims in court, according to the Transactional Records Access Clearinghouse at Syracuse University.

Many of the winners, however, are actually economic migrants who have transited through multiple safe countries to reach the United States. Those countries include Ecuador, Colombia, Panama, and Mexico, where migrants are allowed to ask for political asylum.

There is no cap on the number of migrants who can win asylum each year.

Many Chinese migrants also arrive legally, either as temporary visa workers in the H-1B and OPT programs or as family migrants joining prior legal immigrants.

The administration is determined to enable a greater flow of migrants from China via the H-2B and H-2A programs. Those are temporary work programs, but workers from China would likely apply for asylum before they had to go home.

Many U.S. investors and CEOs welcome a larger flow of legal and illegal migrants because the migrants serve as wage-cutting workers, apartment-sharing renters, and government-aided consumers.

Most media outlets portray illegal migrants in a positive light, regardless of the pocketbook and civic damage done to ordinary Americans. The Los Angeles Times, for example, reported favorably on a family of Chinese economic migrants in July:

On this hot June afternoon, a woman who wore an ankle monitor so immigration authorities could track her said she had been “just getting by” running a small restaurant in Wuhan and wanted to escape the social stigma of being twice divorced.

“If your job and family situation aren’t good, there’s no future in China,” said the woman, 33, who had arrived in the L.A. area about a month earlier and would give only her English name, Sophia. “If I can get a work permit, if I can learn English, maybe I won’t feel as much under pressure.”

Monterey Park has long been a landing spot for immigrants from China with no English and a few hundred dollars in their pockets. “Family hotels” offer a cheap place to sleep, crammed in with dozens of others. Employment agencies can provide a gig at a restaurant, a warehouse or a marijuana farm — no work permit needed.

In September, the Center for Immigration Studies reported that officials want to expand the number of countries where H-2A and H-2B workers can be hired:

DHS proposes to remove the requirement that USCIS may generally only approve petitions for H-2 nonimmigrant status for nationals of countries that the Secretary of Homeland Security, with the concurrence of the Secretary of State, has designated as eligible to participate in the H-2 programs.

There is no cap on the number of H-2A workers who can be hired each year.

Under current rules, most of the H-2A workers come from Latino countries south of Texas.

The flood of Chinese migrants is large enough to create more organized crime and more national security problems.

For example, in December 2022, a city inspector discovered a Chinese-run laboratory that stored many diseases and viruses in Reedley, California. In October 2022, federal officials arrested several Chinese government employees who were secretly policing and intimidating Chinese immigrants.

However, there is no evidence that Biden’s progressive, pro-migration officials have used economic pressure to disrupt the drug trade from China and Mexico into the United States.

Polls Show Voters Mourn Loss of the American Dream

The American dream holds that every citizen of the United States has a fair opportunity to achieve equal measures of success and prosperity through hard work, determination, and initiative.

Intergenerational progress then ensures succeeding generations not only share in that success but build on it and will be better off than their parents.

Two polls run counter to that perceived wisdom with more Americans despairing their hard work will deliver less and their children will not be better off than their forebears.

The Wall Street Journal asked respondents whether they believe “the American Dream — that if you work hard you’ll get ahead — still holds true.” The results show:

  • Just 36 percent said it does hold true vs. 18 percent who said it never held true and 45 percent who said it once held true, but not anymore.
  • Compare that to surveys in 2012 and 2016, when 53 percent and 48 percent respectively said the American dream held true. Those polls were taken by a different pollster, PRRI, with different methodology, but the downward trend is clear.

A notable gap exists in the belief in the American dream among different key demographics although there is a shared disappointment in the ability to do well in an economy that appears stacked against lower paid workers, as Breitbart News reported.

Women were more pessimistic about the state of the American dream than men, according to the WSJ poll, while younger people were much more pessimistic than those over 65.

The survey underscores a growing sense of economic insecurity and skepticism about the path to better living standards.

Half of the voters feel life in America has worsened over the past 50 years and believe the political and economic system is stacked against them.

Compared to previous polls, the percentage of people who believe the American dream was never a reality more than doubled.

In another NBC poll, a record-low 19 percent of respondents said they were confident their children’s generation would be better off than their own.

That’s the lowest level the poll has recorded on this question dating back to 1990.

For all the talk of Joe Biden's open borders turning America into the third world, Joe Biden doesn't need to import that poverty, he's doing just fine making America a poor country by his domestic policies alone.

According to the Economic Collapse blog, citing government data:

The Social Security Administration just released national wage statistics for 2022, and the figures that they have given us do not paint a pretty picture at all.  In particular, we should all be deeply alarmed that the median wage earner brought home just $40,847.18 last year.  That breaks down to about $3,400 a month, and that is before taxes.  Needless to say, you cannot live a middle class lifestyle in America today on just $3,400 a month before taxes.  So in most households more than one person must work, and in many cases more than one person is working multiple jobs.

The blog, linked on the Whatfinger aggregator, noted that the national median price of renting a home is $1,978 a month, and actually owning a home is the most unaffordable that it has been since 1984.

Previous figures I've seen have shown median worker wages in the $60,000 range. This shows a lot of lost ground.

So much for Bidenomics, and Joe Biden touting all the good he's done for the economy. I guess the price of a hot dog went down a couple cents. 

Biden's combination of federal overspending has driven federal debt to wartime levels, while his greenie mandates and regulations have driven electricity, fuel, heat and other costs sky high. And the inflation that comes of that overspending, for wars, bureaucrats, and handouts, has driven real estate, medical care, and other services to insane levels. Living in the U.S. has become unbearably expensive with that, and to make matters worse, wages have fallen, job availability has fallen, consumers have maxxed out their credit cards on necessities, and with the Federal Reserve stopping the printing money, a recession is coming.

It's as if a regime run by America-haters has managed to shut us out of our own economy now, effectively exiling us from our own country.

Sound like an America anyone would want to live in, a place of growing poverty? Only to a Democrat, such as Joe Biden and his loyalists, spending money on foreign wars we can't afford, leaving our border unprotected at a cost of billions, allowing government waste and fraud to go on, saddling consumers with greenie mandates, and calling bureaucrat hiring job creation and printed money a growing economy.

It just goes to show the unfitness of Joe Biden to lead the U.S. This is his economy, a place where wages go down, costs are unbearable, and poverty is becoming a way of life. Call him Poverty Joe, because our standard of living is falling now.

In Argentina, they just threw out their government for doing that to them.

Come 2024, will the U.S. follow?

NYC: Illegal Immigrant ‘Sanctuary’ Sees Homeless Population Surge as Busloads from Texas Continue to Arrive

New York City’s homeless population is surging thanks, in part, to the continued arrival of busloads of illegal immigrants from Texas being sent to the self-proclaimed “sanctuary.”

In the city’s Fiscal Year (FY) ending June 30, the homeless population increased 73%, rising from 46,675 in FY2022 to 80,724 in FY2023, according to statistics published last month in a financial report by the city’s comptroller.

“More than 22,000 asylum seekers applied for shelter through DHS as of April 2023,” the comptroller said in an August review of the city’s homeless situation, apparently counting all migrants as “asylum seekers.”

Last week, migrants set up camp in front of the mayor’s residence, to protest the time limit on how long they can live in one of the city’s shelters, regional network Spectrum News NY 1 reports:

“On Thursday, dozens of protestors set up tents and sleeping bags outside of Gracie Mansion, blasting the city’s recent restrictions on the length of time migrants can stay in shelters before they have to reapply for housing.”

The city currently has a 30-day shelter limit for adults and a 60-day limit for families.

In a September press release warning of the financial burden of actually having to be a sanctuary, Democrat New York City Mayor estimated that approximately 10,000 “asylum” seekers are “still arriving each month.”

The comptroller’s review says the city’s shelter system has been “overwhelmed” by the surge in immigration that began in 2022 when Texas – which was already being overwhelmed by illegal immigration – began busing immigrants to the “sanctuary” New York City had promised them:

“In October 2022, at the peak of the surge in migrants seeking asylum, DHS reported the highest-ever number of homeless people living within the shelter system.

“DHS stated that starting in April 2022, the State of Texas began sending buses of migrant asylum seekers to New York City. Buses arrived unannounced and unscheduled, and the people on them—most of whom had crossed into the United States via the southern border—were in need of shelter and care.

“By April 4, 2023, 22,002 asylum seeker households had applied for shelter through DHS. In response, the City opened 135 emergency sites between June 2022 and May 2023 for asylum seekers.

“The City shelter system was overwhelmed by this surge. The shelter population reached its highest-ever daily population by October 5, 2022, with over 61,000 people recorded. Although other City agencies have since stepped in to help shoulder part of this burden, the number of people in DHS shelters continued to grow. On March 1, 2023, the daily population in DHS shelters reached 70,848 people.”

On Friday, Republican Texas Governor Greg Abbott reported that his state has bused more than 22,800 migrants to New York City since August of 2022, as part of the multi-agency border security measure, Operation Lone Star.

To deal with the staggering cost of the immigrant surge, Mayor Adams has announced the city is reducing its number of police and making across-the-board budget cuts:

“[M]ake no mistake: Migrant costs are going up, tax revenue growth is slowing and COVID stimulus funding is drying up.”

New York City’s migrant crisis will cost nearly $11billion over two fiscal years and its FY2025 budget gap is expected to “surpass unprecedented $7 billion,” the mayor’s press release estimates.
